004for Jen uh Jen we have been working on Schoolboard goals and prior to my tenure there had been some really good work done with the the school board the superintendent uh community members I I thought looking back they they did a good job of a really good job of involving a lot of people in terms of the direction of the board I I feel like we were three4 of the way down and where we needed to go next is um be clear with me in terms of my goals and then have some quantifiable metrics right so when I've been through this in the past you say hey we want we're reading at 30% we want to be reading by 50% by X date so um we've been talking about what are those quantifiable metrics look

005like like to know that we're on track so that's where we're at now um I as Addie mentioned I have some suggestions in terms of where what I think is ma maybe reasonable but also kind of stretch stretch us a little bit right you don't want to set the bar too low but you don't want to set the bar so high that you know you frustrate people and their and they're um you know they're deflated so in terms of board goals and you can't you know this is my philosophy I don't think you can measure everything and establish a goal for everything you know you have to pick and choose right so these are these are primarily based around academic achievement doesn't mean we have other goal we do have other goals but they're not

006always as quantifiable so the three goals uh is a it's a reading goal a mathematics goal and it's a graduation goal but I'm just going to call it life ready a life ready goal and so before we get into those goals a little just a little context little background um hey I think Kim had a question okay oh go ahead Kim sorry sorry I just I wanted to make sure we're discussing not necessarily your goals but the board goals the the board the the the the metrics so the goals that you guys established for you or for us no for well for me I guess in the district okay okay I was just I was looking at our our preliminary board goals that we established on 817 and I just wanted to know did those

007change but this is ours establishing them for you the metrics okay y yep I should have been more clear Yeah Tim thanks so just just a little context on where we're at Jen we're we're a group we're a community we're a board we love data in the KZ Bay School District we look at a lot of data we're always talking about data right so you know we got own the brutal facts we have a lot of great people here it's a great Community a great board people get along it it's it's pretty REM remarkable people really are pushing forward and and we have a vision um but we got to use data to you know clarify we're at so we got to own the brutal facts so just a little context if there were 100

008school districts which there's more K Bay School District be almost in the middle the 47th percentile is where we're currently at it's a little bell curve contextually as a comparison I know this is a lot of data I actually like kind of like these kind of graphs um but just to orient yourself kbay is in the middle 47 47 percentile in in the red all the way to the right is Lake iggo 90th not high school school district in fact if I was to do this for Marshfield High school we are the highest we have the highest performing High School in our region just just as a footnote but this is the district um if I did it for Marshville high school we look better but as districts go Lake iGo is the 90th Ashland

009is the 80th Sherwood is the 70th obviously Lake igo's demographics are different than ours Bandon 60th I hate to say this Northbend is a little bit better than us in terms of a school district performance-wise right coil is in the 50th percentile and there's kbay so forth and so on so my point of this is we're gonna shift that Bell curb Jen we're gonna move we're gonna move the KZ Bay School District to the right and we're doing we're doing lots of great work to make that happen so I uh I I love to read I love to research I'm a little bit of a a book Bookworm um and this it's hard to find it's recently there's some work that's come out about the impact of boards and superintendents on student achievement and this

010is one of the works by Marzano and Waters um the University of Chicago did some really good work on how School boards and superintendant can impact student achievement but when you take their work and their their analysis they found that high performing school districts the highest performing school districts that were impacting student achievement did these five things really well these were the commonalities of the things they were collaborative in their goal setting right so the board just didn't establish goals by themselves they did it as a community which I think we can say we've done they were non-negotiable in goals for achievement so they said things like we expect 90% of our kids to graduate and we're going to make sure that's really important right we expect that by 20 28 80% of the kids

011are going to be reading at grade level there was alignment at the board and the superintendent level right they were aligned there's always distractions here and there but overall they were committed to what they were trying to do and it's pretty remarkable with this board they they are pretty aligned group doesn't mean they always agree about everything they don't but they do it respectfully and in general this group has really good alignment they monitor progress which we're getting better at um we have we have we talk about data in every principal meeting I mean daveid could attest that we end and we start with data we meet bonly with principles we go over data we talk about it uh as a board and now the next phase is for us to get our our teachers

012a little better in using data and then they allocate resources to those goals which can be hard because there's never enough money right so we got to make decisions so that's kind of where we're working from that framework right this is what high performing schools high performing districts do so again I'm going back to to three goals a reading goal a math goal and a life ready graduating goal and then underneath there some sub goals so this these are these are my recommendations these are written in pencil right so we can go back and forth I can give them to you guys you guys can mark on them this is just I want to make sure I'm clear this is a starting point so um goal one increase the percentage of third grade students proficient

013in ela so last year we were 26% I am recommending this is this is pretty ambitious I'm usually like in the 20 to 30% range this one's pretty ambitious that we get to 70% by 2027 I say that because I think our elementary schools are are have there's some really really good work going on in the science of reading and we're we're ahead in that area and I think we're going to start to to see some improved outcomes it is a stretch though we're going from 26 to 70 um and then underneath that there are some sub goals we have some inm assessments with reading we it's dibles not to get too technocratic technical but um we're at 31% in Reading that's an interim assessment in the fall I'm hoping by the spring we get

014to 60 and then third through sixth graders the same thing we're actually in the 50th percentile third through six right now this fall I'm I'm I'm recommending us get to the 80th percent 80% of kids are are reading at Benchmark and then the next two Ensure all grade levels tested right so grades three through 11 subtract 9 and 10 that there's 10% growth annually so over the next three years there's 10% incremental growth right it's not just the third grade reading goal and then to make sure we're capturing everybody the literacy is really important all eth and 11th graders taking the pre uh the preac or the SAT we see those proficiency rates grow 10% over the next three years actually don't have a baseline starting point with prea because the first year we've taken

015so any thoughts before I jump into math I know a couple of those are are pretty ambitious well I'll jump out here and say that 26 to 70 is a big jump and I are these goals which you have already discussed with um principles uh the goals yes not the exact percentages so Addie here my next step is we're gonna talk about it we're gonna iterate I'm gonna go back to them and I want to get their feedback so I want to go through some feedback Cycles before we publish okay so these could change I'm just afraid that presenting two lofty a goal for three years of achievement might really stop the process because people just say I can't do it and you know I don't know that just seem seems yeah know that that

016first one aggressive it's vitious I have a question so incrementally how do you see this 26 to 70 playing out like tell me break it down for me how how did you come to 70% you must have had some formula of percentages through year one two and three how you'd get to 70 60 80 by that point yeah so my my thought process was we're at 26 I I really maybe I'm just being optimistic I feel like with the work that's going on right now with in the district and how hard are teachers are working with the science of reading and our initiative of 120 Minutes of Reading Writing discussion a day I feel like we get to 45% this year I think we're going to see I think we're going to see a big

017jump and if we could get to that 45% um 50% range then the next year it's 10 so we're 60 and then the following year is 10 it were 70 I think we're going to see a big jump this year my logic always with with goals and data is the lower the number is the more aggressive you probably should be the more ambitious you should be you know if you're at the 80th percentile maybe you're maybe 85th is more reasonable again these are all written in pencil and and I think what Addie was saying is it seems really aggressive I think reading in particular is one of those things that when you get it you get it there is always the opportunity for a jump um and part of that has to do with your

018intention in those K12 um on getting the background that kids need to be able to get there we're for the first time we're really getting aligned in our school district with respect to the teachers and what expectations are in each of those grades and so I I I do agree with you that I think um the opportunity exists if we're doing all the right things with all of the kids that there will be a jump because um 26% seems a little low to me in the first place so I I actually think that we can get there but I agree we have to watch it closely and we need to make sure that we support our staff and our administrators so that they don't feel overwhelmed all the time yeah yep thank you Arie much

019better said well let's unless there's other questions about reading I I'm definitely we Dave and I are taking notes and yep I'm going to make adjustments and resubmit and like I said I want to go through a feedback cycle with the principles as well you I might go to them like you're you're crazy hainsworth you're just there's no way we could we can do that okay math uh so if you look at our math goals math is even lower than reading in terms of State assessment um so we were eighth graders we were 15th percentile I I just I had to say 50th folks just out as I I just like can't say that half of our kids aren't going to be at gr level in math yeah I it just I couldn't I could

020not go any lower than 50th in this area um that's just for eighth graders and then it drops down again we have a benchmark assessment for k6 for the first time and uh the district has a benchmark assessment math 20% of our kiddos in the fall were at Benchmark and I'm shooting for 50 so that's a 30% jump over three years that's over three years it's not one year and then uh ensure all grade levels tested demonstrate 10% growth so I feel like that 10% growth is definitely incremental and doable and then eighth graders and Ninth eighth graders in eth through 11 taking the prea there's a 10% incremental growth and hitting that benchmark amican math and then this one's uh really important to me to create this math culture I'd like to see more

021of our eth graders enrolled in Algebra 1 so um currently we're at um 10% in three years I'd like to see it at 35 that's just the national average yeah that's the national average is eighth graders taking Algebra 1 and then calculus increase the percent of high school students from 4% to 20% in three years so that's that's the national average is 20% of high school students takes take a calculus course Arie so when um we're looking at these basemark levels um are they based on third graders taking what they should be knowing at third grade or they at what they should have learned by second grade so on the on The Benchmark it's what they're supposed to know by the end of third grade and they're taking at the beginning of third grade yes

022so they're gonna come in low right yep and have we clearly articulated what the goal what the standards in math are for each of those grades do the teachers all know in hand what kids are expected to be able to do in third grade fourth grade so on do they yeah that's a great question they're supposed to okay um that's what the PLC work was designed for right um to spend time looking at standards right and aligning your curriculum with the standards and the assessments it's definitely something that we've talked a lot about Ary I just cannot sit here and tell you 100 per. okay that's happening I mean I know that many Elementary people math was not their the they got in one of the reasons they got into Elementary was they didn't have

023to know too much math so their ability to break it down into its subp parts to help kids understand to get to the next level is not as great as some of the people later on and I wish we could help them with that because as you know I was a math person so um but it's always been an interesting thing for me to watch um when it comes to teaching math and finding exciting and creative ways to engage kids in math because sometimes we we burn them out ahead of time and we don't get a lot of support from parents most of whom don't like math either so exactly how how do we in embrace the encouragement that you're talking about a lot of other places with teachers and making kids feel good about

024and liking math yeah that is we could probably spend the next hour talking about that maybe over coffee Arie I have some ideas is here write this name down Joe bowler if you're if you're interested in this subject Joe bowler Professor out of Stanford she's amazing and she talks exactly she talks about what you talked about is making math fun for kids and making it more conceptual and Hands-On and application especially in elementary school we do too much rope math too much procedural math and we end up burning kids out right there's I have some ideas that I don't I don't love it but I think it's it does help you find your best elementary math teachers and you make sure the kids have access to them all the kids at some point get access

025to that math teacher because as a group generally speaking they're not as strong in math as our secondary folks so we seem to always be behind I mean you can see that in the data right we're 15% but to to mitigate that one you got to make sure you're aligned to the curriculum you need to use the Adaptive software and you need to try and make math fun for kids the other thing I would I would stress and I've stressed this my whole life is that knowing multiplication and addition facts is kind of one of those basic things that if you don't have it as hard in the next level to to learn the concept because you're always F figuring out how to add on your hands fast enough or figure out how to multiply

026fast enough and if we can get those down early in fun ways um kids have a much better chance of making it at whatever level they go to next because just using a calculator doesn't give them any skill I mean it just they they they think the answer is right because it came up even if they punched the wrong numbers in they have to have ways to to internally check themselves and to me that is that some of that rot stuff that you have to do but there are fun ways to do that yeah yep yeah math math fluenc is just as important as reading fluency because if those things aren't automatic the cognitive load can get pretty heavy and you guys have heard me say this before grandchildren kids we have to make sure

027they know their fractions right or all of our upper level math is going to get really hard yep they've got to have that strong fraction base or algebra one and calculus and pre-calculus get really really hard so any any thoughts about those numbers I think they going to be a little frightening for teachers but I think it's the right thing to do personally Adrian were you gonna say these certainly look more digestible than jumping to 80% Adrian did you want to say something I'm sorry um I mean these these look a little bit less ambitious but um you know like Justin said there's so many people who Proclaim that they really don't like mathematics which I don't understand because I'm a total mouth person yeah but there there are also a lot of ways to

028make those more entertaining especially in the kindergarten grades you know deal with money can help you with decimals and fractions or cooking or something like that um and there I mean I see it with the kids in robotics when we're dealing with stuff like you have to be able set up the math equation you don't have to solve it the computer can solve it for you but you have to get the equations right y y yeah and it's a lot more fun for them that way because they're not just doing problems over and over and over yeah my my concern with all this stuff is um i' I've heard from several people in the district that you know teachers are kind of with all the changes and things that have been going on they're they're

029feeling burnt out and really stressed out at this point and making sure that we we don't push him over the edge yeah that's I think that's fair I think we are playing if I was gonna refute that a little bit I've had some private conversations I think we are playing katchup to be honest I think some of these things should have been done and they weren't and I'm not and I'm not trying to blame any body right um but curriculum and assessments and plc's and adopting a math gr these are all fundamental things and we haven't done it so we're we're playing we are playing a lot of catchup right and um yeah but is is professional development an area that we're going to need to really concentrate on um in our budgeting yes yep

030Kim thank you um I know that sometimes um we've we've either stayed stagnant or we gone backwards and some areas once in a while but on an overall TR you guys hear that background noise is that me okay now I don't hear it anyways um the what percentage do we typically rise to from Fall to Spring I was looking across you know the nation at some schools and um 15 to 20% is usually an adequate um level for you know if you start out at you know in the fall at 30% you're you know what you're going to be in the spring of you know going to 20% um is that is that typical of us over like a long range period has anybody looked at that five years 10 years and Jen do you

031know what that what that percentage is across the school districts in Oregon I I can I can answer part of that okay if we were to look at our our performance longitudinally over I mean you can only go back so far right but let me let's just say the last 10 years we are we are flapped we we are stagnant um and we've actually gone backwards a little bit at points but everybody went back disclaimer everybody went backwards after covid right because we're out of school but historically we we're pretty flat in performance we don't have great growth data Kim because we haven't been using the right measures right Elementary that's why I'm more bullish on Elementary because they are ahead our elementary folks are ahead because a couple years ago this predates me I

032don't want to take any credit for this this is just good people knowing this is what we need to do they started doing that Baseline in the fall in a winter assessment in a spring because they wanted to know hey how are our kids doing right we you know we're not diagnosing it and we're not finding out where the learning gaps are we can't help kids you know and maybe you know arie's ready for calculus and but Justin is struggling with um statistics and um probability like okay you better get Justin some help in stats and maybe David needs help in in in Geometry we don't know those things if we don't have growth data so over time we don't really have anything that we could really put our thumb on we do have growth

033data in Dibbles reading with Elementary and I could pull that up at another board meeting the elementary schools are moving kids in terms of reading fluency that's why I'm again pretty excited about what we can do in literacy but we don't we don't have it for for other areas our graduation rate has gone up over the years that's been promising that's an area of of growth and you have to acknowledge that literacy helps mathematics because you have read in both situations yep yeah and Kim just to chime in there to answer your question what exactly what percentages were you asking about to for comparison in Oregon uh with a growth rate growth rate of you know fall to Spring like reading scores a 15 to 20% jump so you know if we were looking at

034the end of we use 20% you know 40 to 44% after so what is that typical of Oregon schools or so what I'll tell you right now is that for the last few years we don't have that typical data across Oregon we are just starting to get some new analytic stuff back in from fortune or forecast 5 I know they have a lot of different things that we can input we're just starting to get some of that stuff back that we haven't had reported on so it's difficult to say if those are the same Trends experiencing across Oregon or not but I can look into it for you I think that would be helpful and then just looking at if that's you know if we're looking at our first year of going from 26 what

035did you say Justin to like 44 to you know 50 um% in that first year and then 10% 10% um contingencies on I would just say if we don't meet that metric it it will feel like we've failed I mean I went to one of the sessions on on um goals and you know one of one of the superintendents talked about you know making you know attendance we wanted 100% but I just I I wanted to go back to Addie's you know thing of H how do we readjust if we set it at that high level if if we need to we want the expect except you know expectations to be set high but what do we do um do we have a contingency like hey we we increased You Know This Much especially since

036we've been flat for so long and I think one of the things that we need to consider is that in a in our situation growth is really important right so when you talk about student achievement and data there's proficiency right and then so this is the proficiency standard it doesn't matter where you were at if Kim was at if the proficiency standard is 70 70th and Kim was at 65 and she got to 70 that's awesome right but let's say Justin was at 25 and Justin got to 70 that's amazing but if Justin's at 25 and he gets to 50 then we need to have a birthday party right and maybe I didn't get there to the bar but the teacher who got me from the 25th to the 50th that teacher did an amazing

037amazing job and I've talked to a couple people at the state level I I really wish they would start acknowledging growth measures because it matters where kids come in right and I showed you guys that that beginning graph I would I would bet a thousand dollar on this that the kids at Lake iGo come in higher in in kindergarten than our kids do our kids are coming in two to three years behind Team right so our teachers they're filling lots of gaps and I think that needs to be recognized what are the districts and the schools that are that are growing kids right and we don't talk enough about that but within our goals you know I I use growth a lot in these three goals growth is really important to me I just literacy

038is so important that was the that was the one area really wanted to stretch everybody but I can definitely back that down and no and nobody's gonna here's the reality I mean if a teacher doesn't get all their kids to The Benchmark they're not gonna lose their job right right we're just gonna figure out how do we get better and in the reality is you start finding out where the pockets of Excellence are well I I know you say No One's Gonna lose their job but that's not how people feel when you're given a goal of 50% and you only hit 40% which is a great you know achievement you still haven't hit 50% and you think oh my God I didn't do what I was supposed to and somehow it's going to come back

039to bite me yeah so I mean that's why I say I don't want to set them so high that they feel like I'm never going to get there anyway um but you want to set it high enough that there's some rigor in the attempt to get there yeah um I have another question what is Career and Technical education concentrator status what does that mean that's a that's a student who took two CT courses in sequence so I took computer science one and two I took welding one and two I took culinary one and two I took I took a CT course in sequence that the the that correlation is really high in terms of graduation so I didn't I didn't take random I didn't take random electives I'm I'm on fire about um computers I'm

040a I'm a robotics guy like Adrian I took I took CS one two three and four the correlation to graduation is really high there aren't very many silver bullets education but kids who concentrate in CTE I in Alaska was 97% I think in Oregon it's low 9s okay I just didn't know that phrase so so we're moving to the last one life ready um so increase so our graduation rate is at 79% over threeyear period getting it to 90 that's an 11% increase um and then we drop down to ninth graders on track that means they're passing their classes in ninth grade it's a huge indicator so we're at 76% last year again I'm set established it at 90 because if you pass your classes here's what the research demonstrates if you pass your classes

041in ninth grade you're probably going to graduate right we're going to get you to the Finish Line unless some you know some extend waiting circumstance happens um increase the percentage of high school students enrolling in AP right now we're at 9% in three years I like us to be at 30 that's the national average increase the percentage of high school seniors earning the current technical education concentrator status 25% to 50 and then the last one is regular attendance you guys all know we have an attendance problem it's across the country we're all dealing with it our regular attenders are right now 61% increasing that to three years to 80% um are you're still introducing your concept of a an AP seminar for all sophomores I think sophomores yep okay so that would increase them to

042100% wouldn't it well the soft class it would right so that would be a fourth of the class so that let's just call that 200 kids um yeah so yeah we would we would get there quickly and then my goal is we'd have enough kids who have confidence they start to take those other AP classes y Arie NOP I'm good um so my question on this is how are we set for um Staffing like do we have the staff who can teach AP classes do we have the available courses in CTE you know to have those kids take you know manufacturing one manufacturing two yeah we it it's actually become Adrian easier to teach an AP class than it used to be when lot us I'm looking at Mr roban uh they used to have

043to go through training and lots of certification now you need to make sure you're using their curriculum and their standards okay they've made it easier now I would say we had a meeting about professional I'm going to go back to add's question about professional development we met last week about our PD plan and um I told the team we have to allocate more money to AP training if we're going to do this even though they don't have to have it they need to feel more confident and comfortable in those in those skill sets so we are gonna work on getting more staff and I met with some high school teachers they're really excited we have the capacity in AP CTE CTE we have the capacity it's you know to get more CT teachers is is

044hard because you're repurposing positions right and it's harder to pull them out of industry and pay them less and pay them yeah okay yeah and that that was that was my big concern is do we have the capacity for that and if not how do we get there yeah yeah and we're in we're we're right now we're in better position with CTE than we are with ap in terms of in terms of performance in terms of access and then the number of kids who are getting those certifications and I would like to we're not ready for this in terms of budget wise I would like if we're going to pay for AP exams I like to pay for CT certifications as well in terms of equity clearly um the people who signed up for culinary

045we didn't have a capacity so we have to figure out how do we engage them in other activities other than culinary but yeah yeah yeah and and the other thing we have to realize budget- wise is they are always the most expensive courses yep everybody loves CTE but it's one of the most expensive things we do right yep and I always say CT is just bipartisan everybody loves it right nobody disagrees anymore need worse de but it is expensive those labs and those tools and those supplies are those shops they're expensive yeah and we have to acknowledge that the the staff we have in those positions also tend to go above and beyond in in making do with what they got and putting in extra time to make sure that their equipment is there and

046maintained and ready to go yeah i' I've seen that for years yeah we get money from the from the federal government Carl Perkins but it's it's never enough and we have our last contract negotiations we did work out ways for them to get some money over the summer to get their stuff ready again correct yeah we we're able to pay them to to maintain their their their resources their tools that was a good move any thoughts on these on these numbers not ambitious enough too ambitious I tend to believe they are ambitious enough um I think that we need to think about how are we going to support teachers and staff in other creative ways so they feel good about what they are doing and the effort they're putting in on it yeah there are

047some schools I don't I don't know if I love it but there are some districts that pay their CTE teachers for every kid who earns a certification because those certifications are a big deal you can go to work right away yep yeah but then you should give an extra bonus to a teacher whose student gets a big scholarship to go to college some place you know yep you gota you got to be careful with the equity piece [Music] okay the last thing I have is just next steps then I I think I turn it over I turn it over to Jennifer yes I okay yeah so next steps for us uh I'm gonna get some feedback from the principles get some more feedback for you guys from you guys before we publish um things that

048we have coming up um the equity committee we're starting that process finding out who was on it who still wants to be on it and then those people who don't want to be on it getting some new stakeholders looking at additional programming if I'm you know if I had to give you a little bit of an assessment of the district right now discipline is a common narrative it's a very common narrative in many of our elementaries not as much as in our secondary schools um I met with a group of teachers last week it it really is a simple math problem though um if I'm going to allocate more programming to discipline then I have to repurpose potential positions right no the federal government and I know you guys probably got the memo they might

049be taking some of money right so nobody there isn't a money tree out there for me to go hire additional people for behavior and our and I'll be honest some of our class sizes the elementary level are pretty small team yeah they're really small so if we're going to create something and I have some ideas to support kids and teachers I I'm G to probably have to look at re repurposing some positions um data dashboard we're going to we're adopting now we're going to roll out in January Kim was in the same session with me um lots of policy work um that needs to be done I just spent some time da with the high school folks on on grading practices and G pa um implementation versus sustainability we are an implementation District we have

050to get out of implementation we need to get to sustainability right feels like this District's just been implementing implementing and implementing and at some point you implement and you refine and you tweak you quit introducing new things all the time you're like this is what we're doing for the next five years and then you're working on the edges we're just impl men in all the time and then just as always just trying to get everybody aligned and you know get all the keep all the marbles on the table and when I think they're all on the table a couple of them roll off so I I would mention the equity committee um I think you should Define it as a superintendent advisory committee not a district advisory committee um because when it's a district committee

051it has other requirements such as being um open to the public through online and if you put at risk kids there advising you that's not a comfortable place for them to be and asend advisory committee it doesn't have to have that requirement yeah I like that we talked about that a lot at one of the meetings I went to in the committee as well so the the groups that have been going ahead and doing it have really almost all of them decided it had to be in a superintendent advisory committee and they're they're looking at making changes in the language so that that's clear in the legislator this year so we'll see how that goes yeah I know I think that's that's really good recommendation okay I will continue the feedback process it is yours

052Addie thank you um okay we are now set to review our superintendent goals um and develop a potential action steps based on those goals but we don't have a way of looking at them unless unless David has them David are you anywhere where you could put up the goals just so we could look at them while we're talking just give me one moment and I'll have them up for you is is this where part of the plan where Justin reports on his goals monthly say that again Kim are we at the are we at the part of the goals that he he reports on the goals that we establish monthly or okay so these are the superintendent goals the one about raising academic standards and develop longterm plan yeah answer was B yes Kim because

053also talks about what are the action plans that we have for them so part of the action plans would be reports monthly yes yeah so we we have been doing some of this work in um incrementally right so every board meeting you know we talk about progress we just I felt like we just talked about a lot of you know goals and monitoring progress and those systems the the one area that um um I would say lots of conversation but I I don't have a clear action plan is alternative education right partly the reason why is that's going to require um facilities um different job titles and there's just a lot of things that need to take place before we do that within that it's I I am leaning I made decision but I've been

054talking to lots of different folks trying to get perspectives I'm leaning on Shifting the district office to Blossom for several reasons one we can grow little Pirates we can grow destinations we can grow online potentially we could have a tag and tag enrichment program up here um so it frees up this space for kids right I don't think the Optics would be very good if I put kids back into Blossom unless I absolutely had to and I know according to the engineers and The Architects all that can be done but I I think we lose trust with the community I wasn't here for the bond and I just don't think it's the Optics are good adults can get out of a we can get out of a rickety building with a tsunami earthquake five-year-olds can't

055the other benefit to that is it frees up this space for these alternative programs right so um there's there's the there's the behavior component that I talked about I really feel like we need a program we have some kids in our community that need a therapeutic setting and we don't have those resources here even for a blue State we don't we don't have these resources and um I feel like we need and I and I i' there's a couple models out there I do have some experience with it but when a eight-year-old needs that support that therapy you sometimes it's an accordion method you pull them out for a little while in a small group setting and you provided the seal and the structure and the support and you give them those skills and he's

056in that program with highly highly trained skilled teachers by the way they have to want to do it but it's a smaller case load you get him the skills and then he goes back to Madison right so now he's comfortable in that jet environment I that's a program I think we desperately need but I don't have the space right now unless it was here and I don't have the Staffing to pull that off um but we do have we have low PTR and some spots pupil teacher ratio and I know all the teachers love small class sizes I know they love it but folks it does not impact student achievement I can we can I'll do the research later if you're gonna air on small class sizes you air on small class sizes for elementary

057K2 especially K3 that's where you air but we have some k3s team they have 15 kids that's really really low when I say air I mean like 20 kids right 21 kids if we're going to be high let's be high at the high school level um I just have a question on this so I'm I'm really happy that there have been conversations around this I know that there's probably lots of different folks that have um you know great ideas long term I know we talked in the past about building a center I I do agree I think that moving our admin team uh into Blossom is a very reasonable approach and something that we could put our hands around um without you know waiting years and years for an impact but um so I think

058that that should be part of the plan I would love to see some of this actually down on paper of you know just kind of like how you have your metrics of here's your one here's year two here's year three and um I know we don't have facilities right now other than Blossom gold and but we can still look you know is this something you know that our current building at Milner is you know is that big enough to house this and and if so then how do we make this happen and I just I would love to see a plan in place with you know some timelines and some specifics about moving and then the expansion of the school is that what you're talking about Kim yeah justes you know when we're looking at

059you know develop a long-term plan for all of all of these things um part of that plan could be moving the district it doesn't have to be but it could be um but just seeing you know is it you know in five years we need to go out for a bond you know those kinds of things specifics to the years and what we're what we're planning you know year one is maybe moving the admin office to Blossom gch or getting things ready and then year two is Mo actual moving I mean yeah no I think that's fair Kim I think the bottleneck is me I just need to make a decision here pretty soon I'm just I'm in the fact finding state Ag and I I really just want to listen to everybody because there's

060every time I sit down with someone about the move I get a different perspective about the the pros and cons of the of that decision even though I'm I am leaning towards us going there because I think it's best for all dead in our kids so are we also considering moving it out to the maintenance area maintenance ship yeah you know Arie that's one of the biggest sticklers is it because we have their um a lot of their resources here um I there might be we might they need lots of storage it needs lots of storage right and so one of the benefits to go into Blossom is they have more storage capacity but to move the server is tens of thousands of dollars right so we might leave the server here and relocate because

061it's it's really only a couple minutes away right right yep yeah it's also not something that you want to have in an inundation Zone doesn't take to be flooded very well yeah yeah we can get out but we can't bring the server with us yeah so in terms of additional programs you know I I really think uh we need to look at a behavior program I think we need to look at um helping our tag families I've spent a lot lot of time I probably heard more from tag tag families than any any stakeholder group what's a tag family T talented and gifted it's a it's a small n it's a small percentage but we also you guys have heard me say this right blur the lines the worst thing you can have is a

062highly gifted kid boor let him go solid floor por a ceiling right and we're doing some things but I would like to do some tag enrichment that could happen here we're looking at a behavior program we're going to we're going to grow our AP program um there's lots of things we can do but we can't can't boil the ocean right we really need to be strategic intentional and I need to know what the budget's gonna be yeah from the state which is GNA be really important yeah okay well our who wanted to speak I'm sorry Diane did you say something nope okay um our our item under here was to review these goals and make potential action items based on the goals I'm not sure there's any action items other than what we've already talked

063about that emerge from these goals themselves so so does well I think Kim kind of came up with an action item as like once there is a decision kind of a timeline um once a decision is made if they're moving or not moving um some type of timeline like what that looks like that is a potential action item but well I agree that's a good one too yeah and and you know even if even if it ends up being you're not moving or you're moving next year or the year after that there still can be a plan in place and it can be a living document that you know changes as we know more but there should be a plan otherwise it's just one of those things in the background that we're like yeah we

064should really do that like it's kind of been since C2 was you know shut down so we have to keep moving keep moving forward I've heard we were moving the district office since I got on the board two years ago so but there but there are steps to make that decision so I mean I think you can come up with a plan and he our superintendent can share with us how they're going to make the decision each step along the way um I think we also we already do number one um academic expectations for the district we've had those conversations every month already but I think you could if he wants more clarification it's just you know what we could put together a plan for that um progress on goals monthly board meetings yeah I

065mean raise the academic expectations we just went through that and establish definite goals so you know theoretic goals at this point but I agree that and we also heard that we have expectations about behavioral program um and some other things along that line tag and so on we can put that in a plan and we can look at at least here from the superintendent how we're moving forward on those on a regular basis yeah so one of my next steps was I wanted to take these goals and again to be collaborative with principles I want to sit down with them and go okay here's what we've been task with what are action steps right right and go through that exercise and then bring that back to you guys is that does that work yes yes

066it does for me and for me and then I think what Kim said is hey guys we let's come up with a a three-year plan on what we're going to do yeah I don't think we're going to be able to do any of this in one year either fiscally or just Manpower wise no the way I would break it up is what are we what are we going to do this year right which we're already doing what are we going to do next year what are we going to embark on the third year but it's all under that framework of our our goals and it keeps us focused that's the important part of this I know sometimes people will think this kind of work is perun but it really isn't like this is super important

067work for districts because you know if if if Kevin gets poached by the European soccer Coalition and he's gone then we fill someone in it's like hey this is the plan this is the road map this is where we're going right you know if Arney gets pulled to the federal government for some cabinet position there you go you know like hey the new replacement this is the work that we do you know like this is where we're going this is our road map it keeps people focused it doesn't mean that other things don't show up you know everybody's got their little things it keeps the district headed in the right direction and it's sustainable if you don't have a road map we just the work is hard and there's too much to do every day

068that you don't have a long-term Vision any road will get you there any road will get you there that's right that's right I thought I heard that was Kim go no I just I didn't say anything I was just listening to the the goals and everything I just want want to put out there that um I do think goals should be bold and ambitious and sometimes a little bit scary and I think we've been s stagnant for for too long that even though I don't want to discourage anybody like you said with oh that's too far-fetched but if we kind of put out a bold and ambitious goals and and let people know but Our intention is really also to focus on growth and and make those things um just as important as that endgame

070more than one person's talking and everything so if we could just be cogn it of that in the end um these online meetings are hard for me to see if someone's got their hand up but I'll make a better attempt at trying to keep my eyes on who wants to speak and everything so that we can do it in an orderly manner okay um superintendent communication systems yeah um this is on here is there anything in terms of communication that you guys you want something different um too much not enough more emails more s'mores more texts um just trying to get a pulse on where we're at um in terms of my communication to you guys for example when we've had problems come up in the district have people felt comfortable with just an email

071emailing us letting us know what's the steps that are being taken at that point would you like more information do you not want that information Adrian yeah um so I think in general the the communication about important things has come in you know something happens there's a there's a weather thing I'll get an email from David sometimes I'll get an email from Justin I'll get two or three not is from parent Square the parent Square School in the district right now so that works fine um making sure that the important information that gets into the the s'more posts um you you know I I see those those tend to be very long some of the superintendent updates are very long through the email um and a lot of times I don't have time to read

072through those when they come in and then they'll sort of Fall by the wayside so making sure that at some point there's just a a real concise you know these are what the important things are you can find out more information here if you need to um rather than something getting lost and and a six or eight page it seems like an endless scroll s'more post sometimes you know it's like okay here i' I've just gone through three or four graphs of data and some other stuff and finally I get down to here's the link for our board meeting um you know and it's nice to have that information there for for when I have time to sit and review it um but for sort of the general day-to-day stuff um that can be a

073bit much so just having having some way to make sure that the important stuff doesn't get messed and so would you prefer to have the um agenda and docu come out separately and not part of the board post um I mean David's usually really good at sending out the the agenda and the meeting links just because those links tend to get lost now and then but if there's stuff that's important and and by important I mean like important to me as a board member um you know it's like all of the the data and the graphs and stuff like yes I want to see that and I want to be up to date on it but on on sort of my day-to-day business that's not the top of my list you know that it's like

074do we have um you know is that is that Plumbing Leak or flooding been fixed or you know the the bus that went missing has been found or whatever it happens to be like that stuff's going to be really important to me as a board member and then when I have time I can go through more post and and at least not have to search for the important stuff out of the long the long bits yeah that's good feed we could probably just prioritize some of those things Adrian and put them at right at the top and then um David and I could do a better job of just filtering out some of the things that maybe aren't as relevant to the board members something we might consider Justin and Adrian tell me if this

080are you know that standard five you're hitting really really well I think it's important that you do talk about things in the public about how you think these goals are lofty but at the same time you're also sharing and being clear about what your expectations are and the things can change over time if you see that the metrics just aren't making it there then maybe you have to reconsider as you're monitoring these things and goals can be working goals you know what I mean they don't have to be set in stone you are setting them in stone by decision but you can always come back at a later time and make another decision that we've set these too far and we don't want people to be discouraged but be very clear about it so I

081just want to commend you all you're doing a really great job and my presentation today is not to say that you're doing a poor job of effective meetings but there are some little things some tips and practice practices that can really help because you are implementing a lot of things you are doing a lot of great work and that work is g to take time and time may not be what you always have at the end of the evenings after your day jobs and everything else that's going on so I'm just going to try and give you some tips and tools to make your board meetings that are actually business meetings seem a little bit more efficient so that you can get through things quickly because you have a lot of work to do so

083transition plans and part of that transition plan is to have a few hours of osa's time to come in and and talk with you about different things that can help with that transition to make S sure that your relationship is all starting off on the right foot um and it seems like without us it already has been so great job on the work you've been doing I've looked at your strategic plan um and I've looked at all the different goals that you had here tonight before I gotten to the meeting and I think you guys are doing some great things so I would like to um today what we're gonna cover as far as meeting procedures and pro protocols is going to be reviewing elements for creating smooth and efficient meetings retaining focus at that

084meet those meetings and then getting the best from your team and possibly talking about updating your board operating agreement now that you have a new [Music] superintendent so there we go let's start advancing so first I'm going to start off a question for all of you I'd like to you to just kind to participate a little bit about what do you think the ingredients are for a nice smooth efficient board meeting any ideas just throw some things out there Eddie you're on mute yeah a good agenda okay what's a good agenda look like Addie um it gives you enough information I'm sorry I'm getting all stuffy it gives you enough information that you understand what you're going to be discussing at a meeting perfect Arney I was just agreeing with that but I it also

085let is very clear on what agenda items take action and which ones do not so that that is to me very important so I know where I'm going to spend my time thinking about where I'm going to vote for and I also think that the thing that Edie talked about before and that is the respectful treatment of everybody and talking not talking over or behind people so that everybody can hear all the comments which sometimes is challenging if you're doing a lot of virtual meetings it's not always easy to tell with those connections okay Adrien um being prepared for the meeting having gone over all the materials beforehand so you know what's being discussed and what you'll be voting on anyone else want to share their thoughts [Applause] well good job you guys we're all

086done no just kidding dinner yes dinner because well we started doing this recently have you having food at our meetings so that people are well fed our meetings start at 5:30 so you know or six o'clock which often impedes people getting a full dinner yes and so having a little food to eat ahead of time just sort of fills you up and allows you to concentrate a little better perfect well you guys have all covered some great things um and some of the same ones that I also agree with that you have clear expectations of professional contact and that starts with a really good agenda um the structure of your meetings is following laws policies procedures and rules and that there is a willingness in the group and an agreement that all of you want

087to work towards this um Arie knows this from a presentation I did at our annual convention and we talked about brne Brown's dare to lead because Justin I too also love to read books and try and in and find things that are going to be relative to the work that I'm doing but your agendas and what you're doing in your meetings the the the thing that stood out the most was clear as kind and unclear as unkind and we want to make sure that we're being clear and we're being kind to everyone that everyone knows what is expected of them as they're coming into the meetings and some of the ways that we do this and have these clear expectations and make sure that the structure is happening the way it's supposed to I can't

088get it to advance there we go our Schoolboard operating agreements this this is an example of one that um we have on our website uh it looks a lot like some of the things that you incorporated into your 2022 23 version so I did review that but other ways that the other ingredients to having nice efficient meetings are not just board operating agreements and expectations but also you have policy your policies do have things in there about standards of board member conduct and superintendent roles um and then finally we also have our dear dear friend Robert now for some reason my slides aren't advancing here one second there we go uh Robert's Rules of Order now I do not recommend that anyone go out and buy Robert's Rules of Order it can be very cumbersome

089sometimes um we also have the Robert's rules in order in brief but osba has gone through these books has gone through these things so many times we've created resources we've kind of summarized things which I'll kind of talk about as we go but I think the key ingredient is in all of the things that we need for the efficient meetings is definitely that willingness of the group to understand their different um roles and expectations and make sure that everyone's following them now what we need to remember is that Robert serves the board and not the other way around so I know sometimes it's difficult when people start talking about Robert's Rules of Order they're like H you know I really don't want to have that much structure I don't want to follow these things um

090that it's a lot to learn or maybe it's a learning curve but the important thing about this is that everyone kind of accepts Robert rules as the way to follow things um having Robert in the room provides a clear structure for the most efficient pathway for cleaning uh completing board business effectively it's something that every board follows or most boards follow so that if you do have a change in your membership with your board which can always happen at any time an election occurs then if you have standard practices that everyone can learn and everyone can know how to work um in the business meetings then it's just it's easier for moving on and changes that might occur now while informal and Casual settings such as this work session or Retreats are valuable for deeper

091discussions and problem solving they also Foster creativity they serve a different purpose and these formats are ideal for exploring challenges they're they're great for generating in innovative solutions where a RI rigid structure like Robert's Rules might not it might hinder the progress so but with formal meetings where business has to happen and decisions need to be made made there's often A month's worth of work and and a professional structured approach is really essential to making sure that those things get efficiently move forward on the agenda from start to adjournment and that you address all the necessary tasks in a timely manner to meet those deadlines so we have six principles that we're going to cover tonight of efficient and effective meetings the first is that the majority has the right to decide but the minority

092has the right to be heard and I have this quote here the great lessons for democracies is to learn that the majority is to give the minority a full and free opportunity to present their side of the case and then for the minority having failed to win the majority to their views to gracefully submit and recognize the action as that of the entire organization and cheerfully assist in carrying it out until it can secure its repeal so what does this look like in practice well it looks like something that we're going to cover next is called around Robin where every person gets two opportunities to speak on emotion and no one speaks a second time until everyone's had that opportunity to at least speak once uh we also have a speaking chart that can be

093implemented for the chair to follow these rules and to kind of keep track of things I'll talk more about that shortly when I show it to you on this screen so the round robin is essentially the Mover speaks first and then the chair speaks last so that's two things that you keep with this with this process or this method everyone has a chance to speak once before anyone speaks again members only speak twice you have two opportunities to speak on a motion to get what you want out and oops sorry about that that just kind of moved along a little bit quickly and that's just a the J can I shine real quick yeah so yeah I'm glad you brought that up I'm I'm just thinking back on my experience on boards and committees where

094we had Robert's Rules and we didn't have Robert's Rules we had a situation that we had to be really really tight in my previous District about Robert's Rules uh it was a it was it was a book challenge process and we had to do that or we would have been meeting till one or two two o'clock in the morning Y and so that right we had to use the round robin twice or we would have never made any decisions on the books yeah we would have been talking about books forever so that really gets us to kind of talk and then quickly make make a decision means you have to be very prepared yeah side note your first slide about the majority wins the minority gets to be heard that just sounds like marriage I'm

095sure that there's many applications sorry for the distraction well thank you for pointing out though that you've actually used Robert round robin U method and that and how that that can help it's a good reference point to have so what I'm going to do with Robert's Rules themselves though is I'm going to kind of break it down into a little bit more of a manageable bites for everybody if you want to have like a further training with a little bit deeper in depth with parliamentary procedure that's not what we're going to cover here tonight because we're just kind of bringing Robert's Rules into the Elements of Effective meetings so the first thing with Robert's Rules they have eight steps and really it's it's kind of fun to have a Graphic because sometimes people can picture

096things in their head again we also have a tool that I'm going to be talking about later but this is just one way that you can visualize what happens the first step is the main motion so this is when the member makes a motion I move that and you make your motion sometimes it's good way to kind of move this along too is to have your motion written down ahead of time if it's something you know you're going to bring up have it written down or have it in your packet and then have staff give a recommended motion based on what they're presenting there that night do you often have that in your agenda packets already yes perfect then we're one step down the next step is the second and another member needs to Second

097this motion and how the reason why we have that second is basically to make sure we're putting in check are is there more than one person who is interested in this topic and thinks that it's something the board should work on or is this just one person's thing maybe this is something that they can address some other time it doesn't need to be in the actual board business or the um meeting uh maybe it's something that needs to be discussed another time if they don't get a second then nobody else finds value in talking about that topic right now that doesn't mean that it should be you know just pushed aside but maybe there's another way that that can come up sometimes people will give a second just because they're like you know what I

098think this is a good conversation to have I'm may not agree with it but I want to have the conversation I might still vote against it but I'm allowed to at least say yes I'd like to have the conversation so once we have the main Motion in the second we can proceed was there a question sorry I thought I heard something just Kim's feedback it's okay her she's muted so the next step because we want to be clear is to have the chair restate the motion that was made so somebody makes a motion somebody seconds it and then the chair restates it why do you want to do this well you want Clarity you want to ensure that everyone heard and sometimes when you repeat back what somebody says it's good listing it's active listening

099it shows hey this is what I heard is this what we're voting on is this what you intended the motion to be sometimes when they hear it back and they're like oh wait wait I wanted to add or you know something might be in there but it ensures that we only have also one action per motion is being taken at the single time because we don't have multiple things happening on a single action or motion oops um so we restate the motion and then after we restate the motion the chair restates the motion the members can debate the motion and amend it if desired and that's where you go into that round robin step where everyone kind of says what they want to say and then you go around the second time once everyone's had

100a chance to speak maybe somebody doesn't want to speak but they at least have to be given the opportunity by the chair um is there anything that you'd like to add we want to remember that during the debate and amendments that we want to make sure that we're being gerine and that any topic we bring up is related or relevant to that motion that's on the table for discussion we don't want to bring up something else that's not related to the motion next we're going to after debate and possibly amendments um we're going to now if you do amend you kind of go back in the process where you have to have that motion to amend the second and then you restate it and you talk about that Amendment so you do kind of go

101backwards sometimes too if you do have some some amendments I didn't go that far into the process for this particular graphic but that is also an option but once you've debated if you don't have any amendments then you want to restate the emotion as it was made previously and then the members will vote on on the motion so once the vote has occurred then the chair will state the results of that vote and the chair needs to State whether or not the motion passes or fails and what happens next so like if it it fails then you know we're going to move on to the next thing or whatever it is on the next agenda item or maybe there's multiple things that needed to be decided and you're moving on to the next motion for

102that topic and finally we move on to the next item okay so that's kind of just the graphic of Robert's Rules kind of condensed down into eight small steps hopefully having something Visual and seeing that there is helpful rather than reading the entire book now here's that speaking chart that I was talking about like how do you keep track of all of these different things to make sure that there's not a lot of confusion going on and a lot of that pressure is on the chair so sometimes you can have your um agendas annotated or you can come up with a speaking chart sort of like this where you have that either electronically or um physically on paper where you can kind of track okay did each member talk did each member vote um and

103you can have that for each item as well you can have what you can keep track of the different you can come up with different ways of doing this but each agenda item then you can see right there in front of you or maybe on the agenda um what's going on at that time Um this can be as I said can be either paper or electronic for those boards who are moving from more paper-free Direction I know a lot of boards have been doing that or considering it um you can use I don't think you all use board book I think you do your packets by Adobe so some agenda management programs and softwares like board book do consider or have things like this or have notes areas where you can do this but if

104you don't have board which I noticed you didn't then this is something that might help your chair and of course your board clerk as well to keep track of things that are going on and then if we aren't kind of questioning or requestioning how did you vote or did you get a chance to speak if we're keeping tally of it that's another way to get efficiencies in the meeting so the third of the six principles is that members have the right to information to help make decisions so you do this you need a request for information or more formally point of information or you can just simply ask the question if the board must wait for an answer then it might be necessary to postpone that topic if there's a question that is really important

105that a board member would like to have an answer to and they don't have it that night and it comes up at the meeting then you might have to consider that you might uh have to wait until you can get that information um there's different things in parliamentary procedure that can help you to either um table it to the end of the night maybe a staff member can get working on that while you go on to other things and you can come back to it at the end of the meeting um and you don't have to push it off to a whole other meeting or you might have to postpone it so it just depends on what's being asked and maybe you can proceed forward without that information for a little while but if it's

106something that's going to help them to make their decisions then you should really take the time to make sure they have that board member has all the information that they need to help make that decision um the whole board should have access to that information and there should be no information asymmetry on the board which means that if you had a question that you had asked and you got an answer to but the rest of the board didn't know about that then it would be a good opportunity for you to share things like that when it comes up for debate in the meeting or find a way to provide that beforehand oh board member so and so asked this question and it wasn't something that's like oh can you just clarify from for my purposes

107but it's maybe it's something important that the rest of the board might want to know because it might help to clear something up or clarify the fourth principle of effective meetings is courtesy and respect and you all have shared that as well remarks that are always out of order is personal remarks about others except for conflict of interest discourteous remarks like insulting language or personal attacks inflammatory language criticizing another member's motive we always want to assume that everyone has the best of intentions um criticizing past actions of the group um unless the subject is under discussion or that member is about to propose a change of course um and remarks are that are not gerine or related and relevant to the discussion so those are all sorts of remarks that are considered out of order

108as far as Robert's rules are concerned um and then also with the appeal the ruling of the chair can be appealed by any member and but it requires a second it must be resolved before moving on so that's one one part of that but you just need to remain courteous and respectful um as you're moving through this process of Robert's Rules there we go number five is that all members have equal rights and Privileges and obligations knowing maybe speak that second time until everyone who wishes to do so is spoken now you can set your own rules but um their implementation has to be consistent like for example a lot of people will say our our policy for agendas and moving through meetings is that we follow Robert's Rules however some do have caveats in

109their policy that they're little rules about Robert's rules that they don't need a majority for this or they don't need a two-thirds majority for this or we allow the the board to decide on this so if there's little things that you find that you don't agree with Robert's Rules you absolutely can modify them slightly for your own things but I wouldn't recommend completely modifying the whole process because again everybody who's going to serve on boards would know that they're going to be following a parliamentary procedure or Robert's rules because most people that's the accepted practice for business meetings any questions so far okay so some other things for there's some guidelines for discussion to try and keep things um moving along quickly is that members should seek recognition before speaking it's the responsibility of every

110member to remain silent until recognized by the chair and especially virtually that is often very difficult but there are tools in place that you could agree as a board that when you're in Virtual meetings in order to have these things actually work you can say hey um I need everyone to raise their hand before just turning off their microphone and talking and I'll recognize those people in the order that they've been received or that their hands went up it also helps the chair to kind of follow along if they're going to be using that little chart to say um so and so has gotten their turns and then I then you can go back to them so there are some things that you might want to consider of course that would require some training maybe

111on the chairs part but we could help with that too is just kind of giving you tips and about how to do that um uh ensure that every member has an opportunity to speak apply the round robin so that everyone gets and they're limited to two rounds um if member is in a sidebar um we don't allow sidebar uh discussions which means that they're not paying attention to the meeting if they're talking to somebody else The Only Exception about that like if two board members are talking while the other ones are talking and then they're not paying attention to the conversation that's going on so it would be up to the chair to kind of monitor those things from happening not as easy on Virtual meetings but if you are in person it does occur

112um the exception would be that staff may quietly communicate um to a staff member in order to make sure that there's uh things move along yes Justin heads his hand up yeah Chen I was gonna I was gonna say you know with don't know where Oregon is at with the open meetings Act and the law um because I know it does there's some variance per state and jurisdiction but with as contentious as Schoolboard meetings have gotten fortunately not in our with our board in our community right we've been very very lucky but that's not to say that it always be that way right um there are people who are sticklers on the open meetings act right in terms of who can talk when they can't talk how much time is to be in person is

113to be heard um are you seeing that people are having to become I don't know if this is a question I don't know more of a statement are people becoming more sticklers about Robert's rules because these board meetings have become more contentious publicly um yes and yes people have become more sticklers about following these rules because it does provide that order that everyone needs to follow however you need to make sure that everyone understands them very well and that the whole board is United on that oftentimes what happens though is that Robert's Rules can be weaponized um some people who are very knowledgeable about Robert's Rules will throw things out there like no you can't do that according to Robert's Rules and and things like that so sometimes Robert's Rules can work against you as

114well so what it's really about is not about en enforcing Robert's Rules as much as it's enforcing the board's abil board chair's ability to facilitate and reinforce that these are the policies Robert's Rules is in order this is what we're following um and and and I think that it does help to kind of keep things down public meetings laws doesn't necessarily say that you have to use one thing or other as far as your method that's just kind of the adopted practice um but if you put it into your policy then then yeah you have to follow it so you just have to ensure that whatever you're using if it is Robert's Rules or if you have some slight modifications that everyone is clear on what they are up front and that all the board

115members are aware and then it becomes up to the board chair to make sure that people are um kind of stuck to it and a and a lot of things with Robert's Rules too that many aren't aware of is that you can also create kind of parameters as far as like okay if Robert's Rules is you know if somebody's going against they're not listening to it you know after the first warning of the board chair if they continue to do this then we will recess or then we will do this you know have steps and actions in place for when Roberts rules being deviated from and possibly causing disruption um but as far as like it being mandated uh it's not necessarily mandated because it's up to the schools to decide how they're going to

116run their meetings and if they choose to accept Robert's Rules or not but yes many are doing it because that structure is already hundreds of years in place and it's constantly being modified as things come up but it does help to ensure that everybody's on the same page and that it gives you something to fall back on be like we're following Robert's Rules and according to Robert's Rules this can't happen or this shouldn't happen or point of order so you have all those different things that you can use as tools to gain control of a meeting that might be going off what it's supposed to either by board members or the public does that help to answer the question yeah no that that was perfect thank you sure um and then let's see I think

117din last sideboard um no member is supposed to interrupt another member except to raise a point of order and the chair of course May enforce the rules um and as I mentioned that there are certain things that you might want to consider especially if you're having uh virtual meetings that you use Virtual tools to raise a hand or having everyone give a thumbs up or thumbs down using the tools rather than their own thumbs up or thumbs down because it's really hard to see that and sometimes especially for the board chair they can't always be watching the screen and watching what everyone else is doing if there's a presentation going on so another thing to do is to ensure that your board chair has the equipment that they need maybe a second monitor to be

118able to watch the meeting and also be able to watch other things that are going on if you need to I you not if you want to but if you had to give a presentation or I'm just saying that it's something you want to talk to about the board chair I see your head shaking no not everybody wants it but if they do ensure that they have what they need have the tools they need to run a virtual meeting and be able to see everybody's votes and at the same time still be watching presentations and things that are going on maybe in the public um area um and then ultimately just making sure you have training in Roberts rules to make sure you're clear about that and everyone's on the same page as well as

119the technology um the final principle of effective meetings is that members have the right to an efficient meeting and Addie this is to your point that no man can be wise on an empty stomach and as we like to say at osba no good board work gets done on an empty stomach or after 800 PM because it's been a long day you're all volunteers you have many things going on outside of these board meetings work in families to care for during the day staff generally work a full day in while school's in session before coming to these meetings you know no one wants to or should be sitting through meetings trying to make good decisions at 9 10 11 o'clock at night or even midnight um it's important to be conscious of the time not

120only for yourselves and staff but also for the community members who wish to attend or watch these meetings and be present for certain items that are important for them and they want to be able to hear it before they have to put their kids to bed or make preparations for the next day so being efficient and getting through stuff in a tight period of time and getting the business done creating efficiencies um is really is just respectful of everyone's time other ways to create those efficiencies and effective is to only talk about one subject at a time Robert's Rules is really linear it is a system of motions that structured to make this possible um chairs and members need to alert um need to be alert to keep things track of things if you're tired

121and hungry you're not going to be able to do that um if someone is getting on to off topic the chair or a member May roise raise the point of order so it's another tool that Robert's Rules gives you that you can use if things are getting off topic um if the M member maintains that her point is relevant the chair can ask for the body to side so these are all kind of tiny little things that Robert's Rules helps you to do to move things along when things are getting bottled up um other ways to consolidate which I saw you already have you have your consent agenda you know that contains a batch of non-controversial items the agenda can be adopted and but still members can move things off if they really feel that

122it's important to discuss something um but by putting bulk items on there of things that are not um that they're pretty much have already been talked about and it's just a formality of approving them now it's a really great way to kind of clean up your uh business agendas other tools that Roberts rules provides for you is unanimous consent um there's some people that go back and forth on this that it's not always useful especially in um virtual meetings but actually I think it can be a lot more useful in Virtual meetings and basically it's just an effective Robert rules thing where if you have things like approving the agenda at the beginning of the meeting or uh approving the consent agenda the chair can say to FastTrack the Motions process you can say if

123there's no objection or without objection then I we're do we agree that we can go ahead and approve the consent agenda and in this case rather than voting and talking over each other and trying to get that then just remaining silent is your consent because there's no there no um objection um if a member disagrees then they can say objection and then the chair returns to the normal way of voting instead of the FastTrack method but it's just another tool that you can use that's Robert's Rules provides to kind of move things along and improve efficiency uh another way you can consolidate and make your meetings more efficient is when you if you have do you have board member reports on your agenda well then with your board member reports you can make some parameters

124and kind of tell everyone hey look the only thing we're going to cover when we do board reports is to share our community engagement if we were liaison assignments or there's important information from things that I've heard of um they should be board related and succinct they should be uh similar to what your superintendence report is but only shorter um and one person speaking and it's not a conversation so it's just some of the things that they don't want to have conversations we don't want to have a lot of impassion speeches about things if you have things that you really want to talk about then you you tell the superintendent and the board chair I'd really like to have a work session to discuss this in depth this is something I'm very passionate about and

125I think the board should talk about it but it's not to be done during your board member report during the business because or the business meeting because then you can't move on with the things that you have to do do you put your board member reports before or after the rest of the agenda it's at the end very good that's another thing move them to the end same thing with public comments a lot of people you know you're not required to take public comments but people still do like to have that time and provide that opportunity but sometimes especially if you have a really full schedule some places are choosing to move that to the end so that we can get through the business we need to get through and then we'll talk about it

126but again it's decisions you have to make that are best for your community because then people might not be very happy about having to wait until the you know the board's gotten all their stuff done um before they're given a chance to speak but then you know that you're getting done what needs to be done and you're being respectful to everyone's time not just the public commenters that want to um make something bring something up to the board you can also incorporate things where people have to provide what they're going to talk about or the written um comments beforehand some places have it in place where they say okay you need to email what you'd like to talk about or you're written comments ahead of time and a a lot of people will choose to

127do that rather than showing up and talking at the meeting um and then you can still get all those together you don't have to read them at the meeting but you can share them with the rest of the board once they all come in as long as no one you know refers back to the emails um let's see I think that was it for that one um okay when you're preparing for your meetings it's important to keep all these different things in mind as you're um wanting to try and create efficiencies as well when you have a lot of work to get done and we start with the agenda planning and development now you've probably already got this clearly on point I know that you have a very good board Clerk and I'm sure that

128you all are working well to make sure that everything's clearly outlined on the agenda to main maintain Focus um sometimes I don't know if you I didn't notice it or not I didn't think I saw it but I don't think you have estimates or time estimates on sometimes that's helpful because if a board or a staff member knows that they're only going to take 10 or 15 minutes to give their presentation or one needs a little bit more sometimes it's nice that you give that little estimate on the side of your agenda so that people also can plan oh well they think it's going to take this much time before we even get to public comments so I'm just gonna I'll I'll join a little bit late so if you have that ahead of time

129it's helpful not just for board members but for the community to see you know is this a big topic that of conversation are they going to take a lot of time on this or is this something that's going to be really quick and just um uh done o and over with quickly um adding board operating language or meeting expectations to the public uh or to the agenda for the public is also really good like if you do have Robert's Rules and you're using it and you want to say you know um there's certain things in place that you know we're following this we're following Robert's Rules um you can put some of those things on your agendas you don't want to clutter up your agenda is too much but there are ways to incorporate that

130and if you have any suggestions you'd like to consider um for doing that there are a lot of board members yes Jennifer I I hate to do this but being um conscious of everyone's time y it is 7:22 and our meeting is scheduled to be over at 7:30 so I just want to make us conscious of time all right I will try and go through this as quickly as I can um we do have um some new tools out I'm not sure if uh David has uh shared this with you but we have new placemats that we've created that have some things for you that I can send a PDF version of it we just created these again or updated them again it has um basically it's a plac mat it's a large item that

131you can put in front of you you can laminate it or you can just carry it with you to different Med meetings it gives you some of these essential motions for school boards also give you some great ideas about how to how you can prepare yourself as a board member and some of the things that we've already talked about um I think the important part to think about here is not just reading your packet but also coming up with those questions and making sure that you're providing those to the superintendent ahead of time in case um they need staff or themselves to bring that information for when you ask at the meeting um on the back of that placem we have the Ste 12 standards for Effective boardsmy of some basic items I don't know

132if you've done it before but sometimes uh having a chair script something that you need to do for executive session whatever needs to be said sometimes it's helpful to have some of these things in line and prepared before you go into it um into that agenda item but these are just some similar things for main agenda items so it's nice to have some tools and stuff we do have available that might help you plus that speaking or that tracking guide that I told you earlier um really what's important is that you want to maintain your focus as you're going through your agendas you want to start asking questions about your agenda items when you're going into the planning session when you're sitting there in the meetings you want to be asking questions to yourself that

133is this topic of conversation going to take us to the final destination for our vision is this relevant to our mission and what we need to do is it aligned with our priorities um will this topic Advance one or more of our goals so when you're in the agenda planning portion of things you want to kind of tie things to your strategic plan and your goals and to determine if you really need to even do that if you have a year to get up to what was it 80% or something for your reading levels or um you you're that's we've only got a year to do this and really we need to concentrate on those goals that we've given to the superintendent this year and if it's something that's down the line then maybe we

134need to hold that off so those are the kind of decisions you want to make about what you put on your agendas too um it same thing with this is your decision-making lens is that you're just asking you know uh if these things are relative as you're going through and that's a little bit deeper than um probably want to go tonight since we are running out of time um but basically the best governance happens when you have complete information an effective process and aligned values you're already doing a great job with your aligned values having complete information you have to put a little bit of footwork before the meeting to make sure you have what you need to make the best votes and the effective process really that we found is Robert's rules because it

135gives you the structure it gives you tools to kind of maneuver around different things that can happen at board meetings especially if things get contentious it also gives you a standard by which everybody has to follow once change happens on the board which ultimately it always is going to happen at some point one of the things we recommend with anything that you put in place is to make sure that you provide an opportunity maybe at the next agenda planning meeting take a few minutes to talk about things that maybe didn't go so well at the last meeting or if there's some way we can improve this process if you're taking the time to talk about continuous Improvement I think it's really important um and maybe you'll notice that we kind of got bogged down with

136Robert's Rules and we didn't maybe do this very right and it wasn't well done maybe we need to kind of review that or get a tool from osba that will help us explain that a little bit more um some of those things are helpful as well getting into the operating agreements um I'm just going to kind of fast forward a little bit because you already have something in place that follows along pretty closely to um what we recommend with our Schoolboard operating agreements um some of them are a little bit more concise and they only focus on one to five areas you guys have a lot going on in yours and I will say that it might be hard for everyone to remember all those expectations so my recommendation to you is to look at

137the working agreement that you had for your board from 2022 and 23 and maybe start um as a team I don't know if we'll have time to do that tonight but as a team you might want to consider just kind of going through each of those items reviewing them and seeing if whether or not they're a top priority for everyone who's currently on the board right now um and then just make some changes either eliminate what you don't think is necessary anymore because your composition with your superintendent and your board may be different than what it was when you first developed these um it's important if you do develop something good like this that you still review it each year so I know that you had that on the agenda to kind of walk through

138and honestly the only thing you need to do in order to do that is just have each board member and you can do it in a round robin each board member can provide their top two or three and then they can say hey I think we can let this go and then once you get input from everybody you can probably condense that down into something that is not quite three pages because I do recommend that you get it a little bit smaller as far as your expectations or maybe condense it down so people can remember what they are and also so that you can share them on your agenda you can share them and remind everyone at the beginning of your meetings was that kind of what you were hoping I do have this as

139well that I'm going to share this whole presentation with you with the notes and everything like that since we didn't kind of go through all the details of everything we had but this is one of the things that we often use as like the board workshopping is that you look at what your expectations are of the superintendent the superintendent tells you what their expectations are of the directors to do their job as well as they can and I do think that you should incorporate your board clerk in there because your board clerk has a lot of work with the agenda and all these things that they that he's doing that it would be helpful as some of his expectations were in there as well and that you kind of combine it all together I would

140highly recommend that because sometimes people don't know everything that is needed by the board clerk in order to do their job well so that would be my recommendations anybody have any questions or comments okay it's open to you guys Arie do you want to say anything uh you're muted happy with the presentation I agree that getting everybody's on the same page would be helpful so we probably should review those um the only other thing is it was always a shock to me went when I went to the legislature they used Mason's rules instead of Robert I've heard of some others that have yeah we still have a few districts that are Mason districts as well y Kim nothing I you um I you know I think one thing that we we don't do with our

141meetings and our agendas um you know we don't put the the time expectations on there and not necessarily that we should put those on there but perhaps an expected length of meeting you know knowing that sometimes it'll be more sometimes it'll be less because we have things to do sometimes and it's like oh if we get done with this meeting early I can plan for and do this um and that's all okay Diane do you have any ideas any suggestions no I appreciated the presentation but I don't have any thoughts at the moment perfect Kevin nope I'm just taking a bunch of notes perfect yep okay and you said you were going to give us um copies of the slide deck and everything yes and I and I'll give you those tools that I was

142talking about in those updates I'll provide them to you I think it's an excellent thing for you to have on hand when you're sitting at the meetings whether virtual or in person and great job Addie using that that round robin well it's easy I can see everybody right in front of me here on the screen and as we're you know as we're talking about and this is I it's it's good to go through this PD because every time I go through it I you know I'm reminded of something or I learn something new right um I think with and and I agree with you you can be so on Robert's rules that you lose the flow of a meeting but when you need it you need it because you never know when things can start

143to get strange um we do not have lots of um persons to be heard in our meetings I do think it's important that we need to consider is that a twom minute or a thre minute period because if you allow people to come in and they don't have a time limit they can they can eat up your agenda pretty quickly curently ours said it three minutes three okay then policy it says three minutes okay I think that's more than generous yep now I would like to bring up one more thing um that I didn't before and it's something that um Justin and David and I discussed at the agenda setting last time and that was the board's use of Chromebooks at the meeting to have all the stuff in front of you on a Chromebook

144so that you can maneuver through that is that something that the board is interested in Kevin thumbs up Arie I find it a little distracting so it's hard for me to look at a screen and watch the other people but that's me the the other reason for this the Chromebook was um I know that for me maybe your eyes are better even where I'm seeting I can't always see the presentation so David could have the presentation up on the Chromebook so you can look directly at it but um yeah just another benefit y Kim you wanted to say something yeah I just want to say didn't we already do that oh we did yes so the The District in the past provided I think they were Microsoft Surface tablets to the board at one point

145um partly as a as a matter of you know making sure everybody had the means of accessing all the board materials and and organizing it uh and then some members use them some members didn't you know I'm okay using my personal devices if we need them for something and then eventually I think those devices updated themselves to death where they couldn't process the update so they basically became useless and all got turned back in oh well it's something to consider keep in your mind and if it's something you you're interested in doing let me know and we can move forward with it if no one's interested I I sort of like the idea of just having the screen in front of me when we're doing presentations because it is really hard sometimes to see the

146screens but in our new configuration I don't know how that will be so we may have a much better view David yeah I would just say that the idea in the new configuration is to get you much closer to the screen um where I see the benefit of the Chromebook or uh the like is that all of the items that we'll be discussing are linked directly on the agenda so as you go down the agenda you click the item that we're talking about and then move to the next and there's no flipping through packets and for me there's no burning through two or three reams of paper for a board meeting when we throw a lot of that material and I'm happy to print paper packets if someone still wants that but if someone's comfortable

147doing it online it would save my myself a lot of time and the district a lot of money over the years um so that was kind of the impetus for uh for my reasoning behind that so it's it's a item to consider and we'll put it on a future agenda maybe and have a more robust discussion okay was there anything else oh we do have one more item on our agenda and that was to discuss the policy updates David this is you I think yes and and Arie I I noted that you like to know when there should be action on an item and I failed you on this one uh this one would like some action um I would like a a vote if possible to determine if we would like to move forward

148with a policy analysis by osba that is the it's it's linked on your agenda but that is the first uh step and whatever cost we SN into that analysis should we need to do a rewrite is is taken off of that cost I don't think that we are in that bad a shape where we'll need a full rewrite but the the problem that I have is I'm I'm confident on staying on top of the osba updates as they come along what I'm not confident and don't have the time to do is dig back through all of the previous policies try to determine when they should have been updated and weren't um and then find the updates for those and apply them through our policy process as it sits so what I need is a clear

151make sure that when we went through those three or four different secretaries that created an issue um it was tough for us to make sure we had been on top of it all along just like it was when we had to do our books all over again and figure out what was going there so anytime I I my belief is that anytime you can get a reasonable review U it helps you set the tone for the rest of it so I agree I think you guys have been doing a great job Adrian um yeah I want to say the last time that we we went through and looked at every single policy in the book was when Peggy alram was still our board secretary uh and she made a concerted effort to go through essentially

152all of the policies you know we we put emphasis on the ones that needed updated right away and that process took I want to say well over a year probably closer to two years um and um is is this policy analysis I seees what it's what it's called on here is it something that that would do David is that what this does basically so yes my my understanding of it is that the policy analysis will go through our all of our policies find which ones are out of dat or maybe missed an update then for I think it's up to 20 of those policies which I'm hopeful we won't have more than that um they will provide the policy updates to us for those policies hey you missed this one in 2017 here's the policy

153and then I'll run them through policy as we normally do like it was another update from osba I will just say that it's not even changing the policies when I find one out of whack if it's one here or there that's not really the problem the problem is determining which policies they are before they come back to buy us because I don't know which ones to look at until someone says hey what's our weapons policy look like and then I look at it and I say oh we missed an update here and we're completely out of compliance with the law and we're lucky we weren't sued and that's that's what lose I lose sleep at night over is like what policies did I not catch you know when I first came in Peggy had me

154look through all of them I think we have 400 policies um and and I just don't know enough to know oh well this Senate bill in 2014 passed and that nullifies this part of the policy but not this part that's the work that that I don't have the time to do and to Kevin's point on the uh on the pricing if we were to pay Garrett heeman Robertson to go and do this work for us it it would be substantially more or even if I had the time which I don't but at my hourly rate to go through and then do the legal research to find what policies we missed it's going to be multiples of that sum to be able to do it yeah and so and so that was that was basically the
