Yes. Mrs. Gear. Yes. >> Okay. I'd like to adjourn the record commission meeting for October 27th. All in favor? >> I. All right. >> Okay. >> All right. So, I'd like to call to order the October 27th regular meeting for Northwest Local Schools. Roll call. >> Mr. Chill. >> Here. >> Mr. Gindlesburgger. >> Here. >> Mrs. here. Mrs. Gearart here and Mr. >> Okay. Any deletions or additions to the agenda? >> No, we're good. >> All right. Do we have student achievement? >> All right. at our schools. Primary second grade students went to Hale Farm to learn about pioneers and Ohio settlers. The students enjoyed the live actors for trained early uh settlers and seeing multiple demonstrations including glass blowing, cider pressing, and turning butter. The first graders went to the farm at Walnut Creek

and got to see over 20 different animals. The students were able to touch and feed the animals and learn about their life cycles. At Stson, fifth grade students participated in their annual career day on October 3rd and had the biggest turnout yet. The students had an opportunity to interact with several parents and community members who shared their expertise in a variety of careers. Children were able to make connections between what they're learning in school to possible future careers. Stson would like to thank the volunteers for their time and enthusiasm and for making career day an absolute success for the fifth grade students. Red ribbon week started today and it highlights the importance of living a drug-free life. Each day an important message is shared with the students and then they participate in a themed spirit

days um to bring awareness about drug rel shop for the first time this school year and they'll the following costumes. At the high school, the Northwest Choir Community celebrated its third annual living composer concert series on October 22nd at St. Mary's Church in Mass. This free event showcased both current and former Northwest students as Mr. Busby partnered with Mount Union Choir to put on this fabulous event. The concert was anticipated to be the biggest yet hopes of filling almost 1,000 seats inside the historic church. The Northwest Marching Band finished their fall competition season with an impressive performance at New Philadelphia High School. The growth from summer camp to now is nothing short of amazing. And this past Thursday night, Northwest High School inducted 39 new members into the chapter of the Honor Society. This prestigious

event was held in public hall and all of it and at it conclusion new and current members join their families and friends for like refreshments in the comments to celebrate. And in sports news, uh, as we wrap up this amazing amazing success of all our sports teams, here are some highlights. The varsity team on Friday night at Manchester with hopes of securing the pack championship. Although we didn't come home with a win Friday, they had >> That's what happens when you write before. [laughter] >> They didn't lose, right? >> But they had a great season. Varsity girls played volleyball Wednesday night in the district championship against Lake View at Highland High School and they finished the season as the district runner up after losing three sets to one on Wednesday night. Boys and girls cross

country competed this past weekend at the regional championships held at high school and this year marks the first time in school history that both teams qualified for the regionals in the same year. um led by Lucas. He had second place performance in the district and boys and girls soccer as well. They have many young players and look forward to seeing what the future holds for those [clears throat] [snorts] >> superend. Okay, I have a few things. Uh, we've been working on our vision and mission statement for the district. Uh, we just had a great meeting last week with uh with some of our younger uh teachers and um feel like we had a really positive meeting and we're going to keep working on developing that lead into our strategic new strategic planning. We're going to

begin that whole new process in February. Um depending on when we have our board meetings, I like to have a for you for our school board to kick off that process and then work through February, March, and even into April as we prepare for the next three years after that. So, we're excited about that. Um, we're also uh just to give you a facilities update, we've been uh getting ever closer. I'm going to hand that over to to these folks behind me here shortly, but uh we're getting very We're excited about this process. Um, just wanted to plant a scene with you all. I'd like to propose with your approval that we have a board meeting, a special meeting on on December 16th. Um, that's we're going to ask you to approve our final construction

contracts. And the timing of that, I hate to do that so close to to Christmas, but the timing of it is pretty essential. can't really get it here any earlier. You know, obviously we don't want to wait later until after Christmas. That would just push everything farther down the line. So, just keep that in mind. We'll talk about that again in in November. And uh I don't know for something more. I know we've all been working on this very hard. Uh very excited about this what it's going to be able to do for all of our students with the uh the storage area for our arts program. How that's going to change band and choir we think. And the annex being redone. We're very excited about that. Presley the weight room of course will impact

our overall curriculum as well as our athletes, our students who decide to use that during school after school. So have a lot of things coming. We're very excited for that. Um but with that I guess that's my segue for for Harris and for Regency. We have Jason have here tonight if you want to take over. Are you ready? >> Oh, okay. >> Makes it easier. Sure. >> Okay, guys. Ready? All right. Well, thanks for having us here from Sean mentioned this is Jason from Regency Construction Manager. So, uh we came here back in I think the end of June and give you an update at that time and so just give you a quick snapshot since then. Um we what is called design development. So that's kind of like you know the 75% mark of

design and submitted our drawings to Regency and did they did another cost estimate um and as we did our firm and then we reconciled that cost estimate. We were still tracking slightly over budget at that time. So we made a lot of we worked with the with each other and the district to kind of come up with some costsaving measures and the district evaluated those. We incorporated some of those things uh into the project as kind of like deducted. Um and then some things we identified as an alternate and what that means is it's you know we're kind of bidding it both ways. We're bidding the base without some of these items and then if budget allows, if bids come in favorably, then the district can afford those items and at that time or some

of the alternates as well are items that can be delayed until later on the project because we at any project as you can imagine there can be unforeseen conditions. um we recommend the district hold what's called a contingency for some of those unforeseen items, but if that we come towards the end of the project and that contingency is not spent on unforeseen conditions, um then those dollars can sometimes be allocated towards some of the alternates and still not make the overall cost over the budget. Um so you'll see as we talk about alternates, some of the things are finish related where you can make those later on in the project. Um, and then ultimately we came out of that design development after all those decisions were made and we finalized our drawings and specs and

delivered them to Regency and they currently have them out for bid. Yeah, they went out to bid last week. I was just checking that they make sure I was not misp um so we deliver them to them on the 15th and they put them out bid last week. So, they're currently in the hands of subcontractors who are actively pricing the project. So, with that, um, there's a lot of things on here, but we'll kind of I'll run through some of them pretty quickly. So, on the left side, as you know, there's athletic and arts edition. So, those are the alternates for those that project and on the right side is the alternates for the ENX edition. So, again, these are items that you know based on where the estimate was that they weren't fitting in

the budget, but we have them designed and drawn so that if bids come in favorably that they can be incorporated. So, one of those items in the athletic edition is um one of the restrooms that's off the main lobby of that addition. So, the in the base is what we call it. It would just be a storage room with the rough plumbing there for a future restroom and then the alternate would be to you know finish it out as a restroom. The sound system for the weight room um the exterior signage to have lighting back lighting. All of the wall graphics again as I mentioned some of these things are easy to wait in either till later in the project or add them later at your leisure. Um flooring upgrades Um it came to our

attention the district had you know plans to resurface um some of the asphalt where we already have some asphalt work in our project. So it became you know maybe if we did that as an alternate would ultimately end up cheaper for the district since there's already a contractor on site if it was part of this project versus being something. So we did that showing that And then there was a kind of a convenience door being added to the existing gym to access under the bleachers. So that is an alternate as well. Then on the right side of the annex, um there's a covered patio by the concession area. Again, something that would be nice to have but not necessary for functionality. So that is an alternate. Um we are showing a masonry brick band of

that building that that would be an alternate. So the base would be all the way down to the ground. Um metal roof in asphalt shingles, flooring again, flooring upgrades and wall finishes and then the big alternate there um because when we set the original scope and budget for the project, there was never the vision to a lot of the where the existing weight room and wrestling room are now going to be kind of open storage area, but as we met through design with coaches and things like that involved and we added offices and a meeting room and things like that. So again, as we started to look at why the budget was kind of tracking over, we kind of took it back to okay, you know, where did we start this project and why is

it, you know, tracking over budget partly because scope had been added and because we had added, you know, value to the project. Um, We kind of took that and kind of outlined some of that as an alternate like let's get the needs met and then if budget allows let's get all the things that that kind of help um make this a better space for everyone. So this is an exterior rendering of the athletic edition on this side and then this is kind of an overhead view of this building. in right now. So, the street is at the bottom. You can see the athletic edition off to the right side and the arts edition up on the upper part of the plan. This is a floor plan of that athletic edition. It really has not changed

much from last time you saw it. Again, this was that restroom here in the basement. This will be a storage room. The alternative would be to out that restroom. So, we have That's all right. This is the um the arts um edition. The one minor change we made to this is we actually shifted the north pole down um by two feet and that was because we had um Stacey had a company come out and mark the existing water line which is we were getting very close to it with the addition. And so in order to avoid having to spend money rerouting the water line um we shifted the north wall in about 2 feet so that we could make sure that we with this addition. This is the lower level of the annex. Again, this

plan has pretty much remain consistent from what you saw last time, but as you can see, um, you know, new restroom facilities serving the stadium. So, the men's will have four stalls and five urinal. The women's will have 17 stalls. So, we'll have shorter lines at football games next year. And then this is the upper level of the annex. And this is showing kind of the base what you would what what is in there. So it's the new locker room. So the fully renovated boys and girls and the girls would also be used for the away team for football. Um so getting those new locker rooms in and then also the training room. So you can see the training room here with the wet room. with that training room. And then this area that's currently

the um weight room and wrestling room would be kind of an open storage and mechanical, you know, wide open but renovated space. So ceiling, lighting, things like that. So then the next is showing the alternate and again these were some of the things that we added as we met with coaches across the district um and great value added but wasn't in that original budget and so we kept fighting the budget throughout the process. So you can see here, you know, um on this side we have a storage area that has different cages for the different teams with an overhead door here that they can bring parts in. Dedicated mechanical janitor's room, washer, dryer here. um coach's offices and a coach's restroom shower and then a meeting video room with some additional lockers that can be

used for um you know multiple when there's [snorts] multiple sports in season. So like we met with soccer coaches for example and when soccer and football are going on that they could have maybe a home base um that that room could function as dual function as meeting room and kind of like this secondary locker room. So those are those the build of those spaces as part of that alternate. Any questions on that? things that we do all the time but it's sometimes complicated. >> Couple just to clarify a couple things on you look at the previous screen when Yes. And then so we've talked a lot about you know are there things that we can do to keep cost where the budget has become an issue and we're very conscious of that. So wherever we

feel like we can cut things back the majority our project and we're going to get there. Then things like this, you know, we talked with Stacy, you know, can we take the next steps? I don't want to say do yourself. I won't be doing that obviously, but but we would have a process where we get a lot of these things put into place. So, it may not it may not be exactly, but it'll be darn close, right? We're just trying to keep that. We are we are limited. Correct. Because of the the wall in the middle. >> Yes. >> This wall is an existing wall. >> It's an existing bearing wall that >> we're always dying for when we do. So, we flip to the next page there. So, I really like this because we

storage is always a storage. So, we'll with the annexed we're going to have boys and girls locker rooms here going into middle school and get that torn up be very happy that you know that will stop and then just for all the teams soccer teams track and football and middle school sports Okay. So, some of the things that we've taken away just like decals on the wall just like aesthetic things that would be if we had an unlimited budget, it would be cool and fun. a lot of these things on our own, you know, we have to get that cost. [clears throat] So to get rid of some of these things and then go back to it, what can we do on our own and still make it ours much lower cost? So that really

made sense to all of us. Okay. So, you can see the building right about here right now. So, we're extending tying in and extending this canopy doors to kind of fit into that. So, it looks like it's always been there. Um, and then this is that addition has the front brick wall [snorts] here. This would be one of the examples of the graphic shows an alternate um on this wall. >> Go ahead. >> That space there, that big white space in the middle. We wanted to have space to uh we're going to go through a process for anyone who wants to make donation. That would be that would be the ideal space that goes to the existing gym hallway. If we turn to the right, this is looking into that room. So again, as Sean

mentioned, attaching that to the building so it can be used during the day as well as after hours. And then the door that you're seeing right there goes to the locker rooms. Um, the weight room and the wrestling room. >> That block area will be our simulator that next door is into that simulator area and then straight ahead. This is the wrestling. So, it's important enough for two masks. Um, and then we do have a stair that goes up and out the back of the building. So that can be used for either emergency address or it could ultimately be directed by the district. There's also coaches under the stair and visit other Fairless. I know you guys were involved with so they were very gracious to allow us their weight room and we they were

really great about you know go back and change it regretted or they go back and fix. So, we got to that and we're applying it here. But yeah, it was pretty neat seeing that blue, which is not so cool, but parking lots of guard rail. You see there's a second exit out of the room below that jump. This is annex building. So it's shown with the brick here. So we have a with the um siding. I work so you can see there the overhead door for the books to go in the door enters into that hallway in the center to the Walkers storage and then the coaches rest and then these doors. locker rooms. This is the boys locker room. You can see those open lockers with holders on top. Sinks in here locker room.

Same thing that opening the restroom. We are reconiguring the fence so that inside of the station when you come out of that locker room. Um, and then as you can see here, the lower level gets bumped out. Um, so really trying to match that block that's on the building now. And then obviously obviously there'll be a roof over this regardless, but this is that covered patio at the concessions that I mentioned the So, those are the two Any questions? So this is the edition. It would all be this color. So this side is just not showing the right color. overhead existing, you know, easy to get delivery or scenery in there's storage on increase our storage >> [clears throat] >> I was talking with James Welsh and most excited to be able to elaborate sets

out with their performances, but now we can create our own sets and keep them plenty of space. Okay, >> thank you. >> You guys have any questions board? Anybody? >> So, we just kind of want to outline what our next steps are in the entire process. As mentioned, you know, the the documents are currently in subcontractor's hands for bidding. So, the plan is bids on November 17th and then we go through a scope review process with all the subcontractors. We sit down and kind of go through an interview and make sure that they're covering the right scope and we're buying the right uh right products from everybody and they're meeting specifications and the job and we're comfortable with them. Uh and at the same time then we're agencies assembling our GMP or our guaranteed maximum

price uh which we would then bring to the district December 16th mention that's our target for a special board meeting. And then once approved, we be under contract before the first of the year. And really that's me to get contracts rolling and start getting products. One of the big ones like on the buildings with all those lockers. We're going to be hitting time frame all projects are going out. We want to make sure we get materials in hand at the right time so that we'll be one of our first milestones with the exhibition being complete in August, but planning to break ground in February of 2026 more to come on that we get closer. But we're still planning to have a substantial completion mentioned for the state building in August of 2026 and the high

school arts edition. So overall time where we're at busy spring >> now on top of this we're also looking at replacing our turf. So seriously swear we can get this done. Is that right? Good stuff. >> Thank you guys. Oh, we're going to put this uh yeah, we'll put this on our website. We have we have a tab on our website for facilities. We'll have this not 3D version, but we'll add the uh the updates. All right. So, kind of broke it up a little bit. Um, thank you guys for the update on that. Really appreciate it. Um, want to start with recognition of visitors to determine any uh high school edition related items. They discussed ahead. This is probably Jason the current just so you know what I've seen your people doing. Are you

going to require them when it comes to steel and commodity products to present country. The reason why I'm asking charges but magically when we ask for country of origin certain vendors were tacking it on domestically. Are you are you requiring them to do that? When it comes to steel domestically and we can provide second construction all of this pre-qualification process We get their pre-qualification to show what their safety is, what their financial background is and that process through the second half is for our treasure. Do you foresee any issues given the current climate that the state legisl >> you're talking in relation to this project or just overall >> the project. >> Okay. Um so what I can tell you is you know the district has set money aside for the project um both out

of cash reserve and through a small lease agreement small but a lease agreement. Um and so at this time those monies are available for the project. We feel like the bids are out and with the work that we've done to to get what you know what we put in scope and then alternatives. Um, and just some conversations we've had, we feel like it will at least come in within budget and hopefully maybe a little under. Um, as far as what's going on with the state legislature and the multiple bills that are out there at this point. We've talked about this I think for the past I don't know how many board meetings. It's I it's going to have to be a wait and see. You know, like I've stated before, it's everything from we're going

to, you know, change the what gets included on the 20 mil floor, but that won't happen for a couple years out. to, you know, and oh, by the way, maybe we'll backfill some of that with state money, too. We're going to completely get rid of property tax. So, not knowing which one of those pieces of legislation, something's going to make it through. I mean, if I you know what I mean? Like, I just think there's it's just such a big topic. Something's going to happen. How that affects the district at this or any at this point in time. I I just think it's too soon. Um to know and so we'll have to just adjust as we go. >> Thank you. I try to keep a really close ear to the ground what legislators are

doing. You know, I told you I go to monthly meetings with BAS. We met with uh Representative Kishman Senator and all the legislators of of county last week just to and they're not just to form relationship with them. So, so we were able to express, you know, how important it is to protect school finance to make sure they understand what the state all of our public schools in county. So, I have found that our legislators have been awesome to work, but they do appear to want to work together and they do ask the right questions. really good conversations with these folks. So I but to to add to that Victor I'll say I we don't really know I I go down each month and it feels like we get a different story and it's ever

changing but um you know we we're doing I think with the information that we get we're doing the best we can and we're going to keep doing that and uh and we hope you know knock on wood that the state will be in favor of keeping public schools There's a lot ofbody else. >> Okay, we're good with you guys. Thank you. >> We appreciate it. >> And we will see you shortly at the next round of meetings. [clears throat] Um recognition of visitors to determine any agenda related items that they wish to discuss. I don't have anything, but if there's anybody that has anything. All right. >> Treasuration to approve the minutes from the regular board meeting on September 22nd. >> Any discussion? Okay. Roll call. >> Mr. Chill. >> Yes. >> Mr. Kindlesburgger. Yes.

>> Mrs. Barky. Yes. Mrs. Gearart. >> Yes. >> My next item is uh actually addendum number one is in marked but has some in your packet has some yellow highlighting. So every year we go through an audit with the state auditor's office and one of the um things on their agenda is they send a questionnaire to all board members myself Sean I think that's it and so it can be a little challenging to navigate the questionnaire and so I thought I would just do a brief update on kind of where they're coming from and what they're asking. [laughter] So the basic concept here is that this group at the table is is the governance of the organization. So it's both the management personnel which would be um Dr. Raymond and myself and then the board

members. Uh so collectively we're responsible for the governance of the organization. One of the things they have to do is they have to um work with us to see you know as the governance of of the organization what we're doing around risk risk around fraud um and those items. So they send out the questionnaire and sometimes the wording is a little challenging but we really need to uh work to respond with them because they don't feel like we're responding well, they might have to do additional testing and it could be additional work and additional funds. So, if you flip to the second page, what I've done here is I've put the questions that are on that I I know they send them to you in an email. So, what I did was I put the

question um and then I put some examples of maybe some things they're they're looking for because again the way that questions are are worded are a little can be a little challenging. So, number one, they're they're just looking for for all of our responses on as to hey, what where do you think your risks are in your organization? You know, cash collection points, um, vendors, those types of things. So, I've put some examples of where those risks could be. Um, and you know, you might identify these as that you feel are the most risky or not. Uh again, just some examples of what those might be. Uh the second question then says um you know what are we doing to inform you of how we handle risk situations or help help uh prevent any kind

of fraud. And so what I did was I just wrote up some basic narrative on what we do uh internally to help um prevent fraud. So that's number two. Um number three asked about um what your role is. So what I did was I identified some policies that we have and and what they address, you know, whistleblower, um fraud, theft and misuse of funds, uh training for staff, and then The last couple questions four through seven are they're just asking if you know of any kind of fraud or misuse of funds or theft or or suspected of anything um that you notify them so that they're aware. So again, just trying to add a little context because I know that they send out um an email and it sometimes it doesn't have good substance to

what they're asking for. So that's all. So you get a chance and you can return those to them. >> Sure. >> Thank you. >> No, this is really helpful. >> Um, you know, if you could get it done in the next couple weeks, that'd be great. That's all I know. Yep. Okay, so we have appointments and assignments. Jackie Wkelman from a bachelor's degree 152 a master's degree with four years of experience step five effective August 18, 2025. We have McKenzie Frell from a bachelor's degree to a master's degree with five years of experience. Step six effective August 18, 2025. A motion. So move. >> Second. >> Any discussion? Congratulations. Yeah. Yeah. >> What are their positions? >> I'm sorry. >> Yes. >> Oh. Oh. Um, Mr. Pharaoh is social studies at the high school. Mr.

Wman teaches at primary. What grade is she? >> Second grade. Thank you. >> Anything else? >> Roll call. >> Mr. John. Yes, >> Mr. Gindlesburgger. Yes, Mrs. Barkley. Yes, Mrs. Gearart. Yes. >> Uh, for salary and or position adjustments, recommendation to hire Dale Mclofflin, third ship custodian at the high school with zero years of experience effective November 3rd, 2025. Like to introduce Mr. Mclofflin. He's here with us right now. There's Dale. >> We know his wife very well. Welcome aboard. if you get approved. [laughter] Need a motion. >> So move second. >> Uh any discussion? >> All right. Roll call. >> Mr. Chill. >> Yes. >> Mr. Gindlesburg. >> Yes. >> Mrs. Barky. >> Yes. >> Mrs. Gearart. >> Yes. >> Now we can say welcome. >> Welcome. Thank you. Okay. Uh for resignations, we

have recommendation to accept the resation of Jacqueline, bus driver and cook at the high school effect September 22nd, 2025. Need a motion. >> Second, >> any discussion? >> Roll call. >> Mr. Chill, >> yes. >> Mr. Gber, yes. >> Mrs. Barky, yes. >> Mrs. Ghart, yes. And uh letter D we have recommendation the following person be awarded supplemental contracts for 25.6 school year contingent upon criminal record check certification number of student athletes and there they are organized a lot of the names here we have a lot of young uh Northwest grads I'm happy to see but uh but people have been doing it too as well young but but experienced >> motion [cough and clears throat] Any discussion? >> Definitely do appreciate all the coaches that that help out with all the sports and activities

>> and volunteers. Yep. We won't volunteer. Just about her the other day, Mrs. Hersman. >> My mother's a retired teacher. All right. Roll call. >> Mr. Mill. >> Yes. >> Mr. Gindlesburgger. >> Yes. >> Mrs. Bar. >> Yes. Mrs. [snorts] >> Yes. >> Letter E. Ski club. Recommendation. The following first be approved. Board approved for ski club for the 256 school year. Criminal record check certification number of student athletes or students participation. We have Jody Oi volunteer. Patricia volunteer volunteer. So >> second. >> Any discussions? >> Roll call. >> Mr. Mr. Jones. Yes. >> Mr. Kindlesburgger. Yes. Mrs. Sparky. Yes. >> Mrs. Gearhart. Yes. >> Letter F, we have donations. Uh, Miss Misty Smith donated $20 to the middle school band. We thank her for that. And the second, we have the following individuals made

donation to our middle school choir program for uniforms, excuse me, and costumes. Man Enterprises donated $40. Alicia Alicia Everly donated 100. Barb Roar 200. and anonymous also gave 200. So we thank those folks very much. Very generous. We appreciate that. >> Motion discussion. Thank you. >> Yeah. Thank you Steph. Are these nominations that come in to the school for those programs? >> Yes. >> Because like if you donate to booster club, we don't have to approve those direct. Okay. Anything else? Roll call. >> Mr. Till. >> Yes. >> Mr. Ber. >> Yes. >> Mrs. Barking. Yes. Mrs. Gear. Yes. >> Any discussion on anything else other than the Tuesday, December 16th for everybody for the special meeting? We can solidify it next month. I just want to get it out there. whatever works best for

you guys. >> Okay, let's go ahead and put that down then and then we can check with that. I'll reach out to him tomorrow and then Next week will be after the OSBA conference is moved a week.
