002have a quorum approval of the agenda mr france yes mr galentine dr fuller miss leaper yes mr weaver yes motion carries um item three approve the minutes of the work session dated october 11th and the regular meeting dated october 18th second mr galentine mr weaver yes mr france dr fuller miss leaper yes motion carries public participation we have john freshwater thank you thank you i was here a month ago before they come back and touch him a couple things again i want to start off with a quote plato and that is again the two most important things in society is who teaches the children and what they teach the children the philadelphia society most critical things your job right yes you are teaching critical race theory there's no question it's it national news it's been

003out there over a month new philadelphia is teaching critical race theory it comes in by the way of panorama you adopted panorama december 21st 2012. you spent 30 thousand dollars 581 thirty thousand five hundred eight one twenty five cents you all voted on us and you allowed critical race that would come into this school system okay it's very hot topic you notice by the virginia uh the election i saw the show up there very critical what is critical race theory it is a inherent discriminatory it is inherently racist inherently born with it i don't think so but that's what's being taught it's inherently discriminatory that's what's being taught you're born with it but that's what's being taught it's being done by surveys daily teachers are doing surveys asking some very unusual questions that you're allowed

004to come in but being asked probably probably i'm not sure but it has a high probability of being dynamite okay i'm sorry i missed the mean what being that of mine okay what this mining number is being captured and stored information from those kids yeah who's who's financed it zuckerberg facebook which is now what's it called media data and he's changed his name in the last few weeks he's financed panorama hugely huge amount of money he has his fingers all over all kinds of things that with uh our ag and here with that whole thing okay and the national school board they finally backed off and said it was wrong that they pushed it pushed the issue and school board meetings about parents being uh coming in and the problems with parents coming in and

005causing problems which finally they backed off i think you you are involved with national school board you are connected with it because you are connected with ohio school board and they're connected with the nationals but they are no longer about two three weeks ago they they severed so ohio suffered their connection with the national so no longer you are okay so be able to be aware of that okay but i also these surveys that are going out some of the questions that i have i'm like i said arena but they're you better be aware of it as a school program i suggest you go into the classrooms and see what's being said on those surveys okay i'm a retired school teacher okay i know what's going on there i suggest hiring you go into the

006classrooms you have the right to go in the classroom get in there see what's going on in the classrooms now i have another problem here that's this you spent this thirty thousand dollars for this panoramic curriculum to teach crt and his problem again i'm saying it's probably data mining but you also allow books in there and there's one book i picked one out i've got a whole list of them what's in your library here one of the books i pulled out it's called the absolute true diary of a part-time infant by the the author of sherman uh lexi and there's a quote one sentence though hey chief roger say you want to hear a joke sure i want to hear it did you know that indians are living proof that [ __ ] that's in the book

007i use that in our meeting no no i am quote quoting do not use that languages ladies here you don't talk like that around ladies or i would like you i want to believe do you understand what i'm saying this is being written out here the audio is there i don't have and she says i was just saying because it's in the book well i'll tell you right now don't do it again or you will leave but do you understand what i'm saying i don't care about that right now you don't you don't understand i guess just start i'm not talking anymore you're ridiculous that's enough sir go look this book okay so eighth graders have the right to read that yes it's in your it's in your school so that's why i'm saying to

008you get in the classroom give to the library see what presents okay i would i would like mrs wentworth to address our curriculum she's very well versed in our curriculum she knows what's being taught in our classrooms so i'm sorry what it's a library book okay and i understand and books are when you're reading a book there's a lot of information that can come from books and we're not in the business of banning books books help individuals think so i'm going to support having books that can allow children to think so there's a lot of books in the library i haven't read that book so i would like to see it further so i'm suggesting you read it i will i'm suggesting i will read it thank you the title of that book is the

009absolute true diary of a part-time ending and the author's name is sherman alexander i've read everything that he's written i think you're exaggerating no dangers of that no but that's i'm reading the quote and it also talks about and i've heard you say this work masturbating there it goes explicitly in some sexual stuff okay this this is a very racist comment that you allow in there and you got crt saying no you can't do that if you're sticking out both sides of your mouth i think it's offensive to a lot of us and i think we're all adults here we're more than capable of communicating our feeling without using profanity at a board meeting right now i don't care if your child will be allowed to read this sir well i've not read the book

010either so okay so when i come back the next time you uh looked at this book i don't know that all have had the time to find identify you could call there and tell the librarian you're a board member you can walk in there and pull the book within less than five minutes less than you you can have her put it to the side and walk in and get it okay because i'm saying so don't tell me time's a problem for you well could could we have this we were talking we have yes this is one worth the address if you're making accusations of what we're doing and somebody who is in the classroom who is leading the the people who are in the classroom i think we should give her an opportunity to share

011what we're doing um with all due respect i'm going to specifically um address panorama um because um the facts that you shared are not exactly accurate um with regard to how we use panorama we did purchase it as you said um we gave a one survey to students last year um that has been the extent of our students interaction with it to date now we do intend to use it this year we are still in the process of setting it up however we as a school district have absolute control over which questions go to students and which questions do not go to students and we do not we do not and we will not teach critical race theory we do not advocate for that and we are very careful about the questions we put in

012front of our students in fact just today i turned on another opportunity to do a survey with our students because we are very careful about what we allow our students to engage with i've turned on at least three different surveys this year for our students because we are very careful about what kind of ideas get put in their heads and they are asked to respond to it so with regard to panorama the purpose for panorama is to help identify students needs is to help match their attendance patterns their academic patterns and the way they respond to questions regarding stress or other social issues and target students who need additional interventions that is the purpose for panorama we are not interested in the other things i acknowledge there are probably questions in those surveys that may

013go down a path we don't want to go down we're not going to use those and today we have communities does the parents know that we haven't given any surveys at all this year so we haven't communicated that to parents we're not ready to roll that out we've had over a year in a big thirty thousand dollar school um we have not given any service it was grant funded it was done prior to when i assumed this position um we have not used it at all this year we've had some technical difficulties in getting it set up or in the process of it no student has seen a panorama panorama survey this school year does the public have the access people look at that without filing some public freedom of speech can we have access

014to that with the questions so the questions are uh so if i call and say can i have the questions that you put on the survey and and put up the students i would be glad to share those with you we haven't but they're not we haven't you know which ones they are yes thank you thank you i'd like to first of all apparently you know i like the languages like that i don't necessarily being used in front of ladies especially so i apologize for it i and i do too i do too but i but i know the kids are reading this and listening to them so i would not be just offended here on the internet that is in at the school and i have a full list if you like the full

015list i got about 20 books this [Music] thank you item five health and safety update um i provided all of you with the most recent updates on the same coveted tracking document that we've been using since the beginning of the school year cases are in general going down in the school in the county and in the state it's interesting to note that since the the peak of the case numbers which was the week of september 20th through the 26th the cases in new philly city schools have gone down about 79 since then um and the county and the state numbers are down 41 to 57 percent as well so they are coming back down i know there was an article in the paper that apparently they're expecting the numbers to tick back up again in

016the county so we shall see if that happens but um any right now they're still too high but we are certainly in a much better position than we have been in for most of the year so sure please just share that also um as of today and i didn't put this on the document because i wanted to compare apples to apples but the total number of tuscaross county active cases as of today is down to 614. so it continues to go down so i think that's good news for everybody for sure thank you uh can i get a motion to accept i'll just accept that yep did you accept the report one second second any other discussion any questions for amy okay call the rule mr weaver yes mr france dr fuller mr galentine miss

017sleeper yes motion carries item six the treasurer's report okay fun stuff this is what you've all been waiting for i know you get all excited about it do you think we should uh dim the lights a little so um okay can you hit the likes jeff so do you all have a copy of the forecast in front of you um what's unique about this forecast is this is the brand new funding model you don't know where they're at i don't know where the lights are we might want to give you a tour of the building huh yeah these lights just have to be what's about how things work there you go that's it so this forecast is the new funding model that's out and it looks drastically different than what we um what we adopted

018in may the forecast is due in may and november now it used to be may in october so they've changed it to may and november i'm going to draw your attention first to general property tax our property taxes this is our year of update so right here at 22 i have built-in updates in here however the reason you're not seeing an increase is because the district is at the 20 mil floor so the only way we're going to have increases in property tax right now is if we have new construction and there's not a lot of new construction in the area right now i think judy kovac also if we see closings for example you hear about major businesses in the area talking about closing as those close new construction and things going off of

019our rolls will affect that i have built in small amounts for each one of those but at this point it's that's kind of a judgment thing and i don't have any real dollar amount on that but because we're at the 20-minute floor there's not a lot of change you'll notice in 2024 the can you scroll down for me are you able to do that there you go in 2024 notice that the real estate taxes went to 13 million let me keep going a little farther the reason they went to 13 million right there is right here this is our current levy that will be expiring and have to be renewed so when a levy expires during a term on the five year forecast we move it down to line 11.02 until it's actually passed and

020that way we can see where we would land with or without the levy which i'll talk about at the end if you could go back up to the top again please thank you gianna you're welcome tell me when to stop keep going right there so the big difference you're going to notice are unrestricted grants and aids changing this is where all the big good stuff happens right in through here so what happened with the new funding model is this year is our new funding model you notice our our restricted grants and our unrestricted grants are changing so if you look we have 291 thousand last year and restricted this year we have 1.1 million the reason we have that's that's because they put into play this year in the new funding model what's called dpia

021it's economically disadvantaged funding so that funding has always been built into the the regular formula they pulled it out and restricted it we're only going to be allowed to spend it on certain things now um in the past we've always had to report on that money the other thing that's built into that 1.16 106 is transportation funding so in the new formula they've added transportation funds funding from this funding model to the last funding model the increase in transportation funding is estimated to be about 200 000 um the other thing that's notable is under unrestricted grants and aids we now are paid for the students we educate so so to put that in perspective um prior to this funding model what happened was if you lived within our district and um you open and rolled

022let's say across the river what happened was they paid new philly the money for the resident student and then they turned around and on an expense line item down here which i will show you they took that money away from us it was an unequal funding though because most of our money comes from real estate taxes as you can see or from [Music] the foundation money this unrestricted is called foundation money so what happened in the past was they took our real estate money and our foundation money totaled it together per student and sent it over to the other school as open and rolled out in response we also got open enrolled in money for those students that were open enrolled in the new funding model only funds us for students that are sitting in

023our district so we went from being funded for all of the resident students to now the students in our district this is a really good thing for us this is what this is the game changer for everyone so the other thing you'll notice is in line 1.06 if you know see this drastic decrease from 1.782 in fiscal year 21 and i should have said the first three years in this forecast are actual numbers so this is what actually happened last year there's a decrease down to 975 000 this year that difference is the open enrolled in funding we have to take that back out so my listening myself so um again this is all due to the new funding formula and due to receiving money for students that are educated in our district instead of

024resident students that's the key to the whole thing so if you bring your eyes down you'll notice down here in our expenditures under personal services are our payroll so we're going from 17 million to 18 million in 22 and the estimates on out this is a negotiated year so i've built in increases for payroll that are estimated based on negotiations um i've built them in at two percent and um we still are in a good place the may forecast i had money built in at one percent for those increases um the next line down is employees retirement and insurance benefits you'll notice that's not changing much our district is very very diligent all of our staff is very diligent about participating in our wellness funds and it keeps our claims rate down so this year

025we had no claims increases any increases in this line item are either from new staff or from um increases in st s ers medicare things like that it's not from can you get it yeah okay go back up yep there you go so the increases on that line item are not from health insurance so we do a really great job and this is our second year in row to have no increases due to our claims experience we actually are looking at life insurance that's going to actually decrease the benefits and provide a better benefit than what we have right now decrease the benefits or decrease the premium premium decrease the premium sorry about that okay decrease the premium and have a better benefit sorry that sounds better okay and then when you go down here

026to purchase services and you see the decrease i lost my little guy he's gone i don't know what happened to it i see it you do yeah where while i see the red light signing okay so i'm down on the purchase services line if you look at 2021 you'll see 5.899 million and then look at 2022 you see that drop to 3 million 135 the decrease again is the amount we pay to other districts from them taking our funding due to open and mold out so when all of that is stripped out our forecast looks much much better we don't have to worry about open enrolled in open and rolled out we're just basically paying for the kids we're educating and that's the message that everybody needs to walk away with from that um i'm

027going to draw your attention next to capital outlay in 2021 there's a negative 43 000 which is probably going to jump out at you and look odd the reason that's there is because our esser money allowed us to go back in to dig into our 2020 expenditures and actually recoup those so we were allowed to take and and um add everything back to the expenditure line and go and claim them on esser and that's why that 43 thousand dollars is there on the capital outlay lines i have um buses built in we have uh the plow truck that you've already approved we also have additional chrome books in future years 23-26 the chromebooks aren't building to 22 and the reason is is because we have our esser money plan for that as well chromebooks cost

028us about 230 000 a year if you could scroll down a little bit for me i promise i'm almost done i know this is riveting stop right how far keep going so the heart of all this is if you look at our cash balance you can stop you can go down just a little more maybe now stop if you look at our cash balance on row 10.01 and you compared that to last may we didn't even make it into what would have been 2023 to have a positive cash balance with the new funding model we have a positive cash balance on 1501 clear across the board assuming that we pass our levy that we have to go on the ballot with that levy's going on the ballot first in november of 2022 and it will

029be first collected in 2024 so with all of that does anybody have any questions for me increases for health insurance premiums thinking that at this point since we've been through covid and um we've been really really lucky to not have any premium increases in years 23 through 26 i have built into the model an 8 increase on health insurance premiums which is what the old models showed that's what we used to have until we hit the um point where we got no claims increases any questions this is a really great how many buses do you have in there i have one bus in 2022 and then two buses each year thereafter and that keeps our fleet at under how much we want to keep our fleet at under 10 years and the reason 2022 has

030one bus is the other buses in pi so that we could buy the snow plow right the plow truck and this also allows us to stay on the curriculum schedule that we've it does over the last several years i built in 400 000 a year from 23 to 26 in order to keep updated on curriculum so we don't slide back great other questions this question on the on the renewal on the property tax number is that just one renewal that plays out over that period of time or the multiple renewals that's one so we have one renewal that's going to come up in um again first on the ballot in november of 22 and then the reason you see 2024 at 1.4 million one collection because it's one collection then the second year is two

031collections and the third year's two collections okay it's a total of seven million dollars if it doesn't pass over those three three years and you can see it's definitely a need because without it we'll be at 4.8 million dollars in the red and it's listed separate because it's assumed right it's not done yet but that's what it looks like separate because it is not a known collection to us it's required by law and on the state funding part of it with the change there how much did you build into forecasts just for every year for four years is it just for two years oh good question so the biennium budget was voted on house bill 110 is fiscal year 22 and 23. um the house bill 110 is to phase in over six years so

03222 and 23 the numbers are the actual phase in 24 was supposed to be 37 phase in 25 was supposed to be 50 phase in and 26 was supposed to be at 87 and then in 27 it would be 100 phased in because that biennium budget is not adopted and that's not unknown um i went on the conservative side because the governor doesn't have to do it and they have to be able to fund it so it's a lot of money to the state of ohio i believe it's like 400 million dollars do you remember that number i don't remember that number it's a lot of money to the state and one of the questions is where they're going to come up with that funding so i decreased 2024 to about 25 instead of 37

033phase in in 25 i went with 35 phase in and in 26 i went up to 75 phase in so i included phase ins being optimistic but i didn't take them out not all of it got it okay thank you any other questions okay good enough thank you thank you it is encouraging okay to complete can you turn that off patty thank you um the rest of my report in your folder you have october financial statements the key indicator the cash flow the check register the financial reports for both qda and qpa again the review that you need to do is at the sponsor level you have the bank reconciliation all accounts are reconciled to the penny i have a cleveland state university mou for student teachers that's in your folder the auditor of state

034engagement letter that's because the auditor of state is in and started our audit they come in in august and they will leave here in february um jmvarasco that's the engineering for phase uh three of the boiler projects um that is something that will be paid for with esser and that project is estimated right now to be about 1.3 million dollars but we don't have all of the um all of the bids in and all the the work is not done all the specs aren't done psi service agreement is for tcc to be able to get their nurse again i have to manage tcc funding lines um we have a televine therapy service contract for speech services because we didn't have enough speech services throughout the district the security framework with omarisa this has this goes

035to cyber security and omarisa set this up for um i think when you adopt this resolution it basically means that you're in equipment with the resolution to implement the cyber security being suggested and just as a side note by february we have to have multi-factor authentication throughout the district so we're working on that um the cultivate behavioral health and education contract is included and of course the last thing is the five-year forecast i'll entertain a motion to accept my so moved second any questions [Applause] mr france yes dr fuller mr galentine miss sleeper mr weaver yes motion carries thank you item seven personnel um item seven personnel and that would also include the addendum we do have a couple retirements and i just want to speak a minute about them these are two people who

036are definitely going to leave a hole um they've both been with the district for several years and have done a fantastic job so denise larkin will be leaving at the end of the calendar year and marie martini will be leaving actually effective march 1st per the addendum we also have a handful of resignations as listed there the certified um resignation i'm sorry and then hires uh certified classified supplementals um there are some supplemental corrections for amy lorenz doing yearbook these are things that were never put on the board agenda so she was never offered a contract and has done that work for those years so we wanted to make that correction instruction volunteers both in the classroom and athletic and draw a big circle and star around the substitute teachers there are 11 new teaching

037subs and that is all a result of the new flexibility with teaching subs we also have six classified subs between the different classifications so those are very very good news very good things for us as a district and hopefully will help to cover some of the shortages that we've had and without all accept a motion second any questions on any of these items mr weaver yes mr france yes dr fuller mr galentine yes motion carries item eight committee report facilities and facilities updates uh just moving ahead with hvacs and roofs and all kinds of good stuff that uh jump in there julie it's her monies um yeah that's her money stuff that we were trying to figure out how we were we're going to fund we have this building's done york is done i believe

038east is in process right now and then there will be two to follow for boilers and we've made sure that they can't the kids can't go without heat so as they're installing the one thing i do want to mention is we've had a lot of problems with south which was installed two years ago so um gardner which is the the people who are managing the boiler project they're going to go down and give me a report on what we can do with south because that boiler should have a life of 20 years and it's already been through three heat exchangers so we need to look at it to see if it's a capacity issue if it was installed incorrectly what the issue is i've asked them to do that give me a written bring it

039to the board to let you guys know yeah they replaced one boiler with four at south almost three years ago now so there's been three exchanger failures in that amount of time nobody is quite sure what the actual problem is um so we're looking for some experts with an independent thought process to come in and see what the next one i mean the logic behind it was between the efficiency and the redundancy of four boilers over one um it was a heck of an idea but it's there's something not right down there it shouldn't be failing as often as it has yeah sure it sounds like so if they go through and complete a report does that become definite enough definitive enough that somebody's accountable for missing something that's exactly what i asked it for

040it's definitive enough the question is how much effort uh are we going to have to put into convincing the vendor that that's exactly what i said that's where we're at yeah i said it very nice compared to how i and the other thing with that you know uh i don't think that unless this is district-wide it it's some of the esser stuff sounds sketchy the quality of your roof and the impact that the quality of your roof has on the air quality in your building is tremendous and there is a lot of money being spent on roofs but there are a lot of areas in our buildings that if it starts to rain we go get buckets and serving dishes and whatever we can um anytime you've got moisture on your roof like that you're

041just asking for mold and you're asking for little kids to get sick and that that's a real clear specific target of uh the yes or funding was air quality in our buildings and it did you have to look it up on the on the line but they can explain it better than i can but certainly roof quality uh dryness of the roof and the ceiling is a huge impact on air quality inside of building the size of our schools yeah for sure okay let's post it on those projects thank you um item nine superintendents report okay i have a few things here the uh first one the resolution for the acceptance of develop standard policies that's the same security framework from omarisa that was in the treasures report so oh sorry about that that's all

042right um item b the non-routine trip the delphian corral wants to go to columbus on june 5th and 6th that information was in the board folder they're going to perform and then also see a professional performance of wicked so that's on for approval item c the second reading and adoption of the sponsorship policies these were on two months ago we neglected to put him on for a second reading last month so want to finalize those and item d um first reading of the 79 board policies that have needed to be updated um we got a little behind with those and so we are getting caught up so um they are all listed there that all the updates are in your board folder for review there'll be another reading on this right and there will be

043another reading on those next month as well as probably the next round of updates because it will be time for the next round in november so the format changed on those two um you'll notice that maybe already did in the portfolio the format they used to update our policies is a little bit different than it has been in the past but it's relatively clear as to what got changed and what didn't as well as why yeah i mean when we update those policies when we're getting advised legally with yes this isn't just a couple people sitting in the room and changing the policies we're going through and using well it's mystery it's mr france and i and we we figured it out yeah we've boards association provides legal recommendations for all the policy updates some

044of them are to keep us up with uh the bulk of them or to keep us up with the higher price code the next biggest category after that is the changes recently to title ix and sexual harassment and there were a lot that we just needed to make little adjustments so that our policies protected our students and staff in case we needed to engage them um and would hold up under scrutiny uh and there's the other ones like tobacco and that stuff that's just your typical what we have to change every now and again okay okay yeah thank you contain a motion i'll move second mr gallantine yes mr france dr fuller yes mr weaver yeah motion carries well um before we let's look a bear it looks like we're ready to go into executive

045session here is there a way to edit thank you video of our meeting it's very important to the board that the video is made available to the public and it's easily accessed by the public and there were certainly some vulgarities used during the board meeting tonight is there a way you can i don't want you to change the content can you make it to where that those uh i'm sure you can figure them out great thank you so much thank you okay maybe bleep my anger too oh that was a purpose that was unfortunate i apologize again one thing i would disagree with you on there danny is that the ladies comment i don't think it had anything to do with being ladies in the room it's reasonable people yeah trying to work through issues

046yeah i still i don't like to talk like good for them oh we shouldn't be talking like that in a board period okay thank you just to clarify mr freshwater's been at the last two meetings is he in new philadelphia right now he is not no he's not okay not good [Applause] okay um item 10 move to executive session discipline a public employee or official she moved second toledo mr weaver yes mr france yes dr fuller mr gallanty
