009Governor yonkin's recent directives regarding transgender students these shameful directives served a heightened the stigma based by transgender of students inevitably will result in more students being not allowed to be themselves while at school as well as increase the number of students in serious crisis including possibly dropping out of school and risk of self-harm I appreciate the superintendent's clear statement on this matter over the weekend I hope the board will consider making a statement tonight and also consider joining any legal challenges to these directives and also support student teacher and staff activism in opposition to this attempt to take our community backward second as the member of the education Committee of the league of United Latin American citizens I'm speaking to urge you to please act tonight to set a motion the commission on the status
010Latino students and RPS that has put forward well we appreciate the school board's vote on this matter last month it is past time to get this work off the ground the Sol test score was released last month offer further evidence of what we already knew the academic progress of Latino and English learner students at RPS need urgent and sustained attention Pass rates and especially graduation rates for Latino students has substantially trailed other racial and ethnic groups and RPS for many years and outcomes for Latino students substantially trailed those for Latino students both in our neighboring counties and Statewide over the time period 2017-2021 the on-time graduation rate for Latino students and RPS averaged 42 percent per year compared to an 82 percent average annual graduation rate for Latino students Statewide clearly these are challenges that
011need specific attention because Latino students now account for nearly 23 percent of all RPS students it's inconceivable their RPS could meet its state mandated goal of reaching full accreditation and all our schools without identifying and tackling these challenges further a robust Community engagement process likely will yield numerous opportunities for policy changes and program Investments to benefit not only Latino students but all English Learners and all RPI students more generally lulac has put forth ambitious but feasible timeline to move this issue forward with the urgency it deserves there is no time to lose especially if we are to identify quick wins and priorities for investments in next year's budget both of which are important to build confidence in the process hope the entire board acts to move forward tonight with enthusiasm to identify the board members
012who will be involved in this process and to name a community co-chair so that this vital work can begin again there's not a moment to lose 30. thank you for your consideration and for your support thank you Dr Williams Williamson greetings superintendent cameras and honorable school board members Dr oh my name is Obama Seymour um and I'm with the Richmond region lulac speaking tonight as an individual um Dr Harris Muhammad and school board members it's with great honor and pride that I take this opportunity to thank you for adopting The lulac Proposal on August 15th to establish the commission on the status of Latinos and English Learners this is your voice letting the community know that your willingness and obligation to invest in all students for that I applaud you all please note item 5.3
013is written as the Latino task force I want to emphasize that the proposal was intentional with including all English learners all Learners who represent multiple language backgrounds from Arabic to Zulu and all in between I also ask you to proceed with the commission as presented and with the urgency as outlined by the timeline set forth in The Proposal data recently released by the Department of Education Virginia Department of Education tells us the urgency is real I also ask you to consider this commission a top priority and align yourselves with the Immigrant migrant Refugee and linguistically diverse communities we cannot continue to cast any student into the shadows of Institute institutionalized inequities once again thank you for recognizing the immediate need for the beginning of overdue courageous Community conversations and Revelations about this the reality of
014education for Latinos and language Learners English Learners in RPS with the purpose of supporting real-time solutions for their academic success again thank you thank you good evening superintendent comras and RPS School Board my name is Rachel Gomez and I am a faculty at VCU School of Education and I am uh representing uh today the president of Richmond Regent lulac I don't have a lot more to say that I haven't said in the last two meetings that I have attended um I just would like to say that I of course I'm in support of what my colleagues have said today in regard to moving forward with urgency a commission on the status of Latino and ell students and also I am hoping that the school board will make a comment on the on the very uh
015just extremely um hateful right legislation that our governor is putting forward um that will cause students who are carrying marginalized identities and especially those with transgender identities um so much harm and as a school as a school board um I believe that you all care about the students or you wouldn't be in this position all students right and and especially supporting their right to their authentic identity I just also want to say that we are excited to move forward with Dialogue on how this commission is going to take form we have done a lot of work in providing the school board and superintendent with a comprehensive proposal on on how we would like this to proceed with so much detail and we are looking forward to uh the opportunity to have dialogue to these ends
016I appreciate you listening to us tonight and I do look forward to getting to work thank you thank you for everyone who came out to speak thank you for to everyone who came out to speak this evening is there anyone else here that would like to speak before we move forward you can come on down and so you're going to sign your name on a clipboard um and let us know who you are before you speak thank you foreign good evening my name is Roberta young Jackson and I'm here with my daughter Olivia Jackson and my granddaughter Kailyn Louise Johnson and I'm here to thank Dr Shonda Harris Muhammad for the help that she has helped us to get my granddaughter enrolled in Richmond Public Schools I called her two days ago and I was
017able to get some immediate action solved in two days that we haven't been able to do in two months thank you very much good evening everyone my name is Amaya Williams and I'm a student attending George with high school however lately I'm sorry what's your name again baby Amaya Williams can you spell Amaya a-m-y-a Williams yes ma'am thank you may I continue already however laylee has been feeling like much of a high school restrictions including lunch in classrooms bus escorts security escorts to the bathroom and bathroom schedules takes away most of the high school experience it's true that school is about learning but it's hard to learn when you're hungry shaking from holding your bladder and full of build up energy starting with lunch in the classroom the plaque the process slows down lunch time
018causing students to miss most of their last period some of my classmates doesn't leave lunch until after instruction causing low test scores low performance in addition to that the teachers has to stop instructing to catch up students who are late lunch is the only time students are able to mingle be stress-free put something on their stomachs and let out built up energy I understand the significance of limiting movement when there is a safety issue however however there are when there are 1300 students are held in classrooms for eight hours straight and then release the outcome could be worse than eight hours I'm sorry it's dark the outcome could be worse than eight hours of build up energy causes more reaction than any security team can handle give us our lunch and let us enjoy our
01930 minutes of Freedom our teachers are not all modern monitors neither are they security guards my point is that we need more staff thank you so much and Mr Amaya Miss hodasco is right here she's our chief of staff and superintendent designated you want to just have a moment exchange your name and number she she will she's very responsive she'll reach out to you okay thank you good evening all my name is nerily Suarez I teach at George with and I am a resident of the eighth District before I bring forth my concerns today I like to give a big shout out of appreciation for the administrative team at George with and our csas they have been tirelessly working around the clock to ensure that daily operations are running as smoothly as possible but their
020hands are tied today I'd like to raise awareness regarding the unsafe conditions at George with that George with is currently operating under we have 117 doors on the first floor alone 37 classrooms five hallways second floor 35 classrooms six stairwells our student enrollment is currently at 1200 and we have over 200 staff members our building's Max Capacity is 1400. in your emails you will find video clips of a massive fight that took place at width on Friday I received these videos from a parent with from a parent why don't we have more csas now before we talk about the shortage of staff why why weren't there bonuses offers offered for csas if we are really that short with csas or does security only affect certain schools we currently have five csas in that large building
021and I was told that a six will join us on the 26th of this month in the path with has had eight csas we know that all schools at RPS are diverse but because I work here and I live in the south side I understand that our students are unique my community experiences a myriad of interrelated stressors outside of school that creates a complex environment for students growth and development these lived experiences are unconsciously carried by carried by students through the doors of George with which is not equipped with enough Personnel five csas to be exact to maintain a safe learning environment for all of our students I have been unable to find written documentation regarding the amount of csas assigned to each school what is this number based on and why is this not
022in writing then you wonder why we can't keep staff at width it is not only our staff absenteeism that is a concern but more than anything our students are our absent quite often I spoke to a parent today who says she did not send her daughter to school because she is scared we we had students taken away on stretchers on Friday we what are we doing about this what are you doing about this if we had a justifiable number of csas Not only would students and staff not be traumatized and scared to come to the building but it is fair to argue that Friday's event would have been minimized thank you so much for your time I hope this matter is taken seriously thank you before we move on is anyone else here that would
023like to speak to the school board is there anyone else here that would like to speak to the school board is there anyone else here that would like to speak to the school board thank you so much for everyone who came out to speak with us this evening we're moving on with our agenda thank you we're going to receive a financial update from Mr Gary Preston Mr Gary Preston I was looking to see if he was oh yeah I'm making it thank you how are you I am awesome you're yes sir I made it so um greetings everyone thank you for having me I want to say um this is my first RPS school board meeting I'm very thankful to be here um I have a short update with forthcoming documentation coming from the accounting
024firm I I received it I didn't get the chance to prove it and I want to make sure it's right accurate and can you hear me um write accurate and uh reliable before I provided to you so as a um as an update financially on the 501c3 side reporter director's side currently we have 000 and 594 dollars in our Atlantic Union bank accounts um with 162 000 in our Reserve account which is funded mostly by private donations fundraisers and all the other activities that occur at uh Patrick Henry in a fundraising capacity and we have sorry 1400 in our operational account our goal is to have that at twenty one hundred dollars per month so after today's meeting I will chew it up and again the numbers will still be the same but it will
025be a transfer from the reserve account to the operational account um I'm pleased to announce that we have just received our drawings for the third floor construction and um so we're not underway in construction we are now pursuing the methods to be able to receive beds for it um that uh I would say that concludes my report are there any questions from the war thank you so much Mr Young not a question but I just want to convey my gratitude Mr Preston the entirety team over at Patrick Henry I'm super excited about the third floor and what that'll mean relevant to moving students inside and an opportunity to reduce your operating expenses uh colleagues Patrick Henry operates four four trailers not mistaken and a significant expenditure annual expenditure so relevant to what it'll do for
026the culture in the building but also to your bottom line it's a big deal so congratulations on the next step forward keep doing awesome work at Patrick Henry well thank you um I appreciate your kind words and everyone and welcome the school year has begun I'm excited um if you need anything um email me Gary that President Patrick emerycharter school.org I'm here um thank you thank you so much for being here thank you for all the work that you do we're looking forward to our continued partnership next we will have an Financial excuse me we'll have an update from the RPS Foundation foreign good evening superintendent cameras members of the school board my name is Tai teke and I am the executive director of the Education Foundation I will give it a moment for our
027slides to come up um and as they do uh we are going to cover just a few things this evening uh that outlines some of the work that's been going on and some of the work that is coming down the pipe in the near future so hopefully this will give you an update on our activity the plan is for the foundation to provide uh recurring quarterly reports on an ongoing basis moving forward so that you guys are getting these updates on a more regular basis um if we can move on to the next slide all right so the first thing we'll talk about is the fox uh fire fund um this fund was created as a restricted and designated fund when the fire occurred to receive the donations that were coming in uh from the
028public and from other parties that were interested in supporting the students and teachers of fox when the fire occurred as a quick refresher I do want to kind of give some overview of how we've approached the fund uh since this is the first time probably that we've shared this in a public setting we set up a few basic goals one was to make sure that students had what they needed to learn regardless of where they were whether that was at First Baptist and now at Clark Springs we also wanted to hold teachers harmless to make sure that they had the things they needed um one that has been an ongoing piece that's very important is to balance the good stewardship of the funds with efficiency and a bias for Action so we have an accountability
029to the community we have an accountability to our donors uh we have an accountability to all of you and we want to make sure that we can always maintain that stewardship but at the same time we don't want to mire the fund in bureaucratic process that makes it hard to be responsive to the requests as they're coming in to us and finally we wanted to be able to fill the gaps and we know that there are things that the FI that other sources weren't going to be able to pay for whether those were regular RPS budgeted items or insurance money or anything else we knew that there would be gaps that would be left in that process and that was where we wanted the fund to plug in uh as it was going uh next
030slide please so here's the criteria that we have used to make our decisions as they've come before us as the requests have come before us um and I will say these criteria have been um they've provided served as guidelines for us and we have stuck to them but they're also not intended to be so rigid that we can't respond to needs as they arise um but I will uh just say that the kind of the balance has been um trying to respond to urgency while also allowing the process to work itself out whether that's the RPS budgeting process uh the insurance claims and things like that there are probably some things that we have um funded as requests that ultimately uh would have been picked up by insurance if we had waited all the time
031that it would take for insurance to pay out but we don't know that that is a guarantee and we don't know when that's going to happen so we have chosen just to take care of them as quickly as possible when we can next slide please one of the other things that was important to us was making sure that we had a group of stakeholders who could speak to the requests that were coming into us uh from different perspectives so you'll see listed in the presentation the people that we have involved Ms Jacobs from Fox is on our committee uh Kristen Harrison who's a member of the PTA and that has given us a really great dialogue with the PTA that we didn't have prior to the fire honestly as some of these requests have come
032in we've been able to ask them and talk to them about what they can take care of through their process and what we can take care of through ours uh myself uh my board chair David Mills he's also a fox parent and then miss sudasko uh has spoken on behalf of the admin to provide a perspective of what RPS is looking at as they're going through the process and where they need us to plug in what they can take care of that the fund doesn't have to take care of and vice versa all right so the money the part that everyone probably wish I hit first um we have uh roughly 286 thousand dollars that have come in and I have the word raised up there and it's a little bit of a misnomer we
033have not been out soliciting donations or asking for money we have responded to donors who have expressed an interest in supporting Fox um and that's an important thing to call out because uh the foundation in general does not raise money for an individual school we look across the district and this is honestly still in line with that we were there to be the 501c3 nonprofit agency of record um whether it was our local donors or the community donors giving through our website or even we had Toyota reached out to us when they were in town for the Nascar race and wanted to do something and very specifically wanted it to be for Fox so we facilitated that gift but we were not out there asking for those gifts by any means um of the 286
034raised uh we have spent roughly 71 000 um and that has spent it started pretty much when uh teachers were moving into First Baptist and has continued uh through today um and we will continue to do that and that leaves us roughly two hundred thousand dollars remaining um I do want to note that we on purpose have tried to spread this money over time and create tranches of funding that are based on kind of the timing of the students moving into First Baptist the students moving into Clark Springs with the ultimate goal of making sure that we still have some money left when they return to Fox so that we can meet whatever requests and needs come up during that time because we anticipate that there will be things that are gaps that we can
035support so we're not trying to spend this as fast as we can it's quite the opposite we have actually thought through the timing and kind of the amounts for each phase that we've looked at and are kind of spending along that plan and we are pretty much along what we had anticipated with that in mind um and we will continue to to respond to teacher requests as they come in uh through we have a online Google form set up for them to submit requests to us it allows us to respond to those so that will be an ongoing thing but our goal is to make sure that we still have funds um left when we get to the point where students are returning to Fox I actually called our partners over at the Community Foundation
036while this happened and now and I just asked their advice kind of what they learned from their covid fund um and that was one of the the recurring pieces of advice that I received was to make sure that you spread it over time all right next slide all right moving off of fox a little bit and looking at some of the other things we're working on um as a quick refresher there are three priority areas for the foundation based on our work with the superintendent and his team to identify these as derivatives of the dreams for RPS strategic plan um passion for teaching which is retaining and recruiting high quality talent in the school district passion for learning which is our theme to middle and high schools and passion for reading which is our literacy
037with a heavy focus on making sure that students are on grade level at the end of third grade uh passion for teaching uh here are a couple things we have going on right now um the RVA men teach convening I've been working with Roddy Robinson to make sure that we have an event where we can bring together our teachers and perhaps some interested teachers in the spring of we will also be running a recruiting campaign we've been working with West Cary group to develop a digital recruiting campaign that will hit major metropolitan areas up and down the East Coast starting in the winter of 2023 to with the goal of reaching teachers experienced teachers who are not necessarily here in Richmond but that might be interested in moving to Richmond um and then uh catching
038up on the fact that we have not been able to celebrate our teachers of the year and other administrators of the year uh for the past couple years uh there will be a celebration coming soon let's look at passion for learning uh passion for learning we had a big win on this one um and we have a three-year Grant 250 000 a year um that is uh designated to support the development of the programming and content and design of our stem and our Fine Arts High Schools as part of the passion for learning initiative so that actually uh just hit our account last week I think so um so we are going to be able to start work on that soon and finally passion for reading um I will note on passion for reading um
039we the way that our the way that these three priorities are laid out there's actually um focuses for each year over a five-year period so last year uh passion for reading was not the top Focus which is why there isn't as much money that has uh that has flowed into that Focus but here's just a few things that are going on in there home libraries we've actually funded some of the uh book vending machines that are into schools and the contents of those book vending machines we had done a retrofit of the lit limo right before uh we lost it but we are working with uh Judy Dyckman to kind of Identify some Alternatives with that and then we have some money that has come in for literacy that we are yet to tag to
040anything and then lastly uh just a few things outside of those three priorities if we can go to that next slide um we had two hundred and thirty thousand dollars transferred to us uh from our actually from the Community Foundation um who was administering our our ha's scholarship programs for students who live in public housing and now we administer that as part of our ongoing scholarship program that we do which is usually roughly twenty thousand dollars a year so this money will be spent over time uh we're actually looking to figure out how we can invest it and maybe stretch it out a little further um but uh it is a an important continuation of our scholarship work um and we're very excited to be a partner in that and very excited that they were
041willing to trust us with that elementary school music programming there's always uh little initiatives going on this actually stemmed out of the Foxfire a group of people were interested in supporting other schools in RPS and um so they did a benefit at the broadberry and I raised fifteen thousand dollars coming up this Saturday I will plug the East End Festival which is right around the corner it will be Saturday uh from noon till nine at Henry Marsh Elementary it's a celebration of a whole bunch of local musicians some of our students will be performing there's a mural that's going into Henry Marsh at the time and that event is a partnership of a variety of stakeholders and the proceeds from that will also provide music and arts funding inside our schools so we're pro we're
042on track to see about fifty thousand dollars from that it has funded in the past pottering Kilns in seven different schools which are I want to say like six thousand dollars a piece um the dance floor at Armstrong High School a whole bunch of instruments and a variety of other things and finally we started doing earlier this year the honoring the memory fund which provides support to the families of RPS students who die while they are RPS students so to date we have supported two families we provided gift cards and then we also provided a thousand dollars towards funeral costs for one of those families and that is an ongoing collaboration with Angela Jones in her office to identify the families as it comes up and make sure that we get the the resources to
043them as soon as we can all right uh I'll stop for questions thank you are there any questions for Mr Thomas Burke and then Miss White thank you madam chair and thank you so very much for an excellent report it's great to see everything broken down I have one question regarding the other highlights under the rrha scholarships so that is in addition to what rrha does through the Community Foundation this is a totally different we we've taken over that program they didn't want to deal with the administration of it and we are also well positioned to identify students and make sure that it all comes together so very much I usually attend so thank you that's great to hear yeah thank you so much I know our children benefit greatly from that so I'm glad
044to hear that thank you Miss White thank you madam chair thank you Mr Topeka for this well-informed uh presentation but I have two questions one was about the irh scholarship is that a yearly scholarship with the entire amount used and if so how many students is normally given a scholarship and my second question would be for the passion for reading you have seven thousand dollars that is undesonated um could that be also used for tutoring possibly so I'll take the RHA one first um that the way that that program works is they do four-year scholarships that are based on the students ongoing um attendance at whatever school they start at uh and so in a given year there are probably a dozen students who are either um you know actively receiving it and we've uh
045we've talked about possibly increasing that number it'll kind of depend on on what the the right number looks like in terms of identifying them and how long we want to stretch this money um but uh it's it's a it's a rolling uh group of people um on the second question please remind me I answered it first in the time the seven thousand seven thousand thank you um so it is tied to literacy right now and um we have uh we have a the ability for people on our website to make just gifts towards literacy so there is um uh the flexibility to do a variety of things with it um I have a feeling that we'll need it to probably support lit limo but you know we're always open to discussion of you know uses
046and needs thank you Miss Frenzy thank you madam chair and thank you Mr Taki for your presentation um did I say it right I always get it wrong okay it's tepki with no oh but I'll answer it okay anything close I will remember um so my question is first for the passion for learning the 250 000 that you get this year um do you have plans do you have like um ideas for where that will go and then my other question is related to the rrha money you you talk about stretching it is this a yearly fund or is it limited you know towards it a one-time I'm just wondering about how that's working so on passion for learning um there is a detailed grant that we wrote that will kind of limit the scope
047of where that focus is in terms of supporting those two schools that I mentioned and generally speaking the activities that are going on that that we can cover the next step now that that is is locked in is working with the administration to kind of drill that down into the actual activity that will happen and and kind of make the grant stuff into a what's happening on the ground Focus um for the rrha money that was a one-time transfer uh and it was truly they were kind of getting out of the business for lack of a better and um and so um we do not anticipate it renewing but there's been a couple comments here and there that maybe we could you know get some influxes from from um Federal money or government money in
048general uh but I I'm not operating with the UN you know with any intent of uh of refreshing it at this time thank you Mr Ty I have a couple of questions the first one is what funds of any has been distributed to hire any Richmond Public Schools staff full-time or part-time of the foundations money yes none okay thank you the second question can the RPS Foundation provide a detailed itemized list for the twenty five thousand dollars RBA for men teach and the fifty thousand dollar for the teach of the Year celebration like what what is happening what is going on the expenses and things like that so on our side those are just um they're designations of the money okay the the budgets are owned by the RPS staff that are implementing each of
049those activities okay so in that you know we work at kind of the the macro level of it and um but we can we can work with with admin to get those things I have a quick follow-up so in hearing that are you saying that the foundation does not um discuss review or um review the activities or what whatever the funds are used for you're just over I'm not clear no no no I understand what you're asking okay um no I'm not I'm not saying that I'm saying that the detail like where those budgets are right now sure I don't own those because I only see them way back when when the need was expressed and then we go get the money for it okay and then we we kind of move on to the
050next thing that we're supposed to go get money for okay last question because I had a part to that but since you don't own the detailed budgets and explanation you can't answer the part B to that so um Can can you explain or someone explain if you know what phase we're in for the stem Labs I saw that there was a budget for that what phase are we in is it in every Middle School is it going to continue to be funded those are two different questions thank you and that particular one I cannot speak to thank you I'm sorry you're fine thank you any other questions board members thank you Mr Ty we appreciate you of course thank you all so much for having me absolutely next board members we're going to discuss the
051Moore Street and 13 acres boundaries um so I'm gonna um asthma cedesco if it's okay with Mr cameras and to lead us in in this discussion board members may have questions um and then this was a topic that this was information that was with the vacant property committee I believe so Mr Young I know I have you on standby to help us um talk through think through and guide us through this discussion thank you it doesn't matter who goes first just help us understand where we are thank you good evening um so I would like to make sure direct your attention to the two attachments on board docs they're basically the same letter but it'll be important to look at the final paragraph in that letter so maybe about a year and a half ago
052the board opted through the work of the vacant property committee to Surplus both the Moore Street property and the 13 acres building which is next to Holton at that time also specific to the Moore Street property there had been some preliminary conversations with VCU about interest in the property and so at that time the there was also a quit claim deed done for the morristry property however in order for us to close out those efforts we needed to draw the boundaries of where the property began and ended and that's where things got complex and what these two letters outline so the surveyors indicated that there would be a significant challenge to draw the boundaries on these properties given their proximity to the school building and the interconnectability of many features of the building and so
053they do not believe that it is possible to based on the state of the property as well as the existing building to complete the boundary line drawing the subdivision of the property until quite a number of things are addressed and so what their recommendation is is to enter an agreement with the city such that the city could put the property up for sale so the use type could be determined and once the use type of the building is determined who will buy it that will then Define the subdivision so for example certain types of buildings need a certain number of parking spaces or certain distance from our schools and others need different types of those things and so um by finding a buyer and or user for the property then you could negotiate and execute
054a proper subdivision based on on that specific property use and they make the same recommendation for 13 acres so we wanted to bring that conversation to the board to determine if you wished to have the City attorney draft an mou between the city and RPS to transfer operations and allow for the properties to go on the market for sale in order to move forward but we're not making a recommendation we're just bringing it for discussion yes ma'am thank you Miss White thank you madam Chia um yes I would like for mou for um to be agreement with um Moore Street but I also would like to um make a motion and I do want to note Miss White that there is a letter for both Moore Street and 13 acres so I'm not sure if
055we're bifurcating the conversation um or if the board wants to think about the two properties separately well I would like to make my motion based on the property of Moore Street which resides in the second district that's why go ahead um Madam clerk you ready as best I can yes me too Madam attorney can you thank you Miss White I move that Richmond Public School Board to remove Moore Street School from the Surplus list also that Richmond Public School Board would pass the quit claim deed the property will be transferred the property will transfer ownership to the city of Richmond from Richmond Public Schools immediately second Miss White King it was moved by Miss White seconded by Miss Burke Miss White can you repeat it one more time thank you I'm so sorry man I'm
056Sorry Miss Lily I believe both of those things have already occurred so the motion I actually don't think is necessary we have Surplus the building and we have done a quit claim deed the issue is we can't take the final step of drawing the subdivision so the only remaining piece so what you just motioned already done what needs to happen is either in the letter if we're just looking at Moore Street there are seven things that we would need to do in order to draw boundaries or we need to move forward with an mou with the city to allow them to put the building up for sale and then once the purchaser is determined that will allow us to draw the subdivision so thankfully two steps already done ready for the next one yes and
057before Mr Young before you speak hold on Miss White Miss Lily I was just going to make sure that everybody is clear that the issue here as Mrs hudesco already mentioned we've already done those two steps but the reason why we can't move forward is because just like any you know you're purchasing a home or anything the purchaser will need clean title in order for you all to the city ultimately who would sell the property or to find another use for that particular property as the owner would need to give that person a clean title which would describe the property very precisely as to the meets and Bounds and and that prop piece of property right now because they're connected that is impossible to do and so while the Surplus has been done the quick
058claim deeds you already have approved much later of course but it has been done what we're looking to do is solidify the property description of the quick claim deed so that then that can be turned over to the city and the city will know exactly um what they're giving away so to speak or or selling to the person I believe in the VPC Mr McCullen had already kind of talked about the city determining um and this has been many meetings ago determining the use or taking some time to determine the use for those for the two properties I'll bring it more broadly and then that informing the conversation between the schools and the city about what was going to be given back and so I think step one was the survey and this is a
059result of the survey so you know it kind of still needs to move forward from that motion as Mr deska was mentioned it's Mr Young yeah I think Michelle and Janelle said it well it's a it is a little admittedly a chicken or egg circumstance but uh to Janelle and Michelle's Point uh we're we're ready to proceed if it's the will of the boar with uh what Michelle introduced perhaps not as a recommendation but uh instead what Wiley and Wilson introduced as a as a recommendation and uh Madam chair I'd support uh their recommendation pertinent to both of those properties thank you Miss White so knowing that information are you willing are you considering to withdraw your motion and revise that motion to fit what the recommendation is I just want some clarity on how
060you would like to move forward I would like to uh withdraw that motion and make another motion yes ma'am let us know when you're ready I moved at Richmond Public School Board draft a mou between the city of Richmond and RPS from from Richmond from RPS would transfer the operations of the facility back to the city city and maintain ownership I'm sorry I'm reading this letter ownership of the prop property until such time that the city or the economic development office finds a buyer or user for the property okay that's a long motion so we're going to ask you to read it again because three people are trying to take notes and we have school board colleagues that are trying to process it as well so thank thank you for your patience thank you for
061repeating it so we can be clear on what the motion is Miss adesco I'll just note for Patrice it's the last paragraph in the letter um I will also note that that wall that may be our motion we also need the city to agree to that so you're you I think are expressing your intent but the first step is we also need to ask that the City attorney if that they would like to do this too that this would be um a partnership I have no necessary reason to believe that they wouldn't but I'm just naming we can't force them to do that but we would be asking um that they would like to enter this mou with us but we could still use the language in the final paragraph sure thank you that helps
062the exact language in that last paragraph in the letter so School Board colleagues I've heard an additional piece to this would we like to ask the City attorney would we like to approach the City attorney to see if the city would like to go into the mou with us does it make sense I'm putting this out there so we can we can think this through would you want to do that before the motion or have the motion carried out it I we was of course support what the um board the size I just want to be clear because I heard two different things miss renzie the miss Burke thank you madam chair so just to clarify what we are what what Ms White you're proposing is that um we retain ownership is that right and
063and until the city I I I just need to be able to explain to understand what it is what I'm saying is that uh that the their attorney and our attorney goes into a memorandum understanding and in those uh memorandum standards they decide who's going to maintain ownership of that property and all the other things that needs to be done and then between that that property will go to the city of Richmond so we can clear off our books because right now that property is um on our line budget for Carver Elementary and that needs to be removed because of Carver Elementary is also paying the electric and that building moisture it is a safety hazard is wet is damp and um if anything happens in that building for say a fire or something it
064can be caught on to uh Carver we're not liable or have insurance on that building so it needs to uh go back to the city since we have already did a quick claim deed so I'm not sure why we should have a hold up for a mou between the city and our attorney okay there may not be a hold up I just wanted to just name that stuff and and that was um important to know and before I give it to Ms Burke and then Miss Lily I just want the public to know that none of our schools pay for their own electricity award I just want to make that clear Carver is not paying electricity out of its school budget every School receives a budget I just confirmed with Mr Cameron's that's not how
065that process works but I understand what Miss White is saying but it's all when people hear something like that then they run with it and I I didn't want that to stand out there like that Miss Burke oh I'm sorry I had a follow-up um so um my other question is I thought I'd read somewhere that the community had some ideas for how that space could be used is that correct um and is there any way to steer or or have Community input in terms of who eventually assumes ownership I do believe that is correct uh Miss Rizzy uh there is a foundation that has been formed for uh that piece of property which is the Moore Street Foundation uh to ensure that a performance arts uh Center and they have spoken with the city
066attorney and that Foundation was waiting for the quit claim deed [Music] um now that we know that the quick things has been taken care of I'm moving forward to the next so again is there an agreement is this going to happen or could it be a case where this gets sold to someone else that is a decision made by the city it would be the city's decision um how the property is is used and that it you know goes up for sale yes and then once that user is the buyer is determined then there would be um property use definition and then with that property use definition so if it's a Performing Arts Center or a Child Care Center or an apartment whatever the different thing is then they can subdivide the the building for
067the seven different uh sort of barriers right now that are listed earlier in the letter to drawing the boundaries now and the same thing is happening at 13 acres so um I would like to also get clarity if the motion was for both properties uh or just one correct before Miss Gibson is Burkhead a follow-up Miss Burt thank you madam chair I just have a question for clarification reasons and I do support the motion that Mrs White placed before us and to Second it however my question is if we already and I do remember the meeting when we did put in place to Quick Claim Deed that property I guess this is a question for our attorney so now we've already given it to the city is that correct no the city has not formally
068taken that property back yet okay because of the issue with and that's all if I can take the opportunity to clarify as well the city um the process for the city in order to take back the formally take back or receive the properties that you Surplus they added the quick claim issue there was an issue with um VCU interest with VCU as Mr Desco mentioned some time ago that kind of accelerated that process and the quick claim Dean was done but the issue has always been for that particular property in order to properly subdivide it and provide an appropriate description in the quick claim deed which is just what it needs now we just need the property description to be settled is for it to be surveyed and subdivided and so the city is not
069going to necessarily formally receive that property back well I would caution you that they it would be it may be unlikely that they would receive it back formally before that action is taken so as Mr Young said it is like a chicken in the egg situation um because we need the description in order to have a formal quit claim deed so the if the the idea to consult with the city confer with them to see if they would be interested in entering some type of arrangement would probably be the best recommendation or best path to follow so that all of that can be ironed out um you know what we know what they require what they've said in the past that they required in order to formally receive the property now this is the hang
070up that we have as far as the description and so these are the things that have been suggested that we do and they need to get the use that will then inform the description thank you for explaining that um Miss Lily so I second the motion based upon what Miss White Mrs White just stated with the proper subdivision to be negotiated between the city and the school system I'm in agreement with that I think my I have a concern though moving forward and I hope this is something that will that will not sit on the table for much to come I hope that we can move expediently with this because we've been trying to work on this for Mr Young knows quite a few years so that's my only concern but I do second that
071motion gaming yes to revised motion yes ma'am Miss Gibson uh thank you madam chair um so my uh as it pertains to the the Moore Street project I'm you know excited about the the um property use that the community has discussed um and would would certainly support that um where I'm I'm stuck is like this isn't a matter that is with the city and respectfully our legal counsel has told us as it pertained to Arthur Ashe that there was a conflict of interest and so I'm I'm unsure why there would be a difference in representing us for this issue regardless of the explanation I I do think it's important that we have legal counsel that does not have a conflict of interest with the city um this and any other property it really you know
072involves money and um and so I you know I I sense that I might abstain from this I don't I mean we and I'm glad we're going to be talking about legal counselors this evening but this is something that we really need legal counsel in order to take uh an informed decision on where we go next thank you I'm sorry Mr Lily did you say may I may I yes yeah um and then miss door yes oh okay I was just going to say to this issue at this point there has been no conversation or question with respect to any litigation with respect to this particular item so this makes this item different however I will defer to the board's wishes as to how they are represented in this particular issue a conversation needs to
073be had regardless of who is at the table having that conversation about how you move forward what I've provided you tonight are the mechanics of basically the structure of how real estate transactions work and the city's process and what their process has been up to this date for receiving property back however I can remain on silent from this point forward as to any next steps you take foreign counsel to provide them with legal would provide you with legal counsel on this particular issue given the issue with the author ash center which was an issue which was probable litigation involved which is why the conflict arose um this is a different matter however I can understand and acknowledge and don't want to perpetuate any type of Confusion And so if the board wishes to um secure
074legal counsel on this particular matter to to help Shepherd them through that process of getting the mou with the city on this particular issue sure then certainly um that's the pleasure of the board okay thank you Miss door uh I was just going to ask Ms White if she would be willing to consider adding 13 acres to her motion so that we can kill two birds with one motion no I would not add 13 acres I went second district I'm looking at I know this property very well maybe Miss Gibson may want to talk about 13 acres but um I'm making my motion for second district got it um Madam chair I would like to make a follow-up motion for 13 acres comfortable them as white afterwards follow-up motion correct can we clean the can
075we make sure thank you for procedural purposes clean take care of one motion at a time so we do have a motion on the floor it was seconded so it's going to be followed through Madam clerk roll call vote please my store Miss White yes Miss Gibson abstain Mr Young aye Miss Rizzy yes Dr Harris Muhammad yes Miss Burke yes Miss page Miss Jones yes motion passes I'll contact the city thank you thank you Miss door you we're right here you said you had a motion I'll defer to Ms Gibson if she would like to make one first okay Miss Gibson um I'm not prepared to put a motion on the table for this one because of the issue with our legal counsel but then also I mean I've heard a lot of folks from
076the community that there's a lot of interest in ensuring you know what is going to happen to that property um and without some legal confidence that you know we're not going to end up um with something that the community doesn't support I don't feel comfortable moving forward with the motion at this time I'm I'm fine to defer to another meeting but I would like just like with um this prop all properties to just take Swift action to Ms Burke's point the vacant property commission meeting has been meeting for several years now so I would just request that we revisit it next meeting or as a meeting as expeditiously as possible thank you and just want the public to know we're not going to meet again and the school board colleagues know until the first Monday
077in October so um thank you we are now at to um our agenda item to discuss the Latino Community task force Miss Lily can you start that by reading the the motion that was made at our um August 15th school board meeting yes ma'am give me one second please yeah okay with four points okay um on August the 15th um action for excuse me item 4.06 received for Action formation of the community excuse me Latino Community task force the statement of the minutes is that as presented for review at the August 1st school board meeting this door motion to approve the formation of the Latino Community task force for Richmond Public Schools that's White's second at the motion the motion passed okay thank you that's the motion School of our colleagues it is my understanding
078that um it was stated that we had as a board adopted a proposal that was not in the motion that so I had our school board attorney re-read the motion so we're all clear um on that and at this time we are going to discuss how um that task force will look and and I want to start the conversation if I may just by um sharing with y'all that this would not be the first committee or excuse me Task Force and hot committed what have you that the school board has come together to um formulate the most recent one was the collective bargaining committee that took place in 2021 um and that was a very in my professional opinion a very well developed diverse put together goal-oriented committee and so if we think about the
079discussion from the collective bargaining committee I would like to have that similar discussion in terms of one of the important things from the boards I went back to the notes and it was several months ago many months ago it was important for the school board to have administrative representation on that committee and I would like to I can't speak for Mr cameras but if the opportunity arises for the administration to have someone um be represented on the task force I think that would be um feasible or I think that that would be um I think I think that's conducive and it should happen um Mr cameras and then Mr Frenzy thank you madam chair absolutely uh agree with you I do want to note um from The Proposal that was adopted by the board um
080under the membership section uh it lists all the different types of members um I do want to note the the paragraph that follows it says process for selecting members one school board representative Mr cameras I'm sorry can you tell us where that is I'm sorry that's okay so they can pull it or they can't um I don't know um so it came to us via Vilma Seymour who is the immediate past president of lulac and we got it August 1st the title of the email is Commission on the status of Latino students in Richmond Public Schools and so the proposal is attached to that email thank you um so uh it's a very thoughtful very comprehensive proposal uh in that paragraph it says process for selecting members one school board representative and one person not
081a student representing the Latino Community will be appointed as co-chairs upon adoption of the commission those co-chairs will work with the superintendent's designee to identify recruit and recommend potential members the co-chairs will seek applications from the general public for at least one student slot and one Community member slot and may elect to fill other seats via an application process the co-chairs will present a final slate of proposed members along with relevant information about each nominee to the school board for final approval every effort should be made both to assure significant Latino representation reflecting the full diversity of the Latino and English learner communities in RPS and to assure broader diversity of perspective and experience with respect to race gender age neighborhood and other factors given that my request of the board is to identify the
082school board representative who would be the co-chair and to um suggest another individual to serve from the community to serve as the other co-chair once those two co-chairs are identified then I will direct the administration to collaborate with them to make recommendations to the board cameras I just want to clear I had the attorney read the motion we have not adopted the proposal The Proposal was emailed to us but that was not in the motion so I just want everyone to be clear that we did not adopt the proposal we um approved a motion to create the task force we then said in that discussion that we will come back as a board and discuss what that will look like Miss renzi so I like to make a motion to adopt the proposal is submit
083it to us um by the league of United Latino American citizens thank you Rick can you repeat that one more time I move that we adopt the proposal as submitted To Us by Ms Seymour who represents the Richmond region of the league of United Latino American citizens thank you it was moved that we adopt a proposal that was submitted to us I believe it was on August the 1st do we have a second second it was seconded by Miss White um and I well let's could um follow through with the motion any questions I do want to I don't have a question I just have a comment that um I have been in conversation with two school board members who would like to chair and co-chair um this task force so I think that is
084excellent um and and it also demonstrated in my conversations with both of those school board members the sense of urgency as well as the willingness to serve on this task force together so um and I will share with the public now one of those school board members is Stephanie renzi from the fifth district and Nicole Jones from The Ninth District um both have been in conversations with them and have asked to serve on this task force and I think we have two women of professionalism that will guide this and work together to address along with the community and the appointment by the administration as well as um the Latino Community address and continue to address the needs of that Community this is an ongoing conversation and also work and it's hard work and it's hard
085work because when you read The Proposal it is not something that someone put together in a day it clearly demonstrates data that was collected and I'm I'm gonna say this because of a few emails that I received about the proposal the conversations that they've had in the Latino community and the presence that the individuals who wrote this spend in the community you can't write a proposal with this substance without having conversations with the people you serve so I just wanted to share that because this was not put together overnight this had some work put into it so I want to thank you um thank everyone who put that together yes okay Madam chair I just want to note um I would be thrilled to have a two School Board Representatives as co-chairs um I just
086want to note for process reasons the the um proposal has one school board representative and one person representing the Latino community so if you wanted to have two School Board Representatives you would just need to adjust the proposal I just want to make sure we're adhering to what was laid out that's all thank you for that Mr cameras so Miss White thank you madam chair I just want some clarity also I just have one question I'm looking at the membership I don't see any uh members from our uh School staff on this or maybe I might be wrong I don't see any what's the cameras the same as the collector we went through the process with the collective bargaining committee we made sure that we work with the administration that someone was present if that's
087my that's my memory Miss frenzy served on that with me um and we did have representation so because it's not in the proposal and emotion was made on this proposal we need to um have a friendly Amendment Miss frenzy if you no so I'm unclear I mean I see staffers representation from the office of immigrant and Refugee that's you know that's a city of Richmond staff representation from RPS culture climate and student services staff designee of superintendent yeah that's it's bullet five and six under membership five and six I was talking about lillery um staff from teachers like teachers staff type employment teachers I see immigrants and could that fall under academic experts I'm not sure that's why I was asking Mr cameras foreign ly could I would imagine once the commission is up and
088running the commission would also be open to to Friendly amendments to the the membership by knowing um Seymour I know she believes the more the merrier in terms of voices that are included but um certainly if the board would want to adjust both uh the co-chair issue I raised and this issue that Miss White just raised now as friendly amendments to their proposal that would be another way to to handle this and because this is a school just like the collective bargaining committee that was a school board driven committee um the the responsibility for the committee lies with the school board okay so I just want to be very clear it's no different than the collective bargaining committee so there's a couple of things that I heard it could be teachers under academic experts okay
089that's what Mr Camerons just said and then I heard so I just want to make sure we clean this up um Miss renzi um I'm so sorry it just went all the way over there what did you say I'm so sorry sweetie earlier about representation never mind I don't know that I said anything about representation but you know I mean we could we could do a friendly Amendment and add teachers um we could as as Mr camera stated I am sure that they would be willing you know to add teachers to this list if that's something that the board would like to do um I also want to want to speak to the fact that the community has expressed interest in having joint ownership of this commission with the school board okay and I didn't
090see necessarily a problem with that because there are some very engaged members of this organization yeah can you revise a motion to include that so it can be very clear to I thank you for your friendly Amendment well then I move that we accept the proposal submitted by the Richmond region League of United Latino American citizens uh to include um a provision that the commission is equally representative of school board members and community in the community and I wish I know what you want to say so how best attorney Lilly can I offer um that we accept the proposal from the organization that includes community involvement does that take care of the fact that they want equal ownership of this that I think is my sticking point okay Miss Lily got it I guess the
091question would be first of all what is equal ownership but to the point of what we're adding I think the um the piece of um that was asked to be added was about specifically teachers naming the teachers and so I think it would be if you're going to accept the proposal with the addition of adding I don't know whatever number of teachers you want to add to the membership composition um pardon me okay well um whatever number you have to the member to the membership composition and then you will have to talk about what equal ownership of that mean what does that mean I understand the words but what does that really mean in theory correct and we have to be able to clearly Define we just have to be able to understand and now
092I just want to publicly say I support it do we just want to make sure we clearly understand every component of what we are motioning this evening so will we be out of order Dr Gomez is here would we be out of order to talk with her now about it or is that something we're allowed to do or no I think I I think we can for um Miss Lily I just want to make sure that's up to the board Dr Gomez you can give us some clarity if you don't mind can you hear me so under our proposal we are asking that the school board and lulac co-chair the commission co-chairing um and the second issue was wondering as was asking around teachers teachers are considered community members and we do have four to
093six community members listed there we already have identified actually most people that we are interested in serving on this uh on this commission including two ell teachers again we have an extensive list already of folks who we uh can see um really adding value to our commission so again the codes were a school board member and a Community member lulac member ex especially particularly that makes sense thank you okay okay Ms Lindsay speech emotion attorney I just wanted for clarity so wobble talking about it and so that you have considered it um I understand that what you just want to make sure what the commission is charged with and in your policies committees don't have any other authority to go outside of the bounds of what's here and it needs to be made clear that
094um um just for any other ad hoc that are you know these are the things that they're charged with doing and that this information would come back to the board as whatever the recommendations are or whatever they are and then the board would then act upon the work of the commission right is that so I know since the board will own this and ultimately oh that's how you're that's how your committee's structure works now okay so the input just to be making it clear that if that is how you all wish to continue to operate then they would provide all the recommendations and work to you for then response correct and that's I want to make sure we are within the bounds of our policy um Miss Burt and then I'm gonna have Miss renzie
095repeat the motion thank you madam chair I just want to make sure I'm clear um with what our attorney just did as well I know we have a list of persons that's been working along as well but there may be a teacher there may be a student that would like to be a part of that committee and I would not like to close them out because usually we're a little bit as board members more active per se and making sure that everybody's covered so what I'm asking is that I know the list is there before us and that person's already selected but also the opportunity for others to be a part of that committee may be advocates in the community as well but not just to cut it off as to the the list that's
096been given especially if it's coming back to the board on our end we're going to do that for one we need to do that across the board correct and that's why I reference the collective bargaining committee because we um you made it clear at that time when that was formed to make sure we follow the policy also there are not just students of the Latino community that live on the South Side they also live in the East End and the north side so my concern if I could be very transparent is that those two areas of the city were not represented and so to miss Burke's point it is the boards at the end of the day and I want to be clear any committee that we form we're responsible for yes we are going
097to have Community involvement in our committees absolutely but we are by policy responsible for any committee that we form or allow to be formed under our name and logo so I just want to make sure that the public understands that it's not um um decisions cannot be made without the um review and acceptance of the school board and I want to say that um in the love in which I hope you all have received it because that's just very important for us on a legal issue so I think I saw Miss White's hand up Miss door and then miss renzie will come back and with you I think um if we if we wanted to address the note for Mr cameras about one School Board member and the note from others about teachers and community
098members a simple sentence at the end could say something like I moved to accept the proposals presented with additional flexibility to add additional members as appropriate including school board members teachers and Community advocates yeah that is clean and that doesn't it doesn't to miss Burke's Point close um the opportunity for others to be presented and again this this is a good proposal but we also have to understand that we are serving um not just one entity in the community but all entities in the community Miss frenzy are you open to that friendly I am but you know I did not think and I would not support this Hut I believed that all of these people have been a pre-identified I don't think that that's necessarily the case and so these two to three RPS high
099school students could live anywhere um from what I understood so again to return back to the collective bargaining um you know committee we had these you know we had the same basic type of membership identifiers and then we you know went about the business of you know selecting people to serve and so you know it is not my belief or it wasn't at least that all of these people had already been selected absolutely yeah and I didn't think that either absolutely not Miss door had offered a friendly Amendment Mr I just wanted to know just for procedural purposes did you hear what she offered and are you an acceptance of that okay all right so it was moved um to accept the proposal with the opportunity to include additional staff and students to the committee
100and then it was and if it wasn't correct must do it please um and then it was seconded by Miss White thank you for the robust conversation School Board colleagues Madam clerk roll call vote Ms store yes Miss White yes Miss Gibson yes Mr Young all right Mr Rizzy yes Dr Harris Muhammad yes Miss Burke yes Miss page Miss Jones yes motion passes thank you yes Mr Cummins I just wanted to uh ask the board if they wanted to formally and nominate Miss Rizzy and um Miss Jones to help co-chair the committee and I want to thank you and I want to if Ms Jones can hear me Miss Jones do you accept that nomination I'm sorry I didn't hear you the the question was um well the statement was to formally nominate you and
101Miss Rizzi to co-chair the Latino task force sure thank you Miss renzi so then you know the proposal we received said that one of us would co-chair with a member of the lulac and then the other board members would be members of the commission Madam chair if I made one thought if lulac would be amenable to appointing two members from lulac and then there were two board members then there would be equal representation for the chairs and I think that might solve the issue foreign did you hear that I did okay are you still okay with serving with Miss renzi as co-chair yeah that's fine with me okay nomination from someone to nominate Miss renzi and Miss Jones to co-chair the Latino task force committee Ms door I nominate Ms Rizzy and Miss Jones to
102co-chair the lulac task force along with two co-chairs from representatives from lulac second it was moved by Miss renzie to accept the nomination that was I mean Excuse Me Miss door to accept the recommendation to nominate Miss renza Edmonds Jones and in additional two light members it was second about Miss White Madam clerk roll call vote Please Mr yeah Miss White yes Miss Gibson yes Mr Young aye Ms Rizzy yes Dr Harris Muhammad yes Mrs Burke yes Miss Paige Miss Jones yes motion passes thank you thank you so very much look forward to the work next we are going to discuss our legal counsel and I do have an update um I would like to give my update first and then if there are any questions we can um go from there so board members
103the update I have is that um I I was contacted by Mr Thomas Wolfe from miles and Stockbridge I want to make sure I pronounce that name correctly miles and Stockbridge to serve um in a pro bono status to work with us on the Arthur Ash issue that is my update for Legal Services on that are there any questions Miss White foreign State exactly what they would be um doing yes ma'am glad you asked that question Mr Wolf has agreed to serve as in a pro bono status for the Richmond School Board to represent us in all capacities um on our behalf with the Arthur Ashe discussion I don't want to call it an issue that sounds so negative but the Arthur Ashe situation so I.E conversation meeting legal analysis if there is anything that's
104going to be filed I don't know if anything's going to be fat I'm just saying I'm just identifying the services some of the services that he shared with me over the phone he would be represent representing the school board pro bono for those services any other questions I saw you looking at me so I thought maybe you had another question uh no I was just gonna make a statement if that's what I was just I was just making a statement that free legal service that's good I think so but um and are there any other discussions about Luke Miss Gibson uh thank you madam chair yeah and I'm very appreciative to Mr Wolf for representing on this matter um which is of you know sizable importance because of the value of that property um I
105I would like to um move that we you know in this discussion of of legal services and I've expressed some concern that I have with conflicts of interest I do think that the school district would be benefited from having in-house Legal Services I think it would be cost effective for us to do um and also would ensure that we don't have conflicts of that nature um so I'd like for the board to move forward with that and I um so I motioned that the school board uh moved forward with um securing in-house legal counsel and direct our school board clerk to begin development of job descriptions for a senior and Junior Clerk type exact titles to be determined I was writing thank you um there was a motion on the floor to direct the school
106board Clerk to write a job description for a senior and Junior Clerk and I just um and that's I just want to remind the board that we have one Clerk and so is it possible that if this um passes could we probably add in there some support to help Mr Young I'm just concerned about her doing this man I'm sure yes I think my dear friend maybe misspoke and she meant attorneys in lieu of in lieu of Clerks okay oh thank because when you said clerk I went I was thinking School Board clerk yeah so okay I apologize for the confusion and I think I'm sensitive to the fact that our school board clerk is understaffed and I I do very much want to move forward with providing additional staff in that department um and
107um and do requests that the board seriously consider making that adjustment in our next budget fiscal um in this circumstance the motion is to move forward with in-house legal counsel and for our board clerk to develop uh job descriptions for a senior and Junior legal lawyers with job descriptions to be determined so I'm sorry job titles because I don't know what the exact title is for instance that you know other districts have in-house counsel um Chesterfield and you know others so I'm not sure what the typical language is for in-house legal counsel um but I so you know the exact titles I'm open to is what I'm saying I just want to be clear that because I heard it again our clerk that our clerk will develop the job descriptions and that's my only concern
108with this is that we're to her to write the job description can we we got nobody else so yes I mean I will make the motion right now that we hire also more staff for our I mean you know I support this right so I believe that we need additional staff it's it's it's it impacts us and our ability to govern and it impacts the community in their ability to um seek guidance and information in the school district so without a question we need additional staff and our clerks off okay and unless that happens there this is what we have right so unless you want to take action on on hiring additional staff for our clerk right now I do not see I was thinking since Mr Wolf was working for us pro bono could
109we ask him to create a job description for like I can't direct him to do that I know I'm just he's doing this free so how I would like to move forward with the motion if we want to have a side conversation with Mr Wolf to see if he's able to do that I have no okay no no qualms with that all right thank you Miss um door I think I interrupted a second because I wasn't clear on the language okay is there a second we've heard the motion it's their second is there a second because there's no second the motion fails Miss renzi oh no Miss White you can ask a question thank you madam chair um to the motion that was just made I'm a little uncertain about the clerk uh actually making
110the job description more so than the board I'm just not sure how the clerk will come up with the criteria that we need for uh two in-house attorneys sure and and that is why I you know I asked the question and and I can support in-house Legal Services if we if the if the motion could be if the motion could State something to the effect um to obtain job description for Legal Services attorney one attorney to however you describe them I would like to motion that we hire us an assistant school board Clerk Okay so second okay so now we have a motion to hire a deputy Clerk correct okay it was um it was seconded by Miss White to hire a deputy Clerk and Miss Lily worked with me so we can keep up
111um any discussion on that motion yes I would need to know the funding source uh if we're going to add a position to the budget Mr cameras my hope would be that you'd come to the board with the funding source for that Miss winsey so I've always felt that our court needs support um I am just in the context of having a discussion about Legal Services is this a way I'm wondering if Miss Gibson is seeking to alleviate that concern with the addition of the support um again I would want to know you know if that's the case that this person has the expertise to create a job description for an attorney unless this is a separate motion that has nothing to do with that thank you Miss Gibson I mean respectfully I think um
112I think folks are overthinking this a bit so we have all our job descriptions are posted on our website you can go onto the website and read the job's description for anybody that works in the district likewise other school districts have job descriptions um I'm sure we could also work with the vdoe and they could also assist with job descriptions so it's my perspective that there is some standard boilerplate language as it pertains to Legal Services and typical job descriptions for in-house legal counsel um that said this conversation has also highlighted a problem that needs to be addressed we're we you know clearly right now we're not able to govern because we don't have anybody able to do anything right so um we had two School Board Clerks when I joined the board in 2017
113many folks on this body voted to eliminate that job we are now feeling the impact of it and we're not the only ones feeling the impact of it people that submit for your requests are feeling the impact of it our board clerk is feeling the impact of it we need additional support the situation is not tenable so there is currently a motion on the table to secure and to move forward with hiring a deputy clerk we had the position before we we can find a way to fund this job I don't see it as being debatable thank you and uh Ms Burke and then miss door and then I have a statement and request for clarity Ms Burke thank you madam chair um I'm concerned about the um we were speaking of legal counsel that's
114what the topic of discussion was and now we're speaking about a clerk position which I wholeheartedly support um having two persons another person working with our clerk but right now financially as asked where we get the money there's there can we have an opportunity to um study this before moving forward for any position we're still trying to build teaching positions and social workers and whatever else but I know we do need a an assistant Clerk or someone else there to help out but my question is number one we were speaking of legal counsel and we we got off Target we got off subject and my second question is the comment years ago we did have a full-time um Bill Hefty used to be our school board attorney for years and he was absolutely excellent so
115I think because the finances are I really don't know why things switched up that it was more feasible financially to do as we are doing now however what I'm asking is we're off Target we were speaking I know you can make an emotion Whenever Wherever but we were on target with discussing legal counsel and I too am in agreement with we can get Mr Wolf free to help us pro bono excuse me great but we just got off of board business so I don't mind adding that for and we all know that an assistant is needed yes but what I'm asking is can we do that in the manner of which we would do moving forward but right now our topic is legal counsel yes ma'am thank you and um I need some focus on
116that because I will share with the board which I was prepared to share um is that um there is no pain there there's no if we decide to move forward with the new legal representation um both sides are in agreement with that I've had a conversation very in-depth conversation and so what I am encouraging us to do because of that conversation and um the current Legal Services is in support of our decision of moving forward okay and for support we need to settle this evening on how we will move forward I do want to bring um because it is my duty to remind you that we tasked the administration to do to complete a RFP for legal services that RFP has done we heard a motion to do in-house Legal Services um my only concern
117was that was the wording of that to include the Kirk clerk I think we can make that motion without including the clerk I think we can formulate emotion to obtain job descriptions for in-house legal services without involving a school board clerk at this time and so I would like Miss do I know you have a question and or comment and Miss Jones has had her hand over okay thank you Ms Jones Thank you and I would also like um Ms Gibson to consider if you can bring back the motion without including the clerk so first I think there's a motion on the table that's been first and seconded and I think we should have a vote and move forward with the motion that's currently on the table I'm happy to re-address sure the other matter
118but at this point I think we need to move forward with the business at hand you're correct because it was it was uh moved and then it was second so it has to be followed and before that um Miss door and then Miss Jones uh yeah just to um comment on the motion on the floor in a comment on process I think we're conflating the legal conversation and then the clerk conversation it's creating confusion certainly amongst me myself probably confusion among the public I would respect uh respectfully request that um if we want to make a motion on the clerk than we have in a action item on the agenda to make a motion on the clerk otherwise I worry that we're just going to become a board that's making motions all the time to
119add new hires without exploring the fiscal impact and I would say that I am very much in support of um uh Deputy clerk but I would like to see a fiscal analysis and I would request that the funds are deducted from our school board budget to support it um I think if we're asking schools Etc to go with limited resources then we if we're going to add resources to our budget to support us then we there are areas that we can do our part to cut from so I would support this at next meeting um pending a review of our budget and where we can cut to make room for this but otherwise I'm not going to support it tonight thank you thank you Miss Jones thank you madam chair and I was I was
120about to say the same thing so I Echo the sentiments and I do think that um my other question was going to be about the RFP and I think you mentioned or clarified where we are with that um has that RFP gone out or is it because I know you said it's done has it already gone out is it on the street or what's the status of it no ma'am it has not gone out because I wanted the board to have a robust conversation about the next steps of it without just me saying go ahead and put it out without your notification awesome and I also just wanted to mention um relative to the clerk as well that we've been talking about the clerk for a whole year now and I don't think that it
121serves as good representation to put a request Out and because we're unable to do it then say oh let's now put out a request for the clerk I think that if we should do it we should do it as always stated in decency and Order which is to follow by agenda and we all agree we all have said that and I agree with my colleague that if we are going to fund a deputy position it should come out of the school board funds not um any other funding since we're deciding to put it out there um like that thank you thank you I just want to um state if there is going to be a motion to um move with job descripts creating job descriptions for legal services and I know there's a motion on
122the table I know for for procedural purposes we're gonna um go through that motion Miss White do you have a question pertaining to this motion yes I do Madam chair thank you I I'm sitting here listening and I heard Mr cameras to how could we fund this uh position maybe we might want to thank as a board maybe moving a body from another department where we can give someone a promotion or uh some experience as a deputy Clerk that's something that Mr cameras can think about um there's a motion on the floor it was seconded I can't remember who was second it but miss renzie yes ma'am so I think with all of this discussion is it possible that we could make sure that this is an action agenda item for the next meeting absolutely
123the clerk the discussion of a deputy Club absolutely the October 3rd meeting yes and if there is a reason why it can't be I will notify the board because that agenda is getting like this I think for October 3rd and I don't want it like that based on how we talk on one topic um so we're going to follow through with the motion procedurally Madam clerk roll call vote please miss door no Miss White no Miss Gibson yes Mr Young no Ms Rizzy Epstein Dr Harris Muhammad no Miss Burke no miss page Miss Jones no motion fails thank you so School Board colleagues on Legal Services do we have a motion to now I've already shared with you there's RFP ready to go out and also the discussion of having Legal Services in-house what is
124your pleasure Ms door and then miss Gibson I would welcome a conversation about the RFP as well as a discussion about insourcing Legal Services um Mr Young chaired a committee on legal ad hoc an ad hoc committee to review legal and there were some budget implications in that meeting that maybe we could resurrect from the minutes but I would welcome a conversation a holistic conversation about insourcing versus Outsourcing and the pros and cons of that um it doesn't seem like we're ready with all of those details tonight but I would um I would welcome that conversation in the future Miss Gibson I'm motion I move that the school board moved forward with hiring in-house legal counsel to positions a senior person and a junior person um and I'll leave it at that and who's writing
125this job description nobody knows but that is the motion on the table the most to me by Miss Gibson was to move our Legal Services in-house with a senior and a junior attorney is there a second Miss renzie yes I would like to hear from Mr Young about what the findings were of your your commitment am I able to hear from him about that yes ma'am I'm just yes we have we have a motion so correct um is there a second to Ms Gibson's motion is there a second to Ms Gibson's motion without a second the motion fails so that takes me back to what is your pleasure with the RFP would you like for that to go out for Legal Services and if so let's have a motion Miss White thank you madam chair
126uh first of all I think that we should hear from Mr uh young uh what the budget is or whatever he was discussing or put together in his uh at our committee um for those who haven't been on the board previously and then maybe after that um we can put it on the street what can I can I make a quick statement both can happen the RFP can go out I know that but I like to hear what it shows to say first before because there may be some pertinent information that I need to make that decision on that RFP so unless he's willing to give it tonight or we give it next week okay thank you madam chair uh Miss door is correct on my preceding term on the board along with Mr and
127then Mr Barlow we evaluated our current contract for Legal Services with Harold and chambliss and and identified Alternatives and or options for the board's consideration including insourcing uh and and or uh other options we haven't fully discussed this evening what I am prepared to share this evening is that uh there is Merit pertinent to either of those approaches uh I welcome the same conversation that my colleagues have spoken to I do think it's important that we I think it's important that we identify as a board what our preferred expenditure looks like right now if my recollection is correct Mr cameras can correct me if I misspeak but I believe is four hundred thousand dollars a year so um those that contract for four hundred thousand dollars in fairness does include uh some services some services
128that don't pertain to either Janelle or Nicole so um and do you think it would be in our best interest perhaps to have that Madam chair to bar from your nomenclature robust conversation and it'd be my pleasure to introduce all the terms that Miss store spoke to a moment ago from preceding committee thank you um so I would like to know from the board what is your pleasure with moving forward with the rip that has already been created while um forming what Mr Young just stated Miss White I just have a question what is a closing date on that RFP is there a closing date it does have a closing date right now but that closing date is going to have to be a just because we are bringing it for full discussion tonight the
129closing date originally was October the 6th Mr cameras I believe uh the chair already stated this but I just want to make sure it's clear uh for the board and the public we did not put the RFP out it is not currently on the street uh because uh the chair wanted to have this discussion to determine whether the board wanted to proceed in that Avenue or consider in-house counsel so if the board directs us to proceed we will happily do so we will adjust all of the dates in the RFP to reflect the fact uh that we are now sometime removed from when the RFP was first put together Miss Gibson oh miss white do you have a follow-up I thought I saw your hand go up I'll let you think Miss Gibson and then
130I just want to share with you board members since 8 18 and we have to go and close for a legal matter and a Personnel matter I just want to bring that to your attention Miss Gibson thank you madam chair um so I just want to share my position on this matters when we voted to move forward with an RFP to secure new legal counsel um that was ahead of um recognizing the conflict of interest that our lawyer had and since that time from my perspective um you know moving forward with an RFP could very well put us in the same position again and so um my preference is to have in-house counsel for two reasons one because of the conflict of interest that I stated and then secondly because of the cost I mean
131the cost of Legal Services has increased exponentially over the past several years and I'm not confident we'd be able to hire outside counsel um and anywhere near the budget that 30 seconds we're paying now for legal services and so um so I don't support it this time an RFP for all inclusive Legal Services as we are getting right now I don't think that it's cost effective to do so okay thank you and also miss White I just wanted a Clarity um some clarity on what I'm hearing so we actually played legal fees of four hundred thousand dollars is that correct and my second uh question is we actually voted as a board to get new legal counsel I believe we voted to have a RFP put out for legal services so now why are we
132going back on it I'm just kind of confused right now foreign the discussion is legal services and how you want to be move forward a board member had [Music] um there were some a requests to discuss legal services for in-house services I am trying to get two things clear from the board tonight so we can move forward do you want to move forward so Mr cameras can adjust the RFP with the dates to put that out that's one thing okay and then the second thing is I would need your consensus as a board to have Mr Thomas wolf uh provide pro bono services for us um for the artha ash yes ma'am um can I have a second yes ma'am um well I'm speaking for myself personally since if I voted for the RFP I'm
133not going to go back on my word and say no I'm not but I thought we did do this so um I'm agreeing with all of it if we can get mono service I'm not sure about the in-house versus that house but uh if we're paying 400 000 and some retainer fees um I think I'll have to say yes to the RFP okay and so um thank you for that Miss White and I also think and I'm being very very I'm being as transparent as honest as I can be I think both can happen simultaneously oh oh yes ma'am we're coming to you Miss Jones um as well as have the discussion of relating to what Mr Young was sharing with us earlier Miss Jones I'm so sorry I'm sorry I didn't realize you wasn't
134off mute I was screaming at my dog um okay that's that's okay we can't can't be screaming at dogs dogs yes we have too many people watching I know and that would be in the media so I just need you not to scream at a dog I know it I'm sorry um that's okay thank you thank you I think you said you wanted to know about um you wanted our opinion on whether we want to move forward with the RFP and yes man whether or not we want to support the pro bono um and I agree I think if we said that we were going to do the RFP we should do that but I also just want to make mention you know because to be you know just listening and not actually being it
135with sewing around this you know like legal counsel um and then we said we paid 400 000 which I'm sure it incorporates a lot of things so I don't want us to be misleading and saying yep we can just hire some in-house people without address saying possibly all of the things that our Legal Services provide and so that we're not making this decision based on the one reason why we feel we need them right now which is a conflict of interest so I just like to make sure that we are giving a full scope or full picture if and when we do decide to move forward with new legal counsel um so that it can be known that it's not just the conflict of interest I would hope I mean um and if it is
136while we're making this move what areas of the district and the division will be impacted and why we felt like we needed to make this change because it just put emotion out there and say I want to hire in-house counseling and we have a division that is as huge as ours and we don't know um what we will get versus what we already have I do think that that is something important to note so um I do support the RFP moving forward if that's the decision that was the will of the board and as far as the pro bono I agree if we can get somebody that can support us um in the Inner Room that's fine but I really would like us to have a more in-depth conversation about the RFP the services that
137we are requesting and whether or not those Services um will actually end up end up costing us more money or are there going to be a savings maybe are we asking for less than what we're already paying for and I haven't had um privy to that conversation yet so I'll be looking forward to doing that um as we move like you said both processes alone thank you thank you so miss renzi and then looking looking to close this out to get some consensus that won on the pro bono and then the RFP yeah thank you madam chair so I am wondering if language could be added I don't know if you can add language to the RFP at this point but um you know something to the effect that we would hope that whomever we
138retain would not have a conflict of interest I think that that's kind of a major deal when we have we're paying that much for legal services and [Music] um the firm is not able to represent us in some key areas because of a conflict um and I don't know if the RFP you know some language could be presented in the RFP to say that we would rather not have any a firm that would also represent a conflict in some way is it possible Mr cameras for the language to because the RRP if it is not out yet for viewers to observe read and review can that language be added absolutely in fact uh it may already be and I it's been some time since I reviewed it and we certainly uh would not uh bring
139to the board a potential contract with a firm that had a conflict which would prevent them from providing services but yes we can go back and look and make sure that that is explicitly stated so School Board colleagues if we can give this um give Mr cameras a day just to review that what Miss renzie just mentioned he's going to email us that RFP full review because he um emailed it before we didn't have any questions and then um can I have a consensus to have him put that RFP out so we can move forward I'm going to start with Miss door Miss White Miss Gibson I'm I'm getting a consensus so I'm going to order of number I'm sorry what is it that you want uh consensus to go ahead and move forward with
140the rfps I don't I don't approve moving forward I've already expressed okay I just I know but I wanted to just ask again dear um Mr Young can I hear something from the throat yes ma'am thank you fully support Murphy on the street thank you Miss Lindsay yes I agree Miss Burke I'm just getting a consensus that it wasn't a motion so Miss Lily for procedural purposes do we need emotion I was just getting a consensus are you all okay with me ringing in on this particular okay so I think for the purposes of the record to be clear if there is a I mean these simple logistic good emotion so that it's the public is aware that you all are saying move forward consensus is fine but if you're going to do it you
141know maybe no objections and the reason why I was saying the consensus because we already voted out so yeah I just don't want that to be lost too because I did talk about it yes ma'am you know is is there any objection perhaps to the way it is the way that you can phrase it is there any objection to moving forward as the board previously voted thank you and if there's any objection that can be raised and then you can move forward so is there any objection from the school board or how to move forward with the RFP Miss frenzy only in that we add that specifically yes ma'am that specific language no conflict yep because again we voted to put out the RFP um so is there any objection of moving forward okay thank
142you so we'll move forward with the RFP thank you so very much it is 8 28 and we are we need to receive for Action our personnel uh sorry I we did arrive at conclusion relevant to the RFP but I do believe we need either board consensus and or a vote relevant to prove the pro bono thank you thank you thank you yes could I have a motion to accept the pro bono services from Thomas Wolfe so moved it was moved by Ms Gibson to accept pro bono services from Mr Wolf do we have a second second was seconded by Mr Young Madam clerk roll call vote Please Mr s white yes Mrs Gibson yes is she young aye Dr Harris Muhammad yes Miss Rizzy yes Miss Burke no this page Miss Jones I'm staying
143motion passes thank you Mr desk we're now ready to review the Personnel actions if we have any questions we've already done we're done with that we moved seconded voted we're known that six three zero one I thought I thought that was legal not Arthur Ashe sorry just pulling up my summary all right good evening um we bring to you the nomination of 10 employees the change of contract of 33 employees the resignation of 14 employees the rescission of contract by one employee and the name change of two employees any discussion on the Personnel actions Mr Young new discussion Madam chair but I would move the school board except the personal report as presented by Mrs we have a motion to accept the Personnel report seconded by Miss White any questions Ms renzi there were two
144that I had questions about I mean is that something we would have to discuss in clothes yes because it's personnel and then we'll come back out and vote I do have questions about two of them okay I can address them there okay so we will discuss that first and close and um move forward accordingly okay 7.01 we have several activity requests Madam clerk yes ma'am Dr Harris Muhammad has submitted a request for 200 for the Richmond technical centers community and business day breakfast Mr Burke has also requested 200 for the bright Minds RVA chess tournament and training you've heard the request is there a motion so moved was moved by Miss White to accept the district activity request is there a second Ed by Miss Burke any discussion Madam clerk roll call vote please Mr
145s white yes Miss Gibson yes Mr Young Epstein Mr Rizzy yes Dr Harris Muhammad yes Mrs Burke yes Miss page Miss Jones yes motion passes thank you I just want to make mention um this was in my email to you board members that in a report that was on the Virginia Department of Education website dated February 2022 that is a 28 8 28 page report submitted by the office of school Improvement pertaining to recent updates statuses um professional development etc for Richmond City Public Schools and I also share with you via email that document and highlighted that there was a particular item that indicated we did not have governance training in 2021 and that was incorrect and so I am waiting for the office of school quality to make that correction um if you remember
146we did have governance training it was in two parts in 2021 um and that was the only air era or question actually era that I saw in the report so that's what I wanted to share about that and we can just move to new business any new business Miss door and then Miss White and then Miss Burke Miss Burke do any of you have a question about other informational items okay Miss Burke I mean uh Miss door thank you I would like to submit for the board's consideration as an action item at the next meeting a resolution regarding Governor younkins 2022 model policies I emailed the board this and would be happy for it to be uploaded onto board docs for next meeting but it reads whereas on September 16 2022 Governor Glenn young can
147released the 2022 model policies on privacy dignity and respect for all students and parents in Virginia's public schools rolling back advancements made to protect transgender students in Prior years whereas the new guidance limits the rights and protections of transgender students requiring that students must only use bathrooms and locker rooms associated with the sex assigned to them at Birth if a student wants to participate in a sport or other extracurricular activity they must again only participate in teams that align with the sex assigned at Birth the legal name of the sex of the student can't be changed quote even upon written written instruction of a parent or eligible student and quote without an official legal document or court order and teachers and other school officials can only refer to a student by their pronouns associated with
148their sex at Birth whereas transgender students deserve to learn and thrive in an environment free of bullying intimidation and fear therefore be it resolved at the Richmond City School Board rejects Glenn Young's model policies and affirms its commitment to protect it providing protections for all students or our list of sexual orientation gender identity or gender expression thank you thank you Miss door we were I am in receipt of that I don't know if any other board members have read it that will be placed on October 3rd school board agenda to be read as a resolution and the board can um you know vote on it accordingly and it will also be uploaded um to board docs for people to view Miss White we're under new business thank you thank you madam chair I would like
