Yeah. Okay, let's get this meeting started. I called the the meeting of the to order of the Talmage Board of Education June 17, 2026 at 6 o'clock. Uh first order of business is the pledge of allegiance. I pledge algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Okay. Uh, next order of business is roll call. >> Mrs. here. >> Mrs. Ross is not. >> Mr. Lowry is not. Mr. Davis >> here. >> Mr. Pasarelli >> here. Okay. Next order of business is welcome to all of our guests. Um, at the conclusion of this uh uh board meeting, we'll allow you some time to talk. You have to come up to the microphone. uh state
your name and uh and then you have three minutes uh to express whatever it is that you're bringing to us. So, thank you. >> Next order of business is approval of uh prior meeting. >> Yes. >> One additional item. >> Oh, yes. >> Uh >> yeah, if >> we could Is that on yours? Um >> yeah. So, the next item on the agenda um is, you know, some horrible news that the district received since the last board meeting. Michelle Einan, whose whose classroom was just just down here on the right hand side, um died suddenly uh as a result of we we believe undiagnosed leukemia. She died on May 28th. And uh Michelle had been with Townage City Schools since 2002. One of um one of a lot of our kids' favorite science teachers. She
um touched a lot of hearts. Uh we opened the building just to receive students that wanted um you know wanted to be together after the horrible news and we filled this place and there ended up being a a bit of a shrine for lack of a better term to Michelle right at her uh classroom door there and it was just a reminder of the number of kids alumni who shared stories of Michelle and the impact that she had on their lives as uh as that other adult in their life. Um most of us are blessed with having you know awesome parents and other family members but for uh and and for all of us and and for a lot of our kids. Um having a teacher in their life is is life-changing and that was
definitely the case for Michelle Einan. And um we will miss her dearly. We grieve for uh her husband Joe and their two young kids. Uh we grieve for all of the kids and students and and her colleagues that are missing her. And um uh we we are opening the building. Uh I think it's July 24th. There'll be a special memorial service here at our auditorium for Michelle. And I I uh hope if everyone would just join me briefly in a moment of silence for Michelle and her family. Thank you very much. >> Okay. Uh next uh order of business is approval of uh prior meeting uh minutes. It is a recommendation of the board of education to approve the minutes of the May 20th, 2026 meeting. Minutes from this meeting can be found online digitally.
I need a motion. >> A motion. >> A second. >> Motion and a second. Discussion. None. Roll call. I >> next order of business is the uh the the introduction of a uh new treasurer Dustin Boswell. Uh, it is recommended that the board hire Dustin Boswell as treasurer of Talmage City School District effective August 1, 2026 through July 31st, 2029 per the terms of the uh conditions of the negotiated contract and authorized the board uh president to execute said contract. Any days worked as part of the transition as pre-approved by the board will be paid per DM basis. Motion. >> A motion. >> I'll second. >> Motion and a second. >> Maybe first before we introduce Dustin and let him introduce some of his guests that are here today with him. Um Mrs. Pilates, if
you don't mind kind of sharing the process that the board went through to decide on this critical rule for the district. Yeah, we started with hiring summit ESC which is a organization that serves schools in different capacities and one of them is helping us find um our high level executive officers. As you know the only two hires that the board does is the superintendent and the treasurer. So with their help, uh we met with the organization early on and um they basically told us that a school treasurer position is very hard to fill that it was going to be very slim pickings uh for candidates and they were hopeful that we would receive three or four applications. Um because Tamage is such a wellrespected school district in our area, we actually received 10. Um from
those 10 applications, we narrowed it down to four for first interviews. Uh Mr. Pasarelli, Mr. Davis, myself, and Todd Lowry, who is not here tonight, were able to interview those four candidates, and we narrowed it down to two. Uh Monday night we interviewed those two candidates and it was um a unanimous decision to offer the position to Mr. Boswell. So we're very excited that we offered it and he accepted and uh that brings us to where we are today. Great. And Mr. Boswell, if we'll put you on a spot if you don't mind coming up to the mic and introducing yourself to the community and and your guest tonight. There should be a button to push there, Dustin, for you to Yep. >> All right. Good evening. And first of all, I'd like to thank
the board for first of all considering me for this position and then um bringing me on board. I look very forward to being part of the townage staff here and working with everybody. I've uh got a lot to learn with the community and the staff here, but look forward to that and as we come up to the the new school year. So, I'm just excited to begin this role and and learn everything and help out the townage community. I've learned a great deal about it through this process and I am very fortunate to be coming here and working with you all. So, uh, with me this evening, uh, I have my wife Carrie, my son Colin, my son Liam, my mother-in-law Sandy, my mom Pam, my daughter Aaliyah, and my dad Mike here with me
to support me tonight. So, appreciate all their support. I couldn't do all this without their support. So, they're vital to the to me coming here as well. So, appreciate it. Good. >> Dustin, real briefly, if you could just share a little bit. So, Dustin is a very, very well- reggarded school business professional here in Summit County area. Maybe you give us a little background where you're coming from. >> So, I've been with Springfield Schools since 2002 in various capacities. Uh my my latest role has been as the business manager since 2015. Uh where I've served uh the support side of the district there and worked alongside the treasur's office as well through um various situations and just planning processes there. So it's been exciting there and I'm looking forward to being able to take the
lead role here. >> Great. >> Thank you, >> Dustin. Thank you very much for being here. Thanks to your family for being here. Makes it harder for the board to vote no if uh all this family here, right? >> So, >> all right. >> Sure. >> Um Sure. Yeah. Today we were at the CH chamber meeting and the mayor of Lakemore was there, Rich Cole, and I I'd never met him before, but um I Kim asked me to speak on behalf of the school district and give a few comments and this was one of the updates that I did. and uh he immediately chimed in and said, "Oh my goodness, we are so sorry to see him uh leave Rotary." Well, I don't know if he's leaving Rotary, but uh he's super involved and and
uh all the things that Dustin does in his community is very very well known and uh the mayor of Lakemore was was sorry to see him leaving, but um but congratulated us. So, we're we're very pleased and we know that we've got the right candidate. So, thank you. >> Okay. Should we vote? >> Let's vote. Hi. >> Hi. >> Welcome. >> Next order of business is the monthly finances. It is recommended that the board accept the reconciliation and financial reports as of May 31st, 2026. Motion. A motion. Motion. >> I'll second >> and a second. >> One month from the end of fiscal year. >> Yeah, two weeks actually. But these reports reflect one month left. Uh I'll have more come in in July of of the fiscal year end for financial reports, but there
are no surprises for me. All good. Any questions? >> Davis. >> Hi, >> Mrs. Pottis. >> Hi, >> Mr. Pastor Elliot. >> Hi. >> Okay. Next item is appropriation adjustments. It is recommended that the board authorize the treasurer to make any year end appropriation amendments necessary to balance the appropriations of the funds for 20 2026. >> A motion >> second motion in a second. This is a standard year-end uh cleanup measure. As I said, we're coming to the end of the fiscal year. So, we uh as treasures make appropriation adjustments uh to to reflect actual versus appropriated. So, again, it's a cleanup uh doesn't change the financials at all. Just >> So, could you explain that in a way that like maybe a sixth grader could understand it? Uh we we budget or we we
appropriate by fund and the uh let's see sixth grade level. >> So approp appropriate appropriate means at the beginning of the year we're planning on spending this and and it's set aside >> right we uh the next resolution will adopt temporary appropriations. We adopt permanent appropriations in September. Those are the spending guidelines for the for the fiscal year. uh throughout the year and and we do that on a fund level there. But there's also function and object uh levels that are more uh precise than fund. Uh what this does is allows us to balance the function and object levels within the fund to reflect actual. >> Again, it's a cleanup. It's a cleanup. >> It's a cleanup. Yeah. But it's it's a yeah, it's a complicated financial >> term that not everybody understands. So, I'm
just trying to >> I appreciate that we're we're near year end. Uh it doesn't change uh spending guidelines or anything like that. It just cleans up what the fiscal year 26 numbers reflect. >> Mrs. Pilates. >> Hi, >> Mr. Davis. >> Hi, >> Mr. Pacerelli. >> Hi. Okay, moving on. Uh the next order of business is temporary appropriation for uh 27. It is recommended that the board adopt 2027 temporary appropriation at the level of uh 2026 appropriation. Motion >> motion. I'll second. >> Motion and a second. Okay, here we are >> back to sixth grade. >> As I mentioned, we we adopt uh permanent appropriations in September or anytime up to September. >> Okay. >> Uh by law, they have to be adopted by September 30th. Uh what this does, if you don't have any
appropriations in place, you legally can't expend funds. >> Gotcha. So in June, we adopt temporary appropriations that allow us to operate until permanent appropriations are then adopted. >> And do we see those appropriations? Are they in the financial? >> No, they're they're at the same level. 26 again, it's it's for a short uh two or three month period. >> So whatever we did in September of 26 is is >> it will be for right now. >> Temporary. Gotcha. >> Because they're temporary, >> uh it's just It's a stop gap between beginning of the fiscal year till permanent are adopted in September. >> Okay. September. >> So if we want to see what those are, we'd go back and look at the financials from September 26, >> right? But again, knowing that they're going to change,
>> right, >> what they are for fiscal year 26. Uh we know that temporary is is you know for three months permanent will come in September, >> right? >> Okay. Thank you, >> Mr. Davis. >> Hi, >> Mrs. Panis. >> Hi, >> Mr. Pasel. >> Hi. >> All right. Next order of business is recommendations of the superintendent. This is for uh the 2026 27 handbook. It is recommended that the board of education approve the 2026 27 Talmage High School handbook. Motion. >> I motion. >> Second. >> Motion and a second. >> Actually, pretty um excuse me, a pretty significant uh update to our high school handbook. Um a lot of it is, you know, with Mr. Horner. It's his uh it'll be his second year uh as as principal and uh he's, you know, implementing
a a lot of processes to the building that are now captured and updated in the handbook. It also updates uh the loss on student transportation to high school students as well is included in the revision. >> All right. Roll call, please. >> Mr. Davis. >> Hi. >> Mrs. Pottis. >> Hi. >> Mr. Paselli. >> Hi. Next order of business is the Talmage Middle School 2026 27 handbook. It is recommended that the board of education approve the 2026 27 Talmage Middle School handbook. Motion. >> A motion. >> Second. Motion and a second. Not as many changes to this one, but staffing updates and um elements related to transportation and and school day timing. >> Is are these um updated every year? >> Yes. >> Okay. Any questions? >> Okay. Roll call, please. >> Mr. Spottus. >>
Hi. >> Excuse me. Mr. Davis. >> Hi. >> Mr. Pill. >> Hi. >> Next order of business is in lie of transportation. Correction. The following students are not eligible for in lie of transportation payment for the 2025 to 26 school year and will not be paid. Hayden Evans, he goes to Stowe Public, Connor Stark and Lima or >> Lima. Yeah, >> Liam. >> Okay. Anel uh Stow public also in lie of transportation is only paid to students who attend private schools or charter schools. So that's correction motion. >> A motion. >> Second. >> Motion and a second. >> Were these in a previous list or >> they were assigned to a different school and uh this is correcting that once it was determined it was still. Gotcha. All right. Roll call, please. >> Mr. Davis.
>> Hi. >> Mrs. Pottis. >> Hi. >> Mr. Pasarelli. >> Hi. >> Next order of business is uh renew lease agreement with the Akran Summit Community Action Head Start Program. It is recommended that the school or the board of education approve the agreement between Talmage City Schools and the Akran Summit Community Action, Inc. for 5 years from 8126 to 73131. Motion >> I motion >> second. >> Motion in a second. So, this continues to be a partnership to to celebrate here in Townage. Um, you know, it wasn't that long ago that David Bacon really was an empty building. Not a whole lot of happening in that building. Now, we serve uh literally hundreds of preschool students every day. Uh, as well as our preschool career tech program. And it's key. The key is this partnership
with with Head Start serving underprivileged families. Um most of the kids in the program are Townage kids. Uh we also provide the uh food service to the program. Uh and also uh they share the cost of all maintenance to the building and and the daily custodian. So it's been a great partnership for for Townage. It's it's uh boosted that building. Head Start has put investments into that building. If people have been by there, they essentially paid for the parking lot and the and the playground down there. So, um, we we just continue to celebrate this partnership. >> Very good. >> Yeah. I called Mr. Wood today and asked him about the um lease agreement and the the money. I noticed that it just hadn't changed in the last five years and was expected to stay
the same for the next five years. And I thought from a landlord perspective, you know, that there wasn't increase, but he helped explain to me that we share the cost of maintenance and so they do see the increases with maintenance. So, yeah, this is I had not seen this before since this was last done in 2016. Thank you. >> Okay, next uh items need to vote. >> I'm sorry. Roll call, please. >> Davis. >> Hi, >> Mrs. Pottis. >> Hi, >> Mr. Pastor. >> Hi. Next item is personnel issues. I would entertain a motion to combine 5.1 to 5.14 as one motion. >> I'll motion to combine 5.1 to 5.14. >> I'll second. >> Motion and a second. >> Okay. We'll say uh goodbye to some folks before we say hello to some folks. We
have some some of our new teachers who are here tonight. Um, so we um I think as as the board's aware, we h are eliminating eight positions for next school year. That's three positions at Townage Elementary School. That is two uh intervention specialists here at Townage High School and then also one ELA teacher, one math teacher, one science teacher here at Townidge High School. So it's a significant amount of movement. So, I guess the natural question is how can we be hiring folks? Well, we're we also are losing some really great people. We've already uh accepted retirements at previous uh board meetings. There's a couple more retirements tonight. Uh Becky Miller and John Bryant who normally come to these meetings. Um we we'll miss them. Both of both uh I I'll take them separately. Becky
uh Miller has been uh an elementary teacher here at Townage for over 30 years. um has also been just very very active with our TTA and um it will be uh missed by the staff and and the kids and has had a significant impact on Townage City Schools during her time here. I'll say the same about John Bryan, also an elementary school teacher. Uh John, I I call him the king of the grant writers. He's our best grant writer in the district. is always writing grants and making great things happen happen at Townage Elementary School is is a favorite of many many of our kids. Um so we will we will miss John as well. We also have some relatively newer teachers that are also departing for uh other opportunities. So we wish uh Anna
Everly, Jenna Bates, Ashley Graham, and Lillian Carson the best the best. They've all made significant solid contributions to Townage while they were here. So, that brings us to the the good news. And I think all four of them are here tonight. Uh VA might have stepped in late. Hi. >> Yeah, that's okay. This is you're working at the elementary school. You don't need to know the high school that well. So, uh well, we'll start with our two new intervention specialists. Um so, Rachel Pinowski and Janette Finocchio. So, uh they'll be working in third and fourth grade. Um, so I'll start with uh Rachel if you don't mind kind of just telling us a little bit about yourself. Great. >> Thank you, Rachel. Thank you. Welcome, >> Janette Pinowski. >> Hello. I'm Janette >> Pinocchio. Ohio
went to for my graduate degree. I did school and then last year I did first and third grade. >> Welcome. Great. And then uh we have two new elementary school teachers here with us tonight. So, um, I'll start with Brooke Whiteman, fifth grade. So, Brooke, welcome. >> Thank you so much for this opportunity. This is my first year teaching, although I've been an employee at two years. I taught in the same room I'm going to be teaching in next year. So, that's super cool for me. I was a sub for the next year and a half. I'm so excited. I can't even begin to explain it. This is all I've ever wanted. This is my dream job. So, thank you so much for this opportunity. >> Yeah, we're we've gotten a chance to know Brooke.
She's done a great job for us already. And and that's the same holds true for VAJ who's uh also joining us from she'll be in the third grade. So, VA, if you could say a few words. >> Hi, my name is Va. I'm originally from graduated. I did two long positions last year. Great. So, we're we're excited uh to welcome Vada, Brooke, Janette, and Rachel. Um, and uh, certainly we'll miss some some great teachers that are leaving us, but I would tell you Courtney Davis, who kind of I'll give her all the credit for kind of organizing the interviews and and uh, making the interviews happen. She was just blown away by uh, this group of candidates and uh, we're really excited to have welcome them to Town City Schools. >> Questions? Uh just another
comment about just again the the excitement and the quality of candidates just speaks so highly of our school district. I know you know when we're sometimes out in the community there's just a lot of negativity. So just kudos to the staff for making these great hires and bringing such um energy into our district because it really does make a difference for our kids. Appreciate it. >> Very good. Roll call, please. >> Mr. Davis, >> I. >> Mrs. Colatus, >> hi. >> Mr. Paselli, >> I. >> Next order of business is uh central office report. >> You know, I just have one thing I want to celebrate tonight. So, Tim, there you go. Um, and there is a typo up here. I will fix that. But I um there's a lot a lot of good stuff
happening here at the end of the year. We we celebrated a lot associated with graduation and other things, but um you know, our track and field program is uh just continues to thrive and it's kind of a shame we get to we don't get to celebrate it as much because it's at it basically happens after school's over. Um but uh we will be celebrating many of these athletes at one of our home football games this fall, bringing bringing them back. Um, but I this was an historic year for Townage Track and Field. So Ally Haye and Anthony Bontempo were state champions. These are our first Townage Track and Field state champions since 1946. >> That's awesome. So, um really really uh amazing accomplishment and uh we're just uh so excited for Ally and Anthony and
and incredible performances by the rest of these kids up here too with uh the Martio twins and and Ally uh Topanga Ross, so Jen's daughter and Ally Haye were third place in the 4x800 relay. And I will I will say that Alli's the only senior in that on those of those four girls. So three of them will be back next year. Uh Kua, Walters, Ross, and Hay again 4 by 400. Now Kuva and Walters I think are both seniors but and actually Ross is the only junior on that team but again six amazing performance. Donnie Noah also an underclassman amazing performance in the mile and Donniey's uh one of our stars of our cross country team as well as as well as Michaela Martio so before I jumped in Michaela anybody that's eighth or below
is considered all Ohio eighth or better is all Ohio so we had five you know teams or individual all Ohio performers Michaela and then and then 12th 14th and Actually, this the typo here was this 4x100 relay was also 14th place. So, just um amazing amazing effort. And I will tell you that what's really cool about track is just the number of athletes that come out. They kind of come come one come all. There's no cuts. There's it's a huge middle school program, too. We have a lot of coaches and folks that participate and make this success. So, shout out of course to uh Coach Hardawa um who retired as a teacher last year but still is in the building just about every day with with track and um just thankful to to all that
hard work and effort. Uh so, congratulations to our track and field athletes. That's my my one good stuff for tonight. >> Thank you. Very good. All right, moving on to old business. We have none. And on to new business. Nothing. Um, this is the part in the meeting meeting where we open it up to the public. Um, if you want to speak, you need to come to the microphone, state your name, and then we will do three minutes um for you to speak to us. Any takers? >> We'll bring the mic to you. My name is William Layman, 105 North Monroe, 25 feet away from the high school, right across. You use my driveway all the time to turn around. So, I just have something that I already like to treasure because he opened the
door for me when I come in. Kudos to him. He was a very nice man. He did it twice for me, so I guess I'm going to get along with him pretty well. I have one question. Do you have a budget for 2027? Is it too early? to her when we have that new >> was that upfall on him. I I wasn't sure where I mean >> permanent corporations will be adopted in September. >> Yes, >> September. Okay. >> Yeah. But that's that's >> one one more thing that I uh I see where you hired new employees, but how many left? I mean, did it balance out? You hired eight and eight left. Is that so it's even now or are you over? >> Yeah, Mr. Layman, there will be eight less employees certain teaching
positions next year than there were we finished this year. >> Okay, that that's why I was confused by the I know you hired new ones and I'm and eight left. Okay, that that's all I have to say. Thank you very much. I I'll you'll yield some of my time back to whoever needs it, but I need you to Thank you. Y Thank you very much. Thanks for Mike. Barb May 654. Dearwood, um I wanted to ask first about a Facebook post from a science teacher who said that some upper level um classes had been eliminated and I wondered if that was due to low enrollment or going, you know, that you felt CCP would handle. They mentioned anatomy and physiology and I can't remember what the other two were. science department. Did do you feel
that some of those um the enrollment was lower and that it partly justified or that kids can pick up through CCP? >> I think I think some of our kids will be missing out on opportunities because of those cuts. >> Okay. So you don't feel that there's an alternative for them? you know there there are alternatives but I we we are having negative impact on kits. >> Okay. Um then you also mentioned about the district um the handbooks being updated. Will the district profile also be updated? >> Yeah, we do that every two years. So that is being updated right now. Will the phone directory be updated at the same time? >> I I think Mr. Gwyn takes care of that. I I I'm not sure about that. I I'll have to check on that
for you, Mrs. Mace. >> Okay. I mean, it's really hard like it still has her as a history teacher or something like that. It would be nice to have that updated. Um, in the handbooks I noticed that there were um some mentions of social media. So I wondered if there are what are I didn't see any outline of what would happen if people staff are making inappropriate remarks on social media. >> Okay. Well, that's that's a difficult subject because our staff have freedom of speech like we all do in this country. So the times when that becomes a concern is if it has an impact on the district, you know, so folks can express their concerns publicly. They have freedom of speech. The only times the times where the district gets involved is it when
it kind of hovers over into that gray area where it's having a negative impact on morale or um or anything directly associated with the district. But again, our our teachers, staff, anybody else has the right to speak their mind on social media. So I think some of them are Steelers fans. So I think that's unfortunate, but um they'll they'll voice that. Yeah. and our stu students have that same right. >> It's a again I would have to you know that that's a I would I would have to see what that is. We have had situations where teachers or I should just say a staff member said some things that were divisive and we felt inappropriate. We we spoke with them and um I think in every instance when that's happened they've they've pulled things down.
So and we have board outline we have board policies outlining these social media interactions. So I mean it doesn't completely spell out repercussions but there are board policies in place that we would follow that's not in the handbook >> specifically. >> Yes. As it relates to social media. >> Yes. Yes. We just adopted a revision in the last few months. So, >> that's when uh that's when Mr. Boswell officially becomes the treasurer. We can't have two treasurers at once. So, Mr. Host's last day is July 31st. Uh Mr. Boswell will be spending some time, if you noticed in the language of the action, he will be spending some time in transition. So learning about the district. >> Anybody else like to speak? >> All right. Seeing no takers, I would entertain a motion to adjourn.
>> A motion. >> I'll second. >> Motion and a second. >> Roll call. I >> This meeting is adjourned. Thank you.
