So, um I'm going to read Whereas the Board of the Elyria City School District is considering the adoption of a resolution to create a pay-to-participate policy for certain student activities at its regularly scheduled board meeting on June 10th, 2026. And whereas the board encourages and appreciates public interest in the meetings and issues coming before the board. Resolved that in an effort to permit public participation in the decision-making process on a pay-to-participate policy, the board will permit public participation, time for questions and comments related
003solely to such a pay-to-participate pilot policy at the June 10th, 2026 meeting only. The additional public participation time for comment on a pay-to-participate policy shall be governed by terms and provisions board policy BDDH modified as follows. The total time limit for the additional public participation time shall be limited to 30 minutes. Members of the community wishing to comment or ask questions shall rise and stand before one of the two microphones set up for their use. The board shall call upon the first person standing before the microphone to speak until the earlier of no more public speakers being present or two the total additional public participation time having expired. And each person shall be permitted to speak for a total of 5 minutes. Any member of the public who is not able to give their public

Yes. >> All right. >> I speak to you today as both an educator and a mother of children who attend Elyria schools. Pay-to-participate may work
005for other districts, but the is that it does not work for districts where many families are economically disadvantaged. We all know that our district is in a financial situation due to no fault of their own, but due to financial cuts at the federal, state, and local levels. In addition, funding that was previously given to our district by the state has been diverted to charter schools and the EdChoice voucher program. We have so many students that are talented in areas such as academics, athletics, robotics, and in the fine arts programs. Families will have to choose between taking their child to other districts or closing the doors of opportunities on their child's talents and abilities. If a student moves to another district, not only are their talents going to this district, but also the funding for that
006child goes with them. We sit here and complain how much we have lost in funding to EdChoice and charter schools. So, why would we tell them, "Here, take another one of our students and our funding." We have students here today that have been participating in orchestra for the past 6 years, since middle school. These students attend programs like NOYO through Oberlin College and Baldwin Wallace summer camps in hopes of someday getting a college scholarship. However, these students will be disqualified from these programs if they are not able to participate in orchestra through our high school. I've heard comments being made that it would be fair and reasonable to maybe charge our families $50 per activity per child. But remember that even $50 is a lot when you have nothing. You wouldn't believe how many students
007come to school hungry and how many go home to empty fridges. This is the reason that our district receives free breakfast and lunch. It's no secret that the cost of utilities, groceries, and we all know gas have increased. But remember that the average income for our families in Elyria has not increased. So if you vote in favor of pay to participate, you will be making families sacrifice even more from their kitchen tables. We teach our kids that they can grow up and be anything they want to be. But pay to participate for our district means those words will become a lie. If pay to participate uh uh sorry, if pay to participate occurs for our district, the fact will be that our children will learn that their talents, skills, special abilities, and doors of opportunities
008are tied to their families' finances. If they do not come from a family or home that is financially well off, they cannot grow up and be whatever they want. Because we did not help them grow and the doors of opportunities, including scholarships on their talents and abilities, we did not help enrich those and support those. But we would be closing the doors on them. Those doors would be closed for the fall of Elyria City Schools. We as a community, as a city, and a school district, we are better than that. These are not just students. These are our sons, our daughters, our cousins, our neighbors, and the future of Elyria. And while we cannot control their current financial situations, we have the ability to support their talents and skills. When each of them win, we
009win as a community. It is our duty as members of this community to encourage, to uplift, and to support the youth of our community. As expressed in the African proverb, each one reach one. 010>> Perfect. >> Okay. >> Uh my name is Shawn Beckwith, 217 Glenwood Street here in Elyria. Um I talked to not just the school board tonight, but to the entire community as well. Um we cannot afford to play the blame game um and and we can't afford to quite literally literally and figuratively tonight. Um I'm not really here to defend either side. I'm simply here to advocate for us as a school district, as an alumni class of 2015, and as a community as a whole. Um for the side of the community out here, um inflation has increased at a constant rate between 2 and 4% between 2020 and 2026. We all know this. Um in 2022, there was an average increase of about 8% inflation. I'm sure we're all very well aware of this. Things
011are simply becoming too much for the citizens of not only this city, not only this county, but of this entire country. More and more people simply cannot stretch anymore and to this point we cannot place blame on our fellow citizens for the failure of the additional levy. Not that anybody has, but just to point. There simply is no more room. Elyria averages around a 16% poverty rate compared to the national average of just below 11%. Our citizens simply cannot afford any more than they already do. There is simply nothing more that could be done more on their part, especially after supporting levies, at least from what I remember, for the better part of the last 20 years, including building new schools. I was a part of the brand new Elyria High School. It was awesome.
012Um, and now the kids have all these new schools today, um, with air conditioning, which is awesome, cuz we didn't have that. To the side of the school board, the 2025 Ohio state budget included a cut from current spending adding up to about $103.4 million over the next 2 years, which is where we are now. Um, more than half of the districts in the state are getting less state funding, and a fifth of those schools that did receive less state funding, um, actually grew their student populations. We know we have a declining population here, but even the ones that grew, um, faced cuts as well. Um, it's reported that more than 120 Ohio public school districts are projecting negative cash balances by 2029, and that is the worst since the Great Recession. Um, so this
013is not simply a mismanagement of funds. This is not simply anything our board, our district has simply done wrong. Um, this is not a product of bad financial management. This is not a product of misuse of funds. Um, this is not simply the product of a school district that has declining enrollment. This is a product of a government that has devalued the importance of public education for the benefit of charter schools in the form of vouchers. Elyria has never had pay to play. Even when other wealthier districts opted for the program years ago, this district time and time again came through for its students to not have to pay. I had other friends that would transfer from schools to go to Elyria High, um, simply because it didn't have pay to play. And my friends
014in Avon Lake, if I'm correct, had to do the same thing as well. It was a very foreign concept to us, and luckily for us, it was for a very long time. So, my point to this board is that this board and this district have done all they can to avoid this. But external factors, just like they've left it out of our control to support more levies, they've also left it out of their control to not be able to to be able to not bring this up anymore. Where do we go from here? I cannot stand here and tell you that I have all the answers, but I can say that as Elyrians, as a district, as a community as a whole, we have to stand together and we have to work together to make
015sure our kids and the students of this district can have the very best opportunities uh made available to them at a reasonable, hopefully free, cost. I lack the knowledge of technical requirements it takes to do these things, but through the forms of grants, subsidies, and even corporate sponsorships, that's how if you've been in Elyria for years, corporate sponsorships have allowed us to have fireworks for a number of years. We didn't have those during the Great Recession. We were able to get them back eventually. We didn't have Finwood lights for a few years. We were able to get these things back through donations. Um but uh to finish up here, we're pioneers. We always have been and we always will be. The solutions we pursue may be non-traditional. They may be unheard of, but pioneers chase
016innovation, and that's what we've always done in this city. The Tiyana Madisons and the Vic Janowiczes came from our schools, and the very best Elyria has to offer the world could be waiting in the wings. It'd be a shame to let finances simply hold that back. Nobody in this room is to blame. But we will all be to blame if we do not work together as Elyrians to find a solution, wherever that may be down the line. So, I'd like to start by saying that I I really want to express my concerns regarding the proposed pay-to-play for Elyria City Schools following the recent
017levy failure. While I understand the board is looking at surrounding districts as a benchmark, it is crucial to recognize the significant income differences between our communities. Elyria's median household income is approximately 54,000 a year, which is substantially lower than that of Avon, 168,000. Columbia Station, 123,000. Sheffield, 113,000. And Grafton, 95,000. Implementing these fees in Elyria will unfairly limit opportunities for our students. For many families, this cost can lead to a loss of athletic extracurricular opportunities for talented students, the potential loss of college scholarship opportunities, as well as a decrease in structured environments that help keep that help keep our youth engaged and out of daily trouble. Now, with that being said, we have 611 different districts in Ohio. Out of that 611, 221 have a pay-to-play policy. Out of every 221 school district that has
018a pay-to-play policy, any student that receives free or reduced meals for school also receive a free or reduced cost in that pay-to-play. With Elyria already receiving free and reduced meals in school, how can we help our children if there is a pay-to-play? Thank you. >> Thank you. >> Hi, I'm Serena. I run track, cross country, and I also wrestle. If I had to pay, that would be a lot of money money spent on a sport. I would be pressured every day since we paid for it to do better, work harder, and I would eventually lose my spark for that sport. But enough about me. What about the kids who can't afford to pay? They probably make up half of our teams, and you are willing to take that opportunity away from them for a little
019extra money. That isn't fair. That just shows that you don't actually care about the kids if you vote yes on this. This just shows that you care about the money. The kids who can't afford this or want to be able to get out of the house will no longer be allowed to do that. It could raise taxes, but think about all the kids that you're stripping this opportunity away from. Our teams would be significantly smaller and schools are always on about how kids should do more sports. But if you want students to do more sports, be more active and actually have something to do good and have a good name for Elyria sports, then voting yes on this would be selfish. Some people's only way of playing a sport is for free. If they wanted

My name is Jackie Below and I have a lot invested in Elyria City Schools. First of all, I'm a pioneer from the very heart. I'm getting ready to celebrate my 50th reunion of Elyria High School. I'm a home owner in Elyria. My children graduated from Elyria and my grandchildren are on pace to do so. So I've seen a lot over the years and I've just completed my 20 my 35th year of coaching in the system. And I can tell you one thing, I oppose pay-for-play for the following reason. It will potentially affect high school experience by limiting the activities of
021student athletes. I witnessed first hand the decrease in participation in like my sport this spring when bussing was taken away from us. I would ask kids in the hallway, I'm like, you know, how come you're not coming out this year? And they're coach, I I don't have a way. You know, it's too far to walk. My parents won't let me walk and they won't let me get into a car with strangers. As a parent and grandparent, I get that, and I understand that, and I back the parents. But, a few of them would walk. They would be very late for practice, which we understood. They would carry their heavy book bags, and often times they would carry their instruments in all kinds of weather. And if you remember our spring sports season, we had some
022horrible weather. When college coaches are recruiting, they prefer multi-sport athletes, and track is often used as the additional sport to fill to fill the void. Don't let an athlete be overlooked because their family could not afford multiple sports. If you choose to waive the fees for those who are free or reduced lunch, how is that fair to others? Over 50% of my track athletes participate in other activities such as band, drama, orchestra, cheer, robotics, and choir, just to name a few. Why should they have to choose? I know most of the schools in our conference and the surrounding districts, and I believe Elyria and Lorain are the only ones who do not have pay-to-play, but that's them. We are Elyria, and we have to look out for our families and our community first. Please don't
