Good evening. Um I'd like to make a motion to open um our meeting. May I have a first? Lisa second. Bill. All in favor? Make another motion um to move into executive session for the purposes of legal and personnel? May I have a first? Mark a second. Bill. All in favor? Thank you. Good evening. The board um the board has returned from public session. Um may I have first return public session? All in favor let us rise for the pledge of allegiance of the stands one nation indivisibley and justice for all. Good evening. We'll start with my president's report. In 1790, President George Washington happened upon the construction of a new schoolhouse in Cold Spring Harbor. This modest building, just 24 ft long, 14 ft wide, and 14 1/2 ft high, would serve as our

community schoolhouse for the next century. As the president and his party approached the construction site, they reportedly cheered for the men building the community's first schoolhouse. According to local legend, President Washington even helped raise one of the roof rafters and gave the workers a silver dollar for refreshments. Since that time, Westside School has been relocated twice. First in 1896 and again in 1941 to its current location. Through generations of students and the passage of time, Westside has endured and flourished. The fire that took place at Westside this morning destroyed a portion of this historic building. While we are deeply saddened by this loss, we are also incredibly grateful to the firefighters and first responders whose swift and courageous response help protect the rest of the school. Their dedication to our community deserves our sincere thanks.

I would also like to take a moment to thank several individuals whose leadership and dedication were evident from the very first moments this morning. Our sincere thanks go to our superintendent who has been at Westside since about 5:00 a.m. or before um today. Certainly not the way he expected to spend his birthday, but it's yeah, >> but this is a reflection of his deep commitment to our schools and our students. We are also grateful to our entire administrative team, including our principles, assistant superintendent whose quick coordination and tireless efforts made it possible for Westside students to return to class just one day after the fire. Special thanks to our architectural firm, Mark Design, our director of facilities, Ericoff, and our assistant superintendent of business, Allison Selentano, who immediately jumped into action to ensure that the

process of restoring and remediating our school moves forward as quickly and safely as possible. Westside's history reminds us that the true strength of this school has never been the building itself, but the people and the community that surround it. As a Westside student myself who once walked these same halls just as so many members of our community have, Westside helped shaped who we are and it holds a special place in the hearts of generations of families. More than two centuries ago, members of this community came together to raise the rafters of a small schoolhouse so their children could learn and grow. Tonight, that same spirit remains alive in Cold Spring Harbor. Buildings can be repaired. History can be preserved. But the spirit of a community, its commitment to its children, its schools, and to one

another, is what truly endures. And just as this community came together in 1790 to build that first schoolhouse, we will come together again, stronger than ever, to support students, our teachers, and one another. Because the story of Westside is not just about a building. It is about a community. And that story will continue for generations to come. Thank you. Thank you, Heather. That was wonderful. Uh I want to thank everyone for coming to the March 10th board of education meeting. I want to first thank the board of education. Miss Libertini was actually the first Coar administrative on site. She was at the gym working out with a fellow with a fireman and his alarm went off. So she knew what was going on and brought to the building. Mr. Taylor, Dr. Folton, Mr. Clint, Mr.

Wenorf, Dr. Barnes, and the rest of the administrative team and staff for the dedication and work for Cold Harbor. A special thanks to the local fire departments in EMS for the quick response to the fire that happened today at Westside School. As we're in the early days of this incident with lots of moving parts, we optimistically are looking at weeks, not months, when we expect to be back in Westside. No promises given at the early stages of this process. Uh, I have reports and we're going to have them come up here in a second of students already organizing a book drive and there was a lemonade and cookie sale today to raise money to get books and help rebuild Cold Spring Harbor. It's a testament to the Cold Spring Harbor way. The next few days

will be different for everyone for all our students and staff. We're working to bring back normaly to our students as quickly as possible. everyone in um in the district is working together to educate the students and continue school with our staff and students as we move forward and adjustments may be needed as we live through this process. Again, we are in the early stages of the process before students staff enter the building. Our primary function is safety. We'll make sure that the building is safe, that everything is ready for them to return. Remember, we're in the early stages of this process. We keep everyone updated the parent square as the process and status of where the work at Westside is and when students will return into the building. Thank you for your support. Please take

care of of yourself and please take care for someone in need. I'd like to first have our students here at Westside who held a lemonade uh and cookie sale. They have if you want to save something or if you have some money you want to present to the school. I believe girls want to come on down. >> Um we donated some money to the library and the books to help um with the with the school I burned down. We got 1,000 and >> above 1,00 plus. >> That was about like you see you guys about 3:00 you came to the building. Was that about what time you showed up? >> Yes. >> 2:00 to to sell lemonade and like over $1,000. It's absolutely wonderful. They were so excited to do that to come together. It

just truly shows how much they love the building, how much they admire, work with our staff, Dr. Burns, and everyone. Uh they're excited to I know some of them shared to be at a different building tomorrow as we have a plan to get everybody back into school, but also excited to come back to their home west side hopefully again in a few weeks. Thank you. You guys want to come on down? Sure. Thank you. You guys listen. We'll also take this time if anyone has any questions on the matter of Westside who want to come up. We'll take this time now. I know we have some students that they want to go home. They don't have homework tonight. >> So, is there any questions? We'll use that time to ask. >> Yeah, we we'll carve

out the rest part right now. Just if you want to just go up there so we can hear you, >> but it doesn't come in the recording then. We have someone to teach you. So >> that's fine. >> I was hoping you could explain a little bit about how the busing is going to work. >> Specifically, are all the kids getting picked up from their home and then going to each school or first to Westside and then the three different buses? The plan is right now is to uh your bus stop in the morning will be exactly the same. Again, there might be slight modification in time. Uh and then the drop off will happen at the junior senior high school, then Goose Hill, and then Wood Harbor. It's actually the way they stagger the

timing kind of works out for us to do that. We have a limited amount of bus access uh that are out there, but this allows us to get all the students to be driven to school on buses. >> You know, timing wise, what time? We expect them to have roughly the same exact pickup time as they do as that they would have had this morning >> and then drop off >> again maybe slightly later but we don't expect much of a difference >> and then Hill sorry Hill uh pick up at school that would be >> they and Miss Cosmia correct you end at 3:00 at Hill for pickup. >> Yes. So 305 >> 305 is when west side will dismiss >> and then uh 820 for drop off discussing. >> Yes. And for west

side uh for the westside students we're using the front circle at district office. That's where and they will come in the district office entrance and then enter gooseil that way so that the current gooseill prek and kindergarten to first grade drop off stays the same. So when you come in, if you're driving, the buses will come in that way and you can come in that way as well. >> You have also do you want in that >> same circle? We will have security that will be directing any of the westside parents for drop off. Um and security will help as well as adults will be helping to usher the students into that entrance as they get used to the school. >> And then Lloyd Arbor as well, same uh idea pick up drop off timing

wise. >> That is correct. >> That's correct. >> Okay. And then is there a special that you want students to enter. >> It would be the same for them at that >> the same same at the front at the front. >> And we just ask everyone have a little patience as we all walk through this this the new uh for the next couple of weeks as we work on the we're getting back into Westside. Clearly, there'll be more cars. Obviously, if we get carful, that would be great. Or take the bus, which make things a lot easier. And and there'll be some hiccups, I'm sure, but we'll we'll smooth that as possible. And if any adjustments that do need to come, they will be communicated with every because obviously we haven't lived this yet. >>

So, just to be clear about busing, all all of the Westside kids will get on the buses and the bus will make the first stop at the high school and the sixth graders will get off. >> Correct. >> And then it'll go >> to Gill. drop the ghost students off. >> Anybody come on to the bus and say, "Okay, you still >> Yes. Okay. So, like >> they'll make sure you're great. Grade sixth graders at the high school. It's time for you to get off. We'll make sure everybody gets off. We'll be very clear." >> That's great. The same bus. >> It's the same bus. It will be the same bus driver. >> Yeah. There's no difference in picking up. It's the same bus drivers. >> But then they'll start on the pickup and they

stop start at Harbor. Then they go to then they go to the high school and then they also pick up the pickup order is the high school at 3 p.m. Blue Hill at 3:15 Harbor at 3:30. >> So that is later that's the bus will be departing from each of those locations. It's going to take from 3 to 3:30 for the bus to make its way from the high school and arrive at North Harbor. >> Right. >> And we think we ended in a little extra time again as our first time doing that. They become again we want them to be more efficient and there'll be less students getting on the bus. We think they'll move pretty quickly. >> Yes. >> So by the time bus comes to pick up the sixth graders in the

high school all the 12th graders >> that traffic should be out of >> those correct >> I want to confirm that. Does that ever happen? 8:30 >> 8:30 >> for the sixth grade students. There will be security outside directing for the walls and we will be standing there to greet them at the door and bring them right to their right. So Mrs. said we'll have security there for the sixth grade students uh directing them where to go and I'm sure by the third or fourth they won't even be thinking about it and just think about next year when they're here they will start off all ready to go they already are ready to come here so it'll be really nice >> except if I could it's all related to this we're all going to have

changes in logistics like if your child is bus some days we have like pickup we change it on Alaroo the westside parents that need to communicate any changes to their day in the intrum. How should they do that? >> You can still use opera room because it's a web- based program and we'll get that to work out. Okay. >> Any of those emergencies that happen at the very end of the day, you would just call the building your child will be at now. So, sixth graders would call the junior senior high school. >> So, we're not using any of the west side numbers for the foreseeable future. So, we're back, so to speak. Great. >> And then how long do you think? >> We're hoping we're hoping weeks as Oh, sorry. >> No, that's a

big question. I wasn't going to ask that one. How long do we think the ride from Woodway Harbor to west side route should take about like what are they estimating for the bus routes or take? I think that 15 minutes to 20 roughly. Again, we have to see. We don't do that. So, it's hard to tell. I think it can be done 15 minutes. So, again, if you lived right across the street, you have a longer ride and it just is. Um, but I think about 15 minutes. So, not too bad. And just thank you for all you guys did. I mean, I've seen what's happened just in a day. Construction. >> Thank you. COMMUNITY and have workers there today. When the meeting is over, that's where we'll be going, some of us, to see

what's going on, moving materials, helping out. As I said, there will be things we didn't think of that to come up and we will work them through tomorrow, communicate everything out. I I hope the communications were clear uh just enough, you know, not too many, not too little. We we try and, you know, do them appropriately. Uh keep informed. As we said, there's lots of moving parts here. Uh we're very thankful for Eric who is here, our new head of building grounds. He's had two snowstorms in a fire in like two months. Eric, it will get better. It can only get better. uh he's been wonderful in in consulting with him and talking to him, understanding the building, working with the fire department, working with everyone, the fire departments were wonderful. At one point I

I counted 20 firemen and women on the on the roofs at West Side and we're very thankful that the fire was contained to the library, CLL, and the community room that it did not go anywhere beyond that. >> We're very thankful for that. >> Thank you, Eric. First of all, happy birthday. >> Thank you. Um, >> everybody else, >> I wasn't going to let you get away with that. Thank you for all your hard work today to to turn this district around in 12 hours is so admirable. We're so lucky to be in this community with this wonderful board and administration. So, thank you again. And I have to say the text and communications, I have not read all the emails. I can tell you that. But the community reaching out with tremendous amount of

support uh is is is very thankful and to share with people. It really goes a long way cuz it was stressful time. >> Um so I just wanted to be clear about something because I know I'm going to get a lot of questions about this over the next 24 hours. So for all the schools the high school and void harbor a lot of the parents are not comfortable I think yet having their kids go on the bus. So, you know, a lot of the kids that already take the bus might be a pickup and, you know, a drop off starting tomorrow. So, should we have them change that in opera room now or call, you know, the Lloyd Harbor High School or office now or in the morning? >> Opera is always easiest because it's,

you know, one spot for us to get the information, phone calls that are coming in. It's a lot. You have to answer each one that takes a minute or two. >> Yeah. >> Because I'm nervous about the kids in the morning, especially my daughter being like, "Are you on the bus? my is my mom picking me up like because normally at Westside someone knows her teacher knows and you know the administr the office knows what she's doing that day >> right their teachers will be at the building so they will be taught by their current classroom teachers >> right >> uh we will take extra care and time especially the first couple days as especially the younger that are on the more time we'll take uh with with them to make sure things go smoothly

uh and of course if you have a question something doesn't seem right reach out uh you know We're the best people to get that information from what's going on. Uh we're here. We want to make everything work as smoothly as possible. Understanding there will be a couple bumps here and there, but if something doesn't seem right or you're not sure, please reach out. We're here and and we will we will make it work. >> Thank you, Joe. >> Thank you. >> I have a question in regards to belonging books. that were left behind. >> Oh, I'm sorry. >> So, we already started to move some of the uh items over like Chromebooks and the like to the location. So, if your student didn't take on the Chromebook, I think we have them already all moved

over to the building. We've reached out to the teachers to share things that they need to be brought over. And I said, "That's fine. The one, two, three, four communications, uh, that's fine. We have one email that they'll reach out to that will be monitored and checked and we have a Google doc that we all be able to see. We'll check off what's been moved. We know what's been done and we're working on that." Uh, and I I understand that you you thought of something and then 20 minutes later you think something else that you need. We understand tomorrow will be a very different day for everyone. Uh, in fact, we had a Zoom with the Westside teachers today at 5:30 answering their questions. They really didn't have my cell number. They have it now.

And we're going to again do the best we can uh all day tomorrow moving stuff and helping out and when in doubt, reach out. Uh, that is absolutely the way we operate. We've always operated. We're going to continue with that. But thank you for that question. Very thoughtful. Okay, one other question. >> No, please. We're here. >> What about students who don't have that? >> So, luckily, our school management system is web- based. When a teacher logs on, they have the same information they have with Westside or at Wood Harbor or or at Goose Hill or the different, it doesn't matter. They still have information. So they'll be doing the same things and working out with their IEPs, whether it's testing or accommodations and the like. And again, we will there'll be a little bumps.

The school works a little bit different in each location, but we will work them all out. And again, we're trying to move as quickly as possible because the best place for student ultimately will be back at Westside. Uh so we're working with that to make sure we get that going. Uh but we uh we have that information shared and we'll be doing everything that we can. director and the assistant uh director of special education have been working uh with their staff to make sure they know the locations of each of the students and uh working with the principles to make sure that we're aware of their needs. >> Will they be with the work at Westside? >> I'm sorry. Can you just repeat the middle? >> Would they be relieved with the same clinic that

they work with at Westside? >> In most cases, we're we're working really hard to keep consistency with with clinicians. Again, because we're now splitting staff, there may be some minor tweaks and we would certainly notify parents if there's there's major changes in terms of services. >> But I have to say since we moved to the code talk class, they'll be together. That really helps out with our students there. One more question about transportation. It's probably redundant. >> Those of us who have our kids, um, my my children are typically a buser, but on two days they have a permanent change of dismissal. Is that carrying over to the other schools? >> So, we will definitely get that information from Dr. Barnes in their clerical. If in doubt, just put that in our group if it's

tomorrow. Okay. >> But it is we we no child be left alone. If something goes whatever, there'll be people there with staff to make sure it happens. We'll call and work. We don't plan on that happening. Um but if you're not sure, reach out. Put an approval. Give a phone call. We want to make sure everything went as smoothly as possible. >> Okay. And then one other question. um about lunches. So, the meals are the same across the schools >> at the elementary and they're they typically are pretty much the same. The junior senior high school or sixth graders notice they have a little bit more of a selection there. Um we work with our um Mr. Higer or nutrition person on making sure that the lunch ladies at each of the building can see

your children with their restrictions and the like and the orders that you put in. So they see that information now >> but the men who if we have to order lunch for them whatever is available >> I I don't think and don't like department west are pretty much the same >> um once in a while it may be slightly off but they're pretty much the same thing >> and then um they'll still be eating with their grade of children. >> Yes I I I did work on that part of the schedule. Kim you have >> so that's that's correct. We're trying to keep the the grade level consistent. It doesn't, you know, again, we're also vying for space, you know, as you know, so we're going to ask a little bit of latitude as we,

you know, iron out some of these things. The principles have been working very, very hard to keep consistency that we keep the cohort together and that they are eating together. >> Okay, great. Thank you. >> I also there's a little excitement some >> Yes. >> girls that said I can see my friends that was really nice. >> A lot of my questions are coming from a very anxious fifth grader who wants to know all these details. >> I understand. >> Okay. Thank you. Um, one last question, at least my question, um, for about pickup from William Harbor tomorrow. So, I understand that buses are going to pick up at 3:30, which is slightly later than West Side, but if it's a pickup is at 3:15, which is the normal time, which time is pick up.

>> Our pickups start at 3:05. >> I'm just going to say, so everyone hears the pickup start at 3:05 at Barber. >> You will see there will be a line of cars. just get in the line of cars before 3:05. >> Got it. Well, that that's the same as Westside, too. And then they get out around 310, 3:15, right? >> No, the the pickups will start coming out at 3:05. It depend again where you are in the line. You may be waiting a little bit. >> Okay, perfect. Thank you and happy birthday. And thank you guys again. >> Thank you very much. >> Thank you. It was a true teamwork effort today without everybody working in coordination, assisting each other, reading each other's emails before they went out and and sharing ideas and not having

ego whatsoever. It was it was it was not about us. It was about students to them and it was truly nice. And again, the communications from the community and the board and support meant a lot. So, I thank everyone. Thank you very much. Okay, Thank you so much, students. That was really wonderful to see you guys come today. They were so excited to do that um cookie sale and lemonade sale. Uh it was really nice. It was truly truly wonderful. And to have over $1,000 donated to to help rebuild the school and and I forget if I mentioned, I apologize if I did. Mr. Danoski spoke with me how students came to him very early in the day to start a book drive and raise money to repopulate the library. Uh it was it's it's

meant a lot means a lot. Thank you. >> All right. We're going to move to our discussion portion of the board. Do any board members have items for discussion? Go ahead. >> Okay. Uh, a couple things just following up from last meeting. Um, update on the insurance. >> Mark, I don't think your microphone is on or you're not speaking into a little regarding district insurance. Where where are we in the processing our coverage and potentially bringing in um outside firms to also analyze suggestion? >> Uh so given our current situation um we are going to be working with our uh current insurance adjuster um New York uh schools reciprocal the insurance reciprocal. Uh so we will still look into investigating other insurance opportunities but it's probably going to be several months down the road. >>

Okay. But until today we didn't know. I'm just asking from last meeting to this meeting if we do any visit that topic. We had we had one meeting with uh another insurance agent and um another insurance company and we did discuss the coverage that that agency could provide to us and we also had a discussion with our legal council regarding what the process would be moving forward. >> So you are taking a meeting? >> We took one meeting. Okay. And then um in in in the grant uh subject any update there any progress? >> Well, we are currently working on the local government records uh management grant. So um Mr. Woolhof and I attended a webinar. Uh we also had discussions with our New York State Education Department representative. Uh we have a consultant coming

in tomorrow uh to give us a quote um for the grant and to uh help us with the um application process and it's due April 1st. So we're in motion. >> Excellent. What's the grant for? >> So the grant can be for several different things, but we're going to what what our NIC representative um recommended is that we initially go for the category of inactive records. So, what this would do is it would enable us to hire an outside company to help us organize all of our inactive records, to store them properly, to catalog them, and to purchase uh the needed shelving in order to store them uh in a neat um and organized manner so that we can uh easily locate records um no matter how far back they go. Um considering whatever the

records retention rules are in LGS1. Um and then there is no limit to the number of times that we can apply for the grants. So if we are successful and are awarded, we can apply for other types of records management grants in the future. Uh if this first goound, if we are not successful, we will get feedback and uh seek to improve for the next cycle. >> How big how big a dollar amount? >> You can apply for a maximum of $75,000. Uh the number of grants that are awarded depends on the amount of money that uh the New York State Education Department has. Uh they prioritize New York City and then once the city um grants awards are given out then the remainder of the money is is used for other applications throughout the

state and they are uh taken based on how they're scored on the rubric. >> Okay. Miss Libertine, you said you had experience in grants. Any opportunities for us to >> uh try to acquire one? >> Sure. Um so so far right now what we have in the works is we applied for the Suffach County Soil and Water Grant um that provides up to $100,000 in grant money uh for some innovative projects. So we uh just submit that application at the end of uh February. Uh also where we just applied to the college board uh for some some grants to train our AP teachers for either a new AP courses, AP courses that are being completely revamped and or new teachers to the course. So the teachers are in the process of applying for all of

those grants. Um, and we're also working on a technology grant uh that will come from a uh a major technology company that we're hoping to have some updates for in the very next uh meeting. >> I don't think we've done these before, right? Many of these action. >> We have not. >> Thank you. Along with that, we've been working with many of our parent groups as you see on our agenda. They will be accepting donations. We're going to grant you work with them on on the project in the district. So that ends to them. Just want to clarify two last meeting the topic of a koi pond came up. I not advocated for a koi pond. Um I mentioned the koi pond because there was a a line item on one of our reports that

said the district spent $60,000 on a koi pond. I don't see any koi pond. If we spent $60,000, I want to know where that money went. That's why I brought up a koi pond. So, I'm not trying to get a koi pond in the fish. Um, and we didn't build a koi. >> We didn't certainly I I have yet to run into one, but if we paid $60,000 to somebody, >> we we did not pay $60,000. That was the original allocation and then the district decided not to build the koi pond and the money was uh spent on a different change order for that project to remove uh some soil and uh some plant life um on that site. So that's what the money was. >> But still the board was given a report where

that was with an error concern. It said $60,000 koi bond. So, >> I believe that report was prior to >> Yeah, I know it was prior to me. I I appreciate that, Mark. Um, the I believe the original report was what was originally allocated for those projects and then there was a follow-up report provided by my predecessor where there were uh much more specific information given regarding the change orders and the use of allowances for that particular project. But this is, you know, this is an ongoing >> Yeah, we're trying to figure out >> projects. >> Absolutely. accuracy uh brought up the topic last time on tryyouts for teams uh specifically tennis and golf. Has there been any review of those triyouts? >> Mr. Vino's not here. He's with the boys for the basketball. I

forget what level of the states he's at right now in the Bingington area. Uh those are our fall sports that the adjustments are. We have spoken to him. I know he had talked to me about some adjustments on how tennis would operate the challenge with the golf component is um students have to record their scores on each pole and then certify by signing their card or ticket. Uh there were some allegations some students were not being as honest as possible. We're trying to see how we could monitor that best when we have students on 18 different holes at one time shooting. So, I know Miss Gina is especially something that's it's not a fall thing. U but thank you cuz um I did some more work on it and definitely I'll just say that it's

an area we need to keep working on. Leave it at that. Um Go ahead. Thank you. >> Any other board members have items for discussion? All right, we're going to move on to our focus on teaching projects. >> It might be I want to thank I had to turn it off. I want to thank everybody coming today. Uh this is a presentation how we're looking to do some capital projects moving forward. We have a architect of Michael Markham Mark design the director Michael Marcus. I always call them bark. It's hard enough. Um, and we were talking about some capital projects that we're looking to work on moving forward if any of these are projects that we're running that was already allocated uh for previously. So, it wouldn't require an additional tax revenue. Um, obviously some

things may change. We had a little incident at Westside. So, uh, but we're working through this uh to see how we can move forward. Michael Mark's company did a a a complete uh review of our district excluding some site work uh curves and the like because the snow just melted along with roofs cuz you couldn't get on top of roofs cuz the snow really just melted. We have some more analysis to do there. Uh but as you can imagine, this winter was a very rough winter on flat surfaces, curves, and like we had pictures loaded on we could see in the district. Some of them you can see are pretty extensive, but afterwards I have to say I'm a little surprised how good everything is. I was thinking more especially driving around in parking lots

and roads. There were some horrendous potholes around. Um, on that note, if you see something in Huntington on their website, they actually have a very handy tool where you can report a pothole and they are extremely responsive. I reported two or three. They got back to me the next day were repaired the following day. Uh, so they're very they're very good in Huntington about doing that. Uh so as I said earlier, we welcome Mark here, our new architect who I have to say was on site with us for five or six hours uh today at Westside helping with the whole process of what happened. So again, Michael, >> Thank you very much. Um he did a new building condition survey. It's something we're required to do every year by excuse me, every five years by

the state. He did one kind of intern because he's coming in to get really get a full view and look at our building that's going to every single classroom that is going into looking at our roofs and our boilers and electrical systems and our cafeterias and everything. So, uh he reported back to us we had a facilities meeting last week where we looked at a lot of the work that needs to be done uh and how we're going to map it out going forward. Um and then we as I said last Thursday we met with the capital facilities committee to look at that and now we're looking at to see what we could do internally with our staff. We are fully uh funded with four maintenance people who are wonderful have been doing a tremendous

amount of work to see what we could do in house and what we would have to do going outside to vendors. Okay. Um so capital funds project capital funds are this is funds that have already been voter approved and levied for capital process. So they've already been set aside. So right now there'll be no increase necessary to our voters. So we have listed up here all the projects we identified as probably money that has already been identified by our community as money we can spend. Allison is going to talk about how we go about that in a moment. So you can see we have three boilers across the district at L Harbor and Westside. Some of them are very old. Some of them may have been impacted by the fire today at Westside. So something

may change a little bit how that gets funded. We want to look at some finished and renovation at Westside School that started uh just after COVID. Some masonry uh restoration repairs, walls and chimney and the like. Again, some of that is impacted by the weather we had this winter. Classroom cooling. One of the things we talked about at uh last year was putting in the air conditioning systems across the district. So we are we're really committed to having every classroom with a air conditioner. And so when we start September, they will all be cooled. Uh that is something that is really a a a one of our main things we want to get done. Flooring replacements here at Virginia Senior High School and then ceiling and lighting improvements uh at Goose Hill. um you know

just changing the lights to be more energy efficient to be brighter really makes a difference and again a lot of these things we're looking to see where we can to do them in the house. >> So when we talk about capital projects there are different funding streams. Uh as Joe pointed out we have monies that have already been levied um and have been approved by the voters for specific uh projects and needs around the district. And that was what the previous slide was showing. Uh we also include money for capital projects in our upcoming budget. So this is what's called transfer to capital. It's in a different fund which is really just the um way that the office of the state controller has us um really delineate the funds and what the uses of them

are. So this would be in the aid fund or the appropriations fund where we also buy supplies and equipment and we engage in contractual work. So we are uh hoping to put in 1.34 million in our upcoming budget. Um as the superintendent noted um the projects that are listed here may change because we are still assessing the damage from uh the winter the severe winter that we had. Um, and also it's important to note that we've listed all of our projects that we would like to get done, but the transfer to capital amount that we have allocated will not uh probably will not allow us to fund all of them in total. So, just to go through them, um, as stated on the previous slide, we are looking to replace three boilers. Um, the money

that has already been levied, uh, we may need to put a little bit more money towards those boilers. So, we would use a small amount of the transfer to capital funds to do that. Um, our new architect, Michael, has recommended that we start off with masonry repairs. So, he recommended moving from the outside in, that we address the envelope features of the building. So, this would be the exterior walls and chimney. So, these would be repointing, restoration, cleaning. Um we also may need a little bit of additional funds for the Lloyd Harbor masonry restoration which again you saw on the previous slide. Um so a small amount of the transfer to capital will be for that and then the remainder of the masonry repairs would be taken care of out of this budget line. Uh

there is some interior restoration that needs to take place at the little theater at Lloyd Harbor. We uh do need to add a septic tank at Lloyd Harbor as well. So we'd like to use the transfer to capital funds for that. And then we are going to have and I'm sure you have noticed that we will need to do curb and sidewalk replacements and we will need to do some pavement asphalt um renovations as well uh especially after this winter. We also have uh capital project reserves. So a reserve is a like a savings account that we can create. Um we can use it for any capital project. It does require voter approval to set up the reserve and then it requires voter approval to appropriate funds from the reserve for specific projects. So we

currently have two capital reserves right now. We have capital reserve 3. Uh this reserve is closed meaning that we can no longer add money to this reserve. It was established in uh the 201516 proposition. Um it had a cap of $10 million. We currently have a balance of approximately 3.4 $4 million and I say approximately because it is in an account earning interest. So that that's an approximation and as it sits there we do earn a small amount of interest on that money. Um we are very grateful to the wisdom of the board for um creating capital reserve 5. So the board had the foresight to say okay capital reserve 3 is closed. we can no longer add funds to it, but this is an excellent way for us to forward fund projects. And so

we're very grateful. Again, thank you to the board of education for um allowing us to do this in the 2425 voter approved proposition. This one is still open. We have a monetary cap of $15 million. We currently have again approximately $6.9 million in this reserve and we have the ability to add funds to cap reserve 5 through and including June 30th, 2039. Uh the uh audience may remember that we have a bond uh that was approved by the voters in 2019. Um we uh took out initially $20 million and then we took out another 9 million. Um, again, this was voter approved. We still have some outstanding projects on the bond. We have approximately $7.2 million left. And if you go to the presentation once it's posted on the website, you can uh follow the

link to the budget brochure that was associated with that bond. So we we've discussed and we have here just options and how to fund projects. The first one is a bond. A bond project allows us to uh do many projects at the same time. A lot of important cost function. We need to borrow that money. We get more work on at the same time. We may need a construction manager to do that. cost for our our bond capital manager interest payments. So it will cost more money if we go through funding through future balance allocations where any money that may be left over at the end of the school or we can allocate specifically this money will be used for work because we see work has to be done. It will work at a little

bit of a slower pace, but we don't need to have all those other costs associated with it like a bond payments, uh interest payments, like u a bond council. And depending upon what the work is, we may not need the construction manager. So, the pros and cons to each of the objects and we're working with uh Michael here to see the time frame for one of some some of this work has to be done. selling things sooner rather than later. Some of the stuff that we can see that we could push up later on, we can continue to build savings up to pay for like you may in your house. You want to do your kitchen over you estimate $100,000. We're going to set aside money x amount of dollars over so many years and

you don't have to take a loan out to pay for it. So, there are pros and cons to each item. Obviously, if you do the fiveyear plan on the on the kitchen, there's a delayed gratification. If it's something you need right away to get done, you may have to do a borrow. So, we're looking at the work And as I said, Michael still has to do uh some work on roofs. We have lots of roof space. And if you notice, we're big building, so they're flat roofs, which are a little bit different than most of our houses that have angle roofs on how water and snow accumulate and melt off of it. So, we're still working on it. So, we wanted to show the board some of the existing conditions. Um, we have original steam

boilers that need to be replaced with more high efficiency units. Uh, some of our classrooms have these portable AC units that are uh inefficient and don't really work very well, which is why we want to replace them with window units. Um, we are really excited about the finishing the renovations to the westside kitchen, which include replacing the serving line and installing a walk-in refrigerator. Um, it's really going to make the kitchen uh much more efficient. Uh, we've already started the renovations. You can see pictures. Um, these the new sinks or the old sinks? >> Those are the old Oh, that's okay. That's the old serving line, right? I'm sorry. That's the closeup to the uh to the drop in. Uh but we've already started the renovation. So we have uh two new sinks that were

installed in the kitchen uh just recently, which is great. And again, you can see the um one of the pictures of the exterior where we really need to do that masonry restoration. Again, that will consist of chimneys, uh repairing them, and also uh repairing exterior walls and cleaning them. This is part of >> is this part of this is part of the prior bond that we're doing this work. It's not future. >> What you're seeing in this particular slide um are projects that are currently uh in the age fund. They are projects that the voters already approved. The money has already been levied. So we have it available and we can begin work right away. But yes, the this the westside kitchen um just to be just to there there were there was an H

fund capital project that was approved. It's also in the bonds. So we are going to use the bond lane for the for the westside kitchen. Is that what you're referring to? Yeah, that's what I was >> and then also >> correct. Yes, you can see here these again some pictures here. The first one at Junior Senior High School where we have flooring separating or coming up to we want to replace that at Goose Hill. This is ceiling and lighting improvement. That is something we're looking we'll be able to do inhouse with our maintenance staff. You doing one a week, two a week, sometime over the summer, putting in efficient lights, uh which one with some of these lightings here that are LED. It's an entire package. You take out the lights, you once it's plugged

in, if the light goes bad, you unplug it and install a new one and they're very cost effective in electricity and much less expensive than we do in house with our staff. You can see that bottom picture here. That's a 2x4. looks like a 2x4 uh tile in the ceiling. Replace that by 2 by two. They'll look much cleaner. And again, having just brighter lighting makes everything much more pleasing to students. >> Not in the ceiling tiles. >> Some of the floor tiles. Yes. Um and statement would happen. Um, which is again that was a part of the voter approved use of capital funds. Uh, so these are just some more close-up pictures of the masonry restoration that we uh have to undertake. You can clearly see the cracks here uh in the Lloyd Harbor

and the Goose Hill pictures and the need again for that exterior cleaning and repointing. This here is the Lloyd Harvard Little Theater. Today we had done a lot of work in Little Theater, but the painting wasn't completed. So, this paint needs to be scraped, cleaned, and repainted. Again, I keep the colors the way it is. I love the old feel to it. But yeah, this is >> Was it just painted? >> No. >> So, is this What is this part? >> Oh, this ceiling was painted. These are the walls. Correct. >> The ceiling was actually taken out and put inside. It wasn't I guess you know it was painted but there was no ceiling at one point. >> Was that the end of the work? >> It needs to be uh either scraped and cleaned

off and then painted. So I don't I don't think we remove all the paint that would be there. Uh some of it's old paint and we believe there is lead would be have that taken care of appropriately. >> That one little theater or that's the only I think that is the last component in the little theater. >> I mean, here are just some more pictures. This is Wood Harbor. Some sidewalk replacement and cracks we can see across the district. Some of these pictures we were only really able to obtain this week because of the snow melting. You can see some of this if you look at the wood lower right one with that shows a curve in there. But that's only going to get worse. That that's the asphalt. We see curvature of being broken

down. We see potholes forming. And again, a lot of this just due to the horrendous winter we had. Some additional west side. We see here the fourth court pothole. We see we're going up to the apartment area of the west side and the stairs. We see on the right side we have a tremendous kind of sidewalk work that needs to be done here at the junior senior high school. Uh we have a curvature that's in front of the building at at the entrance. Curves broken down being broken up. Uh that needs to be replaced and repaired. So we are really excited to work with our new architects. Um and some of the you know potential future projects again these are these have not been budgeted for um but just some potential future projects are to

redo the uh junior senior high school cafeteria and commons. Um to uh renovate cafeteria B. um to, you know, really do something a little bit more innovative with the serving lines in in that building as well. Really, uh modernize them and give it more of a college feel. Um we're looking to make some improvements to the art room at the junior senior high school as well. Um and again, this is another view of that space has a lot of potential. uh and the fieldhouse scoreboard which um is a part of the original bond project uh from 2019. So uh we're going to be working with Michael to see um how we can utilize those funds. >> So thank you. Are there any questions from the board? >> Thank you, Alison. Appreciate it. >> Thank you.

>> I really love the hard hat. >> I had fun with it. Moving on to reports um or members chair. >> I can go tell you about the professional development committee. We met on Tuesday, right? Okay. Tuesday, March 3rd, professional development committee. We met planned learning opportunities for the staff during the next school year. We talked about the August superintendence conference days. Joe Sanippo has been confirmed as a keynote speaker for the August conference days. Uh we're going to discuss his book. who you are. In addition, motivational speaker John Paul Gonzalez will present in the >> start again. >> Okay. Hello. All right. Uh so we met on March 3rd. We talked about uh superintendent conference day. Joe Sanippo has been confirmed as the keynote speaker. He wrote a book. First one was lead from

where you are and his second one is Lead from Who You Are. So that will be discussed. Um they also we also hired talked about hiring a motivational speaker for the athletic code of conduct meeting. Uh John Paul Gonzalez will present. Uh we also review results from elementary and secondary professional development surveys and the feedback was used to guide planning for the upcoming sessions. Based upon staff interest, the committee proposed a virtual PD and pajamas series both professional development in pajamas. It'll be on Zoom in the evenings focused on artificial intelligence tools for instruction. Uh we talked about possible superintendence day conference superintendence conference day book club and um other PD priorities for the next year. >> Thank you. Lisa, does anyone else have >> um so uh We didn't have an official security committee

meeting, but we did have um something of note. I think we should thank um Mr. Rich Smith for conducting on the 28th active shooter drills at the school. Um it was really an incredible exercise. We've had close to 80 um members of law enforcement from different agencies here practicing in our facilities. They're getting acquainted with the facilities. They had actors. They had um not going into all the details. It was first grade. Thank you so much for bringing um for bringing that to our school. It's it's um very important. for for our agencies to be familiar with our buildings and I was able to watch their training and you could see it being so invaluable to them and um Mr. Martino, Mr. Damuski, Miss Leensky kindly gave up part of their Saturday to come and

uh support that effort and much appreciated keeping this place safe. Um and then on the committee we just went over the the facilities report. Uh the facilities committee met. Um as I said our new architects from um art design studios did an exhaustive review. We covered some of it in here. And um the estimated price tag of all the projects, not including price appreciation over the next 5 years, uh doesn't include architect fees or potential construction manager fees. We're looking at close to $50 million. That number is going to be higher. That's just in the next five years. Um, so it's not an insignificant amount of money, but um, we have an a really great team. Uh, thanks Mark. Um, Michael Mark coming on board as an architect and Eric, as um, Mr. Monister said,

has hit the ground running. He is terrific and a great addition, um, to the to the district and very lucky to have him uh, leading this expenditure of probably close to $60 million over the next five years. And like we said, we're going to try to do as much as that uh work inhouse and um we're going to look at the best ways to do that. It saves us a lot the district a lot of money. Um and we will be very selective when we employ our construction manager and we can save on that as well. But full service firm in the on the architect side. So, um, very optimistic about not only getting great value but great design. So, when we redo the cafeteria, um, it's going to look, I think, impressive. We we

we uh spent a lot of time interviewing agencies and and Mark uh Mark designed his terrific innovative work. So, um, great to have and I think Thank you. >> Thank you. >> Yep. Mine is shorter and not as exciting. Um we had an audit committee meeting last week. We had an audit committee meeting last week. We had we had an audit committee meeting last uh Tuesday and um we reviewed uh the recommendations of our auditor who we have an outside audit firm that does our internal audit work. Um and so they went through uh their findings so far we had done all we also went through risk assessment plan that they put together for us and tenatively selected the next that uh they will look for us. >> Thank you. Anyone else? No one Bruce

wasn't here. We had our safety committee uh where we met with Dr. K who has a service called behavior threat assessment and management team where we we put together staff across the district to help assess students behavior conducting self harm that may be harm to others. Uh he is well renowned in this industry and we always want to make sure that we're looking out to provide the best services to our students. Uh we saw here uh with that u active shooter threat. I was speaking to some of the police officer there and they spoke very highly given the training that he performs just really solidified what we knew when we met with him how important this training will be. So we looking to move forward to work with move on to audience visitors portion of

the evening. Um, members of the public may come up to the microphone to speak on agenda and non-aggenda items. In order to allow everyone the opportunity to speak, please keep your comments to approximately 3 minutes. State your name and address when you come up. Lastly, this is not the form for any comments regarding students and staff. Should you wish to raise any issues on those topics, please submit them in writing to the superintendent for students. Can I just comment? >> Okay. >> Um, there's a nutrition meeting tomorrow, correct? >> That's the plan at this point. >> Okay. >> I may not be able to attend. We'll see how that >> But it looks like people are invited. >> Yes, anyone is available to attend. and it'll be held at the uh district office board of

education meeting 6 p.m. Again, we hope to hold it, but I'm not guaranteed myself. No one's coming up for comment. We will move on to the minutes approval. Um first up is the minutes of February 10, 2026. You're not present at this. Um could I take a motion to approve another 10 minutes? Dan first. Oh, no. We don't have a quum. >> Sorry. So, I'm going to take a motion to table this. And I don't have a quorum from the other one as well because Mark was not present. So, I'm going to take a motion to table all the minutes approval. I have a first second. Lisa, all in favor? Um, next, um, terminations. A motion for terminations. May I have a first? A second. Bill. Any questions? All in favor? Next. I'm going to

take a motion for resignations A through B. May I have a first? Mark, a second, Lisa. Any questions? All in favor going to walk on. May I have a motion to walk on the appointment um of additional teaching assignments for PE? Um the motion being that Christopher Ken and Terry may be approved to teach additional physical education classes as needed. for a period of March 11, 2026, April 14, 2026 paid via time sheet at the following period rates. Christopher Failen 15774 period and Terry Tiny $140.17 period. Bark a second. Bill, any questions? >> All in favor? Do I have to is that just to walk it on or do I have to take a motion? >> Okay. Now, I'm going to take a motion to approve the appointment of this additional teaching assignment for PE.

You may have a first. Lisa, a second. Bill. Any questions? All in favor? Um, I'm going to take a motion to take business recommendations A through H as a slate. May >> we did? >> Oh, I'm I'm sorry. I jumped too fast. All right. So, I'm gonna take a motion for appointments A through Z as a slate. May I have a first? Bill, a second. Lisa, any questions? All in favor? Now, we're going to do business recommendations A through H as a slate matter. But first, Lisa a second. Bill, any questions? All in favor? >> If I can, I just like to thank you to see here. We have a couple donations probably Theater Arts for some donations for to be used here in the performing arts center and get another $25,000 donation from William

Harbor Studio to rebuild their studio there. And a goose donation for just under $16,000 for various items around the building. One of them being a book vending machine. for every student will receive a book, a coin to put in to get a book on their birthday. So, just another way to encourage um reading and then the uh high school PTG donated for students to get some more dancing lessons. Thank you all for everyone and your contributions. Um very well, so generous to everyone. So, thank you. Um, take a motion for the budget transfers A through B. That's the slate. We have the first a second bill. Any questions? All in favor contract. Health contract. I have the first >> bill. Any questions? >> 14 section 14. Questions? All in favor? And a motion. A motion

to approve the claims auditor report. May I have the first bill? Second, please. Any questions? All in favor? I'm going to take motions a motion for additional business matters A through B. We have the first. It's a second bill. Any questions? All in favor? I'm now going to take a motion to table C on business matters. May I go first? Lisa, a second bill. Any questions? All in favor? I'm going to take a motion for additional business matters D through I as a slate. May I have a first bill in the second? Lisa, all in favor? Oh, any questions? Sorry. All in favor? On to special education reports. B. I'll take a motion for those special education reports. May I have the first? >> Lisa, the second bill. Any questions? All in favor? Okay, moving

on to other matters. Um, take a motion for other matters. I have a first a second bill. Any questions? All in favor? Now I'm going to take a motion to take a motion to wave the uh second reading of policies um AC. Um may I have the first? Bill second. Any questions? All in favor? I'm going to take a motion to adopt um policies A through E. May I have the first Lisa? The second bill. Any questions? >> Policy. >> Yeah. >> The the letter A3 the policy 8505 policy policy 8121.1 policy >> the free meal was a state refunded. >> Yes. So we had to do some updates to a policy since this year meals were free. We had to make some changes how that has worked. >> Now, um, are the kids ex

I don't know if we're allowed to ask a question, but are is it clear how a a student can get a free meal? They they walk up, take a meal, and they just put We have to because of the district free and reduced lunches under 30%. Uh, we have to record who it is. So, they just punch in the code, they walk away, they don't have to pay for anything. So most kids don't pay for lunch. >> Oh yeah, absolutely. They only pay for seconds. >> Yeah, but for our kids don't and I don't remember exactly the numbers, but I believe I send in a report October last year, October this year. We were held over I think it was 10 or 11,000 lunches in that month. >> So they just take it because I'm

I'm the only one replenishing the lunch account. My kid hasn't figured out how to buy get the free lunch, but um I'm just like I want to make sure we're we're teaching the kids how to get the free lunch. Although maybe I just have to work on >> it might be we have sent numerous emails saying this is free. >> I think if you take a snack and charge for that specific things that that are free, right? So it's the state issued lunch. They go to panini press. It's not free. I have to look at what you buy. >> You buy like a bag of chips. You have to buy. >> I'm always like put more in. Okay. >> and then charging. What was the first one? How is that different than the second one?

>> Charging school. There's a modification to the policy >> because you had a a special maybe you had a pink card for your lunch and that was we never did it or we had the AED policy are are all faculty trained or how does that work? We we we I wouldn't say all faculty are trained but it is we have more than what's required for AEDs. smaller students or CPR and AED trained. They are in essence considered to be approved. The instructions are you you put the pens on, you hit the button, it won't go off unless it's on the proper way and then it does its job. So we we definitely have are required to have one in the building. We have many many more than that. >> And we're giving more. What did

we get? >> We ordered more. And uh if we really don't have we will have every one in every single cafeteria. >> Okay. And then at sporting events, the sporting event, all of our athletic teams have them. And we looked into looking at the reading that if um a club goes off site for a competition for them to have one, too. So, working out that detail, not that though, if they're going to hop, they already have theirs there. Uh and also outside events like the men's basketball league who comes in, they're supposed to have their own. We have to make sure we check that they do. But of course, we would never refuse anyone to take the AED that's on the wall there. Thank you. >> So, I'm going to take a motion to approve

policies 8505, 8520, 8121.1, 2342, and 9140.1- slate. We have them first, Lisa, the second, Bill. Any questions? All in favor? Okay, moving on to financial reports, recommendations. I think this is um Dr. Santano if you have any questions. >> That's correct. >> All right. Visitors. if you could just get closer to the microphone. >> Perfect harbor. Um again, I just want to happy birthday Joe. Thank you all for all the work that you in response to the west side. Um but just separately, um I was wondering if there had been any decision taken or made provide leadership to the students who are in trien honor society, the drama club, the honor society, chamber singers because they've been without someone to lead them for over a month. Um, many clubs meet weekly, some work like robotics

probably until the competitions. These kids don't have anyone. Um, so I'm wondering if anything has been done or decided for students. So, we're working to get staff to come in there. Again, they're very limited people who have those skills and we're definitely working to do what we can to have those students get the the necessary interaction they require. Thank you. >> Thank you. Anyone else? >> Moving on to the second discussion portion of our agenda. Do any board members have any items or discussion? Okay. And lastly, I since there's no items for discussion, I will take a motion to adjourn. May I have a first Lisa, a second bill? All in favor? All right. Thank you. >> Thank you, everyone.
