board meeting to order. Please stand for the flag. I pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, liberty and justice. >> Welcome everyone. We have our guest book over there. Or if you'd like to speak to the board, please sign in. Any announcements from board members? Okay, seeing that there are no announcements, we are going to move on to our only presentation tonight from the Manny Joel Middle School leadership. Izzy and Victoria, come on up. >> It's coming. >> You're great. Yeah, it feels feels awkward, but yeah, you're good. We're gonna share the presentation. Get it to pull up >> if we can get it together. Hold on. Share. >> Don't be nervous. We won't bite you. Oh, I
see. >> Mr. Kus. >> That's right. >> Good evening. My name is Izzy Arya and I am this year's MAM's eighth grade president. And right next to me is ma'am seventh grade president, Victoria Boxler. Today we we will be talking about our school's accomplishments and what we are working on. So far we have had a spirit week, our yearly fall dance, fall sports, and connections day. Beginning with spirit week, the categories were twin, twin day, 22 Tuesday, sports strip day, throwback Thursday, and school spirit. It was a very fun week with many participants competing to win the spirit week award and trophy. We also had a great turnout at our fall dance with making $230 and 136 of the 170 students showed up being an all-time record. It was an awesome night with with dancing,
taking pictures, and buying snacks at the concession stand. >> Moving forward, we just finished up our fall sports, volleyball, soccer, football, and cheer. About 77 students in total were participated in a sport, and every team had a great season. We also had our first connection day of the year. A connection day is an event that only takes place on half days where the school provides different activities for different groups of students. Some examples are outdoor games, pickle ball, bracelet making, smoothie making, and much more. It is a very exciting day that all students look forward to. To wrap it up, I will tell you the things we are working on. First, we are trying to bring school spirit up, getting more students to want to be involved in more school activities. Adding to that, we
are also working on increasing students recognition, encouraging more students to want to recognize more good deeds from others. Second of all, we are working hard to raise money, more money for fielding, doing things like school store and more to earn some cash. Lastly, we have a fundraiser for local food banks in the in the books. Thank you for listening and we hope to continue on making improvements at MAMS to make this year the best it can be. Have a good night. >> Thank you. Thank you. Great presentation. Any questions? >> Yeah, you did great. Love the slideshow. It's good part of the presentation. >> Thank you. >> Yeah, you're more than welcome to stay or if you would like to leave at this time, you're more than welcome to do that as well. Okay. >>
All right. Moving on to our agenda. Looking over the agenda, there's anything want to change. If not, I would accept a motion to approve the agenda as is. To approve the agenda as is. Motion. Do I have a second? >> Second. >> Moved and seconded. There discussion. >> All in favor? I >> I passes unanimously. Moving on to our consent items. As you can see, all the second readings in there for the board policies that we talked about during our last meeting are in there as well. If nothing needs to be removed, I would accept the motion to accept the consent items as is. >> I so move. >> Okay, got motion. Do I have a second? >> Seconded. >> Okay, moved and seconded. All in favor? >> I moving right along along to our
license and cost by representative reports. Not see anybody in person. Anybody online? >> Okay. Student rep. >> Welcome. >> Hi. >> Good. Um, well, I just want to start off with um thanking you guys because I feel really like excited to start this position and I know I had a good meeting earlier, but I didn't really get to thank you guys and appreciate like being here and stuff. Um, but I wanted to start off with sports. Had really like good seasons. Um, volleyball made it to the >> playoffs and they had a really tough season. It was really great football. They have we have our game on Friday against B. That's exciting. Um soccer had a really good season for both boys and girls. We um hope to build our soccer team for the girls
at JFK and cross country made it to districts. Um none of them made it to state but they had a blast and cheer is pretty good. I think um we're building more boys school spirit in that way and I think uh the cheer team is really excited to start um cheerleading for basketball. >> Um and then moving on to clubs, we recently had a movie night at Par. So me and um a peer started um trying to connect more with our community, more with um our other peers in the club. and we hosted a movie night and it came out turned out really successful. Um, we're really excited that we're actually starting to really get involved in the club because before it was just like a field trip and that's it. Um, FFA had nationals
at Indianapolis. Heard that was great. Um, and then they recently had the auction. I think it was on Saturday. >> Yeah. And um, Miss Clark started two new clubs. So that's fun. We have Dungeons and Dragons, which is really exciting. Like, I've been really excited to hear more about it. And we also have a community and communications club, which is um pretty much just trying to engage students and create a welcoming environment for our students that will feel like a safe space almost. Um that's really exciting. I'm a part of that club and we're trying to build um ways to like more community involvement and trying to get more students to sign up for the club. FA we recently had a Blazers game that we went to which was a lot of fun. Uh the
field trip was great. We won and it was a really good game. Um and right now we're gearing towards regionals which is a competition where we compete >> and then see there was oh >> and then um forgot to mention for stit we're gearing towards more um more fundraisers. So we're trying to get more money for more stuff. Recently we started a gua fundraiser where we're selling ful and then we also had um a whole of at our school. So, it's creating more inclusivity in our culture. >> And then, oh my gosh, for ASV, we um hosted a little Halloween trickor treat little event. We didn't get an assembly this year, but we had a costume competition, which was so much fun. Everybody had a blast. And then for NHS, we recently inducted um some
new positions. So, for president, we had Sawyer Kilburn. And then we have vice president as Cortez. >> And then the secretary, it's me. >> And then that's pretty much it for clubs. And then for my project, um, President Proud, I'm currently connecting with um, uh, principles from the elementary school and then from the middle school. Um, I had a really great idea for the elementary school a few years back for FBA. We had a connection, I guess, >> where we would go down to the elementary school and hang out with the little kids and kindergarteners and just be with them. And I thought it would be a great idea to kind of connect that idea and restart it again with um my project. And then for the middle schoolers, I was hoping to connect with
some middle schoolers and get their opinions and see what they want to see from me. That's pretty much it. >> Yeah. Yeah, it is a lot. And how many of those clubs are It sounds like you're involved in a lot of >> Yes. Yes. Go get her. >> Yeah. >> How many did you have for the movie night on Friday? >> We had a total. >> Honestly, I didn't even keep count, but it was a really good amount. >> 20. >> More than 20. >> That's a great turnout, especially on a night where we had our home game as well. >> It was really great. We were kind of nervous because we planned it kind of >> early on. >> Yeah. >> And we're like, "Oh, it's going to kind of clash with the football
game." But actually had a great turn. It was a lot of fun. >> Do you plan on doing another one in future? >> Yeah, we're definitely planning on doing one around Christmas time. >> Okay. >> So, yeah. >> What was the movie? >> Um, The Book of Life. >> Yes. >> Right. Any other questions? I just love the pl the connection between high school students and elementary schools that I think that could be amazing. So, I'm super excited about that. >> It was so much fun because like we really got to see like >> what it's like to, you know, um be a role model. I guess it's really fun because you're like >> it's crazy how like >> you used to be in their position and now you're like there as their role model.
>> Kind of mindboggling. >> It's just like wow. But I did that with middle school middle school kids going down to the elementary school too >> for a while. It was great. >> They really they really look up to you. So yeah, keep it I love I love to hear about that and keep the momentum going for sure. >> Yeah. Anything else? >> Thank you. Great report. Great report. >> All right, moving on to our uh report from Dr. Gordon or TAG report. up after you. >> I got a really cute text from Teresa Murphy with um one of our elementary school students. Um we have a an someone who works here at the elementary school who has a bread lady and um she hooked us up with some some good chef bread and he
was going around selling it to all the people and she sent me a picture about how great movie night was going. So that was that was really fun. Um I don't are we you guys have it in your pockets. >> Great. Um so added um another line for historical data. Our principles I think we're feeling a lot more comfortable with the process. Um really a lot of great celebrations for identification this year. you'll see that we had uh 25 total students as far as identification bumping us back up. So that's um really exciting to see for our district this year. Your next slide has disagregated data. So you can see it by school um see if we had any dual identified students by uh program specialed and English language learners and then also by race.
Um, the superintendent and I also looked at it by ethnicity. Um, but we weren't really able to publish that without getting too far into who might be identified. Um, any questions on that data before we move on? >> No, it's great to see that our our kids are being identified and that is growing from, >> you know, nine just nine just a few years ago and now to 25. Yeah, I think people are feeling a little less like ah it's different change. We're feeling a little bit better. >> Is that changed due to the different >> meanings of them? >> Um, honestly, I don't know that it's again I think like I've been trying to reiterate, it's not that much different, >> right? I think there's a couple things I would say. First of all,
we've always had like as you guys know, we've had different changes in principles a lot. So there's always like that kind of settling in process. One thing that um I did last year and I'm doing more this year creating these micro processes. So like every step along the way I'm just creating a like step by step by step for like what the counselors and the principles might use for each of those to try to help you know take um everything. So like our plan is really long. I wouldn't put that in like an OD plan, but like okay, what do they do when we're looking at the that universal screener? Walk me through it step by step. So, taking every um every little step along the way and creating these I'm calling them micro processes.
I don't really know what else to do. So taking every everything and creating that so that um principles have enough things to do. I can do that thinking uh for them. In fact, you'll see that on your next um your next slide. I think part of the successes that we've had and we still have a lot of learning to do and growth to make, but creating those. So I have a a month by month like this is what we're going to do each month related to tag. Um, and then within each of those months, there's a a corresponding micro process. So, like annual reviews, what does that look like? I've created templates and colorcoded those of like who fills this out, you know? So, um, like when parents came to conferences, it was they would
know the counselor fills out this part, the gened teacher fills out this part and so on and so forth. So again, just really trying to create supportive documents and data review protocols. Um so I feel like those really helped to get us kind of moving along in the right direction. Um but we still have more work to do, right? Um so now that we're seeing some gains in identification, we um really need to work on feeling confident in how we deliver services to kids and that instructional piece in the classroom. And so that's um so I would say two buckets, the instructional piece with the services and also engaging parents. Um and so that's really what I would like to focus on this year. So you'll see um those three bullets um are really um
kind of encapsulating those parts. Um so I have creating some outreach materials so that uh uh families who have tag students can really understand not only what their rights are. We give them their parent rights but just like hey what does what does it mean to have a tag student? What should that look like? What are you know you fill out this tag plan. what are all those what are all those things that that are on there? What does that mean? Or what are some activities that I can be engaging my kid with? Um but then you know in the same way that I'm creating these um materials for processes now kind of moving that into that instructional side of things as well and some professional learning. Um, we have a we have a ways
to go there. And then if there's no questions, I do have this was the like I felt it was important, but I didn't know where to put it. The, you know, other duties as assigned part of your report is um our plan is on the OD site. It's still there as an exemplar. um it is the year to um do a redo. I mean, it's updated um every 3 years. Um I don't know that it'll look too much different, but we'll certainly go through it all and it'll um be updated um for implementation next year. Um, so just as an FYI, this is that trienal kind of update for that. >> Um, for implementation then the next school year. >> There's also a Senate bill that was passed, Senate Bill 934. It's in the process
of rule making right now. that is um just to make sure that districts are really clear that anybody can refer um their child for um a tag uh make a tag referral. Um and so you may notice some things in the coming year that just like I'll have to I'll put things um on our website so that it's more explicit. there's some districts who deny parents requests for um a tag referral and that's kind of coming out of that. So, if you're like, why the change? It's like, well, you know, we just we want to make sure that we're not denying a parent request for for um going through our tag process. >> To be continued. >> Any questions? >> All right. budget report. >> Okay. So, first is the food service fund. Um we
got our first bigish um reimbursement for the year in terms of our federal reimbursement. So, you can see our revenue for the month of October total 48,451. And then um expenditures um October is is generally a little bit higher for payroll because we pay out um sipons. Um and so that's why you see a little bit of an increase um the corresponding benefits for the month. Um and then we had our our big bulk um order of food for the year too or getting charged for that. So total expenses were 66,873. And so right now we're trending at a month end fund balance of a little over $10,000. Um so we're just trying to keep that number in the positive. Does have any questions about this one? And then okay. So then this is just
the regular um financial summary. Be a little bigger. So this first one for revenue prior year taxes you see a negative number there and that's because I made the transfer for the debt service transfer. So in August well July, August and September we received um the revenue and then I did um the transfer in October. So that's why there's like a negative amount. So normally I try to do it on the same month that it happened but it didn't. So that's why it's a different time. Um let's see what else. the you can see the state school fund is still about the same. Um I've been if you can see the rest of the year I keep I'm keeping it at what I projected our state school fund because if we kept the higher amount
then it would look we would inflate our numbers because I've been trying to keep it um what what I'm projecting it to be. So that's why you'll see like the trend for the rest of the year is the 683. um it'll continue to be that amount until they do like a recalibration um sometime late winter or early well actually December or January. Um so total revenue for October was 742413. And then like I was saying before about the expenses um for the lunch fund, this is a October is a big month. we pay out uh fall sports and then stipens. Um and so there's definitely an increase in costs for that. And then everything else is pretty much um a regular month. Um the increase in purchase services um with some of our ESD um
payments that we make for the this month. So the total expenses were um a little over a million. So right now we are trending at a month end fund balance or year- end fund balances by a little over 1.5 and then um just to remind you the notes over here on the left um so right now that 1.5 is with a contingency or set aside of about 336,000 um to get us to 7% of our general fund expenditures. that means we would have 876,000 um set aside and um that would leave us with an any fund balance of a million and then I did the example for 10% and just working towards instead of building the reserves within the budget making it so it's very black and white and clear that these are reserves um
you know they're not to be budgeted they're they're savings essentially so any questions on this report at all >> good job uh training Dr. Harland, she gave a great budget report. >> She I was tutored up very well. It sounded similar. It's not nearly as good. >> And then are you up next? >> Probably. >> All right. Yeah. Superintendent report. >> Okay. Um Chair FA, members of the board, I have kind of three things, main things for you um tonight in the superintendent's report. the first that we'll look at are our um bond update. And so we really are kind of winding down our phase two um of the bond. So, you know, good news is we are um our budget looks great. Um progress looks great. Um and schedule of we're wrapping up projects.
For specifics, I'm going to let the slides go at you. Oh, there we go. You're gonna go Yeah. forward a few. >> Um, so just in specific projects, um, at St. Mary's, the FRL installation you've probably seen, um, is nearly complete. There are some things that will happen over winter break. So, one of those things is the installation of the rubber base on the floor. Um, that will wait because additional wax will go down on the floor and then we'll put um the rubber base on. And so we wanted to hold off right to not do that out of order. We'll have some additional planting or some planting corrections that will happen at the swale actually I think on Wednesday. Um and we'll also have um over winter break as well the installation of the
acoustical panels in the gym. So over winter break this will be a little bit of a busy place um for a few days here and there. Also at MAMS, we had the exterior uh fence gates that were on delay ordered. Those were installed. Um we have some additional concrete work to do, but that won't be um postponed until the spring until there's some additional landscaping. And then there's some carpet replacement that will happen actually over that kind of Thanksgiving break. So those are the kind of the remaining bits of projects that are left to do um for phase two with the exception of punch list items that you see for different things in in kind of all three buildings. And so, um, the bond oversight committee met last week and part of that meeting was
to say, um, you know, where are our projects, how much money do we have left, and what would it look like to continue to have a kind of a phase three? And so, what you can see here is um, our bond kind of committed um, is about 10.6 million and then our our total budget is 12.1. So we have about 1.4 and change um of uncommitted bond funds that we could then take to say what are some potential projects that we should consider as a as a bond oversight committee. And so that list of projects um was created both with uh original projects that we didn't move forward on for a variety of reasons. Um cost was a factor especially in the beginning of the bond when um the boiler replacement at the middle school
was going to cost much more. When that came back they said okay we need to kind of pair down some of this list. So some of the uh project items on the list are from that original list. And then other items were things that through the course of the construction and work we found and thought yep actually this needs attention. Oh also this needs attention. And so what went before the bond oversight committee was a list of projects that totaled about $1.2 million. Now there's some caveats there um that I would want to make sure to mention. One, there are just a list of potential projects. There weren't um decisions made as to what was going to go forward and what um approved or not approved. And the reason being there are two items on
the list that we need more information about about how much it's going to cost. So one of them has to do with replacing the domestic water supply lines at NAMS. The cost on the list was just for the investigation into how how the the extensiveness of the work, the cost of it, um how much would need to be replaced. So on that list, uh, that item only cost $7,000 and we know that's just the investigation. So we're waiting for that. That's a pretty potentially big ticket item that would impact the other items we chose to pursue on the list. And the second pretty big item was um ceiling replacement at MAMS, the ceiling system. So there was a number um that we had, but we needed more detail around did it account for the insulation,
what it looked like on the other side, how it tied into the roof, like we needed more detail. So those two pieces we need to wait to get more information on before we can make a really, you know, educated decision on what's going to be doable with that amount of money because it would change um this the scope of what we're able to do pretty dramatically. There are a few bigger items. Um the chiller replacement at St. Mary's was one of them. If you'll remember, um there was some uh work done to the chiller, replacement of some parts this summer. Um and that was great and at one point it didn't work. So that was great. we got it up and running and through that work realized yes, we can do this and it's um
pasted its its life and um I think it could run for a little bit still but uh probably not long term. So I liken it a little bit to we have a very old well-loved car. Um, we got it a little bit of a tuneup and it needed some tires, but that transmission's probably going to go. And so that was one of the more um the bigger ticket items. It it was it came in less than we thought, which was a surprise to me. Um, so that was helpful. Other things um there are storefront windows that were part of the original list at JFK that we didn't do because we um weren't sure we were going to have enough money. There's some lights that need to be replaced. um additional card readers. That's a a
line item that we said, hey, as we start to use our access card system that we have, we will inevitably, and it's been true of every place I've been who's made the switch, find that there was a door here or there that actually needs a card reader that we didn't think of. So, um that line item, I think, has five or six, um additional card readers that we would be able to install. Um and then an upgraded server for just the additional capacity with the access controls um and the badging um program that that we need and have. And so those are just some of the projects. It's not all inclusive, but it gives you a little bit of a flavor of that. And then I would want you to know that the bond oversight
committee um has been so thoughtful, attentive um and just considerate I feel like of the stewardship of the funds um the stewardship of the trust of the community in this process and um careful with their um considerations and so I appreciate that um as a group and and I expect that that will continue kind of moving forward. So our next steps at our December meeting are getting more information around those kind of two bigger ticket items and to start to make some decisions around what a phase three could look like for completion next summer. So some of the work that's not impactful perhaps could start before but next summer has the potential to be quite a busy one because we also have the seismic at JFK. So um yes so some some exciting possibilities and
kind of more to come in terms of decisions for list of projects and what that might look like. >> Um question on all of this. So phase two, we actually have is it like 1.4 million? >> Is there the potential to not spend all that and not take out as big of a bond? >> Great question. >> So part of the conversation that we had earlier was um what do we think will be left over and had some conversation around what would it look like to to not use it? Um what would it mean to return some of it? Um, and it was a conversation we had as a bond oversight committee. And then I think Christie also had done some work around like what that would mean for a household or kind of for
individual um taxpayers. So I appreciate you bringing up the point because it was a conversation that we had as a committee to to say okay this is true and possible and um how much do we want to pursue that? the the um other perspective was hey, you know, the community has committed these funds to say, you know, make these buildings safe, make make them have systems that are up to date. And so if the bond oversight committee felt like there were items that still like the domestic supply or like the children were things that needed to be replaced that were infrastructure um that that would be >> also right. >> Yeah. Yeah. And I'm not recommending that. I was just curious if that was >> it was part of the conversation. It was it was
>> which again I appreciate right just the thoughtfulness of >> um the approach. >> It's quite exciting to me. That's great. >> Yeah. Yeah. come this far and we still have some discretionary >> yeah, >> you know, >> room in the total amount and as long as it >> as long as we're not breaking the law with the bond language, which I know is very >> a lot of research, >> which I know y >> I do love um homework and learning so I'm all about I'm all about that. >> Oh, it's very exciting. It was a big dystopian at the oversight meeting. Yeah. So, >> the one thing I would want folks to remember because it's a question I had early on and I understand how through the life of something it kind of
gets lost like how you know how did that come to be or and originally the cost of the boiler replacement at the middle school was going to be replacing the entire system and it actually included taking off part of the roof in order to pull it out and to crane something new in. Well, when they went to start to do the work, they said, "Actually, I don't think we need to replace the um basically the housing of that. I think we can just replace the the parts and pieces, right, that that make up the boiler instead of like the casing, right?" Um, and so because they did that, they didn't have to take off like the roof in the same way. And they didn't have to and it saved a considerable amount of money doing
that. And so they would, you know, they wouldn't have known that to do that or that as an option until they started kind of to do the work. So I just say that as a reminder that it in the beginning no one could have foreseen that they would be able to save this much. They did what they needed to do to make a a good decision in that and because of that we have some extra funds. So, um, yeah, the the the more we can figure out or get done, um, especially when it comes to some of these kind of critical components, um, I think the better off we'll be in the long run. So, >> yeah, you never know until you start the work. And I mean, just it's amazing to me that we've
been under what the because the initial estimates are just that, right? You have no idea of knowing. So, it's >> Yeah. We've been pretty >> It's been Yeah. I'm not >> I know. I I agree and I'm I feel um >> hopeful that that that trend continues. >> Yes. Because I think for me, one of the things I worry about, what I don't want to be is be in a position where our community has invested significantly and in two or three years something goes out or happens that we didn't know or couldn't foresee and it was like right like why didn't we? Um and I know that the future is unknowable. Um but if there are things that um we know are at end of life, now would be the time. >> Yes. So to
add like the scenario she's just saying like the chiller we we know it probably could go out in maybe say two three years if we were to give some of the money back it's a oneyear savings so it's not like over the life of the bond so they would only see it like next year and that will be forgotten by the time the children come out two more years later so just to kind of put that in front >> you started off with great news >> I wish the the upcoming news was the same can we Let's skip to transportation. A little buffer and then we'll get the state budget just to give it a little bit of a break. Um because transportation is is easy and straightforward and great transport. >> We have an
amazing transportation department headed up by um one of the most positive delightful people ever >> um and we're so lucky to have her. So this is your annual annual report that just basically gives you the details for our transportation department which is small but mighty. We have a total of 14 vehicles um more mini buses than buses um and also some vans. We only have two regular routes both in the AM and the PM. And of course we have um drivers that do activity um routes and activity transportation as well. Um, not to forget in addition to our regular routes, we have some special ones that go to Woodburn and um, program in McMinnville and then we also have um students that we bus to the Wamic Career Academy for um, CTE courses and pathways
and then certainly um, some special services transportation as well. We have seven staff that include three bus drivers, one van driver and some substitute drivers. So, >> and including um I don't know it probably doesn't include but maybe an additional substitute pigeon driver extraordinaire Darla whenever >> or a crossing guard extraordinaire at the middle school as well. >> He can direct traffic. >> Yes, >> I've watched it with my own eyes. >> Yes, >> I've watched it with my own feet though. Um are there any questions about transportation? They have one of the hardest jobs and we're very appreciative of what they do. Yeah, >> they definitely love our kids. >> They do. And it's not easy, right? To to drive and to >> Yes. >> haul them all around and um Yeah. Okay. So,
our last um update report is around the state budget. So um there are a few things kind of that are happening at once and I just want to give you some information and there will be more to come like most things. So currently the state is preparing for some pretty large deficits in the state budget and there are a few different reasons for that but ultimately they are um predicting um projecting about $400 million um in the state budget less than what they had projected when the legislature left. Um so I think when the legislature ended in June they thought they were going to be up about 500 million. when they came back um when we all came back in August it was 400 million in the negative right so a pretty big swing and
so in preparation for this uh the governor has asked all state agencies to prepare a list of potential cuts and program cuts um in increments and so this is not an uncommon budgeting exercise that has happened in the state before um I think what makes it a little bit different is um the economic the original economic forecast that came out wasn't great and so it makes this budgeting exercise a little bit more real in terms of the potential for people. So the budget exercise was all agencies would cut 2.5% or 5% of their budgets and they will present those to the legislator between November 17th and 19th. And so agencies say okay if we had to cut this much this is what we would cut and this is how the legislature will take that information
and make decisions about what that looks like. So no cuts can be made to those um budgets without legislative action. The legislature doesn't go back into session until February 2nd. So there is going to be this time where agencies say this is how we would cut and a few months lag between that and if if action will be taken. So the timing is important because agencies present those to the legislature and that last day on November 19th is when we'll get our next economic forecast, our state forecast. And so that information will start to give everybody in the state and certainly school districts um some more concrete information to know just how realistic some of this has the potential for being. Today, the agency's lists of potential places where they would cut became public. And
so, um, it it is absolutely possible that people would look to say, "Oh my goodness, is this these aren't cuts? These aren't cuts that are going to be made. These are state agencies um exercise to say, if we had to cut in this way, this is what it might look like." So, I just want to caution everybody there. Um, I think there's a few more. >> The You're okay. The the things that we'll be really paying attention to are what that economic forecast looks like November 19th. The one after that comes out on February 4th. Um, and so those two events are going to give us a lot of information about kind of what it's going to look like. the things that make this different than in years past. So, anyone that has been around
when this has happened before h has um some experience um in what that felt like and it was fairly traumatic. Um but the thing I would let folks know are we have some variables at play that we didn't have before. Not the least of which are which are reserve funds. So, we have an education stability fund that we didn't have before. That fund is one that I'm sure um folks will um lobby to have part of that used. It's been used several times, maybe nine times since its um creation in 2002. That fund is renewable. The the and it's 5% of the general fund revenue of the previous year. Um and so that that's a renewable um reserve fund and and so the possibility of some of that being used it it it's possible. We
also have reserve funds for some of the other like the cat tax funds SIA. So we have some reserve funds that we didn't have before at all when this happened in 2008 2009 kind of those years. Um, and so I say that because there are some stabilizing forces that that didn't exist before and we know that it's a developing and it will continue to develop this um situation in this reality. So, you know, I want folks to know that it's something that we're keeping a close eye on, um, that we are watchful of, um, that Christy and I talk quite frequently, um, about, we are in a good position in the district, um, compared to some of our colleagues for a lot of reasons. One, we have somebody who's very conscientious and detail oriented that's
been a really good steward of our budget. And so, um, I'm super grateful about that. >> Two, we have, um, we have some, um, contingency and we have, uh, ending fund balance and I have colleagues that are in places around us that neither of those are true. Um we also be because of choices that were made before we don't have and this you know could have been a negative before we don't have a PERS bond and so that's always been part of our budget what we've had to budget for. So we aren't facing that additional kind of bill that'll be due at the same time that we're going to have less revenue. Um, and so we also as a district have some things going for us that I know some of our um, neighbors ha
don't have in the same way that just enable us to maybe be in a little bit of a bigger boat in in some some rough seas. So I'll have a communication that goes out to all staff basically outlining to say, "Hey, I know you're going to hear some angst around budgets and state budgets. Please know agencies will present their their um proposals. It no action can be taken without the legislature and the first chance they have to do that is in February. Um we plan on doing what we normally do, which is do all of the great work. I don't anticipate that there will be changes to this year's budget. and we're going to have to watch pretty carefully and closely as things develop in the winter and the spring for next year. Another budget
update will come out um that that I will communicate out to staff November 19th and then I'll just continue to communicate um and as things kind of get closer or more developed like we just hold listening sessions or work sessions with staff around the budget, what it looks like, what it means. So, I would say just because this um year in 26 is a short session for Oregon legislature, which means that they're not going to have much extra time to add unfunded mandates to our plates, which is kind of nice. They're gonna I mean, from what I've heard and read, they're really going to have to focus on the budget and, you know, mid, you know, for the mid bianium making changes. So, um >> I mean that's something. >> Yes. And and there are
multiple reserve funds that didn't exist before. And so for for the Department of Education, they had to look at kind of four big buckets and reduce by 2.5 or 5%. And and so you know part of it will be learning is it will it be across those four? Will it be one? is at 5% and one is at two. I mean, it does impact programs differently depending how they're funded. Um, and so we don't we don't know a whole lot. Um, and there's a whole lot of questions. And so, as we know more, it's it's you know, we keep saying it's time to kind of plan to make some thoughtful plans. Um, the just in case plans and a plan A and a plan B and a plan C. Um, but not to panic yet.
we don't have the information enough to know what it will look like. So >> I thank you all for that. Scenario planning is worthwhile and so much of what's going to happen is completely out of our That's right. Even influence like so. >> Yeah. Just got to kind of breathe and it'll be okay. Yeah. >> Right. I mean at the very least it's like we won't be unprepared, right? I'd rather be overprepared and never use any of those plans. Um And yeah, we'll know more. We'll know more than 19. >> So what I heard you say was every state agency really the one we're focused on is the Oregon Department of Ed >> had to go through and said at 2.5% this is what we cut and at 5% this is what we would cut.
>> Yeah. Some things might get cut at 2.5 and some might get up by. >> Yeah. which will again impact different districts differently based on how much funding they get from one of those spots. >> 100% true >> and public organizations can actually decide you know what and I'm not saying this is going to happen our our budgets are very complex and it could be that they decide to take 20% out of a certain agency because the services they deliver are maybe weighted differently than >> department of education. I mean, it it's it's potentially not going to hit every agency at that same level of funding or it could. I mean, it's just interesting to see where they're where they're going to land. I mean, you don't know. >> No, it's to your point, right?
Each agency even has several different revenue streams, right, that have different things attached to them either um through statute or not. Like, it is it's very complex. And so, it could go a lot of different ways. Um, and I would want people to know that even the things that they see in terms of potential program cuts or potential cuts, it it literally is an exercise. It it could happen in some way in that way or not, right? And so, um, and so we'll we'll we'll know more, but it's something we're keeping an eye on. And I just want to keep, um, I want to keep us focused on what we do and what we come to do every day if and serve kids in school until it's time to worry about something else. So, >>
stay informed, but don't panic. >> Yeah. >> Not till spring. >> OD is doing a really great job though of informing us. >> That's great. keeping us in the loop and nothing's good. >> Love to hear that. >> Okay. Anything else on board? Okay. Thank you very much. Great report. Very detailed. Moving on board for member reports. Anybody? Moving on to public forum. There's nobody here to speak. Anybody online? Okay. Moving on to action items. Uh OSBA board elections. So we have a 2025 OSB election information for the Marian region in our board packet. In odd number of years, members member boards take official action to elect regional representatives for even numbered positions on the OSBA board of directors. all regional representatives on the legislative policy committee and any positions that are currently vacant or
were filled by appointment and to vote on any resolutions brought before the membership. So, the Mary region holds two positions on the board of directors and two positions on the legislative policy committee, all which are up for election. There are currently no resolutions being brought before the membership. candidate materials were uh posted in our board packet. Um and we as a board can decide to uh take action to vote or not to vote. Um and if we are going to vote uh there is one um area that is contested and that's the board of directors position 11. There are two candidates. Uh, first I would like to ask the board if we wish to vote for the 2025 OSBA election. >> I would I prefer yes. >> And that was not vote. So I would
knocked out. >> I'm fine with >> All right. Okay. Okay. So, as board we are choosing to vote for the board of directors position 11. As you can see, we have two candidates in uh the board packet. Again, there's more information on there. This is our time to discuss which of the two candidates we would like to support. And then we can also go around and choose to vote for or to abstain as a board member would be vote. Does anybody have recommendation on who we should vote for in the board of directors position 11? >> Well, I'll speak. So, I would say just based on the information submitted by both candidates, I would um recommend that we support Sana Chandra Jiri. and I'm sure I completely butchered that name. My apologies. Um, they have
a little more tenure and they seemed to speak to some of the issues that I think are more pressing right now. >> Information they provided. I saw the same thing. >> I would go with that, too. Okay. I would second that. You >> second that. Okay. Any other discussion on that? Okay. All in favor for voting for him say I. I. I. >> All right. Passes unanimously. So we will be submitting our ballot for him. And then uh board of directors position 12. We're good with the candidate that is listed. >> Yes. >> And the legislative policy committee position 11. Are we good with that? Voting for that candidate? >> Yes. Yes. Okay. And the last one, legislative policy committee position 12. >> Yes. Okay. So, we will um I will get that uh filled
out and submitted. >> Yeah. Okay. >> Awesome. Thank you so much, Jill, for taking care of that. All right, moving on to this discussion items. the board vacancy interview process and questions. As part of your packet, we have 17 possible questions uh that we can pair down to a few. Um we can choose to as a board go through this process and pair it down and decide what which we want to do. We can appoint one to two members to go through this process and decide which questions we're going to ask our candidates. Um we can also say hey depending on how many applicants we get you know if we decide hey we want to ask five questions and then if we get 10 candidates we're like well maybe we don't need want to ask
five questions we can also decide that as well. Good news. I hear we do have an application already submitted. So hopeful that there will be some more as well um before we close on the 24th. Would we like to discuss how many questions or which questions we would like to do tonight or would we like to appoint one or two of us to decide that? I don't really have a preference on which way of those to to move ahead with. I would just say simple is better from my perspective. I don't think we need >> professional sounding interrogation sounding questions. Um for folks who are sitting in front that >> um and I mean I if if it were kind of up to me I really like the first one. My my sense is that
I like kind of the approach from folks who have put their names in the hat. Um you know, you've submitted your application, you've answered the questions, we've read them. What do you have to add? Why do you want to join our board? Just be very simple and specific. And I am good with talking about the questions during this meeting and making it public so that >> folks know ahead of time. And I'm also good with having a board member to just work on it and decide for us. So I'm supportive of both. >> I mean I'm sure it's either >> I think simple is better especially because either you have one or a bunch >> I would want more than like three or four questions. >> Yeah, I was thinking three questions. >> I'm in
agreement with you. Um, >> I don't think why we could not decide which questions tonight. I think it's pretty cool. I really like number one as well. >> That's a good introduction. >> I like number five. How do you see yourself as a contributing member board? >> Yeah, I do too. >> Do we do we agree with >> Yeah. Does anybody have one that um you would like to add maybe as that third one? I'm drawn to 15 um or some version of this and that reads, "How do you believe a schoolboard member can be most effective in making longl lasting substantial positive changes for students?" I think asking student centered questions. >> Yes. >> Huge idea. >> Huge. Yeah. That's a good That's why we're here. >> Yeah. >> And I would be happy
with those three. >> Those three. >> I like the student. >> I mean, you can give them the last one. Anything else they want to share, but true. >> Otherwise, those three I think are good questions. to one >> five 15 and then we can always end with Is there anything else you'd like to add? >> Yeah. Yeah. >> All right. Great. Sweet. >> That was that was that was nice and easy. I like it. >> Yeah. >> Okay. Moving on to our board policy. The first reading uh centered around resident student denial for virtual public charter schools. Dr. Concaid or Dr. Harland, would you like to speak to >> Sure. So, the three policies that you have um are actually all pretty simple um and straightforward. The first one um we have a current
policy and this just changes some language from establishing a cap to calculating a cap and it requires that you do it twice a year instead of once a year. Um and so like I said, this is a policy we already have and those are the two changes in that policy. Um the second is a military leave of absence and this changes um for employees using a leave from 15 days to um up to 21 days of absence um in any one year. And then the last one um is our uh we have a current policy. This adds the concussion protocols um that we have through actually through OSA and some other things in terms of um having plans for students who um have a concussion for accommodations until they heal. This also um just as
an FYI, this policy part of it removes the dental and vision screening piece from that policy and it's not because that goes away, but that language lives in another policy as well. So, it just gets rid of the um repetitiveness of that. But in terms of the content, it's a addition of some of the concussions. >> Yeah, I really like that addition um and and making those accommodations for students because it does it can affect them for, you know, just a little bit of time after the injury or can, you know, for for the next week. And so, we we need to be conscientious of of how that can impact their their education during that healing time. Anybody else? >> Some really good changes. Yeah. In these three three policies for sure. >> Okay. Thank
you for that information. It will be moved to a second reading for next month. Anything for the good of the order? >> Um I just have a question. Does anybody have good strategies for getting the word out about the board vacancy? Has anybody had successes um with advertising and getting the word out? Any suggestions? I know we've talked about it, talked about it. >> I wouldn't say advertising, but at the auction on Saturday night, people were asking and I said, >> "Hey, go ahead and play. We would love for you to apply." >> And it was in Yeah. that our tone and it was a good >> blog. It was very easy to notice it there. And discover about Angel has put it out. >> We should repost it again. We posted it on our
social media and of course on our website, but we should repost it on Facebook again just to kind of get it at the top of the >> and I'll reshare it once. >> Okay. Yeah. Thank you. I just wanted to >> Yeah. Yeah. Had had a few people ask uh about what it involves. So hopefully just like apply apply. Yeah. >> You know, encouraging all people to to apply that ask about it. So >> excellent. Thank you. >> And that we're not a scary for them. You're scary. >> Okay. Anything else? >> All right. Thank you everybody. >> Thank you. days. We start writing
