002so I am a Nicole Dolan I live on 1770 MCB in F Oran um I'm bringing a concern that I I'd like to share with you from an event that happened over the the weekend um and again is happening uh in the next coming weeks for the uh fouth theater performance of Beauty and the Beast Saturday we had a conflict with a basketball event and unfortunately what happened with that basketball event was that took all of the parking and it took a lot of um event space for the theater which the kids have worked so hard on this theater performance that it was a little disheartening to see at the 700 p.m. performance that we had a conflict with the women's girls basketball event um and so all I'm asking is that perhaps there's a
003review of calendars I fully understand that it's probably very difficult with the athletic department to get buyin with other athletic departments on when these things can be scheduled but I would ask that perhaps there's a way to review um calendars in advance um the other issue that came up most recently is with the um performance the band performance that's the um Winter band performance performance on December 19th now scheduled for the 18th and that now has a wrestling conflict it has what a wrestling so the on the 18th uh it's going to be on the N the wrestling match will be on the 19th actually but the uh fouth band was supposed to be performing The Performing Arts was doing the the band concert on that 19th and now it's been scheduled to the 18th
004well those of us I'm an accountant so I'm a nerdy planner those of us that all planned for this performance to be on the 19th now have Conflict for our child's performance on the 18th again an issue that I understand is probably challenging to do um to review calendars but you know in Miss Hall's um and in support of Miss Hall she gave us calendars in the beginning of this year for the whole year knowing that it was tentative but I was able to plan out my year for that right so it's been kind of nice to have um so to had this last minute maybe um you know people week we were notified of it but to have a last minute like two week before the event change is is frustrating so I'm just

006in this I'm here tonight to talk about the osba um election for the candidate there there's two candidates running F Ru is one of them and Lulu white bear is another one I know both them um I um I'm a strong advocate for CTE U commander of law enforcement background my husband also is a retired state police I'm retired Sheriff ofation so we really into CTE and David Baron who's from you guys Community here is a fir fight firefighter and we do fir fighting fighter camp with David and he didn't want to introduce me actually to and I was not here but it's some Festival that you guys but anyways I'm a strong advocate for CTE and I'm a strong advocate for having representation from the rul areas on these boards uh and osba is
007a board that have elected officials from this from each region throughout the state of Oregon and Clyde Rood is currently the elected official for UK guys region and I'm the elected offish fan region and so he's out of Lebanon and I was one that supported and nominated him to be on the board U because I asked that we diversify the board more with included more from the rural areas um we need representation out of the rural areas as well as these big districts so I ask that you guys support uh Clyde R for your osba board uh Lulu White House is here too and um I know we they have the carpus of color and she's was selected as the president and her board have the right to um appoint her to the osba board
008as a candidate because the last three presidents from colorus that's on the that has been on the osba board is from the cus of color that Lulu is current president of so she can have a seat uh from that board at the elected but I ask that you guys really consider client so we can continue to have and the caucus is part of the board so we but so I would like to seek you guys support because this is a rural area um and that's what I have to say today if you guys have any questions for me I'm here for about my minutes up have any quick questions or anything thank you thank you who's the government report re's not here yeah re's not here yeah re's not here you guys have anything if
009you don't that's fine too I mean neither of us are in actual Student Government problem really know what they're planning you're doing something okay um discussion action items osba [Music] resolutions so we all have the resolutions on the paper here was yeah I was just G okay I just let everybody know making sure that they have their um would you guys either one of you like to speak all right thank you ladies and gentlemen of the board for allowing me to speak today um for the osda board of directors um I'll give you a little bit about me first um I grew up in leban Albany Sweet Home area mostly in leban finished off in David Douglas in in Portland so I have an experience of uh Rule and big districts um they're both about
010the same but um representation is probably a little bit different um so with that being said um after my uh 12 years in the military I went back to Lebon to raise my kids there um I felt that I I knew more about the community I knew more what was going to go on um during that time frame I had I had the privilege of coaching over 5,000 kids um I stopped Counting 5,000 let's just put it that way um and uh it was it was a great way of transitioning my military experience um shortly after that I decided to become an Osa um official um doing baseball basketball done a little bit of wrestling didn't agree with me even though I was a wrestler um um football and volleyball um I try to use
011my EXP experience between being a student back in the day military life coaching and officiating in my role as as a board representative in order to represent students um it's uh it's been it's been a a learning career I'm about a year and a half in the Leon Community um School Board um it was learning learning experience and the 10 months or 11 months that I've been on on the osda board has also been a whole new level of of a learning experience I want to try to bring all of that together in order to um increase the representation from region 10 my experience with region 10 is it's been a school board here School Board here school board over here I want to try to bring everyone together I want to have Unity I
012want to try to have communication between the school boards uh and working together trying to increase um increase the impact for students uh one of the ways that I've done that so far is in the osba U I've been working on policy um talking with Spencer and uh trying trying to get it where board members get policy first you might have noticed here recently the all the board members got an email with a policy update as far as what was coming out um that's been some of the work that I've worked on while I've been at the LBA here soon we're going to probably have a new portal where you're going to be able to log in and see all the policy you're going to be able to cross reference policy with other school districts
013in a simple little uh search engine and uh that seems to be the biggest impact that I'm working on so far it's it's de it's a developing procress so with that being said does anyone have any questions thank you even any members of the board and is it three minutes like the do we have three minutes is the time okay I was going to set my own timer I can talk I would hope you wouldn't go too much pass that if you so yeah I'm gonna um kind a short agenda tonight anyhow so okay well um I've emailed you a couple times a little bit more about me um that way that way you had that ahead of time and um just really thankful to be here this evening to kind of talk about my
014hopes and the um if I was selected in this position um as you know from my emails I'm from Rural Oregon as well I spent most of my life in Ral Oregon and just on over on the coast just a little ways over but just within our own region um so I do have that experience and also have the experience of um serving on the CIS board um where I currently am um in my last half of the year as chair over there um and I bring that perspective as well and I have learned a lot being on the caucus um leadership as far as seeing what's happening in districts all over the state and I explained that a little bit in my email I sent you all recently as well um the similarities and
015the differences in understanding the diversity of our region as far as the districts that are served is different than other regions that I've seen and worked with through the caucus um as our colleague has mentioned earlier I was elected as the president of the caucus and as I explained to you I would not have even put my name in if that meant I couldn't represent our region because I feel really strongly about being able to serve our area as well um and I did apply for the position when Clyde was appointed um we were both um in that run as well for appointment and um so I was like why not go ahead and run since I knew the position was coming up and just see what happens and because I still feel really strongly
016about our region and being able to represent us at That level and one of the reasons why I would um have preferred to represent our region instead of the caucus on the board um is because um on the caucus I would be representing like a large group the whole state of the groups that are represented by the caucus and um from that lens instead of the lens of our region and that's who I prefer to serve so that's when I had checked with osba and asked them about that initially um if that I would be precluded from um Runing if I was selected as president or if I would have to withdraw it was confirmed that that wasn't the case and so that's the main reason um I made the decision to run for caucus
017president and not for to be a point of appointment to the board it was more to continue to work on some projects that I have been involved with on the cus which includes like helping to streamline some of the processes in that capacity um and everything and so um I just wanted you all to understand the difference between the two positions they're very different how they serve on the osba board um and I also wanted to share briefly a little bit about some of the things that I've been working with um osba um as well which includes helping um advocate for the protection of school board candidates addresses unfortunately um across the St State some school board members are targeted um for running for boards unfortunately and and from various backgrounds like racial and gender
018and political um affiliation backgrounds have been targeted with hate notes and house vandalizing and things like that and I feel really strongly that we should be able to ser of our communities without having to face that um and I personally have not been impacted by that but I feel strongly enough where I feel like we should be able to at least run um without having to be targeted and um so that's one of the things I've been really advocating for um with osba board and I know it's part of the legislative pieces I'm really uh big on political advocacy so helping understand um our helping legislators understand the needs of our region is really important to me for things like the funding the state mandates that come without funding um as well as um some
019of the inequities that exists around CTE and around access to spe special education in smaller rural districts there's a huge disparity and um those are some of the things that I'm ready to jump in and help Advocate on the legislative side side that osba board members do as well and so those are some of the things I would be excited about I would love to work with you all um I'm really big on working with people and representing needs of the PO um and not just myself and so that's one of the things too I wanted to share with you all and just wanted to say thank you for your time and however you all decide to vote I look forward to continuing to to serve our region um as well so thank you question

021resolution what's that I can do it after you're done oh well no that's just on in the term in the legislative policy committee we didn't we haven't had anybody come speak to us from those two right no we their paperwork well and then then Susan and yeah s ald when they they spoke at the at the road show and so oh okay I don't know if you want any if our opinions or feelings about that versus do do you do the other board members need any more information to make a vote on on the legislative policy commission you can if you want to yeah you buy only only a sense of when I heard both of them both of them speak I guess I was just a little bit more uh impressed with Jason ctis
022from Central ly than from s around M see that that was just my personal opinion I don't know how you guys felt okay or if you know that these people I didn't did you have anything Sandy no okay all right and we can Al you can also abstain voting if you don't feel that you can do it right yeah oh that's fine um resolution one amends osba do schedule does anybody have any questions on that I don't you want to just you have the wording of it there yeah I mean your vocal PR is really okay um do it this way to amend Oregon School Board association's bylaws oh I'm sorry I'm on the wrong although maybe I don't have schedule to amend the osba dues schedule proposal to increase dues 15% per year for
023five years then have an annual increase tied to CPI every year thereafter with a $1,500 floor and a $25 ,000 cap this increase will roughly double annual du's revenue to just over $1.3 Million by the end of year five the proposed du schedule will be submitted to the membership for consideration during the 2024 obpa election resolution um I believe we also received an email that linked to a better idea of the actual cost to our district but I don't recall the exact dollar amount that it didn't seem wildly unreasonable was that from the third party that was a different one we fall into the district member number five in terms of of where the district Falls which means our 2425 dues were $253 and our 2526 dues with this increase would put it at 2,878
024and change no patter and they it hasn't gone up for years which is why they're doing 2 years why they're proposing this and it's I mean it's not the largest part of their of their funds no they're they have a yeah pretty good fundraising yeah and it was it was a good presentation of the Road show and I I fully support it personally yeah so that's resolution one resolution two it creates osba Pride caucus and designated seat on osba board and LPC which is the legislative policy committee M and I can read um this one's a little bit longer do you want me to read the whole thing or just that people don't know what it is and they I'm happy to read the whole thing to amend Oregon School Board association's bylaws regarding or
025related to composition of the board of directors creates the Oregon school board members PR caucus mission to promote quality education for all students with an emphasis on the unique needs of lgbtq2s Plus student staff and board members goals the implementation of od's Oregon lgbtq2s a plus Student Success plan promoting positive and effective relationships among lgbtqs plus school board members their communities political leaders partner organizations and osba building an increasing capacity of lgbtqia qi a tolet school board members serving as a resource developing promoting and advancing legislation to improve educational opportunities and outcomes for lgbtq2s Plus student staff and families equipping and advancing lgbtq2s Plus board members to serve in the general osba leadership and building capacity of General board membership and understanding the issues of lgbtqi TOS plus people and inclusion the proposed bylaws will
026be submitted to membership for consideration during in the 2024 osda election by resolution anybody have any questions comments I have a question and it's going to show my ignorance it said the emphasis on unique needs of lgbtq A2 s students I don't know what unique needs are and I I've not heard it explained as to education okay well you you got the same question that I was going to raise because I don't know what the unique parts of it is because I guess I'm showing my ignorance on part of that too so I can speak to part of that and then I would imagine suan probably has a wealth of background information to share as well um one of the areas if we're going to speak specifically to education falls into when we are talking
027about gender identity sexuality which are two completely separate topics that happen to occur at the same time unfortunately frequently um as well as Equity inclusion belonging safe spaces in schools sex ed um all of those things um are linked but also making sure that as we are starting to review curriculum on history that we are including the wealth of beautiful history that has come from all around different intersectional identities that exist in this country um and exist quite predominantly in rural districts I will say on the actual um advisory committee I think out of the full I think 60 some people who attend off and on or um are communicating who can't attend there are maybe two from larger school districts and all of the rest of them are osba members from rural school districts
028so I do think that's really important to mention um and then Susan you have it just foodles more than I the quick part of it I think really is that the caucuses seem to emerge through osba um in areas of um perceived need and need for understanding um so there is a rural caucus that was developed from the standpoint of being able to say we've got small rural schools and they need to be represented um within our whole state millu so that we're not just looking at all the big kids and having them make all of our decisions so we know we have some unique needs for Rural schools the color caucus and I'm going to look at you Louie since you served on uh than the leadership r i I started it I was
029first leadership Rule and I recruited lul got on because I didn't want it all up north and not down south right so that really came a about in terms of the equity divers diversity inclusion um the notion of um privilege and racial equity and all those things that when we start to take a look at um what's considered in States language um underserved or or under represented populations that's when the cockus of color hit the table same kind of an idea when you're talking about um The Pride caucus is again another representation of our students that we need to pay attention to uh students and staff we need to pay attention to what they represent and making sure that we are being inclusive rather than exclusive I think would be my my terms and and
030I would say from a perspective of a longtime teacher uh my one of my biggest concerns is safety of students and students that under under represented or misunderstood tend to be less safe students and so I think they did developing a structure that um just gets more information out there more than anything else because there's so much misinformation out there it's so much fear mongering and everything else that's that's very very untrue in most situations most cases that I think a big part of safety is just getting more more information and and something like this would help develop that I yeah I appreciate apprciate you mentioning that um one of the things that has come up in a couple of our meetings is um the fact that this segment of student population is the most
031likely to commit suicide during their educational years out of any segment of students and so if there's anything that we can do to support education Outreach helping making sure people know that they're not alone um and it comes at um a lot of very dedicated volunteer hours from people and a a very small cost to osba um to fund this educational um to osba membership I should say um to fund those opportunities so and I have mentioned before I didn't mention in this meeting I am a member of the advisory committee I'm very passionate about this topic obviously so um but I I feel I should say that again in this meeting since I didn't I know why um then I was going to say then I think if you just for quick quickness or
032speed speed resolution three is only adopted if we if we adopt resolution two I mean isn't that the way it works resolution three resolution three is just general bylaw changes Oh I thought yeah there are a couple of them I thought two of these were related they they they both say changes and bylaws because they have to be changes in bylaws to be able to do that but they're too independent yeah there are a few and they're all called out individually the list I could read it all out loud but um there are very specific changes in the bylaw there's eight seven or eight of them didn't bring my reading glasses guys so bear with me and I have new glasses so I can't figure out how long my arms need to be um but
033I I could read through them very quickly but would would that be preferred that's F that we then everybody what we be voting on okay to amend the osba 2023 bylaws allowing caucuses to have an additional director on the osba board of directors in the circumstance where the osba president or immediate president is a director from a caucus this revision is intended to provide the same opportunity for representation from caucuses as it's currently provided to regionally elected directors clarify that osba board of directors must comply with the Oregon government ethics laws with respect of conflicts wow respect to conflicts of interest require ospa es to submit an annual end ofe fiscal report to the osba board of directors require officer eligibility criteria that requires candidates for officer positions and directors and officer positions to be
034voting members of the osba board of directors expand the osda board of directors and legislative policy committees with representatives from the Oregon school board members Pride caucus that was the one if if number two doesn't pass then that law doesn't apply okay that's exactly and edits to grammar punctuation and language for readability and as the others have stated the proposed bylaws will be submitted to membership consideration during the 20 for resolution okay thank you that like in the commercial a little quick how fast can you read this I I guess fin only question on on the pride caucus thing is if we do this then does that I I guess I'm not politically correct in the way that I asked question questions and I'll just ask it the way do that open the door for
035a lot of other um caucuses to want to be recognized that's a really really good question because I I feel that not right now so they're putting a pause on caucuses after this year um and just so you know what it takes to go from an idea to a caucus we had to be an advisory committee for a minimum of a year and I believe we actually were like 18 months it might be longer than that I have possibly the flyer in my bag about it um and had to have regular meetings and write bylaws create a budget um fold Hot Topic tables at the conferences there was a lot of work that went into this so um I could see where that where that thinking is coming from but I do believe that it's
036been talked about a few times that there will be a reconsideration at the next osba board Gathering meeting um to talk about the process of how how a build becomes a law in regard to how a how a group becomes a caucus okay and did I cover everything you were going to say or did I miss anything answer his question I am omba Bo of director yeah and to be clear I'm speaking my experience and I'm being very transparent and I think everybody needs to be transparent to these boards regarding these caucuses I was not for the caucus of col when they started it and I mentioned you know you open the doors for a bunch of other cuses and it really comes down to dividing and right now our caucus of color um had
037some questionable things regarding finds we gave and accountability and then um we got that caucuses and then now we the Ral caucus is one we need for training experience and then now we have lgbtq ccus and it does seem to divide us but what I mean by divide us we all in this together and all students I mean every student has to belong and has to be seen as human beings and not tags on them this is means speaking when you start saying lgbtq C of color bipar you're sort of like dividing us you're putting us in groups you're putting tags on us and you're having some people that want to be uh forthcoming and some that don't and yes our LGB PQ Community because we have a high suicide rate like you were saying
038um but we we we have to we have to at some point we can't make any more caucuses we don't have we have to get budgets we have to give money to each one of them and that's another concern that has come up uh and with that money that needs to be accountability and when sometime one messes it up for the other one and they just started we just started that this the lgbtq been one year since SE last September 2023 of the advisory committee so I haven't learned much from the advisory committee but it's been meeting and going I've been to some meeting and they are doing things the only thing that's going to change if it go into a caucus is there get a budget so maybe all the caucuses could be advisory
039committee I don't know but the ru caucus this was the first convention and they came and they did exactly what they were supposed to to do for the rur call because they bought five different people from different R areas that could not afford to go and that was great and so this would be a new start for the lgbtq and they they brought a speaker to this last conference and we actually funded it internally within our grp and then some they even got some donation they didn't even ask they got Kina was saying they got donation we have to at some point say yeah that's question how many more caucuses can we have that's the biggest question that comes up at osda well and and I also have a concern that as Educators and and
040and you know I'm not an educator I I'm not a professional educator I set on this board for other people sit on this board but we're here to treat everybody equal and we I don't see how it's beneficial to you know treat kids separate or different you know kids are different they're all different they learn different everything else but we need to try to group them and and make it the best we can that they're all equal and not not a special group right uh in my per that's my personal opinion that's the right way to say it got it just just to challenge that a tiny little bit yeah when you talk about equal and Equity those are not the same thing um if you're talking about a student who is let's say has
041a hearing issue and can't hear you can say we treat every student exactly the same and that kid still can't hear in the classroom so we can't treat every student exactly the same and when you're talking about and I'm going to get very personal In This Moment a student who's afraid to come to school because of how they are treated by their classmates and the things that are them in the hallway and being pushed in the hallway and hit with backpacks in the hallway with these students knowing that they are camera seeing them do this and treating them this way and it happens over and over and over again to the point where that kid has to get pulled out of school for their own safety we're not treating every kid the same okay but
042to me that that comes back to the the school and not doing their job in probably not the best word protecting that student and that's why the educational factors of caucus being able to come you comp and and this is very personal to me because I have a daughter that's hearing impaired it there wasn't nothing that they could do about it and and they were showned in the same way we tried to mainstream them it didn't work they had to go to OSD OS um yeah OSD working school for the death so I I understand where you're coming from there there there's groups of all kinds of people like like that but we need to do the best we can to treat them as equal people and educate them so that they all get a
043good education and in that situation that to me seems to be a problem with whatever school they're in not taking care of business yes it's also a problem with school boards voting to support budgets when they don't understand why a pocket of money might be needed so that's the educational component that the the budget from these caucuses can help pay for it's actually training it's professional development for Schoolboard members to train them to say you might see a $25,000 line item in this budget that doesn't make any sense to you and that might be the first program that you want to cut but that might be this this bucket of money might be necessary to implement these programs that would help a student stay in the classroom or to pay for a guidance counselor or
044our amazing Mr Keno who always brings to mind whenever I say the word counselor you know helping pay for the programs that are going to keep these kids safe yeah um reduce suicidality reduce harm educate peers and by peers I mean um like the the counselors would all be able to get a pocket of this money you know a board would have to Pro approve that so they they have to know what they need to know in order to pass the budget appropriately and we get a lot of those education components from OD obviously we get a ton of them from Jennifer who keeps us all sane and happy during budget season Susan does a great job but there's only so much energy that they have so if we're able to say okay osba has
045dedicated a pocket of money to these caucuses and we know that there is a rural Schoolboard member whose Schoolboard can't afford to send them to conference well the rural caucus can s the conference with that budget there's a huge chunk of that and when we're talking about budget it's $5,000 I think or maybe it might be $10,000 and because it was 5,000 is a half year 10,000 was the whole year I think was what it was to the executive D director she was going to give this is last month's meeting in Portland she was going it was 25,000 to each caucus and on a caucus of color when they first started it was 40,000 they got yes so it's 25,000 each caucus and that was the first time I learned of uh heard of that
046so well I think when we did our budget we were told a lower number also so when we were figuring things out we had we had hoped to get scholarships to and I'm calling scholarships that's easyest word to send school board members from communities that might not be able to afford because we know not everybody can afford to send their school board members um and also to bring osba training to districts that can make it where the whole school like we've had you know we've had um I can't think of her name oh my gosh from osba I'm so sorry I'm her name just jumped right out of my head starts with a J Janet was is that her namea yeah oh okay uh she came and did a training with us there would be
047scholarships for boards to say we really need this training in our district we can't afford it and they could say oh here's $300 that training for you so I mean I I don't know what part if that's an extra from osba or if it's included in your your general package I I don't know how that works you know as far as what is but I know that we have to pay if we have ra trainings on things that we pay for things but I don't know if this would be as part of and and we're getting way out in the Weeds now this part it I think we just need to kind I want to jump in real quick as we're doing this just because I like some of the points that were brought up
048and I see this because I'm an employer of lots of kids in the community and when you start separating and treating them differently I don't feel that prepares the kid for life so I grew up very in a very diverse family and I was and and I couldn't say my name till fourth grade I grew up in speech therapy I couldn't talk I wor calbo haval High School I was shoved down the stairs daily buly but running from that changeing that it doesn't prepare you for separating different classes out and I was and I realized every scenario is different but I was aware of what Bing was I had special needs we I had speech therapy I never got to go to recess all of elementary school so I learn to say my name but
049that helps prepare you for life so you start I don't like separating different things because when you leave the school environment you have a world to survive in and if you and I understand that everybody needs to be treated safe everything needs to be safe but you also have to our goal as goal of Schoolboard members I see it is to help prepare people people for life I'm not a teacher whatsoever but when they leave the school system and I just feel I hear I can people pull their kids out of public school to homeschool them I don't think that does the kid a favor because they've they're taking them out of an uncomfortable situation and I don't think that is the helps them down the road based on the people I've hired and seen
050that I don't see the I don't see this as separating student group I see this as education for the people that support students and that there's a difference there I I at the coree I agree with you but I don't think this is that no and the caucuses are not intended for students to participate in they professional development opportunities for the adults who serve on school boards and for people who work within school districts and I'm I I'm very confused how we keep hearing separation when we're talking about inclusion that doesn't make sense to me but um whether someone chooses to say out loud a label that they feel comfortable and identify with or not is um is one thing but um making sure that the adults who work in the school district and serve
051on school boards and I'm just saying the school district because this is where I'm sitting right now know that they are part of a community that supports them is very important and I do think that this is one of those steps that shows that I also want to point out that the budget for all of the caucuses was already included in osa's annual budget that has been approved by the osba board of directors so this would not change this next year's budget at all it's already been um written into the budget and I just add one more thing I think that um for me it really the the whole notion of a caucus is about listening and listening for how do we how do we include more how do we include right how do we
052know how to include my thing with osba about saying right now we're not going to add any more caucuses right now could also be at what point can we get rid of one yes because it has become an accepted and inclusive Arena where we know what we need to know and and we do have that one um so it isn't just about adding more but it's also about Hallelujah that at some point we can take some of them off the table um because of the work that we've done to listen and to be able to be inclusive that's yeah just my thought and another thing that was pointed out that I thought was uh really important because it came up due to a scheduling error like the the public comment we had earlier um is
053that they're the idea that somebody's identity is only one thing like somebody would want to attend rural caucus meetings and the color pus meetings and there are people who identified all three of those things we have lots and lots of people in this beautiful amazing State who are people you know uh queer is an easy word to use so I'll say it um who are queer Liv in a rural community and our a person of color so there might be these subsection of caucuses we are going to work together and support and the Royal caucus and the color caucus already have been working together a lot which has been really fantastic so you know this would also work to just we're just trying to make everything better for the students and well thank you for
054saying the word listen me being elected over the 16 districts in Lane ESD we have to listen and every area rule are different you have to meet this this schools where they're at you can't come in there trying to push your views and think it's going to work for everybody because it's not and it don't work for the parents it's not going to work for some of the teachers it's not going to work for the school district so listening is the key word and meeting them where they at come if you're going to come and you're going to tell me how I need to be educated on lgbtq or I need to be educated on the bip park or concus of color uh we all going to have to listen because we all bring different
055perspectives and everyone in this room bring diversity we all bring diversity to the table and our views our minds and our perspectives so that's the key word listen I don't like when someone want to push on you what their views are and what they think it should be because everybody learn different and everybody receive things different just like you were sharing you know um so I'm going to leave it at that and I'm going get back in my losing R here thank you we cut it off after has something to say there again I just wanted to provide clarification on how that um was mentioned that there is some um not accountability or something along those lines or some confusion around finances with caucuses those all the numbers get reported to the board and so
056if any of the caucuses have funding th those funds are accounted for and available to all the caucus members at any time and so that information is easy to share and so if the um if the PRI caucus is approved they would be held to that same standard just like the other two caucuses where they would need to do a finance report every year and also have that information available to members um and from the way that the caucus the member of color caucus sorry saward myself member of color caucus works as um anybody can go to those meetings as well and so um that's another part of the caucuses that they think is helpful as people are going in attendance to learn with each other and from each other as mentioned um the caucus
057of color and the um rural caucus have been leadership have been meeting quite often and talking about what bylaw changes how they would impact members of the communities of school boards I didn't share that during my talk earlier but I think I shared it in an email um of the leaderships working together and so there was another caucus I could see that as being like what are some Gap areas and um if a district doesn't need the support of the caucuses they don't need to use it either and so I think that's like getting to the point about like not all like every district is going to come in um doing the work meeting the needs of their communities and perhaps they don't need that support and so then they just wouldn't use it and
058so it wouldn't cause any harm or division or anything in communities from my opinion on being on leadership with the um color Copus and I've only seen it like be helpful to find commonalities like you were talking about how there's members school board members that full multiple identities that are served all by all these areas and I have really enjoyed working with the rural caucus leadership because it's helped like expand some of our conversations on the caucus of color as well so I just wanted to share that really brief um just just that little perspective of thisk thank you um we'll go ahead and fill out the ballot then you go this down the the right there's this hallway here pass that down Main oh go that that door and be right across the hallway
059there yeah okay we'll move on to Association reports is there a ba report no okay CA report uh school stuff BS have a you mark y good even presentation I'm going to start off with our School Improvement plan so this is a it's our continuous School Improvement plan which is a three-year plan um the uh administrative team at PHS did A needs assessment we had our faculty do A needs assessment we took those results and um along with our guiding Coalition which is our building leadership team that's made of both teachers and administrators we came up with the three goals that you see here um over the next three years so number one is strengthen Recruitment and Retention by building a diverse staff moving on boarding for new teachers offering strong support and growth for
060veteran teachers ultimately creating more stable andrich learning environment that benefits all schools go two provide inclusive communication Pathways and feedback loops that promote meaningful Partnerships with all stakeholders and go free andure that all students feel safe supported and actively engaged in the high school community so what we determined from our needs assessment was these are the big three areas that we were needing the most work in so go the next one um again there's goal one these are our metrics this is how we're going to measure our progress over the first year so by the end of 2425 um we want to create and conducted staff C there under attention and then we want to have an onboarding protocol in place right now we have a very veteran staff we don't have a problem with
061retention um but we are going to see some significant retirements over the next two to five years and right now we don't have a good on boarding um program at the high school do you have any idea when o when you'd want to do the the survey is that going to be toward the end of the year or the staff survey will be near the end of the year just just after winter break sometime or probably further into spring further into spring okay okay s so goal two um we want to have a better connection with all of our stakeholders parents community members um and so our goal is to have more admin representation at our um emerging bilingual meetings um we're going to do a communication survey we haven't developed that yet but by
062the end of February we want to have that complete and sent out um try and do some some better advertising about the chat with the principal and our weekly we newsletter um you know in a previous School District um we did chat with the principal was very successful I'm finding it hard to get off the ground here I'm not sure exactly why um over the last two and a half years we've only had about five parents that show up for those usually one or two on a regular basis so again just looking for ways to to connect with people and then we're going to start having um administrative representation as much as possible at Community meetings like rotary and um the chamber meetings and then goal three and this is a big one ensure that
063all students feel safe supported and actively engaged in the high school Community we currently give a a a survey to students at the end of each year and that survey hits on engagement belonging and tells us how kids feel about their connection to school and so those are all those percentages are well the first three are from that Sur specifically so we want to see an 80 80% are better on the engagement survey at the end of the year so 80% of our kids are more are saying they feel engaged strongly or regular engagement with the high school um 80% are better on the belonging section and then 80% are better on the students feel safe at school and then the last one is is a big reach but 75 75% or more of our
064students are involved in either a sport club or other activity at PHS so we want to see kids involved and we typically look at those numbers every after every sport season curious on the surveys and things I'm wondering and I'm not really old enough to know this I know in the 90s early 2000s like all the shop programs basically were dissolving that realize now like auto shop from the cars in the 60s and 70s those are obsolete everything's all computerized now but do you see Trends or what triggers like what ctd classes are available I see a lot of stuff on Sports and I was not a sports person I'm and I just know that Sports build things but no build their work ethic all these different things but very few people make their living
065on Sports and I feel strongly that we need to be providing opport OPP unities for kids to go out when they leave here uh into a career path and so there's a huge amount of budget in every school district across everywhere into sports and I as I graduate high school 2000 I was one to help disassemble all caral high school's shops because they quit all that they one shop when our job was we done everything the L Auction and so I and I've never seen any of those classes come back we have a pretty strong CTE program um and we have a for our side of the school a real good variety of CTE courses the kids love those courses Child Development courses culinary um with tech if we had more resources we'd have more
066kids in those programs is that included in that number four in terms of because since so many of those involved going outside of the school to do things well that's what brought it up because it didn't mention anything about right that's why those we're gonna we're going to see maximum participation in those because those classes have certain caps certain limits and so they're always full now if you want those numbers I can you know I can email them to you I honestly don't know what PHS provides because I was AAL student my kids in elementary middle so I I don't know what is provided here so we have the we have a small computer program um we've got the Manufacturing tech program which is really really big we've got forestry natural resources um culinary Department
067culinary arts program and then a child development program Health occupations and health occupations and Child Development culinary Manufacturing tech Manufacturing tech that cover welding welding machine tool y those classes are all full and culinary and um Child Development those teachers are only half time so we can only offer about six of those six courses each in each area per year where we're turning kids away from those programs and in case you don't know there's a preschool attached to the childhood development that is op much preschool so that 75% number really is about sports the clubs we offer or activities like robotics outside of class outside of class okay how how are you going to make sure that the students are going to fill out the surveys I mean is that a mandatory thing or is
068that a voluntary it it's voluntary but we do provide them time to do it in their advisory or Home Room okay because I what I'm reading there is 80% or better students feel safe at school uh based off the year in student survey are are they going to be able to be honest about how they feel at school and and not be targeted through the survey I guess is what I'm asking we hope so the survey is completely Anonymous we don't collect email we don't collect anything about the student that could be identifying um other than they do choose which grade they're in so it is it done through a third party or is it done through the the the school we created a survey and we send a survey out okay so a Google
069it's like a Google form yeah and I'm not a tech guy which you probably already know that but there's there's not much of a way or is there a way that people can figure out who did said what on stuff okay no all right those responses are private yeah okay everything's Anonymous we have no way of telling who said what okay um we just look at the look at the data all right and we get about 75 to 80% of the kids take the survey okay so it's typically the seniors that don't they're on the way out they're on their way out okay I just wanted to make sure that you know that U it was just basically nobody could figure out who did what or said what orous and that they could be honest
070about if they give a is there room to write an opinion on you know they could do that I can share that with you if you want you can see what it's all about it's a pretty strong survey it's modeled after a youth truth survey okay Coral uses and uh yeah it's it's pretty comprehensive okay no that's fine I I would just want to know and but know that the the CTE programs I think are fantastic and we just need to figure out a way we can add more and and make the ones that we have better so I mean that would be my goal and and and back to your shop that we could run a successful shop program or auto shop program we have kids that are interested in it well maybe that's
071something we can look at always in the past has been getting an instructor has always been the hard part on the auto shop because they can make more money on the outside than they can teaching kids so so on that survey just the admin are the only ones that see the raw data from it then we compile and share it with the staff we usually share it with them at the beginning of the year so they know kind of where the direction is where we're headed okay well I'm glad to see that you guys are working on this this very important to all three of those goals um very important I think yeah I think it's great do anybody have more questions I have a comment about the survey thingy um it is very like
072private there's no way to recognize it I feel very safe taking it like I I'm very honest on it I know a lot of my friends are very honest I would say those numbers are pretty good um it is very like like I don't feel like I could be identified even if I did have like a negative thing to say okay I don't feel like so yes it is very good also with a little add on to the CTE thing it is um a lot of people really do enjoy those classes I'm one of them I'm more on the computer side rather than the welding side but a lot of my friends are more do like the welding and the auto and stuff and they really do enjoy it people really do that's great well
073I appreciate you sharing that and I know when I went through high school if it wasn't for and we didn't call CTE programs back then but if it wasn't for the auto shop and the welding and wood shop I probably wouldn't finish high school because that I spent most of my time out there and the Hands-On thing is is there's a lot of kids that aren't book smart and I'm one of them and you know they got to have that extra way of of staying engaged and and being trained and and like Ryan always says to get out in the real world after high school and be productive citizens and and you know make a go of it so that's that's what I like to see through our schools is putting kids out there that
074will survive After High School two things that we in high school one I don't know 2001 was caral High School's new school so I graduated 200000 part of our grad we actually me and a couple friends got to skip some required classes and we bu all the new computer tables for the new high school so we were able to so the I think they're still using them we built all the new tables for our senior project in high school and Nick trainy who's our Manufacturing tech teacher they have done some small things [Music] for could work with the theater Department build some cool stuff next year I could have used them a few years ago one so our student participation and this was for fall Sports about 40% of our students were involved and every
075single fall sports team U made a postseason was pretty good season for them great currently winter sports we've got about 26% of all students that are involved and then that club's number doesn't include um activities like Robotics and theater so that number is probably closer to 150 between clubs Robotics and theater so with those numbers right there I see pretty easy to cover the 75% um in in the previous slide unless there's duplicates some would be duplicates some duplicates you're still going to be close to that 75% I would think and we'll see this spring will be a big participation I mean we have a lot of sports we've added uh boys and girls Golf and we've added boys okay so that's going to increase participation as well all right attendance uh so this year
076we we rolled out a new incentive plan we really want to Target students that are uh attending at a rate of 80 to 89% they're the easiest ones to move our goal is to get every student above 90% if you're a 90% attender you're you're considered regular which means one day or less a month so so what we do is every month um we look at the data um and then we give out these cards to students that they can redeem for for prices essentially do you see that a lot of them do redeem their cards no I don't think so based on based on the number that we handed out um we probably had know a dozen or more that that turned in the one ticket for their one week of extended lunch that's
077a that's a pretty that's a good one yeah people like extend it's really nice so they're not patient enough to hold on to get five tickets to get Warrior gear or um in addition we throw all the all the students that were regular attenders from the previous month we throw their name into a hat and then at the beginning of the month we draw a ticket and then we award a $10 poy card to that student okay so of our regular attenders so last year according to the state our attendance rate was at 70% so 70% of our students were attending at a rate of 90% or better um that's up 1% from the year before and we did a little bit of attendance work last year with some nudge letters and some Communications home
078um but this year first trimester we're up to 76.3 perc so we're seeing a little impact of the work we're doing uh academics so one one threshold you need to earn so you can get extended lunch is earning a 3.0 higher so we kind of typically look at that number in this trimester 67% of our kids we're above a three point hour higher so those all those kids will get extended lunch Forin current Tri gr and then just sharing some of our uh our state test data from the test was taken last spring for our current seniors now when they were Juniors um this is just compared to other districts in the area we like to see how we're doing in relation to we vales and gaps and all in LC um and we're pretty
079proud of those numbers um we realize we still have a lot of work to do because our participation rate isn't great um and our scores me you know a 50 is not not for English language arts again we're performing out performing the districts around us and then science the same result and again till the state decides that this becomes a graduation requirement or makes it required in some other form um we're going to struggle to get that participation up because just families just opt out and they don't see the see a reason for taking the test and then and then this last slide just shows the trend of pre pre and post pandemic so you can see we are definitely on an upward Trend in our math science and Ela scores since the pandemic excellent

081want to say is later this week got like two or three days to do the I'll do the data entry tomorrow and um then they'll do the compilation and probably let people know before end the Cal 15 was I think it was feels yeah I think you're right yeah well no I was just I think it was a 15 um moving on we'll do the superintendent report uh a couple of things just to bring you up the speed the the academic calendar committee T the season uh we are getting that committee together on Tuesday December 17th for the first time to take a look at the drafts of uh 2025 2026 and 2027 school calendars so these will be the the what days are we in school and what days are we not so it's
082not um all the specific events and things like that but it's our our general school calendar so when will that be brought to the board it will be brought if not in January February okay because I know in years past we've had a problem of it not getting to us in time so that families could make plans that's what the other reason that we want to adopt two years two years is so that we can always be a year ahead okay um to be able to make sure be nice yeah that's that's the plan yeah all right sh didn't we approv two years last year did we have to change it we never approved two we approved one and then never came back around I don't think to that second one um and part of
083that was kind of a wait and see attitude of U do we like the one that was this year versus the one that was the year prior and what do we want to do with it so um I put in information that we've talked a little bit about before uh this is from the 2023 long legislative session uh Senate Bill 5506 which um in essence gave um the Department of Education money to provide one-time payments for Oregon special education staff in the 2425 school year so this was decided in the 2023 long session we now got the information that this stipend is available for um specific spe special education uh staff working in special education this year so um the the start was for people who who people needed to be at work be working
084in their positions on um the 1 of December this was December 2nd and needed to work until payment was received which for us will be the last payment of the school year and the specifics were that it was designed for those individuals providing what they said were significant special education support meaning 75% of or more of their day focused on students with IEPs and the ifsps is um for our early intervention kids before they move into the IEP is what comes at kindergarten the ifsp is what happens when they're in early intervention programs before they get to kindergarten and it's for um licensed or classified staff and everybody gets the same amount regardless of your position regardless of the number of hours you work so if you work an eight hour day you get X
085stipend if you work a 4H hour day you get the same stien um and you have to to work through that span of time um and in the middle of January each district has to submit their list of eligible staff members which we're working on right now and validating with our associations to make sure that we've got all the appropriate people on the list so there's $8.9 million um when you take a look at that and you look at our list and our list could be with our licensed staff and classified staff probably 40 people easy if you 198 school districts in the state of Oregon and 10 12 esds and they all have 40 people or more that 8.9 million doesn't go very far and so we don't know what the send is going
086to be um but we know that our task is to submit the numbers to OD they're going to take the numbers that are submit by every District 8.9 million divided by the number they receive and that will be the pend M um we could take bets on what it would be I was gonna say a nice lunch but I think probably not probably not even a nice lunch my concern is that um it might feel like um while well intentioned but it's not going to be what was anticipated the other piece so you know is the all the money of that 8.9 million goes to the staff members which means that other payroll expenses have to be picked up by the district so every District that's accepting this money is paying the other payroll expens
087or the associated payroll costs in order to be able to do this um well at the rate that you're saying it's not going to be that much though but but it's not going to be that much per person but we have to to but we as a district as a district still need c yep and so you know we we will do that and we'll take care of the business uh because the other thing that we don't want to get caught in in all honesty is to be able to say we don't want to accept this money because we don't want to pay the rollup costs and then you're entering a long legislative session where you've got legislators that are saying we gave you money we offered it to you and now you're telling us
088you don't need it right yeah so um we have to be real thoughtful in the way that we are working in that do we know what the average District size is in where um are we close to average or we below average we're below but we are below average okay I was just trying to do some some calculations here I the same number you did assume that we were the average but if we're below average then it's going to be well below that so I mean it'll be interesting to see who gets closest to what the S fend will actually be um we're we're being real transparent and real upfront I met with our licensed Association today and shared the names of the people that we've got on that list and we'll meet with our
089classified group tomorrow and share the names that we have on that list so everybody is open to be able to take a look at what um what we're putting forward and um uh just being real clear about how we're going to do business but I wanted to let you know um the other part of that is there was conversation in the beginning because we as a part of our Collective bargaining agreement already pay a stien can we take that money can we take that $5.50 a person and um uh uh back fill in for um and I'm hoping it's not that small back back that in for the stien that we're already paying no this is an addition so this doesn't change anything about our collective bargaining agreements with our staff this is something that
090the Legislative Assembly put in place we're honoring it and moving forward so um just to let you know uh we've talked a lot about Center for educational leadership they're going to come back January 8th and 9th and continue their work with our administrative team we've also added some teacher leaders to the mix of conversation and um that's really um uh bearing fruit in our different schools and so it's it's pretty exciting to watch that continue to enol um in our legislative happenings um representative gomberg told told told us on Monday to December 2nd I'm going to come through to fouth on Wednesday December 4th if you want to come talk to me um were the people from Monroe ALC and fouth and there were two of us that came here and met with him but
091we had an opportunity to talk about the education agendas and uh specifically for our area so it was nice of him to be able to stop by and visit with us a little bit information that we now know about the governor's budget um the governor need needs to in early December produce a budget for uh the bium and it may stand it may not um you know so there's lots of changes but she puts forward what her budget um would be with a total School fund allocation recommended at 11.36 billion it represents a $1.2 billion increase over the previous bium the increase also has included some of the pur expenses that um districts now have to be responsible for um and so we kind of got a win in that in that the rollup uh
092because we originally thought from the governor's first cut at a number that all our increase was going to be taken in Purge requirements and now that there isn't is a proposed ad to be able to take care of that um that should help us out um in terms of our staffing and and our commitments so the goal for us is really to be able to advocate for maintaining that 11.36 billion if not more because the things that there are some things that aren't represented in terms of the increase in the special cap for funding um uh high cost disability programs some things like that that that there is desire and need but the start off is far better than it could have been in term of moving us forward so stay tuned on that uh
093lbl has been working with us on the local service plan and updating the language that will come back to us in January as a board to approve the local service plan from lbl we as a group of superintendant are going to be looking at it this Friday um at our superintendent meeting to be able to finalize the pieces there I've had the opportunity to share the the budget and finance information with Jennifer the um special education pieces of it with Kelsey and the technology pieces with Mark just to make sure that the language lines up and it says what it's supposed to uh in terms of meeting the needs for our folks too so that's going to be very good I said to you that we had put out our information about cell phone usage
094in schools uh this the the surveys have been shared and we're pulling together all the detailed information that we'll bring back to you in January to date we have 365 parents who have responded to the survey and most of those were in were within the first two days and so the response was quick um and and pretty immediate uh staff and students are using most of this week to be able to get survey stuff out and so these numbers I anticipate uh for for staff and students are low and that's simply because the survey information has not gone out um to all to all parties involved we adjusted the surveys a little bit for elementary middle and high school for students um from staff we've heard from 73 staff members from our elementary students and
095we just focused on fourth and fifth grade we didn't go lower than that was um uh 38 our Middle School is at 64 and our high school is 108 but like I said not everybody has seen that yet um it's it's interesting to see that as we believe that the responses of our students especially some of our high schoolers is is different than the parents um but it's but it's also very interesting to see the number um who see concern and so um it's going to be some some good conversation and a good opportunity to get information I've had some families email me uh specifically about some information which has been awesome because the other piece of the survey is about what we want to do and what we plan but it's also about what
096do we need to do to educate our staff and our students um um and our families as we move into um however we choose to move forward what is it that's important for us to do educationally for everybody so um it's a win in a lot of different ways and then my last piece was we have um uh a number of our PHS athletic groups traveling over the break and so it's just a reminder that we've got our boys and girls basketball is going to South Coast the end of next week uh we have our basketball teams in katchan Alaska after um in between the Christmas and New Year holiday wrestling is going to be going to an activity on the 27th and 28th of December girls wrestling is the 28th and it's always when
097there's no school around and things like that it's just nice to remember that that we've got students on the road who uh are are out doing things and um they deserve our good thoughts so you questions comments oh in terms of this I didn't hear you say this but I could have missed it isn't the legislature bringing something up about self phones in schools these next session they are they um they they have talked about being able to bring something forward as a bell-to-bell ban and what we wanted to do is to say Can what do we believe so that we can weigh in and what do we want to do I know for instance um at the high school they they've tightened up with teachers in some places um who have said yeah I
098want to tighten things up in my classroom with their administrator support um but we wanted to be able to make sure that we got the input that we promised we would get from our families and our staff rather than asking families and students and staff and all of a sudden saying but they've made up their mind already so they're not going to listen to what we have to say and so it was it's really important to be able to say we're asking for input because it really matters uh and we want to hear what you have to say so one question for Mark how many teachers have students use their cell phones actively for like research and things in their classes I know they occasionally did it when I was here and when I was
099subbing is that ises that happening or does because there's so many Chromebooks and other avenues they don't need to anymore very little now because they can use the Chromebook okay we have a very good company policy as one warning then we smash it with a hammer [Laughter] can't use it if you want to after that okay thank you s thank you appreciate um financial report 10 for sorry I missed last month it's about as warm in here tonight as it was where I was last month the should have been here last month yeah last month it was pretty toasty yeah I don't have a lot more to add more than what was in my financial reports you saw that the state School fund estimate they haven't they're not going to recalculate until second period ADM
100is released so that won't be until February when we'll have a new state school fund estimate ours will go back to the extended admw enrollment numbers so it will drop unless enrollment around the state has dropped significantly so the amount per student will increase um my base estimate I think we might lose between 200 and 250,000 in the state school fund estimate Alto together so to account for that for the time being I have reduced what I did for our board appropriated transfers until we know for sure um because that's a bit of an extra at the moment into our reserves unfortunately but I'll wait and see how everything comes out and and um I apologize that the pretty reports that I usually include were not included in this report um because the board meeting
101was a little earlier the books don't close time to get at out there um but everything we're right on track for Budget wise projections look fine for the year and you can see that next the appropriation sheet show that we're within our appropriation so so does it look like the student count is going to be about the same I see it's about 50 different from last year do you project that out through the through the end of the year being about 50 short from what it was last year too most likely I don't see it raising usually from um January to the we continue to decrease so we will probably stay that same but remember State School fund is calculated on the extended admw so it'll only go back to the lowest of this year
102or last year yeah yeah so I realize that but I I just was wondering if you were projecting to lose any kids or to gain any kids or you know if you heard any I haven't heard any any rumors I would anticipate it to stay steady but we always have the end of the year slide yeah where it that yeah so it will probably be similar so when we work on our estimate of membership and revenue for next year which is due in the middle of January we'll take that into account okay than that Auditors are done with their work so um hopefully I have final documents to present in January good thank you did it go well any other questions the Auditors like our business office sure yes they do makes their life easier
103makes your job easier doesn't yes it does uh strategy and discussion the Safety Committee updates yeah again because of the shortness in between um our meeting uh we have started today um recruiting for two different safety committees like we talked about and so we've got one committee that will look at the facilities and infrastructure which is really more the oan required uh we need to do this um that sort of stuff with facilities um accident reports that sort of stuff and today when I met with uh Char and Nicole representing pea I asked them for um for that committee up to a half a dozen volunteers that their group selects um I'll do this the same information with our classified staff at a meeting I have with them tomorrow tomorrow uh Joey already has on
104that group uh his the four campus stewards from our our largest schools so that's fouth Elementary fouth Middle fouth High and thumm's primary um and so they're represented and so we're starting to put together the required or rejuvenate the required [Music] um joint makeup where the district can appoint uh but the school schools associations also have the opportunity to appoint as well the second group has to do with the individual Andor system threats so um I've got a student that kicks me hits me um we've got to do a lock down at our school I mean those kinds of things and ask also for that same representation so we would look at a half a dozen representing the facilities and infrastructure and another half a dozen representing the other side of it uh to be
105able to get those two committees running so once we start to get names of people we will also appoint uh administrative Representatives uh much like the the school appointments I'll ask for an admin representation instead of all admin because we can talk to each other just as easily when we have our meetings with one or two representatives from the administrative side and then it's not overly advant heavy or overly one group heavy um from another and so uh those things are moving forward and uh we're continuing conversation and getting those up off the ground could the people on those committees be the same people on on the two committees they could the idea is but you try not to the idea would be that they they the Committees will interface um not sure how often
106right now we need to see where they start but at least once a quarter or once every six months to get us started uh the idea of having everybody together once was really more about we wanted to be able to pay attention to the specific issues in each side rather than getting them if you have one or two people say you come up short in paa doesn't have six people for the individual and system threats but you have somebody that's on the facilities infrastructure that would be willing to do that not a problem okay not a problem that's that was my question not a problem and we're going to talk about um I've got some board roles and responsibilities and I have some assumptions within that too because we can have the board represented um
107within that as well yeah I I would like to see the board represented on both of those and so that's coming up well that's our next item yeah um in terms of what I've got in there and um would very much like that as well so we're we're moving okay so is that all you have for the comme update yeah that's that's as far as we've gotten since the last meeting all right uh board member school committee and lays on assignments and I'll send this to you it was one of those that I got done late um and I put in last year's information and so we have for the schools last year we had Ryan at loget PES Sandy at Clemens um uh Joe at the middle school Rick at the high school and
108Aon at the fom Academy the other leison rules I put in there is is board memb Ser as on the budget committee and that's all of our board members and then we have lemens community pool um our Equity committee uh special education advisory committee our two safety committees I put in there um we have a technology advisory committee that at one point was represented by a member of the board and has not been so I wanted to put that out there we have um our license staff negotiations that will start after the first of this calendar year so we're going to need to to make sure we have um individuals to two individuals to serve in that capacity um our classified group will not start until the following year so we've got some wiggle room
109in making um uh that determination and then we have the policy subcommittee I actually removed a number of those lays on roles uh Clemens Foundation fouth Chamber of Commerce fouth City Council Lions Club fom pastors fom rotary and fom youth activities Club simply because we have staff that represent those groups and that will be in attendance and sometimes our board members attend those different meetings but we're we're duplicating we're attempting to duplicate an effort that no longer needs to be duplicated in that way if the board wishes to bring any of those things back we can but it seemed like we were I felt like we were asking more of um the board's attendance at some of these places when we have staff that are already attending when the place where we really need it
110is at the schools and um some of the key District responsibilities and so that's where I started um with what we had last year and I don't want us to have to haggle over all the decisions tonight um well I think everybody can kind of see where where they're at yeah and and what we need and if we can put this as a topic for next month right we've got our we've got our work session uh January 19th or something 14 14 was something but we could you know batter at our meeting yeah then we could finalize the pieces of that and I don't care which one I I think this would be quick enough if everybody comes prepared to the meeting to say this this this and you know it'd be a very short
111to perfect and and so what I'll do is I'll send this out um to make sure because it took me a while to get through that I went through the whole list of being able to say where do we really need and where don't we and why and and wanted to make sure we had all of them addressed so I'm glad you did this this has bothered me because we said you put us to these roles but there's nothing to take but as I was thinking about this not KN you're doing this I was thinking the student Representatives would be great to go to the chamber they're on there yeah stent representatives are on my list to do stuff anyway because that would be a good spot for them to take information that they could
112gather from all four or five schools and not maybe it's not every month but quarterly go to the chamber I think the F the businesses would like to appreciate hearings from the students not from somebody in the school board gather information but I think as a let's say use a forge term as a Junior leader project as a leadership role they go gather information take it to the chamber and that way students engag the community yeah and I think there's ways I'm gonna talk to Maggie and and Levi and see where we put them to work great actually I was just going to say since we're already halfway through the year we're almost I would recommend at least from the schools unless people want to change just stick with that for one more year to
113that part of it we can also discuss that right and I'm okay with whatever I just decided that kind of let's put in where people are at right now and and make some determination about where we are um and and where we want to move with so um it was a way to start sure okay um as I told you I won't be able to be at the work session y um so I am very happy at Clemens and I'm willing to throw my head into Safety Committee security and thread awesome and I think based on what Rick said we'll do it at our regular board meeting in January instead of the session and that way you would you would be there okay sounds good Andy said she wouldn't make me any chocolate CHP cookies
114ever again if I tried to take funds away I I did have a question so obviously the safety committees we know the topics of those um I believe we had talked about a long range facilities Community being formed at some point so that might be something just to on the list somewhere yep and then also the eback yeah and I've gone back and forth about that um which one emerging bilingual oh okay yeah um yes thank you I'll add that in and then our but if they would like to have there that great the other part of that is where is the balance between the emerging bilingual advisory committee and the equity committee that we need to have and that was part of my um do we want to make it one do we want
115to make it two what makes the most sense but I'll add those in to be able to make sure that they're represented thank you I appreciate I do think that could go on the same line as the equity committee since that's my name I'm willing to say that thank you any more discussion on this topic not right now okay uh state report cards I knew I'd get there eventually Ryan uh state report cards you got all of them in your packet and what I put together was really kind of a summary so for instance if you looked at the phoma school district um and you looked at the 2324 information these green ones show where there's been an increase since the year prior to report card and so you can see that there are some
116um really big good moves um in terms of of where we've been and what we're doing the second part I put down there though is and and Michelle I'm going to have her put these in the packet so that they're all there is our state assessment participation so you can see that as a district at K5 we're 90 you know in the 90% range Middle School were in the 90% range at the high school we're at 47 and 44 so when Mark said our numbers of participation um are low they're low but if you start to look at individual schools you can see blet Elementary is greater than 95% now you have to remember that a blet only third and fourth graders are eligible to test and so it's a very small window of students
117um at fouth elementary you're right around 90% at fouth middle you're right around 90% fouth High School 5347 fouth Academy 27 and then Kings Valley is up in the 3 so you can see that there are some places where um the state assessment participation can have some influence on uh the performance because if we've only got 50% of our kids participating we never get a picture of 100% of our students and how they perform right because half of them don't don't do it and so it gets to be a little bit more difficult to weigh in on that even so I took the high school measures that they take a look at class size and I didn't put any changes in that I just put the numbers that are on the report card regular attenders
118FL Academy 36% col with high school 70% Kings Valley 49% our um um on track to graduate uh FL of high school greater than 95% Kings Valley 47 % on time graduation 63 95 57 so you can see that when you look at things compiled as a district you see one thing and when you look at things broken out as a school you can you can see some different things well but when you break it out as a school the academy they have fewer numbers yes the same as well yeah blogic the academy Kings Valley it doesn't take very many people not do doing you know very well to really I would say skew the numbers because it takes a big dive with just a few uh where at the high school there's more kids
119participating so it's it's harder to change that number it is it is when when your students um account for each student is 7% yeah it it you know you take two students and you're down 14% before you ever in terms of the uh participation at the high school level have we ever done a data analysis of the GPA of students that participate versus those that don't or like their GPA in their math classes versus or something like that where you're looking at the data of you know which students are opting out is it just randomly across the board or is it more of a focus of just the lower students or just the higher students do we know anything about that we've we've not done an analysis I have a gut feeling okay and just
120a visual of me staying which students are taking the test it's the the lower GPA students who are not taking who are not taking the test interesting because I they don't do I I was thinking a lot of the reverse but who are getting ready to take the SAT no good it's a good curiosity %ud yep so I just did the high of some of the information um and to be able to say that one of the things that especially K8 what we're doing with our language arts and our math is uh we're finding ways to within within the school time frame look at what we call Benchmark testing at least two or three times a year for kids and um uh what we call progress monitoring or more consistently assessing those students who we
