to bring the past to life, transforming complex historical narratives into engaging and relevant lessons for our youth. His commitment to excellence extends far beyond the classroom, influencing the very fabric of our schools, our school district's academic standards. We are incredibly fortunate to have a mentor for of his caliber guiding our students for becoming informed and engaged citizens. Thank you. >> Okay. Squeeze in. I promise I won't. >> Okay, >> that's a good couple. >> You got it. Got it. >> Thank you. All right. So, for us at the high school, uh, winter sports, uh, just wrapped up despite I believe our pizzazz are still competing. Um we had our awards night yesterday start in the auditorium and then the teams broke out to

various associations. Um notably we had a a placing in wrestling Biss was third at state at 144 pounds. um and swim. Uh Emory Young who placed fourth in the butterfly and the boys relay consisting of Toby Thomas and Sam Reed plays fifth at stage. Um the boys went the boys basketball team went to Maris and lost by a little bit and spring started in this nice weather. We had our job and career fair. We went out to seaside and explored different careers. We also had breakout rooms to uh talk to employers not only about their business but like uh that area of like employment. So there's like construction and hospitality things like that. Um, we also had our Oregon public universities visit uh for our sophomores and juniors. Um, music. There is a district band

festival at St. CS and choir solo on >> the solo ensemble last weekend which we did have soprano ear. Um we also have our players ongoing uh Beetleju and there's still a few shows left I believe uh Friday and Saturday in the evening and Sunday midday and uh soon our exchange students leave for uh Germany >> two days today. Two days. >> Two days. Two days. >> You should also tell your >> I have it right here. >> Oh, wait. Are you done? >> Yeah. >> You should be done because I think was it today? >> Yes. Quinn and Nazina, they say, were awarded the Oregon State University Presidential Scholarship, which provides $10,000 per year for up to four years supporting exceptional Oregon students as the pursuit of education at Oregon State University. So Quinn

and received that today 130 kids throughout the state of Oregon. A lot. So congratulations Andy got another word points ever. >> This is also a gentle reminder to Mr. Gore, but he's also the student of the month for March, which we have a lunch in next Monday. opportunity to speak at myself today when I sent you a text to say congratulations on all your accomplishments. Beth Ross was like, "Let the child tell the parent." I'm like, "He may not." Kids are busy too late. >> Item four is our consent agenda. >> All those in favor? >> Anybody? >> Was Grace? >> Yes. move on to five administrative reports about Monday inservice and I think it's the best that I participated in and my staff everyone that everyone let's talk about what we learned and and

like hands on it people were excited about nursing fantastic so whenever you're missing an instructional day. You want it to be like that because you're missing an instructional day. So, um I was really excited about it and it paired with what we're learning from the people from the early literacy team and the um team that comes and works with us. Um they work on engagement with us. We're working on opportunities to respond and all of that stuff. It all went together. So, it was turning that way. Um he was topnotch. Um and so um and then the last thing is uh Friday we have a dance party all we have three different uh grade levels and my friend Erin's coming to do Zumba for the kids um it's for reward. Yeah, that's >> um let's

see. Fifth graders are actually Mr. Ho was just there, too. So, >> swam. >> Yeah. So, hoping that all goes well. I think they're having a good time from what I'm hearing. Although, >> I just called during break. They're fine. >> They're good. >> There's not kids that want to come home. >> Yeah. Great. Um, but we are continuing um with our second round of swimming lessons right now. So, two more teachers are going and we're really appreciative of the um aquatic center for providing that for us. Um, we had a very successful readathon as well and um the the top winners of classes and different categories went roller skating again at the Arbory and that was fun. Um, a lot of kids are to learn at bowlers during these times and it it's just

very and then lastly I just wanted to speak on the um the professional development that we received as well. It was really helpful, really great, and I really appreciated the way that the presenter actually used strategies in front of us to model how these engagement strategies would be used classroom. And it was so evident that they work and we're excited to um as a as a school, pick one and work on it for a month and then the next. So very motivating, was great. Just to dubtail what was said there, I was in a meeting today that was somewhat heightened in emotions with regards to some difficulties we're experiencing. And I was able to witness some of the things that we learned from yesterday being applied directly about not letting your first thought be your

last thought when you are making an assumption about someone or their situation. So truly was an applicable professional development day that we had yesterday. And then we are planning on having three additional mini PDS embedded throughout the months of well we'll do one more before spring break. We'll do one in April, one in May to continue to follow up on those strategies that were presented to us yesterday. Uh, believe it or not, right before this meeting, I sent out emails to all administrators asking about the graduation walk and that happening on June 4th. We're to the point where we are now frontloading those types of activities. So, the grad walk's coming down. I've sent that invite to senior trip plannings. At the same time, we have scholarship, Inc. interviews that are happening this upcoming month.

We have 111 students that have submitted those and that's a good indicator of those who really have hope and expectancy of reaching their graduation goals and moving on plus about 15 or 20 or so that typically choose not to apply. So that those are pretty good numbers but the challenge still exists still right now that we have a lot of seniors that are struggling to meet their graduation requirements. We started this morning our first weekly meeting where we really do a good look at graduation plans and we'll do those every single Wednesday throughout the remainder of the year in which we trouble back on assignments of either an administrator or a counselor to reach out to one of these students to help them be on track. Attendance continues to be challenge for most of those

students who are not on track. But hopefully we can see some growth and progress made in East and budget and did we cover all that in the stud. So item C's of item support. So before I get to the finance report, I wanted to put my other hats on and remind you all that March 15th, this Sunday, you will receive an email about completing your statement of economic interest with the Oregon government. It opened on Sunday and they have until April 15th and each member has to complet and reporting sources of income. Yeah. >> Um, as far as finance, I mentioned that the legislated news was good for this year or next year. High school success is um not changed and so is student success. That's great. And our finances are enrollment reports. >> We

got 11 students from last month. I didn't have a chance to culture those. Um, but the good news is pretty consistent. We've been this the lowest we've been but we were this low in October somewhat consistent. Nothing um 17 12 17 to the district. um go through the district. We have Donna Johnson a cash donation high school for cash value of 500 pancake for the pancake batter for the high school final 800 with a current total of 1300 and a year to date of $7,66. Thank you for those donations. Coming up item six, featuring comments or questions. At this time, I would like to invite any member of the audience that submitted a public comment to prepare to speak with comments about items of interest or concerns this evening. Patrons were asked to submit public

comment prior to the meeting. We will take comment in the order is received. Please begin by stating your name. And if you live in the school district, it would be appreciated if you would limit your comments to three minutes so that we can keep the meeting moving in a timely fashion and allow others opportunity to speak. We ask you to remember that the Oregon law prohibits us from discussing specific employees or their job performance. Thank you so much for supporting the school district. And it looks like we have a speaker, Mr. Bob Elsberg. >> Can I take the three minutes from all the other people? First off, thank you for being uh I had the honor of doing the work that you're doing. So they were a little different made sure that our chairs were

at least the stones were plus audience. Um we during that time had to shut down one school. Um changed the reviguration of a whole bunch of them. uh our superintendent of cancer. I went through and interviewed some of my fellow boardates uh bunch of superintendent change of superintendent policy which has made much of our achievements and will they help and even though it cost them a lot of hair and a lot of sweat They're heroes. You know, the Lord is great to have. We've definitely had words. Um, but I'd like to to speak to you today if I could a little bit about something I've been doing for a lot of years. I've been thinking about doing um I coach, forgive me for not standing up with us. First off, I've been out coaches and

stuff and if I don't keep my back warm and my gut down, I can't make it through the next day. Tony is a very modest man, but he also is the first fourth we have in history to ever win state and the records. uh said a long time ago back when they had 45 games a year by the tennis basketball team. have a lot of what I'd like to talk to you about. I think you probably know maybe you got I'm sure you didn't read it all. >> I said it >> got all great but what I've been thinking about for years is teaching. The reason I've coached and I coached I'm guessing before most you were born waiting for it. Um is such a wonderful opportunity to help young people. You're with them when

they're doing something that they enjoy and you can work with them in such a variety of ways. You can help them with good habits of exercise and continuity. You work with getting along with other people and make a lot of effort so they come out with good environment and you can help them go to college and you can do a lot of things. Right now attracting four kids and I believe schools that's pretty special and I enjoy making phone calls and coaches to hustle. But at any rate, it's a it's a great one thing that's always kind of bothered me a little bit is that when I was living coach back in the old we had nothing but World War II sergeants coach they came back up and teaching credential and yelled at you or

whatever the length of thing was children have instructions we were told by the football coach when you knock them down look for whatever the hand and feet are stick it out and step And unfortunately that hasn't faded away. The title of my book was at 10 of the dad. I think the the attitudes to be said for not having enemies, having better uh realizing that referees are those who enable me to have activities and be thinking of the other people and coming up with ways that you know kids when they get out will know people. When I was in college, I wrote and in that time we never met anybody from you just well let me give the shirt the to the one very thing if you take off your shirt that will not belong

again any bit of challenge but I thought you know in later years my buddies rode in all star boats and championships they were with all those guys and they're the best friends and so the Then I decided, you know, I'm going to go out on this time and I know some other coaches were great and some other reasons that I was exactly what I kn some other teachers that were great who you know excellent coaches and I got a couple of them together in all part said will you help me? I'd like to write a book coaches, people coming in to be assistant coaches. You know, we get these things all the time. Okay, look out for concussion. Look out for this and that. All the stuff you guys get sued for and that seems

to be what it happens. Problem with moation. I've talked about in college. I understand what a difficult thing that is. It's al it's also almost impossible to know. sad thing but we do you do positive things all the time not to complain I'm not here to ask money uh but what I would like is to have you consider the work that we do and I like you to adopt and the reason is if somebody comes to you and says why do you have sports they'll explain it an answer that every coach should know and other things in there how to deal with children how how to work with uh parents, how to work with other team members, how to work with your your kids so that they develop a positive relationship. I think most people

look around sometime in your life basically get old like me. You look around and see the people that you're with and I'm lucky enough that I look and say, "Wow, these are some great." And when you see that, you think, "I must be okay because these people are really cool and they're giving me time." And that's why it's important what what's happened over the last few years unfortunately is it's getting tougher and tougher and tougher to get an assistant. You know, you got to give your DNA blood and your youngest child. I mean, it's a whole lot of stuff. And I understand why that's necessary, but we also need to recognize the value. They're one more time a kid can get with a great and in the book I worked at it with the best

coach I know which is Dave Jassic. Those you didn't know Dave he came here not only did he win a bunch of championships he did I was pretty proud of myself so I went down to watch I wasn't proud of myself that's how great he volunteered hey I'll help you out and so he um and then addition a dire has decided that uh that he would write the last um book chapter and what he has done what Howard has done in that is to say okay realize you can't figure it out something up above you guys and couple of administrators and you have to go to them his question was when in doubt talk to not in doubt still talk with the idea being that we're all in this together and the bottom line is

what we want to do is have children come out who are confident, self-confidence, believers in the good goodness of others, respect the competition, have respect for the coaches and teachers annually. You can do that. I think that just to let you know the 12 years of success. By the way, you're not going to do much with enrollment. I might go out the average age and there are very few kids fortunately around the corners. We got two now. So we got to do it at least within half mile. But but you know we what we hope to do you know in this is to get the school to look at it and say and the school being you in this case and see if it looks like something we're not selling. We're not going to make

it in a hard topic because we want to change it. And if you both decide that those are good values and that those are the things that we'd like to support, then what we'll do is we'll carry it around as produced by the story. That's what you were describing. And what we'd like to do then is at Howard, you know, uh we'll need help with good time to meet with the OSA or OCA so that we can get together with the people running the state programs and see if we can make it available then. It's done online for a couple of reasons. One, so it's cheap and free and I don't have to read that stat book. This is the type book I've written. But but I thought, you know, you ought to have it

so that it's readily available, doesn't cost anybody anything, and we can change it. Why? The public said something. I mean, we've gone through and had a million creators go through it. But the idea of this flex, you know, this isn't too although I do use a lot of parables. I had a friend of mine who's a science teach. She said, "Well, you got to go this this this this." I just I didn't learn welcome stories and I think we'll write some stories here and see see if people will show. So what I'm asking is just I'd like to have your time to look at uh see what's there change appropriate. I have one of my former students they bail is a lawyer now and he's looking to make sure that it's not going to cause

anybody any trouble. How how can you ever have that? And then I have one of my uh uh former growers who's going to town and what we're doing with her is she's going to help it make it prettier and get it ready so we send it out. But my idea is we can you can add to it by asking us being our committee. We're sitting an alamator and you can drop things anytime but we can't have something added to something that we wrote you know we don't belong but it's meant not to be anything to make us money get us famous we're all but the idea being that maybe maybe this would be something new look at and say well gee what should I do as people. We're also including samples of books for all

those books. It's got an infinite appendix so it can serve as a reference. The idea being right now when we get somebody new, somebody comes in and we say, "Okay, you got to do this, give blood, go take this first, do this, and that." Well, probably they're not going to use the first aid much, but if you use it once in the right time, it's well worth doing. Also, people say things, but the thing is they will use this or at least the idea every day. And the values that we set are not winning. Now it's interesting enough because I think the three of us are winning percentage probably. So we went to the reason kids are having a good time and they're enjoying it being liked and loved. What they will do is they'll

ask their friends again. Maybe their friends are good athletes like so many sisters. Uh but at any rate that's one of those things that we're we're always lobbying for. So I that's more my two minutes without you have >> no thank you. >> Okay. Thank you very much. >> I appreciate it. >> Yeah. >> Thank you. Item seven information is open and nine is new business calendar. >> Yes. So the calendar's there with the dates and first the calendar and there's also the sent out earlier to you comments from staff as well as I think you have a paper comment. I have any conservative questions about But like I don't know if you want to clarify because some of people had some concerns around having a whole Thanksgiving. >> I can clarify some of that.

Um, one of the things we looked at over the last three years, and I can't read what happened, um, week before Thanksgiving, on the average, week before Thanksgiving, we have 135 kids absent on the average. Um, last year, this past November, so the week before Thanksgiving, we had 135 kids absent on the average. The Monday, November 24th, we had 204 students absent. On Tuesday, the 25th, we had 260 students abdomin. And it's the same way for for 2025. On the average, we had a week before Thanksgiving, we had 37 uh staff members absent. The week of Thanksgiving on the Monday and Tuesday, we have 46 and 47. Not as big a jump as I thought, but there's still significant amount of absences. Um you'll see a lot of comments in there about there's lack of

instruction being done in those two days because the number of kids out that. So um that that was the main reason when we looked at that data and it's like that for the last few years from student standpoint. Um yeah 241 days absent 235 days absent for the Tuesday the previous two years. So we're just trying to find quality time for students to find good time for instruction. you know, subjects with the two less pay days out. >> Yeah. >> Um, you said made up somewhere else. >> Yeah. So, that's made up. Those two days are made up at the end of the year. They're going to get the full on calendar when they get it. The other thing to take into consideration is because we're starting before Labor Day, they're getting they're getting four

I think it's four additional paydays prior to Thanksgiving than what they've had previous um because we're starting early. >> So there won't be any with this calendar. There won't be any less. >> No, there are less the same amount of days. There is no less. It's just one that happens. I don't know. People ask if we do this, we're gonna start for Labor Day again. I didn't even chance to look at next year's calendar the year after calendar. It's a late a late start. I like Labor Day. We did it before when we started after only because we gave it another week to get our buildings done during construction. So, we didn't start till after. That was wasn't really a discussion to start before the 2027 academic All those in favor of these are 2025

0322026 budget approval. Um this is a supplemental budget um board this year and part of it is so that we can possibly purchase a couple of used vehicles coming on tonight's bid. Uh so I proposed to take 100,000 from the beginning fund the beginning to increase our beginning fund balance to 3,00 3 million 100,000 um and then put it in support services to purchase those vehicles. Plus, I am increasing to increase our federal revenue due to grants that we have received this year that we didn't know about when we built the budget last year. And um we need the spending authority to pay for the staff that we have hired. So we don't get the one stay and >> there >> it would just sit there and roll into >> but I would say and

I don't I don't um we are also and I I need to do a little bit more work on it. We are also looking at purchasing another van that has like a 10 or 11 that was included in this. But if the bid doesn't go, there is that link there. But I would let you know we're in the process of getting bids for that. I'll move to the 2025 2036 budget resolution 2520 stat on item 10 for the good of the order. >> Um appreciate the support of the charter school. I think in the long run it's going to do good things for this district. Not only the charter school itself, I support our home school, but also with our enrollment. Um I will voice what I heard also from the three administrators. Kate said

it's the best training um she's had in 27 years. The best training I've had in the district. Especially like sometimes you get training and it's good for one group another it was good because on cultural responsive instruction was the main part one of the main parts of our strategic plan. It was very good and the the gentleman is coming back in the fall in August to do a third session. We did the first year the other day but I know staff are really excited about it. I we survey staff. I'll send a survey to you but I've never seen this many positive comments. Usually there's you know people didn't enjoy it. That's good. um got pretty blunt with that which was great to hear to leave town after those club. Um I will mention the

appreciate the high school support on the job and career fair that happened in Seaside. We by far probably send double the amount of students that the schools other schools in in the county do it's been really good. in the breakout session. Stephanie Sparks did a breakout session on um on uh education careers with a person from seaside. So I I it's really good. It's good for our businesses locally to see our kids out there looking for that part and I have I have been at school and this is how it is there. People have accused me to come back because it was too wet. I came back to board meeting. They're not going back out of cookies and it was great. And I tell people the kids, you don't there's not a lot of crying.

There's not a lot of belly aching, but they don't they look miserable, but they are toughening it up. And then I just made a call in between and said warm. So that's all I got. I just wanted to mention that we welcomed a new staff member in our district office. Her name is Veronica. Welcome Veronica and I believe you guys. So next time you're in during business hours, make sure Um I don't know. I think I feel like me and Mr. J is we recently had um some we've had an assembly and we have assembly tomorrow based on driving. We had a drunk driving assembly and the consequence that we had a really impactful speaker and tomorrow we have a destructive driving assembly that will be equally impactful for students in the office of the

school and I'm excited And um that's so students wanting to do an internship this summer and um the concepts of a reference record I think is a good idea. I don't know drawing on years of experience I like the idea that it's changeable or add to it because there are things you know like sports psychology and things like that but it be I don't know a beneficial reference for potentially I haven't read it in some coordination with our athletic department and stuff is that something we would even have to approve or pass or is that just in I just think I just think he wants to be able to say publicly that the school board I think I don't think it's like a formally adopted. I think when they go out and talk to people

or groups like you mentioned, I think he wants the ability to coach them, especially given their success as any Um yeah, I just want to congratulate Mr. Hunt again. I said he was a teacher and I had a fantastic time in his classroom. Um he's a very good teacher. Um the other thing with I don't know coach super well. Um but I was supportive enough to play for coach Gasser know very well. So if it's something he wrote I think definitely worth looking at the winningest coach in organ history in any sport actually not that winning is everything but I play he's just truly a fantastic person so I was I was able to read most of it I would be in support of supporting that and then uh yeah school put all that information

together a lot. I know that's that was a lot of work to support something that you think is going to be a good resource. >> Yeah. Um said um thank you Greg for answering those questions for mine. So, um, thank you for taking the time and inviting me. That was very informative. Um, and I got the chance to, um, my child was in fourth grade, so he does the swimming and he was in the first round of swimming and I got to volunteer at it. So, I got to see it. And I was talking to his teacher, Mrs. Martin and she was saying that the two classrooms that are work were in the first round, there were like half of them that had red bands at the beginning of swimming because they didn't know how

to swim and they some of them had never even been in the pool. Um, and I volunteered at the very end and at that point there were only three kids with red dance. So, um, I think that's amazing and I forget who she told me who um, sponsors the swimming and I forget who it was now. >> Foundation. >> Yeah. But thank you to that because that's amazing for the kids in our community. >> Yeah. >> Yes. Congratulations. Um and thank you to for presenting. I agree. I think that there's a lot of wisdom in that. Yeah. Also, congrats to the scholarship and yep, that's a huge honor, especially two students in high school And um I just echo off of what everybody else said. Uh the only thing I went to go watch Beetle

Juice when it opened opening night and it was um a very entertaining two hours and I laughed a lot and you can tell these uh students really put in a lot of work and they all did a wonderful job and it was great. I had a great time. Um, I took my daughter so she could watch it and she said it was the best thing ever. So now next year when she's in high school, she wants to join theater. Um, so if you're looking for a good laugh, I encourage everybody to go watch it. Last few things are going to be showing. So yeah, other than that, I think uh what everybody else said. Uh so future meetings today April 8th at 5:45 we'll start our boarding study session followed by uh 7:00 regular board

meeting and now we'll move on to item 12 which is executive session board of directors will now meet executive session under authority of 192e to conduct and preparations designated by the governance body to make HBA real transaction. Representatives of the news media and executive staff will be allowed to attend executive session while other members of the audience are asked to leave the room. Representatives in the news media are specifically directed not to report or otherwise propose any of the deliberations or anything said about the subject during executive session except to state the general subject of the session as previously previously announced. No decision may be made in executive session. At the end of executive session, we will return to open session and welcome the audience back into the room. Okay, we are now back in

open session. Make a motion. >> I'll second in favor.
