minutes dated may 24 2022 can i have a motion no move second second any questions all in favor any opposed motion carry item c except the treasures report for april 2022 in the amount of 3 million five eighty seven eight forty four and twenty five cents can i have a motion so second second any questions all in favor aye any opposed motion carried under two special presentations we have uh we have a long list this evening we have 13 retirees here we're going to go by building by administrator by department and things like that and the first retiree or member that's leaving the district is one of our board members daryl darla became a board member three years ago pre-coder um and uh has decided and decided it was best of everything that she's done

to step away for for some time um she was a great addition to the board of education stepped right into all of the committees um that previous board members have been on and has done a great job staying up to speed on all the happenings around wilson well you sold a bunch of thunder they're superintendent but um your willingness to volunteer uh for an elected position um you brought a lot of wealth of educational knowledge your service on the committees was very valued and we really appreciate it we're certainly going to miss you and the door's open thank you and we have a certificate in wilson central school district wilson new york giving a grateful appreciation to darlene darla and said darling darla boulevard for the dedicated service board of education member from july 1st

0042019 to june 30th 2022. congratulations [Applause] at this time i'm going to turn it over to mr d all right so i have two ladies well i have a few ladies that are retiring but somewhere also in the uh in the ground's crew so todd's gonna speak with them but i have two ladies um so if i'd like to well i'm gonna steal a little bit of your father i don't want stuff on your toes too much but becky sled and trish dastro um it has been wonderful working with you two ladies trish and i worked for 14 years together trish thank you for everything that you've done um especially the last minute stuff where you're like wait what are we doing i'm like we gotta change this i'm really sorry uh i appreciate your

willingness to jump in and do that becky i know we needed to spend as much time together except in the summers but i enjoyed our time together and i appreciate your willingness as well you've always been a uh someone who i can rely on i said hey becky can you please come down here and help me with this or can you can you make sure you stay pay special attention to this you've always done it so it's been it's been great having both you ladies [Applause] oh so mario's car and i've worked together for 14 years and i know something about marielle's car that not many people know randy cassandra i don't even know if you know this do you know what i'm gonna say are you nervous marielle's car cannot sit still but what's

great about that is she can she can multitask she can have a small group in front of her and she can have kids working in other parts of her classroom and she can hear a kid like as he's writing something he'll be he'll say i run to the storage wait no it's not run what do you say oh it's rand yep ran and still be focused on the the handful of kids are in front of her she knows her kids i i told parents this forward backwards inside out upside down right side up she knows her kids we figured it out she's been with the district full-time and substituting 35 years so if you take just an average of 20 kids per year she's helped over 700 kids in the wilson central school district and

when you think about that that's a huge number if you do it 20 at a time she's going to be missed she um not only is she a great teacher but she's also a great union rep um many times she's come in and said hey can we talk and i'm like no can i leave no just kidding uh but we've always had good conversation she always has she's come to me with ideas that that her colleagues may have brought forward or she had herself um to say we're going to miss her is an understatement however to want her to stay would be selfish for us because she has other things that she wants to do and just know that we're not going to forget you you've been wonderful and i wish you the best in

your next part of your life because i know it's going to be great [Applause] mentor coordinator she has for the district she has her hands in and her imprint on many of the young features that have come through wilson specifically in the last four or five years we certainly appreciate that and help them continue to go in a positive direction upon your retirement from the wilson central school district wilson new york given in grateful appreciation to mary oscar for dedicated service during an honorable career of 32 years of teaching congratulations it's been an honor to work at wilson 35 years [Applause] her name is forward and backwards so mrs hannah has worked in wilson central schools for 21 years and she's been blessed to work with me for two-thirds of that time right i've got

two stories to tell you about um our relationship um january 1st 2008 i come into wills i come into thomas marks elementary and the offices are closed because they're doing construction and there's asbestos and the whole building's closed down except for room 141 which is now the faculty room and what they say january july i'm sorry [Applause] no it really isn't dope it's down so anyways july 1st thank you she says to me so she shows me around what part of the building she can we sit down she says to me before she leaves she goes i just want to i have something to tell you i said oh okay what's that now my first i was an assistant principal my first building leadership or build building leader role i've never had a boss that's

younger than me and i've never had a boss that i've had to teach them how to do their job [Laughter] go ahead so that's how i interpreted it our train training she had a trick yes jack you and me buddy so that was the first story in the second story um and this one still gets me choked up um it was a friend it was a friday i had a teacher talking to me in my office it was it was like 803. hannah's never late and if she is she tex sends me a text i get a call and it says anna hannah so i'm picking up my hello she's like john like she's like i said yeah she was i broke my leg i'm like what do you mean she goes i fell down

the stairs and i broke my leg and i'm like are you okay she's like no i can't walk she goes can you come over what a way and i for it took me a second to process this so i said did you call 9-1-1 no i said how do you know you broke your leg she goes because it's wobbly or something to that effect and i said well did you call 9-1-1 no i called you first i got in my car and i drove over there and sure enough she had broken both bones in her lower leg and i helped her as much as possible but i think you did call 911 brother and later on when she came back and this is this is the relationship we have she said i knew you would

get there before the emergency crews would and be able to help take care of me and that's really been our relationship um she's been wonderful to work with she's always that little voice on this on my shoulder that says hey do you think we should do it a different way and it's going to be hard for her not to be there but like i said with mary ellis it would be selfish of me to wish her to stay because she's going south she's going to be with her family she's going to be with her grandkids and that's her happy place so i wish her the best in her retirement and anna 14 years have been wonderful upon your retirement the wilson central school district wilson new york give me a grateful appreciation to anahana for

and she should be committed for a job well done so thank you sue she plans to stay active hiking and kayaking and exercising um as traveling and traveling as well so congratulations [Applause] upon your retirement from wilson central school district wilson new york giving a grateful appreciation susan dean for dedicated service to your honorable career of 25 years congratulations [Applause] how excited her grandchildren are they're just waiting for cake [Music] all right laura began working for the district in 1978 41 years of service she worked for the middle middle school high school guidance department thomas mark's elementary middle school office laura worked with the following supervisors bernie pence and corey uh when laura was hired in 1978.67 student happiness you made me a better leader you made me a better person i've been uh in

to do their best and to get them prepared for the release exams i know she did the same thing finish out here this year so i just want to wish chris well and thank you for her years of service so thank you chris you'll have to give this tour tomorrow on her retirement from the wilson central school district giving a grateful appreciation christine galanka for dedicated service during the honorable honorable career of years this is [Music] [Laughter] diane you gotta look at people um diana joined the guy this apartment three years ago three and a half years ago that's right and she quickly became it quickly became evident that we had a common characteristic and that was our investigative skills so i enjoy learning about kids figuring out what their needs are she always welcomed

their families to register when students came in um she's always willing to tackle a new task she might look at me over her glasses [Music] she will have um boat on summers with her husband and i'm enjoying being a daughter and a grandmother so i don't know i'm going to be excited thank you [Applause] and spend time [Music] about three hours that was enough i was asked at least 20 000 questions in that three hours diane upon your retirement from wilson's uh central school district giving grateful appreciation to diane kirsten for dedicating dedicated service and an honorable career and may have been three years [Applause] okay so the facilities department has four retirements this year and i just think there's two of them able to make it um but i still want to recognize them

um i think it's important for the service years they put in and just recognize what they've done for the facility so i'm going to start we have mr jim pease from grounds that's retiring we have mrs terese claire from high school middle school we have this becky sled from elementary school and this is uh trish castro from the elementary school so i'm going to start off with a little paragraph for each i'll start out with jim therese and then i'll call becky and i think trish is back so i'll start with jim p so jim has 14 years of service um jim has been an asset to the grounds department since the day has started he has so much skill and knowledge it's hard to begin to tell all the things that he's done and

the money saved the district to keep it running smooth from the day i met jim i appreciate his personality he's always stayed calm and reassured me everything would be okay and if i needed anything just let him know my daily visits to the ground department would usually turn into jim giving me a pep talk or some advice or therapy session um i'll miss jim but i'm happy he's retired hopefully he'll do some of the traveling like he's talked about many times i wish him luck but i tell him to keep his phone close by so when i need some of his knowledge or advice hopefully he'll answer and he won't charge me much when the call is done so congratulations jim and enjoy your retirement upon his retirement for wilson central school district giving grateful

appreciation to jim peace for his dedicated service during an honorable career for 14 years congratulations jim so this is teresa claire terese has 22 years of service she's the quiet one uh most of the time you wouldn't know teresa's here because she just comes in does her job and what she does very well i always know what part of building she's at because of how clean and taking care of it is i never received any negative comments from the areas she's in teresa has a quiet personality but she's always let me know if there's something she didn't agree with or she needed to talk to me about something i've always respected the way what she has to say how well she does her job and how easy she makes it look it'll be hard to

replace teresa's good work for mastering her job thank you to reese for all your hard work throughout the years i hope you have a fulfilling retirement [Applause] upon retirement teresa wilson central school district giving grateful appreciation teres claire dedicated service during honorable career [Applause] ladies so we'll start with this becky sled becky has 21 years of service she's always been the motherly figure of the department she cares about the staff and students if they were at her home he's a hard worker and she's very good at her job she's always the one that i could count on it's stuff that came off and we needed your help in some way especially during the last couple years i think he really stepped up and helped out where needed even sometimes agreeing to coming on our schedule

limit and available seating exists on the bus can i have a motion second exactly any questions all in favor ay opposed motion carried under nine conference requests a approved conference request b through d per the june 14 2022 board of education agenda kind of emotional any questions all in favor aye any opposed motion carried we do have some conference reports i do president waters i have three of them two of which i attended um on friday may 6th myself carolyn oliveira and trustee stewart went to the buffalo marriott and spent time with our district council one of our district council at their client conference there were six or seven different breakout sessions and we actually had the opportunity throughout the day actually catch each one of the breakout sessions i went to the covid pandemic

lessons learned which was the first breakout session there was a breakout session on labor and employment hot topics that was particularly interesting interesting addressing chronic employee absenteeism was the third breakout session an effective school uh board communication effective school board communication and collaboration with the superintendent and the district administrators that was a good refresher course and then the final session was student discipline avoiding common pitfalls and things like that um that's pretty much what what i attended and certainly enjoyed the session some of it was really just refreshers some of it was just hearing what's going on in the area of labor relations and things like that so i don't know if trustee stewart i don't think you wanted to add anything do you have anything you wanted to add for i'm sure i attended

capital projects there's always new information we need to know about what's coming up with new capital projects that get approved i also attended an electric bus session which actually was a lot of back and forth between us and the panel you know saying all the things that we're going to have to think about if this electric bus movement goes forward between infrastructure and um you know it's not something we can get ready in one year right so we actually have to be thinking about this already you know even though it's not till 2027 and um 2020 2035 is when supposedly no longer can a bus be a gas bus anymore so it was quite interesting and some of the most important things when you go to these conferences are the connections that we actually make

i made a connection with a lawyer who i've actually had several meetings with over the solar project that's coming to the area and he's um guiding us in discussing negotiations with that company so that was a great connection that i made he was in a session pointing out that you have 60 days to reply if you get a letter from one of these solar companies and i was like oh i got one of those you know so we quickly responded the next day and um got a meeting set up um the following week so it was a good thing i was there so that i could could handle that and take care of it before it was too late so um i'm always thankful for the opportunity to go to those things on board so

thank you very much thank you board members any questions about the first conference the second one i attended was a joint management team retreat which was the second and third of june uh the biggest highlight was it came back with the flu it was a great conference then it was a great conference food was delicious unfortunately it was only with me for a while the first part of the the first part of the conference they called it a cracker barrel which is just going through all of the different topics all the superintendents are dealing with around um there are 70 superintendents there so you can imagine the list of topics from salary and pay that keeps going up the um for uh flexibility and special ed certifications there was a you know the summit in

special education and ctas and is it necessary to have special ed services and cte programs graduation member measures the red flag law school safety was a big topic at this particular conference there was a keynote speaker that was awesome her name was dr rhonda ward and she probably put diversity equity and inclusion in the best perspective of anyone that i've ever had a chance of of talking to and she just talked about it is just making educational opportunities equal for all um she says look at that through the lens of data so if you're looking at your student graduation data and your overall population of your students are graduating in a 97 graduation rate then you need to take a look at the individual segments of your population your male students your female students your

students with special needs students that are growing in diverse areas are impoverished areas all that is delineated in the in the data and taking a look at that data and say and comparing it is that if you're if your male students are graduating at 80 85 rate and your entire population is greater graduating in a 97 rate what are the inequities in that that are going on there what are the things that are causing that to happen and looking for the root cause of those things so it was kind of a neat way of looking at what diversity equity inclusion really you know what or her take on it because it does get a certain spin as soon as you say dei diversity equity inclusion all of a sudden red lights and flashers start going

off in all sorts of people's heads and this one kind of puts a little more in perspective of you know look at the look at the data look at the disproportionality in the data and where individual groups you know individual groups lie i thought that was pretty good and then this the the second morning um was all about mental health and wellness initiatives in two particular uh school districts um uh the niger wheatfield school district had as a family resource center and they talked about all of the mental health services that they've been you know gathering over time and the hamburg school district talked about their mental health first aid program and then we had a session on superintendency and media relations and then the final one was it has a a long title for

it but it basically is you know things to watch out for as a superintendent things that get you in trouble as a superintendent so it was a good retreat it was like i said it was two days unfortunately it came back not feeling so well but um the topics were very very pertinent um and it's great you know when you get together with 70 different superintendents at 70 different school districts there's a lot of diversity there a lot of items the final conference that i have report um to the board of education uh the reports from dana priebus and maureen mahar they attended um the name of it's on this one they attended the collection selections objection workshop held on may 13th um and mohan and dana put together this uh this report but besides

those two i know that trustee stewart attended in person and i attended virtually and was in and out of the uh the training as the day went on but um on friday may 13th both district librarians dana priebus and maureen maher joined the board of education member kathleen stewart at a workshop entitled collection selections and objections superintendent tim carter also attended remotely the professional development pd day was attended by over 500 people both insight at erie one boces and virtually um at the conference presenters explored policies and laws that impact our library collections and covered resources of handling challenge challenge material in the library over the past 10 years library collections and materials have been drastic and changed to incorporate electronic resources or ebooks interactive textbooks and more partly because of these changes library policies

need to be adjusted and updated currently currently boces is working with area superintendents update library policies across the region which why it is important that wilson as well as represented was well represented at the workshop thank you mr carter and mr stewart for their interest in attendance and thank you to mr d dottie mr benton along both larry brian sue 10. while on site dana cathy moore and maureen had valuable time together to discuss the concerns brought forward by the presenter and to consider how to address the issues as a district one of the most important takeaways from this con conference was how to appropriately handle challenge material accordingly the american library association according to the american library association a challenge is an attempt to remove a restricted material based upon the objections of a

person or group this topic was presented by two lawyers well-versed in school library material law and policies challenges go through the process involving a number of steps with several people involved and a committee makes final decision challenges are about material and content they're not about direct are not directed at individuals including school librarians the presenter gave many suggestions about how to handle challenges and advise districts to be prepared with updated library policies that provide structure to a process and ensure every single situation is handled the same way and not arbitrarily the librarians had the librarian has an important role in schools because we are the students tour guides through the sometimes overwhelming world of data and technology librarians are the bastions of intellectual freedom and therefore librarians have an inherent mandate to stay vigilant regarding

censorship in order to provide services to the district staff students and community members updated policies must be in place and support and protect all aspects of the live library community throughout the conference helpful resources links policies and supports were provided mr carter we kept kept us updated on current library policies that boce is working on but in the meantime a link to resources used during the workshop may be found at and the link is here um the school community and wilson has always been extremely supportive of its library program and librarians and we realize how lucky we are to have support as is not that at some of our neighboring districts uh thank you for all you do to provide students faculty and staff with libraries uh that strengthen and support their endeavors and accomplishments

and i know that mo and dana are here if the board members have any questions that they would like to ask for anybody okay um and one of the library policies was approved and that was an updated policy today there's we're still working on the other ones um and then the next step is to make sure we have some solid procedures behind each one of these each one of these policies just in case there is a challenge um to either material or the content um those are the three conference reports i have board members thank you superintendent carter under 11 informational purposes no action uh trustee stewart do you have anything from nozbe you do you have a location no just to speak that's a long drive for me it is superintendent carter for your

report i'll keep it brief i'm running out of words to stay i feel your pain i know as always welcome and thank you for being here tonight i want to thank the board of education for their support and our administrators teachers support staff and all of our staff at wilson for everything they do every day to keep our kids safe um and on track and i also want to thank the parents the community and our students for their hard work and willingness to listen on the 21st which is next tuesday we are going to have a public forum and a panel discussion involving the niagara county sheriffs and local school resource officers um they're going to provide um the district's going to provide a powerpoint very short powerpoint presentation to the board until the end

to the public about the roles responsibilities and what a school resource officer means definition things like that um and then i have seven or eight questions that the school safety team wants me to ask the school resource officers that are going to be in the panel we'll introduce the panel have them give their take on each one of the seven questions and then the community will have an opportunity to ask any questions of the school resource officer and that's going to be next tuesday the 21st at 6 30. today we had our i'll say annual flag day celebration but last year it was a virtual flag day celebration um and it was just absolutely amazing i didn't expect to be so overwhelmed um you know wilson's an awesome awesome community i know that every day

coming to work but on special days like flag day seeing the kids dressed up in red white and blue carrying the 50 flags through the community the community lining the streets it was particularly special for me because my granddaughter was in the audience because she goes to the wilson pre-k um across the street at the church and uh seeing her sitting it on the sitting on the ground with her classmates cheering the students going by was just uh something so um i wanted by the by the time i got up to give my speech i might the words were flowing in my head so hopefully got my message across as mr galgovich told the board of education earlier today we had a very well attended celebrational life for one of our teachers tracy palmeri who

passed away during the school year it was an amazing service the committee did an unbelievable job setting it up putting the service together and it was very well attended by staff students community members board of education members it was just absolutely unbelievable today really truly was from the flag day celebration to the celebration of life to our retirement celebration it was a day of celebrating but there was a lot of tears and a lot of welling up going on throughout the day so i wanted to mention that thank everybody who's involved in all of those celebrations today on our website is our american wet rescue plan and i'm supposed to announce that um we certainly ask and welcome you to take a look at that makes whatever suggestions you have comments questions concerns please call

our 751-9399 number with that with those questions comments or any concerns it is a living breathing document we do make changes from year to year and we're in the process of working on those changes for next year the american rescue plan money is really the coven money that came down from the federal government to the state and to the school districts and we have to have a plan on how to spend it and obviously that plan changes as the year's years go on we have to have public support of that and also a public information going to our residents on what we're using that money for so please don't hesitate to take a look at that at any time and give us suggestions and feedback board members that's everything i have unless you have questions

for me thank you excuse me superintendent carter i um i don't want to sound like a broken record here but i'm i'm really blown away by the dedication of of all our employees and i'm so very appreciative of those that are retiring and moving on with the next chapter in their lives and i wish you very the very best i guess i should have learned at this point that i should say that before everybody leaves the room um i'm gonna have to if i'm sitting in this chair next year i'm gonna have to remember to say that before we hand out certificates but it's truly um we're truly blessed with great employees um i've looked over and and been not involved in any of the hiring that's gone on over the last several months but

i'm very impressed with the with the new hires and and i'm i'm very hopeful that we can carry on the great tradition that is here in wilson and um we really thank the board thanks you the residents thank those retirees and and again i wish you well i did have the opportunity to attend uh this afternoon mrs paul mary's i'm unfortunately didn't didn't make the flag day ceremony but i was totally blown away by the students that spoke the words that were shared by the um it just remarkable i you know i'm not surprised because i knew tracy not not super well on a personal level but i certainly knew uh the work that she did here and um you know what a tremendous loss to not only us of course her family and and

i wish them the best and continued prayers i do want to encourage your involvement in our forum on the 21st i can't remember if you mentioned it does start at 6 30 right mrs pavan so we're a half an hour early um we're a week early in our normal board workshop schedule but it is on the 21st at 6 30. i recommend uh i'll i shouldn't say that i i would encourage all community members both both stakeholders teachers um instructional staff non-instructional staff and residents to come out and participate that if not if if nothing else to um to listen and hear what it's it's an important thing um and i i don't want to get into of what's going on in the world today but we we really need to um be focused on

what that resource officer potentially can do for the district um not in a security aspect board members do you have anything else to add this evening i'll open up for um public forum if anybody would like to address the board please state your name and address prior and keep your comments brief no we do have need for an executive session uh there may or may not be action after executive session i'll entertain a motion for executive session second all in favor any opposed motion carried thank you for coming and drive safely you
