001board member, Director Marquez. And so we've already done the pledge of allegiance and we're gonna welcome everybody. If you would like to address the board, you're more than welcome to sign in to do that later on in the meeting. >> Any announcements from any of the board members. I I should let um the board know that our student um representative for the school board contacted me earlier to say she wouldn't be able to make it, but that she would email kind of her student report. So, wanted to be sure to do that. >> Okay. Thank you very much. All right. Now to our presentations of the leads award. Director Dr. >> Harley. Yes. I will um let's start with the high school and go down. I feel like we always start with elementary, but um
002I'll call Principal Brendan up first um to present her award. >> Yes. Good evening everybody. I'd like to meet Bella Dodson. Bella is a senior this year and active in our school in lots of different kinds of ways. Uh basketball sorry basketball I don't know your role on basketball team JB. >> I'm a team manager. Okay. and uh active in FFA other activities >> um FBA uh ASB and the treasure that's it I'm also in NHS >> it's all the letters [laughter] but national honors society for that one ASB student body yeah FFA future farmers America future business leaders of America so she's done them all she was nominated for her effort she bleed that her nominator said this about Belle is a phenomenal leader and an amazing friend. She shows her leadership through her
003effort by trying her hardest in all of her classes. Um the nominator took [clears throat] look to looks to Bella when she needs motivation or inspiration to finish work. Good job. Way to inspire people. She helps um the nominator understand hard concepts in AP physics and English. Recently she's shown her effort by listening to her friend talk about her problems and a nominator. Yeah. And offering a solution. She shares her advice and wisdom which does not fail to help in the lives of other people. So congratulations fella. Thanks for being a great student. >> Yeah. Then shake your hand and give me 12 minutes. Good job, Ella. Okay, I'm gonna invite Mr. Taylor. >> I think my candidate is on the way. He said five minutes. >> Great. Then let's then let's go uh let's
004go to elementary. Miss Shamway. >> All right. This is Serenity Sber and we are proud to nominate her as our leads award recipient for the month of December. And it's a joint nomination effort from our counselor, Miss Dadley, and Serenity's teacher, Miss Jarnigan. And what they wrote is, "Serenity is deserving of this recognition for many reasons, but most notably for her effort in improving her attendance over the course of the school year. Since early October, Serenity has achieved a nearly perfect attendance rate, which is incredible growth for her. Through her effort, she is able to be at school each day where she is commended for her hard work, positive social interactions, and all-around excellence. With her improved attendance, Serenity is demonstrating growth across all academic areas. She has strengthened her skills in writing informative essays,
005has shown increased confidence in syllabicating multi-elabic words, help me with that one, and is making meaningful progress in her understanding of place value for numbers less than one. We are so glad to have Serenity at St. Mary's each day. She helps make our school a great place to be. Mr. Taylor. >> So, this is Lucas Aniano. I promise it'll just laugh. You got this. All right. We are proud to recognize Lucas Aniano, a dedicated and enthusiastic seventh grade student whose hard work and positive attitude inspire those around him. Lucas is known for his curiosity, energy, and quick ability to learn. Qualities that shine through in every classroom he enters. He is a near straight A student who consistently gives his best effort. And this year he has shown remarkable academic growth. Lucas made significant strides
006in both math and reading, earning passing scores on his recent statewide assessments, including an impressive or in reading. His commitment to learning and personal improvement exemplifies what we hope to see in all our students. Congratulations, Lucas, on your outstanding achievements. We are excited to see what you accomplish next. get a picture. >> Yeah. And we'd like to get a picture with all of our recipients um together right over here. We'll take a picture with her before. >> There you go. One, two, three. Thank you. >> Congratulations. >> Thank you families for joining us. You're more than welcome to leave if you'd like or stick around. >> It's kind of boring. >> Good job. Congratulations. Oh, >> all right. On to our agenda. If there's no recommendations to change the agenda, >> do we need to
007remove the student rep report or just >> I would remove the student report. And then I >> She says it would be emailed. Okay. Then what's that? >> I'll move to approve the agenda as amended. >> Got a motion to approve the agenda as amended. Second. >> Okay. Director Kate second. All in favor. Consent items. Okay. So, I would accept a motion to approve the consent items as is. I move to approve the consent items as presented. >> We got a motion. I'll second. Any discussion? >> Um, I'm going to be abstaining or refusing because there's a payment to me that's being a vote. Thank you. All right. All in favor to accept the consent items as is. >> I abain. >> Thank you. Moving on to our reports. Uh not see anybody here. Anybody
008online still? Nope. No licensed classified representative reports. Okay. And since we removed the student representative report, we're moving on to administrator reports. All right. >> Okay. Yes. Thank you. Uh, Principal Shway, >> sorry. >> No, it's fine. We can go. It could be how we were just going in order with the way it was in the packet. >> Great. So, unless you want to go, you can. You got rock, paper, scissors. >> Rock, paper, scissors. >> That is my name. Okay, good evening. Welcome, Director Marquez. All right. Um, enrollment, just a quick note about our enrollment is down just a little bit from the beginning. We have from the beginning of the year, we have 284 kids enrolled currently, down from 290. Um, we had a a large group of third graders for a while,
009but now that's kind of evened out with our second, third, and fifth graders are all 52 in the grade. So classes are about our 26th there. Um and then I just wanted to highlight some things that have happened are happening and are going to happen. So November was our first grade feast which I had never gotten to see before and it was really really remarkable. So much um parent volunteer support and just community support to make that happen. was super cute and watching the kids uh march down the hallway with their little turkey crowns was pretty cute. So um December this week we are hosting with their traveling planetarium on the stage which in retrospect coinciding with prepping for the Steam musical which is Thursday was not the best planning of events but Katie Sheieler's
010hanging in there. Um so the kids go for an hour. Each class has an hour throughout the week where they get to be in the planetarium. Um, and they'll be back in February with their amazing whales exhibit. And then the steam musical is this Thursday. It features kindergarten and first grade students. Um, and and countless countless hours from Katie putting in preparing for it. And I've been intentionally kind of not watching the rehearsals because I want to I want to see the whole thing in real time Thursday night. So, we're doing an assembly style dress rehearsal uh that morning at 8:30 for the student body to watch and kind of iron out the kinks. The fifth graders who are not doing band are helping with that. So, it'll be it's going to be perfect. I
011told her that, she laughed at me, but it will. [laughter] And then in January, so January, we've been laying the groundwork now for creating datadriven flexible schedules for our instructional assistants so that we can, which is a a big shift from our current practice. Um, it will give us the opportunity to use current reading and math screener data from MAP and I ready to move our human resources around to support kids at the grade levels where they need the most growth. Um, and I really, it's commendable of our staff, both licensed and classified, as we've been having these conversations the last six weeks or so, about uh what that's going to mean because it is, it is a shift to think that every maybe four to six weeks, your day might look a little bit
012different outside of duties like lunch and recess, but everybody has been here for it and and ready to give it a try. Um, we think we know where we'll be targeting based on fall data, but we're also seeing a lot of really good growth through progress monitoring this fall. So, we're hoping to be surprised. Um, and prove ourselves wrong about where the pockets of support need to be. Um, let's see. And then salad bars here. It's been put together. It's assembled and ready in the back of the cafeteria. So, we've decided that we're going to do these changes all together in January. So changing the IA schedules when we get the new data along with the service model in the cafeteria so that it's not, you know, feels like every two weeks we're doing something
013different. Right now we have about 200 kids at a time in the lunchroom or on the playground, which is a lot when you think there's only 284 here. So, um, this will, the change we're making will get us down to 85 to 105 at a time in one location, which will be huge for supervision and safety and my personal sanity when it comes to noise. So, um, so it will it's it's eliminating the overlap by having the salad bar come in and then changing the lunch and recess times. We won't have the cascading effect of there's always kids coming in to sit down to eat and there's always kids going out to lunch. it just never stops for an hour and a half. So, those are big changes for us, but everybody seems to be
014on board and we're looking forward to the results. So, any questions about St. Mary's? >> Okay, >> thank you. >> All right, thank you. >> All right, here's Taylor. >> So, our enrollment is up. We've gone from 181 at the beginning of the year to 186 just in this last month. We ended the last of last year at 160. So we've gone from 160 up to 186, which is a pretty significant jump for the building. Um coming from lots of different places, there really doesn't seem to be a particular trend. We've had um a handful of old believers join us who've just had other folks join us from other schools. Uh transfers in and a couple where the people have said, "Oh, I went to school here, but the office wasn't there. It was over
015in the other location." Um, second thing on the 17th of this month at the high school, which is Wednesday, next Wednesday, not this, but next, is the holiday band concert. We'd like to invite you to that. With that, we were the lucky recipients of a and we'd like to thank MAPS Credit Union for a $1,000 donation to our K12 band program. And with that, we'll be purchasing additional instruments. We continue to see new people join the band and it's always a concern of mine that we have the halves and have nots and people that have a hard time getting instruments. So, we continue to build our instrument inventory. It's particularly difficult for parents when they enter into an instrument and then their student either doesn't want to play it or wants to switch to a
016different instrument. So, if we can lessen that burden by saying, "Hey, here's a flute. Try a clarinet. Try something else." So that they don't get financially burdened by that, it's a good deal. Last item, uh we have our district assessments in January. This will both be reading and math. Uh this will both drive celebrations as well as programmatic changes, interventions, and additional supports. we will get things down to a pretty specific level that we can also make changes directly into the classroom. We can say, "Hey, it looks like they need some additional uh practice with decimals and place value and then we can go back in and we can do some retach in those areas as well." Questions? >> Was that um band holiday concert at seven? Did you say >> it is 7 o'clock?
017Another question. Is there food tied to it again this year? >> Usually we do food and I believe we do as well but I haven't heard that other questions. >> Thank you, Mr. Appreciate it. >> All right, Mrs. Brennan for reals this time. >> Yeah, for reals. >> Hello again, everyone. Um Welcome, Dr. Marquez. Uh we're at 221 again. Um to echo, uh enrollment is up from last year. I think we ended last year in the 200 somethings, two under 210, but we're up to 221 now. Same where they're kind of coming from all over. It's great. Um it's fun to see the family get bigger. Um, we I have my report that I prepared for you, but I want to connect three dots in my report. One is the graph that's right there in
018the middle. The graph that's right there in the middle shows Desa data as an overall school from fall of last year to fall of this year. And what's important for you to know is that there's less red, more green, more blue. All good. Very, very great. um connect that dot to the attendance u data that's there that shows that we are moving by 7% in the right direction um up from last year. So 80% of students are considered regular attenders. That's up 7% from last year. And then if you connect that with the final dot which is down below, it's like maybe the second to last uh sentence in that athletics and activities. We have students who want more opportunities to connect with other students. And so new this year, Dungeons Dun Dungeons D and
019Dungeons and Dragons Club um a drama club that Bella herself started wanted. Got the form. Got a advisor and said, "Please sign this. I want to start a drama club." Yes. How can I help? She said, "I just we're just going to have the first one and we'll let you know." And then um Farre has this giant group of students who care about this club and want to wanted to get it going again and so they convinced um the adviser to be there while they met and they've done some really fun exciting things already this year. So we just see more engagement with students and that's reflected in the Desa data and the attendance as well. Um same academics we have we do have an intervention system that we started last year. We've been doing
020it for about a year. I have some ideas for some adjustments to make it even more powerful. Uh we also have the end of the semester coming and so grades will just really um improve a lot as we get closer to the semester. Questions for >> No, it's it's neat to see them use the um social media page to write try to recruit for their new clubs. >> Yeah, that was nice. >> Okay, thank you everybody. >> All right, thank you. Um, I just wanted to say since all of them because this is December and you get Christmas break. So, I just want to wish you all a happy Christmas break. >> Well deserved. >> I will make all the noise. [laughter] >> And what? >> All right. Not seeing a report in there by
021director Gordon. >> Okay. We just have school admin. Okay. Just making sure. All right. Moving on to the budget report. No, we like we like good music. We want good music. >> There you go. [laughter] Okay. So, I'm going to do the lunch fund first. Sure. I'm in the right column here. Okay. So, November. Um Oh, excuse me. Did I Hold on a second. That seems like an odd even amount. I'm gonna go to Oops, I clipped the wrong month. Bear with me for just a second. I'm sorry, guys. We are in November, not October. Okay, that looks better. Okay. So, for November, um you can see our total revenue was 50,637 up a little bit from uh the month before. So, um that is so far our biggest um claim for food service between
022federal and state reimbursement. They're about little was that a little over $50,000. So, um, kudos to the schools for getting the kids in into eating lunch with us because it's definitely helping us out and it's helping them out. Um, and then expenditures. Um, this month is just a normal month. We don't have anything extra in terms of like uh HSA or incentive optouts. Uh, so the total expenditures for the food service account was 53,515. Right now, we're still trending at a positive um monthly fund balance of 11,760. And so, we're just keeping that going. So, any questions on this one? [clears throat] Switch this. Sorry, guys. Okay. So, here is the financial summary for the general fund. Um, so this is when our taxes start coming in uh each uh for the year. Um, so
023you can see our first uh November was 604. Um, the number you see for December is what we've received so far. I wanted to have like more of an accurate number because we do transfer some funds over to um our debt service. And so otherwise it would have looked inflated this month than a negative um next month which was what happened in October. So um that number you see for current for December that's that's through um the end of November um that that we received at the beginning of December. So for anyways for November we received 600,000 a little over 600,000 in tax revenue for current and prior taxes a little over six. Um and then like we've talked about each month um the state school fund is uh I've adjusted the rest of the
024year so that it um excuse me 725832. I've adjusted the rest of the year so that we keep on target to what we've been planning um until we really know uh what the state school fund is going um to do. And as you know, our enrollment overall is is up um but not enough to feel confident in making that change to what our revenue projections are. [snorts] So total revenue for the month was a little over 1.3 million. And then expenditures. This again like I said is a a normal month in terms of salaries and benefits. Um and so our total expenditures for the month were 789 851. I did make a change this month. I don't know if you noticed it where um I updated the expenditure line for contingency. I just updated to
025the seven% amount like as the baseline of what I'd like to see us put aside for next year so that we can really kind of keep an eye on what that ending fund balance really looks like instead of the scenarios down the bottom left corner. So right now if we were to put aside the 876 which is 7% of our general fund expenditures that would leave us with a monthly fund balance of a little over a million. And so um and then you can see the other scenario. If we were to do 10% that would end us give us ending fund balance of a little less than 700,000. Um and so um like we've been talking about, we're just trying to build up that contingency. Um I'd [clears throat] like to see our month and
026month end fund balance go up um between now and the end of the year just because we've been budgeting at higher ending fund balance. And so if we put all that to contingency, then we're going to have less revenue going right into the gates because we have um a smaller end balance than what we're normally used to. So any questions at all on this. All right. Thank you so much for the budget report. Moving on, Dr. Harland. Superintendent report. >> Yes. Thanks. So, for tonight's superintendent report, there are going to be kind of three um main topics that we'll talk about. We'll talk about a quick bond update, um our SIA, so student investment account grant agreement, and then our um state report card. >> It's okay. You have it in your packet, too. So,
027I'll just keep going and when I get there, it'll be great. >> Sounds good. >> So, for our bond update, so bond phase two um really is close to just being completely closed out. We have no remaining work happening at the middle school or the uh high school. The remaining items really are St. Mary's and it's during winter break. So the same things that we had talked about before, there will be additional waxing of the floor during winter break, acoustic panels in the gym will be installed, and then they'll complete uh the inst the installation of the floors with that rubber base that will happen as well during winter rig. And there are some a variety of really small punch list items, but really uh that's it for phase two. And it feels it will
028feel good to have that done and that kind of chapter uh closed. As one chapter closes, another opens. And that is phase three projects for summer of 2026. The bond oversight committee met. As you know, we had about a little bit more than $1.4 4 million in uncommitted funds, bond funds to date. And that was largely due to the savings we experienced at the middle school with the boiler replacement that enabled us to have um significant amount of bond funds left over. So some of the projects that we're looking for in a phase three include the things you see here. uh chiller replacement, ceiling system replacement at MAMS, storefront window at JFK, electrical box upgrade at the stadium, some wood shop light upgrades also at JFK, uh some upgraded servers, some more um kind of
029technical infrastructure things, but there will be about $1.5 million worth of work that's happening this summer across three buildings. I should also mention this is separate from the seismic work that will happen at JFK um over the summer as well. So we'll have kind of both of those things happening at the same time for our the next steps for this really are um to um to get a GMP for these things and to go out to bid for um these projects. Shout out to our bond oversight committee who has been thoughtful um careful um kind of meticulous with their uh questions and the projects and so I just appreciate we have a really some deep knowledge in terms of like industry and projects and some really great questions and so they've been great stewards of
030the funds and the projects and I've appreciated that because it's it's made it's made it easier um when you're trying to coordinate and be thoughtful of and make sure you're doing a good job. So, summer 2026, there will be a phase three and it turns out it's going to be a busy one between bond and seismic for sure. Any questions about the bond before I move on? Okay. And then one day there will be a bond update that says, "Wasn't that great? [laughter] Good job." Um, and it will be done. Okay. The next up we have is the SIA grant agreement. So SIA of course is the student investment account. And some of this is going to look familiar because it is. So um we have several programs high school success early literacy student investment
031account that all fall under the umbrella of integrated programs. So OD has said hey we know that you have to do different reporting and different applications for all of these. So we're going to try and create one process to be able to do all of those things. As part of that process, we of course have to bring that plan to you all. You um approve that. We report out those things. Well, part of that is the student investment account. So, you've seen part of this because it was part of the integrated plan, but specifically for this grant, you have to see um the the signed grant which you have in your in your um board packet, and you have to specifically approve this um specific agreement. So, I just want to explain that because if
032you're thinking, I thought we kind of fluffed and talked about that. We did over the big umbrella integrated programs specific to the SIA grant. So, it has a really specific purpose in kind of three areas. It's mental and behavioral health, academic achievement, and then specifically to reduce disparities among student and student groups. It's a significant amount of funding for us in this district. It's about $770,000 a year. And so the primary source of funding for that is the corporate activity tax. That's what funds SIA funding statewide. That's important because as we look and watch the budget, that's one of the indicators that we watch because we know it directly funds um SIA um funds. So for us in this district, the vast vast overwhelming majority, almost all of it, but a small slice are staff.
033It's FTE and it's FTE that you see here. Um everything from counselors um to literacy specialists to family engagement specialist um college and career lots of electives. Uh we really use our SIA funds mostly for staff and staff salaries. And so tonight later in the agenda, we'll be seeking board approval for the grant agreement that you have in the packet. Also, so you know, our application and budget are posted to our website as is required both for this SIA grant agreement and also for the integrated programs. Any questions about the SIA grant? Okay. And then last, we have our state report card. Those typically come out a little bit earlier in the year. it was a little bit um delayed this year and I don't think any of the data that you see will be
034um all that surprising again because it's data that we've um looked at and talked about before and it's not um it's not terribly different than than what we had expected for it to be but here are some highlights. So the first we had increases in academic areas so our math and our English language arts as well as graduation rates. um we're above the state average in nearly every category but one and in that one category um that we are not it's grade three reading we had a 10% increase which is great to see um and it remains one of our our district scorecard goals. Um we did see decreases in regular attenders and ninth grade on track though we're still above the state average for both of those. Oh >> yeah. That's [laughter] okay. And
035then um on the back side when you look at some of the specifics I I would want to mention our attendance rate. So our highest attendance rate um is if you look at our overall our regular attenders is 73%. So when I look at the back I look to see oh where are we higher where are we lower? What supports do folks need? Our Hispanic and Latino students have the highest attendance rate at 77%. Um and then I look um at some of our students who are certainly um those who are homeless, have among the lowest as well as students with disabilities and ever linguish ever ever English learners, excuse me. And so those are things to pay attention to um to lend some support to. And then the other thing that I think is
036really interesting that causes me to ask some questions is the difference between our on track to graduate versus our ontime graduation. And so um our on track to graduate is it about 88%. Um and when I look at who's on track and then the on-time graduation when that's different or very different it causes me to just ask questions why. Um, so for example, if we have 89% of our Hispanic or Latino students are on track to graduate, but only 83% graduate on time, I want to know why. What happens, right? That gets you from on track to not graduating. And then the reverse is also true, right? When you have fewer students who are on track to graduate, but their on-time graduation is higher, then I ask those same questions because that's how we learn
037what we're doing that's working and really effective and areas that we could um uh resource um and intervene earlier and better. And so, you know, those are two um those are two places that I look in terms of attendance on track to graduate and on time graduation. There's a lot to celebrate here in the future. Um what would be you can go to the next slide. Um what would be really helpful is as part of the um as part of the school report card, there's actually accountability details that are really um telling. It just gives a lot more information than these at a glance profiles. the at a glance profile really at the very high level of hey what's happening in the district um but the accountability details are really um where you get more
038meaty information and so I know we had talked about in the past having a work session around data should we do that that's the data that I would use um to dive into that but if you if you ever are curious or that fascinates you I would encourage you to go seek that out um it just gives you multi-year data um and it it's easier to see kind of a pattern or a trend over time. When I look at that data um there are some need for some pretty focused improvement for some of our groups of students and specifically those are students who experience disability um and students who are English learners. And so we have gaps that for some groups are narrowing and we have gaps that for some groups are growing and those
039will need our attention. And then my last um bit of info would be a caution with the level ratings that you see on those accountability details. So just to remember that when you go on there and it says level one or level two or level five, yes, level five is great and level one is not, but those are norm referenced. And so just to have a caution that if you see a level five that doesn't necessarily mean that oh my gosh everything's great. Um because you could in theory or a level four for instance you could have the same data or slightly worse but still be a level four simply because the other schools or school districts did worse. Right? And so, um, avoid the temptation to just look at the level 1 2 3
0404 5 and make a conclusion. It's a piece of information. Um, but I would just, uh, want folks to exercise caution when looking at just that to determine what they think is happening. But like all things, good data doesn't tell you, doesn't give you any answers. It helps you to ask better questions. And so, I always appreciate the opportunity um, to do that. and um a and for the the public and our parents and community to know what it is for us because I think that's how we get better. Um just to take a look questions about the school report card, the state school report card, the district profiles. Just [clears throat] a couple things that I noticed. There's a big gap between male and female eighth grade math. >> That's an interesting >> thing
041to me. >> The thing that's interesting I want to make sure I'm in the right spot. >> Yes. >> I mean, that's one of our largest gaps. >> Yeah. Yep. What would be really interesting again I would it's a great observation and what I would want to do um is go to the accountability details portion and I want to look to see what it is like in third fourth fifth right you can look at math throughout to see is that always true at what point does that change and does that gra gap grow or shrink that's [clears throat] a great observation Any questions, comments? All right. Thank you, Dr. Moving on board member reports since we have the report. Okay. Moving on to our public forum. Anybody online? Jill. Okay. And there's nobody here to
042address the board. Moving on to our action items. Uh in within the packet we have a letter from uh the leadership advisor from MAMS uh stating that the middle school students would like to continue operating the school store. They've had many new products. They added new products two years ago and these products all meet the nutritional guidelines and have already been approved for the high school. It is ran by the ma'am's leadership students under the guidance of uh Mrs. art and there will be a student created schedule. They're going to sell stacks, water, school supplies, and mam gear. It's a fundraiser um and that they've had in the past and they look to continue it and they need our approval. So, do I have a motion? Okay, there's on the blue. I will move to
043approve the selling of snacks and beverages that meet USDA and NSLP standards at Mount Hel and second. Director Marquez second. Any discussion needed? Okay. All in favor? >> Passes unanimously. All right. Moving on to our student investment account grant agreement. Um as Dr. Harland just presented. It was in our board packet. One question I have, are they updating the grant agreement that because it has our old superintendent information on there? I saw you signed it and wrote your name on it, but >> Okay. Yeah. Yeah. It's a great catch for sure. >> All right. I move to approve the student investment account agreement with the Oregon Department of Education effective July 1, 2025 through September 30th, 2027. >> Do I have a second? >> Second. >> Okay. Second by director Brandon. Any discussion? All in
044favor? >> Passes unanimously. All right. and see that there are no discussion items. Go ahead. >> I did want to make a comment. Um I wanted to thank the all five people who um submitted applications for our board vacancy. Um I was I think all of us were very pleased that we actually had interest and we had strong interest. So, I just wanted to publicly thank Peter, Hannah, Sam, Sombra, and of course, Jackie for um putting their names in. The the process was not the easiest.
