003uh which miss hatfield will take us through um not to steal her thunder but i think the numbers look pretty good um so we're in good shape and then we do have an executive session at the end of the meeting where we um we will come back but we will only come back to adjourn we won't come back to take any um any action so with that i will turn it over to mr wraith to the superintendent's report great well good evening good evening everyone thank you for all for being here wonderful getting close counting down which is a um which is uh started as always with some living the mission sides we do a district-wide senior awards and scholarship night so we had we did it over bridgewater on may 2nd 136 students from

004all over the district all four of our high schools uh academic awards athletic awards and um performing arts awards so there was over fifty thousand dollars in scholarships awarded from our uh community partners and we'll have the number of district-wide scholarships because actually the scholarship offer numbers throughout the district runs into the millions so congratulations to those 136 outstanding seniors our transportation department has always been uh very competitive in the uh regional and state level school bus drivers safety rodeo competition uh we've had kevin ball we had two two participants win awards uh stephanie uh was the rookie of the year and kevin ball moved on to win the state bus rodeo champion so i think he's a repeat winner of that award so congratulations to those members of our transportation department we had uh

005katie silcott who's a the choir director at shanahan middle school organized uh middle and high school students to travel down the lower.com field last weekend to take part in a pop chorus uh finding harmony event they learned and performed a song there by up and up by coldplay and then the film event was filmed as a pilot of a new series on abc so really proud of those students for going down there and participating in that event there was literally thousands of kids from all across central ohio participating in that event as you know we have our act program the academy for community transition uh those students uh got to take part in an integrated fitness class over at mount carmel fitness center and that's a really good opportunity for our students because they learn

006best through as they say their best through movement community experiences and social interactions so congratulations those students it looks like just judging by the picture it just looks like they had had a great time at mount carmel so thank you for that here you see a long list of students this is one of our great enrichment programs that we have throughout the district as a inklings which is a district writing competition so all of these students participated in writing fiction poetry and argument argumentative writing and the winner of the competition was andrew a shanahan middle school student so congratulations to him as you know we've done this in the past we've participated in columbus ceo magazine's top workplace program so columbus ceo magazine sends a email to all of our email survey to all of

007our uh staff we had 1687 staff members participate in the survey and there were 73 organizations the surveys done every other year there were 73 organizations um that participated and um todd i think this is the third fourth time that we've been honored by columbus ceo magazine so i think that's a real strong participation rate because we have roughly you know 2600 employees in the district and it's really just uh you know it's an employee satisfaction survey so we're really proud to continue to be recognized by columbus ceo magazine as i told you last meeting i'm going to keep this out there in forefront so we can keep talking about it because it's coming uh here as we berlin middle school is scheduled to open in august of 23. we're giving we'll be giving an

008update on the redistricting guidelines that we last updated in 2015 we're going to start the process this summer i'm going to start getting community feedback in the in the fall and then we'll announce the new attendance boundaries for um berlin middle school in december of 22. as i said before we're starting to plan for the placement of elementary 17 so we're going to be very mindful of that we do have two situations or two elementary schools that are significantly overcrowded so we are going to have to implement some uh elementary redistricting we're going to make it through next year but when we draw the boundaries for berlin middle school we're going to have to do something to relieve overcrowding at heritage and liberty tree so those will be implemented prior to the opening of 17.

009we will be mindful of that and not make people switch twice when we do the full-blown elementary redistricting but if we don't uh do something about that both of those schools are trending well over 800 students so with regards to action items i want to say congratulations to mary kline long time liberty middle school seventh grade teacher who's retiring at the end of the year we'll wish her the best of luck we've got a long list of administrative contracts that are on on the agenda for renewal um as you know the administrators are granted two and uh two three-year contracts and those are rolling over we have the approval of all of our certified teacher contracts that are on limited contracts you know teachers can have a the sequence is the first year they're hired

010they get a one-year contract and another one-year contract then a two-year contract and a three-year contract after that at any point in time if they get their master's degree he's eligible to be considered for a continuing contract after they've been with our district uh that then doesn't come for renewal to to the board so again congratulations to all those teachers we have some administrative appointments first on the list is is monica asher who's here with us tonight uh joining us she'll be the new principal at orange high school so congratulations to monica she's coming to us from chagrin falls high school up near cleveland and she has done a great job there the last five years and is currently the ohio association of secondary school principals principal of the year reigning so congratulations and welcome

011yeah that's good i i like that uh miss jenna mcdevitt is coming as to be our assistant director of business and facilities tarik oladi and christine owens are going to be school social workers jerome price uh assistant principal at liberty middle school uh ray jean spern is our we're changing her job descriptions to an operation supervisor positions currently she's our dispatcher and if you ever want to see an incredible operation stop by the train one of our transportation centers in the afternoon and listen to her juggle transportation routes it's just amazing what she's able to do so and then lastly peter stern is moving from principal at johnny k corners elementary school to be the assistant director for equity and inclusion and we'll start the process to replace mr stern we're in the middle of

012the process for liberty middle and shanahan middle and hope to have those wrapped up for the next board meeting and then lastly some business office items we have the renewal for our membership in ohsaa that we do every year it's in tennis court reconditionings at olin tangi high school and liberty high school and then three large technology purchases so those are our standard technology purchases that we do every year with that uh next up are important dates uh prior to our next board meeting we do have a long day of class commencement exercises at the schottenstein center uh all four high schools nine o'clock for berlin 12 o'clock for old tangie high three o'clock for liberty high and six o'clock for orange high school and then you see their next board meeting and the last

013day of school is on our last board meeting date it's worked out that a couple times like that all right any questions first rafe nope all right sure come on i got one it's his birthday's baby i know yes happy birthday dr david happy birthday keep coming all right miss hatfield for the treasures report um yes sir for this evening we just have a couple of items that i wanted to give some background information on as we do not have any action items this evening one is the bond sale for elementary 17. so we have passed the resolution to execute the sale of the last 27 million dollars that was a part of the 2020 voted authority we have gone through the ratings process with s p global preliminary while we don't have the official

014report out we have indications that we will be able to maintain our aaa rating stable plus they are citing our fund balance as well as fiscal management and overall management for the operations of the district so we are expecting that official report to be issued either later this evening or first thing tomorrow and we will forward that to the board as soon as we have that final release the bronze pricing will occur may 18th and we are scheduled to close june 15th and so we'll have more information at that time about interest rates and the cost of the debt once we go through those two meetings um of course the five-year forecast is a discussion item on the agenda this evening we have met with the finance and audit committee meeting or audit committees to

015discuss the forecast budget for fiscal year 2023 in detail and then met to also discuss the roll-up of the fiscal package into the five-year forecast so we're proud and happy to meet with those committee members and appreciate all of their time and efforts to help the district really come through all the data that is possible and make good assumptions in the forecast so we will talk about where we were in november and the changes that we are experiencing for the may forecast and then finally reveal the results so with that i will take any questions you might have about the department or anything fiscally related nope thank you all right let's roll right into public participation okay we do have public participation we will ask that each person come to the podium and state their

016name and address for the record and i will set a timer for three minutes once you approach the stadium or podium excuse me our first participant miss courtney boulware please [Music] hi my name is courtney boulware and i live at 268 olyntanchi meadows drive i'm here tonight because through a public records request i obtained a document that was sent to all olentangy principals titled transgender guidelines in the email it was attached to the eni department was giving a directive not a guideline straight from the document regarding the use of bathrooms by trans-identifying students the document was per the email approved by dlt in case you're wondering the dlt is not you the elected school board who votes on school policies it was also noted in bold letters that this is an internal document only so

017these policies masquerading as guidelines are being hidden from parents on purpose supposedly because guidance from the federal level changes so often that it is a living document parents can handle changes they should not have to deal with being completely in the dark about something so impactful to their children's experience at school and something that fundamentally changes the school's relationship with parents i'd like to read to you one of the more concerning items in the document under communicating with parents it reads in situations where parents disagree or parents don't know the student's gender identity for grades pre-k through five if the school staff are noticing a possible gender identity expression that is misaligned with their gender assigned at birth and it is disruptive to their education the school staff should consult with a counselor social worker

018or a district employee to engage in a non-leading discussion with the student to better understand certain behaviors or expressions you are noticing based off of this engage the parents in conversation about the child's behaviors and expressions you've noticed in the classroom first how on earth would staff have any idea whether or not the parents disagree with a preschooler's gender identity that even they are making an assumption on they wouldn't second what gives staff the right to talk to someone else's child about this behind their backs only to potentially notify them after the fact notice that the policy does not even require the student to bring this up to the teacher in which case parents should still be contacted first it is entirely subjective based on the teacher's perception of the student these children are not

019adults and they are not your children if something is disruptive to their education the parent should be the first point of contact not a social worker or random district employee how dare you treat families like this how dare you presume that school staff will know a child better than their parents and how dare you instruct staff to hold conversations with three to 11 year olds one on one about their gender identity without their parents consent this is insane and ola tangi should be ashamed the board needs to get this under control the board not the eni group or dlt or any other acronym should be reviewing and voting on policy and all policies should be published and publicly available thank you [Applause] for our second um participant we have jennifer frauch please i'm sorry did

020i pronounce your last name correctly it's okay i'm so sorry don't start the time again let me get let me get my papers okay you're good no you're totally good happy birthday kevin okay thanks i'm ready okay jennifer 2231 tucker trail i'd like to address the amended district strategy that was shared at the last board meeting and ask for you to remove the whole child emphasis which promotes social emotional learning i do not wish this district to develop my whole child we do not surrender our parent rights at the classroom door it is not the school's place to develop my whole child as faculty values and beliefs may not align with our families values and beliefs the school's responsibility is to academically grow our students bowling tangi shifts focus away from academic growth to focus

021on student attitudes values and beliefs which are then measured using panorama survey billed as anonymous district emails show that panorama is not anonymous violating student privacy tying student id numbers to student responses accessible to staff through the panorama dashboard scored results contain student names and follow the student from elementary through high school the suicide prevention program provided students a depression assessment claiming to be a paper survey kept secured in a locked filing cabinet paper forms were not used and nothing was locked in a filing cabinet instead students used their id number to log into a platform to enter sensitive information regarding their mental health this platform is controlled by an outside party not only tangy mental health information stored by a third party on an outside server risks data leaks that could impact a student's

022future employability and their insurability the most disturbing efforts to educate the whole child will be found in the transgender guidelines that advise staff to consult with school counselor when they notice a gender's identity a student's gender identity expression is misaligned with the janitor gender identity assigned at birth children as young as 4 to 11 years old could be engaged in a discussion with a social worker without prior parent knowledge or permission these guidelines misinterpret the family education rights and privacy act they violate the 14th amendment due process clause which provides heightened protection against government interference with certain fundamental rights and liberty interests including parents fundamental rights to make decisions concerning the care custody and control of their children that's stanley versus illinois one minute the transgender guidelines violate your parent and family engagement board policy

023number 2111. my 12 year old child was surveyed electronically to provide his pronouns by default was asking him how he identified sexually he was 12. i did not know or give written permission or consent for this electronic survey this violates the protection of people rights amendment sadly the biggest violation is the violation of our trust as parents and taxpayers we trust you to develop our children academically and leave the rest to us please we trust you to be good stewards of our tax dollars money spent to support strategy that separates children from parents is a poor investment sel strategies have little scientific evidence to support their success claims and provide significant risk and legal liability to this district regarding student privacy and health i urge you to abandon the whole child approach amen and please

024focus on academics and thank you so very much for your service i know this is a very very difficult time to serve and i do thank you all i believe our next participation participant is maya ruggieri did i pronounce that correctly um it's me jerry jerry thank you for correcting me i appreciate that go ahead and state your name and address and i'll begin the timer my name is maya rojageri and i live at 5583 jefferies court good evening mr ray from the owen changi school board i am a rising junior at berlin high school i'm on the soccer and track teams i'm success i'm a special ed student on an iep and i'm a hard worker who's super organized i hope to be successful when i graduate and become a firefighter i'm here because

025you need to know that i and a lot of other kids are struggling in school to begin my math teacher stopped teaching the last eight weeks when coverage started last year we didn't review what was skipped in eighth grade i had no hybrid online learning intervention during ninth grade my is told me that he couldn't do algebra himself so he couldn't help me my math teacher had a baby and left and the sub got fired i failed the ohio algebra test requirement for graduation i got a zero on the statistics part because the entire unit was never taught sometimes in geometry my math teacher this year says this is something you should have learned last year how am i supposed to meet graduation requirements if you ignore all this why don't you train teachers to

026help students catch up with the academics why didn't you use coven money to offer tutoring sessions this year my intervention specialist has 10 kids during the one period i am with her this gives her less than five minutes to help each student does that seem like enough time to you during my school day all i ever hear about is diversity equity and inclusion in case you haven't noticed i'm diverse i'm a dual citizen of guatemala in the united states i'm diverse because i represent the special ed population recently at berlin there was a blackout and a day of silence for the lgbtq community there were no blackouts or days of silence for special ed students who are both bullied because they learn differently and there shouldn't be how can kids learn if their teachers refuse

027to talk because of political reasons i love all people and honor the golden rule but when i see safe zone stickers and gender unicorns in my school i ask myself if i can be safe in those rooms if people know i'm a christian that makes me feel like i need to hide my faith school shouldn't be about judging people my faith and my family shape my values the school and the teachers do not all of this distracts me from learning as a high schooler i totally disagree with equity otherwise i would have demanded a petition on varsity soccer last year because i'm a brown girl that would have been ridiculous i believe in hard work and merit i want to be able to stock up when i take standardized tests with kids from all around

028the country or put on my cleats for sports i need to be smart to succeed in the world and i will continue studying this summer like many other special ed students but you need help stop making high school a social justice center in the words of condoleezza rice in america with education and hard work it really does not matter where you came from it matters only where you're going i want to go far and i hope my school won't hold me back we have julianna zamenski schmanski thank you for correcting me if you'll please state your name and address for the record i'll start the timer hi my name is julianna schamanski and i live at 8525 north bluff lane and for reference i have three girls in the olinting school district i am here

029today to share my daughter's story who is in elementary school she came home from school and told me about a situation that had happened how her and a friend went to use the restroom except at this time there was a boy in there who was dressed like a girl she said they were very uncomfortable and she didn't know what to do she said they waited in the hallway until he was finished as any concerned parent i called the principal to find out what was happening i was told under the law referencing title ix education amendment act of 1972 students may choose to use whichever restroom changing locker room or shower they identify with i was dumbfounded that the very amendment created to protect women's and girls rights was now being referenced to destroy them since

030then my eight-year-old now has come with the same encounter to which she has told me she went to the restroom and ran into this boy she held it because mom i didn't feel comfortable using the restroom in front of a boy i held it all day long my daughter spoke up voicing their feelings as have many other girls at this school please hear their voices and my voice as a concerned parent my daughters and all the little girls at this elementary school quite frankly were blindsided and forcibly put into a very awkward situation with no warning whatsoever shame on the leaders of this district for not preparing or preventing this complete violation of modesty privacy and intimidation factor that these girls felt and continued to feel my rights as a parent were taken away when

031i had to explain to my eight and ten-year-old daughters why a boy with boy parts is in the girls bathroom dressed like a girl i was forced to have a very hyper sexual conversation that i didn't and i still don't feel was age-appropriate for my girls i was given no choice and speaking of no choice the district's trans identity guidelines that allow biological boys that identify as girls to be permitted in every area designated for girls from elementary to high school is horrifying to me these are very private areas and we are failing our girls by ignoring their voices this is a blatant violation of many of our religious freedoms for modesty and their right to privacy let me just say i believe in inclusion of every student i have empathy for these students and

032their families they are standing up for their child's rights but so am i our girls have a right to privacy dignity and while using the bathroom locker room shower without fear that a biological boy is going to walk in on them and exc and see their exposed bodies i implore you to work with all parents of all students to find a solution that is truly equal and inclusive inclusive of every student not just some minutes displacing hundreds of girls that are not comfortable this is not inclusive this is discriminatory thank you for your time [Applause] tanner mcbride please excuse me i'm coming tonight uh tanner mcbride 281 tree of an avenue ohio um thank you i'm not happy with the bus situation last year we hired hassan quan jeffries who post on social media please

033kill for two reasons because they're trained to kill and because they know they can get away with it i had a friend that was a sheriff that was shot and killed the school board paid him but now my kid can't ride a bus to school because we don't have the money how does that make sense they're cutting off we got a letter then this year now we have the whole bathroom situation this is awful my fourth i have a fourth grade daughter in elementary school when i heard about this this is unreal should not happen if the kid wants to use a separate bathroom that's fine but my daughter should not feel uncomfortable going to the school we got a woke school board you guys got to change direction this is awful i'm very disappointed

034but that's all i have to say that is the last public participation all right thank you so let's move on to the the only discussion and the first reading of the five year forecast emily forecast presentation just to give the audience an update on purpose objectives and methodology of the forecast this is a living breeding document that continues to be updated twice a year november and of course this spring as we are here in may to give you this update um it serves as our basis for determining our ability to sign certificates for 12 which regulate that we have the funds to pay for items and it is filed with the ohio department of education and ohio auditor of state to help identify any financial issues that might be within the district the methodology is

035that we take a look at our actual numbers for the current fiscal year and then apply trends and current factors to project where we might be in the years outgoing so in this case we are in fiscal year 2022 and we are next year so this is a snapshot of where we were in november as you can see we have healthy reserve balances predicted for fiscal year 2022 our current year and through fiscal year 23 we start spending above revenue and fiscal year 24 through 26 as predicted in november the numbers on the unreserved fund balance are always tricky there are millions of dollars and it's difficult i think sometimes for community members and other readers to put that into context so we began adding days cash on hand that makes give some relativity to

036it levy campaigning and when we might need to go back to our voters for additional funding we look at having a cash reserve of at least two to three months on hand that would be 60 to 90 days cash reserves and after that we start to claim we use that as one of our metrics to start planning operating conversations about an operating levy onpng continues to grow at exponential rates our state funding while getting better and we will discuss that in the presentation it still doesn't keep up with our growth at the current pace so we continue to watch these figures and plan accordingly let's go through some updates from the november forecast the first segment that we're going to talk about is variances for over and under compared to november for our revenue i'm

037going to focus primarily on the current year fiscal 22 and next year fiscal 23 the remainder remaining years 24-26 are really based upon trends that we see coming in this year and next year so those factors tend to compound and calculate themselves forward so to talk about the variances in 22 you'll see that we have 8.7 million dollars sorry um posted as a variance for general real property we have two main factors that are showing that are posting to this as you follow that across to fiscal year 23 you'll see that there is a deficit or reduction there so one of the out there one of the changes is the timing of the collection splits for tax year 2021 we collect that in two segments one segment that's primarily january february usually wraps up by

038march and then we have another tax year collection or the second half collection that applies to fiscal year 23. so really all we're seeing here is um a shift in the collection split coming in at about 51 in this year and 48 to 49 and next year the overall collection is not expected to be different it's just the timing variance that we're seeing based upon what we have collected today the other portion of that is due to board of revision direct settlement payments coming in um significantly higher than what we normally trend we had about 5.7 million dollars in direct settlement payments traditionally we see about 500 to 600 000 for those payments so quite a difference um than we had expected what those direct payments are when we go to when there are board

039of revision cases where property owners are discussing changes in their property value that of course changes the tax that we collect on that so it goes to court it goes back and forth between our attorneys that we hire a council rich and gillis to help us determine market values look at sale prices and really get into all of the details related to the case sometimes what we'll see is that rather than change the valuation in the current tax year they'll make a direct payment to the district versus the delaware county auditor's office to hold the value for that this current tax year and then we'll go through the process and take a look at it when there's more information available so one of the items that kind of prompted more change in that was the

040covid valuation change deadline because of covid property owners could argue or try their valuation further into the tax year than ever before and so that led to more cases being in the board of revisions docket and therefore more direct settlement payments we have forecasted that going forward more at the traditional rate and this is we only contest commercial not residential correct it is all commercial um owners and there are a couple of reasons why we use a third party vendor or we use counsel first of all we want to make sure we're not having any personal bias with our community members about who may know whom or anything of that nature and also we want to make sure that our hernias are really well versed in the law and are not pushing on an item

041that's not applicable to the situation so it's really in our best interest to use counsel for those situations the next items that you'll see are unrestricted grants and aid and restricted grants and aid and so those two items are both state funding unrestricted state foundation funding is just general funding that comes in for the education of all restricted grants and aid applies more to special education funding and some transportation funding and a couple other specific component parts as we learned more about the fair school funding plan and how the ohio department of education would implement and allocate dollars you'll see that there's almost a dollar for dollar transfer in those line items so it was really just a categorical shift in how we were looking at our funding and where it would come in and

042so that's carrying forward through the out years of the forecast we also know that we have balanced 2022 to our current foundation funding report from the ohio department of education there are a couple components in law that the ohio department of education is still working on the law was written in such a way that there's a indirect consequence of how they fund a couple of components and so you'll see that kind of the restricted coming in there's a bigger reduction there than the unrestricted slightly but not by much so we expect that once those components are worked out we will be able to have adjustments to these areas and we'll get that cleaned up and moving forward with our predictions on all other revenues that line 1.060 this is a great story to tell i

043believe because it has to do with our tif revenue so tiffs are tax incentive financing options and traditionally what they are for is communities and taxing authorities in the area can work together and say okay we want to make sure we have property ready to go so that when commercial property or commercial owners want to come in and move into the area there is development ready to go they can get into the access of water and roads and and that kind of thing so what we have found in this update is that the tiffs that we had in the creekside area and polaris area had more construction coming online than we anticipated generating more revenue force and that's what that four million dollar adjustment is we know that with tiff those tiff agreements they're 20-year

044tiffs um and so we anticipate that that four million will stay there and that's why it's projected throughout the five years of the forecast um and then finally we have our other revenue with our essa reimbursement for 17 million dollars that you'll see posted there so previously we were not granted sr2 or sr3 funding we had an initial wave of approximately two million dollars at the end of fiscal year 20 and into the beginning of 21 which was primarily spent on ppe as we talk about coming back to school in the height of the pandemic when we didn't receive the sr2 or sr3 and the next wave of funding at the beginning of fiscal year 22 we really just took everything into the general fund and made sure that our students were safe and kept

045operating forward but through those federal regulations and those dollars that were available they told the state in each state that you had to keep approximately 10 percent of your state's allocation in a reserve and hold on to it until we tell you that it can be released through that process we actually received sr2 and three dollars which we had not previously been eligible for we received that in january of 2022. so what we have talked about through our leadership team and looking at other items that are available to us we were looking at our cdl program and realized that we could take the funds that we have and apply them to fiscal year 2021 costs so it is posting here as a revenue which as a reimbursement of a prior year expense that's why it's

046in the revenue category and not the expense category but with the 17 million that's not the full amount that we received it was 21 million in change in total so we are using approximately 3.8 million to have to insert math coaches into elementary and middle school grades to help answer those questions for students that just need some extra coaching they need to get i don't want to stay caught up because i don't know that's the right phrasing but help them get on target through their math academics and to help us make sure that we are consistent across the board with our math curriculum so we're excited that program will start in fiscal year 23 and carry through 24 with those federal dollars and then we anticipated those costs coming back into payroll and fiscal years

04725 and 26. are there questions i can answer for you about the revenue changes no i have some at the end okay okay so let's take a look at our expenditures um overall for this fiscal year we are predicting that we will be come in under budget by approximately 1.7 million dollars that's always great to hear personnel services were fairly much on target and that's one of our largest expenditure lines as we are service organization and most of our costs are our staff the employee benefits line is under more so than salary due to the change in our insurance rates that we had we currently predicted it would be an eight percent medical premium reevaluation and it came in at about five so we're happy to see that we came in under what we had

048predicted you'll see that we are leveling out more or less in that category as we move forward and that's part of having the base cost reduced um overall very happy with where we are in 2022 with our costs and i'll go through some of the components of 23. and taking a look at 2023 you'll see that the personnel costs are higher but mr rafe touched on one of the causes of that of course opening middle school six when we open a new building we have additional costs rather than just growth salaries we also have administration and some overhead positions that aren't truly a 25 to 1 ratio classroom arts guidance counselors etc and so that's reflective of having that building open our purchase services are expected to go up excuse me just a minute i'm

049going to take a quick drink i apologize for the pause we have a couple of significant changes one of which is um to other entities we do still pay tuition for our some of our special education students even though that is no longer a part of the state foundation program there are students that have to that are better served at specific i would say facilities that cater or that can tailor to their needs so think maybe perhaps hearing vision impairments things like that that are just more advantageous to the student for those services and we expect that to go up we also have growth in our extended school year services and our wellness programming that previously ran through federal funds is now back in the general forecast so we'll continue with those costs in the

050forecast supply is a material one of the items there of course is just fuel costs for transportation diesel fuel has gone up by roughly 39 percent the average prices that we were looking at when we were doing our research was anywhere from i think in january february we were around dollars and ten cents and the last figure we saw was five dollars and ten cents plus and it's continuing to vary so we anticipated that higher rates moving into 2023 to make sure that we are prudent with our planning so that's one of the major components of that in other objects we have increased costs for our tax collections the delaware county auditors and franklin county auditors to a very very minor extent collect all of the tax revenue for the district and then they issue

051those payments to the district they also issue chargebacks so we are paying for the collection of those revenues um as our rev real estate revenues go up so do our collection fees and so that's one of the components in other objects that's causing that additionally we are expecting increases in our escco funding that is the educational service center of central ohio we contract with the esco to provide us with services for special education and preschool functionality and as those programs grow and continue to be robust so does the cost of that contract or those contracted wages so those two pieces are primarily driving those as we go out in the forecast then we are using general inflationary gains to predict where we will be we are happy to say that we do have a three-year

052agreement or extension in place with our teachers union they were approved in january to have an extension with three percent increase on the base so that is applied through fiscal year 23 4 and 5. we do have assumptions in place that are commiserate to that for the other associations but we are currently negotiating those at this point so our other our oc negotiations for our bus drivers maintenance and field tech workers our bus drivers is another association and then our intervention aids so we hope to have those wrapped up soon um as we have those conversations and work with our associations just one quick question on you mentioned that middle school 6 personnel is being factored in have you factored in elementary 17 in this yet or is that still yes we have thank you

053for reminding me we do have elementary 17 we moved it back into fiscal year 2025. in november we did have it forecasted for 26 but the timing of when we might need that facility seems to be more in that 2025 area so we are looking into the facilities committee is looking into that having discussions about where that is best placed and so we felt prudent to bring it back into 2025 and assume that cost a year early what that does to the forecast is compounds it into 26 it's just a more conservative approach to our cost estimations to make sure that we can take care of it or should it should we do it in 2025. i see a puzzled look on your face you have a question yes do you have a question or

054a comment no question um you know a lot of times when i talk to neighbors and people in the community and you start talking about school financing their eyes start to glaze over they check their messages on their phone yeah so i'm just going to ask a couple questions that try and highlight the awesomeness of this information that you're sharing with us okay because um the older i get i start to forget remind me again how long our levy was the ask was in 2020 thank you very good question so when we were campaigning for the levy in 2020 we promised three years we are looking at at least a five-year stretch by these by this forecast so another big question the fair school funding plan yes um would that benefit us in a groovy

055way if we could secure the second phase of that and how would that impact the levy promise great questions as well so yes we would benefit only tng would benefit from the fair school funding plan being fully phased in um even if phased in through fiscal years 24 and 25 and then held the importance of that is that it's funding students where they're enrolled so for the first time owen tangi would be able to have state funding come in at the volume of students coming in there is still components to that that looks at our local capacity to pay so the state and the local community both pay for the funding of education so it's you know in some communities districts are upset that they might be losing funding but they're either losing students or

056they don't have a large ability to have growth in their value property valuations so they're they might not quite understand how that helps them but for olin tangy certainly it will help us bring in um another 16 percent year over year the final sixth year of phasing would be 2027 and our estimations show that would be 50 million dollars annually each year so if we're getting 10 million normally from the state and that changes to 50 game changer absolutely it's about 40 million dollars we're talking about four mills or roughly four to five mils of property taxes that we wouldn't have to ask our community for say that one more time it's a big deal because that's something we can all agree on there's a lot of stuff we can disagree on but one thing

057we can all agree on is this is great news for everyone in our district and my voice is going to go quickly but um just say it one more time absolutely so the more state funding we have the the less we have to ask our community for on a ballot item so if we have approximately 50 million dollars in funding that's 40 million dollars more than we get now right now one mill is approximately 4.8 million dollars so we're looking at four to five mills roughly that we wouldn't have to ask our community for to fund our schools last comment no school district in central ohio has a better financial forecast favorable to the taxpayers in the district than we do at year five so thank you for sharing the great news oh you're most

058welcome and let me get to the slide that shows that this is a snapshot that is looking at all of taking november putting in those changes we discussed and looking at the results so as you can see if you're looking at fiscal year 26 we are only a couple of days shy of where we were in november so still a very strong showing um through that five year forecast and we are again in 2024's right in that area where we are going to continue to watch where we are spending excuse me spending more than we're bringing in in revenue and that carries into 25 26 so we're targeting that we're looking at that we're looking at our budgets we're trying to make sure that we're as prudent as possible and we're watching our days cash

059on hand going forward to make sure that we meet that 30 that 60 to 90 day metric of cash on hand to begin the next fiscal year so again a strong showing 326 not entirely different from november and again that's bringing on two elementaries in a middle school our state funding we took the conservative approach and said where we are where we know we will be in 2023 what is in law right now we're just adding a simple two percent inflationary increase for four 24 25 and 26 we didn't want to overestimate what we would have we want to make sure that we're prudent and can cover our expenditures so we're planning for a very conservative model and hoping for the best and we'll continue to work with legislators to get that in place part

060of our forecast is looking at the risk assessment what could be factors that change or cause variances as we move forward sorry i got a little i got a little fancy with the zoom in i'm dangerous when i can start playing with these things um but anyway one of our risk assessments always for olentangy is escalated enrollment we went through a slow in growth slowed down in growth not a stall out not a loss but the rate at which we grew slowed so we are still tracking and trying to determine how fast or what our traditional growth will come back usually we're about five to six hundred students annually um last year i believe we were in the three to four range three to four hundred range so just trying to predict and keep an

061eye on that and where those knowing where those students will live though is always an item that we need a crystal ball for we are looking into our board of revision cases we want to continue to monitor those especially if the covid protocol or deadlines are released it goes back to a traditional model how will that impact that collection any decline of class 2 evaluations then that are rolling into the tax duplicate we'll keep an eye on we also know that house bill 126 was passed this of course is the law that changes how boards of education can participate in border revision cases so we are meeting with our council on that to come up with a new plan talk about strategies that we can use to help protect the property valuation within our community

062in that commercial arena to help keep that tax base strong we've talked quite a bit about state funding and legislative changes there so i won't go down through that for you again our association negotiations again we do have a teacher's extension in with our teachers union but we are working through those negotiations for our classified folks our insurance costs and enrollment can always have an impact if we have a larger than expected enrollment or if our claims dollars spike really high and we have to change premium rates and then our contracted services with the esco again that's a measurement of our growth that continues to change as we grow our preschool and special education programs are there questions i can answer for you that we haven't discussed so the um 27 million bonds were about

063to issue yes those are really for the middle school and we'd still need to raise money for 17 or no no that's for elementary 17. okay so like so there'll be no capital ever required for 17. correct we already raised the money correct when we have ready to go ahead and do construction and we've contemplated the operating expenditures in the five year forecast correct um so for those that may not um if i didn't express that clearly i apologize but yes this is the the 27 million is the final segment of the voted authority from the 2020 ballot we issued that debt in three installments so that we were only issuing the debt that we needed for construction costs at the time that those buildings would be constructed we saved approximately 4.2 million dollars by

064doing that so it was an effective approach for us to take and saving interest cost for those issuances in our community good to go to market now and not wait yes yeah yeah yes because we know we need it and we did figure contingency because of construction costs yes and i know that's one of the concerns that we spoke with s p about was construction costs um items going up materials not being available etc we did have a savings when we constructed shale meadows and so there is bond there are bond dollars quote unquote saved from that construction progress process that can help us have any offsetting costs that may be coming with elementary 17. so we still feel we're in a pretty good shape and i do not at this time anticipate having any

065issues with needing more funds for that process right yeah i just want to clear the the math coaches that we've been so that's been on a wish list for a long time as you know we've had literacy support coaches in in the elementaries that really do a great job of um ensuring that literacy instruction is uh implemented with fidelity as we as we teach our balanced literacy framework so i say a uh literacy instruction across the board elementary in middle school looks largely similar and that's not that hasn't been the case with math and it's long bothered us but adding that many types of positions taking that extra money and doing it and then absorbing it in the out years due to the increased state funding and some of the other things is is really

066going to be very impactful it's going to improve teacher efficacy i mean obviously we hope to improve have our students be more successful on state test scores and those kind of things but but really we want them to be more successful math learners and and improving teacher efficacy is really important to that so those coaches will do primarily teacher coaching they'll do some direct work with students but that'll be limited on a limited basis we're also discussing ways to implement some additional tutoring services available in the secondary schools as part of that program as it continues to roll forward and then lastly with regards to the tif revenue and and the the effort we've made in the last seven years to try to encourage and attract more commercial development this board has been a very

067active participant in the tiff world and and it's now starting to reap the benefits and and in in these early years it's one thing to get because we're getting 25 percent of revenues but that starts the clock when we hit year 10 or year 20 and real estate is that that commercial real estate is at full valuation um you know you said like the point project of polaris um that went up very quickly and it's now paying significant tasks and the tip that tiff was used to do some road improvements around to build a parking garage and to do the lyra drive and when i look at those things i mean the improved traffic you know the roads that are getting built are a great thing for the community so it's a win-win it's a

068little challenging right now to get up worthington road but i will say you know even the tip that we did for all the stuff in westerville just like where all that development is off of um polaris and cleveland all that's all coming to fruition so it's all creekside has really been a game changer it's all the stuff around carmel's been yep yeah mr o'brien can i add a comment to superintendent ray teacher terminology of this teacher efficacy stuff there are a few things that impact student achievement higher than teacher efficacy so that's a big deal to get a huge return on investment on the coaches so um i'm excited to see that that happen it's gonna it'll continue to make a difference i um i want to kind of give you a little more information

069about the esser funding um there may be questions from the community as to why are we putting more of the esser funding towards cost reimbursement so to speak versus programming future programming and the esser dollars we have about 11 million dollars from sr2 that expires fiscal year 23 and then we have roughly 9 million dollars from sr3 funds which expires in 2024 so we didn't have the ability to hold on to that 21 million dollars and push it forward into the forecast we had to use it within the parameters that the guidelines that we had which means we had to spend it sooner versus later unfortunately but it does help the overall fund balance which is an improvement to the taxpayers and that we can stretch that unreserved fund forward anything else thank you very

070much thank you good i'll give miss hatfield a minute to sit down mr uh rafe would you like to present the superintendent action items yes sir i'd like to present superintendent action items a through h for approval do you have a motion please second i'll second so we had miss patrick and mr lester first second any discussion on superintendent action items a through h all right please call the roll mrs patrick yes i believe it was was it thank you i'm sorry i didn't i left my pen at the podium mr lester yes dr daberko yes um dr weiss yes and mr o'brien yes thank you all right now entertain a motion to move uh into an executive session um pursue the higher revised code 122-2 for banners required to be kept confidential by state

071of federal law to consider the discipline of an employee i have a motion please so moved second second okay and again um we will return to the meeting but only to adjourn we will not be taking any action so with that ms hatfield please call the roll dr dabraco yes dr weiss yes mr lester yes mrs patrick yes and mr o'brien yes thank you that next meeting is the 27th 26th sorry okay um so i'm gonna i wrote down mr lester so we're gonna go with it mr lester yes dr weiss yes dr dabiko yes mrs patrick yes and mr o'brien yes thank you you
