I I imagine that the records commission meeting in July will be when the buildings go through all of this. But you can see tonight the only RC3 that we have is the business department is getting uh rid of some Pepsi commission reports that have uh pass their expiry date per uh record series 615. >> Okay. All right. Uh any discussion about that? All right. Hearing none. So then the next is to set the >> Oh, could I just for get a motion and we'll approve. >> All right. >> Second. Any discussion right here? None. Mr. Jenkins. >> Oh, wait a minute. I have

Then we're going to be efficient tonight. >> 7:30. >> So when this is done, uh, the answer is I hope I do. >> Do I say I hope I do or just I do. [laughter] If I say I state your name and you say I, uh, do you, Brandon Lester and Kevin Dabrico, solemnly affirm that you will support the Constitution of the United States, the Constitution of the State of Ohio, and that you will faithfully and impartially discharge your duties as members of the Board of Education of the Oland Tangi Local School District, Delaware and Frank Franklin counties, Ohio, to the best of your ability and in accordance with the laws

[applause] >> Thank you. >> All right. Uh with that, uh Mr. Jenkins, will you please call roll? >> Yes. Oops. Mr. Lester >> here. >> Dr. Dabberco >> here. >> Dr. Wallak >> here. >> Mr. O'Brien >> here. Miss Shriber >> here. >> All right. One nation under God, indivisible, with liberty and justice for all. >> [clears throat] >> Okay. I will now entertain a motion to approve the agenda for this meeting.
>> Moved. >> Second. Perfect. Uh, it's been moved, seconded to approve the agenda for this meeting. Any discussion? Hearing none. Um we will now accept nominations for the election uh of the board president uh and vice president for 2026. >> I would like to nominate Mr. Brandon Lester, Brandon James Lester for board president. >> Mr. Mr. Brandon Lester is nominated. Are there any additional nominations for board president? All right. Hearing none, nominations for board president are closed. Mr. Jenkins, please call the role for the election of Mr. Brand Lester for board president. >> Dr. Wallik, >> yes. >>

Are there any nominations for board vice president? >> I would like to nominate Dr. Elizabeth Wallik for board vice president. Elizabeth Janelle Wallik. Thanks. [laughter] Thanks, Katie. Um, well, uh, I've been nominated. Are there any additional nominations for board vice president? >> All right. Well, hearing none, nominations for board vice president are closed. Uh, Mr. Jenkins, can you please call the role for the election of me, Dr. Wallik, for board vice president? >> Mr. O'Brien, >> yes. >> Miss Shriber, >> yes. >> Mr. Lester, >> yes. >> Dr. Dabberco, >> yes. >> Dr. Waller, >> abstain. Dr. Wallik, if you would stand. [laughter] [applause] >> All right. Um, now I got to take the oath
of office here. Oh, >> exciting stuff. >> Yeah. Uh, do you, Dr. Libby Wallak solemnly affirm that you will support the Constitution of the United States and the Constitution of the State of Ohio and that you will faithfully and impartially discharge your duties as vice president of the board of education of the Oland Tangi local schools, Delaware and Franklin counties, Ohio to the best of your ability and in accordance with the laws now in effect and hereafter to be enacted during your continuence in set office and until your successor is elected and qualified. >> I absolutely will. >> Congratulations. >> [applause] >> you get a handshake. >> Oh, thanks. [laughter] [snorts] Okay, let's see here. Moving through this agenda. Um, all right, moving on to our board action items. Um, board action items this evening.

Approval of treasurer authorizations for 2026 and approval of superintendent authorizations for 2026. There >> two more. >> Is that Oh, oh, hey, there they are. Thank you. Uh approval of purchasing agent for 2026. approval uh business and facilities authorizations for 2026. And uh
I will entertain a motion to approve board action items A through M uh as one consent item. Uh is there any discussion or actually I guess I'm looking for a motion to approve all of these first? >> So moved. >> Second. Any discussion [clears throat] >> hearing? None. Uh Mr. Jenkins. >> Was a second you Dr. Waller M? No [cough] me. >> Okay. >> Oh, sorry. >> Miss Shriber, >> yes. >> Mr. Lester, >> yes. >> Dr. Dabberco, >> yes. >> Dr. Wallik, >> yes. >> Mr. O'Brien, >> yes. >> All right. I will now entertain a motion to adjurnn our organizational meeting. >> So moved. >> Second. >> All right. It has been moved and second to adjourn adjourn this organizational meeting. Please join me again in the pledge of allegiance. >> Very patriotic. >> Double pledge. Double gavvel >> again. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice
for all. >> Pledge. >> I don't believe we have any uh amendments to the agenda for this. All right. Hearing none, I'll entertain a motion to approve. >> So moved. >> A second. >> Second. All right. Any [clears throat] discussion? All right. Hearing none. Mr. Jenkins. >> Dr. Dabberco. >> Yes. >> Dr. Wallak. >> Yes. >> Mr. O'Brien. >> Yes. >> Miss Shriber. >> Yes. >> Mr. Lester. >> Yes. All right. For the board president's report at our last meeting. I said it was going to be my shortest one. I think this one will be even shorter. Uh so uh first of all, I just want to thank everyone for uh for the opportunity to serve this community again in a second term along with Dr. Davico getting uh reelected. It it is truly a
joy to represent this community and to work with these amazing board members. Everybody in these seats is here for the right reasons. Um they care so much and it is uh really just it's a great way to to continue to work together um in service of the community and thanks so much to the district leadership team and everyone here for all of your efforts as well. Uh we all we all work to to make this district a little bit better every single day and very much appreciate it. Um along the lines of how we do that is that we we end up talking to the community and we try to to figure out what their perspectives are and things that we're looking uh to to get better at. Uh one of the things that we've
done sort of off and on over time is uh o open office hours. Uh we we did a lot of those last fall especially with the bond issue and with the campaign going on. Uh so I wanted to try to start that as a a more regular occurrence for this year. So, I will uh be hosting an open office hours this Saturday uh at the Liberty branch of the PAL Lab Library uh in Liberty Study Room 4 from 10:30 to 11:30. We can include that in the update and we'll be there and we'll try to do that every single month and maybe have a couple board members for for some of them so we can just be out there to talk to the community. So, uh we'll do that and then uh with that I
don't think we have any committee updates or OSBA updates, anything. >> January 10th at what time? 10:30 to 11:30 >> at the Liberty >> Liberty branch. >> Yep. >> Um, okay. With that, that was about a minute and a half. >> That was good. So, we'll jump right into the superintendent report. >> I think Re will be the theme tonight. >> So, I also have a brief superintendent report, but first and foremost, uh, want to congratulate Mr. Lester and Dr. Wallik uh, as um, president and vice president of the board. And I say this all the time, too. And Mr. Lester, you did mention it, but um I appreciate and I know that uh so many in the district and across the community appreciate the service of all five board members because uh you're right,
you all are sitting in the seats for the right reason and we sure appreciate it and it it it goes a long way to uh continue to improve and propel the district forward. So, uh congratulations and thank you. All right, so a couple recognitions. want to um recognize uh we just continue to excel uh athletically and um so this is back-to-back state championships. Uh so for the second consecutive year uh Berlin High School uh competition cheer. So would like to congratulate them on their uh back-to-back state championship as well as um Orange High School uh football. So on December 6th, you can see that Orange High School football team won its first ever and remember last year Liberty High School won a division one state championship in football. Um and somebody told me like this
score different teams but the score was the same last year. Did we confirm that? Yeah, confirm that. So Liberty won 2814 last year and then Orange won 2814 uh this year. So, you know, just a phenomenal run and and and um and and I say this too all the time when you when you get to uh the end of the state tournaments, it becomes a community event. Um so, we have so many community members there rooting for um Tangi Orange High School, but Tangian. so so proud of what we do here uh in Owen Tangi and um it was just a again a great night and I I think I said uh before like the marching band never stopped playing from the time they uh were marching into the you were there you saw that
too right marching into the stadium till well after the game but um you know just a just a great accomplishment for uh the orange community but for Tangi >> Mr. Meer, before you move on to that, so >> it's a it's a thrill to watch our kids >> in in these situations, >> no matter what which one of our schools. I'm always proud of our kids. And you see some different ways that students handle things from other schools. I've always seen our kids handle themselves in the best way possible. Super proud of the Orange kids. They were engaged in the game through the whole time. Um, I'm just always proud of our kids. they do the right thing. That's a big deal. >> Appreciate it. And uh thank you. It does mean a lot. Um
all right, so one update uh I wanted to update the board because the uh kindergarten registration will start uh next week. So beginning with the 2627 school year, there is new state legislation. I don't know if it's a surprise or not. We have a lot of new state legislation flying across uh our desk, but House Bill 114, which standardizes the age eligibility requirement for kindergarten enrollment for all school districts across Ohio. So the standardization basically is um all kindergarten students must be 5 years of age on or before the first official day of school in the district they attend. So moving forward uh next year for the 26 27 school year, August 20th will be our first day of school. Um so students uh will have to be 5 years of age uh on or
before um August 20th to enroll. Uh kindergarten registration, like I said, will start next week uh um January 12th. Uh families can contact because there there will be some questions because this will be a change. Um if uh our uh tra our old date was September 30th. Um so this is a change from uh what some uh families might be used to or what they know. So uh new student welcome center uh with questions. There's the email uh phone number. We'll make sure that we put this in the board update as well. And I know that uh we sent out a a parent square communication about this and we'll continue to work with uh families to answer those questions as we work through the uh kindergarten registration process. >> Do you know how many kids
that would affect with the change? Any any ballpark idea of how many kindergarters that might >> uh the number from last year would have been 46 would fell in that window from uh um the start of school till September 30th. So not sure um right now until Yeah, in that ballpark. Um so I would imagine probably somewhere in that ballpark. Yes. Okay. Uh superintendent action items. Uh pretty standard this evening. Um specific human resource items. Do want to recognize Jack Lynn from uh the CMF group um who submitted his um retirement uh 25 years of service um with Tangi School. So want to thank Jack uh for his many many years of service. um to the school district and to the community. Uh we have some business management and facility items uh for approval that
I'm going to ask the board to approve. Mr. Gordon will be uh uh up here in a minute as a discussion item to discuss uh the approval of these items. And and now that we're going to we're into the construction um from passage of the bond issue, we'll have a lot of things construction uh related um coming to the board. So, we're I'm going to ask the board and Jeff will explain this here uh during the discussion portion, but I'm going to ask the board to approve uh professional service agreement and service agreement amendment uh with construction analysis LLC's for owners representations representative services. So, this is not uh new to us in Tangi with uh construction and then also approval to award professional construction testing and inspection services for elementary 18 and high school
0265. And then lastly here, uh, temporary easement agreement on district-owned property at Berlin High School with Delaware County. Uh, so you can see the compensation there of, uh, a little over $2,500 and this [clears throat] is accommodate construction to expand the roadway, uh, there on Berlin Station Road. Okay. Uh, upcoming important dates, uh, second quarter report cars available in power school. So, Friday, January 9th. So, that'll be tomorrow. Uh, like I said, kindergarten registration opens Monday, January 12th. Preschool pure model information night will be Wednesday, January 14th at Tangi Administrative Offices. So, right here 6:30 to 7:30 MLK Junior Day of Service uh Monday, January 19th, 9 to 11 at the uh right here on Tangi Administrative Offices and then no school on uh uh Martin Luther King Day as well. And the next board
meeting, regular meeting will be Thursday, January 22nd at 6:30 at Berlin High School. Uh that's where we'll do our our fall recognitions. >> Sounds good. And I would just encou I hope we'll put the link in the update about the day of service uh for everybody. That's always a great event and and we really encourage the community to come out and support one of those causes. >> Absolutely. >> All right. Question. >> Thank you, Mr. Meyer. >> Thank you. >> Uh Mr. Jenkins, treasures report. [snorts] >> Good evening, board members. Uh, I also would like to congratulate Mr. Lester, uh, Dr. Dabberco for your continued service to the entangi schools in our community. Um, my report this evening is is pretty brief in terms of the number of slides. Uh, but there's a lot of
information that you'll now find uh in board docs. A lot of this is being reviewed with the finance committee on Monday evening. Uh specifically the documents that you'll see uh in the section of u the treasures agenda uh would be the ACTER uh that is the acronym that stands for annual comprehensive financial report. Think of it as our audit for the 24-25 school year along with all the supplemental uh reports and other information that we provide to our community that gives a very detailed view of every financial transaction essentially that occurred uh in the Olandi school district uh in that uh course of time. We then take the ACER and we distill it into um again acronym soup a paffer that is the popular annual financial report. You can see a picture of its cover
that will be mailed to the community uh within the next four to 6 weeks that takes the uh ACER and distills it down into about a 10 to 11page report that provides again our community with complete and total transparency uh with everything that happened in the district for the 2425 school year. Uh both of those documents have been submitted. Uh they were submitted by December 31st to GFOA. Uh we have uh faithfully submitted and been faithfully awarded uh the awards for uh popular outstanding uh outstanding achievement for uh reporting in a popular annual financial report and the certificate of achievement for excellence uh in financial reporting for our APER. A couple of other documents that you're going to see uh in your agenda would be the tax budget. Uh we are not required in Oland
Tangi uh by the Delaware County Auditor to do a formal tax budget. I like to do one anyway. Part of the reason I like to do it is because it uh helps me to prepare those other documents. A tax budget takes a look at uh a couple of years prior, three years into the future and the current year. It allows the Delaware County Auditor and the Delaware County Budget Commission to be able to uh determine our rates and amounts resolution and it is essentially our justification to the budget commission about why we need the levies uh that have been voted in. We know there's been a lot of talk uh as we know in the last 6 months to a year uh about uh property tax reform and one of the bills that passed uh
does give a lot of added um authority and discretion to a budget commission to if a particular political subdivision maybe doesn't um substantiate or justify why they need what they need, the budget commission can make reductions uh to those levies. So, we want to be very diligent to be sure that our budget commission knows uh exactly what we need. And so, the tax budget was completed in that spirit. And then one final document you'll see is a um comprehensive FY26 budget. Uh we have submitted that to ASBO. Again, acronym SUP. ASBO is the association of school business officials. um we are seeking their meritorious budget award and that whereas the acter takes a look at what happened in the past the comprehensive budget document is taking a picture of this year's budget and four years
budget into the future. Um so we have a very detailed look across all of our finances again complete and total transparency so that our community is aware of everything that we do with our resources. questions about uh those reports. >> Just really want to thank you for the you know, there are some things we have to do by law. There are some things that we do just because they're the right thing to do. And I really appreciate your commitment to trying to get this information out, being transparent with the community. We say all the time, we have nothing to hide here, right? We want to have as much um out there and we welcome questions about it. So, you know, appreciate the work that you've done to do all of this. Um, the paffer in
particular is just a wonderful document. I mean, it really puts it in very clear terms. Some of this is tough to get through, but but you guys do a great job, you and the communications team, to really make that work. So, >> yeah, I I want to personally thank the communications team, my staff. Um, they really make the paffer shine. Uh, it's it's a pleasure to put together. Uh, do a lot of work with Amanda Bean, uh, with Christa, with Christian Ross, with Betsy, um, Heather Lance, the entire team. Uh, it works out really well. Uh other than that, um the agenda items this evening are the minutes from December 16th, the December 2025 uh monthly financial report, um the revised FY26 permanent appropriations, uh the as I mentioned the fiscal year 2027 tax budget
and the approval of the FY26 comprehensive budget document. Uh the reason that the aer is not there for formal approval uh or the paffer is because I want our audit to be completely finished by the state of Ohio while we're finished. The auditor takes a desk review. Uh it may take till the middle of February for them to officially release the audit. Uh but if you want copies of the document, it's not like that that you know they have to be kept secret. Um there's finally one uh final item that looks a little funny. Ohio law allows you to take an activity in a special revenue fund that is no longer occurring and transfer the funds back to the general fund. Well, then once it gets to the general fund, you can then transfer those
funds to any fund you want. And we have a OAO uh public school support fund that we've started here at Tangi Schools. There is an old uh O7 fund uh that is a a special uh private purpose trust fund that we used to put our POP receipts in which I contribute to vehemently um every day. So we're going to shut down that O7 and move those funds to the 08. The weird way it has to happen is it has to go from the O7 to the general fund and then from the general fund to the 08. So, it looks funky, but really all we're doing is going from the O7 to the 08. >> I appreciate the clarity on that. >> And there was no uh public participation. >> Okay, great. Thank you, Mr. Jenkins.
Uh so, we will now move on to the discussion item. Mr. Gordon is going to give a business and facilities update. >> I heard I'm supposed to be very brief tonight, so I will I will do my best. [laughter] Uh three quick items that uh Mr. Meyer mentioned. um Bill O Sullivan, uh construction analysis, uh bringing him back again as our owner's rep for the construction of the uh of the new facilities. Uh Bill is very well respected. He's worked with us for quite a while and and I can tell you we we get more savings from Bill and and the um the partnership that he has with our construction management team and architect is is really valuable. And we have to go through a process when we hire these professional services such as the
architect, uh the um owner's rep, and then of course the CMR with Robertson Construction. We went through the process for all three of those back before uh in 2024. And then we um went under contract with uh Fanning Howy for the the uh design as we've approved previously. Robertson when we approved the GMP for the elementary which will be next month. Bids are due tomorrow. and then uh bill we had approved then but we just hadn't went under contract because we weren't starting construction. So this closes that loop on that same process was used for number two the construction testing inspection services. Again it's a professional service. We go through a process uh we score and we selected PSI uh to do that. We've had uh an extreme amount of experience with them with our
buildings over the last 10 or 15 years as well as because um in addition to the three buildings we did in the early 2020s, we also um approved them for 5 years for other testing services we needed. So they've done a lot of preliminary work on these sites as we were prepping prior to 2024 into now. So in addition to our long experience with them, they also have experience specifically on these sites. So, this just carries over uh with them and and again went through that same process. The last one is the temporary easement agreement to allow the county to uh enter on the school property at the edges of the road as they widen uh Berlin Station Road going uh east and west there in front of the high school. When we built Berlin
High School, we granted them an easement of land to to widen the roadway. that was done back in in uh 20 prior to 2018 and this now gives them they're ready to build. So it's just given that temporary ability to to work around that that easement and and enter school property to do that. >> Is that the total period of the widening that 24 months? That's how long the total project would take or is that just a phase? >> I believe it's the total project. It's it's they that won't just be a time in front. I think they've covered themselves for the whole project. There's many land owners that they're going to be getting these easements from and so the 24 months I think is standard to encompass the project because there are different phases
along the route. >> Any other questions for Mr. Gordon? >> All right. Thank you, Mr. Gordon. >> Thank you. >> All right. Uh so we have one board action item. This is recommended approval of the FY26 number three board policy updates. We had the first reading last time. These are board policy updates related to an ethics uh ethics issues related to an ethics opinion about the use of like credit card mile or credit card points and that stuff. We got some clarity from the ethics commission about that uh what's permissible. So we're just updating our policies on that. Uh so I'll entertain a motion to approve those uh board policy updates. >> So moved. >> A second. >> Second. >> Any discussion? I hear none. Mr. Jenkins just a second. Something just disappeared through. That's
better. >> Movement was Dr. Wallock. Is that correct? >> That was the >> uh I moved and Dr. Wall second. Yeah. >> Sorry, there was a glitch in the item, wasn't there? >> Mr. Lester? >> Yes. >> Dr. Dabberco? >> Yes. >> Dr. Wallak? >> Yes. >> Mr. O'Brien? >> Yes. Miss Shriber. >> Yes. >> All right. Mr. Jeny, treasurer consent action items. >> Yeah. Ladies and gentlemen, members of the board, we're uh as usual asking you to approve u several items by one single motion uh and vote. Item A is the u approval of the board minutes from December 16th. Item B are the December 2025 um monthly financials, item C, the fiscal year 2026 revised appropriations, item D, the tax budget for fiscal year 2027, item E, uh the comprehensive budget document for
fiscal year 2026, item F, uh the funds transfer, and all of those are being asked in item G to be approved again by one single motion uh and action unless anyone would like to pull an item out to discuss. Would anyone like to pull any of these out to discuss separately? All right. Hearing no appetite for that, I will entertain a motion to approve them as a single slate of consent action items. >> So moved. >> A second. >> Second. >> Any discussion? All right. Hearing none, Mr. Jenkins. >> Dr. Dabberco. >> Yes. >> Dr. Wallik. >> Yes. >> Mr. O'Brien. >> Yes. >> Miss Shriber. >> Yes. >> Mr. Lester. >> Yes. All right. Mr. Mer.
