001good evening and welcome to the Wilson Board of Education meeting Tuesday November 9th 2022 my name is Tim Carter superintendent of schools just as a reminder um if you're not here in attendance and you want to make a comment or or have a concern that you want the board to know about please don't hesitate to call that 716-751-9399 number and that's a direct line to Mrs Pavan our district clerk and she will get that Quest question comment or concern to the board at this time we'll turn the board meeting over to president Waters thank you superintendent partner please stand and join me in the pledge allegiance I pledge allegiance of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all results

002foreign thank you and welcome board members under 1B approved meeting minutes dated October 11 2022 can I have a motion so we'll seconds any questions all in favor aye any opposed motion carried under two a special presentations we have Dr godshell Lynn from Oregon Sagar BOCES welcome thank you it's good to see you yeah good evening and thanks for having me uh I think it's tapping my notes in a second well I'd also like to introduce Mr Mike Mann he's our new principal of the Niagara Center that really new nude Administration but doing a heck of a good job down there and we have a couple of your students uh one thing about BOCES we don't have students we take your students and we work with them you send about 50 of your Junior and

003seniors to us every day to our current technical program so you're going to hear from them in just a second but I have to acknowledge Mr crop he's your board rep he kicks butt in terms of uh he makes your voices heard and you know and he can get on something and ask the tough questions I'm using the recipient of that for the new people I'm the senior district superintendent in the state there's 37 BOCES on the local commissioner's route I've been doing it for 33 years dick zip hired me and I've been an educator now was recognized last week by the commissioner 53 years as an educator started teaching High School swimming at age 16 to adults so that's kind of neat and it's not in my pension so I'm still working um and

004also the Mr Carter it's um I'm currently doing the superintendent search of Lockport very volatile it's my 76th search I leave the state in terms of searches I conducted yours six years ago and any complaints you know what I told you at the time it doesn't work out had me back I take a mountain body bag okay good so write everything going well I don't hear from you so it's all good and the superintendents in terms of just like all the salaries I I'm seeking right now 40 staff members you know one thing about BOCES I always pride myself on being a physically responsible but by holding the line we have 40 openings I just lost my fourth clerical person this week to a local District so the districts are getting staffed up but they're

005kind of raiding us and the closest boys concerned about that I had to close some classrooms because we just don't have enough teacher Aid and I'm trying to Jack the salaries a little bit getting them up um but it's a challenge as I'm sure with you in terms of that so thanks for sending your pupils to BOCES uh I said it's a win-win for your District 97 graduation rate for the students and the current technical education and you're going to hear about some of the successes with our skilled USA program um fantastic programs we started a couple of new ones we started up a animal studies program which has really taken off standing room only to get in pre-vet type classes and let me extend my invite as I do to all the boards and

006this is my first board I'm going to do all 13 by February but if you're interested in coming down for a couple hours on the morning a little snack made by the student do a quick tour I don't sit and talk to you we walk and talk how many people have taken that before yeah so thanks for doing that and for the new people might be worth doing um and in terms of the BOCES uh there's this thing called BOCES aid for the new board members if you if you send my services from the BOCES you get back about 80 cents in a dollar the following year in approved services so our eight thousand dollar ctd tuition which is the second lowest of 37 in the state net costs about two thousand dollars to send

007a student to us so you are really maximized if they need to find business official who knows how to maximize the aid in terms of the services uh you've been about 3.9 million on our goal season the other BOCES you can contract with other services problems called cross contracts Co-op biddings smart schools computers staff development safety risks you have a safety in the district every two weeks walking around they picture sure things are good um so that's just what a school district should be doing um it's a tough year we continued a little snooze 15 years ago we had 45 000 students I was responsible for across the 13 districts we're down to Thirty one thousand because about 800 students a year are departing the area some people say well it's birth rate is about

0081.8 we're below the replacement cost but people are moving out moving on and I know that interview process that's one of the questions we have how can we retain students in the area in terms of jobs and part of it is the current text that you're going to hear about um we also in terms of my frugality in terms of being Chief we took three classrooms to Niagara Falls and one over North Carolina and we are renting a wing up at Godfrey Road school over in Newfound so we Consolidated that's good for you if you have any special needs students they don't have to travel as far they cut off about 45 minute drive so we are housing we have about 13 classrooms over in Newfane so we're down to five sites our BOCES refund

009at the end of the year we're not allowed to carry over money or to save it we have to give it back and that's going to be over 5 million dollars coming back to the local districts this year so that's always good for people they have the best equipment and if we don't need the money or we once we have our classes filled up we have room we accept the students we don't need the revenue it comes back um contracts are currently negotiating with our teachers our other contracts are settled and we get things back we say no and we get the contributions to health insurance did you understand uh very good on your contract because supplements BOCES summer school a lot of programs super results purchasing the whole appr and the other data we're

010the third largest Career and Technical operation in the state out of 37 BOCES we also do lit zones fantastic literature program high school we have night school 85 students attend that our instructional Services library media I'm not sure are you in The Courier Service where they drop stuff off up here so again you're maximizing the both state some districts drop that and for the net costs it's uh it's a great deal Home Hospital in terms of districts can't find substitutes so they approach the BOCES we have 67 permanent Subs who go out and help the districts in terms of that's still not enough but we do do that we're instructing right now 303 students who are either suspended or hospitalized or at home so with that let me turn it over to Mr Mann and

011let the students have a say and I'll pass my notes out and any questions for me thank you all right yes thank you Dr gotcha so again thank you very much for having us here tonight um I have reached out to my teachers and I have had them make recommendations to me about some of our best and brightest Wilson students and we have two of them that are here tonight that would like to speak with you and tell you about their BOCES experience and I will start with our first student I'm starting with Joshua with Chesterfield he was good enough to be here with us tonight and Joshua tell us about the program that you're involved with prayer hello everybody my name is Joshua Chesterfield and I'm currently enrolled in the electricity and electronics program

012and currently I'm in the electronics section past year was electricity section um I really love overseas personally I really really do because I get to work with my hands I get to do what I love and where I love to do it at OCS the teachers are all very kind very helpful we have a teacher Aid who's also very helpful I just started learning how to solder which is also one of my favorite things to do um previous year I learned uh commercial and residential electricity so why are a place like this as well as your very own house um and this year I'm going to be learning about motor controls so big industrial stuff and little tiny stuff like in your computers your laptops the projectors um I also really like uh just in

013general being at BOCES all the staff all the teachers are very kind not just my teacher personally um that's all I have to say really let me explain so how do you foresee what your experience both sees has been it would see what you might do in the future So currently uh next week I believe the 14th through the 18th I'm going to be shadowing at Hilbert Electric shadowing is a part of the OCS program where we go out physically to say for me an apartment building where I'll be watching somebody actually work and they'll teach me while we're doing that it really has extended to me a whole new level from just school to physically doing it and learning about my trade um say about that let me ask you this are there any

014other activities that you're involved with that coaching so skills yeah inside the collateral Society I am a skills USA member and I am also a National Technical Honor Society member this year my goal my dream is to go to Nationals to really step up and get to that next level and not go just from the classroom or to Regionals to States but all the way to Nationals reaching my goals and really getting where I want to be in life we have to talk about that because most mercies have one or two students that go on to Nationals last year we had 19. oh my god when our students show up they go oh boy here comes Arlene's Niagara BOCES kids so yes sir he competed yeah skills USC is a leadership organization and it's also

015a competition so we have a regional competition uh we have a state level competition and then we have the national competition this last year was held in Atlanta Georgia and uh spectacular the first time I ever went there I was completely blown away here in the convention center in Orlando and they're the the convention center is like three stories deep and you could have put three or four football fields on each of the levels and they have a neat little thing that they do every state comes with a pin and they give the kids a handful of pins and what the goal is for the kids to get them to network with each other is to try to see if they can collect all 50 pins and it's genius because the kids are coming up

016to each other they're trying to strike up a deal hey I got Iowa I got Illinois you know they're bargaining with with uh pins and already but from their own State um every every group was in the uh in the auditorium where the basketball team in Atlanta plays and um every every state has a hat and ours was a hard hat with a bunch of logos on it Statue of Liberty on it right so we're going to get him from states he is super pumped up about that and what are you going to do next year with all this stuff so next year I'm hopefully going to go straight into the workforce straight into uh residential electricity and possibly go to um a trade school and get my uh what is a bachelor's degree so

017I can become a linesman and I was her girlfriend I met today in the nursing program she is also in the National Technical Honor Society it's fantastic it's a very high standard to get in so he's uh definitely an overachiever in every areas I also want to say last year um most of the group projects we did um when you can demonstrate to your teacher that you will go above and beyond they'll put you in a position where you can lead a whole group of people a leader the foreman for 90 of the groups um I was able to keep my team happy working and file almost every time we got them first and ours was the best yeah building leadership skills and technical skills all at the same time thank you you have accepted

018student Cassidy who's also here yes to tell us about your experience of policies so so I decided to go to BOCES because I saw all three of my siblings go and it was a completely different environment from Wilson gave them a chance to meet a lot of new people about new kids from different areas so I wanted to try and involve that in Final year and my own High School because I wanted to meet other people outside of Wilson and also have a chance she was like work with my hands a little bit more because I had already excelled in the math and sciences and so I liked the earth science facts here which then bridged me into looking at conservation with Mr Dewey and a lot of it ends up working out in the

019back behind the school we get to do a lot with um identifying trees and Wildlife but on top of that we get to learn about like making management plans for different types of invasive plants or different wildlife and there's just it's a lot of things my exercise teacher used to explain it um as kind of like the Earth's crust it's thin but it covers everything so there's a little bit of everything throughout the whole year and in my class we also get to do a enviropractic competition and we did that closer to the end of the year last year my team personally he has everybody in the class joined a team my team he had two seniors one senior from Wilson and one senior from North San Juan I believe we ended up going to

020States and we had a lot of fun there was a great learning opportunity and it was definitely something we had like we never expected it was a lot of new um worth a lot of new people and then on top of that I'm also in the technical Honor Society and next week and I'm also in skills USA last year I ended up going to Regionals and states for the power equipment which is definitely something I would normally do but since I had worked a little bit in class I wanted to push my boundaries and I tried something new and I ended up going to States and I had a lot of fun on the trip with our advisors they were very organized about it all just an amazing and then after all that I was

021given the opportunity to represent BOCES as the chapters of Excellence program so I went to national Square week and I I did scholarships and I was essentially paid to go on the trip because the school was gracious enough to give us donations to pay for our hotels and our food and other accommodations we ended up having a lot of fun on that trip my friend and I from my class we had to do a 10-minute presentation about the framework of discos USA and power some programs at OCS tie into that and it was such like we barely got a chance to learn about the framework before and going on that trip it opened like so many new ideas for what we could do this year and we started those right off the bat we're doing

022as much as we can and got some ideas for what we hope to bring to Nationals again and he even mentioned the pins that's just a small part of the fun things that we got to do at Nationals we got to do like a bunch of other things including a three hours of community service where we got to build bikes for the kids the youth in Atlanta and we got to see them get these bikes and it was it was an amazing experience so what are you gonna do next year next year I'd like to really hope to move on to a environmental science College such as ESF or Geneseo I haven't decided yet but I am going to move into conservation related programs good ones any questions Mr Man would you explain a little

023bit how BOCES AIDS the graduates in placement after they're done absolutely so so we have every one of our programs has an advisory Council and these are our industry Partners they advise us on what we need to do to make sure that the students that we are turning out into the workforce are Workforce ready what The Cutting Edge Technologies are what the new machines that we might need to have is and it's kind of a symbiotic Union we use those advisory council members to advise us so that we have Cutting Edge programs and at the same time we are providing they are providing for us the opportunity for our students to go out and in turn Shadow and Capstone with these businesses and that benefits us and on the other side of that these businesses

024benefit directly because they get to kind of pre-screen the students it's like you know a two-week interview um and they're seeing what these students are capable of in many many many cases I would say the vast majority of cases they are then extending job offers to our students on graduation so it really serves our need and it serves their need and uh it's a win-win like Dr gotcha said earlier it's a win-win for everybody thank you yeah thank you pick us up on the offer to come and visit thanks for having us on awesome thank you thanks for setting this up um I guess this is where I do my whole proud 1983 graduate of Niagara vocational hey Sanborn and it's um it's nice Joshua and Cassidy to hear that um you know you're considering

025further education would certainly not discourage that but um you know for me I went I went right directly into the workforce and you never know um where your journey is going to take you I I would have known 40 years ago where this journey has taken me and and hear him sitting in front of you tonight but anyway regardless I think it's a very worthy program that you that you you learn a lot of things about life skills whether or not you use that in the rest of your careers you know only time will tell that and we certainly enjoy the relationship we have with with BOCES for a lot of a lot of different things not only the um the technical education part so thanks for coming tonight appreciate you taking time out of

035with cost per registration lodging meals and mileage and the amount of 839 and 75 cents being considered a proper charge against the district can I have a motion so second second any questions it's all in favor aye any opposed motion period Under 12 a conference report trustee Stewart Creek School some of the law of seminars May until 3 30 PM in Syracuse I had several takeaways from the conference and then it's just Thursday uh curriculum obligations they talked about textbooks library books and more information Community challenges that are coming up so it's a curriculum obligations uh State constitutional obligations state laws and regulations learning standards federal laws and they even asked questions like is there a statement and curriculum in New York could be who stopped to discuss that uh what roles do student Works

036play in the curriculum development process they they single out two things one was based on local policy procedures and processes processes School Board might not become involved until after the development and review process completed and the board is presented with the protocols curriculum it benefits and the reason behind emotions or might be involved from the beginning and receive periodic updates on progress being made I do believe we have done both in our district and then they asked what role do school boards play in the selection of curriculum and answer one of them discuss with school boards play an important roles students and teachers have resources they need and that resources are online today they are responsible textbooks that will be used for the providing instructional materials and alternative formats such as Braille and large print

037to student disabilities in need of essential materials and then they cited a lot of education laws I have oh information anyone would love to borrow it for their nighttime reading I actually have two so um I'd be more than to be able to share with you if you want to borrow them um they talked about school curriculum subject to vote or approved and they are cited a specific case examples and then they discussed each one individually um then they talked about SCD perspective on the state of education in New York they discussed the educational policy board member removal student discipline excessive punishment and regulations employees speech and first amendment was another and I think Tracy is going to be discussing that a little bit further um whether you're and they talked about a separation of

038church and state and they kind of mentioned are you speak in as a private citizen or are you speaking just Public Employee and that was the deciding fact uh public and non-public schools and legal relationships and obligations they went over schools that are different as well as some that are the same um we talked about support of non-public student residents and special education related issues and then they also discuss current needs of children with disabilities parental concerns recent decisions districts need to be aware of to ensure confines of federal and state laws and I I too hardly believe that Wilson doesn't have a job Friday morning I attended the rural Schools breakfast um what I did but I'll take it I did some networking and nice morning keynote address of the Hope conference was by

039Marlene madlyn same thing she's a Death actress who has had to break down barriers the barriers were in the minds of the people around here she didn't feel she had the barriers it was everyone else and that kind of gives you a whole another perspective of how you look for children whether their needs are what the LGBT or the symptoms correct or you know if they just have a you know people spill it I want to she also reminded us that we were forced to reroute ourselves with the pandemic our job as Board of Education members is to provide a voice for the public and I it kind of reminded us that sometimes develop your presentation it was excellent um and I think Tracy is Christianity was another one I attending there's so much more

040than pink and blue at first I thought from the title that the devil assists uh this one opened my ass probably the most any of the sessions that I attended they discussed cultural responsiveness that most mostly grades 9 through 12 are affected 51 of U.S high school students feel like they don't belong in school students with disabilities are seemed to be the most bullied 9 through 12 lgbtq are the number one homeless teams in New York state they make money through sexual sexual effects they discuss biological bird a traitor scale which helps doctors determine if babies are born intercepts uh gender identity and more transgender brains resemble their gender Indemnity and not their biological sex really what I'm doing is taking the highlights and they're my notes that I took American Academy of Pediatrics by

041age four and five say that most children have a sense of their gender identity this is kind of all new to me and my my exception um so I thought it was very good that I attended most importantly there should be a district support and communication plan which I feel Wilson has and a gender support plan which both need to be confidential I feel that we also have here and the other one I attended was a mental health and they talked about Gene depression four teams uh came up with a movie and it was called a tough hope these four teens had tried to harm themselves being hospitalized a total of 18 times in psychiatric hospitals they suffered from depression um and then a story continued to four years plus labor and what they're doing

042with their lives and how they were trapped they were transformed but then else 36 of 12 17 year olds suffer from Teen depression they played School sports for competitive happy-go-lucky and they were musicals still were suffering from depression sixth grade started cutting their upper thighs were living in toxic relationships that fall were mad at their self did things to purposely get into trouble angry Punchy walls attempted suicide creating himself trying to get out of Philly and being so angry and they felt that depression is judged as an excuse not an illness uh and mental illnesses how white people crop that was one thing that peaceful to accomplished and these four kids uh were helped by a Dr David Garrison a psychiatrist from the U of R Medical Center um they added what we just need

043to be more open and we don't know how to answer which they um one of them was a social worker now dealing with kids uh working with suicide and also teaching at the college another was going to their master's degree in PA and Jonathan they're all doing quite well one of them still said he still has suicide too and they hear they were as young adults now on the panel in this age group in front of all exploring that website um and then Saturday I attended a conversation with the commissioner and I tried to do that a few years ago when the CLA was our commissioner and she was a milkshake so of course I go to this one and she was a no-show but she was on um so she was flying so that

044that made it worth staying for uh they talked she talked about the task force of 64 individuals from also teachers parents to his stakeholders that review the symbolic significance of our diploma and that's what they're doing now one question that keeps coming up as to how we how do we know our students do are leaving us knowing what they need to know the functions in society that's one thing that came and they're also looking at Beyond standardized assessment assessment my personal question is how do we know who our Representatives on this Commission of 64. from our area I'm hoping maybe about you know maybe it's something from BOCES that'd be great thank you I just like to ensure that our voice is being heard they talked about safety of our schools foreign and what can

045we do to support students with behavioral issues of two years 100 million for mental health Sports is going to be distributed throughout New York state 50 million this year 2 million next year there seems to be a level of opportunities offered to our students that we need to offer us there seems to be a lack of equity and funding and I think with our our schools and working with programs and all success and I need to thank um but you didn't do a great job I'm very sorry um and I'm village with the teacher of the year for Nebraska teaches BOCES career checkout and 40 percent of students have IEPs he feels really increase we need to increase our state today and then there was a resolution that was voted down out of all the

046resolutions that we discussed when the time came to ask questions the lady that school submitted the resolution to have local schools make up their own diplomas for our children with disabilities get up and she talked and was very disappointed that there was anyway I thought I think there and thank you all for the opportunity of allowing you to attend well thank you trustee Stewart well trustee Kent uh thank you board members for the approval to attend this year's Municipal conference in Syracuse October 27-29th it was a wonderful and educational experience for me I attended the pre-conference last seminar on Thursday the 27th it was a day check filled with discussions on First Amendment rights textbooks public and non-public schools responsibilities special education updates and negotiations the most interesting presentation for me was that of the

047Kennedy versus Bremerton case this was the coach who null on the field following football games um it went through a lot of different decisions and appeals and finally it really encompassed many issues including freedom of expression personal versus official employee time and whether the coach coerced the players by kneeling publicly because eventually quite a few of them joined him doing it too uh but the final in the final and the decision was that it was done after official duties were fulfilled the team had left the field um and they felt that he was now on his own personal time um and he did not coerce the team to join him so that was an interesting case another seminar I attended was that of the shooting in Uvaldi um it was a navali debrief and it

048was brutal and it was fascinating um it showed many of the irregularities and reasons why it occurred and how it unfolded um and the thing that one of the statistic is is that these tragic cases are now happening one in every four and a half to six days there's a shooting at a school um and the only thing is that it does help us to learn what needs to be changed in the way we secure our students he brought up a really interesting point which is that a lot of money thought and um mandates are given to fire safety and not to take anything away from that but how many School fires with fatalities do we hear about how many school shootings do we hear about and they should be given at least the same

049attention um and money as as the fire safety I mean because it's it's our reality um the statistics are you get a lot and they were pretty scary when you break down a timeline of an active shooter in one and a half minutes it could be dozens of people it just every three seconds it's just it's insane but it was really it was a really great seminar um I also attended the evaluation of superintendents and Boards as well uh we have a great tool that we use currently with our board um so they were recommending um that the one that they have that comes from nissba um but they also recommended that board self-evaluate and um why that's important to make sure that the board members are all truly sort of on the same page

050and if you do it anonymously and they need their more um likely to express their their views and you might find out that there are some different viewpoints it's just it was an interesting thing um and then the speech given by actress Marley Matlin was both inspirational and thought-provoking um her main theme courage plus dreams equals success and she had us learn how to sign that and yes I do know how to sign that so I'm going to do it because I'm so excited to decide so anyway courage plus dreams equals success so it was great I love that um and uh it was just a moving speech and again how much further we need to go with inclusivity in our world um there's a there's a big article on it in this week's um

051on board and also a lot about the convention itself in a lot of pictures so I encourage board members if you have that and have time um to kind of read through that but bottom line I made some new contacts I had a terrific few days concentrating on my service as a board member so thank you again and hopefully next year in Buffalo more of our board will be able to attend because it was really worthwhile thank you item C uh Mrs Pavan on October 6 2022 that is the virtual district clerk shop titled best practices for getting things done some of the key points that I found particularly important were discussions on consent agendas which is being retain items in a single vote without discussion if discussions required the items should be removed but

052we've started thinking a little bit about financials recently um video conferencing the new law allows a board member to extend by video conference conferencing with Shoppers to pick up her location in order to use this law the board must adopt a resolution following a public hearing authorizing the use of video conferencing public participation of meetings was reviewed um that's what can or can't be discussed regarding things such as student privacy and just clinical students records retention schedule LG S1 a new feature on the New York City archives website is used to navigate the retention schedule by outlining two words and running a smooth election and budget polls covered the activities receiving the annual meeting and elections I revealed personal and full registration the election of food board members qualifications and school board members nominations petitions
