start [clears throat] school district board of director. First of all, I'd just like to thank everybody for coming tonight. My school room appreciate many people. Maybe we should always do it 4:30 more people about it. Um, we're going to stand into our place to the flag of the United States of America and to the stand for all you. Stop letter. >> Do we have any agenda changes? >> Hearing any. We will go through the consent items. >> Everybody get a chance to go through the consent items and have questions. We'll be able to address them. >> Have a question. [laughter] >> Uh there's an item called Project Wavefinder. And I did warn uh Devon that I was going to ask that question, but it's a a fee of $50,38 for a program. >> Yeah. Yep.

So we have a grant um stronger stronger connections that covered this and it is for social emotional learning um and it is a subscription for two years >> and it's one that um Melissa and and Jose have worked together and and uh and have seen success in and and and this platform. >> So we've been doing that before. This is just to to renew the program. >> Yeah. Thank you. That's all I have. >> Questions? >> No questions. I would entertain a motion to approve the consent items. >> I make a motion to approve the consent items, which is minutes, personnel, and bills. >> I'll second. student organ there. >> Good evening. I'm Lily Beanie Aerson. I'm Elam Ontario High School's ASB public relations officer for freshman webs. We have just completed our 9th grade

advisory activity Jeopardy and we are and they are working on a picture activity where they take pictures of the freshman advisory and bring them for memories. Now for sophomore reps. The sophomore class of 2028 is currently currently working on their building assembly for their team building assembly for their grade. And we just finished up with our balloon animal fundraiser. Next up for junior reps. Right now the junior reps are going all around to the junior advisories and getting their inputs for this for their upcoming senior year. They are also planning a class activity for senior reps. The seniors are working on their on their senior sunset and are looking forward to their graduation June 3rd. Lastly, for ASB leadership class officers, right now as us ASBA officers are working on themes for homecoming, so we

can start planning activities in the spirit week. We're also planning our leadership class activity for this next week. We also just had our we recently just had our first ASB student senate meeting and we had to reschedule it due uh to over booked on April 30th. So, we just recently had it on May 5th. >> Thank you. >> So, we'll move on to our main license staff recognition. If we're joining down below, we will and recognize some of our staff as are here tonight, our families. >> I am I am Ken Martinez. from the principal of Ontario High School and I want to recognize two certified uh staff members of the year as voted by our staff which to me that adds more value to this recognition because it's their colleagues and people that have

nominated and voted for them. The first I'd like to call up is Ryan Rollston. >> Stand right there. Ryan Rollston has been a driving force Ontario High School this year as an instruction coach. He improves student outcomes by building trust and helping teachers deepen their practice through modeling and personalized guidance. Beyond coaching, Ryan is indispensable, covering classes, supporting substitutes, and coaching the esports team. He regularly meets challenges with thoughtfulness and routinely provides essential support that helps his colleagues grow and thrive. Ryan would Ryan's family stand to be recognized. Lindsay The next person I'd like to recognize, or staff would like to recognize rather, Rachel King. Come on up. Stand right there. Rachel King has transformed the Ontario High School choir program into a sanctuary of belonging. She possesses a unique gift for making every student

feel seen and valued, providing a vital anchor for those who need it most. Her work ethic is equally remarkable. Building a program of this caliber does not happen by accident. It takes years of planning, rehearsing, advocating, and pouring herself into something bigger than any single performance. Rachel's done all that, and she's done it with grace. Congratulations. Like Rachel, his family stand and be recognized. Mr. King Shanta. >> Congratulations to both of you. Congratulations. >> Hello, I'm Andrea Boaltz and I am the principal at Alama Intermediate and I have the pleasure this evening to um recognize Heidi Blankenship. Alama Intermediate would like to recognize Heidi Blankenship as our teacher of the year. Heidi is a beacon of positivity at Alama Intermediate. Her self-motivated nature and infectious joy uplift our entire staff while her students absolutely adore

her. Heidi's commitment extends far beyond the classroom. As a vital member of our PBIS team, site council, she is instrumental in setting goals that drive our school success. Truly is in it for kids. She selflessly pours her time and energy into every initiative that we have, including growing future leaders while overseeing our future our student leadership program. Heidi is an amazing educator and a person who perfectly embodies the excellence of teacher of the year. Heidi Blankenship and Heidi's beautiful family right here. >> Please stand. I also want to recognize that Heidi is um she's the first to arrive. You know, it just kind of started making me mad because that's my time. I like to be there first [laughter] and it's probably my competitiveness. Anybody who knows me, I am very competitive, but you can

come. I've I've even went at 620 and she's there. So, I gave up. And but I do know this that if you slip on ice and you fall and you shatter your arm, Heidi's there to help pick you up. So Heidi is she's just she is amazing and she works so hard and gives so many of her own hours and own money for our kids and I so appreciate the total dedication to Ontario students. So thank you Heidi. I am excited tonight um in Aken's behalf to honor Miss Stephanie Dong. We are thrilled to celebrate Stephanie Dong as our Aken teacher of the year. Misty Long is the bomb. >> This is what past students have shared actually thinking her name is Misty Long, not Misty Long. Misty, Stephanie, Stephanie, Misty, you're the bomb. Stephanie

is the ultimate team player. Always first to volunteer, collaborate, and welcome extra students into her room. Stephanie consistently uplifts our staff family with her contagious positivity and wonderful humor. For her students, she provides an amazing structured environment full of fun, creative lessons and high expectations. From teaching after-school programs to self selflessly supporting students in need, her compassionate heart shines through every single day. One teacher said, "Stephanie's never been nominated for this. Let's do it." Plus, her new haircut is the icing on the cake. >> Stephanie, we are incredibly lucky to have you. Congratulations. Would Stephanie's family please stand? Oh no, everyone calls me. >> Okay, I'm Lisa Longoria. I am the principal at Ontario Middle School and tonight we have two teachers um that were chosen as our teachers of the year and we will

start out with Ashley Jones. Students and staff alike know they can count on Mrs. Jones. She is consistently present at work and available, creating a stable, supportive, and trusting environment where students feel valued. Mrs. Jones proactively seeks out advice from mentors. More importantly, she thoughtfully puts that feedback into practice, demonstrating a commitment to mastering her craft. It has been a pleasure to observe Mrs. Jones growth at MS. And would Ashley's family please stand? and also Mr. Scott Horus. Mr. Horus plans and delivers well-th thoughtout lessons, teaching bell-to-bell each and every period, having students engage in math practice on whiteboards stationed around the room. Mr. Horus has cultivated a culture of thinking classrooms. His solutionsoriented mindset and genuine empathy ensure that every student, regardless of their learning profile, has equitable access to highlevel mathematics. Scott Horus

and Scott's family, would you please stand? >> Good evening. My name is Kevin Caps and I am the principal at May Roberts Primary School. And today I'm proud to recognize Anna Van Weirheisen as our teacher of the year close. Um so I I think I'm seeing a trend. Anna also gets up very early. Uh but she usually runs about 14 miles before she comes to work. So um she's an early riser as well. Uh Anna has transformed her PE class into an amazing learning experience. Miss VW promotes healthy lifestyles for students. At any time of the day, you can see kindergarteners and first graders tracking their laps as they run around the track. And I'm expecting probably a track state championship in about 8 to nine years. Um, Anna applied for and was awarded uh

recently a grant to receive indoor bowling equipment for the school, which was very exciting. Equity is also found in her classroom. She finds a a way to help everyone participate in PE. Our students love her and love PE. Annie is always looking to support our students by taking a lead during our jogathon, our weekly concession stands, and all of our school events. She also regularly attends school and district tag activities. Anna is deeply committed to our school, our students, and our community. May Roberts Primary is so thankful that Mrs. BW is part of our team. Congratulations, Anna. Yes, please. >> We'll have to bring home for it. Yeah, she's Mark won't do it. I'll have to do it for >> Thank you. Let's take about 10 minutes and before you get excited about leaving, there

is some >> treats up here. >> We're going to just take a 10-minute recess from the board meeting so that you guys can come up here and do some chitchat and enjoy the treats. like >> I'd never been in that venue before. Does it hold? How many does it hold? >> Yeah, >> about that. very happy about it was over food table was so big and they're wasn't. >> Yeah. No. Oh, yeah. She's good friends with Lisa. >> Yeah. >> Not you. Lisa. >> Oh, nice. >> Yeah. It was beautiful. >> So fun to see all those teachers get together. >> Yeah. About the old. >> Yeah, that's cool. Good job. Good work. >> So they have really good >> I didn't have any single one of them. I was like always on the wrong

side. And then obviously >> I didn't have Mr. A and I didn't have Miss Spence. I was on the other side. And then by the time I was in eighth grade, Miss Spence did the downstairs thing. The um >> health was downstairs when I was >> It had an acronym. UCLA. >> What? >> Really? >> I just >> Oh, I see. >> Yeah, it was like so I didn't have Mr. No idea. Yes. >> Minutes seems to be up. We'll come back to order. >> We'll move on to bits. [snorts] >> Who wants to start? >> I can start. Um, story of my life. Spent a lot of time at a lot of Ontario sporting events, but um, I just love it. Our middle school softball girls got second in our district. So, I think

the future is getting bright for our softball program. Um, spent Saturday in Baker watching three middle school baseball games and they did pretty well. Um, uh, we had our final middle school site council meeting and I would encourage all parents out there to get involved with site council. Like it's just a nice way to see kind of some behind thescenes data um, and information. uh one of the meetings they pulled up a sample science eighth grade test question and I have never felt um more >> unsciency. >> I mean I just want to say dumb. Like I've never felt more dumb than looking at that and thinking my eighth grader is going to take a test like this that that looks impossible to me. But she did and she got a three. So go my

kid. Um uh we had the Alamita music spring concert and that was awesome. very well organized and I think we've got the whole like two school or two grade per school format down like it was very seamless parking in and out um getting your kids afterwards and then the main thing I was excited about is that I went to the Ontario Education Association is that the name Wheeler um awards banquet um and it was just phenomenal. They um honored the retirees much like we did tonight and then also gave out three inaugural awards. So they got to honor um the people that name the awards were named after and then also got to give them out for the first time. It was just really cool to have all of those educators in the room together.

Um have a lot of experience, a lot of passion um and just a lot of genuine love for Ontario and our kids in that room and it was just really incredible to hear all the stories and to be a part of that. So kudos to them for putting that together and I look forward to next year's already. Um, I want to say thank you for doing the retirees ceremony here. That was cool. Um, I'm glad that I'm a part of the board to see that because I mean you read about the, you know, the articles like Miss Carter in the newspaper and things like that, but you don't necessarily always know. I mean, I know some of them from volunteering at the kids schools and things like that, but it's it's cool to hear, you

know, about them and see them receive the recognition that they deserve after being in the district for so long. Um, so that was cool. Thank you for doing that. Um, I did not make it to the banquet. I had another um, commitment that night, but I was excited to hear about people who received the awards and um, were honored that night. Um, we went to a sixth grade band concert, so that was fun. Um, and the Alama choir concert. Lots of sports. And, um, I'm excited looking at my calendar for the things coming up um, at Alamita. There's some some fun events during the days in the last couple of weeks and um so just ready to wrap up the year. [snorts] Okay. Um I also went to the Alamita school concert and I got

to attend both grades because I have kids in both grades. So that was wonderful and the break between was amazing. So that long break I was a little bit scared but it was perfect because I was able to actually switch kids around and move them there and so that [snorts] was wonderful. Again, like I said, it was well organized, easy pickup, especially after the first year that we had with Aken where it got a little bit crazy. We're getting better at these things. >> Your fault. >> We're we're giving breaks between there. So, that was an amazing opportunity. And the kids sang so loud. I feel like this year, like they were the loudest they've been >> in years past. And I don't know if that was the choir teacher or they're just getting excited

about that, but it was really awesome. like you could actually hear the kids singing where sometimes you're kind of like not yelling, singing. >> So, it was awesome. Um, I went to the middle school social and got to volunteer. That is so fun. I have an inkling for middle schoolers. I don't know. I'm one of those weird people that love middle schoolers. [laughter] So, I loved that. It's It was so fun. I got to be a hall monitor and I just got to see a bunch of kids party. [laughter] It was a party. Um, it's interesting to watch them socialize though. Uh, I watched two kids take 20 laps up and down the hall. I don't know. That's their life. And then unfortunately I didn't get to go to the banquet either. Life happened. I'm

actually I was a soccer coach for a lot of the kids in fifth grade. And so I spent a lot of time with fifth graders as well in April and May. So that was my community out there. And we've got a lot coming up. So it's going to be the next busy two weeks. Okay. Uh on May 7th, my wife and I went to the FFA banquet and it was I I like FFA and to listen to the kids, I'll call them. Uh just and I know that to me they you get kids maybe the first year they're really shy. They learn to get up in front of everyone. and we gave a scholarship to the principal of the year son, a $2,000 scholarship. May 11th, we went to the Ontario High School awards ceremony

and again listening to the different departments give their awards and that was that was really nice. On May 12th, I did a one-hour webinar put on by OSBA about policy and superintendent talked about that. Just to summar, I have three pages of notes, but one of them is that the the administrators select policies for us to look at. This year, they said there were nine pages of policies and they're going to start sending that list to every board member in the state of Oregon. So, we get to have more information. >> Perfect. Uh so but and they explain kind of why the legislator the laws might change or different reasons why but again when we get the form and uh then actually I went to May 14th I went to Veil to the historical society

learned about onions. I've been on the old Hawaii dish board for 52 years and I learned a lot that I didn't know about growing an onion and talked to different people about the school uh what they think. So, and then finally a friend of mine from Vale back to friends since 1963 who's been a legislator in Idaho, Senator Winder, who's told me that being a school board member is one of the most difficult elected positions there are. And then he gave me this quote applying to me by Mark Twain. In the first place, God made idiots. That was for practice. Then he made school boards. >> That's as good as I get. Yeah. >> If you have any reports of strange people walking by and your outdoor school people or not outdoor school, but kids

playing out on the sidewalk for a class. I I'm just looking because I'm interested, not because I'm kind of weird. [laughter] >> School stuff. So cool. Hopefully different classes. So I don't think they would correlate. >> So Mrs. Howard flagged him, didn't she? Hello. Uh, you're got structure going up behind your school. >> Yeah, it looks good. >> This close to walking back there to see how it was. I thought, wait a minute, they last time I came on here with that one front office. I shouldn't do that. So, I kind of backed off. >> Yeah. Out of trouble. So, uh definitely some nice things going on in our district and uh appreciate all the work we're doing and all the work you guys are doing. If you pass that on to your teachers and

your classified staff and maintenance and bus drivers, everybody just makes this all work and it seems to be smooth all year long, which as administrator might feel that way. But uh it is it's really coming together as a good and appreciate what you guys did. That's all I have. We will go on together. >> Yeah, we put in front of you um the bond collection checklist. This is a checklist we received from Piper Sandler um help us stay on track and and uh um make sure things are moving along. And so we are still in the beginning stages. um things our next focus is the uh long range uh facility plan which Andrew and Bob are working on and um we can officially start that in July um um according to the grant the TAP

grant guidelines. Um but um anyway, just wanted to keep you heads up of where where we're at and what we have to work on in the near future. Um and that's really all I have. So, you heard you heard enough from me this month and so I'm I'm good with that. >> We all missed the budget meeting in our board bids. >> It was Yes, >> it was so incredible. >> That has been my goal to have in the board bits. It's just board bits were like outside of the >> go back and watch the recording. It was lifech changing. >> Thank you. >> Uh it must be May. Just as you know, we received the summer learning grant. We're able to now fund summer school for sure for three years. Um that has been

a year-to-year grant. So, we go into it not knowing if we're going to get it or not, if we're going to have summer school or not, or at what level. Obviously, in the past, we've had just simply migrant summer school. Um and that's just because we had migrant dollars to spend specifically for summer school. And um and so I think the state received enough feedback saying, you know, this is really hard for us. So they they've made these into three-year grants. So we're guaranteed somewhere around 390ome,000 each year for three years and that'll make it much easier for us to plan for the future. And as I said in my report, there's a specific focus on on literacy and that. Anything else you want to add, Annabelle? that we get phone calls of parents. We

do have an prioritize appointments. So you're like inviting them via phone call or email or all the ways >> and then just weight listing those that aren't on the list to say if there's open spots. Beautiful. >> Um and I had some other things in in my report but the the only other thing that I wanted to mention was that um uh we had a kind of a surprise visit from um order department of education and um they had hired a new gentleman who is um the head of their um Office of Equity and Inclusion and I remember exactly his title. >> Yeah. Assistant Superintendent. And um he came and and sat down and and and met with us. And we really for the first few hours just shared with him, you know, about our

district. He had lots of questions um you know, how we do things and so on and so forth. And so we he gave them in this overview and um and uh It's interesting when they come here and and he's uh he's not somebody that is new to education. He's been in education for more than 30 years. He um from teaching to um to administration, running schools, all of that. Um and so he um was here for part of one day and part of the next day. We took him out to Annabelle took him out to um see some of the buildings and um one of his his comment was uh something along the lines of is that I visit a lot of schools uh and have visited a lot of schools throughout this the nation.

And he said rarely do I see a district essentially walk the talk. you guys have told me a lot about your systems and it seems very impressive and normally when I come and see that I don't go into the classroom and see that it's implemented and he said this was one of um uh the rare instances that he he actually saw that we didn't just tell him about it but we were actually doing it and and how impressed he was. Annabelle, do you want to expand on that at all? He was a wonderful jobbert and just again saying again, "Oh, this is what you guys see how this works. And so the correlation what we oriented him to he was very compliment of the sites that he visited and the behavior systems place the language

integration. Oh sorry we went to OSH also visited students got really good feedback and also did a great job explaining credit. Yes. >> All right. On to public comment. All right. We were moving on to business authorization pre-bond planning and services. I assume that's going to be something we have to commit to. >> Yeah. >> There'll be more. This is just the first of several motions or or or um agenda items that'll be in the business section that you will approve. This is just kind of the first that um tells us that we can engage formally in this process with um an agency to start um you know putting the numbers together and all of that and um kind of your first approval of yeah, we're going to move forward with this. Um and just

just for the clarity of of this meeting and the transparency of this meeting is is that um this is something that the board has been discussing. our again our um current bond expires in 2027 and there's the ability to build what's called this bond bridge if we if the um district because the board is is deciding to move forward then um the by passing a new bond um hopefully we're looking at May of 2027 there would be no out-ofpocket dollars for um our taxpayers. And we have um the ability through this to get um $12 million for a free money um out of this if the community passes um votes yes on a bond. Um and we have to go for a minimum of 12 million um dollars and we could go up to the

current um rate of the bond which the last time which was >> the the rate >> the current how much would did we go for >> 185. So, um we can go up to 18 ask for up to 185 and that's no out of um no >> change >> no money that you're not no change to what they're paying now and um we would receive 12 million for free and that um you know obviously we've also discussed what what we could do with that kind of money and that includes um a lot ofcludes a project which closing that building and um adding on with a better office space and some additional classrooms um and a big um they call it room commons room or another gym essentially. Um but also a lot of deferred maintenance

and uh just making sure that the community also understands that we don't we don't get funded specifically for that. we we make carveouts um for the dollars that we receive to do work. And and so we spent the last um little while putting together, we took the the four-phase plan that our the original task force put together and we looked at that four-phase plan and we went beside it and said we've done this, we've done this, we've done this. We actually have done majority of the projects on that four phase plan even though we didn't an additional bond to do that, which was what the original intent was to go for a bond and then come back and go for another bond. Um, but we have um done that with just um savings. Um we

did we were able to add the sixth grade building back and replace windows with um COVID relief dollars, Easter dollars um and and a lot more projects. So then we we after we listed all uh kind of those boxes. Then we went on and we and that's only about, you know, four pages in total. And then we went in and added all the things that we've done since then. And that made it out to be about 13 pages, I think it was, because we've done a lot of work. Um, but there's still we have aging buildings. There's still roofs to replace. There's still pipes to replace. There's still a lot of safety upgrades, door hardware, um um those kinds of things that um you know, we could use some expand expanded space um for um

co-curricular athletics type of stuff. >> Um and so right now, um our next step is to work on a new long range facilities plan to present to the board in this community this fall. And um and then move forward. >> So for clarity, we need a motion to authorize the pre-bond planning and services. Basically, not approving the bond, but just approving that you guys are going to move forward. >> Yeah. >> With looking into >> Yeah. There will be a formal motion which we have to have because we'll have to submit that by December. >> Okay. >> But this one currently doesn't have to have any specific like language or >> it just is it's just giving us permission to to go in and and start talking to them. So then we can come back

with scenarios for the board. >> Correct. That would be that would be the bond bridge, right? So it would >> the other one runs out in June. >> How much was the one that you went for? >> The second one. >> It was >> We're looking around at everybody. Anybody? I thought we'd guessed on it. >> It was >> What year was it? Do we know? >> Was it 2000? >> I I can look it up. I >> The original one was 2010, but then we did we did Did we take two more efforts? Two more or just one? >> And was that right? It was right >> 1720. Yeah, that sounds familiar. >> That um and I want to say it was because we were wanting to do a gym and other stuff. So

I want to say it was >> but that would have been an additional outofpocket cost on their property tax because it would have been an additional whereas this will be >> have some match actually I would take that back. It was less than that because we were getting a match. Uh so we were gift but the at that time I think the matching dollars were um four or six I think it was only four million at the time >> only >> and now it's 12 right that's pretty significant um change um for that and yeah and we we actually did some surveying afterwards and asked community members why they didn't vote it actually was very close it was it wasn't you know like 7030 It was like 5640, you know what I mean? It was

it was pretty pretty close. And um the majority of the feedback that said what what the people that voted no was because of finances. It was about so um which is why I think this is a really good opportunity where people what we're saying is it's not too money but there's a lot of really important projects that we get ahead on >> questions for >> I would make a motion to authorize pre-bond planning and services. >> Second. >> Motion made second. All in favor say I. >> I. Next is SR agreement. I would make a motion. I make a motion to approve the settlement agreement. Yes. And release. The settlement and release. >> I second. >> Motion made second. All in favor say I. >> I. Nay. Motion has passed. Removal of policy GA. I

can't lump all these together. So isolate him. Is there a reason it's being >> I was going to say is there a replacement >> or just we don't need definition >> Eric [laughter] Eric because they told us to >> this one you could do >> they told us to send us it just add them in there. Um, sometimes they send us an update, but this one just simply says the board has an option. Sometimes it's not I'll give you an example solutan used to be a board policy, not a district but smaller district. OSBA came out and said you guys need that's the function of the high school function of board. Is that kind of the intention with this is taking those definitions and making them for >> those definitions are >> it tells us

what >> so it >> but at least it's saved somewhere like >> sometimes it's covered in other um policies so they're condensing policies or sometimes it's covered in in different ways like that agreements or whatever. Those are the reasons that they would it might be redundant >> and they might have changed the definition in the other documents >> or the description. >> You also have the job description. >> Entertain a motion. >> I make a motion to for the removal of policy GA. >> A second. >> Motion made second. All in favor say I. I. to the first readings of several policies. They have any objection to clumping them together and doing all >> I have no objection. >> We'll go back to the question about I did too and I'm trying to I left

my notes at home. >> I I remember my question but I don't know exactly what policy it's in. So with the sick leave it's really tricky and I was looking at that. So they can roll over 40 hours, but they they max out at 80 hours, but they can only use 40 hours per school year. So why would you ever want to roll 40 hours? Like what would be the purpose of rolling 40 hours over if I can't even tap into that? Okay. So I'm like that just seems contradictory of like and I guess here's my fear. My fear of the district would be I get to May, right? and all of a sudden I haven't used my sick time and it's going to roll over but I won't be able to use it next

year, right? Because I can only use 40 hours. Is there any concern of somebody being like, I'll just use up all my sick time. Just start calling it in. >> Was this a policy that was for substitutes? It's not for It's not for licensed teachers. It's for substitutes. I had the same question, but luckily Matt answered that. >> Substitutes. >> Oh, it's specific. It's specific to that group. >> I had the same question. I was like, hold on. This math is not mathing and Matt explained it >> because I didn't see it says substitute. It just says employee. >> It just says employee means an individual who renders personal services a fixed rate. >> I think it's the code it falls under is for the Okay. So for example, >> that's a very unique >>

situation. They can also take Oregon medical organ paid medical leave. It's very complicated. >> As long as they've worked enough hours to meet those requirements for those W. >> So, is this a good policy or >> they just added the gray part? >> We already have this policy. They just added the gray part. >> They added the gray part. So, you're now tracking all of the coaches, subs, all I mean, you may have been doing that already, but >> somebody is.
