001Welcome to the February 18th, 2026 Parm City School District Board of Education special meeting. Please stand for the pledge of allegiance. I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Roll call, please. Mr. Nucio. >> Dr. Early, >> present. Miss Kirbick >> present. >> Mr. McTagard >> present. >> Mr. Reyes >> present. >> Mrs. Sebastian >> present. >> Unless there is an objection, we will dispense with the reading of the special meeting notice. As a reminder, special meetings are held by the board of education to provide its members an opportunities to address matters. Community members are welcome and encouraged to attend. However, they are not permitted to participate unless the board president
002specifically asks for input. I move to adopt resolution 2026-02-74, resignation of board president. >> Second. Roll call, please. We have a motion and a second to adopt resolution 2026-02-74. Are there any questions or comments from the board? >> I just want to clarify. It's the resignation of the board president role only. >> Role only. Yes. Thank you for that. >> I have a comment. >> Sure. So, I have a little something that I prepared that I'd like to read. Um, >> I want to clarify the legal role of a board president under Ohio law so expectations are consistent and governed states transparent. Under OC 3313.14, the board elects a president annually. The president's means is to preside over meetings and perform the duties of pro of a pro presiding officer. The statute does not grant
003executive authority or decision-making power over the district. >> Thank you. >> Ohio I'm not done. >> I apologize. >> Uh Ohio law is very clear. Under OC 3313.17, a board of education acts only as a body. No individual member, including the president, may act on behalf of the board outside a properly convened meeting and majority vote. The president is therefore a facilitator of process, not a director of outcomes. This means the president may run meetings, recognize speakers, maintain order, call meetings as required by rule, sign documents authorized by board vote vote, excuse me. But the president may not decide what the board will do. Speak for the board without authorization. Direct administration individually. Negotiate decisions on behalf of members. Limit deliberation of other members. Now, of course, with that, we witnessed all of these things
004in the last meeting. So hopefully that doesn't continue as we move forward. Administration operates under OC 3319.01 which assigns the superintendent to execute policy not created. Policy authorities rests only with the board majority board majority in a public session. Additionally, the open meetings act OC121.22 requires that deliberation occur in public. predeterminating predetermining board action outside a meeting undermines that legal requirement because the public must witness decision-making, not just the vote. So to be clear, the president holds procedural authority, the board holds governing authority, and the superintendent holds operational authority. Respecting those boundaries protects every me every member equally and protects the public's right to transparent government. And of course, my goal in stating this is not personal at all, but it is to ensure that we operate within Ohio law and maintain trust in decisions
005made at this table. That's all. >> Thank you, >> Dr. >> Yes, Mr. Rose. >> I just have a comment. So, um I just want to thank you for the time and the sacrifice that you made uh just to to lead it to lead us as as a board. Um I come to know you personally over the last few months and I know your passion for students and education and uh I know this decision was not easy and I commend you for having the courage to do it. Um but I'm glad you're still with us and I'm glad that uh we can still work together and move the district in the right direction. So, thank you. >> Thank you. If there's no other comments or questions, roll call, please. Mr. Nucio. >> Dr. Early. >>
006Yes. >> Mrs. Sebastian, >> yes. >> Miss Kerpek, >> yes. >> Miss McTagard, >> yes. >> Mr. Reyes, >> yes. >> Resolution 2026-02-74 has been approved. At this point, I'll turn it over to our vice president, Miss Sebastian. >> This is the office. >> Oh, okay. There you go. I, Tammy Sebastian, >> I, Tammy Sebastian, >> do solemnly swear >> that I will support the Constitution >> of the United States >> and the Constitution >> of the State of Ohio >> that I will faithfully >> and that I will faithfully >> and impartially >> discharge my duty duties >> discharge my duties >> as president of the board of education >> of the Parma City School District >> Kyoga County Ohio >> kyhoga county Ohio >> to the best of my ability >> in accordance
007with the laws >> and in accordance with the laws >> now in effect >> and hereafter >> to be enacted >> during my continuence >> in set office >> and until my successor >> is elected and qualified is elected and qualified. Thank you, Mr. We are now going to open uh for nominations for vice president. Do we have any nominations? >> I nominate Nick Reyes. I nominate Britney Kerbick. >> Are those all the nominations? Okay. Um, so now we are going to close nominations. Roll call. Mr. Nucio. Mi >> Mrs. Sebastian. >> I'm sorry. >> Oh, I'm sorry. I did it wrong. My bad. Let me start over. Dr. Early. >> Yes. >> Miss Kerbick. >> Yes. Mrs. McTagard. >> Just to clarify, we're we're closing nominations. That's okay. >> Yes. >> Mr. Reyes. >>
008Yes. >> Mrs. Sebastian. >> Yes. >> So, nominations are closed. >> Yes. >> And we're going to vote now. Vote for the vice president. You're when I tell you I say your name, you just tell me the person you want to vote for. >> So, Dr. Early >> Miss Kerpik >> Miss Kurp >> myself >> Miss McTagard >> Nick Reyes >> Mr. Reyes >> myself >> Mrs. Sebastian >> Miss Kerek >> uh roll call Mr. >> That was a roll call. >> Okay. So she's been elected. >> So now we need to do the oath of office for our vice president. >> Correct. >> Raise your right hand, please. I, Britney Kirbick, >> I, Britney Kirbick, >> do solemnly swear >> that I will support >> the Constitution of the United States >> and the
009Constitution of the State of Ohio >> and the Constitution of the State of Ohio >> and I will faithfully >> and that I will faithfully >> and impartially discharge >> my duties as vice president >> of the board of education of the Parma City School District >> of the board of education of the Parma City School District >> Kaio County, Ohio. >> Kyhoga County, Ohio. >> To the best of my ability. >> In accordance with the laws >> Now in effect >> and hereafter to be enacted. >> During my continuence in set office >> during my continuence in said office. >> And until my successor >> is elected qualified. >> is elected and qualified. >> Congratulations. >> Thank you. I move to adopt resolution 2026-02-75, approval of the written record of proceedings from the February
01012th, 2026 regular board of education meeting. >> Second. >> We have a motion and a second to adopt resolution 2026-02-75. Are there any questions or comments from the board? >> Miss Sebastian. >> Yes. >> Uh I was looking through the meeting uh minutes last night and there was a couple of details that were missing. Um I don't if anyone else had a chance to look through them. >> Um particularly for executive session. Didn't this why we're in that session meeting minutes? >> Could you clarify it and what what is what is your question? So, so in the meeting minutes it just says enter into executive session and statewide when entering executive session >> in the meeting minutes. >> Mr. Nusio, >> I I don't have an answer for that. >> Okay. I agree. Um the
011the record of the um or the record the written record of proceedings from the last meeting don't align with um what took place in the meeting. I think that it's really important that they're it's accurately captured and so um if anyone else has had an opportunity to look through those minutes um they're not it's not properly captured. So >> I I guess I can't without more specifics. I don't I'm not sure. I'm asking for of course I did. So I'm asking for clarifying what you're asking. What specifically are you asking for? We're asking that uh we do not approve these meeting minutes because they don't properly record the last meeting. Mr. Nusio, what happens if we do not approve those minutes? >> Revised code says the minutes need to be approved at the next meeting.
012I mean, she can always make a motion to table it. >> They're inaccurate. So, it's not that we don't want to approve them. It's just that we would like them to accurately reflect what happened at that last meeting. And so if you compare the audio to the minutes, you could see very easily that they're not properly recorded. So um I would recommend tableabling it at this time so that each board member has an opportunity to look over the meeting minutes and then decide for themselves whether or not they believe that it's act accurately captured. >> Um are you done? I just want to share. >> So again, um I I don't think we have we're kind of talking around something. So we're you're saying they're not accurately recorded, but you're not telling us why. So
013I I don't understand what the inaccuracies are. >> I apologize. So, as Nick Reyes previously stated, um, when you asked that question, um, Robert's or excuse me, when we went into executive session, the reason for entering executive session wasn't properly captured in those meeting minutes. So, that's exactly what we've noticed so far that's missing from those meeting minutes. And to be fair, we have had very little time to prepare for this special meeting. So typically we would have longer to look over the meeting minutes and ensure that they're accurate. However, that's what was notably different or not noted. >> So we can table. Is that what you're saying? Mr. >> She can make a motion to table. >> Okay. So are you going to make a motion, Miss McTiger? >> Can I can I have
014a quick question? Um so how could we um adjust the main support for the table? Would you be able to go back and double check on them? >> Yeah, because they would have we then we'd have to approve at the next meeting. >> So, so it would give you time to go back and double check and make sure >> if the resolution does not pass, we would >> are >> Yeah, I just want to get some clarity on. >> So, I'm looking at the minutes right now and it says at this time the board has gone into executive session. So, what is the inaccuracy with those? That's the minutes I'm looking at. Is that what you're saying is inaccurate that we said at this time the board has gone into an executive session? >> Yes,
015ma'am. It should state why we went into executive session? >> U Mrs. >> I think that was noticed but yes. >> Um >> Miss Kerick, >> Mr. Nio, um is it if this is tabled, may the minutes be revised to detail why we went into executive session and approved at the next meeting? >> Correct. >> Okay. Thank you. Are we okay with that? >> That's your call. >> No, I'm I'm This is They They brought this up. So, Miss McTagger, Mr. Reyes, is that >> Are you okay with that? >> That we would approve approve it at the next meeting? >> Yeah. >> Yes, ma'am. >> Okay. So, we still need are Mr. Nucio, do we still need to table it or are we just going Do we have to >> We'd have to make
016a motion to table. >> So, are you going to make someone going to make a motion? Should we Should we motion to postpone it to the next meeting? >> Well, that's what that's what you're doing. You're tableing it to the next You're making a motion to table to the next meeting. >> Yeah. So, if we table it, we have to make another motion to bring it off the table. We postpone it, we just move this to our next meeting. >> It's your call. >> I just want to make sure I that we use the correct >> I'm not sure. I don't have the answer for that. >> Okay. I think we're all under the same. You just want to move to the next meeting. Is that correct? >> Right. But we need somebody to make
017a motion and a second. >> I have a motion to postpone it to the next meeting. >> Second. >> We have a motion and a second to postpone. Was that your words? >> Yes. >> Uh uh approving the minutes till our next meeting. Uh roll call, please. Mr. Nucio. >> Mr. Reyes. >> Yes. >> Miss McTagard. >> Yes. >> Miss Kirpek. >> Yes. >> Dr. Early. Yes, >> Mrs. Sebastian. >> Yes. Um, so do I just have to res I just >> We're just saying the resolutions tabled until the next >> Okay. So, all right. So, resolution 2026-02-75 um will be postponed until the next meeting. Is that correct for the record? >> Yes. >> Just want to make sure. Okay. >> Thank you. Um, so I move to adopt resolution 2026-02-76 to adjourn this
018meeting. >> Second. >> We have a motion and a second to adopt resolution 2026-02-76. Roll call, please. Mr. Nosio. >> Mrs. Sebastian. >> Yes. >> Miss Kirpic. >> Yes. >> Dr. Early. >> Yes. >> M. Taggard. >> Yes. >> Mr. Reyes. >> Yes. >> Meeting adjourned. You do have to sign something. >> Okay. >> I really like this. >> Thank you. Sounds good. >> Oh, fashion. Okay. Is there any more? >> No. >> Thank you. Is
