001fits i currently have verizon interested in moving forward from what i'm being told is this would be what they call a 2023 build so that basically means we would have to get our regulatory done at that site which can take up to six to nine months to complete once that's finished we would then get ready to build that tower so we would likely see construction start within probably about a year or less the ultimate goal would be fourth quarter next year the steps that we need to proceed with would be the school would need to enter into the lease agreement with tower co that gives us permission to then begin our due diligence the due diligence that is required is not only um just general due diligence for like construction drawings things of that nature
002but we are also required to do what's called tcns review which is an environmental review we have to notify every single indian tribe that had claim to the property um that's because it's a state or i'm sorry a federally uh licensed entity which is verizon they they're running federal owned spectrum in order to do that we actually have to notify all the tribes we have to notify the the environmental we have to review everything in order to get approvals once that's done which takes about six months we then have to get into zoning we will have to meet with your local zoning officials we will have to submit a package in order to get their approval their sign off on design development requirements for the city code once they give us approval then we would
003move forward with the construction of the site one of the fun things that i do for a lot of schools is with the tribal information a lot of schools actually use that for their social studies programs which is pretty neat because we hand over a list to you guys and and we actually i think it was north ridgeville we had 38 tribes which is pretty cool um and even their history teachers were like oh i thought there was only 12 and i'm like no there's 38. so they made a great project out of it but we work in closely in conjunction with the city in order to get the the approvals the school obviously will work with us to make sure that we meet your guidelines everybody has a sign off on how we develop
004the site and and obviously we want to turn in a good product make sure it looks aesthetically pleasing and overall it's it's a position for the school to to gain revenue but also provide a public service at the same time and i always look at that as a as a plus for everybody so um i'd open up to any questions sorry i didn't want to be long-winded but it's a it's a lot of information to throw out there but what is our cost if we agreed to the land basically there is no cost so we basically pay you to use your land in order to build the asset so tower co is responsible for all the zoning all the permitting all the due diligence we are responsible for constructing the tower and then we're also
005responsible for paying you for the use of the land and what what kind of payments are those you know so kind of sort of approximately we talked about um initially we talked about a monthly payment to the school so we would we basically pay you like a monthly fee but there was discussion of what we've done with some other schools where we pay you a 10-year prepaid rent and i believe that tenure was 180 000 initially so we would cut you a check from the time we start construction you would get a check at 180 000 and that would pre-pay the rent up front for use you you for you to use that as like any type of capital project for your school or however you want to allocate it there is another kicker on
006the back side of that though that if we put additional tenants on the tower we were actually going to give you guys what we call a revenue share too so we would increase your rent payments um i believe it was a 400 i'm mistaken so you would see 400 for every additional carrier that went on the tower as well so there is a growth pattern with the lease so you're you're in a perfect world you you start building in in the fourth quarter of 2022 yes does that disrupt our football program does that disrupt our sports programs did that disrupt our parking because of the location no i would i would work with the school to avoid that at all costs so if if it was all at all possible i would push to get
007out of football season and we have done that um just to give you an idea medina we built theirs at their uh their soccer stadium and their fall program we couldn't interfere with it so we we basically pushed directly dead into the winter where there was no sporting events sounds like a lot of upside to this yes is there any downside to it that we don't know about or are we not smart enough to understand no i mean stage that the only downside is as if you know you don't want a cell tower in your property it's the visual aspect to just be honest with you and and the natural ability of what you have out there with all the light poles and everything originally when we entertained looking at your football stadium the discussion
008was do we take out one of your football light poles and replace it with a cell tower and then put the cell tower equipment above the lights and then what you do is you extend it that's what we did over at streetsboro the only problem is is that your football stadium is absolutely gorgeous and there is really no reason for us to go in there and interrupt anything that you have there it's actually better to be outside of it be honest with you how long does the construction take once it starts so construction for a new tower will take all in probably about 45 days to actually get the tower and the foundation into the ground but there is usually some what i call ancillary stuff that has to happen after they're like landscaping you
009know some true up on the fencing and some other things that need to occur um on average it's 45 to 60 days all in uh we're we run a very strict regiment with a contractor called jdh contracting we use them on only on our schools and the reason for that is is that they have folks that are very skill-set of dealing with schools we like to have security procedures put in place knowing who's out there construction fences done properly so that there's no access for any students to come anywhere near a lot of times we'll put up like the orange construction fences and rope off a very clean area and we'll work with your operations group to make sure that that's all completed and then have you guys ever gone once you get another carrier
010so like if you get somebody other than verizon have you ever done that like lump sum for them too yes we we can it's a little bit harder to do it that way just because the we call it the cost value of money it just gets a little bit trickier but we have had we've we've done that before there's been a couple schools that had some pretty difficult overruns on some budgeting issues when they were building new schools and we had two carriers come on right out of the gate and if i can get that to happen pretty quickly yes that that capability is a little bit easier if they come one year or two years down the road what's going to happen is you're going to get your payment for the 10 years up
011front for the ground and then we'll just start paying you the 400 a month for the additional carrier and and it'll just run in that that that form is is there any extra cost or rider for insurance or liability to the district for having something like this or is it all there'd be no cost no there's additional so we are fully we are required to ensure the tower um the towers are built uh to meet amazing standards i mean to kind of give you an idea i've had two towers um that went through the joplin ef5 tower or a tornado i actually it's leaning just slightly everything around it is destroyed um had a couple go through a few hurricanes not had any issues um but all that responsibility is on tower co and you
012are actually tax exempt so there wouldn't be any additional you know property taxes or anything of that nature one of the questions i i probably want to run into is you know i have a lot of school boards say what about safety what what do we have to worry about and to be honest with you it's the equipment that's at the base is um is usually like in a traffic cabinet like like you would see next to a red light it's got an actual padlock on it our gate actually has a lock on it as well we avoid barbed wire around schools just i don't recommend it i don't like it if they were if kids were to ever get into the compound there was really nothing that they can do in the sense of
013the equipment's all locked up it's all secured i i've been in compounds 10 times over the actual poll itself there are climbing pegs on the pole but those are removed all the way up to 20 feet so in order to even get up onto the tower you would actually have to carry in a 20-foot ladder in order to to get there so if you see a bunch of kids rolling out there with 20-foot ladders i would be worried but i think the chances of that are pretty slim to give you an idea you know streetsboro we actually built this tower right at their football stadium and it's literally right next to the home bleach or i think yeah the home bleachers so it's i mean stones throw away and they've not had one issue i
014i can't even think of an issue that i've ever had at a school is the location of the tower does it have to be like x number of feet away from homes or schools or anything is that why you chose this location it doesn't matter it does under certain zoning codes so they obviously don't want to have you you know most zoning codes won't allow you to build real real close to residential meaning like a couple hundred feet um your campus actually works very well because it's separated very far from the the residential home so we would meet the code here pretty much a 10 fold over [Music] which is good [Music] yeah and and in full disclosure i mean there's times where we get into zoning hearings and you know they want other things
015or there are some times where we have to accommodate municipal uses um in full disclosure i have gone into zoning hearings where i've planned 150 foot tower like i'm here and the city came back and said well we need emergency communications on this as well and it needs to be 175. sometimes that happens um but we will accommodate that absolutely for the city it's it's all for the better the community you mentioned property taxes on the tower itself yes we do um we so it really depends on what the tax code is for the community sometimes the tax code just applies to the actual carrier's equipment that's on the tower and then they're taxed so verizon would be taxed or at t would be there are some situations where the tower is physically taxed but
016ohio is is not always in that realm from my understanding it can range on the low end 350 000 and it can work its way all the way up to half a million thanks appreciate it steve when do we need to um we're going to talk about this app in the course of the agenda right there there's a recommendation under the treasures report it's coming right gotcha okay so we can circle back if anyone if we got more questions in that process are you going to hang out i can't absolutely and that's up to you if you want to bring him in there's more information there um okay great thanks appreciate it sure thank you um all right item oh don't tell me this did it to me oh i know where we're at um
017motion to approve minutes from the previous meeting motion by jennifer seconded by chris any additions subtractions corrections etc jeff please call the roll miss justice card hi dang that's nice man i like it that's all right hi mississippi hi mr keller hi okay uh section three recommendations of the treasurer jeff uh 3.1 uh it's just recommended that the board adopt the financial reports as the end of october pushed by chris seconded by jennifer any comments yet no comment on the reports themselves i'll get into some of the financial five-year forecast okay jeff please call the roll mr really there's justice carter aye mr pearson aye mrs sippa mr keller hi okay item 3.2 i need language uh sorry let me start over with my glasses thing whereas it is in the interest of the district
018to have a cell tower constructed on the high school property and whereas the construction of a cell tower will have financial benefits for the tallmadge city schools and whereas there are many steps including approval from tallmadge planning and zoning before a contract can be executed or for construction to begin therefore be it resolved at the tallmadge board of education here by authorizes the district administration team to commence the process with tower company the cell tower construction company and execute a contract once all the details have been agreed to and all proper authorizations have been obtained okay one more question by chris seconded by jennifer any other questions or comments i'll make a comment my my thought about the whole thing is and i and i imagine when we get into this into the process with
019the city is the issue is there's a massive safety issue for us and like you know these things aren't the prettiest things to look at and i appreciate some of the different views and i used to live on the street on the other side so i imagine it probably looks a little bit more overwhelming from below looking up from those houses and we'll probably hear about that from those neighbors but i'd also argue too that those same neighbors would say um are equally concerned about bandwidth access safety um certainly within we're in a dead zone i mean who you're a neighbor here i'm i'm close you're fairly close to this it's you know we drive around here it's a safety issue and we will be prepared to make that known i don't think it's gonna
020be an issue but if we get to that point um you know there's there's a lot of things for us to think about in terms of safety that have to do with response time and access and all that stuff everything everyone in the room knows it but that's that's why i'm i i think this is an important thing for us to do so anyway any other questions or comments jeff please call the roll mr taiwan aye ms justice carter mr ferriss aye mrs sipper aye mr keller aye item 3.3 it is recommended that the board adopt the five-year forecast along with the accompanying notes as presented five-year forecast is required to be board adopted two times per year november and may under section 5705.391 of the high revised code motion by chris second about mark
021okay you ready yeah don't forget we gotta call the roll well but when when you're yeah oh yeah yeah yeah you can call them finney you can go ahead yeah yeah hey you're lucky it is you're the lucky one it's not that bad but no we appreciate your time thorough great informative thank you appreciate it sit back folks relax grab some time you're allowed to do that there's nothing exciting about school funding yeah there is especially now come on let me start i i want to throw up the actual projection but i want to kind of give you an overview of where we're at uh quickly i was hoping to to come here tonight in fact i looked on my notes from the may five year forecast then one of the last lines in the
022notes says the good news is come november we'll have a much more clear picture of what's going on in the state than with esser money not happening as you know the the state adopted the what's officially called the the fair school funding plan uh also known as the cup patterson plan into the biennium budget and that was effective july 1st we have yet and i mean we any school district in the state has yet to know what that funding represents for our district it was scheduled to be out early october we got a notice in in october uh that it will be out in december so at this point and time i don't know what our state funding is going to be i will talk about what i do know a little bit at the
023bottom of the presentation but they've overhauled the funding system it's no longer based on a a per pupil funding amount used to be six thousand twenty dollars uh they've they've changed all that there's a local funding capacity formula which i don't know i haven't seen it nobody's seen it nobody's seen any of this stuff i went to a meeting last friday uh with some treasures in northeast ohio and tried to get some answers i came away with more questions than i went with so we're we're sort of in the dark uh the capacity formula is is going to be based on valuation 60 of the district's valuation there's a there's an income component 40 of your income in your community uh and i've been told and this is the the kind of the missing piece
024that there's also a cost per pupil factor in the local share again what that means i'm not sure at this point the methodology is is changed on funding open enrollment students and community and charter school students which is a good thing it really really is uh as as you know previously we would count an open enrollment student in our adm and the state would fund us the amount was six thousand twenty dollars but because of our local share calculation we would only get 42 percent of that and then you've heard me talk about the below the line deductions six thousand twenty dollars would go out the bottom uh end of our our funding so we were losing over four thousand dollars or roughly four thousand dollars of of local money uh per student yeah we
025are our total deductions for open enrollment uh community and charter school students and stem school students last fiscal year was a million eighty dollars okay so here's the piece that i i can't wrap my head around if if we were losing a net of six hundred thousand dollars then theoretically that should increase our our revenue it doesn't and and i don't know why these are answers that i'm i'm still trying to to find out hopefully when it comes out in december and the state tells you here's your money and here's how it's calculated then i can sit down i can build my spreadsheet i can plug all the numbers in and it'll make sense but for now that's not the case the other piece that is is sort of a mystery is the last two
026years the governor had a student wellness initiative and for talmadge it last year was 422 000 the year before was 340 or something like that that's gone away but we've been told that it's been incorporated into the overall funding so you're not going to lose it it's just not a separate line item doesn't go into a separate fund but they're still restricted dollars to be used how they want you to use them okay so we're not losing six hundred thousand dollars we're still getting four hundred thousand dollars but as you'll see in a minute our state funding has gone down now again the only thing that i have to base it on is some projections that were sent out back in in late may early june before this was actually adopted and the first year
027increase was 78 000 the second year increase was thousand dollars now that's going off of a net amount now the net amount is an amount that i cannot reconcile and the net amount in their their terms is well because you're not losing those dollars out the bottom for open enrollment it reduces your state funding less revenue but less cost but again i can't reconcile it and and i want to know how and why and and i don't so having said all that uh the the last piece about the the whole uh cup patterson is fair school funding is that it's going to be phased in if you remember when this was all being talked about they said we don't have enough dollars to overhaul the system and give all that money to you in one
028amount we're going to phase it in over six years so which goes brings me back to the question why is our our first year a 78 000 increase in the second year an 8 000 increase folks i don't know i don't have answers i wish i did uh it's it's horribly frustrating to me uh because i stand before you with a five-year forecast that i don't have a lot of confidence in i am i am basing what you'll see here in a minute on the numbers of that projection uh that we got i think it was the last part of may before it was adopted and you'll see some funky things that i'll point out here in a second and i won't take a lot of time but uh what i hope to do is
029get some answers in december and maybe before may which is when the next five year forecast is actually due to adopt another five-year forecast with more solid information the last thing when you look at these numbers uh as you know we've gotten federal esser monies uh round one round two and now round three round one and round two are gone they they have been spent some of it has been used to offset general fund expenditures and you'll see that in the 400 section here in a minute round three is not incorporated into this forecast there's roughly 2.5 million dollars that i did not put in here because i don't want to project we're still not sure how we're going to use it there's some questions as to where it's going to go how we're going
030to uh or what we're going to do with it so it's not part of this forecast now obviously if you put it into this forecast it makes the forecast look bigger but they're one-time monies and in my mind you don't build forecasts on one-time monies because it gives a distortion of of where you are short-term okay so having said all that with all that disclaimer kurt if you will throw it up there and let's take a quick look i won't spend a lot of time a five-year forecast is three years actual and then your current year which is in blue and four years projected if you look top line real estate uh oops i got a pointer but it doesn't work okay uh on the revenue local source real estate you remember our last levy
031was passed in in may of 19 which you'll see the growth of that levy uh half of it was in fiscal year 20 and then the four collections and 21. okay if you jump down to state sources the foundation program here's where it gets funky we'll go to last year 9.277 million dollars okay right next to the blue column and foundation program this year is 8645. that's the number that the state gave us uh is it accurate i don't know it it might be i was told it should be fairly close i don't know what that means does that include does that include the the governor's wellness initiative i think so but i'm not sure there's just you know normally when the state adopts a budget you know in july august at the latest you
032have your foundation numbers uh if you go to the state website uh which i don't know why you would but if you would and you pull up our our settlement statements which we get twice a month they really don't tell you anything in fact they still have a an open enrollment deduction at the bottom so they haven't updated those they haven't done anything with those it's it's just a mystery and it's uh it makes adopting a five-year forecast pretty difficult but as you'll see eight million six forty-five is a drop uh of over six hundred thousand dollars to our foundation program if you go down to uh i can't see under expenditures line three purchase services if you work your way across two years before the current at six million six purchase services and i'm
033sorry six million seven ninety three uh and then last year was five million seven twenty one that is where we used some of the esser money we offset uh student transportation costs uh with with about a close to a million dollars of esser money we were transporting uh half the students and we we kept the same number of routes so i offset our student transportation costs with with us or money that's why the 5721 is there so the bottom line on that jeff is that million dollars drops essentially to the bottom line so every number for from five point eight six seven six nine all the way across is in its essence that much higher because of that one time offset yeah if well it no it really doesn't uh because it was a one-time
034thing yeah if you look at the blue column the 6.2 million dollar number is is not quite back up to the 6.793 from two years ago why is that well because there's that unknown factor of of not charging the district for open enrollment the the students that left that million eighty thousand dollars that went out the bottom of our foundation we had to post and charge as a cost okay so but is is all of that a decrease because we actually got funded some of it at the top or is it you know just the 600 000 the net that we lost it it gets really murky and messy uh in in this part of it because i don't know how they're calculating it so uh the 6.2 million dollars is is kind of the
035six million seven with a slight increase minus some for the open enrollment not being charged and then moving forward uh it's like a one percent i think increase the the bottom line is we don't know enough at this point with certainty to to have a lot of confidence in the bottom line now what we do know though is this the trend is what the trend is i mean whatever changes or however far we're off with our projections on the revenue and the expenditures our trend is still in an upward uh movement our bottom line we went from 2.6 million uh back in in 18 or 19 sorry uh and then we got some new revenue from the the tax levy and then we got the full year last year so we're moving in an upward
036trend the 6.7 million dollars is we'll see we'll see if it's close shouldn't be i mean it could vary i wouldn't think it vary more than half a million dollars i don't know uh it might but still the trend is in a positive direction okay that's that's the key thing with a forecast a forecast is always sort of a a guess a wag if you will but uh but you you can track trends and and whether you're you're moving upward or downward and the key thing here uh we should move a little more upward next fiscal year and then fiscal year 24 becomes our our break-even year where our expenditures will cross and then we'll start to go the other way now again esser could and possibly will impact these numbers uh the 2.4 million
0375 million dollars that we have left so there's a lot of moving pieces a lot of moving parts to this whole thing i guess the the best news is for now we're financially in a good spot we don't know exactly how good or not but our trend is our trend is in a positive manner so i wish i had more concrete news and could uh tell you more specifics but right now i just don't i don't have it so you're saying that there's definitely going to be a change though in the students that are going to the charter schools yes they are now directly funded used to be the the the resident district counted them and then the funding left the resident district now under the new plan all students are are funded where they're
038educated so all those open enrollment students we don't even count them we don't they're they're not our students they still live here but for funding purposes we don't consider them does our local money go then would that student know no not anymore no no yes and that's why that's why it's such a good thing that's that that's the best part of in my mind of what they they did with the cup pattersonville as they fund open enrollment and all the charter and community schools where they're being educated they count them we don't deal with them our local money stays here and what little money from state money that we did get it's it's a good trade-off so you're saying every school district has the same foggy headache [Music] and these five-year forecasts are something that
039has to be given to the state so it's just fog everywhere yeah i don't uh it is there's we're all sitting around waiting uh we we don't have any details all we have is that sort of projection if you will based on prior to the adoption of the cup patterson but no reason why it is what it is believe me i've tried to take this this 8645 number which they're calling a net after deductions i've tried to reconcile to that number i can't do it so i i only go by what they're telling me and you know the fact that we we were in a net deficit open enrollment situation because we don't take students in uh this change is very good for us theoretically yes but because again for ever since i began as
040a treasurer which has been a long time there's always been a funding per student amount apparently that's not the case anymore but i don't know how that's all being calculated and believe me i've tried to get the information but this is as good as i can do at this point in time and i'm not happy with it but it is what it is they tell us sometime in december they'll come out with the details now am i holding my breath for that no they might i mean they they should they should have a pretty good idea i mean it's halfway into the fiscal year until you're telling uh districts a solid funding number from from their state monies but uh yeah so there it is any other questions good job well we'll see oh yeah
041we'll see yeah yeah again i i hope uh once i get more and better information to you know maybe in january or february adopt another five-year forecast before may because may is the one that we may as the may would be the next gotcha all right thanks jeff thank you thanks jeff any other comments or questions oh i was i i i was going to mention that i talked to a colleague earlier today and they thought that i should kind of create a stand-up who's on first [Music] [Laughter] what could be more fun than you talking about actually you did a good job this time no you're in stitches you're not on stitches you're not in stitches you're on stitches or you're in stitches right get the metaphor right if you're going to say something
042in the middle of in the middle of me call called roll jeff please and i will say one last thing no i said call to roll let's go man you're done talking call the roll call roll okay you were more interesting this time than you normally are which is i it was a low bar however well it's why it's a forecast right i mean in all honesty it's a forecast like a weather forecast it's a forecast see we we adopt it as the weather changes and as information changes it's fine i think the most important thing and it really applies to two the two new folks in the room is that when those numbers in the very bottom start to turn and go down which they do in 2024 when they get closer to zero
043that's levy time so the idea in our town is always like you try and buy 10 we we do five or six year levies that buy us 10 years and and we've typically been able to do that but that's where we start getting nervous because you see that down which i think went down to like four million or something yeah which probably right so the first break even we've turned and so we're probably if that if that was a if that goes according to way you forecasted it 2026. we're not required to go beyond five but in my projections i i've got it off so that's it so that that's that's pretty normal for us so that's good okay jeff please we did you called the roll we're good okay good um my eyes and
044i'm on my phone on the agenda now so i'm doing the best i can without readers so section four recommendations of the superintendent um it's recommended that the board of education approve six weeks no i'm on the wrong thing sorry yeah can you would you mind reading it please thanks chris it is recommended that the board of education approve an overnight out of town field trip for the talmadge high school baseball team to travel to florida march 29 through april 1st 2022 to participate in games question by mark seconded by um jennifer yeah another you know sign of return to normalcy we have the field trips coming back this is a self-funded trip so and it's a tradition for talmadge to our baseball team to make this trip each year so we're excited to to
045have them participate in this this year excellent jeff please call the roll mr pearce hi mrs carter aye mr taiwan hi mrs hi all right okay section five motion to take items 5.1 through 5.14 by consent motion by chris seconded by chris steve anything you want to highlight or call out yeah there's two i'd like to call out i'm sorry there's two i'd like to call out mr keller 5.4 resignation due to retirement this is sue whitman our high school social studies teacher she'd be embarrassed for me to say that she started teaching here in 1978 so awesome now she she did take about a 12-year break to to uh in the middle there but she started with us originally in 1978 so 43 years ago and has been just an awesome member of our
046social studies team here at town high school for for a lot of years so we will miss sue and and wish her very well in her retirement i i stopped by to see her today and said you know she had to start a couple hours to change her mind good decided not to so she said no yeah me too yeah then the other one is 5 11. last month we reluctantly accepted the resignation of janet fairhurst at tallmadge elementary and we're pleased to announce we found a great replacement here internally uh fran bishop who's uh already done a lot of work uh has has subbed for us is already she's an uh instructional pair for us now very active parent in the district has experience as a secretary previously so we're excited to fill that
047important role here at the front office at tallmadge elementary i think the other kind of on a sad note back to front offices lisa gibson who welcomes our folks to the front office here at tallmadge high school each day tendered her resignation just found an opportunity that she couldn't pass up outside the district so we'll begin the process to fill that position but as you know very important positions for us the folks that welcome us into the district so those are the ones i wanted to highlight i don't know mrs montaquino you had any any you wanted to show yeah awesome thanks to jeff please call the roll mr charlotte aye aye okay items section six central office report district update steve i like the new format maybe that's not new maybe you did it
048last month yeah we have not just now noticed well i know we had the five year forecast so i don't want to add too much to it tonight but we want to give you yeah he doesn't get a chance to say anything he's done yeah and four unfortunately tradition continues we start talking about covid which we've done every month i think there's some folks here tonight with some concerns um and um certainly um anytime we make a change in the way we do things we we understand that and and you know work hard to make sure we're doing what's right by our kids so there was a significant change to really the state of ohio and how the state of ohio is handling covet 19 in our schools and that program is called the mask
049to stay test to play program which is a fundamental change in our overall approach it's it's not a tweak to what we have been doing it is a fundamental change the way covid is being managed in districts and it really was driven by the fact that there's a number of i call them mask averse districts out there in ohio that were having a tremendous number of kids in quarantine based on the old practices and we're finding that most of the great great majority of the kids in quarantine ended up being healthy and fine and not catching covets there's just way too many healthy kids missing school so essentially what this program does it kind of turns the the approach around if you will it when a student test positive in a building they then the
050close contacts are identified whether those close contacts are masked whether they're unmasked whether they're vaccinated or unvaccinated trying to accommodate the breakthrough cases that are happening the it doesn't matter so any of those any student that is a close contact of of someone that has identified as a close as a covet positive case those students then wear masks for depending on whether or not they take a test or not 10 to 14 days and then those students also you know monitor for symptoms so it's so it's basically again letting those kids stay in school instead of quarantining them away from school and i will say it's consistent with our experience also with the number of kids that we quarantine we were quarantining you know a lot of kids last year and into this year and
051for the great great majority of those kids we're not finding those kids ended up as as positive covet cases so in addition to that it's really around our athletes the test to play program again the same issue close contacts of a cova case were kept away from their team or not able to participate in extracurriculars under the old model under this new model if they're close contact they're able to take a test right away to determine if they're positive if they're not they can continue to play and then they you know monitor symptoms wear a mask when they're able during uh their activity whether it's for example if they're sitting on the bench they wear a mask when they're playing they don't need to wear a mask they test again after five days and then
052they can return to return to work or to playing so again we um you know we have adopted this approach in our district and uh you know so far you know it's working to keep kids in school of course we haven't had the quarantines i will say no question this the case loads in tallmadge elementary school have jumped tallmadge high school we have no haven't had any cases tallmadge middle school a few cases tallmadge elementary school have jumped um over the last couple weeks i would tie that to you know we we are monitoring we are concerned about the number of cases at tallmadge elementary school we're monitoring it to determine um you know if it's if it's community spread right now it looks like mostly community spread there is just a general growth in
053summit county of community spread we will continue to monitor it and if we feel additional action additional protocols are necessary we will implement those roy i guess related to code if you don't mind mentioning the vaccine clinic to everyone yeah we have um through akron children's who we've worked with with both staff and prior 12 plus student vaccination clinics were offering a clinic at our elementary school next monday the 22nd so we have 50 slots per 30 minutes from three o'clock through seven o'clock and it's five plus so it's now available for five plus so we've put out three reminders now and we'll put out another one again um this week because everything has to be in by friday so that we have that so we had about 350 slots and i i apologize i
054don't have the number in front of me but we're definitely over 250 close to 300 or so so um maybe that'll go up again a little bit more there's some sort of incentive program the state yeah we just put out the yeah what's that i read that thing did you yeah yeah for scholarship so that's great yeah that's great so it's good good news so we will um you know continue to um to to to move forward um we we continue to think that giving families the option of the mask and making it a family choice is appropriate for the district right now about two-thirds of the districts in the state of ohio are in that mode as well um again we we will monitor and continue to do what we believe is best for
055our kids and our families uh next item i have tonight um just wanted to congratulate our new board members so mr lowery's here tonight todd lowry megan thompson congratulations to the two of you jeff and the team and i had had a chance to meet with megan and todd over the last week just kind of giving them the lay of the land and introducing them to to the key members of the team so we're we're very excited and honored and looking forward to welcoming you to the board in january uh there will be we're doing a co um we're doing a kind of a joint special swearing-in ceremony with the city of talmadge so the city officials will be sworn in the same night on december 20th that's a monday december 20th at six o'clock
056at city hall and uh judge judge lance judge forget the uh lace uh coats coats i'm sorry yeah judge coats will be uh doing the swearing-in ceremony so we're looking forward to that and you know i certainly um you know the tough part is saying goodbye to two outstanding board members mr taiwan mr keller i know we have another month of of your participation we'll try to keep it low drama for a month for you yeah good luck um but it's just some extraordinary things have happened to tallmadge city schools uh during your tenures and we are just so thankful for all that you've done for the district uh during during your time so and uh that's that's all i have maybe michelle if you don't mind mentioning about the mayfield visit so one of
057the things that you know we're constantly thinking about is our portrait of a graduate and how do we take those skills and you know they used to be called soft skills but they're not soft skills anymore they're skills that our p our kids need to to be in the real world so we're always looking at ways how can we make sure that our portrait of a graduate that those skills are are being taught are being learned and are being utilized by our students so we did have the opportunity on october 22nd it was um mr householder taylor elaine one of the counselors roy kurt and myself we had a chance to go visit mayfield high school and they were very welcoming and and worked with us for the morning on the way that they do
058high school and one of the ways that their process is is that they want to make sure that um that all students have a personalized approach to learning to best meet their needs and one of the ways that they do that is that they offer three different pathways for for kids to do high school one way is a traditional because we do know that that does work for some kids another way was a self-paced way where it was a mixture between traditional and um two days that the kids couldn't pace themselves out and how they do their work which gave more time for the in the traditional class for the kids who might need the extra help and then the third way which is called the option which is truly a uh um it's it's
059it's a very unique way of doing high school and what it is it's giving the students a greater ownership of their learning and it's it's taking the students have all their core classes in one big area and they create their schedule on on how they're doing their learning so it's not the bells that are taking them saying oh okay i got 80 minutes or 40 minutes or 50 minutes for math and i'm right in the middle of doing a problem and then the bell rings and then i have to go to ela so it's making them do a schedule of how they do their lessons and they're in this room and there's there's teachers involved and the teachers can give one-on-one help a small group instruction or direct instruction while they're learning and all the
060lessons are created by the teachers so it's kind of like the flipped classroom where the teachers put it on the computer the kids learn it and then they apply it to what they need to apply to it it truly is a way for the kids to learn organizational skills to learn uh collaboration communication and like i said and all those different skills that we have uh um on our portrait of a graduate um and plus then you can enroll in any course outside so if you want to take a foreign language if you want to take a a medals class or something you you create your schedule and you say oh i've got foreign language from 10 to 10 50 or whatever it is i know i have to go to that class at that
061time but then i come back to this class and then they use capstones and they have uh internships and they have everything that that the kids need to um to be learning what college is like almost uh we asked how's the success rate on it they said they found that the kids who are involved in this are being becoming more successful in college or working in the business world where they have to work with um completing projects because they're learning the time management they're learning the responsibility of it and what the great thing is with this is that if a kid is either excelling like they're going really high in there or if they're not progressing they each have a personalized success plan so it's almost like each child has their own iep for what
062we do for our special ed kids to help them progress on what they need to progress with so we went to mayfield we took a look at it we were excited by it the new principal of twinsburg high school he was the assistant principal of mayfield and he is just starting it in twinsburg so mr householder is touching base with him just to see you know how we can of course make it a tallmadge own i know roy and steve at the capitol conference they presented there and they went to that to take a look at it and they were excited because steve didn't have a chance to come with us they were excited when they came out of that so like i said it's it's it's time that we start looking at what high
063school is and saying you know what going from class to class class to class to class maybe isn't the right way to meet the needs for our kids so what can we do to make it the talmadge way you know working with the with the work that courtney's doing and what can we do for our kids when they graduate from us and really emphasize on that portrait of a graduate so that's um so we're excited we'll keep you tuned down where we're going with this so we're excited thank you shelly miss davis you had an update this month yep just a couple updates um i had shared previously our four main areas of focus related to the strategic plan um so our math content committee has been meeting continually some really great conversations we almost
064have our math our k-12 math framework finalized and that's really going to be the driving document for all of our next steps in terms of curriculum mapping so we're excited about that also steve miller the math consultant from the esc has been working with our 8 through 12 math department all of our math teachers and from grades 8 through 12 have been working closely with him to dive even deeper into the 812 curriculum and then we were able to meet with the music department had some really great conversations they came up with they actually put a presentation together to share their thoughts on how we can expand music education opportunities for our kids so we're going to have ongoing conversations about those options and then the k5 report card is currently under construction and some
065really great improvements are coming and i hope that this will be a valuable tool for our families in terms of communicating their child's progress toward the learning standards and then finally we are interviewing for lead teacher positions as you know bringing back that teacher leadership structure was extremely important to us so we'll be interviewing those candidates on friday and filling 18 lead teacher positions for the district so very exciting great thank you courtney curt or roy do you have any anything to report good good shape okay any questions all right thank you very much thanks steve appreciate it good stuff going on um section seven no old new business listed and section eight any new business new new business no new business gotcha okay section nine communications this time i'll open up the public comment
066we usually wanna like have you come up to the podium lights on um state your name kind of where you where you live it's not critical that you do so and then try and limit your comments to three minutes and it's not typically time for q a but we'll engage that now if anyone looking at the new folks ma'am come on up and don't be nervous we don't bite we promise i've done this before and i'm nervous just as much i hate it it's all right you can talk in front of sixth graders that's all right adults yeah okay i'm tony mervine i live in tallmadge woods right over there my daughter is audrey mervine she's in fourth grade and i talked to you all in august right after school started and i was very
067concerned about the distancing so the three foot distance has not been kept that we were promised my daughter and her friend survived all of last year with no illness now she and at least three of her friends are the statistics of the coveted letters that come home every day you have safety measures for many things vaccinations before school starts vaccinations before seventh grade these are required and there are probably very few people who do not do this you have fire drills once a month you have tornado drills during tornado season and you have active shooter drills you keep our kids safe you do what is required but you have not kept them safe from coved after august pictures stopped on class dojo which i specifically said i wanted to still see pictures i didn't want
068teachers to feel punished last two weeks ago whenever it was the fourth grade specials night did not help us at all the students all knew a folk dance they danced with many people they learned this class they learned this in class at the special tonight we danced with many people there was no hand sanitizer anywhere one of audrey's friends the next day tested positive for covid audrey is now home with covid her birthday's today she missed seeing any of her friends she has only been on two 15-minute google meets over the past week she cried today because she thought she was at least going to get a 15-minute google meet but they didn't do that i'm a teacher i know how hard it is but i see my daughter crying every day because she's missing
069school today was also picture retake day she missed that and unfortunately we forgot the first picture day and her picture shows that she says she wants to burn all the yearbooks because of the picture that's going to be in there for her fourth grade year and i said well it's your coveted year we all know it'll be okay but she's 10. many many students in your classrooms are not wearing masks we've been told they're wearing them no they're not and it is decision i understand that but on the bus many students are also not wearing masks and that's federally mandated kids are being picked on still for wearing masks which was i a concern i had in august i know some of you are against masks but if you think about it the majority of
070kids in school when they were wearing masks were in school her birthday present from her uncle was a hundred and fifty dollar ticket to go see wicked in one month from what i've been told she will test positive for covet up to 90 days playhouse square requires a negative test i have not had the heart to tell him or her that they're not going to see wicked she signed up to be vaccinated next monday now that has to wait because she has covered there are rules that have to be followed and there are procedures that are recommended and the procedures that have been recommended have not been followed a recent photo this week so she was not involved in it because she's home showed the kids on the floor sitting knee to knee for music
071class masks very few i'm not picking on the music department my daughter takes singing lessons she's in the arts but i'm very upset yesterday 22 students and three staff members were positive at covet elementary school four more people than the month of october and november's not over she's allowed to return to school friday but there's a makers space project based on the thanksgiving day macy's parade um there's no way they're going to be able to social distance i don't think i want to send her back to school i understand that you all want what's best for the students and i think you all need to go to the schools i think you need to just walk in and see what's happening because what was we were told as parents that what happened the three feet
072distance is not happening you said you wanted our kids in school but you failed my family and i am very upset by this so much that i left her home tonight on her birthday i know that she can get sick anywhere and anytime but i feel that this was preventable and you didn't prevent it last year i was very proud of how kovid was handled here this year i'm mad that the three feet distance was not at least kept thank you okay thank you tony anyone else um hello good evening my name is steve bauer i'm a talmadge grandparent and uh miss moniquino i'm sold on your product there you're so you're i'm pumped you know because my son in nashville they're trying this stuff and it's working one of my grandsons is actually doing
073the self planning for his day and it's really providing good skills for the future and i think we met at the crossings with jeff when we were promoting the uh levy i'm on your side as far as promoting among the seniors all the levees so but um i want to congratulate to the those who are re-elected to the board and those who i have been newly elected and for all of you that have done so much good work for many many years here in talmadge i wish you all well and thank you i'm grateful for all the teachers and administrators i know i think it's the toughest time ever to be a kid growing up and i think it's the toughest time ever to be a teacher and administrator today because of the internet and
074smartphones and all the craziness going around it's just a tough job and and i'm glad i drove a truck for a living and not doing your job but um just a couple of quick takeaways from from the september meeting and the q a for the candidates and i saw the october meeting online and my suggestion was during the q a it was said that if a community member sends in a letter or an email to the board that those letters are all given to the super and uh my my suggestion is that you know why not all of you talk about these things that are coming in with the super in in this meeting and put it into the minutes every month that way you can not put all that heavy responsibility on this gentleman
075but all of you can decide is this is this important enough to bring up you know with the with the principle with the curriculum coordinator with the teachers and uh you know and and follow follow up and follow through on that that would be my recommendation um and um i'd like to see it included in the minutes the other the other thing is um the crt is here to stay critical race theory someone said it's only being taught at the college level that's not the case it's being taught all over the united states not always with the name crt but the premise behind it the national education association in july voted to promote it in all 50 states and having come again from a communist country in 1956 crt the birther of crt was ct
076critical race theory in 1917 by the communists and they pitted the oppressors the wealthy the landowners the factory owners against the working class the oppressed and the whole goal was to overthrow the government well we know what happened if we read our history books it's still going on today in china russia not in name but in practice north korea and it divides us it's so racist crt pretends to promote good race relations when it's totally racist i mean um one of my great heroes is mlk junior and he said i wish for the time that will be a time when we will not consider the color of a person's skin but the content of his character and this is totally the opposite everything's about race and it tells the white kid that he should feel
077bad for being white it makes the poor black and brown kids feel like they can't get anywhere in life because i'm a i'm a victim i'm oppressed and they're the oppressors so what about my bi-racial grandson in nashville who i just mentioned what is he is he an oppressor or is he pressed he's on both sides it's crazy and it it's dividing us not bringing us together [Music] i mentioned the nda resolution 20 in ohio it has been replaced by resolution 13 because resolution 20 was so focused on this whole race thing and our attorney general david yost wrote a uh a legal um paper on his opinion on this and he said it's a it totally divides people by race it's not something that that brought us together resolution 20. now resolution 13 has
078taken some of those things out the ohio state school board has passed out hundreds of the book 1619 project which has been debunked by many black scholars including in the book red white and black by seven black scholars that also say it promotes racism so that's my concern i think we need to teach that be honest with the kids you know if we're going to talk about black lives matter the 16-19 project we have to be honest and have have discussions about this you know not make the kids feel bad um i think i have pretty much covered it but uh you know you know crt divides not unites and um it and it teaches that america is bad so i should feel bad for being an american because we're so racist and we're not
079it's a lie i mean we've come so far and we have so much to do but you all care you're all white you care about black people i care about black people and uh one person said well how do we welcome the napali and the uh um the bhutanese folks that are coming into our neighborhoods it's simple we tell the kids hey your neighbors out there hi my name's steve welcome to the neighborhood it's not it's not uh difficult you know we we purposely reach out to people whether they're white black or you know any other one so that would be my recommendation is to put into minutes and then we have to be honest um with with this whole race thing and and teach both both sides and not not put the kids against
080each other but but talk respectfully about the issues honestly thanks for your time all right thanks steve appreciate it okay i think we've got executive session right um so so to the folks that both spoke you know obviously concerned mom and and concerned grandpa right um we hear you this is like not a time where we go back and forth particularly when it comes to an issue with a a minor um but don't let this feeling like you we didn't hear yet this is the purpose of what this is to absorb that talk about it and react to it and at the end of the day both you have a common theme of like personal relationships community working together to resolve problems not always going to agree or or not always get the results that
081we all want and hope for every one of our children and every one of our neighbors but that's always been the culture here since i've been here and i'm saying that for the two new folks too is like the nature of school board um is is to it's funny because in government sometimes it becomes they or those folks and in in our community they is us it's our neighbors and that's how we think about it so heard you loud and clear about your daughter and and have heard you before stephen and hearing you again tonight so thanks for coming out um appreciate it so at this time motion to um go into executive session for negotiations i think is motioned by chris seconded by jennifer um jeff please call the roll mrs aye ms justice
082curry and i don't think there's reporters here but if there were i would say we will not act on anything when we come out so we'll adjourn from executive just for the record so we can do it in here actually if unless you want to go to the conference room so thank you
