And whereas the school board keeps attention focused on progress toward the school district's goals and maintains two-way communications with all segments of our community. Thank you all very much. We value what you do. >> Okay. Thank you. >> Thank you. At this
time, I'd like to welcome Andrew Perry, uh, Vermillion High School principal, and Summer Burus, Vermillion High School assistant principal, uh, to present the results of the principal's entry plan. >> Hello. >> Hi. >> Copy here. >> Thank you. >> Y, >> thank you. >> Y Thank you. Oops. I was just trying to go back. Sorry. Okay. Um, thanks for allowing me to present tonight. I just wanted to um talk about what this was. At the beginning of the school year, um shortly before um students returned and staff returned, I was tasked with trying to, you know, develop what's called an entry plan. So the purpose of the entry plan was to identify what I thought I I would do is identify some of the common themes that arose from parents, staff, and students and the
community in order to essentially develop a plan to best serve Vermillion students and staff um considering it's my first time in Vermillion. So, what I was going to walk through with you is how I went about doing that, what I discovered along the way, and what does it mean going forward as a result of that. I gave all of you a copy um that I interviewed the staff members here, all certified mostly and some classified staff members. So, there were 40 um staff members that were interviewed. I sent out a community survey. I had 22 parents respond back and I've met with our students. I met with 33 students uh through a survey as well as a um whole group meeting. So what I tried to do is I looked at as as you see
the questions there I looked at the questions or the results from those questions and try to again identify some common themes. So I won't go through all the questions but I would like to kind of spend some time talking with you about what were some some themes that emerged from this. So some common results that came back from our staff what I noticed when I when I interviewed each of them. What are the key questions that I wanted to get to know is what do they really like about the work that they do and what is you know what are some of the strengths that they see here at Vermillion High School. We have um many staff that have had uh quite a bit of experience serving under various administrators and also spending time teaching
here. So, one of the uh the top things that that came back is they mentioned they felt that there's a very talented group of staff members within the building. um they feel pretty pretty confident in building relationships with one another as but most importantly with the students that they work with and there was a real sense of working as a team. They felt that there was a real kind of community atmosphere amongst amongst the staff and an overall feeling that they're there to meet the needs of the students and that they really care for the students on a daily basis. what they liked about their work overall. They said it's the opportunity to impact the students that they come in contact with. They like teaching in general. They're fans of their content. And again, the
third one, which kind of relates to the first one, is they really have a chance of trying to make a difference and impact the lives of the the students that they teach. I asked for an area of growth that they think that we could try and get a little bit better with. Uh common some common themes that came back. They talked about trying to boost some of the morale among some of the the staff. Uh clear communication from administration they said is something that's always necessary to try and get better. And then just consistency uh from all people and trying to be consistent when it comes to policies, expectations in the classroom um you know and what what administration would like from them as far as following procedures and policies. I also asked them what
kind of leadership are they looking for from me considering that I am new to this building. What are they seeking um as I take on this role? They they said just general support was the biggest thing. They they want to know that you know if they have to make some tough decisions that that they're heard um in case there's any any issues. Um if we make any changes they're they really like to have some input about those policies and changes. Again, it's important that I communicate expectations to the staff so they're aware of of of what I'm seeking and what I'd like to have within the within the school. And I said it's important, you know, that there's visibility that I'm seeing, you know, within classrooms, not just me, but Miss Burus as well, that
we're seeing classrooms and extracurricular activities having a visible presence from the students. I gathered some similar things as well. The students feel a sense of inclusion. They they really talked about there's a sense of community that they feel when they're here in the high school. Um they recognized that their teachers they they spoke very highly of our teachers and they they felt that the teachers are really seeking to want all the students to succeed and they really liked the fact that the extracurriculars what came back a lot was that they like that we offer a lot of extracurriculars and they like the fact that they feel that the district does a really good job at recognizing those who take part in extracurricular activities from the parents. Um they they recognize the core strength again that
the community they they really tried to um they make a point that the community rallies together when they need to do that. Uh they felt very confident in the teachers that they want the students to succeed and again they felt very uh fond of the fact that we offer opportunities with extracurriculars for other students. I asked as well what do they want from what kind of leadership are they seeking from me? um they like having a voice, you know, seeking input from parents, uh communication from the school about key events, things that are happening, and then being seen, being visible at events as well. So, what does it all mean going forward? I wanted to take these results and say, okay, so if if I'm putting my foot forward and having a plan of action,
what does this looks look like going forward? So I think number one, it's a priority to communicate with all key stakeholders. So if I'm going to be implementing any changes or proposing any solutions to to anything within the school, I think it's important to talk to the people I work with and and and to get an understanding and a viewpoint from where where would people stand if we were to um do anything different. At the same time, if we have programs that are working really well, try to find ways to make sure that those are continuing to go pretty well. And another thing that we've talked about is seeking opportunities for parent and community involvement. What are some ways, for example, that we could bring parents into our school to try and offer something to
our students to get new perspectives or to hear uh something about a skill in the workforce or something along those lines. academics. I think it's important to continue to take an active role again identifying programs that best serve our students and then those that we think we need to improve. So ultimately I think we want to try and put our students in a in a position that they're prepared for their life when they get outside of high school. So what does that look like? I think that's that takes a lot of teamwork to try and make sure that we have the programs in in place to meet that. I think it's really important what I heard from from everyone is to really empower the people that I get the opportunity to serve with. So what
does that mean as far as students, staff, and parents go? Number one, we do have a principal advisory committee. So students where I'm trying to meet with them on a monthly basis to get their input. I asked them recently as well, for example, what what are some skills that they think there's, you know, they should walk out of here with when they graduate. So it's really good to get their perspective about that. I think when we talk about um anything related to the structure of the school day um getting input from teacher leaders as well as our teacher building leadership team. Um often times you know I think sometimes people are of the mindset hey just tell me what to do and I can respect that. At the same time, I'm I'm trying to allow
people to also have a voice as far as the direction that they would like this building to go as well. I've met um on a monthly basis with our parent advisory committee. Uh the purpose of that has been to receive feedback from our parents about what they're hearing from their child when they when they come home from school. What are some things that they feel is working well and what are some areas of growth that they think that we could uh get a little bit better with? I also think it's important that when we talk about trying to grow the profession within teaching and learning, I think it's important that our teachers learn from our other teachers. So trying to create opportunities where our staff can provide professional development to our fellow staff members. So
and then ultimately the way what I saw from from these results is it's important to have a presence. So going forward, I need to make sure that I'm in classrooms, I'm at extracurricular activities, I can identify how we're serving our students, and I can seek ways to continue to grow those experiences for our students. Um, and just continuously thinking how can we get better to meet the changing environment that is really rapidly changing as we are uh in 2026. Uh one thing that jumps out for example is as we know the world of AI what do we do about that when it comes to education when it comes to skill sets for life beyond high school so thinking in terms of how we can adapt to kind of the changing environment I think that's really
important to constantly be thinking about that so are there any questions that I can answer about this I think it's a great thing that you did coming in that you want see how you can be better and have a plan in in place to do so. >> Thank you. I appreciate that. >> Well, thanks everyone for your time. I appreciate it. I look forward to continuing to to uh have this opportunity. So, thank you. >> Thank you, Mr. Perry. >> We'll continue on to letter A. I'd like to recommend a resol resolution to the board to approve the revisions of district policies as listed there uh for the first read. >> I'll move. >> I'll second. >> Call the roll, please. >> Mrs. Inis, >> yes. >> Mr. Benson, >> yes. >> Mrs. Steppp, >>
yes. >> Mrs. Russell, >> yes. >> Mrs. Trice, >> yes. >> Miss Dodge, >> yes. Miss Dunn. >> Yes. >> Motion approved. 5-0. >> Okay. For letter B, the following policy uh does not uh require two readings every year, but it is a uh requirement that we review it uh once a year. So, it's here's a recommendation to review the re resol to review the policy 2261.01, 1 which has to do with our 504 and ADA uh prohibition against discrimination based on disability. >> I'll move. >> I'll second. >> Any questions? >> Call please. >> Mrs. Inis? >> Yes. >> Mr. Benson? >> Yes. >> Mrs. Stepp? >> Yes. >> Mrs. Russell? >> Yes. >> Mrs. Trice? >> Yes. >> Miss Dodge? >> Yes. >> Miss Dunn? >> Yes. >> Motion approved. 5-0. >> Thank
you. Number six, treasury reports. Jess, >> thank you. Uh A, recommend a resolution to the board to approve the financial report for December 2025, and that's attachment C. >> I'll move. >> I'll second. >> So, looking at our general fund uh revenue by month, uh through the month of December, the district so far has received $13.2 $2 million in the general fund revenue compared to 13.5 at this time last year and 11.9 almost $12 million in fiscal year 24. Uh the district is on pace to collect slightly more tax revenue uh this year than its historical average. If you go and look at the breakdown below of the historical revenue by category, you can see that the vast majority of that increase is um I'm sorry, I made a mistake there. I said 13.5, it
should be 12.5 for last year. Um the vast majority of that increase is in property taxes. Uh public utilities are the same, state revenue is the same. Uh reimbursements by the state are slightly up as well. Um all other operating revenue though is down. The reason it's down is is we didn't sell a building this year and we also didn't have a buyback for our Apple uh laptops. Moving on to the revenue and food service through the month of December. Uh we've collected $390,000 in food compared to $380,000 at this time last year. and $346,000 in fiscal year 24. Uh food service should continue to collect its historical average revenue. And then again looking at revenue for all of our funds through the month of December, we've received 14.4 million compared to 13.7 million at
this time last year and 13.3 million in fiscal year 24. On the expenditure side, looking at our general fund through the month of December, we've expend we've expended 14.2 2 million compared to 13.9 at this time last year and 13.9 again in fiscal year 24. As such, the district can expect to spend slightly more this year than it did last year. And similar to what I did on the revenue side and the expenditure side, you can go down by cost category. Uh you can see our salaries are slightly down compared to where they were last year at this time. Insurance is right in line with where it was. Our purchase services are up slightly. Again, that's going to be our utilities. Um our contracts with our service providers are going up every year. Uh our
supplies and materials are right in line with where they were last year. Again, our capital outlay is up this year. Uh that is because we bought buses last year that didn't show up until July, so they hit this fiscal year. And other objects are in line. Um moving on to food service expenditures through the month of December. We've expended $555,000 compared to $516,000 last year and 410,000 in fiscal year 24. Again, as such, the the district is on pace to spend slightly more than its historical average in the food service funds. And then looking at all funds expenditures through the month of December, we've expended 16.1 million compared to 15.5 last year and 16.5 in fiscal year 24. Uh lastly, we'll take a look at the cash. How much cash do we have in each
one of these accounts? Our general fund through the month of December has a total of $8 million in cash compared to 14.8 8 million last year and 15.3 million in fiscal year 24. Uh if you remember last year the district transferred $7.6 million from its general fund to a capital projects fund and that's why we're seeing that large decrease in cash. On the food service side through the month of December uh we have a total of 58 almost $59,000 in cash compared to 265,000 last year and 350,000 in fiscal year 24. Um again when we have too much cash more than three month supply OD will require us to do a spendown plan and so this is that spendown plan. We we implemented this prior to Ohio Department of Education actually asking us to do
it. Um so that is by design. And then looking at all cash through the month of December we have a total of 17.9 million compared to 17.7 million at this time last year and 18.5 in fiscal year 24. Uh the next page shows you a breakdown of all of the different funds that we have and the breakdown of that 17.9 million. Uh again to note, we have the most amount of money in our general fund of $8 million. The second most cash we have is $7.6 million in our capital projects fund. That's that fund will be going for putting on the roof and a lot um a lot of the other necess necessary repairs throughout the district. And then the last one that we have um our scholarship fund has $1.8 million in it. Lastly,
looking at interest or I'm sorry, investments in our interest through the month of December, we've earned a total of $376,000 in interest compared to 392,000 at this time last year. Uh this is a difference of $16,000 or roughly 4.2%. And a lot of that is just our our cash is relatively the same as it was. The interest rates have dropped a little bit.
