good evening welcome to the wilson central school district board of education meeting uh for tuesday august 9 2022 my name is tim carter the superintendent of schools um thank you for joining us as i mentioned at the beginning of every uh board meeting if you're here in person you obviously could uh you know participate in a public session if you're not here in person you have comments questions or concerns please don't hesitate to call the district clerk at 751-9399 i got that number right today and she'll be glad to take care of those uh those situations or answer your questions or get your concerned question to the board of education at this time i'll turn the board meeting over to the president waters thank you superintendent carter please stand and join me in the pledge
of allegiance i pledge allegiance of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and production for all thank you board members under b through meeting minutes stated july 26 2022 can i have a motion second second any questions all in favor aye aye aye any opposed motion carry item c except the treasurer's report for june 2022 in the amount of 3 million 335 783 and seventy two cents can i have a motion second second any questions all in favor aye aye aye aye opposed motion carried mrs shouts anyone that views this presentation needs to sign that you don't have to fill out yeah you don't have to fill out the stakeholders but it just shows that you are able to hear the presentation
um assist with us when applying for the title one frame that we have so you're wondering like signing all the guys over here saying i never did this before like i have evidence fine alright so i'm going to go over two separate grants that caroline has helped me have fun with this year um and the first one is the title one grant we've been a title one school for i don't know how many years it's been a lot longer than i've been here long enough and i've worked on this the four years that i've been here um and final one is funding that we get these uh our students that receive 300 functions it helps to support our students that are at risk so there are four different pools of funding that come in from
the federal government they are title 1 title 2 title three and title four all under this umbrella of title one brand right the first one um when we write the grant we write it specifically for improving academic achievement and we use that to fund our reading specialists and then for the last two years we learned that we can use title two and title four funds that we get and transfer them all into title one and it helps us with paying the salaries of our everything specialist previously when i first started carolina was and i were always trying to figure out how to manage the title to entitle four funds but now that we can put it all transfer all the title one it's much more efficient much more freebies those fonts and then the title
three funds are um a small portion of ones that we use for our students with are english language learners and we receive a small amount of money to buy new materials and supplies every year so this year's funds came in a little different than they have the last few years there's a small increase of a few thousand dollars the total for title one was um quite a bit higher it was several thousand dollars higher than previous years but the other grants were involved so it all balances out in the end to have the same i think i have a quarterback obviously it means total for 22 23 yeah yeah we're like we never got it so we're able to continue to support all of the title one um activities that we've always supported um and
that just explains the transferability of how we do that to get that warm-up and i think i talked about that we use the title one money for reading instruction interventions some teacher aid employment benefits we have a homeless reserve if we have a homeless student and we need to support transportation or materials and supplies for a student that might be homeless we use some of those funds and we also use it to purchase materials for students that attend private schools because that is still our responsibility that's that alone any questions about that and if you ever want to look more closely at that title and grant i have copies of that once you've submitted the video but you can ask her for like the detailed topics of that thank you everyone thank you stay here
yes we have a second uh the title one grant uh this presentation will make sure that it gets on um the district website um besides the title one federal grant um we also have a targeted school and improvement um grant for last year and this year and one more year to come and it is part of the requirement of the grant that we do present it to the board and no signatures no approval just we're supposed to do a little public presentation of it and then submit the grant and that's the targeted school improvement grant and amanda's going to talk about that now excited to talk about this one for david to provide us a lot of support but i'm also excited to share um the improvements that have been made within the realm of
some of our priorities that we sat in the last two years so um this i know this is a little small but i didn't want to take a blood test the tsi funding the targeted school improvement funding um every year has been about 100 has been um it's split up into two pools but it's a total of 125 000 um this year has been a little different because we'll be a little different because we don't know if we're targeted yet we don't know if we're not doing well the accountability information has not been released so i don't i can't tell you right now if we've made improvements in the areas that they identified last year and those areas had to do with special education students um participating in new york state assessments that had to
do with chronic absenteeism and it also had to do with i'll remember when i went to the next slide there's a third one that we had to work on but because we don't know what the determination is if we are still in need of improvement they are going to still provide us with the funding for this school year so it's nice to know that even though i don't know if we've made progress yet we still receive that funding um so the targeted areas of growth that we i know based on the information i've seen is that we still have to work a little bit on respectful education students participating in ela and math assessments through life our gen ed population of students have improved steadily over time significantly and steadily over time i think it
started propelling voluntary school participation and federal schools really started to see the results of that participation as well we still have some specials um and then the middle school high school we've seen improvements in our chronic institution particularly from covid and then into this year we've seen some improvements in that area and that addition of the social workers and really hopefully students that have struggled um and i talked about i didn't talk about this but some big areas of success that i've already noted are that our special education students previously were not meeting proficiency on state standards in relation to three through eight testing and now we're through the board specialist suits our meeting state requirements that's a big deal for wilson that's a big deal for any district to have that happen um i
don't have the data to say why or how but it's showing up and that's fantastic um our chronic absenteeism had slight improvements from the previous year and our graduation rate increased by two percent so all of those things are really things to celebrate even though we don't have all of the accountability data um officially publicized on new york state's so our comprehensive improvement plan we'll be focusing and continue to focus on increasing mental health support diversity awareness which we've highlighted this was last year sorry last year's priorities were diversity awareness and professional development around academic intervention services and curriculum so for this coming year we adjusted those people we have adjusted those focuses and priorities a little bit to continue to prioritize mental health we had changed the name of diversity awareness the team came
around to identify that group as equity in education and they're going to be an advisory group of students and a few staff that are going to work together as a group throughout the school year and then professional development is still going to focus on the academic intervention supports and curriculum goal so not a lot of change because it was working it's basically hot that's it and for the mental health component it's this grant that has and will continue into next year to pay the bulk of the portion for our school social worker the one we hired in january any questions can you explain the mental health so we have the full-time uh full-time social worker the middle school high school and then we count up a part-time person through boces at the elementary school and
both of them worked very hard um in a lot of different areas but our main focus was our absentee population our students that were missing school and those were in the heist middle school high school and in military school those are significant areas of growth we saw those kids at one time they went on them and they came to school are there two or three kids that never found out yes for sure but in general those they were able to support those kiddos that just had focus of school due to coding or mental health issues they'd also be important to create some partnerships with outside agencies and we i did three home visits last week and saved four dollars so if you want to ask about some weird stuff i've done this here um stuff
for kids and families i shouldn't say but they are and um it will grow a little by little and that's for all those students yes absolutely yeah absolutely thank you i think it's been more for the gen ed students even more than the special students i think because especially the special ed teacher and principal our kiddos have all those supports those social workers have been great board members any questions for mrs shouse that's okay moving on board members under through personnel resignations a accept the resignation of dean bavisto high school english teacher effective august 1 2022 for personal reasons can i have a motion second second any questions all in favor and any post motion carry item b accept the resignation of brook smith one point 1.0 fte temporary grant funded 10 month english teacher

charge to the district it was a terrific to hammer there allowing us to share insight and perspectives the webinar presented uh was presented by the top 20 training who focuses on teaching concept strategies to address social emotional and academic challenges by thinking learning communicating more effectively and by identifying habits and practice to limit the development of the human potential some of the key topics were living above the line which explores how our thinking governs our experience we learn strategies that can be used to help staff and students become more aware of their thinking patterns so they know when they're working their best in their best interest and when they are not knowing how to see things differently which examines why we get results we are getting out of life the power of curiosity our tendencies
to blame and strategies to see things differently and creating culture of safety and trust which presented the four components necessary for a highly effective culture helping others succeed communicating and validating each other matters honoring the absent and owning problems there are many takeaways for us and multiple possibilities for this future such as professional development content social emotional awareness character development program within the district thank you to the district for supporting our attendance in this web web in this webinar it was time well spent thank you mr button good evening i attended the all mean dollar diversity equity and inclusion leadership retro retreat at beaver hollow resort in java on july 27th and 28th it's nice i stayed in my camp about half an hour away so we saved the district some money there thank you
yes maybe maybe mrs shouse could read your report uh the keynote speaker was dr lavelle brown he's the superintendent school of schools at ithaca he's also on the ithaca college board and he's an author as well he first spoke about cultivating a positive culture in the school community along with garnering a better understanding of organizational change i gained insight on shifting personal behaviors as well as sponsoring relationships with students parents and staff he also stated that leaders are not predicated on a title but instead on a way of thinking working and living organizations need innovative committed leaders as technology advances along with the political and social changes that our global community and economy are going through breakout session one was the what and why of diversity equity and inclusion in schools we were supposed to
gain a deeper understanding of unconscious biases how they form and the impact they have on student outcomes or the tornado came through during that first session like put us all in the middle of the conference room that we were in away from all the windows and the tornado ripped through about a mile south of the actual resort so so that was uh about 45 minutes to an hour getting to know your colleagues pretty close shoulder to shoulder almost reminded me of the military when i was in line so um but i read through the powerpoint um and it was a lot of policy reading as well um we had another session with a lot of policy reading too which we don't like to do the conferences but uh gave us an insight of what other
districts have done with with their policies breakout session two was a training session on lgbtq youth issues and concerns the training provided an introduction to the terms and identities of lgbtq as well as best practices in supporting these youth through active alley alleyship and advocacy we learned what needed to be done to create safe environments for lgbtq students and how to support youth who come out to staff members the last session i attended was again a lot about policy um you know and the top policies that we discussed there were diversity equity inclusion obviously dasa title nine with sex discrimination uh student gender identity which was on our board today um smoking tobacco and cannabis use i'm not sure if our policy states anything about cannabis i haven't updated that yet does it i don't
know but there's a you know with the cannabis out there right now a lot of schools are looking at cancer use for students that have medicated for but also staff members too you know one of the legal implications of you know staff members that are on the medication how it affects if it affects their teaching and such that's something to look at mr carter brings a lot of these uh policies to our shared decision making team which we discuss which that'll probably be in the next agenda or two i would think um we also discussed uh i think kathy went to um with mullen yeah about structural materials and uh controversial issues and it mostly comes up with our library not so much our textbooks but uh with school libraries and how to uh deal
with those but we've got a policy in place here that mr carter i think brought up a board meeting or two about our policies up to date and the steps follow on that but it was a nice thing to get away for a couple of days uh so i thank you for that it's beneficial as well um and uh there's uh stuff i can bring back and you know take the admin team and back the meetings under 11 use of facility request a can i have a motion show me second second any questions all in favor aye all right any photos motion carry rusty stewart um just a reminder if you're going to the mixer the left um it's august 18th website thank you i'll be there pretending carter thank you president waters just to
you know i usually start with a welcome thank you uh you know thank you to all of our 12-month employees um for everything they've done to get us where we are at this point in the school year um to be ever so close to starting our 2022-2023 school year it usually begins with our our summer retreat for our leadership team and that summer retreat begins tomorrow morning at eight o'clock and it'll continue thursday eight to three tomorrow it's eight to 11 30 and then we head for a leadership team and retired administrators luncheon and in the afternoon and then we start back up in the morning at eight o'clock and we'll go all the way to three to three o'clock and you know it's an opportunity for us to reset ourselves and spend some time
together talking about current issues or issues that are coming up in the district or just learning together which i think is very important so that's the next two days as you know board members part of that retreat was going to be our thursday goal setting session and review of our cdep plan that didn't work out so well it didn't have four board members that were able to make it um so we're gonna move that to september we'll we'll spend a little time in the next two days with the with the uh the leadership team trying to plan that out how we're going to do it we'll we'll probably attach it to the september um goal settings or september workshop um but i'm thinking of doing it before the workshop not after um so it's not
so late but i i want to confirm that with the administrators and the leadership team before i commit um to that 100 but unfortunately we're not going to be able to do it on the bright spot every cloud has a silver lining on the bright spot next week thursday we had a scheduled monthly leadership team meeting and uh we're going to slide that into that two-hour open slot so we're not we're going to still make use of that time and i'll give the administrators and the leadership team the ability to free up their next thursday morning um i have met more new hires this year than any other year it seems like every every week i have two or three new people are coming in to tell me their life story um but i think
we're getting close to the end um while i do think we are um not seeing huge pools of quality candidates i still think we're seeing great candidates get hired so where we may have a pool of in past five six seven eight candidates at the elementary the the pools are much bigger but at the high school middle school the pools for teachers are a little bit smaller um and have traditionally have been we're seeing good candidates being hired but we're not interviewing so if we're interviewing eight people we're not interviewing eight strong people if uh hopefully i can understand that but so far we've been able to fill our positions as long as people won't resign um we'll be in good shape starting september crossing that that deserves a big knock on wood wherever anybody
is because i think the building is ready i just have to make sure we have the adults in spot uh i have a new higher orientation the last week of august it's set for two mornings the first day it's with may beginning with the administrators doing a little get to know you and setting expectations and then day two technology team takes over and gets them up to speed the new hires get the afternoon um to work in their classroom or their area of expertise and more importantly they get a chance to get to know the district a little bit more um i begin on that first day with any new employee so i'm expecting the 14 to 15 people that we've hired over the last uh week to be with us and then anyone that's
not a teacher after the first hour or so after we do the get to know you and this is what wilson's all about um we let them go back to their their uh their area and get back to work and then i continue the rest of the morning with the teachers and then they get a chance to work in their classrooms in the afternoon mr galgovich and i had an opportunity to go to the western new york law conference it wasn't on the agenda but i'm sure we'll be doing a report out excellent conference uh lots of great information i have all the powerpoints for our administrative team tomorrow and we're going to take about an hour and just review some of the relevant topics which kind of neat about the program is they take
every possible issue concept that you can think of in hiring in in appr in all those different areas of business uh personnel and they review the relevant cases or what decisions have been made um so we're going to review that for a bit of time tomorrow um i do want to uh officially congratulate i didn't put this in um news and notes yet uh but uh one of our former superintendents uh dr wendt has been named as being placed in the section 6 sports hall of fame um it was in the paper and i wanted to make sure i made official mention of that i'm hoping to see dr wendt uh tomorrow uh during lunch i don't know who's rsvp'd but hopefully he'll be there and we can all congratulate him and that is my
board report unless board members have questions thank you superintendent carter just as a reminder to the community that the board does have a vacancy and we are accepting uh letters of interest in applications through i believe the end of 12 friday the 12th whatever that is is that 12 o'clock or the end of your day yeah 12 o'clock so on the 12th before 12 o'clock if anybody's interested to finish out the vacancy of this current year the that position will be up for election in our regular election in may board members do you have anything to add this evening i will open up for public forum if anybody would like to address the board please state your name and address prior and keep your comments brief all right a motion to adjourn second okay all
