So first we're going to start with the code of conduct public hearing. Um the code of conduct, the proposed code of conduct has been posted uh to our district website. Um this is an overview of the components of the code of conduct and I'm not going to go through the different sections. Um right now I will highlight uh any changes in a in a couple minutes. Um so you might recall in the 2324 school year we made a number of changes to our code of conduct. Um last year we made just one minor verbiage change. uh this year the proposed change and in the in the code
014that you received and on the website uh it's in red um has to do with um the use of of metal detectors um and um primarily um if there is suspicion that a student has a weapon would authorize uh administration to use the um metal detector, the handheld. I'm going to go a a little bit further in a minute beyond the handheld, what it also does in the language and the way it's written. Um you might recall when Mrs. Tarlo and and Miss Brat about the yonder pouches. They also talked about um you know if a student did not have their yonder pouch with them and you know said that they didn't have the cell phone that you know this could be used as a detection for that too. So the way this has been
015run through council the way that it's written allows allows that to happen as well. um in in drafting this and putting this together. Um the the suggestion was and and and right now um you know our plan is is to use the handhelds. The high school has ordered them. The middle school will be ordering them. Um but this language would allow us you know at a future time if you know we deemed um necessary due to uh you know certain level of risk to also implement you know walk walkthroughs that that's not the plan now we would talk about it but it does give us um the broader language and authorization which is why we we included it. Um so again talks about um minimally intrusive. It's to maintain a safe educational environment. Um can
016be used at any activity where um uh we believe a safety threat be present present. Um and uh and this and could also be uh for random random screening and can take place not just um you know during the day but could happen at a school activity um or other district sponsored event. So, so that is the proposal in which needs to be out of this. Um, so the draft was posted. Um, and public comments uh are to um any comments on this are to be directed to Ashley Simmons, district clerk. Um, and when when finalized, it will be recommended for adoption at this board meeting. Uh it's always given to new staff upon hire. Um we'll be giving the full code to all of our staff discussed at evidence staff meetings and in plain
017l and have plain language summaries. A couple of ago the board had asked could we please make sure the plain language summaries are written at an age appropriate level. So we moved to having different versions based on the age of the age of that student. um you know so so this would would be added. Um so that is that is the um that is our public hearing any so I just wanted to know I know that we had all spoken and we have spoken extensively on this yonder uh you know implementation part of that the policy for needing met we did talk about our um our our student um policy with electronic devices so you'll see that we're going through the first reading today so this is really just our first step of having the
018hearing getting our first reading of the policy done so that we can stay in our timeline for for the the Yandere Pouch implementation system. And the code of conduct refers to the student cell phone electronic device policy. So, uh it's mentioned in there and then that's why it would go hand inhand uh with the with the policy. And since we're talking about I can talk a little bit. I know you have you have the you have the proposed policy. Um and uh so at the middle and high school this would be under pouches as we as we've discussed. Um the policy talks about how parents can communicate with the school. What would happen on a a first defense? The the the cell phone would be held in the office to the end of the day.
019Student could take that home. second offense uh then it would be held until a parent comes and then there can also be you know disciplinary um action as outlined depending on you know if there's also insubordination etc. At the elementary, we're not using um using pouches, still no cell phones. Um our schools are a bit different. Some schools have a cubby in every classroom, others don't. So, it's a little broader. It says cubby um teacher directed storage. The rest of the policy is the same. There are some exceptions. uh if a student's IEP or or 504 plan indicates that it's something um that's needed um if there's a medical reason has to go through a process though with medical notes approval by the district and that's all in the in the really small. Uh so I did want to give you uh some updates and Dr. Mandelle uh could not make it this evening. Um but he and uh PJ were very much involved in applying for a school violence prevention grant through uh the department of of justice. Um and uh working with our Boseis grant service. Uh there was a plan outlined in that grant to address security improvements across all school buildings in the district. Uh it was submitted on June 25th. Um, and I did I did share this with you in an update, but some of the main um areas and you these were discussed at different safety committee meetings throughout the year. um blue light
021notification outside of the building, ballistic film on doors, updated uh security surveillance through camera systems, um a door sensor system tied into security operations and then more of an integration of PA with other security systems. Um so, uh thanks to Dr. Randelle and and PJ and I know uh Laura Tarlo was involved as well um in terms of really creating a a security hub at the high school for the security officers. Um Dr. Mandelle also wanted to give an update on trauma skilled schools. Uh on June 9th the trauma skilled schools teams from the high school in Abram Lancing participated in a dayong training. Um there were two steps building the knowledge of trauma impact and building a culture of resilience. Um so that was the team the team that'll be uh the lead and
022the plan is that our superintendence conference day in September to introduce that program to the entire staff at the high school in Abram Lancing. Um and there's already discussions about in you know subsequent times to bring it to the middle school. We do have a a new principal as of yesterday, Heather Brat, who has already receive received training and then with a robot plan across the district. So we'll keep you posted. Um some other things I wanted to give you an update on um alternative programming. So, uh, Co High School and Co Middle School have worked through the staffing of the program. Um, and they're currently, uh, working on the recommendation of students and we'll reach out to parents. Um, we originally, uh, wanted to use the connect center. We're still looking at ways to
023partner with the connect center because of their um, you know, uh, STEM activities and many 21st century activities that they have. Um but state ed came back with a long list of things that would have to be rectified. Um so we did have some backup plans. Um so uh Laura and Tim met with um Tim Moore from Spend City. The architect looked at that thought that might be a location that um uh would be more feasible more quickly. Um, we also I I think you heard that the um community the former community center where that used to be uh is opening in August um owned by the through the county. So we're looking at that. And finally, if an offsite um location does not work, there is a middle school location with a separate entrance
024and all of that. we would prefer off-site, which is why we're we're working through these, but we have backup plans and are are confident that we'll be able to um open. Um remember, the program will start later and end earlier than the the normal school day. Uh we were able to uh Laura uh and uh Heather were able to look at staffing and um actually by looking at sections and reduce sections because of students um being recommended um look uh do it with less staff than were originally in the budget. Still with a robust program, a a dedicated uh safety monitor. Um and our staff are receiving training on projectbased learning uh this month to really work towards making sure the you know activities are hands-on and engaging. So um so have we already identified
025the staff that will be working and and they are staff knows they're on board they're excited. Um there was a lot less communication um you know throughout the spring and then you might have seen a posting for um a few points. Those were the staffing that that we did that we did need. So we'll we'll provide all that um information to you. And can you give us just an idea of what state came back to say was wrong you with the space that we couldn't use? Yes. So, um it is perfectly fine for um the events that take place at Connect Center and even for when we're using it for after school events. It's just that if it's a new program, then it has to meet the same level of code as a new building.
026So there was there were different you know um school school code school and so there were different uh areas and I I I can share that share that as well and some of it just has to do with the the physical location where the um exits were the space between between rooms and but it's it's perfectly fine and wonderful for us to use it for esports after school programming for connect center for all activities. It was just it was just the requirements for program. And what is the timeline for investigating these other I I understand that the um community center is not opening until August, but are we currently having those conversations? Like what are we looking at as far as we don't have a ton of meetings in the summertime? So, I'm just, you
027know, thinking we could be thoughtful about where we are in the timeline. um you know our next meeting would be at the end of this month, right? So what what do you expect would happen between? So um state state ed is is uh one of the um groups that we have to work with. So we're still meeting to get feedback and skill city etc. I would say that at an August meeting. Okay. And what is our threshold for uh enrollment? What what do we believe we're going to be looking at? We believe we're looking at 15 ninth graders, 15 10th graders, and eight to 10 middle school students. Max. That's that's max. Question. Thank you. You asked my question. 028priorities which we've all discussed is making sure that we have this in place and it's something that you know kids actually can start the school year there so that there is you know that still integration of of the first day of school and having all of those things. So, I think that's still priority and we feel that we can find a space that will accommodate us to be able to do that. And uh Tim will be at the July 30th meeting. Laura and Tim have been meeting. They they met with Tim Moore who met with the architects. So, um he they would both have even more fine chain information and welcome to share any in the future. and share some more specific updates. Um, two two two other things I I shared with you from
029Rachel Marshall that Northern Rivers, which is in our post middle school um is currently a fee for service model, meaning students, family members use their insurance and they build their insurance. Um currently there are four days a week uh under the current model has to u move to two days a week. It's not because the lack there are a lack of um families and students. It's because of the attendance of the existing some of the existing in the system. Um and uh you know so Rachel's been working closely. Did see if there was any way to um you know build build any type of buffer have have it um have them wait there is not. Um so she couple things she's reached out through our office of mental health grant. This will be another discussion
030at our next meeting if they say it's something that um they would be willing to pay through the grant. Is it something that we want to then look at through a different model with Northern Rivers? Originally the district started through the model where um it was paid through funds and then it moved to through service. Um the other thing is Rachel has been working on um a company that does some virtual virtual counseling. Other districts have used it and um there is um some good feedback. So I'm going to have Rachel provide more information to you in November, but I wanted to make sure that was that you were aware of that and that was on on um your radar. And then finally, I want to talk about um the CHS tracks by the community.
031And I've talked to Mary Beth, her communication specialist, about um putting something out that you know, it is our intention to have the community use the track and that um uh you know, further information will be coming. So, I wanted to just to let you know that um milling and paving at the high school is set to begin July 14th. Jonetto has been working to get a date as to when that will end. Um, and he has not received a date yet. I met with Joe today. Um, you know, he is going to meet with a company that's doing that again on on Monday so that we can have, you know, at least a a time frame that we feel uh is acceptable. Um the can I just ask a question about that? Um so
032we have had conversations before. I mean we have a wonderful relationship with the city of go and every time a road is going to be shut down I get a text message and it says there's milling and paving. Is is there any way that we can reach out to the mayor's office and see if we can communicate the million paving at the high school because that entire campus is going to be shut down so that it goes out to the larger community just to say that we're campus is going to be closed. Great idea. Yeah. Yeah. In in addition to our parent square. Yes. Thank you. I mean parent square is one thing but not not all of us are parents. Yeah. I know. I mean I just got a parent square t. That's right.
033That's it. Um, and so once the milling process starts, there is a a lot of a lot of dust and a lot of and that's and that's the concern. Um, it was also brought up that there are um five concrete slabs right at the entrance to the gate of the track that need to be um fixed. So, um, but Joe in talking today told me that that should not be a deterrent when that happens because there's, um, an entryway down by the student parking lot. The only problem with that entryway is it does not have camera access. So, we're going to want to talk about that. So, um, I've had discussions with Jeff. So, that is that is the construction piece around things. So, um, you know, if it's two weeks after the 14th, something
034like that, you know, we're hoping, um, for August, I've had, and I've had discussions with Jeff and Laura as to track usage. Um, they do have concerns about just having that fence open all the time, you know. Um so the the proposal and this will be going forward from when construction is done to the future um is that it would be open April 1st to November 1st with the indoor track open November 1st through April 1st. And I'll I'll share this all with you. Um you know no use outside track when there's practices or or games. um thinking about hours such as 5 to 8:30, you know, 5 to 8, you know, um and then um during the school year, we have security on until 9. So during the school year, that's something that security
035could, you know, unlock, monitor through the videos and lock. um their request is uh over the summer um and and again it can be that we have a a custodian or a cleaner lock and unlock. Um the concern is about the the turf and the the track. Could it could we have um safety for a few hours each, you know, night over the summer. So that's that's the um conversation that's happened using family ID again just like inside um and also um potentially looking at um if if it's not going to be a safety you know officer in the summer a kind of a a smart lock with a code. So um that's that is another another option. So, we have the parameters. You know, believe when the paving and milling um is over, we'll
036be able to start. We want to put something out there. We will do that soon. More about that. Leave us a draft because I know there's been a lot of questions. Yep. Um thoughts, comments? Yeah. I can't remember if you talked about this or not. Um I know this is a sensitive subject because I love dogs. Everyone loves dogs. Is there a sign there when you're like we have the public up running around the outdoor track that there's no animals knowing as runner on the old track that there was definitely an issue with that and that could create havoc on that field. So I just want to make sure that we're covering those bases. I think we need signage. Yeah, I think we talked about that. So the rules and responsibilities including when there's events.
037Yeah, there should not be animals on the campus when there's events. So there um so facilities and Jeff um talked about the signage. Um there are some signs that we currently have that we'll do temporarily and then um you know can have additional additional signage. I know the signs that they currently have had no animals on them, just so you know. Um, and if that's something, um, in terms of, you know, we'll make sure it's it's publicized as well. I mean, personally, I feel like, uh, providing access to the community for the track is is um, you know, something that we should do and should consider. I don't think blanket access is a great idea. you know, it's not like, you know, we have science classrooms that we let them come in and do experiments,
038you know, but, you know, the track use is, you know, definitely a benefit that we can offer the community. I think having open time frames, I I I think 5 to 8 is a great time, but also there's a lot of people that exercise in the morning um first thing in the morning, and I I don't know if that's been a consideration. I know that we have had a little bit of cost savings with our our project and I would rather look at investing in a permanent solution of some sort of key fob or signin or swipe pass or or something along those lines. It's it's one thing for us to put in cameras that somebody could um kind of monitor, but they could monitor those anywhere. they don't actually have to be physically on
039campus to to monitor cameras. Um, if we were to have something that was a little bit more secure. Um, people would have to still sign up and we would know that they were our community residents. Um, but it would offer that a little bit of um, protection. Also, you know, if it were a key fob system or you know, a card system, we would know who was accessing at what time. And I feel like it makes the most sense for us to invest in something more permanent than to say I mean I appreciate having a safety monitor there or whatever um you know in the short term until we can figure out a solution but I mean this is not a surprise project. We we knew this was happening. We've talked about this, you know,
040since December. And in the mornings, you know, during and in the evenings during the winter time, it's a lot easier. There is a single point of entry and there is a person there that is able to monitor, you know, from a few feet away. It's it's not as open and as expansive as as the outdoor section. So, I think that it makes sense for us to look in a more permanent solution and invest in something that is going to work for years to come and not have to rely on, you know, paying somebody to be there nights and weekends. Um, if it could be solved by a little bit of technology. I don't know your thoughts. Yeah. any anything we can do to be able to get the community able who supported these projects back
041being able to utilize them but also utilize them where we have protections in place that you know so that we know who's who's there when I agree I think technology would be a great idea so um there there are suggestions we have we have that um explore that Jeff I want to be clear like I don't want to put a band-aid on it. I want I want want to fix and and be able to set times and dates and say, "Okay, even if you use your fob during this time and we have it blacked out, you can't get in." You know, I I think that I just want to make sure. And listen, it's all of us making these decisions. But I I think that it's smart for us to go down this road. And
042if you have something else to say, please. Would it be available for students as well? Like would there be an age limit like our high school students should be able to use it if they're in track doing track want to practice after hours? I don't not so much for maybe elementary but I know that um Mr. Huno and uh like some of the coaches have already been working on like giving letting the practice. Yeah, wait room time or or whatever. I know that there are other times, but I'm not sure of when. I'd say yes to our high school students. Um I we have the for games, etc. No, the middle school students need to be accompanied by adults. So, I think we would follow the same model. um temporarily the um the once school
043starts though and I I hear the long-term best uh solution but from that time period after school till 9 when we do have the safety monitor at that door um the track is very very visible so they could see that ideally it's not you know you don't want the lock but they can see that then too as we went through that I mean that's great I think that offers another level you know Um, if we need more cameras out there, I we we have invested, you know, millions of dollars to make this a beautiful facility to share it is wonderful, but also we need to protect it. Um, so, and PJ was up there on putting some cameras in quite a while ago. I I I remember. So, hey, I saw him on his eyes

045end of next week. That has to be submitted to SED and then that factors in the long range plan uh for aid with building aid and purchasing update. We had uh a committee for grades one and two uh for new furniture uh districtwide. Uh so that has been ordered through Nickerson and the plan is for a delivery for this summer. We were able to do that um through savings that we realized we didn't purchase a a truck that was planned for facilities and then also uh materials and supplies money. We had some money left over um at the at the elementary level. we were able to fund uh grades three, four, and five through American Rescue Plan. So, it's nice that we're able to do that for grades one and two, and the elementarymentaries are
046outfitted with nice new furniture. Great. Thank you. Uh so sometimes at the reor but not always we um point for level committees what the plan is and I know um this year we want to make sure that Sarah has idea of what all the committees are and refresh uh those of you who might not have served on certain committees so that if you want to add another committee or two to your plate, Mr. Gerros. You can um I don't know why she's picking on you. So, what I am going to do is just go through the committees. Um you can ask Stacy and I any questions. Um the audit committee requires three. It's the only committee, correct Stacy, that does require three. Um and um the purpose of that committee is to really um read
047and discuss uh the the annual audit report, meet with the auditors, look at any um risk assessments, make a recommendation on accepting the audit report, look at any corrective action plans that um the district needs to be uh put in place. The audit committee has a full charter with many uh things that are outlined, but that's the the the main area. And Stacy, always one meeting, sometimes two. And the meetings are typically what part of the year? Fall. They're in the fall, unless we need to hire a new uh audit firm. Uh and then we have a second meeting usually in the spring. So, um the the budget committee, that's probably our committee that meets the the most often but over a condensed period of time during budget uh season. Um so anyway, last year
048audit was Mrs. Giller, Miss Paradis, and Snyder. Um budget was Mr. Jackson and Mrs. Snyder. Thank you for joining us this year. I'm sure you had tons of of fun and a lot of times once you're a member of that you want to stay on for at least a a couple years. Um but again um meet meet with the members of the budget committee to hear the needs assessments um the recommendations in terms of uh you know what each of the buildings needs based on return on investment looking at data. Um districtwide safety typically meets twice a year. Um can be three times. Um the purpose of that the charge is to review the districtwide safety plan um and make recommendations to enhance the safety of the buildings uh in the district. And um the
049safety committee this year was Miss Gendrin, Mrs. Giller, and M. Paradis. Um and the police chief and fire chief and mayor are also on the the committee along with committee members. Um diversity, equity, and inclusion. Um that charge of that committee is to uh make recommendations for programs and practices that lead to um equitable outcomes and help develop a welcoming and inclusive environment for all students. Um and uh that committee needs to reup two to three times a year. The technology committee um which investigates technologies that foster 21st century skills for students and staff. So identify goals uh make recommendations for the district technology plan two to three times a year. Mr. Jones and Mrs. Snyder were on that committee. And then finally the uh wellness committee um again two or three times a year
050and Mrs. Gendin and Mr. JRose and uh that committee assesses current activities, programs and policies in the district. uh looks at our wellness policy, evaluates it and makes recommendations um in terms of uh student wellness and educational programs and student activities. So um I can share these with you in advance of the next meeting with everyone um and they'll be at the next meeting that we decide committee members or do to and then we can approve it at the next meeting. Right. So after hearing hearing all that excitement um uh does anyone have do we want to go through each of the committees individually? 056and I just want to commend him on that and we will miss him but we absolutely welcome Miss Bra to the position but um also that there was a lot of positive feedback on all the end of year activities. I would also like to I believe that students who gave the speeches at graduation were phenomenal. They were excellent speakers. They did a great job. And I just wanted to um we have some amazing kids, amazing kiddos. I can tell you from being at all of the events, they they were wonderful. They were wonderful. I think everything was really well attended. Um you know, we we had some great speakers, both students and adults. And you know, you can't forget about the people in the background who work so hard to make those things happen. Absolutely.
057Programs, the flowers, you know, all all the things making the day-to-day work. So, appreciate all the pictures were great as well. Yeah. Thank that was Ryan Franchi. I believe it was. Yes. And a huge thank you to our community for all of the donations. Absolutely phenomenal to see our kids receive those awards. It was really great.
