Uh I'd take a motion to approve those agenda items.
002I'll motion to approve the agenda changes of removing number two on reports and recognition and removing number one on business. >> A second. >> Motion made in second. All in favor say I. >> I. All oppose? Nay. Motion has passed. Consent agenda or consent items. Everybody had a chance to look at those outside of the board meeting. Uh did you have any questions that you want to refer to? Anybody? I have no more. I make a motion to accept the consent items. >> Personnel. >> Second. >> Motion made and seconded. All in favor say I. >> All oppose. Nay. Motion is passed. Students and staff alike know they can rely on her because she is approachable, kind, and always willing to lend a helping hand. professionalism, compassion, commitment, and doing what is best for students make her an invaluable member of the Ontario High School. Deb is exceptional in the way she supports and connects with our students. She
011is attentive to those around her and consistently demonstrates genuine care for the well-being and success of every student she works with. Ben has become an institution at Ontario High School, and her love for both staff and students is truly infectious. Her dedication to helping students succeed is humbling to observe. Her humor brings warmth and energy to the room while she also holds students to high expectations and encourages them to meet their potential. Deb's compassion, dedication, and positive spirit makes a lasting impact on our school community. One thing that uh we do every morning, we're all at the door together, students come in the building. We have one
012entry point for the high school. So all students come past the three of us every day. And Deb is always not D as much. Deb's always saying, "Miss Martinez, when are you going to bring hot chocolate for me today or or hot cider? What what are you going to bring?" So today I'm giving both of them some gift cards. You can get your hot side or you get your hot Hello, I'm Andrew Cresley and I'm the maintenance supervisor for the district and today I want to bring Maria Alvarez up, please. Maria is one of four custodians at the middle school and has been with us for four years. Her willingness to help cover the cleaning needs of the entire building when her co-workers are gone is second to none. From the moment you walk into
013the building, you can tell how hard she works at keeping the inside of the building in top piptop shape and clean. Maria has been nominated for this recognition by us for always having a smile, always willing to lend a helping hand, being so pleasant to work with, always having a positive attitude, so respectful, and the list goes on and on. She is a very dependable asset that we truly do not take for granted. >> I'll be your family today. >> Hi, I'm Hamasu. nutrition services. Um, I would like to bring up Maria Lula Mendoza. It is a true honor to nominate Maria Lula Mendoza for the nutrition services outstanding employee. In her four years with the district, Lula has shown incredible heart, especially at May Roberts, where she has built wonderful relationships with her students.
014Her efficiency is unmatched, but it is her leadership under pressure that truly sets her apart. Whether she is stepping up during staffing shortages or most recently filling in for the head cook at OS, Lula ensures the kitchen runs seamlessly. She doesn't just do her job, she elevates the entire team. Thank you, Lula, for everything you do for our schools and our students. Hello, my name is Kenneth Monson. I'm the technology director. This evening I have the distinct pleasure of recognizing David Benjamin, Tyson Landon, Dakota Leman, Wyatt Martin, Sarah Green, and Robert Christensen as the technology department classified employees of the year. The technology department has undergone a leadership transition this year, the third since its inception. Everyone on the team has risen to the occasion, ensuring business continuity for our students and staff. Their commitment
015to supporting the school district mission is steadfast. Their professionalism and willingness to help one another sets the tone for success. It is for all these reasons that I chose to honor the whole team. Speaking for myself, they have made my transition into this role seamless. I'm very proud of the work we are doing and could not have asked for a better group of folks to work with. Please join me in congratulating the technology department classified employees. Let everybody know. All right, Mike, come on up. All right. The transportation uh department has nominated Mike Barker as employee of the of the year. Uh Mike was hired as a mechanic for the transportation department. In a small amount of time, he has been here. He has been an asset to the department. He is not only a
016mechanic, but is willing to do anything to help the department. He is part of the safety committee uh the district safety committee and brings safety and awareness wherever he goes. He is happy to jump into a bus to do a route. He is willing to help all drivers with any help they need from sweeping out uh a bus or assisting uh with bus washes. Mr. Mike Barker. If I could get everyone that got an award off camera really quick, Please. That's right. And then if you want to file >> it. Yes. Perfect. Congratulations guys. Thank you. >> Thank you everybody. I guess we can go now. >> Thank you. Excuse me. >> Clear paper. I think I'll get it next time. >> Nervous nervous. You ready, Taran? >> We'll go on with our agenda. The
017next one on our agenda is the annual house report. >> Hello everybody again. So, this is our annual statement that we do every year with healthy and safe schools for OD. I'm just going to kind of run through this for the three of you that have never seen this before. Just kind of explain kind of what's in this. Um, so this year we had a little bit of a change. Now I'm the IBM coordinator, the person responsible for implementing and administering the host plan and then the hair information. I'm accredited inspector and management planner. So next on there is the lead and water testing. It's done every six years. Um we completed the last round in 2023. So the next round will be started in and radon testing is done every 10 years and that'll
018be coming up again in 2028. All these test results can be found on our district website underneath the maintenance tab underneath the lead test and radon test results. Okay, let's see. And then the integrated pest management. All the pesticides that we use are on an approved list of pesticides provided by the IPM state program and they have a low impact pesticide list. So that's what we pull our pesticides off of. We try to keep our applications to a minimum every year. I think maybe we do 10 a year. We try to do mechanical means before pesticide treatments. And then the last thing on here, major exposure reduction activities. So last year, the one thing we did was the Mayor Robert's kitchen remodel. We removed about 3,000 square ft of tile and mastic from the cafeteria
019and the kitchen. That's about it. Does anybody have any questions on this? >> We have any questions? >> Andrew, when you remove the asbestous, when do you replace it with this? I mean >> over there we put some 12 x 12 DCT tile out or the contractors anyways. It just depends. Could be polished concrete, sheet vinyl. >> Shouldn't be something we have to >> No. Okay. Thank you. >> Thank you. Next item on the agenda is the board bits. Start with you. >> Um, man, end of March came fast and furious. Uh, what did we do this month? We got to go to school breakfast week. Was that this month? >> Okay. We did school breakfast week. I got to make it to a number of them. I'm sorry I missed May Roberts. That's my
020favorite one. And my meeting ran long. I was so mad. Um, don't tell my kids that's my favorite one though because none of them go there. I just like the littles. Um, but that was really fun to see. I mean, our nutrition services department, they are welloiled machines and um these kids have an incredible uh just variety of food that they can pick. So, I think even if they don't want, you know, the main item, it's nice so they can get something in them before they go to class. Um it's fun to see kids eating in the cafeteria aching, >> right, Toby? Not not in their classroom spilling everything. Um uh and then we had two awards assemblies I got to go to this month. So that was really fun. Got to go to Akens
021and um Alita. And again, like in the first trimester, it's just fun to have assemblies back. I know they're extra stress for you guys, but it's just fun to see people get to celebrate our kids. So, thank you for opening up your schools to families. >> Think that's all I got. Um and the Alamita ground that >> um yeah we were invited to come to the groundbreaking ceremony for the Alamita schoolyard project um which it was a very very nice day. I think all roasting that day but it was perfect day to for the kickoff for it. So that was fun. Um I got to attend National Breakfast Week. I only made it to the middle school. I was second week. Um, but I actually hadn't been to middle school yet for breakfast time. So,
022um, thank you for inviting us. That was fun to do. Um, as a parent, I got to go to the spelling be over in Nissa and Ontario represented quite well. So, um, that was pretty that was pretty cool to see. Uh, can be next. >> Okay. So I also joined National School Breakfast Week and I made it to everybody but May Roberts. So Monday through Thursday I was at breakfast at any of the schools. Um I got to attend in my partnership with working at Rogue Credit Union and then Mrs. Wilson got teacher of the month with the Argus Observer. So I got to go and help present that. So I got to double dip with my board and my workplace. We did the ground making groundbreaking ceremony at Alamita which was fabulous. So fun
023to see all of that. And then I also attended the OS drama presentation which was awesome to go to and I was really excited for that um just to see the drama taking off. Wasn't super attended the time that I went but the the students are doing amazing with that and it's giving another subset of students an opportunity to do extracurricular activities that wouldn't be in sports. So that was and they were phenomenal. Like if you missed that, you missed an awesome hilarious. They were funny. It was great. It was and it was a good I mean I was like 10 bucks, okay? But it was a good two two hour two and a half hour event. So well worth my bang for my buck on that and I absolutely loved it and will attend
024next year for sure. So please send that message on. They got to do it. Just need a little better sound. >> I would agree. >> So but other than that it was amazing and it's great to see two years like we're getting growth and we're getting lots of students and you could see a lot of participation. So that was really fun. So, I was at the groundbreaking and I should get an award for throwing the dirt the heights. >> Wasn't even in the picture. Yeah. >> So, I went to the track meet. I love I started track meets for 35 years and so >> it will run. Yeah. I >> the starters from Vale. Oh, then if I could, I talked to I think well the head football coach at Harper. He may be the
025track coach and said their track is horrible. They can't even use it. They've got to redo the whole track. So then I got an email from my daughter Molly in Boisey who's on a the Idaho I gota look it up here is on the Idaho Women's Charitable Foundation. She's a VP and two of the fellow board members are the I'm going to call them Harry Bettis's daughter. So they now distribute the money from the Laura Moore Cunningham Foundation. So I submitted the application to Jod and uh hopefully >> I think yeah they might they were going to try and give more money. So uh then I was pleased to read in the progress magazine the report on on Steve's work man. It's nice to get that information out there. And I have Oh, then I
026met the new This is for Taran. I was at a college event and I met the new Justin Emerson, the public information officer at TBCC. He's been uh he's been I think like two or three weeks ago. So, but I missed breakfast. I missed passing out pencils at Aken School. >> I hope I know a little under the weather, >> but it was pleasure. uh made it to the groundbreaking and uh then also had some opportunity to drive around to our schools and just look at what we do and and this time of year spring has sprung and everything is looking green and lush and our school grounds are one of those things that continues to be the park-like settings for our community and I'd like to thank you and your people Bob for all
027the work they do and Andrew your contributions to making sure that happens. because uh without you guys um I I know what they begin to look like when the sun beats down on them and I I I was surprised. Everybody's lawn starting to turn green except for mine. I thought, man, what am I doing wrong? So, I might have to come down and see Andre give me a heads up. But, uh so that's one of our events. Now, I missed the the the breakfast and I don't I know I was leaving on a Tuesday and I was going to try to get down there on Monday and I don't even know what happened. Maybe Monday disappeared for me. I >> missed out the pencils were sessioned >> and we didn't save you one. >> That's
028my tip as far. >> Thank you board for all that you're doing and getting out there. >> Financial report from Devin. >> I just have um just a reminder about the state effect on um on March 15th, you should have all received an email from Oregon. The Oregon government ethics commission to fill out that report and so it's due April. So some of you have already done that but interrupt I did one hour >> and so if it's not done next week I'll send an email just as another reminder and I'll keep those emails coming just make sure >> Perfect. Well, I will say I did mine as soon as I got the email. Of course, last year you had to remind me at the very last minute. So, >> not this year. >> You
029get a pass on breakfast. >> Yeah. Well, it's negligence from last time. Well, uh, superintendent report. >> Um, yeah. So, um, as I stated earlier, we've received the TAP grant. So um that is to um establish the it was for the engineered wood roof systems assessment grant and then we al so we received that portion of it and then we also received um the portion to develop the long range facilities plant. So we very happy about that in total 65 70,000 >> something like that. Um, I also gave you kind of a brief update on some of the more major short session bills that impacted us in in education from um data reporting to um safety and literacy things. Um and then um I also included a um an overview an article on Oregon's K12
030fiscal landscape which is a little scary um just talking about what's happening across the state and and in larger districts and as you know we've buckled down buckling down for a while now and spending on some things and um We're working on developing the budget for next year which is lots of meetings like that and then um everything on my list. >> Did I comment the one I the sad thing is the college credit program I think almost every district in the state. >> Well, I don't know if every district I know that they're making midyear layoffs um for just regular staff um but those are those are perks that we've had in the district before and unfortunately we've had to um we actually spent we still spent um about $25,000 on that. We have
03140,000 budgets that um we try to cut corners where we can to be in a good place for next year. But it's make similar choices. >> But if I could, you you skipped over public Portland public school 50 million deficit. Salem Kaiser 23 million deficit. Be Beaverton 25 million deficit. Lincoln County 5 million. But I think you started a year ago to watch our spending and we are in better shape than most customers. >> Yeah, we we have um we kind of implemented a spending phrase on that was not essential last year just to start preparing for this. Um it's funny because everybody's kind of doing their part. So, um, you know, we're not going to do without, but one of the things that we said is and said, you know, if you need to
032order red construction paper, before you order red construction paper, put an all call out to all the schools in the district and and say, does anyone have, you know, cases of red construction paper? Let's use that up rather than just going out and ordering more. But but also at the same time, one of the things that we use all the time in the classroom are expo markers, right? Because they have their little whiteboards that they do. That's one of our tools for formative assessment to give immediate feedback. And if you we're if you don't have expo markers, we're going to order you expo markers. But we're we're we're just really trying to cut waste and not order anything. And the other thing is is we've done an inventory. Um, we had to move some of
033our when we were doing the project at Alama, we had those box cars, the OnX units, um, full of things and we had to move those. So while we were at it, I instructed uh Bob to have the custodians go ahead and do inventories of those because what happens is is if you have say a secretary who does a bunch of ordering and then we put all the extras out the box car and then say that secretary leaves and goes to a different is transferred to a different school or they just leave all together and then a new secretary comes in says oh we don't have any red construction paper and they order more and and then all of a sudden they have, you know, 12 cases of red construction paper. We kind of wanted
034to start really using all of that stuff up and it's sort of like using the food in your pantry before it expires kind of a thing. And um and that's and it's times are different, right? We used to order everything we needed in the spring for the following year, but this day and age, you can order it, have it there next day. So, we're trying to more thoughtful about that and saving in every single place that we can. So, so then if if a um purchase order if they if they call Kim and say we need a purchase order to buy this, she has the list of things that we have and if they need 20 cases of paper, we can say well we have 300 cases of paper over here. We'll just have it
035delivered over to their school and we can use that. So, just trying to be um more thoughtful about our spending and we and we've really limited travel unless um it's being paid for mostly by another organization. If you're a member of whatever and your your travel is getting paid for, things like that. >> Yeah. >> Thank you. Any other questions for Nikki? >> None. We will move on. Uh public comment have one. >> Just one. I read my public comment statement. To ensure that scheduled business of the board is conducted in a timely manner pursuant to the published agenda, each person must limit his or her comments to three minutes. The board asked that they provide with a be provided with a written copy of any testimony given. The public may not use videos or
036PowerPoint presentations to accompany their testimony. Speakers may offer objective criticisms of the district operation and programs, but the board will not hear complaints concerning specific p specific district personnel. Speakers are not permitted to make comment comments or personal attacks on any district employees, individuals, students, board members, others, testifiers, or members of the public. Although the board welcomes public comment, it does not respond to citizen concerns at its meetings. However, at the citizen's request, board's direction, the superintendent or designate will respond in a timely manner. >> Who? >> Okay. Yes. >> Hi there. My name is Mary Joe Evers. I'm from Ontario. I'm here out of a concern. Um February 18th, the parents of Ontario High School students were notified that there would be no call credit payments for dual credit um in the third trimester.
037Um I reached out to staff um requested some information to gain information on the spending which uh Nikki just said, but it has now been 27 business days and my records request hasn't been responded to. And I'm coming to it from an area of I think I have a solution to the problem. I know some community partners that may have a grant, but I have no idea how much the spending is. So, I would just like to ask for the board to direct them to honor my public records request. And then the second thing is um I would also like to see if we could maybe get the finance report and the superintendent report included on the public website attached to the board agendas. None of that stuff's available unless you have a login. So,
038that that's it. Thank you. Thank you, >> Nikki. Would you be able to get that uh call credit to her >> um >> and reach out to her? >> Yeah, it there was no technically no um formal records request >> filled out, but we do have it and it was it's ready to go and we'll send it off actually probably >> tomorrow. Yes. >> And then the superintendent's report and finance report. I noticed that also that it wasn't on there. >> There was a reason for that. I don't know about the finance report, but um sometimes I have um um more confidential information in my report, which is why we didn't don't include it to the public. If I have to notify you of something internal, I like that to be available to the public.
039Does that make sense? So if I want to give you some kind of behind the scenes of what's happening, that's the reason why. >> So that way and and they can still request it. If they do a a records request, we'll still give it to them, but we'll do it with redactions. Does that make sense? So >> that's why >> that's good to know. But is there a processing piece that makes it so we can't do it? I mean, like this report, I know that that is our longest piece and I noticed it wasn't on there when I looked and I thought, well, maybe I just don't know where I'm looking. >> Yeah, historically is it usually on there? Um, I thought it was usually on on there, but >> you just have to be
040logged in like >> I think it Yeah, I will double check, right? >> Can anybody log in like in the community or >> No. But the finance should be available to everybody. That was >> I've never had to before me. It was never >> so can see where's like I said my my report was only because in some cases if I give you a little bit of background but again it's still a public document. We would just redact that information first before we put it out. Okay. And you'll be able to reach out to Mary Joe and just kind of say this is what we've got planned. >> Yep. >> I appreciate it. >> All right. Moving on to business. We've already taken number one off the agenda. So, all we have is second reading
041of policy IG AI and first policy or first reading of policy GAB. Um, I'm fine with doing those together, but you're going to have to differentiate between first reading and second reading. >> I have a quick question on the second one. Is the only change that made available on the district's website and as needed the two highlighted pieces? >> Under my other um Oh, sorry. Ask your question again. Which >> on the second one? >> IG GAB >> first reading of policy GA. So the job >> sorry took me to it took me to February's meeting when I went back. Sorry. So down at the bottom it just has like a highlighted section and then a lined up. That's the only change. >> That's the only and those will always only be they'll always be
042like that. So any change to a policy that we make will be highlighted or structured. Yes. I think the other one was even less. >> So, is it going to be every job description will be on the district >> already? Currently, >> just kind of archaic. >> Okay. Yeah, it does look very archaic. Every job description is on the >> every every job description for a position in the district on our website. It's on NIS's website, Bill. I mean, it's just how we do business today versus holding them in a binder >> for people to go to the district office and inspect. I mean, I'm sure before the internet, that's probably how we did business, but um it's been a while since we've looked at that policy. So, >> perfect. >> So, a motion could
043actually include approval of a first reading and a second reading to adopt, meaning that we wouldn't have the second reading on GAB if you wanted. Just to throw that out there that there's minute changes that are not that detailed. >> Can I ask one more question? I don't see the superintendent on here. Is that the only exclusion that's not out there >> or is it called something different than superintendent? >> No, no, that's superintendent's your employee. So, I wouldn't be able to set a job description. Um, so >> there is one on the superintendent policies. >> Oh, in the policies. Okay. So, this is going to be anybody that goes underneath you. >> Yep. >> Okay. >> Yep. >> Okay. Okay. So, if we wanted to do a first and second reading, would we make
044a motion for them separately? >> You could do it together. >> You could just call it a final approval. >> Okay. >> Oh, we're we're calling it first and second reading of that GD right now. You can do that if the minor changes. >> I motion to approve the second reading of policy IG AI and a final reading of policy G. >> Motion made. >> Second. >> Motion second. All in favor say I. I >> oppose. Nay. Motion has passed. Topics for future board meetings. >> I do have um Do we want to continue on our discussion of roles and responsibilities with the quiz and conversation? Would you like us just to send you the answers? >> Send us the answers. >> I have something that could be doing. >> Send the answers with the
045explanations that you were giving out after. >> Right. And that's what I have. So I just basically have it like this that is all the additional information. And then what I also have included in that is um our superintendent board operating principle which you should already have a copy of that we gave you when we had our our original meeting. And then also in here is role responsibilities and governance framework which is pretty self-explanatory. It does highlight. Remember that in policy when you go into your board web page and scroll down and it has board policies, you guys are under all your policies regarding the board are under board governance which are A and B or B. So for example, BBA is board powers and duties like that. So you can um find any of
046those there. And then this just gives you a few more scenarios in here if you read through this. Um, but um, I did try to give you sort of some tricky ones, right, to kind of get you thinking. And I know you wanted the answer to the one about volunteering and um, it's a little it just gets a little sensitive, right? It's kind of a fine line when you're a parent. Also, that's I think probably one of the hardest parts. Um, so I have, so I will send that out. But we do, um, what I usually do is, and I talked to you guys about this before, I do proposed board budget goals. And so those are goals that I do that sort of are the main things. I don't know, Deon, what are there
047six, 10 of them at the most? I mean, 10, eight. And um, and I usually put those in front of the board. I know not every board does that. We've always done that here, but how we build our budget. So those main things are how we say we're going to put the money, right? And so I will put those in front of you. We can review those during the work session first and then they'll be on the board for adoption. Like I said, it's not a requirement. Not every district does it, but I think it helps us be more transparent. Sorry, I was gonna say, can we get an update on how the virtual >> You absolutely can. Jod's been working like crazy and um we we've kind of waited a little bit because we've
048actually been meeting every week and we've sort of said, "Oh, we're going to go here." And then we've kind of veered back and now we're going to go here and and by then I actually think by the next meeting we'll be launched. Correct, Jody? >> We're we're actually having the open house in April. So, you'll receive an invitation for that, too. But, um Oh, so it'll be before our board meeting though, >> right? Um so, whatever you guys decide, if you want information prior to that, if you want information after that, whatever you you need from me, it's just been a building the plane in the air kind of a thing. So, um not we're not uh we're learning it every day, too, to be honest. So, but excited to share it with you. >>
049Perfect. Whenever, however, >> an open house meaning >> we go someplace or >> relax. >> So, in a nutshell, we are lucky enough that we had a building available. We have the old Cairo building that we've now made our virtual learning hub um for our programs. And so, um there's some explanation that I'd love to give you around that. because we're really excited about it. It serves many purposes, but it will happen out there. Um, and that's kind of an introduction to people who u maybe who in the in the area who don't currently go to our school, whether they live in Ontario or surrounding communities to show them what we have to offer um them in our in our new program. Um, and it's also the the base station for everything we're building for
050our Oregon program. So the the open houses to show locally that that kind of base for our programs. >> Jody, what where is it? Where which building? >> The old Cairo building. >> Cyro. >> Yeah, >> I said Idaho Power. >> And we have people coming. She has students actually coming in um during we call it learning lab. Um what three days a week? >> Uh currently two days a week. We've got Yeah, we've got we've got lots to share with you that we've been building. It's just uh it's been exciting and a ride. It's been a ride. open house. Yeah. >> So, when when you're speaking of open house, that's not like you're opening up the community. Come on in and see what we've done or it's about the kids coming in. >> Uh
051we are we're we're targeting some community partners to come in and take a look, you know, people who are connected to our kids who may need um that information to know to extend this resource to kids. Um also opening it up um to to Ontario residents who don't currently attend here. Um that's those are people we have, you know, a place to send something to. We have those addresses. Um if you don't currently attend Ontario School District, we'd love for you to come see what we're doing is basically the invitation that we're extending. So um that will be coming soon. It's April 14th from 4 to 6. Anybody who's interested can come. Even if you're, you know, we're not restricting it at all, but you know, we do have to send invitations out and target
052people and that those are our target audiences right now. >> Oh, that's good. I just I I know I've been asked about the the Cairo building and uh it would be nice if I could get back to that those constituents and say, "Hey, why don't you go to the open house? You might have some fun. Might sign up." >> Yeah. >> So, that's it. >> Uh I only have one other item. Um if during our work session if we could Taran possibly have a just a rundown of the current communication plan and because it's it's up it's out of date or I mean it's >> it's expiring I guess >> years >> maybe visit with us give us a overview of it and then come back and give us the likes and maybe we can
053start working on some input to Any other things on people's minds hearing any I would entertain a motion to >> motion made seconded one minute. >> All right. All in favor say I. I'll post nay
