all right you would like to see if you need your cards by 6 pm it's up here I want to hit 6 pm cut off the times thank you [Music] foreign thank you what's up [Music] okay last call all right I'm sorry [Music] thank you [Music] I was reading it to order please rise to the black salute pledge allegiance to the time [Music] welcome everyone we have a full room please be respectful and keep a mask on that is our ode requirements if you are not this is your warning and you will then be asked to leave we are trying to maintain public meetings and we all need to be on the same page of doing that in a safe environment exactly we have to cover your nose to stewardship correct I believe that is
the correct too foreign [Music] State their name and city of residence for the record the board appreciates community members sharing information during public comments while the board does not respond to public comments following the meeting the chair Vice chair and superintendent will together determine the appropriate level of response speakers may offer objective criticism of District Operations or programs that the board will not hear complaints concerning specific student District personnel with that we do have quite a few public comments I'll start with the first person uh Kristen McCartney is it possible for Dan Williams absolutely thank you I am I'm Dan Williams I live in Banks thank you for the opportunity to address the board I am here to support not only the actions the district took last year to guard the health and safety of
the student body and staff but more importantly the methodology of developing a plan and how that discipline carries forward to new questions being asked of District leadership specifically the approach of setting aside politics to focus on data and policy that maximizes positive outcomes for the bank schools community one outcome of last year's policy is that my fifth grader had one of our healthiest school years in recent memory whereas previous years we would typically spend a few nights in the hospital or multiple weeks multiple weeks recovering from the flu last year she suffered none of that she is disabled and has a progressive incurable metabolic disorder that places our family at higher at the high end of the risk Spectrum in this pandemic I will say that our older sister in seventh grade did have a
hard time with the isolation of last year but the level of grit resilience and unwavering self-sacrifice she demonstrated to keep her sister safe fills me with deep Pride and give me hope for her strength to overcome adversity in the future the data is that the bank community has a spectrum of families a different pandemic risk levels my child with a disability that has a hard time wearing masks depends on the good Mass discipline of her peers and teachers to shore up her protection especially as the vaccine remains unavailable to her age group her older sister deserves the Peace of Mind afforded everyone else that there is a low risk of bringing the pandemic Affliction to her vulnerable siblings education is a right and equal access demands mitigations against the novel pandemic virus so I want
to apply the district for the successful execution of its plan as demonstrating that its pandemic mitigation strategy yields a safe environment for in-person learning going forward that problem-solving strategy will serve the district well as it concerns new questions of how the district engages the topic of race I must say as a parent of students of color the discourse on this topic to date in community forums appears devoid of basic problem-solving discipline the discipline of defining the problem and agreeing on terminology before proposing Solutions the discipline of keeping partisanship out of the Arena of discourse in my profession I work on a globally distributed engineering project with thousands of collaborators if we stop to question the political voters of every contributor at every decision point the project would grind to a halt I do not want
to see the bank School District project of equipping students to tackle the next phase of their lives right to a halt I see an opportunity to get ahead of questions of equity and education with the establishment of an equity in education advisory committee as laid out by Senate bill 732. I asked the board to consider the establishment of such a committee in an upcoming meeting thank you for your time and thank you again and for your service to the community thank you okay Kristen to next my name is Kristen McCarty and I'm here today because I am deeply concerned about the audience comments that were made before last month's meeting that our current curriculum or teaching methodologies are not creating the best outcomes for our underrepresented students and that they are not getting what they
need from the district to flourish where are you from I am from Banks okay the words critical race Theory or CRT have been so overloaded and misused that it can be difficult to understand what the specific concerns are with what is currently being taught within the bank School District as you already know classes on CRT are taught in graduate school and CRT is not a curriculum or a teaching strategy so what are people actually asking for when they come here demanding that our children not be taught CRT at BSD are they literally referring to CRT or is it something else which they are just using the words critical race Theory as a catch-all for we don't know at this point we don't have enough information to even properly examine the concern much less decide if
a solution is warranted what we do know is that there are community members who have come here and asserted that our underrepresented students are being harmed by a racist curriculum or pedagogy at BSD as a school Community we need to ignore the buzzwords and engage with our community stakeholders to immediately discover and examine any real issues I support the creation of an advisory committee to the school board that will advise on whether the school district is best serving those students and Families this committee can advocate for any actually actionable approaches that the district can take to improve with regard to Equitable educational outcomes access or inclusion and it can invite on any situation that arises in the school district that negatively impacts underrepresented students such as for example specific concerns about the curriculum or pedagogy
the governor recently signed a bill that mandates the creation of just such an advisory committee and many other school districts have already created them given the large amounts of community interest around Equitable educational outcomes I would urge the bird the board to accelerate the time run on fulfilling your obligation to having this Committee in place so that we can begin to have those important conversations there I listened to follow up to this request and I look forward to discussing it with you in more detail thank you all right my name is Leanne I'm a mother of a student in Banks um I have a letter too I'm going to read from another parent that gave it to me to share she's going to be here tonight yeah real quick what's your last one Burger yes
so I come here to ask the board to please stand up for our children as far as this mask mandate to please not make our kids wear them I think it should be a choice of personal preference I do understand there's kids that have health issues just like adults do I don't think that kids are at higher risk as some people with underlying health issues my daughter has issues every year with allergies really bad and she's had to have surgeries but also wearing the mask inhibits her from learning it contributes her from breathing she gets headaches she doesn't get to experience someone smiling at her she doesn't get to experience body language non-verbal language and I really just feel like that the school is letting my daughter down and they've already let her down last
year she was isolated she did not have friends um she was home all the time she didn't learn anything because she doesn't learn well on a Sprint she does better with in person um teaching so I'm just asking that I'm not saying that you don't have mass that people want to wear them that's great I just don't feel like it should be mandated to every child I think it should be a personal choice just like it should be for all of us um I did um find some information that on math that I felt was important to read and I thought that I would share that today so it says that why the use of math throughout the United States and Europe has failed to stop massive fund of waves in the past fall in
Winter which we all know is true we still have the waves whether we wear mass or not and speaking from someone that works in healthcare I've been in the front lines of it this whole term I've worked through covet outbreaks I've seen it firsthand I know what it looks like and I'm still asking you to please do this for our children I don't believe that mass protect us there's certain amounts that you have to wear when you're dealing with covet outbreak and our kids and none of us are wearing this and they have to be specially fitted they have to be done in a certain way and if you're not wearing those these cloth masks that you guys are wearing they're not effective and if you're not washing them every day you're actually putting yourself
at Morris for bacteria for fungus and all that stuff but you're breathing in and mass are not meant to be worn for long periods of time they get a research has Sean Walker that respiratory droplets obey a more complicated set of physical laws in particular once exhale they shrink rapidly through evaporation one widely sided model estimates that droplets with diameter small than about 100 microns a micron is a thousandth of a millimeter evaporate before reaching the grammar leaving their contents as long lasting aerosols particular particles smaller than about five microns can stay aloft indefinitely and travel Beyond droplet range individual coronaviruses are about 0.1 microns across smaller than the force of a surgical Mass 0.3 microns to 10 microns is a surgical Mass and Middle School compared to those cloth masks 80 microns to 500
microns so basically you're not protected for our children the carbon dioxide is mixed with fresh air and evaporates carbon dioxide content of the inhaled air under the mass and this was more pronounced in the study for our younger kids the author of the study urged those who are forcing children to wear a mask consider the scientific evidence when making that decision many governments have made nose and mouth covering or face masks compulsory for school children the evidence base for this is weak the study found we suggest that decision makers weigh the heart evidence produced by these experimental measurements accordingly which would suggests that children should not be were forced to learn this um that's all I really have to say and then for the letter I'm very um another parent I'm a parent we have
yeah okay I'm a parent I'm a student at Banks middle school I'm unable to attend this evening however the message that I have to share with you is something that needs to be heard there are many studies that show Mass are not safe and where appropriate for any child or a goal but let's put the science the hindering or social cues or even emotional and social interaction with one another aside for just a minute our children at all ages are being affected in more than wasted one they cannot see faces we are creating a world of anxiety-ridden children they are socially affected and unable to react appropriately now even in the future to a social cues emotion or even expression how do we stop our children's emotional stunt team our children have been isolated for
almost a year getting to return to school but forced to wear a mask on their face how can they interact with each other normally they feel like they can't breathe while they're exercising constantly feeling like they're out of place or insure themselves because they don't know what's happening behind the mask immune systems are hindered infection on their skin antibiotic restrictions are up by double how do we end this puberty is hard enough now we have a mask I hope to give a voice to someone that is not that is afraid to speak up about the struggle I want to speak out for that little girl I was in junior high that was struggling with abuse and I didn't have anybody to tell how to wear a mask touching the face was like having someone hold
their hand over your face in a section of salt [Applause] that's all say it again I don't know people we're trying to conduct a meeting here I can appreciate if you agree or disagree with somebody I said a name that individual didn't hear me why do I need to repeat it okay Joe Beluga my name is Joseph Leah I live in Banks I first just like to go off of what she said off the math stuff there is no science behind kids wearing masks anyone under the age of 18 is not at risk there was actually a study um done in England from the University College of London uh basically the results showed that there is a zero point I had this written down here zero zero zero zero zero one chance of a kid
dying from this it doesn't justify any type of mass mandate in this in England there has been 25 deaths kids or anyone under the age of 18. Mass first for kids they shouldn't be required now going off of that more specifically I like to talk about conservative conservative censorship within schools I in schools conservatives feel that freedom of expression in classrooms is being restricted and the ability to say something in a classroom that might disagree or challenge a teacher isn't heard with a free thought but is rather shut down this links to students not speaking not speaking up in similar circumstances and I can speak this from my own experience conservative censorship is real in schools in my government class there was a free response question and the question was are political parties beneficial to
the U.S explain why or why not I responded and stated that they can be both beneficial and destructive I explained that if parties work together for the good of the people and past legislation that helps Americans then it can be beneficial and I said that if they put party over country that it can be destructive and I use the real world example of Democrats under the Trump Administration trying to impeach him and take him down at every opportunity present I said that not giving him a chance was destructive because it created division my teacher did not like my response and told me that this question was not an opinion based question and that I did not answer the question at all I was marked down on this assignment by the teacher's definition for not answering
the question now clearly I did answer this question but not to teachers like it I challenge the grading but got no revision my parents got involved and contacted the administration and still nothing was done now my grade was not dramatically if that didn't that's not my point the fact that I got marked down for stating my opinion should concern every parent and student in this community my advice to students is to always say what you believe if you stay quiet then everyone around you does not get that experience to see the other side of the problem you need to be able to think freely and if teachers are inputting their own teachings then the idea of freedom is quite literally an idea thank you Christy Dyson president if you could come up [Music] it thanks
guys my name is Christy diet and I'm here to talk about the mass mandate um a lot of the couple of people that already have spoken to suggesting things that I was going to say um number one the fact is that these masks don't work number two they're very unhealthy for us to wear then she requests that our children wear these every day day in and day out hour after hour is totally I would say child abuse it doesn't matter if you have asthma anxiety or if you have special needs it doesn't matter put a mouse on your face and go to school and there's your education children can't learn with these masks on their face especially the little children that are still growing masks for little preschoolers to wear for kindergartners all the little
ones this is devastating for them they need to see our faces and I'm tired of this I want a normal life back I want to come to a meeting like this and I want to see everybody's faces I'd like to see your face call everybody out about Mass it's funny to me how people like you and other people like Kate Brown and other leaders political leaders Senators Congress people Mayors slap all these mandates on all of us to follow and how many of them have broken their same RV right yeah we know that and I'm tired of it and I don't like the Tyranny that's being um here in Oregon Kate Brown doesn't care about us so she doesn't care about our children if she did she wouldn't be doing this if she did she'd
be more like uh Rhonda scientists in Florida and she would give us the choice if we want to put masks on our children because we're the parents of our children not Kate Brown and not anybody up here I'm my child's parent and I think we should have the freedom to do that I think he went one step further and he was very smart he also said that if you do um choose to put a mask on in place or not that if you had any harassment or any problems you would get to leave that school and go somewhere else and guess what the money would follow Money Talks Money Talks I'm tired of this and I'm tired of covet I'm tired of the fake phony and false virus that this has become not too long
ago the CDC came out and said the PCR test doesn't work really the PCR test that we've been using all this time doesn't work it's too uh positive false positive really if you go back then how many people that were tested for covet really didn't have covid what kind of pandemic was this or was it a pandemic was it a case done it we were told at the very beginning oh just locked down for a couple weeks because we don't want the hospitals to get overflowed with this deadly virus where did that go it went farther and farther this isn't right to keep us to keep having to do this to us and knowing back then if all these people really didn't have covid because the test doesn't work because not where it all falls
back because it went from a pandemic to a case done it we couldn't open up any of the counties here even Banks Banks is a part of Washington County we have a smaller Community here we can open my daughter went to visitation all year last year every day no problems no problems okay no problems and it doesn't matter if you're wearing a mask or not vests don't work and the John Hopkins there's a study that came out and they said that there has not been in the whole entire world one case where a child is given covet to a teacher there is not one in the whole entire world and remember not everybody's wearing masks like in Oregon other countries other states aren't worrying us so in that case that makes it even more appalling
or good news in my for me anyways suicides up my fault wow that's not good putting these masks on her face and help find healthy that they are well that's not good you can put all kinds of things together and you can see that um wearing a mask on our face is by far worse than actually covered I'm asking that um Paul looks like a lot of parents here agree with me that I'm asking for all of you up here to really consider that we're begging you at least for the choice of our children to wear masks I know that may mean that you have to go up against tyrannical Cape Town but it's worth a try we have to because it doesn't stop here if we just let this mandate happen and we have
to go to another year with mass where does it end from there mandated vaccines vaccine passports come and take our guns away where else does it lead if we don't have the freedom here starting here is just going to be another thing and another thing and I can guarantee you this country is just going to fall apart and go away and our freedoms will be gone it's already happening I think that's the only thing that I would like to say I just really pray that we do get somewhere with this because this is just an outrage for our children and I wish there was more children that could come here and talk in front of you as well because they're the ones having to come to school and they're the ones that are having to
put these on their faces and like I said they're very harmful kids are getting black mold in their lungs that's not good okay that's not good uh the other thing actually one more thing I will say yeah it really bothers me that although along with this massive mandate that the the Mandate also went further for our kids playing sports so you're going to run across country you're going to play basketball you're going to go play football you're going to be all these Sports and got to put a mask on your face I mean I heard last year plenty of kids actually ended up passing out I mean what is this why are we doing this to our children all of those terrorists all the teachers and all the coaches should be standing up again next
speaker is Haley you're very disrespectful she shot Haley I am a recent graduate of banks High School I don't have any notes or anything I just have a couple of brief points from personal experience one being off of what Joe beliga said there is really no free speech in the classroom whether that be on assignments like Joe was saying or in a Socratic seminar or really just in the classroom I do not feel free to voice my conservative opinion there's an agenda from teachers um across all classes and I don't feel comfortable voice in my opinion even in conversation with teachers so that's not okay um secondly so what the last speaker said um personal experience of wearing masks in classrooms and the last year both as a free sport athlete and someone who had
to wear masks throughout all of my sports that was unbelievably awful I did almost pass out on one occasion and it's just not safe to be breathing in my own carbon dioxide while I'm exercising especially on a soccer pitch where I'm running for 90 minutes straight in the classroom obviously it wasn't inhibiting my athletic ability but I was not able to relate with my friends at all when we were isolated completely and online it was depressive for me I felt completely isolated and I suffered from depression back in the classroom it wasn't even back in the classroom I didn't even want to be in the classroom because it didn't feel like I was relating with people at all we sat at our chairs on our on our screens it was no different than online school
at home because we did the online coursework at our desks we were not able to talk to the people next to us because we had Mass on our face I couldn't see anyone's faces yeah it was it was really awful so I I really really hope next year is different in terms of what the kids experience I can't imagine being a little kid and being forced to do work at my desk and not play with my friends so thank you Megan sure foreign and I'm like four scrub now but currently still enrolled in Banks so if that gets you anymore okay um I just want to start off by saying that I realized this past year and a half have been challenging uh for all affected by the virus my biggest concern and challenge has
been the education of my child to say it's been a struggle it's putting it mildly many concessions have been made and not always to benefit the kids whether to keep them in public school in person or virtual homeschool or private school or public learning but one of the main issues for my family in schooling comes back to masking everyone has their own areas of concern but I'm passionate about this one we hear so much information some accurate and some not but the one thing that stands out is science and what does the science say about masking without the backing of science masking comes across like a prep something that makes people feel better a false protection if the board has scientific information to support that the use of massive School settings please share it otherwise
the skill is more like a decision being made by taking the path of least resistance I feel that masculine children is far more detrimental to their learning and mental health and they will suffer long-term effects versus a small chance of touching the virus please do your job listen to the parents and community and let our children be free to be normal children and math for our kids thank you my statements I think Haley did Jody Jody did you put a Corbin foreign okay I just want to address three things I want to follow up on last um last month's request I made a request that there might be a a community advisory Forum Town Hall type of um of body sponsored facilitated by the school board that would enable community members to come together and
speak at length about these issues that we feel passionately about um and and I want to and I so I want to follow up on that and I think really the the thing I want to say about that is that if you look at the way our school school boards are or School boards our school districts are organized you have a school board which fires the superintendent correct but the school board is elected by the people so when you look at governance you see that in fact the people are the ones who who should be represented by that school board their will their desires are what should be represented by the school board and then enacted by the superintendent this is the way our our school is supposed to function of course it's not the
way it functions it's not the way it functioned last year we need a forum in which you all can understand and hear our feelings and our desires about these important issues we need representation so that's what I'm asking for and I did I mean this is obviously not um you know it's not representative if you'd like to send something out to the whole school district as a survey that would be more useful but I have some something here where almost every person every person actually there's no one against it every person who who voted on this asked for this forum please create for us a forum in which you can hear what we have to say um secondly I also asked that you would consider the learning standards for fair and I don't know if
you've done it anyone like to answer has there been any consideration of the standards that I asked you to look at last time did you did I yes yes okay what about did the school board they are now okay um parents I would like to ask that the school board would look seriously at this set of learning standards from a new civil rights organization called the foundation against the tolerance of racism that offers pro-human learning standards and the where where I can agree with the people who I disagree with like Mr hardy here and I think Mr Williams is that we care about all of our children deeply we care about diversity we care about equality we care about all of these things and we need standards for our education that will protect that we
do not need racist um ideology or or any of those things guiding what what is taught in our classrooms we need pro-human guidelines so I'm asking again that you would look at this and there are also curriculum offerings that are available that I would that that we can look at I have a couple of things there's the 1776 unites project which has 2400 pages of curriculum on offer now and the um if anyone would like to join Fair Oregon there's upcoming informational meeting you can find that on my school board Facebook page and I will hand these to you guys and the last thing I would like to these are probably my times running up is I would like to speak on the issue of masks as well I would like to say that you
know I agree with everything that that the people other people have said here and I would like to emphasize that I believe that they are very damaging to our children that is why we are against them not because we don't care about our neighbors but we care about our neighbors children and our own children we feel deeply that the risk from covid is very minimal and the risk from Mass is very high psychologically emotionally socially and educationally and we need this this is to come back to the issue of form we need a forum in which to talk about this because again if you will look at the people who have come to your school boards needing almost all of them have said they do not want their children mask that means that the School
Board needs to stand up for us and represent us and that so I just like to say I know this is a difficult issue because there are State mandates and the education unions have a position on this but there are superintendents in Culver and superintendents even in Yamhill I'm going to give this to you Jeff who have written letters who are advocating for their school districts who are saying we really cannot abide by this mandate and they are going to back for their districts and if your District doesn't want it you must do our will thank you [Applause] foreign [Music] our goal here tonight is to be able to continue in-person meetings and please wear your mask if we are not able to do this we will have to return to zoo meetings where public
comment is limited [Music] okay Amy Europe my name is Amy vanderzan and I'm from Banks here I have two kids in school here one in middle school one in high school I just have three things I would like to say today um first one is I am my child's parent and so I would like your respect in letting me make the right decision for my goals um second thing is I think what you're hearing from the group here that has come to your meeting is that we really do want parent board communication um I think this is a good idea to have some kind of group or advisory committee or something I don't know what you want to call it where we can talk about these things so that you do understand what we want
because very much you are a representative body to those who are above us through the state to the Oregon Department of Education you may not have your hands may be tied to some degree with these mandates that are coming out and I understand that however you do have a responsibility to the people who elected you to be able to say to them you know what this is what our parents are saying and we as a board are going to take that you know to a higher level either I don't know if you're a part of the Oregon Association of school boards they have different training things that they do and or advocacy that they can help you with um to be able to put what we want to voice that opinion to those that higher
up we obviously I get the sense from the group to Earl tally here don't like the mask mandate for our kids so I would just respectfully ask that you guys take that under consideration and be able to advocate for us at the state level my third thing just goes right along with that which is local control you are a local school board Banks has its own local issues unique education opportunities for this school district for our kids we want to keep it that way we don't want a blanket solution that just covers the entire State let's just all do the same thing each individual School District needs that local control because you are aware you know us as parents you know what our issues are you know the challenges that our kids face somewhat big
challenges um so that that's all I want to say I am my child's parent we need some kind of parent or communication where we can get these ideas across to you in a forum that would work better and local control please and that is awesome we move on to 1.5 approval of the agenda history do I have a motion all right move on is there any presentational reports Jeff okay we'll move on to the consent do I have a motion for the consent 4.1 firing to make a motion to accept the conception okay second I'll second all right long to 5.0 discussion items okay so I need to report to the board tonight I make some notes as well so I just want to tell you where we are at where we are at with
the state mandate um what what does it mean and so on and just kind of give you a summary of it um I was out been a nice surprise on my vacation with this announcement and so uh working on it all day and also on the road a little bit so here's where it's at so I think last week the mass are required during school hours and on buses this was a mandate issued by the governor last week this includes all public private Charter any school any any school in the state of Oregon um that is during school hours so you know you would consider that eight to three and this this is for indoors before and after school including extracurricular activities remain a local District decision so that is something that the admin team
and our district nurse we're going to be talking about this week in regarding these topics whether it's before school after school sport expanded and fans at indoor events Etc there's a lot of different scenarios there I'm also meeting with the district nurse tomorrow to discuss the new quarantine guidelines and also the testing options that we have for this fall I will say the quarantining guidelines have changed [Music] that if students are at least three feet apart but everybody is wearing a face covering there is no need to quarantine this year which is a huge change and without face coverings and quarantines obviously are still in fact [Music] um so as we have face coverings everyone this is our time for covid-19 update this is by the superintendent please hold your comments to yourself so as
we move into this year I think the thing to remember is that we have um normal schools as far as normal school hours five days a week back to our schedules as before and that eliminates a lot of the cohorting as we did last year so that's another another Factor as we look at this in the requirements that we have so um High School gets back to your a b schedule Middle School seventh period day you know so I think it's important that we remember that we are going to be in school this year five days a week normal hours um you know based on the rules sent forth by whether it's Oregon and health authority as far as a quarantine rules the Oregon Department of Ed our goal this year is to keep our
kids in school um and once we determine a lot of these details this week I will be sending out a parent letter with specific details of the school year um just to remind people that this situation will be fluid all year and however I am confident that we will stay in person School throughout the school year um so this last spring and this is something to record there's an article in the newspaper today um 75 of our students attended in-person instruction and attended longer school days and than many other districts it was an article that was in there today I have been as aggressive as possible with in-person learning and also mask wearing um when we had local controls switched in June I immediately switched to optional mass in the summer school and the local
control lasted about a month it's very frustrating for me as well when we lost local control and I would agree with a lot of the comments tonight I believe there needs to be our decisions in local Patrol would that have changed whether or not we would be wearing masks on the first day of school maybe maybe not but I do believe that I do want and I will continue to advocate for local control and come back on these types of decisions the most recent mask mandate was surprising to me I had no idea was coming and you know throughout these since the masked mandate happened um I've had multiple emails four and to follow the mask mandate and I've had multiple emails not to call to observe the governor's orders as a licensed superintendent in
the state of Oregon my job is to enforce the policies at the local level but also to follow state laws it's to represent us to representation so here everyone this is not a dialogue with the public exactly yeah [Music] for five minutes thank you all right questions all right so where I was at as starting to I was just going to inform the board of what I've been told in meetings and probably seen it maybe in the newspapers but um districts that who do not follow this mandate and receive 500.85 per student is what I'm being told it could possibly be for Building that's a daily five um features an admin could have licenses we both OHA could get involved in different capacities he would be violating OSHA work [Music] requirements and the district could
potentially be negligent if there is any issues that could consist on a you know a board level or as far as administrative level teacher level and also as into board members I'm just telling you what I have asked the attorney I've asked the specific question of what if we do not follow this mandate as other districts have asked throughout the state and this is what is being reported and there are a couple of different things that you know you you could do as a board it was mentioned um the board could adopt a resolution petition to the governor to end them that in the mass mandate and leave it up to the Local School Board again that would be a resolution or just a letter to the governor um the board could also do the
same thing with area and state senators and representatives um requesting assistance and modifying the governor's order um the school board working with me but I've already had this on my list could limit as much mask wearing as possible and that could be by conducting outdoor schools especially during the fall when it's nice out still we can I have it on my list for my admin meeting tomorrow talking about minimizing mask wearing as much as possible and breaking that down into how much actual time would a student be wearing masks indoors and we still have good weather left so there are some possibilities there I would encourage people as you've spoken out tonight whether it's for and against um you know these mandates uh this local control gets taken out of our hands and these mandates
are state orders that put school funding in Jeopardy and all of the things that I listed and would they go through with it I I don't know we will soon find out is maybe maybe some districts will choose to not follow this but I would ask that all of the statements that you made tonight that you know to very similar to what I just read to the board whether it's sending emails letters to the governor OHA ode and voice your concerns and whether it be for wearing masks at school or not wearing masks um but as a admin team I will tell you that you know like I said this was a surprise to me last week as this mandate comes forward you know this unfortunately consumes everything we do right now and to keep
you know the community board and staff focused on what we can control and that is the learning of our students and also trying to minimize disruptions to the school year for our students and that's as of right now current rules that are in place by public health Oregon health authority if we were not to wear masks I mean we could be quarantining whole schools with one fat swoop with what's in place and we want to minimize disruptions as much as possible and we want to have a full normal school year that may include Mass it may not it just depends on um currently there is a mass commanding hopefully it'd be more during school hours and on buses um they said that they are going to re-evaluate every month based on numbers and everything else
and that's that's what I'm being told so um we continue to have these conversations there's foreign people have very strong opinion whether it's one way or another um so that today that's what I report to you this evening on the covet 19. where I'm at and we're informing the board of requirements of mass mandate from now if you move on to a 6.0 action items 2.1 approval of the 24th 20 seconds superintendent board working agreement do I have a motion for that can we uh can we uh we're almost as a group yeah so uh do I have a motion to approve 6.1 approval of the 24 2021 20.2 superintendent board working group 6.2 superintendent evaluation timeline 6.3 ratification of the banks Elementary VA bargaining agreement for July 1st through 2021 through June 30th 2023
generated motion my move that we approve all 6.0 action items second all in favor uh 7.0 board communication uh Jeff superintendent Commons nothing really bad um to what I said this evening or to the board report that you have I would just say that the 24th is our first day of all staff being back um it's always nice and we have one or two board members there that's uh the breakfast and uh to give up give out my state of the district address to the staff and where we're at and what we're gonna what it's going to be like this year and so on and so on so I would encourage your review of one or two of you could be there on the 24th just to kind of say hi we do have a
lot of new staff this year on coming into the district so it's going to be a lot of new faces so if you can't make it that would be uh I think eight o'clock is when we start I'll send out an email but I just want to do okay I'd like to thank all the billing administrators for their input it looks like we've got our work cut out for us in terms of uh overcoming the setbacks of last year academically and I appreciate all your focus on that Seventh-Day period seven period day is great added elections degree uh looks like we have staffing needs to have to happen I'm sure that's difficult but I like the Focus that everybody has all abilities on what we're working on appreciate calling more and putting that together I'm
looking forward to the school returning to uh returning us returning the students to a more normal routine to uh to the normal standards to set for ourselves thanks very much well I want to thank you all for being here and I agree with uh will all the things that we have set up to do this year and um I appreciate each and every one of you because we are the community these are our schools and I just pray that we can live together to make the best that we can and so all your comments we're very appreciated and I um hope to see you at other other school board meetings through the year just not this one because we have a lot to get going and doing and to make us the best we can
be thank you okay I just I want to say thank you for you know coming tonight it's uh it's wonderful to see the community sport a sport coming hours um I would highly recommend that you know you talk to your local Representatives about these issues as well one way or the other um I know that I've talked to um our local representative when I felt like they were the state had changed the um the testing Rule and not allowing kids to come back at seven days they would have to quarantine for 10 to 14 days and I thought that for getting it to seven days with a test it's important that you talk to them and let them know they're very receptive and they'll listen and hopefully it makes a difference and your voice is
heard and it needs it up to a to the governor's office and again thank you for coming I really appreciate it um yeah so she talked to the speaker oh Carissa thank you hi can you all hear me thank you you would like to can you hear me hi sorry I'm zooming in from Chicago and I apologize I wasn't able to be there this evening um actually many of you know that we lost my mother-in-law to covid back in January so since we weren't able to come then we are here now so it's been a bit of a rough week being here but um I understand the feelings of our community and I think we are all feeling the same things right we're feeling a loss of Freedom we're feeling deep grief we're feeling frustration
we're feeling that there's all kinds of limitations being put on all of us and I think we're all in this together we are all feeling the same things but we've had different experiences through this and I just want to say you know thank you for the community that showed up tonight and for for voicing your concerns and your opinions um we are dedicated to serving the needs of all of our students and for being here for the wonderful group of humans that we're going to be supporting as they come back through those doors I think we've all really experience Collective trauma for the last year and a half and that's what we need to focus on for our students coming back in they are stressed there is anxiety there is depression there are all kinds
of things that they're going through we all are and I'm really really pleased with our staff um at our all of our bank schools and I know you guys are all going to do a tremendous job um and I know you know as community members and as board members and superintendent Jeff we're all we're all here to support each other so I just hope that we can come together and make this transition back into school for our kids the smoothest it can be and I just I appreciate everyone being here tonight and thank you all for your support be well everyone thank you Kristen and lastly I just to the administrators that I read your uh the information that is finding us it looks like trying to there's going to be a lot of work
that's needed and then the number of kids that were behind multiple grades doing whatever we can to get them back up to the level that they need to be and everyone's going to be on that same page will work on that as well I know we've talked about other things that we could possibly do for either you know study halls and working with those individual kids after school if that's needed Saturday schools I think we've talked about whatever is needed to get those kids after where they where they need to be they're looking forward to this year board I think just in general to the community if you make assumptions on whoever where my position is at um my daughter graduated last year as I see a lot of parents who also had teams and
they basically lost their senior years I saw my daughter run track in a mask I saw her run in the center in the center field in softball with a mask do you assume that I had floor mats I am not I want to get rid of them the argument to to the public that in Washington County and to other school districts is to raise our vaccine rate we can't argue whether Mass are good or bad we will lose that argument if you want to make an argument you want me to make an argument we need to get our vaccine rate up at least 70 percent let's make an argument right now we're at 50 percent that's all I have thank you without practice [Music]
