014you for thank Dr Darlene Curry Mr Rodney Robinson and the RPS career coaches the majority of whom have been with us from the beginning of our program for their leadership and their support just a brief history and then I would like to introduce you to a few of the teachers and teacher leaders that our program attracts prepares and retains for RPS we began our partnership with RPS in 2010 as a federally funded program to recruit train support and retain high quality teachers in all of the school schools our residents learn alongside your top district teachers for a year-long residency placement while earning a graduate degree from VCU followed by two years of support from a content-specific career coach to date RTR has prepared 247 teachers for RPS 44 of whom have been teachers of color

01558 of these graduates are still working in RPS we currently have 18 teacher residents and we are now in the first year of our school leader residency partnership preparing four School leaders two of whom are RTR alums at least 125 RPS in-service teachers have served as clinical resident coaches many of these coaches have served for multiple years and an overwhelming number have cited RTR as a key factor in their desire to remain in the classroom and now I would like to introduce you to just a few of these amazing teachers and teacher leaders who will have a chance to share with what they value about RTR Mr John Nunez is an RTR alum in his seventh year with RPS and he currently teaches middle school science at Franklin military and also served as a CRC

016he's also a current rebu Award winner and he was on his way and I'm sure he's going to want a picture Miss Ashley bland is an RTR alum in her eighth year with RPS a former secondary math teacher at Elkhart Thompson and she went on to be a teacher of the year and then um was even region one teacher of the year Miss Bland serves as an itrt and is currently in our school leader residency so she can become an RPS School leader lastly Mr Wester is a veteran science teacher at Franklin military and is also an RTR coach extraordinaire who has served as a coach for six former residents which means he has built six teachers and groomed them in his room to then move on to their own classrooms he's also been a

017new teacher Center trainer and so I just want to thank all of them for being here and I know a couple are on their way so finally as we are at the height of our fall recruitment season our Collective call to action is encourage each of you to send anyone you know that's interested in teaching in Richmond Public Schools to teach rtr.org again it's t-e-a-c-h-r-t-r-dot-o-r-g I brought you all little notebooks just as a thank you so thank you all thank you thank you sorry I gotta get my cheaters on good evening School Board Representatives my name is Ansley Perkins I have spoken before this body as well as city council regarding the woefully inadequate CIP funding for RPS this is both a locality and State issue and both levels need more funding there has been

018a focus on the money that the board declined to take in last year's budget I did not agree with the decision that led to the loss and the allocation but I have participated in enough budget discussions over the years to know that last year was an outlier not the norm I was listening to a program last week about education and the facilitator shared that we are hollowing out the infrastructure of our school facilities and that is unfortunately what we have seen in RPS we depend on each of you to Advocate the needs of RPS to your counterparts on City Council what we are doing with our CIP funding is not working examples of what other localities are doing for school funding includes Roanoke City providing funding to its schools through an amount equal to 40

019percent of local taxes Hampton us utilizes the funding formula where over 60 percent of its residential related taxes such as real estate personal property and utility taxes are provided to its schools Richmond has a designated allocation towards Housing Trust Fund which is sorely needed the 1.5 increase in the meals tax goes to new construction only Richmond is landlocked and we cannot new build our way out of our overwhelming facilities needs why can't we have an annual designation of real estate Revenue towards RPS more controversial for some but perhaps we could have a progressive tax on properties over 1 million and designate a percentage of those Monies to RPS an Apple TV show has been filming in Richmond the past year that our facilities meet the desired and dilapidated set look is disheartening while it may

020be great that some national shows are filming in our facilities the fact that we do not have drama theater teachers in some of our high schools speaks volumes of our tremendous needs in the past year we had one facility sustain a devastating fire I previously attended a school board meeting an exterior wall of that facility was buckling and being propped up what has to happen before we admit that despite our efforts what we're doing hasn't been working we cannot keep kicking the can we need to start having some Frank and hard conversations about CIP funding for RPS thank you thank you foreign and I'm a former RPS employee Current public school teacher student Advocate voter and property owner in Richmond city I taught for 13 years at Linwood Holton Elementary School this was my dream

021job the community was beyond supportive and some of my closest friends have come from that neighborhood I worked alongside some of the best Educators who were working every day to make a difference in the life of the children I mentored many new and aspiring teachers served as PTA liaison and collaborated with my peers that being said the results of the teacher staff survey were heartbreaking 16 of respondents said that they felt respected by the school's administrators and only 16 percent felt that the school is a good place to learn and work these numbers are amongst the lowest in the district I have seen nothing but talk from this board the lack of response to this does not surprise me in the least I did not want to leave RPS in fact I had hoped to

022retire in this chosen City that I love I have now found a place that puts students first and treats me in a professional respected supportive manner My Hope Is that you act proactively put students first and prioritize teacher retention and fix these issues that you are aware of there is a lot of talk and very little action and you are failing our children the children deserve better actions speak louder than words and I encourage you to act sooner than later thank you for your time thank you oh sorry hello I'm Tisha Irving um I have a lot on my plate I would like to speak about but I'm gonna try to start with the Positive then the negative um one I want to give a huge big shout out to Sergeant Major Branch at Huguenot

023High School jrtc um he does a marvelous job of my son and all the cadets there um he's just like an angel he does like we went to Fort Lee and the kids I felt like the kids at Hilton High School didn't really get a lot of recognization um all the hard work they put in at Fort Lee um so I just want to shout them out um my negative is King and I High School need help as a parent I spoke to the news I spoke with my board rep I spoke to any and everybody I tried to come in peace I try not to be the net with a person but I'm hurting inside and I'm hurting for my kids and I'm hurting for all RPS kids it don't make no sense how

024so many fights going on in school I know you're looking at me like yeah this is a new Norm I'm sorry I can't live like this my kids cannot live like this we need help and I'm expecting and I can't do a lot right now I try not to stress myself out but my kids come first and all RPS kids come first we have to do something these Chromebooks I'm sorry but I hate it get rid of them please unless they stay at school property do not take them home because the drama starts at home and outside we have so many kids dying in streets right now as we speak because of Instagram Tick Tock YouTube The Whole Nine and what are y'all doing what are we doing we keep talking we need action one

025lady just said we need action need hands on deck I'm tired and it's sad that I gotta talk to my kids about the stuff that they don't even know about but now they engaging into it and they like it I don't want my kids on that stuff these computer stuff should be blocked why are they still get on Instagram it must be education yes the YouTube is supposed to be education but they should not be getting on porn and stuff like that I'm sorry to say it that way it's the truth I'm living in it and I'm raising boys at that and my son got caught with a vape I'm pissed off about that because he was peer pressured 30 seconds pre-oppression to get a vape and smoked it yes I'm putting it out there

026he gonna be mad but I don't care we need to help these young boys and girls please somebody I don't want to be the victim I don't want to be looking over and around and seeing my son dead or Sons please RPS I'm a proud RPS alumni I do everything to promote trying to pass it away please I'm asking I'm crying for help time please thank you thank you keep fighting please my name is Catherine pranzel I teach first grade at Westover Hills exactly one month after a fatal shooting at my elementary school where I told students to lie down as I feared gunshots coming through our classroom window a deadly shooting occurred at the University of Virginia it seems every time I check the news I see updates on shootings happening at schools in

027our RPS community and around the country students need mental health and social emotional supports far beyond what has ever been offered before I urge the school board to follow Angela Jones proposals to renew and expand contracts with Community Partners as well as provide the district's budgetary support and advocacy to expand offering support all students including tier one by considering the hire of additional psychologists counselors and instructional assistants the Monday following our school shooting I experienced what it felt like to be in a building with full support we had Crisis Support on hand for staff and students don't our students and teachers deserve that type of Care on a regular basis as an experienced teacher I take the time to check in with students but I am not a trained psychologist we do not have sufficient

028staff to offer the support that our students deserve for their success the reality is we had this care because the incident happened on our school grounds but for many of our students and some of our staff trauma occurs far more frequently without adequate access to support leading to negative impacts on learning for themselves and other children last month a task force of the U.S Department of Health and Human Services recommended pediatricians begin screening for anxiety at eight years old our students are living through extreme stressors yet our structures and supports for students have not changed with these challenges the RPS Administration teachers and parents have repeatedly called for more funding for student wellness and the hiring of a chief Wellness officer the school board has repeatedly rejected this on the grounds that one person doesn't

029solve a problem the addition of the cwo offers significant leadership and places Student Wellness on the same level as academics engagement talent and operations during the pandemic and through the tragedy at Fox we learned that our communities do not depend on the four walls that surround us rather on the people who fill the space support us and ground each other our students Wellness deserves having a seat at the highest table in RPS this strategy could support recruiting Wellness staff and follow through on the wellness rooms described by dreams for RPS priority three not only does investing in student wellness positively benefit student behavior and academics for every one dollar invested in SEL programs there's an 11 return I believe the hiring of a cwo would have an exponential impact in supporting staff and students the

030school board Stacks fifthly to respond to the needs that superintendent cameras and his team detail by renewing scanning contracts for student services and prioritizing the hiring of a cwl thank you [Music] good afternoon my name is lakish Williams and I'm coming to you tonight as a parent I first would like to give a shout out to the family engagement workers that affects my family to Mr Hernandez who's here president about Mr battle Miss Jackson has serviced the north side I'm coming to inform you that we have a problem in RPS we have a problem that is violating board policy 8-3.9 illegal search and seizures of students on last Tuesday there were illegal searches that were performed at Bouchon Middle School pertaining multiple students parents were not notified the principal was not present because she was

031in a principal's meeting she have yet succeeded the proper response from the assistant principal who was present and stated that she received the okay from the office of school and safety to do those things I reached out to Mr Tovar and I have not received a return call email or anything to be specific it states strip searches may be conducted only when extreme serious situations exist and with a reoccurring action such a search should be used only in the context of immediate threat death bodily injury to any person a strip search should be warranted it may be conducted only by a sworn law enforcement officer not a school security officer a sworn law enforcement officer that's the same sex of the person to be searched and shall be conducted in the presence of the same

032sex witness that was violated the assistant principle was a female the sworn law enforcement officer shall consult with the building principle and the office of School Safety and Security prior to conducting the search that wasn't happening their assistant principle is the person who reached out no Richmond Public School employee shall engage in the strip or the search of the student or any other present personnel that was violated the assistant principle was part of conducting the search I've sent out an email I've talked to Prosperity Wallace she's totally aware is their system possible who will not conduct or I guess follow up with her I'm asking that this is taking immediate revision to make sure that this is not going on somewhere else in the district thank you good evening members of the school board my

033name is Miss Michelle Williams I have a sixth grader who attends bullshaw Middle School prior to that he attended Broad Rock where he was denied 49 days of academic and related services and accommodations in the same process my son participated in an ie that was funded through Richmond Public Schools at a cost of over two thousand dollars there was to be an IEP development meeting tell me why we are at IEP development meeting number 12. which means that RPS is in violation of the timeline for such to happen underneath the federal regulations now my son is at Boucher meetings 10 11 and 12. 12 was supposed to take place today but yet has been moved till tomorrow I have emailed members of this board personally spoken to the board member who represents bullshaw Middle School

034nothing has happened to support my son and his academic accommodation and services needs RPS my son has been sitting in school since mid-september when Chromebooks went out he still doesn't have a working Chromebook which he is entitled to a touch screen Chromebook I've gone to the office I've got emails nothing has happened my son is sitting without his accommodations modifications and needs and services but this is what current engagement Mark family engagement month right parents matter I would need for RPS to get the understanding that you all work for us we don't work for you get the understanding that you need to become uncomfortable in order to be comfortable 30 seconds I need for RPS to send a strong message to Sans Anderson's Law Firm which is an outsourced legal counselor that you all pay

035to deny students such as my black male son and education I'm tired of asking I'm tired of begging I'm tired of insisting [Music] I'm not knocking anymore stop being the prostitutes for Stan's Thompson Law Firm Mr cameras you need to respond back to over my 30 emails miss Page you need to do better hunting good evening to the board my name is Ashley Bland I'm a member of cohort five RTR teacher residency and also cohort one of the school leader residency I'm here to reflect a little bit on my experience with rtr's Dr Kim McKnight mentioned earlier this evening RTR has afforded me such incredible opportunities over the years although my route to education was quite untraditional RTR has provided me a pathway to pursue my dream to lift up the community from inside the

036classroom when I think of RTR I'm reminded of my clinical residency coach Donovan Tucker a then masterful math teacher who currently serves as a building leader and who has dedicated his time and talents to this division for over two decades I also think of my fellow cohort five members like Brittany Jones a PhD candidate at the University of Michigan an amazing Educators like Stafford Clinton and Molly McPhillips and I also think about my colleagues who will join the podium shortly John Nunez and Matthew Wester who have served students and aspiring teachers alike and RPS our motto is to teach lead and serve with love I'm fortunate to do what I love every day and RTR has been a large part of that thank you thank you good evening to the board my name is Matthew

037Wester and I am currently in my 13th year of teaching science to middle and high school students for Richmond Public Schools as a current and long time coach of seven different residents over the last nine years I wanted to explain how important the RTR program has been to my own professional growth as a veteran educator due to the nature of our profession ambitious teachers unfortunately don't have very many opportunities for advancing professionally or acting as an educational leaders if they wish to remain inside the classroom serving as a coach and trainer for the RTR program has connected me with other veteran dedicated teachers in the Richmond area it's helped me to achieve national board certification provided me with rewarding leadership responsibilities and given me an Avenue to both improve my own professional practice and serve

038as a teacher leader because of my work with RTR I've gotten to experience professional growth and serve as an educated educational leader while continuing to be a teacher and work directly with kids in my classroom the reason that I started this profession in the first place thank you good evening School Board my name is John Nunez graduate of the RTR program cohort six and I'm currently a secondary science teacher in RPS working at Franklin Military Academy and I want to speak on how much I appreciate uh the program and the entire organization that I learned from Matthew Wester was actually my mentor somebody who I learned from about seven years ago or six years ago and I appreciate the amount of support that the RTR organization has provided me and continues to provide me uh

039even after six years since graduating from their program one that one thing that sticks out to me the most are the Avenues they give teachers to serve in leadership positions like with said uh previously without leaving the classroom something we truly need more of in education an example of that is my opportunity to become an RTR coach working with a graduate who Now is working on their third year teaching science at one of our great middle schools um I was still able to share my own love for science as an RPS teacher with my kids first while at the same time building my leadership skills as a coach to someone that wants to create their own path uh to becoming an effective educator thank you good evening at Richmond Public Schools board my name is

040Dennis Mallory and I'm here representing the John F Kennedy High School alumni family we have 480 members from the classes of 69 to 79. and we have over 3 000 numbers on the classmate.com website I was born and raised in Creighton court and I attended Woodville Elementary School and during the year of six to eight something extraordinary to happen this school was built it was built at John F Kennedy High School Woodville was so crowded that the first principal at Kennedy The Honorable the late doctor Arnold Henderson senior came to Woodville and invited us to come to Kennedy because they had so many empty classrooms and that was never done in the city of Richmond okay so after the seventh grade he invited us to stay for the eighth grade buses started in 1970 the

041half of us went to Armstrong the other half stayed here the reason why I'm telling you this because I want you to see the compassion that I have and I'm representing the alumni family that we have for this school now I want you to put yourself in this our shoes Okay imagine your school has arrival School and your arrival school was just torn down because of wage okay your private school come and just take over your school they renamed your school but throughout the school that was going on they took your legacy your history just wiped it to the side so the word was John F Kennedy High School doesn't exist anymore but it actually does we're asking the board to consider writing it wrong just consider it when it was dedicated to renaming John

042F Kennedy um Armstrong it was done in 1980 that's when six schools was combined into three and they come back Canada and Oslo it's called Armstrong Kennedy Jaguars now in 2004 when the board decided to okay let's just move Einstein to Kennedy we were asking why don't you just name the school Armstrong Kennedy like it was it was the right thing to do so we the John F Kennedy High School alumni family we are humbling requesting the RPS board please consider looking into this unfortunate matter now since then the alumni has awarded six thousand dollars in scholarship to the students here at Armstrong not the student that had a 4.0 GPA these students had a 3.0 because we felt that the 4.0 students get that GPA they get money from where you know what about

043the kids that didn't that's right um really achieved that 4.0 so that's where the scholarship money went to we also provide school supplies things that the kids we did not imagine that they needed Health item toothbrushes toothpaste thanks to Dr Bell Christopher Hill and Dr Pendergrass who was very supportive of what we're doing we just had a Thanksgiving basket drive for the kids here see sometimes it's not about the name that's on the outside of school it's about the students on the inside of the school once again we are asking you to really please consider renaming this school Armstrong Kennedy so both schools from the East End with great history can co-exist with each other once again thank you for your time and your patience and listening to me and have a good day thank

044you good evening school boy my name is David Jones president founder of the jaw Foundation which is TJ Huguenot John Marshall Armstrong with so why am I here tonight I was unfortunate to be on a zoom meeting with State RVA uh the title of that meeting or the subject of let me do is culture and that meeting went very well I in my opinion because most people on that Zoom me was uncomfortable so the only way you're going to change you're going to grow you're going to have to be uncomfortable that's called Growing Pains second it was a School Board member that was one in that meeting and she said when I meet on the boat over y'all need to come to the school board y'all need to go see what y'all saying right here

045to the school board I was like I ain't got no problem because people was real bold in a zooming but I don't think I see none of them here tonight you know why because some of them are scared some of them are intimidated so let's get uncomfortable uh one of Mr cameras's employees that is no longer an employee of Richmond Public Schools anymore told me personally to stop mentioning this lady's name in the school board meeting and if I didn't that our non-profit organization will not be able to do the things we need to do in RPS like bring 100 young black men together feed them bring all the young ladies together have Miss page cheer form have billionaires speak to them all of these things will stop if you don't if you don't mention

046this lady name you can't mention this lady tonight I'm not that one oh I pray I prayed and praise and I was like God if you don't want me I'm gonna do what you tell me to do because I'm scared of God so that's the only thing I'm scared of and I did what he just told but he came to me and he told me sorry enough is enough we tried so I came to this school board numerous of times I don't know what stronghold she has on Richmond Public Schools but until Stephanie Ramsey is a no longer part of Athletics in Richmond Public School nothing will change sir yes I'm I have to ask that you not mentioned was this okay for him is this okay the rules told me I couldn't mention anybody

047on the school board personally so she's not on a school board okay right right that's right that's right right so okay it's happening right now her name was missing one time and somebody spoke up you know why you know why because they know what's going on one game zero games George with one game Sean Marshall one game thank God for Armstrong thank God for Thomas Jefferson a program that we turned around years ago and everybody that turned it around was fired she knows exactly what she's doing on that Zoom meeting they're like there are no wrestling teams in the city of Richmond no no volleyball teams ain't that you no why because they know what they're doing we want to save these young men live we want to say these young men like do we

048because it's culture the culture in the city of Richmond is Athletics Athletics breeds in bleeds into the schools bleeds into the communities so when everybody's losing everybody's losing so I don't know I ain't scared she can't fire me she already did that she already told me that you are never coaching the city of Richmond as long as she's here and it's going on till this day how long will we do this how long so what she did was lower the standards we got young men playing 2A football we got John Marshall playing 2A basketball what that means is you're not going to go play on this level we're going to let you just color and then you feel good because you beat up on them little kids that's what you're doing you're not making them

049compete at a high level so when they get into the world they can't compete at a high level they don't know anything about that so sooner or later you're gonna have to take your do nothing t-shirts off you're going to have to move you're going to have to do things that don't feel good to save these kids lives simple as that I figured it out long time ago in business and then like you want to solve a problem you got to either change the people or change the mindset of the people simple as that 30 seconds so we didn't change the people we didn't change people on the school board nothing changed we can't we trying to change the mindset now this is not rocket science do what is right thank you good evening my

050name is Ann Chan and my husband and I are parents to Arya who is 10 and Cora who is seven and they are both students at Linwood Holton Elementary and so I'm here today to ask that you please review and resolve what is causing the low teacher satisfaction and engagement scores at that school and I'm hoping that you do it in a manner that is Swift and transparent so taking a step back when I think about Arya she is smart she's confident she's creative the thing about Cora she is beautifully set in her ways but she's also curious and very kind and when I think about like their love for school the one reason why they love school is their teachers and so when teachers through a survey are raising their hand and saying hey

051something is wrong just like when our kids raise their hand and say hey something is wrong we as the adults as a parents need to look at what is going on and then fix it so again I'm asking that you please in your roles which your roles I deeply respect because your job job is hard but it is impactful and it is good and so asking that you and your roles please review and resolve these low teacher satisfaction survey scores at Lumen Holton Elementary thank you good evening my name is LaKeisha white I have a senior over at Thomas Jefferson High School and on Friday there was an incident um between her and another young man um my daughter does not have classes with this young man and she does not know this young man

052however he has made several death threats to my child saying that he will kill her has stated to the principles that yes I've said this this is what I said I would do he even put it in writing he also said that he would commit suicide in front of my child and make her stand there and watch him die slowly inside the school I have been over there back and forth between Friday and today trying to resolve this ongoing issue [Music] um I asked about the threat assessment and she told me that no they did not do one they only did one because I went back over that X them about doing a threat assessment then she comes back and told me that they did not find him a threat to the schools so my

053concern is what type of security measures we will be put in place for my child to return back to school she has not gotten out the bed since I took her home Friday she have not been eating so therefore I know it's an 18-day policy they don't go to school they don't get the credit I'm not you know um I don't feel safe Center back there she doesn't feel asleep going back there and as I talked to him this evening they told me it is what it is it is what it is to me means several different things so as I explained to them I don't want my child going back and she comes down to stay away and it should end up stabbing her death or shooting or whatever we have had too many

054school incidents where kids have been coming back shooting and um I have a meeting tomorrow with Mr Johnson to see how we can move forward with this but I just don't feel safe and Thomas Jefferson definitely need help with that leadership because those principals over there don't care about none of those kids hello my name is Jeannie Bowker I'm a parent to three RPS students at Linwood Holton Elementary School at the last board meeting I read out loud the teacher teacher satisfaction survey results produced by the RPS Administration for my kids school of note only 16 percent of respondents said they fail feel respected by school administrators and only 16 percent felt that the school is a good place to learn and work these numbers are among the lowest in the district there's been no

055response since these numbers were published and since that board meeting two of my three kids wonderful teachers have announced they're leaving the school we've had a lot of Tears uncertainty and sadness in our house instead of the stability and security these kids and kids across the district deserve following the pandemic our kids face instability constant change and the loss of familiar faces in their buildings the older kids by now are noticing these losses and departures and the fact that for example none of the teachers they have loved at Holton have stayed at the school and that in turn impacts their morale and success I implore the administration to develop a plan to safeguard teacher satisfaction and retention across the district with concrete goals in mild posts in partnership with school communities in our professionally trained

056teachers exit interviews weren't hurt either in the case of my kids school the Administration has been on notice for the past two plus years the teacher retention and teacher satisfaction at the school is a crisis and would grow to a bigger crisis we're now at the point of this bigger crisis and I hope the school board will make sure that the administration acts to ensure the success security and satisfaction for all our teachers staff and students thank you good evening my name is Brianna Nomi and I am the parent of a fir first grader at Linwood Holton Elementary it will come as no surprise that I'm here this evening to speak on the topic of teacher retention over the past 15 years of attending and speaking at these school board meetings my priority has been

057advocating in support of teachers first as an RPS teacher myself then as a community advocate and now as a parent I'm here tonight to ask what this Administration is committed to doing to address a clearly problematic professional culture I want to be clear that while I am concerned about my community school where nearly 50 teachers and staff have left since the 2018-2019 school year I recognize that there are conditions that have led to a system-wide teacher and staff Exodus that extends Beyond Holton disrespect and demoralization are widespread if I think about the cohort of teachers I started teaching with in 2006 and not even counting those who have come and gone after that year I know of more teachers who have either left or are currently looking for other jobs outside of RPS then I

058know who still teach for the district foreign people are going anywhere and doing anything else I want to speak to a specific reason for teachers leaving a lack of respect from building administrators what is this District's protocol following the release of data indicating that only 16 percent of teachers feel respected by their school's administrators I very seriously hope there is a plan Beyond carrying on business as usual and crossing fingers and toes in hopes that those teachers have left and data will be higher next go round what is the plan where is the direct accountability for principals and assistant principals that are pushing our teachers out at this point I don't want excuses we have heard enough of them I want clear and concrete plans that address the climate of schools where teachers are unhappy

059and do not feel supported or respected our teachers deserve better our students deserve teachers who stay for an entire school year I encourage this board to hold this Administration accountable for making gains in goal for Teacher retention of dreams for RPS we are nothing without happy and high quality teachers thank you thank you hello uh I'm Michael broth I'm uh I'm the parent of a student at Holton Elementary and uh I'm sure you can guess where this is going um very concerned about the results of the recent survey the district conducted of teachers uh throughout the school system regarding confidence in their schools and administrators uh Holton had some of the worst scores when it came to teachers feeling supported by the administration as well as their comfort level with bringing concerns to said Administration

060while this may be anecdotal evidence there is a major problem in the school the number of teachers and school support staff that have departed over the past few years is not anecdotal from what I understand nearly 50 employees have left the school in the past three years I can't imagine uh how that's an acceptable figure and I can't imagine that's uh standard across the district if the district makes the majority of its decisions based on numbers and data then what is going to be done to write this ship holton's beautiful neighborhood school and has some wonderful Educators in my experience so it would be tragic to see that all fall apart because of problematic leadership we in the community ask that the board takes action to address issues that are eroding teacher confidence and negatively

061impacting the stability of students education X thank you hi my name is Liz Vermillion I'm a former teacher at Linwood Holton Elementary and I'm also a prospective parent of a three and a half year old that will start kindergarten in the fall of 2024. um tonight I just want to read an email that I sent to the superintendent on January 17 2020. I've had several people suggest emailing you directly and I look forward to hearing your thoughts first some background about me a top for RPS for 16 years all 16 at Holton I worked under four different administrators and I've had a lot of experience working with central office over my tenure I helped write kindergarten curriculum I've created city-wide kindergarten assessments and led professional development for both Educators and administrators while employed for RPS

062I resigned last spring after the birth of my child and I intend on returning to teaching after a few years at home with him I know RPS and I know hope Holton I really hope you will take my following concerns seriously as I've yet to find anyone in your office that will at the very least I hope I can appeal to you as a parent of Holton students my concern is the new Administration and the future of the school I love Holton I was on the hiring committee that interviewed for the principal position and I feel morally responsible for the Fallout that's happened since she's been employed my initial impression of the new principle was very positive I loved her enthusiasm her words her philosophy and I was so hopeful that her positive energy would

063help build up Holton after a very tough year in limbo with an interim Administration this was not the case it was the exact opposite and even worse Holton has continuously gone downhill since her arrival I'm extremely saddened that a school atmosphere that I helped create is in Decline I also live in the Holton neighborhood and as a new parent I've become part of the parent community and a huge topic of discussion lately is the shift in holton's administration and the negative effect it's having on students staff and families like I mentioned earlier I know Holton it's families it's past it's community and this Administration is going to negatively change the future of this wonderful School families have already pulled their children out of Holton and more families are going to follow suit and stop sending

064their kids as well the buzz with prospective parents and families in the neighborhood is that Holton is quote not what it used to be and quote not a good option for public education anymore not only is the principal not a good fit for the Holton Community I don't think she is a good administrator she bullies her teachers she's not honest with her staff or present in the building she does not support her staff and most concerning she's extremely unreliable in emergencies please look into how she handled the shooting on North Side on November 1st 2019. several staff members have left because of the negative toxic work environment and more will leave the near future I encourage you to look closely at the data from the culture and climate survey that teachers and staff members filled

065out last week as it will show you just how unhappy staff members are I started 2018-2019 school year very hopeful with a huge sense of Pride that I helped Holton find its next great leader and it didn't take long for me to realize how wrong I was and I started reaching out for help I met with the superintendent staff member to share my concerns and I've reached out to many others in central office as well I'm continuously frustrated by the lack of concern and inaction by RPS to even look into this Administration and the current current negative culture at hotel I implore you to look into this problem thank you um if there's anyone else that wants to speak we will now conclude public comment uh we were at item 4.01 dreams for RPS update

066Mr cameras thank you madam Mr I am going to call up members from the academic team to share this overview a Believer beginning to begin with Mr Grove good evening school board members my name is John Grove manager of data analytics and I'm here to present early literacy and Virginia growth assessment data we're going to pause after the early literacy section to answer some questions from the board and then finish with our Virginia growth assessment data foreign we'll Begin by presenting our early literacy Pals data pal stands for phonological awareness literacy screener it is designed to measure students knowledge of important literacy fundamentals and can be used as a diagnostic tool to provide teachers with explicit information to help guide their teaching this assessment measures alphabet excuse me alphabet knowledge phonological awareness and language comprehension

067the sum score is a total of these areas if a student does not meet The sumscore Benchmark then the student is identified or id'd for receiving instruction that is in addition to their regular classroom literacy instruction the data on slides four through eight use the percent of students that met the sum score Benchmark which is the inverse of the percent id'd all the pals data shown in this presentation is filtered to our K one and two grades uh go scroll up other way yes thank you so this is our first data slide and on this slide it starts with a trend line from 2017-18 Fall assessment window and ends at our current data fall 22 23. starting at the left our data hovers between 60 and 70 percent right before the fall 1920 assessment window

068and then we see that drastic decline due to covid we began last year at 43 percent met some score benchmark and then looking at our last year the difference between the spring and fall window of 2122 which is the growth in gains we made last year we ended up with a 7.7 percent gain which was uh larger than these states gains with 5.6 percent for our current Baseline data for fall 2223 we're still below pre-pandemic levels as a division however there are schools and Reporting groups that have already closed or making significant gains to close that covid Gap [Music] from the results last year I do want to highlight some significant gains made in get grades one and two for first grade we had a 12 increase which is doubled compared to the state's six

069percent and then for second grade we had a 11 increase compared to the state's eight percent however for kindergarten we did not see an increase while the state had a 3.5 percent increase foreign this slide shows our reporting group so you can see overall lack economically disadvantaged English Learners latinx students with disabilities and white and on our columns here we can see assessment windows I put in 2019-20 Fall to give us some insight on pre-pandemic levels and we can see starting from last year 21-22 fall to Spring 21-22 the difference in the results made last year and then lastly we can see where we're at with our Baseline data for 2223 fall I do want to highlight our reporting group students with disabilities this reporting group is exceeding pre-pandemic levels already by measuring the difference

070between 2223 fall and 1920 fall so you can see here 1920 fall with swds we're at 40 percent and then this fall we're at 41 percent however the reporting group with the largest covid learning Gap is our economically disadvantaged population where there is an 18 percentage point gap between 1920 and 2223. foreign slides provide Insight at the school level when looking at our results from last year which is the difference between spring and fall from 2122 I'm going to highlight our top three schools that made gains and that was Chimborazo Ginter and Fairfield and then I do want to highlight some schools that closed the covid Gap already and are exceeding those pre-pandemic levels and that includes Obama Ginter Westover Holton and John B Carey those current false scores are exceeding their pre-pandemic 1920 fall

071levels now good evening as a result of this of this data we really wanted to take a look at how do we respond to if you don't mind introducing yourself please oh I apologize my name is Ebony Massey I'm the manager of literacy for Richmond Public Schools I'm excited to be here tonight right um one of the things that we wanted to look at as a result how do we respond to this data and how do we ensure that this growth continues to go forward so as a result we developed an intensified support plan that will allow us to use five high leverage practices that we believe really help to move the mark and that we will continue to implement during this 23-22 school year sorry 22-23 school year so those five practices are first

072really really really tighten up on our tier one instruction meaning that we are going to help our students really take time for phoneme segmentation in blending and if you remember the last time I came before you we talked a little bit about what that is when you take a single syllable word like dog and you break those words put those letters apart and then you put them back together we want to tie that to our writing and embed that into connected text when we also look at our data review if you remember we shared our data dashboard with you we want to make sure that our schools are utilizing real-time data to include our Pals data as well as our K2 Benchmark skills data to be able to determine how our students are responding to

073instruction and to be able to make real-time moves to adjust instruction as needed we also want to really look at getting text in hand we've had an opportunity to look at some of our academic reviews and other observations with the state and one of the things we've noted is that we want to get text in hand with our students to increase time that they're spending reading connected text during independent practice as well as during whole group instruction we also want to make sure that students have opportunity and time to practice what they are learning during that whole group instructional time with support from their teacher as well as support from any other assistants we want to also make sure that our intervention instruction is really working well and that it's tightly aligned to what we're

074doing with our students in class and we want to make sure that those instruction I'm sorry intervention programs are actually helping to move students when our data says that they are not quite where they need to be and finally we want to really bump up our professional learning all of these things really started in a very light way last year but we really want to refine and continue to move forward with those practices last year we started something called spark sessions which were actually instructional practices real-time support for teachers that they could take back to their classrooms and use the very next day we want to continue to bump up that type of instruction founded in our science of reading or the foundational skills of reading to be able to help our teachers actually use

075those strategies in real time and to be able to work with students as needed right in the moment can we believe these five high instructional practices will be high leverage practices that will move our students to that next level and allow us to continue to see the gains that we've seen the last year [Music] and now we'll take any questions about a palace assessment Miss Burke and uh miss page thank you madam chair and thank you so very much for the data this evening that you've shared with us I'm missing something here there's a growing Trend here which is not surprising changes will not ever come about until we address pre-kindergarten I asked earlier for pre-kindergarten past data which will give us the opportunity instead of playing catch-up we can address those children's needs that

076are in pre-kindergarten before they get to kindergarten otherwise we're always chasing chasing chasing failure it bothers me greatly that our pre-kindergarten students have taken this assessment correct yes they either just finished or currently taking but we're right at that window where they're just about finished so they didn't take it in September the fall we have no fall data excuse me sorry a little bit after we finish with our K through two so they did have fall yes they do have data but it's just about finished or it just finished I believe today I have to double check though so you're saying they didn't have anything earlier this is just this this is the first because we our first through third grade students take the test earlier um in September it is our younger students who

077take the test the test window is October November so that's why um but I have not forgotten we will be presenting our preschool data as well is there a reason for that the reason I'm asking is I recall that's the way it's always been done it might be something for us to we have no data at all for those students that started school in September for instance the alphabets I know if you're missing we see maybe out of 26 alphabets they know 20 and at the end of the year but that's that's wrote so what I what I I my passion is preschool education you know that so the better that we catch our children that's the purpose of Head Start that's the purpose of um VPI that's the purpose of those programs so that

078when students get into the third grade whatever happened to them at pre-k is just going to continue it's just going to continue so at some point we have to break this cycle because as I look at this data which is expected black economically disadvantaged English Learners 26 I know we're going to improve but it's not going to be where it should be because we're just putting a Band-Aid on it and a Band-Aid on it so at some point all those resources for pre-kindergarten including the parents including um the spots or whatever you stated you have I've been spending a lot of time at one of the preschool programs and and the children are adorable and they want to read they want the text just as you stated however I would like to see that preschool

079data so you'll have it for us in December's meeting you think we absolutely can have that preschool data but this is my concern half the school year will be gone thank you for your hard work thank you Miss Burke I'm Sorry Miss Paige thank you um thank you for this information detailed information and I'm not gonna repeat what my colleague Miss Burke stated um because I fully support um her comments some additional additional question so it would be a tier one tier two tier three do we have a breakdown percentage about students that fall in that category and two what supports are we putting in place because just as Mrs Burke stated if we're not addressing this on the front front end it's just a repetitive you know ongoing situation that child the child is

080struggling Pre-K and we not addressing it appropriately then it's going to continue so again do we have a breakdown percentage-wise tier one tier two tier three the past assessment gives us students who are identified based on some score and students who are not identified so it doesn't break it up in one two you know tier one tier two and tier three it just gives us students who are identified as students who are not identified and we are from the moment our students come into school we do not wait even even though our kindergarten students are not tested until later on in the fall we do not wait um in order to get the assessment to begin working with them just like our first and second grade and the percentage of third grade students who are

081still identified as we continue to work with those students we start working with our kindergarten students as well and we have interventions that we work with with them that are based based upon their phonemic awareness and so they are able to improve even as we get into the palace assessment for our kindergarten students and for our first second and third grade students who are identified they're continuing to work on those things ebony mentioned some of our things we're doing around our administrators our teachers our students and all of the programs we continue to work with them we have our tier one instruction that she mentioned that during our small group time we are working in decodable books with our students we also during intervention have sips which is an intervention program that we work with

082with the students we are working with our teachers and our administrators we're looking at the data we are having spark sessions for our teachers to give them additional strategies to work with our students so we also have division coaches who are in schools we have our regular coaches who are school-based who are in schools helping teachers so we have a multitude of response to our data and making sure that our students get a full response that is going to help them succeed and become readers and meet grade level expectations follow-up so I'm not just talking about the piles um but I'm talking about first second third grade um because again a percentage breakdown tier one tier three tier two how much work do we have to do because again if we missed we missed eight

083ball in piles what are we doing in those lower grades because if it doesn't if we don't address it before they get to Middle School you know and I don't if we don't address it now those are contributing factors for our students dropping out your behavior problems attendance all of that so again we don't have a breakdown [Music] category categorically with tier one tier two tier three yeah yes if we move away from my pals data and we look at our microphase data we do have tiers based upon that and so John is going to talk a little bit about that that's another data source that he's shown you before on the microphage tracker and that's where we actually look at our students by Tears tier one tier two and tier three and not just

084our K through two students so can we see breakdown by schools and are you are you also talking about holistically when you when you say tier one tier yes that if you are then absolutely uh we provide schools with a comprehensive list of historical data in the beginning of the year and we tier them based off of our data initially and then obviously schools can make those adjustments through what we call their student-based intervention teams but what it looks like is we give them a huge list of all historical data we summarize it for him saying hey this student's identified for tier three supports and then also to take it one step further every student identified and receiving those supports we actually capture within our data system so we know right now essentially any students

085added to interventions yesterday as a whole so I'm I'm asking that question we need to see it sure so we can advocate to make sure those resources are there for those schools that needed the most yeah if we don't know if we don't see this if we don't have the information then we don't know how to Advocate or to allocate the resources where they are really neat that should be no problem um and then also uh Miss Gunter our director of academic programs and support she'd be the lead on this and she has all of that information all the support and then she'll be able to give you a breakdown on how many the percentage of tier three students at um your schools or really across the schools in the division okay Miss Rosie and

086then Dr Harris Muhammad would like to speak thank you madam Vice chair um questions I have three questions uh well yeah I see that we're we're showing growth which is good um my question is how close are we to um getting to the state averages on the pals assessment or D on the pals assessment so we are closing gaps but as far as getting to State averages we are still not quite there yet I don't know if we don't have the data right in front of us to say we are five percent away or three percent but that's something we definitely can get you thank you and then you know I noticed that our numbers started to dip around looks like 2019 [Music] um you know in a significant way right and then we're starting

087to rebound my question is you know schools that are showing changes um have you accounted for other variables such as um the schools chronic absentee rate in terms of one year to the next and also any demographic changes we know our neighborhoods are changing in terms of demographics and I'm wondering if you um you know control for any of those variables when you looked at this data we do not control for those but that those are concerns that we look at at the school level to determine what additional supports are needed in schools as the neighborhoods change um so we do look at those chronic absenteeism we've spent a lot of time looking at that across our schools and sometimes a lot of the students as you would expect who are having absenteeism are some

088of the students that are not there for the intervention so they're not absolutely being able to get all of the the things we have in place for them and then would they also be absent for testing I guess that would be my question um we have a testing window so we work really hard to get all the students in so most of the time even those who are chronically absent we tend to get a lot of their data in because of of the expansive window that we have to do that but that is always a factor we want to make sure that we get that data so even if for some reason they were out for whatever reason and they miss Pals we also have our assessments our microphase assessments those things related to the

089curriculum that we do on a regular basis so even if we couldn't tell you about Pals we could tell you about a multitude of other resources and daily instruction we give the students but yes we do um try to look at all of those factors and and provide support where is needed from our engagement Department from our culture and climate Department from any other team members who can assist us with families and students well then you know if you could drill down and give us more data you know that would reflect some of this it would be really nice thank you thank you Dr Harris Muhammad yes ma'am thank you madam Vice chair can you all hear me okay I sure can yes okay thank you Mr cameras how can we assess the students that

090fall into that category earlier if they start school in September also it is necessary to have this conversation in conjunction with your head start team because that data is important referencing where those students are academically that's my first question second if we're not quite there yet with meeting the state average it is critically important that the RPS School Board unpacked the data earlier and not later this is why we need to assess the students earlier to domestify that's the work that the academic team does so we can review the data sooner thank you madam chair uh I do want to clarify just because Pals isn't taken until at this point in the year teachers are assessing their students and where they are much earlier in the year and tiering interventions based upon that so as

091Miss Wiggins and Mr Grove noted um I'm happy to do a follow-up presentation based on our tier one tier 2 and tier three uh groupings along with the specific interventions uh are science based interventions that go along with tier 2 and tier three so um so yeah I wanted to to clarify that and again happy to do that follow-up presentation second I just wanted to zoom back out for a second um while we are still below the state average uh generally speaking the Powell's story so far is a good story while we are not where we want to be we have seen record growth over the course of last year that surpassed the state's growth and you typically see a drop off from Spring to Fall kids are away for the summer and so you

092see a little bit of regression and uh if you actually look at the summary chart on slide four we actually saw a slight increase from last spring to this fall which is very atypical and actually speaks to some of the staying power of some of the work that occurred last year are we where we need to be absolutely not but the trajectory is both the right direction and um at a fairly Speedy clip all that being said one of the things that I've been reflecting on is even if we get everything perfect and that is a tall order I still think we need to do more and think more creatively about how to accelerate Improvement and so one of the things that I would like to return to uh with the board and I'll share

093more about my thinking on this at our meeting in December but I would like to return to the idea for a pilot set of schools that want to go down this path to explore a 200 instructional day calendar I absolutely think that's going to be critical for us to make the gains that we want and to allow for all of the small group and enrichment experiences that we want our kids to have so I share this with the chair uh earlier and I wanted to share with the body as well again I think we need to move in parallel tracks continue to refine our tier one instruction make sure our interventions for tier two and tier three are as tight as is humanly possible I'd be the first to concede we're continuing to improve and

094we have room to do so while we also think more radically about the interventions that we can provide our students um I'm cautiously optimistic that there are some of our schools that would want to do this where a majority of teachers would want to do it a majority of families would want to do it and that the state might be interested in helping fund such a proposition um as we are all striving uh to come out of the pandemic so I just wanted to share that at the highest level as a kind of Prelude to to our next meeting where I'm hoping to put some of this out in in further detail thank you thank you Mr cameras Miss White thank you madam chair thank you Mr Grove Miss Massey and uh Miss Wiggins uh

095but looking at uh page five I have to agree and I'm not going to do any excuses uh because we do need Improvement but looking at second grade is 39 we're dipping our Baseline is falling and if you look at uh on page five uh the trend line every time the pal is being taken in the second grade it's falling each time do you know why because you just stated that we had interventions and we have everything in place working on Phonics and this is the time that we need our children to be able to read to go into third grade I'm just noticing this data but this is five years and every fall we are dropping not so much in the spring but every time in the fall and second grade Mrs White uh

096as I shared earlier it is actually uh fairly typical for there to be a drop from Spring to Fall because of some loss over the course of the summer that impact tends to be greater the older that you get which is why it's not surprising that we would see that in second grade of course we strive to overcome that but the sort of better indicator is to look fall to fall so if you like for example on Slide Five 32 percent to 39 percent clearly a long way to go but it is to be expected to see some regression from the spring to the fall and even with that again if you look up at K and one we're seeing uh growth from Spring to Fall which of course we'd like to see in all

097grades but that is not unusual which is why you see that pattern throughout the years I understand that but I'm looking at grades you're looking at K's case is growth a second grade there needs to be Improvement our children need to be able to read to actually take Sol tests and these are low scores here low percentages and if we're going to do anything for early I hear you um just gave us a recommendation why don't we have any early literacy academies for our K one and two in the city of Richmond where we concentrate exactly on reading and writing for our K through uh one and two well we do not have academies per se but those things we all we look at within our instructional day that we make sure that we have

098the phonological awareness that we make sure that we accompan it with writing that we practice that students have an opportunity to practice the reading decodable books so we are targeting all of those things you're talking about we too want to see those scores in second grade rise along with kindergarten and first grade so those are all the things that we built into what students are exposed to every day in our primary grades but that's still that's not my you didn't answer the question well I don't have Academy for K through one through two since we know that there is a problem in Pals our babies they start young and we need to have that we don't have enough time in classroom for K through one or maybe enough instructors to assist with the regular teacher

099so we need to have that even if it's on a Saturday we need to have some type of Academy for our younger children thank you Mrs White in fact that is what our elementary schools um are using their Extended Learning money for some of them are doing after school programs some are going to do Saturday programs um the primary focus is literacy so it's exactly what you noted yes Mr Young our students don't have enough time I concur wholeheartedly with my colleague Mr superintendent uh I fully support what you just spoke to a moment ago I believe that extending school year for schools for students that opt-in would constitute an invaluable asset there's no substitute for contact time we know that and candeli it's it's intuitive it'll be for this school board member a top

100priority and I welcome The Proposal look forward to piloting elementary schools to get 200 days thank you Ms door hi um so what kind of the inverse of Ms White's question what was the driver of the increase from Spring to Fall in grade one do we know was that do we have a higher than average participation in summer school Etc um and then my second question is if you could remind us when we will get um and we might have received some of it academic data for the grades three and above um I think that some of this data at least on the second grade side does support um a lot of research out there that that talks about the regression in the summer and one of the reasons why I'm a big proponent of

101um a balanced or more extended calendar I'm very supportive and looking forward to hearing the proposal of the letting schools opt in and piloting it I think that we while I'm a big supporter I think it was clear from the survey results that we were just moving a little bit too fast but I do think ultimately it's a great direction to go in and I would love to see some additional data to support that so to talk to your first question we are excited about seeing that our kindergarten to first grade students that the data is continuing um to rise we think part of that is some of our students who were in summer school but we also think that a lot of the instruction we're doing with our students it's really continuing to impact

102them we hope everything that we continue to do over the summer with our students whether they're in summer school or not or as we continue to offer opportunities and make sure that students have books in their hands as they leave for the summer that kids are continuing to read and those skills that the teachers have worked with them on are being reinforced at home because we're always in partnership with our families so we are excited to see that we're not having that summer slide that sometimes happens to talk about um could you give me your second question again can you remind me where I can find and or when we will receive data for um grades three and above yes um in a few minutes because now we're going to move to our VGA data

103um right after we finish Pals so after the last question we'll move right right after BDA yes yes so um I have one question before we move on um or I guess a statement really um so my colleague Miss Rizzy mentioned wanting to kind of understand the total demographic story and I and I want to emphasize that point um I do think it's important that every time we're looking at information like this that that these are data heavy presentations because we can't really you know it doesn't tell the full picture um you know I know schools like uh basically the demographics of the district have really change right and there are some schools that have seen an increase in enrollment and then there are other schools that have seen a decrease right like I know

104at Holton student enrollment has gone down I know that there are other schools where that the opposite is true I think district-wide we have seen an increase in terms of the number of English language Learners that we have in the school and even and surprises me a decrease in special education students for instance right so in order for us to really be able to parse out the story here um I don't think it serves us to just be looking at flat percentages when there's a lot more behind the scenes my ask and this would probably be reiterated as we move into the next section is that as we move into budget season I would like to see a couple of options that we consider I I hear the administration and colleagues that are supporting doing

105pilot programs that extend the school year likewise I also think it's important that we look at proposals where we are truly targeting the needs at a building by building level right so um you know we have uh Carver Elementary where the student body there I believe really requires additional supports and I don't believe we have done the work as a district to um to ensure that there is a More Level Playing Field by putting the adults in the building where they are the most at need and so um and so I my ask to Administration is that um when we when we when we do the work of the budget which is a core work that this body does that we're looking at the various variables that we can pull um likewise uh you know

106I think I'm open to looking at salaries and pay scales right we need to make sure that we have adults that are staying in the buildings you know that was something that was highlighted in public comment um I know Carver is a school too that has seen a good amount of turnover right so what can we do to make sure that we have teachers and staff that are that have tenure that are experienced um so that we are putting the most qualified folks in front of the right kids to really be able to move the needle thank you thank you Miss Rizzy thank you madam Vice chair um so um what my colleague is referring to in terms of like looking at it by a school by school basis um you know actually I attended

107the vsba budgeting um workshop and you know was at length talked about in terms of what's called school-based budgeting with an eye toward Equity I think that is something that we need to consider going forward um Mr cameras at our bdoe meeting that you are asked about a reading certification that I was not familiar with what is that and can you talk about it please yes it's called letters l-e-t-r-s it is a training program around the science of reading uh based on the body of knowledge that came out of the national reading panel about uh gosh 20 plus years now um we have had as I recall from Talking uh with Miss Massey about 150 folks go through the full training it's pretty extensive and we have another 50 currently going through it right now

108um uh so yeah happy to provide additional information upon requests yes I'd like to know and then our will it just be for K1 and 2 or how what level teachers go through letters training uh it's uh mostly primary grades but our goal is to have all elementary teachers ultimately certified in letters or a like program and how does this correspond with the curricula at all it's complementary since the curriculum is based on the science of reading so in fact um in some ways I think our Educators um are a little bit ahead of the game as it comes to the Virginia literacy act um I would not be surprised if the state ultimately required some sort of training like letters um and I know the state superintendent expressed interest I followed up with her

109after that meeting with the detail that I just shared with you yeah so we would like more I would like just to have more information including the cost and what we're investing in that absolutely let's move on to VGA we got a lot still to cover tonight all right the Virginia growth assessment BGA is taken in grades three through eight for both math and reading this is this assessment is taken in the fall and winter and students will continue to take the Sol in the spring this assessment primarily focuses on grade level content one thing different from last year is the state has not released cut scores to calculate proficiency so we're we are not able to aggregate proficiency levels for our students for a side-by-side school-to-school comparison of proficiency however right now we're using

110this data to study the performance on state learning standards this data serves as a baseline students are not expected to demonstrate Mastery on the fall VGA but we will be measuring progress on these standards throughout the year we're going to be looking at two measures for the VGA percent frequency which represents how often a standard shows up on the VGA and this helps us with prioritizing what data to analyze and then finally percent correct which shows us the performance on these standards John before you continue I want to just emphasize a point that you made for the board so um every time a Sol is given there's what's called a cut score which means if you get uh 50 points for example I'm making up the numbers you're considered Advanced if you get 40 points

111you're proficient if you get 30 points uh you're at a basic level again these are made up numbers the state has not yet released those cuts for the Virginia growth assessment so what we cannot do is report to you based on the Virginia growth assessment X percent are proficient basic and so on I suspect that is in part because the state is currently reviewing its cut scores for the sols and as recently as just a few weeks ago the governor and the state superintendent and the Secretary of Education shared at the Virginia Association of school superintendents that their intent was to lower I'm sorry to raise the cut scores meaning that achieving proficient you would have to get a a higher level and so I imagine this is somewhat connected to that process I just

112wanted the board to understand what's sort of going on and it makes it a little bit difficult given that to fully report out on exactly what this data is telling us but to John's credit he did his best with what it does what it can tell us at this time once we do get the cut scores we can go back and analyze and give a fuller picture thank you John thank you foreign shows us two dashboards we use at the division level to help analyze our learning standards across the division the one on the left shows an aggregate performance of the division on grade 5 math this data can be broken down by school test reporting group so for example we can identify what learning standards our English Learners are having the most struggle with

113on the right shows the breakdown of student performance each row represents a student and the column represents a learning standard this dashboard helps us identify what a student knows and does not know coming into this year's classroom we're going to skip slide 13 and come back to it as a response I'm just going to finish going over the data here slides 14 through 25 contain division level data on our learning standards when looking at these charts and specifically this slide I'm going to focus on and prioritize percent correct while using percent frequency as a supporting piece of insight so for example compare and order whole numbers was the most success standard on the VGA and as a division our students got 44.3 percent of those questions right as a baseline this tells us that they

114are more prepared in this area than compared to modeling fractions the third standard down where we scored 19 percent the rest of the slides contain Baseline data on grades three through eight for both math and reading for your analysis and now we're going to go back to slide 13. and then I'm going to hand it so without cut scores we still utilize this data in our schools because we still have the student detailed by question which means for every student who took the VGA we are able to see their performance so we have that along with our division data which then we use in response to help our students to be successful in some of the areas that they had struggled with on this Baseline data so for example our wonderful content team ebony Massey

115our manager of reading and Ebony and Cassandra Bell who is our manager of math and Wendy just who's just come on for our science specialist have all been working with our administrators coming into our Cluster meeting and going through the data with our administrators and helping them to see some different strategies and things we can work on in response to our data we also have our division coaches working with our School coaches in order to make sure that they can help our teachers in planning in in remediation with our students and in addition to that we also are working with our teachers so that in small group they know how to intervene with their students so we do use this data in order to help our students along with all of the um the the

116school data that we have on a regular basis to look at our progress foreign chair Vice chair and uh school board and so from a secondary lens from middle school lens so let's talk about our um our approach is pretty similar to elementary school the first piece is we shared this data during our school Improvement meetings which actually includes the leadership team which includes Department chairs coaches principals assistant principals and So within those School Improvement meetings they actually formulate a school-based plan uh for how they will respond to the data um the next piece is so after they have those leadership team meetings they actually go to the department or content meetings so for example if it's a math meeting they talk about the specific strategies that they should use to ensure that kids are

117successful on um the the indicator or Sol that they have not been successful with um and then from there there's an individual response and the individual response will actually come from the instructional coaches assistant principles or principals in their coaching role as they coach teachers so they say teacher X let's look at your data let's look at your Scholars and how they performed on certain indicators and hear the things that you need to do and the resources to help them get better um and then from a intervention standpoint um as you know we have 90-minute um blocks and so the last 30 minutes of each block is individual what we call individualized learning and so that is the time where the teacher can sit at I mean it seems like elementary school practice but sit

118at the kidney table right in the back table and work individually with Scholars on the skills that they need and also use already which is a tool that um that can support them virtually um online with the skills that they need and I think we've talked about extended day which will start in January and so with extended day some schools are opting to use tutors during the day um after school and also Saturday Academy I think which was already spoken of in boot camps and so that is the approach from the secondary lens which is pretty uh close to Elizabeth Elementary foreign board members uh Miss White and then I want to have Dr Harris Muhammad also had a follow-up question thank you madam chair I just haven't pretty much a statement I may have

119a question um without a cut-off score I'm trying to look at your breakdown is it looks like it's color coordinated so I'm assuming the ones that's red or orange are the ones that need some work and the ones that are this is the percent frequency the ones that are green they have mastered it is that how does this go yeah so for the percent correct your your essentially your statement is correct um when looking at percent frequency the green indicates that that particular standard is showing up on the VGA more than um two months state of the code one so for example here that top standard shows up on the VGA we collected all of the assessment questions and it that one shows up I think it's 7.3 percent of the VGA is made up

120of that particular standard and you can see that breakdown there that coupling with the percent correct which shows you if it is highlighted uh red or orange shows you where there's some deficits of learning so the yellow and the Orange is what needs to be worked on from percent correct from percent okay thank you Dr Harris Muhammad thank you madam Vice chair understanding that the state has not released as of today recent cut scores for this current Virginia growth assessment season to determine proficiency I would encourage the team to refer to superintendent's memo and testing Memo from the office of student assessment at Virginia Department of Education explaining to ddocs and DDOT twos and testing managers how we can unpack the data with the previous cut scores so Mr cameras this leads me into two

121very important questions do we have a DDOT A D dot two a testing manager or a director of testing in the division yes Miss Valenta Wade okay knowing that information um so so with that information that we do have someone in one of those roles then there is no reason why the team cannot prepare with the evidence of the data in this presentation that has been provided where our students are the student detail by question cannot be the only point of data contact if we really are about student outcomes so between now and I the the next meeting and we can talk offline about this and I can share it with the board via email there was some information and memos that were provided to school divisions through live webinars on how to discuss the

122data within a division I'm not saying it's not being done but what I just heard and I may be mistaken that we can't provide an accurate output of where our students lie because the state department has not provided us cut scores for FY 2223 so for me not not relying on the state department I would have said to this school board based on the cut scores that we had to determine where our students were previously let us share with you where we using the previous ranges where they will last today that has not happened and so I encourage you Mr cameras to possibly provide that so they can then thus through you provide that to the school board thank you madam Vice chair I just wanted to clarify um I'm certainly uh happy to do

123that I just want to make sure I was giving the board the most accurate information um we certainly did not throw up our hands um I think the data team did a fabulous job of really drilling down in fact at a more precise level than just simply proficiency but looking at it question type by question type um which in some ways gives us much more actionable information so a lot to say whether uh we have the cut scores are not clearly there's a lot of work to be done but what I really like about the analysis that Mr Grove did is it really focuses um at the kind of standard question type level to really help our teachers and our principals take as much action as they possibly can in response to the data but

124I'll certainly go back and take a look at any thing that the state has provided as a an interim or our preview guidance and certainly follow up with you Dr Harris Muhammad follow up with Madame Vice chair yes thank you and no way am I saying the team did not do a great job I think the presentation always compiled by the academic team is robust and it presents to us what they have heard the school board request during meetings that takes time and finesse but it also takes additional finesse to say because we don't have this and and I I want you to hear it in the spirit that I'm giving it that if we know the school board so very well as everyone does then it would have behooved us to know based on

125where we were in the FY 2122 year based on just the fall Virginia growth assessment and then the spring Sol particularly adding a VGA in the winter this is where our students are as I shared with you earlier Mr Cameron's having robust and courageous conversations is is actually good and needed and so I appreciate your response I really do this is not bashing anyone this is being honest about what could have happened and how do we get there so in no way am I saying the team did not do a good job because I believe in my heart they have done a good job in addition to that though it could have been addressed through what I just stated thank you thank you any other questions miss Page and then Miss Burke superintendent cameras I

126often do you all meet with the Virginia Department of Education Office of school quality uh we probably communicate multiple times a week exactly I guess my question is so you all meet with them frequently so if there's any type of training or unpacking data or you know information that is shared with other school divisions there's no reason why it's not shield with RPS correct correct Okay so there should be in no time the information is shared with off yes correct I'm sorry Mrs page I didn't understand the question no I'm saying so at no time information isn't shared with RPS is not shared right that we know of no we we get the same reports that every other division does okay thank you I I just wanted to make they're very clear um that we

127are not being left out or we not kept informed as a School Division no thank you Miss Burke thank you madam Vice chair um this that is pretty good and um and I know we have room for improvement so I thank you for what you've given to us and I'm thinking that our teachers and administrators as you have before covet have a situation room or a data room or some place where even though the cut scores are not there but when teachers are looking at each individual objective for instance um 6.13 solve a one step um without a model so you know the children that pass you can move they can move on to something else but your the orange and reds which I love color coding because the students can understand that too when

128they look they want to move that red to Yellow the yellow to Green so I hope that is in place because even though the cut scores are not there for us and because we don't know what the cut score is this is a good data in terms of addressing um student Improvement so at the end of the day as we design our after school programs and our Saturday academies and Saturday Academy does work I like what Miss Weiss stated Also regarding the academies literacy academies they work better on Saturdays sometimes in after school especially for our little children because they're tired they're tired so I do support the superintendent's 200 plus day moving forward because we have to do something different but looking at the data before us and this was based on what the

129students were taught up until the date of which they were tested correct well this data the VGA data they had not had in the instruction right so essentially they took it in September so they may have gotten a couple of weeks of instruction but this is they really had not been exposed to the new material it's a baseline assessment and so we will take it again in the winter so when when did the teachers get these results so they got them last week I believe because teachers actually have access to the sdbqs for the scholars that they uh that they teach and so they have access to this data and in the past we didn't really share it with them but they have it this year I sure hope so so if they take the

130test in September and here it is November they're just getting the data so how are you individualizing instruction doing those that last period of leads yeah so so the other pieces to remember is we also have the interim assessments right and so we just closed the interim window uh November 4th it was not too long ago but in addition to that we encourage teachers to give exit ticket data right so they have that data that they have on a weekly basis on a daily basis and that's how they inform their individualized learning paths for their Scholars um you know whether it's teacher-led or whether it's through IXL or I ready they use that data because we don't want to wait five to to six weeks right we want to the next day is probably the

131most appropriate way to intervene right exactly yeah and so we encourage them to use exit ticket data in the in addition to interim data and some teachers even create their own weekly uh two-week assessment so there's a ton of data that they look at and discuss and intervene on prior to the the winner of VGA I must say this that's a whole lot of data yes so there's an interim assessment one minute one minute all right let me say this real fast it's an interim assessment there's teacher made assessment then there's what the state department of education has put before us of which we are being um critiqued so we have about then there's already so we have about four or five different instruments for getting data that's a lot we have a lot that's

132that's a lot that's a whole lot so is it all aligned is it aligned to yes well then I doubt it should look better than this something some and I'm not trying to be whatever I know you all have worked hard only because I've been in your shoes I've been in your shoes and sometimes we test test test tests and we must spend more time teaching or remediating or better yet accelerating accelerating so my point with that is if we have all those assessments which one at the end of the day is going to really time so proof that we've met what's expected so and I knew what your last thought was going to be but the Crux of it and we've been talking about this in secondary principles meeting is we have a lot

133of new teachers we also have veteran teachers right and again we have to coach them so that they respond to the data appropriately because furthermore after they I mean I've been a teacher you teach a long day you have this exit ticket data sometimes you I mean do you look at all of it and prepare for the next day and we've helped them scale down like maybe you can't intervene with all 28 students but right look at seven students and pull them to the table right and interviewing with them on Monday on Tuesday another seven students so we have been strategic in helping them uh fill the gaps and so again the I think some of our old approach was like yep let's coach everybody let's intervene with all of the kids today and that

134has not been the most effective I do want to make a comment here as well um because you were speaking to it one thing that we're really looking forward to as the winter VGA assessment closes is when you look at particularly this screen on the right you can see all of those red those missed learning standards we're really excited to see based off the winter VGA and based off of our curriculum pacing those standards that we did hit for a semester all that red turned to Green then from there where where are gaps in what can we do to essentially respond to that Insight um we'll be able to we'll be able to get that during the winter assessment window thank you Miss Jones okay Dr Harris Muhammad has a comment Dr Harris Muhammad yes

135please let Miss Jones go please because she has not spoken yet mine is just eight seconds I can go after Miss Jones and I didn't have anything I'm good okay I just want to thank you madam Vice chair thank you madam clerk just for differentiation and that is clear we do not receive no division receives information from the officer School quality pertaining to student assessment the office of school quality only provides us information that deals and that directly correlates to our memorandum of understanding the information that I was referring to comes out of the office of student assessment so I just wanted to make that clear differentiation but thank you thank you Dr Harris Muhammad uh and and I would just like to actually raise also the point uh Miss Burke said about the abundance

136of testing and I because I I think it it should be emphasized um specifically too as we're talking about teacher retention um you know I would say before we go to the point of extending the school year you know I I think it I would appreciate whatever we can do in working with the vdoe in reducing the amount of testing that we're doing in the schools foreign thank you thank you thank you that brings us to our next item on the agenda I believe it is item 4.01 the discussion of Arthur Ashe five I'm sorry thank you good evening my name is Thomas Wolfe and I had the Richmond office of miles and Stockbridge which is a Mid-Atlantic law firm of nearly 200 lawyers almost 100 years old um and I'm on the Education team

137I was asked by the school board specifically the chair to respond to a letter from the city attorney when the school board's Law Firm had to disqualify itself due to a conflict this involves a letter from the city attorney which um stated unequivocally that the school board and Richmond Public Schools have no say whatsoever if the city decides to dispose of the arthrash center and would receive nothing is entitled to receive nothing from the city upon disposition of the Arthritis Center so when I read that in the I forget where I read that in some newspaper uh I I knew that was wrong uh having been involved in education law for quite a while and I was delighted to be asked on a pro bono basis to respond to that letter which I did and

138then a four-page single space letter uh citing statutes ordinances um and the uh very clear case law from the four Circuit Court of Appeals demonstrated that that was really the wrong conclusion and that instead uh the law of Virginia um not only allows but actually requires the city to pay over to the schools for its capital Improvement budget whatever the proceeds would be from the sale of that property which as you know no doubt is part of the Diamond District development plan um so having written that letter uh which was then sent to the city council and to the uh City attorney I was expecting to get a response that said um thank you you're right or here's how you're wrong but there was no response um and it's a a very important issue um

139I know that what you do is very hard work my wife was on the school board for six years uh during which time I was very involved in in the Richmond Public Schools and all three of our children went through Richmond Public Schools uh particularly uh the youngest through Holton Elementary which is in our neighborhood um and so uh I recognized that this is a very important issue and one in which fortunately both the city Administration and the school board should be on the same side because this is money that is intended for and by law must be used for the um Capital Improvement budget of Richmond Public Schools and uh I know that the the mayor and this body are very concerned with the um physical plant of the Richmond Public Schools and improving

140that as has been um shown in the media over the last few years to be in in dire need of that Improvement so um I am here at the request of the chair to um merely give this update that uh there has been no communication to me or to my knowledge to the school board from the city attorney uh or the city council regarding this very important issue um and I remain available to help the school board in dealing with this issue on a pro bono basis which was generally generously uh offered by my wife and which I could not turn down so with that may I respond to any questions that you may have uh keeping in mind that if it's something that should be kept confidential which is the nature of the uh

141communication between attorney and client uh then it could be saved for a closed session but for this Open Session I'm happy to respond to appropriate questions you may have thank you Mr Wolf board colleagues any questions Miss White thank you madam chair thank you Mr Wolf for being here tonight um what would you suggest since there you haven't had any uh no contact what would you suggest the board do next what be the next step since there's no contact and how long would you give per the time before there should be some type of contact so um I would suggest that you instruct me to contact the city attorney's office and see if we can have a discussion about the legal issues and then the policy issues are things that could be discussed between this

142body and the city Administration but [Music] I believe that the legal issues should be fairly uh clear and their resolution should be clear as well it is not my intention to steer the school board to something confrontational with the city it's my tax dollars and everybody's tax dollars that is paying for all this and and everybody wants I think the same outcome which is to benefit the children of the city thank you Mr Young thank you madam chair and thank you Mr Wolf for all your support and particularly to do it pro bono uh most grateful to you and to your Law Firm thank you presumably presumably uh you are prepared to propose perhaps a portfolio of options for this body to to consider and if my assumption is is correct uh presumably if this

143body concurs we are in a position to uh to serve notice uh of said portfolio to to the City attorney and to his boss ayuda city council is that a fair yes I would be happy to write a brief letter that outlines what the various options are um and my recommendation for how to follow through with them The Madam chair if I may continue I would propose that this board does authorize Mr Wolf to proceed accordingly relevant to serving notice to the city relevant to what we believe constitute our legal options uh relevant to the Arthritis Center and I also as you point out that if uh absent the superintendent correcting me to the contrary I don't believe we're yet in receipt of any monies or Revenue pertinent to the sale of the Oak Grove

144property perhaps that would Merit inclusion and said letter correspondence not that I'm aware of yes I I would point out that uh the Oak Grove property is in the same boat with Arthur acid their school properties if they are disposed of by the city then by law that money should go to the capital Improvement budget of Richmond Public Schools miss page as a representative just the point of clarity there has been no sale of that building um the Old Oak Grove the community has been in conversation with um some developers but as of today no sale has not been sold and it's been on the books since 2017. January 2017. Surplus four colleagues if anyone else have any question I think the question on the table is we have consensus to move forward with a

145follow-up letter Dr Muhammad has a um thank you Dr Harris Muhammad yes ma'am just for um uh procedural purposes Madam chair I am raising my the hand thing and zoom because I know you're busy trying to facilitate the meeting and I hate trying to bother you um in a Madam clerk but I just wanted to reiterate that on August the 21st I sent um president of council Dr newbill and all council members I also cc'd Mr Lincoln Saunders I think I'm pronouncing his first name correctly the letter the um robust and m-death legal analysis that was performed by Mr Wolf at the request of the school board a few days later after that I received a response through Dr Newville the president of council um providing information from the city attorney that pretty much indicated

146and I have reformed that so it could be at the top of you all's email that was um asked of Me by Madame Vice chair so I wanted to make sure that you all had that for board members you were CC on that email when the legal analysis was sent to the city and the response um on I believe August the 28th I can look back at that date was the city attorneys um feedback response was the same was that and the same that was in the letter that was provided to Miss Lily some time ago so his position on behalf of the city did not change I have not received um any communication or any updates from the president of council regarding this matter and at that time if you all recall board members

147were asking if we could have a joint meeting so Dr Newville and I were trying to work that out together to see if we could get a meeting of the minds that did not happen unfortunately so um you know this is where we are I don't I don't have any other information to provide to you and Mr Wolf thank you for being here being there this evening my pleasure thank you doctor thank you for that update Dr Harris Muhammad uh so board colleagues is there any I just want to see if there's feedback maybe just nod yes or no if you are uh Ms Rizzy looks like she's an approval Mr Young [Music] followers Dr Harris Muhammad uh Miss Jones is an approval I believe that's a majority Miss White okay so let's proceed with

148the letter I appreciate your time thank you so much all right thank you all okay moving on to item 5.02 received for first read revisions to policy 5-5.5 textbooks and instructional materials good evening all um you have before you an update to policy five Dash 5.5 textbook and instructional materials and the policy revision is a required policy provision from the 2022 General Assembly session Senate Bill 656 which in essence required that Virginia Department of Education to first develop the model policies by July 31 and then each local each local excuse me school board has to adopt no later than January 1 of 2023 policies for ensuring parental notification of any instructional materials that include sexually explicit content and it includes information and guidance and procedures and standards about how parents can first get the notification

149how schools can identify the specific materials and then lastly permitting the parent to receive or the student to receive alternative materials uh the the policy provision in front of you is pattern after the vs ba model policy the policy committee discussed this particular policy it was updated the first policy was was based off of the uh Department of Education but then the vsba came out with this model policy which is the preferred model policy to follow and so that particular policy is in front of you for the first read if you have any questions or comments about it you can certainly reach out to me before December the 5th so that you all are in line and if it's voted on and approved on December the 5th then you will be in compliance with the

150January 1 due date for this adoption all right thank you Ms Lilly board colleagues any questions or discussion thank you moving on item 5.03 received for first read contracts over two hundred and fifty thousand dollars [Music] good evening this evening I will start custodial contract foreign so RPS uh is seeking custodial services from qualified firms to meet a variety of needs on and on needed basis um the four different scenarios for which we are looking for contracted Services the first is to provide substitute coverage in an absence or a vacancy or if additional support is needed for another reason number two to cover special functions or events especially those that may be after hours the third is for the very fast required turnaround after summer school especially for the sites used for summer school to

151be able to open school and then the fourth is for other services that might be required for example carpet cleaning or floor restoration foreign we put out an invitation for bids for these types of services in the middle of July as well as some additional addendum to clarify and closed the opportunity to bid at the end of August we received bids from three contractors and they each bid on the four scenarios that I just shared and their pricing is listed for you below foreign for bid versus a request for proposals given the nature of the services awards are made to the lowest uh responsive and responsible bidder that meets the requirements so price pay uh plays a key role and so the two contractors for which we wish to award contract the first is called

152star commercial janitorial services and they would be awarded opportunity to serve on scenarios one and two and happy people Services would be awarded opportunity for scenarios one through four two awards were made to allow for backup as needed I want to note that the prices that you saw on the previous slide were simply for illustrative purposes to give a sense of the pricing of a particular contractor the contract would be build on actual hours worked and may never hit those numbers but we do expect the value of the contract over the next five years to be over 250 000 which is why we would bring to you today happy to take any questions or welcome I'm happy to take questions over the next two weeks as well if something pops up Miss White and then

153Ms Burke thank you Miss hedesco for this presentation on custodian service um but I do have a questions you had three bidders and so what you're saying is this contract is for the bidder number two and the bidder number three yes um to me this is a contractor both contractors I use for pretty much part-time Ollie work I believe that's what you said you stated the four scenarios and then on the final slide indicated which scenario the particular contractor would be allowed to do work for um so the substitute hourly work is specific to one or two three is more of a deliverable or project although it would be built on an hourly rate and then four would be for particular Services again built on an hourly rate but not necessarily for hourly coverage okay

154so based on this uh based on this cost that we'll be uh actually for these contracts wouldn't it be best practice if we actually hire our own part-time workers based on their salary oh absolutely or give uh raises to our custodians we have high turnaround and custodians recently looking at July to November there has been a high turnover I'm just not understanding why we're spending so much money for two contractors where we could actually do our own part-time only work or give our own custodians some overtime with a raise well a couple of things again to clarify we're actually not spending any money this just gives us the opportunity to contract with one of these vendors if there is a need so I agree with you it would be ideal if there was no need

155at all if we were fully staffed with our custodians so this allows us to have a sub pool if needed or if we had a particular call out on a given day but we absolutely first do tap into our own staff for overtime um so yes and uh thankfully with the boards vote a couple of years ago we do now pay our custodians the highest in the region does that mean that we absolutely couldn't continue to look at compensation yes we could but that has been a very important investment that the board has made to date as well can I gotta find out yes Miss White and then I'll follow up looking at the first bidder I know we did have Johnny on the spot was did they have the same criteria that these um

156two and three when we actually needed them this is what they actually did or were they just placed in our schools to do additional cleaning no these were similar scenarios but that was during covet under an emergency procurement um and so we wanted to put the contracts appropriately out to bid given the emergency situation is not in place and so they did bid on the four scenarios as well but given it was an invitation to bid cost was a a primary factor thank you but I still think that we could hire our own part-time and well we also know we do have a not only do we have our full time we actually do have a cohort of 15 to 20 part-time staff um that especially pick up in the afternoon shifts to cover the

157Aftercare programs in schools that only have one custodian so absolutely we do still have some vacancies there but yes to your larger point if all are custodial vacancies full-time were filled and the money that we put into the budget for the 15 to 20 part-time custodians I don't anticipate us paying out any money on these contracts so we have work to do to continue to hire uh in-house absolutely foreign thank you anyone else we can move on all right I'll do Rico next doing our operations contracts tonight so um the next uh contract I'll bring for your review is for copier Services um so Rico is our current division wide copier which provides schools in central office locations copiers of varying capacity based on volume needs within the school the current contract with Rico is

158set to expire at the end of next month then we've been pleased with Rico as our copier vendor and so what we've done here uh is in partnership with the state's Cooperative agreement contract with uh Vita Virginia Information Technology agency we've been able to renegotiate our contract with Rico for notable cost savings and this was particularly important because The copier budget was something that was cut in the fiscal year 23 budget so we knew we needed to find cost savings we were able though to find cost savings while actually maintaining um almost all the same services so two notable things that we spent time doing that are going to deliver these savings the first is there's a very slight reduction in the number of devices six from places where a school might have had four

159copiers and they'll be just fine with three copiers um just given data that we were able to review on usage but probably the biggest reduction in cost came from an analysis of how to right size the fleet so that means based on what we were seeing of the volume of photocopies made there may have been too high of a capacity copier which costs more money to rent than was actually needed so we're able to swap out the devices to be appropriate based on the usage within the school um this contract will be this initial contract and have two option years and on slide three then you're able to see the savings of several hundred thousand dollars we still have our devices for all schools but you'll see that monthly total has dropped about twenty thousand

160dollars a month we'll still pay our monthly uh cost for other additional features and services but we're down to about eighty four thousand dollars a month for copier which helps us stay within budget board colleagues any questions Ms Rizzy thank you madam Vice chair um thank you Mr I do know of a couple of schools that are like struggling with uh their copiers and you know they keep breaking down or they're they're having trouble with them um is that something that you can discuss with this company and yes and that's actually another part of this is when the new contract comes there can be a swap out of devices so if something needs repair replacement um they'll be working to do that over the January through June period as well should I tell these schools

161to reach out to you yeah that's absolutely we also have a full-time Rico staff member who works on site that helps facilitate that so yeah have them reach out to me and I'll get that connected thank you board colleagues anyone else um so I um want to express I have hesitation about the scope so I don't think I'd be able to support this um I hear that there's reduced usage of the copiers but what I'm also acutely aware of is that there's a reduced amount of paper in the schools for the teachers to be able to use to copy on um and so I you know I know that we are using Chromebooks and I know we're using workbooks but I believe in the value of of paper and um and I think that I

162know that teachers are um feel constrained and rationed in in order to be able to use paper they're bringing reams of paper and buying it themselves so um you know as I have expressed concerns with over-reliance on Chromebooks I know other parents um feel the same I believe in our next budget we need to make sure that we have enough money for paper uh first and foremost and um and secondly that we have a copier contract that allows teachers to be able to make copies as as needed as a district thank you um just two quick comments I'm not aware of any paper shortages so definitely have someone reach out to me I also want to clarify this doesn't limit copying so what this did was uh in terms of the cost savings everyone has

163unlimited copying so there's there's no copying restrictions what this did was right size the type of machine so there may have been like a machine this big that copied at you know I'm making this up I don't know 50 sheets per minute versus another copier that could be a little bit smaller that does 30 sheets per minute the 50 sheets per minute is just a more expensive copier so as we audited each school's usage if they were not printing the volume that warranted the big copier we're going to be able to swap them to a slightly smaller but no teacher nor does this contract in any way limit the amount of photocopies that anyone can make just as a follow-up the the lack of paper it's real you know as a parent um uh I

164uh have asked my students teachers to provide paper assignments and have been uh you know an IEP meetings like it's like there's not as men there's not as much paper so I'm I I mean I'm not I'm not making this up I don't I just want to express that this is a real thing and I've heard it from other teachers in other schools throughout my district and I know it's a it's a real thing district-wide so I just don't want to this isn't something I I you know I I'm I'm not making this up right so I want to make sure that that we have enough paper and pencils and supplies for our students to continue to be able to use um as needed and um and that you know I just don't think that

165right now we're able to set a benchmark as to what our needs are in terms of the size of the machine based on the fact that there's just not enough paper in the buildings thank you is there another contract or are we ready yeah one more all right um so the third contract is at uh probably the one I'm most excited about uh is the transportation Solution Services so I think um we've all heard over the last couple of years that there could be different ways to improve um uh things within the transportation department to create better efficiencies and have a more effective system and communicate better and this new contract allows the opportunity for just that so we have already partnered with a company called Tyler Technologies as our current current division-wide Transportation solution

166which allows for the basic things like routing or to locate where a particular bus is or to track its speed or if it breaks quickly and it also is a system for schools to log field trip requests this contract that we have doesn't actually expire until May but we have the opportunity um to upgrade that contract to significantly improve our transportation services so this proposed contract is again a co-op so a co-op between sourcewell and Tyler technology we're proposing the initial contract in two option years so with this new contract there are a plethora of exciting new features and they're anchored in each bus having its own tablet and reader um on the bus and students when they get on the bus one of the features here is students scan themselves onto the bus which

167is allows us and parents to know when kids get on when kids get off where they get on where they get off every kid will have an ID card which can also be used in food and nutrition and for other purposes as well and there's of course a backup system in case the student forgets their ID other uh notable upgrades of this new transportation system is that everything is web-based uh meaning can be accessed from anywhere that's a may seem very simple but is actually uh really important to be able to access anywhere um this includes GPS for the buses so what folks may not realize is right now we print directions for our buses if there's a field trip this actually has real GPS for for directions plus the normal vehicle locator upgrades it

168has the student tracking mechanism that I just talked about of students scan when they get off and on it has an upgraded parent or caregiver app which can be accessed from the web or from the phone so that parents can see where their kids get off and on but also has that real-time ETA for when the bus is showing up at the bus stop we know we hear often of I'm worried it's raining my kid is outside for 20 minutes when will the bus come this you'll be able to see the bus um showing up and it updates every stop for increased accuracy um right now we use paper checklists when the driver gets back to the depot to go through the bus this helps automate it online on the tablet which will allow for

169better record keeping and Reporting um because there's this tablet there's more enhanced messaging between a driver and the transportation team which is great um it has unlimited users meaning that the school-based staff can answer questions about where's the bus we don't have to direct everyone back to Transportation where there can be notable backlogs so it will improve communication with families although they can also look at the app it has a lot of upgraded routing features that will just be great for our four-person routing team that are just more efficient for them to do their work and it has a more user-friendly upgraded field trip planning capability for R1 Transportation staff member who manages our field trips so just a tremendous amount of new things um so slide three outlines the cost um so there is

170a notable one-time fee um to upgrade the systems each of those different modules is its own software package um we're already working with this vendor so we have the basic version but we'd be upgrading them all and then we'd also be purchasing the tablets the equipment the reader the ID cards for all of our students and training on the new software um that's about four hundred and sixty thousand dollars one time and then the annual software costs are a hundred and fifteen thousand dollars a year this is a little more um than we're paying right now but uh something that we believe is an important investment in being able to provide uh better transportation services in the future um and I'll note that both of these would be allowable through the ARP um and were

171already approved by the VD doe for such should we choose to move forward given some of the connections that could be made about tracing and knowing where kids are on the bus so a great use of one-time dollars we believe as well happy to take any questions on the transportation Solutions Mr Young I am elated or I am most enthusiastic about this development candidly it's probably one of the most recurring concerns and complaints that I hear from parents and along with faculty and staff and building administrators I is a student on a particular bus and everybody around this table knows that sometimes students have to depart for example school on a bus that isn't their normal route for all kinds of reasons don't need to speak to this evening but my point is to say

172this is a really big deal and I'm really excited about it my compliments to the administration and to the entire team obviously I will be voting in support at our next meeting and it really you know it really in a way moves this District relevant to transportation from the Middle Ages to the 21st century so kudos to everybody involved and I have to share that I I'm really excited about uh the corollary benefit pertinent to the ID cards it's something that yours truly proposed in 2017 then specific to hug and I uh just because we have so many points of Ingress egress over there and I was concerned relevant to come and go and some security issues we had at the building then some of the same problems that have manifested more recently at George

173with but my point is to say uh like the administration I think there's a lot of utility relevant to those ID cards but super excited for what this is going to mean to meet our customer where they're at and to address address their needs and their demands so I'm really excited this is a big deal I'm not sure that folks perhaps that are not either attending RPS or or teaching in RPS will appreciate just how much of a big deal it is but this is a game changer yes it is thank you Ms White thank you madam chair thank you Miss adesco [Music] um yes this is also used in Chesterfield Chesterfield uses now um but my biggest thing is where will the money come is this Care Act money well with this um so

174we can pay the one-time fee as well as then the first year of the annual um through the ARP and it was already written into the ARP so it wouldn't be modifying anything given the connections to covet and knowing where kids were the video we approved this purchase um so this would be something that in fiscal year 26 we would need to potentially locate additional operating funds but I'm I know I noted here that current costs were closer to fifty thousand dollars right now I'm doing just a little bit more digging because we we actually have piecemeal Services right now that I just want to double check how we're paying um what we're paying for each of those so I can probably let you know in the next time I bring this um I actually

175think the Delta will be smaller but in the short term there is no cost concern this is already budgeted okay and my other question is how many buses will this go on all of our buses all your buses and can it also because I know I've seen the car because my son has the card so they do do it for lunches I think Library also exactly um so I think it's a good it's it's add an extra level of safety for uh for parents just to know where their uh children are my concerns is just when the buses are late so that's my concern and you will know from the app thank you sure Miss Rizzy thank you um are these IDs photo IDs or um not at not the way it's it's laid out

176here it's something that we could look at um getting photographs of all the kids ads a little bit more complexity and potentially makes it an annual process instead of a card someone could take longer but it's not off the table thank you I think it's a positive development as well thank you so much um I'll see you in two weeks miss page it is 906 I want to know where are we in the agenda because according to our board norms we agreed to in our meetings at 10. foreign at item 5.04 do we have items that can be deferred I just want us to say in accordance with our board norms miss Page you are more than welcome to make a recommendation if you'd like to make a change to the agenda Dr Harris Muhammad

177would like to make a comment yes Madam chair thank you madam Vice chair I appreciate that um I think we just need to be mindful of um where we are and probably we get you know become really passionate about a topic we possibly can um send the administration or Mr cameras an email but I think we should in my opinion we should continue to move forward and do the best we can to exhaust our agenda I do have a suggestion um administrative administrative business if it's not time sensitive those items could be deferred Yes except for the staffing there's a time sensitive matter for Fox as well okay for Fox well then let's just keep it moving okay do you want to make a motion because we can change the agenda at any time would

178you like to make a motion to change the agenda Miss Madam Vice chair the point was making sure that we um saying according accordance with our court Norms so we can continue thank you we are now at item 5.04 discuss legal services and next steps uh just a brief update um as of this point we have not received any bids for Legal Services um the RFP has been extended until November 30th um that's the extent of the update so if the board has any additional guidance or thoughts uh please certainly let us know thank you for that update um and I I want to reiterate my uh I I believe that there is good reason to look at bringing Legal Services in-house um we will see if we get some uh proposals for the existing

179RFP but I would like to ask the administration to consider you know to include a line item for in-house legal services in its budget proposal for next year any other questions or comments Mr Ms door current legal contract when does that expire uh Harold and chambliss sent us a termination notice effective June 30th uh 2023. um my request would be that um we at a future meeting have a longer discussion about our options around legal I'm nervous about um you know just sitting back and waiting for folks to apply to the RFP rather than just being proactive um I think we may be in a position where we have no choice but to in-source Legal Services which is fine but I think it's not as simple as just hiring one person from being on the

180legal ad hoc committee there's quite a few different disparate legal services that our current Law Firm provides that we need to have contingencies for so I would request that the administration help us understand what we're getting ourselves into so that we can plan effectively thank you Miss door and I agree I believe we would need two full-time um but uh if there are any other fee any other comments great moving on 5.05 discuss school renamings I believe uh Mrs Burke requested this item so I will defer to her on that one thank you so very much I know we had a list of schools um before um covet such as John B Carey um I do want to add Armstrong's request on the list at some point but I know we had three schools let's

181see I don't have that in front of me yes there were three schools that were next on our long-term plan to rename uh those are Carrie Binford and Ginter Park those are the remaining Confederate officers um and then there are uh to my knowledge three high schools um who are named after individuals who uh or slave owners uh those being George with Thomas Jefferson and I believe uh John Marshall um obviously George with is most um pressing given that a lot of work is going to be done with the name um but the next three uh that I believe had been discussed previously were John B Carey Binford and kinter park but of course defer to uh the board and then you mentioned Mrs Burke of course we heard this evening about Armstrong and um

182some desire in the community to have it be named uh renamed Armstrong Kennedy just as a matter of process uh based on the policy and as you might recall step one in this process is the board to formally articulate a desire to engage in a renaming for a particular school and then there's a series of um engagement um opportunities that we go through with at least one formal hearing before the school board specific to that school so that's a consideration then finally elementary schools end up being costing us about twenty five thousand dollars when we do a name change a high school would would likely be more in the order of 50 000 when you think about signage sudesco saying more when you think about signage and other changes that have to happen in a

183building uh due to uh due to the change thank you Mr Young and Miss White thank you madam chair I am most interested effective January I the new calendar year and if it's the will of this board Sade's team investing a lot of time labor energy relevant to a subject but candidly I think we have done a really woefully inadequate job of prioritizing specifically I'm referring to career in technical education uh I compliment this board and administration for what we did this past budget pertinent to investing additional dollars in current technical education but but frankly uh my argument is that we're we're still in a place where we are not serving our students in a significant way relevant to Career and Technical education we know that there is we know that there is at least

184one proposal on the table pertinent to what we affectionately refer to as the Altria building uh 280 000 square feet my point is to say that to connect the dots um seems to me that the priority of this board and relevant to allocating Sade's team who presumably would lead any conversation relevant to school renaming a much more valuable way to invest their time is in current technical education to identify what our current technical education should look like our curriculum should look like going forward what should what should be invested in a new building when we build it out so my point is to say I hope that as soon as January we was aboard spend a lot of time convening folks groups Town Halls listening sessions listening from all of our stakeholders pertinent to our

185current technical education that's at least for this school board member a priority and frankly and perhaps this is less than collegial to say this but I'm going to say it anyhow to invest time instead on a school renaming in lieu of student choice career opportunities and Career and Technical education candidly I think is malpractice a school board in San Francisco was recalled for failing to prioritize student outcomes and uh frankly I I think this would this board would Merit the same if we made the same mistake thank you Ms White thank you madam chair I think I'm going back to the school naming um thank you uh Mr young for that but um I first of all I'd like to know how many schools are we planning to remain in a year and the one

186that I am really most um honor and significant is Armstrong and Kennedy because I think during my time that was the one that I remember so uh you have my vote for Armstrong and Kennedy but I heard that it was like three elementaries and maybe three um high schools and I heard the cost of what they were cost for us to rename them what is the um what are we playing how many are we playing on renaming in a year honestly I I don't think we should take on more than two in any given year just given the time energy and cost involved and so um if the board did want to go down this path it would be helpful to articulate which two they would want to begin with and then we can continue

187phasing um our way through this Ms Rizzy and Miss Burke thank you madam Vice chair I I want to put in my um support for changing the name of John B Carey um there are a few reasons one is that his role in slavery was particularly egregious um if you read about him um he actually like Tracked Down slaves and brought him back into slavery once they escaped I mean that's it's pretty bad and we have a there was a school in Hampton roads actually that has gone through the process of changing their name from John B Carey um I I have also been contacted by a fairly organized group of parents there who really want to see us start that process so I would like to at least you know throw in my my

188unwavering support um and would hope that maybe we could start with that one Miss Burke thank you madam Vice chair just wanted to make sure I have the schools listed correctly John Bacary Binford what was the third one Mr superintendent Ginger Park I thought we didn't have Albert Hill listed no it's not AP Hill it's a different Hill is named after principle isn't it was it I believe a school official okay all right so my question is when it's time for us to decide upon our budget I'd like to see at least three schools otherwise we're going to be about 10 years changing names so if we're talking about between twenty five thousand dollars per School if that is the amount that's expected to change the names I know the library books the stationary the

189name it's a lot of work with that but um I'm thinking the first three would be John B Carey Benford and you stayed against the park um then the next three would be the high schools that we listed with would be easier because we're building a brand new width so that shouldn't be hard to change or as expensive right so when it's time to do our budget if we can come in agreement and have a an amount so that we can include this in the budget would be of of help and as Mrs frizzy stated there are lots of parents and students we were right there before covert in renaming um John B Carey right there and that interest is still there and um I look forward to that process beginning as soon as possible

190so that we can move forward and I'd like to have three schools 23 24 school year I could be persuaded to do three um again I just want to note and you don't have to do this tonight but we cannot take any action uh to engage the community on this until the board formally votes to begin the renaming process Mr Lily I don't know if there's anything you'd want to add on that front no that is correct you just you do have for your review immediate review policy 6-2.9 on board docs at this particular item on that very the second section goes through the process uh that the superintendent was describing um there is an additional public hearing that would be required as well again all that to say if if the board would like

191to return to this on December 5th that's completely fine I wasn't expecting any action this evening um just wanted to know nothing can happen until the board does take that action so um if everyone wants to just kind of think it over and then come back to it on December 5th um I'm happy or Madam Vice chair I move that we begin the process to rename John B Carey Binford middle and gentle Park Elementary second it was moved and seconded to uh rename to begin the process of renaming John B Carey Elementary School Binford middle school and inter Park Elementary School thank you Miss White thank you ma'am Chad did have a question I wanted to ask Mr cameras is it the same process to add uh since this is Kennedy and you to add

192Armstrong is that the same process and the same cost yes ma'am because we would formally be changing the name from Armstrong to Armstrong Kennedy so it my read of the policy would be that it could be wrong I was just gonna I will defer to Miss Lily okay um I in in answering that question specifically Miss White once you have if this vote carries this evening it opens up a public comment period of a month where any of the public can suggest names so for example to your point it may be Armstrong Kennedy it may land on that but there are other options within it is not an automatic just changeover from Armstrong to Armstrong Kennedy if that if this school is one of the schools that is added to the school board's intention to

193rename then that will open up a whole process where the public can suggest various names and then you all have two public hearings and then you vote thank you Miss Lily you're welcome Miss door I'm fine I was gonna agree with Mr Z and Ms Burke so I'm good although yes okay um so I wanted to just Express I'm you know I'm I have mixed feelings about this um and I I plan to abstain and you know the the reason why is um you know I mean miss miss Page just highlighted the fact that we are short on time in the agenda you know um and we talked about the fact that our kids aren't able to read and uh it gives me some pause having been through this before it's an incredibly time consuming

194process um you know receiving public comment and um you know all the board discussions I sat in on on many public hearings and I just the timing just does not feel right and you know I mean that's that's difficult to say right because it's like when is the right time to make a decision like this but but I think when it comes to equity we need to focus on making sure our kids can read right now and so um while I am sure I will be thankful to see the names change I'm not prepared to move forward with this this evening myself um and as I mentioned I I have mixed feelings about it but but at the end of the day we've been talking a lot about the need to focus on academic achievement

195as a district and ah you know and I do believe that when we're talking about school construction we're talking about academics and we're talking about Transportation we're talking about academics but this particular item I believe is just short of where where we should be focusing our time right now um and I and I say that again uh feeling somewhat torn um but the timing just does not feel right thank you uh Mrs White thank you madam chair and um now I would like to talk about similar to what my colleague Miss Gibson has stated um I have no problem with changing the names my problem is that most of our schools are pretty much dilapidated looking at John Kerry Benford um Gunner Park are we going to do anything with the facility is going to

196park going to be built new I hate to put money in something in we don't really do anything for the facilities that put a marquee up and I have to agree with um Miss Gibson on money into our classrooms right now is just really the time to change a name of a school or is it the time to make sure that our children have what they need in class especially safety right now our kids need safety our kids need reading all of the things that are required and needed that's what we need right now I'm not sure if a name changes uh the big thing right now foreign thank you madam Vice chair you know I I definitely hear what you're saying but you know I I think about and I reflect upon you know

197the generations of our students who you know in our sister County attended a school that was named for people who were you know outward supporters of slavery and I remember telling myself I could never send my son to a school by that name ever and I think that if you read about some of these people you would feel the same way about them they may not be as well known as some of the others but they played just as much a heinous role in the trafficking of human beings as the others and it appears to me you know and I feel that the namesake of a school actually does set the tone for that school and um when you are going to a school you attend a school that's named after someone you have pride

198in uh it definitely can affect how you feel about that building and whether you feel welcome there or not and so I you know don't think this has to be an either or thing this is something we can work in and get done it is long past due yeah I think we're ready for a roll call vote Miss door yes Miss White no Miss Gibson no Mr Young no Miss Rizzi yes doctor here's Muhammad Miss Burke yes miss page yes Miss Jones motion passes foreign and follow up with the board shortly thank you next item 5.06 discuss rezoning of Thomas Jefferson High School and Martin Luther King Middle School I believe there were a couple of board members that wanted to discuss this so I will defer to them um I do want to just

199make two Notes One um we did just examine all of our middle school zones when we rezoned uh River City uh so I think that would have been a more appropriate time to address middle uh MLK Zone because uh doing so now would then cause us to revisit all the middle school zones again um and as for TJ um we just made a change in their Zone A couple of years ago in our last major rezoning um and so we'd want to be cautious about um making additional changes uh so soon after uh that larger Citywide rezoning process with that though happy to to hear from from board members I'm sorry well thank you um regarding um Thomas Jefferson this was a request that came from parents teachers and the administrative staff at Thomas Jefferson

200I know that the administration is also aware of these requests um so I have an email that talks about the number of students that have increased since 2018 over 200 um creating classroom size concerns space concerns discipline and safety concerns Etc so I have heard numerous pleas from the community to for us to consider a rezoning um so I would be I'm happy to do additional work there but I this is a request coming from the ground up um that I've heard on many many many occasions from teachers the administration at the school and parents so um uh I'm just something that I've heard multiple times I know that you have that the administration is aware of this issue so I'm interested in the administration's thoughts on um what we can do to better support

201the school yeah just uh very briefly I do think some of the issues TJ were specific to certain classes as opposed to the entire school um though certainly um I am on many of the same emails that you are on so I'm aware of the concerns um my ask would be before we go down this path to give us a chance to pull a little bit of data so that we can be um just have a more complete picture of where they are um what the capacities are how it's looking and um and then revisit and and see what possibly makes sense that's that would be fine with me yes Miss White thank you madam chair um I think that I've heard some of the same issues of about the capacity I know at one

202time it was 700 and some now in 600 and some there's 25 in each class uh based on more teachers this year uh but there is a safety concern the concern is the more sites that are in the school as well as bullying um is not it shouldn't have to be a whole rezoning there maybe um a certain number that is maybe taken out maybe a hundred or so that is taken out and um I did speak to the principal on this before so I know um what she's actually facing at um the school so I don't think that the rezoning I'm not sure how the resulting was done and maybe it was uh too many students that were put in the school but not a whole complete rezoning needs to be done maybe some

203students just need to be taken out and probably placed closer to their home a record um that's what I would suggest Dr Harris Muhammad would like to speak Dr Harris Muhammad yes ma'am thank you um Madam Clerk and Madam Vice chair to my understanding the purpose and the goal to rezone schools is directly aimed to improve the student experience and when you're talking about rezoning a set of schools you have to consider the following safety Equity uh is the current format Equitable for all students you also talk about transportation and you also want to leverage natural boundaries whenever possible but also is a part of the conversation is increasing and meeting the needs of student diversity so I I want to be clear that my requests to rezone Martin Luther King Jr Middle School is

204actually some of the same reasons why Miss door would like to rezone Thomas Jefferson High School I wasn't a part of the rezoni discussion several years ago whenever that took place so I can't speak to that but what I can speak to now on behalf of principal Dabney is that there is not diversity in MLK and I am one of the mindset that all students need to be able to see a community school that looks like the world that they're going to have to function in and that is not the current status at MLK the current zone for MLK does not provide an equitable experience for all students so I'm just not coming up with we have nothing better to do I am hearing the pleas and I am hearing the cries my my bullet

205points may be very May um excuse me be the same for Miss door I don't know I have not had a conversation with Ms Dora about the possibility of rezoni TJ but I have heard her comments and they too are concerning to me the current zone for MLK does not provide an opportunity for students to learn and grow in an environment that reflects what the entire city reflects and their community my recommendation is um and this is just a recommendation and I enjoy and and of course you all know love the robust conversation if this is something that the will of the board will support um keeping student outcomes the main reason and some of the things that I just shared some of the bullet points that I just shared I I would welcome a

206conversation discussing Thomas um discussing the possibility of rezoning Thomas Jefferson High School and Martin Luther King Jr Middle School during the same process in addition allowed the building principles to have full autonomy of who will serve as their lazions or Representatives on the committee to discuss rezoning of those boundaries we can um as Ms Gibson and I discussed early about this timelines are important this is not if it's the will of the board to um have a more serious discussion because of the time tonight as I've heard a phrase before by board members we cannot kick this can down the road if we are truly about improving student outcomes we have to look at the current status and boundaries of the two schools mentioned and doing so is going to require us to have some

207courageous and honest conversations I hear you Mr cameras about um you know having to re look at rezoning all of the middle schools again that's our job that's a conversation we're gonna have to have and we're gonna have to step into it because what works for one Middle School may not work for all middle schoolers and I'm just of the mindset and I trust and I trust the leadership at that school at MLK so this is not a new conversation this was not a new request and um I think we need to be we need to have a serious conversation about looking at these two zones um I believe Ms door knows that I'm fully accessible she wants to discuss those bullet points that I just shared and share some re-share some of her bullet

208points with me but this is the serious conversation it's not just about class size it's about the student population overall in totality thank you madam Vice chair thank you Miss Paige and then miss Rizzy no okay Miss Rosie oh thank you madam Vice chair you know this is just an issue with semantics uh certainly you know I'm a supporter of diversity I think diversity is good uh I think we need to be careful about how we use that word Equitable just because one school is largely comprised of one group of people does not mean it's not equitable and so you know we want to watch what we say and the language we use when we refer to people and we want to be clear about what our objectives are but to just throw people into

209a school and have diversity does not always lead to academic uh Improvement and we want to be careful about how we use language thank you um you Mr cameras um certainly there seemed to be um interest in in different parts of the board in trying to understand this a little bit further May uh offer um the opportunity for us to gather some data come back to the board for you all to review and then we can make just some decisions about how to proceed I'd want to pull the enrollment data I'd want to pull some historical data and what you know we have in surrounding areas for you all to consider before we made this final decision so I'm happy to work with the team and pull that together and bring it back and then

210we can have a little bit more in-depth discussion now that I have a sense of some of the issues that that folks are grappling with thank you and I would say from my perspective when we're talking about that I think that makes sense as a Next Step um if the administration could also include the title one funding for the various schools I know during the 2019 reznoning process uh you know a good number of students were rezoned from John Marshall to um to to TJ and you know the impact was felt on both sides where um you know now there are fewer students at John Marshall and that meant that the schools receiving Less in Title One funding for um you know uh as a result and so I think it would be helpful to

211have that context as well my second note is if we do move forward with this that without question there must be multiple options that are presented to the board for consideration um and I would also ask that as we are naming this that we are um intentional about it because I think part of the reason why uh there was perhaps not a discussion about MLK during the last rezoning is because it was called River City Middle rezoning you know and when we call it that folks in the north side didn't have it on their radar you know that that was something that they needed to pay attention to so um so it sounds like this is like a North Side rezoning exercise um and I am eager to to you know to get additional data

212but I just want to make sure that there is a comprehensive amount of data that we're looking at um and that it includes things like um you know if there are additional fights that are happening at the school I want to know and if there are funding uh implications I want to know that as well thank you latest meaning that thereafter uh we would be protected from the elements uh obviously the downside is the significant cost um alternatively we could go with proceeding directly to the permanent roof uh at a cost of about 3.2 million obviously more expensive because it's permanent it's made out of steel uh trusses not wood uh the challenge there though is the timeline is is somewhat longer we're really looking towards a mid-june or July uh completion date um and

213so obviously the building is open to the elements longer and that timeline can can slip for supply chain reasons as everybody understands and so there's always the potential that the building suffers more damage due to wind rain snow ice over the intervening months neither of these options is ideal truly there are pros and cons to both um what tipped the scale for the recommendation towards temporary was just to try to get a roof on the building as fast as we possibly can to prevent any catastrophic damage that might occur as a result of the elements but I do acknowledge that is a lot of money to spend on something that is temporary um I do need guidance from the board though as we would like to proceed one way or the other as quickly as

214as possible and so with that happy to take any questions and follow the will of the board thank you I Mrs White thank you Mr cameras I do have a couple questions I I did stop by Fox about a week ago and had some conversation about this the roof and the inside is practically cleaned out I thought this was an emergency that when we first started and now I'm seeing that we need a temporary roof that should have been one of the things that was first placed on the school um but we have no money that's my question where's where are we going to actually get the money we have no money uh for 582 000 we'd have no money for three million dollars so how are we going to put on a roof my

215other uh question is uh SMB Cox we had them there for the Demolition and I know that they want to subcontract this roof out uh for the 582 thousand um I would like before we do that to see their scope of work what was their scope because I never seen that what was the scope in the contract where they can um actually go out and subcontract this roof uh also the 3.2 million that Quinn Evans said would be the permanent roof um after we put this roof on I would like a timeline of what is snakes when I was there and I talked to um the contractor director that we have here um what was told to me is if they put this temporary roof on there there still was no more money so what

216would happen is that the windows would be boarded up the roof will be on so we'll wait until whatever happens with um I guess our legal aspect that we're going into or whether we'll get the money so what my question is where is the money to pay for this roof and we haven't had the tough conversation yet so I'm welcome in the conversation uh for the board as well as my community in second district um so first on some of the technical questions regarding the scope and whatnot I would have to confer with Miss Fox so I will do that and then follow up as for the money uh look the price of the roof or the permanent or the temporary um is well below what the ultimate insurance payout will be and so if

217necessary I have um discussed with the city the possibility of um in essence um giving us access to CIP funds early with the knowledge that we would then be able to pay it back with any insurance proceeds that came so that we're able to keep the project moving as as swiftly as possible um so I actually think the funds aren't the issue in terms of availability I think it's really one of what is the best use of the taxpayers money um and I think that argument can be made for both right the the permanent roof um is is more efficient use of money but it increases the risk of something catastrophic happening to the structure during the intervening months the temporary roof is um a use of funds that for something we will never get

218to reuse and so I understand the argument against it the flip side is it it keeps us um more exposed to the elements for a longer time period as for why we couldn't take this action earlier there are several reasons um but the main one is all of the debris removal Shoring and all the work that's been going on has to happen before the roof uh is is placed so that's the the timeline question but again this is a tough one I I I see the arguments on on both sides and um yeah happy happy to to proceed as the board desires I have a follow-up Mr cameras on that you said that this city will give us our CPI funds early and then it will be taken out of the insurance claim but we

219have no idea when we will receive what we need an insurance claim so are they going to give us the amount we need to complete the whole project to continue to build or are you just stating a roof and that's it and then we will build oh I guess like she was telling me board the windows up until we get enough money to continue the project so what what would that look like so I want to clarify there's there's no formal agreements or anything this is just a initial conversations uh that I've had uh with the city about helping us keep the project moving as a reminder come July 1 the city has allocated 200 million dollars for school construction um and so obviously that is primarily for width and the new Technical Center but

220there are funds that can be used and then once we get insurance money we can Journal back against those CIP dollars all that to say the roof is not a concern of mine in terms of financing it's well below what our ultimate insurance payout would be even the the minimum payout that the insurance company has already articulated so um again I I don't see the funding as the issue I think this is really just a question of um which path do we want to take um given the pros and cons of of the two options well I don't think that we will want to spend that type of money on a temporary we will probably want to build a a permanent roof we're going to do 500 and some half a million dollars why wouldn't

221we do a permanent roof yeah the the downside of going straight to permanent is the building will remain exposed to the elements rain snow ice wind whatever probably until July July that's how long it's going to take to do the permanent roof so that's that's the trade-off and I can't look in the eye and say there's not going to be a tornado or Nor'easter or bad ice storm or something that's gonna affect the building and end up costing us a lot more money down the road so it this is a tough one I don't think there's any good answer here and um I understand both sides Mr yeah thank you sir and I want to acknowledge the trade-off and respect the shared interest and expediency relevant to erecting a shelter over the roof but like

222my colleague I can't in good conscious invest nearly 600 Grand in a in a shelter a roof that will only tear down uh it's kind of akin to when the city paves a road and then rips it up only a couple months later to install uh some new gas line so I would uh I would propose instead that we begin immediately an acknowledgment that it would likely be late spring perhaps prayerfully before summer but I would propose instead that we would invest in the 3.2 million dollars for the for the permanent roof I am prepared to make a motion there to unless it's the will of my colleague from the second to do so accordingly I Believe Miss Rizzy wanted to make a comment if you don't mind now I just have a couple of

223questions so this is not a financial discussion at all well besides the fact that the roof is 500 the temporary roof is five hundred thousand dollars I mean we have the funds either way I I believe we will be able to finance this one way or the other it is Financial in the sense that right we would be spending money on a temporary structure that we would then we would then not have any use for and then the city money you're referencing is that um some of that due to the federal increase in CIP dollars that schools were awarded no that is in the city's Capital plan um announced uh gosh probably a a year or so ago um so um yeah and and that's in their budget but we are getting some more federal

224funds for CIP isn't that correct well we did get some additional funds for like maintenance security CIP we've allocated most of that towards a lot of the upgrades that Miss udasco spoke of earlier I think that our last meeting a lot of the security upgrades like intercoms and the swipe cards and all those things um but again uh I don't think the financing of this is the issue I think it's just which we feel is the best use of the taxpayers dollars Mr cameras Mr Young absent more deliberation uh I would move for my colleague's consideration that we proceed relevant to correcting a permanent structure that's been identified by the administration 3.2 million dollars second the motion was made by Mr Young to move forward with the permanent roof option and seconded by Mrs White

225any discussion I have a discussion Mrs White um with the permanent roof and this timeline that I'm seeing 30 to 35 weeks how was how was that uh how did that come about if we're going to put out bids and can we get that expedited uh those weeks I would have to confer with Miss Fox I believe some of it has to do with lead time for steel beams uh which are in short supply right now okay still we haven't been out yet so I'm just trying to figure out where these timelines I think that was an estimate based on uh her and Quinn Evans knowledge of the market and what lead times look like at this point certainly we would work to squeeze any time savings out of that that we possibly could um

226but I do think those lead times are are significant so after this roof is put on will we continue to work the project and when we still be able to uh Virginia core to uh because I thought they were waiting for beards from us to complete the project I thought that was what their thing is now waiting for the bids from us well we needed to determine the course of action as I believe we may be doing tonight and then um Quinn Evans can begin the work of creating the engineering plans for the permanent roof and then put it out to bid okay um might I ask what the if there's a motion on the floor if someone could could you repeat the motion Mr Young I will try uh yes ma'am I moved that

227the school board authorized the erection of a permanent roof at Fox Elementary uh relevant to the administration's cost estimate of 3.2 million dollars so the motion is to not move forward with a temporary move but to move forward with the permanent solution [Music] and Miss White seconded okay great um are we ready for vote roll call please Miss door Miss White yes Miss Gibson yes Mr Young all right Mr Rizzy yes Dr Harris Muhammad yes Miss Burke yes Miss page Mr Jones Ocean passes right thank you so we are now at item and we're all eager to go home I know uh 6.03 received Staffing update given the hour um I'm happy to take any questions that anybody has based on the presentation Mr Young no questions and I will be brief because it is

228late but I do want to point out and because there was some conversation in the public comment relevant to that really invaluable data obtained via the faculty staff family student survey but I'm prepared to say if perhaps not correlated there is uh very it's very interesting to note at the risk of making some of our CEOs less than pleased with me some of the buildings where we continue to experience a high vacancy uh rate pertinent to teachers um we saw some of the same buildings experience very low satisfaction numbers among their faculty and and staff so uh uh we have talked about that as a as a board uh I'm not I don't need to talk about that this evening but we'll continue to talk about that as a board and that can be offline

229Ms door um this is not related to Staffing but um Mr cameras what was the Urgent item on the agenda for stuffing no you said that when miss Page said that uh fox fox yeah so that was it there's no other urgent items um we have uh the social emotional contracts that are up for action and Personnel actions but that's it um Madame Vice chair I um motion that we um defer items 6.04 6.05 8.01 to a future meeting and end this meeting with 7.01 7.02 second it's been moved and seconded to amend the agenda could you repeat yeah um to remove a strike from the agenda item 6.04 6.05 8.01 and 9 from the agenda so 6.05 had already been removed from the agenda perfect um okay it's been moved and seconded to amend

230the agenda as she noted Dr Harris Muhammad has a statement Dr Harris Muhammad yes ma'am I have a funding request for one of my schools that I think they need before December the 5th because of um activities for um their students I I'd be happy to make a friendly Amendment if it's okay with Miss Jones to keep 8.01 so the motion as is to defer item 6.04 and item nine and item 10 from the agenda roll call vote Miss door yes Miss White yes Miss Gibson yes Mr Young aye Ms Rizzy yes Dr Harris Muhammad yes Miss Burke yes Miss page yes Miss Jones yes motion passes thank you um any other board members have items for discussing related to item uh related to the Staffing update miss page this is not related to the

231Staffing update but as we move forward this is back um um towards the agenda as we um plan future agendas and I'm not saying it's not happening but also we need to look at each topic and kind of engage the estimate time because we would never be able to meet what we agreed to in our um board Norms let's stay let's so that we can get out this evening let's stay on topics thank you I want to make that clear thank you thank you okay um so if there's no other items related to the Staffing update um I I do want to express uh concern about the number of Staff members that have left in the middle of the Year this year um we have heard from parents in terms of of Holton elementary school

232that's in my district I can say where my son attends school he's lost teachers in the middle of the year every single year um since he's been at the school um I am I have some concern about the number of employees that are on active FMLA um and to be frank I have heard uh considerable amount of uh concerns from staff members who are feeling like the culture of working in their buildings is um is is not ideal and so I uh I urge the administration to look at that problem and um you know acknowledge it and look for ways to address it because we cannot afford to continue to lead teachers and staff members the way that we have been okay so we are now on item 7.01 received for Action the Personnel actions

233good evening we bring to you the nomination of 35 employees the change of contract of 41 employees the resignation of 32 employees the termination of three employees the retirement of three employees change of name of 11 employees and the furlough of one employee Madam chair had moved for adoption of personnel report as presented by the administration second it's been moved by Mr Young And seconded by Miss door any discussion I heard okay seconded by Miss Jones is there any discussion roll call vote Ms store Miss White yes Gibson abstain Mr Young aye Miss Rizzy yes Dr Harris Muhammad yes Miss Burke yes Miss page Miss Jones motion passes thank you thank you and we are are we now on item 7.02 received for Action contracts over 250 thousand dollars good evening oh sorry I don't

234want to interrupt with Angie Jones congratulations on your big award by the way but uh we did hear a outstanding report from her last time out I'm prepared to move for adoption of all three of seconds three yes uh all three of the contracts as presented by the administration second it's been moved and seconded to approve the uh contracts over 250 000 discussion Miss White yes hi Miss Jones thank you for your presentation last week but I do have a question um and this may not be um it's not in for this vote dealing with your mental health Partnerships [Music] um I would like to see that they're included at least one of them um and we developed some type of cohort from each side of town and when we put one of your mental

235health Partnerships in there so when we actually go to different uh places that is in need to assessed we have someone there that can help us with the Mental Health Partnership um and also with that I would also like I thought it was on the agenda tonight I would all I also like to see the redirection of the climate and culture control I mean culture with the engagement team to add that in somewhere with some of their people because I think that you are short very short of people when it comes to um assessing different areas that we have and we have went to I've seen a shortage there so I would like to don't know if this is in your contract but I would like to see that where the mental health Partnerships do

236come and help us with different events and four different events and we do have a lot of vigils that I don't see anyone there and we do have students out there that needs help at that time so I would like to see that if we're going to deal with mental health that we at least have someone there to provide that service for us thank you thank you Miss White Miss Jones thank you happy really breathe I just had a quick request I wanted to know if it was possible with the um what's the contract uh not Child Savers but the other uh CIS um is it possible if we can get a breakdown of like how many case managers are like at what school and what they actually I mean I saw in there where

237they offer services but I guess what I'm asking is for like certain schools that may have more of a high need I'm just wondering if is it like one per school or some schools have two three whatever so you can provide that later and I just wanted to add really quickly to the topic I know we're coming up on the budget I'll set it over but when we are asking um about requests between the office of Engagement and the culture and climate um office I think that those are two key areas but I also would like for us to ensure like we do with other um positions that we look at all of those Liaisons their positions because we don't want to just be putting people in positions that one they may or may not

238be qualified for and then we're talking about highly trauma um informed areas and so so we need to just make sure that people are qualified so if we're going to move people I think we also should do the same due diligence of understanding their skill sets how long they've been working and what trauma informed experience they do have thank you Miss Jones roll call vote Mr yes Miss White yes Miss Gibson yes Mr Young all right Miss Rizzy yes Dr Harris Muhammad yes Miss Burke yes Miss page Miss Jones yes motion passes thank you thank you so do we have announcements or have we cut the we just have 8.01 oh wait we do have I'm sorry we're going to be doing first date uh 8.01 receive for Action board travel and District activity requests

239Madam Vice chair I motion that we approve the consent agenda we need to read into the record what those requests are before we take a vote so what we have tonight miss Burke is asking for a thousand dollar donation for the Armstrong High School senior trip and Dr Harris Muhammad is requesting 300 for the MLK Middle School student activity fund it's been uh moved by Ms door and seconded by miss Page miss Page any discussion then thirded roll call vote Miss door yes Miss White yes Miss Gibson yes Mr Young abstain Miss Rizzy yes Dr Harris Muhammad yes Miss Burke yes Miss page Miss Jones motion passes okay item 11 uh announcements Miss Jones just want to shout out the River City um co-ed soccer team for winning the championship tonight and the girls basketball

240team who was undefeated all season for they didn't win the championship um the girls basketball team but they played really really well so shout out thank you any other announcements board members okay yes happy holidays to all Thanksgiving good night are we adjourned we are now adjourned thank you
