uh there was cards up in the front those should have been filled out and give it to jeff i do have some so it looks like that was uh being followed and taken care of um i'll go ahead and move on to 1.5 uh the asb report all the issues with this here okay and then we 1.6 approval of agenda do i have a motion second this is unanimously we'll move on to 2.0 for presentation report we do have um annual insurance presentation yeah i'll introduce alicia johnson she's with wsc insurance she's our representative so she's going to share some information you to explain the insurance program that we have for both the property and the liability for all uh operations and activities for the school district so this kind of lays out all the

different lines of coverages so them and said that the program is space which is the self-insured trust that the district works with so we um my team works with both joanie and marla to make sure that we go through all the exposures risks and also and so we will see a large reduction this year which will be a huge benefit to the budget so we're going to let jamie know about as well but this kind of goes over some of the losses if you have any questions on how that works or how the risk mitigation program or that works that's something that we're very um we're very hands-on and making sure they're doing a great job in that area so again it'll be a nice thing to share and then on the last page which

is page 21 um i put together just a highlight just kind of overall summary so you can see the change in the premiums from year to year um our expectations that coming into this next july first year will be communicated later in april that's just the way that the trust works with joni and our team to make sure we are probably going to expect a little bit more of an increase this year not here as much as the last two years but overall the pace program has well our outperform just a standard insurance market because it's not only the community colleges but i just education service districts and the districts as well every year we have the opportunity to save five percent by um implementing certain um liability prevention measures so we got that approval

today and that will again save us another about thousand dollars um i did talk a little bit more about the workers compensation what those expectations are again it's private information that i can show you know as we have questions and then the next piece and the most important piece that we'll be working on is that our cyber security posture so with everything that's been last few months but also the last few years we want to make sure that the district's able to respond appropriately and then we have the right coverages in place um within the pace trust there is coverage but there's the opportunity for that to be eroded there's been a lot of claims so we're just looking at different options so that's kind of our biggest area of concern [Music] if we were

to see an effect on these uh policy premiums from the experience mod where would that show up yeah so um i have not estimated out for july um what you're going to see next year what you're actually seeing on that line where it says workers compensation state is what we paid for last year um and then on page 19 and um page 19 that shows the different claims um and so there's certain years that are included in our experience and you'll see that large line of 2017-18 that claim period fell off of our experience and so we just have those three years of 1819 1920 and 2021 which is what's reducing our rates so our premiums are 100 percent impacted by that so this this amount 35 too is not reflective of that yet correct

right we should be back down um [Music] we should be back down probably ten to twelve thousand dollars yeah so i can run those projections we haven't finalized what a payroll is going to be for next year i believe and then we go to what's called the base trust on april 14th to get other numbers and so that's when i typically provide budget for you but i can do it at any time we'll know for budget season during the budget [Music] shouldn't change your username all right hey everybody here let me turn my camera on real quick my name is katie grossnickel and i'm the asp president for banks high school um an update about this week is dance had their competition last week and they have state coming up this weekend robotics had their

state tournament saturday and sunday we had one team placed second and the other team placed 24th the boys basketball varsity team placed third overall in state while the girls lost the place playoff game to corbett ending the season which was really sad drama had two performances last weekend and i heard that they went really well unfortunately i didn't get to go but from other people i've heard that it was really really good um let's see winter formal is coming up next month in april so everybody's looking forward to that as well as spring break coming up soon um so yeah besides that i don't think that there's anything else if there's any questions or comments or concerns you can always reach out to me thank you thank you okay move down to audience comments 3.0

i do have a few uh just remember there's a five-minute limit for the audience cons uh [Music] i just want to um come and speak for a minute on the equity in education committee and ask um i have a couple of things i just wanted to say to say to you guys to really clarify and um and we spoke about this um all the way back in august and i know it was really fraught at that time i want to clarify for all of you um and for everyone here that i believe we all want the same goods we all want diversity equity and inclusion all of us everyone here values all children all races all creeds all um genders everyone to be to be included and valued and supported and protected right we are

on the same page we desire the same good and even when we use the word equity which in our culture has sort of been fought over when we talk about children who come to a situation with who who don't have the same starting place all of us support making it possible for those children to to have an equal opportunity right there are children who in in our school district who no doubt have have entrances have where it's it's just not fair it's just not equal between you know some children who come to school with two parents and plenty of money and other kids who don't right all kinds of things create inequities and we want to create a an education system in which those inequities are addressed right and so the equity in education committee

is something that i can absolutely wholeheartedly deeply support we want the same things but what i want to say is what i said in august and i and i said you know so oliver you know and whenever i'm talking about it that does not mean that we have to accept a critical race theory framework for that community it is my deep belief something i've read i i understand inside out upside down backwards forwards the last 20 years have been thinking and reading and talking and writing about critical race theory is something that i met in my education um my master's in teaching education 20 years ago and it's something i've been reading about and i stood where a lot of you stand now and i've talked to a number of you about that about the

fact that i know where you stand i know why you stand there but i have in the last 20 years come deeply to a different understanding and based on the writings of lots of black writers in particular that critical race theory as a framework is destructive it is racist and it does not produce the results that we want for our children it does not produce empowered black and brown children which is what we're after and i know that i've been challenged online asked so you know do you have like do you even have a dog in this fight and i want to say that that metaphor doesn't that that's not even the one i want the question is do you have skin in this fight and it's not even fine do you have skin in

the game i do and i've said this to you guys multiple times right my white children and my black god children who are in the school district i am here because i have so much skin in the game and i care about it and i can't let it go and i won't let it go this is something where we need to have deep dialogue and i'm asking for that i've been pleading with that from you guys and i want that as a community i want that with the people behind me with whom i know i disagree people i've had long conversa conversations on text but i would like to have deep dialogue with you with people who like i said stand where i used to stand but i want i want to be understood i

want you to understand what how i came from where you were to where i am now the people incredible john mcquarter shelby steele thomas soul carol swain coleman hughes list 20 different names of black fingers who oppose critical race theory and believe that it is not the way forward for our our equity committee in like specifically and and um and broadly so what i would like to ask specifically let me just quickly say we would like to have transparency we as a community would like to have transparency in terms of the trainings that you guys have already done i understand that dan and chris have maybe been to two already we would like to know what those trainings consisted of we would like to know what your reading lists are we would like to know

those things and we would like to be involved in the process at the beginning i know first you've said it's a two-year project but not way down the line right we want to be brought in we want to know and we want to have input into how that committee is being moved forward thank you for the second there's a clarifying question by a board member what leads you to think that critical race there would or would not guide the work of this committee what leads me to think that well is that critical race theory really informs the framework for how our culture talks about race issues right now but broadly it is framing our whole cultural narrative and i know that it frames the training of teachers because i experienced that 20 years ago and

i know it's only intensified over the last 20 years that it has become more and more narrow in its understanding of how we talk about race and then there really is only one way to think about race and that is within this framework where race is the lens and and i mean there's a whole you know discussion of what port of roy's theory is but that's why i think it it would vary and and also looking at at the rubrics for ode in terms of how we talk in social studies how we talk about identity and how you know all of those things all of those things are informed by critical race theory and i think it's really it would only be natural that that would be part of just the way it would be

framed here so that's i mean i think it's kind of unavoidable and i think it needs to it needs to be something that's addressed really directly it needs to be looked at it needs to be seen for what it is it needs to be you know it needs to be um judged and and thoughtfully work through in terms of how you know what we're creating thank you speaker uh [Music] march 13th it's a special day um i wanted to speak um something that you have on your agenda as a matter of fact that's great about the superintendent's search and the fact that we're coming upon that now and i'm assuming that maybe something has to be figured out by june where school's over following up on jody's comment of being transparent and involving the community

i would like to ask the board that there are specific measures to have meetings let the community be invited to meet the candidates obviously you guys were and girls were elected to be our representatives but having five people represent over 5 000 people in our district is a big responsibility and i hope that as board members you discuss how you want to go forth with making sure you understand the sentiment of our community the values of our communities so hearing the new people that live here and the old the young and the younger even having student body be a part of listening to our process our representative democracy process that's what we're up against when we choose a superintendent you guys have lost some of your power already with the current legislative session you now

cannot terminate a superintendent immediately you've lost that and there will be more taking of the power of school boards because you are the last thread of community small community representation with election that you have a very sacred position and i am a non-parent in the district and i want to participate in the lives of the young people that live here that will be my neighbors that may someday be my caretaker when i'm old we want to stay in our communities and we want to hold the values that our ancestors have had here so it requires the school board to be very powerful you need to take back your rights you need to select a superintendent that represents all of us and we want to stand behind you in that even if it means you tell

the governor and the superintendent of oregon department of education we don't do that here that's not our community you have to start standing up and i'm begging you to do so and we will be behind you if you are hearing us and transparent with us and that goes into curriculums which jody just spoke of we want to know what our kids are learning i do not need my kindergarten grandchild learning a little gingerbread man's sexual choices on their private parts you just received two boxes of books from the oregon department of education through your esd do you know what is in them you better start staying but they're sending your kids here this district you're gonna have to get involved and curriculum's not the only thing choosing our superintendent that runs the operations has to

have the backbone to stand up for what we want in our community because what you will see by 2024 is a mass exodus of children from public school if you do not start hearing us the households i'll end with this let's say we have 1200 kids in the school cut it in half and say we have 600 households okay we have 5 000 plus in our district cut it in half that's 2500 households that means our parents only represent one-fourth right can you do my math one-fourth of the constituents that vote in this district let's start getting everybody back here and caring and building a new school and doing the things our children need we have a fabulous group of people in this district okay let's invite them help them and let them help us

we need it this is a war and it's just beginning uh amy sit down [Music] hi i'm amy seidel i have two children in vance elementary school i wanted to say how much i support the board as it starts to look and hiring superintendent and i understand that that is actually we voted on you to do that job so i'm very happy about that in fact one of my main concerns about bank school district is the future of the high school the future bond to rebuild we when are we going to carve out time to discuss that huge undertaking sure as you are in the hiring process and you're talking about top issues with bank school district and as you're interviewing people i would love to know what our board feels our top issues are

i would love to know if that includes parent input or if there were previous surveys that you're going from to talk about that i don't know if that's supposed to be transparent to me but i'm gonna ask what are the top challenges i took time to look at the district website today and the website means revamping i've already told that to mrs alter and she laughed at me and said i understand uh i know you know that but i'd we're saying again i wanted to find something current about the relation of the school high school being done and what i went through was mostly 2012. i see discussions about working facilities and keeping in mind a 15-year lifespan to replace the building and that's coming soon so avoid throwaway costs and fixes that are leading

up to a major overhaul as mentioned and i understand that i also understand that we're beyond halfway through that 15-year period that was mentioned and i'd love to know how this next phase works how has it already been decided and if so where is that information under the topics to discuss on august 30th 2012 were science classrooms mechanical rooms and outbound specifics to our buildings is the mention of the desire to have three batting cages rather than two this topic seems kind of not that important in the big scheme things of what people are talking about but it was important to my ten-year-old daughter so i thought i'm going to bring it to here why is the high school boys baseball facility she asked so much better than the girls softball i have a limited

background and perspective on the history of that so i said i don't know i'll ask however i have a boy and girl both in sports and i want to know what goes into making decisions on allocating money to a future high school facility design with the intent to make it equitable to both male and female sports it mentions a community group working on the funds for the baseball program but it gave no details nothing mentioned about softball so i wanted to know more about that and obviously check in with the powerset booth so i can act so i can answer that to my children i wanted to know because the future of the high school should meet both male and female sports all of them and core curriculum goes without saying as critical but so

are arts music trade schools etc it is the et cetera portion that interests me most as far as who decides what stays and gets cut from the school from the school's non-core classes like the music program that was mentioned last month is that this board is it a different board and i would love to see the details on that and lastly as i'm wanting equity among school offerings i'm also excited to see the beginning stages of the equity advisory committee i am the mother of three children of color in this school three two are in your school district i have firsthand experience talking with my kids about racial slurs directed at them at school in recent past this year was particularly hard for one of my kids and while i'm satisfied with how principal salter

handled it i truly am i want to know that moving forward and miss mckay i want to know that moving forward that our schools and classes are all on the same page that all the teachers are provided with teaching schools tools to identify for example microaggressions cultural awareness confronting bias to name only a few women okay i would love to see a commitment to anti-racism providing structure strategic guidance and organizational leadership needed to create a more equitable school district this new committee surely can help in that undertaking the more diversity is a topic of discussion in our schools the less students and teachers will hesitate to address it and as school leaders you're in the position to leave that conversation inspire others in the school and i to counter jodi i have no feeling that

there's the art critical race theory in our schools i would love it to be proven because every time i ask people 10 people define it differently so it's a hard topic i'm not saying it shouldn't be discussed down the road but it doesn't mean that it needs to hijack this equity board thank you for your time amy there's one more question particularly relative related to your questions about like the buildings and the decisions that indicate have you had a chance to spend any time in the district office asking for the records on those discussions no i was just looking on your website looking under the category of high school i went through all of those links and just tried to find stuff so i wouldn't be blind and trying to do my homework but if

that's where i need to go then i'm happy to do that i just wanted to know it's that was 2012 and that freaks me out when i have a fourth grader that's who's going to go to high school thank you good evening and thanks for the time to make some public comment today my name is jared benson i live in banks i have a kid in each of the schools here at banks um i appreciate the fact that the schools have remained in person for this school year and expressed my thanks for that i don't agree on a number of other covenant related topics like the mandatory masks happy to see that's out of the way and the mandatory vaccines for staff volunteers and coaches i was a volunteer coach for the high school soccer

program and couldn't finish the season out in the fall it's an outdoor sport where everyone is far away from each other and it just didn't make sense to me and it doesn't make sense to a lot of other volunteers and coaches in the district but i can at least express my gratitude for kids staying in person throughout this school year a question i'd like for you to answer and thank you for doing some q a publications late last year i've seen those have dropped off so if you could uh write these questions down and answer them i'd appreciate it uh when will the vaccine mandate be lifted under what specific conditions will the mandate be lifted i'd also like to know how many staff volunteers and coaches have left their positions because of the mandate

and why can't volunteers and volunteer coaches receive exemptions a separate topic i'd like to focus my comments on the school board and superintendent's interactions with the community back in september of last year 110 people signed a petition asking to improve the communication and dialogue between the community and the school board superintendent many parents many parents feel like not much happened because of that petition and that wasn't really that it wasn't really taken to heart by the board and superintendent except for a couple of q a publications that were published in october and december at the end of last year a growing number of community members still support the requests of that petition as a reminder what was asked back then we're asking for a town hall open forum for dialogue where we can communicate share

ideas understand where the community the community stands and have a dialogue with school board members instead of just coming and doing public comment and talking to you we'd like you to get community feedback about issues of concern to the community and share survey results openly and then also answer all questions posed in board meetings we have a published q a document for example in order for community members to be more organized and continue advocating for more local control of public schools a group of us have formed a non-affiliated non-political group where we parents and community members discuss and drive action around issues of concern involving the school district our organization is called banks unity for schools and we stand for the following reclaiming local control of public schools putting students first fostering dialogue balance and

unity not cancel culture ideology and division advancing academic excellence not indoctrination instilling love of country liberty and justice valuing both individuals and communities and making democracy work if anyone would like to participate in the bank's unity community group for bank schools please send an email to banksunityoregon gmail.com we meet twice a month every other monday at 7pm those that want to ensure that bank schools focus on these points from the mission statement should come and join us via email or in person when we published the initial petition last september all we did was post it on the bank's community facebook page we didn't publicize it we didn't canvas we didn't push hard to gather a lot of signatures we just left it up on the facebook page and observed with little to no effort on

our part 110 people signed it but since 110 signatures on september's petition from last year didn't seem to grab the attention of the board and superintendent we will once again work with the community in the next couple of weeks with a much much broader reach to show that these are the things that the community wants sure and that the board is expected to serve the community's direction on issues as elected officials and by extension the superintendent as a position hired by the school board thank you for your time uh moving on to the consent agenda do i okay we're on to 5.0 for discussion items superintendent search discussion jeff do we have sarah i'm muting sir right now yes hi and i'm coming do do you need to screen now i will in um you

know just a few seconds at least okay so what i'm gonna do is i'm gonna make you the co-host so don't don't mess any of my settings up but um i'll make a co-host and i will um that way you're able to share and i'll get the video or the projector going okay sounds good you want to go ahead and get started well if i can get in can you hear me okay yeah yes thank you yeah i can't i can't get the video to work let me try something else here i think they have it locked down melt oh i'm locked down i think so can somebody there let me in should be able to start it now okay ah here we go there you are [Music] i don't see myself i can see

you okay [Music] well i can't see myself uh so sarah what's our first item we need to talk about i think the agenda is probably the most important piece right now you're telling me i'm sorry the search calendar yeah so you received a copy of the calendar um you know the key issue there is whether you guys want to go ahead and administer that uh online survey uh the calendar is based on you making that decision to to do that you decide not to do that we have some other options for you to think about and then we can adjust that calendar by a few days forward so that's probably a question i don't know whether you folks are ready to make that decision to go survey or no survey um i don't think that

takes board action you just need to come to consensus on that so let me stop for a minute let you uh yeah don't give me a second i'm just checking with the board members didn't we all talk about that yeah so no yes go ahead go ahead and go for the survey okay so we'll uh this calendar then will work um so that i'm not sure where you are in your agenda if you can take action um but uh we need to have you adopt that calendar with the understanding that it will change as we go through the process yeah except that the opening the opening date of of when we're going to open the position and when we're going to close the position we don't want to we don't want to change those dates

so the dates that melts referring to will likely be um interview dates screening committee dates yeah so so right now we've got if we open the survey up immediately and i do have it ready so i can send it even i can send the links as soon as we get off um of our meeting tonight um you can go live asap and we have it out until the 22nd if you can meet on the 23rd we can go over the proposed qualities and qualifications take public comment on the 23rd and then open the position that same evening with those um qualities and qualifications adopted by the board that night and then the position would be open for five weeks and um and then after that you all will meet go through um you know screening

training and review applications excuse me sarah yes go ahead could you read down through the what you have on the screen could you read down through the uh the calendar uh with the dates and the actions next to it so it's we all know what we're talking about at the same time sure yep so it starts with march 8th which was the last time melt met with you all um and you discussed um the calendar you declared the position vacant um so and then here we are tonight um and we are um the plan is hopefully to adopt the calendar once um the board um comes to agreement and um and then talk about um salary range and uh set a salary range that'll go into the advertising of the position the next item on

the calendar is the online qualities and qualifications survey which will be out from the 15th of march to the 22nd could you recap who will be involved in that survey who would be involved in that survey what will be involved in what will be involved in that survey certainly thank you sorry about that um so that survey goes out to community members parents staff even board members are encouraged to take the survey anyone within the bank's school districts community stakeholder groups students can take it and are encouraged too and it um essentially asks you know what do you like about your district and what's going really well what are some areas that you think could be improved upon and what are you really looking for in your next superintendent and then we take all of

that data and we high level summarize specifically the what are you looking for in your next superintendent um those become the qualities and qualifications that summary of what bubbled to the top out of that survey um and then um the board will get um a draft of that um on the march 23rd meeting if that date is chosen um that evening there will also be a specific public comment um [Music] for the qualities and qualifications of the superintendent position so outside of your normal um regular procedures for public comment and board meetings you will take public comment only on the qualities and qualifications of the superintendent position and then take all of that into account board as you look at your drafts make whatever changes you deem necessary and then adopt those qualities and qualifications

and they really become sort of the backbone of the search they're going to be the lens through which the board and screening committee if the board chooses a screening committee um through which you really look at those applicants and interview questions and interviews etc and so that's the key i think that explains we have a room full of people so it's just good to get all this out there can you keep on going then we're down to the 23rd i think yep absolutely yep okay so we uh look at that proposed q and q survey take that public comments and the board adopts it in the meantime i'm working on a notice of vacancy um posting on osba's website getting all that ready and then once we've got those adopted q and q's we go

live with the position it goes out on our online application platform which is called ravelis and we send a notice to all of the oregon superintendents that comes from us at osba and then our um our colleague and sort of marketing partner if you will greg mckenzie of next up leadership will be working on an electronic flyer that he will um send out and um milt would like to talk um that'll that'll all go live on or after march 23rd i mean the position will go live on the 23rd but the electronic flyer will will be ready and got melt are you there i just i just wanted to participate you're doing great sarah um yes so we got it it's posted it's live it's gone out it'll go out on coast's job page obviously

osba's page that's where the main position vacancy will live if you will and it'll get posted on several other vacancy websites and whatnot um i might add that our other sources we have an email bank of forty thousand plus uh administrators many across the west coast so once that brochure is finished we push a button and get we have 40 000 people who get the application don't expect 40 000 no but sometimes the buddy who will i've got i'm i'm in corporate right now and both of the finalists here tonight were uh attracted through that email uh blast that we send out yeah it's a it's a really fantastic marketing structure um okay so we've got april 28th or the 29th coming back and um meeting after the position is closed and doing what we

call um screening training so mel will walk you through how to access the applications online with revellis will give you direct access to look at them on your own computer and kind of walk you through the the do's and don'ts of uh reviewing applications what to look for um we've got a a ranking sheet a rating sheet for you and some other materials that will create and kind of train you on um you know how how we see it best to um screen applications and then we'll have you submit top 10 rankings and he'll explain that whole process that night you'll go off and and look at applications on your own so we're down here and you'll see this i'm interrupting one more time sure um what's fair is saying is is exactly right um

but you'll have to make a decision whether you want to have a screening committee we recommend that you do but we'll talk later about what the composition that streaming committee might be right yes you don't need to um determine anything about a screening committee tonight and we can help you know facilitate that that whole process but the screening committee is is a is one way that we engage the community in a search process um so they review applications alongside the board and provide input and feedback the one thing about a screening committee um is that their entire goal is to provide input um the board makes all the decisions right the board because you're the elected officials is your responsibility ultimately to hire this position so you have all that responsibility so all the decision

making lies with the board the screening committee is there to provide input and feedback so um you're looking at applications and you're determining who out of the candidate pool are your top 10 folks you submit those and then all of that information comes to me actually and i'll create a report and milt will then deliver that report to you when you come back on may 9th and we call that the ranking debrief meeting but essentially you'll look at how those rankings flush out and then have conversations about the applicants and what you saw were the strengths of the of the candidates any concerns and then ultimately the board will deliberate and identify who they'd like to invite for interviews for first round interviews now we are getting a little bit of a late start on

this search so there is from from this point forward kind of a fast turnaround time we've got may 9th is who do we want to interview and then later that week is is really when we're looking at having that first round of interviews um so i did one of those i'm sorry sir those initial interviews are typically on zoom so you don't have to worry about people's travel time correct yep we do definitely recommend to do first round interviews in zoom um especially um if you've got any out-of-state folks then then like melt said there's no travel related to it um so first-round interviews and then after all of those first round interviews are concluded the board will deliberate again and determine who do they want to continue on in the process once that's figured

out those folks moving on become finalists and once they confirm to be finalists their names will be made public um of course you know they must agree to that right but that's when background checks telephone reference checks really begin um so that's when the board will start picking up the phone and calling on references that are both listed in the application and uh folks that aren't listed in the application um and that's also when um osba is gonna run formal background checks on those folks and then we're gonna have them come into banks for what we call the finalist forum or the day in the district um this is a one to one and a half day event it involves community tours school tours meetings with staff definitely a community forum we like to do

a moderated q a where you have an audience of community staff anyone who wants to to come and melt with a microphone asking questions of the candidates the audience can submit questions on like three by five note cards and um milt will ask the question the candidate will respond to the audience and then the um audience actually will also have um feedback form so they can write in their feedback to the board that will then be able to read all that before their final deliberation um so then there will also be a final interview in that final interview you'll take in all of that information into account the telephone reference checks you can get very candid with your interview questions um and really um get pointed and get down to the nuts and bolts of

what you really want to know about a candidate now that you've spent a little time with them gotten to know them a little better heard from some folks seen them in action and ultimately after those final interviews the board will have yet another deliberation and identify top candidate and after that comes contract negotiations and um so that's where one person that's been identified by the board will begin communicating with that top candidate and negotiating on a contract and once you come to agreeable terms then the board is going to need to meet and vote on a contract for the new superintendent and once that's all good to go then osba will um start meeting and scheduling on our transition plan which um meeting with the board and the new superintendent team and working on setting

up that that new leadership well team communication protocols expectations of each side roles and responsibilities superintendent evaluation plan all of that um good stuff we'll still be with you for the for the first six months or so making sure everyone is successful thank you sarah let me just jump in here real quick does any board members have any questions on the schedule and i would advise maybe i mean i have my calendar on my phone other people do um as we've talked about this is a very fast pace we're trying to get out on the street so just to make sure that all the board members can attend the dates that are here at schedule so it's only going to be changed yeah so i'm going to be out of town the last day of

april and i'll be back may forward it's just a four day time okay so i didn't see anything that would be until the 20th of the 18th and 27th we'll miss the north shore sir can you go back to that time period and sarah i just found out that may 23rd is the budget meeting okay can we go maybe a day you do the 22nd i won't be here yes we can't do it do you do you mean may or march oh hey mike my bad i'm sorry you may only end up doing a one-day finalist forum which is just totally fine um but you want to set aside two days just in case um because it really will will come down to how many finalists you have um and and how much you want

to pack into one day and you really won't know that until you get you get through those initial interviews okay based on the uh that we're doing the survey what would you guess you have march 23rd down here as a big day what would you guess doing the survey will push that back to from the 23rd it won't because what i how i have it planned is i'm gonna send out the links tonight once i log off of this meeting and um assuming that the district can get that all pushed out tomorrow post it on your website send it out the way you normally communicate with your parents and your staff you know post it far and wide and let everyone know we really want to hear from you um in this process of picking

and adopting our qualities and qualifications of our superintendent position um and encouraging folks to take that survey it's it shouldn't take them very long um once i close that on the 22nd i can i can turn around that report pretty fast and get it to melt um to meet with you all that evening and then once it's adopted i can get it into the postings um that night so i don't think it'll push us back at all as long as i plan for it any other questions um sir i think based off what i'm hearing from my fellow board members i think we can go ahead and once we get to action items um approve the counterweight okay so because i sent it to you with a different date here for the finalist forum i

would just recommend saying um in the motion that you move to amend the proposed search calendar um you you move to adopt the proposed search calendar as amended okay and then and then since we just talked about amending uh marlow just brought to my attention this is something that i think we discussed um last week or sometime about the selection committee and when that needs to be completed by that actually that right now is listed under march 23rd but it actually needs to be completed by april 27th right after the five weeks is left yeah no that's a great point um and you won't have a meeting between we'll have one in april okay so when is your april meeting april 11 okay so on march 23rd that's when milt will go more in depth

on that screening committee and then on the 11th the board can select a point that that committee if it chooses and then um those folks will need to to be at that training yeah sir the board knows what i will do is i will work with the district staff uh to get the word out so people can apply to be on that screening committee so i'll have that all summarized for you before you meet to select besides i worked with 12 i've worked for 25. um usually 12 to 15 is pretty ideal please don't pick 25 it makes it really hard on me and of course the board is a part of that screening committee so you already have seven so are you saying that if the board if the board votes to go ahead

with the screening committee you will work with the staff to actually execute that process we'll we'll just so typically we work um with the board chair and the board secretary um and whomever else may be identified you know to kind of work on getting um word out if if you want to go through an application process we've got a sample application form that we can edit for you send your way and just sort of sort of guide you through that that process um yeah it's just we can't hear you back here please [Music] thank you so so it says discuss executive search process count which says well i think what you start with the okay so sarah and bill just on the selection committee process we've talked about that you know the board needs to

figure out how many are on the committee right and you guys will give recommendations between 15 and 20. so we need to figure out the board needs to figure out the makeup of that committee exactly but we've also talked about ensuring that the community members are also on that committee that is an application that i think we've talked about putting out there on our website for people to fill out and submit it right and yeah you want you want a good mix of staff community members some boards have tried students students are great but their schedules just don't allow them to commit that much time so a good balance of staff community members parents you know the whole gamut of your stakeholder groups a cross section so um you know if you've got multiple schools

as you know as equitably as you can get representation um from your schools as well as different levels so licensed classified um admin that kind of a thing so can you delineate the steps in the process from the day we say we want a selection committee until we have the selection committee members selected can you delineate the steps yep um so essentially we say okay let's let's talk about the makeup of it um let's so if we take the board out of the count okay and you say we want 12 people okay then we go kind of just break it down by category at that point um you know four um [Music] four licensed four classified four community um which includes parents you know something like that so you kind of come up with a

number for each category and then you we say okay we're going to put out the application we're going to post it on our website kind of like what you do with the links right you're going to get the word out that we're having this screening committee we want your input and your feedback we'd like you to look at these applications alongside us confidentiality is critical so that has to be a factor here um so you know if you want to be a part of this committee please fill out this application form and that's something that that we can get and and send to the district office fill out this application form turn it into um you know whomever by this date and this time that person then compiles all those applications and sends them to

the board ahead of that meaning the board looks at all those applications and kind of you know on your own right you're looking at it it's kind of like prep work for your meeting and you kind of come through with like okay these are the people that i'm thinking of so you come to the meeting every board member prepared and then you have a conversation and typically the board chair would lead that right and you kind of come to a consensus then about who you want to have beyond the screening committee um and you're kind of looking at your list there of like okay are we do we have the the representation from from across our district that that we wanted to have you know these are the folks um the these are the areas

that we want to be hearing um from from different people and different perspectives on um and that's what this is really about too it's about the different perspectives that all these different areas really bring um so once you have a consensus on who you're going to appoint then the board will appoint and um we we do have someone either the board chair or the board secretary make that first initial contact with the the person appointed to the screening committee um and then we also follow up on things like confidentiality and um making sure everyone has the materials they need on obviously access to ravelus and etc etc so um once once the the appointment has been made then there's lots of communication from both the um the district and milt and myself at that point

yeah and the toughest part of this whole thing is sarah mentioned that you're likely to get many more applicants than you have space for on the screening committee so it's it's a tough decision boards have to make to get to that representation [Music] that's why you're elected exactly to make these hard decisions that's also why you're paid so much right well uh sarah thank you was there any other questions okay so um again mel sarah thank you so much for going over that with us and we'll go ahead and move on to 5.2 the superintendent evaluation wait wait i think there's one more item on the search that we have to do so sorry to interrupt um go forward talk about the salary range because we will need that for the advertising and the job

posting um so i believe that mel you've sent them the comparison report previously yeah just you guys you guys don't see what's on our agenda so sorry about that um but we do have the approval of the superintendent's search salary range and calendar oh okay i jumped again all right you're fine and by all means stop me um so just to let you know we did get all the information uh from what milk sent us from superintendents in the area school sciences and stuff like that so okay perfect so then i'm sorry sir is there any way to advance that item in your agenda um yeah or do you need to leave milk does that mean i'm i'm kind of monitoring the interviews here in corbett yeah so i so i i guess we'll get

you the information um i think you provided everything that we need and we'll get to it probably within five six minutes okay i can hang on for that long yeah and i just wanna uh i just want to say i i do wanna caution against adopting a salary range um it's better just to set a salary range come to a board consensus agreement this our range will be if you adopt it and for any reason later you want to go above it you then have to come together in a board meeting post it 24 hours in advance and have another board motion it never happens but we just prefer not to adopt salary ranges for postings thank you for clarification [Music] we'll move on to 5.2 superintendent evaluation report the board did remove review the

superintendent this week this year and just to sum it up under all the categories uh it was the top ranking of the range was one to four now in all the areas and averaged that for 3.1 so jeff just thank you so much for everything that you did and especially during the past so move on from there um we have 6.0 the action items um 6.1 is an yearly interdisciplinary the cap for each grade level and what we can take and we use the same numbers that we have in previous years you'll notice we have we have more spots this year than usual so we have just need to set that or need a motion to set those numbers we have [Music] the window opens from april 1st until may i think 15th or something

like that and if we hit a number and we do a lot of the times in kindergarten we then go to a lottery and that's usually the only grade we do the slots stay open the entire year so until we hit a cap the slots are always open so even if someone [Music] october december or whatever applies to our district they can still get in so it doesn't close it's different than open enrollment used to be where it did close and that was it it was done um so these thoughts stay open all year unless we get a cap during that time and like i said then we go to watery um and the only one we would probably hit maybe is kinder it just depends on how many we get in kinder enrollment we

have that right now so for how many in when things get done [Music] do i have a motion for 6.1 second full favorite [Music] and christmas party do i have a motion for 6.2 my promotions [Music] 20 22 23 school calendar uh jeff do you want to go over that yeah so it's um let's say our normal calendar we are starting before labor day which we've had i think since i've been here we kind of break up that first couple first couple of weeks and still give four days on labor day weekend um and it seemed to have worked well and yeah so we set our christmas break spring break um all over the rest of the state of oregon and things like that and we put in the grading days based on contract languages

take a motion on 6.3 any discussions approval of the superintendent search and we're going to amend i'm sorry do i have a motion to amend 6.4 this is incorporating the salary range and the calendar motion we're amending amending 6.4 to amend the calendar okay so now we'll move on to the amended 6.4 do i have a motion is that part of the salary well so once we get so once we so once we make a motion and then we second the motion then we go to discussion and then we can talk about it did you get it close just to clarify you can put both so let's let's do this again let's separate out the salary range to 6.5 and we'll put so when you're ready i'll talk you through some thoughts on the salary

range okay so i make a motion to amend 6.4 to split it into cell range okay so now i have do i have a motion on the camera i just want to make sure that i what i heard from from you all um from osba is that it's basically the dates are fixed for when we open and close the search but within that calendar it's we can change it if we need to you all can change it we can come to agreements if we have to but this is the game plan and the reason for that is we put those dates in the search for sure i mean they could still be changed but it had to go back to you for promotion uh the internal dates can change based on schedules your schedules candidate

schedules yes so the amended calendar has been passed okay 6.5 the approval of the search salary right now i believe [Music] the salary i'll make all right okay so now we're talking about setting the sound range uh i have a notion instead of a salary yeah we can send it then we have discussion second second discussion bill what was the motion of the second i missed that we're discussing salary range we're setting the salary range okay so you haven't talked about the salary range correct we got there it took us a while but we're done yeah um just a couple thoughts you know first of all the salary information that we sent out to you earlier with the comparison of life-size and geographic districts those those salaries are a year old am i correct sarah

yep mm-hmm you don't have the 21-22 school year data yeah yeah so the information i sent out to you later that where i summarize the salary range from searches that we're involved in now that's up to date um just a couple thoughts um we're finding that uh boards are gonna have to kind of go in the high end to attract candidates um especially with a late search and i can't tell you how to spend your money but uh my advice is wherever you're comfortable with towards the higher end uh you're gonna have better luck attracting candidates um we're finding some bit larger districts you're adding 25 to 30 000 on to their salary to attract candidates we don't think you need to do that but it's just pretty competitive out there so that's that's my

thought as you begin to discuss where you want to go okay i'm not sure if i want to thank you for that no okay so discussion does anyone have an idea um [Music] populations so do you feel like instead of having like a twenty thousand dollar range maybe thirty and then started at 140 up to one seven and that you know it's based on qualifications as well that would actually satisfy my concerns [Music] okay so um so to summarize this we're setting the salary range between 140 and 170 100 100 let me ask sarah a question uh sir are you still there yeah i'm here have you seen that spread in salary ranges do you have any issues thoughts on that um 30 is a little bit uh wider than we normally see but and

in the end it's about what they're comfortable with um i've seen 25 recently so i think that's i think it's okay okay why wouldn't we what's the drawback was any drawback in making it work there's there's probably none you know unless a candidate thinks you're gonna be at the 140 right but i i don't see any drawbacks okay cool um discussion uh all in favor no you're not taking a potion sorry [Music] the motion on the table was to set it not adopt it yeah so so we just said so so i guess a question to osba if we are setting this as an action item is that what you guys need no we don't need an action item we i didn't want to i didn't want to interrupt you guys but no i it's

best to just not even have an action item for the salary awesome it just works you got everything reported there right okay so yeah i've got the information that i need yep i'll send the um the adopted calendar clean copy to um marlo and um asked that she send it off to all of you and get started on um the advertising and i'll send those survey links and we'll hit the ground running jeff i don't have anything at this time to add i just want to thank the board for the evaluation process so i mean i do appreciate that and you know this may or may not be my last stint as an administrator or superintendent and you never know but um i do appreciate the feedback and i'll be agreed to be part of

it and i do reflect on it just wanted to thank you i know kind of go through that process and then pick up and leave derail it a little bit the evaluation process that that just goes on the personality okay um the board member comments karissa that's her sure um [Music] um most importantly i just want to thank our admin our staff our faculty our amazing teachers um we're almost done so for those of you that are listening um thank you so much um truly grateful for everything thank you and for our volunteers but um just all of all the people that have been supporting i really appreciate it i did want to say i knew there were some concerns that were brought up um always right i don't know what we could do for

the website to make it better but i know a lot of amazing tech people in our community so is it possible to have someone do that on a volunteer basis i think our esd is serving as our tech people so i don't know if that's something that they can yeah i think i need to ask a question first because we have access to everybody in at the esc because we we receive our tech person from them so i can talk to him and get some ideas i mean we've revamped it a couple of times over the years but yeah i mean i'll have a discussion with esd and bring back some answers thank you i didn't know i made it confidential on there so yeah you know that volunteering would be great um the other

thing i want to mandatory addre for volunteers coaches all of that um based on where we are how do we lift that and is that something that we would all be willing to do i don't even know if we have the power to do that um but in terms of our coaches and our volunteers and you know getting people back in the schools that they want to be there is that something we can address [Music] i think actually that's probably going to go away because the state has already adopted the fact that they're not requiring it for any of their state employees and so i would think that that's probably going to drop at the school district level as well so so first of all [Music] i would have to meet with every single volunteer

and go through the exemption process and so we just went to optional mass it's not off the table i appreciate people commenting on that tonight we've talked about it already we've talked about potentially a process and as we get toward the end of the year with field trips and things like that but um it would it would be a lot and so we've talked about it and i'm i'm i'm i'm willing to do something but we also just first day without mass and i have to still do the vaccine mandate with um our employees and things like that and and i would just i would echo what dan said i mean i would keep dropping mandates and i'm wondering what ours is going to drop and we need to hear on that as well or

do we go to a process where we can get volunteers back and in the buildings but it would have to be through the exemption process i have to meet with every single one of them i have to set protocols and so on and so on so kind of one step at a time and like i said i do appreciate people commenting on that and we are having discussions around that well i just appreciate all of you being here um and and all the comments that we have from from our uh community i i do appreciate that so much and i'm uh thankful for those who want to be on our budget committee uh kristen and tom we appreciate you for wanting to do that and i would like to welcome um trevor uh wagner he's

going to be our new film studies and middle school success uh person and not our robotics team wow i'm so impressed and i went to the play and madeleine hatcher i appreciate you and i appreciate our drama team the kids look like they were having such a good time i had a good time and um they have eight valedictorians i'm just so impressed and you know banks has a pretty good ratio of graduating uh kids that are graduating my daughter is always searching for where the better schools are and banks always rate pretty high um well for our elementary and that's that's what she's looking for so she's always so impressed um and our staff and our administration i appreciate all of you so much so i just want to echo wesley's enthusiasm i always

love it um and yeah just thank you you know we're all here in person um i did have a couple of questions for margie um [Music] it looks like according to the numbers our our students are improving we're kind of catching up which is wonderful i'm really happy to see that i did have a question about the i ready um it said that you didn't have enough ipads to do some of the testing so how can we help you facilitate this well the ipads were they weren't and so our department ordered us i think we have 80 um for k2 so i mean it's not enough for one to one and they just didn't even come in in time they didn't come into like i don't know late october november so there was just no

opportunity for that diagnostic testing so um i don't know if tech has on our agenda to continue to order some more devices [Music] so i think each year we'll just keep on adding more to that was taken care of so i i noticed uh i think this was from jacob i was gonna say it's from that but we we sent out a survey for cte classes that yeah so cte uh there's a lot of acronyms in education cd's one of those and it is funded through uh some legislation was passed where they noticed that schools that had cpe programs or career technical or what people might call vocational ads or the trades they perform at a higher level they graduate at a higher level they're more engaged in school those students that are successful most

hands-on kind of real world applications they're very expensive because they want to demonstrate to kids how to use actual things that are used in the workplace and so they they set aside a lot of money in a ballot measure called number 98 where certain funds can be used for cpe classes trying to improve offerings across the world to try it as an effort to try to increase graduation rates um banks has always had some sort of ce programs but with that measure 98 we were able to add this passenger to flight arts so the multimedia [Music] and that money is based on our enrollment and every year we're looking at how can we best use those funds to leverage to either provide that new equipment like tim's laser grader or you know christina's cameras that

she needed to be able to do those video productions we're always looking at what the programs need and where they're at right now they have a lot of uh i won't use word toys but they have a lot of really cool tools that they could use and be able to put on these uh great experiences for kids that they can they go out uh go on after high school and maybe jump right into the industry and do some of these things to be able to talk about here's the experience i had in high school so we would love to be able to offer more um cde is basically high wage high needs jobs out in our communities we work with pac tech and tcc to look at what's out there and try to look at

what other program can we add to benefit our students um like a lot of surveys it was really pretty split i gave you the ranking but it's pretty close you could move some of those around pretty easily but i just sent something out of short for the parents uh students in eighth grade through juniors and then uh students as well eighth grade these years because it'd be a program we'd be adding next year and so here's what cpe is here is all the different cte programs so there's forestry and working out natural resources there's business accounting there's computer science and programming so there's all these different what they call like career tracks or pathways um health occupations we always hear these nursing shortages and things like that so uh it's principle looking what we can

add i'm interested in what what the students want to do what they're interested in also what parents and the hard part now that we actually have this opening posted now is what teachers are out there and so teachers and ce can come from industry and do a small amount of training and become a teacher or they could be go through the entire pg training and go out and get private industry training so it works both ways i know a little bit about that that was my first job here at banks as a cte teacher and i didn't have as much industry experience i just done the teacher prep program so that first summer they assigned me an internship done in downtown portland with this company but we needed we now need to see what people

are out there and compare that to our list of what people would like to see um some of the things that were in the survey were like we need to do high school i agree but that doesn't necessarily fit in the ce realm right that is a different pot of money but not big enough but we do think there's enough money to add a new position and also the equipment that we would need to get that underground and those electives have been super popular with the students and just seeing what they can actually create and put out has been just an amazing experience and it all goes back to those teachers ken christina i think it's exciting for the whole community not just the high school so i think it's really important what we what

we add in that position and it's really dependent on the pipeline of what teachers are out there available what program as we could say we would love to have health occupations for example that anatomy physiology nursing kind of program but how many nurses are there that want to come back and be a teacher right at that salary schedule things like that so trying to make it work really excited uh we do have three applicants already uh after just kind of close the first short amount of time so pretty excited that's correct so um this is kind of typical jacob listed what the parents their top 10 choices what the kids top 10 choices were speaking you know as a parent i totally understand that i'm glad you put the survey out there to figure out

kind of what what would be good obviously it's kind of dictated by who we can get so but really appreciate moving forward with those kind of classes because i know they're super important i just you know um back to the vaccine thing i think i think jared that that's probably gonna fix itself kind of like the mass mandate um i think enough people have argued for um for reasons not to like be so dictatorial about that but um and jody i just want to thank you for your comments um yeah i know in in your heart in all of us i mean all of everybody here is it's really about the kids and making sure that they have opportunities um so that's why we're all here um and amy uh challenges of building a new

school um you know being on the facilities committee uh ron and will and i were on the facilities committee when we worked on the middle school and at that time we're um i think that's something that we need to get going um again we need to just probably start the facility's planning committee that'll be the place to start and i think you know we've had some discussions around that a little bit because i i agree you know we have some top challenges here and hopefully the survey that you all take we'll bring that up and elevate those things because i think having somebody you know superintendent who's haven't already with jeff and his people and with um jacob and darla uh and marjorie just a sincere thanks for in particular for the last two years

not that everything before that wasn't as important and everything afterwards that's important but it's been a tough two years i know we all know that it's been fraught with massive emotions politics uh philosophy child rearing uh every conceivable emotion that goes into anything you do with our kids which pretty much consumes all of us and i'm really pleased that the end result i think we did i think everybody has done what i would hope they would do they made the best decision they could at the time and i think we've shared very well given the challenges i think all of you have are so just a very heartfelt thank you to you and to all your to you your staff through you it's a big it's a big big deal talk about a war a

war is getting a community through copenhagen that's a war and you guys all thought and you did an incredible job but i just don't think um to some of the comments from the budget i appreciate one element of as far as information there is literally dreams of information on all of the topics from the facilities and the status of them and the facility process started in 2008 when um you probably heard the story about 1946 when all the elementary schools were presented with about 30 or 40 more kids that they had room for because the war was over and six years later all the kids showed up well that's what happened to us in 2008 we thought we were a good chance we report to the district facilities were great not great but adequate for

extended time and all of a sudden they weren't and so starting 2008 we've done extensive extensive studies we have a long-range plan for the facility we tried to pass a bond that would replace the entire facility in 2010 i think was the first one it would have replaced the entire campus for about 30 million dollars it was defeated we reduced it we ran it again it was defeated again we reduced it was defeated we ran it again we ended up at 15 million which only allowed us enough money to put money into the high school to keep it running for today because it was in such bad shape it replaced the middle school did some essential things the elementary school but that's all we could get passed by divorce we plan to go out for

another bond for the high school when the bond for the elementary school rolled off but by that time the price for just a high school the full campus was 30 million at that point the price for just the high school was 60 million dollars so history told us that 30 million gets voted down for an entire district how far will we get with 460 million for high school we have revisited since then we've been putting it off um for two reasons one because there have been more existing bonds that have rolled off so that's reduced to tax burden and we also there's been progress made on adding more people in the community which will add base to the tax base which will keep it from getting so high and there's actually some tough decisions made

because i don't see any way we'll ever get 60 million dollars so it's a very tough challenge but there are dreams of information there are finders this thing on the district of the status on the world spend hundreds and hundreds of hours including a regular check-in by the board at where are we now is it time what should we do we did a complete review of the cost last year so i guess what i'm saying is most of the topics that are of great interest actually there's deep background on it it might just be in minutes of meetings in some cases it's reports it's impossible to keep it all catalogued perfectly but it is available because it has to be because it's all public record um the the website does not happen on it and

it's a big big challenge to do that adequate communication to the just to the community has always since i've been on the board in 2008 always been one maybe the single biggest challenge getting enough information out that people feel like they know something enough um with the staff we have and the volunteer time we hit we can we can afford it's just a huge challenge it's never ending it's never been good enough and it always needs to be better but i do encourage you if you know these particular issues that you might be more interested or another and i don't want to double work on marvel machines and do what you can do with some of the staff and they'll do their best but it does exist and we can just do what we can

to get it for you so that you can be school-wide ask a new board member how much they have to learn when they come on the board it's it's overwhelming and that's that's just the unfortunate reality so i appreciate the concern it's hard in all those things when you don't know all those things it's hard to appreciate what is happening or know that anything's happened it's an ongoing challenge i appreciate your concerns and know that we do listen even if we don't respond publicly effectively thoroughly enough just uh to my fellow board members all the topics you just brought up very very much appreciated okay um again i think i mentioned this last month uh the bond desert law from um the superintendent search has taken our priority as we try to get that filled

uh i would suspect from the fall next year at the end of 2022 going in 2023 that we would have another facility committee get started that's in my mind that's kind of what i'm thinking um and we can start going back to that process everyone knows that construction costs are going up um and there's a limit to what our community has said that they would support but we do have new houses coming in so we have to balance that and that gets us anyway just to the administrative jeff i just want to say your work the last two years signing up for that and just i mean that has been unfair a lot of respects [Music] and i do very much appreciate you uh sticking with it getting us through this pandemic hopefully we're at

the end of it but i know in 2020 it was that we had one of the most you know in-person days in this metro area if you're in the top ten so just thank you and to your athletics uh congratulations to the basketball team uh third and nice statement as we uh drop down the lead uh next year watch out and robotics and everyone is just amazing things that we're doing here with that we'll go ahead and journey wow
