all right good evening today is thursday march 26th it is 6 30 p.m this is the only tangy board of education this is a regular meeting i'll call the meeting to order ms hatfield please call the roll dr dabraco present mr lester here mr o'brien here mrs patrick here and dr weiss here thank you please stand and join me in the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all charger all right so with that i will move on to the approval of the agenda could i have a motion to approve the agenda as written we have no amendments second please second second okay i don't think any discussion on
the agenda all right seeing none please call the roll dr weiss yes dr dabrico yes mr lester yes mrs patrick yes and mr o'brien yes thank you all right so we'll jump right into the uh board president's report and uh before we well let me let's let's do this i think uh mr debra kelly do you want to go first or yes let me can someone help with this slide yes yes i'm max perfect hey so uh president o'brien i'm very uh thankful to report that um progress on the fair funding summit that olintange will be hosting on june 7th is going splendidly i always forget to thank people so i want to thank um mrs davis mr rafe so many folks miss hatfield of course so many folks that have worked hard to make
this happen important speakers will be celebrating the success of fair funding former congressman t berry will lead us off and talk about the importance of schools in our community former state representative carfanya will give us kind of a last decade of fair funding history and then of course legendary cup and patterson will be there as well to talk about where we go from here that'll be the morning the afternoon we'll split up into focus groups and kind of brainstorm work through strategies identify common goals so that we can move forward to implement fair funding in our state no school district has as much on the line as olin tangi does so that makes us a natural leader in this effort if anybody is interested in attending we have some room for folks in the community
if they're interested in being there that's okay june 7th 9 a.m to 4 p.m just so excited districts across the state that are similarly situated like we are with historical low funding from the state will be attending board presidents some board members treasurer superintendents and then state legislators invited as well did i do a good job perfect thank you all right so with that ms patrick i think you have some things you want to talk about i do thank you um i would like to share with the community that i am resigning from the olympia board of education effective june 9. my husband and i have found our dream home and although it is close it is not within the olentangy school district boundaries which precludes me from completing my term in office and on
that note i have a few personal comments and i'm speaking personally on my own behalf and not of the board first i can honestly say that it has been a true honor and privilege to serve alongside kevin o'brien lakeisha wise kevin dubraco brandon lester and my former board members julie wagner feasel dave king and roger bartz i consider all of my fellow board members past and present to be excellent mentors and role models it's been a true pleasure to work with you all let me also express my sincere gratitude to members of our leadership team in the administration you are the hardest working people that i know and everything you do is always in the best interest of our students i can honestly look into a community member's eyes and tell them with unwavering unwavering
how much you care how much you deeply care you can't always do what is the best for each individual student but you always do what is best for the whole i watch you carry the weight of redistricting levees and the pandemic on your shoulders always reassuring the staff in the community that we are one olympia you've made hard decisions and you've never stopped analyzing those decisions you set your personal feelings aside and never strayed from the task at hand you are why olin tangi is a great school district and i know how hard your jobs have been you are my heroes to our staff you amaze me the most of all this has been the year of the great resignation yet you're still here fatigued and frustrated you still act in the best interest of
your students there is no doubt in my mind that you pursued a degree in teaching without the intent of converting a student's religion their political beliefs their sexual orientation or their gender identity you teach to make a difference and you prepare a student for their future you support our students and thank you for making teaching your career i personally feel that it is one of the most important jobs to society that brings me to the last topic of scrutiny which is social and emotional learning and diversity equity and inclusion i would like to share what that topic means to me personally this is my son mason mason graduated last sunday from liberty high school so what does this have to do with social and emotional learning or diversity equity inclusion since mason is a white
heterosexual male with athletic abilities mason is dyslexic mason has does calcula he struggles with working memory and has adhd mason is not your typical learner he goes to school in a place that it has an abundant amount of gifted learners what mason does have he has two supportive parents that are educated with great health insurance he lives in a nice home he has plenty of food to eat and we can meet all of his needs despite all this it has been a rocky path especially before he understood that he learned differently he talked of killing himself and wish that he had never been born he tried to jump from my moving car on the way to tutoring sessions he had he spent more time having tantrums about his homework than it would have actually taken
to complete his homework he has been called stupid he has been called and slow by his peers and with all the resources my husband and i have what we could not buy we could not buy what olin tangi has done for our son and i would like to share the card that my son wrote to his intervention aide on the day of graduation mr kyger i wanted to say thank you for everything you've done for me i can't imagine the last four years without you you when i gave up you didn't you pushed me and you believed in me and you are more than just a teacher i consider you a friend and a father figure i have heard mr rafe and our other administrators say kids don't know how much you know until they
know how much you care mr kyger is only one example of that statement i also need to throw in emily chris abby buckerfield molly rogers sandy buck deborah haig back it takes a village and these people knew that they couldn't teach the task at hand until they dealt with our son's anxiety frustration and fear that is what social and emotional learning is that made my child feel safe he knew that individuals cared about him and that he could confide in them all that being said neither of my children loved every single one of their teachers or shared the same views and opinions and that's okay because they aren't going to love all their college professors or every one of their bosses roommates or co-workers learning how to get along with people you differ from is
a tool that you will use for the rest of your life a tool you have to have to keep your job a spouse or a friend this prepared my children for their next steps and we welcomed healthy debate at our home we analyzed various perspectives and why people have different opinions and positions that is real life beyond olin tangi so from the bottom of my heart to all my children's administrators teachers aides bus drivers and building staff i want to thank them i was too afraid to walk into the buckeye room on sunday at graduation because i didn't think i would be able to see all of them with my gratitude and get through the ceremony we owe you the world and we appreciate everything you've done for our children and the students of olin
tangi i'd also like to thank the community i realized that there are countless community members that are incredibly supportive and they value the qualities our district has and they want to ensure its continued success it was a pleasure to serve you and my final comments will be to those that threatened bullied and insulted me my fellow board members our administrators and our superintendent i got involved in education because i have a genuine passion for the science of reading and reading is the core of what we do and i feel it's a civil right our approach to literacy in this country has not been driven by science it was broken and needed to be fixed and we are only beginning to evolve so i understand the need for advocacy more than most i've always advocated with
fact as opposed to speculation and mistruths i chose to respect as repo as opposed to disrespect and always used to diplomacy i believe in public education i think we have an incredible relationship with our associations i never felt as some have said bullied into any decisions and i think that our association should serve as a role models to all other districts i believe an educated society is a gay at the gateway to great society and there is not a better investment than our children what i don't understand in today's tactics is the misuse of social media respect and common courtesy aren't common anymore in bullying on social media is still bullying to this group of individuals it was not a pleasure to serve you and the focus of meaningful work became the focus on national
policies and politics and that kept me from doing what i'm passionate about advocating for literacy thankfully now i will have time to get back to what to why i got involved in education in the first place and advocate for struggling readers across ohio and beyond i will miss serving along my along with my fellow board members and district leadership it gives me hope to see good people doing great work i will forever be grateful for the education my children have received the amazing people i've met along the way and the wonderful community that has been our home for the past 14 years thank you [Applause] all right thank you mrs patrick i a little amazed you got through that without any kind of pause so good for you congrats that's good um so thank you
so i'll just take a minute i will have a chance to say goodbye at some point but um you know i want to thank mindy for her her years of service on the board her contribution to our success um you never were afraid to take on the challenge you were never afraid to work with the other board members but it was important as we're all and we've said this a ton of times we find ways to disagree without being disagreeable which is important and so i appreciate that and i thank you for that so what's what's next how do we how do we move from here um let's go to the next slide so um with with mindy's recent announcement or recent as in like a second ago i want to walk the board walk
the community through the process fulfilling a vacancy on the board of education so first we kind of list out what are the reasons that a vacancy occurs and there's a list of those obviously that we put on the screen what's important to note is for mindy or ms patrick is a voluntary resignation which allows her to set an effective date and what you heard her say in her remarks is her effective date will be june 9th okay so that's it's a it's an important thing to note as we get into kind of the next slide because the effective date then triggers all of the timing okay and so on timing the statutes require the board to act to fill the vacancy at its next regular or special meeting which has to be at least 10
days from the effective date but no more than 30. if you think about this a 10-day window where we can't act and then after that there's a 30-day window where we have to act okay and so it's also important to note that there is there are no procedural requirements other than the time deadline in the statutes on how to fill a board seat that's something that the board can determine uh at kind of our um i won't say our leisure but certainly at our uh discretion and you know for this board and that we based uh primarily on past practice now the last time we did this was 2014 with uh roger bartz in i think there was one before 2009 and then six and then dave right okay so we we've probably done this
three or four times okay so we've got kind of a a pattern of behavior that we're going to kind of mirror in this process and at the end of the day the the four remaining board members it requires a majority of the four to select the new member okay so we go to the next slide so what are we articulating here in terms of a process so today march 26th ms patrick announced her resignation effective again june 9th so what we will do is we will put out on the school board of the district web page an online application it's a couple pages that people can fill out and will have that application process open from about may 28th ish to june 7th will require an application as well as a cover letter to kind
of give the applicants an opportunity to express why they want to be a board member what they want to bring to the board etc and there'll be some background information required in the application process again the same application we've used in 2014 and 2010 and 2009 then the board has a regularly scheduled meeting on june 9th at that meeting we will take the pool of applicants we'll go to executive session we'll then take those applicants and narrow it down to a set of folks that we would then invite in for finalist interviews those interviews would take place between june 10th and june 19th again we'll take that when i talked about is we have a 10-day window where we can't do anything that'll be the application window and then between 10 and then the 30-day
window thereafter that's our 20-day window thereafter we will schedule a special meeting again based upon the number of applicants our availability their availability will coordinate set a date announce it posted etc to bring those folks in any room in executive session and then have the opportunity to deliberate as a board and then come back june 23rd and vote on a new member to the board of education so it's kind of a lot any questions from the board members on the process okay can i i respectfully request mrs patrick to reread her um announcement since her husband and daughter just showed up oh there she can reread them if she wants all right just check it because i thank them for sharing her with us well i'll just summarize it further for them it was very
well done well articulated thoughtful set of remarks so very much echoes in his illustrative of her time on the board so with that we are done with the president's report and we can move on to the first discussion item i'm sorry presentation item it's the uh berlin middle school redistricting update miss davis and mr ray well let me let me pause for a minute i'm sorry i kind of jumped ahead any other board members don't have any comments for miss patrick or are you going to be here tonight we can talk about that yes so anyone probably not if it's effective around that okay okay so with that we will we'll uh grab some time on the 9th to have some comments okay great mrs patrick thank you for your comments they were they were
lovely um now we're going to talk about uh redistricting as you know we are moving forward with berlin middle school which will open in not this august 2022 but august 2023 and so i will kick us off talking about the redistricting guideline guidelines resolution that the board has this resolution has been in place for a number of years and is something that the board has affirmed periodically as we move into the redistricting process so that we you give guidance to the superintendents committee which is the attendance boundary committee boundaries committee that will be talking about the process of redistricting so these bullet points and the next slide as well talks about all of the factors that the committee should consider when go when embarking on this process and so i am not going to read
these bullets but i would mr wright and i would really like to know if this is something that you would like to in the future um at the next meeting revisit update etc but i would like to call your attention to the last bullet of alignment of elementary middle and high school attendance areas as we begin to work on this process for the berlin middle school attendance areas we also will begin to look at elementary 17 attendance areas because we want to be [Music] making sure that the attendance boundaries are aligned and the feeder patterns make sense as we move forward so there will be potentially some elementary redistricting in the middle school redistricting process so before we start talking about what's going to start happening does anybody have a question any questions about the
resolution i don't have a question about that but just a comment on that last point i think especially we know that we're growing and we know that we're growing rapidly so to me it's not just elementary 17 but also 18 and yes and more as we're going through so i just want to make it clear i i know you all know this but as the community is aware you know we are growing quite rapidly as we've seen in the facilities committee some of the updates that we've given and we know that 17 is coming very soon and 18 is not going to be too far behind it so these are factors that we've got to keep in mind throughout all of this process to hopefully be as as least disruptive as we can be but
it's you know it does shift things around absolutely it is certainly part of our culture here is we continue to grow the adoption date for the redistricting guidelines resolution last was um updated in 2015 but we always like to go back and just make sure that this this resolution makes sense before we embark in our next process with that yeah they got offer or ad would be we know we've got a couple elementaries that are kind of relaxing or bursting at the seams that the redistricting could help address so while we don't believe there'll be widespread impact at the elementaries it'll be more targeted and strategic based upon attendance impact as well as i think it's important to feeder systems around how we split schools and we're trying to minimize having you know 10 of
one school go to here try to get the feeder patterns kind of where we need them to be or what we believe to be best you know for those students so um while there will be more than say berlin middle school affected it's not going to be you know my at least my expectation is it's not going to be widespread elementary redistricting is that fair that i think is is fair to say not having gone through the process yet but that would yes there are several elementaries that are bursting at the seams is very accurate and we want to make sure that we have a longer as long of a term plan as possible given the growth and the new schools coming online and there was a time in our in our history we would
we would do a lot more just to make the numbers as equal as possible and move people in some regards move people for just for the sake of moving them and we have not approached it that way but when you get a disparate population of 750 in an elementary and a neighbor elementary has 550 it's a completely different experience for those elementary kids so well we don't i know we appreciate no one wants to leave a particular school we've gotta as a guideline say optimally utilize buildings and and fix disparate student populations and so with that mr wright will talk us through the process we're going to begin of course thank you to the expertise of mr o'brien and mr rafe who took half of what i was going to talk about but very accurate
and it is our target to be as as little disruption as possible knowing there are some things that we need to fix right away but the long-term issue is that there is a likelihood that a middle school and two elementaries will open within what we would call an elementary cycle a child moving from kindergarten through fifth grade and so that will limit us in some ways because what's not in the resolution but is a core belief working with redistricting for over a decade now is that we don't ever want to move somebody in a school twice and or disrupt a family twice at a level and so that will create some complications that our team and our our committee will work through so what you have is just a reminder of the site that will
be the location for berlin middle school opening a little over a year from now and then you also see here the current boundaries for our five middle schools so while the one school fits inside of another attendance boundary which is berkshire the reality is that all five middle schools are likely to be impacted in some way or another we have to evaluate enrollment patterns we have to evaluate uh transportation and we have to look at as mr rafe pointed out optimizing the attendance and planning for future growth at the buildings that have opportunities for continued growth and again typically there's still opportunities in virtually all five current boundaries and we know where berlin middle is going to be there's exponential growth at this point so again a reminder of those opportunities did want to talk
briefly about just so show how this fits into the overall progression that we've been talking about for quite a while now we're through a few of these opportunities and so today a high-level view of the timeline our projections continue to be updated and our company that we partner with has been with us for many many years knows our district very well and helps us to make great decisions about future planning and so we'll have a little more information next month about those projections and that's when we will be looking to reorganize and reform our committee between july and october we will be pairing with our committee to narrow down options look very closely at scenarios that will not only make great attendance boundaries for our middle schools moving forward but align in a way that
we don't overly disrupt not just at the elementary level but impact feeder patterns that make it problematic for our families so these are things that we talk about each time we're together uh those are the three big things and you see part of that we know coming in there we're going to see a school mascot selected later once we get a little more idea mr davis will become more involved when he officially starts in august with getting those things selected hiring process is there that starts in that process but our opportunity to come back to you with decisions will be in the late calendar months of this year we hope to have a draft ready and presentable to mr rafe in november into the community for feedback and then we will continue to look at
that feedback throughout december and no later than january of 23 we will have mr rafe announce a decision and so a little more specifics on this majority of our committee members will be those with with previous experience uh that have worked with us that understand the intricacies that have been mentioned throughout this conversation and our our target will be to meet monthly we're not sure yet if it will be once or twice a month but to gather them to continue to look at these options and as we get to that point we're going to start making suggestions as i said between july and october with an opportunity for community feedback in a format to be determined in november and december so that we have good representation from across the district of what the potential options
could be and then finally as the process indicates and as state law designates mr rafe will take all of the information from the committee and the community and make final decisions for attendance boundary for berlin middle and any other impacted areas and present that to you and to the community either in early january if not sooner so with that mr davis and i would take questions that you have i don't have a question more of a comment or a reminder as you look at the map which what you don't see on the map is the um density of the student population so why while the sizes of the colors may vary what you can't see in this map is the density of the population which creates the size of the pie right in some some
respects so you you always have to keep that in mind that we can't optimize we have to optimize for kind of where the buildings are versus where the people are because the buildings are fixed right and we've got to try to work work with what we have so thank you yes anything else not redistricting no thank you very much thank you all right mr rave superintendent's report a long long year all right good evening good evening everyone and welcome welcome everybody great seeing good crowd out so um start as usual with our living the mission slides we had a great day at schottenstein center on on sunday we graduated over 1700 seniors from all four of our schools amazingly enough all four graduations occurred with right around a 90-minute time frame communications team and and
the building teams had had those things down like clockwork um hopefully what was not perfect was not noticeable to the crowds but it was just a joy to spend the day with our with our graduates and their families and and really just experience that that joyful experience with with our kids and the families so thank you to all of you who were there from roughly 7 30 8 o'clock in the morning till 8 o'clock at night and it was a long day and congratulations mrs patrick had a graduate and mike i hope you enjoyed the ceremony just like like all of our parents we got a lot of great feedback so thanks to the communications team again for for just doing a tremendous job getting it getting it organized so so uh you know obviously
this is the end we wrapped up the school year today and there's a lot of really great things that happen all throughout the district this is one of our long-standing traditions that our first graders take apart take part in our elementary school is the camp skeeter program which is a simulated campout week you know it's really cool to be in the elementary schools and see our first graders enjoying camp skeeter we have a group of kids at berlin high school nick gavin mike and saharsh they worked with a community mentor and entrepreneurship expert rich wartell and they created their own uh pressure washing business called washing it so they presented their business plan this is a program we started the entrepreneurship program in our high school businesses uh business departments and it's taken off at
all of our schools and um they're going to hit the ground running and have their business up and um i know mrs davis is already looking to contact them to do some work at her at her uh so at her home so i uh i encourage anybody in the community looking for power or pressure washing to contact these students and support washing it washing it apostrophe i let my tuscaross county roots shine i'd say washington but uh give me give a shout out here to hyatt's middle school they hosted their first hyatt's service day they had 25 speakers from organizations all over the area working with our students the students and staff then finished the day so those 25 speakers kind of explained the purposes of their programs and then those students and staff finish
the day participating in service activities um that supported making making blankets to support chemotherapy patients making bookmarks and hosting a book drive and and so you see some other activities there so congratulations to the hyatt staff and those students uh for for their hyatt's service day um as i said before we had uh you know end of the year celebrations all throughout the district our eighth grade celebrations took place at all our middle schools so we will be welcoming the class of 2026 into our high schools next year and then fifth grade celebrations um i haven't seen any of the social media uh on it but usually my wife is uh as a fifth grade teacher freedom trail is a very active participant i think you saw one of her clap outs um the fifth
grade celebrations have taken place at our elementary school so that was great just great to have those normal traditions that that we haven't been able to do although i do think what we've done what we did and with what we we could do was good it's good to get those things back to normal so the class of 2029 is moving on to middle school just amazing when you see those future numbers um this is an interesting slide and i really congratulate the communications department for for coming up with it but i just want to we have 27 staff members retiring this school year you see the long list of people there custodians administrators cmf food service bus drivers teachers those 27 retired staff represent a total of 589 years serving our students in our district
and they worked in 10 different elementary schools five middle schools two high schools one of them actually worked one of the i think it was a bus driver worked in every almost every building or not the bus driver uh one of the um custodians worked in almost every dish every building in the district as they work their way through the through the district but you know all the things they've done driving endless transportation routes maintaining our buildings but they uh that collective group experienced approximately 22 791 seniors uh graduating from our school since 1990 which we kind of when we put the number out there we thought it would be more but it really illustrates how small the classes used to be you know 100 kids graduating a time in 1990 or so so moving
on to action items we have a long list of um there's three certified resignations kathy beck is a long time p.e teacher she also served as an assistant principal and middle school athletic director for a while lori feehan was also an elementary principle then moved back into teaching ranks and is now retiring as a fourth grade teacher and brianna likan is retiring as a third grade teacher at uh from freedom trail so we wish them well in their future we have six administrative appointments you see here on the list um some school social workers a new assistant principal at olympia high school and i'm pleased to welcome two of our new middle school principals mr brian baker who's going to be moving uh over to liberty middle school so welcome brian and mr stephen tartt
coming to us from actually brian's coming from buckeye valley and steven's coming from gahanna uh we'll be at shanahan middle school so welcome [Applause] we get the we get the full uh tart experience since his wife christine is a assistant principal at orange high school so they uh yes exactly if we're both smart we know our wives work harder than us and they're just better right exactly so we have some classified resignations on here so again food service workers and intervention aids and bus drivers and one of our bus mechanics which is we're finding is a very very difficult position to replace because they have an incredible comprehensive knowledge as a diesel mechanic and all of the other things they maintain for us so that'll be a tough replacement so i wish all of those
classified employees well in their uh their retirements and then finally our action items we have here the replacement of roof systems uh at orange high schools press box uh new flooring for our administrative offices that are part of the redesign here um replacement of the roof system at the academy facility and then our renewal of our property fleet and liability insurance with liberty mutual through lauterbach and albert and then the three-year contract with public school works and they provide all of our employee ongoing staff safety training that's all required by law i want to also highlight the board action items that are on the agenda we're approving contracts with the opsi 39 which is our cmf uh custodian's maintenance and field tax we're approving contracts with um the uh local two two no not two
two uh what's your number three twenty-two three two two sorry and i appreciate uh kevin uh angela for and kevin ball being here the leadership of the bus drivers union uh we're approving um raises for all of our non-union classified employees and our administrative employees and then um making some adjustments to uh as a board action item um and then obviously we have an executive session we're going to be working through and then finally there's our next list of important dates our next meeting coming up obviously mr davico touched on the fair school funding summit and our board of education meeting on june 9th back here with that i'll take any questions i'm sorry i don't know well i just a couple of comments one is um mr baker there's already another mr baker at
liberty just so you know and then who was the one that computed the years of service for all of our retirees um amanda i worked with human resources demand in human resources jerry beverly jerry beverly wonderful that's very interesting it hasn't been presented like that before yeah and um the other thing was i think there was not enough um applauding to the to the communications team for graduation when i first came to the board we had it at the celeste center and i would run to my car between graduations to warm up because it was so cold and so what was a i guess rite of passage has really become a professionally run and orchestrated event so i i got several calls from community members and comments um at tuesday's lacrosse game about just how
outstanding that experience was so good job and we did have a local one of our local community members steve klein productions steve klein and steve klein productions put on all the video uh and you know the lighting in the video and a lot of the signage and and he did it for about a third of the cause quarter of the cost of what the schottenstein center was going to charge us to do that we made the decision to not drop the jumbotron because it just was difficult to see so we wanted everybody to be able to see their graduates on the screen up there and then obviously see the speakers and all those things so steve did all that video production for us at a very very reasonable cost um so we're very appreciative of
him um and while i do if there's any other questions yes sir i have i have one uh comment one question so first of all i want to echo that absolutely it was it was a beautiful day it went off very smoothly and um i mean i just couldn't have been um more impressed with the student speakers uh who were just extremely eloquent far more eloquent than i was at anything it just it's sort of mind-blowing how thoughtful they were as well as the principles and just seeing the care among the community and how much of a just a wonderful environment they created um the thing that that sort of got me the most was seeing the teachers that the students had selected to come up and give them hugs and congratulate them um it's
just so powerful um to see the the mutual appreciation um and and maybe you talked about this a little bit and i think it really highlighted it but just how much our teachers care and how much they pour into this and and that resonates with the students right it's very very clear for them and um it was just heartwarming to see so that that was great um on a much less emotional and aren't worrying no i have one question i thought it may be helpful to explain a little bit um relative to the the orange high school press box i know it in our materials it was highly a little bit i think i see jeff heading back there um the the price is a little higher than we might normally expect and i think
there are some reasons for that so in case anybody had questions i thought jeff maybe you could just explain a little bit why that that particular project is a little more um is a little more expensive than than other projects might be different so it's more expensive and then the height of it and then taking down the canopy putting the camera back up who's in the support system so that we don't have leaks where they can't be attached to the roof we have staff members or volunteers that film and a lot of people up there so there's just a lot of extra safety and it's difficult to get up there and wraps around so let's get lifts and different things on the back side of it to get up to it just a lot of
the technical and detailed stuff that a high eye area is going to give you yeah so i mean as i saw it it makes sense especially the safety concerns especially um but just want to highlight that that's there are some special factors there i don't mean to suggest your job is not interesting it's just yeah it's very interesting i'm amazed every time i talk to him the stuff he knows it's just the depth of knowledge he has on every project okay anything else right just one comment um not a question thank you this is a hard year for teachers and administrators and families and um people need to hear thank you you know this week is hard for everybody on the planet but especially for educators as we try and make sense of incomprehensible things
and so just thankful for a district that takes care of our children the whole child does not ignore needs of kids and we don't make widgets we educate children so thank you for doing that on behalf of my two kids who are the reason i'm here and so thank you appreciate my colleague mr lester with his comments last night it's a big deal and i'm i'm just overwhelmed with thankfulness about what our district does for our kids so thank you for what you do you are appreciated to every single person that touches our kids well thank you i appreciate that and you know i debated on commenting about the events in texas and and you know obviously it's just horrific and heartbreaking and and it makes every one of us as a parent you know
and you know my kids are out of school but a few years my oldest granddaughter is going to be starting school and the last thing you want to be thinking about worrying about it's why we created a director of safety security and preparedness as a trained law enforcement professional who can and i say the most important thing is that preparedness piece what are we doing to be prepared and to harden our targets and and and not um and you know we debate what resources we need to allocate to continue to try to get better but the student well-being piece is a part of it to know that know our kids and and know who's who's potentially a you know potentially a threat and you know what's happening in our schools um and so um you
know it is just again it's just heartbreaking because that's not what any of us signed up for just like so much of this but you know joe and i did have a good conversation about where we are and what we need to be thinking about if we need to be thinking about things in the future but we've got a great plan you know the thing we don't we don't talk about it because you just don't want to you can't talk about it you're not you don't anybody know what our playbook is um but obviously the community supported in 2020 a bond issue that included a lot of safety enhancements and i'm proud of that work that we did to improve our entrances in the vestibules and we're continuing to do additional physical physical structural things
in our camera systems and all those things that are are a lot better than they were previously so and the safety trainings that joe conducts for for our administrators you know again i was trained to be a high school math high school math teacher i wasn't a trained law enforcement professional so having him here is is vital to what we do so um and what lastly i just want to have the podium to mindy my boss um thank you i i i'm not going to say much because i won't get through it i will get emotional you know you weren't on the board that hired me but you've been a great mentor and colleague and um just a a great friend um as as a boss um and you know when you before you came
on the board um mason wasn't with us you had taken him to another school that you thought would serve his needs better and i still remember to the day when he was getting ready to start sixth grade and asking you um to bring him back here and to trust us and you did and and while it wasn't certainly not perfect um and it was bumpy he's grown incredibly uh as a young man and and i won't say anything about mallory because she's sitting here but you know um but or not oh i think i just i got to look um but you know we couldn't have we've had a great board the entire time i've been superintendent and um and and you were certainly a huge part of that so thank you thank it's a
you tough to follow miss hatfield but look at the crocheters report please nipples after that so no big monster brace but still a little bit of a limp i apologize it's going to take me a minute to get back and forth but it's good to start my legs um so i wanted to give you an update on the bond sale because we have taken that to market we sold the last portion or segment of the voted bond authority from the 2020 levy campaign and again this is to construct elementary 17. so we had several investors primarily institutional organizations participated in purchasing the bonds that's not uncommon for us we typically will sell to insurance companies or to banking institutions who are looking to build portfolios for clients so we were not surprised by that and
we did have entered the market when it was pretty volatile the war in ukraine and covet variants in china were adding some pressures there were some different things going on in the overall market that kind of made while there were not a lot of other maturities or organizations of our kind in the market it still gave us a little bit of trouble and getting it issued but at the end of the day i still think we have a wonderful sale on behalf of the district our true interest cost was only 3.6 which is fairly low historically low not as low as maybe shale meadows issuance but still a great interest cost for the district and we also issued those at a 20-year maturity which is about 10 years less than most average issuances so overall
great turnout for the community we have several action items that are on the board agenda this evening we have our amended appropriations board meeting minutes for the three meetings in april i apologize now mr o'brien and mr ray for all the minutes that we'll be ready to sign when we're finished but all those are ready to go for your approval we'd like to say thank you for the donations that you see on the board from johnny k corners pto for literacy materials as well as our four high schools coming together and donating for supplemental diving coaches so it's great partnership there for for those athletic boosters um we oh excuse me we also have our march and april financials on the board for your approval this evening those financials line up very well with our
five-year forecasts no extreme changes to note there the only thing i would note is that the adjustments that were recommended to the format and information to include by the finance and audit committee have been applied so you'll see some different information within the packet please let us know if that is meeting your needs or if you have additional feedback that you would like us to implement we'll have the five-year forecast second reading in in just a few moments and with that the fiscal year 2023 general fund budget this is a process that we complete annually when we do the may forecast update all of our buildings and departments put together a budget and we also take a look at all of our personnel and benefits costs and bring that forward as a part of the
five-year forecast so that document is to approve that budget by object level i mean in your notes from the treasurer's report you have that correlation of what those account codes mean to what they are posted on the five year forecast in general for the community i'll just give you the highlight of that i didn't make a slide for it but 100s correlate to personnel services employee retirement and benefits are the 200 range purchase services are 400 range supplies and materials 500 range capital outlay is the 600 and then other objects correlate to the 800 and 912 account codes are there questions about any of those materials that i can answer for you i have one quick question just want to go ahead mr lester really good first time in the the april summary where we
talk about our revenues being a little higher than we expected due to sort of the board of revision settlements how much higher do we expect it to go beyond that are we we're at 103 percent of where we expect it to be where do you sort of forecast we're going to be at the end we forecasted when we were looking at the forecast we left it at where we are actual to date because typically we see it about 500 000 in revenue and we are at the 5.7 million dollar mark which is extremely high so we kept it conservative moving forward in fiscal years 23 and assumed that we would plateau at that 5.7 for this year okay thank you just one quick question um i read through the s p rating report and i
just want to make sure i'm understanding this correctly so the fact that our financial management is guided by what they call prudent fiscal planning and practices how does that impact our interest rate and i know that sounds like a silly question but i want people to understand that what we do as the processes impacts what we're paying on the debt for these buildings absolutely it's um so standard and poor's takes a look at that and they factor that into that aaa rating that we have so having a triple a standard rating means that we can get low interest costs when we sell the debt and sell bonds to construct our buildings that financial management and that prudent management when they take a look at our monthly financial records our five-year forecast records they talk to
us about how we are building those projections and what we're doing with those funds all of that goes into their ratings and their analytics that they put together to get the district marked as a triple a stable investment so it's really important for us to continue to maintain that and to share with them all of the accolades that we have for fiscal transparency responsibility and our auditing standards it really helps keep costs low thank you not an expert in this series anything else all right thank you thank you we'll give mrs hatfield a second sit down it's okay and then we'll uh we'll transition to public participation we do have public participation this evening we have three slips so i will ask each person who has given us a slip to join us at the
podium when you join us at the podium please state your name and address for the record and i will start the timer for your three minutes of participation please may i have i believe it's parker parker thank you um hi i'm parker i live at 5880 bluestone way and i wanted to thank the board mr rafe for your time today i know recently there are some concerns in our district about allowing a trans student to use their preferred bathroom and i'm glad our district has shown their support for our our district's trained students through the release statement of guidelines for them but i know that the reality is is it's hard hardly anything has been done to implement these guidelines specifically the one stating a student shall have access to facilities that correspond with their
gender identity any student that is uncomfortable using a gender segregated facility regardless of the reason will be be provided with a safe and non-stigmatizing alternative to be specific neither the school nor the district has taken any steps inform students about these facilities and when i presented the idea to the ohs principal mr griffiths during a gsa meeting he told us that we already had these facilities and yet no one has made the staff or any of the students aware of this after i asked him where the gender-neutral restrooms were located he said any of the staff restrooms but only two of the staff restrooms are unlocked during the day i then asked if he could tell the rest of the students and staff or even put signs up identifying these restrooms and he refused and
put the task on me a high school student to inform the entire school it is unacceptable to a task a high school student with this it is almost impossible for me to reach every student and staff member in the school to inform them of these gender-neutral restrooms even when i tried to make an attempt to place signage on the restrooms the signs were promptly taken down as a result of the administration's inactions students still feel uncomfortable using the gender-neutral restrooms because they're scared of the questions and comments they might receive from staff and students when leaving the restroom it therefore causes these places to be not be a safe non-stigmatizing alternative the reality is we are not providing these facilities to students if the whole student body and staff are not informed about their location
for our transgender students using the restroom is one of the most fear inducing tasks to do i've had friends dehydrate themselves to avoid using the restrooms and many trans people and students fear using the restroom due to the fear of being beaten or assaulted our district trans and non-binary students cannot use the bathroom safely if we do not identify these gender-neutral restrooms it is vital to ensure not only the safety but the mental well-being of our district's trans and non-binary students thank you may please have julie fiesel hello julie feasel 7636 holderman street in lewes center tonight i'm here to to speak to you about the olin education foundation the olentangy education foundation was funded to enhance the education of all students earlier this month i had the opportunity with two other my board members
on the olin tng education foundation board to escort a mr howie around the liberty tree school because it was arts awareness night the school was open on a friday night and it was packed full of parents students and grandparents to see the artwork from our students now mr howie doesn't have any children in the district in fact i would call him a veteran resident of the district he loves art and so did his former wife who passed away so in honor of her he donates five thousand dollars every year to the olympia education foundation to enhance our art program throughout the district he was amazed at what the art students are doing not only in owen tng but when mr jay spoke to him about what all the other schools are doing as well mr
howie was beaming the entire night and so were we as his escorts as we spoke about the fantastic things that our art students are doing this is just one example of how the olentangy education foundation impacts our students i would implore you all to become involved by donating anything that you can to the olympia education foundation i know that my family has the feasel family foundation fund but you can donate to any cause that you would like or just make a general donation in august on august 13th our biggest event is coming up and that's zuolintangi libby wallach is cheering the event this year and it will be august the 13th at the zoo it's a great event it's the first time we've been able to have it without mask or any other any other
things that are pandemic related and so that i hope that you'll all be able to attend krista davis jack fetty kevin dabergo and myself are all on the olin tng education foundation board and we can answer any of your questions but tickets for zooel and tangy will be going on soon but we are taking sponsorships right now so if you would like to sponsor zuolen tangi please see wallach at libby wallach or go to the oef found the oef's website and you can become a sponsor thank you and finally we have james i believe it's krupp yeah thank you not finally that you're the last one just that this last slip not anything other than that i apologize good evening my name is james knapp i live at 3602 grosvenor in cleveland i am chair
of trans ohio which is ohio's first and largest transgender quality organization we're based in columbus ohio i know that we've previously heard some contentious comments about the topic of transgender rights here in the past and i'd like to take this time to sincerely thank the board for listening i'd like to offer myself as well as trans ohio as a resource to those of you who have questions on how to best support trans students throughout the district in addition to nearly a decade of volunteer service with trans ohio i'm also an attorney i have experience drafting and reviewing policy and i'm happy to help any school system in ohio at any step along the way i've come here tonight because concerned parents contacted trans ohio who has two adolescents currently attending one of the high schools
one child is gender variant and they have had an issue accessing the bathroom they've had a particularly difficult time this year everyone has to use the bathroom y'all it's important to remember that regardless of personal opinion or ideologies that schools have a duty to protect its students from harm which includes harassment guidance is clear under title ix as is case law here in ohio trans students have the same right to use the appropriate sex segregated of facilities as their cisgender peers when available gender-neutral bathrooms are best olentanji has supported trans students in the past and we applaud the newer guidance concerning trans students i'd like to also thank you for standing up for trans students this year and urge you continue to do so because there are many more students who are affected at these
meetings than you realize there are more trans students who are going to be coming through these schools districts in the future and some are watching us right now on livestream at home what's said in this room will impact not just the students this year but students further out in the future and it's going to impact what school they want to go to and how safe they feel in their classes pride month starts next week school may be over now but what a wonderful message it would send to all of our students if we could unambiguously stand up and support trans students by not changing policies that are working and by letting all students know that they are free and encouraged to come to school as their full selves regardless of their gender identity and that
teachers and administrators have their back i'm available by email if you all have questions it's james transohio.org thank you so much thank you that was our final public participation thank you so um you can uh feel free to do the second reading from your chair thank you if you feel that's best but we'll move on to the next discussion or the only discussion item it's the second reading of the five year forecast uh ms hatfield treasurer um yes thank you i will go ahead and do that seated i apologize um no if you want to afford it for me that would be fantastic thank you and so what we want to do is just kind of um review again the final results of the five-year forecast um as you can see on the slide we
have positive reserve balances through the five years through and approximately 75 days of days cash on hand which correlates to about a million dollars a day in expenditures so we want to make sure that you know the community understands that when we're looking at our unreserved fund balances there's millions of dollars of course there that's just due to the size of our district but we want to give context and make sure that we under all understand what that means and what that relates to operationally um our on unofficial a board policy is to have at least two to three months days cash on hand at the end of any fiscal year so that we may move into the next fiscal year and operate and sustain our school district and it looks like we will be
having we definitely have that through fiscal year and start to see that dip slightly under in 2026. the last levy again was voted in 2020 we promised the community it would last three years and we will surpass that as you can see by the five-year forecast and we'll continue to watch our excess of revenue or excuse me expenditures over revenue as you see those red lines coming up in fiscal year 2024 however we do feel like we have a nice reserve balance to follow that in terms of risk assessments if you would advance please we have if you hit it again they fly in sorry i tried to be all fancy and it just makes it harder um we want to make sure that we will continue to analyze our enrollment we know with covid
that we did have a slow down not a regression or significant loss in students but the student population growth was slower than it has been in the past traditionally we see five to six hundred student gains year over year and that did slow down a little bit with a pandemic so identifying when those students will be coming back online and then also looking at future building permits to identify how fast that growth is going to be coming we'll continue to watch board of revision cases taking a look at what might be some decline in class 2 evaluations class 2 our commercial properties we know that the pandemic had created some deficiencies in our business segment however it wasn't nearly as bad as it could have been we were very pleased to see that most of
our businesses are staying online it did decrease a little bit but we saw it come back in some of our board of revision settlements so happy to see that but we'll continue to monitor that as we move forward with 2021 valuations and 2022 valuations of course state funding as dr dabrico mentioned we do have the ohio school ohio fair school funding summit coming up and that is always a big risk factor in our five year forecast we took a very conservative approach we put into the forecast revenue that is in law and then took slight increases of a two percent year over year after fiscal year but we will continue that advocacy effort to hopefully get that changed and get it fully funded we have on our agenda this evening two more of our association
negotiations so we're happy to have that before you with with those open negotiations those can create some variances or some unexpected changes in cost but looking at those this evening will help us maintain and establish the baseline costs in our forecast moving forward and then of course escco contracted services that is something we watch year over year the esc provides us with our special education supplemental services as well as our preschool education staff as those programs continue to grow so do those cost and those contracted services so we continue to watch our attendance and identification in those areas are there any questions i can answer for you about the five year forecast okay no thank you thank you um so now we're going to move into or i'll entertain a motion to move into executive
