001okay all right all right good evening everybody uh today is Thursday September 22nd it is 6 30 p.m this is a regular meeting of the Olentangy Board of Education I'll call the meeting to order Ms Hatfield please call the roll Dr dabraco present Mr Lester here Mr O'Brien here Dr Wallach here and Dr Weiss here thank you dude everyone please stand and join me in the Pledge of Allegiance and to the Republic for which it stands one nation under God indivisible with liberty and justice for all foreign okay I'll now entertain a motion to approve the agenda with no amendments correct yes sir the motion please so moved second second any discussion on the agenda seeing none please call the roll Mr Lester yes Dr Weiss yes Dr dabaco yes Dr Wallach yes and Mr

002O'Brien yes thank you all right first item is the board presence report uh so tonight also I'll start and I think the other board members you guys can pitch in as appropriate um we have both a welcome and a goodbye um relative to the treasurer so tonight is Emily's last meeting and we want to wish her well in our new Endeavor we appreciate what she's contributed to the district over the past 13. I get there right 13 years um so again we appreciate that at the same time we welcome a new Treasurer Mr Jenkins um I think a little bit different this time how we I want to spend a minute on how we kind of got here we did a very targeted search for new tractor rather than doing an open search we spoke

003with various Partners whether it's osba ESC relationships we have across the education community in central Ohio and said who was a give me the top five three folks we should be talking to for this opportunity and rather than wait for them to come to us we went to them and it was a really good process where we're able to identify a combination of traits that I think were necessary to be successful um all of which Mr Jenkins has and we're really excited to have him here and really excited to welcome here um and you know with that I'll open it up to any other board members of comments on the treasurer search and the treasurer transition is this where we say goodbye or want to you know hello but if you want to Say Goodbye

004Mr Lester do you want to start I was trying to listen first um just so thankful for Mrs Hatfield um school funding in Ohio is a disaster for districts like ours and you work so hard to make sure our taxpayers and our community get a fair share and I am so thankful because I'm a dad and a taxpayer before anything else and so just thankful on behalf of a grateful Community for your hard work it's made a difference and and thank you I'm praying that it continues to and just wish you all the best thank you I appreciate that very kind yeah sure yeah well thank you guys yeah it's as new board members we've been community members for much longer than been board members and and you know one of the things especially as

005we were out on the campaign trail that we heard is you know we are putting so much into our schools right the community is putting so much money into our schools and we want to make sure that the schools are taking care of it right do we want to show that they're trustworthy that they are doing the right things with it and it is built on a level of accountability and consistency and trustworthiness and so I just appreciate all the work that you've done over time to ensure that we as a district are taking good we are good stewards of the community spots and that's you know that's the best thing that you can do right as as you are you are being consistently excellent in there and doing that so appreciate all of the

006work at the same time Mr Jenkins look for you it's you know it's a strong transition or it's a strong tradition uh that the community expects uh Excellence there expects the continuation of that and look forward to having you continue in that tradition so thank you thank you and the community thanks you both thank you I appreciate that for your time I will say coming on um when I came when I was a new board member to play that new card for a long time it's okay I'm very appreciative because you were definitely there to help even offer when I for questions that I needed to have answered um so I'm very appreciative of that and your work that you've done and the awards that you've allowed us to obtain so very thankful for your

007service thank you I appreciate that and in the entire three months that I've gotten into work with you um no you were very helpful in in the Swift transition and helping me to onboard uh very responsive to any questions I had and prior to becoming a board member I was in attendance at the fair school funding Summit and I know how much work you put into that and it was such an informative and encouraging day to see the direction that we're heading in and I know you had a big role to play in that so thank you for that and uh and welcome to you foreign Beyond treasure no committee oh yes sorry I didn't realize we were transition so I can speak to a few of them it's been a really busy week here

008in terms of committees uh we had uh the policy committee uh which met uh very very early on on Monday morning in the midst of some pretty significant thunderstorms but we we persevered through all that we'll have a whole uh a very very large group of policies that will be coming forward to the board here I believe in our next meeting for our approval that we can get through so we'll we'll look forward to that the committee also looked at sort of the future direction of the committee as we look into next year last night we had the facilities committee meeting and started to look at the enrollment projections that are coming in no surprise to everybody that lives or drives around this district there are a lot of people here there are a lot

009of people moving here which means a lot of students are coming here so we have a lot of work to be doing and thinking through you know the uh all the things that are going to be coming along with that but it's also a great opportunity to grow and to grow responsibly as we're as we're working through it so at another future meeting we'll be talking about those specific projections and and how it's going to impact our future Direction great I will add that um I believe a couple of us have the opportunity to be interviewed by Heritage Elementary third graders this week and that was it was great great talking with third graders I know for myself I had to realize I think I spelled some things about that but definitely it was a

010great opportunity it was a local government is what they were working on so a great opportunity and to be able to talk with the third graders you know I'll piggyback off of that it was fantastic I got to do that today and one of the questions they asked was what's the what's your favorite part about being a school board member like this being here in the school and seeing you know all of the amazing things in action I also I think uh I think Mr O'Brien and I both also got to attend uh teacher Academy this week and were were interviewed by by those students as well so it's really great to actually get out there and into the buildings and see see our teachers and students in action and it was it was a

011great week we're good Kevin do you have anything just one thing finance and audit committee will meet on October 24th time is forthcoming uh that'll be Mr Jenkins first meeting so we're looking forward to welcoming you to that um it's exciting because so many people in our community are so talented in this area so it'll be a full room excited 24th of October okay all right so that concludes the president's report we'll move on to our presentation items the first item is the student Invention Convention if you didn't have the opportunity there's some great um what you'll call them stations out there with different inventions that were participated in The Invention Convention from dog leashes to oil spills that runs the gamut it was fantastic um so I I guess I'll call up the advisors

012to the group uh Kristen Bates from soda Ridge Amy doke from Cheshire and Zach Hamilton from Shell Meadows I hope I didn't miss anybody did we click this I wasn't really sure yes I don't know where to point it might go in the right way nope the other way oh there we go okay well yes my name's Amy Doak I'm a teacher at Cheshire Elementary I've been there since the building opened and from that first year I started to um be the coordinator not sure what the correct word is for The Invention Convention so I've been there for a while I've watched it evolve over the years so today I'm going to be talking more about just the process of how we get students involved and it's the fun part because the you really try

013to just get kids excited and engaged in it and when you are talking to third fourth and fifth graders that's not too too hard to do but a lot of times you're going into classrooms and you're talking about inventions and saying you know a kid your age invented that and they kind of get the idea that hey I can do this too um some years we use there's a really cheesy video that The Invention league has put out there that the kids can watch and it kind of walks them through the process there's a lot of different ways we've done it over the years but just getting them excited and thinking you know I really want to do this even though I'm A Gifted intervention specialist and a lot of gifted intervention Specialists do kind

014of guide The Invention Convention any of our students in those grade levels can participate we partner with the classroom teachers because they're letting us in their classrooms to talk that we're giving them information we're always stealing kids I know we use flex time our intervention enrichment time to pull kids out and you're just constantly checking in with them once parents give the go-ahead because we do have to have their permission we try to meet with them weekly to just keep them on a timeline and keep them on track give them tips how do you name your invention you know have you researched to see if this has been invented before are you looking on Amazon there's a lot of different things that they can do just to figure out this is a brand new idea

015or I'm going to take this idea and make it a little bit better um I wouldn't want to stand up here and act like I'm doing all this work because kudos to the parents they step right in once that they agree to you know help their child do this they're putting in a lot of time and effort they're driving to the store they're helping their kids build things they're on the computer they're making their boards their display boards and they really are the ones who are driving this invention home so as you could see as you walked out around in the fair out there there was a lot of time put into these inventions so I have to say our parents are they're pretty awesome when it comes to involvement that way once our students

016kind of spend time going through that process and they're trying things they're fixing them they're making it better then we come to the competition and at Cheshire we've had in-person competitions for many many years our students bring their inventions their prototypes they have a display board and they're lined up in the cafeteria or somewhere in the library and judges are walking around and they're presenting just like you saw tonight at the at the fair a lot of our judges have been teachers on their planning periods that will come in and listen we've had Administration come in from other buildings we've had high schoolers getting their service hours to come in and listen so we've had a lot of Judges outside of our building who've been a part of this but when covet hit we obviously

017had to go to a virtual type setting and the students were all over it they made videos they submitted them to me we had people who judged them just the online version and then we were able to submit those videos and move on and the way that they are chosen to move on to the next round there is a rubric that we follow and I believe Kristen's going to touch on that a little bit but you get so many slots each year and it really depends on how many participants you have at the beginning and I have to say at the beginning a lot of kids are like yep I will do it and the parents are like yep we can do it and then life happens and it's so busy and it requires so

018much time and effort that a lot of students you know will come to me and say I just I'm not going to do it this year maybe next year so the ones who make it all the way through have put in so much time and work into it and that's how we kind of decide who gets to move on to that next round and then obviously once it leaves Cheshire mentoring our buildings there are other judges from The Invention League that that kind of take over but it's it's such a fun process it's amazing every year I'm amazed at the the ideas that the kids come up with in the follow through on their end and on the parents end so it it's just a joy to be able to do so thank you hi

019I'm Kristen beets from Scioto Ridge and I'm going to talk about the types of thinking that are involved that students use when completing their invention so students are required to keep an invention Journal which is a log that will guide them through the through the whole process their journals are going to show evidence of all of their thinking and all of their editing and all of the revising so they have to use a lot of Divergent thinking to generate really innovative ideas we want to brainstorm and have lots and lots and lots of different ideas um they're going to use a lot of critical thinking when they design and build and test their inventions and then they're going to go back to the design process to improve and to reflect and to continuously make it

020better and then it all starts with a problem they have to identify a problem that they want to solve and use a lot of creative thinking to work through solving that problem so it's just a great opportunity for students to practice things thinking sales that are really necessary for them to grow into being empowered Global Citizens that care about people and their community and then how it is scored there's a two-page rubric so it is pretty in-depth that we use to score all of their all of their thinking so of course the invention process so throughout their Journal we're going to look for evidence of brainstorming all the ideas they generated they're planning they're testing we want to look to see that they understand the market potential for their invention and what is going to

021be the overall value is there a social value to it how original is the idea and then also their communication skills so they're going to communicate through their Journal through their prototype through the presentation through their display board just like you saw in there and there's a picture of someone with their display board so evidence from from all of those things are gathered to get a final score so that students can either move on to our building and then into the state competition in my slide here I've got a little different approach I'm new to the district it's my second year in Olentangy so I had not heard of Invention Convention until about this time last year I believe it's going on its 30th year I Believe olentangy's been involved with some capacity for for

022most those years um when Mr Nagy put out the email hey we're looking for an advisor for Invention Convention um I'm an intervention specialist so I work with a different population of students than than the gifted is and I was like oh this would be a really great opportunity to get to meet some other kids in in my building I used to be a middle school science teacher so I was like oh cool get to be with design process again and and get to Mentor some kids um so with that opportunity I had to reach out didn't have a lot of information about it um our GIS Shane and gladio Kiefer was a big support Becky Devon who's also in the district I reached out to her how do I get this started how do

023I get it organized how do I get kids to want to be interested in this um so they gave me a lot of great resources and ideas and we were able to get 15 students signed up we did open it up K-5 in our building which I didn't realize the different K2 and three fives or different rubrics and it was a little more work but it was it was awesome to have to have all those kids able to participate um and then it turns in like they've alluded to the kids are just amazing it turns into a mentorship type situation we're really just there to help guide them through make sure they're on their timelines help them refine any of their videos or their their final products um at Shale we had a lot of

024success this year six um went to the preliminary competition and then four moved to the state finals and then we actually had three winners at the state finals and all three were first-time inventors so we had a kindergartner a third grader and a fifth grader so across it was it's such a testament to to their hard work and and their Amazing Inventions um and then we do something a little bit different at Shale two we have a uh a rise report every morning it's a student driven news announcements in the morning so we were able to get those Award winners in front of their peers on the video and announce their success and hopefully moving forward we'll be able to have some in-person fares at some point potentially collaborate with some other other buildings and

025then our three State final winners we'll see if they get an invitation to the Nationals next summer so thank you so much depends on the comments and eventually just one comment thank you for making sure every kid had an opportunity to be part of this it's a big deal our students should feel like something like this is open to every student and putting kids together working with each other that's the right way to do it so thank you you know it my my son has done this before and it really is a lot of work right but it is um if you inspire kids right if you get that that spark in their eye and they see the value of it and they see you know what they can do um It's amazing And every

026single one of the students I talk to that you know they're just their eyes are open they're so excited to talk about they're so excited to talk about how you know they're in third grade in their patenting things which you know that's great uh so thank you thank you very much for all the effort that you put in um and really inspiring our kids getting them to think differently think outside the box and uh it's just great it's great they're ready for a shark tank [Laughter] okay thank you very much excellent presentation okay our next presentation is the equity inclusion update Peter Stern our assistant director of equity inclusion welcome thank you um obviously already said I'm Peter certain the assistant director of equity inclusion this is a new role for me so when some

027of you all mentioned some of the new things and all that learning doing the same thing my head's above water now at the beginning I was like okay this isn't so bad there's not that much work and I'm like oh there's a ton of work and I just didn't know about it so it's been a nice start I will say it was a bit of a I had to go back and forth about ready whether I was ready to leave the building I was a principal at an elementary school for the last 12 years last six here at John kick corners and leaving the building and spending time with students every day was what I loved my job I loved going to school every day um but the draw of this for me was instead

028of having the impact on 700 kids now you can have an impact on 23 000 kids and we can improve those lives every day and that that's something you can't pass up so before I even get into my slides that's what brought me here and and it's not going to be the easiest job that none of our jobs are so I'm really excited for the work that we have ahead of us and collaborating with everyone wanted to show off our team um I wasn't sure if they'd leave my picture of a t in a T-shirt with a Bearpaw on it but here we are good um so obviously that's me we have Dr Lewis who's in the crowd today I'm super lucky to have him on the team he has been so valuable yeah I

029agree I agree in my hand he has been so valuable as uh as we've gotten started and uh has a big fan in the audience it's been awesome but uh he has been fantastic um Heather Cole also she's been part of that department since the beginning she's our coordinator um she's been great and then Shannon Griffin who's a our K-12 District diversity chair she works at Heritage as a teacher and sort of coordinates some of that in the classroom but again very lucky to have this team working with me um I feel great this is I just put this up here the goal of our department is to support the district strategic plan of promoting a culture of inclusive Excellence to facilitate maximum learning for all students um that up there you see our equity

030and inclusion action plan that's sort of what guides our work it also is somewhat of a living document we're spending some time this fall going what have we already accomplished what's not relevant anymore and what are what is now relevant that we have to include so we're making some edits to it to make sure that what the work doing and supporting every one of our students in our schools so that's a big project it's not going to happen in the afternoon but we're working through to make sure that our work is important and it's really supporting our students board policy 2211 the next slide is actually maybe they're out of order but this is the slide that supports a lot of our work in our classroom the curriculum instructional tourism professional development should reflect inclusive

031perspective that means understanding students understand themselves they understand others and the value the similarities and difference in all of our students and all of our people that's a really important piece it's nice for our teachers to know that that is a board policy it backs the work we do and it backs the work they do in their classroom as well so here are some priorities for the year um the first one is the curriculum integration project this was started last year great groundwork made made last year unfortunately because of the sub shortage didn't get as far as our department would have liked to do that so we're sort of pivoting this year and we're going to go out to the to the classrooms out to the schools and work with teachers in their own places

032um we're not going to be as large of a rollout we're really looking for those folks that are eager to work with us eager to learn and do some of the work with us as well so we're going to start by teaching them to look at resources look at their lessons through an equitable lens to achieve that inclusive Excellence the first subject we're working with and this will be K-12 will be through Ela English language arts it makes sense for us it's a nice it'll be a nice inroad for us what we want to do for those students or for those teachers is provide the training so that they're able to do that but also the confidence to be able to do it correctly on the Communists know why we're doing the work and why

033it's important there are guidelines for us to follow to ensure transparency to our families and our in our school communities that's an important piece too so we want to make sure they're doing everything they can do correctly but then they can be the ones that can then train the trainers or train the teachers in their room or in their classrooms as well or in their schools and they will be the ones that will have excellent examples to show folks and we'll be able to develop a library of great lessons and units for others teachers to use as well so we're very excited about that piece I'm excited because we're gonna get back out into buildings so I'm still learning how to sit at a desk or stand behind a desk and type all day before

034as a principal I could just pick I'm gonna go hang out in some classrooms for a couple hours and I was energized to go back and I'm like I'm going to walk upstairs and see if there's some food getting there but I'm excited that this Project's going to get us back in the buildings I'm very excited about that next piece we have a inclusive language professional learning for our staff members we would like to roll this out to all of our staff members Dr Lewis actually was the first one to roll it out to our custodians um we did a little bit work with our diversity liaison so I'm very excited about this when we started presenting it one something we're saying is we're not the PC police we're not telling you you're wrong or

035bad for using certain words but what we are really stressing is saying language is very powerful and language constantly evolves and sometimes we're going to make mistakes with the words we use but what we're trying to do is always improve and always find ways that we're honoring the folks around us and that can be hard there are words that have and certain times in our history have not been okay to say that have come back and been okay to say as folks have taken the power behind certain words back um but really it's important for our staff to know how important their language is and how the message that they send on how we value people can really come through through that language so it's we're excited to roll that out we're gonna we've like

036I said training the diversity Liaisons already we're excited about that hopefully they get out to the buildings um we already have on the books to train our instructional aides as well um in October so it's important thing language is very powerful some other priorities uh the diversity committee we met last night uh we really want to look at evaluating the structure we started this last night and the purpose of that traditionally it's got given some recommendations to the superintendent Mr Rafe met with us earlier this year about it um we want to make sure that's still part of it but is there a structure that's going to be better for the community to have their voice heard for us to take in the multiple perspective perspectives last night we had folks that had a lot

037of different perspectives we were able to able to come together use our Norms to navigate that and have some tough conversations in a meaningful way and I was I was excited by how that worked out so it's definitely an important committee um definitely want to have the voice of the community heard and we invite anyone to come that would like to join us last piece on this slide and that might even be my last one is to collaborate with HR as we look at Recruitment and Retention um you guys had a report from uh from HR at the last meeting or one of the last meetings and there were success to talk about we want our staffing to represent our community we want students to see exam samples that look like them or have similar

038backgrounds we want it's an important piece for people to see again a staff that reflects the community so we want to build off that success we want to create new options of anyone who knows me knows I talk about relationships a lot I think they're very important and I think we need to start developing those relationships with pre-service teachers before we're talking about interviewing we want them to know why Olentangy is so great I shared this with a board member before when I moved here I got a job in Olentangy not knowing much about it it's somewhat embarrassing to say Mr Rafe can remember all this I'm sure and I was like all right well I got a job and if I like it I'll stay there if not I'll find another place and unfortunately

039you all are stuck with me now because I'm like this place is amazing but we had the opportunity to do that with pre-service teachers before they even come to us how can we have them have that feeling and not just want to come here because it's a successful District not just to come here because we pay decently pay pretty well but they want to come here because they see the importance of volunteers they see the power of being a teacher here and just how great of a community is so we want to build those relationships and then again before they even get here working with universities and seeing what we can do to add value to them then maybe we can help meet some of their students and pull the best and brightest here that's

040what we want we want the best teachers for our community and I think again those relationships are very important please connect with us we are Reviving The olsd diversity Twitter I have now logged into it so we'll be seeing some more stuff coming from it we have our newsletter the next one will be dropping on October 10th we have one Community t-shirts for sale if anyone would like that and then as all like I said before our diversity committee meetings are open to anyone we'd love to see folks there if you're not sure if you think you belong there you do come see us and talk to us we'd love to hear different voices and perspectives so our next one is December 1st 7 6 7 30 in this room so yeah thank you any

041questions yes I may uh first of all thank you for the presentation Mr Stern um under the priorities for the year one of the the pieces there the inclusive language professional learning piece um I used to teach pre-service teachers um children with exceptionalities of course I taught and we always stress that the people first language right so I recognize that the importance of this and I think it's great we're going to be going down this path can you speak just a little bit more or maybe you said this and I didn't quite catch as far as the development of the professional learning the curriculum if you will is this being developed internally with Dr Lewis is this and yep so we're working with Shannon um myself Dr Lewis has done a lot of work and

042also Heather has as well Heather Cole so yeah we are working through it obviously pulling resources there's a lot of great resources out there so yeah tailoring it to the needs of our community and again stressing that it's a constantly evolving thing that we need to stay on top of but think about how our language impacts other people so I want to jump on something you said there relative to the teachers but also relative to the student so the sense of belonging is critical and that's what inclusivity is really all about is building that sense of belonging as we started work on our mental health and well-being committee one of the things first things we heard from students was wanting to make sure that every student has that sense of belonging and has has that

043feeling of it and you talked about yourself and also about staff wanting to stay here when they when they feel that and that's true of our students too and and staying in our community and keeping the Vitality of the community so I applaud those efforts I would love to see them continue in parallel with our student well-being efforts more broadly because I think those two things are just inextricably linked and the more the more that we can do in both of those areas is going to help each other yeah I'll be honest the student well-being department has been amazing as I've gotten started they we realize how much we overlap quite a bit and it's been fantastic to partner with them so yeah you nailed it on that one we definitely have a lot in

044common and um we're here to support kids and there's so much overlap in what that is so it's been a great Department to work with so yeah I agree with you completely just one question in I know people are thinking about the Browns game tonight so I'll just do one um we can stream it in the office so just continuing for Mr Lester's comment because I I think it needs more emphasis um this connection between student mental health and feeling like they have a place the flip side of that is they don't have a place how does it impact mental health maybe just the 60-second Master's level not dissertation level responsive connection between mental health and inclusion I mean it it's almost hard to have a 60 second I'll give you a couple seconds really

045I mean it's just so important there's such a link there between that our students the sets of belonging that's every single student that's not just a certain pocket students every single student should have that sense um and it is tied to their mental health it's tied to adults as well um our sense of belonging definitely impacts that as well um going back to what you said Mr Lester it really is partnering with the student well-being partnering with our buildings to make sure that we have all of those Avenues we're looking down all those Avenues and supporting our kids the mental health is something that as a district I think we've done an excellent job of supporting and then it's how do we then I mean for us we're doing things every day working through curriculum

046to set up set students up for Success working with our staff to make sure that's there problems are going to arise in our student well-being department is able to support that as well and what can we do as well so it's it's making sure we're doing things ahead of time we're being preventative but also having plans in place to say hey things are going to pop up how do we resolve that and that could be that looks a lot of different ways for us we have our restorative education sessions that's definitely a way to support kids and make sure that they're feeling included and helping other folks understand what had happened as well when the incidents pop up so we're very excited about the options and yeah I mean there's such a connection there that

047could probably go on forever if you'd like years appreciated thank you thank you and your whole team thank you all right thank you Mr Sharon very good [Applause] all right next up is the state report card Jeanette Kenny our director of data and continuous yeah yes thank you for having me as he said my name is Jeanette Kenny I'm the director of data and continuous Improvement and I appreciate the opportunity to come and share some really great and exciting news from our school report card that was just released before we jump into the report card though we want to highlight that we do also have an internal District continuous Improvement plan so the state report card has evolved over the years it's changed it's added additional measures but as a district we have had a

048continuous Improvement plan for long before the state report card was as robust as it is because we've always held ourselves to a higher standard than just the state expectations um so in that continuous Improvement plan we have eight total benchmarks a lot of them deal with academics so we're looking at achievement on state tests we're looking at student growth we're looking at how we're closing the Gap so again these are all measures that are now on the state report card as well and we've been measuring for years we're also going to look at how we compare um to the top of the state in the nation so we're looking Beyond just Ohio State tests we're looking at not just proficiency levels but we're looking at how many of our kids are performing at an advanced

049and accomplished levels we're looking at act and SAT scores we're looking at AP scores um looking at how we rank on nationally National Publications so we have really expanded just what the state is expecting to a larger picture and then in our continuous Improvement plan we don't just look at academics we're also measuring ourselves on our finances as well as our community engagement and stakeholder satisfaction so just to point out that we have a lot of things to celebrate today but we are always continuing to look at how we can get better all the time so to the exciting things this is an overview of our district report card as you can see we are five stars across all five components that we are one of 12 districts in the state that reach that accomplishment

050so I think that says a lot about the the success of our district those five stars also mean that we have significantly exceeded the state expectations on all of these measures achievement progress which is going to be our student growth Gap closing graduation and early literacy so to be one of 12 I think that's a lot to celebrate for our district test so to go in to each of these a little bit to give a little background about what they're actually measuring and then what those results mean achievement is the one I think that we talk about most often so achievement is measuring the academic achievement of all students on the Ohio state test for the most part they calculate what they call a performance index which is looking at the percent of our students

051who are reaching the different performance levels on those tests so there's a certain weighting to students who are performing at the Limited Basic proficient accelerated and accomplished levels um our district performance Index this past year was 102.3 out of the maximum score so they changed the report card a little bit this year and the max score is going to be the average of the top two percent of the state so the top the average of the top two percent was 107.3 so we're at a 95 95.4 of that Max score so anything above 90 is going to be a 5 star rating when we look across on the state our district performance induct we were ranked 36 in the state and then fourth in central Ohio um also it was interesting is that we are

052such a large District comparatively speaking I think the second largest District who ranked above us was about 5500 students so they're anywhere from I think 400 to 5500 we had 22 000 and are still reaching this High academic performance so which is fantastic just kind of a quick overview of the building data we had 23 schools who were ranked five stars in achievement we had two schools that were rated four stars and all of our schools ranked in the top 15.5 percent of the state within their respective levels and just to give perspective as well anything three stars is going to be meeting State expectations four stars is exceeding and then five stars is um significantly exceeding so all of our buildings are exceeding state standards in achievement for Progress we're looking at measuring the

053growth on the state test so achievement is really important but making sure that our students are growing at maximum levels is just as important if not more important as a district we have a five-star rating here which means that we have significantly exceeded the state expectations for growth at a larger magnitude so a three-star rating would mean that the growth expectation was met a four-star rating means that we exceeded the growth expectation and five stars as you exceeded it at a larger magnitude so to be that high in both achievement and progress says a lot about the success of our students for our buildings uh the summaries that we had seven schools who were ranked five stars we had eight Schools rated four eight Schools rated three and then we had two Schools rated at

054a two star this is data that is released on the state report card it's kind of high level data for now in a couple of weeks we'll be able to really dig into that data a little bit more to see where are the highlights and our successes at particular grade levels and subject areas and where are maybe some areas that we can continue to improve so this is data that will continue to dig into to make sure that we're going to be maximizing that growth for all kids thank you Gap closing is going to be that next component and in the Gap closing measure we're measuring the academic academic achievement and growth of specific subgroups of students so there are up to 10 different subgroups that can be evaluated you have to have at least

05515 students in a subgroup in order for that to be measured so at a district we had at least 15 in all 10 subgroups you'll notice if you look at some of the buildings they might only have five or six subgroups because there just aren't enough students so as long as there are 15 then we're measuring both the academic achievement and the growth um a couple other things that are added into this Gap closing component is we're looking at our gifted students as well so we're looking at our gifted students achieving our gifted students growing and then the third component to the gifted piece is looking at identification and service and then the third component to Gap closing is for our English Learners and we're looking at not only English Learners as a subgroup of

056their achievement and growth on the state test but we're looking at the progress that they're making at acquiring the English language based on some of the other the owlpa or the assessments that they take so as a district when you combine all of those things together again we're exceeding the state standards at five stars we had 24 schools who had five stars and we had one school who was at four stars so again great success and not just looking at our district as a whole but in looking at those specific subgroups of students the early literacy measure has changed quite a bit it's become a little bit more robust and I think representative of what we should be taking a look at so it's looking at the reading Improvement and proficiency K through three so

057most of the other measures are based on the Ohio State tests which start in third grade through high school this is where we're going to start to look at some of the the younger grades uh there are three components we're looking at are our third grade students meeting proficiency on the reading portion of their Ohio state test we're looking at the percentage of our students who are being promoted to the fourth grade sort meaning the requirements of the third grade guarantee and then we're also looking at how many students are removing from the diagnostic if they were off track or not on track to on track the following year so what progress are we making with those students um so our district early literacy rating is five stars so we're exceeding the standards there by

058the high number of students that we are both moving from not on track to on track and are reaching that proficiency level by the time they're in third grade as far as our buildings we had 11 5 Star buildings four four star buildings and one uh three-star building but all were meeting those State expectations and then the final component that has rated this year is graduation rate so they're measuring both a four-year graduation rate and five-year graduation rate they're looking at what percentage of your students are you know graduating and moving on um those are weighted a little bit differently so a four-year rate is going to be 60 percent of the measure five years forty percent but overall um we again are rated five stars our four-year graduation rate was 98 and our five-year

059graduation graduation rate was 99.1 so extremely high well above the state and our similar District average um and all all of our four of our high schools were rated five stars in that measure as well and then the other thing that we just wanted to point out is that the state report card is using the state tests that are administered um that is one piece of data that we look at but we believe that we need to have a well-rounded um assessment system in general so wanted to highlight some of the other assessments that we take a look at so that you know we're looking at not just one data set but we're looking at a lot of pieces of data to see how we're doing and some of those include that our aims web

060is going to be our Universal screener grades K8 we do that in reading and math obviously our Ohio state test we administer Terra Nova and the in view in second third and sixth grade our students are taking college readiness tests so PSAT we administer act to all of our juniors they have the opportunity to take the SAT and then again a plethora of other assessments that are available for them including our classroom formative and summative assessments so those are things that teachers are gathering data all the time to kind of give that more well-rounded picture of nachos this one day one point in time but we're looking at a body of data to to measure and make sure that we're tracking the success of our students and with that I'll take any questions well before

061we do questions I think it's worthy of recognition I mean five stars across the board that's fabulous so congratulations to appreciation staff most importantly private students because they're the ones who took the tests all right any questions from Miss Kenny I'll go last okay yeah well just one coming at the end because um it's it's absolutely great I mean these are the standards that were measured on and to be meeting those is wonderful kids learn a variety of ways right and it's not just the Ohio state test so I'm really glad that you mentioned at the end the formative and the summative assessments and all these other things we're doing we can't just sort of pigeonhole kids as you know you do good on the Ohio state test you're great otherwise you know so the

062the the thoughtfulness that goes into measuring this and and assessing all the other ways that students can learn and tracking that is just as important to me so I think it's wonderful that we get these things and it's also wonderful that we we value the ways that students can learn it and look at it from a variety of perspectives something else all right let's drive a car lots lots of questions and clarifications so we do great as a district you can't do better than all the stars we achieved as a district does that mean there's no room for improvement at the building level or no room for improvement with individual students no no what we're doing all the time is we're really digging into the the bits and pieces and into all the data to

063see we're great and I think Mr Rafe and I talk with us all the time we probably don't celebrate enough because we're always finding the areas that we can get better so a lot of that comes through our district continuous Improvement plan every building has a continuous Improvement plan so all the time we're in data meetings finding those different places where we can continue to get better I looked at um from 05 through 22 all the different ways the state has morphed achievement index so in o5 and 06 under superintendent Davis yes Dr Davis Dr Davis sorry um we were 25 out of 25 indicators we took a cataclysmic drop in 06 and 07 and did 29 out of 30 indicators um dropped again in 09 did 26 out of 26 indicators um when Mr

064Rafe came on board there was a significant drop in 1415 we went to 32 out of 35 but our performance index was 105 704 things have changed so much over time and I think the thing that's been consistent is um we're not too far off from being the best every year as far back as ode reports and that's maybe a comment not a question what what are some things that account for this variability over time of the performance index yeah I think there's several things one is the way that they've measured it and calculated it has changed so the things that are included it's not going to necessarily be an Apples to Apples comparison from one year to the next so I think being aware of that is huge and throughout the years our population

065has grown significantly and so those changes can create some unique challenges for us which are you know we Embrace but as we grow and continue to grow it's hard to stay at the top performance and we have um in the past few years with a lot of fluctuation with um covid and all the things that have happened we've also had a higher percentage of students who have been untested for various reasons typically absences due to sickness and so that impacts that performance index as well so I think there are a lot of things that go into it and it's important that when we're looking at the data again we're not just pinpointing one specific piece of data but that we're looking at kind of a holistic view of different pieces of data and looking longitudinally

066so talking about longitudinally um if you're picking a trend do you pick two dates that are close together or do you pick include all the data points and try and find a best fit line I include all the data points absolutely so you wouldn't just include like 18 and 19 and then this year and say that's the trend okay um because in 18 and 19 the average test score for third grade ELA in the state of Ohio was 66.7 Olentangy you only did 25 points higher than that and then every kid Statewide dropped the next assessment the next cycle that's recorded how do our Olentangy kids who are with us Kate 12 perform against the kids we welcome in maybe a couple years down the road yeah a couple of years ago at the K3

067level the kids who had been with us and have had the whole intangie experience the entire time are performing at very very high levels um for a couple of reasons one they've had the Olentangy experience all you know all throughout so they have that background and that solid foundation also they've had the consistency so they haven't had those adjustments of moving and changing all the time that some students who have moved in might have that might take an adjustment period once they get here to get settled in and receive the high value and level of Education that we have I've never seen when The Score says my last comment I've never seen leadership in a district be so unfocused on taking a moment to celebrate it was it was a weird experience for me because

068my my students that I work with every day start farther behind so they've got a long way to catch up and I wanted to say wow that's really impressive and I couldn't get 60 seconds out of like a congratulations no high fives it was focusing on what schools need to get better what kids need to get better and I know my kids need to get better on stuff so yes high fives and now we work on where can we get better so thank you and I think that absolutely yep thank you yeah thank you great job [Applause] all right excuse me Mr Rave superintendent report please oh Mrs Lewis so nice to have you here as always well again thank you and welcome everyone um yeah that is great news to share I can tell

069you I sit there like a a proud parent um I got to spend the day with the teacher Academy kids um we appreciate a couple of prompts they asked questions you told them to ask me and put me on the spot yeah you did nice job set me up that was good um you know they I was just so encouraged and energized by uh their desire to join our our profession uh so I was really honored to spend the day with them um and aside from that it gives me an opportunity to talk to them about a lot of things that are going on our schools and really get some first-hand feedback about what matters to the kids they really don't care about State tests for just uh as much as as uh the state

070does which is kind of uh interesting um and then seeing these Invention Convention kids what they put together is certainly amazing but just listening to them present to talk to uh you know strangers adults that you know they really don't know and and to have that I mean wow they were unbelievable and and then our departments had presented I couldn't be more proud of the work that's happening and and obviously um The Invention Convention and our Equity inclusion team and um and and obviously Jeanette and the work she does in dating continuous Improvement so what a great night and and um I'll move on with some living the mission slides my brother from another mother as we'd like to say Mr Griffiths I tried to get one of the invention Ken mentioned kids Rob and

071I were standing together I tried to get one of The Invention Convention kids to pick which one of us looked older but she tap dance right around there proving again how smart she was um I want to give Olentangy high school and the team and Mr Griffith's a great congratulations because Olentangy high school has been announced recently as a National Blue Ribbon School of Excellence by the United States Department of Education um this is a second time Olentangy High School is receiving this award they were recognized as a Blue Ribbon School in uh it was a different program now they have to be recognized by the State Department of Education and nominated by the state department education and Mr griffison and his team put together an impressive uh presentation for the National Blue Ribbon Schools

072committee to um to consider and they have been awarded uh that designation so congratulations Mr Griffiths and all the volunteers High School um I'll leave that one alone I'll throw down the gauntlet to the other schools because Liberty's the blue has been awarded that program Jack when who's the principal there Jack thank you I was [Laughter] um last week our our students and staff celebrated the start with hello week going right into you know your comments about student well-being and Mental Health Mr Lester and all the increasing that sense of belonging so there are activities all throughout the out the throughout the district and it was a great uh great week with start with hello our teachers all throughout the district plan lessons for Patriots Day remembering 9 11 and the heroes that defined that

073day so I'm always proud to see that work going on and I know they're now actively uh planning Veterans Day work and assemblies all throughout the district I want to give compliments to our English language learner team and the um for hosting our multi-fan multilingual family night at Orange middle school so a lot of parents came in to get help with questions thank you to Mr Sexton and Technology team for the support there so we had a lot of people out there helping all of our multilingual families get better acclimated to our district um we did have our first staff professional development day so kudos to um Mr ditilio and um Mrs Crothers on the work they did to help our staff that as they explored and reflected on levels of Engagement and Mr Wright

074has started the professional development that work with our principals and our all of our administrators this week through our Legion meetings so you know again I give a lot of you know the work that Jeanette does reports on with the The Continuous Improvement in the academic test results a lot of that though is supported by the work of our professional development and the desire of our staff to continually get better and before as I close is usually with the important dates but I want to make sure that I take time to recognize my friend and colleague Mrs Hatfield it's been a wonderful uh six plus years working together obviously you've got a vast experience here in the district as an account an assistant Treasurer and we you know I strongly advocated for you because I

075believed in you as a Treasurer we were on you know you were part of the team that helped pass two successful Levy campaigns so we spent a lot of time together in 2019 and 20 working through that Levy campaign your office can't possibly win any um uh more Awards with regards to auditing and financial accounting and Reporting um and uh you know so but just also the work you did to help us lead through um the pandemic and and all of the work you did to advocate for school funding and all the work you did to advocate for Esser funding and things you've set us up for for a great future um I know you're probably most proud of your daughter and son who will be graduating here from Orange High School and and you

076know we're going to miss you and we wish you well at Otterbein I know we've spending to multiple hours every Monday with the leadership team and we've had a lot of laughs and a lot of a lot of passion that goes into the success of the district so thank you for for all that you've done for our district I'll I'll applaud that and welcome welcome Mr Jenkins welcome Kim as you can see you got big shoes to fill and I know you're gonna to to uh understand that high high standard and will do a great job so welcome um Monday 10 o'clock every Monday so coming up our important dates uh we have three homecoming alumni homecoming events so I'm really proud of the communication scene for what they've put together to to start this

077whole alumni um system here in our district so those are coming up we have uh on TNG uh and Berlin playing tomorrow at at Olentangy in Orange and then Berlin high school has one on September 30th Liberty will be in October and our next board meeting which is kind of off our cycle of the second Thursday we moved it up to the first Thursday October 6 to accommodate schedules so with that questions great all right thank you all right Miss Hatfield the treasures report please well first let me say thank you this has been a really emotional last day um very excited for the new opportunity at Otterbein I couldn't be more giddy about that but just thank you to everybody who's given me well wishes and flowers and cards and hugs and it's been

078a tremendous day um so thank you it's been a joy to work with Olentangy and develop all those friendships and help our students and our community grow I appreciate the honor so before I tear up and get too emotional I'm just going to Dive Right In uh we have a couple of things to update the employee Access Center has been launched we met that September first date and this is a portal where our staff can log in and see their pay information fill out forms for any changes they might have but it really keeps all of their data in one place for them which is going to be really helpful moving forward as I get used to it and start using that tool to their benefit we also have done work to bring in some

079voluntary insurance coverages these coverages will be available to staff at our next open enrollment period November 1st through the 14th they are at no cost to the board of education or to the community but really just help add some components for our staff to to participate in by using group rates and the size of Olentangy to negotiate that for them on their behalf MetLife will be the premier or the the provider of most of those coverages that you see with the exception of course of the identity theft Insurance which is ID watchdog so that is very similar to a product that most of us know out in the community as well as advertised on TV it's just a different brand but they will offer the opportunity for our staff to not only have their information

080programmed in for identity theft but as their families and students as well so it's a little bit more robust program for a cheaper cost so we're excited to bring those forward for staff so that is very similar so treasure action items in the place uh we have our August Financial packet ready for your approval we're still on Target and moving forward as our May forecast had predicted so no extreme changes there amended appropriations of course are are any changes excuse me any changes to budgets that we may need to make um for donations we have several that we would like to recognize this evening Pro per board policy I'm sorry I'm talking really fast um we bring forward donations for recognition over 500 or more so these are the donations that we have for you

081at this time of course we're always so very grateful for our athletic boosters student body ptos and individuals in the community who help support our district with financial donations or purchases but also to all of our volunteers who help with in-kind donations and or their time very helpful our students get a lot from that and we appreciate it and then the final item that we have is our insurance RFP results and recommendation so we performed an insurance RFP um a request for proposal and why we do this it's best practice in the finance world to really take a look at our major medical insurance carrier to ensure that we're getting the the most efficient cost or price for the district as well as the best service for our employees so it's twofold we want to

082make sure that what we're investing time and resources into is going to give them the most effective service the numbers that you see on this slide are the statistics that we pulled during the RFP process from the three medical carriers listed Medical Mutual is our incumbent carrier that's providing service now United Healthcare also bid as well as anthem we had um proposals come in to our insurance broker company we partner with Milestone benefits agency so they help us make sure that we are comparing Apples to Apples looking at the numbers appropriately and collecting all the data and helping us put together the top three so these three individual companies came and did presentations to kind of really help us better understand how they would um service our district and service the team the staff in

083their proposals through this process the presentation as well as the numbers that came forward lead us to a recommendation of moving to United Healthcare in addition to the savings or the estimated savings that you see before you of roughly 6.6 million a savings of about 15 percent we also have some other information and more extreme more data to share with you I'm not going to read through each of those bullet points um because there's a lot there but the highlights that I would like to share and make sure that the staff understand and the community understand is that UHC also brought forward an on-site engagement nurse that would help work with our partners at Mount Carmel to evolve and help grow the wellness program that we have with our staff we've currently launched our biometric

084screenings so those screenings are happening right now our staff can come in and have weight check height check glucose testing blood pressure checks they can get a flu shot all of those things to make sure that they're getting at least a precursory look at what their overall health is and encourage them to visit a PCP or a health practitioner on a regular basis so this engagement nurse would be an addition to that and help that program grow and enhance it throughout the district and then the advocate for me is a program that UHC sponsors that helps individuals as they call into really deep dive into what their benefits are how they apply and how to use their insurance to the best of their ability how to kind of as a help training tool for the

085staff on how to get the most information they can about their plan and use it to their advantage so with the UHC we are looking at insurance rates that would only increase by two percent we have the rate the monthly rates in total on the agenda this is not this is not reflective of the board and employee split this is the the full cost per month and what's exciting about this is a two percent after we're coming out of the pandemic I'm really excited to share that you know through Employee Engagement and education processes we've been able to keep our insurance rate under in single digit increases since we've been self-insured but this two percent after such an incredible change in our environment is fantastic um and then finally for our action items we're also

086asking to renew our agreement with Milestone Insurance uh Milestone benefits agency excuse me um we have been working with Milestone since 2016. they have been a tremendous help to our department as we administer the health care plans answering questions talking with staff really being a third part of our Treasury Department to make sure that we're administering that correctly and that the staff know they have an advocate on their side it's very difficult at times when they have questions about their insurance to talk to their employer directly about specifics of their own health um so it's great that they have an advocate with Milestone benefits agency where they can get into that Phi or that personal health information and know that they've got someone to work with I think that partnership with the advocate for me

087program and the continuation of the Milestone benefits agency partnership will really help our staff feel that they can use their benefits to the fullest the cost that they brought forward in that agreement is no increase from our last three-year agreement so it's still at fifty four thousand dollars annually there was a ton of information all at once are there questions that I can answer do we have um for our I mean changing providers even if it's not a plan change is super stressful um is there folks that we have in Olentangy that can help with questions before they would call um the new provider yes so typically what we've done in the past for open enrollment um time frame is probably mid to late October our department will hold open houses and we'll bring in

088all of the insurance carriers and really let staff take advantage of asking specific questions but I believe also that we are going to work through doing more one-on-one and staff direct conversations about the transition because we understand there's going to be some anxiety about you know my current providers X how do I find out if it's the same um and this happens in January yes so this would be effective January 1 2023 correct um we hold our open enrollment in November because we pay as employees we're paying for those premiums a month in advance so for example if we're paying for deductions in September that's for the following month's coverage so by holding it in October and collecting any changes in November we can get those processed December so that January 1 our staff are

089good to go with their enrollment and their connectivity to the provider okay all right all right thank you very much thank you [Applause] I'll give you a minute to get settled but we're now moving on to public participation um yes please we have two public participation um slips if you will I will call the first person forward as you come forward please join us at the podium and state your name and address for the record and then you will have three minutes please my first participant is Miss Janine King please Janine can you hear me yes thank you usually I think I speak louder um Janine King 4584 Grayson Drive Powell Ohio Mr Rafe board thank you for giving me the opportunity to speak tonight last week we heard about the seriousness of the Mental

090Health crisis in our district as you know this issue is very close to my heart as I have a personal connection to it the numbers presented were shocking to say the least to think that 20 percent of our kids aged 12 to 17 have seriously considered suicide that is equal to the population of an entire High School and these stats are from 2019. what I'd like to know is why our district isn't sharing this information far and wide like it does test scores all I have seen following that meeting is test scores I have posted your stats to my social media page and within 24 hours I had four parents reach out who have kids in the district saying they were thankful to know this because they were going to pay attention to their kids

091more and have a conversation with them for two years you have told me certain parents quote want you to raise their kids for them end quote great let's talk about this do you teach or did you teach your own kids that they are solely defined by their gender sexuality or skin color did you hand them hyper sexualized content or information about how their skin color makes them inherently racist did you provide books that showed them cutting and talked about at length about suicide I sure as heck hope you did not so why are we doing this as a district I have a message for every kid in this District you are more than your gender your skin color your sexuality you are so much more you are beautiful amazing loved and wanted you have gifts

092no one else in this world has and they are valuable you are brave and courageous and smart and funny and you can do literally anything you set your heart to I have a message for all parents too do not let this District raise your kids they are your responsibility no one can love them like you no one can support them like you no one can be there at the lows in the highs like you and guess what your kids want you more than any teacher or administrator I have a message for the district get rid of workbooks Flags signs that don't speak deep truths into our kids hearts and replace them with beautiful images of encouragement hope love joy and supporting words give these kids a place of Refuge not division giving them the opportunity

093to see beyond their current situation there will always be bullies in lines of demarcation don't help that the good old positive thoughts and images do I work for a camp and we have and for anybody in the room that is not religious I'm not referring to this as a religious thing we have 70 full-time missionaries and those missionaries if you can just give me one sec if those missionaries are young adult who are joy-filled and there are people doing Mission all over the world for different reasons that's what we need we need young adults to come into the schools maybe during lunch time and speak truth into these kids find the outliers Mr O'Brien had kind of given me a head knot I did you can finish thank you but what I have seen through

094those young adults interacting with kids who have anxiety and depression and hopelessness and sadness in their lives and feel like they have no way out those kids are met with kids with other young adults who they can look up to and who can give them encouragement and who can speak life into them and speak truths about who they are which is good and wonderful and loved thank you okay Mr Drew grodowski did I pronounce that correctly yeah awesome getting better of course last one I'm Drew gradowski 4484 Baker Road um I'm here this evening because last week's meeting we heard the politically driven rhetoric full concern over literature that tart that was whose target audience was solely that of the LGBT community um I would be remiss if I didn't take the opportunity to speak

095for the lgbtq plus students staff and Families as a gay father of three boys in the school system um I'm going to set an example for my sons by defending our family and those underrepresented in the community because in our household we stand for what's right and good my husband and I are aren't intimidated by the loudest and most hateful voices in the room being that we both grew up in rural Ohio we're immune at this point and it fought too hard for the life that we've created to hear these people describe books with lgbtq themes as pornographic deviant smut I sorry and so on reminds us of the small towns and equally small-minded populations that inhabited them that we came from it brought back the same shame and embarrassment thankfully that was short-lived and

096quickly turned into motivation I thought of the lgbtq staff families and especially the students that have had to endure the hate ramblings of the opponents of these materials I'm here because I don't want a single lgbtq kid to think that they are alone and that no one is brave enough to defend them assuming some may not realize or care that these books may be the only exposure to lgbtq theme characters or stories that may be vital for these kids they provide connection or an example of a life that they may not otherwise have if these students don't have supported home or feel that they don't have support within the community they can be plagued by an overwhelming feeling of hopelessness bullying at school often isn't reported unless witnessed by a sympathetic peer or staff these
