001I need to call the November 26 Northwest Board of Education reading a word if you please rise Jo us I Al to the flag of the United States of America and to the Republic for it stands one nation under God indivisible with liy and justice for all thank you all roll call Mr gbur here Mr towhill here Mrs Bary here Mrs here Mr W here any additions or delicious in the agenda you're you this is the time to meting when we get to celebrate all the great things that are going on in our schools start with primary second graders are gearing up for their Pioneer Day festivities on November 26 they're learning about pioneers in their classrooms and will get to experience many activities that simulate what it would like to do in first grade

002first graders help prepare and lead the Veterans Day assembly the entire School celebrated St recognizing the contributions of our community's veterans and the kindergarteners are learning about of Thanksgiving on November 26 they will look forward to observing the Thanksgiving holiday with participated in a food drive at the salt box and donated an abundance of food items Reading Club after school reading club started for third graders over 20 students are participating in this program Christmas program third graders have been practicing for their annual Christmas choir and concert which will take place on December 3rd at puffenberger Hall students were able to shop at the team shop with their PBIS bucks many students purchased experiences book experiences included having private recess time with officer VY that right I right yes or the principal officer sent the students

003on scavenger hunts while Mrs marani was playing for square Cs and robers swinging and going down the slides with the students perfect attendance 57 students had perfect attendance for the 9 weeks they were were rewarded with a VIP experience they received VIP entry to a dance party they entered the cafeteria by walking a red carpet and being checked by security having a Velvet Rope open for them receiving a glow stick and then dancing under the scope party lights the students love this and the staff hopes to encourage students to have great um attend school year at Middle School congratulations to the amazing and talented cast crew of our middle school ball play taste clothes which was written by one of the students uh the play took place on stage on November 8th and 9th in

004pinb Hall and was presented before a large crowd thank you to Mr Busby for directing the play and to the many parents who help support the with donations and by volunteering to sell tickets and Language Arts students in Mrs Thompson's seventh grade en Rich language arts class recently hosted a guest speaker Mr Duce car the owner of app minut Mark and if you ever go in there you know how friendly he is so I'm sure it was a great experience for the kids Mrs Thompson invited them invited him to uh to class to sh his experience as he immigrated from Johannesburg South Africa and building a life here in America students were reading the novel Refugee by Ellen Bratz and prepared question for duudes to find out what it was like to be living under

005a parde students were able to connect his firsthand experiences to those of the characters of the novel thanks to duudes for sharing his upbeat view on life and amazing experiences for with our students at the high school a College and Career Readiness has been the focus of this month last week Northwest Juniors and seniors traveled to the University of akan and visited the business college the trip offered A New Perspective for our students as they are considering their career paths fallowing high school on November 8th Northwest students also to experience a College and Career Readiness fair at the high school nine colleges and 19 local businesses participated in the fair it gave students the opportunity to visit the different booths and tables and asked questions about particular businesses and universities the fair then wrapped up

006a week long focused on College and Career which included visits and presentations from five branches of the military presentations by professors at Stark State College and a day where students were assisted in completing applications and college essays all these events created were created and coordinated by the high school career counselor Mary Nelson congratulations goes out to the following November students of the month Oren ramale Trey low Keen Shelton and Rose Athletics um not much to report yet has been quiet at the high school as students are getting ready for the upcoming Seasons okay uh I have a couple things first I just wanted to talk about our Capital conference I know the school board with with me and Steph Steph go this year but us with Steph and with take that Tri down with all

007the all the school boards uh throughout the state of Ohio it's a great opportunity I think um for us to work together to learn and grow together just it's just something that I think is valuable for our school district to help us become better the stronger you five are the better our our school district is going to be I do believe that so I I wanted to say thank you once again for you five participating in this um Capital conference we got to go down to many different sessions I'm going to hand that over to you see if there's anything you want to point out uh Adam said he had like 17 pages to go over I won't go over all of it I promise thank you for that and uh so I one thing

008I I went to I wanted to point out hiring practices for Effective School leaders that that really uh I I thought that was a one that really resonated with me we haven't had a lot of turnover with our school leaders since I've been here we've had a very strong I think we have a very strong Foundation we have a great High School principal of course and he's the one here if I can say that he's better than than the rest because you're the only one here but uh uh we do have a very strong administrative team but you know someday people look and and they move on so the the message I got loud there was to you know if you can when you can is to Hom grow your talent whether that be students

009eventually becoming teachers here I know we've talked about that whether that be teachers here becoming administrators I'm a firm believer in even though I'm from from the outside I do believe it can be a very powerful thing when you have homegrown Talent staying here to make your school district better so I heard that message Hur a loud and clear and you know hopefully our administrative team will stay together forever and ever but uh we're we're making plans just in case that's what I took from the c c how about you guys I I think most of us went to at least four or five sessions um to me they were the best sessions I've been to in all the years been so they were very practical which was good I know what we try to

010do is sit in on different sessions so that we're not all in one there is amazing times if we walk in somebody's going to go to this one somebody decides we're going to go to this one where you go to one and it's completely full and you walk in it was one session where actually I walked in and Adam and I are in there and we said oh we prob go over there um so we we do that but it's good in that sense because we we learn and grow together um for me probably the one that I got the most out of I went to one on um school school communication um on effective School communication just hiring a you know communication person I thought that was interesting but I it was all done

011by I think it's Henny's communication and um he talked about crisis management what do you do in a crisis time and I just thought I'm just going to share these three points he said tell the truth tell it all and tell the fast um and so those are things that we definitely need to remember and understand and then he kept coming back idea that in everything that we do whenever we're in public meetings like this that we always talk about our key messages of who we are and why we do what we do so I thought that was positive I'll go next um so I did a couple of different ones um one I did a couple of them on different uh aspects of board meetings um since I'm um you know one of the

012newer members just how to handle meetings how to uh interact uh during the meetings um one of the things that that was brought up was making sure that like we can see each other when we're when we're talking so we did make that change we had flat table before now it's so that we can see each other um and then um I got to go to um some of the legislative stuff which sounds really boring to a lot of people um but there was actually some stuff um that goes into effect next year cell phone policy uh required for the state um so we have that on the agenda for tonight um another one that's you know for the guys with soccer team that are here um House Bill 47 uh requires aeds in now

013all different areas of the facility so rather than just being in school buildings they were talking about okay how do you handle athletic facilities um how do you handle for us like the softball baseball fields how do we get to make sure that not only in a game time situation but when you guys are practicing that that's available to you so that's some of the takeaways that I took um away from that um and some some things that I'm going to follow up with um on with some of the guys because um that's important uh there's no time to waste if you need an AED you need it now uh you can't wait so we need to make sure we have a good policy um and everybody uh know what's going on with B okay

014um I want to sem patient rights and education and and they Co covered um the curriculum textbooks and parents role in Rie um the parents opt out rights uh rights allowing parents to exemp their children from specific topics or materials feel this is something important because if somebody calls me and says hey I got an issue have a better understanding also talked about school library materials um one real interesting thing was the house bill eight overview um it's not it would mandate schools to notify parents by any changes in services or accommodations it's it's something we're going to have to look at and and create policies and so that we know we're doing what we're supposed to be doing um it's also it will if it's passed will not allow um School Personnel to encourage

015students to keep information from their parents I think we need to work with our parents with our students um the next class I went to was a prology this was my favorite it was so good it was just about positivity and gratitude um it gave you some challenges it asked you to you know start creating a gratitude Journal where you write three positive things every day for 45 days to write thank you notes to people who um you know Personnel in the school or the parents or or whoever it might be and and um this that simple act said deep into connections and reinforce his mutual respect which is what we really always work for um and recognizing positivity in others it said make a habit of finding 10 things somebody does every day and

016making them aware that you appreciate what they're doing um Dale carnegi always said to be interesting you must be interested um so this is something I I thought was it's a simple thing but it's something that sometimes we Overlook so something I need to work the third third seminar tend was on um artificial intelligence because I'm old I don't know I I don't get it like what is it but I did work with it a little bit since uh since this seminar um and they addressed how different school districts are uh dealing with it we're we're going to talk about policies tonight um and one of the things that I I think I need to share is that they said right now that AI can mimic any of your voices they can call your family

017and say hey I'm you know I'm in jail I need $500 send it to so what they recommended is away from all your devices your smart TV your phone your computer um your Apple watch whatever create a password for your family member and if you get a call and say what's the password and then if you if it they can't give it to you then you know it's fraud although somebody said wonder if I could the password which would be a very good possibility with u some of my family members so it was it was very I attended AI as well and I like to have a lot to learn it's very very interesting though and then I went to parental rights and then I went sessions on board governance which I will talk about

018I have 20 Pages out I can be better um and then we listened to No One mentioned this we listen to l o that was the final keynote speaker he was POS um the ones on board govern government is what I'm going to talk about um the sessions examined how to effectively conduct board meetings and resp responsibility of us as board members these are soor I took away five things number five stand your lane board members want to be part of the solution but they need to respect that the board sets policy and the administration implements it number four partnership at the heart of every high impact school district is a working partnership between the board and the administration we each have our job to do and when we work together our district benefits number

019three always be prepared read your board packing and it emphasized every word so we all read every word the board packing and call the superintendent or Treasurer in ahead of time uh if you have any questions number two know the rules understand the Ohio Sunshine laws parliamentary procedure legal reasons for uh executive session and the importance of contributing and voting and number one the most important is what the students first all is so I I thought how can I do some things differently than what they were going to and I I saw quite a few things that were in my wheelhouse those I don't know spent last 10 my career based around both fire Life Safety and Security um so the the first class that I attended was uh proactive measures for School Safety and

020Security uh was put on by the Twinsburg uh City School District talk about the things that they've done in the last five or so years uh to improve the physical security around the buildings um one of which was a ID visitor management system um another idea of what's called security Liaisons because we have security during the day when the kidss are in the school building but what do we do after school when they're out on the practice field up at the stadium um and there's not that resource officer here on site which is kind of an eye opening thing that I never thought about um just as much danger at 5:00 as there is at 1:00 um some of the new metal detecting technology that allows it to be affordable allows it to be un

021so it doesn't feel like you're walking into a prison um so it can be kind of in the background almost but yet still very very effective um and then also talked about u a new uh in the news lately a new system of wearable uh Panic buttons so that the teachers can wirelessly immediately communicate um with Administration or resource officer um a lot of that tied in House Bill 123 which then also seg uh into another one that I took which was about Safety and Security built around school buses because AS school buildings are becoming more and more hardened as far as a more difficult Target for someone who might want to do harm um school buses are in the same place at the same time every day with the same kids on so if

022there is someone that would want to either do harm or potentially uh you grab a kid bus is a way EAS getting of your school building so there's a ton of resources there available um to both train drivers as well as uh help with the security on the buses and then lastly uh one that just hits me at home a little bit um was Innovations in uh school-based Suicide Prevention um again a lot based around house 123 which is called the safe students act there's a ton of information there um but this was basically centered around uh what is it the Nationwide Children's Hospital has an entire division around prevention and awareness of uh Suicide Prevention um the resources are there and available were a little bit outside their range um but in talking to

023them I convinced them that if we wanted to talk to them they would help us um talked about SOS signs of suicide what to look for um but really the key these programs is not always to come back with an answer but more of a direction of knowing where the resources are so that when we want to focus on something we now have a little bit of an encyclopedia that we can go to and say wait a minute there's a program at Nationwide Children's there may be a program at acur Children's there's a there's a grant program for some of this physical security stuff I now have the name uh of someone uh that specializes in w GRS to help school districts pay for this stuff because the money doesn't grow on trees and some

024of it in physical security gets to be a little bit expensive but if we know that there's somebody who's literally an expert at and very good at writing grants to get us that money to pay for it thank you guys app all right that's it that's it all let's move on um I didn't see anyone that would like to speak to agenda related item sorry Larry sorry it was a nice transition with what uh Mr was uh was saying but uh um so let me take you back to 2012 just for a second and uh I was in my first year at the middle school as as the principal and cell phones had just started to come onto the scene with kids were starting to bring these iPhones and uh I started to get discipline

025issues with them and for the eighth grade girls it was one thing uh but for the sixth grade girls they were Now using this app called Instagram uh unbeknown we had I had no idea where this was headed uh it was the following year then that I then had two students two young ladies who did not want to come to school because of anxiety and depression which I had never even as as a principal and as a teacher I had never seen that problem when kids just refused to come to school um and then the third year it grew exponentially with the number of kids who didn't want to come to school and that the attendance issues that we had uh and and I saw the Snowball Effect it was it was growing exponentially I

026moved up in high school four years later those kids followed me up there and it hit an apex 2017 2018 when we had the suicide conent uh in Star County the largest suicide conent in the history of this country um what we saw at that time the intensity of the kids that were in crisis it was overwhelming there were anywhere from 20 to 30 kids at at school that were in crisis on a daily basis five six at a time uh and it took up all of our time all of our day uh and these kids were in crises now you fast forward to 2024 we don't see the intensity I think the resources are out there we talking about signs of suicide the the supports that the students have are out there now more

027than ever but what we now see we don't see the intensity but the broadness of this mental health and and what's impacting our kids is reaching every single student at the high school some are impacted in a great way some are impacted in a more limited way but every student is touched by this mental ill illness I will tell you that it is the greatest crisis our young people facing it's not School shooters it's it's not drunk driving it is mental health and and where we're headed to with these kids um we always say hey we you know you see a kid in crisis you want to say pull yourself up by your bootstraps come on when I was a kid toughen up well you can't say that to a kid when they're in crisis

028you have to deal with them when they're in a crisis that's sort of what Mr W was saying in terms of like the support but what we want to do and what I'm here for you today is let's call it a collective action plan moving forward how do we not just address it and support it but how do we fix it and change it at its roots um so what I wanted to do real quick I just want to show you some of that the intensity and some of the magnitude of what we're seeing here so you're going to see on these different slides that I'm going to show you a lot of them start on uh by the way the cell phone was invented in 2007 by 2010 it was in the hands of

029our kids and we started to seeing changes in 2012 by the way coincidentally that's when I saw Instagram for my six graders uh that I had at the middle school that was started really started when I said bowling we saw bowling take on a whole another life at that time but if you look here this is the percentage of us uh anxiety prevalence in the different age groups AG of to 25 the top all the way down to 50 plus which would be some of us in this thank you so you delay the computer uh I'm just one time I'm wait's um so if you see this you see the increases I got got to figure out uh you see the increase kids from 18 to 25 did you see the jump in 2012 when

030the kids started using when they started using cell phones at a at a tremendously High rate if you look at this this is the percentage of US teens who had a major depression in the last year if you if you look one is the boys and one is the girls the girls at the bottom or the boys are at the bottom the girls are at the top you see the boys jumped 161% the girls jumped 45% I will tell you that what we're talking about here in terms of the magnitude of the impact that cell phones are having it's impacting our young ladies much more so than the boys but it is impacting the boys as well this is the US teams admitted to hospitals for non-fatal self harm those students that are cutting uh

031those students who are in dangerous states uh and then are admitted into the hospital you see this up until 210 and the following 210 these These are from the CDC as well the CDC visited us back in 2018 during the contagion uh but these different statistics are from the CDC you see the girls were admitted 188% I will tell you if you go to Aon children's right now you will not get a bed they are full so if you're in crisis mode and you're you're a young lady or a young male who who's got a plan and wants to hurt themselves you are not getting admitted in act your children they're sending you home maybe in about two weeks they can take you in but I'm telling you you need help right now it's very

032difficult to get it because everything is full and that children team suicide you see it up to 2010 and this is what happens after 2010 um I I'll also show you too with a lot of this um boys are more likely to actually commit the act and go through with it than girls but you see they both increase tremendously now I want to go back a little bit um and I don't know if I have statistic if you look let's I'm going to show you this one here this is just a major depression um Co had nothing to do with this it had nothing to do with what we're seeing this started back in 2012 all of the statistics that you'll see Co came but it it's not what's triggering our young people um so

033my plan or our plan is uh well let's say this let's say this before we go too far with this uh the the message that I kind of want to share with everybody is is what we've done for the last let's say 12 years 10 to 12 years is we have overprotected our kids in the real world and we've kids I gave you my kids by the way way too young they are exposed to so much on their cell phones you would not believe it um and yet we think we're okay because they're upstairs in their bathroom upstairs in the bedroom and they're quiet and they're not with friends they're isolated uh they're they're exposed to so much and you think oh as long this as long as they're upstairs or they're not out with

034their friends running the neighborhood then they must be safe we could not be more wrong and then we overprotect them in the real world as parents now trying to be the best parents we can be we protect them from everything it starts with bullying instead of trying to coach them through it or Mentor them through a bullying situation we immediately jump in we want to solve it for because it makes us uncomfortable as parents to see our kids uncomfortable but as we adults know that we have to make our kids a little bit uncomfortable so they become durable and well-rounded adults what we have done myself included is we've overprotected our young people and in an effort to make them better kids we've actually made them weaker and everybody knows exactly what I'm talking about

035we've seen it by the way our young people are more compassionate they're more empathetic they they care about each other more than any generation I've ever seen in my lifetime so as that's gotten much better their durability and ability to overcome obstacles and struggles has dropped considerably we've seen it across we've seen it in everything we've seen it in academics we've seen it in athletics we everything that we do at the high school is touched by this everything so as we're working through this as I've worked through this since 2012 and we've come to this point now we are tired of putting Band-Aids obviously my thought process moving forward is a collective action for the community of Northwest we can't do this let's say for example if it was a large District or we have

036traditional voles at Northwest we have families tight families we have a community at Northwest that makes such an idea quite possible but it would take everybody in the community to come together and move forward in One Direction because parents can't do this on their own you can't take your kids cell phone away from them or or let's say I'm not going to give my kid a cell phone no matter what and then they're in eighth grade and every single kid is on a cell phone and they're communicating through Snapchat and now your kid is isolated that's not good either but if we did it collectively as a community we have the CH we have the chance to do at Northwest we would be the model of not only sto County and the state but of

037this country so on this paper that I I handed out it's it's over there there's three steps to a collective action plan that I wanted to share with the board this evening that that we're in the infancy stage but these are the things that I would see as possible steps that we could do as a community to start to to fight back against this this crisis uh the first one would be school free phone free schools now when I say phone free schools the primary nobody has phon you'd be surprised how many at Stinson already have a phone they don't carry it on with they're not on but they have it at the middle school they keep them in their lockers at the high school we currently have a plan uh that the kids put

038them in the chart the pocket charts as they come through the door my recommendation is we would get phone lockers for the kids and those phones would be in lockers from the time they walk in for the time they they they leave the school um talk to the Dr height he wrote the codling of the American mind and the anxious generation uh which is spoton with where our young people are at in this country uh he thinks the plan of keeping the phones in the pockets is a good start by but by no means is it where we going to end up uh because you'll see my soccer players here now as soon as they pull those phones out of their pockets in the hallway n out of 10 kids are walking through the hallice

039and super aboring everything that they missed now they do get them at lunch still uh because that's kind of what we do a if you comply you put your phones in the church which everybody does you get to have your phones at lunch again we're told that's terrible it's it's a horrible idea it's better than nothing but it's not a good plan so the the the first action step would be a phone free School uh at the high school uh that would also in include uh messaging out to the parents in terms of I give parents in my office multiple times a week asking me I'm weighing over my head I don't know what I'm doing I don't know how to help I'm sometimes afraid to discipline my kid because if I come down too

040hard on them I think I'm going to break them when did parents ever think like that I mean I think like that with my youngest son if I come down too hard on him I'm afraid I might break him my dad never would have said that to me it made me tougher it made made me a better human being um and now we have parents walking on eggshell afraid to take their kids' cell phones away from them in Behavior situations because I'm going to kid my kid uh isolated and I don't want him to threaten to hurt themselves and then as soon as your kid does say that I want to kill myself now you're in crisis mode as a parent and how the heck do I fix this how did I get here I

041have those conversations with parents multiple times a weeks multiple times a week so what we want to do is we want to help parents in terms of hey here are some guidelines in the community don't get your kid an iPhone until high school if you want to get them a phone like if they're playing sports or whatever get them a flip phone don't let them on social media until they're 16 and then phone free schools now I will tell you those that those pretty ambitious statements there in terms of not getting a kid an iPhone or an Android until they're 14 but as a community if everybody came together and everybody's third grade class teachers and and the parents will I get stop asking for a phone you're not getting one and then when they

042get to middle school if they start playing sports and you need to get a hold of them get them a flip phone they're not going to be Mary Nelson she's got an 8-year-old daughter they go up to copy Mary says every day her begging her for a phone everybody else has got one how old is she eight kids will get on that phone they gave phones to a tribe in Africa who had never been exposed to the outside world and they had to take those phones away two weeks later because everyone was addicted to porn it's funny but how scary is that two weeks and we're G them to our 8-year-olds which by the way oh well we got parent blockers oh don't even think they can't get around that they can get around everything

043ask Our IT director it's a Non-Stop challenge for them so the first thing is to make a phone free school and also help parents and let's give the community some guidelines like this is when you give kids phones the second step is to assign a let grow experience this is for the kids parents it's not a secret we have helicopter parents and we have snow parents at an extreme right they used to be just here and there they now almost make up the majority of parents it makes our jobs very difficult so instead of when your son's not getting the the playing time that he wants instead of you telling your child to work harder they're now yelling at the coach why is my son not playing when your kid doesn't get the grade day

044one on the exam or the project they're now going to the teacher and complaining my kid deserved an a rather than telling our young people to work harder we're trying to smooth out the bums form and in doing so and us trying by the way we're doing it because we want to be the best parents we can be but in doing so we're actually making our kids more fragile um so it's the let go experience and what this is uh students K through 8 uh they would get homework that would go home and they would do something new with their parents with their parents's permission but but without their parents such as walking the dog uh running an errand or making dinner now obviously these would all be age appropriate and they would go up

045um but I I learned how to ride a bike with my friends and I felt probably I don't know 100 times like all of us did these guys however probably learned with mom and dad with a helmet on wrapped in bubble wrap with Dad running beside him and not letting them fall well there's strength when you fall we're not letting our kids do that because it makes us feel bad it makes us feel uncomfortable so what we want to do is we want to try to let the kids be more independent do you remember back in elementary school three or four kids every day had cast on their arms on their legs everybody had a cast kids don't get cast anymore Nobody Breaks bones anymore we have to let our kids experience Independence a little

046bit more and then that's that's hey from the parents standpoint as well that's step two and then step three is the communication with parents in the community number one you can't do without the parents we don't want to tell parents how to raise their kids that's not what we're looking for but what we love to do is to get this collection action plan where we all come together and we fight for the greater good for our kids um we do that through communication through social media uh we have speakers coming to talk to not only parents but to the kids as well uh but we have an agenda where we start working together uh on this Mission I'll wrap up with this I've been in this game for 29 years now I know strikingly handsome

047young look guy I've been in it for 29 years I will tell you that when I got into teaching and then especially when I got into leadership I wanted to change the world we now want to save it we want to save our young people and we don't want to put Band-Aids on it long now we will still provide those supports those the signs of suicide and the teachings and and and and identifying and letting kids know what they should do but I also want to start at the root of this problem and we want to start when they're young do a collective action plan with the community help so 27 years old um 50% of the of players have L Wheels malfunction this season Excuse me while operating them um I know coach Osborne

048stated that some of the girls have had their feet run over um by the goals as well as the boys this season um yeah four players have had their feet smashed by the post from the lever Wheels malfunctioning could have broken their feet um so again our concern is the safety for both boys and girls and those that excuse me using those goals not just obviously the soccer but Nikki let me say thank you because honestly this is the first time we've heard about it when you were here and I talked over here he said he was talking about soccer gos like it's not on our agenda I don't know anything about it never heard anything about it so the proper way is go to the athletic department you talk to them they come they

049make the request to Johan ises that go directly to you or to go to Stacy then to you it just depends on situation he has brought approved by U I don't know if you were involved in it but I believe Mr halfway approved it we were told two years ago as C said two years ago this was in place and that was in place this past summer to happen for this season and we're not sure where the disconnect is what's happening where the stalling process is that's we're trying get that address to kind of move forward so we can get past this process been GES that [Music] have do you have you know what goals do you need apparently has goals picked out um I believe you got it to the point where like he

060almost a million dollars um the original certificate of estimated resources was created last February by the county um and when we took through our budget in June we just we just kept with that now we're uh adjusting it for what we're presenting in the 5year forecast um a vast majority of the increases is going to be related to property tax and probably also some interest uh revenues the other items on there are um Food Service we're increase the amount we're expecting in that fund just based on prior year receipts um in the local Grant fund we did receive a local grant for some technology uh project no way thank you Larry um for some technology um stem items at the high school and then the last four are um adjustments to our federal funds due

061to some carryover monies from the previous years that the state approved on the flip side of that is uh adjustments to our Appropriations at the top there we have adjustments to the general fund again these are all based on what the presentation for the 5 forecast is in the general fund we reducing our estimates for Sal and benefits down um but we're increasing our other line items for a net increase in Appropriations to that fund of about 66,000 um and then the other funds are again just kind of the the flip side of of what we saw uh changing our resources for Global grants and and federal funds and also some monies for SJ based on State estimates sorry all right I need a motion for B one second I got a motion a second

062any questions on that I want to make sure I'm comprehending this correctly so the capital outlay for the year in question is $437,000 half th000 above what we had estimated so we're going to yes we're going to increase our budget for the year um the two major drivers for that I can tell you what they are what park lot oh no we already had the parking lot in um we had originally had budgeted to repair the roof at the primary and when they came out to look that they determined that it was damag and that we should replace it and it was covered by insurance but we have to pay it out to get the reimbursement back in so that's part of it uh the other part is that through some discussions with the county

063um we had a plan to rotate some buses over the next couple years purchase some new ones um and in discussions with the county there is some change in 27 coming around engines and I'm not going to be able to really speak too eloquently around this but it's going to increase the cost and it's going to change something where no one's going to want to do like first year you know how that goes with cars like you don't buy the new one you see what the so we had an opportunity to buy a bus this year at a reduced cost so we're kind of reshuffling the The Staggering of when we're buying buses and then so so some of that 437 will be coming back from the insurance compan yes um all put 50,000 I

064think we spent about 330 on the roof sound about right yeah good questions yeah thank you all right any other questions Mr Kindles yes Mr chill yes Mrs Barky yes Mrs Gearhart yes Mr wyan yes keep going okay the next item is the fiveyear forecast um and so I created a separate handout for this presentation want me start with this sure okay um so the fiveyear forecast is a big compehensive document with a lot of numbers that even makes my eyes go a little cross Eyal time so I thought I'd start this off a little differently with a summary um of what we're going to look at um we have to do this it's required and we do it once in May and once in November it shows us where we've been in the past

065for three years and as us project out for the next five um we look at about four basic sections we're going to look at The District's revenues we're going to look at the expenses net operations and cash balances when we look at the data for the past three years uh the district did operate at a surplus uh and as a result of that our cash balance has grown during that time frame our revenues grew on average 4.5% no not on average that's overall believe while our expenses grew about 4.7% so fairly in line um the current year is is projected to end about Break Even um the revenues are expected to increase about 5.5% compared to last year but at the same time our expenses are going to go up about 10% compared to the

066previous year looking forward um past this current year we are going to look at deficit spending each year that's projected to increase um our our revenues are projected to grow about a half a percent on average each year um with out the renewal of the levy that's coming in7 because we can't present those numbers in our fiveyear forecast we have present them below the line if the levy would pass on average our Revenue increase um per year would be about 2% however our expenses for each of those years on average is expected to grow for half% um one thing that I do want to point out is that the district is on a guarantee from the state this is part of the state's Fair fing calculation they determine how much each School District in Ohio

067um how much the school district is responsible for and how much the state is responsible for based on different economic factors in the community um when they did this calculation they have determined that the community at Northwest should be should be funding uh at a great degree say this right they feel like the state should be funding at a lesser degree than they are but there was a provision when they went to this model that they wouldn't reduce anybody uh lower than what they were currently giving them so we are should according to the state's calculations we should be receiving less but they aren't cutting us that is something that's determined each B Anyan budget which the state is going in to starting in January um and will be finalized by the end of June

068um it it is concerning just due to the amount of dollars that we're receiving on that guarantee and I guess with the state of the world um and what's happening you know just overall um it's it's a little concerning so having said that I don't think we're going to see any increases in state operating funds and I'm hoping we see no decreases um renewing our emergency Levy in 27 then really just comes to light how how crucial that is um keeping all this in mind um in the coming years we're probably going to have to look at ways to decrease spending um to stop the spending and or look at additional levies which I don't know which is the right answer or if it's a combination of the two um but cutting cost I it's

069challenging to do and some costs just are going to be taken off the board at the getto so just pointing some things out uh lastly our cash balance mandates that we will have um about mon mons of operating expenses in our reserves um the policy states that I'm to present that and if any of the next the first three years of of the forecast show that we're going to go below that we would come uh Sean and I would come and present um some options on how to to remedy that we're not in that situation at this point um but the for is going to show at the end of the fifth year and even with the levy renewal we will be at 3 and a half months of reserves which puts us below what

070our policy states um that's just a quick summary I don't know if you want me to stop there or if you'd like to kind of go through some of these details they have questions okay okay so I thought I'd start with the current year um projected revenues so this year we have about projecting to receive about 26.5 billion and it's basically in four different buckets as you can see uh property tax and related revenues is the is the biggest um piece of the pie there at 44% the second piece of the pie is the state Foundation at 35% according to the calculation they should be at about 20% of our po uh income tax receipts are can you explain that so what does that mean so so are you thinking that the state then would

071plan will they cut that down each 20 are you afraid to that or I I as I stated we're on a guarantee so I am it can change interesting the one the one went to was on this okay um and the one thing they said was that because of tax growth and because of the property taxes and everything that they figured that 80% of the schools or more in the state of Ohio become including some of those big those big schools that have never been were City two big Columbus City Schools that going so we're also at the 20 mil floor so we're on on both um so if they would get mess with the 20 mil floor that could affect us as well um I think there's a couple different discussions at the state

072level that you know in different conversations you he that they could throw some of these items onto a current piece of legislation in Lane Duck Session and get it passed through that would happen in the summer I don't know I mean I don't know where that's at or where that's not at what about the property tax increases that have been sent to everybody is that going to increase our Revenue yes okay yes that as of now yes it's in here okay so is that this4 or it's in the 44% yes so star County uh sent out their information star County you know we receed property taxes from start Summit in Wayne um Summit County's increase last year was about 20% Stark County sent us information said it was going to be about 18% so I

073went with those figures and I included them in here um if they were to mess with mess with adjust the 20 mil4 in some fashion that would change our Revenue yeah that would be if I'm doing my math rate and they went down to the 20% that they say that we should get that would be 5.1 million off the it would be bad but I will say leg I go every month semi the government that is going to be put in place in January they've got clear mandate that two of the things two of the three things they're going to focus on is tax reform I heard that and property taxes going to do something to make make that a little bit more palatable for the people in the state of Ohio so this isn't

074going to go away I I let hope you know knock on wood hope that the1 will be will be untouch that so we'll see but I think that we can certainly expect some okay give us more okay so let's flip to the next page and talk about expenses um our expenses are projected to be approximately 26.25 million so just under our operating revenue for the year uh as with every school district salaries and benefits is our biggest piece of the pie uh followed up by purchase services at 16% um and then we go down with supplies and materials Capital other and Debt Service um the next page I have broken out what some of these items contain um so if you look down to the first column on on the left um mean salaries we

075did in we did approve the U 5% increase for NTA um along with we had previous positions that were covered by Grant funds that are over Grant funds are gone um and so those positions move into the general fund which increases our overall salaries for this year as compared to the previous year we always lump in benefits with salaries I I wanted to break these out a little bit here and look at the two two biggest items in benefits are retirement and retirement related um and insurance and so retirement is just directly tied to salaries but um Insurance um we had a higher increase in 25 than we have in a while in the past years um and what we're hearing from the ESC is that those increases to increase and even um typically well

076in the past we were given what they call a holiday premium holiday which just means you don't pay one month um there were years where we had three of those um it's now down to one and they are saying don't budget any in the future um so that cost is really going to start going up exponentially um the next area here is purchase Services which is our second biggest piece of the pie what I tried to do is just break out some line items where you could see you know what makes up a majority of of those things so we're talking about special education services which have really increased this year um utilities and insurance instructional Ser services including uh use of substitutes and software our payments for security and then internet internet software Services

077those five line items together um make up 81% of our purchase Services um materials and supplies uh computer supplies we have a big outlet for Chromebooks again this is another area where for years we've had uh some Grant funds to cover those they're now back in fund and it's having a hit to our materials and supplies expense but then just other than that we've got General supplies office supplies textbooks and then bus and fuel Parts um those four line items make up 85% of our materials and supplies uh when we look at the capital line this year again we have the roof we have the budget on both sides because we had outlay and then we'll get reimbursed um couple and then we had a major it Network upgrade and some related expenses there the

078interesting well not interesting thing with that is um the main project in this which I think is O it's over 200,000 we're only paying half of that bill and we're getting some federal dollars so big projects to be done um and we are getting some money to offset but still um and then everybody loves the category other um but there's two main drivers in that one is the county auditor they do um take take a percentage uh for collecting our Levy and distributing it to us and that's it and then we also have a basic fees for services at the Educational Service Center uh those two line items alone make up 83% of the other category uh we do have Debt Service this year and will end next year for some energy conservation Renovations I

079think I don't know 15 years ago um at the bus garage and one other location yeah yeah 24 so when you look just at these line items on on this page here I mean that's really 95% of what's making up our our total budget these are the big items I stop for some questions here keep moving I just wanted to put some visuals again I know the fiveyear forecast is fun to look at so thought may we look at it in a little little different way um this is just our revenues from 22 of 29 um started out in 22 we had about 23 million at the end of or in fiscal year 29 we're projecting without the levy renewal we've have 27 million and if it would renew we'd be at 28.5 million um

080you could see how property tax and related revenues are are growing as a percentage of that um the other categories got is going up and we'll go back down a major driver in in other revenues is the interest Revenue that we are earning on our cash balances so um that's a good thing but as we begin to spend those dollars we'll obviously earn less Revenue um the next the next chart is just kind of the same information we looked at on the on the previous uh just in a different format sometimes you know you look at things a little differently it's better um uh the page after that is flip side there uh expenses how that's going to P in out from fiscal year 22 to fiscal year 29 it's basically a $10 million increase

081over that time period um and as you can see salaries and benefits are going to be the major increase um because they are the biggest part of our budget uh the next SL the bar chart is essentially again the same information just in a different [Music] format um the next item then is our operating net so fiscal year 25 were projected to be operating at surplus of just over $200,000 um that will then turn into a deficit and that deficit will increase the green line is the actual amount and the red line is just kind of a trend line um is this with or without thank you for asking that because I did not label this uh it is without and so it would only be about 2.6 with the renewal in 29 yes um

082so in 28 we stopped collecting in December of 27 so in 28 we took have half of so the emergency Levy brings in 1.5 million a year so in 28 I had to I had to take out $750,000 of Revenue and then 29 I took out 1.5 um the next slide um is our cash balances from the end of this fiscal year through the end of 29 green line is the actual amount and the red dotted line is just a trend line um and you can see even with Levy renewal will be at 9.2 million in cash reserves which again will be below um four four months of operations what did you say with the am performance do that what was the question Sor what would it be what would it mean four months of

083operating cost what would that amount be 10.4 month in9 in today's money or in 202 in 2029 yes so question yes is that 2.5 million worse without the that what you're saying no what's on here that's just the deficit yes okay would our cash balance go down as well if the was oh if the levy wasn't renewed oh yeah it's going to be even less so5 750 from wait it's on the forecast we just go to forecast so the next page is the actual forecast um and so line [Music] 10.0 1 is what the cash balance will be without the renewal if you look in fiscal 28 and 29 so at the end of 29 we'll be just under 7 million with it passing it's all the way down with it if it passes we'll

084be at 9.2 I guess the one thing that I didn't touch base on that got lumped in with just property and other related revenues is the pipeline um I don't know if you guys heard anything inel no um so the last I the last I heard the Court ruled that the county that tried to oppose because they had they had come up with the valuation one of the County Auditors protested valuation I think the court has now ruled that he didn't have the ability to protest or whatever it's been overruled I think it now goes back to whatever they agreed the valuation would be but I haven't heard anything past that I believe it will move forward and we will begin to collect more money than we currently are I think there's an opportunity to

085get some back here and possibly some interest but I haven't really heard of timeline I think at one point I heard something about maybe that's summer or fall but I've not heard anything officient I guess is words so that could be a little additional revenue for us do you know how much could be it could be at 200,000 a year enough no is that is that legislation that we're waiting on what's what's the actual thing that has to happen is it just a judge I think right it's a judg yeah I think I don't know the answer to that I'm sorry just it's County a I actually Wasing one gu he knows he knows all right so I need a motion to approve the 5year forecast as presented so any question no questions right I

088that we're going to be in a major deficit by 2029 what can we do today not what can we do in 2028 what can we do today well I I remember read I remember very well sitting in the board when we were in much worse shap that we would be even in 29 and I don't think either one of us want to see just want to see a good back of there but a very wise person Superintendent at that point said you can't continue to add add add add and see your budget go down so we have to be smart we can't continue to add a million programs here if we want them and more staff and more Personnel we have to be as gral as we can it doesn't mean that we abuse what
