board meeting to order. Please stand for the pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, liberty and justice for all. >> Welcome everybody. I see uh Mr. from Lent is is online. Um, but nobody else is in the audience. So, we're going to go ahead and skip the sign up and guest book. Any announcements? Seeing that there's no announcements, we're going to go to the presentation of Dr. Harley. >> Yes. Well, it is schoolboard appreciation month and so as such um we just wanted to extend our sincere thanks for your service, for your leadership, certainly for your commitment to kids. Um and I mean it is it's a lot of time. It is a volunteer
position, a labor of love. Um and I just want you to know that your time and your care is meaningful to me, to kids, and to the district. So you have a little token, a small token of our big appreciation um at your places and then of course um all of our sweet kiddos here um at the elementary have signed their undying appreciation and you should find your name on a book. So you all can decide who gets to tape that where you can share it. Um but it we would just be um remiss if we didn't take a moment uh publicly to thank you all for the work that you do. Um it's important work um and it's unglamorous work and so um I appreciate it so much. >> Thank you. >> Yes. Thank
you very much. >> All right. Moving on to the agenda. If there's no modifications, then I would accept a motion to approve the agenda as is. I move to approve the agenda as is. Second motion and second. Any discussion? >> Okay. All in favor? >> Passes unanimously. All right. Moving on to our project hearing. I have something that I need to read. As part of that, we will now meet acting as local contract board. The board of education meeting will stand in recess. In the matter of exemption request of manage school district bond projects, progressive design build findings of fact OS279C requires with certain exceptions that all public improvement contracts be based on competitive bids and under OS279C 375 awarded to the lowest responsive and responsible bidder. O RS279C permits the local contract review board
as the Mount Angel School District contract review authority to grant under certain conditions specific exemptions from the requirement for competitive bidding upon the approval of specific specified findings. O137.049.0620 division 249 allows the local contract review board to exempt a public improvement contract from the requirements to be competitively bid provided written findings supporting the use of non-competitive bid process show compliance with OR137-49-6000 to 13749-690 and applicable statutes. Notice of public hearing was made on December 26th. The intent of this hearing is to review the findings and receive public comment. The findings of fact and other relevant documents have been included in the board packet. And so now Mr. Lent from OTAAC will give us a presentation on the progressive design build project delivery. Thank you so much. Um I'm Andrew Lent with OTCH as you just
mentioned and yes, I'll be making a short statement here kind of corroborating what you just mentioned and speaking to our um moving to exempt the district from from publicly bidding this project. So the statement is as follows. Uh, this serves as Mount Angel School District's progressive design build, also known as PDB projects finding a fact notice of public hearing on January 12th, 2026 at 6:30 p.m. Uh the Mount Angel School District acting as the local contract review board um later on refer referred to as LCRB is holding this public hearing with the purpose of hearing public comment and as the LCRB to consider the request of the Mount Angel School District for an exemption from competitive bidding requirements of OS279C.335. Uh this request is pursuant to OS279C.335 and indicates the district's intent to engage in
the alternate contracting method of progressive design build for various HVAC, electrical, plumbing, and building envelope scopes of work at three district schools. As was previously mentioned, copies of this findings of fact are available to be picked up from the Mount Angel School District business office located at 7:30 East Markham Street, Mount Angel, Oregon 97362. That concludes my statement to this effect. Thank you all so much. >> Thank you, Mr. L, for for being here. >> Absolutely. >> Before taking action, the board must hear input from the public. We will now open for public comment and then reading of any written comments. Does any member of the public wish to rise to give comment on this matter? Seeing that there's nobody here, nobody online, has anybody submitted any comment? >> Not that I >> Okay. All
right. Seeing there is no further comment, the hearing on the matter of exemption request manage school district bond projects progressive design build is now closed. The chair will now entertain a motion. >> I'll go ahead. I move that the board approve to move forward with the use of the progressive design build project delivery method for the manage school district bond projects. I >> have a motion. Do I have a second? >> Second. Okay. Moved and second. Any discussion? >> Well, there are slides presentation. >> The findings of fact were >> in the packet. Yeah, just no slides. Okay. >> Any other questions? >> Okay. All in favor? I >> I passes unanimously. We are going to now close the project hearing. Thank you everyone. All right, moving on to our consent items. Looking at our
consent items, I would accept the motion to approve them as is if nothing needs to be taken out. I move to approve the consent items as presented. >> Got a motion. Do I have a second? >> I'll second. >> And second. Any other discussion? All right. All in favor to approve the consent items as is. >> I passes unanimously. >> All right. Moving on to our reports, licensed and classified representative reports. Seeing that there's nobody in person from either or online, we're going to move on to our student representative, Representative Morales. >> Hi. Um, so I want to start off with academics. Uh, we have finals coming up and at the high school, you know, um, finals is a very stressful time for everybody. It's just a natural thing. So, um, we're working with TAB
right now, which is team advisory board, which is a club at, um, the high school to try to relieve that stress. Um like last year I think we did um vinyl survival kits which was just like little bags of just goodies like granola bars, gum, like simple things like that to try to relieve the stress. Um we've been trying to figure out other ways where we could do that and like try to make the week a little more um stressless. Um so we're trying to work on that. Um for clubs we have FA is going to start a um fundraiser for um just a chapter and they're going to be selling honey. So keep a lookout for that. That's exciting. Um FA we have regionals coming up which is a competition where we go up
to Schmecka. Uh we're going to be competing. So we have a bunch of students ready to compete in our events. Um that's exciting. For the first time we're having in Shemecka. We usually have it up in Cambi and in I think it is, but this year we have it at Schneaka, which is really exciting. So hopefully we'll see what happens there. Um for ASB, we had a really successful winter um spirit week. I not to toot our own horns, but like our assembly was really great. Um it was really entertaining. We had a whole um performance and stuff. Um, we had a teacher and a couple of students like have their own like little band performance which is really cool. Um, we also had a bunch of engaging games and throughout the week we had
a fun um, events like um, Italian soda bar at lunch. We had mal gram or not grams, sorry, Christmas grams. So that was fun. We got to revive the Christmas grams from last year which we didn't do. And then um a student just started trying to revive the drama club which is really exciting because um we originally had an elective designated for the drama club but it didn't get um enough like attention and so students didn't get the chance to do drama club so we're trying to get that up and started as well. Um sports winter sports has started. Uh we're excited to get that going and we're trying to get as much students involved in volunteering with concessions. So yeah, >> good. >> All right. Anybody have any questions? >> We have like lots
happening. >> Lots happening. Yeah. >> How are you personally feeling about finals coming up? >> You know, it's just the thing that has to happen. But yeah, um I'm going to try my best to just get through it. So yeah. >> All right, great. >> Have you seen a lot of success with those like stress kits with the granola bars that get positive? >> It's a really popular um thing that we like to do because we see like a lot of people like excited like oh like what's in this, what's in that? And I feel like it's a way to really engage the students with our staff as well because you know get to see them like interacting talking to them during break. So yeah. Thank you. Great report. Moving on to Director Gordon with
your IDA report. >> Put me to shame. You have everything memorized. I was like, you didn't look down once. Uh, right. Good evening everybody. And um, as Dr. Harland said, "Thanks for everything that you guys do. Uh, we only recognize you one time a year, but um I hope you guys know how much we appreciate everything that you guys um do for us and um our families. So, tonight I just have a focus of IDA, which is special education. Um, and my running numbers for special education got to be so long, so I put it you have it's a different format this year. hopefully a little bit more pleasing to the eye with more tables. Um, and I think it's a little bit easier to digest. So, um, so you have both numbers. The regional
numbers, those are students who qualify under very specific categories. Those are what we call low incidents or those who their disability doesn't occur as frequently. So that is autism, traumatic brain injury, orthopedic impairment, vision, um, and hearing impairment. those are the primary disabilities that would qualify there. Um, and those are specific um, generally set aside dollars that come from the ESD. And so it's important that we um, designate who has a regional disability because then that um, allows us to access different u funding sources for like equipment or training or materials. So um, that's what that designation is. and Jill and I were able to dig up a total population all the way back for 10 years, but we couldn't quite go back all the way for you. So hopefully that 10 years um is
good enough. Um but you will notice um you know we have been steadily increasing. We've almost doubled our total um student population um in special education since I've been here. Um, but our total student population has actually is actually less than when I started. Um, so that to me is just really interesting. Um, if you flip to the back, there is definitely more narrative here, but really that top third really just says that Oregon is at 15%, the nation is at 15% and we are at 15%. So, that's really what that is saying. um our our top three as far as disability categories, SLD is specific learning disability, speech language impairment. Um I think you've heard us say communication disorder before that has now switched to SLI or speech language impairment oi other health impairment.
Those are um when students have a diagnosis such as ADHD, sometimes anxiety, it could be a variety of things, but those are usually the top ones that we see. You'll see that from 2024 to 2025, we had a little flip. So, and that is actually different than what the state sees also. So, we're starting to see a different sort of trend. It'll be interesting to see if that continues. So, we actually officially have um more students now who are qualified under other health impairment than we do under a speech and language impairment. Um so again for us you have to think about that end size right. Um we just had one um additional student but it is it is really interesting I think to keep an eye out for. And then I put all of
our if you look at that last little table there is just the breakdown of our numbers, you know, is sometimes a couple uh you have a seven and it might kind of throw it off. But things that I found interesting is we have um a pretty significant increase in the number of students with autism who have been identified in our district in the last year. Um, and very few students who have an identification of developmental delay, which I'm taking you back about a handful of years, that was a recent addition to school age eligibility. It was just in preschool and they were like, "Oh, now you can keep it until age nine. We don't have very many students. We're we're getting um we still have quite a few kids who are at the school age
eligibility." I found that pretty interesting in looking at who who we have. um we have far fewer students um even from the beginning of the year who are out of district. We currently only have five. Last year at this time we had seven and at our peak last year we had nine. So feeling better about the way that's trending. Um we have a big group of seniors this year. Um 11 for us. That's a pretty big group. Um, and I already know we have five incoming kinders. So, we'll see. That can go either way, right? We can have some leave and have some more move in. And we always know those are just the kids that we know about. We never know who's still going to come in having not received any supports. And we'll
take them as they come. So, there we are. >> Any questions? I I have a couple. >> Yeah. Sorry to put you on the spot. Um so we have we're at five students, right? Two less. Is that because they have moved or we have kept those two students now in the district? >> Um I would say there's a combination of factors. Um so like I said at our peak we had nine students and so I would say there's a combination of students who have moved and students who we have um brought back as well >> right because if we can keep them in district right savings >> um and then another thing too is like right funding state level right so we've seen everywhere whether it's at the local state or national level percentage percent
of students who are identified has gone up. >> Yep. >> But the funding is staying the same. >> Still at 11. >> It's still at 11. So that's I mean that's a big thing too is we need to like educating students and getting all the services is very expensive, right? And so the funding when it stays at 11 and everywhere else is trending upward. That's something that, you know, contacting our local representatives is something that we can do to help with our local budget. >> There was a Thank you for bringing that up. Um, if you recall last legislative session, there was a big and it was really getting traction to at least go to 13% and raise the bar on the highost disability reimbursement. And I thought we were going to be there. I
really did. and Dr. Harlland or Christie could probably speak more um intelligently about this, but then of course it all kind of fell apart at the very end there with some budget news and um so I'm hopeful not this budgeting round but in the future I think Oregon sees that it is a need because whether students have the label of special education designation or not, they still need the support, right? The label doesn't really matter. So, I appreciate you bringing that up. Right. >> That's something that we could as board members do to advocate and not only advocate for our district, but also to talk to people that represent in in the district and our our neighbors to say, "Hey, this is something that it just doesn't affect, you know, our district. It affects everybody
in state that way." So, I appreciate that. Anything else? >> Thank you for answering those questions. >> I wanted to comment very clear, easy to understand. Thank you. Thank you for your feedback. >> Chart the chart is yeah I really like this is getting really long. At some point I probably need to cut some years out and not probably next year. Thank you. >> Okay. All right. Thank you. >> Thanks. >> All right. Budget report. >> All righty. Okay. So this first report here is the food service um for December. And you can see our total revenue for the month was 40,183. Um it did dip down a little after November. And and that's just the number of school days that are part of um that claim that we do. their overall um participation in
the food program is is still up and and steady. Um for December virtual expenditures, this is a normal month in terms of expenditures. There's no different um you know salaries or benefits that are put out this month. And so you can see that our total expenses for the month were 52,870. And so right now we're trending um at about a month end balance of a little over 11,000. Um, so trying to keep that put the number on the positive. So any questions about this? Well, okay, then I think I can just switch this. Okay, so this is for the general fund. Um, so for December, um, our largest amount of tax revenue comes in, um, in December. So you can see that first um line item there of the current tax levy of um 956,000.
Um we'll get another larger one um in January and then it'll taper off to like a normal average um amount and then um a good amount in interest because we do have money in our accounts right now because of that influx of taxes. So we did um our interest revenue did bump up this month um as well. And then you can see our our state school fund uh revenue. And again, like I said, every month I've I have um adjusted from January on to keep us on trend for the total amount that we budgeted state school fund for, not what we're actually getting. Just really trying to keep a true picture of of what our financial situation looks like. So total revenue for the month is um a little over 1.7. And then like I
said about the um the food uh fund, it's a pretty normal month in terms of um expenses. Um the the transfer for the 93,000 that you see there, that is the transfer for our um QZAB or our um bond payment. We do that once a year. Um and it's just transferred into um a syncing fund that once it expires will go to pay off that loan. Um and so our total expenditures for the month was um 950,000. And so right now we're trending at a little over a million dollars of um a funded balance. And then again I made that note here below that if we were to um do 10% of our general fund expenditures into our contingency um that our ending fund balance would be about 684,000. So just kind of giving you
guys an idea of that. Right now it's at 7% is what we're what is it figured into the spreadsheet. So just kind of um trying to track that and see as we prepare for the budget for next year. Any questions on this one? Okay. And then um the next part of this particular presentation um we do have some budget committee um openings coming up um for this upcoming budget season. um we have two terms that are expiring and so there'll be two positions open um and those ex um those terms those new terms will expire in June of 2028 and then we have one um opening um because of director Marquez moving into um the board position that now um leaves us open with a budget committee um vacancy and that term is through um
0272026. So it would just be for one year and then it would be opened up and then we would would open it up again. Um because of Senate Bill 732, one of those one of our budget committee members should be um one of our um equity committee members um which is something that Dr. Harlland is going to present to our equity committee this week when she meets with them. Um and uh the application will go out starting tomorrow. Um, and people will have until February 2nd to submit um, their applications with the hopes that we get enough people that you guys be able to review and make a decision at our February meeting. >> Is this something that's going to be sent out via >> parents where we'll put on our website as well? Um,
and then depending on, you know, what we get, you know, maybe we'll have to advertise it more on Facebook as well, >> right? Have like discover credential or something like that. >> Yeah. as much as we can share it as possible. Um it's a great way for people to be involved and see how the budget works and um understand really what school budgeting and financing and what you know the finances look like. Um >> and you know personally I will encourage the folks who apply for our board vacancy to apply for the budget committee. Yeah, that's a great idea >> because that could be a good poll as well. >> That is a really good idea. >> Okay. So, any questions on any of that? >> No. >> Okay. I'm going to do um I'm
going to stop sharing this and then I'm going to pull up >> Thanks for taking this presentation on this year. >> Yeah. >> And sorry, I chose the wrong one. Um and the plan is that you know unless you direct us otherwise as long as there's no findings um then we will continue to just do it you know us but if there's ever a time where you want the auditors to come just let me know and they're happy to happy to do it. It was just not going to be on the calendar for a bit and um so we thought we would just proceed. Okay. Do it. Okay, there we go. So, um, as you all know, um, Valley Financial is who does our audit. They um they completed our 2425 audit and um they
have been our auditors since 2022 um and they first audit the first year that they audited was 202122. So we've built a good relationship with them. They really understand um our district um which is really great and they're also really great to be able to answer questions throughout the year for me too when things come up. Um so it's great to have that relationship built. um they performed a general audit and a single audit um this year and single audits are required um prior to upcoming if if we had federal revenues uh 750,000 or more um and so that's why we had to have the single audit done um and they did the single audit this year on title one and title two and then they also do an audit on SIA which is required
by OD um every year as Well, and so some highlights about the financial report. Um, just as a reminder, we use modified cash basis of accounting. Um, many of the smaller districts do that. Um, most of the larger districts do do regular acral um basis of accounting, but we do modified cash. So, there are some reporting that we don't have to do that other districts do. So, um, so in the governmentwide statements, assets of the district exceeded its liabilities, um, at June 30th by $11 million. And it's broken out here. Um, 114,000 was restricted for debt service. So, for our bonds, um, 558,000 was respected restricted for special programs. The bulk of that is our ASB accounts. Um, those fall into the special programs account, which is the fund 200 level. So even though it's
it's not what we would necessarily consider special programs, that's the bulk of that. Um seven little less than 8 million is restricted for capital construction. So our bond uh funds and B building maintenance and then that um 2.4 is our ending fund balance is unrestricted um at this point. Um so again the general fund had a fund balance at the end of 2.4 a little less than 2.5. It was an increase of about 25% or 500,000 in our financial position compared to the prior year and that's just the general fund. So that's obviously not taking into consideration the bond. So I think that's important to separate. Um so summary of the auditor's results. Um they expressed an unqualified opinion on the financial statements which is actually the most favorable result. Um yeah, when I first
saw that when I first got my audit I was like well what does that mean? And yeah, so that is the most favorable result we can get that they are there is nothing that they feel of concern about. Essentially um no material weaknesses or significant significant deficiencies in interbal control related to the financial statements um audit were identified. So that also is good. And then there were no findings that were required to be reported because certain uh findings do have to be reported and you have to do um um action plans and and that sort of thing. So one thing that um they did note in the audit was there were some appropriations that were overexpended. Um and so you can see here what they were um because of the dollar amount they don't have
they're not considered a fine they don't have to be reported but it's something that we don't want to do. And so, um, basically, um, what I'm going to do going forward is one of the issues where we were doing the appropriation resolutions like we were supposed to, but what happened is when I didn't enter them into the accounting system. So then when I would do the next resolution because I think we did two last year, I used the numbers like the original numbers because I didn't see I use the numbers that were in the system if that makes sense. So if I had put them in the accounting system then the next resolution would have reflected those. So this just like a a way to you know make sure that we're keeping on track. Um
the other thing is too I have an appropriation spreadsheet for tracking throughout the year to make sure that our appropriations are are um within guidelines and then also if we need to make any changes then that can be adjusted. Um last year I think it was we had a um transfers weren't in balance and so it made the same spreadsheet for transfers and then this year it wasn't an issue. It's just you know like that detail that you get going throughout the year and um uh it's just an easy way to track it and prevent it from happening um in the future. Any questions about that? >> No. >> I like your report Christie. >> Thank you. Just comments your report. Yeah. And overall unfavorable. >> Yeah. Thank you. >> Yeah. That's I'm sure it's
kind of a stressful time. >> Yeah. >> Right. To you because you're like I'm I'm the one that this is reflecting on, but Yeah. Great job. Thank you. >> Absolutely. >> Thank you. Got a good team. Um everybody works um really hard. Um so definitely a team effort. So thank you to all of my my team. All right, moving on to the superintendent reports. Dr. Har. >> Yes, Chair FA, members of the board. Um, for tonight's superintendent report, there are two main topics. I'm gonna Sorry. >> No, you're fine. I'm gonna just keep going and we'll catch up. Um, the first is a bond update and then the second is the district scorecard progress update. Um and you'll get two of these a year until you'll get the kind of final end of year one.
And so this will be the first progress update. So starting with the bond um first the kind of phase two close out over winter break we had a significant amount of work that happened here at St. Mary's. It included uh additional waxing of all of the BCT floor um which is you know moving furniture and all of that good stuff. So, I'm super grateful um to the work that was done and just how tight the timeline was because it's a little bit of a dance. Um so, some additional waxing. The acoustic panels in the gym were um replaced and installed. That included some painting. Um so, that looked great. Uh and then the installation of all of the rubber base, the baseboards now that the floor had been waxed another time. So, that was helpful
as too. and then and then some punch list items things that are are yet to be done that will happen here um kind of swing shift the end of January and February um and was additional um but thanks to the good work of the the people who are doing it the FRL that was installed in the hallway um was done so well and the cuts were made so precisely that we had some left over and so the question was how much do we have left over and is it enough to do the cafeteria. >> So, what is Fara? >> Sorry. Um, it is laminate floor. >> No, it's the laminate that you see in the hallway from the kind of chair rail down. >> Oh, got it. Got it. >> And it's a um a
wall covering. >> Fire resistant laminate. Okay. >> Oh, I didn't know what the F or the R was, but I knew the Lamar. >> It's a wall. It's wall covering, right? And it's what you see in the hallways. Um, and so ask to see, do we have enough to do the cafeteria? It's so It's so nice. It's um cleanable, scrubable. It's great to have in a place with lots of little hands everywhere. And um we did. And so over winter break, they were able to prep the wall in the cafeteria and then they'll be able to take the um remaining efl that we have and um install it in the cafeteria. >> So that will happen um like I said, late January, February, swing shift. Um, and I think that should take maybe five to
seven days um, in in those shifts to do. But, you know, I I just want to point that out because it really is a testament to a few things. One, the school being really flexible and allowing some workspace to happen so that materials could kind of stay, that things could be planned out really well, and then really precise cuts to make sure there was next to no waste and we could use um, the extra somewhere else. So kind of hats off to everybody involved. It's it's produced, you know, even more for us um in a positive benefit. So that is kind of the last item for phase two um that will be complete and then we're really moving on to phase three, which is this summer. Um so major kind of the big major projects
that you'll see, we have a bond oversight committee meeting actually tomorrow. Um and a list of projects, but the big ones really are the chiller replacement here at St. Mary. So that's the air conditioner system here. Um a ceiling replacement system um at the middle school. Um and that touches most of of the school. Not all of the pods though. Um some window um system replacements the library pod at MAMS and then electrical upgrade that that electrical box at the stadium at JFK. Some replacement of lights in the wood shop. And then some smaller things we know we'll need additional card readers and as a result of access our new access system and our new badging system and upgraded server to be able to house and maintain all of our new access point. So um
we have still about 1.43 43 million that are that was uncommitted which is what allowed us to have a phase three in the bond. And again just a lot of appreciation for the bond oversight committee who has done a great job looking at things asking questions and prioritizing a list to say what are the things that we can reasonably get done um and what's the priority around them. So we also, just as a a side note, will have seismic um work happening at JFK this summer. So this summer should be the final phase of the bond. Also should be kind of the seismic work at JFK. And then in September when school starts again, it will be, you know, Shanganger. We won't have constructive and everything will be great. Um but we have one last
summer and kind of one big push and there will be quite a bit of work happening um at the high school this summer. >> Yes. >> I would say questions. I would say more of a communication like this is a big win, >> right? To be able to go to the third phase. >> Yes. when and how are we going to communicate that to our community >> who passed this bond and said not only were we able to get the stuff that we promised but we were able to do these additional things and and they all fit under that warm safe and dry too but again I mean just talking about that chiller replacement at St. Maries that was going to I mean >> we're just buy a tie really with that but that's a
massive win I would say and and I think yeah I just wondering a communication plan. Yeah, that's a great um at the end of the summer, we've had communication that went out to all of the households in um in Mount Angel to say, "Hey, here's all of the, you know, the good work that's been done." And um it's a great suggestion to say what once we kind of have that finalized list to say, "Hey," and because folks were such good stewards of the funds and the projects, we're able to now do a phase three and here's what's included. So, I think you make a really good point. um when we get to the to the place where which we should tomorrow night um where this is kind of the the finalized list um that we
communicate with our community the exciting things that will be able to happen and then I think again at the very end right to say it's been a long journey but here's what you know three and a half years worth of construction has has gotten because it is hard to remember >> you know from the very beginning what it you know what things were like or where you started. So, >> and and I a thought too on um bringing the community into the the good news um this summer if there's space to have kind of a a grand reopening or some open house or tours, but maybe before school starts. I mean, that they're going to be using a T or it could be the following summer. But I think uh allowing folks have the before
photos in certain spots and know and who knows how many folks come but yeah like opening the buildings for people to walk through would be kind of cool as well. >> Yeah, we had bond tours um in the summer and I think it was just the bond oversight committee that had come in. Um we also had kind of story boards for each of the sites that just highlighted where work was done, right? so that they could kind of see oh um and have some pictures. But I do like the idea of a before and after. Sometimes it's hard to remember what this elementary school looked like the carpet. >> Even this library, the before and after just the space we're in right now. >> Yeah. >> It's so beautiful. And I'm now I'm thinking fingerprint
resistant laminate. >> Right. Right. That is what I think that's what really very much so. Um, so I I do I appreciate um the thinking because there's a lot to be really um proud of in this work kind of from start to finish. So >> good things, more good things. >> True. I think of it as like a thank you letter to the community, right? Like >> thank you letters. when you receive a thank you letter from somebody that's handwritten or whatever to put out like it it means something just to show our appreciation to everybody that that passed the bond because as we know a lot of communities struggle with with getting a bond pass. >> Yeah. >> So just a again just to say thank you not the transparency would also move forward
in good faith for the school board for future endeavors and future >> plans and projects. Um, as Andy was mentioning, getting a getting community to support a school bond, you know, could be rather difficult in some communities. So, the transparency post getting that approval would definitely, I think, give this a lot of kind of that um that trust with the community to say, "We know what you're doing. We see the plan. The transparency will help and get us future success." And for those who voted no for whatever reason they had, which of course not everybody is always supportive, they'll receive the same thank you and same evidence of the good work that was done. So that could really, you know, >> yeah, go a long way, too. All the things. >> Oh, yes. >> All
good things. All things. Yeah. >> All right. Um, great conversations and more to come. to come. >> The second piece is the um district scorecard progress. And so just a reminder that um we have goals that encompass the four main pillars or um areas of our strategic plan. And so you'll see them under academic excellence, thriving students, engaging families and community partnerships, and safe and welcoming school and departments. So for our academic excellence piece um we have all uh all of our um academic goals I I we have in the yellow. So we're making progress. Um the scores that you see are interim assessments that were done in the fall. So we have yet to see from fall to winter what that looks like. And so really it's yellow because we have made our way
made progress through some of the strategies um though not all and are really starting to track um where uh kiddos are at to be able to adjust. So as you can see there for our third grade reading we use map um and this is again in the fall. um map testing is happening right around now. Um and so in a few weeks we'll be able to tell what did it look like from fall to winter. And that is um really informative in terms of how on track or how how much you need to adjust. But for third grade reading, uh our map it was 27% of students um had little to no risk. The one thing I want to point out with our math assessment, we um we use a higher threshold than math does.
So the math assessment will say that a student doesn't have any risk if they're in the 43rd percentile, I think, or above. What we know is that the math assessment is not as difficult as the OSAS assessment. And so we've said no, actually if if students um if we don't want to be concerned or don't have concerns that students are going to pass the OSAs, then they actually need to be in about the 55th percentile for math. And so we've set that threshold to say that is a better predictor for us about how we think kids are going to do there. So there is that caveat around math assessment for you all to know. in district. We set that when we look at this at the 55th percentile because that's a better predictor for how
students will perform um on our state test. Um for math, we use I Ready. Um and again, this is the fall. We had 23% specific eighth graders um who had no risk, little or no risk. For our English uh language proficiency students, our pair assessment, it was at 69%. So closer. And then for special education, we looked specifically at ELA for special education um students who are in tested grades um to see who had little to no risk. Again, we'll know more in the winter. Some of these are um more promising than others um and things to keep an eye on for sure. for our um second part of academics. Um this one's tough because we won't have information for these until the semester or until the until the uh June until the school year
is over. But we did get our graduation rates from last year and our high school graduation um was 89%. So um a steady increase over the past several years and our goal as a reminder is to get to 92%. Of course, we'll know that closer as the year um as the year ends. And then our ninth grade ontrack data is data that we really keep an eye on because it is um very close to to being predictive of you know how students are doing in terms of their ability to graduate and what you need to do as a schooling district to adjust. We'll know more uh at the semester right when semester grades come in to say how many students have x amount of credits which is what you would expect to be on track
to graduate in nth grade. You'll see there though the um percentages for years years past and a global. Okay. So for thriving students um our goal for regular attenders is green um because it is above the 73 to 76%. We also know I will say to be cautious. We know that that number generally dwindles as the year goes on. And so while it is exciting to see what it is right now, >> we know that that um typically goes down as time goes on for our student belonging. Um students will take a a survey in the spring, but part of the strategies here and you'll see it again were student focus groups. And so that has just been hugely informative um both to me and to the administrative team. I met with students, every student
in grades three through eight and then um several focus groups at the high school to ask kids about their experience. I took that information and uh with the administrative team have sat down to say here's what this look looks like. What does this mean? And and then what are our next steps? And so, um, I am grateful for some of these strategies because I think they're they're yielding, um, powerful insights that will cause us to have, um, some powerful next steps for our student well-being. Um the DESA is a an assessment that's um at the elementary level teachers take kind of um of their students and at higher grade levels it's self-reporting but it basically says what's the how many students are at risk um either um socially, emotionally um or with um some of
their kind of softer skills. uh we said yellow. We're making progress on strategies. We need to get better at identifying interventions um for kiddos and and levels of support. But okay, moving on. Um and there's some red in here that I want to call your attention to. So, engaging families and partnerships. Yes, we're in progress. The one um that is read that we I think need to rethink and have talked about as an administrative team is the number of events um and hosting events. And so just the current state of the um country and um enforcement that's happening right now makes meeting um difficult. And we've had parents and families who've expressed concern about meeting in um in large groups um you know connected with school um specific around um groups where people might be
identified by their language or or by their country of origin or ethnicity. And so we have not held a UNIO meeting and when we do it will look different than it has in the past. And so I just want to be really transparent. This is a goal that we had for five um meetings a year um this year and that won't happen and it'll happen differently. So >> and I think to pers perspective on that though right is important right you recognize but it's engaging family and community partnerships you have reached out to those families as to why right you are making those connections and while a meeting hasn't been held right you still have to acknowledge that you're still making connections with those families and listening to to what they need and and where
their comfort level is at. >> Yeah. and and to I would want folks to know understandably so, families are also um more maybe hesitant or or reticent also to reach out, right? And so I understand that as a district we have really really good intentions and we want good things for kids and families and we are also right the district and another kind of body entity and sometimes um what people think of as the government right in terms of local government. But I just want to be really transparent. Yes, this is a goal. We are absolutely committed to serving families and supporting families and this will have to look different. And at the end of the year when when I say hey how did we do on our goals? This will be a goal that's
unmet and that will change to look different. >> You thought about presenting the meeting in different methods like Zen virtual or having lunchons or something along those lines that's not specifically stated meeting or something along those lines. >> Yeah. Um so to your point like things that are informal things that are virtual and then sometimes it's just in smaller groups and personal contact right. So, instead of it being a, hey, we're going to have this meeting, it really is phone calls, texts, and um more one-on-one contact. And then for community involvement that we would have specific um schools have um events and we have one scheduled in February, so that's in progress and I don't have any concerns that we won't um meet that goal. And then the last part is safe and welcoming schools.
We have a student survey um again that kids will take in the spring and an employee survey that's actually open right now. Um it's open for another week. Um so that's for staff and employees. And then the middle one is our parent caregiver survey. And so we um had looked at the survey from last year to say which were the top and which were um the lowest and which one of these do we want to impact? And we chose the positive phone calls, emails or notes. Part of um part of the difficulty here was that our strategies of making sure everybody receives one before conferences was successful. Um but it only gave us between when we made the goal and school started in September till November, which was the survey, right? And so typically speaking,
when you do it at the same time every year, you'll have a whole year to work on impacting that. And in this case, we just didn't. Um and we had about half of the uh participants in terms of responses for parents. And so uh we will continue um on the strategy to make sure that everyone receives at least two um for the year. And um it will be helpful to look at from fall to fall kind of what that looks like. both to get more um parent participation in the survey but then also to see um what more than two or three months to work on something will yield for us. So so kind of overall some things that I would want you to know um there are a few areas of the scorecard which
are red and will remain red um for the year. The scores that we see now are fall scores. And really, this next progress update that you'll receive in a few months will be much more telling because we'll start to track from fall to winter um to see what the trajectory is, what we would expect to see from then, winter to spring. Um we have discovered some adjustments that we need to make um some that I've called out and I have some cautious optimism in terms of um progress. Any questions, comments, or concerns? >> Back back in the thriving students category when you did your focus groups and you shared with us that you shared the information with like administrators. >> Did the administrators go back to their staff and say, "Hey, what our kids are
telling us?" >> Yeah. >> Okay. >> Um, it's we have a meeting tomorrow and that's part of what we're talking about. one of the things I can tell you that's already happened at the middle school level. Uh they took that information and said to staff, "Hey, here are some of the things that we've learned are some of the things that's to start to kind of um brainstorm around how we can address some of it." And one of the things that I loved because one of the issues kids brought up was dances and and that they love dances and they're not allowed to have their phones at school, but they can have them at dances. But there's an issue with people kids recording other kids dancing >> and being unkind in terms of posting it. So
that was um information that kids surfaced and when the staff looked at it they said let's take it to leadership. Let's take that issue to our leadership who are who plans and hosts the dances to say what are your ideas around how we can make this better. And so I just appreciate that it's not only bringing it to staff to say how could this look different what can we do because there are things in terms of supervision or timing of things or how we talk about kids to kids about certain things but I loved the oh let's bring this to leadership and ask kids how do you think we can make this better and so that's the whole idea right yeah I love the >> because then there's ownership >> and they feel a part
of the process that they could impact their own Absolutely. Absolutely. Yep. And so that process of having a survey, getting more information, you know, having an action plan, seeing if that works, that's the process that we'll use for all of the surveys actually, both for the student one, the parent one, the employee one, you know, you've just described, right, the whole the whole cycle of um improvement. Okay, next steps are next month you'll see schools um give progress reports on their scorecard. So, for example, you saw here third grade reading and eighth grade math and the strategies are district strategies, right? But you're going to see the middle school have an eighth grade math one and their strategies are school specific, right? And so they'll give their progress um at the next meeting for each
of the schools. And so some of the academic ones you'll see are the same third grade reading, eighth grade math, and then they have other ones, right, that are specific to their school. >> Anything else? >> All right. Thank you. >> Yeah. The report, >> right? Any board member reports? >> I just want to say a big congrats to the high school. >> Oh, yeah. >> Right. I mean, what what a great team. And uh whoever made that graphic, >> right, ranked the highest in our in our area, her county, too. That was a good >> great graphic, too. >> It's not easy to do. No. And this is a authentic, right, look at um uh nationally in terms of of what that looks like. And so, um I think it's really a testament to
the work that staff um have been doing. um specifically in the last few years, you know, I look at the graduation rate and you can see it, right? Um for the last five years kind of climbed, that's not accidental. It's hard to do. So, um hats off to everyone who's been doing that work. And I think it also is reaffirming that it's that works and you're you're on the right path, right? So, >> yeah, absolutely. >> All right, moving on to public forum. Is there anybody on the line? Nope. Okay. See nobody that online or in person, we're going to move on to our first action item. Uh earlier, Steve presented our audit reports. And so, if there's no concerns, I would accept a motion to approve the audit report. I move to approve the
district's annual financial audit report for 20 for the fiscal year. >> Got a motion and a second. Any further discussion? >> All in favor? >> I. This is unanimously. All right. Moving on to our uh OSBA Marian County runoff election. as you have been told that the race was very tight and so we need to as a board uh fill out another ballot. Uh we can choose to uh still vote for the person that we we chose last time or change our vote as a board. But, uh, I would like input from our directors on on how we feel about either voting for the same person or changing our vote. >> I I reviewed the application materials again for both Mr. Shand Shandra Jiri and Miss Gusan Ortiz and I still felt comfortable supporting Mr.
Cherry on same page as sharing the same things like that's still right Marquez. >> Um sure I guess I have the different opinion. Um, in looking at the materials, I felt that um, Guzman Ortiz's um, application and her were rather supportive of the OSB and I felt that um, she would be a good fit for the >> and I would go on what Jackie says too. I, you know, looked more thoroughly at things and her responses and such and I would be leaning towards Karina. Okay, they're split split right now. I am going to stick with the same person that we voted for this time. Um the materials have not have not changed. Um and I was comfortable voting for u Gary uh the first time as well. So it's kind of a 32 split.
Um, so I'm gonna go for uh to make a motion. Is anybody like to make a motion for one of the >> I will make a motion to cast our vote as school board for Sati Chandra Giri. >> I'll second. Got a motion and a second. Any other discussion? Okay. All in favor? >> Opposed? So, three to two. All right. Thank you. All right. Our last action item is to declare the budget committee vacancies for position one, three, and four. As uh she mentioned earlier, one of them is vacated because director Marquez has now joined our team and so her position is vacated and then the other ones are um two-year terms. Three years, sorry, I guess we are in 202. Yeah. So threeear terms. Um, do I have a motion to declare those vacancies?
>> I make a motion to declare a vacancy for positions one, three, and four on the Mount Angel School District budget committee. >> Second. Okay. Motion and seconded. Any other discussion? All in favor? >> I passes unanimously. All right. Seeing that there's nothing left on the agenda, I just want to thank everybody for being here tonight. Reports from both our representative uh and our audit reports in addition to our budget report and the superintendent report. I appreciate everybody. Thank you very much. Meeting is adjourned. She'll begin a picture
