You ready? >> Check. One, two. Testing. One, two, three. Yes. Check one. It is 6:33 and we'll call this regular meeting um of the of the board education to order. If we could all stand for the pledge of allegiance Mr. Krishna >> here, >> Mrs. Washington >> here, >> Mrs. Herbert >> here, >> Miss Emmer >> here, >> and Mrs. Denber is >> there's a statement that um Vice President Herbert is going to read for board member Dber to the board of education in Gport Madison community. Please accept this statement to be read in to the official record during my absence this evening. Due to unavoidable professional commitment, I was unable to attend the meeting in person. Though my heart and focus remain steadfast with the work of our district, I want to state clearly

that I requested a timely change to this meeting date to ensure full board participation. While I was informed that a shift was not possible, my own subsequent outreach suggests there was in fact a greater willingness among my colleagues to adjust the schedule than was initially communicated. I have raised these concerns before and have made every effort to plan ahead to avoid these exact conflicts as I take my responsibilities to this community with the utmost seriousness. I care deeply about my role our students and staff. However, I must speak candidly. The current practice of scheduling back-toback meetings is counterproductive. This pace leaves no breathing room for board members to truly to be truly thoughtful or for our dedicated s staff to properly prepare and recharge. My dedication to this elected office has been proven over many

years regardless of my title and my engagement with this district and the OSBA began long before I took my seat on the board. My commitment is unwavering, but our processes must respect the time and mental bandwidth required to lead effectively. Regarding this evening's agenda, I am formally recommending that the board of education and administration issue a official communication to our staff. It is imperative that we clarify that no decision has been made regarding budget cuts or staffing. As we navigate the complexities of the new state funding formulas and state budget HB1, transparent communication is our most vital tool for maintaining trust and stability within our schools. Thank you all for all that you do. It's great to be a cruiser. I respectfully request the treasurer to include the full text of this statement in the

meeting minutes for our official record. Respectfully, Latoya Dagenberger, board of education member. >> Thank you for reading that. And for the purpose of ensuring the record is complete, I would like to provide some additional content. Earlier this year, the board of education formally approved the 2026 meeting schedules by vote, including the structure and timing of our meetings. The schedule was adopted with full participate board participation including support from Miss Dell Berger who made the motion for that um calendar. On March 29th, a request was made to reschedu this meeting in response to the full board that same day explaining that given the timing, it would not be appropriate to change the date. Doing so would have required adjustment not only from board members but also staff and members of the public who who rely on

the posted schedule. Following that communication, I did not receive any response from board members indicating support for a change. While we always strive for full participation, occasionally conflicts do occur and it has been consistent practice that the board maintain its adopted schedule to ensure fairness, transparency, and proper public notice. I remain committed to those principles as we conduct the work of the district. And I would ask that this be added to the the board's president to reply. >> Thank you. I'm going to comment also. I think it's inappropriate because this is not on the agenda and I think it should have been sent in time to be added to the agenda. But I do have one strong comment. There were there were was mentioned in there about being able to refresh. I spent two years

on this board in this room till 2 in the morning and they they had the last meeting of the year that they conducted went till 400 a.m. There's a reason we went to two meetings. I wasn't there at 4 am. I I can't participate till 4 in the morning. So, the person making this statement should have reflected on that before they criticized our move to two two meetings a month. Thank you. >> I I have a statement as well. >> Yep. Um we did all agree on the organizational planning scheduling two meetings with the caveat that they would be two short meetings, not two long extended meetings. The meetings have been six hours. We have not gotten out of here early. The intent was to reduce the time of meetings. That has not happened. >>

I guess you don't have something to compare it to. As I said, 2:00 a.m. 4 a.m. So, we're doing better and we can do better. I agree. >> And we move on. >> All right. We have um item B, which is agenda approval, adoption of the U meeting agenda. Um, I move that the board of education approve agenda. >> Pardon? >> Yes. >> So, does anybody have any comments about the agenda tonight? >> We had our initial um policy committee meeting, but um last minute Ashley was not able to be there. So, we really just had very general discussions and have not processed uh the full minutes or anything yet. So, I would uh ask that we postpone that report. >> So, we will delete item E, board committee report. >> Yes. Thank you. And

I would ask that um item Fe the March 18th special meeting be removed and put on our next agenda. I just I didn't have time to review. We only had I only have the transcript for a week. So not even a whole week actually. So if you could remove that one. Um it's E. >> Move. Yeah. Take E off and we'll put on the next all the other ones. >> I would also recommend to remove G1 and H1. G1 because we are still waiting on the updated resolution and H1 because we cannot discuss a work session without a full board here and H1. >> Correct. So I would like H1 to stay on. Is that all right? >> We can't discuss a work session without the full board here for input. It's um having to

do with the individual who will speak, >> but they should have board here to have context and input. >> I feel we should wait till the full board is able to attend. >> We won't be voting on it. We'll just be discussing the individual. There's no vote there. >> I agree with Ashley. I mean, we took out E, we took out F1, and she's only asking for H to be removed as well, just like you two. just a and it wasn't a rebuttal. >> Okay, I'll bring it up during comments and other things. We'll remove G and H. >> Any other changes? >> So, we're deleting E or deleting E March 18th minutes only and removing G but keeping H. >> Correct. >> Yes. We'll move E four committees. We'll remove F one E. We'll

remove Judy one and yeah first >> for the >> I need I need a first and second. >> The first to amend the agenda. >> Yes. >> Make the first. >> Okay. Somebody second. >> I move that we amend the agenda for what we just discussed. >> Okay. Can you repeat that one time? Um, Adam, please. >> Yeah. >> Okay. So, I have for the adoption of the meeting, we're deleting we're deleting E and the March 18th minutes only. And then we're deleting G. >> Oh, and H and H. There we go. >> And I need a first and second. >> Second. All right. Roll call. Mrs. Zimmer. >> Yes. >> Mrs. Herbert. >> Yes. >> Mrs. Walsh. >> Hi. >> And Mr. Kel. Hi. All right, we're on to public participation. That's item C1.

All meetings of the board and the board appointing committees are open to the public. In order for the board of education to fulfill its obligation to complete the planned agenda in effective and efficient fashion, a maximum of 30 minutes of public participation may be permitted at each regular board meeting. Each person addressing the board shall give his name and pertinent background information if needed. Um if several people wish to speak, each person is allotted three minutes until the time total time of 30 minutes is used. During that period, no person may speak twice until all who have desired to speak have had the opportunity to speak. Please remember that the law prohibits discussion of specific employees or their job performance at public meetings. State law does allow for discussion of board members by board members

regarding employees and executive session of the board. We have one public participant and that is Tony Nap. Good evening. I'm here to introduce EP, the extend day program to the board. Allow me to introduce myself. Sorry, I'm a little nervous. My name is Tony Nab and I've served in extended day program for 11 years including eight years as site director. I currently oversee Glendin and Sidelia Elementary sites. A little history of the program. The extended day program was founded over 30 years ago by Jeannie Grub and a parent through through a grant at Glen Denning Madison and Sidelia. After establishment, the program became self- sustaining sustaining prior to the pandemic grow managed the program with Genie Grub as the coordinator. Since reoping, we the program has been led by three different EDP um coordinators. Currently

we EDP serves an estimated 89 students across two locations with 42 at Sidelia and 47 at Glendenning. This includes both full and part-time students with some variations throughout the year. Our typical day starts at 6:45 with the doors opening at 7 for the morning session and 3:36 for the for the evening se session. EDP is vital service to working parents and I have some letters of support from some parent some of my EDP parents to present if you guys will want I w I welcome the board members to visit a extended aid program during operating hours to observe our operations to discuss ways to strengthen staffing, communication and safety protocols. Thank you. Thank you for your time and if you guys got any questions. >> Thank you for your work. We appreciate it. >> Thank

you very much. So now we're on to the presentation and recognitions. Mr. >> G. The moment we've all been waiting for. Good evening everyone. >> Everybody get a cupcake. >> All right. Uh, you know, we don't have enough seating in here tonight and that is one of the best problems I think I will look at this week. This is such a wonderful time to be able to recognize our artists, our athletes, and some district recognition. So, we appreciate you all coming here tonight. Um, and we are going to start by recognizing our art awards. So, at our district art show held during the state of school celebration, we recognized outstanding student artwork through our best in show awards. Each art teacher selects three student pieces to be included on a district-wide ballot. All artwork was

displayed at the show and every district art teacher votes for their favorites. After votes are tallied, the winning students receive a best and show ribbon, a certificate, and a Michael's gift card to support their artistic growth. Because our high school has such a large and diverse art program, we present three separate awards there. one for 2D art, one for 3D art, and one for digital art. We also have a superintendent's choice award that I get to choose. Uh those art pieces will be displayed here at the DSC. Last year's winner is proudly in my office in the window right by my desk that I look at every day. So, very happy about that. Uh we're going to announce each winner and we'd like the student to join us up front. And if you'll stay up

here, we'll have the uh with the board members, we'll do a group photo at the end. And if any art teachers are here to support your student, please feel free to join your student as they come up as well. Once we finish with the art students, we'd also like to take a moment to recognize our outstanding art teachers. Pulling together the district art show is a very timeconsuming effort on the part of our art teachers, and we want them to know how much we appreciate the work that they do to make this evening special. So without further ado, we're going to start uh recognizing our students from Little Cruiser campus. We have Sam Ellinger. Good job. if if he will. >> Yes. >> Okay. From Asbury Elementary School, we have London Carson. >> Congratulations. Stay

up here. >> From Dunlow Elementary School, we have Jasmine Gurang. Congratulations. >> All right, this is going to be my first challenge. Glen Denny Elementary School. Vasilei son Deloosa. Was that close? >> Close. >> I do my best. Sorry. Uh, from Groport Elementary School, we have Anthony Warfield. Congratulations. >> Okay. Uh, from Madison Elementary School, we have Zere Morrison Hilton, who's on vacation and can't be with here tonight, but I think we should recognize a student as well. FROM Sidelia Elementary School, we have Aerys Butler. >> All right. >> Okay. From middle school central, we have Matias Guen Batista. Congratulations. >> From middle school North, we have Samaras Lebanon Valuez. From middle school South, we have Hector Rivera Rangal. Good job, Hector. Good job. All right. Representing Grove Fort Madison High School in digital art,

we have Chris Desellar. >> The trilog Madison High School 2D art. I have Amaya Heirs. Roour Madison High School 3D art. We have Isabella Wood. Okay. >> The superintendent's choice, >> McKenzie Deal. Okay. You want to have the board join us up front and we can try to squeeze together and get some pictures. Were >> you supposed to go? Congratulations. Okay. Uh, next we would like to recognize any of our art teachers who are able to come tonight. I know some of you might want to grab some more pictures or pictures with your teachers, but if we can go through our list, we have a certificate. Uh we have certificate of appreciation for every art teacher that says with appreciation for your creativity and dedication to the district art show. Your guidance, vision, and commitment

help our young artists grow with confidence. You care. The care you bring to nurturing their creative work enriches our schools and strengthens our community. Thank you for bringing that imagination to life and making the showcase truly special. And again, I'm sure you were all there to see the level of talent and beauty and creativity. It was absolutely wonderful. So, thank you for our teachers. We have from Asbury, Maggie Pounce, from Dunlow, Megan Merritt, Glenn Denning, Rachel Blackmore, Blakemore. Roport Elementary. Dana Spur from Madison Elementary. Ashley Welch from Sidelia Elementary School. Dana Stetts from Middle School. Central. Wesley Boston from Middle School North. Stephanie Smith Auzu from Middle School South. Kelly Howley, >> Groport Madison High School. Aaron Fenzel. Grow for Madison High School. Jeremy Miller, Groport Madison High School. Michaela Patterson and Groport Madison High

School. Megan Stafford Miller. THANK YOU VERY MUCH. ALL RIGHT, we want to come back up and get a picture of the board. Thank you. That's nice. >> Thank you. >> Good evening board. I have the pleasure of doing our winter sports recognition. But first, I'd like to say a few things about extracurricular activities, kids that participate in clubs, activities, events, and our student athletes. We have the utmost the utmost admiration and respect for these students. They have to maintain good academic standard and they spend most of their nights and weekends dedicated to their teams and activities. We know that is hard, but there's a lot more that comes out of this. They get a clear understanding that they're bigger. They're part of something bigger than themselves. They have dedication, grit, and determination, and commitment to

their team. And those are great characters, characteristics that they can take on into their life and as long as as well as lasting memories. So, we're recognizing the winter sports right now, but I do want to do a shout out for our marching band, our band, our choir, and as we just recognized our fine arts, clubs, activities, and events that kids participate in. But we are proud of our winter sports. And I'm going to start with the first of all, let's hear for all the student athletes. AND AND I'm going to start with the boys basketball team. Coach Lamont Hampton and Coach Coley Adabanjo. Are you both here? Come on down, guys. >> All right. I don't want to steal into the coach's thunder, but I do want to say that the boys had a

good season and accomplished a lot. And I do want to let coach Hampton speak, but um last year they did a really good job and this year the team had their own and did uh accomplish many things even this year and we're awfully proud. Coach Hampton. >> Yes, >> guys. You guys can come on in. >> Fellas, come on in. >> I just want to thank the board and um Mr. Group, Mr. smatters everyone for honoring us. Um, we had a a historic year last year obviously, you know, we put up three banners, district champs, first time in 40 years, elite eight, uh, regional runner up, first time in over a hundred years. So, it was a special year. This year, we had a winning season. We lost eight seniors. Um, we in rebuilding mode,

believe it or not, there's a lot of freshman and sophomores up here. So, the future is very bright. I expect your cruisers to have a great season next year in the years to come. Um, again, I appreciate everyone's support. And I want to thank my players. I want to thank these two these three coaches up here. Coach K, my varsity assistant, Coach JC, Coach Damon Pal. Um they both coach JV and freshman help with varsity as well. I couldn't do any of this without my staff. Uh we got a couple guys missing um players and coaches, but I just want to thank everybody that's a part of the boys basketball program movement. And please continue to support us because they're working really hard. They all just left the gym. Uh couple one of them got

a twisted ankle right now and he's standing strong. I'm proud of you, Jordan Wagner. Um and just thank you guys. if we can have the the board come up and get a picture with the basketball team. I I have to tell you personally, not that I'm the tallest person in the world, but I don't often feel uh short around certain groups. These gentlemen walk in here, I felt myself in the background kind of like trying to get up on my toes, and I still not seeing eye to eye with these guys. Hey, I know you guys are hard, but on this one, you smile. Smile for the cruisers. Hey, thank you guys. Thank you guys. Thank you. Thank you. Thank you guys. Thank you, coach. Hey, thank you, man. >> Okay, next I'd like to

invite up the girls the real Port Madison High School girls basketball team. Uh, coach Ariel Convington could not be here, so Coach Snder will be in her place. I do want to mention that the girls this year won their first ever state tournament game versus Upper Arlington. THAT'S AMAZING. COACH SNIDER, >> it is absolutely great to be a cruiser. I love that to death. Um, Coach AC could not make it here tonight and a lot of the players could not make it tonight. Uh, but they are did an absolutely incredible job. Not just the fact that they're going on the field and, you know, playing the court, but these were just amazing girls. I absolutely loved it. When I got this job, I was a little nervous about the girls basketball team, but I will

tell you, I absolutely love the girls basketball team. They're absolutely fun to be around. They're joy. They laugh. They're having a great time. Um, so there a lot of good things that are going on. And I was there for when they did win that tournament game. And you, it was a great moment for our girls. It was just a great time to be around our girls having a good time. So, thank you guys. Sorry about that. Um, >> girls there. There's no girls tonight. We have a track meet. So, a lot of our athletes are two sport athletes. Uh, there's also our bowling team that's coach is going to come up here, but we also have guys playing baseball tonight, which is where I'm coming from. So, I just came off the baseball field. While

I'm standing here, if I'm allowed to continue, I do have one wrestler here. Um, this young man came all alone because that's what we do in wrestling. We stand in the circle by ourselves. So, this is Ernesto Perez. >> Our cheers are amazing. But Ernesto is a great young man. He's a great representative of what our wrestling program is all about. Our head coach, Matt Miller, couldn't make it tonight. doing a great job with our program. When I came into this job, there was four wrestlers on our wrestling team. It was in dismay. We are having a JV program. We started a girls wrestling this year in the OC. We had, I think, seven girls on the team. So, we are starting to build our wrestling program to where we're going to be a dominant

sport because of the guys like this. Ernesto made it two districts. Um, that is not an easy feat in the wrestling world if you understand wrestling. So, this is a great young man and he's coming back next year. So, we're really excited about wrestling. So, Ernesto Perez, I'll say say his name. Just one Quick mention I want to say that we had a boys and girls wrestling team. For the first time we had girls wrestling. They did a good job and we're awfully proud of them and they represented us well. And we also had two wrestlers qualify for the state tournament dis uh district qualifiers and that's a special deal also. Next I'd like to invite the boys and girls bowling team. Come on up. and coach Josh Cizer Shizer. >> Coach, thank you, sir.

>> Did I say your name right? >> Uh, sheer. >> Sheer. That's all right. Everybody gets it that way. Uh, good evening everyone. I'm Joshua Sher, uh, the boys and girls varsity bowling coach. We also collectively coach JB. This is my son and Groport alum, Ryan Sheer. He's my assistant. Uh we've had a very successful season this year. I'd like to start off with the one bowler that could make it tonight. A lot of our bowlers are multisport athletes. A lot are in baseball, a lot in track, a lot in tennis. A lot of tennis players this year, actually. Surprising tennis players. >> Yeah. So, Miss Porsche Yansy was my acting senior on the girls team. She was my captain and she fought through a lot of adversity this year. I'm very proud of her.

She she bowled successfully enough in individuals to place for districts and she finished 34th out of 152 girls at districts. Missed a couple states by about 82 points. >> I did take some notes real quick because I wanted to hit the highlights of our season. I was not prepared to speak tonight. Thank you, Tommy. I appreciate that. Um uh we had, like I said, we had a very successful season this year. Um this is my fourth year as a head coach. fifth year as a coach on staff at Growport. Um, I really enjoy bowling. I love the kids that we get. The boys had a a very successful season this year. So, I'm going to give them their accolades real quick. Um, boys did place at sectionals. They made it to districts and they missed

the cut to go to the state competition by 42 pens. So, they were this close to making it to states as a team. But, we did have one individual that made it through. Uh, Titus Schizer made it through to states with a 669 series. I don't know if you guys know much about bowling, but that's a 223 average over three games. Pretty good. Uh, and he ended up placing 27th in the state of Ohio. So, pretty good. Pretty good. As a team, our varsity boys placed third in three tournaments this year. Um, that's the most success that we've had in the years that I've been here. We had a lot of seniors that are leaving. We got a a lot of open spots, a lot of coaching to do moving forward. But uh to have

three third play finish third place finishes and be this close in those tournaments to go home with hardware was it was a good year. It was exciting as coaches. Um our bar our JV boys did end up finishing second in a tournament this year. There's a brand new trophy in the trophy case there. It's on the right side bottom shelf. You all can look at it when you go in the high school. It's nice. It's nice to have one in there now. Um, and we had two of our bowlers finish first and second place with scoring in that tournament. So, they had the first and second place series in that tournament. Our varsity boys collectively over the season had 10 games with 250 or better. Again, I don't know if much of you know a

whole lot about bowling, but to shoot 250 is that's pretty good. And Titus Sher led the way with a 297 and a 288. The 297 happened at sectionals, so almost rolled that perfect game that we've been looking for. Um, did I miss anything there? Anything you want to say? >> Uh, the only thing I want to say is to bowl a perfect game is to shoot a 300. So, my little brother Titus, he shot 297, 288. That's pretty close. >> Um, there was a couple other bowlers that shot 260s, 250s, 240s. Uh, essentially what I'm getting at is bowling is a rather mentally difficult sport and uh, it takes a lot of knowledge to be able to consistently throw the ball the same way to be successful. So, >> absolutely, absolutely. So, it was a

great season. Thank you board. Thank you everyone for the invitation. Proud of you, man. >> Thank you. >> It's good to be back. >> Yeah. It's not good. >> While they're taking pictures, I'd like to do a shout out for Ryan. Ryan, raise your hand. Ryan is a graduate from Groport Madison High School. Uh I actually was a principal there and you were an absolute joy to be with at school and I'm just so proud of you. I just I need to tell you that >> you were a special man. >> Thank you again. I appreciate you and everything that you did for me. Okay. Uh, next, all I can say, and there's a song in here, but all they do is win win win. And I don't want to steal any thunder, but they're

going to to Las Vegas, Nevada to compete. And I'd like the Groport Madison High School cheer team with coach Krena Huner and Ronnie Leaport to step up. Anybody else? Come on, girls. You guys can stand up here. >> Um, we have some other coaches that weren't able to make it this evening with work commitments. Um, first I just want to say thank you to Jamie and Paul. Thank you guys for always supporting us and all of our endeavors. Um, board of education, thank you everyone. I haven't met some of you, but I have met some most. Um, thank you for supporting us. I know that some of you are new, so thank you for supporting us blindly and just ex just thank you. We appreciate that. Without the support of you guys and especially you

two, we wouldn't be where we're at. Um, Growport Madison has um, since I've taken over the competition team, we've been able to travel to Orlando, win a title, Virginia Beach, win a title, and now we're going to go to Vegas and win a title. So, I'm pretty excited about that. No Grubport team has ever done that. So, I appreciate the opportunity, and without you guys, we couldn't do that. OKAY. OKAY. So Tommy told me today that we'd be doing speeches. So this please bear with me. Um thank you for giving me a moment to share about our girl for Madison share program. This season has truly been something special. Our athletes have shown incredible dedication, resilience, and pride in representing our district. They've participated in the heartwalk, the buddy walk. We volunteer at schools. We

volunteer for anything that you ask us to. We are there. Um, from long practices to game days and competitions, they have consistently brought energy, positivity, and a strong sense of teamwork to everything they do. What stands out most isn't just their performance, it's their character. These students support one another one another, hold themselves to high standards, and represent Growor Madison with class both on and off the field. They have no choice. I'm watching them all the time. It has been an absolute privilege to watch them grow throughout the season. I also want to take a moment to recognize our coaching staff. Their commitment goes far beyond practice time. They invest countless hours planning, encouraging, and mentoring our athletes. Their passion and dedication are a huge part of what makes the program successful, and I am

incredibly grateful to work alongside them. As we wrap up an amazing season, we're especially excited to have our competition team traveling travel traveling to Las Vegas this weekend to compete on a national stage. We leave on Thursday. It's a wonderful opportunity for our students and a reflection of the hard work they've put in all year. We wish them or we would like to wish them the very best as they compete on Saturday and Sunday. Stay tuned. I will make sure it's posted all the time. and we know they will represent Groport Madison with the utmost respect and pride. Thank you again for your continued support for our students and our programs. >> Okay, we'll come on up for pictures. I just want to say one quick thing. >> Buck the Buckeyes win every year. they

reload. >> I think the success we had with the program was not by accident. That's a program that's together. We reload and come back and win every year. Come on. Get took everything. So, I wanted to say something real quick. Um, Krenice hit everything on cheerleading. Like, these girls are amazing and it's really the joy in our lives. But, I want to encourage everybody to start coming out and going to the events because unfortunately the But I was at the district championship game 40 years ago in 1985. That was the last time we won it. And to sit there this year and watch it or last year, sorry. It was amazing. And you can't go through that and experience that unless you go to the athletic events. That's all I want to say. things are

dangerous. >> Okay, that's for the student recognition for the winter sports clubs and activities. That's it. If we have a special announcement if you want to stick around for that. All right, Mr. >> Y. Okay, members of the board, I have a great award to present to you tonight uh from the uh Department of Education and Workforce. And with our state grade card, we earned the momentum award. This is a prestigious award. Thank you. We earned this as a district and one of our schools earned it also. Um as a district we earned it for improving our performance index with three points as well as growth which we got four stars in our progress uh on the state report card compared to 23 24 25. Um our points we were one out of 20 in

the entire state that received this award. We're the only one in region 11, which is Franklin County. Uh we got 69.3 points and 24 and we earned 76.6 performance index points and 25 which earned the three points for to receive this award. Again, one and 20, one of 20 in the entire state. I do want to say that our performance index has steadily increased since 21 2021. So after COVID, we've been hitting the ground running. We went from 56.1 points. In 21 and 22, we was 67.3 and 23 67.5 and then I just told you about 24 and 25. Hopefully we're the momentum award. So, we're going to keep increasing even next year. Um, I would like to give uh Mr. Group credit with his vision and his leadership that we've been working real hard

on this and uh and we're showing some improvement and achievement. The other thing that I want to celebrate is Growport Madison Middle School Central. And I'd like Mr. Martin and and uh Miss Brooks to come up. Growport Madison Middle School Central earned 67.9 points in 24 and earned 20 or 76.8 PI points in 25. They increased by nine and to get this you only need three and they went up nine. I'm so proud of them and I don't want to steal your thunder. So you guys come to the podium. Uh first, thank you so much uh for honoring us for this momentum award and this recognition. Uh this is an amazing award uh and honor, but this award belongs to our entire school community. Uh first and foremost, I want to recognize our teachers. Their

is the district one. Oh my gosh. Can I do a motion for a quick fivem minute recess? >> Yes, I make the motion we recess for five minutes. >> John, actually second. >> Either way. >> Okay. Um, Mr. Zimmer. >> Yes. Mal, Mr. What do we think? What do you need to do? Get ready. >> Yep. >> You don't need all the server URL and all that crap. restarting the screen. >> Okay. When you're not going to I Yeah, let's do I don't mind. Test test check. breaking me >> sound over here again. You're good. I am so your tanks. Check test. >> I had your number. Yes. Accepted. I'm going to have to 7:37. We're back from our recess and we are now on to approval of the minutes. >> Yes. The treasur recommends

go from Madison local board of education approved minutes for the following meetings. February 24th special, March 3rd special, March 3rd regular, and March 10th regular. We deleted the March 18th special meeting minutes first and second. >> John second. Okay. >> Oh, I think I think there's a time error on one of the minutes. I think we I don't think we went that long. One of them says we ended at 9:09 a.m. >> Okay, I'll check that. >> I would remember. I'll check that for you guys. Okay. >> Is that the morning? >> We had a morning. >> Maybe it is. So, we had a morning or sorry, Miss Zimmer. Yes. Mr. Yes. Miss Walsh. Yes. Mr. Hi. Now we're skipping on to the superintendent. >> The superintendent recommends the Gilport Madison Schools Board of Education

approve the attached with GMLA. >> So I second. This is theou I referenced last week why we pulled some of the the names off that we needed a renewal for this to move forward. So >> could you explain this again a little bit to me please? Thank you. So this this permits us to hire uh certain hard to fill positions uh with giving additional years of experience to be able to bring them into the district which is um outside of our standard range that's in the regular contract. So I appreciate GMLA working with us to be able to um offer some of these positions to bring people in to fill some of these difficult positions. >> Thank you. Could you give some examples of I mean just general examples of when that might apply and

where we're struggling? >> Well, um if we want to look at theou, it specifically says that the positions that were permitted to do that. >> If I'm not mistaken, I believe this is the same OU that we did last year and we just renewed it for this year. same positions. >> Correct. This is this is a renewal. It's uh >> nurses, speech, language pathologists, occupational therapists, speech therapist, school psychologist, teacher of visually and hearing impaired intervention specialists and behavioral specialists. Thank you. >> Yep. Zimmer. >> Yes. Mer. Yes. M. Hi. And Mr. >> Yes. The superintendent recommends the Growport Madison Schools Board of Education approve the following certificate of personnel items as outlined on the attachment. >> Some move. >> Second. >> Any questions? Mr. Zimmer. >> Yes. >> Miss Herbert. >> Yes. >> Miss

Walsh. >> Hi. >> And Mr. >> Hi. >> The superintendent recommends that the Growport Madison Schools Board of Education approve the following non-certificated personnel items as outlined in the classified board agenda attachment. >> So move. >> Second. Any questions? >> Yeah, I'm there's something wrong with my uh with my attachment. Um, >> thank you. Never mind. I see it. >> Mrs. >> Yes. >> Mr. >> Yes. >> Miss. >> Hi. >> Mr. Hi. And the superintendent recommends the Gport Madison Schools Board of Education approve the attached job description for the director of business services. >> So move. >> Second. >> This is the revised version of the job description we had on the agenda last week. I included uh we actually in addition to clarifying oversight of food service and transportation we did a sidebyside

comparison with the other agenda to make sure nothing was uh missing from there. So this is the revised version updated to include I believe everything. So I have a couple questions like we just hired that job and I see some changes here significantly higher qualification requirements and the removal of certain HR and student related responsibilities. Um my impression is that it's a very broad role and com combines direct supervision, operational management and cross development, coordination, but it does not clearly define authority, accountability and how performance would be measured. Um while much of the um operational scope remains similar, I think it's important for the board to clearly understand how this version differs from what was presented during hiring. And also we want to be sure that the um individual um who was hired under the

other scope has agreed to these changes. Um, can can you I I got the last question. Can you go back to some of the earlier qu It seemed like there were several things you were looking for? >> Yeah. Um, well, first let's go one by one then. Did this uh individual who was hired on the old job description, did he agree to these changes? >> Uh, no. We've not talked to him about it yet, but I don't anticipate any issue. Okay. Um, so the position does not uh which position does this rule directly supervised and are those employees formally evaluated by this position? Because I noticed some HR stuff removed. What is it? appeals uh assist in certified employees evaluation is needed but just want to make sure this position does this individual the people

he's supervising is he evaluating those individuals since that HR component was taken out >> yes everybody who he's reports to him he's the evaluator of those positions >> and said that job description doesn't clearly state that. That's why I had the question. And the area like transportation and food service, who had the final accountability for performance? Will he or will someone else? >> I'm sorry. Could you ask me that again? I couldn't hear you. >> She asked who was the final authority for food service >> for performance. Yeah. I mean so ultimately I'm the final authority I guess for everything but you know in the typical chain of command uh this the supervisor is responsible for the person reporting to them and and then that position uh if it's a report to Paul or a

direct report to me but but again ultimately I have I guess it's my responsibility if if it if there are issues that continue up the chain but um from an immediate standpoint point that person would be responsible for those areas in in his scope of work. Well, I guess my question would have to do with the scope of work because the job description is the scope of work and it doesn't clearly define who who is reporting to him and who's evaluating who's reporting to him and it takes away um the HR component in the job description and it also takes away the evaluation well evaluation is needed and I'm sorry >> could you say that last part again >> evaluation as needed and assist in the development of appropriate professional development for classified employees, but

it doesn't. So, I want to make sure that this this job description is covering those things because I don't see it being covered in the job description itself. It said oversight and maybe maybe you're including that in oversight. So, could you define oversight as it applies to this job description? oversight would mean responsible for those areas. >> Okay. >> Did you feel that there was something in the previous job description that's left out of this one? >> Well, I think the reporting, you know, who is this person managing and are they evaluating those people or is HR doing that? Are they assisting in that evaluation? Um because that was taken out. >> So, it was more specifically for I'm I'm sorry. What what was taken out? >> She's saying the previous job description was more

specific about what supervising means and who the person's actually just >> um >> there were when we did a sideby-side comparison of everything that was in there and there were a couple things in the job description. I I know that that you requested clarification about transportation and food service which we added in and um and then we because the previous one only said supervises the directors of and instead we put oversight of the full program which would also include oversight of of the of the head of food service and transportation. There were a couple other things in there. Uh, one I recall was assisting with expulsion hearings and we just removed that from there because that was unlikely that that was going to happen. Uh, and and so there was a cleanup thing, but there

was nothing of any significant reduction of any responsibilities uh that was removed from there. It was just I I thought rather than just do the two items we talked about before, I should do a more appropriate cleanup of the full job description. Okay. Um and also the reason that we're making this job description change a have require administrative license that's new right now it's >> for the business director of business services. So, if you recall, um, several directors ago, we tried to post this position as a business manager, not a director, with lowered credential requirements and lesser job responsibilities. and we uh took interview, we took applications or interviewed. Uh we actually made an offer and were declined, but the rest of the candidate pool didn't really meet our expectations. So then we changed the

job description to a director and reposted it. So I mean this is just an effort to try to clean up what the job responsibilities of the person we just hired. that was at your request to have us u because you I think you a meeting or two ago said that we didn't have an updated business director job description. So that's why I put the job description on last week. I don't know if I answered your question. >> No, not really. My question was why why do we have the added hire to add an administrative license to a position that we've never had that on there. I'm just curious why you would add that. I think that has been on there for years. >> The requirement to have an administrative license >> uh under qualification to

have that and then I think there's you look down there such alternatives to the above qualifications as a board may find appropriate and acceptable. In the last job description, the master's degree and administrative license were preferred. They weren't required. And I don't think any of our last two business manage uh people in those positions had either of those nor did they uh one of them had a business maner license, but I don't think either one of them had a master's or administrative license. It was preferred and that's what the job description was. just changes the requirements and restricts them which would I the way I see it is would the same position being filled by somebody else but with the higher um licenter requirement would increase the cost for that position substantially I would think

so that's why I have a problem with it >> the pay range hasn't changed and some of the job responsibilities on here I think uh I mean some of the evaluation portions um would require an administrative license, but if you don't want us to have that on there, we can pull it off and make those changes and bring it back again. >> I would prefer that they be taken off as a requirement. >> You would rather say preferred? >> Yeah, I would I would think that just having the business manager's license would be a better requirement for the position, but preferred >> preferred. >> So if we change the language to preferred >> Yeah. >> which is a very simple change. Does that >> does that satisfy that you're looking to look at me and

we can possibly just move this down the road? >> Yeah. Preferred. Yeah. >> That work for you? >> I'm fine with the administrative license being preferred. the administrative license being preferred and the um degree level being preferred instead of required. >> Those the two changes. >> Well, the degree level is preferred right now. Okay. >> Is there any other >> I don't know why we would have an administrator's license on there at all for this position. I guess in my thing we never had an administrator's license preferred or required either or. It's always been master degree preferred. We did have one at one time. I don't know if it was approved. It was revised of the uh support services one and it was two revision. It had a bachelor's degree preferred. >> Just keep in

mind I'm making a recommendation based on what I thought was appropriate. If your professional opinion is that we don't need >> administrative license or master's degrees, we didn't take those requirements off. >> Yeah. I just I really don't even think my question about why we added administrative license at all was really answered. I don't >> just I looked at last week's board meeting and tonight's job description and they're both the same. Both them say master degree preferred, both them say license required and both of them say Ohio business manager license preferred. >> Well, I was comparing it to what was current job description, not what was last. Yes, >> this has changed from what was last brought forward. Most definitely. There's been a a good change. The only one I question is the administrative license.

I'm not sure why we would have that on there for that position. >> But you're saying administrative. I'm sorry. >> Take that out. If you take that out, I'm good with it. >> Jamie, do you know the last time this job description was approved by chance? I had that information that escapes it right now. I think it was 21 maybe >> 2022. It was at the um I believe it was the organizational meeting, but I believe that we were also handed a different job description at that meeting. I have two job descriptions, but the one that's on our meeting minutes is the one that um it's called the director of business and support services support spelled wrong, but um that is what was approved and I believe it was the 18th, January 18th, 2022. >>

I'm I'm not sure. I don't remember it was approved on the 18th. I think there was a job description on an agenda that didn't move forward back then. Also, >> yeah, >> I think it was tabled or postponed or removed from the agenda. Look, I'm just trying to get the job description right or resolved. So, I I brought forward a job description based on my recommendation. If the board thinks that we want to lower the requirements, we can lower the requirements. >> Well, or keep the requirements the same as what they currently are. Not add to the requirements, I guess, would be a more accurate statement. Um, >> I'm looking for that right now. Ashley >> would prefer over >> job description was on the January 12, 20.2 K 7. So would prefer give you

future hiring flexibility. Yeah. Okay. So >> I did my own red line if you wouldn't see from that. >> So point of clarity. So you're saying the master degree administrative license preference was not previously on here but on the meeting you just referenced it was. >> Oh yeah. It does say that all in one line. It's not separated. Separate line item. It's master degree and administrative license prefer. That's correct. >> That doesn't change what's on the screen. >> Okay. >> Thank you for pointing that out. But it is preferred. So if we go back to being preferred, you be okay with that? >> Yes, that's fine with me. >> Yeah. >> Can we just make that edit to this and realizing that we'll uh revise the document to change from required to preferred >> the

administrative license preferred required >> and this this individual will be doing the HR for the positions that are under Is that what you mean by >> I think only HR can do HR but they may have supervisor management >> well it says okay let me rephrase that then he will assist in evaluations as needed because that's struck out >> right >> well so let me give you an example of that if you have a licensed administrator and if there is any type of a conflict or if a principal people got ill and we needed someone to step in and do other evaluations. If they were a licensed administrator, they could be an alternate potential person to do those evaluations. >> Is that part of the catchall under overall duties? Director of business services oversees the

planning, development, management, technical assistance of facilities, grants, operations, support of Groport, Madison, Board of Education. like it's a blanket and all things encompass which may include evaluation. >> That's that's correct. And and so >> it that while not specifically defined in there oversight means that the the people who report to this position would be evaluated with by this position. And just one more thing that that line at the bottom um assumes such other responsibilities and performs other duties as may be assigned by the superintendent or deputy superintendent. It's more of a catchall. >> Correct. >> Second. >> All right. Any other questions or comments? >> So, do we have a motion on the floor to amend? >> Yes. I have um Yes. So what I put in the board doc says we have a first

ban second by Diana but then I put in there in the current motion admin license will be preferred not required. >> Okay. So we have a motion to amend by DA and do we have a second? >> No we no I just I just added that to the original motion. If you want to do another motion we can. >> We we need to amend the motion >> since it's been read. I believe we need to amend it. >> Okay. Let me let me do that real quick. We've already made the motion to accept it as it was written and now. So, we just need to amend it. >> So, I'll first be first. I need a second. And this is to change admin license to preferred and not required. >> Thank you. to amend change

administration license >> preferred not required. >> I have a first second. >> Oh, you need a second. I'll second. >> All right. So now we are the motion is to change the admin license to preferred not required. >> Mrs. Zimmer. >> Yes. >> Mrs. Herbert. >> Yes. Mrs. Walsh. >> Hi. >> And Mr. K. >> Hi. >> Okay. And now we'll go back to the original motion with the amendment. >> And that one is actually first on a second. Mrs. Emerson. >> Yes. >> Mrs. Herbert. >> Yes. >> Mrs. Walsh. >> Hi. >> And Mr. K. >> No. Kathy, did you say yes? >> Okay. So, we just approved two different versions. >> Did we just approve two different versions? But I got really lost. >> No, >> then we went back through the ro

>> and did the original motion, correct? >> Okay. >> Oh, right. >> We went through the role twice. >> Oh, that's right. So, we voted on the original, >> right? >> Did we approve the original and the amended? Is that what just happened? >> Yes. I did the amended because then I went back to the original. >> Correct. >> So, we just have to do the one vote. Once you do the amended, you just got to do the one vote. >> Yeah, we can't have two. We can't have two. >> All right. So, we just had the one vote and they were all Yes. >> Yeah. We shouldn't have >> because we already we already passed the job description. To vote on it again just two dueling job descriptions. >> Gotcha. Right. >> I will

take out the first motion. Do >> we have to resend the move? I'll just take off the first motion. >> Just just um Okay, I haven't voted yet. Can someone please make a motion to reconsider? >> Motion to reconsider. >> We need a second from one of the other two. >> I'll second. >> Okay. So, I um you're moving to reconsider the second vote because we already have an approved agenda, approved job description, excuse me. >> Okay. So now we're voting on reconsidering. >> Okay. Who was the first and second for this one? >> Kathy did the motion. I did the second >> for this reconsider. >> Okay. Are we good? Mrs. >> Yes. Mrs. >> Herbert. >> Yes. >> Miss Walsh. >> Yes. M. >> Yes. Okay. So, now we're on to board member

the amended job description and the other is not out there. Right. You got that right. Yeah. So, now we're on to board member comment. Any board members have comment? I have one um I have a a motion that I will share with the board and wait um for the entirety of the board to be here. I'm going to just share this with the board today and then when we are all together at our next meeting, I will bring this motion forward and I will ask that this be added to the agenda of our next meeting. I have a motion to authorize an anonymous employee survey. I move that the board of education authorize I will be moving I should say that the board of education authorized the administration and board president in coordination with board

legal council as needed to engage a qualified independent professional survey firm firm specifically the same firm previously ut utilized by the district to conduct a comprehensive employee and teacher survey the survey is being authorized in direct connection with board's consideration of significant financial decisions including potential reductions totaling millions of dollars. The board finds that obtaining candid systemwide employee input is essential to making informed, responsible, and fiscally sound decision that minimize harm to student, staff, and district operations. The survey shall be conducted under the following conditions and safeguard. Strict anonymity guaranteed. Um, and I'm just going to hit the highlights. A non retaliation protection. independent integrity, independence and integrity of process, no monitoring or technology interference. Um, anti-duplication safeguards will be put in place, board oversight and direct reporting, and also transparency and communication. Employees shall

receive clear written communication outlining anonymity protections, the purpose of the survey, and its role in informing upcoming financial decisions. So, I just wanted to kind of give a heads up. It's been a number of years since we've done an employee survey and I think prior to that um I think they were done pretty much annually with very few exceptions. So I want to see us return to that and I think now is probably the most excellent time to do so. So I just appreciate your time there and I will bring that forward when we have the full board at at our next meeting. >> So you're not asking for this motion now. You're asking correct added to the agenda at the next meeting. >> Yeah. Thank you. Anybody have any questions for Mr. Personal? >>

Yeah, I would also say please look at it and if you see if you see anything any of you see anything that you find out of place or um anything like that. Um just please bring your ideas and uh let's discuss it in public. >> I would just suggest having it be the board president as well as vice president. >> I would just suggest having the board. Yes, that's great. Thank you. Anybody else have any other comments? I um had a comment about um working on discussion of the upcoming work session and we originally Steve Fuji was conflicted out and that's because he >> ordered this was removed from the agenda. I do not think it's appropriate to have this discussion now after it was already voted off the agenda. >> It's a comment and

others. My comment is that we have >> you just stated >> you were having a discussion in regards to it. I don't think that is appropriate. >> Okay. Well, I have a discussion. I want to make a comment that I had a conversation with Mr. Jamie Grew and about Steve Fuji who we had um wanted to do our work session which we've been trying to schedule since I think March, February, a while now and he was conflicted out and we were having trouble finding anybody else and Jeff you were working on that correct and um I had a conversation with Mr. Fuji who said he would be able to work with us on that. uh we will and he will be on the agenda to speak with us and either six or May I think

it's May 6. No, sorry that's May 5th. Possibly the May 12th meeting. Um then we also have at the May 5th uh agenda we're going to have some items on there for executive session that might go long. So, we're going to try to keep that agenda tighter than what we usually do um so that we're not making everybody sit here and wait for long periods of time due to an excessively long executive session. And I just wanted to make sure the board was aware of those um items and to remind everybody that we have a special meeting scheduled for April 27th. And um I agenda should be coming out shortly. And that was it. I just want to keep everybody in the loop on what we're doing. >> Okay. I have >> I have a

comment. >> I'm sorry. Go ahead. >> Yeah. So, in regards to keeping everybody in the loop, I think it's very important that we do keep everybody in the loop. We all have been elected by constituents, families, parents, um within our community. However, we are not operating collectively and we're not collaborating. I've been excluded from yet another agenda planning meeting. We cannot get in front of people and pretend that we're working together when they can see the divide and that's a choice. My only loyalty and responsibility is to our staff, to our parents, and to our children. I would say you have been excluded from anything. It was a two-minute meeting and our policy is clear that we just do it. We can't set a meeting when we have less than a week and try to

get everybody included on that. Not all board members can be included. Um, this was just a continuation of that meeting. So, I'm sorry you feel that way. >> I'm I'm going to say one thing and that is we had an awesome presentation today. I think it was great and um it took an hour and a half and I think it was an hour and a half well spent. But if you roll back the last two years and the comments that were made or the statement that was read, that hour and a half would have been on top of our last board meeting that ended at 11 o'clock at night. And that's how it's been going. So, I'm just just pointing that out. It's a lot. It's so nice to leave here at 8 o'clock at

night. And we we never had that the last two years. I think that would have been a miracle. Maybe a meeting or two. So, just just clarifying why we're doing two meetings. And for me, I can go home, I can get a real night's sleep and not be going till two and having to get up at 5. So, uh, thank you for your time. All right. On to the German motion to adjourn. Second. >> Um, we have a second. >> I second that. >> Actually, we don't have a quorum. The meeting's over, isn't it? I was think >> please note to the minutes that um two board members left at approximately 810. I did correct. >> Yeah. Without any
