001and so all right all right yeah um I'll go ahead and call the advanced school districts November session in the order we could all rise thank you very much so yeah we have all of our members present and they're the one we're down to 1.4 recognition component and welcome everyone uh I don't have my card but uh in essence so during public comment it's five minutes please don't uh have any negative feedback on the district or any personal staff and any public comment and the superintendent or myself we'll get back to you and then do I have a motion to approve the agenda I'll make a motion to approve the agenda from there right that's unanimously and now we are at 1.6 where the famous high school student limited so yeah we have acid and

002travel and say the the do-able do you have anything you need to preventative don't believe yourself all right um [Music] all right can you repeat that or yeah we play Friday against Kennedy High School stadium um soccer results we played really well a lot of calling this is foreign [Music] Banks area and on the second it was uh collecting them uh for the banks of the bank and it was a great success um for those that know the conference Hall that's in uh Banks High School it was filled with food when we were able to deliver it so yeah yeah to the ASB vice president fashion hi I'm Ashley um so we have quite a few projects going on at the high school right now the first I'd like to mention is electric clothing drive

003so this is found by the National Honor Society caring committee and we actually did it last year as well and it was a really big success and there was a lot more participation than I was expecting so we're really hoping that this year we get the same amount of participation that we saw last year um it's a class competition and we're collecting hats gloves scarves socks coats and blankets um it began today and then it will go through December 2nd and all donations go directly to Gigi's house which is a non-profit organization in Forest Grove that provides various items for anybody like hygiene items household items like all the things like that and we also have an upcoming blood drive so I'm actually the student coordinator for that which will take place on December 1st

004in the rest of the building uh it's through red blood cross and today was the first day that we began recruiting donors for that our goal is 66 donors and we are also opening it up to the public so I shared a link on the community Facebook page for people to sign up and also information on it so anybody can something that wants to so I'm really hoping we can reach our goals that would be super awesome and I'm decided to be leading this project uh the leadership class put on a bake sale on October 26th at upper volleyball game to raise the money for breast cancer research so I heard that they had a pretty great outcome on them so I'm coming down the foot up and then the leadership is also having another

005upcoming bake sale in December they know it will be at a home basketball game but the like actual date is to be determined and that's going to be to raise money for children in need during the holidays so yeah those are all the current projects that we have going on at the high school right now are there any questions from people in Stafford thank you very much okay what conditions this this month it's a little bit brief but I just wanted to draw the media bus rebate program um it doesn't report but um just want to celebrate we're one of two districts in the state of Oregon to receive um funding through a rebate program through the federal government through specifically the EPA to um uh to really have our suite be as clean and

006as environmentally sad as we can um we're receiving four approximately 4.4 million dollars from the um federal government to serve the students of banks some of you may understand or know that um our our bus is covered through a different company right we don't own the bus we haven't technically employ the bus drivers so our bus drivers provide a valuable service um you know that is driving out of the coast this weekend and saw how far our buses were to go and traveling most miles um of anyone are certainly on the bus for a long time so just a way to think about this brand in addition to just the idea of modernizing and the idea that the um the buses will be replaced at no cost to us the the cost benefit for us

007will come through like pass-through savings so where the the company you know saves money and replacement buses and when the company saves money in fuel costs will look better to see um see changes to our contracts so um the way and some of the details the details are also being worked out um we were pleasantly surprised um we have up to 11 buses that we can purchase you have to support Bank school districts so if for some reason this company goes out of business contractual things don't work out the the buttons and we don't anticipate any change you know that's that's the requirements of this this funding um the intent is elected buses and any changes that infrastructure that's needed um the community the community has been great reaching out to us in a broad

008Community just finding out all the things that go into electrifying your food um obviously the kind of obvious ones like how far can the buses go can they can they take a whole route it does mean like an electric bus will be able to make it through our residential routes they won't be able to make it to our sports events or other things so there may be an option to either one of the propane buses with the same funding or the keeps on the diesel loans other things we need to look at is um electric buses are much much heavier so is our asphalt up to the [Music] um in terms of strength you would need to to support the activity um our local PGE group is partnering with us we're actually meeting with them

009tomorrow or even some additional funding but but the idea would be that the buses themselves and infrastructure is covered and supported through this have you ever heard of the grant what type of those are rebate program [Music] um take ownership of the buses or do they reimburse the people who buy them or what they reimburse the people that buy them but they're under obligation that they have to serve actually the one as we do our research if this were to come up with anything that puts the district to need Financial Risk or financial you know challenges we can certainly not hate this right we still have the opportunity to pass back any of the money so that doesn't seem to be happening it doesn't seem likely as we continue to do the research the timelines

010but um we have to make orders um we don't have to receiving buses um it sounds like out there in the marketplace uh it's about an ancient fund wait time now which give a sign through the infrastructure uh just a couple of details around again with EPA with us this will be the thing that does look like um that the slow Chargers will probably be sufficient for our needs because one bus would probably be able to make it a whole double route on the charge but what we may likely put in one or two of that driver just in case um and those Chargers will be placed on our campus or at uh but we did talk about you know as we we'll talk a little bit more about our communities we can talk about

011our facilities plan you know is it is it worthwhile is it Forward Thinking to have some Chargers here not only for General Community use but you know if a bus comes from still probably more questions than answers than this whole program but we're working closely with midco and um like I said our local pgp um Department to uh to help us out so um those are really all the details I had I think I'm presented now as a celebration I know who's been populated about the financial side of it and we'll just continue to keep you all updated but uh school districts I in order I don't know I can only imagine names I know maybe we know that apply to the numerous districts you know we got any idea of joint application I know

012just some general comment I don't think anyone's told me exact number but many a lot and so um I don't know the criteria that means needed to support prior to housing so yeah it was and the the allocation to Oregon was something that exact number but the allocation to order was something like 5005 and so Banks is getting the majority of the federal allocation it's going to order yeah still trying to get a few more of the details um I I was I think I was a little bit wishful thinking that it would be a lot more fun to ride my record bus than a regular school bus time apparently they're being a lot more quiet that there's not much the students will notice differently and maybe some smile you know if if diesel has

013been a smell but they don't have fancy computer experience or anything like that but um but we're trying to need to get a little bit more information before we go super popularly not not just to be able to meet you can I just talk about what this may mean for um the availability to have um more frequent field trips in the description that's always a plus related right and typically it's like one class they get one field trip per year and I just wonder if they're having the ability to record their own buffers and having a little bit more freedom because of this grant if that might increase opportunities for more on Campus Learning let me look into it in my past experience the elimination generally been like I mean do we have a driver

014to you know drive them together and get back okay [Music] thank you all right um so we'll move on I I don't know um not yet okay so we'll move on to Public Works let's go uh I've been going alphabetical order so uh here if you're out here at first let me get my uh Tyler all right thank you um I guess there was a board agreement committee meeting before this and uh some amendments or something were discussed and there was a hard copy that I was able to read take a picture of in those amendments it said regarding public comment the board will not tolerate any audience comments from staff students or community members that violate the bank School District's anti-discrimination policies including but not limited to statements that are false untrue racist or

015discriminatory towards any person or group if an individual makes a comment that violates District policy the speaker will be told that their comment violates District policy and that they must refrain from making statements that violate District policy if the speaker refuses to comply the board May request the individual leave the boardroom if the meeting is taking place virtually the speaker may be muted if their comments continue to violate District policy so my question to the board is who determines if something is false untrue or racist or discriminatory I'd really like you to help the public understand how you arrive at that determination because those are very great uh those are very gray areas right something that might be racist for someone or untrue for someone or false for someone is not that for someone else

016so I think it it's good for the public if you were to be a bit more clear in your definition on what those things are because there's a lot of gray area there um if I read the non-discrimination policy on the the district website it says the banks Board of Education School District prohibits discrimination and harassment on any basis protective allow including but not limited to an individual's perceived or actual race and I I assume perceived is applied to every other descriptor that comes after that so anyone's perceived color perceived religion perceived sex perceived sexual orientation and there's a footnote there sexual orientation means an individual's actual or perceived heterosexuality homosexuality bisexuality or gender identity so if a speaker comes up here and says a man is a man a woman is a woman a

017man cannot be a woman and a woman cannot be a a man is that discriminatory in the poet's opinion and would that speaker be shunned from school board meetings because that's completely antibiological so I think it it's good for the public to please clarify what it means to be false untrue for the school board to clarify what it means to be false and pre-rated or discriminatory [Music] um you know I think it's a slippery slope when when a small group of people start deciding what's what speech is okay and what speech is not okay and I expect as a public person that votes in this District that an elected leader should be Advocates of free speech even if it's speech that they don't like thank you for your time benefits yeah I'm ready when you

018are so go ahead okay well I'm not going to say exactly what Jared said but I want to speak to the disagreement last month between Ayla and Carissa which I'm sure we all remember um I do not necessarily agree with everything that Ayla said but this relates in part to what Jared was saying and deep concerns that I have about how disrespectful derogatory and discriminate discriminatory are defined um I want to point out one thing from the work session will suggested that bank School District itself correct me if I'm wrong well be added to the list of entities that cannot be disrespected derided or dealt with in the derogatory way so we need to know how those things are are defined and to speak specifically to Ayla and Carissa's disagreement if Ayla was speaking about

019policy and ideology then and as opposed to the children themselves then I feel that what she said was it needed to be heard Carissa's right that no child should be told you are not welcome here but if it is speaking her mind about policies that she feels should not be accepted here that's something that the Board needs to hear um so I have a couple three questions I want to ask her as a an example is it just respectful according to the board to say that we disagree with the inclusion of biological males in biological female sports is it disrespectful to refuse to accept compelled speech related to pronouns that is that our children would be compelled to use the preferred pronouns of other children this is these are huge um civil rights questions facing

020the board in our district is it disrespectful to argue that some Flags such as the BLM flag are divisive and ask that be they be disallowed in Flags such as Christian ones are not allowed because the board's position has been that that's a protected class and so of course that's allowed but other things with regard to say separation of the church or state so those flags are not allowed and I would like to ask you whether you are aware of the Supreme Court's decision on Monday in Boston about exactly this issue 9-0 the Supreme Court voted that Christian Flags had to be allowed if all other flags are allowed to say this is immediately relevant to this question and the issue that Ayla brought up so um to what Jared said I want to know

021how our school district intends to robustly protect Free Speech I've suggested the adoption of the Chicago statement I think it's essential in our classrooms I think it's essential here in the school board public comment um time frame and I continue I would like if if you guys don't want to accept that what are we going to do in order to protect that um and then I'd like to bring up one other thing from the work session which is that um it was suggested at least maybe I wanted to know if it's been decided that these kinds of public comments are no longer going to be published online for the community to see and to listen to I'm deeply troubled butt up because the board has said they care about communication they care about transparency what

022I'm doing here what Jared has just done is not discriminatory disrespectful or derogatory in any way we are letting you know how we feel what we believe about certain issues and we think it's essential that the community be drawn into this discussion be allowed to at least observe to listen to this discussion it's not misinformation and that's another term that really needs to be defined by this board if that's going to be the reason for which this public comment would not be um so as could stop misinformation as well and maybe maybe the whole board had decided I'm not sure thank you moving on to uh presentations and the superintendent report yeah thank you Ryan thank you for the board good to see you today um appreciate all the work you did in the website

023and repeated time being taken um you know fairly brief report I just want to start out by drawing attention um this is this month November is a Native American Heritage Month um these are not my words I'm quoting here from from some of our partner drives this month is a time to celebrate rich and diverse open traditions and histories and to acknowledge the important contributions of native people heritage month is also an opportunity uh excuse me to educate the dental problems about tribes creating General awareness about the unique challenges native people in Facebook historically and in the present another reference specific to our agreement with the veteran tribes of the Grand Ronde we agreed to them that specifically we use braid as our mascot because um it is significant as it is a cultural symbol

024of Honor in the cultural assemble of spirituality and into a cultural assembles speak out of Peace who are uh our native community from that um just to acknowledge of what the Baltimore District the bank School District welcomes all students on our campuses and our programs we strive to enter the needs to build love clean and represented by our actions and records and we are committed to making sure that all the policies and action belonging to New Balance some ways that we are engaging right now with our community and with our staff in really defining and developing what our district looks like feels like it sounds like I'm sure trying to talk to each other or platinum groups one um we're engaged in this idea of strategic planning and I'm coupling that with portrait of a

025learner and portrait of graduate really what I mean by that is how the community are we going to Define what it looks like and sounds like to be a student in Banks and what we expect our graduates know and be able to do um we had I believe 12 different focus groups meet last week they were comprised of our youngest Learners down I think we got second graders and one of the focus groups the kindergartner we invited was sick that day um all the way through to some of our alumni and I I turned again and asked them their their age range but a wide range of community members staff students um and we just really ask them to make the questions on what's going well and kind of what are your hopes and dreams

026for the future these focus groups will continue into next week throughout this weekend in the next group next week and then what we'll do is um we'll bring that information back to our steering Community which is a group of um staff and community members and soon to be students what we're going to ask that team to do is develop a survey that takes the kind of results and themes of the focus groups gets more specific and we're going to hope that every single person in the town of banks responds to that program through community outreach and through just some good old-fashioned publicity as we get the result of those surveys we get the results of the themes or excuse me in terms of the third survey accounts we'll build that into what will be a

027plan a short-term strategic plan a short-term value state in a short term portrait of the learner and graduate it'll help Martin build short and long-term strategies and will help us develop that um District score right that we talked about which that is that tool of us being transparent with the community on how we're going to meet those goals we also have Equity audit advisory team that team is going is charged with preventing to the core of important outcomes um the outcomes are based on academics behavior and attendance the team is not yet met or reading this Thursday um or third in the afternoon November 17th if you got to date on that and they expect that report at the end of the school year we also have our long-range facilities planning team thanks for board

028members on that I'm sorry I'm gonna take a step back I should have mentioned thank you to the board membership for being on the continue playing and experience thanks to Dan and karista for being on our Equity advisory team and thanks to Ron Wells for being on our long-range facilities planning team um we did meet once but to build the facilities planning team we talked about priority priorities really trying to um come up with solutions that build off of the work that we had done in the past and meet the current context really the way I think about it that context kind of hits a kind of Trifecta of um really educating the community around funding of schools funding of um facilities you know the state of Oregon doesn't give us any money we can

029build schools like we we start with zero so I want to make sure this isn't a judgment on any past administration and past practice and you just by definition or a starting point zero we have a high school that's been neglected facilities and maintenance Wyoming and the other potential would have been significant growth in our community so we really need to marry all of those ideas and come up with a plan that meets them and I think that team is Opera I mean we had one two-hour meeting but I think we're out to the start we made some good connections real short term on that um yeah I mentioned this in the past our assessments our state approved assessments and plans expire this fund um and so this spring will apply to some grants that

030basically our guaranteed to get and we will um uh we will uh redo those acceptance most plans which gives us stock and to unlock some some other funding and finally team I haven't talked a lot about with you all about um internal Community we do have a group of teachers and administrators really investigating classroom practice working through the group called the center for Education leadership by the University of Washington to really focus on um classroom experience around this idea of classroom environmental culture so we meet multiple times to really get a little bit better discussing what um sort of high quality instructor looks like it sounds like and how we can have that professional discourse foreign [Music] school budget the 2023 2025 biennium and the budget since being gonna be set for that um right

031now we really don't know what's going to happen but we need to prepare ourselves to be able to provide information when people are asking it so just a little bit of a background um the legislator spent the state budget on two years guidelines and the first year the biennium 49 of our allocation and the second year buying only a 51 percent age um they base it off of this this thing called the revenue forecast we're doing other Revenue support at the end of November will be what they call them December 11th forecast that's kind of how much money we're going to have as a standard and then they look at other things that they call their current service level so I'm going to talk about csl1 the current service level that's where every state-funded entity

032anything that takes money from the state has a current service model it turns out if you take from what it looks like right now if you were to take what would project all the state revenue to be and you take everyone that took money from the state over the past two years and what their current service level would be it would only be about a two to three percent increase you can only roll up two to three percent and if we think about the way inflation is impacted costs over the past couple of years we're beginning to hear things that that number may be insufficient so the timeline is the legislature has to come up with a current service level that they are going to use that won't happen for a while but right now

033we're starting here with the current legislature the one that's elected in office now and it's been an office we're starting to talk about a number here that's nine billion so that's the state school fund so for all public schools in the state you know slice the pie up to 9.5 billion that's right around that two and a half percent increase from the previous by name my argument and the argument are many administrators that that's going to be insufficient and that maybe they didn't even use the right methodology and come up with that one reason is they're using historical data or wages so like what's the average cost of making sure the past 10 years and we found this Support over the past couple years cost of living increases and then significantly higher so so as

034we begin to discuss and begin to Advocate the state what we need to listen for is on February 1st um the the newly elected governor that's when her budget will be due that's when it'll come public so that's where we'll see what she is recommending a CSM current service model or actually a budget based on a current service level for the state's full clinical and specifically as well yeah when we hear I've been arguing about that and we weren't advocating for that there's sort of three pieces of data that is going to help contextualize that 9.5 number into the bank's District if say we end up and get a number that's just not sufficient we can't take our mobile costs we have to figure out where these to reduce or just put them into comments

035it's about sixty thousand dollars a day to run our district now it's actually a little bit more than that but if we did a furlough date we don't like save all the money for the lights and everything like that right there are certain contracts that we have that don't really matter at least in it but generally speaking we're about sixty thousand dollars a day in in money to run our district a teacher on average an educator is about a 78 000 a year expense from the district um now for our teachers out there who are like I'm close to making that money it's because that includes all the employer all the employees or all the benefits that the employer has to pay First Federal Taxes all that stuff but probably the most important number that

036you're going to want to think about see you're going to hear lobbyists say no it's 10.2 it's not 9.5 you got to get the 10.2 or 10.4 or whatever that number is every time that number goes up by 0.1 billion which is 100 million dollars across the state right every time that goes up by 100 million dollars that's 20 000 into the bank's budget so when we start hearing that 10.2 billion is what basically the the general consensus is to have adequate roll-up costs we'll know that that puts us in a about 70. let's see 520 000 short of what in general of what we may be to know about now way too early to worry about any kind of math but just these are numbers that we may need to use as legislators can't

037reach out to me and say if we adopt a 9.5 billion dollar budget and that gets you where does that get you in terms of rolling costs these are the kind of numbers we'll need to use in our advocacy to make sure that the students in staff kind of get what they need to to work um I'm gonna pause there then I'm just gonna do a quick rundown on the rest of the meeting but with that pause there the only question if it doesn't get to give a presentation a minute on current beer budget I'm kind of talking about next by Innings budget because it's a legislative advocacy that we're probably going to have to do at least an information so just let me take a minute is there any discussion or any questions around

038anything I talk about but maybe specifically the budgetary stuff with you is a a graph that charts the revenue and expense lines on an annualized basis for the preceding five years because we all know that funding comes in uh out of sync with expenditures and if when we get to the budget we'll see that there's a character that's being generated this year but that doesn't necessarily mean anything because we have to go back and remind ourselves where that's going to go when and if we could have as a rule that that that trend line and we can see how that prepares to last year this time our brothers were here it would be a pretty simple representation of tracking then we'll be able to expect if we see that oh we got an extra billion

039bucks but oh but that that would get hit hard in December yeah that would be helpful if we could do that down here thank you uh one thing I know um uh funding is based off of involvement in our department and I will run that was down Statewide and that was it was product was being changed yeah no that's a really good question so Statewide we think we're down about 20 000 students um I'll stick to the facts of this one I'm I'm very very very very worried about what those students are because they're not only a down enrollment they're they're many of them are like unaccountered for but what I mean by that is we don't have records requests for them if a student goes to any other school things we get a record

040request so we can at least kind of know where they're going I I'm not sure we don't have information you know where all the money thousand students are however if there are truly 20 000 students that no longer need to be served by public education then there is an argument to be had and we need to do some kind of writing membership to level seven twenty thousand questions now on fence though we are right now 30 students about above where we budgeted them for this year so our enrollment is increasing but it seems like if we're going to give back some of that coveted then of course if the kind of Housing Development you know yeah they're pretty certain parts are going to come in do you know if the state has on their agenda

041to uh where are those 20 000 kids in your example where what are they going to go back and and assess to right now um and again we're gonna have a newly elected legislature and Implement decisions for this gun but right now it appears in their formulas that they are considering those students they're not part of our system that that may change but right now from what we're hearing the fact that we're getting from those you're looking Lobby of today's School Board Association and things like that what will when it really comes out is when the new government comes out for Budget on February birth and then you'll be listening for something that the co-chairs and the ways and needs committee they will like put out the official you know budget that'll get um likely

042doesn't have to you know do our processes likely will happen towards too much whatever number seems presented one if you know maybe like put a budget out of 9.5 anybody about it kind of a or a 9.8 and a 10.2 or something like that but normally in these cases that's what they end up having to do this but on two budgets discuss those and then hopefully by the time you're done then we have a statement yeah it really doesn't um and that's one thing we need to just continue to kind of advocating and insight Advocates just explain to them what um what how are costs are different and but there's a lot to happen between now and that's absolutely Superior yeah 100 thank you extremely early in the process all right Dustin I think uh

043I think you're up thanks I have a pretty short presentation tonight um we want to bring up everyone's favorite topic finances um I wanted the board to be able to get a look at how things are going this year um and give you a chance to ask any questions um for the board and for anyone who has access to the agenda packet the report I it's in there and it's it's uh called the October 2022 general fund financial report they're here looking at that map so um basically what it's showing is our general fund our money that's funded as Brian was talking about State sources um things that aren't funded by grants and debt things like that um I wanted to give a look at where we are as of the end of October in

044terms of Revenue that we've received in various sources and spending that expenditures that have taken place um so uh there's and to kind of address where what you're saying with what you're wanting to have a look at how things have grown over years I I I'm already running in my mind I think we're going to get a good uh good graph next time to take a look at that but I did want to to confirm that there's a column I talked about the budget through 1031 and this is kind of my um best forecast based on prior going back in Prior years and looking at when we receive things when how much of the states are stated School fund we've received so far how much so that is kind of an educated guess on what

045I would expect us to have received historically at this time of year um and for the most part when I calculated the actuals they came in pretty um pretty consistently to what I had expected from a budget standpoint and that's that's uh encouraging uh encouraging so far uh so far in the first couple months of the year coming up on and you know four or five months with this figure uh I wanted to to draw attention to the uh resources other actual number and that reflects our beginning on balance as of when I did their support that was three million 82 000 84.50 now this number as I've prepared um for the auto this week I did end up doing a few adjustable journal entries and that's changed a little bit and also the Auditors

046will be visiting this week um if they propose any journal entries but I would expect this number to change more than maybe ten thousand dollars at most and so this number is about 5.4 lower than the general fund beginning fund balance when we started the 21-22 school year now this isn't the ideal situation we obviously want to be adding to our beginning fund balance every year but this is in line with the projections I was aware of when I came in in June and that we were expecting it to be a little bit lower however there is certain things our actual if you look at the actual number versus the budget number it's almost a million dollars higher um so we do budget conservatively and there is you know some reserves between those two numbers

047we also have um the adopted budget includes a million dollars 42 699 4800 and unappropriated ending from the balance so we've already left aside of the million dollars and we can't spend no matter what and also a 50 000 contingency so overall despite the fact that the beginning one balance did dip um overall we're still in a very healthy position to have healthier reserves and no major concerns in that department um I wanted to to draw your attention to the local Revenue you'll notice that that encounter is very low compared to the 3.7 million we were expecting it in total and this yeah oh no I just messed up their computer screens I made oh GE fill up their entire thing on an accident um and this is because the majority of this revenue is

048our property tax levy and those payments are coming in right now this is the main right around today where where tax payments are due so they'll turn those over to us in December unless we'll get into both of our year and what we received so far is basically building tax maintenance from prior years I wanted to draw attention to the uh kind of school fund as well um based on our first two years first Pennsylvania county school funds this number is actually almost double what we've received last year so we should expect to have that bump in the county school funds this year so that was the one line item that was kind of a quite a bit higher expected um so that's a good news and then so far we've received five of our

04912 State School fund distributions and these estimates are still based on the May the initial May estimate of 22-23 so this is probably going to be updated this month and we'll start to be able to dial in exactly what our school state school plan money will look like for the year um so with that whether there any specific questions that the board had on our general fund how it's looking to involve as you foreign [Music] okay thank you very much oh yeah sorry I didn't have really too much to add and Brian covered uh the good covered the good news about the Queen's School Bus program rebate that exact number is 4.345 million dollars and 11 buses is the plan um my understanding I believe is uh some of the criteria is based on Route

050lengths and things like that with our district having long restaurants and we need that played a factory things like it so yeah very nice definitely one of the things that I heard and maybe you'd have memories on this but I I as I understood this you have two buses that need to be replaced and directed and the lineup and I'm not sure if that was and our budgets going forward that they had to be replaced [Music] that um when we have buses and repairs for buses and in our budgets I don't know if we are allocating that uh we should be burning with us yeah Brian mentioned it earlier we don't actually um the way we have a third-party contract in Mid-Columbia so there's loans there Bus Barn homes their buses um so we don't

051actually expand that way too much to replace buses yes so where the savings would or the changes that they come from that would be in future negotiations on the contracts because those contracts do include an annual negotiated fixed cost rate of my payment yeah yeah that factors in all those things including wear and tear on on equipment thank you thank you bye [Music] that's what you understand okay and then I'm going to go on down to discussion items um right so the discussion items last night we we actually brought this up as a discussion last meeting and there was a pretty significant amount of context and comment and so this is actually the second time you're seeing your proposal changes to your policy bbbh which is public comment um there won't we are recommending that

052this serve as a discussion for you that you see the post changes um giving feedback comments ask us to bring anything back but um that that sits and it's not known as an action item right now so I mean open up transporting I'm going to try to multitask with these things is oh thank you thank you thank you you might be able to get the other things Jacob if you hit follow you can see what it says follow to get to the actual policy itself that's just the situation page you don't see the negative says followers go back and um proposed policy let me see exactly something like that but yeah proposed bve age perfect ly um so these are the same the things in red I'm going to change this to your policy and

053again they're actually mostly not changes what we had was board agreements board policy and then just stuff on their website it was all trying to say the same thing you know the most in agreement with each other but it just hadn't been updated to use the same workers and so there it in minimum extreme confusion and then a few times we didn't create some discrepancies so um the board of y'all have this in front of you [Music] um it's just open up for your discussion and you've taken the different record of the conversation had during the war session we did yes those minutes will be posted on the website as well as any changes to this energy any questions so we'll next session is we did have some questions and some qualifications will bring this

054back to you for the action item in the next point with those things your action item moving on to action items this policy j c d and j c e a r I'm going to click on the situation page or the sit page for that um this is the policy and the only changes the policy with our medical policy or our medication policy it's adding the the Narcan the opioid overdose um medication to this so um you can open it up to any discussion or choose to um make a motion to reaction s and who absolutely adapt to policy jhcd and policy jhc presented discussion um [Music] Daniel starts off sure um we've been before Thanksgiving but I was actually driving by the reader board did it cracked me along but this week we have

055our teacher conferences yeah and I uh I got a little sad um just because like this is the first period of 20 years parent-teacher conferences but it made me really thankful um for everything that the staff the teachers have done over the years for my kids and for the kids I just you know in order to say thank you for that thank you that was hard the foreign I just so appreciate our kids from our schools coming in and telling us what's going on and I want to tell you the school the food drives that they do is so beneficial to our community and how um I feel that there's because it's volunteering and so we're teaching them other things besides everything that they get in there learning at school but we're also teaching them

056how to become citizens good neighbors people that will reach out to others that's what we're hoping and so I think that we're a good working Community because we have everybody working hard to help pretty soon we're going to be giving out Christmas boxes to families who are just having a rough time around that time of year might be two people making an income but when Christmas comes it throws them off and so I get plenty of help from our community and our schools to see that that's going and so we just have so many good things this is a real good community and and I appreciate all of you coming to help us be the best school that we can believe I guess the main thing I'm kind of excited about is there's a there's

057a lot of things going on and Brian's got a lot of things going that needed attention and both in terms of clarification and also in terms of action and the committee set up for example on the page of that we're interpreting partner we see a lot of areas we're going to make progress on but we have not been able to both because we weren't oriented that way because Cobin had set us back so far uh and so I'm actually really excited about all these things they're all going to produce some great stuff and I appreciate Brian being willing to just take it head on and jump into it and uh start moving through it and get it done that's happening um there's gonna be a lot going on in the community the community at large

058in the next year to five years that's exciting we're going to be part of that there's some collaboration going on it that hasn't happened before I'm excited about that I think it's a kind of a cool time or it is a cool time for the community and the district is part of it and so I'm really pleased with the people we had involved at the birthstone and uh looking forward and uh and supporting our kids Chris yeah thank you I just wanted to express my gratitude to every member of this District um from our groundskeepers to our custodians our bus drivers our cafeteria workers our three theft teachers but I've got to be a part of your job in monetary wall ball um you know all of our teachers are admin our students our staff

059anyway I missed I just I feel very um grateful for this community and the students here and the support they're getting in front of all the hardware and I know by Thanksgiving it's like you all deserve a big long break if you can read another calendars you get a full meet next year um but I also wanted to just circle back to the responses that I shared last month um and kind of gave a little context to my very passionate response when and there's what I've heard with the request to not include individuals who identify as transgender in this district and I just wanted to acknowledge that it was a very passive response um because of my 25 years in education so I look at these things and these comments through a different lens but

060I also want to acknowledge that in my defense of inclusion and belonging and support and connection and Community I may have alienated some individuals in this room or online and if I made anyone feel unincluded through my comments that was never my intention and I really believe that we all can debate policy and ideology all we want to but everyone still has a place of belong or however we believe um but I also think that it's really important that with our roles here um comes in huge responsibility and so for me I feel like it's my responsibility as a board member and as as members in general to really help establish that sense of belonging connection yeah right um so I think that's really important um and like I said we can disagree about things

061this is the beauty of the United States right like we don't have to agree on things but um when it comes to fundamental civil rights of our children that's not that's not something that we can debate right that's just those are the rights of our children in a public school setting here into belong so um those are those are actually little contests right um and part of it I think too is just hearing a beautiful present Nation from um are from about the special education program here at the special education teacher right that really triggered this remembrance of our history in American Education it's one of exclusion right and it's one of alienation and marginalization and you know that started with the institutionalization of our students with um they were in the library and helped

062that I think until 1975 right go down the road to where I work and we have the Indian boarding school right that literally what they call out in Canada the genocide schools right that tried to completely and totally eradicate an entire culture of humans right they couldn't believe how they wanted to believe they couldn't speak their language they couldn't beat who they are right and then fast forward in 2022 and now we have a new movement that's against including kids who identify as lgbtq plus so that's where that really passionate response comes from from me and I think it's just important that we remember Public School setting all of our children's Market and I've always work to defend those kids so I totally agree and uh yeah thank you honored because this magical District um

063so it was last week on Monday I got it sit down with the EPA and uh right the people from our managers yeah anyway um longest our longest bus route that's 45 minutes and 45 minutes of time for those kids to sit on the bus and what occurred to me was you know big difference from going from transitioning from diesel buses to electric buses is that's 45 minutes to those kids not you know not having to listen to the engine uh Rumble away and then counteracting that with you know turning up their headphones or trying to get their games or whatever they're doing uh that I think the transition to that technology um as as we figured this out and a lot of good questions and whether it occurs or you know how it serves

064our district uh that I can only imagine the conversations that the bus drivers are now bringing them to hear every student on the bus because you know there's not that a critical noise that's been generated by the engine um to be to have almost 4.4 million dollars donated to our district from the state uh you know from these federal laws it's just phenomenal um what I heard them say was that from the EPA Regional director who in charge of Alaska and Washington had an Oregon item where it was that um our allocation the level and largest in our state but in the whole world there's a region uh to give you an idea and a sense of the investment just amazing and again I just want to thank everyone from the district and people attending

065here and I'll go ahead and return the meeting thank you thank you very much
