Alian to we actually have a couple of agenda changes. One of them is there will be no MS with student report that is on Second item on budget recognition. Then we also have Aaron Larson might be one of the people to do budget committee. So we'll need

002to take a vote to make those two changes. Move Aaron Larson and move the MS student. >> I move that we change the person on the budget committee and to eliminate the MS student. >> I second. Motion made second. All in favor say I. >> I. >> Opposed? Nay. Pass. Next item on the agenda is the consent agenda for those consent items. Any questions on those items? Hearing? None. I would make a motion to >> um I am not going to vote on the consent items due to a conflict of interest on extracurricular salaries. >> Don't think any more with that. You're excused. >> Thank you. Appreciate it. >> Um, >> motion. >> I make a motion to approve the consent items. >> I'll second. >> Made in second. All in favor say I. >>

We have the freshman reps have been working on our current activity which is Jeopardy among the whole freshman class. This has been a huge success because this has been a good way for our whole freshman class to join as one. We are also working on a fun event at the end of the year for the whole freshman class. They were thinking

004of having assembly but doing it outside and playing games. This is what we have been working on. Now for sophomore reps. These p these past couple weeks, the sophomores were working on learning how to make bullion animals and selling them at the baseball games to raise money for their class. Now they're working on coming up with an assembly for the sophomore class. Next up, junior reps. The junior reps have completed prom and went that went better than expected and now are finishing up a bit of paperwork. For senior reps, the seniors have previously been working on getting things ready for the senior sunset at the end of the year. They also had an Easter egg hunt at the beginning of this month, which was a great turnout and a lot of kids showed up. The

009>> That's it. >> Good job. >> Thank you. >> We are going to move on to the volunteer recognition appreciation. Board members will meet down here below as you come up presenters and present your your volunteers. We'll be happy to shake your hands. Okay. My name is Andrea Buckolds and I'm the principal of Alama Intermediate. I see some of my former students here. Hi guys. You guys have grown up >> and they're seniors. I don't know how that happens because I'm still 29. Aspen and I would like to um welcome up Kendra Davidson as our volunteer of the year for Alama. It is an absolute honor to recognize Kendra Davidson as the volunteer of the year for Alama Intermediate. Kendra is a true powerhouse of community spirit. From coaching various outlaw volleyball teams to her

010vital role on the booster club, she consistently puts our students first. Whether she's in the dugout taking stats for the Ontar Ontario high school baseball team or navigating the logistical puzzle of organizing picture day, Kendra's dedication, it is exactly what this community needs. We are incredibly fortunate to have someone so deeply committed to the growth and success of our children. Thank you, Kendra, for being such a vital part of our team. >> And Kendra's family, which is Aspen, please stand. You know, I just I just want to add on just really quick. Kendra is the epitome of of the type of person that it's going to take to kind of change and shape a positive culture for our community and for our kids. And she doesn't have kids on all those um outlaw volleyball teams.

011She doesn't have a student that's um a a child that's on the Ontario High School baseball team. So, she does this because she wants to truly make our community better. And we need about a hundred more Kendras in this community to really impact kids in a positive manner. And so I just my I just from the bottom of my heart because I love the kids in this community, I thank you for taking this time and effort for our kids. >> Good evening everyone. And I'm Toby Huddleston, principal at Aken Elementary. And I am lucky enough to get one of those elusive, hardworking, amazing teachers here tonight to give our award. So, Miss Sarah Lee, second grade. >> So, I am fortunate enough to teach second grade at Aken Elementary, and I am very fortunate to

012have gotten to know a very special lady, Ulysa Dion. Will you please come up? And I'm gonna brag about you. Oh, and her school name is Grand Melissa. So, I'm going to be referring to her by her school name. Grandma Melissa has been such a help to my classroom and students this year. She's kept us in snacks all year for those days when we don't get one delivered. It brings the anxiety level down that the kids are secure in that. She's kept those little tummies full and and I eat some, too. >> That's very cool. >> That's okay. >> She also reads with students twice per week and helps them build their literacy skills. We are all so thankful for her caring generosity. Thank you so much, Grandalissa. You're incredible. >> Thank you. And you,

013while you're shaking hands, could I please have Grandma Malissa's family stand? Because early on, I asked James, will you share your grandma? >> Thank you so much. >> Thank you for sharing her. >> Good evening. Um, I'm very excited to announce um, our volunteer of the year at May Roberts. My name is Mr. Caps. And before I do that, um, I really want to tell you a story um, that helps you get to know a little bit more about Miss Raiden Terry. Um, I got a call on the radio in January and it was probably one of the windiest rainy days of the whole winter and the the radio call from the office said, "Mr. caps. Raiden needs assistance with a parent in the parking lot. And I ran to protect her. And when I

014went outside, I looked down the parking lot and I saw Raiden by a minivan and I saw a parents head. It looked like they were wrestling. And I ran through the rain. And what had happened was the wind was blowing so hard it had ripped the minivan's door and it was hanging on just barely and Raiden was wrestling this door trying to save it for this parent. Um, so that's the kind of person Raiden is. She will help anybody. She does whatever it takes. Um, so if I could have Raiden come up, we are proud to celebrate Raiden Terry as our mayor. Roberts 202526 volunteer of the year. Ryan is truly part of our May Roberts family. She volunteers on a daily basis. This includes helping in the office, teaching small groups, and working with

015students who need a little extra support. One of the ma most amazing things about Raiden is she is so consistent, never missing a day or a chance to make a positive impact. Raiden brings with her a wealth of knowledge and more importantly she is a friend to all. Our staff and students love Raiden. Thank you Raiden for the dedication you show and for being a blessing to our school. And I know Raiden's um son and daughter are working tonight, but if I could have the rest of her family stand up, too. the stores. Um, good afternoon. My I'm I'm Andrea. I'm Mrs. Longoria, um, principal at Ontario Middle School. And our volunteer of the year is Andrea Nangare. If you could please come up, Andrea. and I'm going to have you face your audience. Um,

016we are thrilled to announce that Andrea has been named the MS volunteer of the year. She has an unwaver wavering dedication to our school community. Anytime she is called upon, Andrea is eager to adjust her schedule to ensure our students and staff have the support they need. She approaches every single task with a wonderfully positive and friendly attitude. Andrea has been a reliable, smiling face at crucial events, generously volunteering her time on the first day of school, picture day, and school socials. Last year, she even dedicated her time to serve as a chaperone for the 4-day, three night sixth grade outdoor school. And even though she doesn't have another sixth grader, um we were recruiting her last year to come back this year and years to come. Um please join us in giving Andrea a

017big thank you and congratulations. We couldn't do it without you, Andrea. I am Ken Martinez. I'm the principal of Ontario High School and uh Theresa Figeroa is going to be reading for our two parent volunteers this year. >> Hello everybody. I'm Theresa Figeroa and I was the parent involvement coordinator at the high school. time now over at the online school. But I um have the honor to acknowledge two of my parent volunteers and I tag team them. So if I can have them both come up. Kim Laosplum and JC Monzo. That's kind of weird. Yes. Thank you. >> Just so they can take pictures. Um, just so everyone knows, it's very hard to recruit parents at secondary level. At secondary level, parent involvement is coming to their kids' game, and I'm so grateful for that.

018But when I need extra help, it was super hard. And I tag team these guys cuz they took that big job on together. So, they say it takes a village, but it also takes someone to run that village. And these two did just that this year. Beyond their roles as dedicated mothers, full-time employees, business owners, and community members, JC and Kim served as the co-chairs for this year's senior all-night party committee. Under their leadership, the committee raised over $11,000 in just five months. This accomplishment required hours of planning, volunteer coordination, and many weekend and evenings dedicated to fundraising events. Because of this, the goal was met. 100 seniors at OHS get to attend a safe, sober graduation party for free. Whether they're working concessions or cheering at the basketball games, they're always willing to help

019me whenever I call, including now. Please join me in congratulating our OS volunteers of the year, Kim and JC. their family stand up. >> If I can get a quick picture of everyone that got a certificate, that' be great. It's fine. >> Picture the on Facebook probably like I asked some stupid one. >> You hear that happening? >> I know this this I got through that night. My final night. Oh yeah. Well, she's >> and my game's at six. >> So, it's like busy time, right? >> Very. >> All right. >> On to our start over on the right side. Thank you. I uh we have several items and I might add one more. We've done my daughter sponsored a Shakespeare I'm going to call it a performance at the high school and the group

020the actors met before for like an hour to kind of for part of it to to to learn the kids can talk about learn about what they do. Um, and I think we did it for the junior class and the senior class. So, it was another 400 kids. I also got a call from the cultural center and I sponsored the same Shakespeare group there and they brought in u about 400 students from the area like North Powder. I'm not sure about if it's Baker, Anessa, Adrian, I'm not sure where they all came from, but they had another large group to learn about acting. Uh now and I missed Jod's presentation. I was I did do the track meet and baseball game. So I was doing something besides I want I'll get my own personal tour

021I hope. So now I don't need this. And third thing is I I get the daily OSBA report I'll call it and they had a a webinar about superintendent. So I don't think I need it but I did attend I did attend that. So, uh, and, uh, oh, excuse me. I guess, but yeah, that's all I'm going to say. I have, I was going to talk about my wife as a volunteer since we're doing volunteers, but I Well, man, would she she served 28 years on project dove, excuse me, 25 years as u chairman of the board. Uh, and this is an award given to her by the TC TV TVCC foundation. Uh, she's served uh, 38 years, uh, 35 years as chairman of Festival Trees. Last year, they raised 107,000. In her years, they've

022raised over a million dollars. She also was on the the prison advisory board for 10 years. So, she uh, and she she does it to help other people. So that's all I have. >> That's all. >> Thank you. >> Want to go next? >> Sure. I was able to make it out to the Edflex open house. So that was awesome to go see the cool updates. And it even looks like it's been painted, but it wasn't. So I was like, it looks really updated and cool. Wasn't recently painted, but it really is a cool space. I loved the like tech room where you could do your presentations. That looks awesome. Um, we're with the Times for our Edlex. So, that's that was awesome. And then outside of that, I hit parent teacher conferences for my

023kids. That wasn't anything special, but I did do that and it went really well. I love doing the sign up through parent square. I'm like, that's the right one. That is amazing. So, continue doing that cuz that makes it so much easier for parents to get signed up. So, I'm hoping we're having better success with that. And then I've spent I'm soccer doing soccer coaching. So, uh I haven't spent as much time at the schools, but I've been spending time with all the kids at all the school, all the kids that are in your schools. And I just was at soccer practice, I'm reminded that maybe it was for a reason I didn't end up in teaching because the hour and 15 minutes that I have with those kids from 5:45 to 7, I am

024like the back. >> I am like shaking and saying like, "Please go run. Please go run again. Go run. I don't know what to do." So again, I'm I worship all of you in um fifth and sixth grade because that's what I have. And it's a group of 14 boys and two girls. So it's a fun group. So thank you for everything that you do cuz it just reminds me every year that I do this like and it gets harder. I used to think like one two was easier. No, every year it's getting harder and harder for me to to do this. So thank you for all that you do. Um I also was able to get out to um what used to be Cairo for the virtual school um open house. It was really

025neat to see. My favorite part was actually the college corner representing all the different um colleges and um I thought that was that was pretty cool and very informative. I don't know much about virtual schools in the area or across Oregon or just in general. So, um, Jod was a wealth of information and Teresa actually was, um, very helpful to answer all the questions that I that I had. So, that was pretty cool to see. Um, and then other than that, I think it's mostly just been sports. I have a niece who actually, well, two nieces who play for Fruitland. And luckily in the middle school, Futland and Ontario play each other. So, um, I've been able to get to quite a few track meets and couple tennis matches and baseball. Um, so just love

026seeing all the kids out there and playing on the new fields over at the middle school. Um, love seeing all the cars over there. Been my month. >> Yeah. Um, I also went to the virtual school open house. Made it by the skin of my teeth from middle school softball. But, um, it was just really nice to see, great to have information because I am asked about that a lot. So, it's just nice to to have updates and to be able to see like what a welcoming space it is and what you guys have done out there. Um, I my world is consumed right now with the softball and if you don't know, your Ontario Middle School girls are number one in the district right now. We are killing everybody. Um, and they have their

027first ever home game at our beautiful new field on Wednesday at 6 PM. So, I hope to see lots of your smiling faces there. My daughter is the catcher, so cheer really loud for her. Um but yeah, just really exciting to see um our kids getting competitive in sports again. Um winning games and just being really proud to rock those Tiger uniforms. So exciting. >> Thank you. Uh first I just want to know that volunteers out there, I appreciate them and all that they do. I know there's a lot more than that out there helping you guys get through your your weeks, days, hours, and I appreciate all of them. And if there's some way we could recognize all of them, that would be awesome. The other volunteers we have, and I try to make

028sure you guys know that January, you were appreciated, but you get to be appreciated again tonight. And thank you for all you do coming onto our board. And this is a volunteering process, even though >> back to the mayor. again. Appreciate it. And then my >> this is April and if you've been any kind of staff move in schools, administrators in schools, superintendents in schools, you know that this is right after spring break and there's seems to be like this rush to get through the year and everything has to happen yesterday and you didn't get it done when it was supposed to be done in according to some people and everything is just piling up and you're going, "How will I get this done before the end of the year?" And you guys always do

029it. >> You said that conversation to me. >> Yes, you always do it. And I appreciate you as well as your staff as well as the supports that you have because that is a monumental task when you look at it from this angle to the end of the year. Thank you very much. because I know that one. But >> yeah, >> that's a silent reward. >> Can I have one more? I guess we talked about the the candy sales. >> They're going on right now. >> I just someone knocked on my door and I bought $20. >> So, I did I I actually contributed. >> Good job. Nikki gives out your address. >> We don't mind. >> Go here. >> All right. >> Yeah. Well, thank you for um everyone getting the SEI filing completed.

030Um I got an email today from the state um kind of getting it was a generic one but kind of getting on school districts for not having their SEI filers complete and uh but we were we were done. So so thanks for doing that. Um so I mentioned in the work session and last year when we were budgeting we uh we calculated that our we would operate a deficit this year and we calculated it'll be about a $600,000 deficit. um was top um but because we've all been mindful of our spending and and um haven't spent haven't traveled or anything um when I look at the deficit now we're at about a $300,000 deficit. So we cut out in half. So I thought that was a a pretty good win. Um we'll make that up

031this next year. um um you know, not a lot, but we'll we'll break even basically. And and uh that's about what we projected when we were negotiating salaries last year. And so so it's good to see that it's worked out once that that the projections actually like are are coming in and worked out. >> Good. And it doesn't always happen. Um, but as I put together this this budget, I met with Nikki quite a bit and and plenty of others and and uh we don't only budget for one year, but we do try to budget for five 10 years in the future. And so I was going to talk about that PERS reserve account, but that's that's kind of an idea of of not budgeting for this next year, but budgeting into the future. Um

032there's also one other thing that we are working on right now and that's moving our health insurance costs from a composite rate to a tier rate. So what that means all of our employees they pay a composite rate so that they pay the same rate for employee employee plus spouse employee plus family is the exact same rate um for for everyone for one for a plan for a health insurance plan. Um, we are moving towards a tiered rate where it's a a different rate for single versus married, but we're keeping we're keeping the exact same benefits, but moving toward a tiered rate. And what that's going to do is is keep everyone with the exact same health insurance, dental, vision, um, and the same insurance that was covered in the past in this year will

033also be covered next year. Um, but we'll see a savings from that. um about a $100,000 savings just by doing that one move. And so um and so the idea is to use that savings that we get from going to a tiered and um it's not set up yet, but it will be set up to go into a fund and only be used for health insurance because as we know rates keeps going up, health insurance rates keep going up. Um and not right now it's not quite as actually no it's faster than than the purge rate right now because um as in legislature legislature that it has to it can go up 3.34% every year and it meets that 3.34% every year and so anyway the idea is to receive some savings from our health

034insurance but then put those savings into a reserve account so then we can use that for the benefit of our employees and only for the benefit of employees through for health insurance. Um so then the the goal is once that reaches a certain level um we can have funds for um as we negotiate salaries that we can have additional funds for for salaries or for benefits or to contribute to um a health savings account or or whatever that might look like. But um but just a a way of planning for multiple years in the future. >> Um I guess what I would be curious as to would be saving the district money, but how many of our employees would see an increase in their what they would have to pay into insurance because some of

035those tiered plans are very expensive. >> Yeah. over overall on average employees actually pay less into their um in for their health insurance costs by going to a higher um and so out of pocket overall is less >> for like your single >> for um for everybody across the board. >> Yeah. So >> it's it's um so I think your question is is that if if somebody took a plan and now we're we're transitioning to it a from composite to tiered. >> So let's say the premium before was$,530 but because they have a family maybe now it's 1,700 and they took plan three. What we found when we broke all that down, there was 20 people that took of plans other than plan seven, the the HSA plan. And honestly, had some of those folks

036come in and talk to us, we would have um we would have consulted with them to say why that plan, this other plan would have been better and would have been crossing. So if they' have moved from like plan one to plan three, it would have saved them money by going to plan three doing the math, right? And so, so really of those of the plans that we're saving, most of them will actually probably save um still save money even by switching plans just because when you calculate it all out, I think they just didn't understand with, you know, really putting the numbers down on paper. >> What's your current insurance cap? It's tiered, right? 1530 and that'll go up uh to 1580 >> 1580 for the license but everyone else will stay at 15.

037>> So we'll always cover the the we'll always cover the plan seven >> high deductible. Okay. Yeah. >> And even for family. >> Even for a family. >> Even for that rate for a family it's more like 1,800. So but we're still covering that plan seven for um for employees plus the family. >> Yeah. Okay. the cost savings comes for if you have a single person it might only be >> yeah theirs would go down they could put more money into like an HSA or something I guess I just would wanted to make sure that yeah >> we're not saving the district money but >> costing we really did look at that and like we actually took some of those folks like if they were on like plan one and calculated it out and showed

038why they still would have been even even if we didn't do this they would save money if they were on plan three instead, you know what I mean? And so, um, but in the end, we met with the union groups and we presented to the whole district and the union groups are, um, we're meeting with them. Actually, we were supposed to meet this week and and their stuff came up. So, we're actually going to meet, I think, next week, isn't it, Devon? That we're meeting with them >> and, um, >> both union groups and it'll go to a vote for them and um, and their group. So what was the benefit for the >> versus the tier? >> There wasn't. It's just been always been done that way. >> Is it just standard cost? >>

039If you were single, you were paying more, but then if you had a family, it was making it more affordable for you. So more people could wouldn't it would incentivize them to put their whole family on their insurance. Was it also flat more of like a a regular cost every year instead of like well some singles and then some >> the reason this works is because we're saying we're going to pay >> that premium right? We're going to pay we don't really want to call it a cap anymore but basically we're saying we're going to play pay for plan seven. So that family of six if you will we're paying that if they choose plan seven. if they want to go to a different plan, then they'll have to pay the difference of what we

040pay and that. >> Does that make sense? >> Yeah. So, um it was a it was a strategy that we're we're moving towards to help in the end um continue to mitigate that cost. So, hopefully in the future that fund will be used so when it goes up 3.4% % we're still covering plan seven. >> No out of pocket. >> And some dental envision. >> Yeah. >> Covered by the district for employees plus the >> family. Okay. Exactly. All three of those health. >> Yeah. >> And then I said the 1580 was the cap on the license. It's 1,600 >> is kept on license. 1530 for everybody. >> Um there's that. Um, we talked about the the 8% policy for ending fund balance towards total revenues and and the benefits of moving that to the

04112%. Um, the last thing, um, you have a handout of the budget. Um, and there's already a a minor change on it because I didn't didn't realize we had a a budget member drop out. So, I'll make that adjustment. But but once um things are are finalized tonight, I'll uh we'll make some additional copies for um for people to come in and and grab a copy and I'll have an iconic version out that I'll send to send to everyone. Um if anyone board members and anyone has any questions about the budget prior to the budget meeting, come see me. We can talk about it and and I can give you a overview of what to look for or or whatever questions you have. Um, I'm a bit um that's all I have. >> No comment.

042I I hate to talk about percentages on this because it could be $100 and 150, but I think it's important that our deficit of maybe 600,000 or 3000 is what percent? Like 2%. >> Um, very small percent. >> Which Yeah. So that sound like $600,000. >> Yeah. I think it's important Yeah. to express that as a percentage. >> But that was anticipated from last year and that was due to our bargaining and all of that. But again, we made up half of that. So it's more about how you set the budget where we anticipated it being. So It can be a little confusing. >> And we anticipated six. >> Yes. >> But it could be less. >> Yeah, it could be less. >> Yeah, I just did it. >> Probably not. We gave everyone a

043little. >> Yeah. >> Like end of year parties. >> As as Deon said before, everybody really worked hard. I mean, when we heard there was going to be an additional 10 five to 10% from the state um and some other things, we all just buckled down and and quit spending. And I know sometimes somebody put an email out about do you have any of this and and um you know, we we all kind of stayed home and didn't go anywhere and and all of that. So, we appreciate our our staff working hard to make that happen. >> We said how small it is. I said.3, it's it's point4%. So it's >> okay. No other questions for that. >> We have additions to the report. >> So um we actually talked through some of the things

044with the poverty calculations and the flex and all of that in my regular report. some additional things. Um, somebody had mentioned um, well, we've talked a couple times about the this the MS softball. The complex is that softball portion is complete. If you notice, you see the stairway and we finally got final approval um, from the city and so it is all operational. That was a lot because um, unfortunately the stairs that were put in were not did not code. So, we had to have some new stairs fabricated and then a few more things done on the building and um but it is finally complete and um we're happy to say all up and running. Um, one thing that um, we did was uh, let's see, this was last week and then again today. So,

045as I mentioned the last meeting, we received the TAP grant and the grant for the long range plan. The TAP grant specifically is for the wood roof building stuff. And um, so what we also asked is for that same organization to to um create a long range facilities plan. We were nervous and made sure that they understood that that was a short window of time to get it completed so that we had enough time to bring a a group of of community members together to review that, help us review that. And they are on it and um going. So I know they came in today and Bob you guys toured the the structures and um and then we are um meeting with them uh we'll continue to meet with them on the long range plan.

046So really it's taking that old plan in which had four phases and saying this is done this is done this is done this is done a little done but then done differently and um and then on top of that adding the whole list of things that we did that that were outside of that and in addition to all of that and there's a lengthy um lengthy list and then it's taking all of those things that that Bob presented to you of of deferred maintenance kind of things and prioritizing those um and then meeting with them to create that next long range facilities plan. So um and then um they know that that has to be submitted by December. So we kind of backed it up and we hope that they would get that um completed

047by September Octoberish. So we have some time to get some folks together to review it and provide feedback and all of that. So, we're happy to report that. Um, I flew to Portland. Let's see. It wasn't this last Friday, the Friday before. Um, as I said, we've all been kind of buckling down and trying not to travel, but this was an important trip. It was an up and back. We had an in-person off therecord meeting for all the superintendents in the state. And, um, this is one of those days where we needed to be in person sitting around a table and talking about really it was an really about narrowing our um advocacy topics um to get all on the same page. Um OD was there presented information. That's where I learned more about the

048poverty calculation that they didn't really understand some other funding models um and and some of those things. So we're just really trying to get organized for the next bianium advocacy for the next bianium and um so it was a a really good meeting and um as I said earlier um there was a couple times where I was uninvited to the table because just because we talk about budget I mean joking when I say that but we are we are in a really good healthy position. And that is not what's happening with that. That's not the the norm. And um we're really um happy to say that we don't have to hand anyone a a pink slip to say you no longer have a job with us, but that we have positions available. That but with

049that being said, that also requires a strategy on our part, right? Because sometimes you have to some shifts to make that happen. And and we're right in the middle of that. And so I will try to keep you guys as updated as possible on what that's going to look like um as we go forward. And I I talked about a few of those in my um report. So we'll we'll keep going and and um make those shifts. Um and it's just a crazy time of year. I know when you guys came and I heard you guys all talking about um how busy things are and I I feel like that too. Andrea came in today for a minute and we were like in passing kind of crazy and then I was you know some days

050I'm like what day is it and what I looked at the clock today and it was one o'clock and it it is it is just that time of year so things are really crazy. I will say that um um I appreciate all Devon's hard work on the budget because we've never had a budget done before the middle of June, the first time ever for us. So, um really appreciate his hard work on that and getting it um done um up and early and we know where we are because that helps us strategize when we know exactly where we are with money. it helps us strategize for the following year and rather than waiting until after the school year ends to do that and so um especially important with the movement that we have within through

051attrition to get there. So um appreciate that. And the last thing I have is um Mark Redmond has um asked me to ask any of you to to participate in his board budget meeting. >> Lisa is >> Lisa. Okay. >> Well, my name was written on the oh plan thing. So, >> okay. >> I thought I was required to be there. >> Is May >> I think it's 19th >> 19th at 5 dinner at 5:30 and um >> you're a representative >> in our new building. I bet too. >> It is. That's what he said. >> We got a tour when we were out there this week. So, Uh, well, he may take as many. >> Oh, okay. >> I think Brett wants to go. That's what he's saying. He said he only needs one.

052>> Oh, it's Lisa. Perfect. >> So, you need to >> Okay, that's all I have. Want to listen to Matt dinner. >> Public comment. Any public comment out there? >> We do actually have one public comment. >> Meer, we don't need >> I like your summary. Just keep it keep it keep it positive. >> Oh, well, hello. I know it's been a bit since I've been in front of a board. >> What are we doing for Miss T? Hello. >> I can see the group. >> Well, I'll I'll address the board. Uh, good evening everybody. Oh, yeah. Come on in, everyone. >> Just keep coming. >> Come on in. >> Just keep coming. >> Come on up. >> We want you up front. >> Good job modeling, Nora. >> Norah's like, I have to. >>

053They were very They were very quiet. I did not know. You were not. I'll be to hear you. >> I know, Stephanie. You're the quietest. >> It was not Stephanie. >> All right. Um Well, uh where's our Yeah, she's Yeah. Hi. Hi. Hi in person. Um good evening everybody. Um, thank you for having me here tonight and thank you to Superintendent uh Nicole Abisu for uh coordinating with me uh for this evening. Uh my name is Michelle Meyer if you don't know who I am and I'm here representing the um Coalition of Oregon School Administrators and the Oregon Association of Elementary School Principles. And so what an honor it is for me to be here tonight. Every year um across the state, leaders nominate and recognize um exemplary elementary school principal leaders across the state.

054We always have a lot of nominations. Um this year is no exception. Um and so uh lots of nominees and I want to say a couple things about the individual here tonight who is receiving the award. Um this individual is known for her heart Yep. She's got a heart. She's crying back there. See? Um she's known for her heart. She gives endlessly to students um in the nomination letters and just our own knowledge of this individual. Um she gives tirelessly to her students, to her staff, um creating programs and also um not only inside the school district and at Aken Elementary, but at the state level. She represents 8C very well and Eastern Oregon and it's a pleasure to see her lead in the state context. I don't think this is working. >> Um it

055is it is okay. Okay. Um so it is my pleasure to be able to be here tonight uh to recognize Oregon's 2026 elementary school principal winner Toby Huddleston. Wow. >> And there's all my people. >> Oh. Oh. again. Um, I honestly don't I don't know what to say. Thank you so much. Um, this isn't a me thing. This is an us thing. This is a you thing because you're my team. So, I I don't I really don't know what to say. >> Thank you. Thank you. >> Thank you. Good job you guys. Keeping it under. >> Yeah, you are in the back. Yeah, that's bad. as back here. You're pretty big. I'm almost I'm still your hand. want to fix >> and the oldest She gets to go to the fancy awards ceremony now. presentation.

056>> Okay, we will say that was that is the only >> take your wife out to dinner. >> Thank you all. >> All my favorites Indiana. >> Oh, a staff. Grab a treat. It's for Toby. GRAB A TREAT. GRAB a cupcake. >> That I said that's the that level of positivity is the only surprise I can take. My husband threw a surprise birthday party and I like shut down and went to my room and was like, >> "Did you do the application? >> Who nominated?" >> Who nominates >> Michelle? She had more like she had several. >> Yeah. Brett got so excited he spilled his drink. >> Oh, he was like, >> could you imagine at Wells Fargo they used to let So there used to be that you could drink one to two beers

057on your lunch each break. >> Like Wells Fargo had that in their policy. Like one to two beers on lunch is totally fine. >> No big deal. >> You can get a brisk. Now, Morris. >> Oh, I I I don't have it. I brought a Snickers bar and passed the class without showing it. >> I can't watch you. >> Got it. >> Just take two, Stephanie. >> It's for Toby. We're gonna go hunt the school of a who nominated. >> We don't care. We would have like we would No, that's what I'm saying. >> But I want to know who likes are happy. We are >> I still want to know Jenna. >> Brett's gonna get us going again. So this I did want to say that um this so I was I found I

058was so busy I I had a text >> from I had a text from uh the um executive director of Koson sometime during the day Thursday but we were so crazy that I actually didn't talk to her until it was I think six o'clock Thursday night when I finally picked up my phone and looked that I had some mix missed text messages and so I called her and she told me and then um I connected with Michelle and we were it was top secret so we couldn't say anything so of course I came back and told a couple people a couple people I only told one person and then it turned into three people and then it turned into five people and so um so over the weekend um Melissa and Annabelle and Taran activated

059top secret mission phone free >> and getting a hold of everyone so that we could um have the hold the surprise tonight. >> The fact that Toby had no idea was like >> that is impressive for all of you. >> I don't think we should tell the staff why they're there. I was worried, but >> I don't think they want to come. >> I agree with that, Melissa. So, um really really awesome and like this is a big honor, right? As you know, we have another um another winner in the room. Lisa won it. Was it five years ago, Lisa? >> 2020 during COVID. Yeah. So, we weren't actually meeting >> so you know, just to know that we have um and then um >> yeah, it >> so just to know that we have

060I think Steve Wyorn won it one year and so to know that our just little district over here in Eastern Oregon has some phenomenal folks and honestly any of these people could have won it. >> So she gets honored at the OSBA. >> Uh it's the KOSA conference side. Cool. >> C Can we put that in the travel budget, Devin? >> Got $300,000 saved but lost. Don't be stingy on Toby's hotel room with this. Anyway, so um so thanks for playing along with us. I I didn't tell them you guys what. >> No, I was like stressed. >> We have a public comment that you're not I'm gonna tell you. >> Aken came in. I was like, "Oh my gosh, she's got she's leaving us. She's leaving us to go with Michelle. >> Do you

061see why we say no surprises for like Milo? >> That's what I'm saying. >> Yeah. But anyways, thank you for for Oh, by the way, um you only have three minutes and >> uh Okay. Right along to business. First reading of policy DBD. >> Is there any questions on DBD? >> Can we do the first and second reading together since it's only the change of the 8 to 12%? >> You say final approval. >> Okay. Thank you. I mo unless there's no questions. >> We had discussion. >> We have discussion in work session. >> Yes. I motion for final approval of policy DBDB. >> I second. There's a motion seconded. All in favor say I. >> I. >> Resolution 25-16 transferring budget appropriation and resolution 17 first reserve by >> I make a motion to

062approve resolution 2516 and resolution 2517. >> I'll second. >> Motion made second. All in favor say I. >> I post name. Board budget goals. >> Board budget priorities. >> Priorities. We're gonna go. >> I love that thing. >> Board budget priority >> and goals. >> They're just priorities >> for the purpose of making well so goals >> in the future. Yes. >> I make a motion to approve the district budget goals for 20 thou 2026 27. >> Second. Motion >> motion made second. All in favor say I. >> I. All >> oppose. Nay. Motion is passed. >> Bill trip request for LIA annual conference. >> This is coming because it's over 100 miles or whatever. Correct. >> Yes. >> There and back in one day. >> Yeah, that's a long day. >> They're saving money.

063>> Hot dog. >> I'm going to say it doesn't it's not costing the district anything. organization that was sponsored for us to go. So that's why and it's a lot closer. Usually we drive to Utah and we have to stay nightmar. >> Yeah. So we leave at 4, get back >> that budget conference, there's over 3,000 other students who look like them who um come from the same culture and it's a it's everything that they build up for for the end of the year. And a lot of our students um submit um projects where they do there and they really >> what's excuse me what what how many states is >> I don't know >> but 3,000 students >> that's a um obviously a grant and that was that grant was cut significantly which is

064why we've had to limit. >> So >> I make a motion to approve the field trip request for the LA annual conference. >> I'll second all in favor say I. I >> all those names motion pass >> approval of CB construction inc for MS engine project you want to add anything to that or just let us go forward >> I have any questions for Pam before we go forward >> I'd like to explain why she can afford to do that >> I know the answer but I >> the answer but we want it on record >> I have a So we do breakfast, lunch, stuff. And with the excess money, we're only allowed to hold on to months worth of expenses. Anything over that we have to spend now. So we do projects that will

065improve our kitchens. >> But none of us have that. good issue to >> know. We've been pushing for food. Yeah, >> I'll add to Pam has a lot of grants that she she manages more than more most school districts and so she gets money from all these different things and even summer school they're they're working handing out boxes and and so she she does manage her budget well but also does really well of acquiring all these grants from different places. >> Pam, could I ask you a question? If you didn't do if we didn't have as many on free and reduced lunch, would you still have the same quantity of dollars coming in? >> Not okay. And that's okay. That's just Yeah. >> It's the one benefit of having >> low income. >> I've seen

066the summer lunch stuff. It's a hustle. Deon the whip. We know >> quieter. How damn >> motion to approve the CB construction inc for the MS kitchen project. >> Motion made. >> I'll second it. >> Motion second. All in favor say I. >> I. >> All post. Adoption of the social studies curriculum. >> I think we had pretty thorough conversation around some of this last meeting, right? Of how it gets selected and >> who is on the team for the selection of like social studies curriculum >> just quickly. Sorry. basically starts. And so then we went to the other end. Um there was somebody and so they met and they getting also having conversations. And then level that social study builds on itself a ton. I mean, it does, but not in the same way

067as maybe math or writing. There's no degrading of learning through the because K5 or K through eight is all on the same sty same brand and then we're moving over to McGraill. There's not going to be any challenges for students moving over because Okay, that's what I assume. >> A lot of districts do that. >> Oh, a lot of districts do that. Do they have different ones for each like K5, 68, and >> we're kind of consistent one way or the other? >> Pick the same one for K5 depending on where your sixth graders are at. If you're sixth grade, it's either K5 or K6. And then usually it's secondary. like 6 through 12. So kind of that 68 either plays with elementary or high school. >> Okay. >> Motion >> a motion to approve

068the adoption of the social social studies curriculum. >> I second. >> Motion made second. All in favor say I. >> I. Nay. Motion >> approval of the deed of dedication public right away. have a little discussion about that. That's going to approve some responsibilities that Bob has. >> I would move that we approve the deed of dedication for public rideway for Aken. Although it was Aken and the high school. >> I'll second. >> Motion made second. All in favor say I. >> I. Nay. Motion passed. May school board meeting date change. >> Currently, we are not going to have a board meeting on Memorial >> Memorial Day. So, your options are if you want to keep it on a Monday, your options are probably the 18th or June 1st. Um, or I guess I suppose

069another option would be to move it to a different night. Um, >> I prefer Mondays if at all possible. >> Yeah. But I think the 18th is state time. >> No, >> the 18th. >> It's the inaugural of the little league foot or baseball field that night. Um, you can guarantee I'm out of here by >> 6:37ish. >> Um, I think >> 6:20 now. >> I think we probably could. >> And I mean, if not, you could go. We We'll still have a quorum. I mean, if everybody else could do it the 18. >> Okay. >> That probably works better than the first. That's the last week. >> Yeah. I don't I don't love the first. >> Can we start a little earlier? Is that allowed? >> It's up to you. >> Like start at

0704:30. >> Yeah, sure. >> That's >> I'm sure the teachers that were uh >> Oh, the teachers that were >> would appreciate getting, you know, they would that would be probably better. >> Okay, let's do it. um we do vote to change the school for that one, right? >> You need to So, I think you can do it in this and you can say you're going to change the school board um date and time or just this one >> under the conflict. As long as I get all that mixed together, >> I can motion. >> I make a motion to move the May school board meeting to May 18th, Monday, May 18th, and adjust the time from 5:00 p.m. to 4:30 on that day. So May 18th at 4:30. >> I second. >> Second. All

071in favor say I. >> I. >> All those nay. Motion pass. Sorry. in my calendar. I'll be here long time. >> Okay. >> To live at the school that week. >> Approval for Blanca Rodriguez budget committee. >> I'll make a motion to approve Blanca rigus as a member of the budget committee. >> And I guess to remove Aaron Larson. >> We already did that. >> We did. Okay. I second that motion. >> Motion made a second. All in favor say I. >> I. >> All oppose. Nay. >> Do we need to find one more before? >> We we do not because we have to have a quorum. Quum will be all of us and one more. >> So we're already we've met a quorum. We just like to have a full >> committee and >>

072uh sorry more questions on approval of the disposal of the suburban. Looks like it's at the end of its life. >> 1999. >> I motion to approve of the disposal of the suburban. Thank you for your service. >> I'll second that. >> I >> for a future board meeting >> be recognizing our um the certified staff members at that meeting. Is it typically one a building or a couple a building or? >> Um, it's usually one a building, a couple at the larger buildings. So, >> and retirees. >> Do you know how many retirees we have? >> All right. So, good thing we're starting at 4:30. >> Yes. Um, and >> somebody said we probably should have started at four. >> We do have new policy, but we'll see. What we'll do is we'll see

073how this plays out with how many other things we have on the agenda knowing that we kind of want to get through what we need to get through. Policies can wait, but we've got a new batch, so we'll be slowly going through those over the next several months. >> Okay. So, we'll we'll just play it by ear and watch the agenda to see how packed it gets and and we can scoot those over to June. >> Yeah. Yeah. There'll always be more to come. >> Any other thoughts meetings? I'm going to go back. You still want to do a work session? I mean, I do think it makes the meetings go a lot more quickly, which I'm sure >> everyone is enjoyed by all. >> I don't have students that week, so I can leave

074early. I won't be the last one in. >> So, you want to do we'll have to do communications. You may be wise start at three. 3. >> Let's start at three. >> Okay. >> I may have to be late. That's fine. I I'll just have to see what that works. >> Roll in late like I usually do. Um feel free to ask us if you look look through the agenda. Okay. Another time um to ask us and we can share whatever. >> I feel like you get a lot of knowledge at your agenda meeting too. So just ask more questions at your agenda meeting this. >> We also need to schedule that too. But >> okay session at three. >> Other than that I don't see anything else. Okay. None. I take a motion to

075adjourn the meeting. >> I have a motion to adjourn the meeting. >> A second. >> Second. All in favor say I. I. All >> nay. Motion has to pass.
