001uh welcome everyone to Martin Luther King 2023 Advanced School District Board of Directors meeting is called to order um if we can all rise precisely pledge allegiance to them in the United States period so just roll call when I say your name is President yeah okay just welcoming everyone to hear the big School District Board of Directors welcome to the public and the board please stay with the participation in the education of the students and welcome through continuing engagement move on down to 1.5 degrees that move that we approved the agendas for post second all the paper all right instantly going on 21.6 or I think that's high school yeah they made um they may be uh delegating their time to recognize our accomplishments about 30. okay going on to recognition um if we have

002end up benefits anymore okay well we have here we've got my slideshow yeah it's up there so hard on them don't message that hopefully able to see it well I'm just going to give everybody an athletic update for a winter sports that just wrapped up in Spring Sports which literally the start of the day um as we all know we moved down to 3A this year and uh uh most of you are aware we've enjoyed a lot of the success still um and uh you could say the same for winter sports just like fall so you can proceed on the next slide uh boys basketball team uh we're League champions this year I've been a sixth estate down at Coos Bay go ahead uh jv2 basketball record we had 15 wins and four losses tv

003basketball we had 20 wins and one loss and our varsity basketball team won The Undefeated League 23-5 overall and like I said sixth place in State uh Ben male scored as over a thousand points in the St Mary's uh second round playoff basketball game which is quite amazing um the kid really knows how to score the basketball a wrestling team had a really taking questions whenever you want just interrupt sure that's foreign um Mr mayo and his thousand points in one game not one game his career did I say one game that would be impressive a thousand points in his career are being special oh my God he surpassed he surpassed when I was in in the St Mary's game sorry yes yes thank you very much that would be a School record I think

004yes um maybe Dylan ready I'd have to look that up he was uh quite the score as well um our wrestling team they were our regional duel Champions uh they I think they had seven Regional Champions that qualified for the state tournament um we took 14 kids 12 kids excuse me under the state tournament and uh go ahead let's slide please these are our state placers Serenity Moody uh fourth place in state and she was our first girl wrestler in Banks High School history to place so she made history this year uh Tristan Tarkin then took fourth place Owen Turner third Jackman ice second Davon Vereen and Michelle Mott Walter State Champions uh which was really impressive and Luke Bixby the fourth place and they brought home some hardware and that's the first state police

005trophy that under coach herb that he was able to bring home so they had an amazing season and they have a lot of really good kids coming can we just clap uh obviously the highlight of the winter season would be our girls basketball team that um state champions you can't that's the highest you know the Pinnacle of you know your accomplishments at High School athletics and um I had the benefit of being their bus driver for a new trip um and it was fun shuttling the girls all around the City of Coos Bay and North Bend but next slide we had some amazing accomplishments this year their JV team were undefeated this season the varsity team record was 11-1 in League that one loss to Corbett co-champions and shared with Corbett 28-2 overall for most

006of the Season they're ranked number one uh obviously state champions and that's the first time ever in Banks High School history uh it's the second time we played in the state championship however the first time we won Madison Walker was second Team all tournament team Alex Saunders First Team all tournament team and an incredible first year under coach Rizzo um you wanna do a quick little introduction say a few words um yeah okay so thanks for inviting us here guys and uh we brought a few of our players so I'll introduce I'll start there um [Music] thank you and Senior Tyler Rose [Music] probably the biggest three points out of her career in our fourth final game against Lakeview when uh uh we were down on one I think and it gave us a lead

00734-32 with just inside the minute to play and we were really struggling to score and uh I mean kind of kind of relaxed a little bit and uh um next uh Tyler is Haley Evans he was a first-team all League member and had probably the game of her life when it mattered the most on championship at night when she scored 17 points and had nine rebounds uh and just came alive inside a half and uh she's the one kid that when we have our role beans at the beginning of the season and sit with their parents and and uh have music with her and her mom's on my staff but anyways um when we talk about goals and things like that she's the one kid that said I want to get the desk down at

008the end of the season [Music] but uh I mean for her to do it the pictures we got the smile on your face and she's tapping that down I mean with uh had an amazing had an amazing amazing so next to her I have Jonathan one of their best players on Championship knives Corbin things defensively when he had all season long and she came on big for us all seasons back up and down so and then last night walkers volume thank you all day 17 state tournament team um and she got the same tournament highlight of giving the dramatic game winner in our quarter-final game against Lakeview where uh we had the ball with two and a half seconds left underneath our own basket and we set him a play we took the ball out

009and um it's a little play that we had our back pocket and um went off to the semifinals and went from there so um and um you know I I yeah I had a Target on my back I could check in the season we were last team in the United States boys regardless of classification The Undefeated we went 18-0 before we finally had that hiccup book report and uh and then we got more championship game and it was awesome um because that was our only two classes on the season and uh we were pretty excited to play I feel nervous thinking the girls might be a little American playing but after we realized after we were going to play it like I could see just exciting their eyes and I'm like it's gonna happen we're

010gonna get this in so um so just I'm beyond trip to uh have the opportunity to coach here again and uh be with these kids that are just amazing decision the work and then was awesome for us throughout the year and on the tournament itself with everything okay uh I wanted to speak to our our clubs as well our robotics team uh we have two two teams we had a veteran team and a freshman team um our veteran team was uh League champions uh they both qualified for State uh the weather really put a hiccup in their season and they ended up canceling the actual live event at Liberty High School and so they had to do like a virtual competition which is very difficult um uh but these Phil the veteran key pick six

011uh the first place design award and second place Innovation award so they had a great year they put a ton of time in a very dedicated group um and our spring Productions underway they've already you know they've cast their characters they're in there right now working on it James and the Giant Peach and the production will be May 19th 20 and 21st is there not still a chance that the robotics might go to I don't know I'm not sure yeah that would be great uh oh Center Equestrian Team uh could be eaten again this weekend it took third once again uh on their first the second event uh they've already qualified for state and they're going to have some individual competitions coming up but I don't think state for them is until May so they

012have some time to do some more preparation and Future Farmers of America has a long list of things going on here so parliamentary procedure teams are first place going on sectionals uh Lily Edie Marissa Herbert and Skyla Frio get a king Robbie Harris Taylor love lady we're all part of that job interview first place going into sectionals was candy candle uh Creed speaking fourth place Lucy Augustine beginning extemporary speaking first place Axel Sewell green hand Knowledge Test third place Jacob left shot Robbie Harris elected the district officer team as Sentinel for 2023 and 24 digital scrapbook placed first and we'll compete that state it was created by McKenna King Lili and James Bartholomew digital portfolio I was first Robbie Harris second Kyle Nichols both will move on to State Nursery production proficiency Robbie ears will

013move on to State and students competed last last week in parley Pro and job interview in Dallas so they've had a lot of uh stuff going on it's a good sized team this year I'm doing really good things as far as spring goes um a rough start weather-wise to our spring and so our kids have practiced more in the gym than they have outside which makes it hard to find gym time for everybody but um track and field our numbers are getting kind of back up to what they used to be we're at about 55 kids right now um I listed the coaching staff there um softball is playing right now down in Dayton surely and uh I think there's up to 15 players now I was a little concerned about numbers but there are

01415 kids not enough for JV but um I think those numbers are coming so I'm hoping to have a JV team here in a year or two uh baseball two teams is normal we have 27 kids out varsity and JV and golf uh we have a lot of golfers out that's a growing program for us 28 total golfers Nine Girls 17 boys there's some Growing Pains there just trying to find time for these kids on the driving range when there's other schools that are using coil as well and we all know that Quail may not be there here in a couple three four years so what are we gonna do with the growing program like this um that is that's good to see that we have a lot of kids interested in golf and girls

015play football um there's a big push this year by Nike and OSAA to get more girls involved in in sports um as you can see typically and then this is Nationwide you're seeing less less girls after Sports than you do boys um but they're put you know flight football is a growing thing in the United States it's really really big in the South um and so they we're kind of a guinea pigs this year so Banks and the Cooper League schools and the pil schools are gonna um Nike's Pantry uniforms and we're gonna have I don't know a couple jamborees in different locations and then on mid-may we'll go to uh the Nike campus and have kind of a culminating event and it's all about trying to grow this sport uh which I think is

016going to be fun and so not I'm gonna get back into the game of football but it's going to be for a better reason I think and I got a couple other people that are interested in helping me out but I have 15 or so girls I think there's actually more than probably want to play but um we're gonna give that a go this year and have some fun so I think that is all for this update any questions all right thanks everyone thank you we're going to move on to uh [Music] the integrated guidance application is by Statute you have to be presented the Lord has so [Music] um I have both of them and so I'll be if you could pull up the presentation should be called the integrated guidance or IDs for

017board members if I am leaving the Airborne book I'll do my best to stay stay alive or go to Alvin as on the screen [Music] thank you okay so um this is the plan that if you remember back to a few years ago when we did your Sia your student investment account a very similar process um when they did the Sia they said the process had to be repeated every four years then kind of totally gotten away so if your accounting it's actually been three years but this will trigger us onto that exploding of cycle um I'll talk for a minute why it's called integrated and not just called anti-a so if you go to the next slide please I'll be so if you see those six kind of multi-colored tabs I guess they are

018that start with high school Success the second one is your investment account that is your Sia plan for your essay and as you see those those six there those are each independent programs with ode that come with a funding amount I guess the amount is based essentially on ADM address data membership weighted right edmw um and some sort of medium goes into some of the formulas so essentially what the state did was instead of having six separate applications now they're one so that's that's what they mean by integrated and then integrated guidance um as you can see and I'm going to read every piece of those slides to you but the idea is that each instead speaking of them separately we really should be thinking of them as ways to braid funds together towards common

019goals that start with some Community engagement and go into the needs of their tests that's what we're doing today um it's we can't actually tell you the total amount of money because in I think three of the six they haven't released what the funding will be and so we actually don't know but um we anticipate it being somewhere between one and one and a half million dollars for uh for the district for the students in the district so can you go to the next slide please I'll be so this is a little bit about who we um engaged in you'll see in our next plan when we talk about the Strategic planner excuse me the next presentation right now about the Strategic plan you'll see a lot of this repeated because we didn't do two

020separate you know campaigns if you will to talk to the community we talked to the community once for multiple purposes but we had a strategic plan steering committee we have a long-range facilities planning team they have instructional leadership team we have an equity audit advisory team we spoke with students we spoke with staff and we spoke with community members all around a variety of issues and what those formats look like in collaborative meetings and look like focus groups which we'll talk about more than expectations but we had about 15 of those we did um the activity called story circles that was with our Equity audit advisory team on kind of telling the story of what an ideal classroom space looks like we've got to drive us along um surveys and then certainly individual dialogue and

021we grouped all of that together to come up with a proposals forum so I'll continue in the next slide please so you won't see budget numbers attached to these are specifics but what what our analysis and who doesn't need one more picture of the high school principle with a uh instead of mustache called we talked about expand your earring options we talked about having more opportunities for our students to take classes that are high interest than them and have a high likelihood of resulting in a high wage high demand jobs that's kind of the definition of a CTE course other electives as well we talked about having support for kiddos inside the school so really what we realize is we need to know the stories behind individual students in addition to what their data said

022so when we look at our data we need to know the stories of what is kind of causing that data result to happen so we really want to focus on Instagram so that in school sports is going to come in the former counselors and administration we want to talk about community-based supports so this one example of that is our multinational liaison so opportunity to reach out into the community instructional leadership we have the opportunity to work with groups of teachers around that conflict of instructional rounds and then organizational leadership which has that idea our student plan development the application of it and the delivery of those goals we'll talk about that in the next presentation this is where it gets a little bit weird this is the state requirement for how we track our problems

023and this is something I've talked to a number of members of the community amount I've talked to the board about we need to have indicators that we believe are valid and we believe are reliable and that we know we're going to be the best we know we are going to be great we don't get a choice on these so however regular attendance will be a goal of this plant we will track attendance we will have the five-year goal and we'll have what's called a stretch goal and I'll explain those two in the next slide but we'll have goals for regular attending goals for third grade reading but the measure is defined for us it's the third grade State that's not an option that's what we'll be measuring third grade reading way our freshman on track

024that's the number of students who have earned six credits by the end of their freshman year by the end of summer of their friends the summer following their freshman year that comes from the University of Chicago who did a multi-multi-year study that showed uh causation a high a strong correlation between being on track and freshmen and graduating on time as a senior are we measuring in our four-year graduation rate so their students that graduate in in the four years following their first time wearing this freshman and then that five-year completion rate so for those students who are not yet able to meet the 24 credits and other graduation requirements remain engaged with them until they finish out the um that finish out their High School requirements even if it is I'm going to talk a

025little bit about numbers in the next one but just give you an example because this is where it gets kind of really so can you go to the next slide please I'll be so these numbers this is just for attendance so how many students what percentage of students are considered regular attenders so that's a percentage like 90 something percent of school days attended that's what gets you called a regular agenda these goals are dictated by the state that what you see is a stretch goal that's that middle row the way we found out how to get to him was boy I'll tell you friends covid did a number to our attendants in this District our attendance is very low and that makes this goal-setting process I'd be happy to answer questions if they cause how

026do you get to your stretch goal is you take the schools that have that are in the 90th percentile and above of gains in attendance rates with their kids so in the state of Oregon who are the school districts that have done the best in gaining attendance and what is their average rate of growth each year and you simply apply that for five years and that gets you to your stretch goal okay it's about five percent a year for tens it looks like three you know exactly but looking at the map it's about five percent here so our we chose to make our stretch goal equivalent to what the top districts in the state did we had the opportunity to go below then but we're not allowed to go above there so again we were

027talking about this a little bit executive session but I thought we could do just as good as anybody in the state of those Community I mean just engage with as well as any other community in the state and we can have our kids come to school and offer things to our students if they find engaging to the point that they're here every day and so our stretch goal is in five years to be at 85 and I will tell you I'm absolutely committed to having that be well below what we're really at I think we need to get our attendance well well into the 90s hold on so I share this with you because this is the process that we're required to go through we have to set that 85 in five years is the

028cap and then we have to come up with a baseline goal that some are in between where we're at now and the stretch Lane so it's a bit over there to add one little bit more layer to it tonight you're not approving these goals what you're approving tonight is simply the application which in your packet was at 19 pages of questions you're approving that I submit those at the answers to our questions and then in a second we're going to look at the budget the reason I'm showing you this is we will have to come back in the spring and adopt these goals after we have our consult with ode so I didn't want that to be the first time so the big takeaway for tonight is we have goals that we need to align

029to to measure our progress on this specific point and they're based on progress other districts have made that have found success in each of those five areas from the previous slide I just showed you in 10 minutes I'll be can you go to the next slide so this is what we're going to spend our money on the two different columns primary Investments and tiered Investments primary Investments is what we are going to plan on spending our money on where you see tiered is if for example we aren't able to find enough counselors and we simply haven't hired that position and no one else is applying and we get into the year they're like well we need to find some other sports for the for the school district the tiers are like our you get improved

030now but you only use them if your primaries you're unable to fill I actually don't anticipate that I think people fund all of our primaries um so we are putting um some certified staff both in the core and in the elective into these grants we're increasing the number of instructional assistance through these grants compared to what we would have with just our general fund we have four additional additional counselors compared to what we would have with our Dental fund now that's not far from what we have now because we already use this funding to pay for many of these things but the way to think about it is for from what we would have if we just had our general fund and then again continuing on the work with our community liaison Extended Learning opportunities

031um one of the easy ones to think about is uh Washington County does a school to Career a lot of job shadow and stuff again I know it's aspirational but I think every student should have an opportunity to apply their learning while in high school to an Extended Learning opportunity with some career-based entity so building towards that there's some kind of canned programs like the Washington that we can continue to partner with and then our current technical imagination is continuing to invest in the material needed to maintain those programs and to expand those programs and particularly some of our newer CPE programs the tier potentially expanding our CTE program so that more of our students have access to those enhanced leadership development and we'll talk a little bit in the next presentation but you know

032we believe leadership does Define the culture and strategy needed for an organization to ensure that Excellence um and remembering that we are going to be anybody in our school district it does not matter what your title is increasing the support for that instructional rounds instructional coaching elevating instruction throughout our district and we've heard in the work session today about the need updater materials in that we can ditto that in every single subject area so we would love to get caught up and maybe even accelerate beyond what the state has for a schedule so that we can make up for some lost time and curricular materials like I said I think our primary Investments is one of the people once that are most used but we'll put our tiered in there just in case we aren't

033able to fill all those staffing needs one more slide so again what um you're not doing this now we're going to actually wait through the public comment to see if there's any comment specifically on this um but during the action item section of the agenda um I I would ask and consider a motion to approve the application which are those 19 pages of questions in a budget described with those ftes in the previous slide uh and then just a reminder that you're not approving the goals the growth goals but we will come back maybe even as late as June but hopefully in the may need to approve this so that's what I have are there any questions on the integrated guidance I know the definition of attending sometimes has hinder hindered us because at the

034time you're inequality and students receiving the high schools midday and then would be counter the asset in classes and over the seasons just saw maybe that should be part of the assessment of attending schools at the school function that we attended School away yeah we could certainly look in I don't I don't know Diego if you know is this I think the state has not switched to only unexcused it's like an excused absence or even if we put in a well I'm not sure we call it like a school activity like a field trip or whatever internally we want to consider that absence we'll have to see what the state happens there it's just as we go that's a good one we we want to consider that we're internally because we're telling these students hey

035you need to represent the school and do something that we value and then show so that's really important we'll have to make sure everyone knows yeah so one lawyer you're just gonna keep hearing from me um one more presentation this is on our strategic plan so this is more um what we're going to ask the board to do is essentially like an acknowledgment of proclamation instead of the policy this just acknowledges how our leadership team is going to organize ourselves but um and it's maybe a little even a bit of time for celebration at least the way I kind of think about it so yeah set up your water while our Tech wizard gets our uh our update so you have a report in your packet as well that has all of the raw data

036from our community engagement so this is just a summary and at the very end I'll show what I'm asking you to approved but again it's not it's not a policy type thing so I'll leave you just go into your next slide next slide please so remember we partnered with that group scooter education um in particular Casey bulkovic is our leadership coach our district coach and and I put in for entities there that weapon to develop and then parentheses I put and deliver on because that's one of the primary reasons that we chose to partner with student is that idea of delivering on a strategic plan what you'll see today is the results of our community engagement and some next steps to demonstrate how we're going to measure and how we're going to make plans to

037meet those goals of our strategic plan um in in the past we just go back one more I'll be I'm sorry in the past I have been I've noticed it's unstrategic plans to get stuck with the kind of right here sometimes we make a strategic plan but we don't we don't go the extra bit of what they're going to look like when we're successful and what's our plan to make sure they're there and so we're going to talk a little bit about that for the next steps today and talk about that and I guess the only thing I really do want to mention is that this is not something that we're this is while it is a plan that we are going to go through an in-depth process every four to five years on we

038will be constantly reviewing it and it can evolve whenever necessary so it's not something we thought of as kind of that written in stone so thank you to those of you in attendance and thank you to those maybe listening we had a steering committee so this is a committee where we checked in with kind of every interim step so sort of when we're planning the focus groups and after we've got the focus group information and we were planning a survey when we got the results of the survey when we were drafting the language of the plan this team came together to really help us understand is like one is this really what are we interpreting things correctly and is this language aligned with what we think the community uh and all of our feedback loops

039were indicating thank you board membership for your service on this committee and then of course thank you to everyone listed on our list um next slide please help me so we have 15 focus groups and these are the this is just a breakdown of the individual participants um the largest group of students but we had three different schools to choose from and is that the the visual of myself and Casey um holding the focus group both I think we had eight or nine third and fourth graders um asking them what our strategic plans should be which was amazing um but and then of course all the way through the board members community members and we could do better next slide please this is really only here I don't know the graphic really incredibly useful but

040the table demonstrates who filled out the survey and we had all you know 450 I think total of 425 total respondents and a little over half of students and in the other half were split between you know parents caregivers employees and then just non-parental community members next slide please so through extensive editing by the steering committee and I mean extensive ending and extensive editing and worshiping even um we came up with the following priority areas and their descriptions now I'm just gonna try to read the priority areas so we have empowering our students as the very first one we believe that our students are a future in this community the future of this nation the future this world and our job is to educate them and our job is to empower them our job is

041to really cultivate them and their passions at least their talents we need to enrich our facilities there was not a focus group nor was there a survey responsive Interventional facilities that our school district has a high priority energizing a team that their staff that's us that's uh that's the people here that we believe in to do the great work in this community throughout the school district engage in our community one of our five priority areas we talked a lot about this in a negative session so we'll go into too many details other than to remind you that we do believe that actually engagement and Community empowerment is vital in online our resources the piece that I'll really talk about um we really we know and knew we needed to keep that transparent or in the

042descriptor a lot of our feedback came with one not only aligned our resources to our strategic plan to the goals in our district but also do so in a way that's transparent so what you see is a table will be what guides us into the work that I'm going to describe next this is what we're calling kind of phase one of our strategic plan um before you do that sorry thanks for trying to time to build with me I messed you out of there the only thing I want to say is uh we have a uh should the board directly to move forward with the rest of the plan um we will pay each other to make this look visually impaired you know look in a way that it is um more representative and not

043just a lawful tables but unfortunately that's not it happened but I guess all right now you can uh go to the next one so one of the things that was great in our a lot of our but a handful of the responses were like yeah this sounds great or maybe even hear some feedback but what does it really mean you know how what are the changes going to be so this is a little bit about how we're going to deliver it we're going to develop a district score number um and so what does scorecard is is this is the tool so that we know what our goals are so that we can Define what success is so that we can prioritize what our actions are of our team and so that we can regularly be

044monitoring and adjusted go ahead so I don't know what you were picturing in your head but we're talking like a one to two page document somebody that has annual goals and progress monitoring measures and prioritized actions so at year-long goals maybe 45 or 90 day interim steps that include the actions that were we are completed next slide please um hit and that's like five times out we will just jump through all the things each of those has some worms in it so this this probably isn't like visually what this is going to look like again someone that has more artistic talent will put something together but you can see those same five-party areas across the top then we'll answer the next question how will we know we are making progress in this pillar area or

045in this priority area so we'll have an annual goals then our progress monitoring goals will Define on our sport guard Again by answering the questions how are we doing what evidence do we have to show if we may meet our annual goal so what's that like interim evidence that we're collecting along the way and finally the bottom what are our strategic actions what are we doing and what are we working with staff to do to you know ensure the interim goals to then ensure that they need things next one please uh totally just a visual that exact same thing they having us thinking kind of 90 day chunks this is in 90 weeks on sebastians um for women the numbers slide that in but the the cyclical one in but maybe think about this a

046little more cyclically right we actually planned in August we start collecting some interim data even as early as September and we do that cycle of continuous Improvement in any sort of Night and Day chunks getting towards that end of the year um annual goal or we'll reflect and have some analysis of how well we did all along the way okay so here's what we're asking what I'm asking what our team is asking um approved the plan and described about acknowledge that the bank School District leadership will be developing Store card aligned the priority areas and descriptions so one more slide I'll be essentially you're acknowledging that the leadership team will be making that scorecard and Associate actions aligned to this that's the last thing I think I'm on the agenda for tonight so if there's

047questions [Music] thank you Brian um move on to audience comments and I believe we needed to put out of the audience comments for everything that are let me get to your uh your your speech okay I'm almost there sorry there you go oh you're on phones okay the meeting will now open to receive public comment uh the board appreciates community members sharing information during public comments the board will listen and possibly ask clarifying questions but generally will not comment on information we hear from the audience however the following meeting the chair of Vice chairs the response may be in public way or private way or the issue will be added to the future board meeting for work session agenda please note that speakers will have a five minutes to express your perhaps two two comments

048in personally that are going alphabetically Jared I think you're a person okay uh Jared Benson I'm a parent of a few students and a coach for the high school soccer team I want to share my concern and that of other parents regarding the letter that was sent out to fifth grade parents regarding Outdoor School this year the letter reads each cabin with fifth grade students sleeping in it has student leaders in a connected unit just an internal door away there will be at least one high school student leader sleeping in each unit preferably there will be up to two student leaders assigned to each cabin at Northwest Outdoor Science school they do not ask whether students are transgender as that is protected information and does not have to be disclosed they cannot ask for teachers

049to report if they have a student who identifies as transgender sustainment is true for the high school student volunteers they simply report to the Northwest Outdoor Science school their gender identity and are placed into cabins accordingly they do not have access to data about whether these students are transgender end quote essentially what this means is that you can have a high school biological male who identifies as a female sleeping in the same cabin as a group of fifth grade girls with no adult supervision in the cabin I struggle to find the reason why adults would allow something like this to happen I struggle to understand why Banks School District would put its fifth graders in this position I have a fourth grade girl and I will not be sending her to Albert school next year

050if the district cannot guarantee that her cabinet is a biological Kingdom I've been told there are other private Outdoor School options in Oregon that don't have this issue because they are private another option is for Bank to create something on its own I find it interesting that the email sent began with quote in order to be Equitable to all our fifth graders and their families end quote it's strange to claim one is being Equitable when the very policy that is being followed encourages families to remove their children from the activities that they otherwise would participate in I find it hard to believe that the majority of fifth grade parents are okay with their fifth grade daughters potentially sleeping in the same cabin as a biological High School employee whom they've never met and Will Never

051Move for anyone that follows the news in lgbtq identification Trends among young people it's easy to deduce the percentage of young people identifying as lgbtq is exponentially and unexpectedly higher than prior Generations many public figures including liberal Democrat Mainstays like Bill Maher are calling this trend out as due in part to social contagion among young people tick tock and other social media platforms portray identifying as lgbtq a trending thing to do being included in what is considered a minority group in the U.S is also a trending thing to do for many young people trendy is what they go for regardless of the consequence of the reality of the argument I mentioned this because of a certain percentage of young people that identify as transgender are doing it to be trended and statistical analysis points that

052bad and don't actually suffer from gender dysphoria why should a parent trust that high school student with his or her fifth grade daughter or son for that matter this is a recipe for disaster I expect the parents of the district especially those that are elected officials to stand up for the safety of our young vulnerable students who is the vulnerable willingness Pace the fifth grade girl or the biological high school boy identifying as a female it doesn't take that detail of a Google search to find terrible stories about what goes wrong when someone identified identifying as a transgender girl in other words a biological boy does something terrible to other biological girls in Loudoun County Virginia a high school biological boy who identified as a girl sexually assaulted two girls in the school girls bathroom

053on separate occasions in 2022 I'm not suggesting that every transgender identifying person has intentions of sexual assault I'm simply asking the school board and District administration is it really worth running that risk why are we supporting an outdoor school that potentially puts our vulnerable young fifth graders In Harm's Way why are we not banding together with other school districts throughout the state to challenge the Oregon Department of Education regarding some of these crazy policies that are causing the outdoor school to take these stances Society is beginning to understand the harmful consequences of encouraging subsidizing and pushing the transgender ideology on our viewed Norwegian countries are prohibiting the use of hormone blockers for children because of the irreparable and irreversible damage they cause some states in the U.S are prohibiting sex change surgeries for young people

054and I believe there will be many more to follow you can read about many instances now of young people that are medically transitioned to the opposite sex to the extent possible and our noun student doctors in hospitals for pushing them into something they didn't understand or want had they known the long-term effects I encourage each member of the school board to become familiar with the detrimental effects on our youth of encouraging this ideology returning back to my original point I strongly encourage the school board and the district to find an alternative to next year's outdoor school where all parents can be confident that they aren't sending their son or daughter into a potentially dangerous situation thank you I have a question yeah what would be those alternatives uh that's up to you guys to find

055out and create something that's safer for parents oh so you're not opposing an alternative I've heard that they're private outdoor schools that don't need to adhere to the same standards that the current outdoor school adheres to and honestly if the only option is to expose fifth grade girls to the potential sleeping in a cabin with a high school boy in my opinion the best thing is to not go other uh parents and children in the district who don't feel the way you do from going to Outdoor School I'm removing my daughter from other school parents can do other that's the question parents can Advocate that you would say that your preference would be if you're trying to understand your preference being that it did not offer it to the district uh for those who wanted

056to do it I mean we live in a Countryside environment I'm sure banks with all its talents and adults could think of an offering that would be examinants Advanced students instead of putting the students in that environment so um yeah I mean how many victims does it take to make it worth it to think of something else right yeah so thank you foreign so I just wanted to I was actually coming to speak partly to what Jared said um because I understand that our school board members who don't believe that that some of the things that have been raised here in common are real or are happening in our school district that um these are parents who are feeding off national news or things like that so there are two things I wanted to say

057one is that that um it's actually my son who's a high school student who came to me with this issue of the gender quiz that was given in one of his classes I didn't bring it to you guys because I did not want to shame the teacher so I'm not going to mention the teacher's name or what class it was I did go to Jacobson and acknowledge that this was uh this actually happened and what happened is that there was the full class period and 20 minutes left at the end this was mentioned to you by Ayla and I know you guys have disregarded a lot of things that she said but it actually happened 20 minutes left at the end of us and so this teacher chose to put up a gender quiz chilled

058children could decide to participated in it or not if they wanted and there were 10 kids who chose to participate my son one of them there were 25 questions and of the of all of those the two that he said to me he first of all he told me he got sits right out of 25 and I said well how's that I'm sure you knew the right answer you were supposed to give and he said No I gave my honest answers and she said there was one other child who decided to do the same thing so there were two of them that got all wrong answers and eight of them about all right answers as it were and two of the questions that he told me that were asked was one was how many genders

059are there one two or as many genders as there are people and the upright answer of course is as many genders as there are people and my son said no there are two and then he said the second question that was most disturbing was is it appropriate to ask your transgender friend if he or she has spoken to his or her parents about this issue and the right answer is it is not appropriate to ask your friend if he or she has spoken to his or her parents about it the effect of that the point of that is to tell my son that it's not okay to bring parents in or to place any pressure of it it's it's a silent it's an effort to silence and and to interrupt the communication between between parents

060and children that are that our children will be told it's not appropriate her this gender quiz on which you get the right or wrong answer to ask whether you talk to your parents about this is really really troubling and so like it's found about all those answers wrong and at the end of that he said it was actually kind of a helpful or useful um discussion happened after but it started with one of the students who've gotten all the right answers turning to him and saying so Owen do you do you think you're a bigot and my son said no I would call anyone by whatever name he or she wants but I won't use preferred pronouns and I will not say that there are more than two genders that's where I stand so my

061point is these things are happening in our schools they are here they are concerning to other parents who do not want this kind of gender indoctrination and and to further point I can tell you that this this was in a class that was either math or science it wasn't nothing to do with Jenny the class has absolutely nothing ketogenic so that's one thing and then the second thing I wanted to bring was this thing about the um you know the safety of our girls because I have a fifth grade daughter and my husband said under no conditions whatsoever will she be allowed to to go somewhere where she might be sleeping under the care of a biological boy it's known even about transgender issues it is about simple safety and it's not acceptable and what

062what Brian was Jared was saying was that there are other options then it could be pursued if if this is something that in my recommendation wrote the answer you're the question of asking is that to ask the community what else you know what else could we do would you choose something else for your your daughter or son if you had an option because the thing because the thing is is that none of us want to take this off this fabulous experience away for our children right it's the best part with trade so you know it's really really agreed for those kids who can't you know whose parents are concerned for their safety and it's not political it's about putting a job for your daughter in a in a situation where she must be defensive it's

063a repair around 6.2 approval of February all right moving down to uh presentation reports um moving on to settings for Action happens election foreign [Music] thank you and then moving on to 7.4 and so I have a motion for the interview integrated guidance application leadership yeah the only thing technicality we have to do is um follow this draft minutes have to be submitted with um more officially okay moving on to the approval of the independent evaluation definition go ahead thank you I believe that we approved the superintendo's evaluation uh as yeah on behalf of the school board I would like to present our evaluation of the superintendent's eight months the evaluation covered eight different assessments and three superintendent goals the difference a board members reviews in these areas Focus not on the family deserve the

064highest rating but if the eight months was sufficient to make the determination as Brian's leadership communication skills knowledge humility and more have impacted all of us in a positive and inspirational way the board would like to thank Brian for for this his work thus far and are excited to see the future results um okay um all in favor okay and moving on to a combination for the budget do we have a nomination I understand that we have yes we do before before I say this though I just want to thank everyone for putting in their applications you know as long as I've been coming to school board meetings I haven't seen the enthusiasm like we have in the last year or two of everyone um wanting to support our schools and I appreciate that so

065much so we have nominations um to be approved for Susan bear Emily Kent and Wayne vinyl second favorite and now we have a motion to appoint this group all right okay moving on to board comments um uh sure I guess I've had his visit with some of uh the local building principles in the last week as well as for the people and I'm like we're all anxious about the recovery from the open Period you return to student participation performance uh learning all those kinds of things and I'm just very very impressed and pleased with the steps that have been taken to cause them to happen it's going to happen in different bases but it is happiness definitely happening things like activating students for connecting your crypto activities early really enabled the kids to get back

066engaged in the district uh the number of programs in the elementary school that were around that were re-energized character strong Etc that really enable us to reach out and add an emphasis to our reaching out to students both during open and after to re-engage them um that's one of my big interests is our is is not getting back to where we were because I want to do better than humor but uh regaining any ground that we've lost so that we can move forward so I'm just really excited that's happening I learned that we we took a little different standards we uh held our kids to a little bit higher standard more to the norm than doing the state prescribed and the good news about just about that that is tough the good news is we

067provide initial Outreach and support for students to facilitate that and so that standard is still there to be maintained and to be pursued and so when we are now working our way back with the students that have dropped away back to that and so I just think that's a good strategic approach I'm proud of our part of our um of our Administration and our staff for doing that and um I just I'm really pleased because this District was very strong before coven uh we were moving into some tremendous opportunities uh it was a program was a was a big setback but folks with hiring McBride and the Committees he's instigating as well as the existing culture and motivation of our staff um I just think we're coming back just like we were hoping and I'm

068really excited about it and it's good we're going to be waiting out of that so I just want to thank Brian and Ward and the staff and teachers for that tremendous effort and for where we are today in the vision about where we're going thank you and I think this weekend um you know those are younger kids that are um eighth grade and Below um the great stuff that Kathleen um we had a wonderful experience last week for me together um starting with evaluation and we'll just we're very grateful that you're doing what we're doing with sister comments invention for that um all of us walked away with a smiled would have been a tremendously or a change um that things that you're coming in boys are really guiding us to be an outstanding history

069that will be moving and I believe for many districts to look to the website um I think obviously we have a lot of work that we still need to do particularly around safety in the school climate um learning um and so you know what's concerning is having folks stand up and talk about the same discriminatory things about students in our district who are children right transgender students that are in the district um and Thanksgiving accusations that these people are second predators and things like that it's just it's harmful for not just those kids it's only for all of our kids it's harmful things impact our students nobody says I'm sorry I get it I just aware of that this is a more Economist this is for board columns when it comes to creating a safe

070environment for all of our students so when we talk about all of our students that means all of our children all of our kids and I just it's clear that we need to continue to do this work and I know there's a lot of misunderstanding there's a lot of estimation I'm pretty sure that it's used thinking have probably never spoken to a transgender individuals they don't really have any contact to see you soon I do have been to work with a lot of transgender probes so it's very emotional for me so my voice is shaking because I'm not feeling great but it's also because it's very vertical to hear those things being said about the children so I would be a bit of that but obviously we have a lot of work to do and

071I'd be positive that we are going to make business environment an inclusive place because it's really exciting me to kind of see that it's pretty clear that the elementary school middle school adoptions are a little more easy the transition to uh you know the high school math program and kind of what we're going to do in the future I think you know it makes that challenging but I really appreciate it all the time and effort that they've put in um as well um it's really exciting to kind of have a new curriculum in that having kids who have gone through that in the past and seen what they've learned um I also uh you know just really want to reiterate how how awesome it was that the girls won State basketball I coached uh with

072Rizzo for four years actually with your little sister um and he is a fantastic coach he's just he just really believes in the girls and it really kind of gets him to do exactly what you know to get up to their kind of levels that they should get um and it's really exciting and you know having seen a lot of those girls come through I saw a lot of them playing when they're in fifth grade and really kind of we all had kind of great expectations and they really exceeded that so that's really exciting um I'm just going to play on top of that um watch these kids grow up and it's so wonderful to see how they blossomed and yeah and I do want to tell you we do appreciate comments we we do

073need to know what's going on in your hearts too and thank you for coming and um I just appreciate it so much for you next lesson um so I guess three things that comes out of my mind to um one regarding the sports and during the broadcast in June it's been almost just 50 years ago at Carolina was passed and I know last year uh we were talking about it but I don't know it just ran true to me that um 50 years ago we had timeline where it brought in women's sports and my daughter talked to her grandmother about opportunity to play sports she didn't have it and to see the girls uh participate not only in wrestling and it's just a tremendous tremendous opportunity and it's benefited all of us and I was

074there around my phone watching uh every update that's hated this morning points in the fourth quarter it was just a congratulations and then lastly I just want to acknowledge our bus drivers and the entire um uh this last few weeks have been very challenging in degree to Brian um everyone doesn't remember that you know this decision on school and whether that starts or not that happens about 4 a.m and Brian is the call whether they're on still routes or no school or whatever the case is um bus drivers trying to make it up in the mountains to pick up kids it's a thankless job and I just want to say thank you to them and all the efforts to do that so if that will go ahead and return the meeting thank you everyone
