I aliance to the flag of the United States of America to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> I'm going to turn it over to Steve for the budget hearing. >> Thank you, Mrs. Eyebold. Uh good evening. Uh welcome to Delshshire. So uh every January uh per revised code there are actually three meetings uh that take place. Um first we have the budget hearing uh then we have the organizational meeting uh and then we have our regular meeting. So uh the budget hearing is required per revised code and it's a formality for our county auditor to set tax rates. So, uh, this budget that we are talking about this evening, we'll keep it relatively brief. The budget aligns, uh, exactly with our 5-year forecast.

As the board is aware, House Bill 96, which was passed this previous summer, uh, changed when we have to report our 5-year forecast, at least have a formal discussion, and adopt the 5-year forecast. That change has moved from May up to February. And so because we have moved up that timeline from May to February, we'll go into greater detail on our forecast at the February meeting, which I believe is I want to say February 2nd. So uh this evening though, just know that all of our numbers, all of our forecasts are or only general fund forecast is posted publicly on the website. But again, um the first meeting this evening is the budget hearing, the organizational meeting, and then the regular meeting. So, uh, a little bit about the budget hearing and the budget meeting,

uh, for the board of education. In your packet, uh, I provided what's referred to as the tax budget. So, if you would look behind, um, the sheet here, it's a kind of that golden yellowish color sheet. We'll just go through the tax budget for a few minutes. So, in the bottom right there, um, you will see starting on page 10 of 68. We're not going through all 68 pages. Uh 10 of 68, you can see the timeline uh or the table of contents. Uh page 11 is the budget timeline. So again, our tax rates uh which we'll talk about where our tax rates uh compare to the other 22 districts in Hamilton County, 23 total school districts. But those tax rates are adopted by the budget commission. Uh the budget commission consists of three members.

uh the county auditor, the county treasurer, and the county prosecutor. Uh as you can see through this timeline for our board of education, uh we passed what's referred to as a modified tax budget. Again, all of this aligns directly with our 5-year forecast. Um [snorts] and this tax budget consists of our three taxpaying funds. So, as residents of Oakill School District, uh as we've talked about on numerous occasion, our community invests in three different funds. Uh the largest is our operating fund which is referred to as our general fund. Uh the second largest is our permanent improvement fund uh which is about 14 cents on the dollar. Um and excuse me you're looking at about 78 cents dollar on the general fund, 14 cents on the dollar on the permanent improvement fund which is our

operating fund. And then the final fund is our bond retirement fund which our community just supported as we're well aware that 2025 November bond issue. It's about 8 cents on the dollar uh for a brand new Spring Meer uh elementary as well as a Delhigh middle school as well as a Bridgetown Middle School. So those are the three tax supporting funds. We'll just talk briefly about both of those. Uh as you can see here, board of education starting on January 15th and then moving forward, the budget commission will act to approve what I am presenting this evening. Uh if you look at the next sheet um which is on the landscape sheet here uh talking about property values and I provided the board uh all three all 23 school districts in Hamilton County. I provided

property values for each of those school districts. In [snorts] the state of Ohio, there's what's referred to as reappraisal. And reappraisal occurs once every 3 years. And so you'll see a pattern for our board here. Um those reappraisal years started way back when but I picked up at 2017. So for our board of education you can see increases in our value in 2017 uh across the whole district of 3% 3 years later 13% then a significant increase in 23 with the property value increase which we're all familiar with from 13% up to 34%. And then the last two years have been stagnant which have been projected because again it's not a year reappraisal. Next year, I anticipate uh a double-digit increase on property value increases. Um but as we know, that doesn't mean double-digit increases

in our revenue collection. That's one of the things that we've talked about as a board. Um this legislation uh the legislators uh previous general assembly passed law that restricts the amount of um an increase that a school district can get as far as a um value increases. So, we're not going to see some significant increase if property values go up, which I would anticipate here um next year. Um, moving and again across the county. So, for us in 2025, our increase was about a half of a percent. Uh, so nothing significant as projected. Uh, if you move to the next sheet, which is page 13 of 68, you can see what are referred to as millage rates. And uh while millage rates are helpful, I think for Joe and Sally taxpayer, I think it makes

a little bit more sense to look at what I provided you, the board, and I provided you the community on the table there. Um I provided each of you where we rank as far as taxes assessed per $100,000 home. Uh so if your home is $100,000, uh in Oak Hills, it's $929 on $100,000 home. Where does that rank? uh $929 on $100,000 home uh is about 17th from the bottom. So, as far as 23 school districts in Hamilton County. So, we uh take great pride in our stewardship. And as you can see, evident by uh the other 22 school districts, we're really low on taxes compared to everyone else. The county average is um over $200 higher per $100,000 home. So, again, we uh we continue to stretch. One thing I do like to note

on this chart, again provided to the community on our website, it's on our website as well, is we don't have an income tax. There's two districts that have income taxes in the county. So, um, Wyoming and Southwest, those numbers can be a little bit skewed because these are only property taxes only um where those districts enact an income tax as well. So, moving forward uh to the landscape pages, starting on page 14, uh just briefly, and again, we'll talk about this in great detail at our February meeting. Uh the general fund is in the bottom right, our total revenue on our general fund is anticipated to be in the range of right around $90 million uh for um fiscal year 2026. Um, moving to the next page, which would be page 15, our bond retirement

fund, which I mentioned that is about 8 cents on the dollar. Uh, we don't have an amortization schedule at this time for our bond retirement fund. Uh, working with uh, our financial adviserss on getting that amortization schedule for the bond issue, which was just passed in November. So, we haven't secured our interest rate on that 30 37-year issue. Uh but we're going to be doing that here um in the upcoming months. So once we have an interest rate on that, uh I'll absolutely report that out um here in the upcoming months. Uh moving forward to uh [clears throat] page 17. If you move forward a few few pages, uh the permanent improvement fund, which I mentioned is our infrastructure fund. Bricks, uh mortar, pavement, roofs, windows, buses, technology, so on and so forth. that comes

out of our permanent improvement funds that generates about $7.5 million annually. Uh as the board is aware, um we do budgets on our permanent improvement funds. We're on a 5-year plan. Um we'll talk about that again more in detail in February as well. Uh just moving forward to page 19 and I think we will wrap it up after page 19 but page 19 breaks down if you look toward the top left uh we have four debt issuances in Oakills. Um three of those debt issuances are out of our infrastructure fund our PI fund. So our permanent improvement fund we have two energy projects. Uh you can see here uh the projects um the House Bill 264 as well as the LED project and I've mentioned numerous times that those projects uh have cut our utility

cost from about 1.4 million down to about 800,000 uh annually and that project we embarked on that in 2015. So we've saved the taxpayer about $500,000 annually um for the last 10 years. Uh the other item out of our permanent improvement fund is the bottom left is our high school auditorium. Uh you may be aware that we renovated our high school auditorium back in 2015. Uh and so we're paying that debt issuance off. Uh that debt issuance is paid off um in 2045. So we still have a number of years on that. And then finally in the middle there uh is that 37year issue that I just referred to um you know for the November 2025 bond issue. So, uh, with all that being said, again, uh, this is a formality and, uh, it's really

regards to any any budget that we have in Oakill's, uh, federal funds, uh, as well as tax bank funds. But, uh, if there's any questions from the board or the community, uh, on the tax budget, um, I'd be happy to happy to answer them. Okay. Thank you. I'd like to call to order the January meeting board meeting for the Oak Hills local school district. Um first up we're going to do the election of the officers. >> Okay. So, uh November 2020, back to me. So, November 2025. Uh an exciting time for our school community. We're moving into the third part, which is our regular meeting and uh any communications? >> Yeah. So um this month January is Ohio school board association board of education appreciation month and um just sincere thank you and appreciation for all that you guys do. You truly define servant leadership. Um OSBA has given you a certificate in there but then also it's a sign of our appreciation. You have hat and a scarf from the Oakill school district. So, right. And then also, uh, Mrs. Wolf here has Dshire shirts and she can change, she's guessing on sizes for everybody.

So, um, she might be able to exchange those if those shirts don't fit appropriately. So, thank but truly obvious. Thank you for all that you do for our community. Truly appreciate that. Cannot say that enough. And then secondly, um, communication. Not a long one, but we uh every month we're going to try to give an update on where we are at with our architects and our construction managers. We are in those negotiation stages right now with an architect. Also, we'll be bringing in the construction management company that will give a proposal to us in a presentation. So, our hope is that we will have both of those finalized at some point in February. Um maybe not by the February 2nd meeting, but it may be a special meeting that we have to go to in

February at some point in time. The hope is to finalize both of those things and really start building on those plans. We are organizing um groups of teachers at our middle schools already uh to just start to look at what potential plans could look like and instructional needs and those types of things. So, as we uh as we build our timelines out with the groups that we ultimately pick, we'll continue to give uh you know, come back to the board here to give you updates, but also to the community as well. That's it. >> Okay. Thank you. Uh, superintendent report. >> Yep. It is my privilege to uh introduce Jill Wolf, our principal here at Delshshire Elementary. Turn it over to her. >> Am I okay? I'm going to actually talk about today. Um, thank

you for being here. Mr. Rebecca stole my thunder. So, we appreciate your servant leadership and um, Oills is a much better place because of who we have serving us. So, I'm an emotional mess always. You know this about me. So, thank you. Uh, we appreciate your service. Mr. Griggler, I appreciate that you get to um, have your first meeting at the best Oak Hill School. So, um, they'll all go downhill from here BECAUSE IT DOESN'T IT DOESN'T GET ANY BETTER than here. So, welcome and thank you and, uh, we appreciate your service very much. So, uh, I'm going to share a little bit about Delshshire. And for those that have been on this journey with me for the past four years as Delshare principal, I tend to go to a children's book and speak a

little metaphorical and like a picture book serve um our Delshshire story a little bit because we are literacy based here and that's always our focus. So, uh, Delshshire is continually an elementary school that is really focused on our continued work in improving our attendance so we can get students in the seats to learn and then also in terms that we can then improve our literacy schools. And it has been a slow climb for us, but uh, it's a large mountain to move. And so, we are going to use an Arnold Label story called Minga Moves a Mountain uh, to help tell Dar's story too. I am not going to read the story to you, but I am going to give you some cliffnotes versions of it. But in this story, there's a man named Binglo.

He lives with his wife in this small house right at the foot of a mountain. And he faces a problem that feels enormous to him. The mountain is is big and it's close and it can feel overwhelming and the weather just never seems to get the sun to shine over it. And he stands at that foot of the mountain and just wonders, "How can I ever make this mountain move?" Um, and so there are many suggestions. He finds this little old man that has all the wise wisdom in the town and he goes and he gets many great suggestions and they offer him many reasonable attempts on how to get the mountain to move and he tries everything he's told and none of them seem to really move the mountain in the pace that he

wants that mountain to move. And so, uh, he keeps going with a long time and trying all these, um, enduring things and the mountain never moves. And so, it gets to a point where, uh, he finally gets some advice. Something really powerful happens and he learns that you can't just move the mountain by wishing it away, right? They just, you just can't wish that it goes away. You can't blow smoke at it. Um, the mountain is really moved when you start to take really small intentional steps, shifting one stone after another after another. And those small stones don't feel like the mountain moves until you finally get to take a step back and you look and you say, "Man, things are moving. The mountain's moving." And actually his advice, he actually gets the advice, him

and his wife, that he should take one step backwards. Right? So it's weird when you read the advice, but he's put your right foot in place the back of your left, your back place of the the right. And so he finally realizes that the mountain actually didn't move. He moved away from the mountain, gave it some new perspective, and so he was farther away from the mountain. The sun could shine on it, etc. But the whole premise of this is that it was small intentional steps, stone after stone to really get the mountain to move. And so, um, this is really just the heart of Delshshire right now. Improving literacy, truly improving literacy is not a single program. It's not a single decision. It hasn't been a single moment. It is small intentional steps. It's

every time you know better and get new information, you do better and you do more with it. It's a dozen of small, steady actions that are taken by our dedicated teachers, the supportive families we have here, and a board who believes in investing in us and in our kids. And so, I'm going to show you just a little bit of evidence that our mountain is moving. We are continuing to move stone by stone by stone. And we're at a point now where we're starting to kind of stand back and think, man, that mountain's not so big anymore. these things that we've done are really making a difference. So, thank you for allowing us this journey. Thank you for being patient with us. Um, we are grateful to have you joining us. And, um, I just

want to share a couple little things there in alignment with our goals that we shared not too long ago with the idea of really improving attendance and really u moving mountains in literacy. So, I'll share just two things with you. Here's an attendance update. It is going to look a little yuck. But this is our real raw data. Up until last month, Delshshire had attendance data that um was well below our projection. It was well below our goal and it was sitting below where we were this time last year. Our newest data puts us right um above where we were this time last year. We are not done yet. We are not discouraged by that. We can put names to every one of those data points. We can tell you action steps that we are

doing to get some of those students to drop off. It is not because of a lack of work. Um when you take a look, you can see like I said, this this line shows you that every single month we have been well below and we just kind of got whammy a little bit this past month. Um no excuses, but we we have we we can tell you exactly how and why. Um so this looks alarming. We had the goal a couple years ago of 92 to 93% daily attendance rate and this year we decided that wasn't good enough for us that we were going to do 94. 94 might have been lofty and we were okay with that. Um it's interesting because we're sitting at 93 almost every day but when you put when we

put that 94% in it didn't track well. But what I wanted to show you is that circle right there. Um the flu has already gone through us. So that's the good news. where you see that circle, we had almost 20% of our our students out and almost every one of them were telling us flu flu flu flu flu. I will not um sugarcoat this. This is the day before Thanksgiving and if you've ever heard of um elementary football hits us hard. I know that sounds crazy, but there's a point there. And then we did have a snow delay. And the snow delay um is is tricky on a Friday in an elementary school where you got a lot of walkers. But um that really is kind of the week that really took our data points

a little toppled. But um we have really strong support systems in place. I think if you just don't look at this newest data point, you can see that we are doing the right things. We are working really hard and we are really proud of the work that we're doing. Um from a tier one all the way down to a tier three. We know all of our chronic absenteeism students by name. We have them paired up with mentors and we are uh I can promise you that when they come to school, they know that they are lucky to be here and that we missed them when they weren't. So that's just our a little bit of our attendance update, but I do want to talk to you also just about what makes Dell Shar so special

this year. Um and where we're really starting to see those stones shift in our literacy mountain peaking is that um we are piloting and I think you've heard this through many different meetings in small bits maybe but Delshshire is doing some work with Dr. Jamie Peler and our focus is on differentiated core with acceleration. It is a shift in mindset for our teachers in how we are giving our students their instruction on the phonics level things. This is not the comprehension. This is all of those basic foundational decoding skills. More of that funological level of things. And so we've done a lot of work um on cognitive overload and brief. It's just that we have some of our students in tiers. Um our most at risk students were getting a lot of services, right? They're

getting their core, then they might see an intervention specialist, and then they might go and get a little track and time group. And they were getting instruction from three or four different people with different languages on different subjects, on different standards at times, and their heads are spinning. And for students that are really strugglers and um don't necessarily learn at the rate of a typical peer um that's a lot for their brains. They can't comprehend the different languages, the different vocabulary how this person's teaching. What's the rule of how she teaches it? Oh, but now I'm going to this class and I'm learning something else and it's supposed to be helping me and it really wasn't. So we learn a lot about cognitive overload and what our model should look like with phonics. And so

our students are um paired in groups based solely on their level of learning. And that might mean, and it did mean for our first graders where we are piloting this that they were not ready for first grade phonics. And so if we would have put them in first grade phonics, they would have not been ready for it. And so they would have been sitting in space with complete cognitive overload, not really making any gains at all because they weren't ready for it. And we've learned that in phonics, you have to have those prerequisite skills or you can't learn something that you don't have the prerequisite skills for. But we weren't teaching those prerequisite skills. We were embedding them in first grade curriculum and they weren't ready for it. So, we have done a lot of

work and I'm just going to show you snapshots. I'll answer any questions at any time. But just to show you that this is working, we have four different groups. Our um our first group is a group of students who were ready for first grade curriculum when they came in and they're doing the first grade curriculum as is straight through. We have a second group of students who are ready for first grade. They might need it a little slower paced and sometimes they need it to hear twice um but they're doing that first grade curriculum as well. Does that make sense in the difference of those two? And then we also have two groups that weren't quite ready for the first grade curriculum. Believe it or not, we have students that come into first grade and

they don't know the difference in a letter and a number yet. They don't know what the letters are. They don't know what sounds the letters make. And sometimes they don't know that letter sound letters and sounds go together make words. So we had to really take them back to a foundational level. Um pair back how we were teaching and what we were teaching them. And so I'm giving you a snapshot of those groups of students. So these are our students we would have put in a first grade curriculum and they would have been lost and unable to really master. And so this is exciting. Um this is letters and sounds. Do they know their letters and sounds? And this group of students many did not. And this is just the first week's 10 sounds that

they learn. So this is 10 of the sounds in the letters. So you can see the chart here, but as we go through, you can see that now and this was in November of 2017. All of the students now have mastered all the letters and all the sounds. That is growth that may not, believe it or not, have happened if they had been in our traditional model of learning. they would have made growth but that growth would never bridge the gap because in our um differentiated core with acceleration that's the key part the students in the lower two groups in order to finally meet their peers we've got to close that gap so these students are getting a double dose of phonics and often they're getting two different lessons so that they can close the

gap that's huge because before we would have growth but the First grade students are growing. These they're just growing and they're the gap is staying the same. This acceleration is really allowing them to get it at their pace on their level from the same person with the same language in the same sequence of events and they're then able to get two different lessons in a day so that we can close the programs. So this is just letters and sounds. We obviously don't have to assess this anymore because we're at 100%. Really excited. This is our percentage of students who were on target for phoning segmentation. This is a timed assessment, but can they segment the words? You can see us from 8:25 all the way to the end. It's pretty tremendous. And we have zero

in the red, which is really exciting stuff. And this is the letter naming fluency, which is also a timed assessment. 93% of our students at the time were not benchmarking or just being able to letter. And you can see now that we have none in red and we have totally shifted flip-flopped our bar graph. And then this is another one of our assessments that we benchmarked. It's nonsense word fluency correct letter sounds. So are they able to um read some native words, CBC words? They make the correct sound. We're not blending the words yet. They're actually just making the sound of the word, the nonsense word. Huge growth. And so this is, like I said, these graphs are just a picture. I think you can get the good picture that it's working. Um, this is

a model that is new for us that we hope to upscale um, real soon. But it has been an intentional shift, you know, of now that we know better, doing better, taking a little bit of the things that we've tried, we really start to see, okay, and these we feel confident that these students will eventually match their peers. So if we continue in the same trajectory um and they were able to make those two months they'll meet their peers whereas in any other model that would have never ever occurred. So just a little snapshot just to show you that um you know we all and we are making some real small and intentional steps to move mountains one stone at a time. Um, our mountain is moving. That's just a small snapshot of evidence of

that. Um, and yes, in my way, you all are going to get a lovely bookmark for our literacy part with a little mountain and a stone just to remind you that we are help. You can take down the lions with it. You may put it in your garden. Do whatever you want. But we do appreciate you supporting us. really feeling. So, we appreciate your support. You have any questions about any of that? >> Thank you. Appreciate you all. >> Thank you. It's how you solve all the world's problems, right? >> Does anybody have any questions? >> Yeah. Thank Thank you, Jill. It's progress is tremendous. So, great job. >> Yes. Thank you. >> Okay. Treasures report. >> Mr. President, uh in your packet behind the uh brown sheet, you will find your um financial report

for the month of December. We'll actually start um on the on the sheet that is page 44 which is uh one sheet behind that graph here. Good. Okay. So, it's not going to be on the graph side. it'll be on the other side that we'll start. Okay. Uh so December financials uh total receipts in the general fund 2.6 million total expenditures in the bottom left of the general fund 7.9 million. Uh if you turn the side with the graph on the other side of that page uh our ending cash balance uh 29.7 million uh and the activity in the general fund has been standard activity. uh would like to know for the board uh that that 29.7 million uh is uh in the range of one of our lowest cash balances that we've held on

our books uh in a number of years. Um it's it's not it's been forecasted and projected that we would have a low cash balance, but as you are aware, uh we receive taxes from our county auditor twice a year. And so those those taxes arrive will start arriving again here in February and in in in March and in April. So it's anticipated to be a low cash balance, but I did want to bring that to your attention that that is significantly um uh lower than than we've had in a number of years. Um moving forward to the permanent improvement fund, uh no revenue to report for December. Total expenses in the PI fund uh 252,000 uh and our ending cash balance uh in the permanent improvement fund is 2.2 million. I have one other item

to to report on if unless there's any questions here on the financials. The only other item I'd like to report on is our biometric screening. Uh we have a number of things for our employees as far as our wellness. Um and our biometric screening will be on February 9th. Uh February 9th at Oak Hills High School. uh we'll send emails so on and so forth um and encourage our employees to um maintain their their wellness. So um with that being said, that's all I have this evening unless board has any questions. Thank you. Okay, thanks. Do we have any district reports? No district reports tonight. Okay. Uh do we have any constituents sign up to address the board? No. Okay. Any old business? No business? Nope. Nope. Uh, new business, treasures recommendations. >> Thank you,

Just for a note on this, um, our fresh and sophomores and seniors, this is a remote learning day. It is all hands- on deck um, for a testing for an ACT testing. And that is due to um a lot of the IEP needs where you have kids that need small group one-on-one. And so we use our majority of our staff in teaching or in testing our students on this day. >> Okay. Mr. Hayy, >> yes. >> Mrs. Eyebold, >> yes. >> Item number four, I recommend that the board approve the resolution to set dates, times, and locations for the 2026 Oakills Board of Education meetings as submitted. So, >> second questions. Um just that we may need to change some of the board development sessions from what I understand. Um because of the new building, we might need to new set some new dates and we may um not need this many topics for development sessions. So those could change, but I guess it's important to put a

schedule out and then change it as needed. >> And all these will be posted on our website and so if anything's revised, we'll notify the public. Um, under board discussion, we have one topic and then if there's anything else you guys want to put out there. On the last page of the

packet, um very last page, we have the board of education liaison and representatives. Um I think we just started with what we had last year possibly. Um, so I guess anybody that like uh on the negotiations group, anybody on there have any concerns about where they are and they want you guys want to stay? >> I'm fine with where I'm at. >> Okay. >> I mean, I'm okay with it. I I think maybe we want to talk later once we start negotiations on make sure we include everybody get a little bit more there rather than just as especially as now I'm the only person on the I think we should add somebody else too. Um, so, okay. Do either of you guys have an interest in We're allowed to have one more on the certified?

I probably should do it since he's now right. I'm okay with that. Sure. Work for me. Okay. So, Sam, Sam, we have you listed as a hearing officer. I said nothing really happens, but I can say that. Okay. So you can add a second that as a backup if you want a second one for that. And that what that role is is if there are any appeals that come to the district. So um if there's an expulsion hearing that uh a parent wasn't satisfied with, they can appeal it to the board members. Um we've had one listed, sometimes we've had two people listed just in case one could not >> change. You can switch. We can switch and I can be and I can be his backup if you want. What's going on? Me to

start. >> Okay. All right. So, start with Shane. You guys concerned. So, start with Shane and then Sam can be the backup. >> Okay. Um, any other topics that you guys have you want to bring up for for discussion tonight? >> Mr. Mr. President, if I could just mention it's not formally on here as a as a standing committee, but uh I know yourself as well as Mr. West have served as kind of the liaison for the building project uh for you know with our architect and our CMR. So assuming that will stay in place. Is that accurate? >> I mean I'm fine with that unless >> Yeah, that's fine with me. But if other people want to get involved from time to time, there's really no set rule that it has to just be

Rich and I. If somebody wants to come and participate along the way, I'm more than happy to let everybody make sure everybody's aware of what's going on and have their fair share of input. Okay. Yeah, I'm I'm good with that. Okay. Anything else for board discussion tonight? Okay. Uh, can I have a motion to adjourn the meeting? >> So moved. >> Second. >> Okay. See, Mr. Ay, >> yes. >> Mrs. Ibold, >> yes. >> Mr. West, >> yes. Mr. >> Gon, >> yes. >> Mr. Krueler, >> yes. >> Okay. Thanks for coming on everyone.
