001anyways I tried they got shut up thank you good evening and welcome to the September meeting of the Grandville School of Board of Education please rise and join me in the pledge Allegiance from the United States of America [Music] uh thank you all for being here I appreciate coming on and I hope you got some good accommodations and also plenty of other things on the agenda Miller here Mr wall here here thank you for approval of the agenda thank you hi Mr Wolf hi Mr Miller aye foundations okay good evening tonight we have the wonderful opportunity to commend several teachers first we'd like to recognize that Jody van tyne's Award winners for this year the award is given by the Granville Education Foundation Melanie coleheim is here representing them Melanie come on up you can

002say a few words on their behalf and then I'll wrap up how's that sound board of directors and I was thrilled this year to be chairing the committee for the jolly good time award and the thank you teacher efforts that we do throughout the year this year gef was thrilled to receive 24 nominations more than double what our pool typically is in the past seven of those nominations actually came directly from students which we thought was really neat this year and many parent nominations actually included quotes from their kids I personally review medical research Grant proposals as part of my job and this was the most daunting task I've ever been presented with each and every nomination was for a teacher who was very deserving um and everyone did receive an email from me the

003week following the um the back-to-school events yes and that had excerpts of the nomination letters in them so I got a lot of response back from that that the teachers appreciated that so I planned a state in this role again at least for another year and helped establish you know building up that award and continuing the good work that we do so thank you so our two teachers that were identified this year are Derek Fisher Latin teacher at ghs and Laurie Miller [Applause] elementary teacher and she has an Entourage we're going to take some pictures but if you have a camera so yes I do share a picture no let's do them together here I'll go this way you go here oh here we go congratulations [Applause] I was telling the story uh as Derek

004was walking in that I was at a state meeting last week and they were talking about who has Latin anymore and I I raised my hand and I said we do so thank you Derek and I'll do a fantastic job and so and Lori's Been instrumental on our Patel for kids soar team we've been leading a lot of the initiatives over the years so very well deserved next we'd like to highlight our transcendia excellence in education award winner transcendia has sponsored this award in Lincoln County for many years transcendia has a plant on 79 they are plastic films company and they recognize excellence in math and science educators this year our award winner is Kat white GMS science teacher cap was selected by her administrator for her tremendous creativity and dedication to our students congratulations

005Kat well deserved come on up and she has thank you okay excellent congratulations [Applause] for those of you that were here for the accommodations you're rewarded welcome to stay at the restaurant meeting but if you'd like to take this opportunity just step inside your welcome to your thank you so I'd like to invite Scott Lofton our new operations supervisor up to give a facilities and operation company good evening uh so this is the culmination of the second month that I've been here and look at all you're going to accomplish so just kind of want to walk through a few things that we've been able to do um prior to I to be arriving and then things we have we have scheduled to do in the future um so in the last year we've replaced boilers

006at the middle schools the Indian School to high school um the part about operations is it it's all guts right it's there's nothing about teaching so it's I get the ugly part of what we do and that's important paving at the elementary school and then we also created a new parking lot behind the tennis courts for softball and soccer which is really a godsend because it's it's packed all the time uh installed seven new water bottles water bottle fillers and we plan on keep keeping that going as we get funds we'll we'll keep adding those throughout the district resurfacing of the tennis courts playground at the Intermediate School and now the stuff that makes everybody happy is the air handling units at the elementary school air handler wanted two and also food service we we

007added walk-in coolers and then a steamer and and one that I'm I'm really glad that we did was the upgrade to the radios for the buses because there were a few spots throughout the district because they were driving around that it was just hard to communicate and as we all know that communication is vital will among the students there's some pictures as I said there's there's nothing sexy about it you have a couple of them boilers and then parking lots and the bottom middle is the is the is the new parking lot behind the tennis um hope we have some better pictures next year but you know this is what we have so for future projects continue to replacing Air Handlers at the high school middle school and then the exterior doors at the middle

008school are are starting to fail they're starting to to starting to show wear and tear and not closing all the way and ground underneath is starting to move so we we need to really take a strong look at and create it and getting that changed out we will also continue to replace flooring throughout the district I believe we did 10 lives last year and we will continue that process um and then we're also going to place all of our buildings on a painting schedule so that we can rotate it through instead of you know here here having a more coordinated effort where we can go in and knock out a lot of rooms a lot of hallways at one time so that we can stay on a strong schedule and make sure we you know

009the painting looks great and then also at the elementary school the older portion of the building it has wood windows and they're starting to feel so you need to upgrade those to a more current form of window all right last uh you know we have some opportunities we had some departmental changes leading up to this year where we brought maintenance and grounds in-house and that is working really well uh good communication things are getting done we're continuing to work through work orders and stay on top of those and then we brought in Harvard as a third party vendor to do our custodial work and you know so we've been able to relate to them what our expectations are what our goals are and we're working through that there's always that that period of transition that

010we're working through they're coming on strong and we just hope that they just keep getting better and better as we go throughout the year Staffing wise we're down two positions in maintenance and grounds so far candidates have been thin but we've talked and we're trying a few different things to get the word out there about the positions and I think that hopefully in the next month month and a half we will have those two positions filled and we'll be at full staff that is it for for presentation um are there any questions the work on Capital project upgrades and just continue maintenance is so important right it's really great to be in a position where we can do long-term planning right because if you let these systems get too old and fail or let the

011pain go too long before you take care of it you end up replacing walls and windows and and bigger systems instead of doing radio maintenance so it's great to have your insights and hanging out that regular plan it's important to be able to to do it on your time instead of having to do it when something goes down it really is it's important to do it on our time yeah and the one thing that I will try to do is make sure we maximize that that asset um because of the more life we get out of it the better dollars that we are able to continue to use and use in different things so we'll we'll maximize the life work not to go too far I mean we had a great group of community that

012research superintendent committee that would love to kind of hear about it for long-term plans and capital projects and things like that and maybe we can lend something to swallow sometimes that you can get together and meet them right because they really instrumental to our Capital Investments and steer our economy schedules and so forth and they just begin to updates that'd be great yeah good I just have a good question so why um did you decide to or write in the district decide to contract out for custodian didn't we have a period of time I might be completely wrong but I thought we contracted out then we had hired in-house and now we're Contracting it again and did I make that up Subway yeah so we have always outsourced custodial okay um but there were periods

013of time District than out of District then back in industry so those positions have fluctuated by custodial has consistently been an option okay and is that easier for administration like why would be yeah well I think what we try and do is is uh minimize the cost and so you know sometimes we get cost savings from you know Outsourcing in the bidding process and um we were with ABM for several years uh you know we had communicated to them that you know we needed things to improve and we thought it was appropriate to Outsource that continue to bid and Outsource it thank you and I think the game over again some of our existing employees or the previous employees that worked in buildings and things like that and they're just they're specialists in this you

014know we're specialists in educated kids right and I think we need to have our Focus there if there's some place like that that we can Outsource and you know achieve some you know efficiency of cost and so forth yeah it's probably the right thing right now but you know we had such challenges if you don't have the maintenance people that are focused enough to get nice is there one thing with custodial health is they have multiple branches throughout this area so if we go down a couple custodians sick leave things like that they can pull from those other groups and help us out right now it's just really difficult to have substitute staff yeah ready to go and the last thing you want to do is about you know proclaiming needs it's you know it's

015tough to try to spread it out over eight people you know when you have 10 people and you have to spread out over and it makes it very difficult yeah yeah and we welcome aboard yeah and we're glad you're here and we're looking forward to a lot of great work in the future great thanks Chris thank you yeah foreign so August 2023 financial report we are two months into the fiscal year now and about 2.3 million dollars above where our cash balance was last year this is largely our carryover cash balance from last year contributing to that so if you recall we have the cash balance cycle that happens from year to year but also within the year so August is a high point for a cash balance for within Memphis so that's largely due

016to the property tax settlement that we received this month which we'll show on the next slide so we'll start spending down from here to our lower Point projected to be in January and then build back up again once we receive the uh spring settlement so for the month of August compared to last August um property tax or local tax revenue rather is up over last August if you recall from last month we had uh timing variants so with the property tax payments what ends up happening is in some years we collect more in July versus August and that evens out once we look at year-to-date numbers so that's what's happening with local taxes and then I have a link here that I just wanted to do a quick plug for related to property taxes um

017just to make sure that everybody has seen this so this was an article that we put out related to the reappraisal process so this is out there on our website and would send out via email this is an explanation about the impact of reappraisal as County auditor sent out letters to Residents a couple of weeks ago related to 20 23 values so this goes through the explanation as to how those values impact taxes actually paid and what the revenue looks like for the school district um and spoiler alert if you don't want to read the two-page article uh taxes our tax rates are adjusted down as values increase so the amount of taxes that you pay are not directly correlated to the percentage increase that you see in copy values that's why we don't in

018the five-year forecast project significant increases in property tax revenue and that's a concept that's explained in detail in this article I will say I've had several community members reach out to me and thank you specifically for that summary it's a really tricky concept to get your mind around how when your property value goes out your property taxes don't go up by the same amount and you do you do a nice concise job of it uh Mike Smith in his letter to Residence also kind of alluded to that a little bit as well I think this is going to be a good document to be able to circulate back and I would have guessed that we've had less concerning questions than we have asked when these property tax reassessments have come out you know and I

019think we just need to continue to highlight that people talk about a lot in any time right but in the housing an important time that people are concerned about it as well with the real craziness so everything um last thing I have to point out on this slide all other revenues up over last August and this is an increase in interest earnings that we have this year over prior year so interest rates are continuing to say hi they are capitalizing on that and then we had a higher than previous e-rate payment that came through an hour in August so then looking at year to date so this includes July and August Global tax revenue is down slightly and that is an actual decrease in the income tax revenues the last month I reported that income

020tax so the local tax line is comprised of the income tax and property tax and the income tax specifically is down over last year um state revenue we're going to continue to be where we were in Prior year we are on the guarantee so we will see very little change in state revenue and then all their revenue is down and this is just the accounting adjustment related to The Return of advances of an Esser funds so as we're spending that down we have less need four advances at your end what is the e-rate funds is that it's a federal reimbursement program for um what we spend in one of two categories so it's like Network infrastructure is one side and then it gets into our internet connectivity so what we actually pay for the internet

021itself okay then on the expenditure side uh under purchase service line item this is a significant increase over the month of August for last year and part of that is a timing with electric payments so we had two electric payments that hit the books in August um but then also we have made um several annual tuition payments for special education students that those contracts were actually approved at the last board meeting we paid those annual amounts up front um just to save everybody the hassle of making us not for payments and we also do we can't get some cost savings by doing it that way too they get those like discount situation um and then look at that expeditures here today um so normal increases for salary and benefits related to steps and Staffing changes

022and then under purchase service we have uh the timing issues that I talked about on the previous slide and then the carryover from last month uh that will continue to see through this year so we have that ABM payment that we paid in July and then all of their expenses this includes the capital or the transfer to the capital projects fund that we talked about related to the upcoming HVAC project so again we will continue to see that shown here as a transfer out of the general fund once we actually start spending we haven't received any invoices yet related to that project but once we do we'll have um an additional supplement to the monthly financial report that shows the details of those expenses good then for covert related funds so we are really starting

023to get to the the end of the the life of these funds so no change to how we have either already spent or how we are planning to spend their remaining funds so this is just a reminder of how we have spent almost the 2.9 Million so this slide shows are just the Romanian sources so then rather than rehashing every source that we've had this is just those funds that we have left to spend so sr2 I'll point out that is now fully expended um so that's another one that's going to fall off of the monthly reports uh next month so we'll just have these uh three remaining sources left so we have summer intervention next summer and the temporary intervention position that we're continuing to find and then lastly we have the cash reconciliation

024um nothing really too exciting here but I will point out this athletic change fund so um as a new requirement this year we are required to accept cash at athletic and other districts events for admission um so in order to accommodate that we have outstanding cash to use as a change fund for those events so with audit purposes we wanted to add that here do you have a sense for how many people are like getting to pay cash versus card the tickets um more than I expected I don't have any specific amounts I could run some numbers but it was more than I expected but as a reminder we are charging the same price for cash tickets versus um online tickets and that is including the fees so there are not fees on top of

025the electric electronic tickets I think that's great right that way people that choose to use the electronic tickets and things like that you know and makes our need to deal with cash and it makes it clear that way if it doesn't make anything more expensive for them so I'm good thank you thank you any other staff updates okay fantastic we've responded to our agenda where we welcome our public comments and one of my wishes to speak the Lord and I stepped to the podium stage your name and address and speak for up to three minutes thank you good evening today my name is Sarah bullwear and I live in Park trails a few weeks ago in the second day of school precisely 11th grade English teachers assigned students the task of reading a book from

026a list of quote banned books and writing about whether or not the band was justified the list included books such as genderqueer Lawn Boy and all boys aren't blue to name a few of the top 10 books provided on this list eight of them contain sexually explicit content a quick Google search shows that many contain incredibly graphic and erotic material some of which could be considered child pornography as it depicts minors in sexually graphic scenarios my husband reached out to two board members about the assignment one of which is still looking into the issue apparently the other did respond with an explanation it is approved Curriculum by the American Library Association and therefore somehow acceptable in our district for the record the Ala is well known to be extremely politicized and overtly ideological and we

027did not elect the Ala to make curriculum decisions for our district as a parent of children in Granville schools I take many issues with this assignment first and foremost why do teachers feel it is necessary to offer the reading of erotic and sexually explicit material to a classroom full of minors the the likely explanation is there is an ideological agenda at play involving the exposure of graphic sexual content to Young impressionable Minds an argument has been made that the because these students do not have to choose to read the books with sexually explicit material and that because they get have to get parent approval that this assignment is a quote non-issue am I going to have to spend the next 10 years constantly signing off on what my children can and cannot read in the

028classroom does that mean teachers will have erotic discussions with students based on a book while my child sits in the hall or goes to the library this type of assignment opens the door to the use of any material when there is no line drawn then anything is free game one of the 11th grade English teachers had wisely selected a list of 10 books from ala's list that did not contain sexually explicit material and ask the students to choose one of those to write about what would have been lost absolutely nothing as school board members I am asking you to be proactive and establish basic Common Sense rules in which teachers cannot use or offer sexually explicit pornographic material to students rules that two years ago we did not need because uh constantly exposing minors to

029sexual content was not normal at the time students can and should have an education without being presented books and assignments with sexually explicit repulsive erotica please have courage protect our kids maintain the Integrity of our district and do not allow the education of our students to be politicized and sexualized thank you [Applause] I think Sarah fairly asked me she's a lot more well spoken than I am um you're going to be a lot more easy to talk to I think I'm not going to talk about the same issue so um yeah there's banned books that were sent out to be 11th grade curriculum to all great or all uh students in 11th grade not just one teacher providing this and I did some research on it as well and I just picked three of the

030top ten she's right all top ten had either sexually explicit or lgbtqia plus material in them the genderqueer is banned or Challenge and restricted for lgbtqia plus content and because it was considered to have sexually explicit images the hate you give bam challenge profanity buttons promotes anti-police message and indoctrination of social agenda The Bluest Eye depicts his van challenge because it depicts child sexual abuse which is sexually explicit so I uh printed out series is that is that video over here I think we need to look at these so this is from genderqueer this one says when I finally got old enough not to be embarrassed talking about this stuff but my sister so it appears here I'm not sure I'm gonna think this is probably why they have a gender dysphoria in school is

031this this appears to be male and a female for those who are interested in looking at it the male asked the female it it really never occurred to you to put something into your it's not even a finger to which the other person says it really didn't so you've never tasted yourself what no ew and he says wait you have of course you should try and so you showed the finger that's good that's good I have another one also from the genderqueer so this one obviously is what I would call child pornography as well so fast forward we've been dating for two months we've made out we've had sex we moved on to sex them at work I've got a new harness today oh this one depicts him he's at the library welcome to the

033you would you like to if we had more for everyone three minutes just kind of say your name [Music] no actually it's huge to speak herself for goodness oh here we go okay yeah I'll start there and and we do value your input and you might be more effective to express your own perspective Ramirez I live at 151 Stone Valley Drive in Grandville we have a junior son I also was appalled at the email that our son was provided books in the classroom without my knowledge apparently placed around the classroom for him to choose from but he was given the list online I have to agree it was posted in schoology yet he was provided all these Hands-On books to look at that day he came home with the form and three books listed we

034discussed them none of them were lgbtq or sexually sexually related thank God um but we would have discussed them he wanted to read the code Runner I said you understand there's a little boy rape scene in the pipe Runner he said you know but your dad served there and it's very real he didn't want the book because it was sexually explicit we had to figure out a solution for myself and we did so anyways picking up from a girl I'm a little nervous I wasn't famous when I'm planning on doing this the CDC recommends reducing sexual behavior among high school students currently 47 of students admit to having sex over the past five years suicide has been the second leading cause of death for people ages 9 to 19. 45 of all lgbtqia youth plus

035youth apologies have seriously considered suicide within the past year 45 percent lgbtqia plus youth are more than four times more likely to commit suicide than their peers one suicide attempted every 45 seconds yeah we are pushing this on our students and if we are listening to the science the CDC stated that these stats if we are believing the CDC with regard to masses why don't we believe in them with regard to our children's lives thank you for data okay here's I guess another episode excerpt from a book which book is this from I apologize um all boys aren't cool oh boys aren't blue you then asked me do you feel that yeah but I laughed and said get your hand off my butt you giggled that that's not my hand you're lying I said you

037my name is Matt Kennedy and I had not planned on saying anything tonight I had no idea the discussion was coming up it's kind of interesting because I had a birthday party this weekend and her granddaughter was there and this subject came up not because of the reasons we're talking about here but she was just talking about an assignment the assignment didn't bother her at all I said what do your friends think of this because we discussed a little bit she said my friends these are things that we just talk about a little bit and go on nobody thinks something about it really after the discussion that my son and his wife were there and a couple of us I pulled out my iPhone I said let me try something here I said I've never

038done this before it took me five seconds to come up with pornographic video a lot worse than what you're seeing here that your kids have seen at 12 years old probably and they do it all the time they come up with these things what we're talking about here doesn't bother them a bit they're not even thinking about it now you can't say that while we keep track of our iPhone and we you know they're not going to be able to see this baloney they do and as far as I can see it hasn't bothered them and it kind of hits us as adults that these things are there but they're seeing a lot worse of loveless and you could even think about in these cartoons you've seen but much worse I think as far as

039you can see if you follow me raisins if you'd like to step to the microphone state your name and address we'll give you three minutes um I understand that I'm not a book Banner myself I recognize that we all have freedom the way that we have our religious beliefs or something that might not constitute what I believe in my only issue is that my current 10th grade daughter who is taking School through cotc was asked to fill out a mature content permission slip I think that this is beyond the level of these books of which were reaching mature content I mean my art my frustration is who will be a junior next year is that I think any time that we're putting material out there with organizations that we've entrusted to be able to provide

040we shouldn't have to kind of go back through and micromanage every single organization when we entrust that they're going to provide us applicable material educational material and I think that it's your responsibility in choosing a curriculum to make sure that that material that is provided particularly the top 10 lists should be something that we actually want our parents our kids to read that is mature and age-appropriate if my student my 10th grader has to fill out a mature content form for college from what I've listened to today there can't possibly be anything else beyond what we've already read that they're learning and yet it is something that we require because they are not a big team so any student that takes a college course in any capacity has to have that and what we're offering

041through our student through our teachers and through our educational system and to quote you our president Tom you mentioned that you are the experts in or I'm I'm trying to recall exactly what you said we probably remind them to take care of it you're specialized in education and I do realize that as board members most of you are not Educators but people that take a value in taking this role you have a vested interest in our children and our future so I think if I can read through the words of what all of these people are here to say it's not so much that we want to throw pitchforks up and say oh how could you but maybe it is possible that it was an oversight on your part to not review the content that's

042coming through and so here I think again you know forgive me for all of you parents that are here I think our expression is that we want you to dive a little bit deeper in the content that you're allowing our children to research some parents might have not not have a problem with what their students are reading but I also in question uh encourage you to question how the teachers are handling those assignments are they individually written and then having an individual discussion with a teacher or are they allowing that conversation in a classroom Forum because if they are the parents that might not sign that mature content which by the way if we did not sign our students are not permitted to go to college it's not an option they're not permitted to go

043to that college as an underage high school student if I don't shoot if I chose not to sign up my student would not be permitted to take any of the any of us so I think we need to use some common sense here there's a reason why if any of the subject matter whatever this notes are here if any of them were listed or um put into a movie there would be less citizen C-17 or rated R and for that is it's not a law but a highly recommendation that most movie theaters enforce that you have to have a parent present for anyone who's under the age of 17. I think some of this is a little bit common sense that we need to either reevaluate and maybe suggest our own 10 top 10 books

044and students who want to dive into the subject matter that is well within their right but I do think there needs to be a little bit more exposure on how those teachers are handling those in that situation and furthermore provide some more some something that's a little less you know graphic and detail because again if I'm not signing a mature content permission slip all right foreign for us so I appreciate that okay more discussion so I want to start um just framing a little bit just to make sure everyone understands um obviously I appreciate all the comment and um you know conversations about continuous Improvement opportunities are always something that we're open to as we continue to adapt and meet the needs of our students the goal of the project is critical thinking and looking

045at you know things that are controversial in with that critical thinking lens um because it's controversial there is a requirement to notify parents ahead of time so a parent letter is communicated um the list is provided but it is not it's just a source document it is not a push of of text on you know the students there are some texts available in the classroom as reference um so the intent is for the parents to be completely involved in that process like the mature sign-off document um if if a parent and a student cannot find a book present there is an alternative option they can propose a book themselves I know that has occurred but I do believe that you know we will continue to look at the assignment make sure that we are you

046know achieving the goal of developing critical thinkers that's you know one of the things that I'd like to you know start with as far as learning yeah I think it might be interesting or helpful maybe if in the assignment um because I did see the letter that went out to parents and I had to have one person here in contact with me but I think it might be helpful for parents to know kind of what Ms Hall brought Ms Hall brought up like what happens after because some assignments we do as a teacher you do um you know the students come in they talk about it together what did you find out what did you learn about and some assignments are again an individual one-on-one with a teacher because they're helping students work on like

047a grammar or some kind of a skill and other assignments teachers are just grading for whatever they're grading for and so it might be helpful for parents to know what happens next with this not only am I going to know what my child is reading maybe I'm even going to see what they've written but also what's next I think in general it is helpful for parents to know like what our teachers looking for so if they do need to support their child in any um you know in any project or any learning experience but in this one in particular what's next involvement of the parents specifically in in this was good up front and very important and I would suggest you know a follow-up message and letter about what's happening with this like Cecil said

048that's a great idea that can be communicated to the same parents with the more understanding of the process and the learnings that are happening in here that'd be really valuable uh next update is our strategic planning update our next meeting is September 26th Jennifer Roberts is from the TJ Evans Foundation but she's also the lead on the framework process she's going to be coming to present to the strategic planning on the work of the framework and they have released a report that is online if you go to framework.org Lincoln County there is a report out there just talking about the regional approach to growth there is a reference on page 102 and 103 related to schools and the need for schools as infrastructure but she's planning on coming in and speaking to the strategic planning

049committee uh on the 26th jurisdiction group like that and come up with some really quality recommendations on you know planning and creating plans that's really important um I think we need the same thing for schools right and it was mentioned briefly and I think that's a bit outside the scope of what the Frameworks group was so I hope spearhead that same kind of collaboration our own strategic planning team has you know administrators from other school districts which is fantastic but I think we really need like Regional planning to address some of the things that we have in terms of capital needs right and other expenses and even Transportation kind of things related to the school that's going to be hitting us specifically in this region you know the state has you know chosen to vote

050and chosen to go after the economic development that will benefit from in this area but provide the economic growth and the jobs but the cost of the schooling is an important piece of the infrastructure you know we're investing in roads we need invested in schools as well and I hope that a regional approach to that will kind of resonate better at the state house and let us kind of create a better plan amongst the various school districts so thanks for helping along those lines as well the framework did a fantastic job amongst our jurisdictions and I'd recommend that they go out and look at that report because they did a really nice job specifically they looked at places like Chandler Arizona and Hillsboro Oregon where Intel is located their last two large manufacturing plants and

051the kind of long-term changes that those places went through and those are giving us really good insights to what this area of the country is going to be like you know 10 and 20 years from now which is what we need to start planning for right because you know if this growth is coming there's certain requirements from an education from a transportation and infrastructure perspective they're really important to get our arms around so just a quick question so that's a public document and you can just find out on the framework website yes okay that's correct thanks yeah thank you yeah you're welcome strategy planning or the accounting thanks uh the next item uh I just wanted to report the local report card was released at the end of last week um you were this is

052the first time they provided an overall ranking which five star is the highest we are a five star um you know we look at the report card as interesting validation of the work that we already know is occurring um but I think it's important to give a nod to our students and our staff for the work and the performance that they they've achieved I think they did a fantastic job and we continue to monitor you know our state achievement results but also do it in context with our portrait of a graduate that highlights other necessary knowledge skills and dispositions students need in order to be successful yes I mean we've always emphasized not just about one state report card score there's a lot more important factors at play here whether they be our curricular opportunities

053which is the kind of quality of Education over all we do it's not it's it's hard not to be a little proud when you get a grade school like this and uh we've always respected that and I think we'll always have the opportunity to deliver those kinds of academic results on those tests but uh the rest of the things that are going on in the school the results shouldn't be overlooked so another question surprise surprise um so this is all these ratings often on test scores OST you're um that's correct I mean actually so like from an achievement progress Gap closing early literacy has some components that are tested but then College and Career read Readiness is not necessarily testing it's more Elementary yeah a metric as far as right you know how many kids

054achieve the honors diploma or those types of things CC plus right other things like that yeah now um that's good it'd be great that once the full results are out there you're going to have a more thorough review of that and so forth and I'm sure that's on the agenda of the future it is going to be on the agenda in October fantastic I'll be here all right yeah and then we'll find them about headspace yeah I just wanted to update a little bit on the headspace athletic well-being program um I know that the coaches have gone through two sessions and they've engaged The Varsity G Club and help I guess mentoring work with with the ethics that are involved as well so I think things are progressing and the way that they wanted to

055and I think so far it's been very well received by students parents and and the coaches so yeah um anything else on the word specialized lines relative to growth or the extracurriculars and other daughters I kind of appreciate that across the board we're sort of all over the place tonight including public comment and then more discussion we've got the strategic planning where we're involved in the community we've got the straight report card which is clearly testing and academic achievement and then we move on to headspace this new program that also has to do with students kind of holistic well-being so like I like a well-round dude public comment for discussion I agree completely thank you all for your comments and and the discussion here this evening yes thank you action agenda 10.01 is for policy

056adoption AC and jbp okay so um just a reminder AC is the non-discrimination policy and that is really just a change from time to Sherburn to Brian Petrie as our representative and then Jed is student absence and excuses we talked about that at the last board meeting with the change of House Bill 110 or 410 and the attendance requirements if a if a parent were to take a vacation even if they're doing all the assignments and everything you know when they're gone it triggers an attendance meeting a required meeting with that parent even though that they've communicated ahead of time so you know what we have crafted is a board policy that allows parents to fill out a form communicate with us that they're going on something for five days it's a five day limit

057we have the ability to check previous attendance grades and and make sure that they can keep up with the material during their time away and and I think this is a good change because we've had a lot of administrative issues dealing with people who get upset because they have meetings that they're required to attend because they've taken a vacation and they communicated so I think this is just a you know a change that I think everyone will benefit from not only the staff knowing when kids are going to be gone it still holds you know attendance at a high level we want kids in school but it also gives parents flexibility to have Alternative Learning experiences with their children so it was couldn't get a review of that last month it's much better to get

058a heads up on that instead of being surprised and we'll put together a communication strategy to communicate this to parents so that they understand what what has changed any other questions or comments on these two policy adoptions roll please Michelle aye Ms Steves aye Mr Cross aye Mr Wolf aye Mr Miller aye okay thank you uh 10.02 is approval of the bcac annual plan so um the Lincoln County or licking Regional business Community advisory Council we are a part of the Lincoln County esc's advisory Council we're required to have an advisory Council to go in and do a regional approach they have to submit an annual plan to the state of Ohio we aligned with that plan and they provide those services and those meetings on our behalf and we're there to represent Granville but

059also part of regional conversations it's an annual adoption what feedback do we receive from the bcac so a lot of times um ctec is also at the bcac and they they get a lot of feedback from employers about what type of skills or or material skill sets or Fields need to be prioritized in order to meet their employment needs but we have broader conversations about what standards are important what type of dispositions we want our students to have responsibility is one of those items on our portrait of a graduate that's something that employers value because it's not just about you know um do they have the competencies but do they have the human characteristics to be a good employee and those are things that are I think are represented on our portrait of a graduate

060so employers really enjoy our portrait of a graduate and wish all Lincoln County Schools have one great I think um you know one of the subcommittees if you will of the strategic planning task force is around curriculum and academics and our preparedness there that we haven't addressed this urgently because we had some other things that are higher on the list in terms of enrollment work but I'd really like to see us get more into that and understand our new neighbors and tell and maybe engage with groups like The bcac because I think there's going to be more and more opportunities for alternate career paths that are not just four-year colleges that result from Fantastic careers for our students and I know there's more of those opportunities so it'd be great to bring those to the

061Forefront a little bit better right as those opportunities are available in this area specifically with some of these new companies coming in that task force might be well positioned to kind of coordinate some of that yeah and that pillar on the five that we're attacking in the strategic planning group it really we've delayed it because Intel is prioritizing you know their yeah their immediate pipeline meaning for your institutions and two-year institutions in kind of communicating what they need and expect from a Workforce but we are having conversations with them and we anticipate that those conversations will deepen the good news is we have a lot of opportunities and for our students in the area of community computer science that are supported by ctec staff in Granville schools but there are many different Pathways that I

062think would support Intel and their surrounding businesses and they've got some hiring needs relatively soon I've had a couple good opportunities to inter interface with cotc right and the pathways that they're creating specifically around Intel and I think it'd be great for our community to learn a little bit more about yours right because there's some fantastic career paths that are starting very soon right and you know with some of the college credit plus and things like that even straight out of high school you can get pretty close to into a track that's going to lead you into a great career Intel or other some other companies that are in the area so looking forward to those conversations great thank you remember comments from you on that if you want to call Michelle aye Mr Wolf

063aye Mr Trump aye aye Mr Miller hi okay uh 10.03 approval of modification of substitute bus driver wage second uh this is really in relationship to also the mou that will be approved at our last board meeting to increase the base rate of pay from 18 dollars 22 dollars an hour to look for a competitive advantage in the recruitment process obviously we we tend to align our sub pay to the base pays rent pay for bus drivers so because they need to have a CDL in order to be a bus driver it's important to keep that consistent so that is that item we really struggled last year with getting kids to school on time and safely and we had a lot of people step up and do the extra work to make it happen and

065to be the liaison and then delete those hampers as well aye Mr Wolf aye Mr Miller aye okay next item is the routine consent agenda an A through deep second okay so um we have our minutes we have several supplemental contracts including our new head voice across coach Adam Stewart um we have under certified staff contracts we have multiple bus drivers underneath that hiring area which is excellent we need them right now desperately so that our mechanics can for our mechanic cannot drive the bus but actually work on the buses Bus 36 broke down today on Jones Road and then was moved to Saint Ed's and um you know a while because Joe was driving around so it was an easy fix but easy for him not easy for me but uh that's the type

066of situation that we're trying to avoid by making sure that we're fully staffed on our bus drivers then we have substitute teachers some of the standard items I'd like to call your attention to the retirement of Tim Beck at the end of this year Tim is an intervention specialist at Van Granville for many many years does fantastic work but he is decided to Sag tire and then we have a couple of resignations and appreciation of service any questions from that um hi Mr Wilson aye aye thank you item 12.01 approval for August 2023 financial report second any other questions or comments that's great thank you Mr Wolf hi Mr crom aye it's Michelle aye Mr Miller aye item 12.02 approval of the permanent appropriation resolution for the fiscal year ending June 30th 2024. so second

067this is um our appropriation which is basically the highest level of budgeting for the district in January approved temporary Appropriations which allow us to get spending at the beginning of the year and then at the September meeting we're always required to approve them as permanent but we are able to revise those before approval throughout the year which we pop into um we'll get basically any time that we would get funds um that we didn't know were coming so this time we increased for a getting receiving receiving a couple of changes and allocations and then some budget changes to a general fund our changes here primarily fluid and what are the expenditures in the budget so you can appropriate you can budget I can so the highest level up so you can appropriate up to as
