okay i'll go ahead and call the bank school district work session to order and jeff i'll turn it over to you well you have uh here to talk about policy review today and um how we put that together hopefully that was helpful for you and hopefully you had a chance to review this so i'm not sure how exactly you want to go through this um if you know we have about 50 minutes so i i'm not sure i'm not sure how you all want to do this we want to go through each one or just the grouping of them and if you have any questions on the ones that are grouped and as we go through the review of the the policy revisions um hold on i'm i'm multitasking so how would you like to

do it ron dan lastly carissa will i think we could kind of group them as from what i could see i think it would be a little more expedient if we did if we've all read them and so anyway it's up to you but whatever you guys think yeah sounds like a good idea leslie help me understand that what is the yellow what's the highlight is that added yes the yellow all the yellow has been added yellow's added and then you'll see red and x red is taken away okay that's a lot of that's a lot of stuff okay i know what i i i command whoever went through all this and added it all what problems what prompted all these updates so in the summary the first couple of pages if you read through

um they're all related to house bills or senate bills and laws have either been altered or changed a little bit or it's just basic wording so these are all policies that have been in place prior and now these are a lot of these are the majority of these that i bring to you are required changes based on for example the first three they added a definition of discrimination in ors blah blah blah and that happened in house bill 2935 and then also house bill 30 41. so all of these are related to house bills or senate bills that passed during the 2021 legislative session so on the on the bank school district policies under the board meetings you're saying that there there are almost two full pages of yellow and there is roughly five to

seven sentences that are marked out so it might understand that the only thing that was under board meetings on this policy before was the red that's marked out and and the few words that are not yellow and all the rest of the yellow is edition i need to find it well hold on yeah which one which one are you referring to scoreboards jeff vda there's an awful lot of this stuff looks like what i've seen in here before and but it's all yellow yeah i got marlo in here too because she works on this a lot she's the one that gets the policy so i'm kind of if you look at policy okay yes it is so yes that one that is the biggest one of the most yellow the rest are um not as

detailed as that so so is is to answer my question it's virtually all yellow so we've added virtually all of this under this bdbda yes i think a lot of this we discussed in our work session this summer didn't we because most of this is was already in place in regards to the quorum emergency meetings uh board meetings including board retreats work sessions most of that was already policy right it was in our agreements and it was following osba recommendations but they're now recommending or saying that we need to put it in district policy so so most of this yellow has been taken word for word from uh from policy from state policy from osba recommendations so none of this is written by me this is all osba that they do quarterly updates and they

rewrite the policies based on their attorneys reviewing it and how it relates to like i said house bill senate bills but this being that board meetings have changed but there is a house bill 2560 that address board meetings and so um these all come from osba i am i understand that i'm just i just haven't find a hard time believing it was adopted in 2000 july of 2000 i have a hard time believing that when it was adopted it literally consisted of looking at the red and the white it consisted of about two two paragraphs so i don't i i just can't believe that there's not more that was already here that that is um been changed that's covered by yellow or i mean that's and will i think correct me if i'm wrong on

this your takeaway is not that you disagree with any of what is highlighted in yellow is just that it's hard to believe that there was only just two paragraphs well i mean i've read it all by 2000. i didn't go back and look at every reference to this throughout the state and district policies over the last decade so i don't and and what i'm just trying to make sure i understand because there's a lot here and um i thought most of this had already been approved and had i if i thought it wasn't you know i might want to make some issues with it but um i think most of this most of this is was already in place that's what i don't i don't understand like that that first paragraph that just make that

as an example to make it easy that's an entire yellow paragraph and that paragraph in its entirety did not exist as policy before this so i got marlo merlot's telling me a few things here so there is and i'm looking it up right now they've combined a couple of different policies will and the rest um there's if you look under be there's a bdb and a bcb and it has different um things from the board and organization organizational stuff and it and it combines this all into one um it pulls from others so if you look on section a b and your policies they do have a lot of these things in but they're in other areas other policies as well so they're changing so they've combined they've combined different policies well that that makes

what the way this is represented not correct because it's probably what i say these are probably words that existed in policies somewhere and if they've been cut and pasted and we don't know what's been cut and pasted um we're basically i guess throwing out some policies if we must be if we're combining and then we're creating a new policy out of bits and pieces that i you know this is a lot of stuff to be to to paw through and like i said i've read it all through but and most a lot of it is boilerplate um but is this are you saying that this is the way that this policy as it's stated in here is the way osba has told us it should state word for word yes that is correct will and

what has happened in the past will is that when osb recommends policy to us they recommend based on different criteria and some are highly recommended some are required some are optional and different superintendents in the past have not always updated policies that they considered were optional or not required for instance the bbc which was like um i believe that's executive session it hasn't been updated in our policies since 2000 because we haven't had superintendents that necessarily felt that it needed to be updated right they felt that the wording was correct but now osba is looking through things and going okay well we need to get this updated and this updated it was a it's a very hard thing to go back and say okay this is our policy on some of these some of them

are really easy especially since jeff's been here because he upstates all the policies he updates whether they're optional whether they're recommended whether they're required but in the past that's not always the way it's been done and it's some of these older ones that are combining things and they're taking pieces from here taking pieces from there are really difficult to try to glean them together but the ones that you're getting in the book are the ones that osba is recommending are adopted see my problem is as i think you know that i don't always agree with what osa recommends and of course they don't actually have they don't have the authority to make us do anything that doesn't mean i don't want their input but to hold to wholeheartedly remove big swaths of policy in place

of this covers basically everything that goes on in a meeting and um i don't know i mean i don't know where to get the point of reference i don't know i don't know where actually to find where it came from so i can see um like just a simple little one um this says all board meetings retreats works that should be held within the district boundaries except as allowed by law that's always been my understanding right but it's also been something that i wanted to change so now i don't know if it was we had approved it before and we have to change our own policy or if this is now making policy to that effect and it wasn't ever official before i don't know what's going where it came from and what status it

was in and so whether or not we do with it now i mean i i would have thought anytime i've seen a policy change not at the district all the old text or reference documents have been there and those that have been changed have been crossed out or moved and there's been dialogue as to where they were put it was all very step by step this looks like somebody just ripped out some pages and typed in what they liked and threw it in there and said here do this and i have a problem with that well that's not what i did of course um so so you're saying everything in here that is yellow it's not necessarily new it has actually been written before and you have taken it from something that was already a

policy and you're putting it in here is that not necessarily no no the yellow is was not in that particular policy before it was not in vda before no that's that's why it's yellow excuse me but it wasn't necessarily it couldn't parts of it could have been in the bdc that's what i'm wondering so what i'm saying is through it's it's probable that these words were in another policy that um has been removed as a result of this we will probably we can't go in and delete some of them but um osba did not recommend deleting these policies so i'm going to have to find out if that's what they want us to do or not they do not recommend it this time they're particularly sensitive to this because i know of several cases recently

in in public boards where standard practice or accepted practices have overlooked some things that have then caused some serious problems and there was no reason to question them when they were first written uh um and they so they followed them and then they now they've caused some serious problems so i'm kind of sensitized to especially with all the changes we do need to make we saw on date updates and all the stuff regarding cove and all that i mean it's definitely a period of change but i'm i'm kind of hypersensitized to the words that go down and where they go down um i guess the only option the only option is to do what i said go back and put down everything where it came from or i guess we can agree the board can

change a policy anytime they want to so if this is the new policy on this and we want to change it we can bring it up and change it is that correct yeah i mean that's no it it's yeah i mean a lot of these are required changes based on house bills and senate bills like i said before so if there's certain areas where you don't want the yellow there and you're not comfortable with that there then we would have to take that back and check with legal to make sure we can have that not in policy because we want to be following house bill senate bill whichever it may be that has added some of this because they have started to they have started to focus on boards and boards elevation helps if need

the ic you can and the pain medication was sent to the pharmacy so if you need to take it take it if not we got to have to take it thank you guys all right sorry i'm gonna unm muted karissa i think we're getting some feedback here so yeah sorry about that so if there's things that you would like to keep excluded based on the yellow then like i said i would take that back and then and check that with legal well i don't know the problem is again it's all about context and um i might read something and it sounds fine but if i'd have seen where it came from or see why it was put in it made me realize that there was something that has been you know unintentionally or intentionally uh

made policy that i didn't realize that it's gonna then i mean because there's no point of reference to this there's no way to go back and say if this is what it is what you know what's it changing other than what you the specific stuff you've crossed out i can't tell what these changes are actually changing they they just they they communicate here based on the pattern you're using as just new policy period so so how would you all like to proceed here jeff just wondering i think well yeah there's a lot there and i i guess i was just wondering just to address you know i hear what will saying and i don't necessarily disagree with it and i was just wondering um i believe on our district website right we have all the

board policies so we could go to uh bd bda and pull that up right to see what it was yes but but also yeah and that's a good point although does that mean that that because if you start duplicating policy in duplicating verbage requirements different policies then you start running into contradiction oh yeah among policy and if you haven't removed something that you've added someplace else you've you start getting policies that you start becoming non-functional well let's see i have a specific item for discussion if we want to do that in bdbda i mean there's there's a bunch of typos in this too i don't know if people are aware of that so in bdbta there's all meetings how the public shall comply with the oregon indoor clean air act does the uh district building

actually comply with the oregon clean air act good question i would say yes but i will double check i don't know if not we should strike that i just never seen it that is i've never seen policy change this undisconnected from one from one policy structure to another i don't think it's i don't think it's uh really responsible to implement policy that's not in an early fashion and deletes what it what it replaces and so on and displays that as we approve it that's i mean that's that's the way policy is done i mean do we have to ex i guess we can either accept them as they are or we can alter them right we can but we don't know what we're saying in here might also still be in other policies which would

make them redundant or maybe even contradictory if they're awarded in a different context i agree with that jeff when was the time frame that they were looking to get these implemented by they were sent to us in october um and then we brought them last month and then we've altered them for you so yeah yeah yeah no i'm following that i'm just wondering if um if we send like bd slash bda back to osba and say you know like what were you guys thinking here please provide context this is basically a new policy well that's a good point have they is this literally just taken from their verbage word for word yes it is because if it is then that's a great idea ron because um yeah they they i mean they gave us the

finished product and we're asking to look at the at the details it's how i see this and well i i you know in my profession we do not duplicate you duplicate it's just errors exactly you say it once you say it succinctly frankly i'm shocked that a legal counsel would look at this and not ensure that it gets implemented through a replacement procedure like that i mean that's legal that's that's first grade legal process so let's table board meetings can we keep on going through cause maybe there's other ones that we don't necessarily have a problem with there's just a couple that have that much yellow the rest are fairly just change their little language based on like i said house bills or senate bills i see on and anybody you can just jump in

okay this kind of opens open forum here but jeff on bdh-ar for public comment at board meetings that revised paragraph down at the bottom uh that's what i would be reading um at each board meeting or the board share would read yes i'm curious why there's an ar if we're if we're i i do there's there is duplication between bddh and bdhar and i'm curious why the ar exists so the board sets policy and then the ars are set by the administration so based on the policy you pass then i can change the ars at any time to reflect the policy of the board so you could let's for example you could follow policy and maybe next july when we do a board retreat you want to change some the way you do public comment

at board meetings so then you would say hey we want to do this and then i can go in and change the ar of what we've agreed to without having to change the policy so the ars are for for me to and and for me to change according to what you tell me and then how i follow procedure um you don't approve the ars you just approve the policies and then based on the policies you approve i have to adjust the ar that helps but i bring them to you so you can see them so when we have a policy we go straight to the ars that's how we enforce a policy is with the ar the only issue i have with the public comment board bddh is i want a prominently placed in here

the requirement that all public comment will be respectful of all participants personally respectful of all participants we say what they can say and what they can't say but we don't say it will at all times be respectful i don't know exactly where it should go but it should be red and i it's got to be in i want to be inserted in here so maybe under the procedures maybe it's a separate procedure yeah all right that'd be nice well i mean it's our policy we can make it what we want yeah i mean that's an easy one to put in the ar well if that's something you know well does the ar since it's relative the staff is it binding to uh the way we conduct the board meeting as a board yeah okay yeah

no it's it's it's what we follow or what i follow so if that's something in there i would enforce that during a board meeting for example well what i'm trying to create is a situation where the chair has discretion as to whether people are being treated with respect yeah then that might you might want that in policy i want to give the chair the authority to control the meeting [Music] i have a question about this one the bddh at the end of procedures for written comment which is on page two it says that written materials or comments submitted may not warrant action by the board is that strictly for a written comment or is that meant for verbal or oral public comments because it's not in the oral public comments section so i'm wondering like

i don't understand why that's actually there that was written materials or comments submitted may not warrant action by the board yeah you could move that over i'm asking whether or not we actually even need that in there i think it's a good statement but as it's written it's only for written comments well maybe it needs to be written materials or verbal comments just comments i think it's i think it's valuable to restate that the board does not have to act on input which is i think that's what that's saying that's the way i interpret it as well so as we make changes on this how what's the procedure for agreement and disagreement i guess that's the question for marlo or jeff well if you come to consensus right here and just tell me hey i'd

like to add that and if nobody objects then i put it in and then we update it accordingly and then also i would check it with osba to make sure okay i just don't know if i need to like keep it pretty informal does everyone agree with that yes or no or you know it doesn't need to be a majority on some of this stuff i agree with consensus okay it looks to me like um on your point dan obviously it can't be put in that same paragraph relative to verbal because that's a written comment paragraph but it certainly could be added into the procedures for oral comment somewhere just basically the same statement or we could modify the statement and put it uh before the end of policy yeah to cover everything yep i'd

go along with any of that um i moved it i moved it to the first page and i made it the third paragraph before you get to the procedures for oral public comment is what i did so it works for me so right that covers i have no problem with bddh with that change everybody bails yeah i'm fine with it yeah i support that i do too i just want to make a comment on that that if if the actual strikethrough is correct you actually crossed off two periods where are you at dan oh sorry you gotta go back uh that would be the first paragraph in the second paragraph at the ends okay i'm seeing that correctly but i do have my glasses on come on dan we're an institution of education why do

we have to spell correctly imperative all right so correct correct me if i'm wrong here so what what am i doing about bd bda board meetings am i going back to osba for more interpretation correct what i would like to see is what i consider to be a conventional process for policy updates which i'd like to see the old it's like to see all the policies that are enforced prior to these changes in front of me and i'd like to see what's been taken out of them as redlined out of them if it's taken out or an annotated where it's been moved if it's been moved someplace else and then i'd like to see them the the policy that's been inserted into entertained as such um so that you could follow a trail from whatever

we're doing prior to the approval of this policy to what we will be doing following it that's my that's what i'm advocating for and requesting so you're saying to just put the old policy on top of this one so you can cross-reference well i think let me let me so jeff like if you're on that bd bda and if you're on the first page and if you go to like the third paragraph and that came from bd dash bd c then this the bd bd slash bdc would be included as changes and that entire thing would be crossed out so then you would see the nature of where that comment went well does that is that it's basically an annotation process yep yeah yeah even if you yeah like to what you said even if

the old policy isn't there then we can go look up the old policy if we want to because we know where those words came from we can trade we can if we want to we can we can find the sources and i would think that this is not a marlow test this is a osba thing that hey you guys you you completely redid this policy where did you come up with this exactly really worst haphazard was is there any other policies here that people wanted to bring up i mean we can kind of uh go through any of your previous notes um sorry i mean i'm in transit uh i apologize for the background noise here but um just leaving the hospital getting back to my sister's house very shortly um so one thing that

i wanted to look at was the instructional goals um because i think it's like number four that says support the physical and cognitive and developmental growth of students and i wanted to add social emotional um growth to that statement i wanted to have the board's opinion on that but that was my suggestion for adding that to our goals because that's something that we're really looking at enforcing and and working on um curriculum-wise with our district so i think it needs to align with the goals that we have there where did you say that is carissa that's under the instructional goals i didn't i have i'm looking at my notes right now i didn't write down the page number it's kind of okay is that is that in the policy uh policy book or is that

into something else no it's in the policy book it's under instructional goals and it's number four and it says support the physical and cognitive growth and development of students okay historical back half yeah do you know what the policy number was dan if you found it uh ia okay or 1a so chris say that again supports the physical and cognitive growth and development of students and you said you wanted to add supports the social emotional physical and cognitive growth and development of students i wanted to add the social emotional piece because i think that aligns with what we're trying to bring into our district and to to focus on that in terms of curriculum and support for students which is desperately needed right now and i think it just helps to have continuity in all

of our policies and if we're going to have goals that that that's something we can work towards right okay we got it awesome then i have one other question which was um the educational equity um that whole section is golden like we've been talking about right and is that kind of like what we're looking at for the equity plan jeff like we talked about at the with northwest regional esd i wondered if you could speak a little bit more about what that whole educational equity piece is so i would have to yeah so this is a brand new policy so this is a policy we haven't had before and it yes i would say it correlates directly to the the equity plan that we're talking about okay plan and all of that that we're trying

to do and so um that makes sense that i just wondered where that if that was kind of where we're working towards and we're trying to put that together now so it makes sense and i support what everyone's saying here i i actually really like a lot of the wording that they added i appreciate adding gender identity and there's a lot of really important new wording that's gone into this but i also understand the the change and having it be systematic and be able to be accountable to what has been changed so i totally support that as well but i'm glad to see this um equity piece added in um and and i appreciate the fact that we can go back and revise this and i i'm kind of echoing the sentiments of everyone here

too like there's a lot of changes which it is time for change for sure um but going through it i think systematically would be really helpful for all of us to understand where we're where we've been where we're at where we're going thank you chris um i i remembered i had thought about um it seems to be like on policy jfc which there are no changes to i guess i i guess it's just it says revised i don't see any change oh i see at the very tail end maybe that's just the only change james it seems to me like that's that policy relative to student contact is another opportunity to reference respect i don't know exactly where it would fit best but it seems like it should be touched on what was the policy

again will jf cafc student conduct yeah okay thank you i mean you could just put it the first add it to the first sentence board expects student kind of contributing and be respectful of of all at all times whatever of all students and teachers and it's not a i don't think it's a big ad i just think it needs to be in there because again it gives us some some latitude uh as a fallback if somebody wants to dispute whether something is contributing to productive learning or climate or not it also aligns with safe respectful responsible students so it's kind of what we do throughout the whole district as well so i think that's that's helpful i appreciate that studying that culture i do too absolutely okay i got it noted is there any other

policies as you went through them because a lot of them are very very minor changes whether it's just adding a word here a word there compared to some um there any other changes to note i don't have any other not that i saw at this point me either all right so what we will what we will need to do is i will we'll have to uh we could also there's also an opportunity if we want to take advantage of it to i'm sorry well you kind of there was some feedback there oh sorry there's also an opportunity if we want to add something referring to respect in the freedom of expression policy could be just a couple words in the first paragraph maybe yeah i'm getting there what is the code on that it is

uh i it's uh i guess it's ib ib okay and i guess as i look at all the stuff we're dealing with between you know social equity and inequities and i unrecognized bias and all this stuff an awful lot of it is captured by respect um kind of across the board if we can yep you're right we could adopt that universally and make sure it happens in our district i think we'd go away in the world i support that 100 yep i do too and you will you said the first paragraph i just it could it could go more any place but i just you know it says in the first paragraph it says that this requires that students exercise their rights fairly responsibly in a matter not disrupted vengeance or educational process you know

one easy way might just be say fairly responsibly uh respectfully of all of all participants or all members or all stakeholders and not disruptive to other injuries there's something along those lines yeah all right we got it so all right so here's how we would proceed so we'll make the changes and i'll double check to make sure we're doing it the way you're requesting and then we can bring it back during the january board meeting you know it is on the agenda night for action items but we can just table that until january and make the changes that you mentioned tonight if you do have other things that stick out or that that you think maybe something else needs to be changed um let me know um between now and the january meeting and and

like i said a lot of these are just a couple of words here and there and it really doesn't affect the policy it's just matching with language from senate bills and house bills um and rewording it but just let me know if you have other changes between now and now in that meeting if that sounds okay to everybody sounds good thank you yep sounds good to me too all right so 5 45 so we do have to wait until 6 p.m for this session so we're going to take a 15-minute break and then come back here and go from there and so everybody if you mute and turn off your cameras um we'll take a 12-minute break right see you soon thank you thank you everyone all right ron lord members if you turn on

your video no unmute you yeah i am leslie you look like you're on stage at behind you is the stage curtains are you are you performing tonight i am all right ron go ahead if i ever unmute you all right uh welcome everyone uh this is the bank school district's december 13th board meeting i'll go ahead and call the meeting to order uh as a zoom meeting we won't be doing the flag salute uh 1.3 is there any public welcome or i guess i just did that so welcome everyone um audience comments and information um jeff sent out an email to everybody regarding how to go ahead and be able to speak and for written comments and everything just as a reminder the bank school district board of directors requests comments be limited to five

minutes per speaker speakers will state their name and city of residence for the record the board appreciates community members sharing information during public comments while the board does not respond to public comment following the meeting the chair vice chair and superintendent will together determine appropriate level response speakers may offer objective criticism of district operations or programs but the board will not hear complaints concerning specific bank school district personnel with that we'll go to 1.5 for the asb report all right we have katie girlsnickel here this evening to do a report and mr pence is helping me now so all right go ahead okay so sorry i am a basketball practice right now so it's kind of loud um so um just as like a little update for everybody um basketball and wrestling has been going

on and basketball has been doing great wrestling has been doing good as well i have a statement from one of the girls that does wrestling and she says um i would like to say the team is doing incredible especially for being so early on in the season we've all been working hard and majority have been consistently placing we even got that team trophy in harrisburg so that's really great there i'm gonna see lots of progression throughout the season um the deck the stage play was put on by banks high and it was a huge success um the winter clothing drive went on and we had over 200 donations throughout the middle school and high school and it was really good really good opportunity to give back to the community one of my goals this year

as asb president was to increase the school spirit we've had tons of support from the student section in areas like basketball games and volleyball games but in order to just take that up a notch i'd love to get more support in areas that don't such as drama or wrestling or dance just trying to make sure that everybody feels like the school is behind them and can support them in whatever they may be doing um dance had a competition this weekend and one of the seniors samantha lockamy said that quote we got first on both of our routines and we went against three other teams in palm so that was pretty good so the dance team is doing great sports teams um are doing great for a pre-season um the next big event that we have

coming up is probably winter formal which is going to be january 22nd oh also the blood drive was this past week and it was pretty good the only things that went wrong were the blood drive was just way understaffed by people of the red cross and also um the truck carrying all the supplies was like an hour late so the people running the blood drive from the high school were a little bit stressed but overall great turnout lots of people donated and yeah if you guys have any questions or any concerns just let me know katie thank you for being here very much appreciative thanks thank you okay we'll move to 1.6 do i have a motion for approval of the agenda i move we approve the agenda good night is that right all in

favor hold on hold on wait wait i would say that we need to approve the agenda without action item 6.1 which is the policies we can take that out right now okay so it asks for a new motion so yep thank you uh can i have a new motion with removal of item 6.1 i move we approve the agenda with taking out 6.1 second all in favor aye thank you leslie passes unanimously okay we'll move on to 2.0 for presentations and reports uh 2.1 the fat club presentation all right we have the fad club here this evening um and we'll get started here we have christina pasador and he's a student we don't see the student yet so oh they're all in the same room that's why yeah so um do you need me to

share the screen and do the presentation or would you like to be co-host and do it there uh if you want to share or if we can run it from here we can do that whatever you whatever you want sure mr pence said he would do it okay okay that works hey i always take the power when you get it yeah all right here we go so thank you we appreciate having the opportunity to share some of what we're doing with yet um i'm tim eggleston run the agriculture program here at the high school i'm christina pasador and i run the multimedia program at the high school and i'm annie nevis i'm the fabrication and design club president okay if you want to go to the next slide um so fabrication and design is a

club that probably a year or two after ms pasador was added to the district here that we put together kind of with the goal of collaborating collaborating to provide some unique opportunities for our students and at the time we had kind of a couple of goals one to represent the specialization in industry realizing that in our different areas you have people that focus on one specific thing i always use the analogy of construction you've got your framers you have the roofers you have your electricians and each person adds their own specialty to to the team and so we tried to do that bringing together some of the things from some of our different classes and then we also wanted to give our students a chance to share that what they're learning in their specific classes

and the skills that they're gaining to be part of a bigger team and then more recently one of our goals one of the pushes from the federal and the state level has been work-based learning and we had some of those things already kind of in set in stone and set in motion uh so that's been something that we focused on a little more recently um and this chart here was something that miss pasador and i kind of put together a couple years ago of one of our goals you know with having the kids specialize we wanted to give them titles that would represent something that they might have in industry and give them some of those roles so this is kind of how we we attempted to organize things starting with our our officers and

then down to different project managers for projects that we're working on i mean as annie said she is currently our president right now um wide variety of projects we do and we'll just kind of run through this we tried to give you a few examples um out in the shop we've got a laser cutter and engraver where we do a lot of water bottles uh we engrave different things um there's an ornament there that was cut out on the laser cutter we there's some crossover projects we'll show you in a couple minutes that we've done and then plasma cutter will redo a bunch of metal signs custom signs personalized signs where the students design those and we make that also out in the shop um go ahead and advance please there we go um we

have a cnc router where we can do similar things with wood so there's a sign there and a privilege board that we made here at the high school we were with mr pence a few years ago and made those signs for outside of each of the staff's doors both ms pastador and i have a vinyl cutter where we do adhesive vinyl we do heat transfer vinyl so for the past couple years we've made the signs for the um homecoming court that other picture in the lower right is one where a couple of students designed uh some vinyl that went on the wall in mr linehan's room after they won the state championship okay and then um some of these are from summer school or summer academy and then some are from this year as well

but um focusing in my room on the designs and how to set up the files to output in the um shop so being able to like see where the paths are and know like what you need to do with this design to get printed out either on the vinyl cutter or if it's going to go to like the laser engraver or if we're going to print it on the sublimation which is the bottom left and well i guess it's all of them all of these are sublimation printers so whether it's printing on the sublimation printer or the laser engraver or the vinyl we're trying to teach the students both sides so that they know how to set up the files and then in industry they'd know how to send it to the shop or ask

for the designs from the designers and then this is our trailer we put this is a picture from us putting the decal on it so that people know like our trailer in the spring last year and this was something that we were able to purchase through a grant kind of a couple of goals with it one is that we have a mobile production area we actually got the trailer right before school shut down was that a year and a half ago so we haven't been able to do as much with it as we'd like but we'd like to be able to take it to community events sporting events and have the students actually working out of the back but also be able to take it places and do demonstrations with it you know take it

down to the elementary school for some sort of after school enrichment program a couple years ago ms pasador and i did a presentation at valley catholic middle school and some of the teachers there seemed really interested in us being able to bring some of the equipment out there and you know show the teachers and the students so that's kind of a big goal um and we'll let annie talk about what we have managed to use it for this year in the next slide yeah so this is pictures of us at the football game we have our little camera set up in there with our monitors and then we have people on cameras and they input all into that um that stand a little cart that we had in the trailer it was really nice having

the trailer because then it didn't rain on us so this new equipment is teaching them like about broadcasting so um they started first at graduation was it last year's graduation yeah so last year's graduation with a couple cameras and then we did a couple football games a volleyball game and some basketball games um the goal is to be well we started live streaming the basketball game so the goal is so that they can get broadcast experience similar to if you worked for a sports or a news station and what's what's really fun is that annie is our executive producer she's the one in that picture there on the left and um you know this is out of my area of expertise but it's nice having the headset on and listening to annie telling someone so

okay you need to pan right you need to zoom and basically she's for lack of a better word shouting out directions to the people of the camera saying here's what you need to do yeah and we just live streamed it for the first time last week and or i think it was last week and yeah we had quite a bit of people watching we have like 20 people so that was pretty awesome have some people seen what we were doing and so they've been going from just learning how to um switch from just one video camera to another to now she was learning she did picture a picture at the last game and then adding some graphics and lower thirds to the next game but you don't know what lower thirds are the um the

graphics at the bottom of your screen are the lower thirds so that you can see the video and the graphics over the top um and as ms pascal mentioned earlier we tried really hard to do some crossover projects where we get the students to understand some of the different facets all these pictures here were from summer academy where on the far left those were files that we designed cut them out on the vinyl cutter then we took that same file made some changes to it and they made some little keychains that we did on the laser cutter and then finally the ones on the right uh we cut those out on the laser and then sent the files down here to mrs pasador's room where in illustrator and photoshop they were able to design their

their name and those were all sublimation printed and it's fun getting the opportunity for them to see how things go from one machine or one process or one software on to the next we'll let annie talk about her brain project in the next slide yeah so for ap psychology we had a brain project to make and this summer i learned how to do the um transfer it from like eggleston i still made on it so i designed all of that in illustrator and then sent to danielson so he could cut it out on the laser cutter and then i submitted it onto this and passed her room again so that was very fun and the bottles there the soccer stuff on the right that was from i think it was last year um but a

student that graduated he designed the logo and he said hey can we can we engrave these on some water bottles for the coaches i said sure he sent me the file said okay we need to sit down and look at this because in your file you have four different colors in there how is that going to transfer to the laser where all it does is it takes away some material and we're left so that was a really good i think it was eye opening for him and it was fun for me to sit there and say okay we need to think through this you know me not being the designer but saying okay here's the functionality of what we need to do and i think it was a pretty positive experience for him getting to

see how things transfer from the screen to something in that you physically have and then we do lots of partnering up with different things these are just a handful of projects we've had a number of different parents when we have senior athletes that hey we want to do something for our seniors for our senior gifts so for track for wrestling we've done that basketball lady braves a dance team they wanted like a centerpiece i think it's for their table or something with that a couple years ago so we made that um at the elementary school there were a couple of retirements last year mrs alter said excuse me hey can we do some plaques for them so that was a project we put together the chili took off here at the high school you know

we have some fun coming up with some things for that so we're always keeping our eyes open for some of those those different partnerships there where we can hey let's team up let's give the kids something that is real and that they can see and then on the next slide we do a ton of engraving so these are some different groups people businesses that we've had a chance to work with the third one over the cascade i think it's cascade technology alliance that's part of the esd mr buchanan's wife works there and she's hey can you guys do this and as a result of that we just today engraved a few bottles for someone else from the esd that um she kind of got us in there so that's been um you know a lot

of fun and it's it gives the kids a chance to work on something where their products are actually going out there and being used and being seen we put there some of our social media stuff we do post on instagram and facebook some of the projects that we're doing when we're broadcasting or live streaming a game um so some of that stuff those are the bhs fad ones um the other one bank cte that's one that i started before ms pasador was here and i like to post projects so the kids can see and share the stuff that they're working on and then there's that link there to the youtube video that was one was that two years ago three years ago three years something like that that we put together that it shows some

of the machines and interviews with some of the students and it gets down to a little bit more of the nitty-gritty of some of what we do in our two programs um you have anything to add no it's just recently um the students have learned enough that they're able to start teaching each other the different areas which is where that chart at the beginning of our presentation kind of comes in so that's been really exciting and inspiring to see them gaining their skills and actually making products and teaching other students how to do it and like annie she's recently gotten good enough at the heat transfer vinyl that if we have someone younger that wants to do it with annie would you mind showing them and that's what we're trying to get to we were

really starting to get there and then schools got shut down and we're kind of you know in a rebuilding phase for that stuff but ultimately that's another one of our big goals is that peer-to-peer teaching so that's what we have if board members or admin has any questions for us we'd be more than happy to answer those for you well i'm just so impressed thanks for for letting us know i know i've i've rece i've received uh a few things i have my earrings when you first started so you're so appreciated thank you so much thank you i'm curious i think this is really great and i also think it really fits in with our overall school mission vision in preparing our students and i'm curious you mentioned doing work for maybe a business or

two or some businesses in town and uh of course the skilled labor crunch is just getting tighter and tighter and i'm wondering if if you've had a chance to or if any businesses have approached you or anything uh maybe talking about some specific areas maybe these being some of them are also some other ones that they would like to see skills coming out of the school um with for specific application to their company some some something that might turn into a partnership at some point have you seen any evidence of that or do you think there's any opportunity or benefit to that i think there definitely is um you know we've had a number of students that have gone into some of these areas a couple weeks ago i had a gal that she's in

engineering and she emailed hey can i get a letter of recommendation um you know you can highlight some of the cad stuff that we've done um talk about the nike guys ago huh um yeah so nike came out and did some presentations and gave us pointers and opened up some communication with what skills they want to see out of the students if they were to hire them yeah and then some other local businesses as part of our cte programs we have to have a um a board an advisory board and those are made up of some of the programs and different businesses where we're constantly in communication with people in industry to know like what they want to see out of the students i know with video especially too that's really important because technology is

changing so fast that i keep reaching out to everybody and so they keep helping and letting us know like what they're using what skills they want to see out of their interns and future employees and you've had a couple of students she's had a couple of students too that they've gotten little side jobs from somebody designing something for them and um actually gotten paid for it you know for stuff they've done outside of school on their own time so yeah there is some transferability there definitely i could believe possibly if it got if if some some good partnerships develop that might even evolve into where they might also be a source of donations that would actually allow us to expand further in this in the equipment we have and the programs you're offering because this

is i think there was first there were a couple of presenters a couple years ago that yeah they were you know gung-ho trying to help us you know figure some of that out if we'd have had some space somewhere where we could have gotten into the screen printing that that was a possibility and something that we were looking looking real hard at so yeah well i i can only speak for myself as a board member if you're doing things like that and you need more space i'd sure like to hear about it see if we can figure out what we if we have some way we can help you thank you we appreciate that go ahead dan i was just going to say that i actually had the privilege of getting into the fad room

and actually watching them and learning about everything that they were doing and it was it's so impressive and it was so wonderful how happy everybody was to be doing you know all this stuff and it all the equipment everything it's so wonderful um i just uh and i've had stuff you know done i've had water bottles engraved and things like that in the past but have you made uh you know an effort to try and go out and drum up more business or how would you do that or how do businesses come to you in order to maybe get design or some some work done um we actually have in that first that full year first full year before we were shut down we were hopping there were businesses that were reaching out to us

there were sports teams that we were making apparel for um we were busy um since then it's been a little bit word of mouth hey you know i hear you can do this i get a lot of emails can you whatever it is and we try to you know we try to facilitate those and do those projects as much as we can but yeah there's there's opportunities out there i mean the sublimation printer we've just barely scratched the surface on what we can do with that we do have a website that we put up where we're selling some stuff we got the square set up a couple years ago and so yeah we do some of that and there's definitely more um this year we've kind of had to ease back into it as we

get kids retrained and you know get ourselves back into a position where we're real project based and um but we're excited because we're finally starting to get back to that point and we've got our annie's here that you know we're getting trained and we can turn loose and say hey here's the project and they can start to manage it from start to finish yeah i think we have what like 10 or 15 students now throughout all the classes that can help and train other students so with being distance learning for a while it was hard and so we were just getting students finally back on the machines because a lot of the ones that were teaching the other ones were have graduated and so it's been up until this point it's been like learning how

to use the machines again the stuff that you can't do when you were in distance learning and so i think now we'll probably start taking off again because we have that knowledge capital and they're able to use the machines and teach each other and we can have multiple things going on now in one room where up until this point it was kind of difficult with larger classes and just not you know having that year and a half or whatever away from school yeah it's really awesome and i'm so excited for you guys this is really really cool yeah thank you and we appreciated having you and i mean if anyone else wants to come you know visit and see what we have going on we are more than welcome or you're more than welcome thanks

didn't let you sit there and make something um i guess just real quick on the um [Music] as you guys are broadcast are going into broadcasting events and so forth and you feel comfortable starting to produce that product and letting people see that have you started engaging like a marketing department you know letting people understand how social media and reader boards and emails and stuff like that to kind of get it out there to the public that is our next step in doing everything um it was mostly i think we started with trying to make highlight reels without being live and then the last game two games were live um and so now we will start marketing that they have some confidence underneath their belt yeah yeah yeah yeah yeah yeah no that's one of

the things where we try to you know we talk about trying to get these kids to specialize that's something that we're going to take a look at in my ag business class because that fits right in with the class and that's something where um there's some real applications so yes we are going there we're just not quite there yet yeah no just thank you for making the presentation this is just it's it's phenomenal i mean this is what cte is all about in my opinion so nicely done thank you so much for being here i'm really excited to learn more about it i'm very excited for you um so such great opportunities for uh mentorship with the students and for leadership opportunities so it sounds like this program is just growing and please let us

know how we can support you because this is thank you okay with that let's go on to 2.2 the annual audit presentation so joni i'm going to ask you to introduce our presenter this evening and tiffany if you could um turn on the camera you should be able to okay i uh i'll go ahead and introduce tiffany tiffany elbrum is from our audit company uh polly rogers and they um have done our audit for many years now and she's going to present you the financial statements which i believe all the board should have received the financial statement and the management letter for last fiscal year the 2020 2021 year so go ahead tiffany hello thank you for having me tonight i'm trying to start my video that says the host has to do it there

we go yep so my name is tiffany ellroom i'm a manager with polly rogers i'd like to thank the board for having me here tonight i'm here to present the 2021 audit report for the district i'll be going over the governing body letter which summarizes the audit report as a whole so on page one of the board letter we discussed the purpose of the audit for the school district we focused on performing a financial statement audit a compliance audit required by oregon minimum standards and then a compliance audit for the federal awards page two of the board letter we discussed the results of the audit the district had an unmodified opinion on the financial statements meaning we gave a clean opinion for the state minimum standards we found no exceptions or issues requiring comment except

noted on 50 page 52 of the report for federal words we found no issues or non-compliance and no question costs and also we said we had no separate management letter issued meaning we had no complications with management in order to perform a successful audit in the significant audit finding section for the corrected and uncorrected misstatements we found none that were beyond trivial meaning we were able to trace all financial numbers back to the original sources and overall the audit went very well and smooth and that's due to all the hard work from the finance office and as always we enjoyed working with joni and marlo and we appreciate all their hard work and yeah did the board have any questions or concerns regarding the audit nice to know that gionee and marla are doing what

we always knew they were doing yes they're amazing they are they are they're so appreciated yes right there's no comments all right tiffany thank you tiffany thank you okay we'll move on to go over what you had received what did you say ron you kind of cut out for a second i'm sorry uh 3.0 audience comments okay um i'm going to order that i received if as we go through this i'll ask you to unmute if you are up next for comment and then if you turn your video on and then after you are done if you would please turn video off um and we'll move to the next person so the first uh public comment we have is jody haley jody go ahead okay hey guys again okay hey um i just want to

respond actually to a um take off from the work session because it sort of um dovetails with things that i wanted to say anyway so um really just three different things and the first one is i want to respond to um the many um suggestions that will made with regard to adding respect to a number of the policies and i just want to say that i feel like we we are all on the same page in wanting respectful and kind and thoughtful and deep dialogue with each other um i mean no nobody well anyway i was gonna say nobody wants to be disrespectful but i i really believe we all want to be respectful but i feel like will um and leslie i heard you you know agreeing to a lot of those things i

i know that what will was suggesting or feeling what or saying was that if only we added respect for instance to the student conduct clause or to the free and to the freedom of expression policy those being the two specific things that that would address a lot of the problems that you know that are are people are wanting to address in terms of um social justice and equity and and unconscious bias the things that will was listing but what i want to say to both of you and to all of you is that i really believe that there's a law of unintended consequences here and that is that we all want respect but when you insert that those words into say those two specific areas what you are doing is you're you are inserting into

a context that maybe you don't really understand or or mean to insert it because respect is such a broad term that it means then that you have kids in classrooms who feel and may may be held accountable for saying things that are not a part of the accepted narrative right you have and we already know that we have testimony from kids who said that they do not feel free to speak openly in class that there are kids who feel that that you know that this is their anyway that that their views are not you know are not allowed to be voiced right and when you say that that when you insert the word a word like respect then you have something a situation for instance say where once a student says the subject comes up

say in say current events about um biological males competing in female sports this is obviously something that's going on in our country right so if a student says actually i just don't agree with that i you know i believe such and such it's possible that that could be responded to as something that's disrespectful to you know to um people who are non-binary um or whatever the case may be and you and you basically create a situation where you are not allowed the students are not allowed to say what they believe or where they're coming from so if you want to insert those um that that those words into those policies i'm i was just thinking well okay well then maybe the thing we could do is that i would like to suggest that our school

would also adopt the university of chicago's freedom of expression statement it's a it's a document that was created in 2014. i don't know if you guys were aware of it at the time but basically it was created because they they said in quote in light of recent events nationwide that have tested institutional commitments to free and open discourse the the committee was dr was charged with articulating the university's overarching commitment to free robust and uninhibited debate and deliberation so this is something that other universities have accepted uh and adopted and it's something that our school could do as well where i feel like we could try to to to address the concerns and and take care of multiple issues at the same time because we all want respect but i assume as well right so

okay so that's that was the first one and the second one i'm now i'm not going to have time to say at any length the other things that concern me in the work study were of course the things that um that relate to the the insertion of words that are related to critical race theory and critical gender theory those words are social emotional learning that the things that are to do with trauma-informed education things that are to do with to do with um diversity equity and inclusion these are words that are related to the the critical theory um framework and i know i just want to say one more thing i know um ron that you responded to um you know publicly saying that no of course critical theory is not taught in our schools

but you go on to say it's a framework for understanding the systems of racial injustice right but that that assumption there that base assumption is the one that many of us have difficulty with disagreement with please just let me finish the thought which is that i just want to say that that critical race theory may not be taught but the framework is informing the changes that are moving forward in our school district and we need to have an open dialogue about this we have got to have a way to talk about it more than just me talking at you for five minutes so that's what i'd like to say thank you jody all right um next is jennifer hill let me find her here jennifer you're on mute you can turn on your camera you

do not have to but great all right thank you i'm gonna have to talk fast because mine's a little longer hi everyone i'm jennifer hill our family has lived in the banks community for 23 years we've had three kids go through the schools in the bank's district our youngest one is 18 and he is going is currently attending the transition program in the self-contained life skills classroom located in the middle school i want to address concerns with staffing issues and recruiting and retention of employees for this classroom and budgetary equity for the special education classrooms i can only speak specifically about my child's needs but these issues affect the whole classroom and all students that may go through the life skills classroom in the future regarding staffing the life skills classroom has been understaffed for

about a year darla was able to feel an open instructional assistant's position this week and we are thankful for that the concern as i have shared with darling jeff is the staff level in the classroom is just now staffed to the same level as prior to covet when there were three students with one teacher and three full-time instructional assistants now there's additional three students making a total of six students including middle school high school transition students this classroom has always had a one-to-one student-to-staff ratio or better the number of students in this classroom is likely to increase next year and in following years my child who is a transition student will be in the class for the next three years being understaffed can impact the safety of the students and the staff some activities or

tasks in the classroom can require two staff members assistants some may require three for one student for safety reasons students in a life skills class can have a range of disabilities for instance our child has a physical disability intellectual disabilities behavioral issues and a seizure disorder the needs and physical supports for these students do not decrease over time the students get bigger and our child as an example has regressed in his walking skills so he needs more physical support and assistance with quit equipment being under staff makes it difficult to work on iep goals for each student when in person school resumed our child attended school two hours a day five days a week to maintain some type of regular schedule the year this year he attends four hours per day which was mutually agreed

upon by us the parents and his education team our hope is that his hours of attendance can be increased in order to meet his transition and life skills goals of improving social skills in public places such as stores and restaurants exploring volunteer opportunities participating in community activities these activities have been limited to the banks area because of covet but will be changing most of these activities will require bus transportation or some form of public public transportation with assistance this would be difficult with the current staff level being understaffed has made it difficult for employees to take time off in the last month our child was asked to stay home for two different days because emergencies had come up with the staff this is understandable because more staff is needed for safety reasons we are currently

working through a plan to add additional time or days to make up for the missed days that is not a good long-term solution though there has been difficulty in recruiting applicants for these positions most of the positions have been listed as temporary and halftime with no benefits this could be limiting the pool of applicants we have been told by duty service case manager at washington county and agents jennifer one minute okay and agencies they use that people looking for employment now are looking for full-time jobs so the life skills positions have been filled with full-time employees so so far the life skills positions have been filled with full-time employees so we hope that continues the pay rate is currently too low for these positions in the district and not competitive in this market the job

duties of an instructional assistant positions for this classroom are way more extensive than a typical eye position public salary information i've found says special education assistance for hillsborough district is 18 40 cents per hour beaverton's 18 15 cents an hour personal support workers in oregon that assist the community in the community are 18.11 per hour i was told banks starting pay for the special at a positions is currently 15.39 per hour which is two to three dollars lower than other districts a living wage in our county is eighteen dollars per hour for one adult with zero children retention of current staff is important for this classroom routine structure and consistency real quick that's five minutes if you could wrap up please okay i just want to say routine retention of employees is really important we've

had the um we've been lucky that we've had the same teacher for six years and she did the whole pandemic by herself all days were laid off and we've also had a physical therapist from the forest grub district was worked with joe since he was in elementary school so those have been real benefits and these kids need the consistency of staff because it escalated increases anxiety and escalates behaviors so i asked the district to look into um some of the districts are paying retention bonuses for people for staff that have worked through the pandemic and are still current employees and lastly i just want to say that you know the teachers and their staff need to be supported valued and appreciated we want our district to continue to hire and retain the best teachers and

staff for the students in our community thank you all right uh next is catherine williams go ahead catherine if you're all right here we go um hello everyone my name is catherine williams i live in banks and i have two kids currently in bank schools uh thank you for this opportunity i'm here to voice my support and to encourage all of you to vote for dr marvin lin for osba's legislative policy committee position 20. dr marvin lin is currently a professor at portland state university and serves on the tiger tualatin school board for 10 years dr lin served as associate dean or dean of college of education in the midwest and in the pacific northwest he has served as president of the oregon state chapter of american association of colleges for teacher education also known

as aacte for those that are not familiar with aacte they are a non-profit national alliance of education programs whose mission is to elevate education and educator preparation through research professional practice advocacy and collaboration dr lin has a long history of community outreach and service such as creating a community-based non-profit designed to make opera he also happens to be an opera singer more accessible to underserved communities in chicago because of dr lynn's background and experience in education and as a community leader he has been asked to serve on several state and local boards including providence hospitals oregon community ministry board the governor's education recovery committee of the racial justice council the educator advancement council and the oregon educator equity advisory committee i have had the pleasure to hear dr lin speak a few times including at

an osba meeting that was primarily about current and upcoming legislation concerning education at that meeting it was clear he follows national and state legislation closely and is very knowledgeable on interpreting how each bill will affect administration teachers students and in the classroom what strikes me about dr lynn and why i am encouraging all of you to vote for him for lpc position 20 is that yes he has decades of experience in education but he is also passionate about giving back and serving the community i think this combination leads to a very wide and compassionate world view a view that is essential in conversations about education legislation because the needs of our students and educators are so diverse uh just to close i want to thank all of you on the board for your continued service

and to mr leo and the principals for all the work you continue to put in for our kids um i hope you all have a wonderful holiday and a much uh deserved break um thank you again thank you catherine uh next up is krista mccarty hi can you hear me okay yep you're good to go just start the clock okay my name is kristin icardi and i live just outside of banks and i have a child attending the bank school district and i want to thank you for giving me the opportunity to talk today i wanted to first take the time to thank you all for the update on the equity committee in the december newsletter that you put out as a person who requested this committee before and backed in august i'm obviously very

impatient for this committee to exist but i agree that it's so important to get it done right because it's likely to last longer than hopefully my child is in in school in banks so it's it's a big deal i just wanted to say that i recognize that this is really hard work um doing this equity stuff but i wanted to thank you all for listening to my concerns and taking this action at the request of me and other members of the community i've been very happy so far with the level of transparency that you've shown and i really like the newsletters that you started doing if i had to complain at all about them i would say that it would be nice if you could actually subscribe to them rather than having to go look

for them on the website and i know that your tech situation is kind of nuts right now but there's lots of places out there where you can go that let you create newsletters for free that people can subscribe to and maybe it might be worth looking into something like sub stack or something like that just something to think about but otherwise i enjoy getting the updates so the bright side of the past 21 months for me has been that i have never paid more attention to what's going on in the school district than i am right now and it's been really great to get more in involved with it and as a result i've really tried to go out there and educate myself about some of the issues that you guys talk about during these

meetings or that are brought up by the audience and i noticed on your agenda today that you're voting for the osba legislative policy committee seats and imagine my surprise when i not only knew what an osba legislative policy committee was but that i also saw a name i recognized running for one of the physicians so since the past few months have also taught me not to be shy about voicing my opinion i would like to speak in favor of electing dr martin lin for position 20. um dr lin as you heard previously spent years as an educator before getting his phd in social science and education he served in administration and higher education for the past 20 years most recently as the professor and the dean of the college of education at portland state university

he has in addition three children one in college and two still school aged i had the opportunity to hear dr lynn speak at a workshop i attended recently on important issues in k-12 schools i was really impressed at not only how knowledgeable he was in his subject area but also at how fair-minded and kind-hearted he seemed to be dr lin has said that he considers himself to be a servant leader and if you're not familiar with the concept of certain servant leadership the first four principles of servant leadership are listening empathy healing and awareness and i feel like these characteristics were clearly on display when i heard dr lin speak and so for me he's exactly the kind of person that i'd like to see representing our region with the legislative committees as they shape

state education policy so i'd like to urge you all to vote for marvin lin for osba lpc position 20. and that's all i have today thank you thank you kristin sorry thank you kristin next speaker is dan williams go ahead dan okay hi my name is dan williams i live in banks and have two children in the school district thank you for the opportunity to address the board the oregon school board association osba holds elections for its legislative policy committee in odd numbered years for this year's election dr marvin lin is running for position 20 for the washington region that includes banks it was his impressive resume that motivate motivated me to attend one of his talks concerning advocacy for issues impacting oregon schools and students in fact it was a line in his talk

we are the ones we are waiting for that motivated motivated me to speak up and get involved with the direction of my children's school i even solicited his advice and feedback over email not expecting a response however the response came quickly and full of encouragement it speaks it speaks to his care and openness that he made himself available available to help out a concerned parent in banks please cast your vote for dr lynn all right thank you dan um next travis schlegel hi guys hi travis go ahead all right uh so i was uh speaking with my friends there catherine and dan and chris and all that and they let me know about dr lynn running and uh my first thought was the opera singer i just recently heard a little story on him and

uh opb and then i i looked into his uh qualifications and credentials and i spoke with the uh my friends and and he uh seems like a very uh very excellent candidate for uh the osba position so i'd also like to voice my uh support for him as well when you uh consider your vote for uh that position uh with the uh i'd also like to just comment on the presentation from the lfad committee uh earlier in the in the evening and just uh wow very impressive what those guys are doing and uh i look forward to uh that getting back up and running uh at full steam uh goes a long way from when i was making name tags in the basement of the of the hospital uh with a little stylus and the

brass lettering back in 1989 90 and i hope that they continue to uh work on that and improve that and i look forward to maybe an online braves gear store or something like that that you can order from that would be wonderful uh and i appreciate all the hard work uh that they're doing that you guys are doing and uh taking everybody's uh uh safety and uh well-being and uh into consideration by continuing to host meetings to the best of your ability uh uh until we get things back uh back up and running in person and uh that's all i got to say at the moment thank you very much thank you travis and that concludes ron that concludes okay audience comment for the evening thank you audience members i appreciate you uh sending in

signing requests thank you okay we'll move on to uh 4.0 for the consent do i have a motion to approve the consent agenda and make a motion to approve the consent agenda a second all second favor all right hi hi passes unanimously okay we'll move on to 5.0 for discussion items all right so we have yeah so we have principal's report this evening um they've they sent in their reports but i wanted to give a little bit of time to the board if um ask the principals to join me now uh unmute a few people here mr pence can unmute himself and i'll mute so we don't get feedback all right so um principles marjorie would you like to start sure thing all right uh let's see i just had some celebrations um i'm not

sure if i put them all in my board report i know i put a few in there but um one thing is that we only have just one part-time position left to fill so um that's awesome news and um the other thing is that you know this year we have our school social worker lindsay flores and she has just provided a tremendous amount of support for our students and their families and you know teachers as well so i just want to celebrate the fact that we have her on our team now um that need has been uh around for a long time and it's just so awesome to have her helping out and meeting with different kids every week um there's a lot of need it's um it's hard it's kind of heavy but um

i'm super happy to have her on board so um those are just a couple of the other celebrations i wanted to share um of course we still have our we're still doing our student of the month rewards it looks different because we can't do assemblies right now but um mrs mccabe she's my dean of students this year and mrs flores um she they go around we go around to every classroom and present award certificates and a little prize for each student that's been nominated by their teachers for um whatever the trait of the month is like with november was gratitude um this month is honesty and so we're still doing that it just looks different but the kids get excited and that's really fun to go around and do that um so those are a

few of the celebrations of course we still have our challenges i'd say the biggest challenges right now are student behaviors just a little more intense and you know the lack of the lack of coverage although i will say another celebration is that we do have a couple more subs which is awesome so um it's still an ongoing you know kind of a daily issue to get coverage for all positions but um overall things are looking up so in that route in that regard so anyway what questions do you have for me i'm wondering go ahead sorry no no no no i was just going to say i was i'm glad to see um things are are looking up and um it looked like conferences went well um and hopefully kids are now starting to get

in the groove of things and you know yeah yeah they're they're getting into the groove for sure so that's that's good marjorie i just loved what you do to um nice things for your staff i i think that is is is really great it kind of just gives that little positive to uh help them just get along and through their days and i love seeing that our uh rebecca wallace and brianni were um in the newspaper for um the the recognition for the student of the month and the teacher of the month and um that's neat i i see some good things coming along hopefully we can just get through it all thank you so much you're welcome thank you okay dan your turn all right just to highlight the fact that it looked like

the mental health check that you presented um looked like we were showing some real improvements which is wonderful um and i don't know if you had any comments about that and then i also wanted to reiterate how wonderful it was to see so many parents engaging in the um the parent teacher conferences this year that was really wonderful yeah yep definitely agree um yeah you know i think uh the mental health of my teachers is um incredibly important and i've made that one of my top priorities this year to check in with them and they they can submit their responses to me it's not anonymous but it's just between the two of us and so that way i can have conversations with them um to find out you know they'll make comments about things that

are they're struggling with or um you know just whatever it may be whether it's personal or at work so that's just been a really nice way for me to check in with them and i just feel like i think i said in my report you know happy teachers make happy students and the beginning of the year was a really tough time and um i'm not going to lie and say that it's not still tough because it is but we are making progress and the students are starting to get into more of a groove and i'm really happy to see that more of the teachers are feeling better and are in a better place than they were in september and i've heard that some school districts are actually hiring permanent substitute teachers just so that they're

kind of always on staff is that i know we probably don't do that here but i don't know if that would be something that would be we should consider or at least talk about well uh what we are doing is um we're we're kind of sponsoring different people so we have some parents who have gone through the application process to sign up to be a substitute teacher and so the district sponsors them and so that way they're only subbing in the bank school district so yeah so that's been that's been really awesome and i um and then we had a you know our teacher that was in the um in our structured learning center well we had a couple but the most recent one um since marissa is back from maternity leave then that opened

up another sub for us and so that's been really helpful just to have just a couple people and if we get some more that would be fantastic and classified subs too so we need them all thank you for any other comments for all marjorie leanne is representing the middle school this evening yes so hi everybody um i'm talking about the middle school tonight and a few positive things that we wanted to recognize our pbis team has been meeting throughout the year and talking about how some ways to recognize positive student behaviors so we're having a social on wednesday to recognize positive student behaviors and students that have had no behavioral referrals over the course of a certain amount of time are going to be invited to just participate in some fun activities during seventh period

so we're going to be doing some uh some movies some activities some crafts some uh gingerbread house building and some open gym type of activities for the kids so we're really looking forward to that on wednesday um this month we started doing a a staff nomination where students can nominate staff members and teachers that they feel like are doing a great job of either teaching or supporting students and then once a week when we do our positive behavior drawing for students we've been drawing a staff member's name and announcing and acknowledging them as well so that's been really fun to see the students perspective on what they think is going well with their teachers this year so that's been really neat last week we wrapped up the science fair all of our sixth and seventh

graders completed a science fair project usually we've done these in the evenings but we did it during the school day this year so kids all did their science fair projects and had them in the gym during a certain period of the day and other students were able to come in walk through look at their boards we had teachers coming through and do the um the uh the science fair judging and giving the kids feedback it was really neat to see the types of experiments that they came up with and the findings that they did and they all put in a lot of hard work so we were really pleased with that um i put this in our board report but we're really proud that almost 40 percent of our students made the honor roll this

first quarter so our honor roll is if they earned a 3.5 gpa or higher so we're really really happy to see almost 40 percent of the whole school on the honor roll which is pretty impressive and overall like marjorie said you know things aren't um they're not universally great but there are a lot of things going well and the overall pattern that we've noticed is you know we do a lot of data tracking with kids um i'll go back and look at data from when they were in elementary school at the middle school the high school will look at their data from when they were middle schoolers and what we're seeing is that the kids that have struggled historically are having a really really tough time right now and kids that some of the kids

that we've seen that maybe would kind of walk the line between struggling and not struggling are having a hard time and um we also have a lot of kids that are thriving and doing really well so we're kind of seeing the whole spectrum of uh of how kids are doing both behaviorally and academically and we're just trying to address their needs the very best that we can yes marjorie a question for you um [Music] how is uh how's your how's the substitution going on uh for the middle school are you guys having difficulties there finding substitutes i think that meant was for liam i'm sorry mike sorry leanne i'm sorry i'm sorry sorry i got muted there for a second um we're having a really hard time with the substitute situation um we have noticed

oftentimes people are a little intimidated to sub at the middle school level for whatever reason so we have definitely had some challenging days where i'm covering classes darla's covering classes our school counselors covering classes teachers are covering each other's classes we might have one substitute but multiple substitute openings so the substitute is covering multiple classes um it's been a challenge having the district sponsored subs has helped a little bit but especially when it's last minute it's it's still been um a bit of a juggling act trying to make sure that there's an adult in the room to teach the kids yeah i've seen that yeah i guess the other follow-up question was just in the section for the sixth seventh and eighth graders uh the number of students that are receiving uh d's or nfs

do we know where that compares to previous years i tried to include that in a board report um i pulled the data from pre-covered so our first semester pre-code but i compared that to our first quarter grades so our sixth grade data i believe was relatively close in terms of the numbers our seventh grade data there are more kids with d's and f's they are also our largest class this year so i mean statistically you would expect a few more um and then eighth grade there are more than there were our eighth graders this year were sixth graders pre-covered so that's the only like apples to apples comparison we could really make so there are more kids with d's and f's but i will also say the same kids we saw in sixth grade with

d's and f's are getting d's and f's in eighth grade yeah yeah okay any other questions for the middle school no we just appreciate you leanne so much yes glad to hear so many are on honor roll that that was pretty impressive too yeah we were really happy about that i was i i just wish we could do something for the kids that are struggling you know just if you if we could have it all just to have a special class for with lots of lots of uh help there to get them boosted up i just wish we could do that that's a good point we do have something that we have called our middle school success class and we took seventh and eighth graders who are struggling 7th and 8th grade because 6th grade

has their homeroom during the time that this class is and there is a class where they are getting extra support from a teacher where they can get help on their homework hopefully if we can get a certain position filled we'll have an aid in that class to help them as well so we are trying to address it through a variety of ways but i think it's just it's just hard and there's still i think especially for the seventh and eighth graders they're still kind of recovering from the difference between what last year looked like and what this year looks like in terms of expectations and workload thank you liam yeah thank you all right i guess that leads to high school um i uh i i guess everything's already been covered by marjorie leanne and

uh the asb president the fad students they did all the heavy lifting tonight so uh just really proud of the fad group and and i know dan mentioned going in there and checking it out and just how impressive it is it really is so i invite you guys if you have an opportunity to just pop by and see the great things they're doing uh one reason we've been able to do that i'll just mention is measure 98 or student success a separate set of money that's been used to help support that program and that's been a huge uh weight off i guess budget wise and being able to get those guys the equipment they need and the supplies and everything to be able to do those great electives so uh really proud of the work

that tim and christine have done and all those students i wish i could go back and take some of those classes uh to learn some of the stuff that they're doing because it's really uh really interesting i think there's a few people that ask about website i think we do have a website or like tim said you can just reach out and say hey do you think you could do whatever i do that too hey do you think you could do this and um they're great like yeah sure we'll check it out and a week later we have this amazing thing that's that's better than i even thought it would be so uh they are just absolutely great to work with and providing those students some of those outlets and that's the other thing this

year it just keeps getting better each week like margarine leanne said that students are getting into a group and part of that at the high school is all the different outlets as we're trying to get kids involved in things outside of school so clubs and activities really proud of the drama kids and their production i went and watched them on sunday uh they worked so hard for those activities and those things outside of the school day to be able to perform in front of the community uh was was really really nice um we had just brought the drama program back and they had a few performances um and so they've been on another hiatus and to see them perform again i know the kids were so excited nervous but excited and they did very well

really proud of them and how much work they put in robotics is getting going of course athletics and just seeing students take ownership of these different activities whether it was uh i think like katie gross nichol mentioned the the clothing drive that we did amazing turnout anything we've done this year as far as spirit days or anything like that we've just seen more participation than usual the first dance we had i think we sold more tickets than we ever had uh students hadn't been to a dance in so long so everything that we do is so important now and and it's great to see that the kids are enjoying it i i definitely think that they don't take it for granted and and they're very excited about participating in these activities um i i think

i recognized uh amanda loewsley in my board report who's done an outstanding job whether it was with homecoming and the blood drive and helping out with all these activities and it's it's uh it makes you proud to see these students step up and take these uh leadership roles and work together with their peers to be able to put on something great and when things don't go great they're there to help support each other and other people step in and uh even she mentioned i think the truck didn't show up there was a logistical issue and here we have the blood driving these appointments and there's no truck there's no beds there's what needles or whatever they need for the blood drive so to see the kids deal with you know things we all deal with

and frustrations and shortages and timelines um they've just done a great job this year and i'm really proud of them besides the schoolwork and the stuff they're doing every day and the great work that our staff is doing with our students it's it's really exciting to see him also outside of the school day participating being involved and uh so i think that's that's one thing to highlight and and like i said it just keeps getting better and better each week so looking forward to great things after the break we have the end of our first semester coming up at the end of january so about four and a half more weeks of this semester and uh we've seen some students with failing grades i think i put some great information in my spreadsheet for you

we're pretty close to typical but we still have a long way to go and working with those students ben has talked about what he's done with his freshman team quite a bit and we have those other grade level teams too that we'll be meeting regularly with we meet this week to talk about students and all the different grade levels to try to help support them where they're at so that's kind of some of the stuff going on at the high school you guys were able to hear it right from the teachers and students today which i love to have them be involved and see that so that's that's what's going on at the high school any questions no thanks jacob and we really do like to hear from our our student body you know crazy

katie gross nickel telling we like to hear what's going on with our kids and to see tim christina and annie um telling us all about the fabrication department and everything that's going on that's exciting and it's it's good i i like seeing them come to us to to let us know and community members we have community members uh listening and so it's good to get the news out there thank you leslie yeah just to to build off of that i think right now it's especially important that we highlight the positive things to really kind of get not only the students engaged but also the community seems to be ready to be engaged and you know going to all the sporting events and i was at the the play yesterday and jacob actually had to set

up additional chairs because there were so many people there which was fantastic to see the kids just had did an awesome job and they were just so happy to be there you could just feel it and i would encourage the principals to to bring groups to this so that we can we can kind of hear from them and as leslie said i mean we have a lot of community members that are watching these and it would be really awesome to kind of show the positive things that we're trying to do to get the kids back and um and to engage again so um thank you for bringing them forward i really appreciate it and then i know we were talking about principles report but i was wondering um if ben if you could jump in

here for athletic director i guess two two things that i i was wondering about um we talked about freshmen on track for this year um but i was wondering about the freshmen on track last year and the sophomores right now and um [Music] do you know how that group is doing those individuals that you're dealing with last year those freshmen last year i would say i don't have i don't have that data in front of me but yeah yeah i'm sorry to put you on the spot but no that's fine that's fine i think our our on track rate last year was about 80 81 which is probably lower than it normally is because originally in the 90s which was really good and a lot of that had to do with student engagement obviously the

distance warning was not good for a lot of kids but when we did go to school last spring uh for that last three months or whatever it was after spring break uh the the the amount of kids that improved their grades just by being in school um was pretty uplifting um so for this year's sophomore i don't have that like i said wrong i'm not i haven't yeah yeah yeah or not on how they did last year compared to this year but um i would say that we're probably still seeing more v's and s than we probably normally do um just as these kids are still trying to figure figure this out yep yeah yeah and again i'm sorry i didn't mean to put you on the spot i just are you fine i saw

your data on the on the ninth graders and i was just start thinking about um you know last year's 9th graders and and so we don't get lose track of those individuals and i know you're not but yeah that was the thought there and then the last one was just on it looked like everybody was on board with moving down to the 3a classification uh well if you say everyone was on board the coaches yeah yeah and a lot of dialogue back and forth with our head coaches um and jeff and jacob um there was there was both ways and this was not an easy decision um back when i in october i made the decision to petition up and um you know these plans kept coming out to the osa and and they kept

moving the numbers and as i said in my board report uh you saw the top end move and so you have the likes of scapusing helens and pendleton and crick county north bend these huge four-year schools um once 5a are back in the 4a ranks and and you know in the last 15 plus years we've had a great run and we've done just fine against these big schools but if you look at our numbers and and where we're trending we are not getting bigger and we're just getting smaller and look at the current ode numbers we are like the 16th biggest and 3a so competing at 4a and that could change i suppose we could get housing in in banks soon i don't know when that's going to happen but i don't think it's going

to be anytime soon and i don't know how much that will really boost our numbers but i think in listening to our coaches um it was it we've had some programs that have done really really well but we've had some programs that are historically have not been successful that i think will have a lot better chance at 3a being more successful and able to build their numbers um and that was one of the reasons why we made that call don't get me wrong there's some really really good 3a teams and a lot of really good private schools that um are really good two in the three ranks but uh if we just looked at the number of sheer numbers and where we're trending um it just made a lot of sense for us for the

next four years at least two to make that move to 3a i'm wondering if you could just um give us an idea of what the numbers are generally for 3a versus 4a and kind of where that's headed like in the later student proposal yeah yeah uh it's one it's like one mid 100s to three uh i'm looking i can look it up for you real quick you've got it in the report it's in there yeah you've got 311 the 607 is the uh foreign correct so below 3 811 obviously is 3a correct but i think one of the confusing parts on that is that's that's only three grades out of the four grades and there's also some um some factors they calculate in as far as free introduced lunch and so those aren't the actual

numbers i mean when you look at some of the schools that are in that number they're not 600 students in their school they're more like 950 students in their school that once once they calculate in just three of the grades and they do some of the free and reduced lunch numbers they come out with that six something number um where we're i think right now if we were to look we're at 345 or 347 or something like that in our in our current high school but our number that they use for oswa is like two 2658 yeah yeah 369. those numbers they have all they've added in the last uh several years seven eight years they've added lots of different factors that they consider so those are not the number of warm bodies in the

school and in these plans i think they manipulate the the ranges to get basically what they want um but i was kind of disappointed too that 4a still had only like 31 schools in the classification whereas 3a had quite a few more which is really what we wanted all along was more equity within classifications like it'd be nice to have 50 schools within each classification but they don't um and it's not an easy solution for them to determine because a lot of people don't want to travel to central oregon from salem and be in the same league as them so it's difficult uh oregon is just geographically it's really spread out um and it's hard for them to you know come up with a good solution that makes everybody happy senator i understand you to

say that um if something were to change and we would want to if we and we wished we were in 4a that we would have an opportunity to do that in four years i think it's if we were able to that to bump those numbers back in the 4a range i think we should consider it i guess my question is as far as how the how the the program works can we can we appeal at any time or after a certain amount of years or how does that work i think you actually can revisit this in two years okay um and if if something changes then you can you can request to go back up um but like i said i i don't know how you guys feel about you know development banks but i

don't see that happening really quickly and i'm not sure how much that really boosts with the cost of housing right now how much that's going to boost student population in banks but this if anything this is going to create a lot of work for me because i think in this one drawback of the 3a ranks is i think every a lot of our sports are going to be in special districts meaning some sports may may not offer that program so we're gonna the special district we're gonna have is gonna have some of the schools in our league plus maybe some others from another 3a league that come together to create a league um and that that could cause some more scheduling type issues um for us but um and the relationships that i've built with

the ads in our league is uh lifelong friends and you know that was probably the hardest part for me was you know i'm still going to work with these guys and scheduling and play games with the koapa league but they spend a lot of time with these guys and we go through a lot of the same stuff together so that's going to be that's going to be a tough part well we really appreciate you guys taking this into careful consideration when you're doing this thank you not an easy conversation been so as you're navigating all of the dynamics there thank you okay was there any other comments for any other principles by the board board members okay with that we'll go down to um 6.0 for action items we tabled 6.1 so do i have

a motion for 6.2 so before you before you go there so a motion for 6.2 so you need to make the motion there are one two three four positions on there that just have one candidate the fifth one is um osva legislative policy committee position 20 and so when you make your nomination you need to nominate the individual that you would like to vote for at that point okay like to make the motion um that we nominate dr marvin lynn for this position do i have a second i second it uh discussion okay uh all in favor aye aye aye well was that in favor or yeah yeah okay uh passes unanimously then we'll move on to action item 6.3 uh the approval of the memo of agreement for the bank school district and the

confederate tribes of the grand ronde community of oregon uh do i have a motion i i move that we um have the approval of the agreement thank you on tribe i can open up for discussion can i can i just can i make it make a few comments on that so we've been trying to get that through and i just got it this weekend so um i appreciate you looking over that it is it is pretty much the same exact agreement that we did before and you will notice and i told you before that um we would like to pursue the tribal flag in our gyms or and and also to do a land recognition in our programs but also start doing that at meetings and and things like that they did not include that

in the agreement because um it's something that it may take a little time to get going and so they weren't completely comfortable they want to pursue it with us in a partnership so we kind of have a handshake deal on that part of it but um but it needs to be in place in january so we weren't going to be able to get to it so we'd like to build a partnership with that but that is not in the agreement so the agreement is pretty much exactly the same as it was prior when we went through the process and worked with the tribal council and so on so um yeah so i just wanted to bring that up that's not in there but that is something i would like for us and the board to

pursue and also um just build build that relationship now that we can um go back down there and if you haven't been to the grand round tribal museum it's incredible and so and we've had students go down there and um yeah so i just wanted to comment on that before you vote yes just a question does that mean that we have the ability in january to talk about a few of the things that are in there like for i just when i read through it and i just noticed that there was like the tribes will be responsible for providing textbooks or not textbooks but books for us to use um and materials and i just wanted to look at that a little bit further and then also thinking about how we can expand our professional

development for our teachers i think it was like one designee to go one time per year and i just think it would be great for all of our district staff um you know for all of us to continue to learn i think we have a really amazing opportunity here to kind of be leaders um and innovators in building these relationships with our indigenous communities so will we be able to revise not revise necessarily but re visit this and discuss more in january yeah i think we i mean we can just pass it but we can we can do whatever we want to do here i mean we can go beyond what what is stated here i will tell you that the tribal education department came to us and provided training for our teachers at the

beginning of the school year back when we did this um so in year two because it took place in year one in the middle of the year so we've worked with the tr their education department there as well um april campbell from ode who's who is um the tribal liaison at the at od as well so we've done all of these things and so it's now time to start having conversations with the educational department and start building i would say the relationships back up that we had before so yes so the really long answer to your question is yes excellent thank you but i have to i have to take this agreement to ode um i'm not sure exactly they haven't gotten back to me on exactly what i needed to do i don't think

i'll have to present at the state board again i did prior but we need to get it in place so we're kind of we're rushing a little bit here um and i think everybody i think od is overwhelmed as well to give me something back of what exactly i need to do thank you okay um i guess first second uh all in favor aye passes unanimously um [Music] move on to 7.0 for board communication jeff yeah so i'm trying to turn to my report here i just had a few things to add where are you reports sorry um there it is so uh just a few things i wanted to add um the crosswalk i will bring documents to you in january and and if all of you are okay with i'd like to have

some conversations with ron because he does this type of stuff for a living so um it's just the easement and to move forward with the crosswalk project so i just got some answers on that but i also got the documents and that can wait and so we'll have to address that in january um the vaccine clinics were very successful optional vaccine clinics between the four partnership with osu on two of them partnership with washington county health on two of them we went uh the first one was 102 shots second one 117 third one 173 and the fourth one was and we actually ran out a little bit so um a total of 619 vaccines were given over a see the first one probably a month and a half period so very good partnerships with ohsu

and washington county health they said we broke the record on the second one with the 227. um lots of boosters for elderly in the community there's first time second doses you know so very very happy and very very pleased with that and um and the the turnout and also the help we had from a couple of our parents and then also our administrators stepped up and rachelle our nurse involved in that and so um very very happy and proud about that the we're starting the superintendent evaluation process part of our agreement in july was i would send out a staff evaluation so when we meet in january we will do an executive session for me to present my self-reflection and also the results of the staff survey um so that and if we do another

work session around the board um the the policies so might have to start at four o'clock four to five and then work session five to six and so on and so on so um you will have a work session or you will have executive session for the next probably three months around my evaluation so just put that and as soon as i present my self-reflection and also the staff stuff then i give you your evaluation and then you have until the first of february to turn that in to marlow and she summarizes it and so on and so on so that process is getting going seems weird that we start it in december but it'll take us all the way to march and you have to have it done by march 15th so um i

think that's it i will take questions from you if you have them based on the information that i included um included some stuff on the mission envision a timeline a current instruction ex adoption schedule that we're working on and try to update you with as much information as possible of what you've been requesting from me so i have some questions on your mission vision timeline uh i don't recall uh discussing what your intention was in going through this process or i see some steps here um i guess i'd like to know some more information for example um mission vision what i'm taking from looking at this is that mission and vision are looked at as a universal concept that everybody knows and i know that to be factually untrue and so i'd like to know

what conversation has gone on to set up this sequence of events um and what outcome you're expecting uh and what you see is the process here um we talked about we talk at length in the retreat about the the uh the definition of a mission and vision and they were quite different from the way they've been used in the past if if that discussion has escaped the rest of people you're bringing into the um process i don't see there's really any reason to go through the process because they've already given their input i want their input again but not based on the same approach we took last time so i i'm curious i don't quite understand is used in this what you've laid out here you're just saying that you're going to you guys are

going to work it all out and give it to us for approval is that your is that what you're saying in this sequence of events no i think it's important that the board is the one that receives the information and then goes through and and sets the mission and vision in in the final part of it so i'm talking about working with the district leadership team doing a survey creating a survey to send to stakeholders parents questions gathering information and bringing you information and a potential proposal but it's not we can do the process however but i want the board to be the final well what i don't i don't want to see happen is i want to i don't want to see an entire district engaged in a serious process and then have it

land on the board's table and be nothing like what we were looking for so when you say you're going to send out surveys i mean what are you going to ask what's what definitions are you using um what questions are you asking the staff to answer um what is one staff member versus another referred to as a mission or a vision everybody has a different interpretation it has there been this this dialogue gone on because if it hasn't i don't see any purpose in doing this unless it has no we haven't had that dialogue yet will because the district leadership team is going to work in january and creating a survey for staff and parents so no we haven't had that conversation yet and i don't know what i don't know what the survey is

going to look like yet and you bring up valid points and i want to make sure that i bring you the correct information that guides you to where ultimately where you want this to go i guess that i don't like i say i just don't i just would hate to see people spend a lot of time going the wrong direction which is easy to do because there's a lot of different interpretations of these kinds of things and so it seems like there needs to be a step here in the process before the survey is developed even for us to agree on what outcome we're actually looking for and what purpose we want these things to serve so i don't know if that's a a board discussion or a board work session or a one-on-one discussion

between those of us who are interested and and not those who aren't or whatever but i think there needs to be some dialogue there before the process is launched okay the other question i had was um we had asked that there be some breakdown of where our current curriculum stands and what your plan for advancing that is and i see your outline here is that what this matrix is intended to be is essentially uh these are the i'm assuming this captures all of the um curriculum areas and i if i'm reading this correctly is this to say that we're going we we are current on the on the those with adoption areas that are out several years and the ones that are closer are either we're not current or at least they're ready to be

changed i'm trying to understand where our curriculum uh uh evolution stands and i'm wondering if this is what you're intending this to tell us yeah so i don't have the entire i mean i can go through it i mean some books are from 2007 some are from 2012 we have not had curriculum adoptions and been able to stick to the cycle because we have not had funding and you know that ha that's happened before i got here and it's happened while i've been here but we've made a commitment to um fund that and now we're committing with sia funds so you know we we did do a full curriculum adoption for math and reading at the elementary school fairly recently um and we've done middle school high school science and so on and so on

and i don't like i said i didn't include that but this is the direction i would like to head as far as ela 6 through 12 this year and then math next year and then science and so we commit sia funds we will get back on track to where items are updated and there's there's curriculum across the the district and you know i do have some of that information and but the best thing to do is just get back on the ode adoption schedule and move forward is there any other further questions for jeff okay we'll move on to 7.2 for board member comments uh dan do you want to start off sure uh trying to be brief because we've been on this for a while but i just want to um kind of use

a story um this year was was my wife and i's last parent-teacher conferences and i just really want to thank the teachers over the years for like literally 20 or 20 something years um you've all been respectful and we really appreciate everything you've done for our kids and for all the kids and banks and i just want to say thank you and again i really want to highlight the fact that i would love to see more groups being brought forward to kind of highlight things that they're doing um and so that we can use this as a way to kind of engage the community as well and i want to wish you all a happy holidays leslie well i i agree totally with everything that dan said um having our groups come in and really

gives us an understanding of what's going on in our schools too uh i'm very thankful for our administration and our teachers i i wish we could um even be more supportive and really get out there and do and kind of help these gaps that we're we're having but um i know there's hope and so uh i hope we can get more community members to help with the spots where we really need it and i just appreciate um all of our administration so much and i it looks like things are are coming up a little bit i i loved hearing katie rose nichols report like i said and um loved hearing uh all the the good things that are going on and you know little by little i see little little bits of goodness coming in

and everybody's working really really hard so i just want to say that i think i can speak for all of us we just support our administrators and our teachers and our our schools so so much that um just let us know keep us keep us aware of what the needs are so anyway i want to wish you all a wonderful holiday too lastly i will i just want to thank uh uh marjorie and leanne and jacob and ben and and both you and your staff because i just i really appreciate everything you do and i'm really pleased with everything you're doing and i'm i'm proud to have to to be a part of a district that um has people like you and your teams uh involved and teaching our kids well carissa thank you um

jeff i think you said i could share my screen real quick i'll be brief i know we're all starving been at this for like three hours but if you could give me permission i would greatly appreciate it awesome disabled screen sharing okay are you able to do it now yeah awesome thank you so i wanted to do this earlier um i know i was talking about positives i think is super important too um but i think right now this is i had already planned on sharing this but um i think it's super important to correct any false information out there and when people misspeak and misrepresent ideas it's really important to address that so to be very clear social emotional learning learning and trauma-informed practices are not code word for critical race theory and saying

that and conflating those ideas is a gross injustice for our students so here's what we're looking at when we talk about aces all right so tons of research has been done around adverse childhood experiences when we talk about trauma and we're talking about trauma research this is what we're looking at right we're looking at abuse neglect household dysfunction right so that's what we're talking about and when we look at how common this is in our students we're looking at 64 of our kids who are experiencing one or more types of those kind of traumas right so when we talk about leslie you talked about those kids who are not able to reach not able to support these are the kids that we're looking at right and when we also look at this which i love

this image right and we look at the different realms we talk about the household elements we just looked at we look at the climate the fires our kids have experienced recently natural disaster pandemic right we are all going through collective trauma right now and we are healing from it and we are moving forward but we have to acknowledge it and we have to address it and so our teachers our administrators you are all doing an incredible job when we're looking at all of this right and then you look to the bottom under here with poverty um you know substandard schools lack of jobs all of these things are elements that we're dealing with so i will stop there but i will say that i am so grateful for the team that we have for the

people who are committed to doing this work because we are dealing with a system that is on fire right and we can't be pulled in all these directions with people telling us to go put out little fires they're starting in other places we have to support our kids and that is why so social emotional learning is absolutely how we get to support our kids who are experiencing trauma and when 64 of our kids are experiencing that it is absolutely our moral obligation to support that so i love you all i thank you all for everything you are doing and i would like to say to you on a more positive note right this is when we we celebrate the return of light to our world right we celebrate the birth of jesus we celebrate the

return of goodness so let's move new year where we come together and heal as a community because that's what we have to do so thank you all hey ron can i do a follow-up to carissa's comments sure i just want to uh voice my support for your comments chris i've become very familiar with aces uh both the research and the practice now and how impactful it's being and it's given it's provided some great tools throughout uh the childhood wood particularly my daughter's a pediatric nurse practitioner we've talked at length about the background and they're how they're using it and how it can be used and it's a it's a great tool and um it's i appreciate you bringing it up because i know our teachers know of it and i know it's it's useful and

i'm excited that some development like that comes along as a practical tool that can really make a difference thank you um okay uh just real quick i know as chris mentioned a long time but we talked a lot about thanking the administration and staff um and as chair of the school board i i can't say this enough i appreciate the ideas uh your approach to my school my fellow board members um thank you for for making a very difficult year um and and getting getting through this and we we provide support for the administration but it also it's at the school board level we start here and we work our way all the way down um so just wanted to reach out uh thank you everyone uh for who you are your approach and your

dedication to the school district and as always to the staff thank you and enjoy your time off here shortly with that i'll go ahead and adjourn the meeting have a good night everyone thank you thank you you too ron we appreciate you too be well everyone bye
