it's great to be here this evening. Um this evening we have our kindergarten first grade students here to perform the Christmas songs that uh they are going to be performing uh this Saturday up at the high school at our elementary Christmas concert that is uh all morning and afternoon. Um and with me I have Mrs. Candle, our fantastic uh kindergarten through 2 grade music teacher. Um, so at this time if I could have all my kindergarten students come on up [laughter] >> so much for >> We have a concert this Saturday uh starting at 10:00 in the morning in the high school gym and we have each grade level performing on the half hour from kindergarten all the way through fifth grade this year. It'll be so fun. And um my little brave friends are
going to sing a song that is called at the North Pole. And they're going to talk about Have you ever seen these things at the North Pole? Because Santa's very silly. You ready? Yeah, you there. [music and singing] [music] >> [music] >> I notic >> [music] >> Did you ever see me? I am [singing] >> to [singing] do [music] Did you ever see a little [singing and music] trouble? [clears throat] [music] And soft and warm. Just like kittens between my fingers and snow mess. [music] [laughter] [music] >> I will not forget them. When it's really that would be too crazy. [singing] That
would just be silly. Britt and gloves. Gloves and mittens. [music] Soft and warm. Just like kittens. Keep my fingers nice and soft. Rosie bear rock. [music] >> [applause] >> Okay, we have one more song from our first graders, but they asked for some help in this one. And since it is their last board meeting tonight, they would like Mr. Gallentine and Mr. Madd, [laughter] >> it's a pretty easy one. >> Oh, no. >> Need your glasses. [laughter] A ginger. [laughter] Okay. A gingerbread that [music] He's getting low. [laughter] [music] Cross. A ginger ginger ginger. kicked out. >> That was so good. That was so good. >> Good job, guys. >> Good job. >> Nice job. Now you know what my favorite part >> way to engage your core >> better than the truck like that
you were in the trap [laughter] that way. >> Next Miss Network has uh something she wants to talk about. >> All right. So very quickly here um as you just heard tonight is the last board meeting for um two of our board members. So, I want to take just a minute and honor acknowledge the two board members who are ending their terms of service for the district. Denver Gallentine is completing his term on the board that began in January of 2018, and Todd McMath has faithfully served the board since 2022. You know, serving on the board is often a very thankless job. It's a job where criticism runs rampant and compliments are few and far between. I've personally witnessed these gentlemen time and time again make very tough decisions. But in each case, they made
the decisions that they felt were in the best interest of the district, even when it exposed themselves to personal criticism and critique. I'm so grateful for their willingness to do the things they believed were necessary in order to fulfill our mission. So Denny and Todd, on behalf of New Philadelphia City Schools, I want to personally thank you for your sacrifice, your commitment, and your willingness to do whatever it takes to help every student achieve their highest potential. Your work has made a difference in the lives of many Quakers over the past few years. As a token of our appreciation, we've provided each of you with a customized wooden book stack that we hope you will proudly display as a reminder of the hours you have spent giving of yourselves for the sake of others. >>
Thank you. >> That's very kind. I appreciate it. Love New Schools. Uh I'm finishing up my 50th year here. >> Yeah, I'm old, >> but it's a great district. I know you guys are all proud of it, but thank you all very much. Just be kind. Okay, item five, and this is my next favorite to do is recognition of the fall sports. So, I will turn it over one of my former students, >> sixth grade teacher, you know, Mr. Valentine here. [laughter] >> I don't know if it'll be as fun as singing and dancing around up here, but uh we're going to go through and recognize a whole bunch of different names of uh students here, student athletes. >> We're going to sit here. Okay. >> Um who have earned recognition either from the OC,
Eastern District, conference awards, and and a bunch of different other things here. So, what I'm going to do is I'm going to start I'm going to call coaches up from the teams and come up here and help me kind of pass a couple things out. We'll read all the accolades that all the athletes have and then we'll kind of get you guys all up here at one time to uh get a group photo here for everybody. Um just so you know, a lot of these kids, you know, are seniors. They're graduating. We've got kids uh we had signing day last week on Wednesday. Uh and we had seven kids signed to go to Brown and Ohio University and a bunch of other different places. So, it's been a pretty fantastic week for these athletes here.
They've had great fall seasons. A lot of them are in in winter sports right now, too. And then we hope, you know, springtime sports, too. So, hopefully we see a lot of these guys and girls back here multiple times throughout this school year. Uh, it's a great been a great fall, like I said. Uh, so we're going to get started here. So, the first one I've got is boys cross country. So, if any cross country coaches, I see Coach Smith back there. Come on down here. You want to say anything about scene, coach, of anything you want to add for these guys that were on your team there. This guy is going to Brown to run. This guy's going to run. We have Kyle is going to Catholic University and Wyatt London is going to New York University to run. So, we're sending four guys. 017first time the girls uh won districts in 30 years. So, we're proud to get that date on the banner in the gym. And uh the boys, it was first time for them in 37 years. So, it was a pretty historic year for our teams. Um, and we're just really excited for what next year is going to bring. Can I get an assist? Thank you. Appreciate. All right. So, first on his list uh is actually coach Aaron Ramy first on theirs. He was the Eastern District Division 3 coach of the year in soccer this year. The
boys had a nice run uh into the tournament and and finished uh with a great season here. So, coach Ramy is not here, but we'll jump to I saw Miles back here. Miles Bites Paul. Now we've turned it around.
I mean, we had over 10 and we were district runnerup team. We we completely took a team that was had basically nothing to something that we were together as a team. We we worked really hard. We worked I mean I at least in my opinion we worked really hard. Uh I mean we had great communication skills. I think if you ask any one of these guys, we had great leadership with anyone. Uh not just myself, but [laughter] I know I was just captain but I'm not talking about myself. Um, I don't know. We had we had great step. I mean, he went from a, you know, JV keeper to our starting varsity keeper as a sophomore. And I mean, he's first seen in OC. He worked hard. Obviously, you can see he put his belt

microphone. >> Oh, she's got the microphone. Fabulous. And so you could use that so we can all hear and it it records better that way. So, please go ahead when you're ready. >> Hi, my name is and I'm in eighth grade at new school since kindergarten except for fourth grade. Thank you for letting me speak today. I want to tell you what school has been like. People always say that smart, but this year has been more than hard. It has been the worst year I have ever had in school and that is why I'm here. I'm not just speaking for myself. I'm also speaking for other students who feel the same way but are scared to say something. I am hoping that if I speak first, other people will feel brave enough to speak to.
The bullying at our school is really bad. Students bully other students and some staff do the same thing to or do things that feel like bullying. I told the school counselor multiple times that I felt like teachers were being mean to me. I was just told that they were joking around. But when I made a joke, I got in trouble for it. That does not sound fair. One day in class, I said I did not like how the teachers were treating me. The teacher sent everyone to lunch except for me. I had to stay back and skip lunch. That really hurt my feelings. I reported bullying from other other kids, but my reports were not And seriously, in the past year, I had I had to go to court two different times because students hurt
me and both students were found guilty. This year alone, I was assaulted two times by kids. I had already reported one attack left them with concussion. I told teachers, I told the office, I told the resource officer, and I even told the court, but the bullying keeps happening. In October, I had my IEP meeting. My IEP is supposed to help me learn, but my IEP is not being followed. When I tell the teacher that the work they give me does not match my IEP, they say that I'm refusing to do my work, but it's not true. I'm trying. I just want my follow. After the IEP meeting where my mom spoke up because she was not happy, I feel like some staff treat me worse now. My intervention specialist tells students she will call their
parents if they're misbehaving. But in front of the whole class, she told me I will not call your mom. That mean everyone's there and the kids ask questions and say that it made me feel a lot embarrassed. This week at our school was given a reward for being safe, responsible, and respected. But from what I did every day, that does not feel true. My classmates tell me the same thing. We want our schools to be safe. But it it doesn't feel like the same way right now. I'm asking you to please listen to me. I'm asking them to please help our school be a better place, safer place for me and everyone else. I want to come to school feel safe. I want to come to school to feel heard. I want to I want
students to be treated with respect. I want staff to follow and he will stop the Thank you for letting me speak today. I hope hearing my story helps make a change. >> Thank you very much. Thank you very much. Appreciate that. >> Do you want to tell her what she can expect next? >> Uh obviously the superintendent has heard the concerns and I'm sure she will follow up the appropriate uh measures. Thank you. >> All right. I'm sorry I'm lost my seven. >> All right. Next, uh on the agenda would be the treasures report. >> Um yes, I'm going to start out with the discussion of the band trailers. We um issued a PO uh to Defender Trailer to build two new band trailers. Um the company basically has become Ghost. So what we're doing
is we're working with attorneys to file that uh as a federal complaint and we believe that this company is going to go bankrupt. And so we have it filed so that we're first in time. If there's any assets left with the company, they will reimburse us. However, in the meantime, um, our band needs trailers. So, we still have half the money. We put half down. I'm going to come back to the board and request that we purchase those trailers um to make the band whole. Um, and I I don't know how soon this is going to be resolved. We've already been working on it for about 6 months. The trailers were supposed to be here in July. So, does anybody have any questions about that? >> What are the cost for trailers? >> Each trailer
is 16,690. >> Okay. >> And so, >> we put half down. put the 16,000 down >> and what are the prospects of getting that back? >> Um well because the company has basically disappeared. >> Yeah. >> Uh Pebble and Wagner has filed it with the court the federal court. >> So as soon as they go bankrupt, as soon as they start >> Okay. >> Um this disposing of assets, we will be first in time and hopefully we'll get some of our money back. Julie, [clears throat] was this the the band trailers? Was one we were purchasing and one there was donations? >> Yes, there was a donation from um the banders [cough and clears throat] for one. >> So, yes. So, all of it. We're thinking all of it. >> Yeah. >> So, how's the
band set up for trailers now? Like, >> they still have the old trailers. Those trailers are needed to be replaced and to build out those trailers, it takes a little bit of time. It's not. So, when we come back and ask you to approve trailers, I mean, we're probably not this school year going to get those trailers. >> Um, the good thing is is they're past the time where they're on the road a lot. They do have the Disney trip coming up. Um, but this it's going to be a process. >> Is the sale rep match Scott? Is that what you have here? >> Yes. >> Has he gone silent too? >> Okay. You haven't him or anybody in their company? >> We can't reach any >> anybody. Okay. That's all I just >> Wagner's
also tried. >> Okay. Yeah. Okay. >> Other questions? it'll come back up. Thank you. So, I'm asking for approval of the November 2025 financial statements, the key indicator, the cash flow, the check register, and the bank reconciliation. All of those documents are in your folder. Everything is in balance. Um, and we are moving right along. Um, the next thing I have is CD CDW uh service order for Google Workspace in the amount of 9,300. I'm asking for approval of the quote for Cardinal Group for Asbestos abatement at 312 Dawson Lane in the amount of $8,200. I'm asking for approval of the service agreement with the Ohio School Boards Association in the amount of $2784. This is our policy resources and hosting. I'm asking for approval uh for the proposal of course and fire and security
in the amount of $4619.30. Four of our door magnets for fire suppression are broken and need to be replaced. I'm asking you to approve the 60-month lease with quadant leasing for the district postage machine in the amount of 14,46540. That dollar amount is broken up monthly, so it's not nearly as expensive as what it sounds like. And this is a postage, the district-wide postage machine. I'm asking for approval of the FMLA as written. I'm asking for approval from the following donations. Precision one windows is providing windows at East Elementary, eight windows at their cost of $5,434.72. [clears throat] They're also doing the installation. Quaker ladies at $885 for baseball uniforms. Mr. and Mrs. Elmer Mccclave has donated 2500 for literacy programs for PK to five fifth grade. I also have some amended appropriations and we
have a brand new activity budget that this is for a new um activity we're going to start. It's called Girls with Goals. So, I'm asking you to approve the activity budget that was in your four. >> Very good. All right. Do I have a uh motion? >> Someone else. >> Second. [clears throat] >> Are there any questions about any of the items or concerns, corrections? >> Girls with goals is Mrs. Host starting that at West by the way. So, >> yeah. >> Well done. Good job. >> Is that in response to guys with ties? >> Nice. Okay, good. All right. >> It's going to be awesome. >> Oh, well, thank you. >> I wanted to say a special thanks to the donations. Um especially precision one with the windows. That's super helpful. >> Trying to
keep up all all of our aging old buildings is really expensive. So, we we can get people to partner with us. That's fantastic. >> So, thank you. >> Well said. If there are no others and we'll have a roll call on that. >> Mrs. Shrock, >> yes. >> Mr. McMath, >> yes. >> Mr. Gallentine, >> yes. >> Miss Fontana, >> yes. >> Mr. Rick, >> yes. >> Motion carries. >> Thank you. >> The next item is a resolution, and this resolution is the one we talked about at the last meeting. It's a resolution determining that the school district is a special needs district and authorizing the preparation and filing of materials in connection with the application for a designation of the school district as special needs pursuant to the section 133.06 of the revised code
and consents pursuant to section 133.06 of the revised code. >> Okay. Do I have a motion? moved. >> Second. >> And any questions or concerns? >> Just as an explanation, this is the 4% rule. If the the board so desires to go back on the ballot with um a bond issue, we have to have the special needs issue. It's not special needs as we know it in a school district. It's special needs for school districts to get uh bond issues, >> but this does not obligate us to >> this does not obligate us to a bond issue. It's just something we have to have. >> Any questions or concerns? >> Okay. May I have a roll call, please? >> Miss Fontana? >> Yes. >> Mr. Gallentine? Yes. >> Mrs. Shrock? >> Yes. >> Mr. Rick?
Yes. >> Mr. Mcmath? >> Yes. >> Motion carries. Thank you. And the next item is to approve the option to purchase 320 Dawson Lane Northwest contingent upon a successful funding campaign for the facilities plan. >> Okay. Do I have a motion to approve? >> So move. >> Second. >> Any questions, concerns? >> I would like to explain it. >> That'd be great. So 320 Dawson Lane is next door to a house we purchased already, 312 Dawson. And 312 Dawson was in very, very bad shape. It needed abatement. We had to actually have people come with masks to walk in the house because it was so full of mold. Um, so we're trying to bring that down so nobody gets hurt. The garage that's on that property goes across the property and goes on to 320
Dawson as well. So when it was built, it built one garage. It's shared by both properties. So I contacted the owner of 320 Dawson who is very very interested in selling that property. And this is only an option. This does not obligate it us to purchase it, but there's a clause in there that says we can take down that garage and the district will be held harmless. That's the purpose of having that option is to make sure that the district is held harmless. If the board so desires to go back, we can go back to those individuals and um and activate the option to purchase Any questions? >> Thank you, Julie, for explaining that. [snorts] >> All right. Do I have a roll call, please? >> Mr. Rick, >> yes. >> Mr. McMath, >> Mr.
[clears throat] Gallentine? >> Yes. >> Mrs. Shrock? >> Yes. >> Miss Fontana? >> Yes. >> Motion carries. Thank you. >> The item uh eight, personnel. >> Several personnel items here. Um there are a couple resignations. Um I am asking for approval to hire um Don Coglin as a teacher. um she's been working as a substitute while she finishes up her requirements for her lensure and they are now finished. So she will be a T-OLE teacher um teaching English to our non-English speakers. Um also hiring a new uh pair professional and then we have a list of several substitutes whether they be secretaries, aids, teachers, um we have some field experienced students, some student teachers and then we have a couple volunteers at the end of the list. Very good. May I have a motion for
this, please? >> So moved. >> Second. >> Are there any questions or concerns? >> Okay. May I have a roll call, please? >> Mr. Mcmath? >> Yes. >> Mrs. Shrock? >> Yes. >> Mr. Gallentine? >> Yes. >> Miss Fontana? >> Yes. >> Mr. Rick? >> Yes. >> Motion carries. >> All right. Item nine, uh, committee representative reports. >> Just want to draw your attention to the business advisory council information and minutes as linked. >> All right. Thank you. Uh item 10, assistant superintendence report. >> Couple extra things this month. Um first QDA annual report. Every year I have to um rate QDA in four areas. Academics, uh fiscal responsibility, operations, which is basically their board as well as legal compliance and uh put that together this year and QDA exceeded all standards in all four
areas. So um they had a very good year. um still some things to work on and that's where the um your approval of my strategic plan is in place. That is what I go off of um as sponsor. So it's for the next 5 years. Um three of the main goals within that strategic plan is for me to uh earn an exemplary rating in my sponsorship for the district uh which allows us to have a little less uh paperwork to do uh for 10 years now. So I'm hopeful for that. But one of my goals that's in there is for me to continue to still do much of that paperwork and still hold QDA accountable for all four of these areas. So which which is easy because it's very easy to work with them. Um
we've had a great relationship and it's been it's been really easy to work with them this year. Uh the last thing is to hold QDA to a high academic standard and so um just working with Deb Kennedy has been a pleasure. She has done so many things. um they exceed academic standards by community school standards, meaning it's comparative to other community schools, but they still have some areas um if compared to say a public school. So they their test scores in particular. Um so they're they're working very hard to get test scores up um in those grades, you know, up through high school. So um just all good good reviews for me to give for them. uh you see a long list of curriculums uh that I'm asking you to to um to approve. These
are the curriculums that um we got [clears throat] new versions of. Uh basically we've been teaching them in our social studies and high school, our our government curriculum, some of our intervention programs. They've just been updated or they're newer versions. And so um just ask you to approve those. Um our teachers do a great job of working with me and and ordering specific curriculums. you'll see we've got different at high school it's so specialized. Um but that's what I why I'm asking you to to approve all those curriculums. They're just updated versions of those books or those texts. So >> Okay. Thank you. >> What I got? >> Thank you. >> Do I have a motion? >> A second. Please >> second. >> Are there any questions or concerns or statements? >> Will we be
purchasing new textbooks and teaching guides? That's >> Well, what do you mean? >> The new curriculum. >> So, this is retroactive. I've purchased. >> Okay. They're already purchased. They already have them in their classrooms. >> Just seek your approval. >> Okay. I just want to make sure if we don't have them, I just want to make sure we don't fall behind and get them late. I just want to make sure we stay ahead of it. >> Okay. Thank you very much. >> Thanks, Kelly. >> I just want to say thank you to Mr. Williams. Nice job working on all this material, the curriculum and QDA. I appreciate your hard work on that. Like I said, QDA is very easy to work with from >> never admit that our job and you did it. >> All
right. Thank you very much. Appreciate it. Okay, we'll have a roll call then, please. >> Miss Fontana, >> yes. >> Mrs. Shrock, >> yes. >> Mr. Gallentine, >> yes. >> Mr. Rick, >> yes. >> Mr. McMath, >> yes. >> Motion carries. >> All right. Item 11, superintendence report. >> Yes. I just have one thing this month and that is a second reading and adoption of two board policies that we are updating as listed. >> Thank you. Uh may I have a motion to accept? >> Thanks. >> Take them both. Okay. Any questions or concerns about that? >> All right. May I have a roll call, please? I >> have a second. >> Yeah. They said at the same time and Mrs. Shrock. >> Yes. >> Mr. Rickwick. >> Yes. >> Mr. Gallentine. >> Yes. >>
Miss Fontana. >> Yes. >> Mr. McMahon. [laughter] >> Second time. >> New board member. >> It's not that hard. [laughter] >> Make motion carries. >> Uh, thank you. >> All right. Uh item 12, organizational meeting to schedule the organizational meeting for January the 7th. It be typed up says 12th, but it should be 7th. Uh of 2026 at 6:30 p.m. and appoint a president prom. >> I make a motion to appoint Jen Shrock. Okay. >> Do I have a second? Second. Okay, good. Um, any questions, concerns? >> Questions? No. [laughter] >> Second that. >> So many jokes right now. [laughter] >> Keep that. >> Okay. Uh, may I have a roll call, please? >> Mr. McMath, >> yes. >> Mr. Gallentine, >> yes. >> Mr. Rick, >> yes. >> Mrs. Shrock, >> abstain. Thank you,
[laughter] >> Miss Fontana. >> Yes. >> Motion carried. >> I obtain executive session for the purpose of matters required to uh be kept confidential by federal law, regulation, or state statutes. Do I have a motion? >> So move. >> Second. >> Okay. Questions or concerns? >> Okay. May I have a roll call, please? >> Mrs. Shrock? >> Yes. >> Miss Fontana? >> Yes. >> Mr. Gallentine? >> Yes. Mr. Rick. >> Yes. >> Mr. McMahon. >> Yes. >> We're in executive session. >> Upstairs. >> Stuff down here. >> Leave this cuz we have to come back. >> Right. This come back. >> Thank you. Thank you very much. Very kind of me guys. I appreciate that. >> I don't know if you want to the box. I can't take notes. So, thank you. >> Just in
case I need it. >> Hi. We're in executive session, but >> Oh, yeah. And it was it's three, but it's this Which one? So, I'm got a receipt today from school and I have a receipt from >> Yeah, we speak. >> Surprise. Yeah, it'll be sermon like chocolate ch or cookies or or pizza, you know, >> anything like that, right? >> Well, it will be exciting. >> It's just the facilities. It's a big, you know, How beautiful. >> Oh, >> we have good ideas. Good ideas, but uh you know, fresh. >> Yeah. >> You know, just we just have a lot of messaging over the next >> short period of time. >> And I said, look, it's nobody wants me taxes. It's just You just got to do it. You pay it forward. >> Yeah.
And you pay it forward. >> It's like breathing. >> That's what they say, right? Death and taxes. >> Yes. Okay. Well, I won't bore you tonight, but I would really like for this to be miked up. I always have an issue. >> Yeah. And it seems like it's miked up for them, but not for the room. Yes, I know that tonight. >> Exactly. >> Yeah. very subject. Well, I mean he's in the same position my dad is a car, you know. >> Yeah. But even so yeah, that would be such a plus because >> Oh, really? >> Is that why you wanted to? >> Yeah, that's awesome. I didn't realize that's fantastic. Yeah. >> All right. Well, then you know >> Yeah, I'd say so. Yeah, that's that's good. Yeah, just little things, you know.
>> Well, and you and you have a background noise, too, which is really hard. >> Yeah, it's going to be hard. >> Good. Good. I love to fluff. So, if there's anything >> Oh, it looks very sterile. and sterile. We want >> Oh yeah, perception of reality, right? especially those two days ago. You had a long day. >> Something actually because they're terrible. I mean, I have heard bullying got it. So on put up with it and of course always they never defend themselves and and then I have two kids yesterday because they thought they said this. It's not okay. you cannot see this, you know, and honestly kids stupid things like, you know, it's just I don't know this foot down and stuff. So, uh, there's just a lot and I've heard for years
a lot of schools that there's an element of there's always and you're going to look at these people, you're going to put on these people and you have to grow a little bit of the skin because it's just there's some element of it. Then there's also the element that there is bullying going on. So, and cyber obviously makes it so much worse now that we never have to worry about that. But yeah, it's it's like that's not very indepth, you know. I mean, >> right. It's true. It's just I'm sorry game practice.
