evening it is uh Thursday July 7th at 6 30 p.m this is the Olentangy School Board uh Board of Education it's a regular meeting so I'm going to call the meeting to order this Hatfield will you please call the roll Dr dabaco present Mr Lester president Mr O'Brien here Dr Wallach here and Dr Weiss here thank you could you please stand and join me in the Pledge of Allegiance thank you one nation under God indivisible with liberty and justice for all right so we have the agenda as well as the addendum to the agenda which is just some additional hiring and human resource items so I'll entertain a motion to approve the agenda and addendum as written some of the second please second any discussion on the agenda my only discussion on the agenda is

we do have two executive sessions one at the beginning of the meeting which was brief and what kind of committee go out as quickly as you can and we will have a second um executive session at the end of the meeting so which could take longer so with that I'll uh ask Miss Hatfield the police uh take the wrong call the role Mr Lester yes Dr Weiss yes Dr dabaco yes Dr Wallach yes and Mr O'Brien yes thank you all right so the board president's report um so I'm gonna um defer a good portion of my time for the book president report to Mr Lester uh he and I have had some conversations about the ad hoc committee that we'd like to create and I want to give Mr Lester the opportunity to describe what

that is knowing that I fully support it and uh I believe the board of fully support it so with that Mr celestra please go ahead yeah thank you so much president O'Brien student mental health and well-being are some of the most important foundational building blocks of everything that we do in ontangie schools and it's essential in our mission to facilitate maximum learning for every student um if we fail to meet these needs it can significantly limit students ability to learn to grow and Thrive and it can lead to crisis situations as well for these reasons we in the district provide extensive supports for students in education and other services in line with this Mission and our goal of supporting the whole child mental health though is a very difficult subject to Broach it's something that

stigmatized it's something that students can be hesitant to talk about or concerned to bring up with others for a wide variety of reasons it's also something that people may not fully understand what options are available to them figuring out how best to discuss these issues finding ways for school officials and parents and students to partner effectively and ensuring that all of our services are being provided is an incredibly difficult task we have spent a lot of time in the district in doing this we have a lot of really dedicated people that are focused on doing this but it is incredibly difficult given the importance of this issue to the Olentangy community and the challenging nature of this work and the necessity of getting it right I've proposed that the board created an ad hoc committee

on student mental health and well-being in accordance with the terms purposing goals and some of the membership rules that I'll lay out here in a second under the board policy zero one five five we have the ability to create ad hoc committees that allow us to study issues to make recommendations to the board and so that's the spirit of what I'm suggesting here what I'm proposing is that the ad hoc committee will be formed before the beginning of this upcoming school year um and she'll meet at least eight times during the Academic Year sometimes with you know December can be a little tough and we really look basically monthly to have this committee meet um and after that point um the board will look at it more fully and determine whether this is something that

should continuous a going concern Beyond this or whether it should be an individual year matter in terms of our purpose and our goals what we really want to be able to do is draw upon the expertise and perspectives of the community including those of current Olentangy students um the ad hoc committee would be responsible for reviewing everything that the district already does to support mental health and well-being and for making recommendations for new and enhanced steps that we can do to meet student needs we're going to ask the the ad hoc committee to make reports throughout the year there's no sense in Waiting if there's something important that we can find that we can do better but ultimately to make a final report at the end of the year so that we can consider all

that and work with District leadership looking to have that no later than July of 2023. uh in particular we'd like the committee to review services that we provide evaluate how effectively these work and consider the challenges associated with that along with best practices from other districts thereafter we can make recommendations regarding additional Services New or different resources and any other actions that can support our goals typically the board committees that we have are made up of community members and District officials and I want to approach this a little bit differently recognizing the mission and the importance of what we're doing here so what we're suggesting is that that there'll be two board members as we typically do with board committees but we also have the chief academic officer Dr fetty our director of student wellness

our supervisor of student well-being some staff Representatives that we want to work with current staff on community members who have either experience in or some demonstrated interest in these areas and four current high school students one from each of the high schools who can bring their perspective and the perspective of their peers to help us see how this is actually working it's essential to us that we listen to the students and see what is most important to them what can be most helpful for them so that's the proposal I'd like to put forward and just have that for consideration okay any discussion comments on what my Celeste would like to move forward just to thank you to Mr Lester for leaving this effort barely a day goes by when we don't think about these issues

so thank you that we will we will support the the creation of the ad hoc committee Mr Lester indicated we'll give it a year see how it goes um we'll probably come back at our next meeting and talk about who's going to be on that committee and then get to work get the work going that's great thank you all right thank you for that anything else for the board president report in terms of committee updates or anything like he's been really quiet yeah okay all right so with that uh we'll move on to our first presentation item and this is the recognition of Olentangy students for academic extracurricular activities and achievement I will turn it over to Dr Lakeisha Wiseman [Music] I did see a couple on there like they might be our first volunteers

do and what you are able to accomplish and um these kind of events while it may seem to your parents it's very significant to you it may seem insignificant just getting a picture coming from somebody who never got invited to a ceremony like this for a picture like this for an accomplishment like all of you have achieved it's amazing and it just makes us all so proud for what we uh all do in our school district so thank you for sharing the evening with us so with that said you're all welcome to say that we understand if you choose you won't Okay so change your way to High School athletic director Miss Mason Robinson who was an outstanding softball player at Orange in her own right as well as in college and then Mr Joe

Reed from the softball boosters and uh sorry Mr Robinson is now head coach um where's yours good evening and thank you for having us tonight I'm Brett deal the athletic director at Olentangy Orange High School I'm here with Mason Robinson who is our head softball coach Joe Reed who is the parent representative to the boosters for softball and Mr Mike Robinson who's one of the assistant coaches for our softball program tonight we're here to ask you for your approval to solve turf at Orange High School softball field and at this time I'm going to pass it over to our head coach Mason Robinson hi I'm Mason Robinson I am a graduate of olentang orange now a teacher in the district and the Orange High School Varsity softball coach so like Brett out there said that

we're here to ask for final approval to install Turf on our Varsity softball field so this is our current softball field right here and then a picture of our team that was a district runner-up this year and so this initiative really started last fall the past four years we're going on our fifth year we've really jumped in and started rebuilding the culture and building a team that's excited to be a part of pioneer softball so it really started with the girls in the program and we've gotten to start reaching out to the youth and really establishing that we are a team to compete with and so that was an exciting time for orange softball but this started last fall just with a lot of excitement around Turf and turfing Fields whether it's baseball and softball

around the state and around the country so I went to a softball board meeting and and we kind of just got the ball rolling and talked to our athletic director and what what can we do to do this so we started fundraising little about it by a little bit and putting together a team that wanted to really go for Turf so um to benefit for orange softball turf would really allow us to connect to our youth right now we have one softball field at our high school and so we use our high school in our Middle School field but being able to use Turf and really get our youth in into the program and and bought in it also allows us with tournament hosting more opportunities to promote orange softball and an increase practice and

game opportunities obviously when it's raining and it's a dirt field there's puddles and we have to cancel a lot of games but the teams in our area that have turf they're able to bring away games home and play more games throughout the season this past spring we actually had 10 rain outs which if we had had Turf we would have had one so it really allows us in that short season to be able to play on our field it also lets us to increase practice time in the fall and winter just as it starts to get cool and rainy that we're able to go outside and it allows us to have more home games have our fans out and really just see our facilities [Music] this is just a slide that shows our fundraising that

we have in our projected income through those fundraisers I think we have about 40 000 there just through yearly and that's you know that top dollar so it shows that we are able to support ourselves um having a turf field our annual expenses average around 10 000 depending on uniforms and spring break trips and different things that we might do but about 10 000 is the average yearly we got a few quotes throughout the last few years just with Turf and and what we could do and afford and looking for the best options to be able to Turk our field and so the it became quickly Levan's Excavating which is the company that put in Orange baseball's Turf and then is also putting in Liberty softball turf this fall so they're familiar with Olentangy and

how we work and our our fields and so we're actually going to if it's approved we'll be the next on the list after Liberty softball so that's one way that we were able to keep the price down with our quote is that they're going to do both of Liberty softballs and then they would move directly to Orange softball foreign [Music] to help with our financing we partnered with orange baseball club it was modeled a lot after how Liberty softball and thunder kind of came together to make their agreement and so us an orange baseball club really got together and thought how can we do this so it's benefit benefiting the Youth of orange and also our high school team so this just shows our financing that we were able to show with them and that

partnership and then for the rest of it um which we went through our school boosters and then facilities but we are taking out a loan and have been approved for 105 000 for five years and because they are a credit union that their new headquarters are going to be empowered they were able to give us a five percent interest rate and they were really excited to work with us is there any questions any questions how does this compare I'm trying to think back in my memory when the Liberty folks presented their financing I see that it's unsecured so the district's not on the hook for this correct that's correct how does a rep how does the rest of this line up the length of the all the other details the link interest rate okay so

the length of the loan would be five years um they get approximate payment per month is two thousand dollars so they have forty five thousand dollars worth putting down on it so the 105 000 loan so the boosters will be responsible for the two thousand dollars a month which is done through their fundraising and also the commitment through the Youth Organization for um the turf so it's an unsecured loan yes however they could always fall back on our general booster says something was to happen and and pull the debt from them so in our annual booster revenue is probably between 250 and 350 000 between all sports now that'd be taken away from other sports which we they don't want to do but of course the money is there in case something ever would happen

again so the reason I asked that is because I'm concerned about the district obviously the financial Library which we have zero so that's yes that's great it should fall back on all intention perfect and this basically follows the bottle between the football fields the baseball diamonds it's kind of the template from which we have I think established a very strong track record of being able to raise the monies satisfy the debt and put the fields in place so I think it's it's been a very successful model and I think this is you know very worthwhile project and then one other thing I wanted to point out too um on that previously about the financials that one so after tour supposed to last about 10 to 12 years on average um so after year 10 because

they the Youth Organization will still be contributing funds to it there should be 75 000 and the softball booster Turf replacement account which should cover the cost of it but also you can see there's some excess Reserve because like we know everything else is going up so they should have more than enough for the turf replacement because that will be a portion of it automatically will go to replace that Turf because they're again responsible once it goes out for it to be replaced yeah so there's no there's technically no board action tonight the board action comes when we accept the donation after the complete Fields completed but this is just kind of an informational session to give their blessing to go forward any other questions or comments thank you for helping sponsor um turfing the

diamonds that's great for the students I'm excited for them thank you and we've got to put out a plug for Bundt Cakes because there's a lot that need to be sold so all right thank you very much thank you thank you [Music] all right we are now done with our presentation items we'll move on to the superintendent's report [Music] just another crazy example I think I met Mason which you maybe in ninth grade 10th grade your parents sat next to your grandma for many a basketball game with my daughter and just it's just amazing how you know life happens to us in education so um all right so as always I'll start with some living the mission slides um or a couple of our our performance bands uh orange and Berlin we're out and about

over the season Fourth of July parades Sunbury and Delaware um did a great job it just you know great to see them out it's kind of this is this is one of those signs of the turnover as we finished last year and start heading into next year I'm not sure if this is the event of the last event of 22 or the first event of 22-23 but thank you to the orange and Berlin bands for being out uh on the fourth of July parades in Sunbury and Delaware on Monday um I'd like to extend congratulations to Oak Creek first grade teacher Alyssa Mosley she was voted teacher of the year for Delaware County from kids linked she was nominated by a parent Shilpa magar uh nominated Mrs Mosley and um she received her awards at

the end of the year from some of her students and Mr Wright and I would be smiling with pride as Alyssa is one of our former OHS students he's doing a great job over at Oak Creek Elementary School so congratulations to Alyssa give some shout out to our English language Learners a summer tutoring for kindergarten through fifth grade students that program has been taking place at Oak Creek Elementary School this year and is funded through federal grants programs to provide support for our English language Learners and our families and you know the the buildings continue to be highly active with students um all throughout the summer our preschool is doing a great job you know the basis of our preschool program is a learn through play program and they're doing that through the summer they're

engaged in sensory tables and blocks and puzzles and gross motor activities so that program really does a great job with our special needs students and learning throughout the summer I want to give mention to Liberty High School an incoming freshman William William William W he spent the past few years forming a Powell youth Council so he is it's a student governing body so there are 15 students who are passionate about improving how and so he's now in going through the process of interviewing applicants to serve on his youth Council so just like we're going to try to do with our Mental Health Board um William's doing that in the city of Powell some action items to highlight we have Terry Caton who's getting Therese Caton who's getting rehired she's a administrator who's getting re-employed at

Liberty Tree Elementary School she's been a long time um principle for us and done a great job and is recently retired and we are this is the final step in the process to rehire a previously retired employee we have two administrative Employments on the I'm sorry three administrative Employments on the on the agenda Dr barens who's here with us hi Dr Barons we are changing Dr Barron's Tire to now from assistant director to the director of student well-being much in line with Dr David I'm sorry Dr it's Mr Lester's um uh interest in in our student well-being uh committee that we just talked about but we're creating the the department of student well-being and Dr uh Behrens is going to lead that department um and we're very very proud to have her do that over

the last uh five or six years she has certainly grown and led that department well it's been in our long-term planning all throughout the last five or six years to continue to grow that important department to support our student well-being so she is on this agenda David Hayward who is here with us David congratulations welcome he's coming to us from Pickerington Schools and Lakewood schools he's been with both of those districts to work as a supervisor for instructional technology and paulus who was a intervention specialist with us and here she's going to be a new assistant principal at ontangie High School um we have on here declare transportation is Impractical as this is something we go through every year um there are quite a few students on on the agenda um the simple matter is

is we declare Transportation impractical as there's not enough students or the the the school they're transporting them to is outside of a 30-minute boundary in the past the we were required to pay per student about 250 dollars recently the state legislator passed a bill House Bill 120 that raised that to 538 dollars so it's a significant increase we were the previous years we budgeted about sixty thousand dollars for it now we're budgeting upwards of a hundred and eighty thousand dollars and it's per child uh so you know it is something that obviously um you know we we have to do because it's legislatively mandated it's one of those unfunded mandates that comes across our desk sometimes I wish the legislators would do more to give us more funding but instead in this example they're taking

funding away from us um you know I'm I'm not this is one of those things where uh if the students stayed with us it would cost us twelve thousand dollars to educate them so at 538 dollars it's it's okay but um I think it's one of those things we have to be mindful of because if that continues to go in that direction it doesn't help us financially as a district next thing on the agenda is a action item is our agreement with Delaware County Sheriff's Office for our school resource officers we have a four school resource officers who are assigned full-time to our high schools and this is a three-year agreement we have um another three resource officers assigned to our middle schools and elementary schools when we on August 11th director schwasi will be

here with Sheriff Martin to talk about her Safety and Security planning and we're talking about how we can continue to add resource officers as we continue to grow as a district and other Safety and Security measures that we want to look at to improve our overall Safety and Security efforts across the district a couple other items the multiple quotes from A1 leveling got a lot of concrete just like we have a lot of asphalt a lot of concrete in the district and it wears out over time it's interesting that Liberty Middle Olentangy High School Allen Creek Elementary and Wyandotte run are for our oldest buildings need the most work and so they're all getting some concrete leveling and then we have a annual purchase with PowerSchool for multiple School support software programs um throughout the

district and then lastly we have some important dates coming up we've got a about a month but 204 our next board meeting uh finally before I close I want to make um make a comment um we've dealt with this issue a lot throughout this school year and and I really feel compelled to um to talk about this tonight there's going to be a story or a an article coming out with the dispatch [Music] um because a reporter for the dispatch decided that it was pertinent to write a story about an issue that came to light over a year ago April 2021 which I'm not sure is responsible journalism but we'll leave that for another discussion but over the past several weeks we've received media requests related to a memo that was sent to All principals

in April of 2020-21 by our then assistant director of equity inclusion Michaela Thomas the email which contained guidelines to help when speaking to parents about transgender students was in response to an executive order by President Biden in January and March of 2021 directing that sex must be interpreted as inclusive of gender identity and sexual orientation and that educational environments must be free from discrimination on the basis of sex including sexual orientation or gender identity a failure to comply with the law could result in lawsuits and the loss of federal funding [Music] again the point of this guidance was to help our administrators in principal answer questions talk to parents and answer questions related to this topic guidance the fact that transgender students are protected under Title IX and it's been established by the courts and

through executive orders epic little schools an example out of Ohio is Jane Doe versus Highland local where the Court held at Highland local school district was required to allow transgender student to use the restroom of the gender which within which they Identify some people in our district have questioned the fact that guidelines were issued in secret and not brought forth for a vote to be clear Board of Education policy and administrative guidelines are approved by the Board of Education in public meeting after two readings of said information the administrative guidelines are cataloged with a number that corresponds to policy what was sent while termed guidelines was guidance for parent conversations Additionally the U.S Department of Education press release regarding some information was also included our goal has been and remains in which we strive to

work together with parents students and staff to address any issue a student has in order to facilitate maximum learning for every student so in summary a public school district as a public school district we are required to follow federal civil rights laws such as Title IX obligations the district is committing to meet is committed to meeting its obligation under law and maintaining an educational environment that is free of all forms of unlawful harassment so you know again we've had a lot of public participation on this topic it just seems to be an ongoing issue the media continues to try to whip it up to create controversy in our district that doesn't have to exist all we're trying to do is to promote a culture of inclusive excellence and follow the law because the last thing

we want to do is be in litigation over this and spend public tax dollars upwards of millions of dollars to defend a position we don't support so with that I'll take any questions on my report thank you for your clarification on that issue Mr Rigby just one question if we can go a slide backwards about our our building sros you mentioned that it can increase as we build more buildings I'm interested in what it would look like conceptually um do the possibilities exist to add more to the buildings we already have for example if we determine that it would be important to add them to all middle schools that's something we could explore with this year in the county yeah so we're very very fortunate that I I say this every time anytime I talk

about Sheriff Russ Martin at the podium I say we're very blessed to have the best sheriffs in in the country working with us and giving us guidance on our Safety and Security protocols we're very fortunate that we uh created a position is for a director of safety security and preparedness somebody who's a trained law enforcement professional who can work um with us to to do our again I always say all the time director swazi's main role his most important job is the preparedness how are we prepared to respond uh in the event of some emergency so we're in discussions with the sheriff's office we're blessed that the sheriff supports this as we continue to try to add sros because the sheriff the county picks up half the salary and benefits of those school resource officers

so now obviously it's a big number for us um I think the numbers about eight 796.79 almost 500. yeah on this agenda so um that means the County's picking up the other half of that um as as director swazi is in and I talked today actually on this topic you know he's going to come with us for looking at a staffing plan and resource officers at the high school middle schools may be you know that that could be uh the better a better alternative there are other possible Alternatives that we've looked at maybe retired uh law enforcement officers are retired military at the uh Elementary levels that could be more cost effective uh options as we continue to look at that moving forward again I'm comfortable with trained law enforcement professionals being armed in our

buildings I'm not comfortable with 24 hours of training for staff to be armed in our buildings so you know director schwazzi is working on that plan as we go to you know move forward uh with that Safety and Security presentation here in the future thank you [Music] and again it all goes that that piece of it is very important but the mental health piece of it is also equally important we have to be attacking this from both fronts yeah yeah and my comment I was talking to someone today about it and I said yes yes yes um it's in my mind it's not one or the other it's both yeah yeah so welcome Dr Wallach your first meeting and uh our local 222 people are here congratulations nice to see you out tonight anybody anybody

else here tonight thank you thank you Mr Ray let's have field treasure report what do you think [Music] so welcome and thank you for those that stayed we appreciate it um just a few General items to discuss this evening one of which is the close of fiscal year 2022. we have officially closed the books for the fiscal year and we'll have reports available in August we have touched a little bit on some of the variances that we might be expecting we will be able to go into further depth as those reports are finalized um and also we have just one action item for you this evening donations for more orange athletic boosters that were just up here to discuss some of the softball turfing options but they have quite a generous donation to be combined

with baseball infield hitting facility storage sheds softball back stops and the like so we are very appreciative of course to our orange athletic boosters and an additional donation for a supplementary lacrosse coach um so that is what I have for you this evening very brief but are there any questions I can answer for you all right if you don't mind I'll I'll stay at the potem to Podium to announce that there is no public participation um this evening so we do not have to take a call roll call for that and I believe the next item on the agenda is executive session if you don't mind I can take that roll call from him okay so with that I'll entertain a motion to go to an executive session pursue it to the higher revised code

.22 for the purpose of reviewing negotiations of public employees and consider the compensation of public employees have motion please some movement okay second second any discussion about going into executive session all right seeing none please call the roll Mr Lester yes Dr Weiss yes Dr dabberko yes Dr Wallach yes and Mr O'Brien yes thank you so we will uh we will return and we will take action on the remaining action items and then finish the meeting so we'll try to be [Music] thank you [Music] I'm sorry [Music] um thank you yeah um that's awesome and you know if you go right underneath here [Music] thank you [Music] foreign to approve the collective bargaining agreement with the OPC local 222 for the period of July 1st 2022 through July 30th 2025. June 30th motion please sorry
