Let's call the meeting to order. Roll call. Miss Landon >> here. >> Mrs. Mad >> here. >> Mrs. Webb >> here. >> Mr. Browning. >> Mr. Steininger >> here. >> Mr. Browning is on virtually, but um virtually cannot vote or act, but he is on virtually. So, but he is technically [snorts] absent. >> Shall we stand for the pledge of allegiance? >> I aliance >> to [clears throat] the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> We need that everyone. >> Okay, thank you everyone. >> Come back. >> Uh, as we've heard, there's been a change to the agenda. So, can we approve the agenda as it's been presented currently? Do I have a motion? >>
So, moved. >> Second. >> Been moved and seconded. Can you call the role, please? >> Mrs. Web? >> Yes. >> Miss Landon? >> Yes. >> Mrs. Mad? >> Yes. >> Mr. Steininger? >> Yay. Uh, we need to approve the minutes of the Thursday, October 2nd regular meeting, and we had a chance to review them. Does anybody have any questions, concerns, or corrections? Hearing none, do I have a motion to approve? So moved. >> Second. >> They're having a motion at the table or here. Can we uh call the motion, please? >> Mrs. Mad. >> Yes. >> Miss Landon? >> Yes. >> Mrs. Web? >> Yes. >> Mr. Steininger? >> Yay. >> Okay. Next is uh our board reports and the good of the order. Wendy, would you like to start us out on >> Sure.
Am I starting off? [laughter] Pick something. >> Um Okay. So, um, we would like to thank everyone that participated in the, uh, the, uh, in the Fairborn City School student ambassador trunk or treat at the primary school, which I was very fortunate to be part of. Um, the line looked like it was never going to end. I think that we were there until at least about 10 or 15 after 7ish or something like that. Um, so we want to thank everybody that did participate. So, thank you. Um, I'd also like to, um, mention the Boys Choice Fall Fling is this Friday, November 7th. from 7:00 to 9:00 p.m. in the uh Fairborn High School Great Hall. The event's open to the boys in preschool grades uh preschool through five and their special guests. Uh tickets
can be purchased online under families on our Fairborn City School website. Um I'd also like to mention some personal things um personal notes on some things that I have attended um over the last month. Um would like to shout out to our girls soccer team for one heck of a game. Last game was amazing. I think a lot of us were in attendance for that. Um, you know, we hated to see Caitlyn get hurt, but she did have one heck of a game that night. So, congratulations to the whole entire team for a great performance and a great season. And thanks to our coach and our coaches um for a great season. Um, also the marching band will perform um this um Saturday at Claremont High School and also at Bands of America and Indie
at Lucas Oil Stadium on Thursday, November 13th at 3:00. and um also like to give them a shout out for all the hardware that they're bringing home um all their competitions at Spring Brow and Bellbrook. So congratulations to our marching band. >> Katie, Stephanie. >> Okay. Okay. Well, I see that we have some people here to do a special welcome to the uh primary literacy night. So, looking forward to hearing more about that from you guys in just a little bit. Um, so we'll do a quick shout out that that's going to be on December 11th from 5:30 to 7:30 p.m., but we're going to get our official welcome here from the real crew in in just a minute. Um, and then uh also want to give our community a heads up that uh the
Little Tikes Shop will be open around um the Christmas season for a couple Saturdays. So um be on the lookout on social media for information about that. I think the first opening will be around the tree lighting. Um, and then a couple Saturdays at the beginning of December for the little ones to come in and shop for family members. So, um, if you're interested in that, please reach out to us and we'll provide more info. >> It'll be located at 56 South Central. >> Yes. In the old, uh, Blockbuster video. >> The old Blockbuster. >> Okay. >> Thanks for the ad. >> Yeah, >> Stephanie, you done? Okay. Go. Um, I was fortunate enough to be at FIS for the first quarter third grade achievement assembly. Lots of A and B honoral kids, like a
whole bunch. Perfect attendance, uh, stars awards. It It was really well done. Um, the kids were great and lots of future students there for the middle school. And speaking of the middle school, we had a very successful book fair two weeks ago. Um, it's great to see the kids buy books. They they they really they buy all the junky pens and stuff, but they bought a lot of books this time. Um, and then on the on the Monday night of the book fair, we had a parent preview night from 2:30 to 5:30, which went really well. Lots of parents came in with their kids, grandparents, teachers. Went very well. Followed up by the next week at the middle school, a book tasting held. Dr. Guy put it all together. Uh, all three grades participated and
I went to sixth grade and they sit at the tables and they look at all the books and they write down the ones they want to check out that seem interesting to them and then they look at another pile. It's very cool. So, a lot of good things involving reading and books and and good things going on at the middle school. So, thank you. >> Thank you. Uh, continue on. We have a military appreciation week will be celebrated this week in the district and Veterans Day program will be held at the intermediate school on November 11th which would have been next week from 9:30 to 10:30. More information on the at the website. We'd like to congratulate all of the fall athletes for completing a very good season. I I think it's been very very
good. Uh our teams have uh shown very very well, I think, and have represented us pretty darn well. And finally, uh, the culture night, FIS culture night will be Wednesday, November 19th from 5:00 to 6:30. And the community is welcome to attend and enjoy samples of food, student, uh, country projects, and community booths. I just kind of want to say I've had the privilege, I think, of attending nearly all of our football games. And I just want to say we again have done a great job this year. I think the students have rose to the occasions, win or lose, I think I've watched us play with pride. and I've had the privilege or I'd like to go to other football games around the area high school and you know what makes me appreciate Airborne High
School. So, thank you to everyone who participates in that and to the parents who put out all sorts of time and energy for that. Thank you everybody. That's it. I think anybody else have any additional comments want to add to the thing? Okay. Uh recognition of visitors. >> Mr. President, we don't have anybody signed up to speak tonight. >> Okay. Uh we have school district presentations and I'll turn that over. >> So first of all, we would like to invite uh Mrs. Lorie Queen and some very special students from Fairborn Primary to tell you about their upcoming literacy night. >> Hi, we are students from Fairborn Primary School. My name is McKenna Charlotte Julius >> Adara. Every year we welcome families of Fairborn Primary School to do some fun learning games with teachers. We are
so excited to invite families back to this event this year. This year family night will be on Thursday, December 11th. It is from 5:30 to 7:30 in the evening. We have lots of fun activities such as bookw walk and math game. People reading books to us, wood bingo, making books that we can keep [snorts] and seeing Olaf and Elsa and the Grinch. We also have a really special guest that we get to meet from the North Pole. Santa. >> Santa. At many of the stations, we get an activity to take home. The teachers are there to talk with our parents about how they can help us at home with take-home activities. Students have the opportunity to win a free book at the bookw walk and word bingo. And to top it off, we get a
cookie from Santa's helpers. >> We have to say hello together. We would like to invite you to come join us on December 11th for a great time at our annual family night from 6 5:30 to 7:30. We hope to see you all there. >> Thank you very much. [applause] >> [laughter] >> What else they said? >> Now, how could you ever want to miss that? >> That's right. >> Next, we will invite our athletic director, Mr. Kevin Alexander, to recognize um some of the outstanding accomplishments of all of our fall sports teams. >> Thank you, Mrs. Gayart. Um and thank you everyone for being here tonight. I want to recognize we had uh two of our teams are division champions. uh our tennis team, our girls tennis team. We also had a couple of individuals
that qualified for districts and got to play down at um the Lner Tennis Center down near Kings Island, which is a a special thing for them to get to play, but it's also an awesome achievement to make it that far. So, congratulations ladies and um Coach Steck will actually he'll come up and talk to you about them and and let you know. Um I want to congratulate Coach Josh Ste back here. if you want to come up. Coach Coach uh Steck is the uh coaches association girls tennis coach of the year. So that's a great honor for coach Ste. [applause] [applause] And before I give him the mic because I have to go do a parent meeting. So all the parents from the uh fall sports that was at the meeting, I get to do
that for the winter sports tonight. But I also we had another coach uh he was unable to be here tonight. He had a prior engagement, but uh Tuesday our girls soccer coach Marty Malad informed me that he is also the coaches association coach of the year. So I do want to congratulate Marty and hopefully we can get him here to a meeting in the future. The other team that we're going to recognize tonight is our boys soccer team. They are also the Miami Valley uh division champions this year. So, Coach Lucas Durker is going to come up and talk to you about them as soon as Coach Ste gets finished. And so, I will now turn the mic over to coach. >> Thank you. >> All right, Coach Furman, if you could come up, too.
Um just real quick, we had an excellent season. Um a a winning record. Um division champs. This is three out of the past four years we've been our division champs. um qualified um kids for districts. Um Mattie Becker I think is we went back, we contacted old coaches. I think she's the only female twotime district qualifier in our school's history um as far back as I could go, which was um to the Betsy Burns years. Um she didn't know anyone. Um so that's a huge accomplishment. Um but besides all the tennis stuff, just a fantastic group of kids to work with. There were some highs and lows. Um they really showed their character um at a couple matches that um just blew me away. Um I'm just beyond proud of all of them. Um so
coach um Furman is going to uh announce the players that are here tonight and we'll clap for them. >> Can they coach Can they come out front when you announce them? That'd be great. >> Yeah. Since the superintendent said come up front do that. [laughter] >> All right. Um those of us that are here with us um we have um Isabella my come on down [applause] Shelby Smith. [applause] Lily Scrugs, Athena Richtor, [applause] Abby Howser, [applause] Olivia Skyler, [applause] Aan Lee Henderson, [applause] Laya Malcolm, >> [applause] >> Brenley Ball, [applause] Taylor Corrosa, [applause] Maddie Becker, [applause] Kylie Williams, [applause] and Keegan Bailey. >> [applause] >> And we want to get a picture with you. >> Just stay there. >> Don't move. Don't get a picture. Okay. I'm coming. >> [applause] >> And then we're going
to come around behind. >> I know that's the plan. >> That's the plan. You can see my little face. >> Good job. [applause] >> Nice job, ladies. Now, return to your seats or you can go. >> You're dismissed. >> You're in our building. >> All right. Now bringing up coach Lucas Durker, the division champ boys soccer team. Congratulations. [applause] >> Thank you guys for for being here. Um so our boys soccer team, I also want to recognize uh coach Greg Durker and coach Dominic Durker back there. You guys can come up here and uh and join the party. Um but uh we're not >> both them made it uh more than possible to have the successes that we've had uh the last two seasons since I've been here. So uh two years ago I I
mean I want to recognize the varsity team, but I also want to recognize our JV team. Um two years ago we did not have a JV team. The uh the numbers just weren't there. And then two years ago we formed a JV team. Um they won one game last year. This year they won five games. So big improvement on that front. Thanks to coach Greg Durker. Many of you may recognize him. He was the varsity coach for nine nine years here. Um so he is a a valuable resource for me to lean on. Um and for the continued success of the program, I mean the JV team is critical. Uh that said, our varsity team did win the valley side of the division this year. So want to give those guys a round of applause.
>> [applause] >> WE DON'T HAVE THE SAME numbers turnout that uh the girls tennis team did, but uh we got a couple of the boys here and we'll recognize each and every one of those. So uh gentlemen, if you'll come up here, uh Dylan, Jeff, and Nolan. So these three guys were three of our starters, two of our seniors, one junior. [applause] >> [applause] [laughter] >> They didn't know what they were getting into, so surprise. Um, Dylan, uh, far left here was our our goalie for the year. He is actually a four-year goalie. Um, has, uh, been, uh, our rock between the goalposts, uh, for for the last few years. So, very valuable resource to the team, four-year letterman. Uh Nolan is in our midfield, also a four-year letterman, so very valuable piece in integral
to uh to our whole team. And then uh Jeff helped round out our back line. He was a center back for us this year. Was not a uh natural defender to start the year, but really found a found a home for him back there and helped uh solidify the defense. So uh great success this year and looking to build on it in the years to come. So with that, coach, you want to say anything? >> We were. [applause] >> Thank you. He is my dad. >> Taking the picture. [laughter] >> [applause] >> You are welcome to stay for the rest of our meeting. If you'd like to learn about school finance, stay in your seats. But if you want to leave now, you are excused. >> I liked it, too. >> And Mr. Pho has
our final presentation. >> Yeah. Recommend it. >> Yeah. >> These are all for us. Pass them down. >> All right. Yes. You can toast. What's this presentation about? [laughter] I'll go ahead and get >> microphone. >> It's not a great one. >> I'll go ahead and get started here. >> Yeah, I don't like that one. >> This one better. >> Sounds a little better. >> It might just be the >> So, this is the second half of uh the presentation on the uh five-year forecast or three-year forecast. um broke it up a little bit so it's not as boring. [laughter] >> Don't laugh. It was not supposed to be funny, >> but it was [laughter] >> they're just naturally funny. >> So the title of my presentations are value in terms of I stress that
uh Fairborn schools are a good value, a good investment that our results are above average yet our costs are below average. Great definition of good value. So um we went through that portion last month that last month. So this is uh the new this is our poor people expenditures for fiscal year 24. It's a year behind. Um I've done this every year for the last eight years just to show where we rank in terms of how much we spend per pupil. And in Fairborn, we're in the light blue. We spend $15,249. You can see that's a little bit more than Cedar Cliff, a little bit less than Mad River. The Green County in green is at 15,300, just slightly above us. The statewide average is 16,311. So, they're spent over $1,000 more per pupil. And
our results of four stars are above average. So uh thus we spend less per average than the state but have above average results. This is also the same group that I've used over the years. So to keep things consistent, the group average there is at 16,500. You see the top out at 20 at 23,000 uh for Dayton public schools followed by Troutwood. So in terms of it varies uh significantly from what Green spends to what Dayton spends. Um there is no right answer when it comes to how much to spend per child in terms of how much usually usually tougher districts um with um more disadvantaged kids, more disabilities usually will spend more on average. Um but there are also uh exceptions. Richer districts that spend more on different things. So you can read into
this however you want. The main takeaway from this is Fairborn spends less than the statewide average and spends a lot less than some of our competitors yet still has better than average results. This is the same group of school districts um in the same order that they spend per expenditure per pupil. But want to show the average income for 2024. Again, Fairborn's at 59,000. The Green County average is at 83. The [clears throat] statewide average income is 75,000. Significantly higher than Fairborn's. It's you look at this and say, well, the average income should be the ability to spend. But then you look at places like Bellbrook that spends one of the lowest and has the highest average income. And the places that have the lowest, Dayton, spends the most. So many studies have been done
on student outputs. One of the main consistent factors is income of the families as the best indicator of results. So um I think we do exceptionally well with the population that we have. Showing direct comparison. Um Fairborn, as I said, spends $15,000. Our average income is 59,000. Our number of students with disabilities went up slightly to 20.4% and our economically disadvantaged is 86.2%. Okay. In comparison, these are the same comparisons that I've done over the last eight years. I added in a few more last year. Troutwood spends 31% higher. Their average income is 36% lower. Their number of students with disabilities is lower than us. and they have the highest in terms of economically disadvantaged almost 97% in terms of it still amazes me Troutwood as a community does support education very very well. So
Huber Heights, our neighbor to the uh northwest, uh spends a little bit less than us, 6% lower, while their average income is 1.7% higher. Their number of students with disabilities is lower and their economically disadvantage is almost half of what ours is. So the most important thing to compare to though is the statewide average. Statewide average the expenditure per pupil is 7% higher. The average income is 28% higher. The number of students with disabilities is at 16% compared to our 20% lower. And the economically disadvantaged as you'd consider statewide average is right around 50%. These are ones I added last year in terms of comparisons to Beaver Creek and Mad River. Their Beaver Creek's expenditure is 5% higher. Their average income is 86% higher. Their number of students with disabilities increased a little bit from
last year. They're at 17.5, but their economically disadvantaged is 1/4th of what ours is. Mad River um their expenditure per pupil is almost exactly the same of ours. Their average income is 24% lower. Their students with disabilities is significantly lower at 14% and their economically disadvantage is also lower. We went through that last time. So the last part that I wanted to go through is pending legislation. And you can't pick up a newspaper, turn on a television without hearing anything about school funding or property taxes. So this is a lot of the pending legislation that probably will go through. A lot of this has been passed by the House is been indicated that the Senate will pass it and it will become law. So I included some of the major things and some of the
minor ones that would affect directly Fairborn schools. Okay. The first one, uh, the the the [snorts] one that would hurt us the most, and I I don't really want to say the word hurt, um, but it over the long term, it will, it accelerates the inclusion of levies in the calculation of the 20 mil floor in tax year 26. Okay. Um, right now, as we're at the 20 mil floor, we have a a levy, a substitute levy on top of it. So, our effective millage is like 24. But when we at the 20 mil floor, the last time when house prices and property values increased significantly, we got an increase in taxes. This would make it so we're now at 24 mills. There is no acceleration. It would probably cost us if the next revaluation
probably went up about 20%. will probably won't cost us any money than what we currently get, but we won't get any increase. That increase could have been between two and $3 million a year. So, while I've talked here before about the need for a levy in 24, which we didn't have that need for and we didn't ask the voters for it, um we are now talking about a small property tax levy in 27. this probably will make that assurityity in terms of there isn't anything that I know of that will put that off. Okay. [snorts] It caps the revenue um that schools will receive at the 20 mil floor at the rate of inflation. So instead of values going up 20 to 30% like they could have, they might be go up three or 4%.
So, it it basically keeps us where we're at, which is I'm thankful for that because they talked about going backwards and taking money away from us, taking up to $5 million a year away from us. So, I'm thankful that isn't happening, but we won't get any future growth. It does not adjust the school funding formula to account for the revenue cap. So, their formula will show us getting all this money, but we won't get the money in the state of Ohio. It makes phantom revenue even worse. It caps the inside millage revenue that schools and local governments uh receive in terms of so we used to get whatever inside millillage went up, we'd get the full thing of it. They're capping that as well. So when we that's the major stuff. The minor stuff um
excludes uh revenue attributable new improvements or the expiration of tax reductions. So if there is a new housing development built, we will see new money from that. Okay. There could be a possibility of that. They're talking about the county budget commission can reduce levies. They've always had that power. They've never utilized it much in the last 50 years. Now already some county budget commissions have already utilized it. It says a handsoff that if you pass a levy the county budget commission cannot reduce it for five years. That's a positive thing but um it read it revises the definitions of unnecessary and excessive um to go with Governor Dwine's working group definitions. It requires a county budget commission to hold a hearing property prior to reducing a levy. So if they talk about reducing a fairorn
levy, we have the opportunity to have a public hearing. They can't just do it and not inform us. So that's good. Um authorizes the county budget commission to reduce the amount to be raised by any levy. They've always been able to do that. But let's say we pass a 4 mill levy in 2027 and after 5 years they say, "You guys are doing good. We're only going to collect three mills." It's that's at their discretion. We'll be able to testify and argue our point. We've been able to do that in the past as well, but they've never really utilized that tool. And that if requires taxing districts that will collect more revenue in the succeeding fiscal year than in the current fiscal year from any tax levied within the 10 mil limitation to provide a
declaration of intent to collect or forego the additional revenue. So, I see an additional action that'll have to be taken by this board because if we get a $5,000 increase in property taxes, we have the need for it. So, we will always have the declaration of intent to collect the additional revenue. Unless Jeff Madden leaves us $300 million in lottery funds, we will probably always have that declaration of intent to collect. >> No pressure. Good chance. [laughter] Good. >> And that concludes tonight. Any questions? Do you have? >> I have no questions. Do any >> Not at this time. Any other questions? Thank you. >> Thank you. >> Next, we have the uh budget and finance section. Here we have the treasur's recommendation to uh approve the receipts for the month as attachment one. And
next one is to approve the resolution approving the waiver of a delinquent real estate property taxes located on Kaufman Avenue parcel numbers A2000000 to [laughter] 0000100 1 9 0 0. Do I have a motion to accept move? Do we accept that approval to anybody have any question why we're doing that? Well, we >> do. I have a motion. >> Kevin, do you want to give a quick rundown on that one? >> So, it's a good idea. >> The city approached us about the old What was What was there before? >> Skyway Plaza. Um, the building that was there before. Um, they totally moved out of it. The city demolished it, charged it against the taxes. Um, the company that owned it just walked away from it. The city took it over. Um they are now
looking to sell it to a potential uh builder that will build a place that could bring in more revenue. As a condition of the sale, they're asking to wave all the delinquent taxes on the property. Also to wave the demolition costs. The city spent over half a million dollars in demolition costs. I think our delinquent taxes are roughly right around $40 $50,000. >> Okay. Yeah, they would not be able to sell the property. Someone doesn't want to assume those debts already make it profitable. So, >> so makes us good neighbors, too. >> Makes us good neighbors. And also, we will have something that will bring in future property tax and future income tax. >> Thank you for explaining. >> Yep. >> All right. So, moved. >> Is there a second? >> Second. >> Call the
RO. >> Mrs. Mad. >> Yes. >> Mrs. Web. >> Yes. >> Miss Landon. >> Yes. >> Mr. Steininger. >> I'm going to abstain. I had previous actions with this property as part of city council. So I'm just clarity. I won't vote. >> So we have three A's. No NAS. Therefore, it passes. >> Administrative reports. Starting on next section. Is there anything here that we need to >> Do we have any? >> No, >> I do. I have a couple. >> Just remember that excl we're excluding number C from this one. >> We did an amendment, >> but Stephanie has an ad. >> Um, just want to send number six. We have two Fairborn young men um returning to coach, Bronson Marlet and Brandon Lily. Welcome them back. Glad they're here. um both played a lot
of games here, so it's good to see them on the agenda. >> That's all. >> Any others? I didn't see any call outs for retirements either. >> No. >> Okay. Then I hear take a motion that we approve >> the report. >> There's a been moved. >> Second >> and seconded. >> Call the role. Miss Landon, >> yes. >> Mrs. Webb, >> yes. >> Mrs. Mad, >> yes. >> Mr. Steininger, >> yay. Passes. >> Wendy, you want to do the donations? >> Sure. >> Sorry. >> Yep. [laughter] Fairborn City Schools Board of Education would like to gratefully acknowledge the following gifts and donations. Uh, Julie Chun, $75 for the Ron McDermott scholarship fund in memory of Tom Massie and Phil Dorler. I said that right. Uh, Michael Mayor, $1,000 for the TUR fund. Papa John's
Pizza, 10 pizzas for the staff at um, Fairborn Middle School. Lori Reid, $50 for the Ron McDermott scholarship fund in memory of Larry and Patty Reid. Thank you for all your generous gifts and donations. Thank you. >> Uh next we have work session. >> Yep. Um we anticipate going into a short work session then after that uh to an executive session. The only action we see after the executive session will be to adjourn from executive session and to adjourn. No other f further action is anticipated this evening. Take a short fivem minute break. >> Very short Kevin. Very short.
