hello everybody welcome everyone yeah [Music] I went to foreign [Music] and then 1.6 uh we have Ashton which will be available foreign ASB vice president at the high school so last week is homecoming week and we saw a really great participation in all the school spirit days for dress-up and the class competition I think everybody was just really excited to finally have a normal week after coming back into coven years where uh these class winners for the competitions with the senior class so congratulations about seniors that was exciting of course and then the princesses were freshmen Stella Jones sophomore Isabella Jacobs Junior Ava gogroff and the three senior princesses were Madison Walker Paige McKibben and Stella Santos Friday night was the homecoming football game which was a big win against New Year with the final
sport of 49-0 at halftime the homecoming theme was announced who was Madison Walker so congratulations to her following the football game one of the homecoming dance on Saturday night which was a really great turnout I had a great time I think everybody really enjoyed it again with a normal homecoming dance moving back until it so that was a really great time everybody have a lot of fun passports currently are football volleyball boys and girls soccer and then Fox Country this year we have a really great participation and really great numbers in all of the sports for the first time in many years we have a JV boys and girls soccer team in additional JD and Jaden to volleyball so that's super exciting and then cross country also has really great numbers so that's always been
fighting for the last couple just wanted to feed more and more people each year uh the current rankings for early division is volleyball is range 16th football is ranked third girls soccer is named 15th and boys soccer it's blank 44. uh cross country does not have team rankings however they just had a an Invitational meet in Rainier on Saturday and they had really great outcomes the boys team placed Fifth and unfortunately the girls team were planning to faced YouTube girl runners however freshman Sophie schoolmeester and freshman Community we've had really big finishes so if we finished first overall in the world and we placed fourth overall for boys so congratulations to them that was super exciting uh After High School this year there is a new no cell phone policy as a senior this is
going really well for the upper classmates there are obviously a few you know students each class can be either nine years but I think it's been really great so I'm sorry so far going really well I think it's really you know you can see a lot more engagement and focus in class first last year with a big law of distractions of softball so I think it's really beneficial and a positive change to school for sure um another interesting in the high school is advisory experience so this year we have advisory period every Thursday morning when we just need our class and this has been super beneficial as well we're doing the new character strong program and I can definitely see students being engaged in that and you know we're just connecting the students even if
they're students that we want to school with since we were kindergarten so you know having fun talking and whatnot I've also been super beneficial and I'm like positive for class meetings so for example the week before homecoming we were able to take that advisory period to have class meetings go over homecoming week expectations rules and whatnot so we didn't have to go into academics last time or lunch time so that was super great and I think that advisory series and I think that the 2022 school year is just really off to a great start and a really great participation in sports school spirit and academics and I'm excited to see what the rest of the programs so this is another questions foreign [Music] 20 second Breaking Point okay um well first of all I want
to say um whatever you thought actually did public speaking and I shared the activity from a high school so very nice yeah so I have um the pleasure of being here tonight to celebrate our low-incidence disabilities program in the district and we refer to that at the light field room at the high school and the SLC at the elementary and middle school and when we talked um in our in our administrative team about things to celebrate in the district this came to my mind right away that um I wanted to share some information with you and talk a little bit about our amazing students staff and the parents that we have on these programs just a little bit about a little bit expensive disability in the classrooms um they usually the students that are usually
in these classrooms or programs are deaf departing hearing deaf and blind blinded visually impaired autism spectrum disorders automatic brain injury and Orthopedic disabilities and there are going to be others as well and there but these are kind of the kind of the main categories for these programs and they serve just as we do students kindergarten to 21. so we do have computers in our program who are both high school and teach students as well in our program so I want to just share tonight just some pictures and a little bit of information about the great students that we have in our program as well as the staff so our goal for our students in our SLP and life skills program is we want our students to engage in high quality inclusive education provided by trade
and carrier professionals so the goal of these programs even though we would separate classrooms for this program our goal is to get these students out and with their gen Ed geared as much as possible and our Educators in these programs have that from the center as their goal is to incorporate these students days and activities and things with their gen Ed here so our why I want to talk a little bit about why are we celebrating um why why do we want to talk about and recognize the staff and the students and the parents in this program and really our why is the students we feel really really proud and really really fortunate to be able to have these students in our district that we can provide a program where we don't have to send
them to bigger districts where there are these programs that we've been able to provide as a small District this program in-house which is a really really big deal and as I visited um administering from other districts faces known for having this program and for being able to do housing students and take care of these students and their families and our districts so we're really really proud of that um so we'll just started the elementary school and share a couple of pictures of some of our students and at the elementary school okay this is Leo and Max and it's the first day at the elementary school uh Marissa Moser is our teacher at the elementary school and she does a great job each of our classrooms have a certified teacher and a doctorate assistant depending on
the needs of our students in that classroom and this is Riddick in Graceland also on the first day of school they're always so excited and the elementary has a great classroom because of the way it's built we could take the divider out of one out of two of the classrooms and make it one big one which is a great space over there so we're really fortunate about that the middle school has a brand new program this year and I know on the schedule are on the agenda that said I was going to be talking about the middle school but I wanted to talk about just this why but our middle school program is new this year um we have in the past um had a program in the classroom at the elementary and then we
had one at the middle school but it was it had a student six through post high school so we have so many students know that we needed three classrooms and so we've moved our high school students up so that they could be with their vet Ed pierce with the high school and we opened a middle school classroom and so Jacob um we have just a little video to show you a couple of our students at the middle school are we going down [Music] are you gonna get me oh yeah [Music] [Applause] [Music] all right Mom and Kara was the maid she was the main star in that video uh because she is so much fun to have at the elementary school just as the others are um but I didn't just do that because her
mom is you know in the eye and after anything but I think that one of the really the things that I feel really proud of of the program is our staff work very closely with the parents and that we truly see ourselves as a team with the with the parents and with the community I know you lost my power question oh there you go okay and then this is packs and Pax is now serving lunch at the middle school so this is the first day he got the third lunch and he wasn't really really super fresh so um Vinnie ended with another one of our students he's also serving lunch at the middle school this is the first time for this and this is our middle school classroom and they really are just a family
um in our classroom and we're super proud of the program that we have up and running we have great staff in there who doesn't care so much about the students a big high school so now our kids who have the Middle School Bus we miss them but they went to the high school they still come over everyday and bring coffee so we get to think of every single day and they face on third on Fridays so if you get on their list you want to be on their list because they've made them increase on price this is Sean Sean's been with us for a long time and he is doing his shopping at gyms um for their cooking this makes me a lot of Fridays he's not always happy about walking to gyms but he
does a great job um a recent field trip that they went on one of the big things with our students who are transition age are Community outings so they do a lot of community outings this is Oregon Heritage Farm payment to the pumpkin Patcher to visit the animals there just recently and there they are again Joe and Sean and Kimmy and Harvey and the Americas Park this is a park that is not too far from our school that has adaptive equipment so it's really great we can take the students there and they have a really fun idea that Joe and Marty and we and then they went to homecoming dance last Friday so the Martin and Kimmy um and then Marty and Timmy with their friends and Marty told me today and the only thing
she was disappointed if they didn't play the song that she requested about that um but they were super excited about getting all dressed up going to homecoming and some of our staff showed up there at the 11th and downs as well and we're super excited about them too yeah so that's just I just want to put together something really quick just to showcase the program that we do have here at the school district and um I know myself and all of our staff build a lot of Pride and what we do and how therapy students I just wanted to share them with you tonight foreign speakers that may offer objective criticism of different operations or programs but the board will not hear complaints concerning specific things to a different person and with that [Music] um
yeah we had two comments of Jody Arthur hi everybody my name is Jody and yasma Resident um and I first just want to say thank you Brian Brian the way that you could come in and that you have expressed and shown and already modeled the you know that um that we value communication and it means a lot to all of us and certainly love everyone here so I wanted to thank you for that thank you for the way that you're already trying to look at our requests for more interaction um and that we would that there would be more transparency more communication to people um I want to reiterate a few things just that I've said over the whole last year since you're new um and I just um kind of want to just run
through them um but basically the first one is that I would like to reiterate a requests of a significant number of us in the community for a form in which we can have deeper dialogue about informations whether that's a town hall Forum like um I mean even quarterly some some time where we can discuss things that that come up in board work sessions or in these board meetings or anywhere um or a q a perhaps at the end of um of a school board meeting for being uh so my suggestion um because basically we have five minutes to say something and you might question us we don't have an option to question you guys on things that you're thinking about and policies and things that um you know they're coming first um I'm sat in
on their work session and I have one question about amendment to board policy and that was the discussion um about the responsibility of the board to represent the voters and I would like clarification on because I didn't have a packet in front of me and don't understand exactly what you guys are going through and what we see what and almost being stricken out um and will suggestion that you know about toward the best interest anyway I would we would like to know specifically um what you know I would mention them in that that specific instance so I'd like to perform in which I could just ask that and someone could explain it to me quickly and easily but I appreciate um Brian you're saying that you want to be committed to respond to all questions
um and she was raised by Republican um and then I want to um I want to reiterate or bring forward some of my concerns about um learning standards coming down from ode and things especially related to social science standards I printed them off today and I just want to read a couple two tiny things that are serious cause for concern for me related to um related especially to critical race theory of you know I profit multiple times and specifically for instance in grade one there there are multiple multiple items like Civics and government financial literacy that are addressed and economics is one of them um it says appropriately identify sources of income but secondly it's the new standard here added just for 2021 is Define equity equality and systems of power in grade one and
if you know anything about critical theory this is what we're talking about this is where it is coming into our learning standards and into our classrooms um and in grade four um for instance under epon instead of examine the consequences of power and privilege on issues related to Poverty income and accumulation as well these are the things these are the standards that are our schools have to need right and so what I've asked for and what I've printed out for you um is something I asked for before from Jeff which is that our school district we consider adopting the pro human learning standards found Fair um and I just want to read something that what Sarah says about themselves the foundation against intolerance and racism it's a non-partisan organization dedicated to advancing civil rights and
liberty for all Americans and promoting a common culture based on fairness understanding and Humanity Fair learning standards provide essential guidance for teaching and learning about the histories experiences and contributions of people of different cultural and ancestral backgrounds in the US these standards can be used for inform and guide curricula in ethnic or racial studies history social studies considers and economics an existing standard from these subject areas generally provide either cynical or Triumph abuse this Fair standards avoid both mistakes well honestly honestly acknowledging the injustices and failures of the American effects are standard emphasize emphasize constructive principles that Inspire optimism for the American future um so I've included I've printed those out for each of you five seconds and the other things I've put in here that I'd like you to see is that response from
the fair to the Federal Department of Education proposal on um proposal stop foreign proposal for uh inclusion of um CRT from the federal level so I would write the us as a community to continue the dialogue about what how we respond to that and I think fairs are really important way to that and lastly I also proposed and asked that we might as a as a school district um adopt the Chicago State with no free speech that came I suggested that back in February and I was I'm holding that mind to something that our school district will give out in order to guard our children's free you know right to free speech in the context of discussion but he's really you know especially abused so thank you thank you thank you the two things you're
concerned there that those things are being addressed for the way they're being impressed thank you will I I'm concerned about the way they're being divorced absolutely um and in fact I mean I can give a I want to I want to communicate again that I care about these issues as much every Iota as much as anyone who is on the other side of the political Spectrum for me I feel like these issues are the most important political issues of our time that race issues are Central to Healing our culture and we don't I do not want us to do less I want to say one thing back in April I think someone asked the board said please don't let the equity committee be derailed meaning by me and I wanted to say I have no
intention no desire to derail it I want us to talk about how we do it and that we do it in a real human way as opposed to a way that that divides with our children teaches them to to look always through race clearance to racialize everything I want them and US to deal with race issues directly and in significant ways not superficially and not putting it under the carpet and not in pretending it doesn't exist in our community because racism happens um and and we need to address that but that we would do it from from a different uh in a from a different perspective in a different framework okay thank you um my name is I'm about 40 years in the community now so uh I want to speak today about policy and
I guess basically it would fall under our admissions policy for certain things a child has to do to come to this District birth certificate vaccination card I can't remember what else where you live there's your mom and dad and this emergency contact but I think this is the place where we need to realistically talk about gender and what this district is going to recognize and not recognize and I think when you have a birth certificate that states your gender that should be how you are addressed and how you function in this school district if you're a boy when you're born when you go to boys sports you use voice facilities if you have some particular or and same for girls you know crossover indeed opposite gender Sports you have a we have that business that
can serve people's private individual needs either sex and I think we need a policy to be proactive that says no not here we are not doing transgender uh activities that puts children in Office of Sports and for an example I guess recently the soccer girls I don't know if it's here or no school went to Astoria and there was a girl there that identified as a cat and she has a litter box provided to her in the school so I'm just saying no not here and I know I represent enough of the constituents that pay taxes to this District to say no not here pronouns are abnormal the way they're being handled here and in our whole state we have the basic his herb she he we need to get back to that children are
afraid to talk to people because they don't know what pronoun they use how ridiculous is that and what a waste of time so I want to see a policy that addresses these unfounded unscientifically mandatory unidentified issues that is happening in this District you have 30 40 kilometers yeah identifying this family something we only have 1100 kids that's statistically impossible medically I'm an old nurse 210 000 boys have a biological issue one in forty thousand girls have a biological issue so I'm saying here today that the gender activity that you see in this District is etiology and inclusion Equity contamination you have teachers but I know of in this District they have to show you their lesson plans they teach everything but when they have free time they can do whatever they want you don't know
they're not a lot they don't have stuff they don't have to record that or tell anybody so you can have it 20 minutes some free time because you've finished your activity for the day and you can take a gender quiz if you want to okay okay we gotta stop that and furthermore Dr because it's divisive and it wastes our time and this unrealistic in our society 0.01 of people function like this we don't need to do that here finally Flags we have a couple flags that belong to school American flag Oregon's flag and the flags for our Sports of our teams our brakes BLM pride and all these other flags are divisive somebody said no it's you know they're just whatever warm fuzzy inclusive nice things done or not with my team is here you'd
see a pride flag and said well you know that makes me yeah somebody said to me well it's not like it's a Nazi flag or something uh well I'm sorry but guess what it's divisive we'd have to stop this let's get back to what we're about we're about all belonging to Oregon all belonging to America and all belongings against the district moving on to the presentations and reports yes chair grandmother in the board and the Republic um I have two to the report so I'll take them separately purchased by superintendent before with retired to update the board on timely and relevant issues tonight a significant piece of it will be around opportunities for Community involvement three different teams that will be forming um Outreach going on the next week and meetings starting end of October
through early November um but first I want to thank Ashley for uh coming in and talking to the board representing our students and um by possibly being the first student ever to um give positive regard to a cell phone policy um and just to Echo how great of a night we had Friday night and I mean a football score well that was fun and everything um just to see the community out and the celebration and um the noise of the cannon and the the grooves and the parade and all that are looped out nice to have that stuff again um and thanks to the public comments part of uh public service and public discourse and uh appreciate the process so um in the packet you'll see an extended four page report that if I would
agree to you we would never make the agenda that I'm going to make some highlights um the first opinion that we are coming out is um when I'm cleaner I'm putting audit advisory means um states that requires that districts did you provide by 2025 have an equity advisory team obviously it's not 20 25 yet but on the firms process a little bit early and including the term Auto and the reason for the term audit is that this year's team will really be um tasked with and charged with looking at what are our practices and what are our out so it's kind of just the facts it's um it is not a team that will be yet talking about what changes we need to make it will be actually just identifying what are our transactions and
outcomes an outcome of two two different activities if you will if I separated them one will be through the used other questionnaire it's a free technical document it's not a yes or no it's kind of a language scale sometimes always never you know um or around a virtually all aspects of school government and opportunity the other will be the team um during the first meeting we'll be looking at academics attendance at behavior and writing The Guiding questions that we should be looking at so the team will be developing questions to be as simple as you know what are our our outcomes in 11th grade math predictable by demographics thanks Ashley thank you have a great night um you know set of 15 guiding questions that we want to have answers to what data would we
need and so the district would then you know go back bring that data back in the team and ultimately what that team will do is come up with database to answers to those guiding questions that were developed and present those as the first report to the board of the Equity guide and advisor committee that's scheduled to have a timeline um of about April between the data that um that that report we presented at that time we will need to convene another interview could be the same people could be additional people and you're not you're not kicked off the committee because we disabled underground but then that will be uh okay here's our you know results we came up with what are the actions they'll have to align strategic planning uh the line with the vision
of the line of Elections going forward um so let's get a community one to me too that we're we're um is a long-range facilities again a steering committee and I want to explain why I've added the term steering committee into long-range facilities planning and that really is because of the um kind of research I've done over the past couple months and where we've been in the district and I I have this again in the report a lot of information I'm just going to highlight everything um one we have Realtors available to us and school districts to help us with any land acquisition or land trades or anything that may be possibly come up throughout for our money [Music] as we look at our current law the one that we used to pay for the elementary
school we have we still owe about five billion dollars on our general obligation fund um through some what can only be described as very thoughtful planning our rate to pay off those bonds is extremely low right now it's uh about a dollar eighty one per thousand dollars of assessed value and over the next five years it's projected to stay at 1.90 which puts it to the near the bottom or the lowest level of um um Bond tax of any of our local communities the challenge to that is with the interest rates the way they are now we really have no possible way to benefit from any kind of like refund that just is what it's going to be for the next uh five years however it is possible for us should the board choose to
at any time before 2027 it is possible to go out at the voters approve another bond to not pay for the to not start paying for the entire thing until the middle school bond goes away so basically the example I use is let's say we need to go to 225 to get a high school debt 225 per thousand dollars and right now it's 191. between now and 2027 you could just have a community pay the difference you take a little bit of a hit on it on interest rates of course um the joke though the the financial advisor getting it it's not as best it's not being a mortgage payments for four or five years like there's waste and structure but it does come like per month you sell there's less usable money that way
but you're not asking taxpayers you're essentially double their tax rate for the next five years so then it gets a little tricky a little bit about construction updates I know that's all pretty well public knowledge I don't have any specifics or any entire information on that however here's where it gets a little bit tricky prior facilities Works changed their assessments and plans right like formal paid assessments and paid plans to qualify for Oregon State matching grants which can be in the ballpark of four to six million dollars those those plans actually expire at the end of this challenging year so it may be advantageous and we would do this at no-costal District it may be advantages and likely have any of this to actually redo those assessment plans again you can do so at no
cost in the district could that buys us more time if we were to use the current assessments we'd actually have to go out to the voters in May of 2023 which doesn't seem likely that the board will think it should be ready for assessment of the time but if we think we can we return and do it uh the other thing and it's it's a cute acronym oscim I don't know what it stands for but it is called the awesome brand um that's the the four to six million in available fund um there is proposed legislature for the next session because of construction costs that that four to six million dollar will actually be increased I don't know how much but increased somewhat so it may be again advantageous for us to enter into the
next round of awesome Brands rather than try to use quickly um what you see in your report there about the cap Grant again lots of emails in here but to summarize what we see in there about the pathway those are grants that we can be awarded they're non-competitive brands for completing a new assessment complete a new plan and the new plan would also um I'm not saying the other one did it but be sure to include both side maybe um measurements I guess seismic um yeah thank you what do it take to decide to make upgrade um and and um hazardous materials and really just sit there talking about perspectives so that would be all those are in the task so um I'd like to convene a steering committee for that facilities team to essentially
come up with a timeline a timeline for a plan that we can put into action and so I had a springboard plan getting that together in again I told him I do a little bit of an ask but late October early November um what are our guiding principles for the project what's the starting point for that being that bill got a previous work and takes into account current realities um what is our strategy and timeline in reference to the awesome grants and the cap grants and what are our key questions ones as we are building out with that I can count no less than five different potential developments in the community what are the pressure points in the district probably one um the last group that we have is a really a visioning steering committee
in that committee like like all the Committees will be composed with both District staff and members of the community but what that steering Community really looks at is it's kind of an oversight committee to making sure that if we go out for focus groups and we go out for surveys are our are our focus groups attentive to the diversity of the district I mean do we have representation in our focus groups we have representation under other committees and we have representation in our service and I'm going to try to use a 10 research a word with two trained researchers to my right and they will serve member checking for our qualitative research meaning when we get the focus groups back and we start to make a claim from this is what the focus group said
or this is what we can do we would go back to the steering committee and say well this is what everyone said are we interpreting that threat plus okay um so those are committees and then this before we open up the discussion so I can finish it off I just want to preview tonight's meeting um you'll see in addition to your packing um and they're called Situation Pages essentially our goal is to eventually have a simulation paid for everything but what a situation is page does it briefly describes the uh either the policy or the general situation of the topic and give you a recommendation on not what the action would be we're not recommending to me like both one way or another but the recommendation may be you should consider voting on this or
we're asking you to vote on this or like tonight I'm not asking about anything so we're just asking you to engage in the past some questions so if situation pages are just with with y'all again thank you for volunteering your time when you come in here and get 50 page passes from us the situation Pages they're just intended to kind of help out a little bit um right after this we'll hear another version of our division 22 assurances the board was engaging in the work session this will be our public or more public as you know one sessions in public but this will be our more Public Presentation to that your consent agenda to have standard items and then we do have two policy items um one is around uh we have staff here to
prevent around the Narcan fentanyl um overdose reversing drugs and we'll do a much better job describing for me and then um and we'll change the public policy to reflect asking um clarifying questions and to reflect on that each public accountancy will receive uh response from the districts that's different a little bit of a long-winded report but that's what I have happy to take any questions is there any provision under the tab that references security schools community at all or is there anything any um related to that topic thank you so much for asking that so I don't believe it's on the path but yes under other funds um I don't know what the bill is officially told but it's kind of called the bipartisan Federal bill of the responsibility shooting right now the only expenditure
that those funds are actually impersonated so the only thing that's come out right now are additional um supporters for mental political students and those are all at Regional mode so they would be like in our ESB getting support from them however Cosa let us know that in December there will be competitive grants for facilities upgrades foreign [Music] I mean everything from card readers to you like even like they have a film you can put over to blast on doors so it can't be hammered through um fences you know it it could I don't know of this grant specifically but all of those things oops uh did you want to go into the building too I'm ready if you're ready [Music] um just a question around the equity oh yeah yeah um in here you talk
about membership and members of the community um does that include schools are you planning on asking students to be a job so in an airplane so they would be um part of like both history to get information from but you guys said I'm not positive that's the right answer but right now I do have one question just maybe it's a little abstract but um committee yet he records a lot of things they're going to do uh you envisioned that any involvement there in looking at and looking at the current circumstance in terms of Maintenance costs that we have now as a pointer to where our priorities might go in the future plans it like Maine is constantly the current spending right now I didn't ask quotient of opportunity the high school boys would be a
good test based on the amount of money you kind of put into it there's an efficiency of other Apex is good yeah interesting and the awesome grants are completely matched women so if you if you're asking for four million dollars from the state is that how that works yeah even less like abstract than that um so you can get on a website and it'll show you your priority level in the district and the amount we would get if you so the awesome Grant by itself is the bank 4 million dollars so basically I'll give them is more than four million dollars um the reason I was saying between four and six is if you include excitement upgrade but not replacement feel like like where we're sitting would be a perfect example of that of this
we're going to remaining Captain but become seismically sound um you would be up to an additional like 2.7 million dollars or something like that good question kind of relative to that talked a little bit about other funds that might be available from other sources in terms of Grants uh it might be that might come from nonprofits my chemical different sources and the potentially for some of those who might be related to the facilities is there a heavy one with eight bucks at all on whether that would be fit in anywhere with any of the building stuff or or been thinking about exploring there I only really have one update most of what I can find as far as competitive brands or just competitor not the memory Grant but as part of educational events are limited
in building things they're more of a programming yeah and a local um one of our other CFOs um I believe should be hard Bros is also in a federal Commission the federal level to actually make building schools now grants because you actually would not need to go to the bombastic City and I mean it's probably a pipe group like I don't want to get anyone's like Pokemon would that be like a 100 million dollar Grant but I asked for specifically is that what you were talking about foreign particularly relating to things like low where we're in this district will likely intersect the city in a lot of ways and so I know we've talked a little bit about how that communication work is going to be there but there's a lot going on and we
explored a lot of thoughts about things that we hadn't really thought about before your ways to district from the city intersect gentlemen called me um my name is Friday Thursday or Friday and uh we are counting regular movies yeah monthly right now but and what you said maybe we'll need to do more than one monthly [Music] um it's going to require some trades company because a lot of us that we don't really know what will happen but we need to kind of try to Envision the webinarization yeah okay all right um miss Ben can you put the presentation on Division 22. [Music] I apologize for my eye contact isn't quite as good on this but I'm gonna actually follow along on my computer screen okay [Music] one second foreign so um each year the district
reports to the board the community and then back to Ode our um compliance with the division 22 standout um and I'm going to describe what those are in a second so I'm not going to do it right now so this is our summary report and you'll hear about the steps that we need to make moving forward so let's Prescott next slide please so the only purpose of this slide and explain why when I think division 22 what do I mean and it simply meant the the division of this thing called chapter 581 of the Oregon administrative rules which of course the rules are written on how we actually implement the statute except for probably the legislature so really division 22 just means most of the rules that other schools have to follow to be what's
called a standard School District so these come from legislature and or the State Board of Education um and ode has uh the language written for the movies um and so that's what we're gonna we're gonna talk about and I think what it's important to realize that they are intended to and what it talks about statute is they are the Baseline they are the starting point for compliance in these what these standards are so go ahead it depends so I think it's important on this one a little bit talking about why we look through this and I was sharing with the board earlier in the work session you could treat this activity just like a checklist and you could just say yep yep we do all those and move on and and sometimes we can talk
about how busy our teachers are and how busy our administrators are that's the way to do it but I think it also offers us an opportunity if you look at that bottom line there and give us an opportunity to really reflect on our practices across it's a wide wide wide variety of things everything from like the standards that were mentioned in public comment all the way through to just procedures and practices like feature evaluation or do we have our complaint processes on our website you know just really did talk about everything and so we certainly take the University of using this that's really a reflective way to look at our practices one thing that's really important to remember is that these are for last school year I could also what we're doing right now is
we're reporting on what we did during the previous school year and so we turned out every year that's not uncommon you're probably or you may find yourself out of compliance on one or more and um you talk about what that corrective action looks like when you kind of file a report so here's what our process I'll go into a little bit more detail on what that process is and use right now for example so by November 1st and we've been state board meeting the district and the community getting kind of a summary update of our compliance and where we're at a compliance with this building um by November 1st on our website we have to have our formal Community reporter put on the website so modernism and then for uh by November 15th you have
to buy a very similar report next slide please so this gets a little bit tricky but two years ago we reported we were out of compliance on adoption adoptions and particularly around language arts adoptions so our corrective action that we did last week that's why I'm talking about now because we actually did this corrective action last year was we did a supplemental adoption in language arts our um teachers materials there's available Etc and large superintendent developed a timeline of compliance using funds from the student investment account which theoretically without legislative action those funds will exist moving forward so they're not one-time federal funds so the amount of money is put in toward these options should be there so last school year we were out of compliance on two laws if you will to act two
standards one was called adding that and one was called Aaron's law and both are around uh students um having suicidal ideation and Aaron's law in ground sex music prevention they are both about and I'm going to please don't quote me on this I'm gonna get the summary numbers wrong there are about four lessons per year um of about 40 minutes I think of the requirement and you slightly different than that but they're they're not Standalone so as a result many times they're just done inside but they might be down inside of it it's very classroom at the secondary level typically done inside of Health classes um our biggest systematic challenge to these is really the high school level where students only take Health twice a year so how can you have these things K-12 or
health class if you don't have all four years in high school next slide please as you heard in uh our student comments we've implemented an advisory program and advisory does a lot of things it also gives us that opportunity to deliver some of these lessons to all of our grade levels and so our structure for their corrective action and in place of advisory and so now what it looks like is having those lessons put in and again it's a reminder um lessons of these major uh required prior notification to families they require that material will be available for preview and that alternative alternative alternative activities um are going to be will be developed foreign [Music] all right um is around policy online [Music] and in the packet you can see the original policy and then
would you be able to unfair depending on the spot I don't see the changes highlighted in the new policy if you have those so you can point out can you give me a second yeah and we can yeah I'm sorry Brian I think the only one I had was a sample language and then we had gone over the one that the board had read went back in February of 2020. no we don't think we were just going to use the one that inserted the scramble language so I'll just explained to them you have that but he used to turn off a couple in color and then um we can we can do the second all of them so if you go to so here's what happened with this policy I think you all were considering
this in January of 2020 like just maybe started the discussion briefly because we found some tests of a policy that was like in products but from four minutes when everything there was no indication that you're getting any accidents so what you see in your academic changes that you've been unfortunately so um Molly is going to print that out but for example um if you see where the basically the 13 few things as medications the different recognizes so when you go to the next page five six seven eight paragraph down in the lock phone because I'm pronouncing that correct that um that lane you'll be new and if you look right above that you see epinephrine is in there the idea engine adding that new medication to the same policy similarly on the last page you
will see a paragraph that the school administrator common school nurse common teacher again about halfway through that paragraph in lisp epinephrine the addition is naloxone or similar medication that is designed to rapidly reverse an overdose drug to student or other individual so the um again same idea from the very last paragraph that talks about liability we've talked about um this again it was already in their epinephrine in adding that medicine to that list even if this is the first reading we will certainly give you the color color changes probably even easier to see but was that enough of a summary that maybe you can ask Leanne and would know any kind of questions that we have again you're not looking at action [Music] I need to be technical but naloxone is that we we estimate
approved forms so if we're gonna if we're going to do similar medication should they do similar medications so there's more there's an injectable and then there's a nasal spray Narcan is the name the brand name for the nasal spray and then naloxone is just the opening of the different variations because there's also an injection but we would have the nasal spray foreign such as similar medication that have also been approved by the FDA or something like that asking if that would be appropriate is that what is there to get you up and say here I gotta put the whiskey back just like naloxone try this nope I guess yeah I heard you mentioned a similar education I mean we could the the wording that's in the other districts they don't specify that the wording that's
in there is exactly how they did it um because it's been approved in other districts the naloxone the only reason they're saying that is because there's more than one kind of type there's you know a couple different injection and the nasal spray so to limit it to one when a district might not be able to get a specific one is why they like them I think we're gonna work I I hear what you're saying and I think we can work on language to make it specific to those of you we'll take that same thing I should hope that all drugs that we might be administering would be approved again that might be an ad with add on another line and sort of blanket statement not necessarily the Pacific the long term but there's everything that
Brian if you look on page two in the second paragraph if it's not approved by the FDA then at least oh yeah I request so kind of second paragraph on Facebook is that what you're talking about [Music] um okay but again you don't have any action on it but here's your kind of chance to ask that any question we have and then we will get to you before the next meeting we'll give you a easier copy to leave in this with the red you know for what was changed and then next meeting we'll present it as an action okay man I think last time I had asked about um this is currently being provided and then going forward if we were going to continue to do that it's sort of a very big cost to
that I think I got that measurement wasn't very much no Rochelle looked into it and it's um between two and three hundred dollars yeah okay yeah okay thank you thank you for any other questions thank you thank you so one more policy the call that we're moving on yeah example so again the situation for this one is that the board values Community input and a work session in the board would wanted to have an opportunity to ask a question to the players to um two community members making the comment and make it cleared that the commenters would receive some sort of rule applied most applied for the superintendent or staff but it was called none of that is actually against your current policies there just may not be as explicit as they could be so
the new policy node repeat later there's only a couple of changes again on number six it says comments and information and then if you skip ahead it said will not generally be responded immediately by the board chair although board members may ask verifying question so that's an addition and it says College inquiries may be referred to the superintendent and reply at a later date and the only other change and this is moving us again towards what we talk about in work session right now public comments are in politics but if they want to be made an after via or over Zoom we still have just email address and then if I replace that with pool board we need to inform the community who can have a school board that well you know email address those
are the only changes that I've hating about with arguments any discussion or comment s thank you for creating a email address that goes to the school as opposite individual and then obviously we've had people that have access to that is going forward either that you know we're all now any email that can be member would make the school board had we'll go to the five of you and myself [Music] email address I just feel like the first paragraph doesn't belong word if you look at you go after the second you know the third paragraph or be more attention the reason is that um I just feel like that's not how we're doing um foreign [Music] it just okay okay so I just wanted to promotion um that the board will knock your keyword comment that
is discriminatory disrespectful and derogatory recording violation of civil rights laws or protected classes um I heard is racing right now good seeing what you said a lot was really really hard because we want to create a community of students and community members who belong included and who feel empowered and who are part of this space and everything you just said and you had replaced it with with black or or Jew or Catholic or man or woman it would have been completely outrageous and you've said that in a term that it's discriminatory against individuals who identify differently than you can understand but it is not okay and you said we need to order this not feeling I want to say that here and I don't know if that means you cannot speak in this anymore because
you have said that point so many times but today it was absolutely unacceptable and I want to never hear that and I want none of our students to ever feel that kind of way because the way I'm feeling if I had a student or a child who identified as transgender and they heard that that is awful but it's absolutely awful so we've had a board member asked for additional information in here [Music] um we'd have that document and then why don't we do take this with comments and have another first reading next month and then we can go back and have it separately we've been in one agreement with that um we're in another draft forward of eddhar at the um that takes us to board communication Bill we want to start filming um let's
see lots of great information uh lots of great interaction right thank you for all of you to reach out to your research your exploration your your uh yeah control um control but certainly insert yourself into the district and uh and bring the value is obviously bring to us in this practice and um I'm very excited about this because it's there are a lot of things foundationally and how we do things gaps that need to be solidified they will make it some people may don't be getting wrong but this is solidify a lot of that and it's moving forward a lot of initiatives we need to get action on it and I appreciate you doing all that and then all that kind of work that I'm looking forward I'd also like to just say um reiterate
once again I'm sorry but I was not here but at the staff and the district I'm just really excited about getting back started again within the year I just the attitude and the importance of the steps taking and appreciating so much uh this demonstration of this presentation on darling was amazing a presentation by our vice president of the good value is great I'm just really feel honored to be able to be associated with and participate in raising our kids to the staff we have and the parents we have students we have fun well well we'll kind of fun did all work there but I do appreciate everyone coming it's been a long day we've had a good work session and I'm so happy that um Brian decided to put up with us I think that
we're going to uh be headed in the right direction and and I do appreciate you coming and Darla I just I'm so tickled to see our kids and how well they're doing and and actually I don't actually all of her school life and so it's wonderful to see her block of age um sorry thank you for coming thank you thank you uh thanks for coming tonight um I I just wanted to reiterate you know closely and we'll said before it's really an honor to kind of be out of here I'm really looking forward to kind of readdressing the facilities I think moving forward on that and figuring out how we can move forward what makes students would be really exciting and Ashley's exuberance and excitement was just contagious um it's like literally one of the
best I think that we've ever had and she didn't even read it off started and those were these things all right thank you for letting me take a break um I wrote this down I just wanted to acknowledge that this is indigenous people same today um maybe that's an important thing to think of especially as we identify as race in our community um so I just wanted to kind of ask our district to consider it I know Brian has kind of led us in this this idea of what does it mean to be the Braves right and what does that actually mean to each and every one of us and how does that translate to our community um and I just wonder how we can really build a culture of connection and a belonging and
an inclusion and a book of healing um so I think today is an important way to think about that and I just wanted to consider how we can bring that Spirit to everyone we need to relax thank you um long day thank you for attending the work session being engaged through our Lord and administration [Music] what are you guys are doing uh Brian the direction The Guiding appreciate it so much and Performing of the Republican committees hopefully will engage all of our community so they can participate and oh I don't know people remember this but part of the Sia funding and that was approved many years ago that we had very low attendance maybe one or two people at a table and as much Outreach as we try to do there was a lot of
engaging and as we go forward with that hopefully we're touching all the classes of the very effectors of our community to participate in um and I think Brian if I recall I'm not sure where this landed in our agreement with the Confederate home we were talking about having their flag in our gym and I think that would be well worth it with that and thank you everyone and I'll turn the meeting please
