I'd like to call the uh I'd like to call the February 23rd Northwest School Board meeting to order. If we can please rise and say the pledge of allegiance. >> Algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. Thank you all. >> Mr. Gindlesburg >> here. >> Mr. Schilling >> here. >> Mr. W >> here. >> All right. Any additions or deletions? No, sir. Superintendent. Okay. Uh just a couple things very quickly to go over. First, I just want to congratulate uh I went to the play yesterday afternoon. the best play I've ever seen. Best music I've seen in 35 years, maybe ever in my life. It was uh I was blown away how great
it was. Uh so kudos to uh Mr. Busby, to James Walsh, who by the way does a great job with sound, with the uh the set design was was amazing. Just uh so many little things that both these guys do and they put tons of time in, but it was worth it. Our kids were really amazing. You know, every once in a while you go to a musical, high school a voice crack or someone gets lost, but everyone's voice very, very powerful and a moving performance. It was sold out for three nights. Welld deserved. Congratulations to all those kids. Put in tons of time to make it happen. So, that I didn't have that as part of my update, but it's just over 2,000 tickets. >> Wow. Awesome. Yeah. Great job for for those guys
and and all the parents who help out, too. It was pretty cool to see that. So, congrats. Uh, the next thing we spent the school year working on our vision and mission statement. Uh, we I mentioned this before in the fall, we had uh teachers, we had parents, we had uh some leaders there and spent the day just trying to reconstruct and really create a new vision and mission statement. And we collected tons of data. over the course of the year. I just want to give kudos to Deborah Clark, to Gray Ramos, Josh Hersam. Those guys put a lot of time in taking that data and putting it together to come up with our new uh vision and mission statement. I know the vision statement is a little longer. I heard that from a number
I I kept pushing it out to people and to get feedback on and uh I I know it's a little bit longer. So, we're going to have that on our website, but we do have a condensed version for the for the mission statement and the vision statement. And we have a motto or tagline that we're going to use. We're going to put that on our letter head. We'll put that on Facebook. We'll put it everywhere, everywhere we can. So, the vision statement is this. I'm just going to read it very quickly. The Northwest vision is to be a catalyst for student transformation, fostering their intellectual and interpersonal potential to prepare them for the future with resourcefulness and resilience. And that was one sentence, believe it or not. And Uh the last sentence, this is supported
by a growth focused staff and a commitment to being the heart of the community, building vibrant collaborations with families and community to enrich the educational experience. And what we really focused on was not just our students and not just the staff, but also having very strong and positive collaboration with our our family and with the community. That was very important to all of us. And really heard that loud and clear from all the will be gathered in the fall. So the vision statement is uh is the the ultimate goal, right? That is to come up with this this the student and what that child looks like at the end. The mission statement are the steps that we want to keep to get there. So the mission statement reads like this. At Northwest, our mission is
to unlock every student's potential by providing a supportive environment where they are seen, heard, and valued. Through strong partnerships with our families and community, we help our students grow into resilient, resourceful citizens who are ready to face the future and make the world a better place. And that's it. And we and I feel like everything that we talked about, right, folks? I mean, everything we talked about in the fall, it comes down to those two statements. So, uh, we're we were pretty proud of the end result and our tagline or our quick motto is this, uh, and we went through a lot of those to come to this, but it's heart of the community, home for success. We felt like the students, their greatness gets unlocked with everyone here in this building, but also within
the community, with the family and community support as well. It's very important for us to tie those three things together. We think we did. All right. So, I'm going to ask you to board approve this later for our new vision and mission statement. We'll put it out uh through social media. We'll put on our website. Like I said, we'll put it everywhere we can uh over the next few years. >> Right. All right. Thank you. Nothing else. >> That's what I have. All right. Recognize any visitors who would like to speak to any gender related items? >> All right. First item I have is approval recommendation to approve the minutes from the regular meeting on January 14th. >> I need a motion. >> Second, >> any questions? >> Mr. Gber, >> yes. >> Mr. Hill,
>> yes. >> Mrs. Gearhard, >> yes. >> Mr. Wy, >> yes. >> Mr. Sh. >> Yes. Next item I have is a resolution. This is to establish a special cost center in our 022 fund. And what this is about is we have uh old AUL checks that u folks have never cashed. And yeah, they're not large checks. They're small. I They don't know why they haven't catched them. Um, but what it says is that we have to basically void them, rece them back out in and then pay them to the unclaimed state unclaimed funds, but we have to establish this cost center so that we can always track what [snorts] we did. >> All right. I need a motion. So move. All right, Adam, go ahead. >> So, it's a is it one year from
the time that it's issued until it gets sent over to the state? >> That's the government. >> So, if that's the case, then we have to wait another year before we can turn these in. >> No, after they're dormant for a year, then you receive them back in, get them to the state. >> Got it. People don't want their So it can sit there. >> Any other discussion? >> Roll call. >> Mr. Glesber. >> Yes. >> Mr. Chville. >> Yes. >> Mrs. Gearhart. >> Yes. Mr. Wy. >> Yes. >> Mr. Shilling. >> Yes. Can we put a note on the bottom of all checks that you like to just donate this back? >> I will. >> Okay, I'll check on that. >> All right. Uh, the next item is a resolution to authorize filing a
an original complaint about the valuation of property. Um, this is a piece of commercial property that is valued about $2 million under what it recently sold for. And so I need a motion. >> Where's this at? >> No, it's the tractor. Oh, it's >> Yeah. [snorts] have rera >> Well, it's for the for legal to go on our behalf to petition for that to happen >> or come to an agreement on some other valuation. >> Any other questions? >> Right. Mr. Gindlesburgger. >> Yes. >> Mr. Chubill. >> Yes. >> Mrs. Gearhart. Yes. Mr. Yes, >> Mr. Sh. >> Yes, >> we go. Um, my next item is recommendation to approve the year. >> Sure. >> Let's do a motion. Second. >> Okay. >> Need a motion. >> Second. So, it's it's five year. Um, we're
only required to submit to the state a year now that they've gone through that rule change, but in conversations I've had with other districts, they're doing they continue to do five years. We've always done it. It's probably just good to stick with that. Um, let me give you a little bit of update on the four pieces of legislation that were passed in December. One at this point is not going to affect us. It was a decision that county budget commissions could make to put a piggy back of the current homestead exemptions on. Um Stark County at this point, which is the biggest county that we sit in, has decided not to do that. Uh so no impact there. I don't know what some employed at this point. So it could potentially impact us in the
future and I believe even Stark can change their mind and do that. So at this point, nothing's happening with that. That's House Bill 96. Um House Bill 335 impacts inside which every school district, most local governments have a little bit of inside millillage. Um that mill always produced more revenue um because it was not subject to any reduction factors. Now it is and so it will get reduced down to collect the amount of money that it's currently collecting. So that will have negative impact on our on our revenue. Um, and it's subject to an inflation rate, I guess, is what I should say. So, what they're what a lot of this is about is not allowing districts to collect more than an inflationary number that they're calculating based on the inflation of the past three
years. So, it will gain some, but it won't gain us additional revenue to the extent that it had in the past. Um, House Bill 129 is around what's included in the 12 20 mil floor calculation. Um, previously um fixed sum levies, which is our emergency levy, weren't included in that calculation. Um, starting in tax year 26 reappraisal cycles. Um, if you're a county that goes for reappraisal, it will then start to be included in the We're in the 2026 cycle for Summit and Wayne and we're projecting based on that and based on where we think the valuation's going to go for that reappraisal. Again, there's a lot of assumptions that go into these projections. Um, we think at that point we will come off the floor. Yes. So, that will us. Um, House Bill 18.
So, so we'll come off the floor. So, what that will do is any increases in valuation, the reduction factor will come into play and we shouldn't see much of an increase in revenue due to that. Um, House Bill 186 affects when you are on the floor and the amount that of increases you're going to see. So what what we're projecting is we're going to come off the floor and a couple years later we're to go back on the floor. Once we're back at floor, we're going to get capped at the amount of revenue again by this gross GDP inflationary number that they calculate. So basically what they're doing is it doesn't matter what the county appraises the valuation of the property at. I mean, if it goes up 50%, which it did in some other
counties, in some other, you know, districts and counties, um, in the last appraisal cycle, they're like, "Fine, you, it can go up as much as it can, but if you're on the floor, your revenue is not going to increase. It's only going to increase by this inflationary factor." Um, and what happens is for the taxpayer. So, let's let's talk about that for a minute. For a taxpayer, they'll see the bill, but then the amount that there's going to cap our revenue at is going to show as a credit on that bill. Okay, this is important because >> so it won't show as a reduction of school tax. Yeah, because they get a credit. >> But it won't show that as less school tax. It will show as a credit. Correct. >> So, in other words,
it'll look like we're still collecting the same amount. >> I I'm not sure about I I I don't know. >> I don't I'm not sure, but I'm not sure. >> I mean, I think the credit won't directly be a credit due to Northwest. It'll be a credit because it is a credit due to anybody that taxing authority on that property. >> Yeah, it's still going to if you're not paying attention to what it says, it's going to look like you're paying a tax amount when really it's >> Well, here's what's here's what we're projecting to happen in Northwest. So, tax year 25, everybody gets a credit whether or not you're in an appraisal year or not. If you were not in an appraisal year, which were we weren't in tax year 25, they said, "Okay,
well, how are we going to figure out what credit to give the taxpayers in those districts. And what they said was go back to their last appraisal and had this been in place, that's the amount of credit they're going to get. So that's what they're going to get. And we're going to show it all on the tax bill in August of 26. So the entire credit goes on half the bill. So taxpayers will have a bill that looks pretty much the same as last year in January for half. It's going to go down because of this credit in August. Um then we go through reappraisal in tax year 26. We're going to come off the floor. When you come off the floor, the credits go away. So now the taxpayers's bills back up. And then
in 27, we think we're going to be back at the floor and then their bill will go down. >> Yeah. You think the people that are writing this stuff and putting legislation think that any of us are going to understand what's going on? >> All they're going to see is us. The other thing with these credits is the credits that are going to hit. I'm sorry. Go ahead. So, go ahead. >> My question was I've already paid my property taxes for the year. There wasn't anything on there that I didn't do it half and half. I paid >> the whole year, >> the whole amount. So, is that going to is something going to happen in the middle of the year that >> Yeah, I don't have the answer to that, but >> how many
Steph am I getting money back? We should I don't know if they're going to send checks or appliance next year, but I will ask. >> So, it won't happen until then though. It wouldn't have showed up. >> No, no, no. Because I thought maybe I missed something. >> No, their plan is to apply the credits to the second tax bill. >> But if you've already paid it, right? >> Yeah. Amazon gift card >> the credits that the taxpayers are going to get in August of this year, the second The OD is going to fill in that money for the school districts. So, it's revenue neutral for this year. Once we get back down to the floor and the credits go back into play, no one's making up that. So, that will be a, you know,
a revenue shortfall in those years. And the way it was explained to me is every time you go through reappraisal, this is going to grow. These credits just roll and get larger. >> Sorry. So, having said all that, >> this year I think we're okay. Next year, I think we're okay. After that, it starts to have an impact. >> Um, the other thing that's important with this valuation piece is They're not reducing the valuation. They're keeping the valuation here, but only letting you collect at a lower amount. This is important because the two factors that drive the amount of money that the state foundation determines it needs to fund each district are based on income tax collections and property valuations. And so while those stay high, the state says, "Oh, well, you have all this
valuation of property. Therefore, our piece of the your piece of the pie should be higher because of that." But that's not happening. And so you're really getting hit >> twice. >> That's diabolical. >> Okay. So the message we need to tell when these guys get approached by community members which you certainly will what's the message what's the what's the message we should say well I think that piece of it is very important um that you know you're you're allow and when I ask the question why don't they just cap the amount that the valuation can rise what what else is this used for the answer is it's not used anything else. So then really why do it? Well, so it stays high and then >> I think that's one piece of it >> as a
leverage for the state. >> Well, I mean they're doing they're doing a dance that you know we know valuations are very high, tax are very high, but they're also trying I think I felt I feel like they're trying to do what what they can to help the schools so we don't get we don't But they're also trying to get relief to the taxpayers in the state, which I I get that >> there's no there's no easy answer. >> So she and I go to one seminar next listen to all this and and she understands it way more than I do. I'm like, what is going on? >> And I'll tell you, I sat um with a group of other treasures a couple weeks ago and I mean almost every district had a different scenario. So
when there's like a blanket statement how all of this will affect everyone that it's that's just not true. If you're already above the floor or not on the floor, it all these rules affect you differently. If you have an emergency levy or not an e, it affects you differently. So there's a lot of moving pieces to this. I guess you know what I can see in all of this as I've gone through it is when they said we don't want any tax increases without going to the voters. I mean that's happening in all these pieces. I I guess they got I mean if that was the intended that's how I see the outcome. Um, so you know, the other piece is like I said, we're already on a guarantee from the state. This will just
drive us further onto that guarantee because that now they see these valuation numbers and they're like, "Oh, cost this much to educate. Well, your share should be we should bump your share up." So they They calculate that they should be giving us less and less every year, but they guaranteed that they wouldn't reduce that. So that amount of guarantee just goes up and up and up. So I guess why I'm saying that also is there won't be much if any increase in revenue due to property tax. There'll be some. there won't be any increase in foundation money from the state. I mean maybe minimal and actually I think we lose a bit in some of the carveouts. Um we'll have to look at you know I know we have the emergency levy that expires next
December. Um we're going to have to look at renewing that levy or possibly other levy options because I don't even with that levy. Uh the projection is, you know, we'll run out of cash. So, we'll have to look at that. We'll have to look at expenditures. I I think we just need to look at all of it. Right now, we're we're within our um within our board policy for cash reserve. We should be at four months. We are and we will be next year. After that, it starts to starts to go down. And so, again, we'll have to at what options we have to remedy that situation. Um, which I I added something here. The back page is a just a chart. Um, I think sometimes it just looks better in a picture as and
and certainly stopping wherever you'd like to um discuss any of the numbers on the five-year forecast, but I mean this just is a reflection of our revenues will go down, our expenses will go up, and our cash balance. Um, and I did it with and without the renewal of that emergency levy. That's why I said I I'm not sure that e renewing that is the best option at this point. Um, we're going to have some conversations and model some different things to see um where we're at. >> Did they pass one time. >> I think they could still I think they can continue. I need to double check. >> I need to double check. Yeah, >> I know they can be, but if they can go more than once, I'm not sure. >> I thought
they said there was one piece that said e >> like the next time went out. That was >> there was that was in one rendition of the bill. I don't know if that stayed or they took that piece out. Um, >> yes. >> Is our increase in expenditures over the next five years, is that consistent with what you'd see in other districts? >> Do you know? I I I mean I don't know if I can positively say yes about that, but I mean the biggest drivers are salaries and benefits. >> Um our salaries are based on the current contracts that are in place right now. Um and then also just projected some increases in the years that after that. Um, one of the biggest drivers is the health insurance. And what I can tell you
is, um, at this point we're being told, you know, budget 10% with no, um, they call premium holidays where they they don't bill us for one month. Um so that's what we show uh moving forward from 27 on you know this used to be due in May and I feel like we were in a better place in May because at that point I we did know at least the next year what was going to happen and obviously when you put that on one year and then you start adding percentages it can inflate the way you're going um down the Um, so I think what we might need to do is rerun this at some other point that it's not due to the state. Um, and look at it that, you know, do this again in
May and look and see where we're at. >> Yeah. >> Correct. >> Can you do that? Can you update the Yeah. Y um the other thing that I will mention is, you know, the capital outlay line gets really flat compared to where it's been in the past. Remember that we moved money into the 070 capital projects fund. Um, and we have a a plan of of things and it's its buses and its curriculum and its technology and its different things around buildings and grounds that are going to happen. Um, and we'll continue to use that money uh to pay for those. I think what we need to do is assess each year if we need to transfer more money in there or right now I don't the 250 in operating transfers goes to the other
two funds that we funded. One was for uh workers comp and the other one was for termination benefits as it's called or severance payments. Um that's what I have here right now. I don't have anything projected to go into that capital fund. I think there's enough right now. Um we didn't purchase buses this year and and look at a couple other things. So I don't see a need to transfer into that fund right now. >> Okay. Any other questions? Obvious anytime you have questions on this stuff, just call staff. >> She'll try to give you an answer. >> I will answer. >> All right, I got a motion. I got a second. >> Mr. Gber, >> yes. >> Mr. Till, >> yes. >> Mrs. Gearhart, >> yes. >> Mr. Wy, >> yes. >> Mr. Schill,
>> yes. >> Okay, we'll move on to my part. And listen, I'll Just before we talk about the resignations, we are having conversations with principles and supervisors where we can we know we don't know, you know, we we're we're preparing like as as best we can for the future, right? So, we're good. We're solid for the next couple years, but we don't know what it'll be five years or 10 years from now. So, we talk about absorbing positions. We're not we're in a good position where we don't have to riff people, which is excellent. But we are having real conversation about absorbing where you know where our numbers are dropping particularly in the younger grades. It it's not we had some growth over the last 10 years that's leveled off and in somewhat is dropping.
Uh so where we can we absorb position so it just makes good business sense to do that to be able to save save funds for for the district. So with that being said, we do have a list of resations and we're we're looking into this already. You know, we'll read we can absorb when possible. So with that, I'll read off our resignations. Recommendation to accept the retirement of Lisa Vera, assigned teacher at the middle school effective May 31st, 26. We could have known about this a long time before. So, we can just make sure that doesn't happen again. I looked at them and says, "No, you're not >> because I didn't know about it." >> Yeah. And you guys know that. We in fact all the administrators like to make sure you guys

We'll make sure it happens next time. >> It just comes. It's support. That's that's why we're here. And we want kids to do whatever they need to do to do these things. Am I saying that right, Mr. promise. >> Seriously, >> it's not. >> No. Okay. Thank you. >> Leaving April 29th, 26 and returning
May 1st. >> Motion discussion. Hopefully you guys know. brought this up in several meetings before this gets published to the public. They have this discussion that we're being asked to approve the price tag because this public we'll do that. Thank you. >> All right. >> I got it. Sorry. I got it. >> Mr. Gindlesburg. >> Mr. Gber. >> Yes. >> Mr. Cho. >> Yes. >> Mrs. Gearhart. >> Yes. >> Mr. Ly. >> Yes. >> Mr. Uh so that was where we I so the program agreement regarding start county area computer consortium which is spark of the start county school council recommendation the board of education and authorized superintendent sign the attached spark program agreement between the board county schools council of government discussion. This is a new agreement. It is uh it was it was
passed and recommended for board approval say December 19th 25. The money the cost all those things nothing really changes other fact it's being done for auditing purposes. [clears throat] Any other questions? >> Mr. Ginsburg. >> Yes. >> Mr. Toill. >> Yes. >> Mrs. Spear. >> Yes. Mr. Wy. >> Yes. >> Mr. Shel. >> Yes. Thank you for J. Recommendation to approve uh professional leave. Recommendation approve professional leave for Megan White above the $700 threshold set at the organizational meeting. And that cost it's a conference she'll be attending that she's got to attend. a little over 700. It's 15. And we'll put that down next time. You guys can see that. >> Need a motion. >> Second. >> Any discussion? Uh I'm ass. >> It's not is very complicated. It's it's growing and it's a monster
and we're lucky to have Megan White do this job. It's a thankless job. It's very difficult to do it but >> she's learning more and more all the time. We appreciate her will >> Mr. Wy >> yes >> Mr. Next thing for letter K, recommendation to approve our vision and mission statement. Uh just want to again say thank you to uh community folks, parents, uh teachers, some of you guys were involved with that and uh the principal principles and and all their input to get through that process. We really appreciate that. We feel like this is a good starting point to uh get our strategic planning which we will launch with your help tonight. Need a motion. >> Second. >> Any conversation? >> Great. Looks very good. >> That's something people want to know. >>
Thank you. >> Mr. Ginsburg. >> Yes. >> Mr. >> Yes. >> Mrs. Gearhart. >> Yes. Mr. Wy. >> Yes. >> Mr. Schilling. >> Yes. >> Thank you. The next thing we have a policy approval. I apologize for the number of policies we had. I think it'll be like this like this every month and it will start slowing down. But uh we we did introduce some last month. Uh tonight is a discussion and and your approval if possible. So anything you'd like to thankfully for about 95% of these we're already doing a lot of these things. So it's nice to see the policy will be there. Um other things were just vast majority of these policies as you probably saw this are tweaks and just minor changes to phrasing. Um but we appreciate Julie for putting
it together and uh putting the color part so you can see what's being taken out what's being added. But I'm open for any discussion on any of you like >> my question. How many of our kids go to religious instruction school? >> I'll ask principal that so far I don't think we've had any that have left school for that. Or am I wrong? >> Any for you guys? >> No, none. Okay. So, I don't believe we've had any. But again, this is this is just >> correct. I need a motion. >> Second. >> All right. Any other discussion? I had just a couple of quick ones. One that I saw on here on the board policy uh governance operations if they change the name of the state board of education again. We had we've gone
back through and reapproved those according to this policy. We don't have to make that don't have to do that. We talked about the reimbursement earlier you and I about the setting that yearly. it was the IRS limit and then just setting it so that we have the authority to set what it is more than likely the IRS but at least we talk about it each year so we can decide if it's going off the rails it feel any other discussion Mr. Gindlesburg. >> Yes. >> Mr. >> Yes. >> Mrs. Gearhart. Yes. Mr. Wyatt. >> Yes. >> Mr. Schilling. >> Yes. Thank you for that. So, what I'll do with this, folks, I'll take this. Here's here's my big fear is that we have these policies and we're making these changes and it just kind of
sits there. We're all playing catchup. So, what I do, I'll take that with your approval. I'll share that with the principles. will meet our principal meetings to make sure that we're taking you know that they're aware of them that we have a conversation about that and we're taking the proper steps uh with them also with like I know with Jeff we talk a lot about with cyber security and and AI with Deborah we talk about curricular matters I mean so all the pieces and parts that we keep having this conversation so I don't want you to think that we have this you approve it and then it just dies here we do try to carry on and make sure that these are implemented it's been difficult because we've had so many policies but It seems
to be working. So, we'll stay on top of that. But thank you for that. And that's all we have. Thank you. >> All right. I'd like to recognize any visitors would like to speak to any other items. Anyone? I didn't have anything. If not, I need a motion to second. >> All right. >> Mr. Gber, >> yes. >> Mr. Mr. Mr. >> Yes. We are staying right here with this >> part of our >> There they are back there. Ladies, our facilitators, you guys want to take a break for five minutes? You just jump right into it. We should do that.
