005and help them with color palettes and shopping and and i just have so much fun i feel like in my next life i definitely want to um be in real estate and maybe um um get homes ready for staging because i think that would be so much fun that's probably a little too much information for you thanks kristin you're good but i'm glad you could hear me um yeah thanks everybody all right ian i'm uh ian sablich i'm a language arts and language development teacher at northwest middle school i'm doing really well today no time constraints although it's it's a beautiful day outside um high expectations as always no issues or elephants i think we've identified beau and also shelly may be missing um let's see my hobbies pretty pretty lame as a young professional

011now i'm too broken to play so i just have to watch thanks laura linda hi i'm linda walter i am a retired teacher counselor from adams county 12. i have i'm fine today thank you i have no time constraints no issues or elephants my expectations are that we continue to work and get as much done as we can and my hobby is doing handcrafted gift cards nice thanks linda allison rookie mistake i couldn't find the mute button sorry um hi i'm allison alter i teach social studies at horizon high school i'm doing okay today i just had some sugar to try to wake up because it's too late in the day for coffee um no time constraints my expectations would be to finish all the things so we don't have to meet on the 13th

012so fingers crossed on that one no issues or elephants um we know who's missing and hobby so when i finished grad school i realized like i didn't really have year-round hobbies i had seasonal hobbies like hiking or skiing but nothing to just do for an afternoon of free time so i worked really hard on developing some hobbies and so now i'm into sewing and woodworking kind of like crafty type hobbies um i really love to like put holes in walls and and build things and my husband does not like that so when we moved he insisted we did not get a fixer-upper but the compromise is that now i'm making our dining room table so it's still a win nice thanks allison theresa hello everyone teresa barajas assistant principal at northland middle school um i'm

014the soy sauce but um it's clean um got a lot of balls in the air so i'm a little frazzled but other than that you know i'm getting focused on our job here we know who's missing i don't have any issues or elephants i have the same expectations as everyone else and always to continue to do the good work that we do here um my hobby i love to read that's what i do i run but it's not a hobby because i hate every single step of it so i have to make myself do it um i love to read i i every saturday and sunday morning you will find me curled up in our chair by the fireplace under a under a single bulb lamp just enjoying a good book last summer i also

015started getting into gardening more than just pots usually i just buy a bunch throw them in pots and water them and i'm you know that's my pretty yard but last year i i started getting into that a little bit so those are my hobbies thanks deborah heather espinoza hey heather espinoza teach second grade over at woodland i am okay today i do have to pick up a child again about six o'clock so i will take y'all on the road with me um last time i said our expectation would be productive and it went really well so i'm gonna go with productive um again tonight um no issues on elephants i think we know who's missing and chris you're cracking me up trying to untangle your cord over there so sorry deb i was laughing at

016him um my hobby i have no hobbies i'm the sports uber right now i just drive children to all the places so that is my hobby thanks heather chris chris we can't hear you sir all right i'm gonna go on to heather gracious while chris is trying to to come on so go heather hi everyone heather gracias director of elementary for student support services it's great to see you all twice in a week we're lucky um i have no time constraints i have the same expectations as heather and allison like i believe that we can be productive and get done tonight so that's my expectation uh we know who's missing um my hobby is um i would say now it's um well i can't do it now because everything's closed but i love going to

017the theater love it would do it all the time and that also includes just listening to my daughter but can't do that either so except when she's just practicing in her room thanks heather dorman my name is norman land i'm a teacher i don't have any time constraints i expect that we'll do really good work um i have no issues or elephants shelley's missing i think that's it and and chris is missing um yeah hobbies i think people i think my friends would say my hobby is curiosity we go to a a different restaurant or something and they open up the mini go i'm not eating that i don't know what that is i'm like i'm gonna eat that i don't know what that is so basically i like to take the dirt road thanks

018durbin nancy good afternoon my name is nancy leonard i'm a retired principal with district 12. i'm feeling good a little rushed i just ran from a preschool board meeting to this one so um i don't have any time constraints now uh we know who's missing shelly and bo still and i see lara's back on and don't see chris yet um no issues or elephants and i i believe like the rest of you that we are going to continue to be productive and get a lot done today and it would be great not to have to meet next week so um hobby um i do the same thing that linda does i make a lot of of handmade cards i love doing that and then my other hobby is weight lifting very good thanks nancy dave

019lockley afternoon dave president of dta i'm doing well today um very distracted by the fact that it is gorgeous outside uh and so sorry about that if i start drifting off and looking in the the window uh [Music] issues or elephants we know who's missing my hobby um is going to sound since we're all a bunch of educators but i love to go down learning rabbit holes i love to just like find out about something incredibly obscure and just like delve down deep into it hence why my obsession with the author like malcolm and simon winchester who just like dived down these rabbit holes that i didn't know i found fascinating before i started listening to it so uh that that would be my i could listen to people i could read about it watch

020like i just if i want to destroy myself or whatever i i'll go down rabbit hole for a while so sounds good and dave you're glitching just a little so we i think we got most of what you said but you're glitching just a hair i thought i'd warn you uh marty and then i'm gonna come back to chris and see if he's got there so marty good evening ronnie mccarthy uh principal of thor middle school no issues or elephants no time constraints uh i think we know who's missing at this point oh chris is back he's no longer missing good for this and then um hobby or expectation i expect us well we set the bar high last time i expect us to be just as efficient this time and um i have like

021i have so many hobbies it's it's stupid and ridiculous everything from uh well like i did the covid thing of learning how to make sourdough bread to like oh i don't know i love to hunt and fish and be outside i love the snowboard like i could easily fill my life with hobbies which i shouldn't say in front of chris but there you go thanks marty all right chris let's see if we can hear you all right gang i think this will work i changed devices sue's ordered me a new computer by the way so the one that kind of periodically works and doesn't is his days are numbered so that's a good thing so i'm chris superintendent uh glad to be here as noted it was nice to join with principals today in person

022after more than a year of being a i also got good news right as i was jumping on here tonight that cbph granted our variance for graduation ceremonies to move forward so that we can have four invited guests for each student and have less spacing than this stage of the order uh is calling for and so i'm tremendously grateful to our local public health partners and for cdt cdphe for saying yes and beyond that um no issues or elephants my expectations similar to some others i feel like it's realistic that we might be able to finish tonight we'll see never want to rush things but i also feel like it's feasible and possible and that would be good if it were something that came to fruition and i think that's oh hobbies i similar a

023lot of folks i like to be outside the hunting bird hunting and fishing are things i enjoy a lot running i enjoy hiking and i just love being away from the computer other than the times i'm here at ibs and seeing all your smiling faces on the screen thanks chris jim [Music] i'm jim i'm one of your facilitators i'm doing well today we're down to two people missing i'm sure they'll be here i don't have any time constraints no issues or um elephants expectations that we will do good work and we may finish up that would be great and we'll do good work whatever we do hobbies photography woodturning landscaping hiking so that's it david it's all yours thanks jim appreciate it i'm dave i'm one of your facilities facilitators as well um i have

024to admit i'm a little tired today i started early this morning with another uh another group so um it's been a busy day uh no time constraints uh we know who's missing uh knows who issues your elephants my expectations are like everybody else is just stay in the process and and get work done you did such a fabulous job uh last week let's beat it this week that'd be a great and and i would like to remind you if bo or shelley pop on bring it to my attention so we can get them uh checked in as we're going through um i was a musician for uh uh by trade for many many years uh taught music for a long time but it's still my number one hobby i still love to play i still

025love to write um matt will have to get together someday and jam on the guitar and have some fun with that but uh that's my ultimate hobby but uh lately and i think i've shared this with with most of you uh in the past i i've got into writing uh i've written two books now and um i have really enjoyed that and i find myself not knowing not having any track of time when i'm writing i just start writing and next thing you know my wife will say uh you were going to take the trash out and it's like uh yeah i was and uh so i just i it's really fun to get lost in what i'm writing and and uh i really enjoy that so all right so we are i'm looking at

026the uh agenda for today uh it said and it says finalize remaining issues from may 3rd and the first one on there is review recommendations of sped uh planning time uh study committee is that where we're starting myla dave or is there someplace else yeah i think um you know i copied down onto our agenda the the items that we're hanging over and waiting for tonight so um i don't have a strong preference but we may as well start there anybody have a different idea i don't and i think we'll start with a little bit of story from heather because she was asked uh to do some research for us uh and uh is this sounding better dave by the way yes it is thank you and um for those of you who don't remember

027which document it is in the shared drive it's titled draft learning specialist idea uh time language it's a long title okay heather okay i just didn't know if i should start so we were able to um take a look at each school and their direct service minutes the number of learning specialists um the amount of obviously individual planning time that they would need and and with the 200 minutes there were four schools that give us pause um and that we would want to respond to upon more data and accurate information from when we're not all remote and there was one fairly significant outlier um that i believe we might need to do a little bit more digging into their data to see if there's an additional [Music] allocation that they might need but the rest

028of the folks really did fall or schools fell quite in line and i felt comfortable that aside from the the one that i have concerns about and the four that we would watch the rest would be able to um maintain with the 200 minutes of iep writing time or whatever it is that we decide to call it under current staffing ratios and allocations correct thanks heather so are you entertaining questions i see deborah's hands up is that where you want to go next myla is that best route uh yeah i think questions other other comments you know people saw this and um sandy the to answer your question in the chat the agenda was a twofer this week since we met twice in one week the agendas were all under 5'3 so you'll see today's

029agenda just on the second page [Music] so heather i just wanted to clarify when you say four schools give you pause that means their their minutes or their caseload are cuspy on being very heavy and you they might need more support is that what you meant so i think what it means is that i would have to dig into their actual schedules as far as a next step so they had above um the direct service minutes that other schools did um not enough to say oh yeah they they cannot do this um it just definitely wasn't that black and white um one of the three one of the four schools has talked to us about you know needing support with scheduling and whatnot um and so i just think that we would have to look

030at their schedules and group sizes and determine whether they needed something different or um or more support but it wasn't as simple in the in the quick turnaround as being able to dig in um the way that we normally would okay thanks to help okay yeah other questions for heather uh other heather espinoza heather 2.0 yeah so trying to think about this and i'm trying to wrap my head around how this is going to look in practice and how do we also ensure that the other providers who aren't in this bucket yet of having these extra time ensuring that their plan time won't be eroded since our learning service folks um will have this extra protected time to use that they won't like for example yeah my school right now there's been like iep meetings

031three mornings a week well next year there'll be some extra time to protect that for a learning specialist but for our speech folks or otp our mental health people who also sit on those iep meetings is there some type of agreements or um i don't know something we're going to share to help people when they build those schedules so we're making sure it's equitable for everyone on the team so you know what you're describing is part of the problem for why we're we're walking down this road uh the first thing i would say is under the current language uh all of them should be getting the 270 minutes scheduled uh not plan time or you know they don't plan lessons but uh plan time under the current language plus the 135 minutes of set-aside collaboration

032time so they should just like the everyone else not in this bucket still have those times built into their schedule um and based on our you know the generally uh used definition of you know periodic interruptions an iep meeting for a ot should not take away from their um planning time uh the 270 on a regular basis because that would then be a consistent interruption per the definition that we're already using it gets a little scratchy and a little bit harder to enforce with those folks but what we're moving towards or trying to move towards i think with this language and this this uh direction in general is to say to building hey everybody should have these times built into their schedule now we are identifying the learning specialists in this language have this double

033problem where they have the planning components for their groups and other things and the iep component what we need to do next year is to determine uh we know this group had two separate distinct times that took up those two blocks of times what is that balance for the rest of our special ed departments at the elementary level is it the 270 if it's scheduled and adhered to which it should be if it's done that way is that enough time do they need additional time is this is it a scheduling issue is it a willingness to work around schedules we just don't know the issue about why their plan time the quote-unquote plan time their set of tie set aside work time is not being um granted followed whatever you want want to say even

034though it is currently their right to have that time scheduled and if that scheduled time is taken away to say okay from 2 to 2 15 tomorrow i'm or 2 to 2 30 whatever it is i am locking my door and writing iaps as part of my plan time um that that that's not happening we know that's not happening but we need to figure out why and what's the best structure to ensure that next year and the nice thing about some of this uh structure stuff that we're talking about if we start in august to work on it right away which i believe that's our intention um if we're not changing language there's nothing that heather as our new director of special ed can't say okay uh everybody this is what we're doing next thursday

035right like she has the ability to say hey here's the new procedure to do xyz if we're changing contract language then it needs to be negotiated and it needs to be ratified but if it's just a practice or a procedure if heather gets the approval of priscilla and chris and those guys to move forward with a recommendation she can do that at any point throughout the school year we don't have to wait a whole school year uh to get it done does that answer your question heather it does i mean i know those other providers are feeling like our um learning specialists currently feel like there's not enough time to do all the billing and all the planning and all their testing and such so moving into next year we know that will still be

036an issue and a rub but i was just curious if there's any guard rails in place to help balance it for both of those groups so there's not any contention within other gracious the other piece of data that i would just throw out to the group is that um the related service staff that we're going to be addressing next year they they too have different roles even within the related services group so it gets to be pretty complicated speech pathologists can be service coordinators for kids therefore their responsibility in the iep is different than say a mental health or an ot person so i i do think that um you know they build their schedules currently around obviously iep meetings and getting that work done but i think it's it's really about defining that and

037taking each group separately so that it makes sense to meet the the needs of that individual group of folk other questions comments i'm seeing none so i assume we need uh thumbs on this is that correct is that where you want to go next dave myla if no one has any uh additions or edits they'd like to make to the document or other heartburns or concerns then yeah okay any any other additions corrections questions dave i think there was one um comment last um when we were together on monday about in the last paragraph this this sort of clunkiness of this sentence and um it hasn't been revised yet so i don't know if perhaps um we just if we eliminated this ensure instructionally sound and legally defensible ieps and just i don't know if

038that simplifies it if that takes something out that is some not meant to be taken out but i'd just like to put that last paragraph back in front of you what's the feeling of the group on this look at i'll give you some time to look it over what uh what milo just did can you put it back in for a minute milo please yep that clause was really intended to just you know sort of like to what end you know to what end are we adding this time um but it is kind of a an awkward sentence okay ian uh language arts teacher what if we just took out the two in front of ensure that was what i was just going to say is that that why your hands up allison all right

039so take out the word two make it say like ensuring adequately sound and debra it sounds like a list sorry milo no go ahead in order to assess the adequacy and impact of this additional plan time ensure instructionally sound and legally defensible ieps and provide additional recommendations i think it should say ensure because it's like a list of things to ensure or ensure i'm sure in sure ian so actually my my comment is around that is it the study committee's job to ensure that i'm writing legally defensible ieps or is the goal of this language to provide me the time in order to write it so i'm not sure that phrase even needs to be there because it's not the study committee's job to ensure i'm writing it it's to give me the adequate amount

040of time to do it does that make sense so i think that phrase doesn't even need to be in there because it's in the bullet point up above and the committee is just going to study to see if hey does this amount of time work are we able to get our paperwork done marty yeah i was just going to say that the list is referring to the impact of this additional time and so if you move the impact of this additional time to the end of the list you know and so in order to assess the adequacy [Music] and how this additional time ensures you know or affects our abilities to create to me the the point of this is to see whether this time is meeting the purpose of doing that list okay other

041other comments something like that perhaps marty is that what you were looking at oh all right yeah i think i like that better all right other questions additions comments okay now i think we're ready for a poll of the group all right look look it over real quick because i'm going to ask for thumbs here in just a second okay still see a couple people reading so i'll wait just a few seconds okay let me see your thumbs you have your first consensus of the night good job thank you all right [Music] excellent start yeah very good so we are now back to your um agenda it's uh commission two study groups for next year identify contract language changes uh change issues that result from unique characteristics of k through eight schools from the creation

042of the five star school on online school is that where you're going next and yep um so there's a uh document called draft study group moas and these are the two that that we showed you last on monday very very broad very general very similar so i don't know if you have questions clarification suggestions uh david miles i know it's been uh kind of our practice to separate these things all out and that kind of stuff but i wonder since we're commissioning two study groups that are relatively kind of similar in craziness if we just do one moa instead of adding two sheets of paper to the to the document and say you know um since they're so similar you know study committee the district in the association will commission two study group or two

043study committees one two and then the um k language the other two and then uh that okay i i have i have chris and then linda chris just have a an interest especially around the k-8 but it may apply to the online study group too that the work is concluded and our recommendations brought forward to the ibs team sometime in january because i think at least the 881 has the potential to include some financial implications with it as well on the sooner that we can get those things into the mix and consider uh how to to fund them the better so i don't know that it has to be a language team necessarily but if dave and milo are out convening folks setting that sort of target i think is important okay linda we need

044to identify participants we generally haven't i have stated that it's how many from the association principle blah blah somebody want to answer linda's question i'm thinking about linda's question i saw your mic was off so i was like i think that's the wheels are turning yeah sorry i had hit the mic to answer and then my wheels started turning fast um you know i think what's interesting about these two particular uh topic areas is that i feel like to get the appropriate data and information and people in the room it's going to be a relatively potentially large and and changing group of people depending on the topic and the subject i think we could identify a number of core team members that will write the the recommendation um and you know say something to the

045effect of each study committee will consist of no uh a balance i don't know no more than five no not no more money at least five members of the association and five members of the district administration or something like that uh with for the purpose of writing the final recommendation but i i do just to be completely transparent you know with the number of k-8 buildings that we have that have completely different flavors and the fact that primary online is going to potentially be vastly different than high school online and secondary online and learning services online it's going to take a lot of uh friends to be able to get our head around the whole uh the whole kitten caboodle so i feel comfortable you know defining what's uh right like that whatever you want

046to call it core team steering committee whatever whatever that that kind of space is but just to be transparent it's gonna be a lot more people than that to make these recommendations okay so milo's typing something in so take a look at it linda dave whoever yeah see if this is what you need i don't know maybe rather than naming roles maybe just speaking to this this equality of representation um equal representation from the district and the association from representative sites and subject areas open to suggestions instead of subject areas do we want to define if it's a k-8 from levels and or subject areas okay maybe instead of being so specific it's just a variety of roles and responsibilities certified roles and responsibilities okay what else [Music] uh ian i just changed the uh

047the witch to that um one is a it's a restrictive clause which means this information is necessary to the understanding of the unique characteristics thank you okay anything else i'm sorry as a math major i appreciate smart word smoothing okay dave uh we either need to merge the two documents or uh port the language around the participation to the second uh one as well did anybody have any thoughts on the merging yeah your name uh nancy since chris was suggesting the january date for um the k-8 is that also a date that would work for the online study the online school study i think they both have have uh budget implications uh and likely both need to have work okay and there still isn't a date in there i suggested end of the work time

048yeah i guess i don't want to put into contract language that it would be finished by january but i think that for our internal planning and as dave and i like crack the whip on these groups that we do it early and we do it quickly and we're we're ready uh as as a knowing but giving ourselves the the space to continue our work into the spring if if necessary so i guess i'm i'm okay with leaving it as the school year and then just knowing that we're gonna really strive to to have a product by mid-year uh i think also you know the group's work may not be done even though certain elements of the recommendation that chris needs might be done in january i can imagine that once you take you know from

049the but that's that you know this level of stuff might be done but as the school year continues to go the level may get lower and lower as far as work that committee is continuing to do so i wouldn't also like i said similar to milo's not want us to have to stop in january if there's still good work to be done welcome both good to have you with us all right bo we're gonna have you check in while people are looking this over and so it is who are you position in district how are you time constraints who's missing uh issues elephants expectations and then what is something you consider a hobby all right good evening everyone apologize for my uh delayed entrance my name is beau foberd i have a pleasure serving the

050district as executive director of curriculum and instruction um i think the time constraint is now taken care of uh no issues no elephants uh same expectations as always i know we'll do great work as always um i have to pick golf and i'm really excited that it's entering golf season um i've been noticing the courses greening up and i am ready ready to play so again apologize for being late thanks for your patience thanks bo all right more discussion on the memorandums of agreement here well one of the things um that we've been talking about dave had just put on the table we're looking at the draft study group moas so the k-8 school and then and the online school moa's and he had just recommended since they were essentially so similar in in language

051and structure and you know just these broad statements that perhaps we combine it and say one moa to form two study groups and so um we're just pondering whether that seems like the right idea or not any thoughts about pros or cons on that i don't think there's any cons i think it makes sense i mean each each entity will will require its own group um because the the considerations and the needs are are unique but i think in terms of them being unified in a single mou i think that makes sense and if next year one of them is finished and one of them needs to continue then we split it out at that point okay other discussion on this i'll come over i'll give you a few seconds and then i'm gonna ask

052for thumbs milo you let me know when you're ready okay okay i'm just merging on onto the top and see see what you think linda oh pooh i just lost my [Music] [Applause] i lost my um shared drive information let me get my technician in here to help me just all right i'll come back to you just a second thank you you better okay my technician has completed her work um okay the two joint study committees that's what i was looking at thank you all right are we ready for thumbs all right let me see your thumbs may i put a k12 in the front here yeah okay and then you're the only one i didn't see the thumb on milo so all right good you've got consensus okay oh people people we're on fire

053milo we found our new hobby no no kathy no [Laughter] all right so on the agenda next thing is uh straw design from article 24 4. we didn't go into straw design did we help me out here uh i think yeah we had one giant that's what yeah yep we didn't separate into straw design so can we pop that up and take a look at it where is it at that's chart article 24.4 okay then you'll find the straw design that we were working on at the bottom of the document okay i guess not yeah not quite at the bottom but on the bottom of page two and so remember the recommendation was to add after 24.3 uh 24. 24.4 0.3 had this not replacing the current language in 24.4.4 but i'm just inserting in

054between what is currently three and what is now four or currently four norman garmin yeah i just uh need to say something it's an issue for me and i just want uh everyone to understand i don't know i just need to say it so you know marty said some things last time that really resonated me that were very truthful um about needing to modify these things so they can be enduring uh because they're very valuable and that really sat with me and then i as i listened to the school board meeting last night there were some other goals and different things that that that they talked about and data that was presented that that kind of piled on that um so teaching careers now first people that we hire from uh from january 1st of

0552024 their 40-year teaching careers um and so i really appreciate that we have that we did the 10 years and they presented that at the school board and and the effects of that in in in data um so a teacher is going to be probably going to pick their forever district within five to ten years of their beginning uh their their career um and so these leaves happens are very important um i would i would like this group to consider in the future how to bolster these leads and absences i have been i was blessed by a year-long leave of absence to go study uh diversity uh language and english acquisition and it it revived me and it's it it made me a better teacher because it was like a deep dive it was like

056a whole meal of learning for that time um and our our step down what we get now is like a little snack you know it keeps you going snacks are good and it keeps you going keeps you energized uh but these leaves are absences not you know not talking about this one but in particular but i took a sabbatical um and i used that information uh even last tuesday i have a student that is of mexican descendants mexican-american and we were talking about that and then i had a student that is mexican and i had um you know and then they were just what's nationality versus race and ethnicity and how come oh mexico has many ethnicities and mexicans not a race and so we have some really good thoughtful discussions about diversity in who

057we are in my class all based i would have been out of the i would have been like sunk if i hadn't had that leave of absence to really delve into those things and it's a 40-year career so we need to figure out ways in the future to give our teachers really deep enriched learning that will revive them and energize them and keep them moving forward and those things can happen many ways it doesn't have to be leaves absence it can be you know just switching schools can do that or like teaching spanish and then science or science and spanish whatever you know but we need to like be thoughtful about that in order to keep our teachers energized and really doing the high quality work that they do for 40 years because that para

058chart is no longer a of chart it's just a line that says 65 so if you are you know started 25 years old you've got 40 years and you need to be educated that whole time so this this is really good i really appreciate what we have here and um but i think we need to be more consistent and thoughtful and purposeful about how we're going to support our teachers for our 40-year career in adam's 12. i think we need to be proactive about that in the future and that's i guess i just needed to say that thank you dorman another discussion on this so last time i almost jumped the gun and asked for uh for uh thumbs and people said hey wait a second uh we need some time to look at this

059and so we did jim i'm wondering if in that second sentence the application is due 30 days 30 calendar days if you would like to answer is due not later than 30 days you you may want to encourage people to apply as soon as they consider it okay other discussion on this all right i see people still looking it over now i don't want to jump the gun but are we ready for thumbs all right let's give it a shot let me see your thumbs on this okay we have three sideways thumbs i'm going to start with sandy i mean i'm still stuck on the fact that it's only seven people um and that's what uh as i understand it sparked this whole thing i mean i can live with it if people are fine

060with it but i'm just still thinking about that okay deborah yeah i i have to agree i i don't i'm not really excited about the fact that we some opportunities may just present themselves i think the thing that's making me um able to live with it is that sentence that it can be adjusted in consultation that's what makes me able to swallow it but i'm also concerned about the fact that we're um it's just a very small amount of people for whom this is affecting okay allison um similar i also the 30 days piece is tough for me um i don't actually agree with it but the fact that there is that opportunity to adjust i will not thumbs down it but um i there's a little piece of me that wishes we would have

061just gone into straw design groups and seen what smaller groups would have come up with because i actually didn't feel like we discussed that part i feel like just 30 days was thrown down and we kind of i felt a little pressured to go along with it because we it was the end of the night so um i won't thumbs down it but i think we skipped a piece of the process that might have been beneficial so let me ask you this question allison we do have a consensus on it but are you requesting possibly to go into straw design for a few minutes just to discuss it we could do that no i i can live with it um i'm not thumbs downing it i just i think when it's something like that where

062we did have multiple options on there 30 days 20 days two week notice leave his stance just the first thing that got thrown out was 30 days and then there was no discussion around that whatsoever um but no i it's fine all right so we do have consensus on it uh the folks that had sideways thumbs we let them have their piece so you this one uh unless somebody requests going into straw design uh on it then we will consider a consensus and have it done all right all right sounds good uh you've been at it for a little over an hour uh do you want to take a 10-minute personal needs break before we move on or is there something else short we can go ahead with myla i think we can i just

063want to ask chris a question it was susie going to join us tonight or or not i thought she was maybe we were supposed to connect back with her i'll text her during the break i can also uh cover i think we're largely in the same spot as monday there's a slide or two in last night's presentation that was different so if we were able to get last night's slide deck in here i actually do have that loaded into the um into the drive so maybe we don't need susie yeah i mean it's up to the group i feel like i can speak to uh some of the updated information in a way that's credible and accurate but if you prefer susie we can try to track her down too uh any who's okay with

064chris [Laughter] suzy i'm watching the school board members very carefully maybe let me see who wants susie anybody just really feel like they need to hear from susie you have a question that's particular to her not that you don't trust chris or the confidence in his ability to okay we'll just stay as yeah chris's presentation gonna be fun because i only want presentations that are fun you're definitely proven that you're at the board meeting dorman that's a new norm just so you know um nice nice um the uh yeah so the the document that i uploaded uh that i believe was presented to the board um is in the ibs drive and it is called fiscal plan and budget fiscal year uh and it was uploaded yeah i uploaded it first thing this morning so

065all right so so i think we're ready for a break gene would you give us uh 10 minutes please [Music] go yo yo does somebody want to mute linda [Music] i just did i got her i muted her hey myla on that on that last vote i had to go blank because i had to run really quick and take an aspirin i thought it was going to end up on the floor for um so um but i i was a thumbs up just for the record thank you yeah thanks nancy and i hope that aspirin kicks right in yeah it's already working okay oh so if you are back please turn your camera on so we know you're here and dave i did create since we're moving into compensation a new chart and there's links

066to the two uh presentations chris made on monday and the board presentation [Music] at the top of the document okay thanks whoever shut me off dave at the top of which document so in the folder there should be a document now called chart compensation and at the top of that should be uh links to the presentation that chris gave last week and to the on monday and to the board there's two links are they the same or they different one uh the top one is the one he gave to the board last night the bottom one is the one that he gave to us on monday they're slightly different so i just included both links so dave jim do you feel like we've got the whole group back and are we in a position i

067believe we do yep so uh we're ready to start whenever you are chris go ahead all right gang uh so i'll just highlight some of the things that i believe have changed in the version of the slide deck presented to the board last night compared to what was shared with the team on monday and then there's an additional item or two since last night through today that's also new information that i'll weave in as well when you look at this slide deck there's a slide midway through in student count that wasn't part of what suzy had shared on monday it's a bar graph with red and blue it talks about student count and really what the key takeaways are in that document one is that it's really tough to do an apples to apples assessment

068of where we're really at in funded people count when you look at a chart like that because we have charter school things that change so if you have a cova who leaves uh and they had five thousand plus students enroll at kova while they were with us they departed probably eight years ago and so you see a decline fairly significant decline then another factor in the charter space that has pulled our numbers up is having new america school come to the district within the last couple of years to be chartered and we've also had a stretch in recent years where prospect ridge and stargate were expanding into high school and so that creates some growth there that as a district unit is captured in our per pupil uh funded count of the state but in

069terms of what we have in district managed schools those students obviously aren't part of the mix and then the other thing that can create a little bit of a misleading visual picture in those bar graphs is up until last year kindergarten was funded at 0.58 for a long time and now they're counted as 1.00 and so that grows your funded pupil count quite a bit even though the number of students you're going to serve in grades 1 through 12 can still be quite a bit lower than it used to be so that's part of what suzy noted last night i really feel like the meat and potatoes of what changed happens later in the slide deck i'm just going to start to review again the revenue estimates the expense estimates and and walk you through

070some of the new things in there just so we get our head wrapped again around those important pieces so if everyone could get to the slide in the deck that talks about fiscal year 2122 revenue estimates and the first bullet is increase in recurring revenue total program by 18.9 million people seeing that what's represented there is the predicted reduction in the negative factor for more than a billion dollars uh statewide to a level of 572 million dollars for 2122 the new information that's come down since last night we received word from our lobbyists and other sources today that number one legislature is likely to have the school finance act introduced on monday go into committee next thursday and it's likely to include a provision that would expand funding for at risk peoples and english language

071learners on the at-risk side it would expand funding in terms of students who qualify for students who are on reduced lunch status as opposed to just free lunch status so it could provide additional resources to many schools districts throughout the state and there's also provision that would increase funding if a student's at risk an english language learner right now you're often in a spot of having to count them in one or the other category but not both and so you could receive additional funding for students who have both of those attributes what's uncertain is what the funding source may be to support these ads the the estimated total ad or doing what i've described is in the 75 to 95 million dollar range are the numbers i've heard shared this afternoon and it's not clear

072what will happen if the state supreme court says that this military equalization proposal that's pending for them for review if they say that we can't begin to increase no levies in local districts by one meal per year and the places that have mills less than 27 which is not us that's the good news we're already paying top dollar max dollar along with a lot of other districts but there are some communities like denver and cherry creek uh who have middle levees less than 27. what's before the supreme court is seeing whether cde can increase their local levy requirements and contributions to total student funding by one mill per year without a vote of local voters pursuant to labor if this proposal uh middle of the equalization is approved by the supreme court then it seems

073likely the funding for this at-risk and english language learner additional resource would come from those additional local revenues if it doesn't come from there there's uncertainty about where those funds might come from and i'm certain that uh susie's not heard anything that gives greater clarity at this point so there's a little bit of that uncertainty there on i just wanted to point out other than that the 18.9 million really is a byproduct of if everything stays the way we expect and there's not any final adjustments to the negative factor going down to 572 million we will get 18.9 million dollars in additional hopefully ongoing revenue even with the reductions in student enrollment that we've been talking about total one-time resources you can see there's significant funds that we have in the one-time category of close

074to 49 million 48.7 million including 10 million dollars that we plan to end this fiscal year with in general fund that's unassigned some money that has been earned on money that we haven't needed to use to pay our annual bond principal and interest payments and so all the funds that we collect from our taxpayers each year earn interest from the spring up until december when we make those payments and so we've got 1.1 million dollars that's accrued over time and interest that we could access access if needed and then as susie described the other day there's still some significant funds left in the various s allocations that have come from the feds with the most significant amount of unallocated dollars being the funds just recently approved by congress in march the 29.9 million dollars that's

075left and i'll look to dave and jim if people raise questions just uh jump in and interrupt me guys and have fun will do i haven't seen any yet chris so we talked the other night about the increase in recurring expenses and the assumptions for a 5.4 million dollar increase in expense for giving steps and stuff step equivalents for all employee groups there's some additional expense of 3.6 million dollars that would be necessary to staff online program for next year some discussion with the board last night about is online really worth it given that you're having to spend 3.6 million dollars in new staffing to make it happen my thesis is that it is worth that we have data now that show that roughly a thousand students in our community desire to have that continued

076online programming at 86.75 in funding per pupil if those 1 000 students felt strongly about online and we're not providing it there's lots of options elsewhere and that would be almost an 8.7 million dollar reduction in revenue so even though there are some new expenses that come significant ones like this 3.6 million dollars for staffing that we can't easily just trade out from sbbs and school budgets because kids are coming in really small chunks and quantities from a variety of schools so there are some real expenses that are significant but i think we still come out substantially ahead on the revenue side and i believe we're in a good spot to be responsive to families in our community who want that option and some of them may in the in the future like to come

077back in person and i'd rather have that opportunity as opposed to a neighboring district having that chance there's the uh one and a half million our full year cost of these administrator market adjustments that we've just made this spring to try to true up administrators against peers health insurance dave amila did a nice job of describing the why behind that and that even with some plan design most employees are going to be in a spot where they're in a better place in terms of what they're paying out of pocket even with that plan design change and i've talked fairly extensively at a prior meeting about this new position executive director of diversity equity and inclusion which has incidentally been posted and can't wait to see who our candidates are and engage folks in selecting someone

078to help lead that work in our system a good bit of what is on the wish list in our system right now are i t expenses and things that have i t functionality from a learning services standpoint and so you see listed here some of the various licenses proofpoint is a system that tries to keep spam and viruses out of our email system and puts things that are just spammed out in a separate folder and you can identify affinity that's just really important stuff to come your way g suite and zoom uh functions i think we all know well at this point and how they've been necessary to support student learning this year and we're going to need to continue to have those kinds of resources in the future unfortunately we can't skinny down those

079expenses even if the number of users decreases significantly whether you have a thousand kids or ten thousand kids doing online the zoom license cost uh my understanding from it is still the same and then some cyber security support is necessary we've had a number of situations where we've had people hack in we've been able to contain damage but we also need to have expertise available that if we have something more dire and more widespread as a vulnerability that we can bring in the cavalry and try to lock things down before we have a ransomware demand and someone shuts our entire system down for days and so that's part of the consulting services that are on the list here too so the next slide i think is entirely new compared to what you saw on monday

080night as i shared with you we're currently in the stage of looking through requests from departments and some divisions like learning services on behalf of schools and additional resources that people would like to see for next year we're not completed with that exercise unfortunately i plan to finish that on tuesday with the team and that's why you see a range from 1.6 million to 2.2 million in terms of likely recurring department requests that i would recommend to the board be part of next year's budget some of the things that i feel have a good chance of being in that final plan include staffing changes to add an additional accountant part of our audit this last year from our external auditor raised the need for us to have an accountant who can do functions similar to

081what our formal and former internal auditor did around school-based accounting of student fees in particular there's some inconsistency in how schools do that there's also vulnerability about uh not about having those funds lost or misappropriated if you had an event of employee fraud and having more accounting support there has been recommended by our external auditor procurement staff it's something that when susie deyoung asked for something she doesn't ask for much uh and so it carries a fair bit of weight with me when she says we really badly need this we really badly need this i know that there's been a lot of procurement on everything from ppe to air purifier systems to textbooks chromebooks and we expect that volume and those kinds of purchases to continue at a fairly significant clip next year and beyond

082and so adding a senior buyer position and to support that will likely be on my recommended list coordinator for electives just given what i've come to realize i'm a slow learner but after 12 years and a lot of years of ibs talking about specials i've come to appreciate how complex not only the staffing and logistics are of specials throughout our system especially at the elementary level and especially as we have schools that are reducing in size but frankly to support those important parts of our curriculum and the students educational experience i don't think it's sustainable to continue to ask a pe teacher a music teacher art teacher on top of their other duties to try to lead all of the work forward around curriculum and professional development and awards and all the other things that

083those individuals typically do as just a stipend add on top of their day i believe we can better support our educators in those disciplines and our kids by having a person at minimum who can coordinate uh our electives work throughout the system the same is true around online programming as we bring more of these electronic and technological resources to support learning and as we take steps toward one-to-one chromebook implementation in our system and equip ourselves to do more online instructional delivery even for kids who are in person having an individual who better support all of the folks in the field to me has been a very compelling ask and so it's something that i'm likely to recommend to the board as well technical learning materials processing we're going to have most likely a new literacy

084adoption coming soon we'll have some new math materials that the board approved last night for middle school adoption i frankly believe we're going to continue to have a lot of change around materials and disciplines like language arts and social studies and our broader library services as we dig into our equity work and try to have more inclusive and comprehensive resources for our students and teachers to use and so processing all that through as well as all these chromebooks goes through our imc group and they're just not adequately staffed to support what we're asking of them now cyber security support fairly self-explanatory you'll see that a few different places district security services we've had a couple of situations this spring as we've gotten back closer to normal where we've had individuals involved in high-intensity crisis situations

085a man over by coronado hills who was barricaded in his home after shooting a gun outside a big police response that started at five in the morning we had a similar situation in an apartment complex near westview elementary a couple weeks ago and what we've learned in these situations is that having jeff genger and stacy hagan as our only people who can respond as early as five in the morning as late as 10 at night sometimes when you have athletics extracurriculars after hours and weekend activities to boots we often don't have someone who can be on site to support a school and a community right in the moment when we need them to be there and so i feel like this is something that keeps one of the important things we do which is keeping

086our students and staff safe this will give us capacity that we've seen a number of examples about our existing resources being too short for that and then grounds maintenance we're going to start to see a variety of things in the next few years they're going to require us to increase some of our operations expenses as a byproduct of the bond so as you start to increase the number of buildings you have in your system which we have between thunder vista and future forward at washington square most recently you need more custodians obviously you start to have things that start to break and need repair and so adding to your maintenance team can be an important piece on this grounds maintenance item a component of the bond was adding turf fields at each of our comprehensive

087high schools and to maintain those uh our existing grounds crew is short-handed and taking care of a lot of our existing grounds and doesn't have the capacity to take care of these new turf fields as much as you think you can just put the rubber out on the field and it takes care of itself and you just replaced it every seven to ten years there are things you have to maintain on an ongoing basis to try to extend the the turf's life and so that's the basis behind that ask software purchases um part of what we're planning to do for next year on the school and district website piece that you see referenced there is to move away from having a person on staff support our district website and our school websites and instead have

088a third party who can do that in ways that we feel like will be cost effective and then we want to repurpose that fte in communications to do more marketing and marketing that's not just focused internally to parents students and staff which tends to be most of what we do now but a lot of marketing to our broader community and sending out a lot more video stories about what we're doing an annual report that talks about all of the value that we provide to our broader community each year we know it's important for a variety of reasons for our broader community to hear what we do to see the value we provide as compelling as people are asked to weigh in on things like mill levy overrides bond elections and just the general state of

089k-12 funding at the state level and so that's what's behind that item there supplies and materials um if we're doing an annual report we'll need some money to support uh printing and distributing those items we have a 504 data system that needs an improvement and then a replacement student transportation tracking system zonar is the way that kids get on and off a bus we need to replace that uh given us age and and technologies that are now more up-to-date and then there are things like our custodial budgets and our maintenance materials budgets that we've not adjusted for a number of years and given all the inflation including things like lumber that you've probably heard about in some of the new home building context we just have to start to add some more money there so

090that we can fix and take care of as many things as possible and not offload all of that into bond programs any questions about what i've shared so far okay so that takes us to this place of where do we feel like we're at at this point 18.9 million dollars of new revenue oh i there's one other thing that i don't have on here that i wanted to mention on the other thing that i think we're likely to do and it's an expense reduction so a lot of what i just ran through are expense increases i'll say it in ibs form i have an interest in increasing the amount of ongoing revenue that's available for us to talk about for compensation because i'd rather as much as possible deal with things through ongoing revenue sources

091rather than one-time stipends because of my perceptions of expectations it sets on the system to continue the salary items funded one time in future years and you sometimes don't have the ongoing revenue stream to support it and i i've talked to the cabinet team today about reinstating a five percent reduction to operating budgets and a number of central office departments that was a part of our strategy that we adopted this year for 2021 and at the central office level it was around 600 000 dollars that we saved this current year by doing that we also made it that similar sort of requested to the building level for this year and we we wiped that out take the money back thanks for helping us get through this year but i think six hundred thousand dollars along

092with the savings and our health insurance expense because of this plan change that the committee uh signed off on the other day give us combined almost nine hundred thousand dollars in new additional ongoing revenue that i think can be helpful to us as we talk about compensation options that 600 000 is achieved uh largely from business services and learning services as i've talked with priscilla and pat today they feel like they can make things work next year and beyond with that reduction what it likely means on the business services side is that about two hundred and sixty thousand dollars a year they had hoped to set aside to buy new buses won't be there on the flip side some of this federal esser money that's one time in nature permits us to buy buses with

093it and we have quite a bit of that one-time money and so i feel like we're not going to do harm to the district by taking the 250 to 260 from business services priscilla there's a lot more granularity in uh her contribution but she feels confident that she can make it work on an ongoing basis so i wanted to get that into when you net that out on that 1.6 to 2.2 million dollars increase would shrink to 1 million dollars to 1.6 million so as we go to the next slide up we'll have to adjust some of that math to 18.9 million in new revenue because of the bs factor reduction 14 million to 14.6 million in terms of increased recurring expenses after we account for that six hundred thousand dollars five percent reduction and

094so that should give us in the ballpark of if i'm doing my math correctly 4.3 to 4.9 million dollars in ongoing revenue and as a basis of measurement susie's noted on here i think it's been presented on the side of some other things that i showed you before that the cost of a one percent cola is approximately 3.2 million dollars when applied across all three employee groups dave has a question uh chris you bet chris in those uh budget assumptions does that include the um the step and lanes uh for all the equivalent across all employee groups already it does and then this next slide has changed and largely improved from what was shared with you on monday the first item on there is additional school-based budget costs associated with lower classroom ratios the number

095that susie had on here on monday was 10.1 million we've since received all the sbbs in from the schools elementary middle high and kate's district y and as they've done all the reconciliation the increase in funding beyond our sbb formula is necessary to to do what we feel like we need to do for next year is 4.1 million dollars most of that is invested at the elementary level where we have budgeted around a cap of 24 students per classroom in almost every one of our classrooms at elementary there's a few places like atlab and thunder vista that have a couple classrooms that are 26 27 but in general 24 is the upper end in part because there's a good chance that we'll have an expectation for three foot distancing at elementary in the fall given

096covid given the unlikelihood that students very young students will be ready to go for vaccination as we start the year so smaller class sizes still have covert related benefits it also provides us the benefit of having some space that if we have greater numbers of kids come back to us than what we're currently projecting we can do that without having classrooms be covered crowded or so large that we lose some of the benefits to differentiate that are important and then obviously with smaller class sizes with our young students it allows teachers to be working with groups that allow more differentiation of instruction there's a number of indicators that i think come as no surprise for any of us here that especially young pupils kindergarten first and second grade but not limited to them many of

097them had quite a bit of difficulty this year in the periods that we were in remote learning there's been a sizable number of kids who've been in remote learning all year long and we know from map assessment thus far that many of the students have not made the same progress that they have made in past years and so smaller class sizes can be a really meaningful way to help us catch up some learning loss and learning gaps between students the other thing i want to mention in the space that's still under discussion too is we will likely look at some of this one-time money that we have as a source for funding additional intervention supports and additional social emotional learning supports in our schools to build that into the general fund given how tight things

098are we don't believe is uh the right location to pay for things like that but on tuesday when we have this reconvening with cabinet i know that priscilla is going to advocate strongly and i have a lot of interest in finding ways to support a way to provide additional intervention support in our schools and digital social emotional learning specialists given what we're hearing about students needs and needing to have more people who can step in and shore up some of those gaps and if we go down that path one of the key things that we want to make sure we can do is sustain that for two to three years we'd hate to say here comes all the intervention and all the social emotional learning next year and then we're having a whack it all

099again uh the year after so that's the analysis that we want to do but i have a a lot of hope that we're going to find a way to do that beyond that piece i believe a good number of these other items are the same as before except uh you'll see about the fourth bullet from the bottom we've noted on here that currently we have about 21 displaced non-probationary teachers who don't have a home for next year there's a high probability that a number of those teachers will find assignments for next year as we continue to post and hire physicians spring and summer but given that we have 21 as hr and finance talk yesterday they feel like we might carry 10 of these teachers into the fall without an assignment and if we had

100that proved to be the case then our expense next year would be a roughly 800 000 for those staff members we'd obviously put them to work in whatever ways we feasibly can um but it would be expense beyond what our other school-based budgeting processes would say that we need to have i think the other things we've talked about before so um i guess on this final slide 37 and a half million dollars as of last night in one time resources that aren't currently committed as i've shared with the ward i i just want to make sure that we use these things wisely and i don't want to be in a spot like many of us were almost a decade ago with era funds during president obama's administration where there was a big push rightfully so

101to say our country's an economic crisis here's some money and spend it fast we just didn't have as much time to thoughtfully consult with stakeholders and develop sustainable plans about how we use those funds given the size of this additional allocation and the permission to spend it over the next three school years we just are committed to taking our time being smart we're not going to hoard it either but we want to make sure that we spend it well and really shore up some of the deficits and challenges that kids have had there's also the possibility that some of these resources could be used for things like a literacy adoption as we go through that process next year and so it's nice to have some of these resources that don't cause other sorts of general

102fund challenges if their needs we need to respond to so that's a lot of detail happy to answer any questions i think one of the most important parts is getting back to the bottom line both on especially around ongoing revenue i think a number that's helpful for us just to to have in mind is this 4.3 to 4.9 million dollar range of ongoing revenue allison um so i don't know if this is something that might potentially come up later so dave and milo you can for sure let me know but um with the online school i'm assuming that there's probably going to be classes that are not going to be able to be offered um next year such as things that like you might get like ap physics or something at a comprehensive high school

103um so are there potentially going to be any instances where teachers who are teaching online are going to be expected to allow students to stream into their live classroom like we're doing this year and if we do that do we have a plan for compensating them because it is a lot of extra work i'll go first and what i've heard priscilla say is we hope to minimize it there probably won't be zero so i do think she completes that there could be some limited situations where that happens to be canada allison i don't think there's enough refined uh analysis of all the specific kids who want online and the courses that they want to take sections and teachers that we need to have i don't think that's all the way fully developed for the thousand

104kids at this juncture although it's coming close that's what i've heard uh and some of the most recent things i've been a part to dave and milo may have some more insights beyond what i'm sharing oh does yeah bo hey you had your hand up go ahead yeah i can i can add a little bit there the way chris couched that is correct that situation allison that you described is the one we want to avoid at all costs and yet we know there could be some particular one-offs with kids where [Music] it's a situation in which it's the only way we're going to provide that access but we are a little further down the road than you might think in terms of looking at course requests for the roughly um 460 high school students that

105have uh expressed an interest in online and right now we're pretty optimistic in being able to offer them a full remote sections uh for most of those courses there are bound to be some one-offs and there'll be different ways that we might contemplate doing that and i think as we do we can be open to what that looks like in terms of of those unique responsibilities but uh by and large our order of preference is an online course with teachers that teach fully online a fully online course with a teacher who might teach some in-person sections and some remote sections and then the the the last choice and the one we hope to avoid would be some kind of high uh simultaneous instructional choice so we'll know more over the next couple of weeks but

106we are really going to uh try to avoid that scenario as much as we can and i'm good oh sorry i was just going to divert you real quick uh if i can alison i just uh nancy just brought to my attention that shelly is on on her phone so we need to check her in real quick and then i'll come back to you is that all right allison all right so uh shelly the questions are who are you position in district how are you time constraints who's missing issues elephants expectations and then what do you consider a hobby all right so um thank you for understanding my time constraints that i had to on the front end of this i'm almost home and i'm doing well i am shelley durock and i teach third

107grade i don't have any issues or elephants i'm not sure who's missing because i'm driving and i'm not looking at the screen i'm just listening and um i don't know i come from a family where we do a lot of sports so i guess my hobbies are spectating sports participating in sports um anything to do with sports all right shelly thank you and drive careful uh i'm gonna come back to you allison and then dave has his hand up allison all i was gonna say is um that all sounds great and hopefully since it will be few people um i would still just throw it out there that when we get to interest i do have an interest in talking about how we might compensate those people um but that can come later obviously dave

108[Music] chris with the uh decreased class sizes that we have with uh trying to keep that 24 and and that kind of stuff um are we holding on to ste that we have in the past uh kept in reserve to deal with hot spots or are you considering that kind of pre-doled out in this kind of scenario yeah great question dave so our typical enrollment reserve is already factored in and deployed and so this 4.3 million dollars additional is after factoring in the dollars that we use for enrollment reserve traditionally so if we need to hire some additional staff to put out hot spots in the fall that will come at an additional expense other questions for chris and dave your hand's still up did you have more or you i did i was just

109gonna take my turn that's it hey nobody else is on so you're on dave okay okay um when we've had conversations about compensation in the past and um one of the things that you have and myla has kind of brought to the table is a little bit of forecasting or you know especially with your previously stated desire around certified confidence or sorry classified compensation um not necessarily now but you know i i would want either you to have you know share with us what that might look like what that cost would be um outside of the of the steps in and uh one time cost of living turn up the one time the cost of living adjustments if we were going down a route that impacts their compensation the fall whether it be like a

110one-time stipend um and i know paul and rob those guys would have to negotiate that but like what that would look like i think i would hope susie could have those numbers available for us or whatever that end up looking if we do anything that's non-traditional in that space yeah dave i'm gonna jump in my let me correct this or add two but there are some scenarios that susie and mila have run and for example if we were to raise uh our lowest starting wage for classified employees up to fourteen dollars an hour and we do a little bit of compression in terms of the ranges on like the first three or four levels of the classified schedule my recollection is the cost of doing that's 4.7 million dollars does that sound right milo does

111yes so that's uh just a ballpark around that scenario there's other scenarios they looked at where you know you raised people up to 313 or 320 an hour there's scenarios they've looked at for 15 an hour i mean lots of possibilities we have to have those negotiations with csea as you said dave bottom line is uh my current plan would be to step into what i think is a really compelling need in that space and to use one-time dollars uh assuming the board of education is comfortable with that i am i feel like doing a lot of things we have to do um i just feel like we're going to have to do that the benefit of doing a one-time money ad for classified that's different than it is for certified and admin is that

112it's only a half year first fiscal year cost because their contract runs january 1 through december 31st so if you have something like a 5 million dollar annual cost it's only two and a half million dollars of one-time money the first time through so good question it's a significant dollar amount i don't have it baked in anywhere here in terms of an ongoing revenue stream i would look to one-time revenue as a way to make that happen and uh i guess we were if we were fortunate enough to get some more enrollment beyond projection we could also use some of those resources for that kind of purpose too although susie's reminded me about 25 times now that because we're in averaging as a declining enrollment district when you get 500 kids back you don't get

11386.75 per kid for 500 anymore so even if we grow our enrollment back higher than what we're projecting we're not going to be rolling in the cash but we might make some gains maybe get a few hundred thousand dollars that would be helpful if we can get our enrollment higher than what matt and suzie are projecting other questions trying to read dave's face if he's got the grimace going on if he's pondering if he's thinking about his next question or what's going on in his that's so much harder to do when you're on zoom chris i know that i was trying not to use my standard towel that you keep calling me out on when i start stroking my beard it's trying to be conscious not to do no i i know this is not

114necessarily you know we're not discussing classified contracts or anything like that i do um and so it's not really a story or interest for our larger conversation i guess so i'll just say it now um i'm actually uh would be really excited to have classified staff being brought up to closer to livable wages within our within our community um i i was hearing your numbers about what we want to bring people up to and to bring people up to space was an uncomfortably low number uh for me and so um these are valuable essential workers in art in our district um and so you know whatever mechanism that ends up being whether it's one-time money and then you've got to pay for it and that's on the ongoing expense chart for us when we come

115back next spring you know like that those are all things that makes make sense to me um and however however we need to get that done i think it needs to get done milo and i are geeked out on numbers occasionally and uh there's these living wage calculators uh and for a single person working 40 hours a week in adams in broomfield county it's about 19 an hour if they work all year round in order to be at a living wage and and i know many of the employees you're talking about are you know a couple hour a week para and you know lunch room monitors and that kind of stuff so they're not relying on us for their their sole uh income but the fact that we have people that below 15 or even

11613 an hour um i i have a strong belief that that just and support the idea of fixing that situation so i appreciate all those comments dave i concur i would also say that getting up closer to that level wage 18 19 per hour level i can't fathom how costly that would be it's probably not attainable for this coming year even at 15 an hour i think the number that milo came up with is like 10 million bucks yeah so it's uh we've got a lot of uh a lot of revenue that we need to get into our system to be able to make those kinds of things viable long-term options other questions or comments for chris i don't see any chris uh any final words before we i believe we're going to start into

117the process on uh on compensation is that correct that sounds good to me i'll look to dave and myla and uh you and jim to tell us where we go next all right yeah there's nothing else for chris uh the chart most looks like a bunch of us are already in it but uh we have a chart compensation uh document in the 2021 folder for ibs and our shared drive um and whoever dave or jim is typing i i have like i said before pre-injured chris's uh slide decks as his uh contribution at least starting contribution to story uh for our references later um and whenever you're ready dave or jim i think we're ready to jump into the process for compensation all right sounds good so jim if you want to run the show

118since you did most of the typing last time i'll go ahead start typing and if my poor fingers get tired i'll call on you okay sounds good so we'd like to start us with story i'll start great we are lucky to have an influx of one-time dollars kristen once again we can't hear kristen now ian let's say the steps will both retain and attract um staff and i'm thank you typing in bold for some odd reason here let me fix that hang on just second jim sorry i was going to say thank you not a problem ian's ears are very very very important so there you go we're typing in bold i think i'm okay now go ahead matt i'll pass right now myla sorry i can't find that mute button um how about i'm

119going to give you some market survey uh data and okay so this is the 26 year [Music] comparison that our consultant does for us this is the closest thing that our certified group does to market analysis and so our base salary of forty four thousand dollars ranks fourth against our our compare our eight comparison districts and the um there's a kind of a mid-range number that we use we call it ba max and and we rank also fourth we're 3.3 percent above our average the average for that group say the last thing you said 3.3 percent above average and then our schedule max ranks fifth and that is 1.5 below the average and i'm gonna insert just up here i didn't tell you the percentage above uh our entry level salary is 1.8 percent above

120our eight competitors okay let me remind everybody who is in that comparison group yep you bet um it's denver jefferson county douglas county cherry creek aurora saint brain boulder valley and brighton and those are the same eight districts that we compare to for our administrative market studies as well as our classified market studies sandy you might if there's so we're going to take questions yeah there's some hands up sorry dave uh milo when you have a second could you drop that document into our folder uh just so that we have the numbers thank you sir happy to do that i was listening i was just curious who ranked above us which districts were ranked above us yeah um at the entry level the the number one uh entry level is um boulder valley and they're

121at 47 587 um second is denver and third is saint brain and denver's just over forty six thousand and see brain is barely above us at 44 250 compared to our 44. are you not counting the new mapleton one are they not part of our comparison they are traditionally not part of our comparison group and i would add that that is a newly ratified amount for mapleton and these are our current year salaries these are not the negotiated newly negotiated gotcha linda did you have a question no milo just answered it thank you okay all right linda do you have uh some story i'm gonna pass for now thank you okay allison story give sandy you're right i'm sorry sandy it's okay i knew it'd come back around sometime um since everyone is now caught

122up on the salary schedule because remember last year we uh we gave them extra steps since everyone is now caught up on the salary schedule employees don't how should i say i haven't heard anyone complaining about compensation for a long time in my building since probably since last year in fact okay allison um so since we were talking numbers mapleton just passed a new salary schedule with starting teacher pay at 54 000. theresa i'm going to pass deborah um everyone has worked harder this year than ever before harder and longer hours this year than ever before shelley gonna pass oh did heather yep heather i was gonna say something very similar to deborah but i also feel like all we have to say is school year 2021 and that kind of sums up the reason

123why some love and compensation would be much appreciated i'll pass for now chris given that the inflation rate was 2 for this last year a step increase alone won't be sufficient to have staff keep up with inflation thank you whoever fixed thanks milo heather gracias i'll pass dorman i'll pass nancy pass laura um yeah i'm trying to figure out how uh [Music] oh crap mine was kind of like what i think it was deb that sort of worked harder and longer um folks deserve to be uh rewarded for surviving all of the madness that this year provided us dave um i'd like to make a quick correction before i actually say story so i had uh the 19 number that was in my head was if our 10 month employees adjusted to a 12 uh

124the 12 month salary was adjusted to our 10 month employees so it's actually 1740 if you were working at uh 12 months 12 40 hours a week 12 months of the year 19 if you are adjusted to our um 10 month schedule for our classified employees we're working for us 40 hours a week to not need supplemental interest which is not the story for today but i wanted to make that correction because i realized that i had remembered my adjusted math number not the actual number itself um my story is that um many of the districts in colorado are discussing cost of living adjustments that range from 1.5 to 2.5 percent would you say that again range from 1.5 to 2.5 percent when averaged over the length of their uh agreement i say that because

125this is just a clarifier the boulder just made big splashes with a three-year three percentage cost of living adjustment but that is averaged over several years not just this next it's not our next year's adjustments for it's for four couple years from behind and a couple years going forward that makes sense what i'm saying and dave would you scroll up a little bit please or scroll to further down the page for us marty yes laura mitchell with angst and fear our employees all showed up and supported our kids in our community and dave at least for me you're off my screen uh you can move it i think yourself uh jim if you want to oh you're right thank you very much sorry about that no worries no worries and it was actually our kids

126and our community our kids and our community sorry instead of in right yes thanks there you go laura sorry about that kathy back to you the pandemic led to new and unexpected programming such as an online school that impact our budget christian let's see if we can hear you now can you hear me i did i'm gonna pass all right ian yeah may i ask a budget question here going into compensation i'm curious about the market comparison that led to the administrator increase of 1.7 percent this is april uh do we have that comparison and if so does it bring our administrators up to that average so know i'll just say a few parts and then i i wonder if milo can put into the chat the slide deck that we shared with the board

127of education on that that has a lot more detail the the big picture thing that just sticks in my head is we have a third-party group called ohm consulting that does these comparisons of some positions every year like elementary principal and assistant principal and then other positions like if you have one person in that role maybe they look at it every three years like if you're the section 504 coordinator and what our board policy has generally been interpreted to say is we don't want our employees to be five more than five percent below market or five percent above market against comparable peer districts and what that most recent ohm study demonstrated is that 60 of our administrators were more than 5 below the market with their current compensation so the real core interest was to

128get people more aligned with being at the average or close to the average but that's a scale of what i recall hearing myla i'm sure knows those details more and i think that's something she could probably track down and get in either the the chat here or into our common drive i will put a copy of the boe presentation on admin comp and it's got a slide about what have what happened with certified comp what happened with classified comp and then admin the third and final comp group um the adjustments we made ian were largely a market adjustment uh that was overdue should have been implemented last july uh first was held off because of our fiscal uncertainty until in april we retroactively you know approved it for a january 1st so we we brought

129administrators who needed to be reclassified up to their market levels and as chris said to within five percent of the market averages and so um we are currently at market in both classified and administrative uh job groups we make the classified adjustments as we go typically and uh they hadn't gotten as far out of whack as the admin had i don't know if your question is answered or if you have a any more to that no that does answer my question within that that five percent of market value um just comparing that to our our classified or our schedule um i'm set thank you and did you want to add the story i do not okay matt i'll pass myla i'll pass for right now sandy climate and culture is always positive when certified staff

130follows the salary schedule linda everyday expenses for families such as groceries petroleum products is continually rising allison we asked teachers this year to adapt to four different learning models some of which were with not a lot of notice and they did it teresa pass debra i'm going to piggyback off of one earlier that sandy said about not a lot of people complaining about compensation this year um and i think a lot of that was that teachers felt a lot of gratitude when um chris announced we did not need to take those two furlough days that went a long way with teachers shelly um my contribution to story is public perception is ripe for compensating certified employees for the work that they do say one more time for me shelley public perception is ripe for compensating

131certified employees for the work they do thanks shelly heather espinoza yes vol pass chris just an acknowledgement that we've had uh about a 2000 student enrollment decline in this current year and we're currently forecasting further enrollment declines for next year and how much for for next year chris about 530 is my recollection heather uh uh jim you have dorman's hand up sorry i'm sorry norman so i i have a question about uh 2000 decreasing student enrollment and i'm going to continue to so with the with the the riffing and the and that sort of thing um i know that you would put in 10 fda in the budget um so does some of some of the riffing and and that sort of thing relieve the pressure on the budget with that 2000 student decrease or

132is there a bunch of money that isn't being relieved by uh teachers not being employed here another great question dorman so i i do think the reductions in staffing because we have fewer kids take care of a good bit of the revenue loss the challenge is there's some things like custodial services maintenance transportation hr that whether we have 34 000 kids or 33 500 we tend not to be able to eliminate bus routes or cleaning schedules or fixing things up so a lot of those costs remain constant so you know part of the utility of having enrollment that's stable or growing as you get dollars beyond what you compensate your your classroom and building staff to help deal with some of those other functions and right now we're just losing some revenue that can help

133us in those spaces heather story i'll pass shelley's shelley's hand is up shelly where are you out i lost you i um i know i wasn't on the call for the whole time so i i apologize if my question has already been answered to the group but do we know um like do we have any numbers um that tell us like about the number of staff retirements or teacher loss um related to like you know i can't take it anymore with a school year like we've just had i've been monitoring uh retirements and resignations and um as of a couple weeks ago i pulled those another report and we're running par with previo the two three previous years really not a significant uptick in retirements which kind of surprised me honestly but um we're yeah

134not seeing a big difference there that's because everybody wants to be with their students in person teaching for real at least one more time before the retire there that's that's why that is shelby i better batten down the hatches for next year's actually dormant shelly shelley's hand blends into that glare on her mirror so bad it's hard to see it anything else shelley any other question okay dorman pass nancy pass laura lepy um [Music] i don't actually know if this is relevant or not but we um and i lost it uh but we we reworked uh the salary schedule so that that way we had the flexibility in a situation like this to add additional compensation to keep and retain or to attract and retain high quality educators dave lockley several districts are discussing one-time

135bonuses ranging from 500 to 4 000. huh to be fair there's only one at 4 000. most of them are closer to 2500 chris before you get a heart attack marty um i think kathy said we were blessed with one-time funds but they are one-time funds and you know they will go away eventually like in a year right dave i don't know why but eventually i heard eventually in there sorry marty yeah as long as mine are bolded as well you can add [Laughter] i'll pass kathy ah pass kristen ian i'll add to the second bulleted list the steps will help retain staff period however cost of living adjustment will further help retain staff say it one more time for me ian so i get it in here right however a cola will further help

136entertain staff dog gun fingers i didn't have these fingers i could type better so matt milo changes uh to that we made to article 21. will make salary advancement through lane changes easier sandy one of the main ideas behind reworking the salary schedule was that it would cost less to grant a step each year and i'm not sure how to say this so that it wouldn't be i don't want to do an option or but um so that it wouldn't be as difficult to negotiate that step into the budget how about that okay linda pass allison i'm still thinking about it so next time deborah people made a lot of personal purchases with personal money purchases with personal money in order to be able to successfully teach from home they bought their own a second

137monitor [Music] mice um [Music] their own dock cameras et cetera et cetera people paid a lot of money out of their own pocket in order to successfully instruct shelly pass heather espinosa oh ass chris ass heather gracias ask dorman a simple chair that you can sit in all day long without getting sores costs a lot of money cat nancy i don't have anything to add but i have a question to dave about his bonuses was that are these districts is that in addition to a cola or is that in place of a cola of course i asked it when he was eating sorry i was trying to time my bites so that it wasn't going to be my turn to talk when i was had food in my mouth so of the districts that i'm

138aware of it's in combination some combination of steps lanes and cola there's no one that i'm aware of doing it instead of any other compensation typically just uh the larger the cola sorry the larger the cola the smaller the bonus and vice versa that has been generally what i have observed not seeing the other story laura lepe allison has her hand up jim uh okay allison um people did work beyond what the contract requires this year way above what the contract requires because of the unusual circumstances and because it was the right thing to do for our students dave lockley um our base salary is still separate from starting salary in our schedule or in our contract so dave can you talk more about that uh just to refresh my recollection about what the difference

139is in terms of implications yeah so um i don't know what the current number is because we set it as a percentage of the starting salary as the base salary because when we did the account the schedule renegotiations we did not want to increase it from the 36 all the way to the 44 because we couldn't have afforded it at the time so i think milo might check my math but i think it works out to like 38 000 or 39 000 is what the current base salary is operating at but milo would have to check my math i will have to check on that i'll get back to you here jim depper's got her hand up sir deborah i'm sorry i was gonna add to more stories so if you were still going in

140order oh wait i just wasn't sure yeah i'm all yeah okay i'll be back marty yes and laura mitchell yes all right if you have one if you have more story to add please raise your hand deborah teachers when working from home were essentially working two full-time jobs they were trying to teach and they were also trying to parent their children who were also home trying to learn online as well as making lunches when their children's lunches were different times and balancing all of that sandy the um 18.9 million that the district will receive well hopefully receive um for the buy down of the bas factor um is boy well this is anecdotal i think i'm gonna say is a bigger buy down than has ever happened before somebody correct me if i'm wrong i

141think that's likely true you're not wrong oh sorry i was gonna say it you're right that it's no uh it is definitely the largest single buy down however it was also last year the largest single increase of that negative factor at any one given time so i i don't know that i would call the aggregate if you were to go from two years ago bs factor to today's bs factor uh i would not call it a significant buy down outside of the one blip year way to rain on my parade dave geez chris did you want to add anything to that heather there it is um i was gonna add that you know teachers went above and beyond for their students i mean last spring when the yard signs happen for those seniors i mean

142i live way up here in lasalle and there's a mountain range yard sign up here in lasalle so that was an incredible feat but teachers went to kids homes to visit and meet those kindergartners before school started we sent care packages we sent books to these kids home we sent planting supplies so allison said teachers went far beyond our contract duties to ensure our kids knew us and felt loved and ready for school dorman so so i know that everybody here understands how hard everybody worked this year but i wanna just since it's story time tell a story about someone that i know we were we were collaborating and from the background came the came the assertive voice that said you need to have dinner with your family you need to have dinner with your

143family that will be our line in the sand and then we all looked around we realized we were on a saturday during dinner time and that all that stuff had gone and this teacher she invented everything from scratch this year everything she had no she was a singleton essentially and invented everything and she did a superior job and so i just wanted to say that uh since we're going to i can see that everybody worked really really hard so you could just put teachers worked hard for my story i just i just really want to honor her because she's been my hero this whole whole time shelly um i'm not trying to be glib or um sarcastic or anything but um my story um is it's teacher appreciation week raise your hand if you have

144more story for us milo i just want to point out that i added what the base salary is to dave's it is of our ba 0 step 1 salary so currently uh it's sitting at 36 520 and um yeah littered all throughout the end of the master agreement when we set coaches salaries and when we set some of those extracurricular leadership kinds of salaries those all use this base salary as their starting point thank you milo for adding that more story any more story are you ready to go to interests or do you want a break dave dave are you going to keep typing i'm fine for now jim if you're okay to continue to run it all right linda you have an interest i have a question for myla or for someone anybody in

145the group that can answer it didn't we say that was a three-year commitment to keep the base at that level and then we would revisit it uh let me go check linda thank you i don't think that says that in the agreement however we said we would keep it there for no for at least three years i don't know that we ever said we would agree to it but we agreed to not talk about increasing it for three years that is correct i don't know if it's written in the document that way but that was definitely our cable agreement i think you're right dave linda do you want dad to store that story okay interests who'd like to start off the interest i have an interest in i have an interesting start oh god gentlemen

146you're good i have an interest in um the real dollars of the schedule to fruition what i mean is i hope our schedule doesn't fall behind in time like we have it it stays up to date nancy i have an interest in staying within the budget but honoring what teachers are doing and have done this year laura lepe i was kind of what i was gonna say nancy so i'm just gonna say that i have an interest in paying everybody extra lots of it sounding like an option i mean sorry i'm interested in um fairly compensating educators for the work that they did that's better thank you now i'm gonna have to have you say it again no you don't it was so pretty uh when i said i have an interest in fairly compensating

147educators for the work that they did thank you laura you're welcome dave lockley i have an interest in honoring the above and beyond work this year marty i have an interest in being prepared for future years beyond this one laura mitchell nancy took my first one word for word right out of my mouth and then i dave was right behind kathy i have an interest in staff feeling valued kristen can't hear you ian have uh interest in attracting and retaining highly qualified staff and all employment groups matt um i have an interest in creating a compensation package that honors the hard work of teachers and keeps in mind how we deal with recurring funds versus one-time funds milo so mine's probably pretty good to follow matt's sort of an extension of that i have an

148interest in avoiding the fiscal cliffs caused by the use of one-time funds wherever possible linda i have an interest in remaining competitive with our neighboring districts miley you beat me to it allison i think you skipped andy again i apologize sandy oh i'll forgive you jim can i yield my time to kristen can we hear her we can try can you hear me yes yay i'm testing i think that i have to just like leave every 15 minutes and come back or something i don't know um what i was gonna share was my interest is already on the board so pass thanks all right sandy uh yeah i had three and they've all been said in the last few minutes so pass allison i have an interest in making teaching a desirable occupation for future

149generations say that again making teaching a desirable desirable occupation for future generations thank you dressa i feel like what i'm gonna say has already been said but maybe elaborating on the second bullet interest in honoring the hard work and commitment that educators put into a very difficult school year deborah i had um i had one but i think alison's is a much more politically correct way of saying it so i think i'm good shelly um i think mine have been stated i can say it i mean we can say it any which way but okay heather i agree mine are represented bo i have an interest in being able to adequately fund all the elements that lead to job satisfaction fair and just compensation for tremendous job well done and being well resourced well supported

150etc say it one more time that they yeah that was i'm i'm killing you that wasn't helpful no that's all right i have an interest in being able to adequately fund all the things that lead to job satisfaction including fair just compensation adequate resources support staff etc all right chris pass heather ass dorman back to you yes nancy pass laura leppy yes dave marty if you have one raise your hand please if you have an interest that has not been stated kathy i have an interest in a whole budget that reflects to our community our values of meeting the needs of children our commitment to innovation and excellence and our commitment to retaining high quality staff innovation and what did you say i'm sorry kathy i can't remember i think i said innovation excellence retaining

151and the last thing was i'm retaining high quality staff thanks kathy sorry about that that's okay i couldn't remember what i said so if you have an interest raise your hand ready to move on to options you know jim i'm wondering if folks would like a little bit of a break we've been at it for an hour and a half now so they say take a break five minutes matt says five minutes david do you want to keep typing or do you want to do options i'll go ahead and do the options if you want to type i'm uh my my brain's getting a little foggy here so if you don't mind i understand thank you sir i'm going to run to the restroom really fast i'll be right back oh take your time okay

152hmm ugh dear do your headphones make your ears sword at any time jim yeah once in a while i'm not used to them i don't use them very often but uh yeah yeah they did for mine at first and then i got a little larger pair that helped a lot but uh they still did you get larger ears yeah i got larger ears yeah and i hear a heck of a lot better hey i got my hearing aids uh the other day and uh turned uh the doctor said to turn them clear down on low and i did but they keep feeding back so i'm going to have to take them back to him i'm not sure why i'll be darned yeah they go way in my ear and the the right one is fine

153but the left one holy cow it just it feeds back and feeds back and and uh um i i can't get it to stop even at the lowest level it's on i can't get it to stop for some reason so something's wrong with it so i'm going to have to take that one back to him what brand did you get because i'm going to have to get some oh my gosh i can't even remember they're upstairs i don't have them in with these on because they they really feed back then so oh really yeah oh man when i put the headphones on over the top of them both of them just really hate me the fact that i'm listening to a conversation about hearing aids and interested in it because it's something that may need

154to happen irritates me i understand dormant i felt the same way when i first started talking to jim about him i i wasn't going to admit that i needed him but uh i did it's the senior set that's what it is linda that's exactly right i've officially entered the senior set now can we talk about our hips and knees next time i do have a hip problem i'll talk to you about dormant me too i'm not very hip yeah that too and the older yeah i get the less less hip i get i am or whatever so if you're back uh turn your camera on so we can go ahead and get started got a few stragglers i guess how you doing eddie i'm good how are you i'm doing great thank you sir all

155right folks uh let uh we are on uh options now uh keep in mind uh that we can always go back to story and interest if you have an option that doesn't fit so who would like to start with an option run the schedule all right dorman started so we're going to take off from where he's at if i can find him on my list here so dorm does that mean steps and lanes or doesn't mean steps and lanes okay uh nancy i'm gonna pass for now thank you laura lepe laura not back yet all right i'm going to go on to dave lockley sorry i'm here i couldn't find the button my computer kind of removed something and i i didn't understand [Laughter] also i'm going to pass all right thanks dave uh quick

156question for chris just make sure i did my math right on my notes you said that we're you're expecting to out of one time fund spend about nine million dollars or ten million dollars on uh lower-end class sizes next year so that first estimate that suzy had against the one-time money was at 10.1 million as of monday and that's now down to 4.1 um so i would like to put on a table uh 1.5 cola um laura mitchell i'm gonna pass for right now thank you kathy uh one-time bonus pay i don't have a number how's that all right no problem kristen i'm gonna pass for now thank you ian yes uh matt dave do i assume that you meant 1.5 cola in addition to steps and lanes i'm trying to be uh appropriate and

157use one option at a time my my one option is steph's lanes and one point five percent thanks milo that's cheating that's bundling again all right sandy thank you kathy and mine have already been said i'm good all right linda stepp's lanes and 1.75 cola allison uh [Applause] i like kathy's bonus idea can i throw like two thousand dollars okay two thousand dollar bonus you can throw out anything you want to remember we're just brainstorming so teresa pass thank you shelly 2 500 bonus debra okay i feel like we could have a whole lot of fun right now but and i know anything is allowed but i think i'll hey pass espinoza yes i agree you're passing okay bo yeah i feel like i should channel my inner auctioneer here the way we're going [Laughter]

158um i mine will be a little bit vague steps and lanes a slightly less cola bonus chris i've got a question for dave or mila do we you know what our average teacher salary is without all that benefits and other expense added on top just like the salary itself i'll have to look for it i thought dave might have a tattooed on his arm or something all right so we'll look for what that number is but i would uh toss out this idea of steps lanes one and a half percent cola and a one-time bonus equal to one percent of average teacher salary that would go to all teachers regardless of what their actual salary is equal to what i'm sorry chris equal to one percent future salary regardless of what your specific salary is

159so i guess just to talk about what that would look like if you're at 44 000 it's likely it's gonna be more than one percent of your current compensation if you're at the average it would be one percent and if you're higher on the schedule be a little less than one percent all right uh dorman perfect because i had a question okay so chris early on you said inflation was two percent and if we just ran the schedule um we wouldn't keep up with him with inflation right what would the um what what would the cola have to be to keep the schedule in real dollars in other words to keep up with inflation so i think the cola would have to be three tenths of one percent because the step increase is one point

160seven percent and so three tenths of one percent would take you to two which is that rate of inflation and so that would that would basically mean the teachers had to save money last year as they did this year and they didn't they wouldn't receive a bump for their experience and etcetera okay thank you dorman did you have an option or just a question no i just had a question thank you very much nancy mine's on there thank you okay uh laura leppy uh i was gonna go with something like what chris suggested i wasn't giving you the super cool percentage but i was gonna do all those with a number bonus but um i you're much smarter than i am chris so i'm gonna go with what you said and then my only other

161interest or my only other option is all of us being as funny as dorman uh yeah linda you've got your hand up sorry brain cramp um i just want to say that it wouldn't be exactly the same because there's going to be a small increase uh with the insurance increase so they would teachers would still be behind a little bit all right dave um set aside money for any teacher who has to simultaneously stream their class next year can you be more specific mr lockley well so i do have a more specific idea than that um you know i would be you know similar to what i was thinking about our language around the taking over another person's class where depending on the number of students they were dealing with and the class it could

162look a lot different right so depending you know that i didn't have an exact number but it would be set aside money a pot of money so that the administrator and the teacher can come up with a mutually agreeable compensation arrangement for that group of students based on a pool of money okay uh marty mine's up there all right um laura mitchell all of mine are up there all right cappy i'm good with a lot that's up there but dave mentioned five hundred dollar bonus i'm just going to put a floor just to get it up there okay uh kristen minder up there thank you and i can hear you how do you like that i love it ian yes matt okay myla oh just for the full range one thousand dollar bonus see i'm

163just saying i could have joined in the fun too [Laughter] sandy all right well i can't resist anymore i'm pretty happy with the options but i'm just gonna throw it 4000 options four thousand dollars is what i meant to say sorry guys dave you've got your hand up sir yeah um so myla i don't have this current scattergrams uh average teacher salary i have what we have reported to cde last year's average teacher salary do you have a more updated number i don't think it's going to change much but um just so that people know that because i think we're getting close to breakout groups suzy's checking for me uh should have it for you in just a few minutes all right okay thank you linda option can i go back to story you can

164absolutely when you raise the base it trickles down through anything that's related to the base if you um do a bonus those people who do the extra duties will not see an increase it trickles down when you raise the base it trickles down to everyone would you say that again when when you raise the base anything that is in the contract that's related to the base like um appendix c the uh extracurricular people the leadership people those people will all get a raise because the base oh no they won't willy because they because we we kept it never mind okay it's still it's still 83 percent of the base though uh for the for because this would be the end of that three years right so next year would be year four so it would

165increase after this next potentially after this next year um which was actually why i raised my hand i wondered if the one percent included any inflationary cost of base salary in the schedule myla you wondered if the one percent included any inflationary cost say that yeah i feel like yeah so if the one percent goes to base salary so that would increase leadership and other co-curriculars and other things oftentimes when when suzy gives us that number it does but i wanted to verify with you since you already had her on the hook looking stuff up yep so you so we want to know if that is inclusive of people's additional ad pays the additional yeah okay all right and i'm going to put a number up there uh on the options okay thank you milo

166um allison option um i think i'm good all right teresa i'm good shelley i have been represented thank you deborah we lose deborah maybe i'll go on to heather espinoza uh both good with these options thank you chris so uh the same option i see that milo's top typed in some data i'd rounded up to 650 dollars for the one-time bonus piece okay i have the gracious pass but deborah's back deborah you want to do you have another option thank you uh heather tattletail heather um um i think i'm good pass thank you dorman i am good and i pass all right nancy pass thank you uh laura lepe we are spunky tonight but i pass i like it dave luckily all right and marty okay so anybody that has an option please put your

167hand up i can confirm that that's base salary um not inclusive of the extracurricular co-curricular okay any other options all right so i think we're set for straw design is that correct i think so um so gene we are gonna use the zoom uh bucket list if you guys go to the drive and you've in the 2020 folder find uh zoom straw not zoom bucket zoom straw design groups and gene can you confirm that those links are still the ones we would use okay yes can everybody find that um document and find your link i see a lot of people in it uh okay so so we just need to set a time i think and because we're going to leave this meeting and go to those groups so how about how much time do

168you need folks uh we'll let gene know so he can put it on would 20 minutes be a good start okay good enough okay seeing a lot of nodding heads so 20 minutes and remember gene to put jim and i in a separate room uh by ourselves okay see you there okay i still can't do it myla because my that i'm doing the um charts and all that sort of stuff on my ipad oh you on my imac yeah yeah send yourself an email copy the link off of your ipad send yourself an email and then pick it up off of your other device does that make sense yep okay i can do it okay so i'm going to so gene do i need to do anything are you going to be moving milo nancy

169and i here i'm going to get myself out of here so i'm sorry i don't actually know how to do that on my ipad let's see if i can send just what was up i just wanted to go so can you remind me what i need to do to to get to my breakout gene um so you should be able to click the link on that page and it should automatically take you over to it okay so gene i'm gonna try to email this to myself and see if it works all right now let me look at this chase it won't let me do it i'm struggling to nancy yeah maybe we'll have our own straw to regroup you and me okay we'll just decide the two of us that sounds perfect okay mine says

170you will have to leave this meeting and join a new meeting so i'm gonna try that see if it works all right good luck having some trouble too chris so i came back to this meeting all right i'm feeling less bad now thanks hey hey gene it's not letting me sign in it's sending me to a webinar but that's the same thing with group three where there's people we can't get any video some of us aren't even able to talk some people are panelists yeah and and it's not letting me in laura i'm supposed to be the host that's everybody where's myla i said i'm going back to the main room um the people that couldn't get in go back because i have to promote you to panelists yeah okay yeah gene it just seems

171each time i try to go i click on the list that alison has and then i try to click on the zoom link for group two and then it just brings me back here all right thank you um any thoughts gene about what i might need to do um [Music] um are you guys looking for me hi all hey milo how are you doing good once once i found my group my peeps were wandering lost [Laughter] they were doing just fine without me but you would have it all wrapped up if the last people yeah but it would have been like a 2.75 cola steps and lanes and a 4 000 bonus yeah i'm so [Laughter] i'm glad done all right i believe we have returned so let's uh let's start with uh straw design

172group three since they're right on the top so who's your spokesperson and i think we can read it but explain some of your conversation if you have it and we'll nominate dorman to explain all right we um stepson lane was kind of a given for us so we just threw that up there and we talked about um how we felt about colas and bonuses just more of the the reasoning behind whether we wanted one or not um we landed on a 1.5 cola a lot of the discussion was on bonus and about how that would feel to staff and how important that recognition recognition this staff would be that that how grateful uh our community was about what happened this year and then so our conversation came at the very end about maybe doing a

173lump sum not spreading out over 12 months but doing it in one paycheck one place so that you can feel it because if you spread it out you won't feel this much so that was one of our main kind of a haus at the very end was maybe a lump sum at one time one check all right of course as you can see it's a thousand bucks yep anything else from group three pretty cut and dry thank you dorman any questions for group three from one and two all right uh stride design team one is next on the docket who's your spokesperson i can do it thank you uh so we were similar we had steps and lanes a 1.5 percent cola uh we named our um one-time bonus the covid crusader bonus and and

174we were going with the one percent of average teacher salary and then our board president came up with the idea of free krispy kreme donuts for everybody which we thought was great and we wanted to add it down here in denver we like voodoo donuts those aren't free with a vaccine though anything else from uh design team one no but they do come with a free diabetes shot you get insulin with that [Laughter] anything else from group uh straw design team one questions for straw design team one i don't know if uh linda made it back but she did raise the point of the one time versus the spring over um 12 months and the tax implications there but we did land on the lump sum okay does anybody know approximately did you figure out

175what that would be uh one percent of the average teacher salary uh money-wise yeah 650 dollars okay thank you all right any questions from groups two and three to group one all righty then uh straw design group two who's your spokesperson i can go ahead and start we had a really good conversation um similar to others lift up two things before talking about our uh what we were discussing i wouldn't call it a finished product but uh but what we were discussing first um we were discussing that uh we actually you know wanted to frame this as not a bonus but as kind of a recognition stipend for the hard work that people have done um and that this it's not it's it's not a gift it's a recognition and so we thought that conversation

176and language was important um and then the second thing is a conversation that chris and i have had a couple of different times that he uh brought back into the room which is a really good point that i think would be good to bring into this room is for most people they don't really care how the combination of pay comes whether it's steps lanes stipends that kind of stuff they look at their tax returns and their end of year uh last case statement and say did i make more money this year than i did last year and that's how they rate how their compensation comes forward you know a little bit more forward-facing think about you know base building and you know moving towards career ending salaries and highest average salaries and all that stuff

177that's actually a relatively small portion of our larger larger hole but we came you know similar to everyone else we talked about steps in lanes we were discussing the cola in a 1.25 because uh chris had already identified the about the equivalent of the 0.25 extra on top of the one point cola that he had found they were talking about with reductions in central office uh and then we were discussing the kind of what the value of that stipend uh payment might be when we were told we were talking too much and had to go back into the main room so we had tossed around several different numbers i don't know if we were landed on it uh no problem gene it's sorry for a bunch of talkers uh the other component that we were

178that caused us pause on that dollar figure was um one who would we be paying that to so for example we said 6 30 because um making sure that people who left our system after this year whether it was a retirement or a resignation or whatever they they lived through this cobit time period and they earned that stipend and so a next pay cycle uh our next contract year payment didn't make um didn't feel as honoring to us and also how much would it cost if we if they were you know wanting to talk about that kind of stipend for others since we often times the district have pay parity and at least in concept um and so we didn't have any dollar figures on what that all might cost and what it would really

179look like and so that's why we couldn't come up with a dollar figure okay anything else from group two questions from uh group three and group one to group two uh ian i'm assuming uh did the research on this but those esser funds are available for this type of expenditure it's stipend not bonus okay for this type of stuff it's about paid it's for work done um versus a bonus is a gift i understand are the s r funds available for this kind of expenditure yes okay chris has got a thumb up too milo you started to say something and i interrupted you sorry no sorry i was jumping in without and now i've spaced it so i'll think of it thanks uh kathy so i'm just um mindful of the time and i didn't

180know how you would come to the dollar figure that you're thinking of like what's the next step is it to call susie or just curious good question so i reached out to susie uh i think trying to get precise numbers on some of these uh different kinds of options we're talking about can be a little tricky uh was the initial reaction i got from her so if we want to have something that's more accurate uh we probably need more time than we're going to have in the next little while to get that figured out okay so what's the pleasure of the group at this point and where do you want to go from here sorry milo go ahead i keep on muting i don't want to say it i don't want to say we need

181to come back together next week i don't want to say it i i i think you do though i'll i'll say it for the facilitator a short meeting yeah you're very you're very close and it wouldn't be a long meeting next week dave or whoever marty was gonna say something sorry marty go ahead chris do you think you could is there a number of like is there a is there a number at which we feel like we would be comfortable um using esser funds towards um a stipend yeah so my response to that is there's really not any specific number that makes me feel better than another i mean i i want to be mindful about using funds prudently but i don't have any money honestly i'm any dollar amount of mine when we come

182in the big issues for me one is this piece that dave was alluding to that if we do a one-time stipend in whatever amount one percent which is what i tossed out before i feel like swimming into a one percent ongoing revenue or compensation increase in 2223 feels like an easier thing to eat than if we get to like 1300 or 1500 and it's like two or two and a half percent then i just worry about doing next year steps plus just filling in that one-time money with ongoing money plus doing a cola on top i worry about running out of money to do that so that's one big issue and the other tricky thing about just picking up a dollar amount like a thousand twelve hundred fifteen hundred i guess we could uh translate

183that into a percentage of an average teacher salary and then do a similar sort of calculation for classified and admin as we're trying to find equity between employee groups it just feels like uh the simplicity of the one percent uh we could do that kind of formula fairly readily i think for some other employee groups was what drove me to that no i guess what i'm asking is not in terms of that the total cost of the stipend not the act like the round number that would be the payout for each individual teacher but like is there an amount of s or funds that you would want to use for that yeah there is not any firm number i have marty i mean if we did this one percent concept there'd be salary and benefits

184on it so it'd be more than a 3.2 million dollar cost to do that to me that that's a number that doesn't cause discomfort in terms of our ability to do it i'm also mindful about the parts that dave has raised about some people are just saying how much more money do i have in my pocket and then other people who are looking at agreements reached in other districts and maybe picking bits and pieces and saying it needs to be this to really feel like we're in a fairly compensated place my core interest in i mean there's so many different competing interests that we talked to in the space part of what was motivating me with the option i tossed out before is for the average teacher they'd be getting a 4.2 percent increase next

185year between a 1.7 step a 1 or a 1.5 cola and then a one percent one-time stipend and a 4.2 is a lot healthier than we've done in a number of recent years and it's uh more than double that rate of inflation so it's those kinds of things that i'm trying to think of how do we show the appreciation to staff and and also not get ourselves stuck for the following year trying to fill in a big bucket of one-time money so let me pose go ahead chris i was just going to second i think milo's motion most likely about coming back and giving ourselves some think time uh and getting some things calculated i think there's a variety of options that have been tossed out here that we could have susie crunch number on

186and bring that forward um i just don't want anyone to feel like they're rushing and having a rush deal to buy a new car and then regretting it later on to use a hokie analogy and i was just going to ask that question if you if you gave it the week would you have more information and you just answered it yes you would so um i i think you're in a good position right now i don't see next week's meeting taking from 4 15 to 8 30 which is a good thing and that'll give you a week go ahead go ahead chris i just was going to ask dave what he felt about it certainly milo and i have weighed in i'm trying to again try to translate what you're thinking over there dave yeah

187i i think um i mean i think we need to go back i think there's a couple of numbers that we need to have um i i you know we're so close on these these options that yes i think we need to come back together and i think we would only need to have a very short amount of time um if we just we just need the price out on the the options that were listed there and uh that are here and i was just thinking if we put a two percent as our as our groups just so that we could have a dollar amount like do a one percent cola the thousand dollar and the two percent cola that would give us the range of potential costs to the system chris um for susie

188to price out and then what the 1.5 and the 1.25 cost is um out the door including benefit and all that kind of stuff um [Music] i think if we had those numbers we could also then look you would have a better idea school finance act will be introduced hopefully by monday we'll have we'll know our bucket that we're playing with very specifically by that point and we'll know what these things actually cost and then we can walk out the door knowing that we're we're funding things that we can sustain and we're making the right choices for the for the system without guessing because i hate uh my myla and i talk about this also i hate making decisions on members that i don't actually understand or know what the actual the actual thing is

189because frankly i would be even if we all said oh we love group three we're gonna go out the door with group threes i would be thumbs down because i don't know what the cost is yep all right so it sounds like you uh everybody agrees uh with that i i want you to pay attention to what dorm doorman put in the chat he wants the price of the krispy kremes so that's uh that's important tell susie that too so hit that like so uh anything else for the good of the order are you ready for checkout and then moving to next week uh to finish this up i do have one sorry one thing for susie to look into chris um what the real is realistic way um of having can we get the

190stipend paid to people before the folks leave our system this year can we realistically get that done yeah we'll figure that out dave and i guess the related piece is for other employee groups and maybe most especially for classified not to not acknowledge my administrative class uh colleagues but it would be nice even though classified doesn't come to negotiations until the fall to do the same thing in the same time frame if we go down that path so i'll look into those things with her and and milo on the payroll team as well i'm sure paul is not going to say no if you say everybody gets money in june i bet you're right all right so are we ready for checkout then all right we're gonna start with marty thought for the day almost

191dave even with our added time on monday or it's not monday the added time on thursday whatever our time is or this will still end up being the shortest uh compensation conversations we have ever had at this table just if you think about the story normally the story takes a whole session in and of itself uh before we even get to straw design group so i just yeah it just proves that we all understand uh each other and where we're coming from um which means i don't have to there's not a lot of explaining to you because we get it we all get it we all get where we're coming from this time yep laura lepe [Music] oh i wasn't ready ah i thought awesome i love it all of it i like the teamwork

192i like the flexibility mostly because i keep doing the meeting from weird places next week on thursday i'll be at the dentist so i'm gonna bring you all to the dentist and yes you stayed i stayed in the meeting during the x-ray um for those of you who got to see that the techs waved at you guys um but uh yeah i think that this team has like you said has started to work so well together that it's just impressive that we like feed off of each other and we run with it and i really really enjoyed this evening nancy i think this has been a successful evening we didn't have to go until two o'clock in the morning right linda dorman i'd like to try one of those two o'clock in the morning deals

196day and great work everybody sandy um in all the years i've been bargaining i've never heard such a positive like completely one-sided conversation around compensation um when the superintendent and the board of education president jumped right out of the gate with these unbelievable generous options it's just a good night so i'm grateful for you all milo yeah i i appreciate the hard work i uh i appreciate you keeping up with the ambitious agendas that dave and i keep putting in front of you uh good year all year long and we are almost there matt yeah good work everybody way to keep plowing through we started out the week shouting out teachers i'm going to end the week on this thing shouting out teachers thank you all the teachers on this call not only are you

197guys rocking it out in the classrooms virtually in person whatever it is but also then coming to this afterwards i know it's a lot um and to all the teachers out there it's been one heck of a year there's a lot of other adjectives i can use for it that i'm not used in a public setting but everything you've done is actually truly truly appreciated so happy teacher appreciation week i hope you guys all have a great weekend ian another night of uh great work and i i appreciate you know coming here and and hearing the shared interests uh we have a diverse group uh many different stakeholders we represent uh our communities well and in all of that we we maintain shared interests and get that work done and here's the real test kristen

198[Laughter] wouldn't you know it wouldn't you know it sorry kristen kathy um i just love when we're in our straw design groups and seeing people coming up with similar plans and the synergy of the group and um i was with my parents and uh last week and some of their friends and um they're of a conservative nature not meaning to make any stereotypes but they had lots of questions about the teachers union and um basically everything they think is the antithesis of this group and i was really proud to just say nope that's not true that's not true this is how it works and i love being in a district and i think it's true across the board but it's it's just fantastic to have the trust and working relationship we do and thank you

199for everything especially this teacher appreciation week laura mitchell [Music] well i'm going to ask everybody to think back a year ago and where we were [Music] in the board meetings at the end of last year doomed day [Music] no idea when or if the economy was ever going to come back how many years are we going to be you know left with the struggle and you know just fingers crossed hoping for the best and here we are tonight and i just want to say it feels really good to be here tonight and be able to be having conversations around how we you know what we can do because we are in so much better place and the future is so much brighter and we're all here and we've i just feel like we're coming to

200the other side and hopefully in the fall you know people really will feel like they had a summer and they got to go outside and spend time with their relatives and their families and travel and so i just this is so much more fun because that's what we're all about is fun at board meetings and fun negotiations so um we are the fun district um so congratulations to everybody who helped us get here jim [Music] what a great group you are your community is lucky to have you your students are lucky to have you your peers are lucky to have you not only are you good people you're great leaders thank you i'd like to echo what jim said and what laura said uh last year at this time i was still trying to figure
