002grade and Here Charlie second grade a art teacher Josephine third grade and police [Music] officer davia kindergarten [Music] n Cara first grade vet [Music] kog a teacher Delila third grade aarian all right thank you everybody round of applause [Music] please of the United States of America and to theu for stands Nation indiv andice all [Applause] job next thing we have on the agenda is the legislative report okay um these notes are for the week of March 3rd so this is activity in at the state for last week the uh in the House of Representatives the house uh finance committee continued hearing uh testimony on the uh or they will continue hearing testimony this week on the uh budget and with a goal of passing through the house by April 9th and then over on the
003uh Senate education committee side the Senate heard uh presentations on a couple of different things uh highlights are that there was was a first hearing on Senate Bill 113 which uh would prohibit diversity equity and inclusion in public schools and they also held a second hearing on Senate Bill 34 which would require public schools to select one of the Bill's listed historical education documents to display in each classroom by July 1 of 20126 and those um historical documents include the Declaration of Independence Constitution Bill of Rights um interestingly the ten commandments so one of those would have to be displayed in each classro if this bill passed um one other thing that I saw that uh I found interesting was that uh our local rep uh Joe Miller proposed a bill that would uh provide
004stiffer penalties for fans who um uh I guess attack officials at sporting events um whether it be verbally or physically um I know that representative Miller is an official himself so it's probably one that's near and dear to his heart but uh just found that interesting that legislature is being proposed to uh stiffen the penalties on things like that so that's it for now all right thank you all right next we have student Aon report was here okay so we have two groups here today I believe Leo Club um we're going to have a couple of the students come up and explain explain what Leo Club is and what they've been up to and we also have some students from student athletes from our indoor track team and they're going to give a little brief
005go of overall of what's been going on with them so who wants to go first track you look ready always ready always ready I don't see oh I'm sorry is it FFA today she told me are they both here Leo I don't think Leo club's here oh I was told Leo Club was coming okay so we have FFA she's under she's under my oh she's under yours yeah F wherever you want wherever you want to go so we'll have them we'll have you ladies go next so I guess we start by so I from this year for stes um mainly dist but for the 4x4 to help out a little bit but we've all been putting in a lot of hard work this my name is first this year I participated in the 4x2 and
0064x4 and uh for me it was was he working out everything with basketball that he was really lenient with how I could miss practices and show up one day a week and just be able to do my work and just F Tom basketball and it's been a great season so far I'm Le wisot and I ran the 400 at State this year and Coach he does a lot for us he would stay after practice with me and like work on block starts or whatever I needed and he's really flexible with everyone like Colin said always willing to put extra work for people so um my name Isis I participated in the 4x2 and the 200 for the indoor um State me um coach D does a really good job of pushing us um every single
007practice and really just pushing us to our full potential and um he's really maximizing um where we can be in the future hello my name is z Don I ran the 4x4 and the 4x2 in state and um a large part of me getting there is I joined last year and the coaches have just helps so much in both the sports and outo hello my name is Bray Parker I in the 60 to PB in at the indoor State TR this year and the one thing that I'm grateful is that all the coaching stuff really helped to improve you and you can need help at the practice or anything so I mean really you can see the com all is I mean our coaches are out here they're doing everything behind the scenes that well
008our athletes are out there put everything on the track there they're the ones sitting at like the 8 to 10 hour long beats just there to push us to our rest staying late to get us to our for wow that's amazing nice job guys you no it's great that you're G props to coach dakus and and all the rest of the coaches that's really cool um told I think we're I think we're good Ono I don't think so okay I don't know how communication got crossed but we're all good all good all good um student board member report do you got anything P um yeah so we're uh heading to the end of the third quarter spring break as soon so we're prepping for the reunification drill next week um everyone's been really really active
009in school we have spring sports that are uh in full swing now and we've had a few mock career fairs in school um we had one last Wednesday and then one this upcoming Wednesday and it really just helps the students um interact and find out more about different jobs that they could potentially pursue in the future so everything's going good so far right now though that's great thank you on questions and answer report is that or technical difficulties all right so first off um you know this presentation was was created really just so play here so I'm going to read a lot of what you've already seen but just in a little bit more detail uh so first and foremost uh why are we asking for a bond um a couple reasons but for really
010in schools and buildings school buildings are aging in the um in our urgent need of repair and modernization uh we have issues like leaking roofs we have inefficient heating and cooling systems and some of our classrooms are just outdated and no longer meet modern educational standards um I was just curious so I pulled up like the history and when our schools were built our high school the one we're in right now it's actually 57 years old our Middle School is 49 years old in our bus garage um I think that predates historical documents but that's right around 77 years old and then I put this in there for context just it seems like it was just built our elementary school it's already it's already close to 10 years old so Vermillion has always used its
011general fund to pay for Capital repairs and upgrades uh the cost of these projects are too great to continue following this this model of funding and so what I did is I pulled up the department Taxation and I did a comparison of all the schools out there so out of 61 school districts in Ohio 211 of them have an income tax ly which we do not uh 410 of them have a bond ly again which we do not and 57 of them have a permanent Improvement ly a permanent Improvement Levy is money that's um pulled outside the taxes pulled out of the general fund it's dedicated strictly for improving the buildings around us um so when we look at this we're million is one of 43 schools in Ohio and it only has the general
012fund to pay for these types of repairs and upgrades so again I went back and looked just curiosity you know when's the last time we passed levies so so Vermillion has four current expense levies uh they were passed in 1976 1989 1992 and 1993 the next time million um passed new operating money was in 2008 and that was for an operating so again since 2008 uh Vermillion is oper on the exact same Revenue that had since 2008 again to fix aging infrastructure to repair rooftops to to do all the things that we need to do again without having a permanent Improvement Levy a bond Levy or additional ly so what about all the money schools receed during Co I'm sure we've heard that um here's how much money we received during Co we received just
013under $260,000 for the first round of eser eser 2 brought in just over a million dollar and then the third and final round the ARP eser brought in $2.4 million so how did that funding work out um we used our first Esser and our Sesser 2 Funds to PID for 1350 Apple computers and 250 IP iPads in 2021 and that again was for all students in staff uh the cost of the 1 to1 technology lease was $1.3 million and that's just slightly more than we received from our sr1 and our sr2 funds so sr1 and sr2 went directly to technology for 101 technology from districtwide students and staff and then in 2022 the district established an 070 capital projects fund and what we did is we transferred $2 million from our general fund which was
014obtained from the reimbursement of the ARP funds so ARP Esser funds they require 20% of that Grant to be spent on remediation summer learning extending the school year so again 20% of that was pull Mark directly for that uh the 80% that remained then what do we do with that we transfer that to a capital projects fund and from there we put a new roof on the middle school we put a new hbac system on the middle school and we put a new hot water tank VHS um and then throughout the district we upgraded it with clever touches as well and projectors smart PS and then again the the 20% that we year marked what we did is we used that to hire for specialist which uh checks off the remediation box we hired three
015of in elementary school and one in Middle School um how are we using our spending now here's the breakdown 3.4 million went to other technology flooring uh Etc 1.6 went to our boilers and chillers 540,000 went to Roofing 310,000 to vehicles and buses another 430,000 this year is going toward buses and vehicles 265 ,000 in drainage um 200,000 in Paving 100,000 in landscaping and 50,000 in bus Gage um when you add all that up that's $6.5 million we've spent on Capital upgrades over the past four years um which again if you break it out over four years it's roughly $1.6 million a year going toward just keeping these buildings up so we went around um and took some pictures just some of the things that would anybody looking will easily be able to identify and
016here's a look at our tennis courts right now um that is only going to get worse the base that we have is failing and if that base fails uh these cracks will continue to expand um the the cost for redoing our tennis courts again we taking everything down to the base relaying the base and putting the assol on the top um our estimates for our that to $1.1 million other issues that we have is our water Ms um our water Ms here at the high school and our waterm at the uh Middle School uh every time the city changes the Press those pipes the force of those pipes tend to break we have waterm breaks as you can see the gentleman down there the collar that he's putting on there that's just one of many
017collars that have been put on over the years um over time these pipes are just old and they need to be dug out and replaced uh the estimates that we have for that are anywhere from 120,000 to 200,000 again just replacing water LS to and from um Elementary I'm sorry Middle School and High School our next big purchase item is our Ro and again these are estimates done by our architect our architect works over the entire state of Ohio um they do many school projects that's their big function it's just school buildings and Renovations uh the prices that we're getting from him what it is actually costing all of these school districts across the state so again um this is the VHS roof if you look at it you see all the little white on
018top of that LE there that's not like Rock Chalk or anything like that what that is that's actually the rubber membrane rubbing through and so that all needs to be replaced we need to take this rubberized roof removement underneath that rubberized roof is cement that has asbest uh we need to tear out all the cement and the asbest and the steel roof on there the rubberized roof and replacing again these estimates are from our architect uh for what the cost is across the state of Ohio for do doing this type of work and we ask them to replace that Ro is between 5 and7 million up next we have our bus garage um again 1970 or I should say 77 years old uh doesn't have any Paving in it every single time the bus drivers
019start their vehicles move their wheels around the tires dig in and create uh ruts um basically our our estimate here is to completely remove this bus garage build a new bus garage pave everything and then fix the fencing on that um that right there is $2.5 million so in those four pictures that I showed um T courts a bus garage a new roof and water Ms those four pictures are anywhere between 8.7 to 10.8 million again money we just do not have in our general funds to be able to cover with these costs there's four things uh what else needs to be repaired updated and modernized well our science rooms here at the high school um they are woefully inadequate for for what needs to be done uh our Renovations at both the high school
020and the middle school restrooms we need to update our elevator at the middle school we have interior lighting and emergency erress issues all over the district uh we need to our VHS Media Center so our media center all the lighting um all of the sound those things are so old now that we can't even replace them we can't fix it so the only way to do it is replace the entire system it actually has light bulbs they're so old they don't even make them um I should say that's the auditorium lighting that's the media center Media Center there it looks the exact same as it did in 1968 when was buil it's just needs updated modernized for how our students can currently do something um throughout the districts again desks chairs casew workk Furnishing uh
021Furnishings throughout the district and again the last part just Paving brother we've had a lot of Paving projects um a lot of heing cing it just is a trip Hazard we constantly have to apply those with health requirements um you just need to replace a lot of that so a bond ly what can it be used for how long a bond Levy is a valid measure and it's to fund a building or renovation of existing build revenue generated for a bond ly cannot be used for operating expenses so that means we cannot use it for Sal we cannot use it for health insurance we cannot use it for our utility costs we cannot use it for bonuses it can only be spent on the um renovation or uh of existing building when you go through
022everything the total cost repair in modernizing District it's right it's $47 million and so a 3.9 mil Bond Levy for 30 years we placed on the May 6 2025 p and then most importantly what is is this going to cost home up here I don't know if everybody can see that but those are the costs broken down annually and broken one by month um looking into Zillow I think the average home value Inon is $244,000 so it would cost the average home m342 a year or $28 a month that is all I have just quick presentation any questions no thank you thanks the next item on the agenda is public participation on agenda items only this time is allotted for community members to speak to the board regarding an item on this agenda pre please

024them go and then I just have a few brief things that I kind of have in the work so uh theay week it was about mid-February we hosted uh a teacher appreciation breakfast and we made breakfast for all the teachers in the high school and then we also made tie blankets and donated them to the nursing home and then this was also mid-February we uh attended a Farmers breakfast the line County Farm Bureau was there we hosted a m Parliament procedure presentation um so some things we do in FFA are some contests and for example one of our first contests was soil judging and some other contests we've done is parly pro and job interview and then some upcoming contests we have is uh tractor uh tractor troubleshooting and livock judging and horse judging and
025I just want to point out uh fourth in the district on our greenh hand quiz so nice which is very cool um green hand quiz for those of you who have no idea what we're talking about um as a b knowledge so um kind of like a Quiz Bow you can think of it as um they put everything into you know remembering important dates and that kind of thing so yes she did an awesome job memorizing all those things um pretty cool when we have super competitive chapters in The District Fireland is an example of one of them so um they've all done an awesome job trying new things especially when they look at me like this be I have no idea what you're talking about um they all have like just taken a leap
026and I hope I think they all love it um just meeting new people trying new things that kind of thing so going along with that um workpace learning is part of our program so students in my program are uh required to earn 250 workpace learning hours by the time of graduation now that's freshman year to senior year if they're starting like junior senior year that those don't quite count although still requireed to earn hours um just so some examples of that working jobs um the thing that I'm going to spend some time on is the raising animal showing them that kind of thing um non-paid work experience so classroom activities like the hydroponic tower that we have in the classroom um potential Greenhouse work um and then of course interships and job shadowing so um
027I my goal is to find different Avenues of interest of those kids who um maybe don't have that job or the ability to work when they're involved in many other things but still earning those hours so an idea in collaboration with students um we will be at the Eerie County Fair one of the only other chapters there is maretta um so this is where the chicken idea came about um what can happen is they raise these birds for about an 8we lifespan um and then they are able to take them to the fair sell them and then keep the profit of that animal the purchaser at the auction would then receive the end product of that animal so students would be in charge of building the coupe um keeping them here pending I'm still looking
028ordinance kind of deal um but if that doesn't work um I'm also looking we are starting up a booster program um FFA booster support group that is also helping me find potentially another Avenue if you know that that situation doesn't work out um so students would be in charge of purchasing the birds and the feed to start the project we would come up with some kind of contract um again all that still in the works don't have much on that yet but then of course students would be required of attending on a rotation I of course would monitor that um and that would go along with part of their project grade as well so um that was one idea we had um I have a lot of students interested in animals that don't have the
029means to you know have them at home or take care of them that kind of thing so providing this opportunity would be super cool um and there are a lot of programs that have you know literal barns housing larger animals which obviously not here but um still cool to give them that opportunity the other idea um one of my booster parents works with green turle Growers um and they looking at supplying some kind of greenhouse um as a donation um this just came to the works like this past week so I kind of wanted to add this up here again don't have much on that but um that she was asking me you know what kind of specs I I would be interested in and um they would be willing to meure students we have

032report for February 2025 and that is attachment a I'll move I'll second all right um looking at general fund Revenue first by month uh through the month of February the district received 19.1 million in general fund Revenue compared to 16 million this time last year and 16.9 in fiscal year 23 the district is onpac to collect slightly more than its historical average revenue um again if you look at February here you see a large Blue Line that's our advances um I still do not yet have the statement of settlement report from the county auditor to know exactly what our March numbers will look like um but what happens is every every organizational meeting um board authorizes me to request advances from Erie and Lorraine County those happen in February and then March is our final
033payment so I won't know what that final payment will look like until they produce either the statement of settlement report or they send the payment themselves so we will have higher uh Revenue this year I just don't know by how much moving on to Food Service through the month of February uh we received 800 uh 483,000 in Food Service compared to 488,000 last year and 522,000 in fiscal year 23 uh as as such food service should continue to collect its historical average revenue and then looking at all funds through the month of February uh the district received 20.7 million compared to 17.9 at this time last year and 18.8 in fiscal year 23 uh for a longer historical average look at Revenue over the last eight fiscal years that's fiscal year 17 through 24 the
034district averaged 18.2 million uh this year we did sell one of our buildings 935 decar for 314,000 after auction fees and we also sold our laptops back to Apple for 263,000 moving on to the expenditure side through the month of February the district expended 17.9 million from general fund compared to 17.7 at this time last year and 17.8 in fiscal year 23 uh the district can expect to spend slightly more this year than it did last year and below is a breakdown of the individual general fund cost year-over-year uh if you have any questions on that please let me know um moving on to Food Services expenditures through the month of February um we've expended $700,000 compared to 575 at this time last year and 584 our spending this year should be slightly higher than
035our historical [Applause] averages looking at all funds uh through the month of February the district expended 20.1 million from all funds compared to 20.9 at this time last year in 20.5 in fiscal year 23 and then on the cash side uh through February we had a total of 17.4 million in cash compared to 15.6 at this time last year and 17.9 in fiscal year 23 Food Service cash through the month of February we had a total of 183,000 uh compared to 328,000 at this time last year and 316,000 in fiscal year 23 and then looking at all cash through the month of February uh District had a total of 20.2 million in all cash compared to 18.7 in fiscal year 24 and 22.6 million in fiscal year 23 uh the next page over shows you
036a breakdown of where all that cashes by fund um and it's it's important to note you know we have 455,000 in the library bonds we again we pay the bonds for the library uh we have $1.8 million in scholarship funds um we have 28,000 in our Safety and Security funds again down below there there's the breakdown of your 20.2 million and then lastly we have Investments through the month of February we earned a total of $466,500 3 at this time last year uh this is a difference of $66,500 more on our investments compared to last year thank you uh follow roll please Mr Benson yes Mr haill yes Mrs steep yes Mrs Russell yes M Dodge yes motion approve 40 uh B recommend a resolution to the board to approve the following donations $39.50 from

043to become more inclusive and acknowledge that other religious groups are soon to be entering our schools we are dedicated as always to respecting our schools resisting religious encroachment and calling out for the burden that this program places on schools instead of on the parents we are proud to announce that we will be participating in the national public education conference where I will be a panelist about religious or religious sorry release time for religious instruction we presenting the area and joining Educators and Specialists on the panel I applaud the efforts that this body has taken um before uh has taken um before and uh now with the mandated release time policy and the continued efforts to protect students while recognizing the stfe mandated choice however I do have concerns about the impl impation that would uh
044and I would like to see address possibly in policy my understanding is that this body is aware of the discrepancy between a BCI FBI background check required for our District staff and volunteers and the Lesser standard applied by likewise to volunteers and staff at um and staff at likewise to whom the students will be entrusted I deeply concerned that the background checks that LifeWise conducts through a third party will not be sufficient to protect our students multiply potentially dangerous mistakes have been discovered related to their background checks in the past and I in a loss of how to protect them when the district is in a position to make that decision uh based on preventing um preventing as well as their legal risk while I understand the desire to mitigate potential uh District liability I
045believe the language should clearly State BCI FBI has a standard for a million also um remember there is some protection in the law um in 33 13. 6022 B4 that the sponsoring entity makes Provisions for and assumes liability for the student and that is why LifeWise Academy was not able to continue asking parents to wave liability um the update in um in hb8 also gives additional um consideration uh for putting uh the BCI FBI check into place I will hope that the bill will consider this before adopting any language as it is their responsibility to set the standard to protect our students I understand this Pres greater legal risk on the district but protection of students must be held to up strict uh standards vermilia has always been a leader in this and I hope
046they continue to stand strong in regards to solicitation again the proposed language is fantastic how will this be enforced and who will be turned to when violations occur what is the course of action in these materials candies that do come into the school uh what of children being told that they can have a pizza party or an ice cream party if they regroup their friends when the alization and buling does possibly occur what is the plan to address these issues and the policy would be strength by including the provisions that you guys have already done and I love it um but we do need to actually ask what is consequences for non-compliance and just that consideration with that um the last point that I want to make um is about I APS um my daughter

048our indoor uh State M track athletes for coming and sharing their experience past weekend um we also had girls wrestlers at State and this season has been very productive for our winter sports season because we had a Sumer at State and also bow St so um the Bree hen is the president of the Leo club which is a service organization is an extension of the Lian organization in Vermillion and she worked really hard putting together a philanthropic project um a few weeks ago so she's just going to okay thank you Jen yeah of course sorry about that sorry I was told by my supposed to be here um so I want to talk about we did this thing called box for love beginning of the school year we kind of talked about it and we
049researched it but then around I want to say November December we really started thinking about it and we didn't know how many kids we could get because you're asking high school and e8th grade students hey cut 8 in of your hair off or shave your hair like sea did in the whole school in front the whole school so we have Sean he shav his of solidarity and we had many students like abig gari and um Grace NE but we just kind of wanted we CL we've done the same things every year we do the Gazebo every year and things we enjoyed but it's starting to get a little old we wanted to incorporate some new things so when me um Lauren Lauren Young sorry she's our secretary and Susie Holmes she's our vice president since
