004and then mallory luporello is So last year around this time, we had a number of 10-year staff as well, and we really gave them some extra kudos because they started in the COVID year, and we were remote, and we were wearing masks, and we were hybrid, and they really kind of got initiated by fire. But you are not far behind them, and you had to deal with all that and make learning. but fun and enjoyable for students. So we really appreciate all your hard work and we can enjoy your well-earned time. We also have some policy work. So do you want to go to that? 005on any matter? the first month anything good all right we're going to go into some policy work then the board has made it a goal this year to really kind of go through the policy binder and we're happy to say that we And then, you know, close the binder because as soon as we got one approved, state had to come out with some suggestions to kind of bring it back. But they're also doing some creative new policies and doing some second reads and first reads tonight. So we're going to ask the assistant to come up and kind of walk us through some of the policy. So diversity, equity, and inclusion in the district. We've got several reads. So the latest version has slight tweaking on the page two. So we had a healthy discussion last
006time on the governance of the DEI committee and measuring the district's progress towards different goals. So we added in the words that are highlighted in yellow at the bottom of that first paragraph. The DEI committee will assess the implementation of this policy on a consistent basis. The evidence base will include monitoring progress toward the meeting goals and the rest of the attention to the areas. So during our last look, those were the last couple of weeks. hopefully policy ready for adoption we can now put them in the group because we can do it now or we can go back you can go here is everyone good thing that was the big change okay so we can roll on with that one um and this is the 12.1 let's recommend the board of education improve the
007new policy of 3430 has been that day so do you second from chloe all in favor 6941. This is a new policy. This is second read. This is a specific policy for use of force specific to our security guards who are district employees and our SROs, our school resource officers, which are in contact with the police department. So we did a read through on this last time. I did keep highlighted in blue some of the pieces that we've had conversation with Eric Herbert about. and getting some input from the SRO perspective. And he also elicited input from our security guards as well. The pieces that we talked about last time are on page two, and it was the addition under the definitions section, defining a school resource officer, and then also defining security guards so
008that that way anyone moving through the process or through this policy sees. the difference between those two position names, one being an employee of the district and one being a law enforcement officer. The other piece that we added, if we continue to scroll down to page five or six, page six. So we specifically called out one example of other available de-escalation options. So for an example of the building. crisis team convening on that location depending on the circumstances that being a possibility as far as one of the factors that is being used by that individual and they're determining using reasonable force any additions or changes on this right not hearing any uh we'll pick vote on 12.2 to recommend the board of education adopts a new policy of 6541 as presented so we'll be in
009second from cheryl all in favor aye 7440 is the student registration and pre-registration policy so you may recall this policy is required by law there were some changes that were recommended because of changes in the language under law as far as student voter registration and pre-registration we did carry over in this new new one of the suggestions So the balloon again remains the same from our last read as far as the requirements under New York State law and the district's obligation of making it known to students requirements for voter registration and pre-registration and providing access. The completion and submission of that not being part of any grade was part of our prior policy. We had a conversation on this last sentence and carrying that over. So this new draft of revisions include that last sentence
010being a carryover to the draft that you're looking at tonight. So the nonpartisan agency will be solicited to make the presentation. any presentations and so that is the niagara county for elections the voter registration unit they and they um talk to the cockleberry who organized that they do multiple presentations they have representatives from democrats republicans people come in to do the presentation um that would have been in well government but that's your texture texture what about you same texture not very specific so did you take it this year yeah did they have presentations come in and people are explaining to you that you can register online What was that? She informed you of the voting, but there was no participation. Right. And do you do that twice a year in that class or is it
011a whole year? Half. Half even. All right. So we'll double check with that. I would bring it back. That's great. Yeah. Okay. The next part first reads really in a bucket, and Frankie will move through that. We've had conversation around booster clubs and insurance and savings and funds, and so all four of these in some way, shape, or form are part of that process. So we met, Mr. Reteller, myself, Mr. Cook, Mrs. May, met to discuss these policies, booster clubs, and tweaks that might be good to do it after. So kind of give you a background. We use ML scheduler. So any event that happens on our district campus, an outside organization, a booster club, they have to sign up, create a group, and then schedule the event. So what we're seeing is people were
012sometimes using staff email addresses to book events that were maybe not for district sponsor events. So they were getting approved and it puts liability on the district. So going forward, we just want to make sure it's abundantly clear that if you are hosting an event, that's not sponsored by the district, you are creating a group and as part of creating that group, you're uploading your event for your insurance certificate, naming the district as an additional insured. That just protects us from that there's ever an event that happens on. or a liability issue that happens. So that kind of describes, you know, here the insurance requirements that we would require while they set up that group in our monspectors before they're able to schedule an event. So this same language will carry forward in the sports
013and athletic program under the booster club section as well. I have a question about that. There was someone that came to me a couple years ago, so maybe it doesn't count with a whole lot, but they were conflicted about That area, they weren't able to schedule until they got the certificate, but they didn't want to get the certificate and so they got approval to be scheduled. Right. Does that happen often? And how is that work through? It happens more often with the people who don't have that insurance certificate. What we can put in there and what we would tell them is that it is available that day. So it would meet the requirements. There's only probably more than one thing to be approved. You know, we could give them that insurance beforehand, but it won't
014go through and they won't get an automated approval until everything's been uploaded to the system. So at that point, we'd have to say for further directions or clarification, if it's even available, if you go through all this, please call the scheduling office. But yeah, if I went in tonight and I don't have the certificate, I made it so far, that's going to say, you're not complete. So... the bailing profits over the campus so if they don't have the certificate they're gonna have to get it the certificate we think is a hundred fifty to a hundred fifty to a hundred dollars but the additional insured um so we kind of work them through that and talk to them about process we use the district person if they don't have a person that they're not comfortable getting
015to maybe helps them get it so um in same agency so um we can put a disclaimer or if you're leery of getting the certificate call and make sure that would be okay but bigger places like you know they want to have a dance competition or a wrestling event they already know that this is for uh it was a few years ago it was for a town was non-debate candidate speeches or something and they wanted to have the league of women voters It ultimately happened, I think it's Bruce, but that is something that was kind of frustrating for that person. That piece, sometimes I schedule it. So it really depends on who's asking for it. So what happens is, but a disclaimer, but you know, let's try to ask how we have that pop up.
016So when they're in there, when they get that section, let's say. if you're not sure about this or want to make sure you can get the room to get a certificate of peace of mind thank you next one that is and i'm going to meet with the boosters before the presidents of all boosters before i'm going to have them in and explain this with them because what the other piece that we saw is that i'm you know we're going to limit english teachers with also the volleyball coach And then I put it in. That's what we were talking about before. So, of course, there's no way to approve it from graduate teleconference. He's a teacher in the district who wants to use a space, you know what I mean, for a school event. But what
017I'm really registering for is for 16 other schools to come play volleyball. And that's not, that's what we got to clear up. So I'm going to just tell the boosters that even if the coach is a district employee, if you're running a fundraiser or some kind of wrestling tournament or something. it doesn't fall into the teacher. So this one is really cleaning up language. I'm going to go on to the second page. I think a majority of this is related to GASB 84, so not to get too into the weeds with accounting, but GASB 84 was a pronouncement for accounting purposes where it eliminated the trust and agency accounts, so kind of where our scholarships accounts would sit. It eliminated that language. So we just needed to be on top of that. So we kind
018of see the gift of grants and monies, the district shall be annually funded under the trust of agency account and designated by the Board of Education. So really eliminating that. And now they sit under a different fund, the problem accounting purposes-wise. And then we did eliminate the grant authorization program as well. Just because you guys do approve grants as we receive them on each individual. Clean up a little bit for the ML scheduler. Get this one ready. And then it's a live meeting. The sports and athletics program. Yes. A big one that's kind of added in related to booster clubs. So really adding in all this language regarding our booster club. The big one is CA is the 501c3 designation. So making sure that all of our booster clubs are tax exempt. So if they're
019doing fundraising activities, they really should be tax exempt or someone should be claiming all those fundraising dollars on their personal taxes. So making sure that that's a requirement, developing bylaws, an executive board. um making sure that they're purchasing and maintaining director and officer insurance as well as the event insurance that we had talked about um in the use of facilities policy that kind of just protects them so that they're fundraising and an officer walks away with those funders and dollars that officer and director insurance would protect that um and then and that's all transferable so once they do it even though the president or the board changes um they just went through that ourselves or open bird and myself and kind of want to run the file to student dinner that was judged by a
020number of other community members that ran that for years and they were a five or one you know designation they informed us that they would not be doing it again so we met with them And then they were able to transfer that over their 501c to us and put in that myself on it so that we could still fundraise and collect for that to offer that dinner. So when I meet with the Hoosier Club heads, I will explain that to them. Well, it is a minute of paperwork. It's not another cost or anything like that to do. So as parents change or include the president or include the president or whatever, you just make a note, let them know, and then they buy. Are all of our boosters already 501c3s? We're finding it's like, yeah.
021And that's a cost to establish. Yes. Is there any onboarding? Is there a grace period for this? Yeah. Yeah. Yeah. It takes a little while to go through. No one won't be able to do what they're doing. But the reality is that if anyone came in and I made $10,000 at the basket raffle, someone should claim it as income if they're not a private agency. So it protects them as well. PTAs have it now. We're talking to all the homeschool associations. So that doesn't come back. Can they carry it over the larger nonprofit or do they have to have their own chapter like Special Olympics, but then there's they can use like one 501c3 and have like different categories based off of that. It's like one EIN number essentially. So it's just going to depend
022on what the future comes along. Whether they want all together, they want to do one individually. i think i think that that was important right and then the grace period oh yeah we won't yeah we won't let them not but we're going to show that they're making progress and that they filed the form that we need here and that kind of stuff because it cleaned it up this really came out of i mean the last 13 years we've talked about different ways to do it there's some districts that have a let's say north kind of a lot of district And then there's an account for volleyball. There's an account for soccer. There's an account for cheerleading. There's an account for football. And they all fall under the one umbrella, and they all have their account
023under there. We're not receptive to that. The soccer people like their soccer stuff. They want to buy nice shirts and fancy balls. They don't want to have to go to someone and ask for their money. They want to decide that as parents of the board for that year. So we tried that once. That didn't get very far. And now we're back to, okay, you can have your individual, but now you can't keep it. So we'll work with them. They'll be setting those things in August and September and October. It'll be all set. No problem. I guess, I guess like, Krista, are you asking to like have a date put in here that like, that every... No, you can't because... Someone could have it in two weeks, someone could take six months. You're not going to
024say you can't fundraise for that fall support. So we're just asking to give them time. And he's asking to put them to us. No, no, but the final paperwork, right? You could have to put final paperwork for three years and not actually final paperwork. And the state takes forever. Yeah, so if we're going to put anything with Dave, you got a year from when Dave was passing to get your affairs in order. That was, yeah, I think that was like, that's what I was thinking is that like. You must provide proof to like, superintendent, like whatever, by like, by this date that you submitted it, and any new any new booster in the future has Well, we already got a packet together. And we'll be bringing them in, we're going to walk through it. So
025it will stress with them that no, it should be done within the first calendar year of creating something that like the district lawyer will help them with or do they have to get their own lawyer they can't figure it out yeah they're separate in the state from the districts they can't necessarily take a failure um so i guess so can we like ask if the like what is the best practice at this point is the best practice to just like give them paperwork and say like we need to do this or do we put it in policy It's got to be a policy that you need to protect yourself as well because as soon as someone gets in trouble, they're going to say, well, the district never told. So yes, it is. Here's the meeting.
026Here's the package we give everybody at the beginning of the year or the beginning of the season. So that's why we're, if we have a policy, we're just beating it up. No, but I'm asking about like the state things that we're talking about. I think if you put a date, you're going to have people not meet the date. So, but if you want to go a year out, I can tell if they have a year to do it. Oh, that's so tough though. Because some booster clubs have, are flush with money and others. Because you actually could be struggling. And even though it's the same dollar now. But there's other avenues that they don't want to do it. They could go under the umbrella of another group. Like that's how we run the high school
027accounts. There's a school of pressure and then senior class has an account. So we can offer that as well. If you could all go in as modified JV and varsity and just have one soccer and then get your own accounts under it. So when I meet with them, I'm sure they'll have all these concerns. we can kind of come back again and say this is what they're concerned for but it's protecting them yeah more than anything so but i'll i'll stress that you know we're looking at everything all wrapped up And so in this last section is really just making sure that they're establishing procedures for fundraising, cash control, cash disbursements, and financial reporting. So really that just protects them because there is a lot of cash collection. Cash will get mishandled and you don't
028want that to happen. So just making sure that there's formal procedures regarding those as well. So the last one. So fundraising and school-related organizations. So school-related organizations would be your extra classrooms, so like student-run organizations, as well as a booster club, a PTA, anything that's not the district, because the district itself cannot fundraise. So really just adding in the fundraising initiative undertaken would be prior approval from the superintendent for the degree. adding in the fundraising initiatives, clarifying that it could be school activities and or charities, and that it should be, they should have approval from the superintendent for the designate. And then all student participation in fundraising is at the right of the students to access a free and appropriate public education. So that will not hinder their ability to do so. And then in
029the third category, just explicitly saying that schools cannot fundraise. So anything that would be donated to the charity or the outside organization has been suspended with the fundraising plan and has been approved in advance by the school board. And then the last section regarding the employees who lead or fund these fundraising activities must follow all cash handling procedures established by the district. And they're not permitted to deposit any of those funds in their personal accounts in the second instance. And then employees who've got to do so could be held personally liable. some proclamations and we have one from the board to a number of staff and then so the proclamation reads where is the philosophy of education of north tonawanda city school district calls for encouraging and supporting community involvement and development caring and whereas
030a primary goal of school districts is to develop a sense of values and still enjoy responsibility to self and others in the community as well as explaining kindness and concern for others be resolved with the board of education city school district of kawada neighbor hereby recognizes fred burgess Officer Jeff C. Something that I always tell people when they ask about being on the board and I tell them it's easy to work with Craig because even though I don't always agree with you, I know that you have the best interest of the city, of the district, of the students, of the teachers, the staff at heart. You know, I'm saying goodbye, but you know, but, but the things that you're saying to notice when noticed, I guess it's very touching because lots of times you think you're broken. 043because you really worked and pushed and pushed in and that's the job of the board. That's what we have to do. We have to work together to move forward. So I appreciate it. And maybe that's a good reminder for us as a board to let whoever the next superintendent is to thank them maybe more often. Because if you didn't feel thanked or appreciated. I always say North Tentland is a small city, which I think people forget that really functions like Mayberry that you can see when you walk into any school building, it's a ham. We spend more time with people in this building than I do with my family. But I'm here, you know,
044and when I'm not here, my phone's going off with someone from the district who's asking me, what should I do? You know, so, you know, my sons were jokingly teasing me because I said, I have to get a phone. because the district gave me a phone because I'm always on it and I have a phone in a month. I'm like, oh my gosh, I have a phone. And my son goes, well, you really don't need a phone because you're always only on it for work. You really don't need a phone. And I was like, oh, no, I think I do. Yeah. But yeah, so there'll be a lot of adjustments. I have to say, in the beginning of this year, you know, you told me, you know, I came into this and I was like,
045no. And I was a little uneasy, but I think we made this year. And I remember being a year. He said, you know, then don't be afraid to throw your two cents. Yeah, I took that one. Yeah, you know, unlike being you are my third grade teacher. But I have been my superintendent and I had 30 years of where it's at. I think it's remarkable. Yeah, I mean, where it's at the best. And it looks like I don't even you've had marks. you've overcome so many things and you've led us into COVID and I think there's a lot of things you can look to you and respect about you. I mean 30 years in the district that's a lot. You've been the face of IT, you've been the face of the school system. I mean
046I appreciate how you've come to our school plays and you've been a part of our community. I mean, you've done something that not many others have. You've really dedicated yourself and your time to this school, this community, this district. I really do appreciate that.
