001tax budget hearing to order. Um, this is a public hearing for any input into the Parisburg schools tax budget which must be submitted to the county by jo January 20th by Ohio Revised Code. This is a requirement and just for the board's information and community um tax budget while it's in the Ohio Revised Code, some counties wave it. I have treasures friends of mine in particularly in western Ohio who have never done one in 20 years and some counties take it a different seriously. There is a standard form which a few counties use. There's alternative forms that some counties use and Wood County uses a unique form and if you want to click on the um tab Katie the the PDF and open that up. Wood County looks for an estimate of re revenues and

002the and what the tax budget is is our justification to the tax budget commission which it consists of the county auditor, county treasurer, and the prosecuting attorney that they should collect our levies. And with the with the last set of legislations, the tax budget commission has the authority to reduce any levies they don't feel are necessary. Now, the odd thing here is if you notice on ours, this is the first page. This is our general fund. All you see are revenues. You don't see anything on expenses. So, how can the tax budget commission say you don't need the revenue, but they're not asking us for our expenses? Now, we do provide the forecast. Every time we file the forecast, I file the forecast with the county also. Now, having said that, our county auditor, treasurer,

003and prosecuting attorney are great to work with. They're they're doing their due diligence on this, and we have a conversation every year, but I it's generally not an issue. If you want to scroll down to um the second page on the debt retirement um Katie the where the tax budget in the past has been most useful is where you have levies that are expiring not levies expiring where you have debt service that's maturing. So many times you can if you have enough reserve you can reduce your millillage faster on debt and the tax budget place is a good place to discuss it say hey we're coming we've got enough in reserve we don't need to collect all of it now wood county does things a little bit differently um and generally we're adjusting those millages

004every year anyway because because um we I do a report to to say here's our reserves here's how much we need to collect And so they're doing that calculation. So it's not much of an issue, but really they're concerned about general fund. Well, any tax, property tax funds, right? So they're concerned about general fund, our debt retirement, our PI fund, and on the last page, if you will, Katie, um, second to last. Yeah, that right there. This is our debt. And they'll look at this to make sure that we're collecting enough to pay our debt. And you'll notice 2016 bonds, $0 in um what does that tell you? That's the high school we paid off. We have um so as of January 31st, December 31st, we don't always, you know, that bond is paid off.

005So we'll see less collections and and they'll know to stop collecting on that bond. So that's really it. It's just a what I do is going back to general fund those revenues um if I've done my job correctly match the forecast is all so all I'm doing is taking my forecast and putting it in to this format for the tax budget commission and occasionally like on the property tax revenue the Matt's estimate may be slightly different than mine and we can adjust you know the forecast and that kind of thing. But that it's really a point of discussion between me and the tax budget commission which by the way is a public meeting if anyone ever wants to attend. We sit in a conference room and have a little conversation. We ask how the kids

006are doing and anything else and we move on. No, we have that kind of relationship and we like I said Wood County is great to work with. Um, I appreciate what they've what they've done. Matt's always been Matt Estray and Jane Sparrow and Paul Dobson have always been really good to work through our issues with. It's so any questions? Um you said on the on this last page um outside the 10 mil limit this 2016 bonds that was the high school we paid off. >> Yes. >> What's what's the 2015 one? >> That's HPI. >> Oh that's HPI. >> The 2022 is a refund of HPI. So, um, we still owe some money on HBI and so we portion of it and when I came on board, we refunded at a better interest rate. So,

007that's why there's there's two sets of bonds for HBI still. >> Okay. Okay. And >> and Randy, >> would I be correct in saying the reason that you see the 2016 is because those were refinanced? >> Yes. >> Okay. Yeah, that was um that was we refinanced um portion of the bonds. The day those bonds sold was the day that Russia invaded Ukraine and panic on my half. I watched the bonds sell. They sold immediately. State Farm bought most of them and they sold for a really good rate because one of the things that institutional investors like are high um um lowrisk bonds in times of uncertainty. So So we actually got a better rate than we would expect under those kind of conditions. Timing is everything. >> Timing is there. You always have good

008timing. now and we've looked at doing some more refunding, but obviously with interest rates the way they are, it's it's got to be a it's it's got to be a while. >> All right, any other questions? Thanks, Laura. >> You're welcome. >> All right, if if nothing else, I close the task tax budget hearing. This will be on the organizational agenda for for the board's approval and then I can submit to the county um this week. >> Okay. Thank you. >> And you're adjourning the meeting. >> All right. turn on my mic. Okay. All right. Welcome everybody. Um, first thing that of order of business that we're going to do since we technically aren't legit yet, let's do our oath of office. Mr. Drewer. >> All right. Would our new board members please rise and

009repeat after me? I state your name. >> I, Sue Larimemer, >> do solemnly affirm that I will support the Constitution of the United States. >> Do solemnly affirm that I will support the Constitution of the United States >> and the Constitution of the State of Ohio >> and the Constitution of the State of Ohio. and I will faithfully and impartially discharge my duties. >> And that I will faithfully and impartially discharge my duties. >> As a board of education member >> as a board of indep education member >> in and for said Parisburg exempted village school district >> in and for the said Parisburg exempted village school district >> Wood County, Ohio to the best of my ability. >> All right, welcome. You're that you're now board members and we have a quorum. >> Hey,

010welcome everybody. >> Well, okay. You can Okay, Susan corrected me. You were board members January 1st, but now you can act as board members >> and vote as board members. >> Randy, do you need to do an official um roll call? >> I do. >> All right, go ahead. Miss Haywood >> here. >> Miss Lmer >> here. >> Miss Minky >> here. >> Miss Phillips >> here. >> Miss Roland Miller >> here. >> All right. For all the those of you who are present and those watching at home, um Parisburg Schools welcomes you to the Commodore Building and we thank you for attending tonight's Board of Education meeting. We care about the safety of our students, our families, and our guests. So, please note that there are exits on both the east and west sides

011of the cafeteria and in case of an emergency and AED is located just outside the cafeteria doors. Um, you are located at 140 East Indiana Avenue. Thank you so much for joining us tonight here and at home and for supporting Parisburg schools. So, our very first um There we go. I don't know what is it. Is it uh board docs? That's really slow today. Holy cow, it's got case of the poked. All right, so the first thing that we're going to do is election of a new board president. Um I'm just the prom, which goes from January 1st to whenever the organizational meeting is. So I am opening up the floor for nominations for um a new president. Do I hear any? I will throw my name out there for anybody. Is there are there

012any other nominations? Hearing none, I will close the nominations. Um Randy, roll call. >> Miss Haywood >> here. >> Yes. Vote. Say >> you have to say Miss Lmer. >> Yes, that works. >> Yeah. Miss Minky. >> Yes. >> Okay. I assume that's for voting for Sue. Miss Phillips. >> Miss Lmer. >> Okay. Miss Roland Miller. >> Miss Lurmer. >> And Miss Lurmer. You may vote for yourself. >> I vote for myself. Yes. Thank you. >> Well, thank you board. I appreciate your support and your trust in me. Um, I'm excited about this board. I really, really am. I am I think we've got wonderful things. I know we've got a hard year ahead of us, but um, the cooperation and the help that I received in getting us to tonight was very much appreciated

013and I thank you for everything. Let's get to work. But I need a vice president to um to help us along with this endeavor. So, do I have any nominations for a vice president, please? I nominate Laura Mankey. Would Are you interested, Laura? >> I'll accept. >> All right. So, I put forth the nomination for Laura Mankey. Do I hear any other nominations? Okay. See if we can get this one. I'm closing the nominations. We vote by the name. The only time we don't have to vote yes or no. So that's how we do that. Randy, roll call, please. >> Miss Haywood. >> Yes. No. Miss Mankey. >> No. Yes. >> Yes. That's right. >> Miss Lmer. >> Laura Mankey. >> Miss Phillips. >> Miss Mankey. >> Miss Roland Miller. >> Miss Mankey. and Miss

014Minky. >> Yes, myself. >> That's weird, isn't it? >> I know. It's so awkward. >> All right. Well, congratulations and um please members feel free to reach out to Laura or myself with any questions. Um things you need help with, things you want to know about. We're we're here for you. Let's make this a great and fabulous year. Um, I would like a motion now to adopt the proposed agenda. Anybody who's wondering, we're on 4.1 right now. May I have a motion to adopt the proposed agenda? >> So move. >> Do I hear a second? >> Second. >> Thank you. Oh, I'm sorry. Laura um made the motion. Susan seconded. Um any discussion? I'm I'm still not clear when we were going to be approving the special meetings. Do we need to add an item

015to the agenda to do that? We've normally approved special meetings and they're not part of the agenda. >> I think if you look um when you look at 5.1, the chart that I made is included and the special meetings are on there. It's up on the screen, right? It's not on the screen now. >> It's on the screen now. Um, so, uh, we did we did include it in the agenda. So, it is up there and it will be up there for approval. >> So, we're approving the attached document, not the necessarily just the list. >> True. The attached document is also part of the information to be approved. >> Okay. >> Does that does that make sense? Um, and um, I would like to suggest I've been trying to figure out the best way

016to do this. Um, try as I might, I feel that there were some things that I didn't completely do on some of these things in five in section five. So, I would like to propose that we move I make a motion that we remove 5.8 eight so that we can discuss 51 through 57 individually. >> Point of you don't need you can do that. You don't need to discuss them if you're in discussion point. You can discuss you're discussing all of them at this point unless you want to separate them and vote on them separately. Either way it's okay with the board. So you can leave the vote as one and discuss each of them separately. Okay. >> Okay. I just want to >> Oh, you know, I misunderstood. I think I understand what you're

017saying now. Okay. All right. So, let's go to um I'd like to make a discussion on 5.1, which Susan already got us started on. Um if you notice on there, there is an attach. >> We need to approve the agenda first. >> Oh, we do need to approve the agenda. Uh well, we're still discussing though. How does that how does that work, Randy? If we're still in discussion mode, >> you're you're discussing the agenda now. If you're okay with the agenda, obviously individual resolutions, you can you're going to have um a motion, a second, and discussion, right? So, right now, you're just on on the on the agenda portion, right? So, you're and so individual resolutions you can have discussions on and you're going to have a motion in a second. So, if you're okay

018with the the agenda, doesn't mean that you're not going to discuss individual resolutions, but you you can go ahead and approve the agenda. If there's something that you want to pull out of the agenda or or add to the agenda, now's the time to do that discussion. But the agenda, you're talking about the agenda itself at this point. >> Okay. Does that make sense? >> Yes. The agenda as a whole. >> We have a motion and a second to approve it. and we're so we're discussing the agenda. So I guess the question I would ask is is there anything the discussion on the agenda itself? >> Is there anything on the agenda itself as in removing or >> right if there's something you want to pull out? >> I don't want to pull anything out

019but we've got blank spaces on some of these items in section five that need to be filled in like >> alteration. So when you get to that item, then you can discuss that item and fill in those blanks. >> Okay. >> All right. >> So for example, I'm I'm not suggesting you should do this. Let's say I want I want to insert something in five make 5.8 something different. Move it. This would be the chance. Hey, I want to modify the agenda and add this this thing. So okay, we're discussing the agenda. Now, if you're okay with doing the agenda as is in terms of organization, you're not approving the items. the organization. >> Okay. All right. I I'm Is everybody following along? >> Okay. I'm not apologize if I'm not being clear. >> No,

020that's quite all right. It's I think it's because it it it looks like a consent agenda section in there. And so I I want to make sure that we're not affirming all of that because we do need to discuss these things. But that's totally fine. >> I I got to remind the board even consent agendas, you can discuss individual items in the consent agenda. you're just approving them as a whole. But when you're dis when you're discussing it, you can discuss anything within that. >> Okay? >> Right? So, >> and that's just not mean you can't discuss it. It just means it's generally that you're you're grouping things together that make sense that are routine items that go together. >> Okay? >> That's right. So, obviously, we don't you don't do everything consent because not

021everything is routine. >> So, don't I don't want for Casey and Denise in particular, I want you to figure out you can't discuss something because it was in consent. Okay. >> I wouldn't really say that the organizational meeting is a routine meeting, right? It's a once a year >> individual itemized out meeting. >> For example, again, we're off topic. I know you could take five and items five and seven and put it all in one consent if you if the board wanted to. Not necessary. Keep it like it is. I wouldn't complicate it, but I'm just This is just a kind of an educational moment. >> Okay, there you go. at a good time for it to be at an organizational meeting. Okay. So, Denise and Casey, are are we okay? All right. So, do

022we have any other discussion in regards to approving the agenda? We can go back through and continue with Susan's discussion on 51. We all good? Okay. Randy, roll call, please. >> Miss Minky, >> yes. >> Miss Roland Miller, >> yes. >> Miss Phillips, >> yes. >> Miss Haywood, >> yes. >> Miss Lammer, >> yes. Okay. So, jumping down to Susan's comment. Um, >> so again, I'm sorry, Sue. I feel I'm stepping over. I apologize. >> That's all right. >> So, I would go to 5.8 if you want to keep them all group, ask for a motion in a second and then ask for discussion and then go through each item one by one >> unless you want to vote for one separately. >> There you go. Okay, that makes sense. So uh >> I just

023I need to say that consent agendas you approve everything and if you want to pull it even just to discuss it you then vote on it separately. So I I do for a consent agenda it's either a consent agenda or you discuss it. It's well I don't know if there's a place to argue about but that's we're you look at the rules that allow the board to run the most smoothly. >> Okay. >> And you know if if if we're technically correct Susan Susan is right. But you know it's it's really the board we have operating rules and we we fall back on Robert's rules that the board can't work it out. I want the board to it's it's it's your meeting on how you want to do it. The Susan is exactly right. So

024if you want to really um technically you're correct. Okay. But there's no rule that says you can't do it that way. >> Okay. So you're suggesting now that I go down to 5.8. I >> I'm suggesting the board do what it's comfortable with. I would if it were me I would go to 5.8. Do it by regard. But you but you could also do it Miss Roland Miller's way and that's totally correct. Also, if you want to discuss each of those individually, you can. But we would do a motion and a second on each of them individually. So, what do you want to do? I apolog >> No, no. I I just feel that now some of these things are obviously okay, but some of the things that are missing the alternate nomination into we

025need to to get that. Um there's we've got some dates on >> I'd like to recommend that we just take each one individually, discuss it and vote on it individually. >> That's what I was wanting to do as well. So there you go. >> How do we just go ahead and jump into 5.1 then? >> Yes. >> Okay. And then not do do you want to vote on 5.1 after we're done or do we wait until we get down to 5.8? >> Miss Rolla Miller suggested that you do 5.1 motion second, discuss it, vote on it, go to 5.2 and that's perfectly acceptable. >> I think that's a fine plan. Let's do that. Okay. So >> for those of you following along at home, we are back on 5.1 and uh discussing our calendar for

026the year. Um there is a listing of the regular board meeting dates um in the agenda. Now what I found helpful for me because I love charts was that I created a chart which is attached and it's also up on the screen. Um, and there's one here in red on in March that uh the 17th was the original date that's been changed to the 24th so that we could be sure that um Dr. Anstet is with us. But we also have a question down in November. Um as noted in the center section capital conference is the 15th through the 17th. So, I called down to OSBA, which is the Ohio School Board Association. I talked to the um conference director, Angela, and she said that yes, the uh while the speakers have not yet been

027determined, um the speaker would start at noon on this on the 17th and adjournment would be approximately somewhere between 3 and 3:30. I'm making the suggestion um that we move that date to either the 18th or the 24th. Um so that if the speaker is somebody that we're all dying to listen to and hear, which very rarely does this happen, the speakers that we had this this current or last year, last fall, I wasn't interested in any of three of them. Nobody from OSBA is listening to that. Um, but this could be the year that that last speaker is somebody that we all desperately want to listen to. So, it would make it really taxing to try and get out of Columbus during rush hour and get home safely. Sad that. Um, and be all

028hunky hunky joy joy and and do a regular meeting at that time. It's doable. I don't want to say that it's not doable. um especially if you drive like I do. Mark Folition is not listening. So, um I'm I'm open to discussion on that. If you guys would like to keep it the 17th, skip it over to the 18th or to the 24th. Now's the time for us to talk about that and change it if you want to. Anybody have any comments? >> 24th is fine with me. >> 24th. Okay. That's just a couple of days before Thanksgiving and that's okay. You would prefer the >> Are we talking about March? >> No, we're we're in November for capital conference. >> I'd rather >> No, I know Denise does calendars the way I do. We

029see a date that we're supposed to be at. We're just jumping on our calendar and putting stuff down. So, >> I would rather just keep it the 17th with what 14 years of OSBA capital conference experience. I can't really ever say that sticking around for the last one all the way to the very end has ever been necessary and most of the time it's you know it's done and over before even that >> a lot of people do leave there there is that but we've got two new members and um I wasn't sure what they if they want to get every single ounce out of the experience of it or not. Um Dr. Anstep will are you available in any >> I will not be here. As a reminder, you're hiring a new superintendent. >>

030Oh, that's right. >> I just wanted to remind you of that. >> That was a Freudian. >> I will say you can That's all right. You can always change the meeting later if you if once Capitol Conference announces the speaker and it's somebody really really incredible, you could you could move the meeting. So, >> okay. >> Yeah. I know the press doesn't like that and but you know if we >> we'll give them we'll have we'll have plenty of advanced notice. We'll know probably in the next month or two who they're going to book. So if it's somebody really incredible we can always change the date of the meeting. >> Okay. >> Yeah. All right. Yeah. >> Um Casey, do you have anything you want to add? >> I'm good with any of the dates.

031I will make anything work. >> Okay, that sounds good. Susan, thoughts? Yeah, I think it's just um there is always the meeting prep and so I'm aware of staff since staff does also attend that but um I don't think I think only once have I stuck around to the very end. So I see and I I always do. So we'll we'll um as soon as I get word as to what the speaker is or what the schedule is, I will bring be sure to bring that to everybody's attention and we can plan accordingly. How's that sound? Okay. Then so looking at uh uh all these dates that we have on here and after you take a deep breath of looking at February, um Steve did confirm that the times that we have on here are

032correct. On the on the 23rd, he was hoping that 3:30 was going to be okay. Um and that's that's what I have down here. Um, so February is a is a busy month, but that's that's okay. Is there are there any other issues, questions, changes that you want to make to the proposed calendar at this time? >> Um, didn't didn't we discuss moving it from 5:45 to six? >> Oh, I'm sorry. >> That's okay. No. >> Um, oh, the regular meetings. Um, let's see. Is Is that where we would be? Yeah, I think I think now would be the time to talk about that. Um, there's there's been a suggestion that our um regular board meetings be moved to six o'clock versus 5:45. Is there any other further discussion about that? >> I would definitely

033appreciate it so I don't have to rush to get here. And I I think we have some other newer members too who because of work would appreciate the later time aside from our public who would like to attend. >> Okay. So, all right. So, want it Laura Casey? Six o'clock is fine. Susan >> doesn't matter to me. Okay. All right. So, um it sounds like we can go ahead and change that time then to six o'clock. So, we'll make a note on that. And um Mr. Dur, if you could make that change on there for us to six o'clock. >> I want to be because we're going to need to communicate. Are we intending so we've discussed regular meetings we have established with finding leaders all the special meetings related to the superintendent search is

034the intent that any of the special meetings scheduled for 5:45 would also move to six we can't I know um the finalist and stakeholder interviews we can't move that that late but um >> Oh that's True. Definitely the 23rd has to stay at 3:30, but I think it's um I would I mean look at the look how late the night is already going to be on the 12th, the 13th, and the 26th. Um I would strongly Oh, and the third. Um >> 26 should be a relatively one agenda meeting. Um the 3rd, the 12th and the 13th are going to be long meetings and the uh the one on the third I would think might be somewhat lengthy if we we're struggling. That could be a a lengthy meeting too. those three meetings. >> Yeah.

035So, we've got the 3rd, the 12th, the 13th, the 26th, that's um Mr. Dur, is the 26th um special meeting. Will that be done in executive session or is that going to be >> Well, you're going to have to >> We would do executive. >> You have to go to executive session for your discussion, but you have to come open session. executive session, then you would come out as soon as soon assume the board is gonna vote on an open session. >> Okay. The the plan is to not need executive session that day, but if we are still undecided after the 23rd, then yes, we would need an executive session. >> Yes. >> The hope is not to meet that. >> So the Susan's exactly right. the what what you've discussed is the 23rd. You've

036have the you have the finalists here and you've done those interviews. When when the board leaves that night, you should have an idea who you who you're going to offer the position to and if they accept, then you'd be able to approve them on the 26th. >> Finding Leaders has asked us to make a decision that night if possible. Um well ladies >> I'm going to urge the that we keep the 545 for these because just of the length of the meetings is there any possibility that that is possible for y'all in these in this particular situation. >> Yeah that's fine. You can do you can do that Casey. Okay. >> Are you talking about just the interview or the special ones? Yeah, the Yeah, I'm looking at the special meetings on the 3, the

03712th, 13th, and the 26th and we managed to to swing that. Do you want me to help make brownies to bribe your boss? >> Okay. >> I wish it was that easy. >> Um, okay. So, since we already have this set up, um, let's let's keep that. that's that's involving a lot of people to change that. So, we're going to keep February as is. We will change the um regular meeting from 5:45 to 6:00. Is it still necessary for people's schedules to hold the work session at 7 a.m. because that hasn't always been successful with everyone? Just wanted to check that time. >> Okay. Discussions of the 7:00 time. Are you suggesting Susan moving it later? 7:30? >> I'm suggesting moving it earlier. So, >> yeah. I mean, >> a girl after my own heart.

038>> What would the alternative be? >> Maybe 7:30. >> Oh. How long do they typically last? >> We try to keep them to an hour. There's a rare occasion that sometimes it ees over depending on what urgency there is that happens during it. But it's basically a kind of like a a mini teaching class to us as to things that are going on in the district or or Randy presenting the five-year forecast or hopefully he's going to be doing a lot of updates on all the things that went down at the state house at the end of December. Um those types of things. So, it's it's usually kept as close to an hour as possible. And and if you if you absolutely had to leave, Denise, that's quite all right. We understand. >> I'm okay

039with 7:30 if it's >> 7:30. >> Okay. >> And I would like to propose with those that if we really do not need them to go ahead and cancel them and just if it's material that can wait for a regular board meeting to put it in there. I I understand that we have some months that we have some things to discuss and work out, but with the number of meetings that we already have to have something and especially if there's only one or two little agenda items on there that really don't need discussion, if we can just go ahead and move those to a regular board meeting. >> Okay. Well, we can certainly work on that. >> And just a reminder, there are two types of meetings. Regular meetings and special meetings. Work sessions are

040a special meeting and follow those rules in terms of having a set agenda. And to Miss Mickey's point, so if you don't have an agenda, you cancel you cancel a meeting with proper notice. Okay? So, it's not a big deal. the the you know for example the July 8th meeting we have that there for a purpose just in case because July 10th on hiring and resignations become an issue on teachers contracts >> right but I think to me as a you're it seems like a reasonable ask from my seat >> okay all right so what I see that we've done is that we've changed the regular meetings from 5:45 to 6 that we've changed changed the work sessions from 7 to 7:30 and that the February special meetings are going to remain at 5:45. Um,

041and we will leave the November regular meetings set currently for the 17th and wait for OSBA to give us the lowdown on what's going on at conference at that particular time. How'd I do? We got everything. Okay. Is there anything else that I've missed that we need to discuss about the calendar hearing? None. Mr. Drew, roll call for 5.1, please. >> Okay. Just the the work session was in 5.3, by the way. I just I don't know if we guys >> and the two retreat special meetings are in 52, but if we approve it all in 51, we could do away with 52 and 53. So um I would suggest u madame president ask for a motion to approve um the regular meetings the special meetings the work sessions and the board retreat all as

042part as far 5 >> make a motion to approve 5.1 5.2 2 and 5.3. >> Thank you. >> I second. >> All right. So, Susan motion Laura second. Any discussion? >> Hearing none. Roll call, please. >> Miss Roland Miller, >> yes. >> Miss Minky, >> yes. >> Miss Haywood, >> yes. >> Miss Phillips, >> yes. >> Miss Lmer, >> yes. >> Thank you. >> Okay, that's what I call efficiency of motion 5.4. Um, where I kind of messed up on here was getting an alternate for the OSBA legislative liaison. Um, and Laura, are you okay with being the district rep for that? >> Yes. >> Okay. Um, is there someone who is interested in being the alternate? >> Okay. >> You might want to describe what it requires for those. >> Okay. >> So, what

043what the OSBA legislative liaison is is that you get emails pretty regularly. I will continue to be copied on those as well. Um, but it's basically the hot topics going on in Columbus and also at the federal level that are education related. So, you're not going to get deluge with things about engineering things happening in the state or train tracks or anything like that. It's all education centered. So, as as this comes in and you're reading the emails, things that really peique your interest, you can report those at a board meeting and let us know and keep us the rest of the board updated. So, that's what a legislative liaison does. Um, and it's basically just reporting to that as an OSBA legislative liaison. Um, I'm not sure. I don't think you have a special

044meeting with OSBA. It's just getting the special emails sent to you and and then reporting to the board. >> What is the role of the alternate then? >> The alternate would be you'd be getting the the things too, the emails as well, as will I. And then if if Laura's not here at a meeting, then you can you can backfill for her and the two of you can discuss and represent together. Maybe you want to split the report together if there's something going on. So that that's basically what it's what that one's all about. >> I'd be happy to be her alternate. >> Okay. So thank you Denise. So, we're going to have OSBA um legislative liaison alternate Denise. Okay, Randy, point of order again. Do we want to stop and then vote on this

045one or kind of since we're all talking about OSBA things, group these all together and vote vote on them collectively? Okay, I'm going to group them together since it's all OSBA things. Um 5.5. Um this is this one is uh I have done this for years and years and years and it's the one that nobody wants to do. Uh it's where you go to the delegate assembly on Monday afternoons at conference. Um, it can last from two to five hours depending on how gnarly it gets. Um, it hasn't been too bad the last couple of months, but it's really it's I find it interesting and I have never missed. So, the chance of you having to do it would be slim to none, but um it's just just to have a backup. You know, somebody

046can always get sick at the last minute. Um so that is the OSBA delegate takes um things that our board, our district would like to see OSBA um promote to the state legislature. Like we all know that we want OSBA to promote funding for public education. So there's a there's a big one. That's that's that's like a given. So, it's it's helping them create that platform so that OSBA knows what we as a board wish for them to to advocate for for us because they're basically a lobbyist group in in a large sense of the word. And so that's our chance as a board to speak to them and to the other 600 or so delegates to tell them what we would like them to advocate for >> this. And Sue, correct me if wrong.

047It's actually a voting you actually have a vote. >> Yes, we do. >> At the at the assembly. So yeah, it's a voting position on behalf of the >> of the district. >> It's really pretty fascinating. It I find it fascinating. Um I shouldn't impute that on all of you. A lot of people don't like it, but I I enjoy it that and we don't have to have a an alternate. That's that's quite all right, too. There are a lot of districts that don't have a delegate at all. Is there anybody interested in in doing this position? Otherwise, we'll just leave it blank. Okay. Since I sold that, so well, let's move on to 5.6. We'll just leave it and not put a uh no alternate for that one. No alternate. Um so the student

048achievement liaison um Casey is uh our OSBA student achievement liaison and this is the same situation Casey where um uh I think it's I think it's Kristen Christie uh that is taking over that position. Um, and there is a larger team down at OSBA called the student uh achievement liaison team. It's an acronym salt and um so you kind of listen to what we are bringing to you on that because I'm on that and and then you what we need you to do is to take and especially with what you're doing at the university you can bring that and bring that to the board and talk about student achievement from your professional area. So, that's going to be a really nice feature of you being on that and things that are going on in the

049district especially. And then you can report that to um OSBA. It's all done through email. You have no meetings to do. This is not it's not the same thing as what I'm doing. So, is there somebody who would like to be um an assistant to Casey on that? Again, we do not need an alternate if if nobody wants to stretch out. Okay. Well, I think we're we're probably well represented on that with Casey on the one part of it and me on the other part. So, we'll say no alternate for that one as well. Okay. So, I move that we approve 54556. Is there a second? Second. Denise seconds. Any further discussion? All right. Roll call. Mr. Durer. >> Miss Lmer. >> Yes. >> Miss Phillips. Yes. >> Miss Haywood. >> Yes. >> Miss Minky.

050>> Yes. >> Miss Roland Miller. >> Yes. >> All right. Down to 5.7. Um you'll see that these are grouped into um board uh board committees. Our board committees are community engagement, finance, student achievement and the policy committee. Um we have tentative schedules set up on these at this particular point. Um board appointments with the city liaison, county legislative and township liaison. These were I pulled these from um 2024. We did not do these in 2025. Um, I still think there's validity to them, but I'm open to discussion on this. If you say that we don't want to do these, that's fine. But I think in our efforts to extend ourselves and be better at outreaching to the community and especially with the um with the uh group that our new Middleton Township uh trustee

051is trying to do um Melissa Petri um to get all of these regional governments to work together. I think having having us involved at any level is a good is a good idea and it's really up to you. Make it what you want. Be as involved in it as you can. Um I'm not saying that you have to go to every every township meeting. I'm not saying that you have to go to every city meeting. No offense, Justin. I I'm I'm saying be in be involved to what extent your time allows and then you can report back to us at our board meetings what you discover, what you find out, things that you think we need to know our heads up on. And it kind of just it kind of spreads the work out a

052little bit. So any further discussion? That was my logic and putting it back in. >> Yeah. I I guess I want to speak to why we didn't do this last year. Um, one of the things that we really worked on last year in creating some of the structure was both in our understanding of what our role is as well as informing and being um kind of reflecting to the community what our role is. I think it's my role as a board member to be engaged with city leadership, with township leadership, with, you know, county not so much. um certainly legislative at the state level. Um what we what I experienced as the leazison is that uh I wasn't the only one speaking for this to the city and to city representatives which is fine. A

053lot of that lands on our staff as well. And um I guess I I think we would need to do a lot more clarity about what our expectations are for these leazison versus all of us um being involved but also making it clear to the community that uh we don't have special pull with the city or with the township. we certainly maybe have some more access but not necessarily and that our five votes um are only five votes to the city or to the township and guess it depends where we live. So I we had stopped doing this partly because it's all of our responsibility um to do it but also it it's not just us it has to be a community responsibility. So, we had removed these with the understanding that we should be

054in touch with council members and township trustees. Um, I'm not posit like the township assignment. I I really don't know what that means other than the fact that I'm going to be in touch with um council members and with trustees as appropriate. Uh, I do not see myself attending township meetings on a regular basis. um my my commitments and my time are here to my work and to my other community responsibilities. So if we're going to approve these, we need to create job descriptions for ourselves because it has not been clear about what the intent of these positions has been. I would have to agree with that because um for all the years that I've been on this board, these have always been on there and I've never really known or been given direction as

055to what to do. I But I I think how do I want to say this? I think having one of us Again, this is this is um many hands may make light work. There is a lot of government around us, a lot of government that affects our district and affects our families. Um for all of us to be worried about the city, the county, the the legislative, and the township can be really really burdensome. I mean that's that's a huge that's a huge chunk. Um, so it like just a case of um, okay, so let's take township and I'm not exactly sure why >> because there's two townships. I will point that out as well. I have to cover both. >> I'm not exactly sure why legislative lison I put that in there. Maybe because

056it was in there before, but we've already approved Laura for that. Um, so maybe we need two, one for Parisburg Township and one for Middleton Township. Um, I'm not that must have been some I I I would be willing to to navigate that one through a little bit better. Um, because certainly I don't think one person should do both townships. That's that's a lot. But I think the vision is just even like Okay, we've got we I'm gonna pick on you Justin again since uh Justin Edel, our new city council member is here with us tonight. Um if you had one person on any of these governing bodies that you knew and you could connect with them. Um quick phone call, text message, is there anything that we need to know about? Anything that you're

057doing that's affecting the district? um a zoning issue coming up that he's going to be aware of um because it's on his agenda that maybe we should know about and he could let that liaison know. That would be a good thing for us to know and keeps us from having to muddle through a lot of other government things and I think that that was maybe the purpose. I I don't know Dr. Anstead, do you know where these came from? Because they've been here the whole 12 years I have >> except last year >> 11 >> except last year. I I don't but I would say that I think I have a good relationship with council and the new mayor and also and I hope that your next superintendent will make that a priority as well.

058I do think it's cleaner for city council, for the mayor, for township. I think it's cleaner to have them call the superintendent or treasurer and um and then it's our duty to report out to you. I'm not sure. I if we got really involved in a project where we were all coming together, which we certainly hope that's what's going to come in the future where the township and the city and everybody are working together, we might see a reason to say, "Okay, we're going to make sure that Denise is at every one of those meetings, right? Something like that. We might in the future, but I think the most streamlined approach is to run it through your superintendent and treasur." >> Yes. >> Yeah. and and we already have some of those, I guess, working

059relationships, you know, um our assistant superintendent attends the zoning zoning board stuff. Um I'm on the housing council look at so I I deal with the CRA, the um tax abatement stuff and then we have the other contacts of the superintendent as well as our operations director works with the city administration probably more than any of us. So, so there's a lot going on. on it. Not to say from my seat that board members shouldn't be engaged with the mayor and council people, but we already have mechanisms in place. >> Okay. Well, then maybe this was something that was appropriate at the time it was created and we've outgrown it. Maybe >> It's been around a long time. Um, okay. The put a pin in that. Um, scrolling down to the OSBA committees. Those are

060the committees that I'm on and I felt that those should be on there for your uh for public understanding and for the rest of my board's understanding here that um these are the things that I work on already with OSBA and bring back to you. So, I would like to move that we remove the board liaison appointments um because I don't think they seem to be really necessary anymore. So, um do I have a do I have a second? >> Second. >> Uh Casey seconds. Uh any further discussion? Um I I want to point out that I based on a previous list we had removed the records commission and perhaps we don't need to really list that because it's by policy the president. So um Miss Larur, you'll now be on the records, but we

061have sometimes listed that. We also do have a representative non-voting to PSF and I believe I was supposed to be that and I believe that that's something that we should be voting on. I don't believe that that's a superintendent appointment to the PSF board. >> It has been in the past. >> That's a superintendent appointment. >> I think so. So, we'll bring those back. >> Okay. I know development is, but Okay. >> Yeah. Um mainly because um Susan, you need to check with uh Jeff anytime you have a report that you want to give because sometimes the information that you get there is not really ready for public consumption. So, um that's where it became a um a superintendent committee and those superintendent committees um for those of you who downloaded the uh agenda earlier

062um and I forgot to mention this, we removed that um based with a discussion I had with legal counsel down at uh OSBA. So, we we moved that to um Dr. Anststead's superintendent report at the regular board meeting. So that's why you're not seeing it on here if you saw it earlier. Um, okay. So that kind of takes care of that. There's a motion on the floor and a second to remove the uh liaison appointments. Um and and Susan, you said that records is by policy >> policy board president. >> Okay. Okay. >> We've sometimes I mean we've usually listed it as part of the motion but it we don't really need to approve it. Just wanted to point that out. I think >> yeah as president you're on that not who was assigned. >>

063Okay. Okay. >> Someone not you was initially assigned to that and it we need to be clear that it's you. It's a once a year commitment. It's not a big deal. >> Well, we hope it's a once a year commitment. >> Yeah, that's true. That's a good point. Fair enough. >> I believe um it'll pull up. >> Okay. Um I have a a question, Mr. on underneath administrative content that is different that than what is up above. >> Again, don't administrative content was just our notes to you. It's not it's not public information. >> Okay. >> It doesn't show up in the notes or anything. >> That's what I was asking then. So, we are looking to remove the city county legis not the legislative liaison. Do you want to do you want to keep

064that Laura or um and the township or are we just going to remove the three and keep the legislative liaison or >> we approve the OSBA legislative leaison. Is that separate? >> There we go. Yeah. And maybe that's where the confusion was too and why that ended up showing up in there again. So removing those four liaison from the um approval process and we'll just we'll just say goodbye to them and it was nice while they were around and we don't need them anymore. Okay. Um and no further discussion. >> I want to be clear. Is the motion that you made just to remove those or is it to approve the motion with those removed? Well, >> I I would suggest the latter. I just want to be clear about what we're voting on. >>

065I to I totally go along with that. I will amend my motion to say uh I would like to approve 5.7 with the removal of the four liaison. This Casey need to resc. Okay, there we go. Just to be sure, I'd like to call a question. Randy, roll call, please. >> Miss Lmer, >> yes. >> Miss Haywood, >> yes. >> Miss Minky, >> yes. >> Miss Phillips, >> yes. >> Miss Roland Miller, >> yes. >> Thank you. >> Okay. All right. We have no need for 5.8 now because we've gone through and approved all of those individually. So we are down to number six, the consent consent agenda items. All of number seven, are there any Oh. Um, do I have a motion to approve? >> No, you asked for it. You asked for removals

066before the motion. >> Are there any removals for the consent agenda number seven? Hearing none. Do I have a motion to approve the consent agenda? >> Some moved. >> Susan and second. >> Second. >> Denise seconds. Any discussion? >> Okay. Hearing none. All those. Oh, Randy. Sorry. Boy, that was a blast from the past. Randy, roll call, please. >> Miss Roland Miller, >> yes. >> Miss Phillips, >> yes. Miss Minky, >> yes. >> Miss Haywood, >> yes. >> Miss Lmer, >> yes. >> And if I hear no objections, I can adjourn the meeting. Any objections? >> Oh, I would like to make one point of um Is your mic on? >> There's one point I would like to um make. Um, Randy, is it am I correct in that it's OC that we have to

067be paid as board members? It's >> kind of a loaded question. OC allows you to be paid up to a maximum of $125 a meeting, which this board that's been its board's approval. You can't approve a change in that. You can't go any higher anyway during your term. And the board can choose to not be paid for the meetings and and it's up to I think it's 10 I have to look again. $10,000 the max per year or five it's it's5 or $10,000 a max. So it doesn't say you have to be paid but it says you are paid unless you say you don't want to be paid. For example, some boards >> don't pay themselves for special meetings. Some people opt out or they said, "Hey, we're going to it's but in general, unless

068the board says they're not going to be paid, you're going to be paid for a meeting." So, it's it's you're being paid unless you say otherwise as a board or in some cases it's donated back. >> Okay. I actually thought it was OC that you had to be paid. >> Okay. If you have to be paid, you you can turn it you can you can vote to board. I don't let me back up. boards have voted not to pay themselves >> and we did that once. >> Yes. >> In the past. Yeah. >> For for just a meeting for one particular >> there is a maximum too. Now we don't we have not since I've been here reached the maximum per board members even with all the meetings that we have. >> It just feels

069like it right. Okay. Your question answered Laura >> was more of a point of education. >> Yeah. >> Okay. You are being again board when you have board meetings I will clarify that our committee meetings we we have not been paying but your board meetings regular special work sessions retreats you're being paid for them. >> Okay. And you if you do change the pay it cannot be it has to be for incoming boards. It's not for the current board that is in place. >> Correct. Correct. That I did know. Yes. So we could we could vote for but I thought there was a limit on what you could >> get. It's 125. >> It's 125. So we can't >> can't go a dollar or 125 and 50 cents. We're we're at the top >> and

070we can't pay a mileage to the meetings and all other stuff. So >> Okay. All right. Any other points of discussion? >> Thanks Laura. >> All right. Hearing none. I adjourn the meeting at 657. Thank you for coming everybody.
