You got a minute. >> Minute extra. >> All right. Thank you. Welcome everyone. Welcome everyone. The January 12th, 2026 Frank School District Board of Directors meeting is called to order at 5:59. We can all stand for class. To the flag of the United States of America and to the republic for it stands one indivisible with liberty and justice of begin. >> Okay. We'll proceed to roll call when I say present >> Lesie and present the public welcome. The bank school district board of directors welcomes the public to our January 2026 regular business meeting. The board appreciates your participation in education of our students and welcomes your continued engagement. Moving on to 1.5 for approval of the agenda. Is there a motion? >> Make a motion to approve January 12th. >> Second. >> I'm sorry. >>

I heard the pause. I was like, >> thank you. >> All in favor? I move on to the bank leadership. Olivia, you are up. All right. >> All right. One second. I think the right slides. >> There are also some things that are on not on the slides that I have because I didn't have information quite yet when I was making them. That's just a small thing. All right. DHS as of January 12th, 2026 presented by ASB. All right. So, clubs are still in motion. Some of them are still getting like into the hang of it cuz some of them started in December and some of them started in September. So far, drama had their cast party recently for their production of Clue, which was a success. And FAD is still working on their documentary

of The Old School that they're hoping to like I think show at their film festival in I think May. And then they're starting broadcasting of basketball games by the end of the month. And then FFA went to a leadership conference with Miss Lepshot and Mr. Egleston at OSU this past weekend. Robotics went is going to the league tournament on the 31st and may qualify for state >> sports. The boys are going to a big meet this weekend in Redmond. I couldn't get too much information off of so all I got. And the girls are starting duels for the rest of for a while. And then girls basketball and boys basketball are both tied for league. Um they're 2 and 0. And then swim is going to regionals from what I know. >> That's later. That's

later. >> Okay. >> But we do have a meet uh next week >> next door. So >> All right. Winter formal. Winter formal is coming up. It is next Saturday the 24th and tickets are on sale starting today. $7 for one, $12 for two. The theme is Viva Las Vegas. And our DJ is our history teacher, Mr. Carrie, dressed up like Elvis. He's very excited. Um, the location is Banks Elementary School. As some of you may know, we were banned from the elementary school due to messing up the floor because of food. So, we put in a lot of work. We have a setup and cleanup committee and no food or drink are allowed except for water. Kids are upset, but it's worth it. And then the time is from 7:00 to 10:00. And then

for the week of winter formal, we have a three-day week due to MLK day and end of the semester. So we have tapping for winter formal princes on Tuesday the 20th. We sent out voting today and the theme is camo. Don't know about that. And then Wednesday is PJ day to Thursday is country versus country club. And then no school Friday. Whoopee. And then Saturday is the dance. >> That's all I have. >> Cool. >> Thank you so much. >> Of course. >> The DJ charging you a lot. >> I know. Great. Thank you. >> Yes. >> Moving on to recognition. Brian. >> Yeah, I'll take this one. Um so every month we try to recognize someone or some group of significance in our district and we are this month recognizing our school board. Um

four of the five of you are here. This coincides with um schoolboard appreciation month um across the state. Um and I just want to share you know my own you know personal gratitude to this to this group. Um, I think school boards and superintendents have a unique relationship where we are 100%, you know, like the vision of the district and the vision and how we can um, work with our community, but then you all also help me think about how do we work with our staff to make sure that that vision is actually like implemented at the classroom level. And I think you all each in your own way and collectively as a group um, really do a good job of it. I think sometimes people think y'all are overpaid for your work. Um, and

I always take this time to to remind everyone that this is my full-time job, but y'all are volunteering your time um for the service of the community and the service most importantly of our students. And and I want to thank you for that. I was trying to think of like some accomplishments and I think what's what maybe the public doesn't know is I meet with board members individually in between board meetings um and we just talk about kind of all things banks and all things the school district and there's a ton of things that y'all have helped contribute to but but I thought of three things that I just think you need to be really proud of. um when you adopted that 20-year master plan and is that master plan starting to get more and

more realized, at least this first phase of it, is that you've set the campus up for success for really the next 20, if not 30, if not 40 years as far as what growth could look like in our community. And even if growth doesn't happen, we don't get the students that we think we're going to, um the campus will be well served and well set. Um not not all districts have that plan. Not all districts have that kind of what are we going to do in in a long range in a long range thought to our facilities. Um, one of the three things that is technically part of your job is adopting a budget and is I I don't think that should sound simple and and it's not and probably once a month we hear

about a district that's really struggling that's making very very hurtful cuts mid school year. Um, and while we're certainly nervous about what the future holds as far as changes to tax structure and all the things going on, um, we we know we have a long time to plan for it because of the responsible budget that that you all have adopted. And then, you know, with board policy, I this this hit me over break, couldn't tell what was going on. The whole cell phone thing started to pop up again all over the news and I couldn't figure it out. And what what happened was people even though we talked about the cell phone policy back in October and a little bit even before that if you remember they had until January to formally do it but

this board chose and and as a district we chose to implement it way back in October. So for us we're continuing to get better and better at it but it's not a new thing where some districts actually now are almost relitigating all of it because they didn't just pass that policy right away or at least didn't implement that policy right away like they could have. Um, I just want to let y'all know I appreciate you. The district appreciates you and we thank you all for your service. >> Thank you, Brian. >> Thanks, Brian. >> All right, moving on to audience comments. Uh, do we have any comments? >> You don't have any cards and none received online. >> Moving on to presentations, do you want to back me >> again? Um, and you'll see that

same um or recognition the first part. Um, so I won't I won't reread that. Um, I just want to remind you to superintendent evaluation. I talked a second ago about two of the three things that in statute you're responsible for. The third one is hiring andor firing of me. Um, and part of that process would be my evaluation. And um, we do that every year in March. And so to lead up to that in the February work session um, well, let let me take a step back. If you remember a couple years ago and then we readted it or well last year and then we readted it this year. um we readopted it this year that my evalu evaluation is based on the implementation of our strategic plan. So those strategic that strategic plan um

has five focal areas and so those are the five criteria my evaluation plus the goals that we we adopted at I think in October. So you'll see a presentation with progress against those five criteria and the three goals. you'll see that presentation in February and then you'll also see the results of the staff survey um where staff kind of do the same thing. They they judge the evidence that they have against against my progress. Um you'll then work with Ron to come up with a kind of single voice evaluation. Um we'll do that in the executive session in March and then in the regular session um you'll will have developed a statement that Ronald Ronald will read out loud. So, um, like always, if there's ever anything that you're like, I just don't know what's

going on in this, and you want more evidence or you don't understand why I've presented something as evidence in a certain category or anything like that, um, please just reach out to me. I'm happy to, uh, have you add to it. Um, just one more, a couple just small things that are worth noting. We've talked about potentially having a special virtual board meeting on the 27th and that is if our bidding for the high school project were either going to give us a significant surplus. So, we need to add things to the scope right away or if we would have to cut things out of the scope. And I will tell you, as of last week, I I do not think we're going to need to have that meeting, but I'll know a lot more

this week. Bidding was had good coverage. We had certain pieces of the bids have over 10 um contractors bid for it. Um Parker gave me a preliminary, you know, kind of judgment on it that feels like the numbers are right in line. We won't be able to hit the wish list at this exact point, but we don't need to at this time. It doesn't look like we need to do any value engineering that would like change the scope of this. So, um I will be able to confirm that probably by the end of this week. Um and again the reason for that meeting was we said um we would want the board involvement for value engineering. So any changes that would in this case like reduce the scope of the project or when we get

to the wish list being able to prioritize what pieces of the wish list go in first. And it this does not look like we're going to need to do either. >> If we were to have that what time in the day would that be? Well, I would send out a doodle p of when you guys give up on it, but I like I said, I don't think we're going to need to. Um, but I'll confirm. Um, and then the last one, we talked a lot about formalizing board participation on committees. Um, if you remember this, that was earlier this year. So, this is just in the in the sense of transparency. Um, we had board representation on the steering committee and that was what um was driving the design of the new building. Well, the

the design phase is essentially over and so we are no longer having the steering committee. Um, but we are also um continuing on what we're calling our bond management team. Um, and so we have uh rolled over board participation. So Will is now um participating on bond management meetings as he can um to essentially just shifting that participation over to a different committee. Um we had talked in that formalization process that there's you know we can always have two board members present at any one time. So, if anyone else wants to be on that BMT committee, just um send uh Ron and Chris and please include me. And then finally, um we won't have dates for a little while yet, but if we start thinking towards March, we'll be doing our contract review with our

certified um bargaining group, our certified union. And uh Will right now is on that committee, but again, we can have two. So if anyone else is interested again to Ron, Carissa and myself um we're we're we have open both the language of the contract and um financials. Okay. Um and we'll we'll wait to kind of hear the end of the special session of the legislature, but that'll be over hopefully early March. So um so there you go. So um the other committee updates that you're kind of used to seeing this update we uh we met. so recently and then had a couple weeks off for the holidays. So there's nothing new to report, but as far as like curriculum adoptions and things like that, those reports will resume in February. With that, that's all I

have, Ron. >> Thanks, Brian. Moving on to bond oversight committee report. >> I'll speak for them though. Your the report is in your packet. Um I I just very thankful of our bond oversight committee. They do a great job. Um they're a very qualified group of individuals, all group of committee community members. Um and um our contractor and our owners rep presented to them on December 16th. Um robust meeting always good hearing their feedback. Um they they are positive and give um good feedback to the process and they feel that a written report to you is sufficient that they don't need to submit orally. If you ever want that to change, we can we can kind of make them come in. That's fine as well. But you can see the program in there. So you

have all the information that they were given as well. So happy to answer any questions if you have them. But you see their report written in your packet. Okay. Moving on to I'm sorry. Was there any questions for Brian? Okay. Moving on to 4.3 for finance last week. check. >> Well, in the month of the February, we receive the rest of our the bulk of our property taxes. Um, we will see a little bit rest of the year, but nothing um too much, but we're we received what we had pretty much estimated. We're a little bit off, but nothing to be too concerned with. Um, our enrollment is still about the same. We haven't changed from the beginning adjustments. our state's core funding now is pretty is we're being paid based on what we actually

have um estimated for that moment. Um our expenses were being estimated um and they're all within our budget appropriation as of right now. Uh we submitted our 2425 final audit and it came back and well those um rates done which is nice. that'll be presented within the next board meeting. Uh we are now preparing for our food service administrative review and that will start in February. There any questions? >> What is the current practice for the contract review people representatives seeing the financials on a regular basis? Well, we uh we would share with them what whatever they would have them seeing, you know, they would have access to your presentation here, this report, but what helps them is um Miss Collins gives them a calculator based once we have the kind of projections for next

year, the revenue projections and expense projections. And so what that calculator allows them to do is really they can put in any amount for a cost of living increase and any amount for the um insurance cap and it shows what it would do to the bottom line. And then they can dig into any line of our budget and see where adjustments would have to be made to reconcile it. Like for example, if it turns red, like if you put in a cola that would make it turn red, they could dig in and see in any line where that >> and they have that now. They've had that for years. Yeah. They don't have it for next year yet because we don't know what they're going to do revenue, >> right? >> But they have it

for past years. >> Yeah. >> Okay. >> Was there any questions for Jennifer? >> Thank you. >> Can I say one thing before you go too far into consent? Just about consent. So open consent, but I just want to say one thing real quick. >> Okay. Anyone like consent? >> So I interrupted Ron. I I'm not trying to be rude. I just want to draw attention. We have an a late edition, not not since you approved the agenda, of course, but um we had a community member who um is not asking for recognition, but um donated a 2023 Nissan pickup to us. Um we just want to be transparent. The donation is going to be extremely helpful to us. um the the donor is okay if we sell it to, you know, maybe we don't

need a truck of that quality for our service truck, but we could sell it and use it for maintenance supplies and things like that. So, um very very helpful gift to us. Our F-150 that we use for um maintenance is is certainly on our last leg. And if that's the truth, then our our minivan that we use for food services is beyond the last leg. So, um, we weren't quite sure how we're going to address that. We're starting to make some plans, but this sping up. So, just want to show you that. Um, if you see for a few days, Dale drive around campus in a brand new pickup and that is uh donated. And unfortunately for Dale, it probably won't last very long either, but he'll get a couple days of enjoyment out of

it. >> Um, moving on the consent agenda. Is there a motion to approve the consent agenda? I make a motion to approve the consent agenda items as presented. >> Is there a second? >> Second. >> All in favor? >> How will that will we will we will you make that publicly? No. Not the name, but that that there was a donation of such to the district. >> Well, we have it in on our newsletter coming out Friday. >> We're just waiting to see if the person wanted to be made. >> Right. >> Great. Moving on to discussion items and bright. >> Yeah, I Ron I put this in there for you and I. Um so for for board members and of course um before every legislative session we get together with um all of the

school districts in Washington County. They send various representatives and then the um elected officials. And so I the the documentation in your packet is just a slide deck that was presented. They went to that I don't remember fairly quickly. Um but then we were able to work we sat down at Gaston with Gaston School District and then um Representative Edwards Darcy Edwards was there and so we got to spend quite a bit of time talking to her. Um I you know we talk a lot about you know history of school funding and a lot of funding basis and a lot of how the challenges of maybe changing funding in the middle of the bianium and we got to hear some of her goals for the legislature but I don't know Ron if there were anything

that you want to share. Well, uh just u I guess Dr. West did a very good job in Forest Grove talking about different things that Forest Grove is experiencing and I know Beaverton Tiger also but um the immigration and the impact that that is having on schools, the trauma that that is creating and letting the legislators know that the end of the day um the schools are going to be required to address this, right? the trauma that the kids are experiencing and then when they come back to school and and how do we address that? So, I thought she did a very good job presenting Forest Grove's situation and um and then the superintendent of Northwest Regional Dan did a very good job talking about um past laws that have been passed regarding unemployment insurance

and how that is affecting Northwest Regionals's budget uh from when it was originally I think you said $4,000 and then um before the law was passed and then the year after it jumped up to 1.3 million and now they're budgeting 1.8 and what that law uh the effect of that law good intentions that it had the effect of that law and there's no funding associated with this stuff. So, it's unfunded mandates that the state's passing that school districts are having to deal with and banks is no exception to having to deal with that. So, there's just a lot of good comments, uh, good conversations. It was a very well attended group from all the all the school districts and from legislators that were there as well. So, >> yes. >> Can I ask I'm I

was sad I wasn't able to be there. I was hoping to. So I I saw the the slide about the pressures obviously and the budget pressures. So did the representatives have anything to say about the increase of students on IEPs and the um high rate or high cost disability um pressures that our districts have and the lack of resources that we have to address that. >> I think for the most part it was um this is a short session. Um Brian made a good point to Darcy and she was making note that um you know short sessions they don't have a lot of time to deal with this stuff but it goes on the list and something to address in long sessions. So the Brian did a good job of pointing out the lack of

funding and how the impact that that has on our budgets. >> Yeah. Thank you. because I know we've discussed that as a board and as a district, but I'm glad to see that this is not I mean not glad to see >> I'm not at all glad to see that this is something everyone's dealing with, but that it's on their radar. That's helpful. Thank you. >> Thanks for that. >> All right. Any other questions on this? >> Moving on to action items. Uh Brian. Yeah. So, this um in your packet you have a letter and um certainly a sensitive topic. As you know, there's community members um obviously in opposition of the um district administrative building or demolition have gone through a a very tedious process of um getting on the agenda for that to

be designated on the National Historic Registry. Um I we've been advised to give a response and I tried to this is a draft. Um ultimately you all as the elected governing body of the district serve as the de facto owner. Um the owner of public property does function different than the owner of the private property but you are certainly the closest thing to to the owner of the property. Um, I tried to craft a letter that is empathetic towards the situation which is clearly challenging. However, the the reality of of a few things and um I'm not going to read the entire letter out loud. You all have it in front of you. But in short, you all have a adopted master plan that was through a finite six-month process that was indepth that you

you all did a lot of analysis and listen to a lot of public feedback on. But in reality, um we have city council records that go back to the 1980s demonstrating that this um this was not come to by. Also, um I think it's worth noting that the um should a designation even occur that I think that makes sense of false hope of the weight that that would actually um put onto this process. And what what I mean by that is that the process of removal has already started and that that would not interrupt that process anyway. And I think it's wise for the board to unify around the decision. I think it's wise for the board to be clear that we will be continuing on with our master plan. And you can see later

on, our traditions and innovations committee has done just a a ton of work around how to maintain the history represented by that building in the new construction and doing new artifacts and things like that. So, um I'm I'm certainly happy to answer any questions about this letter. I'm happy to take any edits that you like. um anything that you like. But ultimately, the reason I'm bringing it to this meeting is there is probably some obscure designation you gave me in August that would give me the authority to file this letter. But in all reality, it is from the the governing body, which is you all. So, I didn't want to send a letter out without you all having a way to see it first. And um I would I am suggesting that you take a

motion just simply saying that this you know a sample motion which I'm sorry I forgot to put in the board book which would simply be that you move to um approve the letter is written and author the superintendent to file it. But before that but certainly any discussion and questions or anything I'd be happy to to take. Thanks. I shade your rightly discussion after it gets >> uh sure you're >> I make a motion to approve the um letter of opposition to the National Historic Registry. >> Is there a second? >> I second that. >> Open for discussion. >> I only discussion I would say that I think it's very well written. I appreciate it. >> Thanks. >> And I had mentioned that to Brian before the meeting began. I think it's not only well

written, I think it's very it gives it really lays out the context of we of our understanding of how complex this decision has been, the journey that we've been on, um the emotional roller coaster that I know it it is for a lot of folks. Um so I think I think it's it was written with empathy. Um, and I hope that the details in there help clear up some misconceptions that folks had about maybe uh the fact that this is just something we had already always planned on doing. Um, I mean, I can't I think you laid it out beautifully over the course of the almost two years since we passed the bond. This has been discussed with community members. There's been committees. There's been so many different pieces of the process that we have

committed to and um ultimately we came up with this decision. Whether it's the best decision, that's what we feel. Um so I I do appreciate how you wrote it and I think the committee will will see that we really put in all the efforts we possibly could and with our limited finances, this is what we are do. >> Thank you. Thank you B. I appreciate that. I think it's time. >> Any other comments? Okay. Uh move to a motion. All in favor? >> All oppose. Passes unanimously. Moving on to closing. A couple upcoming dates. Of course, we celebrate Dr. Martin Luther King Day coming up here next Monday. Um going in, good gracious, we are the end of the semester already. So those of you with high school students still uh still in there, remind

them of that, please. Um the other one, and I am sorry I did not put this on earlier, I should have, but on the 15th, which is just this Thursday, right here in this building, we have STEM night. And we have OMSI. Uh, Repzy will be here. Um, I I don't have a ton of details. The middle school um newsletter that came out today has some better details than than I'm going to recall, but uh it also has some projects, some science fair type projects that our kids are engaged in. Um, looking for a big turnout. Hope we get one. I'll be here. Um, you know, we had something like 300 and some of the families come to literacy night at the elementary school. Hopefully, we'll get a similar percentage here because this seems like

it's going to be a really neat evening. So, if any of y'all want to attend, uh, it starts at 5:00 here in the, uh, in the middle school on Thursday. And then, um, yeah, February board meeting coming up on the 9th of February, more than a month from now. Like I said, we'll spend a lot of the initial session on my evaluation, but then you'll also get a another significant budget update. This will be um, just a little bit of detail. the 13th of February is when the final construction documents are due. So on the 9th of February, like we'll have a really it won't be the official guaranteed final price. Um the maximum price um but it'll be a very solid budget update. We'll get there on on the night. So uh with that,

I think we're on to your comments. >> Okay, moving on to 8.2 board comments. Will, you want to start us off? Um, I guess the only really comes to mind, I think things seem like they're going smoothly. I think I said this last month is just to reiterate, I feel like the team that is moving the construction project forward is is doing a great job on track, paying attention, um, progressing as appropriate. Uh, I think just fortunate, I'm glad we we chose who we chose and I'm really pleased about where that's going. It's really managed and monitored and um I'm excited about that and it's going to play out just kind of how we planned and I budgetwise, timewise, everything else and including all the events that have gone around the old building and that

kind of thing. I'm pleased with the way they've worked through and resolved and kind of think we're on to bigger and better things and I'm really excited about that. That's a lot of hard work by this staff and and the school district and I appreciate all that very much. Um but that's I think one of the most exciting things about the horizon right now. >> Thanks Dan. Um, first I want to >> whoever made this is that group. >> Yeah, the students chose the design just said make something for both. They got choose >> really fantastic and it shows really kind of their creativity um and expertise and uh just I want to remind everybody that they're willing to do projects for people. if you have an idea, they can really kind of take things

to conception, which is really awesome. I've used them in the past and uh they're really a lot of fun to work with because you can kind of see all the different things that they can do. Um and thank you to them for doing that. Um you know, just reiterating what Will's um said about moving the project forward. I mean, it's it's great to see that we're still on track and um the students are now in the portables, which is unfortunate. Um but I had a kid that went through that when we built a middle school stuff. Um but you know, it's >> didn't even damage it, did it? >> No. No. >> Um came out stronger probably in the end. Uh but you know, just happy that that things are moving forward. Um, and I

really appreciate everybody on the board and wish Lesie were here tonight and I hope she's feeling better. But, um, that's that's about happy new year. Thank you. >> Thanks, Dan. Chris, >> thanks. I definitely want to, uh, second what Dan said about these amazing, uh, gifts to us and and plaquely um, there's incred they're beautifully designed and it does show just the amazing talent of our student body. So, I'm blown away with that. Um, as far as the portables are concerned, I have heard numerous reports that they're clean and they're warm and the students are happy to be in a space. >> So, I mean, if the portable is an upgrade from the building that we're in, then we're on the right track for, you know, doing the job we were elected to do. So,

I think that's really good. Um, I'd like to say thank you to the unyielding donor who donated a 2023 Nissan truck to our school. That's incredible to our district. Um, thank you to whoever you are. That is much needed and deeply appreciated. Um, and I guess just to close with uh thinking about u Martin Luther King's birthday coming up. Um, and just some of the very deeply concerning things happening in our world um, particularly in our country right now within the first two weeks of our new year. Um, and just to reiterate that our commitment to our students in this district, number one, is to create a safe space for our students, for our staff, for our families, and our community. And I know there are a lot of people who don't feel that right.

So, just to know that we as a board, we as a district are committed to creating that sanctuary and that space for um for everyone in our community. So, with that, >> well said. I just uh I was had the opportunity to go to the play and they just did a wonderful job and u what they had written the director had written just the the thought process of trying to have that many actors on a small stage and that they took the risk to do it and I think they just did a wonderful job and so um I know there are some things on the wish list from the drama club and hopefully those things can be incorporated into the bond wish list. Um and uh yeah, the semester's almost over, so that's kind of

crazy for us that have juniors to think that uh we're getting close. Uh I guess just with that, thank you everyone for attending and um go ahead and turn
