005tyler ferguson tyler is the member of mrs rotari's classroom and this is what mrs retiree has to say about tyler tyler represents necessity both in person and online he is prepared for his daily learning and ensures he has all his materials before the day begins he puts forth effort every day in his online zoom classes and stays focused on his tasks no matter the physical setting what sets tyler apart from his peers is that he does not need to declare that he's prepared and ready he's able to show this necessary behavior and lead by example tyler consistency consistently exemplifies what it means to be ranger strong and is a great role model for our class congratulations to tyler ferguson from third grade our next student of the month from fourth grade is zoe mulak zoe
006is a student in mrs joseph's class and miss joseph has this to say about zoe when i was asked to select a student of the month to be recognized zoe was the first to come to mind since day one zoe has taken this new model of learning in stride she makes sure that she is in the best learning environment at home and takes the initiative to reach out for additional help when she needs it on a daily basis zoe shows maturity and ownership in her work and communication she's the first to be on task and the first to help others who may need assistance i'm impressed with her ability to take ownership of her understanding as well as her willingness to volunteer in class she shows one of the most important qualities you could demonstrate
007in life a willingness to try your best no matter what she shows courage and character every day in her learning and while working with others it's always great to see her find new facts and ideas to use in her work i'm very proud of zoe's work ethic and she's a pleasure to have in class she's very deserving of this award and i look forward to seeing her growth this year and in the future congratulations to zoe and congratulations to all of our students of the month i'd like to now turn it over to mrs armbruster from 5th through 8th grade here at the academic center good evening and i'm happy to be here to announce our students of the month for the coming from the 8th grade on and actually both of them are on

010our hybrid learning environment he takes great ownership of his learning by advocating for his needs when in person and tim asks thoughtful questions and takes feedback to heart to improve his learning keep up the great work tim and i i know because i've worked him for a couple years now that he really um keeps going and doing what he can all the time even when things are a little challenging or um when he's struggling like at ski club when he got hurt last year he just toughed it out and did what he needed to do so great job tim you are um an asset to our school our next learner of [Music] kawiki and addison's um coaches coaches from 6th grade coach jeffrey and coach thacker have nominated addison this year and this is what
011they have addison kowiki is a model online learner addison is all online this year she does a great job keeping up with her assignments she applies feedback provided by her coaches to help her foster her ability to grow a person and as a person and a learner she comes to class ready with all with a positive attitude keep up the awesome work addison and it is very hard to be all online this year and so addison has really done a great job with interactive and getting the feedback from her coaches i'm very proud of you addison so congratulations to addison and tim and now i'd like to pass it off to mr zendri at the high school good evening everybody it's my pleasure to introduce the north ridgeville high school students of the month first

016has a conflict with parent-teacher conferences so we're sorry she couldn't join us tonight but i would like to read a little bit about her i would like to congratulate jennifer nemetz an intervention specialist at nra's c34 she was hired on august 17 2004 as a small group tutor at the middle school jennifer moved to wilcox elementary as an intervention specialist in the resource room and eventually moved to a co-teaching setting she remained at wilcox until the opening of the academic center in 2017. during her employment jennifer has been a cheerleading advisor flag core advisor and a ranger ed advisor she's also been an hourly home instructor for students that need assistance and cannot attend school for a designated period of time her nominees offered kind words about why jennifer was deserving of this nomination one
017said quote when i think of jen i always see her smiling face and friendly demeanor she was always working hard to make the best of every situation that comes her way as an intervention specialist jen has many roles in the classroom due to unforeseen circumstances jenna's had to cover the role of a general education teacher as well this year she has shown poise and professionalism while the district worked to find coverage for this teacher another nominator stated jen has been an absolute lifesaver by taking on both her job and the job of a general education teacher during their absence she has been 100 professional and hasn't come played once during this entire challenge jen stepped in and never looked back as she supported all students in the classroom jen has been supporting the subs and
018her students on ieps all year she has been lesson planning and also led all parent teacher conferences for these students as she is i'm sure tonight we appreciate your dedication to educating our students jennifer keep up the great work thank you jennifer nimitz the next staff i'd like to introduce is tracy ice a support staff member at liberty elementary school i know that tracy was here to join us tonight so thank you tracy for being here tracy was hired as a paraprofessional instructional aide on august 27 1997 where she was the first person personal aide in the educational center for a kindergartner she later went to leer north elementary school as a classroom instructional aide where she remained until moving to wilcox elementary during the 2014-15 school year for the 2017 school year she became
019a personal aide for a special needs student in the academic center at the start of the 2019 school year tracy moved to liberty in a co-teaching setting and remains there to this day tracy has attended a muscular dystrophy camp and assisted campers and she's also worked with a mini ragers program and the extended school year program for special needs students in summer months tracy's nominees praised her for the work that she's done at liberty elementary school one of her nominators stated mrs ice is a great addition to our room she helps to facilitate small group learning she designates one-on-one time for struggling learners and she always has a positive attitude mrs ice is loved by all the students and staff another nominator stated tracy is always hard at work she comes in ready to go
020and continues with her go get him attitude all day long she's helpful in so many ways she often takes the lead on something without even having to be told in addition she does an excellent job with the students she makes them feel good about themselves but also make sure that they do their best i've worked with a lot of instructional assistants over the years and i can say with confidence that tracy goes above and beyond thank you tracy for your many years of educational service to the district and the positive contributions you've made i want to congratulate both jennifer and tracy once again on being named november staff members of the month they exemplify some of the many great educators we have in our district and we're proud to have them here thank you so
021much thank you mr ricker congratulations to all of our students and staff members of the month we are certainly proud of all that you have accomplished and continue to do for our schools and with that i would like to turn it over now to mr plantner who has a building report for us in third and fourth grade and students of the month if you are on and care to listen please feel free if not again we thank you and congratulate you and if you are ready to zoom off please feel free uh mr plantner good evening once again everybody thanks for giving me the time to share some of the great things happening at our school i'm going to go ahead and share my screen here and i'm going to talk to you this evening
022about our initiative really and our ongoing um goal of building a love of literacy at north original academic center for our third and fourth graders really this goes above and beyond uh reading it goes above and beyond the data points and the scores that we often get focused on our focus tonight and what i'd like to speak about is not only how do we get our students to score well in reading but how do we get them to truly love reading and truly build that love of literacy so to start i'm going to talk to you a little bit about some of our ongoing progress that we've really focused on for the last several years most recently we have implemented the daily 5 framework for reading and writing instruction this was an initiative that started
023several years ago for which the teachers received a great amount of coaching and professional development and that works very well with our students uh to this day in the classroom part of that initiative also involved creating classroom libraries for our students which consists of thousands of books across the studios that are accessible to our students so that they always have a good book in their hands they always have that just right book that they can find for themselves and they always have something to read and enjoy it also focuses on the explicit intervention for our students who are identified through benchmark assessments as needing that additional assistance so just this week yesterday today and again tomorrow and tuesday i've met with each one of our teachers to talk about that intervention time and to talk
024about how do we specifically serve those students in our current setting who need that special support when we can't pull them aside one-on-one when we can't put them at small groups at tables in the classroom like we're used to doing traditionally how do we continue to provide intervention and we have teachers who have done a tremendous job with this moving forward and really have been able to carve out successful opportunities for students despite our remote learning circumstances part of this ongoing progress does relate back to the resources that we have available for all these tools some of these you may have heard of ames web plus was new last year star reading of course we used words their way as a program we use rooted in reading reading a to z edmonton moby max the
025sunday system is new for some of our students who need basic reading skills as a matter of fact this link here takes you to a list of a variety of resources that our teachers have available and after tonight's meeting i'll share this presentation with our board meet members because there's far too much here to go through today but you can see that there's a list of resources that are available to our teachers so that was students need help with phonological awareness when they need help with phonics when they need help with comprehension skills when they need help with fluency we have resources available for our teachers we have resources available for our students and we can focus on those tier one supports for all students the tier two supports for students who need a little
026extra help and then tier three supports for students who really need that intensive help so those intervention opportunities and resources are available to our students as well as part of our ongoing progress and then finally this year for this slide i wanted to talk a little bit about third grade guarantee because it is different this year and of course we have third grade at the north ridgeville academic center third grade guarantee this year does not have a retention component there is no law that requires us to retain students this year if they're not reading on grade level however we do understand that students continue to need support and they continue to need intervention so the same type of supplemental reading intervention program that we put in place for the last several years will be in
027place this school year but in fact the district this year is dedicating resources to not only third grade but also first and second graders who need that supplemental reading support as as well so that third grade reading guarantee supplemental reading program this year will cover first second and third graders who are identified as needing extra help so above and beyond some of that that we've done already i wanted to share with you a couple resources and again you'll have time to look at this more in depth later when you'd like to but building that love of literacy is not just about having books and it's not just about intervention programs uh some of the resources our teachers have available particularly this year with our remote learning are these virtual libraries which i wanted to share
028with you briefly which allows our students to access a variety of books whether they're in their hand or whether it's on their chromebook so this resource for instance has a variety of different libraries where if a student clicks they can access different books so all these books on the bookshelf are accessible to students to read and there are youtube videos that are accessible that will read those students to them and they can read along here's a library there's an additional library here there's an additional library here so even without their physical library class or their physical library setting here at school students have access to a huge number of books there's an additional library here that accesses epic which is a website that we use for our students say they like to read about gross
029things which is a pretty uh strong topic that third and fourth graders like to focus on they can simply click on this link and once again it brings up epic books and they get a wide variety of titles that they can choose from um if it wants to load for me but you get the idea well here we go so they can read about barf they can learn about disgusting things that happen in school uh they can learn about all the other gross things that might be fun for third and fourth graders or maybe they want to read about baseball because they're marches in sports they have a bookshelf that has all of these books accessible as well through this epic reading program so if they want to read this book all they need to
030do is click on it and that book and all its pages come up accessible for the students to read right there online those are virtual libraries that are available this 40 book challenge is an opportunity for students to read a goal of 40 books throughout the year and this challenge which many of our teachers have started as an initiative for the students not only focuses on reading but really focuses on exposing students to a wide variety of genres so the idea is to read something in realistic fiction to read traditional literature to read historical fiction poetry science fiction mystery and really expose them to all of those different genres of reading so that they can find the ones that they really love and the ones that they really enjoy reading this jar of books challenge
031has the opportunity for students to create a reading log for the books that they read it provides incentive for students to put their name in the car and have their name drawn out to win perhaps a prize and then also the opportunity for the class to fill that jar to see all the books that they've read throughout the year um a couple others this is a book tasting that's an opportunity our teachers have looked into which is similar to a wine tasting but a lot less wine and a lot more books where students of course are exposed to a variety of different types of books they get to sample those books they get to write what they like about that sample and the directions are all here on how to make that successful in their
032classroom and then the students can go back and say i really kind of liked that one i want to look at it more or i really want to explore that book more in depth because of what i was exposed to at the book tasting this is a picture of one of our teachers from last year who did a march madness book challenge where they started with a variety of books and then the class read the two books and chose the one they liked more and then they read two more books and they chose the one they liked more until ultimately there was a book champion for the class and the book that the class voted on that they enjoyed the most status of the class is another opportunity for teachers to really check in with
033students and again it's not just about reading and logging that reading and getting points for that reading or even about the data score it's about really learning more about the students reading habits and talking to them about what they enjoy about their reading and what they learned about their reading to really build that love of literacy again this link when you have a chance to look at it goes to all of the variety of resources that we have in north ridgeville that are available for our teachers to work with our students so we have a tremendous number of programs many of which are specifically focused on reading support we talked a little bit about epic reading a disease story and a variety of other resources including our math resources science and social studies resources as
034well this is a really a location for our teachers to go and get access to all those programs that was put together by our curriculum department that is supported by our technology department that is supported by our department of pupil personnel and really everyone working together to make sure our kids have what they need not only when they're in school but also when they're online just briefly i want to talk a little bit about high quality professional development because that's a huge part of making sure that we are the best reading instructors we can possibly be on november 2nd this year our teachers benefited from a technology professional development that was coordinated by regina geither our technology integration specialist here in the district it really was the opportunity for teachers to learn about a variety
035of additional tools that they can use when the students are learning online this was the opportunity for teachers to really get right into the programs to build resources to use with the students moving forward and to be able to leave that professional development with a lot of tools that they could use the next day and then on november 3rd we spent the entire day being introduced to the units of study for reading which really goes above and beyond what we're currently doing and takes the next step for how we move forward with a workshop type of instructional model for reading and how we really again become the best instructional leaders possible for our students and the best literacy specialist possible for our students so all of that being said i think the most important thing
036is to really demonstrate our students love of reading and they are eager to tell you about it so what i have here in this slide are actually two links at the bottom that you can explore later these are a flip grid of our students who are asked to tell us what their favorite book is or what they love about reading and you'll be able to see here in a moment there are literally hundreds of responses from our students um eager to share what they love about reading so when you get a chance you are welcome to go through these hundreds of responses and find out about students favorite books find out about what they love about learning uh they are very eager to tell you about their love of literacy but for tonight i took
037several of those uh videos and i put them together into one short clip that hopefully you will enjoy i'm going to stop sharing for a moment and then i'm going to start over because i need to make sure i have one setting on here appropriate i did not so there we go that will allow you to benefit from the sound in the video and now i will let the t the students tell you in their own words what they love about reading in a moment [Music] one of my favorite books would be diary of a wimpy kid because you could collect a lot of them they have a good like action in it and yeah they're just fun to collect so that's my reason my favorite book is dork diaries tales from a not so

042book because i love cooking and i love reading and i want to know how to be a vet cook and i love learning and researching about crystals i love baby my favorite book is guts because it really relates to me the pictures are amazing i love the series and it feels like i'm not alone in this world so yeah that's my favorite book i hope you like it bye my favorite book is charlotte's web charlotte is an understanding and kind friend to wilbur she is ranger strong just like me [Music] so there you have it our students love of reading and again there's a lot of resources there in tonight's presentation i will make sure all of that is shared with our board members so when you have time you can go through and look
043at those more in depth um but that is the reason we do this folks those kids are wonderful it's great to see their enthusiasm for reading their love of literacy and that is what we are focused on every single day are there any questions from the board that i can answer this evening mr planter first of all thank you for the report the kids were amazing and fun to watch the excitement behind reading um kind of a glass half full how much of this is new to the district as far as all these additional resources i know a lot of the new professional development in regards to technology a lot of that's new and do we plan on utilizing a lot of this stuff moving forward when we come out on the back side of
044all of this i think honestly that's the goal right now right is that we're in a circumstance that is challenging for everybody but i think we all understand that just because this year is a challenge doesn't mean that we can kind of sit back and and and wait to move forward right we're in a in a state of needing to constantly improve uh we owe it to our students to consistently get better at what we do um so we need to continue with the professional development we need to continue with learning and we know that the teachers are going above and beyond this year but they really have taken on the initiative of doing the best that they can they've taken on the professional development um extra work that we have for them this year
045and they're eager to to really move forward with it they're eager to be the best that they can be with our students because when we do come out on the other end of this thing uh i think we're gonna definitely come out stronger nice job mr planter thank you and thank you absolutely thank you thank you mr plantner thank you i enjoyed that a lot okay and our final portion of the superintendent's report tonight would be to turn it over to mr cassini who would like to share with the board and the public a little bit about our finances and present to you our five-year forecast there we go okay thank you very much mrs rosario president vaca members of the board what i'd like to do here is present some information to you regarding
046the current financial condition of north ridgeville city school districts as it relates to our initial five-year forecast of fiscal year 21. as you know we have another one that comes up in may where we adjust it general purpose of the forecast is to engage the board community long-range planning to provide information needed to make sound financial decisions serves as a basis for the approval of contracts negotiated agreements it's also a method for oversight organizations like the ohio department of education the auditor of state's office to identify school districts with potential financial issues so there's two parts to school districts you have revenues and expenditures first i'm going to talk to you about the resources side how we raise funds locally and then where the state funding comes in uh in regards to the biennial budget
047passed by governor dewine and the state so the district's 2020 total assessed property valuation is that 939 million number and that is 35 of the overall market value of the north ridgeville community so assessed valuation is 35 of market value so a 100 000 home market value is assessed at 35 000. so this number here represents 35 percent of the total overall market value of north ridgeville city school district and the community as you can tell by the graph here 87.2 percent is residential 10.5 commercial industrial commercials like your retail shops businesses so definitely high percentage residential making up total assessed valuation and just another example there two hundred thousand dollar home market value would be assessed at seventy thousand which is thirty five percent of the market value just a minute ago you saw
048that total assessed valuation number so what that means is that in north ridgeville one mill brings in 939 965 dollars so it's one one thousandth of our assessed valuation so in north ridgeville one mill will generate 939 thousand nine hundred and sixty five dollars this is actually what what is wrong with school funding in the state of ohio the very first district i was in one mill generated 170 000 but it still cost the same amount of money whether you were in that district or north ridgeville so it kind of gives you an idea of the disparity between what a mill can raise in one community versus what it can raise in another community you can see at the the bottom of this slide here one mil on a 100 000 home cost the taxpayer
04935 dollars per year over time property values have grown the area has grown with new construction that's a trend it is expected to continue if you recall the district had four emergency levies and in the spring of this year the community supported the renewal of those levies into one combined substitute levy now that was a no new tax increase but it does allow for the ability to generate additional revenue from any new construction that happens within the district you can see the increasing trend in total assessed valuation over time historically the factors that have been driving that trend reappraisals new construction in the area this has been a very steady and stabilized growth in new construction which makes sense if we take a look around and see what's taking place the 2018 was a reappraisal
050year and these happen every third year and the next one will be in 2021. now the forecast assumes these historical trends market trends any new recent information that we know at this time when it comes to new development in the area we use we use all that information as a base for the gross the growth that we assume in all the projected years on the forecast you can see the estimates there for 2021 reappraisal year being consistent with the last reappraisal year in 2018 and new construction keeping that continued pace as well and the area has been growing with the addition of approximately 200 new homes per year as well as new business construction as a result you can see the projected impacts of the forecast in the form of revenue on the top illustrates
051the total year-over-year change in real estate revenue from a reappraisals new construction and part of that total would be revenue generated from the recent passage of the substitute levy and if we isolate that down below you can see the impact that that has as part of the total you notice that it doesn't have an impact until the second year of the forecast in 22 and that's because taxes are collected and distributed on a calendar year and the district operates on the fiscal year which is starts in july of one year and it ends in june of the following year so it's it's split between two different years so that's local funding how school districts how the school district is funded locally the next couple of slides here i'm going to talk about how the district
052is funded by the state so in 2020 and 2021 the state budget froze all school districts based upon what they received from the state in 2019 so in 2019 north ridgeville received 11 million 803 400 from the state as regardless of student growth property value changes north ridgeville was supposed to receive that same amount so in essence there is no school funding formula at the moment just a flat frozen dollar amount now on top of that the governor's budget added student wellness and success funding that generated 550 million to school districts across the state of ohio over the biennial budget north ridgeville's share of that is 196 000 in 2020 and 265 000 in 2021. now what's interesting about these funds it they they're not funds the district just receives from the state they're restricted
053funds and they must be maintained in a separate fund so the student wellness uh funding is not part of revenue on the five-year forecast and the auditor of states office actually come out and said that if you're a district in fiscal caution you cannot use the funding to come out of fiscal caution so there's a lot of restrictions on the funds but but there is some flexibility and there there's two words here supplanting and supplementing so supplanting means that if you already had expenditures in place you can supplant those expenditures to this fund or you can supplement by adding new expenditures so whether it's staffing professional development programming whatever you decide to do you can supplant supplement or somewhere in between currently in the five-year forecast the district is supplanting those funds and that is
054being modeled in a few different line items on the forecast again supplanting means that we are reducing expenditures in the five-year forecast by those dollar amounts and 2022 those expenditures will come back to the forecast and i do not show any additional funding in the form of student wellness beyond this current biennial budget and right now there's just there's no indication from the governor that these funds will remain i i do believe that they will in some way or another but there's also no guarantee that those funds would roll into the next foundation program and which for north ridgeville situation might mean no additional dollars at all so the funds could go away completely and that's what i've forecasted uh showing them going completely away in 2022 and forward if something changes between now and
055then we get more information then we'll update the forecast accordingly but right now there's there's just no reason to do that um until we know more on how the governor plans to fund it i wouldn't feel right about modeling that as additional dollars at this time so the forecast may look odd in certain areas uh reduced or flat expenditures than than a large jump the following year when those expenditures return um so i just wanted to make sure you're aware of that and then also contributing to that is the federal relief funding that we received under the cares act that amounted to 626 000 and anytime that we receive federal funds like that they are also to be accounted for in a special fund so it's it's separated and it's the same concept where you're
056reducing general fund expenditures and moving them into these special funds and we we got this funding as a result of the pandemic and being cut uh by the state the district was cut 969 000 from the state in our state funding in fiscal year 20 and that same amount in 21. the forecast does assume in 22 only returning to that frozen amount we were originally at prior to the cuts and then flatlined in the years after that currently there is legislation being introduced that details a new fair school funding plan and that could result in additional funding for the district preliminary estimates don't show anything significant but i will certainly have more details on that when we meet again for the may update um something that that we do need to be mindful of there
057are always so many question marks when it comes to state funding and the district is not really in a position to rely on the state under the existing formula that that is in in place it's frozen now but under the current formula the district is capped meaning that we only receive a fraction of what we should get with an increasing enrollment like we have in addition to that as the area continues to grow our assessed valuation goes up continues to go up our valuation when that happens we look like a very wealthy district to the state and the amount of funding that we get will go down based on those factors it is flawed in my opinion but that is the the reality of it and it could be a while before we see anything
058uh that changes with that just to wrap up revenue here with a quick visual summary you can see the significance of real estate and state funding there and we will likely start to see that real estate percentage become larger on that state percentage smaller depending on what kind of formula is in place is definitely going to determine how fast we start to see that change per pupil expenditure being the lowest here is a good thing it's a testament to what we do here with taxpayer dollars with the resources provided that we do an incredible job i've been here for a month and a half and it's very obvious to me that this is a place made up of fantastic people all with a mindset of delivering the best educational experience to students now while being
059the lowest in total expenditure per pupil we are also one of the best in utilizing those dollars to direct instruction at 61 so definitely a testament to how we are utilizing uh the dollars the community gives us so what does this all mean school funding is kind of like a roller coaster and it takes a while to get up the hill and then the downside goes really fast the district's been able to keep up with the funding that it's had since 2013 to the current times 2019 was the last time our revenues exceeded our expenditures but we're now getting to the point where that's no longer the case even with the growth factors we talked about in real estate our resources are unable to keep up with our expenditures the two graphs here illustrate a
060similar trend and that is not by coincidence they are directly related the one on the right shows the year-over-year increasing enrollment going back to 2015. this is a trend that's expected to continue as well and with that brings the need to accommodate support that enrollment growth the forecast assumes increasing expenditures throughout the forecast as a result that chart on the left so in a way the the reason the reasons we're seeing growth in our revenue is similar to why we are seeing increasing expenditures as the area continues to develop with new homes businesses total valuation goes up revenues increase at the same time that brings more and more people to the area enrollment numbers increase expenditures increase you know at this point in time one of them is just having a bigger impact and happening
061faster than the other in addition to that inflation does happen expenditures go up over time we want to maintain our staff students buildings you know those costs go up they don't stay flat the the green revenue blocks you can see steadily increased and and that the substitute levity levy starts to help with that by generating additional funds from new construction like we talked about but it's not a fix all expenditures are increasing at a faster rate creating those revenue shortfalls and that yellow line cash balance it starts to disappear quickly so with this we we can acknowledge that we definitely want to start having these conversations over the next year on how we can generate additional revenue and timing is very important with this and we want to be proactive instead of reactive and we
062don't want to let it go for too long not just from a dollar and cent standpoint but the further it goes out the impact of the school district is is much different from a planning perspective for providing our students in the community with the expectations of north ridgeville with that i will take any questions if you haven't yet we have no announcements this evening so we'll move on to hearing of the public on agenda items here's an opportunity to address the board this evening on anything that's on the agenda alrighty at this time we are going to give the ability for many members attending to unmute your microphone and ask a question to the board alrighty well thank you very much and we'll go ahead and turn it back over to the board thank you
