001for us. Um, good morning everybody. It's April 8th. I had to look at my thing and make sure I knew what it was. Um, welcome to work session. Um, call to order. Roll call. Mr. Drew. >> Miss Haywood. >> Miss Minky. Miss Phillips >> here. >> Miss Roland Miller >> here. >> Miss Lar >> here. Um, can we do the pledge of allegiance, please? I pledge algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Since we have no guests, I'm going to skip over the safety briefing. Um, do I have a um motion to approve the proposed agenda? >> So moved. >> Second. Okay. It's kind of like a given. Um, any any discussion?

002Hearing none. Roll call. Mr. Jer. >> M. Roland Miller. >> Yes. >> Miss Phillips. >> Yes. >> Miss Lar. >> Yes. There you go. Awesome person. >> Okay. Um did you Katie want to say anything towards the um any of the things in the consent agenda? >> I don't think so. >> Okay. All right. Um so then we can move move right into uh board discussion. Um >> Oh, okay. Oh, we Okay. Sorry. So, we need a motion to approve this consent agenda. >> A second. >> All right. Um, go ahead, >> Miss Rolling Phillips. >> Miss Roland Miller. >> Yes. >> Phillips. >> Yes. >> One more. Get off the raotion. The man needs more coffee. Um, okay. Now, can we go into board discussion? All right. So, um, as these two know, but

003y'all don't, um, I sent out any emails since Katie and I did not meet um, to discuss today's agenda. There was really no need. But I did want to know if there was anything that the board might have that they want us to work on. So, um I will um send you guys this worksheet um and any notes that I add for today. So, some homework issues to be thinking about for our meeting at the end of April. Um one of them is our goals and plans that we want to accomplish as a board for the rest of the year. This was this is one of Susan's suggestions. Um it was something that we talked about at retreat so that we could kind of focus on what did we want to do? What things do

004we see that we need to educate ourselves on? Um what kind of problems do we anticipate? A lot of this is going to rely on this guy right here because his his area of all of this is really deep and thick. Um, and we feel that we need a lot of education on this. Um, we we don't want to wait until the fall and finding out what the elections are going to give us. We want to have plan ABC PDQ ready to go depending on what happens in the fall. Um, >> on that, I think one of the things that I raised was that we did some work last year on the income tax. >> Um, >> I haven't gotten to that yet. >> Oh, okay. Because it was the financial piece that I brought

005up. Um, and actually I think this is even more timely than trying to figure out what to do because it to me we need to start very soon talking about and getting everybody else because we have new members that haven't talked about the two different types of income tax and what the impact would be and the process. We we did a lot of that last year. I think we need a refresher plus to bring everybody up to speed because I think with our shortened timeline, depending on what we can do with the PI levy, we need to be talking about the income tax now so that we could be on the ballot in time to make that change. It's also going to impact if, as I said in my email, the good citizens of Ohio

006choose to repeal all property tax. Um I we need to like I don't know what that looks like because we're going to need to have an income tax I think pretty quickly on the ballot say in the primary if that's March. >> Yeah. >> Um so to me they're all things that we really need to start a conversation about now. So that that's to me a front burner issue. >> Okay. So just just jumping ahead then um uh that was that was the second second piece that she brought up was um income tax options. Um let's see um see if we covered everything that you had like which there's different types of income tax levies. Um, Denise, PI levy is something that I think James really wants us to be talking about because even though

007we just renewed it, it really does not cover what's needed. I mean, those are $1980, right? >> Right. Well, it's even bigger than that because we didn't do a building project, right? And and those deferred maintenance that was in that building project is just as large not larger. So just even you know so you still have to deal with that that piece and Susan's brought up you know we have a significant chunk sitting in the forecast for capital improvement that can be part of a PI levy which we seem to have all those are decisions that are intertwined. So it's not just an operating levy or operating income tax or operating that depend what you do for building project or PI you can it changes the calculation and so you know you're going to have

008a a kind of a ball of yarn there we have to pull out to figure out you know how these go together. >> I like I like the analogy. Um >> yeah so yeah it's not it's not they're not singular decisions. So my point is they're part of the So in in combining these two two separate ideas, um uh one of the questions was do we wait to work on our goals, our thoughts? Do we wait for Mike? Do we work out ideas ahead of time and then be able to discuss with him? do we kind of monkey around with this a little bit and then work with it on with him at the retreat? Um, and the same thing with the tax things because he's going to have to learn about this too. Um,

009so basically what I was I mean Ry's already started. I saw the first edition of the Facebook finance class and and thought that that went pretty well. Um, so basically what I think we need and I would like to see us try and develop by the end of April and everybody's input would be good to be able to formulate this would be how to educate the public on what's going on at the state level. Um, obviously Ry's thing is helping, but to create kind of like a lesson plan for action. Um, Casey would probably appreciate my analogy there, but that's how I was really seeing it because we need to set a goal, what we expect that goal to accomplish, and then an action plan on how to do it. So, um, t to me

010that that just rire of lesson plans of days of old. So, uh, that's how I kind of did that and and the goal being that we have a plan of action before the fall of elections. Um, because we we really don't know what other things are going to happen. Um, then on community engagement, um, you all receive the schedule for the highlights. So, as long as you've got your your name written down on on your calendar for which date you have to do the highlights. So, Casey had already and I guess Denise J had sent that out. So, be sure that you've got your name down on that. When the way I do it, Denise, is that on my calendar when I've got a meeting like today's work session, if I had to do today's

011work session, I would go back on that one and do a slash on the calendar and put highlights on it so that I would know, okay, that one's my turn. and then I don't forget and I can sit there and worry about it for days beforehand. Um, let's see. Are there any and I know that you're on that are do you have any other questions or thoughts coming out of community engagement? Like has has the committee been working on ways that they would like to see the poor get out to the community or you know any of those kinds of things? um that has been a topic as well as um the you mentioned a lesson plan for an action for the community um kind of lessons on um finances on the school finances. >>

012Okay. >> So, those have been the two top things that we've been discussing is getting out in the community more and um how do we communicate to people so they better understand how school finance. >> Okay. Will you have a meeting before the April regular meeting or is this >> I think it's next week. So yes, I think next Wednesday is our next week. >> Okay. If you could kind of like plunk that into your um into your like we really would like to talk about this type of a thing so that we can get that in our plan of action >> to wear. >> How we're going to be reaching out to the community. >> Hi Absolutely. Absolutely. You can turn these chairs here and turn turn them right around. And I recognize those

013skirts. My daughter was an NDA student, too. Um, so welcome. Yeah, just go ahead and um >> Oh, that's No, that's quite all right. That's quite all right. You are totally fine. Um, if you have any questions, just call her out. um evaluations. Casey's not here, so I can talk about her. Um she she's not here because her husband's traveling, so she has kid duty this morning. That's why she's not here. but she volunteered to kind of take all the information that I have gathered um all the changes that we've done on evaluations since Rey's um presidency and I sent that whole slash of information over to her poor thing and she wanted to kind of work on that and see what she could come up with put a fresh set of eyes on it.

014Um, and she had a presentation to do and so there it sits at home with her and the kids and probably a pot of coffee. So she will probably talk about that further in um, April. Anything that she sends to me that we can I can send out to everybody, I will do that as it comes through. Um Mike will probably and and Katie if you think about it this afternoon um would like to be able to start firming up some dates for this retreat with Mike. Um, so if any of you, um, there's four of us here now, so if there's any any dates during the summer that you cannot do a retreat with Mike, could you please send those to me so that we can get this on the books as soon as

015possible? Um, and I know he's working on what he's going to do with Solen as far as coming here in the 20 days and all that, right? Um, if you didn't see it, um, look it up on channel 11's um, website. He did an interview with Jeff Smith on um, Leading Edge. The video quality is really poor, but it was it was fun to see him getting his first interview under his belt. Poor man. So, he survived and he's lived to tell the tales. So, that's that's a good thing. So, that's all I have. Um, is there anything else before we move into executive session? >> Oh, go ahead. >> Go ahead. on the retreat. Can we just check to see if the 18th works for him since we already have the 18th? >> The

01618th. >> Yeah, I'm I'm out of town that week if you want me there. >> Okay. >> Um, and then my other question on the retreat is, do we really need finding leaders for this retreat? because I can't express how incredibly disappointed I was with every interaction with them and I just don't see how they're going to add much value to this for us. >> Well, we paid for them to be there. >> I would pay for them not to be there. >> Okay. I mean, could we get from him what his plan is, what the agenda is, what he's going to be doing, and how it's going to add value so we can evaluate it and see if it's going to have value to us. >> That's a good idea. I think it's fair

017to say what's the agenda? What would you provide? >> And I would think that Mike would have a lot of things on his own agenda that he would want to discuss from >> Yeah. And obviously I want Mike there. >> I just am not sure I can see where Steve's going to have that. >> Well, and you might you might want to think about this in two parts. You're going to want the getting to know your new superintendent, setting goals with him, those kinds of things. And you're also going to be wanting to talk about finance, setting the plan, how you're going, you know, how you're going to approach PI, how you're going to approach an income tax, all those things. And that might not be all accomplished in one day. So, you might want

018to think about a work session and a retreat. And maybe the work sessions will go longer than normal, but um you might want to think about it in two parts so that one can be really clear, you know, setting your direction and then the other could be more working on a working on the income and the tax part. >> So two different dates that you're suggesting. Okay. >> I just I think that's you're asking a lot of brain power in one day. >> Yeah, especially in summer. >> Well, you might want different people facilitating each of those as well. One is more leadership, the other is more the down and dirty um tax options. >> I I also think it's it's unrealistic that in one day we're also gonna I think the we really maybe

019finance can talk about that tonight. If we really look at this question, it's going to need to be every meeting we're going to need to be talking about this in some concrete way. >> Maybe a specific work session that's expanded would be helpful, >> but to me there's going to have to be because it's that ball of yarn. It's it's just going to have to come together. It's going to have to be woven together with the analogy over time. And once we once it all comes together, we'll be like, "Oh, there's the picture." I I see this being a month. >> Well, that's the importance of your strategic plan, too, is that drives your conversation for every board meeting next year. Um, getting on the same page with Mike about when you know when you

020want to go through that process with you and the community. I think your retreats, then you get your strategic planning done and that finance piece, finance facilities piece of your strategic plan is going to drive every board. You won't have to be wondering, gosh, what is our topic this month? every month would be going right after that strategic plan goal that you set as a board in this community. >> A lot of discussions that we need to chunk on the education >> talk about income tax how it works during chunk talk about what the equivalent for example if property tax was repealed what what that would look like. you know, there sort of there's chunks there that you kind of have the baseline foundation understanding for that you can try to pull together. >> There's

021a lot that's unknown still, right? So, it's hard I don't say it's hard to plan, but it's we don't quite know what we're planning for yet because we don't know what the impact of all these property taxes are going to be. And I think the gatorial election will drive so much of this. >> Oh, yeah. >> So, >> yeah, we got an awful lot up in the air. Is this a budget year? >> No. No. >> Yes. >> Seems. >> Okay. All right. So, we'll let PC know send us dates that are definite nos. And so I would look at your June, July, and August calendars and let um just email me what is a definite no and we can go from there and see if we can get any matches with with my So

022would the retreat have to be a Saturday or could it be during the week too depending? >> You could do a work session. I this isn't a oneandone work session on income tax. This is going to be the education piece of it which is as much for the public as it is for you. And then there's going to be the real work of can we stomach this? Is this you know this >> you're back to the leadership portion retreat. >> Yeah. Either either way. >> Either way. Okay. All right. >> I think the leadership part probably is going to be take some time. >> Okay. So probably is He's brand new. You don't know him. You had the advantage of at least knowing who I was >> when we sat down together. >> Um I

023think, you know, giving yourself some time to really get to know him and be able to set goals with him, letting him get his feet under a little bit, letting him get familiar with your quarter and what's ahead of him. >> All right. So, are you are you saying that it would >> I think that's a better Saturday. >> That's a Saturday. >> I think your finance ones are going to be multiple workshops. Okay. >> Okay. Gotcha. >> You already have a pencled in work session on July 8th scheduled. Like that's like the placeholder. So I mean you could use that as one and then just schedule a second. >> Thank you. >> Okay. Anything else? >> Yes. Um so I just want to go back. >> So is that Yes. Saturday. The leadership retreat

024needs to be a Saturday. Was that a yes? >> It it I I don't think it has to be, but if if that works for everybody, we can I it might depending on what someone does. For Michael, it it could be easier for him to do a Saturday because I think we probably want to do that. >> Knowing your blackout dates will be really important. The faster we can get that to him, then he can nail down a date. >> Yeah. Um, >> I think it'll help him plan. >> So, it um >> remember how hard it was just to get interview dates. So, >> yeah, >> those dates. >> I know. I'm so to schedule anything with this group just gives me palpitations. So, I've been really getting doing a jump on this one.

025Um, okay. Any anything else? as for community engagement. I think one of the things that we tried to do last year is that that Laura and I would bring ideas to the community engagement committee. We would battle them around, come up with something better than what we had brought in, and then we brought those to the board to say, "Hey, here's our idea. What do you think?" And sometimes the board said, "Nah, we don't think that's going to work." Or, "Yeah, let's do that." and let's, you know, get a discussion around that. And I guess that's um, you know, I raised this before. I'm concerned that we're not out in the, you know, I can go on my own and do things, but I'm uncomfortable saying, "Hi, I'm a board member. It feels like I'm

026campaigning." versus two of us planning on being somewhere together. Um, I I would just like us I I feel like we keep kicking this several walls down the road. We had talked a lot about talking about like this at this meeting. And so we're kicking it down the road. We're kicking it down the road. I I'd expect community engagement to bring some ideas to the board or here's some ideas of ways that we could be out engaged in the community. Um you know, whether it's again showing up at the library on Saturday mornings, it's during the farmers market, whatever it is, I feel like we are not overly accessible right now. I think that that would be something that Mike would like too because he he really talked about that in the in the interviews

027that you don't wait to talk about these things. You're always out there, always talking about things, always available to people, always present and not just talking during a campaign year. And I think that's really I think that's really important. I think we definitely tried doing that last year even though some of us were running. Um it I I just think the the sense of that for any board any board in the state. Um I know that that's Mary Cleveland's uh one of her big goals is to get that started. She's the current president of OSBA and it's one of her big things that you know every president comes in they've got a goal or something. Um, and that's one of hers. And I said, "Oh, we're talking about the same things." So, um, and I

028will see her on Friday. So, I'm going to find out from her, um, if she has brought any ideas and I can share that with you because you and Casey are on community engagement, right? Okay. So, any good ideas that I can steal from her, I will pass along to you. Okay. Florida, do you have anything else for discussion? >> Anything? Anything? Okay. Do I have a motion to move into executive session? >> I'm a little unclear. So, in terms of you're going to send out that list or we're supposed to send ideas like what are >> I will Okay. So, I made I made some additional notes and so that uh and I will send this out later today. Um I'm going to be busy this afternoon, but I can send this out tonight.

029So is the idea for these ideas to go to committees >> and that committees can bring them in the future. >> Sure. Some of these are are basically just even your own personal thoughts. What do you what do you think about things? So I'm basically taking what was sent to me from the email that I sent out. That's what I started talking about and then the additions that we talked about as far as the about the retreat and and all of that. So, um, I can certainly contact Steve and find out what the what the format is for that and what what the plans are along that line. And I'd like to know if again you guys don't really have a lot of time or unless if you want me to speak with Mike directly,

030I can ask him what does he see for the retreat? What he what would he like to see and get the party planned so to speak and make sure that we're meeting everybody's needs for that because we don't want to the time is short. It's going to be fast and this man is he's got to feel like he's going through a whirlwind at this particular point. So, I want to make it as easy for him as we can so that we can support him, but that means that we've got to have our act in order. So, I want to make sure that we do whatever we need to do to be able to help him. Um, okay. Uh, all right. back to the um motion to move into executive session. >> Um the purpose of

031>> that's what I thank you. But I'm getting to it. Approve to enter into executive session for the purpose of discussing the appointment, promotion, or compensation of specific employees or officials. Laura. >> So move. >> Okay. Do I have a second? >> Second. >> Yeah, she's the second girl. All right, Mr. Jurer. >> Miss Mankey. >> Yes. >> Miss Phillips. >> Yes. >> Miss Roland Miller. >> Yes. >> Miss Lmer, >> yes. >> Okay.
