004her microphone closer yeah we moved her microphone closer okay okay i'll speak louder procedures for public commentary this meeting is immediately board of education and public for the purpose of conducting the school board's business is not to be considered a public community meeting it is time for public participation during the meeting as indicated in the agenda under public commentary individuals like to share their opinions or comments concerning a topic on the board's agenda should list the agenda item or topic on a public participation sheet which is up front here and will be recognized by the board president during public commentary remarks should be addressed to the board as a group and be within a three minute time limit if the timer may be adjusted depending on the window of people the board applies these procedures

005to all speakers it does not discriminate based on the identity of the speaker content of the speech or viewpoint of the speaker the portion of the meeting which the participation of public is invited shall be limited to 30 minutes we have 20 participation forms so once we get to that point we'll divide it up and we'll go from there item 5.1 pbis awards recognition that's right uh before betsy presents anderson high school in naval middle school with their pbis awards we learned over the weekend that six more of our buildings are recipients of the pbis awards as well we've learned from the state support team region 13 at air elementary maddox elementary mercer elementary and summit elementary have all obtained the ohio pbis bronze recognition award for 2021 and turbine high school and wilson elementary

006have obtained the ohio pbis gold recognition award sherwood elementary is still in review and will get those results later i think this month or next month these schools will be recognized later in the year at the 2021 ohio pbis showcase and now i would like to ask mrs ryan if you would please to present the awards for those who we were expecting to give them to this evening yep so we are this is a motion to command negro middle school and anderson high school for their achievement and distinction in receiving the 2021 pbis four award i'm going to ask that mr fender if you could come up and accept the award for anderson and this is astronomy for nagel and each year each fall i have the honor of commending the buildings across the district

007and i'm just proud to say that each year we continue to increase who they are and now we have nine buildings that are participating and implementing a systemic framework around pbis as you know as a district we received a district recognition last year as well due to the efforts all of our buildings take with that implementation so congratulations anderson did you guys want to say anything a little bit through this but if we have the chance to celebrate our staff and our students i'm always going to take that chance so i'd like to give a really a big thank you to our team leads on the pbis work at anderson high school which would be a assistant principal emily stanyard and our new case coordinator melanie sorel and their team of teachers that they work

008with tirelessly to make sure that we're recognizing the outstanding students that we have anybody that knows anderson high school knows we have great students we have great staff and we have great families so to receive this recognition is really a nice panel back for for what we believe our community to be we talk about being real being kind and being better and representing the a my favorite thing that we do to recognize student behavior as our positive office referrals makes my day every day that i get to do this i'm team rob smile because he remembers doing it and that's when a teacher wants to give a student a special pat on the back for doing a great job somewhere in the area of being real being kinder being better and we get to calm

009down the office sharing that celebration with the student and mail the slip home to the parents so that so they get to see it as well it's just great stuff congratulations i will echo what mr fender said and say thank you to my team who led us to get this amazing award it is not a one person effort um emily danburton is actually now an assistant principal at anderson high school led that pdis committee for the last four years alongside shelly valentine our school psychologist and together with the team they brought consistency to nagel middle school with consistent language so every nighthawk knows that we are respectful responsible and safe so we really worked hard to kind of mirror where the elementaries were that same language and just come up with that consistency across the

010building so our students are excited to be celebrated in multiple ways through their teens and in different activities that they do with their teams but i would say that what we've been most excited about over the last few years and got even better this last year was our sore credits so we digitized the system um and where they can earn four credits for being respectful responsible and safe and then they can cash those in at the soar store and we appreciate all of our pto volunteers who have supported us in helping us keep that sore store stocked and running that sort of store with our students so it's a great way to welcome families into our pbis as well so thank you to our pbis team our staff our students and all of our families

011as well um i move that we commend uh niggle middle school in anderson high school for receiving the positive behavior intervention and supports pbis bronze recognition awards second mrs clapper mrs bissinger yes mrs meyer yes ms choice yes dr rasmussen yes dr heiss yes congratulations now we're up to public comments um i'd like to start by saying that i've been on the board for 12 years and for the last 12 years we have required civility and decorum for the public speaking and we've had a lot of very hot topics over the years we've the anderson has come up a number of times we've had one high school two high school uh discussions a lot of passion only once in all those years do i remember a public commentary doing what we at the time considered

012crossing the line and going after an individual board member by name it was actually for the one high school two high school discussion and that community member when brought up apologized and stopped we don't have to have public commentary that's not a requirement in these meetings but we want to do that we relish the ability of our community to speak with us in open session and we also live in a different world now um a number of times in the past couple months we've had public speakers bring up a particular board member or board members by name which again in the past has been verboten uh for years that was uh a rule that if that immediately got reprimand is if you brought up that it's like a a baseball coach cussing at a ref

013or an up you know it gets an immediate response but then it was brought up that it may not be that way that we should we can't regulate speech in an open session so i want to do the right thing for our community and for our board so i discussed with legal counsel and found out that recent precedents show that you don't have to be civil and you don't have to have decorum in an open meeting you still can't cuss you still can't threaten or an obscenity still frowned upon we can and will have time limits but i will not regulate any speech i do humbly ask that you remain civil and follow decorum and represent yourself and the forest hills community respectfully it is preferable and to be unacceptable to disagree without being disagreeable

014with that i will go in order we have 20 participation forms we have 30 minutes so it'll be a minute and a half per speaker and i will start with suzanne wells thank you my name is dr suzanne wells and i'm a cancer researcher and professor in the division of oncology at cincinnati children's hospital studies of viral infection and resulting disease have been a part of my work over the past 30 years and as all of you know we're facing another wave of covet cases with a new delta variant causing serious illness and death we know a lot about this variant essentially it's alpha on steroids and correspondingly one of every seven patients in an icu in ohio has covert and so does one of every five patients on a ventilator delta infections affect more

015and more kids particularly those not vaccinated such as those under 12 and those who are immune compromised for instance kids with asthma and cancer we have many of those in our school district immune compromised children have a particular dilemma they had a higher risk of responding poorly to the vaccine and also at a higher risk of covet complications once infected several children are currently hospitalized with covet at cincinnati children's the centers for disease control and prevention recommend that everyone two years of age and older wear a face mask covering while around others on her first day at turpin my daughter was one of two children in her classroom to wear a mask other classrooms had similar ratios the issue is masks only work if everyone wears them if we want to protect vulnerable children and

016staff we have to do better vaccination and universal masking are our superpower so i ask that all of you members of our school board mr pebbles with the utmost urgency that you move to implement universal masking thank you thank you someone had a good idea last time is to kind of give you a heads up too so next up will be dan salcedo and michelle wolfus who is on deck good evening i'm going to speak quickly first let me clear the record at the june 28 board meeting scott presented his plan to address community concerns regarding the perception and reality of critical race theory having actually infiltrated hill school district through the care team in the hamilton esc scott presented over 20 minutes that evening where he conveniently overreached and characterizing my implied endorsement of

017his plan for the record scott invoked my name a doz over a dozen times and cited that his plan was quote developed in coordination and cooperation with mr salcedo and that quote dean was pleased when we left the plan on friday prior to the monday meeting again for the record i was not pleased where scott left the plan on friday after providing substantial input which very little was reflected in his final plan i received scott's plan on thursday june 24 while i was literally caring for my dad's cancer treatment and i was in the kingdom rhythm at stanford hospital in california scott emailed the plan at 4 42 pm eastern he asked me to review it provide recommended edits to his plans we could present to the board one day later on monday the 28th

018i literally did my typing well at the bedside of my dad in the chemo unit see exhibit a it's been passed around here the red font side of the page is what i provided it's pretty red now flip over to see the actual final plan scott presented you will see that very little was reflected yet in scott's presentation my name and therefore my integrity was conveniently and i now believe manipulatively used to help cast a more favorable balanced incredible light upon his plan all of you can watch the youtube video of the 628 meeting and easily see that overreach net i did not then as proven by exhibit a nor today providing any tacit approval of a plan that can i categorically deny that this plan was as scott said quote developed in coordination and

019cooperation with me second reason i'm here is i want to demand accountability scott's plan he asks he has three measurable objectives of the cag the citizens advisory group insurance that's that's about that's it okay so thank you thank you there's more so michelle wolfus and on deck is james wells members in this community are engaging in a culture of intimidation the bullying intimidation and verbal abuse has happened during the forest hills school board meetings a speaker at the july board meeting falsely accused a group of citizens at the same meeting of harboring racist and white supremacist views with no evidence to support such an outrageously false claim she also claimed that citizens at the board meeting were fearful ignorant and motivated by disdain for certain ethnicities and cultures these accusations are patently false the person

020who publicly made the offensive and false accusations doesn't personally know any of the people whom she verbally attacked citizens have also been publicly accused of racist motives by school board members during board meetings again there's no evidence whatsoever to assert such an abhorrent accusation against fellow citizens no public statement of apology or of rejection of those behaviors has been given by the board we must reject the culture of intimidation which we have witnessed here we must be respectful and remember the dignity of all persons and engage with one another in moral and ethical ways these are foundational to a free and open society we employ the board to demonstrate ethical leadership on this issue by adopting a zero tolerance policy on bullying and tim and intimidation in meetings and outside of meetings thank you thank

021you james wells and ken is on deck hi thank you for the opportunity to talk my name is jim wells i'm a scientist i run a research lab at cincinnati children's hospital and i follow facts to make my conclusions but here are some things i found on the internet the earth is flat prince charles is a vampire robert mueller is a demon and some of you might believe that and more children are in the hospital with covet now than at any other time during the past 18-month pandemic one of these is correct i hope you can come to the conclusion which one i sent uh superintendent prebles a scientific article that reviewed hundreds of studies around the world to show that masks limit the spread of covet period that's a fact i am vaccinated to

022protect me i wear a mask to protect you i wear a mask to protect the children at cincinnati children's hospital because that's how my mom taught me i'm an atheist but i feel like i'm a better christian than a lot of other people because i wear a mask not for me but because it's easy guys give them a chance come on because my mother taught me to be kind and generous to protect others thank you thank you next up ken and april roush is on deck in scott's plan he states three measurable objections objectives tis ensure crt and its doctrines are not taught prevent the inclusion of crt explicit content and to adapt recommended policies process content and communications as long as solution as a long-term solution to ensuring that what happened under the watch

023of this board through care and the hamilton county esc can never ever happen again dan salito demands accountability from scott previls the sole author of the plan as well as the board who authorized the implementation of scott's plan and his cag consumer action group whatever is recommended per scott in this board explicitly define measurable objectives ensure that crt in any of his doctrines and content is never to be found in forest hill school district whether intentionally taught or not to this we must hold your feet to the fire and demand through thorough explanation if and when these measurable objections are not delivered another reason to clarify tonight is in scott's preamble to his 628 kaga plan he said a few times dan does not consider himself an expert on crt and dan agrees with that

024however he actually is very much an expert on diversion and inclusion diversity is not defined as racial divisiveness and inclusion is not defined by oppressors in their oppressed or highlighting sub conscious microaggressions [Music] thank you except april rausch and nora zelen or zeller is on deck good evening i'm the parent of a graduate from turpin high school and a current student at turpin high school i'm also an educator and come from a long line of educators who've always put a lot of effort into supporting kids as i know you all have as well last year decisions had to be made about how to attend school we offered people who needed immunity protection a remote option we had fewer kids in our buildings than we do this year we had a less transmissible virus we had

025a flattening curve in our state and we required masks and it was the right thing to do then it's the right thing to do now for k-12 and one of the reasons is that on august 18th of 2020 we had an average seven-day caseload in ohio of a thousand and fourteen cases new cases were 7.75 by november 2nd that was 3 000 roughly by december 13th of last year that was 10 330 in ohio on august 18th and 19th this year we are at the november 2nd level 2 865 cases average seven day in ohio new cases waiting until september 13th to make more stringent not less mask mandates would be the moral equivalent of requiring more deaths to put a railroad crossing warning system in we know there are only 8 out of 100

026000 students of pediatric icu beds nationwide and the time to prevent the shortage of those is now thank you thank you and emily reed is on deck i'm mara zelen an 8th grader at nagel i've been watching these meetings for a while and i've seen parents and other adults speak but i don't think you've heard from a kid thank you for the opportunity and your hard work all last year for keeping us in school i know we want to go back to normal but the truth is we aren't there yet i'm wearing two masks right now just today due to an unmasked student i felt unsafe i was sitting next to a kid who was hiccuping instead of focusing on my class all i could think about was all of the germs he was spreading

027i don't know if he's on if he's vaccinated all i know is that i didn't feel safe you make us learn science but you aren't following the recommendations of science i don't understand don't you think making sure every student feels safe at school is more important than the small nuisance that wearing the mask is me i'm vaccinated i'm wearing my mask for my little brother the last thing i want to say is please just be kind think about not only yourself but all the other lives you affect thank you thank you very much emily reed is up and jessica cunningham is on deck hello my name is emily reed and i'm a parent of a forest hills student i'm here today to register my support for a mask mandate i want to start by saying

028that i have the utmost respect for how the board has handled the pandemic up to this point i believe you have acted with the children's best interest in mind when determining what safety precautions to implement and i truly believe that this is why we were able to stay open last year um with the rising number of coveted cases and the fact that the delta variant is known to be harder on children it's more important now than ever to protect our kids for the safety of our children and in the interest of keeping schools open i ask that you please require students to wear masks and practice social distancing as is strongly recommended by healthcare professionals we will never know if we were too cautious in protecting our children but we will know for sure if

029we weren't cautious enough please don't gamble with our children's health just to appease some of the less cautious residents i'm certain that none of the current board members are politically motivated and i hope that we continue to only consider the health and well-being of our kids rather than what our opponents may say about us in the upcoming elections thank you thank you [Applause] so jessica cunningham and barb farnam is on deck hi i am jessica cunningham i am mom of two forest hill students and i'm here today to ask that you do the right thing and implement mandatory masking for all forest hills students and schools last year you all did a wonderful job following guidelines and listening to experts this year we face a new more dangerous variant this is not a matter of

030opinion this is fact the cdc the aap even our governor doctors have pleaded with schools to start schools safe implementing mass for all students and faculty instead you started the school disregarding the recommendations of experts and chose safety optional for middle and high school when a parent decides not to put a mask on their child they are not just making a decision for their kid they are they're making a dangerous choice for my kid so i'm just asking today that you listen to experts and do the right thing and require mass for all students and faculty thank you thank you barb barnum is up kevin meshack is on deck members of the board my grandson in first grade told me this weekend that we need to be kind to black and brown children because a

031long time ago bad people did bad things to them he was taught this last year in this district i told him we should be kind to everyone because we are all god's children this is what i would like taught to my grandson my grandson should not be taught that he is to blame for slavery according to worldpopulationreview.com today 167 countries still have slavery the u.s is the only country that had a war to end it this should be taught to my grandson studies have shown that masks are petri dishes for bacteria and viruses will you be causing more illness this fall and winter by mandating masks why not let parents decide for their own children and then you can avoid that responsibility the uk and most northern european countries do not mask children 12 and

032under there is no european country that masks children under the age of six why do we it is my understanding that the health department has issued guidelines and not mandates also many districts in ohio have made masks optional i have heard 400 out of 600 that may be a little bit different i've also heard that if your current your county is a non-charter county which i think hamilton is you can get the county commission to rescind any emergency orders that would go against the health department on that issue ohio state of emergency is over why isn't forest still school districts you should fight for your parents kevin kevin me shack is up uh dean willis is on deck dean willis last month i spoke at the board meeting a few days later i received a

033series of texts from one of the attendees uh your minutes quote you're a menace don't worry about me just stop effing digging your bald head where it does not block quotes and stop the ignorant racist crap at school board meetings you're a effing parasite i'm serious about staying away from kids good luck right back yes that is a passionate supporter of the board in the care program hopefully the board and its members haven't been subjected to that kind of intimidation on a personal level anyway my larger concern is the pending financial insolvency of the forest hill school district after the recent 100 million bomb levy and levy according to information available on the school district website and 19 2014 voters approved a 103 million dollar bond the issue also include a 0.5 mil property tax

034to create a permanent improvement to funds to provide revenue for future building maintenance year in 2017 we had a cash balance of 20 million dollars we lost seven million dollars thank you [Applause] dean willis and stephanie robinson is on deck [Applause] good evening i'm a 2003 graduate of anderson and a 34-year resident of this community and like many i came here tonight to talk about coveted safety measures particularly masking we currently require masks for the elementary school students but from what i've heard it's not being evenly enforced and the mandate on the buses doesn't seem to be either we don't have a mask requirement for the middle or high schools and because of all this we're already seeing problems after three days in school we already have at least 12 confirmed cases of covet and

03557 students and staff in quarantine and it will get worse if we don't act this is happening in schools across the country over ten thousand students in florida have been quarantined and twenty thousand in mississippi covet cases and kids nationwide have shot up 84 percent and many states are quite literally out of hospital beds because this virus is raging again so what can we do here well we already took the first step by requiring mass for elementary students but we need to extend it to all students and employees and to all indoor district functions and events everyone who is able to wear a mask should be doing so i also urge the district to require vaccination for all employees and students 12 and older this morning the fda granted full approval to the pfizer vaccine

036which i got myself back in may as such my understanding you can now legally require this and we already require other vaccines like mmr so there's no reason not to 98 of covet hospitalizations in ohio are unvaccinated which proves that the vaccines work you're responsible for the safety of every student and employee of this district thank you thank you next up stephanie robinson and megan wilde is on deck hello my name is stephanie robinson and i'm here on behalf of all the children of the force forest hill school district i am not unfortunate i'm not an elementary parent but i'm here on behalf of all the students time and time again we have seen science fail us dr falchi does not know what he's talking about the cdc does not know what they're talking about

037one day we should mask the next day no mask the masks do not work does everybody understand that the mask do not give her a chance let's go so in my opinion uh the masks are suffocating physically mentally psychology and emotionally affecting our children and i'm sorry i don't care what your religious beliefs are but my only savior and my only healer is jesus christ himself nice guys guys the vaccinations should have never been administered at the schools whatsoever you know why because my son and other students were targeted my son was called an effin for not getting the vaccination that should have been a parent's job to take them to a doctor's or a pharmacy to get vaccinated not the school's decision and in regards to crt it is a very touchy controversial subject

038just as abortion is are you teaching abortion in the school district no it's just dividing this country more and more i'm getting sick and tired of the games that we're playing if you want to ask your children thank you megan wilde is up and bill armstrong is on deck hi good evening um my name is megan wilde i am a parent to a first grader at wilson elementary last year we decided to do virtual kindergarten to keep her safe and if anybody knows kindergartners that was not an easy choice it was very difficult and to be honest the virtual option had been offered this year i would have taken it just based on the numbers my daughter is not vaccinated even though it is now fda approved which is very exciting and i hope it's

039something that we require in the future for all of our students when they're able to take it um but she can't protect herself right now and so i just ask that you keep masking and you bring it to the high school into the middle school because of the older siblings even though we're matchy well i'm saying just wear your mask so um i just i feel like we need to act for the safety of our children um it's a piece it's a protective measure and it it just to appease a few people that don't believe in this very deadly very serious virus would be a mistake thank you thank you next up is bill armstrong and kurt hartman is on deck my name is bill armstrong i'm here to serve you with an affidavit to

040put you on notice for violating your oath of office and you not upholding the constitution all communities served by forest hills school district are in distress because of the coercive influential recommendations of the board and mass mandates studies recently done that even came out today show that the best a of cloth mask can reduce the spread of any kind of vapors is 12 even in n95 is only 50 percent effective we the purple are now awake your overreaching oath oath breaking is over we will not accept anything less than the constitutional rights of everyone being upheld okay connie ignatius i like it right how we pronounce it thank you okay thank you i'm kurt hartman i'm here in my capacity as a taxpayer and resident of the forest hill school district mr heist started off

041this public comment session talking about the angst and the conflict that has occurred and i delay the allow the blame at the foot of the board for the past year this board has failed to exercise leadership and accountability and instead has ratified improper and hypocritical conduct we hear that this board is open for transparency openness and transparency yet when you put public records requests miss ingram and others at the front office they give you wrong information and they obstruct it that's not openness and transparency that is hypocrisy we've heard of mr s wilson accuse people at this board meeting of racism for simply seeking public records nothing more that's not openness and transparency that is hypocrisy when this board sat there and still to this state has done nothing and now we have when the

042board last met august 11th to impose the mask mandate no audio recording no video recording of that meeting that's not openness and transparency that's hypocrisy and then when this board on august 11th adopts that resolution for k-6 mass mandate what does mr heist and mr prebbles do six days later they have the convocation with the teachers where they then pull in for 10-15 kindergarten kids with no mask on we heard that people wear the mask to protect the kids well mr heist mr prep thank you mr hunter thank you mr hypocrisy thank you [Applause] next patient next is connie ignacio am i close i'll get it i'll get it right you're close ignite do you it's okay nadia okay sorry marine green is on deck thank you for giving me a moment to speak i

043have an elementary school age son who back in january was diagnosed with crohn's disease and the treatment for crohn's disease is to take a really strong medication called remicade and he has to go every six weeks to cincinnati children's to receive infusions and the way this medication works is it suppresses his immune system please keep wearing your mask especially in elementary school my son cannot get vaccinated he's seven my son doesn't have a choice but we all have choices as adults please help protect my son if you got covered if you got the delta variant i don't know what would happen and i really don't want to know what would happen so i appreciate you having the mask mandates as they are in elementary school and i just really want to speak on behalf of

044all the parents out there who have children with chronic conditions that need our help and need our protection so thank you thank you maureen green is up and rodney thiemann is on deck thank you my name is maureen green i'm an rn of 28 years with home health hospital and camp nursing at dalton pediatric i saw covet coming from china in january of 2020. n95 masks only filter on inhalation not exhalation and only filter up to 0.3 microns what is going on with the microphone back a little bit you're just talking am i too close yeah i'm sorry i apologize i'm nervous yeah can i have my time to continue i appreciate that n95 mass only filter on inhalation not exhalation and they only filtered at 0.3 microns the covavirus is 0.1 microns it does

045not do anything for anybody it is a linus blankie cloth masks do not do the job that everybody thinks in 2009 i ended up in the hospital for nine days from wearing a series of clean masks over a 10 hour period helping my sister in the hospital with brain cancer nine days at bethesda north after wearing that hospital i have asthma i have six autoimmune diseases i have crohn's disease i apologize about your son i'm very sorry you're so terrified i don't want anybody protecting me that's my job i learned how to protect myself vitamin c vitamin d zinc quercetin elderberry syrup ivermectin is saving people in the hospitals getting them off of ventilators i have somebody who had saved in 12 hours we have treatments in this country that nobody is being told about

046and it is irresponsible putting children in masks we are creating ocd we are creating all kinds of mental health problems and it is irresponsible of us to be doing what we are doing to these children i thank god i don't have grandchildren right now with everything that's going on because of the hypocrisy and irresponsibility going on with all of the adults the cdc the fda and everybody in charge right now people need to do their own research they need to learn for themselves what's going on and you will be getting my email about masks because i have a plethora of studies you need to look at thank you [Applause] next up guys come on rodney freeman and pam sears is on deck thank you very much first of all thanks i want to i have

047an appreciation for all the teachers here everybody is in this room because they have an immense interest in kids and the outcome of kids but what is the most important is raising them so they can compete in the world and to do that i think we need to focus more on science technology engineering and math simple as that your kids are competing to get the best high schools the best colleges and then they're competing as they become managers against koreans all the rest of the world that focuses on engineering math science technology any crt or care is taken away from that and that's immensely important because the goal in the end is to have our children well educated well adjusted and the second point i'll say to the gentleman we talked about the mask if

048you had an m95 mask on it'd be much more convincing because at the end of the day you cannot prevent covet we are all going to eventually get coveted i got it last november i was vast this april and the folks that are at risk have to take extra concern but we're all going to get it so unless you have an m95 mask on i view it as theater thank you very much thank you pam sears is up and melanie weaver is on deck good evening as someone who served on public and private boards been a president of public and private boards and had the opportunity a few years ago to facilitate a public conversation on something that was quite contentious in the community in mount washington i suggest to you that it's imperative as

049public policy board members that you do not mislead people about why you're implementing and creating policies particularly people that are directly impacted i was at the special meeting last week the superintendent offered a slide that purported to be the recommendations of the hamilton county public authority in fact a representative of public health has indicated to me that slide was very misleading as is your flow chart that is currently on the website they are misleading because they have suggested to the community that a mandatory universal mass policy is foundational to preventing isolation and quarantine that is incorrect and it's misleading so if you are going to pass a policy that is a mask mandate then you need to own it not scapegoat it on local health authorities the ohio department of health or the governor i've

050included in the packet the info graph that actually is produced by hamilton county as public health authority and it will indicate there are two variables that will control isolation and quarantine they have vaccinations and masking so on the board at the special meeting made a big show of the disadvantages to people if they have short they don't all of a sudden their kid is going to be isolated that people can control that under these regulations i invite you to look at that slide thank you consult greg next up will be melanie weaver hi you guys i have no handouts and i have no statement prepared i'm just going to fly up here so i'm sorry for all of you who feel like you have had comments against you or things that have made you uncomfortable

051or that make your kids uncomfortable because i don't think that that's what we really need to be teaching our kids to do in general and my daughter came home from the first day of school and i don't know if any of you are sherwood parents but she had an archer action sticker and i think the things that they teach there what are they they take care of yourself take care of others take care of your environment and be a problem solver and i think that's really important that my kids remember that after being heathens all summer i thought for sure they would get in there and have no idea what they were supposed to do but their kids but they listen to their parents they know how to behave they're looking out for their friends

052i know it seems very simple right now but i need everyone in this room to be doing the same thing we're setting examples for our children and we're setting very poor ones and this is by everyone in this room no matter what side you're on of any of these debates we're all setting bad examples for our children so i understand everyone's frustrated totally get it but everyone take a deep breath and think about what they're showing their children right now because it's not good we all have to get through this time that we're in in the world and a lot of people are not helping take a deep breath and think about it and think about what your kids are seeing they shouldn't even know any of this is going on my kids come home

053talking about this and we try to be quiet in terms of we don't want to tell them thank you what everybody else is saying thank you [Applause] i want to thank all the commenters tonight i was informative and good everyone did a great job item 7.1 technology department update august 2021 steve meese we are unable to have the technology department update because mr meese has a family medical emergency it is not covid related but he was unable to be with us this evening all right thank you so we'll bring that to the next meeting okay item eight our business operations mr eckert yep item 8.1 through 8.4 good evening uh i'd like to thank you we have four things on the business operations agenda uh today uh uh item 8.1 is the motion to approve

054the agreement with xavier university centos center for graduation ceremonies at turfin high school in anderson high school for the 22 school year as we this contract has been reviewed by legal and the assist process will be the same as last last year 8.2 is the we the ymca contract that we use for latchkey program this is a two-year contract that has been reviewed by legal and it enables the ymca to operate their latchkey program in our six buildings i will be honest with you you have seen some of the literature currently due to staffing issues the ymca is only able to open our before and after school program in three buildings at sherwood summit in wilson i talked with dr king who is the director of cincinnati ymca greater cincinnati ymcas and on the seventh

055it is their goal to be able to offer transportation between the two buildings for the sherwood formatics students could go to sherwood and they will transfer them back and forth and as aaron summitt and mercer and wilson so that contract this contract they are they wished to pay continue paying for all six buildings in this contract with the hopes to be able to open them up as they get staff and numbers go better item i guess if i could count 8.3 this is the annual impractical transportation certificate to payment in lieu of this is where the schools finds it impractical to transport certain non-public school students and that is up forward and option 8.4 is the motion to approve the school bus stops for the school year and something extra that needs to be said

056here with the authority for to designate or reco relocate bus stops delegated by the board and the superintendent or his designee these are the bus stops currently we have 3162 bus stops every day a.m and p.m so those are the four agenda items so the superintendent uh re respectfully request the board approve the items is presented i move that we approve items eight point one through eight point four um just a question look what you get a second second okay well i need to abstain from eight point one okay that's a good point i i won't get kicked back for them i withdraw my i withdraw the emotion um and i move that we approve 8.1 second second ms cropper mrs bissinger yes mrs meyer yes miss choice yes dr rasmussen abstain dr heiss yes

057and then i move that we approve items eight point two through eight point four i have a question that's it should i ask a question now um yeah i can second well i wanna understand something i want to understand the authority to designate or relocate bus stops so who does that now mr porter our director of transportation it's not myself for sure okay it's not mr previls mr porter if something happens with routing new students variety that he would do that and i do not believe there are many changes ever throughout the years but on a spur of a moment we may need to make some adjustments yeah i was asking because we have a lot yes because you'll be behind one and they stop at literally every house and my kids actually commented on

058it so you know that's good but it's also extra understood can we get a second second ms cropper mrs bissinger yes miss choice yes mrs meyer yes dr rasmussen yes dr heiss yes all right thank you thank you district num item nine district updates from the superintendent members of the board item nine one through nine five were originally approved during our august 11 special meeting subsequently a motion was filed in the court of common pleas hamilton county that suggested that the meeting notice was inappropriate and requested an immediate injunction against implementing the motions on thursday the 19th judge jenkins denied that injunction as a proactive measure and with an abundance of caution i'm recommending that the board affirm the final motions the final motions passed during its august 11 special meeting those final motions are

059included as items 9.1 through 9.5 presented in this evening's agenda so the first item is 9.1 the solenza family zone dedication so that was done on tuesday it was a great celebration for a wonderful man i make a motion to approve the family selenza family zone dedication at anderson high school uh second ms cropper dr heiss yes mrs bissinger yes miss choice yes mrs meyer yes dr rasmussen yes item 9.2 was part of the reopening plans for the 21 22 school year at the elementary level i recommend that the board approve elementary option b as attached make a motion to approve elementary option b as attached second ms cropper dr heiss yes dr rasmussen yes mrs bissinger no miss choice yes mrs meyer no item 9.3 item 9.3 is the reopening plans for the 2122

060secondary level superintendent recommends the board approved secondary option a as attached i move that we approve secondary option a as attached and the reopening plans for 2021-2022 second ms cropper dr heiss yes mrs meyer yes mrs bissinger yes ms choice yes dr rasmussen no item 9.4 reevaluation of reopening plans item 9.4 again the reevaluation of reopening plans for the 2122 school year the superintendent recommends that the board sets september 13 2021 as the date when it will take a look at all of the recommendations on masks in all buildings and retain the ability to move or pivot at any time prior to orbeez or time the data changes for other direct for another direction all right i move we approve item nine point four setting the date of september 13th 2020 once the date will

061look at recommendations on masking buildings retaining the ability to move or pivot before or after as data changes in either direction second ms cropper dr heiss yes mrs bissinger yes ms choice yes mrs meyer yes dr rasmussen yes item 9.5 item 9.5 is the human resources report the superintendent recommends the board approve the human resources report as presented i move that we approve the human resources report as presented second ms cropper mrs bissinger yes mrs meyer yes ms choice yes dr rasmussen yes dr heiss yes item 9.6 2021 school opening update mr prebles uh we have our powerpoint first slide there is a return to school plan i think we're getting there okay we had trend transition days i i should start by saying i would like to thank all of our students and staff

062and our parents who participate in the reopening of our school this year the transitional days back to school worked quite well for us again we had a student participate in this evening's meeting oh gratitude a lot of gratitude to our students who were coming to school and doing things that they felt were necessary to keep themselves and their peers healthy so i want to thank those students again our staff for all the work that was taken or was done prior to the opening of school certainly our custodial staff and our maintenance group to ensure that our facilities were prepared and ready as well as our teachers who have had three very exciting days with students and finally again i want to thank parents for everything they've done to prepare their students for another another year

063in forest hills so the buildings were ready our kids were ready masks have worked out well for us at the elementary level there are many people including myself way back when this all started who felt like masks would be difficult for elementary students not getting into the science of all that but just the actual wearing of the mask i think they've done quite well up and down the ladder in our grade schools i also want to thank our cafeteria staff and the ability for us to maintain six foot distances in those spaces so that our students are eating in healthy environments and they don't have to worry about masks there our transportation department i want to thank them we have 61 routes that we're running daily we have about five thousand last last discussion with

064richard porter 5788 students are being transported to and from school on a daily basis so i want to thank the transportation department and everything that they are doing to ensure that our kids get here and get home safely the first full student day was today and all the students um seem all things seem to be going well for us on our next slide i want to give you an update on how we have been notifying everyone in our school district about how we have been doing as far as covet and delta variant this chart is the very same one that the district implemented last year and we use on a daily basis it is updated you'll see at the top it says thursday august 19 and august 20th the next slide i'm not ready for

065it yet but the next slide you'll see a full week and so on every friday we update this and we put it on our district website so folks can see what's happening so this was our week one which would have been last week and it would have been uh two days but each of those days were a half a day so these numbers reflect our first two days with half of our students in each building and so if you take a look at uh the right side of the or the top you will see the school underneath of the school you will see new cases close contacts you will see that across the second green line there shows you the rest of our facilities including our operations department so you would take a look over

066there at nagel and and there you would see 33 close contacts well that would be a football team so unmasked outside of the school day interacting and so they need to be contact traced but if you look down you will see the number of students who are actually covid confirm cases you will see the total there in yellow and middle of the page on the right and you will see that in the first two days we had two staff members who had confirmed cases of covid or delta variant and we had six students you take a look at the bottom you see close contacts we have 12 students who were excuse me 12 staff who were closed contacts that we went back and monitored to ensure that they were safe and healthy and didn't need

067to quarantine and we also had 45 students so this was the first two days we know because there is a lot of discussion about quarantining that this chart needed to be updated so we have a revised chart and if you would please go to the next chart and this is where we are adding in our quarantine days for individuals to be able to see and this is important and uh for all the folks who spoke this evening thank you for your comments and thank you for your participation in tonight's meeting the the evidence of what's taking place in our schools is now available for all of us to see so this is two half days of instruction and this is the one day that we had today and these numbers may be different this was

068updated at 4 15 this afternoon so at 4 15 pm when we sat down in preparation for this meeting to ensure that we had in real time numbers to provide this is what we saw so three days total in our school district if you go to the yellow on the right side midway down you will see that we have two staff members so we had no additional staff members since last week and you'll see that we moved uh to 13 students so today we have identified seven students in our school district who have um been confirmed as confirmed cases of either covid or delta one of the uh and then if you go down one column you will see 49 quarantines so close contacts are 96 and staff members are 10. we have had to

069send no staff members home based on the close contacts of 96 close contacts you can see that the actual quarantine numbers turned out to be 49. one of the things that i would say that at least right now is trending a little differently and it is extremely early this is day three the elementary aged students didn't appear as often on last year's charts and so that's something that i bring to the table i don't have any conclusion to that but we are seeing that in our elementaries and i did not see that last year uh to that extent from a percentage basis the next chart was up for uh some debate this evening but there's a quarantine flow chart that we are using in our schools this is the document that we use to make

070decisions within our schools if you're taking photos of it or whatever this has been presented to parents came home in a letter so that all of our parents within our school district can see the way the decisions are being made so quarantine flowchart does my child's building have a mandatory masking policy or practice and that's important when you're talking about quarantines because mandatory universal masking does shift the playing field a little bit so if my child uh building has a mandatory man masking practices if it's yes you go to the left and you can see that they continue to go to school was the close contact mast if the answer is yes they continue to go to school they monitor my child's symptoms and they return to school so there is no quarantining taking place

071now the left side truly represents pretty much what we have in our elementary right now where we have a universal masking policy the right side of the chart is what you would see through seven in in grades seven through twelve if there's no mandatory or universal masking which we do not have we do not have we have highly recommend with an option for students to make a choice is the close contact vaccinated if the answer is no then my child must be quarantined and you can see is the close contact vaccinated yes they don't need to be quarantined they can go back to school so you can see how these how the decision making chart takes place and how this is reflected then in the document that i showed a couple moments before again i

072know that there was a speaker tonight that talked about the the way the decisions are being made and flow charts and i and and these things are moving rapidly and so what we're providing to our community is what we understand the best of our knowledge on the day that we are presenting it because things are changing rapidly especially with this much commentary across the state regarding scientific data and the way that decisions are being made and at what level they're being made so i wanted to provide an update for the board on that i also wanted to provide an update i have a july 2nd 2021 1202 pm from mr salcedo to me sorry for my delay in sending my gratitude for the unveiling of the plan to eradicate harmful crt doctrine practices in any

073of its form in the forest hills school district i am still in california and was unable to watch the stream i am humbled by your kind words and beth and beth appreciative of your willingness to collaborate now it's time to get transaction traction on the plan i stand ready to support you in your support and efforts you have my cell and email stay in touch to update you on the rest of what's happening with our committee it participated in meeting three we've reviewed the definitions of the district's diversity belonging inclusion and equity model committee has been working to redefine those things there were two presentations one by melissa buckaloo regarding the care team and its background and how it was developed and related to the strategic vision for our district's cultural goals betsy ryan discussed

074student wellness anchors she talked about interventions the tiered interventions that we have available in our district she talked about education social emotional and health she talked about partnerships in our community to help with the wellness program and she talked about communication we have another meeting meeting four will be coming up in the near future i have a lot of gratitude for the people that are coming to these meetings they are intense meetings and they are getting a lot of things done it's a very emotional topic but i'm thankful that that they are continuing to participate that's my two updates thank you item 10.1 human resources report mr fellowes good evening to the board and those in the audience so my son started kindergarten this year and he woke up on saturday and was crying because

075he could not go to school he wanted to be in school on saturday so we're doing something right with our in our classrooms um i had an opportunity as did so many of our administrators on thursday and friday and even today to get out into buildings and to see what's going on with our in our classrooms and in our school buildings and the wizardry that happens continues our new staff coming into this district have been phenomenal and are eager and our kids are excited to be there playing with friends and learning in the classroom and that's pretty incredible so human resource support report this evening item a we do have a few resignations item b a couple leaves of absence item c appointment employment personnel items we'll go through these item d is the change

076of assignment we have one change of assignment for this month a couple new appointments highlight kristen mills coming in as the assistant athletic director at turpin high school she is a product of forest hills and is excited to be joining the turpin spartan family new kindergarten teacher caroline lyons starting out at summit elementary a number of classified staff employees coming in replacing those who have resigned or otherwise left the district item f special services appointments listed there item i we have a number of student teachers and interns coming into the district in five of our buildings we're excited to welcome future educators into our district working with great teachers and learning the craft we also have a anderson high school graduate grant gazzar who's coming to our gazer he's coming to work with our experienceship

077program which is a great internship for him he's been with us for a couple years volunteers item j item k substitute personnel item l the oc 677 master contract and it's recommended that the board approve that 677 contract as attached item m the salary schedules we have the substitute salary schedule for 21 22 and the revised substitute rates for operational employees 2122 would point out that the salary the substitute teacher salary schedule is no change for this year and the substitute rates for operational employees does just bring in our bus monitors per the opc 677 contract and just a reminder to the board the reconciliation of the ftes between 2021 and the 21-22 school year we will be presented at the october 21 board meeting if there aren't any questions the superintendent recommends that the

078board approve personnel items listed in items a through m are you i'm sorry i move that we approve items a through m g is a separate item so a through m with the exception of g that's not in there got a second second but i have a question okay go ahead yeah um yeah i had a question about substitute salaries have we talked about revising those at all it's funny that you mentioned that we are going to be discussing that this fall right now it's obviously subs are really important and we experienced a pretty high volume and need for them last year in spite of all of our um coveted related absences last year we the district did a pretty darn good job of of getting sub coverage in classrooms but it's definitely something we

079want to make sure that we're right on the you know um drawing in the the folks out there and staying competitive in the southwest ohio region i think it's been the same for like 20 years it has yeah and it's one of those things where i think it's worth discussing and there's a supply demand component to that that's important for us to you know yeah well i noticed the operational ones are a little more competitive and so maybe if the classroom once just even met that it would be better it's one of those things too where um i i definitely agree and i think it's something i'm excited to talk about there is something about coming into forest hills school district and subbing that is in and of itself something that you don't get when

080you're going to sub and certain other districts so definitely something to talk about though thank you thank you ms cropper mrs bissinger yes mrs meyer yes miss joyce yes dr rasmussen um i have a question sure we went straight to the motion um i john's not here is john eckert here um we spoke about volunteers but this was before school started so i'm not sure if something has changed but i thought he said that volunteers in our school would have be required to be vaccinated is that that is true that is true okay so this list is correct yes yep that was all i wanted to be clear on thank you uh we we talked yes let's check with john on that just to make sure that we're answering that question i'm not questioning you

081mr fellows it's um i know that masks are absolutely mandatory there's a question about volunteers and masks and we we discussed that masks are required for our volunteers vaccinations vaccinations okay just wanted to make sure that was clarified yes that's right dr rasmussen oh yes dr heiss yes item 10.2 uh still me uh appointment of additional assignment and appointments and resignations these are uh at this time of year we've got a lot of folks coming in coaching advising roles these are supplemental positions and you can see those listed there in item g and the superintendent recommends the board approved section g as presented a motion i'll make a motion to approve the human resources report item g as presented second discussion ms cropper mrs meyer yes ms joyce yes mrs bissinger abstain dr rasmussen yes

082dr heiss yes thank you thank you teaching and learning student services ms ryan i have three items for hopeful approval this evening 11.1 is the administration of turpin high school is requesting approval for an international exchange student for the school year 2122 sophnut from thailand will be a student at turpin high school a resident host family has been selected for her and she will be sponsored by the council on standards for international education travel all of all the information required as outlined in our board policy has been received for her thank you let me keep going yes please okay 11.2 is a resolution to contract with applied behavioral services for the 21 22 school year these next two items are items that i did pull last month when i was reviewing the other contracts i

083felt that they were under additional review and i've also asked for our legal counsel to review them as well so 11.2 is an agreement to support a year-round placement for a special education student i've included the cost which also includes quite a bit of support services for that student in that placement and there is a resolution attached and i've also included the contract four-year review in the board report 11.3 is a contract and agreement with zello technologies this is to engage our students with a career platform to look at college university trade and career options based on their skills and their knowledge this in particular was we updated this addendum for this particular contract to include additional information about uh their new title which was career which was previously career cruising and is now zello

084i've included all of the services that are included as part of that they're digital activities for elementary students this is a program or a platform that allows all students from grades 2 through 12 to participate it also includes individual learning plans completion standards occupational profiles course selection guides our college admission tracking and our transcript management so it's a quite a comprehensive tool the super intent recommends the board approve items as presented 11.1 to 11.3 thank you move on to the treasures report the treasurer's report item a is donations over the past month over the past month the district received over seven thousand dollars the majority of the donations were to support the anderson high school reba rebranding item b is the statement of board accounts which presents all funds activity for july in our new

085fiscal year so it has only one month of information since we just started our new fiscal year item c presents the general fund our five-year forecast receipts for the month of july july is typically a high cash flow month as this is when the county auditor begins to distribute the summer tax collections we receive just over 19.6 million is an advance on our second half calendar year 2021 real estate collections during the month of july items d and e present the expenditures in the general fund by function and by object for the month of july as budgeted and expected the district spent just under 6.6 million from our general fund for the month of july the bank reconciliations and investments are presented in agenda items f and g for the month of july agenda item

086h requests the appointment for the upcoming 21 22 school year cashiers item i request the approval of our annual transfer to our workers comp self-insurance fund and item j request the approval of the annual transfer to our permanent improvement fund i respectfully request that you approve items a through 12.1 j can i get a motion to approve consent agenda 11.1 through 12.1 second discussion ms cropper miss choice yes mrs bissinger yes mrs meyer yes dr rasmussen yes dr heiss yes number 13.1 board discussion a lot of discussion item 14.1 reports of the board of education anderson township economic development committee report okay um i do have one piece for this so this committee has been focused on homurama a lot this year in case you don't know it's going to be hosted in anderson township

087it's going to be bringing lots of people to the community there's a really neat part of it where there will be a link for tickets that i believe is going to be publicized in the school's newsletters that if you buy your tickets through that money goes back to the to forest hills schools so that's just a really neat way that if you're already planning on going we can get some money back for it um i believe it starts september 18th thank you finance committee report i believe we meet on wednesday okay uh 14.3 forest hills foundation report good evening my name is stacey gillard and i'm the executive director of the forest hills foundation for education real quick i love seeing people here tonight i think it's great i think it speaks to our community

088how many of you know or did know that we had a foundation in this school district yeah richard and i okay so there's several of you that don't so um one of the things i'm glad for those that do but one of the things we're really focused on right now some of you may have seen a survey that went out to parents through your ptos ptas as well as the principals as well as we asked a bunch of the staff members we actually got over 500 responses back to help us identify the best way to approach sorry approach teacher grants and so we're excited to get feedback from the community i think ultimately the foundation's goal is to raise additional funds to support kids and out of all the commentary here tonight i think one

089thing that continues to ring loud and clear in my head and why i stepped up to do this role was it's for the kids and what are we doing for them so um you're going to probably be seeing a lot of awareness pieces and different engagement opportunities with the foundation on your way out there is an awareness piece that if you want to grab a copy of that it really outlines exactly what the foundation will be supporting this year for example did you know that the foundation supports all of the nagel after school programming and the bus transportation to take the kids home i did not know that a few years ago which is pretty incredible we also have a real big focus this year around student health and wellness as well as really investing

090in our staff and our teachers and the work they do collaboratively across the district so a couple things to point out we have a couple events in addition to we just want to make sure everybody is aware that we have a foundation and that we are here to provide additional funding for the kids we will be recognizing our distinguished alumnae on friday october 22nd and then our fall soiree so we have two majors of major events each year in the fall we do a swore it's november 6th um at ivy hills country club and then the 5k um the foundation supports as well and that will be in may so thanks to everybody for your leadership we're excited to get out in the community and engage with many many more parents and continue to do

091good work for the kids thanks thank you [Applause] item 14.4 human resources committee report we did meet on august 10th and just a few highlights from that meeting we reviewed the elementary class size numbers which some people might notice are a little bit on the higher side than they used to be we actually have a heat map where we keep a watch on those that if it goes close to 25 i think 25 is the number we try to make sure we're under and then that is how we make the human resources decisions so we reviewed that it showed that there was a possible need for another fte in kindergarten correct we also talked a little bit about how our bus drivers have had a separate contract from the teachers in the past and we're

092merging those so bus monitors yes so now those will be all in the same instead of two separate contracts um then the last thing was we got an excellent analysis by mrs ryan of our special services costs and the way things have changed over the past few years so that was that was a nice update thank you anything else all right uh legislative liaison report uh there's not a lot going on right now the legislators out of uh is on recess so they start back up in september and i anticipate there will be quite a lot of education related legislation coming up policy committee report we've not met safety committee john and i met before school started and he just kind of went over a lot of what's been presented already in terms of covid

093and all of that after our last board meeting and the numbers presented tonight i still have the same feeling and concern that we should be universally masking throughout the district so take that for what it is right now i think we need to watch those numbers very very closely because ultimately kids need to be in school so that's sort of okay thank you uh item 14.8 teaching alerting committee report we've not met okay technology and facilities committee we have not met this month item 14.10 forest hills teacher association report ms lover happy monday and on behalf of the forest hills teacher association we are open and face to face so we're live on a monday and here we go five days in a row some of the best time of the year and also in

094about two weeks you're going to see some really tired teachers maybe some kids you might see some tired kids too i'm sure last couple days we've all been quite excited with seeing the students coming back and i really want to make sure as the board knows that we have some great parent engagement i've seen a lot of positive things happening in the school community fphda levels of august support relate to health and safety community engagement and salt instruction our first fha support is evident that our teachers are 110 percent willing and able to support the safety and well-being of all of our children teachers are constantly adapting to the needs as we've seen fire weather alice drills allergies coveted protocols and mandates mitigations and through all of that we seem to just kind of try

095to adjust and keep ourselves focused on what's most important and that's the instructional aspect of the classroom teachers also have the opportunity here as we're seeing some transition with our technology we're working through those as we've adopted some of the one-to-one aspects here in the school district but i'm hearing a lot of positive transition as students are there number one what i'm hearing is always first and foremost is keeping a safe school environment for our students and our staff second during this month is the association is working very collectively with the ohio education association consult as we know that there are four open seats available in this november and i know just recently we are engaging with those opportunities with the 10 candidates who have listed themselves and it's really exciting to see this many
