004in the language in the area of language development teachers adherence to strong instructional practices and commitment to student growth is at the center of our solar community the award comes with a plaque for the school and $2,500 to be used to further the excellent work in their English language program congratulations [Applause] one of the most you have any changes to the agenda at this time all right with that we will get started with public participation we welcome your participation at tonight's meeting between electro dress the board please complete in a yellow card and give to our recording secretaries over here Debbie you're married we are limiting our comments to two minutes each per card because we have about 45 cards of us doing so and so because of that when your two minutes are up

005we're really gonna call your time so that we can try to get to everybody tonight comments will be heard on a first-come first-serve basis and rotated by topics in order to ensure that multiple topics are heard a reminder the board will not hear charges or complaints against only employee of the district during the board meeting we will address your concerns we will not address your concerns tonight that someone from our staff or board will respond at a later time so what we'll have is Vice Chair Eric over here a call who's up you can start moving your way up here and first up is Sarah [Applause] good evening superintendent rotting Chariton checking members of the school board I'm Sara Schmidt I'm the president of the V Virginia Education Association in our conversations recently with PSC

006leadership about the upcoming May 8 day in action there was great concern about closing schools for a day because it would cause a disruption to students however we already do cause disruptions our students every day every time there is a room clear in our district student learning is disrupted for every student trying to be heard and seen in a class of 38 student learning is disrupted when an ESL or intervention teacher doesn't get a sub when they are sick student learning is disrupted when the student is struggling with a mental health crisis and they have to wait to talk with the counselor student learning gets disrupted on top of all of this we are staring down a devastating suite of budget cuts for next year they will disrupt learning even more especially for our most

007vulnerable students ve members cannot allow this to continue to happen so we are taking bold action on May 8th thousands of educators students families and community members will be converging on Tomica Waterfront Park to send a loud and clear message that our students cannot wait any longer to fully funded schools as you know we have a huge opportunity this year to secure a dedicated historic sustainable funding stream for Oregon Public Schools I hope that you will all be there fighting with us for beaverton students if you'd like more information you can come to you may aid for students or thank you [Applause] they need you to move closer or else turn your back on turn it off okay okay thank you oh my name's Wendy venom I have students at West View Meadow Park as

008Bethany I have several concerns with the role of the district health curriculum the first is the lack of access information for parents we have committee people who have been trying to access premium and I have run into dead ends across the board that's what we're excuse me I'm trying to find the curriculum I intended several district live information meetings and discovered the district's health curriculum website and still felt like there was very little information especially concerning the more controversial topic so I've tried to use advocates curriculum which is also called the 3 R's or rights respect and responsibility through a friends research on her tenacity in making several phone calls we were finally able to consume a house contained uh and see an actual curriculum and have concerns with the controversial nature of the curriculum

009I really believe that it's sexualize with children and normalizes sexual behavior for minors the curriculum makes it seen that most teens are having sex when it's to use statements such as this from the eighth grade less than three pages 18 so the girl tells her partner that they're in a one-on-one relationship but she is having sex with other people or again from the 8th grade lesson 3 page 18 a guy and girl have been together for six months and are having sex I believe statements like these and many others throughout the whole curriculum make sure they feel like it's very common for their peers so we having such relations early and often with many partners and even at the young age of middle please consider dropping the three arts or the youth advocates curriculum and

010find him or suitable substitute I'll actually have a suggestion let me help you detect anyone about afterwards I really felt dangerous to children and it doesn't support the VSD stated emphasis on abstinence education thank you [Applause] I mean how do you clear a mess Stefan on the dog-walker and then all Monica volunteer in quickly giving you human examples of the importance of keeping 200 teachers in PYP please do not mistake my delivery for a lack of passion is purely about the time number one a PE teacher that would likely because Jared Johnson this newer teacher not only impacted my stepdaughter but our family in such a positive way the connection he made to a third grader in the 99th percentile in life for most of her life was to own her movement own activity because

011of Jared she is no longer in the 99 percentile BMI and finished a 5k yesterday giving me mr. Johnson movement tips throughout the whole way we need me to give a newer teachers a chance to continue connections and progress their careers not solve them number two last week at a school assembly my scare Flores our Spanish teacher held at several back and forth through Tina changes and espanol with the entire student body it is a thing of beauty to hear 750 class kids that are a third fifth graders speaking Spanish in unison number three Houston choose to fill out carts that you comment always on why they embody that he liked the attitude of the month in front of his too-cool-for-school fifth grade brother and cousin a second grader does this every month last month

012he told me this makes him the great communicator reflective and a big-time risk taker number five back to my stepdaughter a few years ago she was far away from positive attitude like carrying open-mindedness and balance after a series of traumatic events life but because of teachers are consistently coach that calculate heat and have that continuing partnership to support ie teaching my stepdaughter recently became a self manager in her class feeling the accomplishment with consistently showing her up in my name isn't actions so there are less critical places to cut from than other than the heart with all of our kids education that's our teachers and our PYP program [Applause] good evening I'm Betsy Thornwood a t-shirt sunset high school in February I marched in Oregon's Capitol to demand fully funded education in March include banners

013over highway 26 attack attracting the attention of drivers informing them about funding crises in her classrooms in April I journeyed Pioneer Courthouse Square and Shannon sink but the funding needs of Oregon schools on May 8th I plan to stand up for the needs of beavers and School District students I have not been alone in these endeavors the tide of red thread is strong but I have missed the support and camaraderie one group the school board and the superintendent it should be clear that I am NOT suggesting that you have not been working in other ways to secure stable funding I know you have I am suggesting that collaboration between our groups have been decidedly lacking we have not been fulfilling our pillars we collaborate perhaps you felt unwelcome to join us as our groups are

014sometimes at odds and if you did I apologized perhaps you're unaware of help or if your voice would matter perhaps you are unaware of the events in advance whatever the reason we miss you I miss you but the Chancellor collaboration is not lost as we approach may you have the chance to come and stand the fever's and teachers parents and students to raise your voice with us to demand funding with us to stand up with us I ask that you take that chance where red go to Tom McCall Park to man a fully funded quality education model take direct and visible action alongside students and teachers to demand the education our students deserve the illustrate just how welcome you are to show exactly how to help and guide your voice matters and to make sure

015you know well in advance the event details I would like to give you these informal annotations as well as to issue a public invitation to join us for making so we can be heard there's no RSVP needed there will be space real thank you and I can't wait to see you [Applause] hello I'm Becky Martin I went into this language arts teacher at sunset high school and today I would like to ask for an independent audit of bsds current shortfall of 12 million dollars at the budget committee meeting on Monday April 22nd superintendent Rawlings stated that there was no fraud associated with this shortfall but he did not offer any evidence or support for this statement like I tell my students when they write no one is going to believe you just because you say

016it's true you have to support it with evidence the budget issues are emotionally charged issues students staff parents and community members are all directly impacted and they deserve the peace of mind that an independent audit would provide an independent audit would also provide transparency something I know the district has been working on and trying to improve with increased transparency comes increased trust which can only help us in the future our voters have been amazingly supportive voting for multiple bonds and levies to support our schools and support our students how supportable voters continue to be however if there's a perception of the district has mismanaged funds in the absence of information our stakeholders will create their own narrative they will see mount incitement overabundant I 80 million dollars they will see schools like ACMA and Raleigh

017Hills not getting the improvements they need and they will draw the conclusion that the district is mismanaging their tax dollars as a teacher I must support my students have always possible as a voter however I'm not interested in throwing good money after bad and I don't think that I'm the only one that feels this way so please PLEASE implore you to ask for an independent audit but the current shortfall to bring clarity to this challenging issue with it even more devastating shortfall coming next year we need voters on our side now more than ever and transparent thugs will help us in this endeavor thank you very much simple Philip followed by a vanity Vincent good evening president members of the board I'm here to ask you to help us keep the number set of the

018classroom were 28 or less first I think that we teachers would are they moved for the student learning attention and support and we spent a lot of our time in visiting how houses a museum their health home taking them to the back sometimes supporting them outside the classroom if you make it be about 28 is going to be even more challenging for us to spend time with our families in Aden and meet the needs of our students in a classroom and especially when it becomes the ethnic background teachers in a classroom I notice that for the last four years the multilingual Department has been recruiting and hiring teachers here the right humor program needs and when do habits are taught the question of four years to do hundred teachers becomes that we're gonna lose the

019bilingual teachers we just hired the last four years because they are the new hires so coming to that I also see that the Els our English language learners are the ones are meant to be also affected because we need I as a learn language learner know that we need a strong language development and if there is no one that comes directly to tell me what is the difference between may might can might Xiao ou it's going to be really difficult for me to succeed in the university or we aren't even in high school if I don't have someone to tell me those differences final in spite of which one is the right one we are going we're moving I believe from protectionism to globalization and we limit the language development and thank you think about

020all the teachers that will get up without doing a bigger context but rankings are always tells me that ask your question will only make you one of the things that is helping succeed it on my new school is the individualize help I've gotten from my teachers because of a mere little size option I feel like a choose setting students up for failure by using sizes so much that they are not being able to get the help that we need this intuition doesn't just affect it teachers that are getting wrong way off but I thirst reteach earth under left there have my students but less time to work with the truck I feel like it's also sending teachers are prepared because they are not able to do their job properly and do what they love teachers

021don't don't use fashion for the money they do it because they love the kids and just one teacher and the monkey have to have to have amazing teachers that support me with everything I do I've been able to develop relationships and close connections with my teachers with the budget cuts I don't know how the something I think grand finale and love it and and without these teachers and draw I will not be able to reach my reach my goals for the future [Applause] follow my name is Heather Graham I'm on my first grade teacher at home on Oak elementary PAP school I know that you have are considering the council and the PAP of lb Perkins schools and I'm here to strongly advocate Keith Ricky white P I'm the longtime opponent of this program about

022this is my 15th year on the PAP I came to Beaverton public school specifically for this program my daddy was moving the Beaverton and I'm sorry moving to Oregon and Beaverton was my number one choice among the dozen or so districts I was considering simply because of all the Kuwaiti schools I was thrilled to accept a position here knowing that the district must have such a strong commitment to this program knowing that almost half their elementary schools offered this program I've stuck with the PAP for 15 years because simply but it works engages kids gets him excited about learning it works to prepare students to become inquiring knowledgeable and caring young people for confident fingers prepared to participate in our society I've taught the PAP at elite private schools to title one public schools I

023taught first second third and fifth grades in three states in two countries the PYP works in each of my classrooms I've witnessed how the PYP framework using free approach ignited a passion of my student work but I have seen no one else students change from being passive learners to active motivated students who were eager to learn the Beaverton School District is developing a reputation of sticking with programs for less than five years before moving on to the next thing I've her colleagues express frustration and finding dusty stacks of books that will purchase their past math programs while boxes of readers used for the only a few years before the district moved on to a new reading program the PYP is not a passing fad as you know the idea was first developed back in 1968

024and if you P in 1997 it is now taught 109 countries number 16 hundred schools worldwide I urge you to stick with this program and honor the time the money and the effort that has been put into this program in Beaverton it's worth it because of [Applause] Russell Rutledge hi my name is Jack Harrington and I'm an employee with Nike I'm here today to support a program you guys have got called future ready I don't know a student here it already is so good I'm here to talk with you about it my daughter's actually in the Clackamas School District and I would love for her to have a program like future ready because how it gets kids involved the stem I've been teaching kids since my daughter was in elementary school about STEM skills and

025I've never seen anything as effective as this this little fifteen dollar card can display images measure accelerations and radio signals measure temperature and much more and things that future-ready every fourth and seventh Reiter has access to one in drugs with you already Nike and better Club has develop afford a curriculum that culminates in creating robot-pets the kids a lot of because of fuses art and technology and science and a Caribbean constructivist curriculum we taught this in six different elementary schools and a migit bond with 125 students and 75 volunteers on the Nike campus so we're really happy to support this program future-ready is at the heart of stem curriculum and Army and Nike and our volunteers are happy to support that I really hope you won't cut this great program because it is an asset

026as I said I would love to have this in my school district and get real change thank you much I'm so privileged all my glory that's it thank you board members my name is Russ Rutledge I'm here to speak about the 3 R's atmosphere for youth health curriculum I personally reviewed the curriculum and while some of its aims are noble I'm very concerned about the approach that Tate takes and teaching our children and there seems to be a pervasive ethos in the name of sexual health being taught to lead children in imagining and visualizing and acting themselves and potentially very dangerous sexual sexual situations often sign situations that are far beyond normal conversations and activity that would be expected at their age let me give you an example from the 3 R's curriculum and lesson

027targeted at at 11 and 12 year olds quoting from the manual Max and Julia spend a lot of time together now that they're a couple when they find some private time alone they like the kiss a lot max really wants to do something more and so the next time they were alone together he tries to hold Julia's shirt up and reach for one of her breasts she pulls it back down and says no but she keeps kissing max he tries again she says that's no and there's a noting here in teaching the situation that the teacher may want to choose or may wish to have students actually roleplay these scenarios in front of the class from from the manual from the manual there's a principle top throughout these lessons of consent involved in sexual sexual

028interaction here they call him the board to respect the principle of consent in relation to parents and their child's involvement in this curriculum by implementing no child's curriculum without express consent from the parents in the words of this lesson applying to consent the most important message is the quote I'd like you to walk away with is that you need to stop what you're doing no means no every single time even if someone silent they are not giving consent please apply this to parents and sending their children to participate in this forum or ambassador followed by Logan Washburn hi I'm also part of the Mike of it making Enders Club I run the web experience teams at Nike and engineering women in engineering and diversity and engineering is at hasn't changed in 30 years so we

029what are we going to the past when we try to bring diversity into each class for one week and we've gotten letters from young girls saying like PS maybe I could be a coder too I think the combination of sport and activity to actually coding have inspired the students to be better you know when you give kids asset access to sports it improves their lives if you give kids access to be creators of technology you change their lives I cannot hire people right now we are down 47 people in my team and we their there is zero unemployment rate in engineering and and these kids pick it up so fast I mean what they can do by the end of our session if they're sending Morse code messages over radio in one of our one

030of our lessons and you know they're really they're really learning and without the partnership of the future a team we don't have access to this to the classroom we don't have access to teach these students and it's been an amazing journey for us and I think it's an for the students so please do whatever you can to keep the funding for that program thank you all Kyra Becker Thank You word and thank yous for defendant I would like to make a comment about the proposed health curriculum in Division School District education is meant to teach kids how to think and not to tell them what to think about these controversial issues of gender identity and sexual orientation actually currently the Beaverton School District kindergarten curriculum attempts to tell kids that there are many ways to

031express their gender when this is impacted in ideology and not the biological effect it's also a trans the opinion of students community to turn against them shame if they hope dissenting opinions schools do not have any business shaming kids who disagree with leftist ideology using families who have biblical world views on sexuality and gender should be free live in accordance with their beliefs in an educational environment just as people who believe in gender and sexuality is a spectrum ought to be free to live as they see fit youth are already having leftist beliefs being pushed on them from a young age and the state has no business doing this people should be free to speak think and act according to their sincerely held beliefs thank you very much [Applause] I love a curveball by cleat

032words [Applause] hi I'm Katie was in fifth grade to dress nothing and it is my honor to introduce my student Kira Becker [Music] my name is Kyra Becker I'm a fifth grade student at the elementary school I don't understand why I education but funding is down by thirty five million dollars we're at the lowest unemployment rate in the decade also house lawyers on our hands property taxes are higher companies are coming to Oregon to open and expand businesses get funding for schools is down funny crazy funding for education is an investment not a spin these are teaching the next generation they're they're teaching us so that we can go to college in the university when we are older and don't feel and also get good job luck also student stop teaching we the students are

033not learning it will we won't get sick we won't get good jobs they will be employed and if we're not employed you won't be able to clear attached damn baby rataxes you and the rest of so worried the government we will not be able to retire because there wouldn't be enough funding pay your pension want to be favored I know there are more important matters the funds and education is the most important Sunday music education build some extra narration schools every other format please after reading this letter for you consider funding the additional thirty five million dollars to the Beaverton School different I gather two inches of my fellow students the demand the staple like fun beaver to be written color stick element been neon increase no family in care we have a tweet words

034followed by Rachel Luce appreciate well Clete works at for kids in the Houston school district when I told my wife for is beautify so stop it for I'm here because first were meeting and I am seriously concerned I am asking for a couple of things one is that you replace the advocacy for youth element of the health curriculum I'm asking for opt-out give me choice and as so many of the people correctly articulated I want choice I want the ability to teach my kids what I feel is appropriate the other piece I ask is this transparency regarding curriculum one of the things that I've learned over the years is a good team right school schools parents working together is what how this thing works and works most effectively injera coordinate over there was our principal

035great right as we work together we spend a lot of times in the schools but we have to have the ability to choose what's important to us and our families in in when I'm asking for us teach fact write teach biology teach how to procreate and let the best with us as parents teach whether the client gender identity or whatever it is right people have different views on all of it but I want choice that's what I'm asking for is the ability to choose what is appropriate my kids stick with facts stick with what biology is man and woman you only pre can procreate one way there's no other way to do it let's just stick with the facts and let us teach what's appropriate for our families Thanks [Applause] Rachel who said all I

036Courtney coming tonight Rachel here okay there are Kourtney [Applause] I'll try to make it short thank you hi my name is Courtney Covington and are parents of a third grader and then my 7th grader of Covington and I served on the PD project committee team and just advocating for physical literacy and the curriculum quality curriculum that it that you don't forget that PE is integral to keeping our students healthy keeping them happy and studies have shown keeping them more engaged more focused giving them a positive outlook I went for some of that added pressures of today's students and just that the curriculum is important to me being K through 12 really getting the alignment all the way through and the physical education crudos he is actually has a great impact on students that occur just

037them to engage more in physical activity that positive positively influences their behavior always the essentially they want to do long more physical activity it makes them more comfortable some doing physical activity instead of say like that one sitting on the couch you may want to like oh I want to do something actually like good for me they might say like go outside and play with a soccer ball or something [Applause] all my friends Lee [Applause] and then announcing paperwork that discusses the high school side before mountain side and after mountain side and as you can see by these numbers we did nothing to be compressed something or Westview currently Westview is at 2491 students a full thousand people horns at Southridge it's also 883 students more than Beaverton I asked myself why do we build

038a school I then went into looking at administration transfer hardships I got the public records so right now I compared middle schools high schools most schools I kept in mind that they're three years in high schools are four years so in 2017 middle schools have 179 administrative transfer hardships high schools had 166 ministry of transfer hardships in 2018 middle schools have 170 students administrative transfer hardships and high schools have 498 student hardships color what's really interesting as the majority of these transfers are going to student sunset and West you as you can see by these numbers down here I then go and I go to look at the ministry of transfer hardship and the hardship is defined by you know impacted by a parent or guardian the military and stability related to homelessness a documented

039medical condition impacted by the death of parent in such-and-such but the second factor is that its capacity after receiving school I don't see the charge Paran C on this I have a hard time understanding this we need transparency from the district thank you Oh can I just mention what I think I'm really curious how we are ever gonna create a middle school boundary because we didn't get the high school boundary right and the middle school boundaries would be that much harder creating good evening the my name is Alexandra frensley and I teach social studies among other things at alone Huber Park my increased involvement in both the Union and district activity has shown me that if we do not take major steps to inform and engage the public we are not we're going to perpetuate

040the same problems that we now see day in and day out at the national level regarding misinformation and disinterested in mistrusting public given that this is the second time with such an impactful budget deficit it seems that we should be prepared for public comment and should think about implementing the following at the next budget meeting and any high-stakes meeting going forward number one adequate space for all stakeholders teachers parents students community members need to have a seat comfortably with a clear line of sight of the visual presentation release the presentation details to the public ahead of time in order to give people time to make meaningful public comment how presenters of the information face the audience and not the board that helped make that decision those decisions lemon presenter comments to two to five minutes

041as you do for public comment to ensure we have enough time for the board to receive public comment that wholly represents all the voices in our district and I would add that we make sure that our No are transparent and accurate when it comes to what's being cut and what our class sizes are projected to be the fact is there is a good chance that we're going to allow the community of our district to potentially pass bond measures or other taxes to fund our schools it moves us to make sure the public is fully informed and respectfully engaged in this process [Applause] to be named for numbers my name is Natalie Bassfield and I have five kids attending schools near Beaverton School District I'm making time to be here tonight because there are number issues

042within VSD that needs to be addressed and I will briefly for them accessibility of the K through 12 health curriculum or Oregon law code three three six states parents are have easy access to sexual education materials as we've heard tonight this is not the case this is completely unacceptable for parents not to know what a public school is teaching their children about health for the next school year could be SB please attach the curriculum and an email to all parents at the beginning of the school year with opt out forms attached Planned Parenthood on March 18th through nineteen 2018 Planned Parenthood team counsel made a presentation to high school health classes at Westview high most parents were not notified of this visit in advance from the BSD health guide parents must be informed in advance

043of all guest speakers on controversial issues and on opportunity must be provided to off their child out of this presentation why was this guy not followed Planned Parenthood is a politically divisive group and bringing them on campus is inappropriate as it amounts to an implicit endorsement of a clinical ideology that not all families share there are other ideal ideological neutral groups which could be brought instead opting out an alternative curriculum as of this year VSD no longer allows students to substitute the independent study BYU high school health curriculum for their own I have yet to learn why they cannot why complain Parenthood have a physical presence in our schools but an accredited university sponsored health curriculum cannot be substituted [Applause] hi I have my friend not a just mention of things and I am a

044biology student and I'm teacher I know something she sent me the information I was not even aware of those information and she sent me saying that okay this is what is they thought so many many many parents a lot of inner is what being taught in the health curriculum and I can tell you that from the my personal perspective is like it's like a drive create of the kids attend our high school solid elementary school some arm actual in the brain and some are not it's it's a it's a psychology like there are some sunset units are there and not there are not we parents know how other kids are and we want to know what is being taught so we can choose like the way she said we want to opt out then we

045are in what parents and we want to choose what to do 2:32 lurman is that is appropriate for our kid who might be ninth grade or 10th grade if i all standard there are some kids who are my grave start shaving there are n kids who don't even have hair so their maturity is totally different the reality student I can understand that so please feel the option to opt out for the parents who want to opt out and give the curriculum ahead of time to all palates it should go as a normal email from the vendors for district that this is that three are curricula and if you look at the three or four if you know as Sofia may I am as liberal as I can get like you can teach whatever you want

046but if you if you look at that curriculum it's really really pornography if you look at those images and if you don't think those images are pornographic from the biology teacher point of view and something is really wrong then there is something going on so please think about it [Music] [Applause] hi my name is Jessica angle as a parent of two daughters OS TV I'm deeply concerned about the proposed cuts to the few IP and special of Spanish language I'm coming to STD we have the privilege of partnering with principal and teachers and their exuberance and great efforts of a few IP status and I have since been impressed by my daughter's increased commitment to be more more aware kind and caring POA Keys worldview encourages students to reach beyond their stand singular experience and

047partner in addressing problems they see in the world its whole child approach is inherently more inclusive as it embraces social and emotional learning I believe Qi key encourages students to become global citizens who value diversity and seek to further equity out of all the specials offered across the district I would offer that foreign language as the most to do with promoting these values students literally learn to communicate with and understand the diverse other these cuts across ten schools would undermine many years of hard work and be vastly wasteful in order to regain current level of functioning each school would have to again invest a minimum of five years and great effort and resources I believe that cutting these programs counters ESDS value values of excellence innovation equity and collaboration values and rowdy and Qi key

048and then the district-wide message of these programs are expendable instead of more schools benefiting from obtained VIP status I doubt very much if any VSD school would consider pursuing this investment knowing how easily it could be dismissed I would implore you to find alternate options that could be more easily remedied in the following year at mort's if more speed fighters and allocated thank you [Applause] hi I'm Julie Smith and I have one child in New York in school district and one who will be entering engineering in the fall which were really excited about the main thing I wanted to address is to help curriculum that is being presented I have tried to look through the curriculum and I will challenge all of you to to try and find anything in there like as you go

049through and you try and search through you'll see like a theme that says this content is sexually explicit and then there's nothing really that right so then you try and dig for it I do a few back flips and never really get to where you're going so I think my most thing that I would like to suggest is transparency for the curriculum if the fact that it's not given that to parents is just in my opinion quite ridiculous and unacceptable I think that you know there are a lot of currents that it is our right to know what's being taught right and that's the biggest thing I wanted to say is just that transparency the access to parents we should not have to contact each individual teacher each for each child age schooler I think

050that's completely ridiculous so that's just what I'm asking the maxfield followed by a gin birth hi I'm Steve max kill them all there's children I'm here tonight to talk about the comprehensive health curriculum particularly the 3 R's by a show of hands in the room how many people are concerned with the curriculum as currently stated as you can see this is just a small subset of people that are not happy with the way that the curriculum has been laid out and brought to the brought to our schools with minimal parent involvement and the access to the curriculum has been extremely difficult yet I've been on a committee for the last four or five months trying to get information about this it has been very very difficult we've sent emails to people in the school district

051offices without great responses and asking for them asking us for details where we live etc in order to give us the information that we wanted around sexually explicit material that is included in the curriculum of these parents I can't speak for everyone here but these parents we are deeply caring about our children as many people are we teach them love and respect and and we we expect that they will have respect for people that have different ideologies than we do and this is clearly not in the curriculum it is not demonstrated that is the case we're asking that the that the district tree review the 3 R's curriculum eliminated from teaching in our schools allow for opt-out of the entire health curriculum and allow for alternative accredited university alternatives to health studies in our district

052thank you good evening um supporting our struggling readers is not a flashy new trend parents of struggling readers rarely attend public means to advocate for specialized instruction I won't ask you that I'll raise their hands because there's very few of you probably out there however it might just be the most vital thing that we need in 2015 we overall overhaul our entire reading intervention program in Beaverton we invested in extensive professional development and resources to ensure they're describing leaders to catch up to their peers and no longer need intervention services in order to make this happen research continues to confirm that striving students need 30 or 45 minutes of specialized reading instruction with a highly qualified teacher in a small group with consistent 4 to 5 day schedule the good news is that we're doing

053just that and it's working last year our first cohort of students to have access to research informed reading intervention took their first aspect the results are clear now while we are elated we are not surprised a student's ability to read and comprehend great little text is a better predictor of proficiency on standardized tests than race ethnicity geographical location or socioeconomic status at present any intervention teachers are supporting about 2700 students it would seem logical to cutting this position in half but mean that only half amount of students we did those services was just not true with trick with our travel time aspect testing dyslexia screening collection and managing instructional assistants to teach these interventions who have the least amount of training it'll be lucky if they're even able to work directly with students at all

054we're here today to advocate for most vulnerable students are struggling readers students do not do not beyond degree level by third grade are very unlikely to catch up to their peers the gap begins to widen very quickly we applaud the budgets committee decision to maintain and point-five reading intervention positions but we also hope the reality of half time between two schools encourages another it being almost and the ramifications of this current budget proposal is devastating and some of our youngest learners will be affected by these decisions for their entire life you believe this cost our rainy day [Applause] followed by Krista and Julie thank you my name is Mary Beth Miller and I have three children in the district I am here to discuss the new health curriculum and express concern that several yes the

055policies are being violated and how the curriculum is being taught VSD needs to meet state core standards however state standards don't require BSD to solicit input from activist groups such as Planned Parenthood and how the kids for youth in developing curriculum and training teachers both of which is occurring its BSC's policy to teach facts not beliefs however Planned Parenthood material often relies on their beliefs rather than simple facts if BSD policy to build honest safe and inclusive relationships with diverse students and their families but Planned Parenthood's history of racism and their anti life agenda could make some students feel targeted and unsafe akin to bringing in other divisive groups like the NRA its BSD policy to communicate to parents in advance of sensitive topics being covered however some health teachers are using supplemental materials on

056junk drives and handouts they collect at the end of class that can't be shared with parents other districts in the state have implemented very detailed guidelines for sex and instruction to ensure the integrity of the source of the material transparency and clear opt-out opportunities which include things like the prohibition of role-playing all teachers at a grade level needing to use the same materials parental notification of all materials used and opt-out forms attached to each notification tomorrow several other parents and I will be reviewing the guidelines enacted by the Westland Wilsonville district with teaching and learning and will be requesting that VSD modify the current comprehensive health education guides to include these suggestions VSD needs to get this right otherwise more and more families will look for home school and private school options worsening the current

057enrollment shortfall that results in reduced funding from the state thank you [Applause] these photos are at the end of the VSD rights respect and responsibility three hours lesson these photos are pornographic the Oregon and seventy law 167 defined as any picture displaying nudity or sexual content to minors is exempted in schools how is that possible according to Teen Health and the media two out of every three shows on TV includes sexual content wiping our children need more at school this is what our money is paying for I have a ninth grader at Westview here's an example for the ninth grade lesson three r's lesson six page eight quote Kyle and Erica have made out a lot and know how to make each other feel good it's almost the end of ninth grade and they're both

058feel ready to have a head start having sex Erica performed oral sex on another guy but she didn't think that was really sex doesn't sound like a discussion that teachers should be leading with minors when Planned Parenthood presented at Westview March 18th and 19th and my son's 9th grade health class I was told I could not come and observe this is illegal my son is a minor as parents we have formed a committee and we have a petition with over 1300 signatures we are requesting transparency options to opt out and opt in requiring parents consent Oregon law code 3 to 9 point 1 to 5 require parent involvement and three three six point zero three five requires parent notification board members parents these are children the health curriculum has too far [Applause] all by maureen

059Halvorsen I've been evening board members in superintendent thanks for hearing us out I'll be brief most of what I wanted to say was a shirt already concerned that the three arts curriculum moves from education about sexuality to promotional sexuality among minors this makes me uncomfortable I have three children in the butan School District and so uh or four I guess right now so I want to have to be removed and replaced with a suitable alternative might be happy to volunteer to work with a group of others to provide that suggestion of a later time thank you very much hi my name is Mary Calvert another mother of four children have attended that male mentor school the Park Hill School in West View High School and I end up asking for two things transparency for the

060health curriculum of the new health program and second that in a school in that transparency that there's detailed lesson plans is simple ways that we've been given so far and I also ask that parents are getting at least one month advance notice of what's that it's going to be touched their children and clearly giving them ways to opt out their student without credit loss or given the choice to use an alternative credit option I have tenth grade son who in his health class last year or in the fall brother I did not know that he was going to be there was a Planned Parenthood group of teenagers that presented I guess to him that I was not aware of and I feel like that's a loss of trust I have three kids I went through

061health and I was really out of it on knowing nothing that they were reading time and they want them to be educated I think it's really important and I knew for low that they were being taught I thought oh my for kid the same health class I thought I don't need to you know know that is easy whatever but I would really would have liked to know what he was going to be taught I feel like there's a lack at rapido some of my trust was broken and I love Beaverton School District my kids have done well and have advanced in their lives and I really appreciate what they've been taught but I really felt like there's no broken trust there I don't want other parents to go through that I want those two things

062full transparency and get those parents the option to opt out and I am after having that post communication my son there's still like he's not gonna be able to I'm here you know those things that I as a parent should have been able to talk to him in my own way about those things and thank you Thank You superintendent rotting work and David homicide kids who are either at or have gone through school district schools I spend again sarahvani time preparing for tonight by going through hundreds of pages of sexuality education documents not wanting to simply blindly trust information that's out there by third parties about how controversial this is and I'm here tonight to inform you that this large and growing group of parents who is concerned about whether they had a choice and

063what is taught needs to be listened to if Beaverton School District doesn't ensure that parents are clearly informed and given clear participation options this would be bad for parents students and ultimately the schools schools have a long tradition of honoring the role of parents in choosing how to educate their children critical issue of human sexuality we live in a highly sexualized world and schools are adapting their curriculum but so are concerned parents please don a similar role of the only provider or the first provider of this information and don't force parents hands let's work together rather than these parents feeling like leaving the district is perhaps the only option that will only exacerbate the district's financial problems since many of the concerned parents are also here most involved volunteers and donors without participation options parents

064are already discussing taking legal action to get those options that will not help our problems in the district either I'm volunteering to work however doesn't mean that if it's people hours that they're needed you can have as many as I can give let's honor the role of parents through clear communication clear opt-in opt-out choice and reinstating the acceptance of alternative accredited health options thank you [Applause] Johnson followed by Robert Primula my name is Jared Johnson and I'm a second year probationary physical education teacher in Beaverton last year I fought for my job going house-to-house this year I'm fighting for myself again except this time almost all individuals i'm speaking with are confused parents and community members are wondering why there is 200 plus cuts in the districts when they just saved us the information that

065everyone including their own employers is not transparent and this making teachers look like the bad people always asking for money through this stressful time I have asked several teachers who have been with the district for 20-plus years why did you not speak up they say they are scared of being involuntarily transferred if they speak up despite not even being the ones on the chopping block what does that say about the district when educators within Burton who have been here for 20 years are scared I was present last Monday at the budget meeting - almost 10:00 p.m. I did not fall asleep till almost midnight do anxiety I woke up putting a smile on my face despite the lack of sleep that affected me all week I get everyone my best self despite feeling like garbage

066this district preaches about empowering others yet I do not feel empowered by my own employer and to be anxious from now to May and possibly June is something that should not be taken lightly many educators are already at their maximum capacity and our children are recognizing that I am a PE teacher many refer to us of this many refer to us as the social-emotional educators we teach our children to be open minded and to work with others and persevere during my two years I've taught PE in the cafeteria daily and I've taught PE on a stage daily and occasionally in the music room how's that equitable amongst the district when others have access to more equipment in gym space daily this deep this district preaches equity but that is not equitable for a teacher or

067a student lucky for you you have a quality educator with an incredible tool loss to get this kids active with or what equipment that will not always be the case and unfortunately your make you're taking those individuals for dead and going to lose wonderful teachers hello my name's Bobby and I'm a junior at mountainside high school and so I talk about my experiences at mountainside and what's in jeopardy versus opposition over 50% of our staff will be either removed or cut starting next year and just like to talk about how burning hip other than any other school because of the fact we had to hire out of district I'd like to talk about people in my life that will be impacted as a result of that like my head coach track our head track coach

068grant pyros who would be moved out of district as he's a first year probationary teacher he has had a huge impact on me in over 300 people and our track program he single-handedly keeps us a whole passing classes and other things which has huge academic benefits [Applause] and I'd also like to talk about my head football coach coach who have also been removed as a result of budget cuts I'm sorry [Applause] followed by an elite wallet well this has to do with the current sex ed curriculum hearing organs facilitating the school district it was already invasive covert and out of bounds when my daughter was in high school in 2003 I found out after the fact that representative from GL Sen Lesbian Alliance businesses her helpdesk and gave everyone questionnaire asking them to such things

069as if they have sex and how do they know that radiation unless they experimented with both sexes she got angry didn't answer the question and I want to visit the principal who told me well we weren't trying to ask her about her sex life we were just trying to have her put yourself in the shoes of a a student who is tired of being asked the same question this is how covert they are in invading a child's psyche and basically using agents outside the school district to do what they probably don't have them has to do anyway she also is this agent directed the kids to the scarlet teen website which is basically a vulgar information dissemination site you should look at yourself it's uh it was a pornographic site was because sex ed for

070the real world by contracting with outside Egypt to disseminate this voter information the school avoided responsibility for what I told my daughter this website featured testimonials from a fourteen-year-old girl who read about insects and another teen who said it's awesome to getting someone's body a PhD advice use lots of Lube for hand jobs and needle play scarlatina shows no respect for parental expectations religious objections or morality and I don't like the fact that any school district would direct children to this kind of site Brad Victor the man who divides our current Oregon's sex ed program he was in charge of the adolescent sexuality conference in Seaside as well as closed now by the sheriff in 24 the smuggler pending and his this conference what was typical in this conference because it's I would like to

071send this to you by email my name is Alan Ellen and my mother too for VSD students a student and she's currently three I'm here to have Kate for an opt-out procedure for comprehensive sexual education that is visible to every parent in the district I recommend utilizing is this existing enrollment or registration procedures or from which issuance procedures to ensure that parents give the opt-out form I'm aware the opt-out is currently available but it is virtually useless when teachers failed communication system of health lessons will be taught or provide the content of these lessons so transparency and consent for the journal provided my ninth grader seven class first semester where the team comes with some carefully presented sexually explicit information including six sets of intercourse and abortion I learn about this in March when another

072pair receive didn't email from her students teacher notifying parents that my current team counsel would be in the classroom I reached out to my son's teacher that uh possibly a might overlooking a warning that this content would be presented his reply made my heart sink when he said he didn't send an email that this was his first irritation material and he didn't know that you know my parents my sixth grader was presented with about world you know and vaginal sex places teacher at age eleven and without my knowledge or consent I'm a registered nurse and I consent people to medical seizures all the time and I can't obtain a patient's consent until they have received all the information pertaining pertaining to the procedure including risks and benefits of any intervention this is a great standard

073for districts and administrators and teachers to apply to the comprehensive sexual education let parents see the material let them ask questions and consent this education Russell Anderson your last speakers but thank you time this evening I'm gonna start I've got four kids in the district I'm going to start with a quick story I recently received an email from my sixth and seventh graders healthy Joe he was going to start teaching them sexual health and he said indicated that much of the content was available either on the district website with no link provided or on canvas when I went to canvas the module went to a dead link and I emailed him a screengrab and asked for a health piece that he would forward my issue to the technical team leader received an email from the

074technical team telling me that they couldn't do anything and asked me to reach out to the teacher mr. Showalter expressed empathy for my frustration and suggested that I ask my son's what they had learned which I was surprised does anyone who has ever worked with a moody 13 or 14 year old kid and though they won't tell you what they learned at school it should not be this difficult to see what our children are being taught this smacks of shame and obfuscation is the district concern that if parents could see this content we would object that should be a warning signal to you this is literally the first thing we teach our children with regards to trusting adults if an adult especially one in a position of authority ever asks you to keep a secret

075from your parents that adult is looking to harm you and you should run away and tell your it was Thursday of the week that it had already begun on Monday and I had to involve about seven people including the principal and folks at the district level in order to help the district not become the thing that we teach our children to avoid I'm asking for greater transparency and access for parents to sexual health related content other options for families who object to the content and to stop normalizing sexual activity in the teen years [Applause] we thank everyone to public comment tonight thank you for being with us today now we will be starting our reports and first up is superintendent Ronnie thank you thank you everyone for coming and voicing their concerns whether it be

076of other budgets health curriculum or other pieces of information as was discussed here the districts facing a thirty five million dollar budget deficit next year that is purse the legislature is also meeting at this very hour and I just got a message [Applause] to the Ways and Means Committee and then also we heard about our state action that's going to take place on May 8th the purpose of this day of action events sanctioned by Oleanna Education Association is to draw a statewide attention to the need and adequate funding for k-12 education after three decades of instability after the Beaverton Education Association notified the district that their intent to participate and their membership I'm the pay today the district determined May 8th will be a non-student day with some exceptions from the onset I want to

077point out that DEA has worked with the business district diligently with the prime concern of not harming students we had some activities that were scheduled and they have come alongside us and work with us and I'll talk about a few of those activities we will discuss it will not be made up at the end of the school year as we have plenty of instructional hours some of the activities that continue to take place we could not change AP and IV testing which we will provide transportation for those students to go to and from outdoor school activities some of our students will be at outdoor school and those activities will continue to take place we are also at 32 of our sites going to have free breakfast and free lunch for those kids being to access

078those meiosis also we have some students attending early college and those students will continue to attend early college we support the goal and urgency of advocacy efforts from all employees and our school work is working hard to convince the legislature to make this significant and new investment to Oregon schools and even though it's passed out of committee [Music] and then just for folks to know even if it comes out of the House and Senate it's likely that it will be referred to the voters in January so there will be a vote and what that does is really puts us in a very awkward position because we will not see at the earliest until July 1st of 2020 and I'll just say you know listen young man talk about is football coach and as teacher we

079have hundreds and they're mainly our probationary one probationary too and possibly some probationary three teachers that are in peril they have bills to pay they have mortgages and some of them as you've heard have been you know this is the second or third year in a row they went through this in addition to the people that could lose their jobs there's also going to be a lot of transfers so causing some folks that possibly be teaching at a grade level or even maybe in a Content area they're not used to teaching in none of this is good for kids not one thing not one thing we're taking away whether it's PYP increased class sizes social emotional support for our students there's none of this there that's good for kids so what I can tell you

080is this board is dedicated as other staff in trying to do everything possible whether that's go into the Capitol and I know Lizabeth you talked about may be in there with you I was at the Capitol on the day that protest went down we were there but there's a lot of other and you alluded to it there are a lot of other efforts under underway right now to try to put pressure on our legislature to make sure they do the right things for I'm more positive note Sunday I went to ACMA Ackman Heather dancer West in concert and you just saw some absolutely amazing kids performing dance performance and these are some of the best dancers that you will ever see throughout Oregon they were absolutely just amazing you couldn't believe it and Beaverton has

081an addition to our comprehensive high schools we have option schools and we talked about choice for parents and choice for kids we need to continue to keep those options open and finally talk a little bit about also last weekend we're trying to develop our career technical education programs which is another option or venue I heard you know lady from Maggie say today about engineering and trying to diversify our workforce so we working with industry and several other manufacturers throughout Oregon but also in Beaverton and they're ready to come to the plate they're ready to provide us some resources in which we can provide students the opportunity after graduation to possibly work force for to enter a field in manufacturing and such as engineering or there's several several areas using computers in manufacturing we sometimes think

082of the old assembly line that is not manufacturing anymore there are some great high-paying level jobs out there so the community Beaverton they elected to come to Ebert's and because of our support for these type of programs so in disclosing we're going to try to do everything to get this budget right there's lots of alternatives but every time that you try to move one pot of money you're impacting and others students so we're taken into account class size choice trying to hold our most vulnerable kids our ESL students our special education students children on poverty as harmless as possible whenever you have projected cuts over a couple hundred teachers administrators classified staff it's impossible though cold kills harmless with that with that with those type of give cuts so what I can promise you is

083we're trying to do everything many of you have written me written board members we are taking all of those suggestions and comments into consideration so thank you intergenic right now for our small parts first [Applause] thanks for being here today are you sure you already looked at it right there come in anytime - hazel deal to see that we are some of you have been over there it's too dark so you're always invited to come and be there and we'll start with the successes we are really proud of our success in an area of le gros the reports have changed on how you receive those over the years but that's been a dial that has very difficult to move and as for all of us techniques this is specifically in our subgroup area and so

084we were thrilled to see the growth for us this year and we hope that stood out to you as well why did that happen it's never just one thing it's a variety of things one of those I think is the new implementation of the ETA units of study enough or approach if you're down in 2015-16 strong sovereign culture which you can't do anything alone in schools we all know that I'm sorry does that move end to the work together as teams and as well we're also a Teachers College out of school with job-embedded stuff development what that looks like is you know coach they teach you something and then you have to practice with kids and we all know you don't learn anything if you don't implement it right away so that's been a very

085powerful living experience for us and also um there's increasing research and visibility around the idea or topic of teacher efficacy and also student agency and you can see that and that one piece of David just the Telstar mirror for it and come all right gives us the district's early report on how teachers are feeling about a moment in that process if that's not a quick dial to turn but when teachers feel like they can make a difference when the work is really challenging and you think all of us are here because we know the work is really challenging that's a pretty powerful you need to celebrate so we've had a few challenges as well we're pretty concerned about our math area growth but we're also kind of excited about that when we murdered the results

086last year we were my phone was blowing up with texts of concern from our teachers because they have invested fully in our new workshop model they we focused almost all of our staff to the home unless you're on meth and then we've got our scores and it was devastating for us but the more we read of the research and we see the dial that's moving in ela we believe that the work we're doing is the right work it's trickier for us in math and reading we know how to sit child listen to them read hear what they're doing give them 30 good feedback just like your basketball coach or a sports coach Mike and given that that's nudge in math it's not that clean and most of us were educated as educators we weren't taught

087math but we weren't enjoying it now we like nice clean scores that we can turn in and say oh I have 70% of me I now have 80% meaning it's it's looking more like how we teach in the reading workshop and that is good and it's powerful and I'm watching it with my own students at home as well so we actually expect to see some growth they're probably not as big of a number as we like but I would be surprised if we didn't see growth there some additional challenges were they didn't know we're a brand-new school building which means we were lucky enough to move twice three times I love to count the entire depth of our school move too many teeth those are beautiful temporary site but that is stressful imma stop we're

088also grateful for that and we don't sound ungrateful wearing a beautiful new facility thanks to our voters passing the bond and it is really wonderful to be in a facility that matches the people a little bit better so we're really grateful for that but it was also significant challenge our social emotional needs it's no surprise to anyone that that's also a challenge for us they know if you might have some questions about that a little bit later it's it's a huge challenge but it's also I would say a celebration and that our district has invested in social emotional learning with investment the student success coach and also tremendous professional development and they need to ask me some questions about that a little bit later we are seeing partners and we're also seeing increased trauma and

089with the students that come to us that we're seeing strength of knowing how to work with all kids and I'm truly hearing the kids well not just teachers but also our parents being able to speak to kids do all the fake hand versus this and get out of my classroom so I think that's a huge success um actually kind of hard to answer in this in this report where it's a title one school so you have to have a school plan to that we also have just finished our verification verification visit for PYP which we've heard compared to a an accreditation there's a high school level I wouldn't know because I've never done that but they look at your written work that you submit work samples they come an interview teachers and parents it's a

090pretty thorough investigation under school and he would use all that information to develop your action plan and ideally you don't have your title um plan over here and your pH between you IP plan on the other side I do either um there one thing so tried to capture some of the feedback we got that these were the themes that we were given and so these are part of what both commendations did you want to keep doing what's working and you also want to work on the areas that are struggling collaborative culture it was very clear that our staff is engaged challenged and supported to keep growing it was really pleased that it was recognized that our staff is all invested in what the how and the who our staff knows the why of our work

091there's a common purpose and goal it's been a lot of work with our curricular alignment seeing increased alignment vertically and horizontally in great practices are stronger than we realize we have some growth areas um specifically in the area of assessment be more purposeful and using assessment to inform our teaching that does not mean any more tests though so I'll leave that piece there other key pieces of our action plan that we that our son was Rober our professional development team includes administrators intervention teachers ESL teachers specialists it's a broad team grade level teachers we need every other week to plan our staff development that's a pretty critical part of our growth at our school our team as well as to connect the word reflect on the work and plan professional development that's responsive and then

092also we can't forget the individual student are a pack teacher talk for academic proficiency assessment committee this wraparound committee meets three times per year we talk about each and every child that we go deep for three to four students in each class to say why is this kid not making progress I didn't read our mission and mission that I do on the end of that before the questions asked our mission and mission and he will definitely refer to it often his little elementary school works to support and inspire every child to think to learn to care and to engage with power and agency in a changing world we provide a learning environment and instruction that promotes engagement academic excellence self-confidence independence risk and resilience we foster respect and appreciation of self and others and collaborations

093your inquiry exploration goal-setting and service if you have questions thank you so much appreciate it are there any questions from the board yeah hi thank you for coming and I'm really glad you guys are adjusting your interval that's a joy to hear I have a question that you may not be able to answer but I just find it a bit fascinating in the data your your girls in third grade they their scores went down significantly in both math and ela and I was wondering if you have any idea why further grade specifically yes those are the ones that seem turned every girl I couldn't answer that specifically right now I'm third grade that's our first year testing with us back so it's kind of their baseline so it's the first time they've done a standardized

094or completed a standardized assessment like that so I'm he'll be interesting to look at that compared to fourth grade for how they do is fourth graders this year so that would be the first to take that up yeah the boys all went up and the girls yeah the boys only went up two or three percent but the girls take like 15 and 40 percent so anyway a question about social emotional learning how many room Claire's have occurred each year for the past three years of hazel Dale so we didn't have a way to cook the dinner practice for this year but I know it's higher this year I'm specifically because I know who they're tied to we've had 35 room players as a 4:29 one of those today and they're largely due to five or

095six students most are in the set referral process or have experienced extreme trauma recently in their life and that is not hazel else typical this year in particular has been incredibly challenging Donna Tyner was at our last board meeting where she it's very respectfully expressed concern about the disruption to their class environment also and I think you kind of manager this question with your answer the last question but I just want to check in in terms of the severity and the student behavior issues with the Student Success coach do you think you're on trajectory to see things go lower or are you looking or do you need more support of your school in order to kind of end that curve there's a lot of layers to that question I think when you who really matters

096I think further we're talking about we have actually seen tremendous improvement and who is not going forward in the Ceph process so so kids that shouldn't be some of the clocks they need more skills we believe hips do up they can we're seeing teachers support each other's that were kids and really creative ways and they're not being excluded from from class you know you've got some regulation being taught in all the classes you've got ideas and strategies that are more about different rather than punitive so if we didn't have the support of a student success coach I would probably be crying right now because we see so much improvement for what's happening for the other 500 kids then the severity is definitely a change I think many principals and teachers are seeing an increase of

097trauma impact of trauma so that it doesn't when it's revealing to us is yes we need more support what I don't think special ed is what we want for all kids I don't know what the what is I would say something that would help me this year and help our staff this year is for kids that we don't want to move forward to their special education route we also don't want to suspend them or kick them out of school we need more support to help in that in-between time what that looks like there's some smarter people in this room myself [Music] [Applause] so when we call it data for a pack just answering your question we look at more than just attendance we ought to say attendance an indicator of probably something else that lies

098beneath us and that's been true for our kids if you look at who the kids aren't that have the chronic attendance there's a different story for each of them so I would say the answer to that is to know each and every child and their family and figure out what is their hurdle whether it's some of them that's texting or calling every day some of them gets a matter of food some of them it's babies go to wash their clothes and learn one rights well it's been different for each of our chronic absenteeism so it is different for each of those clinically absent kids I would say attendance is a strong indicator that you need to look deeper is there the next report oxymoron that Konishi pick up the bottom students that [Music] just to

099your point Angela attendance and social/emotional so we just have a better report come out and over half of the kids either being abused or neglected in Oregon are between the ages of 0 to 5 and that results in 5,000 students in Oregon and I think if you talk to elementary principals although we have them throughout the grades we're seeing probably more of a messianic era gardening in front of questions well thank you so much for putting together this reform through 10 unite you're appreciated on the hard work [Applause] that miss uh Peters here I truly view her the co-leader of our school so it's very appropriate that she's not here along with me my name is Aki Maury professionally speaking I'm school district thank you all for giving me my first opportunity to be a

100principal this is my first year as a principal I have assistant principal experience at Westview high school which is a wonderful experience as well and you want you to know that I recently submitted my self-evaluation to my manager miss Skidmore and 2/3 or less of the standards I rated myself as basic or below so I'm very low in my mind I'm very much lower than proficient and what I need to be doing but I will get better I just want to thank you for the opportunity to lead a school like Academy there are a couple things I'd like to mention here that are important to me and you'll see how they connect to the data later on first of all I really need to thank my predecessor Andy Clos she was the principal McKinley for

101nine years and as I look at myself barely surviving my first year in McKinley I really respect and admire for what she has done in her vision for the school for a nine year long period and most of all more than the length of her stay Mackenzie what I really appreciated about my and he did for McKinley was that she left behind a staff for me that it's just any wonderful and supportive and that doesn't come about just by itself and so I really honor Andy for leaves behind a staff for me that has been nothing nothing but supportive myself as we go through our first year here I also want to mention and this will make sense as you with the data there are a number of staff members of our school who have

102been in McKinley the title in school a very challenging school we have nine staff members in our school in our school for 14 years or more so when I talk about honoring Annie for the animal to sustain us all for nine years and me struggling just my first year there are folks like mrs. Cartwright miss rile at this goodwill mr. Bittner mr. Gilbertson mr. Henrickson miss Davies and this Arend license and classified staff who have shown such a deep commitment to the McKinley community I really have to honor them and one of the reasons one of the segways I'd like to make when I talk about these amazing staff members have committed such a long period of their lives to the McKinley community McKinley has a turnover a staff turnover rate of 20% some of

103the highest in the district that I watched it kind of brought their minor on that 22% understaffed turning over every single year when you think about that and I think about the nine members that I've mentioned here who have been vacant for 14 years or more a school cannot survive unless they have a core of teachers who have committed themselves to being at a school especially one that's the title one school like McKinley and so it's really more you honor these members of our school community who have committed themselves to 10v go back to our teacher turnover rate 22 percent of the largest in the district I do want to remind everybody here in the audience to all of you of this changes some significant changes that have occurred in our school district just in

104the past five years so I'll just list them up Common Core readers workshop units of study classroom libraries Erla Writers Workshop early release Wednesday math workshop context for learning green box in the case of making then we also went through a key ype process that is that those are changes are de courten just five years in our school and then I want to contrast that to you with our staff had they entered the school year this year over half of McKinley staff were at the CUNY for three years or less okay so when you look back at the data and the data is troubling for our school in terms of academics you need to see that in the context of the turnover that has existed in turnover is not always a negative thing there are

105a lot of things that play into turnover somebody's with some of it is within the control of a staff member and some of it is not but when you have a 22 percent turnover rate and then the nth row school year where over 1/2 of your staff has only been there for three years or less and yet you've got all those very major changes that have come through our school have to come to our district just in the past five years you can understand what an uphill steep climate is for our for our staff to really gain some attraction and so this is not to make an excuse for the data I want our school to succeed I believe in my staff I believe in my students but we do have some significant challenges that

106are real and I'd like to have those acknowledged here in front of you let's move into some of the successes here so I'll go through pretty quickly we're spoken for quite a bit here our exclusion rates are declining rapidly over the past three years and that will continue this year I have shown some data some hints that are and this might be improving this year and the data for those in the audience that don't know it I pulled together the attendance of our worst offenders from last year who are still attending McKinley this year and 10 of those 13 worst offenders have all improved that to me is a small hint that we might have some strong positive when it comes and this room clear data is promising on this - I'd like to share

107with the audience if you don't have the data in front of you McKinley had the highest among the highest number of room fears in the entire school district in the first six months of the school of us 48 room clears up until December but if you look at the January to March period that's come far down to a much more manageable normal level of room here's clears as far as the district - three or four a month and so there's some significant improvement there again I give credit to my staff we've had a focus on social emotional learning that has been key that it's also likely that the time of year our students been more stable that the season of the school year probably has something to do with that as well nevertheless group they're

108doing is very promising I've already talked to you about teacher turnover rates I feel like we're poised to improve this year fortunately when I give you statistics that I just told you where I'm entering this school year over half of our staff have three years or less in our school what that means to you is that as we enter this season we're we're going to be laying off teachers schools like mine which have a young staff are going to be heavily hit and so in spite of all of our efforts to create the positive climate and do something about teacher turnover and really build that strong core of teachers who want to stay in McKinley that is not going to happen this year because we have a very young staff and they're going to be

109overly impacted by the layoffs that are to come more successes kindergartners are entering our boundary area and then growth metrics for ela and math are comparable across races genders some challenges I've already mentioned them I've already told you about trouble with the data across the board that's significant achievement gaps to generalize Latino and PLL populations I also in it is an interesting data is interesting to me at least I'm comparing McKinley to Halo and B Raiders I feel those are very good comparison schools to us they have very similar demographics to make Italy and if you look at the comparison they can leave academic outcomes to Beaver papers in hand and we're very comparable Beaver acres happens to be about 8 percent better than McKinley but then again I think that correlates somewhat this is

110a theory of mind and we have an 8 percent higher mobility rate from the iterators so when you look at our mobility rate McKinley is 26% mobility every year among our student population so again in the same way that we talked about teacher turnover if you wrap your mind about 26% of our kids being different between the start of the school year and the school year you could see the immense challenges that we have in McKinley I do want to make sure that you understand that when I talk about the challenges here it gives me a lot of delight to be in a school like this where we have no nowhere to go but up I'm really really excited about the staff that we have so I don't want any money the state type of

111presentation and I'm very hopeful about our staff and our students I would say also additional mobility right here the correlation or the interesting relationship with Beaver acres the absent plan I want to give this up eat a lot of credit here for four significant chunks of our life and my experiences in high school level Westview and Gresham high school miss Savita she has all the elementary school experience in a partnership so she's been really instrumental in helping our school with a new focus on professional development let me go over those four bullet points I've talked a little bit about social emotional learning as a district-wide effort spinning off very well in our district our reading an eventual program we have focused very much on making sure that those staff that we designated for reading they're

112mentioned we don't pull them away for student behaviors we don't have them pulled away to take care of kids one-on-one that are blowing out of the classrooms we've committed them to the reading intervention program we hope that bears fruit next year won't look at data I would say our PD plan for next year one of our one of the staffers I trust very well has talked to me very insightful is a lack of a common language in her staff and that comes from the turnover that I just mentioned to you it comes from how you know our staff is I think it's a narrative for Hannah and myself to make sure that we consider that we have such a new staff and then that new staff maybe have them in through all the different things

113I listed to you about the changes in the first five years we we don't have a consistent knowledge of all those major changes because they they're very young in our school it's important for Anna and I to make sure that we don't forget and be refocused our learning for them and then lastly the last one point essentially is that Hannah and I need to be better at what we do need to make sure that we get into classrooms we have to up our game as far as coaching and having difficult conversations with staff and so that will certainly be a part of what we go through in our second year agenda under any questions for the board Susan thank you appreciate what you do I am pushing last week at the budget meeting I heard

114a teacher say that your class sizes are already big and I was wondering what your class sizes are well our largest class size of our crater about thirty thirty-one but some of our other class sizes are lower and our primary grades which has been the hope you know for a primary gets to get that that's just support with smaller class sizes but definitely our fourth grade at large and more of a common kind of engine this is that would be difficult for the great teachers considering what kids are coming in and out of that classroom because you have such a transient classroom and do you have any thoughts to what your class sizes will be next year because of definitely they'll be larger next year they will be across the district and we met last

115week to look at that with our classmates and maybe some class sizes will go up again to into the 30s about thirties and it's trying to make those decisions about where that where that falls across the school again but trying to support those primary years of critical reading instruction we are supporting those students with Lois the classes as possible but it's might be tricky across the board I also have that this year we have 25 classroom teachers we have 45 licensed staff at 25 classroom teachers next year were slated to have approximately at this point 22 so there's a reduction of three staff members based on our current projections I share that with our staff last week I do want without the benefit the audience to understand when we talk about difference between 25 and

11622 that's really not a difference of three that could be a difference of eight because we're talking about a net difference so it could be welcoming eight new teachers and saying goodbye to five of our teachers so so when we talk about difference of three the net difference of three that could be much more impactful than just that decree just a real brief comment which is that I appreciate extra data and you provided in your report the comparison schools and there's no room for data and that really helps me and get it rather look at what's going on so thank you for that okay a little did it to you as an engineer so I'm on your attendance you said you didn't run there are some of the people who are the tank very well

117they're making huge progress that this locker there's something's trying to be on that you know I'd like to be able to recreate that every year I just have to say I don't know if this is it or not because it's really not a scientific response to your questions but we love our kids I mean if we just love our kids like even the ones that causes the most problems the room here the kids at room you would be amazed and just so proud of McKinley's that they just love kids I'm out there every morning I'm reading all kids with a smile and they can eat as well I'm trying to make sure that welcoming for kids and parents all I can say is that be okay yeah well I have a soft spot in my

118heart for McKinley all five of my children went there and I will tell you that even back my youngest is 22 so he was with some of those teachers that you named that have been there for over 14 years and Angela Tran he was up before you was one of our principals as well and I know mobility has always been an issue at the school and while my son was there there was a first grade classes I have got question at the end of this there was a first grade class that at the beginning of the year prepared at the end of the year not one of those students in that class was the same so they did a complete turn of children so what are some of your strategies about trying to overcome to

119academic achievement challenges that we have with students or mobility Kevin how are you trying to tackle that um I think both muscle they have a little take on that I remember when I interviewed for the position I had all these grand ideas to talk of ability and none of them came to fruition because once I started the job I realized how hard it was and there wasn't any room for they're both in your room for me to even think about trying new ideas like that this first year I've done nothing but a collaborative leadership style I've really leaned on my teachers they fed me yeah is that stuff in front of staffing straight up on them thank you for propping me up and over because they have really needed my lead in terms of what

120they feel is best for our school and and I have really done a really good job of collaborating with them but going back to your question about how to deal with mobility one all I can say right now that the mobility has to be erased I know you know we weren't worried and very we're in a kind of an upper corner of the boundary were bounded by the highway up to the north there's no room for our boundary to change so we got to stop dreaming that you know the better deliver change particularly is part of the DNA of our school and it's really something that I am raised I have not complained about a single time with my staff is it's part of who we are like I said I hope next year but

121I can try some of the grand ideas that I have when I interview for the position but at this time all we can do is make sure that we're providing the other regulated school environment where kids feel whether they're coming in September when the coming in February like this is a place that they can come in and fit in as a student you feel safe and secure yeah I would agree that when there's a regular in the line [Music] just fall right into the routine balloon outside we have an instruction for teachers and then hopefully as we grow the district and our understanding of instructional practices there's more consistency across the district so that when kids move it feels comfortable and natural and I'll just say thank you for all your hard work there and

122tell your staff thank you for letting on that skin well thank you and like some of my fellow board members I was really impressed with your report and particularly not just that you included the data but that you helped us understand the story that accompanies it so and you know kudos kudos to you for that but I guess the other piece that I wanted to applaud you for was and helping us to remember the impact of our thoughtful decisions on a school particularly around curriculum adoptions and that other long list of programs that you that you added those are the kind of things that the board has a direct impact on and it's one of those things that means I've been reflective on a lot as we think about when we adopt a new math

123curriculum and I heard principal Tran here earlier all saying well you know we really think we're on the right track but it'll probably be seven years attracted me that's very personally sobering I know the best way to live in the trenches of every day and I appreciate your joining us the attention to it one thing that I wanted to highlight just because I thought it was so interesting was in your growth data overall especially in that your capstone exists which I thought was I'm really curious to see in two or three years really what that means or if that's if that's a trend or it's in clear contrast to the ELA data so curiously enough thank you I mean until a little our math scores improve I'm not gonna celebrate that piece but that's definitely

124an area that we need to browse the school I will just follow up with it's always interesting we get somebody as humble as you saying how much growth and how much she's still learning but acknowledging because I think part of it is our acknowledgement and then putting the frame that's what all pages can do is acknowledging and then putting a plan in place to try to correct and improve and take to the best practices and one of the things that caught my eye was you move from one of the highest rates in the district at the start of the year for room Clair's to now more compact and I wondered if you could just share with us something that you know that maybe has made a difference in there's four words which words maybe you

125can have met or something you have an awesome selfie okay but includes our counselor r22 SSC's comes from district funds and the one that we set aside our far as our title money for so we have to Student Success coaches and then it also includes our admin team as well as an instructional aide specifically meant for supporting our students who need extra support and therapy eager and I think what we've done is over the course of the year has really tried to fine-tune some of the things that had were started over the last couple of years and try to better support students and have systems in place that can react and respond in ways that are hopefully more proactive than reactive to behaviors and I think if we learn more proactive and also supporting teachers

126but it's a coaching or side-by-side support then we're adjusting behaviors before we have to do major really players and that's the hope the other is being more on top of some of the extreme situations and finding supports for those students whether it's going to give us better overall process or bringing a parent support or addressing instructional needs and I think art the other part of that isn't always mentioned as r-spec - you know we're very fabulous as we do about team that has been very supportive just just on their mobility also all of our schools do a great job with directing wraparound services but you can imagine with a school of your mobility just to first figure out what the student and the family needs it's coming in and then they're leaving and a lot

127of times by the time they get the services of the students actually meeting the students moving on either to another location and so you're just continually if it's a lot more of a grind on high mobility schools versus stable schools well thank you very very important to see that we really appreciate it then again and sounds like you have great collaborative team and flavors of teachers and thank you for sharing with us some of the challenges they're gonna work Russia attacks paint very much [Applause] so you'll receive a financial - charge these kind of productions reflect changes about revenues expenses we received our productive final payment due in May for the 2017-18 school year which is coming about where we expected but it brings our state school fund up to about two hundred and sixty

128million point three from the to sixty point one that we projected last month our interest revenue is coming in higher than expected by approximately a million dollars which is the first time we've been able to say that ever since I've been here um some expenditures are showing the results of a hiring freeze and substance usage reduction which has reduced salaries expense by eight and other million dollars we're showing an increase to the benefit cost for the pursue al which we discussed earlier and we have seen some changes to other expenditure items both up and down but feel at this time you will see an ending fund balance of at least seventeen point five million and waiting lists two minutes month what excuse me has the rest of the stuff usage flows through in the hiring

129freeze because we have seen the impacts of hiring freeze and the sub usage but they don't happen all at once so although we've booked we've pulled in all the positions for hiring freeze and about eight hundred and fifty thousand dollars we wait to see that they flow through the rest of the year and we've recognized at least six hundred and fifty two thousand dollars worth for sub usage through April fourth but at least two weeks of that hasn't even hit the April payroll so it takes a while for a lot of those to float your decision as are there any questions we are going to take a ten-minute break [Applause] thank you good evening I'm Chuck war and I'm scared to be here I'm pleased to be here with time to share 1l a fantastic

130teacher job our district she is certain in 34 schools and and that's supported physical education and working right now is the total so we're here tonight to present phase 1 of the project team report for you tonight and this report that you receive comes as a result of the charge that you gave us last year of the Solus project team you'll notice in this report there are three components of this report they include the PE position paper the best practices and the k-12 learning targets these foundational components will help us as we move into the rest of the PD adoption in the fall there are foundational component that we will have materials curriculum and professional moving forward yes and so I just like to add that the process we started Oh Jen right so we

131might January to January until you put the pause on that project team and I'm really excited because we're seeing a lot of k-12 alignment it's been years since we've got to have a group together k12 and we're excited to be able to train our teachers again we know that during this time when things are stressful and I kids I've you're up that there's no other time that it's been as important to have a strong physical education program because social-emotional learning we just got back from Nationals in Tampa and you know that is what we do with kids each day a team building and the social-emotional learning and the research of depression and anxiety and kids moving it's very strong how important it is so we're really excited to employ it in the fall so getting

132one of my phase 2 report hopefully in the early winter as we move through that process but we submitted or 40 or a considerations a copy house any question you have questions from the board oh I'm so sorry but great and then phase two coming in January is going so it'll have the rest of the normal adoption will of lifestyle have these components in addition to now that you have these we can start to look at curriculum materials PD planning essentially budget is what else we move forward it's probably a relatively short discussion item tonight that's not there but there are components and how to look at that and start to make sense of what's the best thing to our students moving forward will come into phase 2 so this is probably a really basic

133question too but in light of the PE mandates and the work that went on before this how is that meeting together with this subgroup so are you talking about active students task force yeah so we have done independent of this but we've done a baseline 40 minutes jean-georges right and worked a few minutes but we've also done a baseline for physical activity in the classroom so because we report to OTE and so we did this year so that we have a baseline for next year when were required to report for those hundred twenty minutes I think you know when we did active student task force we did what we thought was best for kids which was a recommendation about hundred and fifty minutes of physical activity flash physical education for kids outside of two recesses

134so yeah so we kind of will be looking at the baseline data next fall from what we gathered this winter that is question a night for the hotel so glad you did that any other any other questions all right thanks much you look Fortune based I'm hearing that stuff has been the adoption the design it's pretty cool this one [Applause] thank you everyone I'm Brian c10 Kayla ever Kaitlin is our teacher on special assignment for our k12 science team and she has worked to help facilitate both our teacher contouring and their teacher project team our project team that is prepared the report for you tonight similar to P P for presenting best practices and a position paper I want to clear be clear that the best practices in the position paper of k-12 documents they

135serve to hotline and will drive the work of science curriculum instruction assessments throughout this adoption including the implementation in addition what science is bringing to you is a adoption of instructional materials from including learning targets materials resources and a PE plan for nine twelve I might be able to hedge a question that both of you brought up how this kind of lands on prior work in 2012 the board accepted a science sequence of physics chemistry and biology this is a continuation of that and is was an analysis of the materials used and the recommendation to formally adopt materials and a PD plan for that same sequence question your project team I'm not saying I am not so I have the privilege of being on the project team and I just want to start by saying

136how much I really appreciate the thoughtful work that the team has done I know that folks put hours and hours of work into this we also faced a really big interruption in the middle of the school year and the project team has overcome that and take a look at resources and things that came back with an excellent plan so I'm very appreciative of that work I would also just point you know to kind of orient your work around the NGSS standards the disciplinary core ideas the science and engineering practices and the cross-cutting concepts are really interesting way about teaching science and they create kind of a scope and sequence with these threads throughout it that you can follow through the whole scope and sequence and that's something that I really appreciate is somebody who has

137a student you know kind of got biology biology and okay next thing we're going to get into chemistry that's over we gotta wash our hands of that and this really creates that nice line of connection it also really really focuses on hands-on learning which i think is so great for our students and those kind of deductive and critical thinking skills that have to do with taking a group of phenomenon and making sense out of them yourself so rather than being taught a law or set of rules you're gonna actually investigate something and find your way through inquiry to that and I know that making sure that the curriculum actually matches these standards right not just you know we're picking up a set of standards off the shelf and they're online because the curriculum company says

138so but making sure that what we're adopting for our students is deeply connected in work has been the focus of the team and there's too many people to thank individually the entire team and I appreciate that the right thing first it's one thing that I have been curious about high school students myself in my family as we've gone through this transition to a physics first is um I think we started this thinking that all chemistry was going to be stem chemistry and physics and then somewhere along the line that I'm just wondering if you can give any background about like what's that's different why do we have two different chemistry books whether we how are we helping us with it and if you want to get back to me like that can you want to

139think Damon can answer your question and create fun time so prior to the docking in 2012 we actually have more than a hundred ways to go through and get through science credits and under strict and so this was a really big shift for our schools to make to go physics first and chemistry and biology at that time to get consensus around changing to the sequence schools wanted some leeway and how that those courses were offered and particularly for separates itself is executed excellent and at that time all of our comprehensive schools had chemistry one in seven chemistry none of our option schools did because they didn't have the staffing to separate and and really that was actually going very well I mean option schools to have ahead history class so on the outside it was

140bent they decided to have a heterogeneous class for chemistry as well that's been going very well they have more idea of biology students in their junior year and any other school by proportion to size so I think something recompensing is going on with that trend this year Selfridge chose to do heterogeneous chemistry as well next year Beaverton high school has decided to are starting starting 2020 in fall human has decided to stop separating physics so they don't have heterogeneous physics so it's it's a conversation we actually did a lot of work with principals last year and we looked at the kind of the long-term effects of that and it is true that you wanna have a much lower chance of going on to an out of your AP course where ever we get more kids

141into than a higher class there is or a heterogenous class there I have seen made enough so they have access so it's not going to organization we write the curriculum to be very differentiated with the goal of supporting another genius class that's part of this reinvestment work that we're doing to the curriculum is to make sure that it has extensions for kids to do an honors option within flexibly and to support students who are struggling so you know for me I'm also really happy that we're continuing this work with the curriculum and with a professional development staying on track with with our containment investment and the teachers were very resoundingly on board with that decision and so that's kind of our I think guardianship that was in a super short answer nobody answered all my

142questions thank you very much I'm two months in question event I know the different high schools have different a little bit different tracks and that mountainside has but also work we have a little bit of that issue with our students not being on the right track with math being able to do some of the science at the level have we gotten that better aligned especially at the freshman level if you have different people in between and you know gauge is one or ages - we've got that better environment yeah so we're part of this continuous improvement work those we really double down on our math and science alignment so I'm working with my partner in math because of Nick hirschmann on improving those supports for students we have lots of commonalities in the physics course

143that tied directly to a gs1 and also to a GS - which we feel is good because there are students in Ages when images - in that course and what we need to make sure is that the students where they encounter quadratic functions which are any GS - that we really support them and not you know not marking down on procedural math but just this conceptual understanding of quadratics which gets them ready for a GS - you see a lot of students actually having success with that pre exposure to that kind of function before they get to it the following year we also reverse the learning targets this year to de-emphasize that procedural level of math so that when teachers are assessing the students they're not necessarily penalized for as much you know for like

144me mathematical mistakes and really more focusing on the conceptual so they kind of put a little more me or the conceptual part of that which you think will support our students today would have those opportunities but you can't see all that stuff that you said really in Jesus parents Yeah right and and that's something that we definitely need to work on for in terms of the supports for students that are seen when we send them home lab reports Oregon and you know data analyzed we're actually working on an articulation plan that has those supports more inventive and especially our canvas courses so parents have those tools available to help their students with their lab reports in that draft and I should have such as parents it also confuses some of our students any other questions

145well thank you very much okay so one last things I know we had board members that asked do we see anything with the budget going forward that we're going to be able to proceed deeming within the proposed budget will we be able to proceed with phase two so with the e6 and to the K five and six a buck a little bit of her focus both of those we weren't able to do curriculum pilots because this spring because we had already purchased our pilot materials in December so he we actually have quite a lot of data and work completed k-8 and we'll just I was asking on behalf of Don entire machine starters back when I actually proposed that question to folks so she just went on the record I just highlight you know these

146measures that we did in terms of staying with the curriculum tab and then moving the funds that were available and to buying new science lab materials and I think this group is actually done a really really good job I mean in the middle of the year we kind of had to stop our work and come back together a little and the work that folks have done in order to provide quality curriculum and do it at a lower cost is commendable thank you thank you thank you so much okay next up is a mock an old entry school boundary adjustment [Applause] good evening chairman Jim chicken rest the word when you see the sparks administrators are demographer here in the long-range planning section we've been talking about a Monica and observing the enrollment figures about Monica

147for the past several years and they have been going up and laughed late last year we came to you to ask for some objectives for tape boundary adjustment for Monica which you did pass in December and starting in January we held advisory committee meetings unfortunately one of them got interrupted by snow that was unfortunately did reschedule that meeting and so we had two public meetings at which time our Advisory Committee discussed what types changes they would like for us to do you know to do some research on it come back to them with information about and graphics transportation socio-economic figures things like that and in March our Advisory Committee came to a recommendation that you have before you here's nine the recommendation was presented to superintendent Ronnie who has decided to accept that recommendation without

148modification so we're here tonight to talk about that and to ask if you feel that if the court objectives have been met if you have any other additional questions and we're happy to answer any questions that you might have any questions number numbers I just have a comment I was able to attend both of the meetings and I was really pleased the district did a great job in presenting the information and allowing public testimony that if you stand up and be bold enough to testify and ask questions and I thought it went really well and in my mind any questions or comments superintendent not just the part that I think Steve and his folks did was we didn't even come with preconceived Maps he really had people come to their own conclusion and I believe

149you know it is going to decrease the enrollment and so terribly overcrowded school and can you remind me Steve or also it's it's am I correct in saying that some of the modulars won't be it's now so any three portables of three single classroom portables at the front of a school are going to be removed they're going to be listed as surplus for sale here shortly and will be commissioned those after the school year ends and we will move down as soon as we can sell them well I appreciate you taking our suggestions and opening up and going back and you know falling on policy JC and appreciate all the work and will look hard for this to you come up promo next one [Applause] [Music] [Applause] first rating the policy committee met and we

150issue most of it was coming up with the corrections from c2fo sba and [Music] support have any questions on India first rating Tom so page three and looking about halfway down the page it appears that the previous language ensure that the complaint was notified of the findings of the investigation and the language that's being added then says as appropriate that the findings of the investigation will be given to the complaint in but there are circumstances where we would want to come - no the freaking investigation is this to put us in line with the law trying to understand that seems like getting the findings of the investigation in the pre-existing language that as appropriate was already in there what has been what has been added to this is the remedial action language so that was

151not actually know that was in there as well what is the change what they've added is when the investigation has been completed and that that's the phrase that's been added to it so I guess I'm used to in legislative format or anything that's like highlighted or underlined is new so what you're telling me it's what's been highlighted isn't it that's all language if you the is a really drafting by OSB a okay this suggested that suggested language in there and from what what I'm comparing the two sentences what I see the addition is is when the investigation has been completed and that's that completion portion is what those ba is suggesting that we have any new words and underline or something so it's easier than others I'm sorry I'm asking this any questions that I

152didn't understand well Tommy I think it's important enough so that the hazing harassment and bullying is a frequent flyer statute change in the legislature and so very likely this is simply language complying with previously which you could if it was not appropriate to share the findings or the option so it's sort of just a deeper or clarification thank you [Applause] well I have a really minor thing we changed his policy so there's a couple of his and hers that we're gonna do anyone and then there's a he and she that maybe it becomes thing I don't know are we taking the pronoun from him out on purpose argue we can't the ones that are being proposed for a first reading as a whole and and yes so in PVE a you believe it isn't her

153input there but we didn't do that in GE EBA and some other ones and it's so minor but if we're gonna make the change and we're purposeful about it we should do it consistent we can go back and look at that word that and again that is another always be a wreck okay Punk yeah just one quick point of clarification when I'm reading this is anything that has been highlighted new language or is that existing language the highlights indicate new language okay thank you and just for clarification the rest of organizers those of us the wrong policy Jenny Hurley any of this this was not any of our language this came from Oh SBA as changes that were either from law or just making tweaking so none of these changes weren't from the policy committee

154have changes to this policy these were policies as you see up here we we don't past so they just came to us as as updates so there's things that we put in is it is the responsibility of the court to make sure we've got the policies that we've wanted so and I'm betting that we would like to make some changes before we it's a highlights learning language and the theme that I brought up does have a change in that which is as much as the findings of the has the appropriate remedial action that's being taken out it's that investigation it might need more research to explain why but I do think in this case it is intentional there's only some complaints that we would share details about the findings work okay and and I get

155that but it's like I there's the part where you usually don't explain the remedial actions and somebody right because that's disciplinary action that's between the employer and employee but oftentimes with the sexual harassment complaint and knowing that there has been a complete investigation it actually provides a lot of comfort and and clarification to what has happened to a victim and so to take that out and say incorporate the discretion of the district I think it's something that we should spend some time thinking about so time to address your concern about the remedial action he's the way I believe that's intended by the legislature and the reason that statute the remedial action isn't always the discipline it may be safety planning that goes around the victim other remedies that are being put in place to support

156you support if there's a fighting that there was actual approximate happening so thank you for the way to think about that term as it's used in there I do think sometimes there may be instances where Sharon g5 units themselves may not be appropriate but sharing that the investigation has been completed and certain conclusions would be and that gives flexibility in there to be able to do that I don't know if I have a position on it personally is why we remember but I just noting that there's a change that's important and so Tom all it takes here is to say please pull us and we will take it back to Coliseum for them that's all it takes sounds good that fenestrated legislative genius wouldn't we be in violation of the state laws we were to

157say that we wanna fight needs to be news i suspect you could find yourself in violation and further okay that make sense thank you so where are we landing somewhere here we are okay with the first reading okay okay any other discussion so what you have before you is a supplemental budget moving from one preparation level to another so we need to move from contingency to instruction and support services and also from other sources to debt service the other sources to debt service used to be just in the code it said other sources and as a couple of years ago and excuse me to separate out debt service and that just didn't happen in our template that we have and then the pieces for instruction and support is to cover for any shortfall that you

158might have through the end of the year travel permit authority to yet hi I'm just trying to figure out what I legally have to read I knew that we adopt the supplemental budget for the 2018-19 fiscal year as proposed it's been halfway made consecutive that we accept the supplemental budget for than 19 2015 when there is there any discussion on the motion I said eighteen eighty ninety I'm sorry I've been corrected is there any discussion seeing room all those in favor signify by saying aye aye any of those so thank you so much air I move that we approve the consent agenda [Applause] I second it all right it's been properly moved and seconded that we accept the consent agenda all those in discussion all those in favor signify by saying aye any opposed so

159for communication for members I am going to be meeting with the group on May 8th it is close to my office I'll be walking across a bridge to join you in the end of our comments I am just pleased that the bill passed out of the house tonight one step closer okay well I will have three enough rooms and it was just great to see the students interact and get the different histories living histories and it's a great way more social studies in history I got to be a smart reader fewer acres [Music] put me to shame I could not believe that's the first grade class do imagination yoga and yourself separate directed at fever occurs and I was so impressed with that first grade teacher on the enthusiasm and then you know what organized

160their class when I participated in the some help classes at a low high school talking about the importance of high school suicide prevention and it was a great discussion and they do it by storytelling the students themselves sharing stories about how they've overcome and helping other students get resources in north when it's very important to our district I got to serve as an AC T Proctor for the morning at more mountainside and what I found most interesting was the hardest thing that weren't worried about their testing emails they were worried about being without their phone for three hours every power I had to make sure that they could not go to their phones and the superintendent I and doctor we've got to attend be Burton success fun dinner and I'll be four tons of high

161school grads that live in our district and it was great to see so many people and the great money that they raised and how committed they are to Beaverton high school and last week I got to spend my birthday at Burton high school fundraiser witches are being and we have students from throughout the district that performed which is not a game and if you're not there she's a beaut in grad 1994 she's been on Broadway she's currently a waitress on Broadway right now she's going back to wicked she was phenomenal she was a great storyteller her enthusiasm for the fine arts but I was brought to tears when I saw all of these students play musical instruments dance and sing and I'll get up on the stage at the end and their enthusiasm for what

162they're doing as showing their love of the artists just it was a great way to spend a birthday so with that we are May 20th here at the central office for our next general board meeting and just a great story it was last week I had a student ESL student from one of our comprehensive high schools write to me and he explained that he needed my help because he's except for speaking and the reason he couldn't pass that was because he stuttered and he was wanting to know if there is anything I could do to help him because he no eat he's trying as hard as he can he knows he can do it but he just he said he cannot stop stuttering and so it about brought tears to your eyes so I called

163went to Chico are bilingual director it was actually there's there's a rule at obd it's something that they passed that they haven't thought about unique circumstances for a student like this that he's not an IEP 504 so it just boxes in and he can't and he can't pass yet he's doing great in school wonderful in school so one of two she co staff took it upon himself to go meet with the student meet with the teacher and then we are actually going to take his case I believe Dodi even saying here's here's a rule a procedure that's actually harming some of our kids but I just think for that spoon to reach out on his own to have the courage to reach out to the super you know just the courage courage and that's the

164courage of the student here you know how instrumental teachers or coaches are to their lives and they get attached to them and especially some more of our honorable students that's that that's their pivotal in their lives into their success and then it just makes me think how many students are in a like position out there that just may not have a little bit of courage to speak up and how can we make sure you
